Moscow (CNN)Russian President Vladimir Putin boasted Tuesday of his country's "unique" advances in hypersonic weaponry, saying other countries were "trying to catch up with us."
Putin made the remarks at a Russian Defense Ministry board meeting, adding that "not a single country possesses hypersonic weapons, let alone continental-range hypersonic weapons," according to a transcript released by the Kremlin.
Like Russia, both the US and China are also working on hypersonic projects. Beijing said earlier this year that it tested a hypersonic aircraft, while the US Air Force has awarded a contract to Lockheed Martin to develop a missile.

The Pentagon said that potential inaccuracies in at-home DNA kits pose more risk to military members than regular consumers.
Senior Pentagon officials have told members of the Armed Forces to skip what may seem like the perfect holiday gift — an at-home DNA test.
In a Dec. 20 memo obtained by NBC News, Under Secretary of Defense for Intelligence Joseph Kernan and James Stewart, acting Under Secretary of Defense for Personnel and Readiness, said that DNA testing companies were targeting military members with discounts and other undisclosed incentives.

At least 16 people have been killed in a typhoon that devastated parts of central Philippines over Christmas, Agence France-Presse reports.
Typhoon Phanfone made landfall on Dec. 24 over the coastal province of Eastern Samar, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA). Destructive winds and heavy rains tore off roofs and inundated several holiday hotspots before the storm cut a path out to sea.
Known locally as Ursula, the typhoon forced tens of thousands of people to evacuate over Christmas, and disrupted holiday celebrations in Asia’s largest Catholic nation.
Boracay and Coron, popular destinations known for their white-sand beaches, were among the areas where tourists were stranded and communication lines were down.
“Everything within 100 meters of the airport looks broken. There are a lot of frustrated people at the airport as flights have been cancelled,” one tourist who was stuck at an airport that services Boracay told AFP.

(PERTH, Australia) — Firefighters battling wildfires in Australia’s most populous state attempted to make headway Thursday amid favorable conditions, before an “extreme heatwave” hits embattled areas on the weekend.
Thousands of firefighters in New South Wales took advantage of cooler weather and continued to strengthen containment lines. More than 70 fires, however, were still burning across the state with areas in the south coast currently at the “watch and act” level issued by fire services.
About 5 million hectares (12.35 million acres) of land have burned nationwide over the past few months, with nine people killed and more than 950 homes destroyed. New South Wales has received the brunt of the damage, with around 850 homes razed in the state.
Authorities are bracing for conditions to deteriorate as high temperatures return. Sydney is forecast to hit 31 degrees Celsius (88 Fahrenheit) on Sunday before reaching 35 C (95 F) on Tuesday. The city’s western suburbs could reach 41 C (106 F) on Sunday.
Bureau of Meteorology forecaster Rose Barr said a heatwave was currently building in southern parts of New South Wales before worsening on the weekend.
“Some areas are forecast to reach extreme heatwave conditions,” she said. “With the increasing heat and winds, the fire danger will worsen into the new week, with Monday and Tuesday most likely to be the most significant fire weather days.”
Fire danger ratings remained very high in northwestern New South Wales, and high in Sydney.
Meanwhile, South Australian firefighters Thursday were battling wildfires in Adelaide Hills, which has been downgraded to the “advice” level.
South Australia state last week had 86 homes destroyed after wildfires flared in catastrophic conditions. A return of extreme temperatures, however, are expected with Adelaide, the state capital, set to reach a sizzling 40 C (104 F) on Friday to start a four-day heatwave — its second such hot spell in just over a week.
(ANKARA, Turkey) — A boat carrying migrants capsized in a lake in eastern Turkey on Thursday, killing seven people on board, officials said. At least 64 migrants were rescued.
The boat sank in Lake Van as it approached the town of Adilcevaz in Bitlis province, the provincial governor’s office said in a statement. It was carrying migrants from Afghanistan, Pakistan and Bangladesh.
Five of the migrants were found dead in the lake while two others died in a hospital, the statement said.
Turkey is a main crossing point for migrants trying to reach Europe.
It was not immediately clear why the migrants were traveling on a boat and not by road. The lake is close to Iran but lies within Turkey’s borders.
The statement said the rescued migrants were taken to the hospital and shelters around Bitlis.
Gendarmerie forces, emergency teams and divers were pressing ahead with search-and-rescue operations, the statement said, adding that authorities had launched a formal investigation into the incident.
Iranian authorities have shut down mobile internet access across several provinces and security has been heightened in Tehran, the Iranian Labour News Agency reported, as mourning ceremonies approach for protesters killed last month in a government crackdown.
The mourning services are scheduled to begin on Thursday. The independent Shargh newspaper said five unidentified provinces will be subject to the blackout, while ILNA said internet users in those areas will have access to a limited number of state-approved Iran websites and applications.

(TOKYO) — The relocation of a U.S. Marine Corps base to a less-crowded area of the southern Japanese island of Okinawa will take more than twice as much money and time as previously estimated because of the need to stabilize the reclaimed land it will be built on, Japan’s government said Wednesday.
The Defense Ministry said the relocation of U.S. Marine Corps Air Station Futenma from densely populated Ginowan to Henoko on Okinawa’s eastern coast will cost 930 billion yen ($8.5 billion) and take 12 years, pushing its completion into the 2030s. That adds more than a decade to the plan, which has already been delayed by more than 20 years because of local opposition and other reasons.
Under an earlier plan agreed to by Tokyo and Washington in 2013, construction was to cost about 350 billion yen ($3.2 billion) and take five years, with completion expected in about 2022.
Most of the additional cost and time is required to stabilize and strengthen reclaimed land off the coast of Henoko that will be used for runways, the ministry said. It presented its new estimate to a panel of Japanese experts discussing the relocation plans.
Experts have found parts of the sea bottom at the planned reclamation site to be “as soft as mayonnaise” and needing to be reinforced.
Many Okinawans, including Gov. Denny Tamaki, oppose the relocation, saying the base should be entirely removed from the island. The heavy U.S. military presence on Okinawa has been a source of a long-running conflict between the island and Washington and Tokyo.
Japan’s central government forcibly began reclamation work in December 2018 despite repeated protests by Okinawa.
Tamaki is expected to also reject a central government application for a local government permit to carry out additional land reinforcement, which is likely to reignite tension and further delay the relocation.
Okinawa’s vice governor, Kichiro Jahana, told reporters that “The construction should be stopped immediately. It’s a good opportunity to rethink the plan, taking into consideration a nationwide debate.”
About half of the 50,000 American troops in Japan are stationed in Okinawa. The 30 U.S. installations on the island account for more than 70% of the area used by the U.S. military in Japan, leading Okinawa to protest that it is shouldering more than its share of the burden.
Opponents also say the relocation plan should be scrapped for environmental reasons because the site is a habitat for dugongs and corals.
U.S. President Donald Trump and Japanese Prime Minister Shinzo Abe reaffirmed their commitment to pursue the Henoko plan in 2017, calling it the only solution that avoids continued use of Futenma. The plan was developed after the 1995 rape of a schoolgirl, in which three U.S. servicemen were convicted, reigniting simmering Okinawan opposition to the U.S. bases.
Tokyo and Washington have since agreed on the return of the current 1,100-acre (445-hectare) Futenma base to Japanese control after operations are moved to Henoko. The plan requires 1,800-meter (5,900-foot) runways in a V configuration on reclaimed land in Henoko Bay near the U.S. military’s Camp Schwab.
(SANTIAGO, Chile) — Helicopters dropped thousands of gallons of water on the outskirts of the Chilean port city of Valparaiso on Wednesday to extinguish a fire that destroyed more than 200 homes.
Dozens of people living in the city’s Rocuant and San Roque hills sifted through the ruins of their homes after strong winds whipped the blaze through their neighborhoods Tuesday. Residents had been evacuated and there were no reports of casualties.
The fire destroyed more than 200 homes and affected more than 1,000 people, Agriculture Minister Antonio Walker said Wednesday evening.
Earlier, Interior Minister Gonzalo Blumel said authorities believe arson caused the blaze and urged people to report any suspicious activity.
“We’re not certain, but everything indicates that yesterday’s fire was intentional, and began in an area quite close to the homes,” said Ezio Passadore, emergency manager for Valparaíso.
The fire was doused in urban areas but remained “active” in the woods, said Ricardo Toro, head of Chile’s national emergency office.
Many homes in the low-income neighborhoods where the fire occurred don’t have running water and get their supply from tanker trucks a couple of times a week.
Wildfires have affected parts of Valparaiso several times in the last month as Chile contends with its worst drought on record.
(JERUSALEM) — Israel said a rocket was fired from the Gaza Strip into its southern territory Wednesday, forcing Prime Minister Benjamin Netanyahu to be hustled from a stage during an election rally in the city of Ashkelon.
The Israeli military said its air defense system, known as Iron Dome, intercepted the rocket. There were no reports of casualties.
The Israeli newspaper Haaretz posted a video on its website showing Netanyahu being taken to a shelter as he was campaigning hours before the primaries of his Likud party. The video showed Netanyahu and his wife slowly walking off the stage with security guards after sirens went off.
Early Thursday, Israeli fighter jets and helicopters carried out multiple strikes at three military bases for Hamas, the Islamic movement that rules Gaza, according to witnesses in Gaza. No casualties were reported as the sites have been empty.
There was no immediate comment from Israel’s military.
Netanyahu says he knows how to protect Israel, but opponents accuse him of being soft on handling threats from Gaza.
Gideon Saar, Netanyahu’s challenger in Thursday elections, called in a Twitter statement for a “broad national consensus for dismantling the military infrastructure” of Palestinian militant groups Hamas and Islamic Jihad.
A similar incident happened in September when Netanyahu was in the nearby city of Ashdod. He was campaigning then for the second general Israeli election of the year. (KABUL, Afghanistan) — The Taliban ambushed a peace convoy in western Afghanistan and abducted 26 activists, members of a peace movement, a police spokesman said Wednesday.
The insurgents staged the ambush in the district of Bala Buluk in Farah province on Tuesday. The Taliban forced the six-vehicle convoy to a halt, then got into the cars and drove them and the activists to an unknown location, said the provincial police spokesman Mohibullah Mohib.
According to Mohib, a police operation is underway to locate and free the activists whose convoy was going village-to-village to rally for peace.
However, Bismillah Watandost of the People’s Peace Movement of Afghanistan, to which the activists belong, said that 27 of their members were abducted by the Taliban in the Farah assault. The different figures could not immediately be reconciled.
The Taliban, who have been active in Farah, have not claimed responsibility for the abductions. However, Watandost also said that tribal elders in the province immediately launched an effort to negotiate with the Taliban to release the abducted activists. He added that phone lines were down in the region, making communication and getting information from the area difficult.
The Taliban today hold sway or control practically half of Afghanistan and are at their strongest since the 2001 U.S.-invasion. They continue to stage near-daily attacks targeting Afghan and U.S. forces, as well as government officials — even as they hold peace talks with a U.S. envoy tasked with negotiating an end to the 18-year conflict, America’s longest war.
The latest rallies by the activists from the People’s Peace Movement of Afghanistan started on Friday, first in southern Helmand province, a Taliban heartland.
At a similar series of peace rallies in October, the Taliban abducted six activists from the movement in eastern Logar province but released them the same day.
(MOSCOW) — Ukrainian officials opened a criminal probe Wednesday after a passenger train from Russia arrived in Crimea via a new Russian-built bridge, arguing that the train illegally carried people across the Ukrainian border.
Earlier this week Russian President Vladimir Putin inaugurated the railway bridge to Crimea, which Russia annexed from Ukraine in 2014. He said 14 million passengers and about 13 million tons of cargo are expected to move across the bridge next year. The train arrived in Sevastopol from St. Petersburg, Russia’s second largest city.
Russia annexed Crimea on the grounds that residents of the peninsula voted to join up with Russia. The annexation elicited widespread international censure including U.S. and European Union sanctions on Russia. Ukraine has blocked shipment of supplies via its territory to Crimea.
The Ukrainian government has repeatedly said the new bridge was built in violation of international laws. In October 2018, prosecutors opened a criminal case against the companies involved in its construction.

Any possible change in the structure will only benefit the 30 million individuals who pay income tax, said the person, adding that the cost to the exchequer needs to be balanced with benefits by way of a consumption boost.On the other hand, "infrastructure sector spending has a multiplier effect", said the person.The government has already given away Rs 1.45 lakh crore through corporate tax cuts, but that's seen as part of broader direct tax reform aimed at attracting investments. But it sparked calls for cuts in personal income tax, since there were no reliefs in this regard in the last budget. The National Company Law Appellate Tribunal's order to reinstate Cyrus Mistry as the chairman at Tata Sons has got the legal fraternity into a huddle, as they debate whether the judiciary can overrule the primacy of shareholders on such a matter. Top legal experts expect the Supreme Court to provide clarity while dealing with the NCLAT order to reinstate Mistry, whose official term would have ended two years ago. He was appointed Tata Sons' chairman from December 2012 to March 2017, but was ousted by the board in October 2016. Employment contracts can only offer compensation as relief and not reinstatement, and at best the SC may offer relief to Mistry as a minority director, said the general counsel of a leading multinational. "For a director to be reinstated, he or she has to be either co-opted by board members or re-elected by shareholders through postal ballot," the executive added.Section 14 of the Specific Relief Act 1963 states that the contract for personal service cannot be enforced, top legal experts ETspoke to said. "Reinstatements are possible only for contract unionised workers & not managerial staff or management cadre," another top legal expert associated with the development said. The NCLAT in its ruling last week has directed to reinstate Mistry also as a director of Tata Sons as well as three group companies, and ruled to comply with the order "forthwith". 72971313 According to Sudip Mahapatra, a partner at law firm S&R Associates, the portion of the NCLAT order that rendered the appointment of the current chairman illegal would become operative only after four weeks, the time given for Tata Sons to appeal in the Supreme Court. The law does not provide a mechanism for reinstatement," he said. A division bench of the NCLAT, comprising Justice SJ Mukhopadhyay and Justice Bansi Lal Bhat, declared also an October 24, 2016 board meeting, which decided to oust Mistry, as illegal and set it aside. "In my opinion, Cyrus Mistry will be inducted on the board for his remaining term … since the appellate tribunal has termed that the very meeting where the decision was taken was illegal," said Ravi Singhania, the managing partner of law firm Singhania & Partners. "However, the ruling has raised a question that if shareholders have at a validly convened general meetingremoved someone following due process, then how can you substitute that judicially by another outcome? This will be tested in the Supreme Court." Tata Sons declined to comment. In an earlier statement, its general counsel had said it was unclear as to how the NCLAT order sought to overrule the decisions taken by shareholders of Tata Sons and listed Tata operating companies at validly constituted shareholder meetings. Ican Investments Advisors chairman Anil Singhvi said the primacy of the law cannot be undermined, howsoever majority shareholders may have in terms of voting power. "No majoritarian rule can throw law out of thewindow. Tata Sons was a public limited company and it was converted into a private limited company with amendments to many articles which are contrary to law and which cannot be made legal by majoritarian rule. The statement of Tata Sons is very amusing when it says that the appellate tribunal overreached its authority over majority shareholders' right," he said, adding: "It is like asking if the Supreme Court lacks its authority over Parliament if an illegality has been committed by legislators in passing a law." A lawyer who represented Mistry's Shapoorji Pallonji Group said the NCLAT had very special and wide powers to remedy actions of "oppression" and "mismanagement". Once the conduct or action meets these thresholds, the tribunal can exercise wide remedial powers not only to negate the prejudice or wrongfulness of the actions already taken, but also to regulate future conduct of the company so as to protect the rights of minority shareholders, the lawyer said. The reliefs granted have nothing to do with enforcing contracts or personal status, but emanate from this special and extraordinary jurisdiction to remedy oppressive conduct perpetuated on the minority shareholders. Once it held the removal of Mistry to be illegal, it puts parties back into their respective positions prior to the illegal act, he added. "If ever there is a jurisdiction in our legal system that confers a wide amplitude of powers and options to redress a wrong, it is Sections 241 and 242 of the Companies Act, 2013," the lawyer said.

New Delhi: Mutual funds have added a staggering over Rs 4 lakh crore to their asset base in 2019 and the industry expects the growth trajectory to continue in the new year on the back of strong inflows in debt schemes and measures taken by regulator Sebi for boosting investors' confidence.It was because of strong inflows into debt-oriented schemes that saved 2019 from being a "dark-dull year of investing" as inflows into equity funds has dropped this year due to a volatile market.Going ahead, the industry should witness growth in the range of 17-18 per cent in 2020 and equity funds should see robust inflows as expectations are high about improved equity markets and a revival in economic growth, industry body AMFI's CEO N S Venkatesh said.The asset under management (AUM) of the industry rose by 18 per cent (Rs 4.2 lakh crore) to an all time high of Rs 27 lakh crore in 2019 by November-end itself, up from Rs 22.86 lakh crore at the end of December 2018, as per the latest data available with the Association of Mutual Funds in India (Amfi).Some industry experts said the final December-end figure might be slightly lower than the November-end level, as liquid funds could see some dip due to a quarter-end phenomenon.Kaustubh Belapurkar, Director Manager Research at Morningstar Investment Adviser India said, "While the mutual fund industry saw a significant growth post-demonetisation, there has been steady but not spectacular growth in 2019. But given the backdrop of the pessimism due to slowing economic growth, credit crisis and volatile markets, this growth is quite admirable."The investor count is estimated to have grown by over 62 lakh during 2019, to 8.65 crore this year. In 2018, investors' folio grew by more than 1.3 crore.The 18 per cent AUM growth seen by the 44-member mutual fund industry in 2019 is significantly higher than 7.5 per cent witnessed in 2018. However, the growth was much more higher at 32 per cent in 2017, when the asset base expanded by over Rs 5.4 lakh.Industry experts said the double-digit growth is a positive sign given the negative sentiment about equity and fixed income securities and should be primarily credited to inflows in debt-oriented schemes, steps taken by Sebi that boosted confidence among investors and to distributors for helping take the message of "mutual fund sahi hai" (mutual funds are right) to every nook and corner of the country."The growth in AUM is largely attributed to debt oriented schemes. In fact, inflows in debt oriented schemes have been surprisingly high and saved the year 2019 from being a 'dark-dull year of investing'. As the year saw Sensex at its record high, investors choose to book profits and drew themselves away from all the negative aura around markets," Quantum Mutual Fund CEO Jimmy Patel said.Kotal Mahindra AMC MD and CEO Nilesh Shah attributed the growth to three factors -- first, Sebi, as a regulator, consistently created rules and regulations that boosted investors' confidence in the industry, then to distributors and thirdly to the mutual funds for managing risk-return balance well.He said over one lakh distributors have taken the message of 'mutual fund sahi hai' to every nook and corner of India and it is their effort that has brought more than 2.1 crore investors to the industry.Besides, mutual funds have done a decent job of managing risk and optimising return, Shah said.The year 2019 marks the seventh consecutive yearly rise in the industry AUM after a drop for two preceding years. The AUM of the industry has grown from Rs 8.22 lakh crore in November 2009 to Rs 27 lakh crore in November 2019, indicating an over three-fold jump in 10 years.In 2019, equity and equity-linked saving schemes have seen inflows of Rs 70,000 crore, way below Rs 1.3 lakh crore witnessed in the preceding year. The inflow in such schemes hit a 41-month low of Rs 1,312 crore in November.The pace of inflows in such equity funds tapered off towards the end of the year as investors did not see the index returns in their own funds. Besides, weakness in the mid and small-cap space dented the investor confidence, said Vidya Bala, co-founder of Primeinvestor.in.L&T Mutual Fund chief Kailash Kulkarni said equity schemes have seen a little bit of a slowdown in 2019 as compared to the past few years because of extremely volatile markets. Although the headline index has grown substantially on the backdrop of a movement in a few stocks, the broad market rally has not taken off.The growing SIP book has contributed to the positive sales and SIPs will continue to be one of the most important parameters for the growth of net sales for the industry as a whole, he said.Ashwani Bhatia, MD and CEO at SBI Mutual Fund, said equity and equity-oriented schemes should garner investor interest in the new year as the market is expected to perform well."While volatility in the market may continue for some more time going forward, we believe investors will want to benefit from this volatility and use it to create and growth their wealth. As we expect industry inflows to rise, we believe that all categories of mutual funds including equity funds to see a steady rise in flows," he added.The large-scale adoption of SIPs, especially by retail investors, has helped mutual funds this year.A sharp rise in SIPs shows more people moving away from the concept of large lump-sum investments. Inflows through SIP have been consistently steady, at about Rs 8,000 crore per month in the year. Overall, fund houses have garnered over Rs 90,000 crore through SIPs -- a preferred route for retail investors to invest in mutual funds as it helps them reduce market timing risk.With regard to debt markets, a whopping Rs 1.2 lakh crore has been infused in fixed income securities as debt funds are considered to be less risky. Some investors take comfort in being able to hedge their risks by parking their funds in instruments that provide better returns than bank fixed deposits.Moreover, there has been a clear shift towards cleaner credit funds, given the stress in the fixed income market over the last 15 months. Investors have moved money from credit risk and medium term funds categories with cleaner credit profiles such as corporate bond funds and banking and PSU bond funds.Inflows in the banking and PSU bond category stood at close to Rs 34,000 crore, while those in corporate bond fund segment stood at Rs 24,500 crore.Going ahead, the industry's aggregate asset base growth should continue to be healthy in the range of 15-20 per cent, said Mohit Bhatia, Head of sales and marketing at Canara Robeco."We think the industry is poised for a significant growth in 2020 as sentiment improves with economic growth reviving and the credit crisis shows signs of being resolved. SIPs have been the bedrock of equity flows and we think this will continue to the case," Belapurkar said.
Sebi's stringent norms on client funding and defaults by several small brokers have prompted market participants to shift their accounts to larger stock brokers. Top 10 brokers contributed 37 per cent to stock market volume in November compared to 22 per cent in 2014, according to a study by ICICI Direct. In terms of the number of active clients, top 10 brokers had 63 per cent to the industry. Online broker Zerodha has the highest number of active clients with a 12.3 per cent market share, followed by ICICI Securities at 10.3 per cent, HDFC Securities at 7.1 per cent and Sharekhan at 5.4 per cent. In June 2019, Sebi tightened rules for usage of clients' funds by brokers. As per the new rules, brokers need to transfer securities to their client accounts within one day of receiving payment and not put to any other use. In case, where the client defaults on payment, brokers have been asked to hold the securities up to five days post which the broker can liquidate the securities in the market and recover their dues. "Going ahead, market participants expect smaller brokers to become sub-broker of larger franchise leading to consolidation in the industry led by increased competitive intensity", said the ICICI Direct report. 72963502 72396050
