A US Navy sailor shot and killed two civilian Department of Defense employees at the Pearl Harbor shipyard before taking his own life on Wednesday afternoon.
The military did not release a motive or any identifying information about the sailor who opened fire. A third victim is at a hospital.
Joint Base Pearl Harbor-Hickam has reopened following the lockdown. The incident is said to have taken place at Drydock 2 at around 2:30 pm local time.
The base tweeted to confirm 'the shooting incident has been secured', adding: 'The shooter has been identified as a U.S. Sailor.'
One eyewitness told Hawaii News Now: 'I was at my desk when I heard loud pops, which I recognized as gunshots.
'I looked out of the window and I saw three people on the ground. The shooter, who I assume was a sailor because he was in uniform, shot himself.'

There is fresh intelligence of a potential Iranian threat against US forces and interests in the Middle East, according to several US defense and administration officials.
"There has been consistent intelligence in the last several weeks," one administration official told CNN. A second official described it as information that has been gathered throughout November. The information is being gathered by military and intelligence agencies.
The officials would not say in what format the intelligence exists. But in the last several weeks there has been movement of Iranian forces and weapons that the US worries could be put in place for a potential attack, if one is ordered by the Iranian regime, the officials said. It's not clear if a potential threat would come from the central government or Iran's Islamic Revolutionary Guard Corps.

Boris Johnson today denied mocking Donald Trump in a 'hot mic' incident at the NATO summit - after the US president vented his fury at 'two-faced' Canadian PM Justin Trudeau.
Mr Johnson denied knowledge of the extraordinary conversation caught on camera at a reception last night, during which Mr Trudeau appeared to lampoon Mr Trump as other leaders laughed.
At a press conference closing the gathering of the military alliance this afternoon, Mr Johnson was asked whether the group - which also included him, French president Emmanuel Macron and Princess Anne - had been having a 'joke at the expense' of Mr Trump.
'Complete nonsense,' he said. 'I don't know where that has come from.'

WATFORD, England (Reuters) - NATO leaders set aside public insults ranging from "delinquent" to "brain dead" and "two-faced" on Wednesday, declaring at a 70th anniversary summit they would stand together against a common threat from Russia and prepare for China's rise.

China and the United States will work together to manage their differences and maintain stable military ties, two of their top generals said on Tuesday, a day after Beijing suspended visits by US warships and aircraft to Hong Kong.
Relations between the US military and China's People's Liberation Army would not be affected by the ban on port calls, General Mark Milley, the chairman of the US Joint Chiefs of Staff and his Chinese counterpart, General Li Zuocheng, agreed in an "introductory" telephone call, according to a statement from the Pentagon.
The pair also promised to create "an opportunity to discuss building a constructive and results-oriented defence relationship", it said.

We know a good amount about how the Secret Service, the White House Military Office, and the Air Force executed the mission, but a few questions remain, including what aircraft snuck Trump out of Florida so that he could climb aboard one of two highly modified VC-25As that serve primarily as "Air Force One" at Andrews Air Force Base outside of Washington D.C. and head off to the land of America's "Forever War?"

* The U.S. Air Force is planning make precision-guided weapons semi-autonomous, capable of communicating and cooperating with one another after launch to maximize their potential on the battlefield. * The effort, called Golden Horde, would also allow weapons like the Tomahawk cruise missile to communicate with one another to choose which targets next to destroy. * A person in the loop would still have final say over target destruction, however, ensuring these robotic weapons couldn't make life or death decisions on their own.
Golden Horde is designed to incorporate to the Air Force's three most urgent technologies: precision guided weapons, artificial intelligence, and communications networking. Precision guided weapons, united by secure communications links and endowed with artificial intelligence, would be launched en masse at the enemy, with missiles aimed at preplanned targets.

But three recent national polls may signal big changes ahead in America's political balance of power.
Rasmussen Reports announced Nov. 22 that 34 percent of blacks in the latest survey said they now support President Donald Trump. Shortly thereafter, Emerson Polling said it found that 34.5 percent of blacks back the president.

In a clip, the three world leaders seem to be discussing why the French President was late during the London summit, held to mark the alliance's 70th anniversary. Princess Anne also appears to be involved in the discussion but it is unclear if or how she responds.
None of the men mention Trump by name but Dutch PM Mark Rutte is heard joking with Macron about the 'fake news media', with Trudeau appearing to refer to the US President's talks with the media yesterday.

MOSCOW (Reuters) - Russian President Vladimir Putin on Monday signed legislation requiring all smartphones, computers and smart TV sets sold in the country to come pre-installed with Russian software.
The law, which will come into force on July 1 next year, has been met with resistance by some electronics retailers, who say the legislation was adopted without consulting them.
The law has been presented as a way to help Russian IT firms compete with foreign companies and spare consumers from having to download software upon purchasing a new device.
The country's mobile phone market is dominated by foreign companies including Apple, Samsung and Huawei. The legislation signed by Putin said the government would come up with a list of Russian applications that would need to be installed on the different devices.

But as I tell all my friends and family in Russia who are worried about this .... the FSB does not need to have an app on your smart phone to know what you are doing. They are already structured through the communication providers to spy on you if they want to.
And the once-popular selfie-aging app isn't alone.
Over the summer, a mobile app called FaceApp briedly took the Internet and the mobile world by storm with a face-aging feature that let any user take a selfie and immediately see what they'd look like when they're old.
As it caught fire, the app became a popular topic in the news, and on Instagram, Twitter, and Facebook feeds were overrun with pictures of aging friends.
While all of that was happening, Democrat Senator Chuck Schumer of New York wondered whether the app's developer, Wireless Lab, which resides in Russia, posed a problem.
It took a few months, but today he received the answer he perhaps didn't want to receive.

App developers in both Russia and China are prolific, and they are producing some impressive stuff. And yes, the security agencies in these countries can exploit them if they want to, but that in itself is a big risk. Once it is known that these apps are being used for intelligence purposes, the app will not only be deleted by most pf its users, but the perception will quickly develop that all apps from that country will be tainted.
(BEIJING) — China’s government says the United States must roll back punitive tariffs on Chinese goods if the two sides reach a trade deal.
The comments Thursday by a Commerce Ministry spokesman indicated Beijing is sticking to its demand for a tariff cut as another possible increase on Dec. 15 approaches with no agreement.
President Donald Trump announced a “Phase 1” agreement in October but the two sides have yet to agree on details.
Ministry spokesman Gao Feng said, “China believes that if the two parties reach a ‘Phase 1,’ tariffs should be reduced accordingly.”
Global financial markets tumbled this week after Trump cast doubt on whether an agreement can be reached this year.
(PARIS) — France’s vaunted high-speed trains stood still Thursday, schools across the country shut down and the Eiffel Tower warned visitors to stay away as unions held nationwide strikes and protests over the government’s plan to overhaul the retirement system.
The Eiffel Tower and the Louvre Museum warned of strike disruptions, and Paris hotels struggled to fill rooms. Many visitors — including the U.S. energy secretary — canceled plans to travel to one of the world’s most-visited countries amid the strike.
Subway stations across Paris were shuttered, complicating traffic — and prompting many commuters to use shared bikes or electric scooters instead. Many workers in the Paris region worked from home or took a day off to stay with their children, since 78 percent of teachers in the capital were on strike.
Historic train stations stood empty, with about nine out of 10 of high-speed trains canceled. Signs at Paris’ Charles de Gaulle Airport showed “canceled” notices, as Air France called off about 30 percent of domestic flights.
Bracing for possible violence and damage along the route of the Paris march, police ordered all businesses, cafes and restaurants in the area to close. Authorities also issued a ban on protests on the Champs-Elysees avenue, around the presidential palace, parliament and Notre Dame Cathedral. Yellow vest activists plan to join unions at the protests in Paris and cities around the country, pressing their campaign for more economic justice.
Public sector workers fear President Emmanuel Macron’s reform will force them to work longer and shrink their pensions. And they see this fight as crucial to saving France’s social safety net.
“The five weeks of paid vacation, the state health care system — we got all that through social struggles from people who sacrificed themselves financially for us to get that,” said rail worker Gilles Pierre, taking part in Thursday’s march.
Pierre, who is 41 and according to the current system can retire at 52, acknowledges that the current system is generous, but argues that it’s fair compensation for the constraints that go with their jobs, like working on weekends and holidays.
“What do we want for our retirement years? To enjoy it or being a retiree in a hospital or in a bed and not being able to enjoy life?”
To Macron, the retirement reform is central to his plan to transform France so it can compete globally in the 21st century. The government argues France’s 42 retirement systems need streamlining, and the transportation minister said he will meet with unions Thursday to try to defuse tensions.
The big question is how long the strike will last. Unions say it’s an indefinite movement and hope to keep up momentum at least for a week, in hopes of forcing the government to make concessions.
At Montparnasse train station, Samira Quasan, a 28-year-old tourist from Chicago, described moving around her travel plans to and from Bordeaux because of the strike. Parisian Marie Boudal had to do the same for her grandchild’s baptism in Lyon.
Some travelers complained about the disruptions, while some showed support for the striking workers.
(SHENZHEN, China) — Chinese tech giant Huawei is asking a U.S. federal court to throw out a rule that bars rural phone carriers from using government money to purchase its equipment on security grounds.
The lawsuit announced Thursday is Huawei Technologies Ltd.’s second legal challenge this year to Trump administration efforts to reduce its already minimal U.S. market presence. The company is scrambling to preserve its global sales of smartphones and network gear following sanctions announced in May that limit access to U.S. components and technology.
Huawei, which says it is employee-owned and has no government ties, denies U.S. accusations it is a security risk and might facilitate Chinese spying.
Huawei is at the center of U.S.-Chinese tension over Beijing’s technology ambitions and complaints the communist government steals or pressures foreign companies to hand over know-how.
Huawei’s lawsuit in U.S. federal court in New Orleans says the Federal Communications Commission acted improperly when it voted last month to bar rural carriers from using government subsidies to buy equipment from Huawei or its Chinese rival, ZTE Corp.
The decision “is based on politics, not security,” Huawei’s chief legal officer, Song Liuping, told a news conference.
The lawsuit says the FCC exceeded its authority by making national security judgments, designated Huawei a threat without evidence and violated its own procedures by adopting a rule without citing a legal basis.
American courts have traditionally been reluctant to second-guess government judgments about national security.
In a separate lawsuit filed in March, Huawei is asking a federal court in Texas to strike down a ban on the U.S. government using its equipment or dealing with any contractor that does.
Meanwhile, U.S. prosecutors are trying to extradite Huawei’s chief financial officer from Canada to face charges she lied to banks about dealings with Iran.
Chinese authorities say the United States is exaggerating security concerns to block a potential competitor.
Huawei warned the FCC rule will hurt rural American carriers, which buy the Chinese vendor’s equipment because other major suppliers such as Nokia and Ericsson are more expensive.
Song said that while potential lost sales are minimal, if the rule is allowed to stand, Huawei might suffer “reputational losses” that will “have a further impact on our business.”
Huawei’s U.S. sales plunged after a congressional panel warned in 2012 the company and ZTE were security risks and told carriers to avoid them. However, its sales in Europe and developing markets in Asia and Africa have risen steadily.
Huawei earlier reported its global sales rose 24.4% in the first nine months of 2019 over a year earlier to 610.8 billion yuan ($86 billion).
The Trump administration imposed curbs in May that threaten to disrupt Huawei’s sales of smartphones and network gear by blocking access to U.S. technology and components including Google’s music, maps and other mobile services.
The Trump administration has announced a series of limited reprieves that allow vendors to supply technology needed to support wireless networks in rural areas.
In November, Huawei started selling a folding smartphone, the Mate X, made without U.S.-supplied processor chips or Google apps. The company also has unveiled a smartphone operating system it says can replace Google’s Android if necessary.
It’s 10 a.m., and Ms. Chan has only sold two bunches of bananas and half a pound of cherries from the fruit stand she runs at a suburban produce market. It’s not much to show for two hours of trading. Around her, the normally raucous vendors are silent.
“Actually, it’s already better now,” the 58-year-old says. “Last week, we barely saw a soul.”
Chan works at the market in Sheung Shui, an area in northern Hong Kong. In November, the district’s center — where the market, a sprawling park, a library, and shopping malls are clustered — was wreathed in tear gas for five consecutive days as police fought running battles with anti-government protesters.
Tear gas was fired up to the second floor of the market, sparking fears that produce would be contaminated. Local Facebook groups blew up with comments from concerned residents who said they wouldn’t be shopping there for at least a month.
“My regular customers say they don’t trust the food at the market anymore,” says Chan, who estimates that her takings have fallen by a third.
Anti-government protests have raged in Hong Kong for almost six months and, according to official figures, around 10,000 rounds of tear gas have been fired. Financial districts, tourist hot spots and, on occasion, shopping malls and subway stations, have all been shrouded in it.
“When I’m with my son, I avoid walking through places that have been teargassed,” says Mrs Tse, 42. “I would rather we take a detour so we aren’t exposed to the second-hand effects.”
Known also as CS gas, tear gas is not actually a gas, but fine powder used as a riot control agent. It becomes active when heated. Exposure causes streaming eyes, runny nose, shortness of breath, burning skin and sometimes vomiting and headaches.
Lately, Hong Kong has been abuzz with concerns about the long term effects of tear gas exposure and any potential harm to the built environment caused by repeated tear gas contamination.
Fears have been exacerbated by the police force’s switch to mainland Chinese-made tear gas. Experts say it contains aluminum and magnesium, causing it to burn at higher temperatures than the U.S.- and U.K.-made tear gas used previously.
Many residents believe that this means there is higher likelihood of dioxins being released when the tear gas is discharged. Some parents are even limiting how much time their children spend outdoors, fearing exposure to tear gas residue in streets and parks.
Dioxins can be stored in the body for up to 11 years and, according to the U.S. National Institute of Environmental Health Sciences, can cause “developmental problems in children, lead to reproductive and infertility problems in adults, result in miscarriages, damage the immune system, and interfere with hormones.”
Sven-Eric Jordt, an associate professor at Duke University School of Medicine, acknowledges that there are no scientific studies to prove the link between tear gas and dioxins, but understands why the public is anxious.
“Tear gas is a chlorinated organic chemical. When chlorinated organic chemicals are burned at high temperatures, dioxin can be produced,” Jordt tells TIME. “The China-made tear gas cartridges have caused severe burn injuries and even melted the asphalt of the roads.”
David Hui, a respiratory medicine expert at the Chinese University of Hong Kong, is more skeptical. The production of dioxin is “theoretically possible,” but the short combustion time of the tear gas makes it not as likely as believed, he argues.
“There needs to be sustained heating in order to decompose the [tear gas] into dioxin,” Hui tells TIME. “But the ignition [when tear gas is fired] lasts only for 20 or 30 seconds to a minute. So we cannot be sure that dioxin is produced.”
Parents keeping their children indoors, he adds, could be overreacting. Tear gas particles settle on the ground and become inactive in around five days due to air diluting their concentrations.
Still, to calm public anxiety and advise doctors how to treat patients, Hui has been urging the government to disclose the components of China-made tear gas. The territory’s health secretary Sophia Chan has declined such requests, saying that the information is “sensitive.” Police have also countered claims that tear gas is creating a public health risk, saying that more harmful chemicals are released into the air when protesters set fire to barricades and commit acts of arson.
The use of tear gas in civilian policing has grown in recent decades. In the U.S., tear gas was deployed to quell protests in Ferguson, Mo. in 2014, and has also been used at the U.S.-Mexico border. The non-lethal weapons market is registering a boom in demand for tear gas.
For law enforcement, tear gas is preferred because its worst effects wear off within half an hour, and it causes far fewer injuries than other non-lethal options such as batons, rubber bullets and water cannon.
But many say the use of tear gas in Hong Kong, a tightly populated city of seven million, poses additional risk. Closely packed buildings stagnate air flow and inhibit the dispersion of particles. Narrow streets mean it is difficult for people to escape to fresh air. Those living in apartments above regular protest spots have become accustomed to tear gas wafting into their homes.
Last month, several schools near where tear gas was fired suspended classes — some for as long as a week — for deep cleaning, hiring professionals to get rid of any lingering residue. A major hospital replaced the air filters of its ventilation system and was thoroughly cleaned after patients and staff reported feeling unwell due to the tear gas nearby. Two museums close to a university that was under siege were also shut for more than a week.
Legislator Kwok Ka-ki says he has asked the government to carry out thorough cleaning and chemical testing in public places where tear gas has been used. But his requests have been turned down.
“Can you believe it, that the bureau responsible for our city’s health is refusing to do this?” Kwok says. “It is shameful and irresponsible.”
Kwok, also a practicing doctor, says his colleagues have seen more patients in recent months with respiratory problems, rashes and other reactions that could be linked to exposure to tear gas. Since the particles are heavier than air, they sink to the ground or settle on low surfaces, so children — due to their smaller stature — are most at risk.
Many parents of children with skin conditions say they are paying more visits to the clinic.
One mother, who asked to go by her surname Lee, says her seven-year-old daughter’s eczema has worsened recently. The daughter goes to a school in Jordan, a district that last month was the site of heavy clashes between protestors and police.
Mrs Lee suspects that tear gas residue is aggravating her daughter’s condition. On some nights, she says, the child’s skin is so itchy she scratches herself until she falls asleep exhausted.
“For us parents who only want the best for our kids, it’s a nightmare,” Mrs Lee says. “I don’t care about politics. I just want this to end.”
(UNITED NATIONS) — France, Germany and the United Kingdom say Iran’s efforts to develop “nuclear-capable ballistic missiles” go against a U.N. Security Council resolution calling on Tehran not to undertake any activity related to such missiles.
Ambassadors from the three European nations urged U.N. Secretary-General Antonio Guterres in a letter circulated Wednesday to inform the council in his next report that Iran’s ballistic missile activity is “inconsistent” with the call in a council resolution endorsing the 2015 nuclear deal with Iran.
U.S. President Donald Trump withdrew from the nuclear agreement in May 2018. But it is still supported by the five other parties — France, Britain, Russia and China, which are all veto-wielding Security Council members, and Germany.
The Europeans’ letter cites an example of an Iranian missile “technically capable of delivering a nuclear weapon.”
(WELLINGTON, New Zealand) — Samoa’s main streets were eerily quiet on Thursday as the government stepped up efforts to curb a measles epidemic that has killed 62 people.
The government told most public and private workers to stay home on Thursday and Friday and shut down roads to nonessential vehicles as teams began going door-to-door to administer vaccines.
Families in the Pacific island nation were asked to hang red flags from their houses if they needed to be vaccinated.
Most of those who have died from the virus are young, with 54 deaths among children aged 4 or younger.
The Samoa Observer newspaper said the normally bustling capital Apia was a ghost town on Thursday, with only birds nesting in the rooftops and stray dogs roaming the streets.
Prime Minister Tuilaepa Sailele Malielegaoi told reporters the vaccine drive was unprecedented in the nation’s history.
He said one challenge was that a lot of people hadn’t considered that measles could be deadly.
“They seem to take a kind of lackadaisical attitude to all the warnings that we had issued through the television and also through the radio,” he said.
Another challenge, he said, was that others had been seeking help from traditional healers, who had been successfully treating tropical diseases in Samoa for some 4,000 years.
“Some of our people pay a visit to traditional healers thinking that measles is a typical tropical disease, which it is not,” the prime minister said.
Samoan authorities believe the virus was first spread by a traveler from New Zealand.
The nation declared a national emergency last month and mandated that all 200,000 people get vaccinated. The government has also closed all schools and banned children from public gatherings.
According to the government, more than 4,000 people have contracted the disease since the outbreak began and 172 people remain in hospitals, including 19 children in critical condition.
Figures from the World Health Organization and UNICEF indicate that fewer than 30% of Samoan infants were immunized last year. That low rate was exacerbated by a medical mishap that killed two babies who were administered a vaccine that had been incorrectly mixed, causing wider delays and distrust in the vaccination program.
(DAKAR, Senegal) — At least 58 people are dead after a boat carrying dozens of migrants capsized in the Atlantic Ocean off the West African nation of Mauritania, the U.N. migration agency said Wednesday. It said 83 people swam to shore.
It was one of the deadliest disasters this year among migrants trying to make the perilous journey to Europe.
The boat carrying at least 150 people had been low on fuel while approaching Mauritania, the International Organization for Migration said in a statement. Survivors were being helped by Mauritanian authorities in the northern city of Nouadhibou, the U.N. agency said.
Survivors said the boat, with women and children on board, had left Gambia on Nov. 27.
An unknown number of injured were taken to the hospital in Nouadhibou.
“The Mauritanian authorities are very efficiently coordinating the response with the agencies currently present in Nouadhibou,” said Laura Lungarotti, chief of mission in Mauritania with the migration agency.
There was no immediate statement from authorities in Gambia, a small West African nation from which many migrants set off in hopes of reaching Europe.
Despite Gambia’s small size, more than 35,000 Gambian migrants arrived in Europe between 2014 and 2018, according to the U.N. migration agency.
A 22-year oppressive rule by then President Yahya Jammeh severely affected the country’s economy, especially for Gambia’s youth, and contributed greatly to the surplus of migrants hoping to get to Europe or elsewhere.
Since Jammeh was voted out in 2016 and fled into exile in January 2017, European countries have been pushing to return asylum seekers. But Gambia’s economy still suffers.
The coastal nation was shaken earlier this year by the collapse of British travel company Thomas Cook. At the time, Gambia’s tourism minister said the government convened an emergency meeting on the collapse, while some Gambians said the shutdown could have a devastating impact on tourism, which contributes more than 30% of the country’s GDP.
WASHINGTON — A Navy warship has seized a “significant cache” of suspected Iranian guided missile parts headed to rebels in Yemen, U.S. officials said Wednesday, marking the first time that such sophisticated components have been taken en route to the war there.
The seizure from a small boat by the U.S. Navy and a U.S. Coast Guard boarding team happened last Wednesday in the northern Arabian Sea, and the weapons have been linked to Iran.
Officials said the incident illustrates the continuing illegal smuggling of weapons to Houthi rebels and comes as Secretary of State Mike Pompeo and Israeli Prime Minister Benjamin Netanyahu were meeting, with Iran as the main topic.
The officials spoke on condition of anonymity to provide details about a sensitive military mission. In a statement, Cmdr. Sean Robertson, a Pentagon spokesman, said a U.S. warship inspection discovered a cache of weapons and advanced missile components. He said, “An initial investigation indicates that these advanced missile components are of Iranian origin.”
The U.S. has consistently accused Iran of illegally smuggling arms to Houthi rebels battling the Yemeni government and has seized smaller and less sophisticated weapons in transit. The missile parts found in this latest incident were described as more advanced than any others previously seized.
Since the spring, the Pentagon has beefed up its military strength in the region, adding about 14,000 troops, ships, aircraft and other assets in response to what officials said is a growing threat from Iran. Officials have been considering another increase of several thousand forces, which could include air, naval and ground troops, and weapons systems, but no decisions have been made.
According to the U.S. officials, the USS Forrest Sherman was conducting routine maritime operations when sailors noticed a small wooden boat that was not displaying a country flag. The Navy and Coast Guard personnel stopped, boarded the boat for inspection and found the weapons.
Officials did not provide the exact number of missiles or parts but did describe it as a significant cache and said it was headed to Yemen. They said the small boat was towed into port because a leak was discovered during the inspection, and the people on the boat were transferred to the Yemeni Coast Guard. The officials did not say where the crew of the small boat was from. The weapons are still on board the U.S. ship.
The officials said the U.S. is still examining the weapons to specifically pinpoint their origin. But they said the missile parts had all the hallmarks of previous Iranian weapons that have been found in Yemen or Saudi Arabia.
Smuggling weapons into Yemen is a violation of a U.N. Security Council resolution.
Houthi rebels control much of northern Yemen, and a Saudi-led coalition, allied with the internationally recognized government, has been fighting them since 2015. A localized cease-fire in the port of Hodeida was brokered last December by the U.N. but was never fully implemented. Saudi Arabia has been holding indirect talks with the Houthis in Oman, and officials have said that momentum is building in other efforts to end the war.
On at least four occasions during 2015 and 2016, the U.S. seized suspected Iranian weapons during similar ship inspections. In those cases, however, the arms were smaller and less sophisticated.
Nearly two years ago, U.S. officials laid out a display of truck-sized missile remnants at a military base in Maryland, telling reporters that they had been launched into Saudi Arabia from inside Yemen. At the time, then-U.N. Ambassador Nikki Haley said U.S. intelligence experts had concluded “unequivocally” that the weapons came from Iran.
Haley and the Trump administration used the display to substantiate repeated claims that Iran had been funneling weapons to Houthi rebels in Yemen.
While the U.S. did not point to a specific delivery of the weapons remnants by Iran to the Houthis, officials said that markings and other characteristics indicated the missiles were manufactured in Iran. One shredded piece of metal displayed to reporters bore the logo of Shahid Bakeri Industrial Group, an Iranian defense entity under U.S. sanctions. And others had specific technical characteristics, such as a certain valve, that only Iranian missiles have.
At the time, the Iranian government insisted that it was not sending missiles to Yemen, where Shiite Houthi rebels aligned with Iran have taken over much of the country. Iran’s envoy to U.N., Gholamali Khoshroo, called the accusations “fake and fabricated” evidence that illustrates America’s “irresponsible, destructive and provocative role” in the region, according to a statement.
(BERLIN) — Germany expelled two Russian diplomats Wednesday over the brazen killing of a Georgian on the streets of Berlin in August as prosecutors said evidence suggested the slaying was ordered either by Moscow or authorities in Russia’s republic of Chechnya.
The allegation by Germany’s federal prosecutor’s office was the latest from a Western European nation accusing Russia of an attack on its soil, after Britain last year blamed Moscow for an attempt to poison a former Russian spy in the English city of Salisbury.
Russia denied those allegations, and similarly Russia’s ambassador to Germany Sergey Nechaev rejected the accusations in the Berlin killing, while threatening consequences for the expulsion of its diplomats.
“Such German action will have a strong negative impact on the Russian-German relations and naturally will not be left unanswered,” Nechaev said in a statement.
The case comes at a delicate time in relations between the two nations, as Germany pursues a hard line on sanctions against Russia for its annexation of Crimea, but at the same time is working on a joint pipeline project to bring Russian gas directly to Germany under the Baltic. Germany also needs Russia’s help to salvage the nuclear deal with Iran, which has been unraveling since President Donald Trump pulled the United States out of it unilaterally last year.
On Aug. 23, a 40-year-old man initially identified as Zelimkhan Khangoshvili, an ethnically Chechen Georgian citizen, was gunned down in a Berlin park on his way to a mosque by an assailant on an electric bicycle who sped away and ditched the bike, weapon and a wig in the Spree River, according to news reports.
German authorities said Khangoshvili was also known as Tornike K., and that Russian authorities had him on a terrorist list and accused him of being a member of the “Caucasus Emirate” extremist organization.
Tornike K. was known to have fought against Russian troops in Chechnya. He had previously survived multiple assassination attempts and continued to receive threats after fleeing to Germany in 2016.
Witnesses saw the suspect disposing of the evidence after the killing and alerted police, who quickly identified and arrested the man, identified at the time as 48-year-old Russian national Vadim K. Prosecutors said he went by the alias Vadim S., and German and international news outlets have reported his full name as Vadim Sokolov.
Prosecutors said they had found multiple indications that he carried out the attempt with official help, and no evidence that the hit was “contracted by a nonstate actor.”
Federal prosecutors took over the investigation from Berlin state prosecutors after the political nature of the case became evident, spokesman Markus Schmitt told The Associated Press.
“There are enough indications of the fact that the death of Tornike K. was either contracted by government offices of the Russian Federation or the autonomous Chechen Republic as part of the Russian Federation” to suggest a political motive, Schmitt’s office said in a statement, using only a last initial for the victim in line with German privacy laws.
Immediately after Schmitt’s office said it had taken over the case, the Foreign Ministry announced the expulsion of two Russian diplomats, citing a lack of cooperation with the investigation.
“Russian authorities, despite repeated, high-level and insistent demands, did not participate enough in the investigation,” the Foreign Ministry said in a statement. It did not identify the two diplomats being expelled.
Russian Foreign Minister Sergey Lavrov, whose office issued a statement saying Berlin’s “politicized approach to the investigation is inappropriate,” said Moscow will look into the claims made by German authorities but that it would take time to respond.
Russian President Vladimir Putin’s spokesman Dmitry Peskov called the allegations of Russian involvement “absolutely groundless.”
Speaking on the sidelines of a NATO meeting outside London, Chancellor Angela Merkel said she planned to talk about the issue with Putin when she meets with him next week in France for talks on the Ukraine peace process.
“We have received no active help from Russia in solving this case,” she said, sidestepping a question on whether it would harm bilateral relations between the two nations.
Russian lawmaker Leonid Slutsky, head of the Duma’s foreign affairs committee, called Germany’s expulsion of diplomats “completely crooked logic.”
“The symmetrical position of the Russian Foreign Ministry is absolutely reasonable in this case,” he added.
German investigators used facial recognition techniques to match the suspect to a photograph Russia had sent partner agencies in 2014 as it sought help finding Vadim K. in connection with a killing in Moscow. That request was canceled on July 7, 2015, and a person with the identity of Vadim S. first appears on Sept. 3, 2015, with a Russian passport.
Russian authorities confirmed the suspect’s passport, found on him at the time of his arrest, was valid, prosecutors said.
Under the identity Vadim S., prosecutors said he flew on Aug. 17, 2019, from Moscow to Paris and had been granted a visa by French authorities. In his visa application, prosecutors said the suspect claimed to work for a St. Petersburg, Russia, firm known as Zao Rust.
Investigators found that Zao Rust had only one employee in 2018 and on April 10, 2019, was listed as being in “reorganization.” The company’s fax number was one used by two firms that are operated by the Russian Defense Ministry, prosecutors said.
He left Paris on Aug. 20 and flew to Warsaw where he had a hotel booked until Aug. 25. Upon arrival, he extended his room to Aug. 26, but left at 8 a.m. on Aug. 22 and never returned, prosecutors said.
It is not clear, they said, what he did between his departure from the hotel and the killing in Berlin at 11:55 a.m. on Aug. 23.
The case evokes memories of the attempt to poison Sergei Skripal, a Russian spy turned double agent for Britain, with the nerve agent Novichock in Salisbury in 2018. Britain blamed the attack on Russian intelligence and Moscow denied involvement.
Afterward, Western nations banded together to expel more than 100 Russian diplomats they accused of being spies, including 60 from the U.S.
(KABUL, Afghanistan) — Washington’s special peace envoy Zalmay Khalilzad was in the Afghan capital Kabul on Wednesday to launch an “accelerated effort” to get Afghans on both sides of the protracted conflict to the negotiation table to plot a roadmap to a post-war Afghanistan.
His next stop will be Doha in the Middle East where he will restart talks with the Taliban, according to a U.S. State Department statement. The talks would be the first official round since September when President Donald Trump declared an all but done deal dead after a surge in violence killed 12 people in the capital, including a U.S. soldier.
In Kabul on Wednesday, Khalilzad met with several Afghan leaders, including President Ashraf Ghani, who repeated his call for a cease-fire.
Hekmat Karzai, chairman of the Kabul-based Center for Conflict and Peace Studies, tweeted photographs of his meeting Wednesday with Khalilzad in Kabul, saying they “spoke about the way forward.”
A Taliban official said the group has held informal talks with the Americans, without specifying where or who participated. He spoke on condition of anonymity to discuss the talks.
Khalilzad’s visit comes just days after Trump visited U.S. troops in Afghanistan for the Thanksgiving holiday, when he hinted at a resumption of peace talks with the Taliban.
Trump said the U.S. and Taliban have been engaged in talks and insisted the Taliban want to make a deal after heavy U.S. fire in recent months.
The State Department statement said Khalilzad’s Kabul and Doha talks are a follow-up to President Trump’s recent visit and to discuss how best to support accelerated efforts to get all parties to intra-Afghan negotiations.”
In Doha, Khalilzad will be pushing for a cease-fire or at least a reduction in violence with an eye to an eventual end to fighting.
The Taliban official said the U.S. has been pressing for a cease-fire, even a temporary one during the time of an agreement signing. While there has been no formal announcement of a reduction in violence, Taliban attacks at least in the cities appear to have decreased in recent weeks.
The Taliban quickly denied responsibility for Wednesday’s shooting that killed Japanese Dr. Tetsu Nakamura, as well as five Afghans, including the doctor’s bodyguards, the driver and a passenger.
Last month, Taliban officials in southern Zabul province announced an unofficial cease-fire in three districts of the province, which they mostly control. The announcement came with the release of hostages Kevin King, an American, and Australian Timothy Weeks in exchange for senior Taliban leaders, including Anas Haqqani.
Still, the Taliban have rejected an all-out cease-fire and have continued to conduct near daily attacks around the country against Afghan National Security Forces. U.S. and Afghan forces also have continued their assault on Taliban, according to daily activity reports from the U.S. military in Afghanistan.

MUMBAI: Wind turbine maker Suzlon Energy and its bankers are working on a debt restructuring programme to avoid the bankruptcy court for resolution. This is after talks for stake sale with potential buyers collapsed.Chairman Tulsi Tanti told ET that the domestic wind energy market faces problems that have made foreign investors wary of investing, forcing the company to drop its stake sale plan to resolve debt issues."We were talking to two global investors to invest in Suzlon Energy. Unfortunately, because of the challenging business environment, they have decided not to go ahead with the investments," Tanti said.He said banks are working with the company on the debt restructuring plan as failure of the industry major may have a domino effect on the wind energy sector."Bankers realise that India cannot afford to lose a company which is the largest in its wind energy space. We are going to restructure the debt. The process is on right now. By the end of this month, we will finalise it," Tanti told ET. He dismissed buzz that the company is headed to the National Company Law Tribunal, calling it "speculation.""Unfortunately, state utilities are not paying on time — almost Rs 16,000-18,000 crore is outstanding. The new chief minister of Andhra Pradesh has decided not to honour the old power purchase pacts, and is offering low prices that are not sustainable. That has shaken the confidence of financial investors to invest in the country," Tanti said. He said the sector is also suffering due to delays in projects on issues relating to availability of site and infrastructure.Suzlon has submitted a restructuring plan to the lenders, which will split its Rs 7,000 crore-debt into sustainable and unsustainable debt.It is also in discussion with its foreign currency convertible bondholders for settlement of borrowing which includes a waiver of considerable amount.Suzlon defaulted on loan repayments earlier this year and its loans were categorised as nonperforming assets by the lenders. In July, Suzlon's secured creditors signed an inter-creditor agreement to resolve the debt crisis by working with the company. According to a central bank directive on June 7, such agreements must be signed within 30 days of the first default to any lender. Banks have a 180-day window, which ends on January 6 to resolve the issue.This was the second instance of a major default in the 24-year life of the Indian wind turbine maker. In 2012, it had defaulted on FCCB repayment, the biggest of its kind at the time. The bonds it defaulted on in July were, in fact, issued in exchange of one of the series on which it had defaulted at that time.In 2013, Suzlon underwent a corporate debt restructuring for its Rs 9,500 crore loans as it faced severe liquidity crunch and could not service debt. In 2015, billionaire Dilip Shanghvi came in as a white knight, buying 23% stake.However, the company's problems persisted as the Indian government rolled back incentives to the wind energy sector, the market shrank and competition intensified even as debt remained high.
MUMBAI: The Rs 1 crore-plus club of independent directors rose over fourfold to 89 in FY19 from 21 in FY13, according to market tracking firm Prime Database, as companies sought to attract board members from a dwindling pool of such candidates.There were 43 independent directors who earned more than Rs 1 crore from a single company even as the government has been looking to cap their remuneration to ensure impartiality. Companies that gave over Rs 1 crore to a single independent director included Bajaj Finance, Bajaj Holdings & Investment, Dr Reddy's Laboratories, HCL Technologies, Indiabulls Housing Finance, Infosys, Reliance Industries, Tata Chemicals, Tata Consultancy Services, Tata Elxsi, Tata Steel, Tech Mahindra, United Breweries and Wipro.While higher compensation is believed to impact the independence of directors, experts said limiting compensation will make it more difficult for companies to attract qualified people when the pool is already shrinking due to increased liabilities they could face."Any kind of limit on the independent directors pay will not serve the purpose of attracting talented people," said JN Gupta, managing director of Stakeholders Empowerment Services, a proxy advisory firm. "It should be commensurate with the effort, time and commitment."The 10 highest-earning independent directors in FY19 included former State Bank of India chairman OP Bhatt (on boards of companies including HUL and TCS), former Blackstone Group chief Punita Sinha (JSW Steel, Infosys), former director general of the Council of Scientific & Industrial Research RA Mashelkar (Reliance Industries, Piramal Enterprises), former Securities and Exchange Board of India chief M Damodaran (Larsen & Toubro, InterGlobe Aviation) and former McKinsey partner Ireena Vittal (Housing Development Finance Corp, Tata Global Beverages), according to Prime Database.The compensation of the 89 directors ranged from Rs 1 crore to Rs 5 crore, according to the data based on 492 of the Nifty 500 companies for which annual reports were available for 2018-19. There were 72 independent directors in this category in FY18."Most of the companies paying above a crore to a single director are large ones. Smaller companies are still facing the challenge of attracting good people," said Pranav Haldea, MD of Prime Database.In the US, a top independent director would earn between $250,000 (Rs 1.8 crore) and $1 million, experts said."If compared with global benchmarks, a crore being given to an independent director in India is not excessive and is unlikely to make him/her feel obligated to the management," said Arun Duggal, chairman of credit rating company ICRA and an experienced independent director. Also, as long as the director's renumeration is one-fourth of the CEO's compensation, it is fair, Duggal added.The average pay of MDs and CEOs of companies in FY19 was about Rs 6.5 crore, according to an ET analysis of salaries of CEOs, excluding promoters.The average take-home remuneration of independent directors, including sitting fees and commissions, increased 7% to Rs 19.04 lakh in FY19 from Rs 17.83 lakh in FY18, according to Prime Database. 72376532 "The new Companies Act has put more onus and accountability on the independent directors and as a result, their number has shrunk. Companies have no choice but to pay more," said Shriram Subramanian, managing director of proxy advisory firm InGovern.According to the law, independent directors can be paid up to Rs 1 lakh as sitting fees per board meeting. Companies have the flexibility to pay more as commission. The total commission paid to independent directors in a company can be as much as 1% of its profit. The data showed that the top 100 directors accounted for as much as 36.47% of the total remuneration paid to independent directors in 2018-19.

BENGALURU: Biocon is planning to take its recombinant human (rh) insulin into the US market soon and has tabled an affordable price range for the diabetes drug to the US administration, the top executive of its subsidiary Biocon Biologics said."If you look at rh-insulin, I think it's very interesting currently to look at the United States...We are heavily focusing on policy work, how can we work with key stakeholders in an administration, or with the FDA (US Food and Drug Administration) and having a dialogue to show options," Christiane Hamacher told ET.The Bengaluru-headquartered biotech firm is planning to provide rh-insulin to middle- and lowincome countries at less than 10 cents a day.It has also charted an affordable price point for the US, the third largest country with a diabetic population, which analysts have flagged as a crisis.Biocon Biologics is chasing a revenue target of $1 billion in financial year 2021-22. In the previous fiscal year, its revenue had topped $200 million.Biocon has launched two biosimilars in the US market – pegfilgrastim and trastuzumab for cancer treatment – with partner Mylan.Currently, rh-insulin prices are significantly higher and not covered under health insurance. The rh-insulin market is controlled by pharma majors such as Eli Lilly and Novo Nordisk.In the US, rh-insulin retails at more than $5 a day and prices could increase further, Hamacher said. In a recent draft guidance on biosimilar drugs, the US FDA has sought to waive off certain advanced immunogenicity studies for a biosimilar or inter-changeable insulin, if analytical assessments show it to be "highly similar".Hamacher said this would significantly help in boosting acceptance of rh-insulin."We now have an opportunity to accelerate the entry into the market and the US, that has a diabetes crisis," she said.Biocon said it is strongly driven by economies of scale and "wellpositioned" to play the volumes game in the US, unlike peers.
MUMBAI: As part of its ambition to make Royal Enfield a global consumer brand, Eicher Motors is looking at expanding manufacturing and dealership footprint for the company across the world with a big focus on Southeast Asia and Latin America.An assembly plant in Thailand is likely to go on stream in the next six months, while the company is exploring a facility for the Latin American market. The idea is to bring the cost down in countries where the import tariffs are high. It is looking at partners who could share the investment and offer local expertise in such markets.Under its vision RE 2.0, newly appointed chief executive Vinod Dasari expects international markets to account for 20% of total revenue. It is targeting another 20% from apparels, accessories and other services, and 60% from the domestic market. This is an attempt to spread risk and eye new business avenues to grow business, Dasari said.More than 90% of Enfield's sales are from India by selling one type of motorcycle, Dasari said, adding that his emphasis would be on diversifying the revenue base and tapping into new opportunities."We will continue to bring in many more products. But I want to have faster growth on solutions and I want to have faster growth internationally. So, we're going to invest a lot in both these things," he told ET.The company has classified global markets into three categories — India-like markets, mature markets and long-shot markets — and devised strategies that cater specifically to each category in terms of products, sales and business models. Their high valuations, to a large extent, capture the potential earnings at least in the near term. Investors need to recalibrate their portfolios now. For those who want to gain in the long term must add small-cap schemes to their portfolio as a diversification strategy."There are three key reasons distributors have been recommending small-cap schemes: First, the valuation gap between large-sized companies and smallcaps is higher than the historical average. In the past five years, large-caps had been trading at a 5 per cent premium to small-sized companies. At present, this valuation gap has expanded. Today, large-caps are trading at 34 per cent premium to small-sized companies.Second, after the reclassification of the scope of investments of an index, unlike in the past, the small-cap universe has seen the entry of quality names, which offers reasonable scope for fund managers to spot interesting and profitable ideas. Currently, the small-cap universe is between top 250 and 500 companies by market capitalisation.Third, historically, it has been observed that after large-caps turn expensive, the next leg of rally follows in mid-caps and then percolates into smallcaps.
