DUBAI (Reuters) - Iran's foreign ministry spokesman on Sunday said an Iranian oil tanker at the center of a dispute between Tehran and Western powers had reached its destination and sold its oil, state television reported.
"The tanker has gone to its destination, the oil has been sold," spokesman Abbas Mousavi told the television station without disclosing whether the crude oil had been delivered.

LONDON (AP) — A senior minister who quit British Prime Minister Boris Johnson’s Cabinet said Sunday that the government is making little or no effort to secure a Brexit agreement with the European Union, despite Johnson’s insistence that he wants a deal.
Amber Rudd said “there is no evidence of a deal. There are no formal negotiations taking place.”
“What we know is that Angela Merkel and the EU have said, ‘give us your proposal,’ and we have not given them a proposal,” she told the BBC.
Treasury chief Sajid Javid insisted that the government was “straining every sinew to get a deal” and had sent British negotiator David Frost to Brussels for talks. The EU, however, says Britain has not produced any concrete new ideas.
Rudd’s resignation as work and pensions secretary late Saturday is the latest blow to the embattled British prime minister.
Johnson says Britain must leave the EU as scheduled Oct. 31 even if there is no divorce agreement with the bloc. But his plan is meeting fierce resistance, including from some members of his own party.
Last week Johnson kicked 21 lawmakers out of the Conservative group in Parliament after they sided with the opposition to pass a law designed to prevent a no-deal Brexit. Those expelled included the longest-serving Conservative in Parliament, Ken Clarke, and Nicholas Soames, grandson of World War II Prime Minister Winston Churchill.
Rudd called the expulsions “an assault on decency and democracy.”
“The Conservative Party should be a moderate party that embraces people with different views of the EU,” she said. “If we become a party which has no place for moderates like I am, center-right conservatives, then we will not win.”
Johnson is seeking a snap election on Oct. 15 as a way to break the deadlock over Brexit, but lawmakers last week rejected his call for an early poll.
He is due to try again Monday, but opposition parties say they will veto that attempt, too. They want to postpone an election until Britain has secured a delay to the Oct. 31 Brexit deadline, removing the risk the U.K. could crash out without a deal.
Opposition Labour Party finance spokesman John McDonnell said “we’re in a situation where no-one can trust while (Johnson) is in place what could happen.”
“We don’t believe that we can pin him down and I don’t trust him an inch, and I don’t think anyone does,” McDonnell told the BBC.
Most economists say a no-deal Brexit would severely disrupt trade with the EU and plunge the U.K. into recession.
Johnson said this week he would rather be “dead in a ditch” than seek a postponement, leaving government and Parliament at odds — with no obvious solution.
Johnson’s options — all of them extreme — include disobeying the law, which could land him in court or even prison, and resigning.
Foreign Secretary Dominic Raab said Sunday that the government would obey the law, but would also “test very carefully what it does and doesn’t require.”

(WASHINGTON) — Former Defense Secretary James Mattis says that when it comes to trying to negotiate an Afghanistan peace deal with the Taliban, the key question is whether they can be trusted.
Mattis cites past U.S. nuclear talks with the Russians, when the American side talked about “trust but verify.”
He tells CBS’ “Face the Nation” that “I think you want to verify, then trust” in dealing with the Taliban.
Mattis says the U.S. since the Bush administration, has “demanded that they break with al-Qaida” but “they’ve refused to do so.” He also says “we should never forget” that they were behind the Sept. 11 attacks.

(NEW DELHI) — The lander module from India’s moon mission was located on the lunar surface on Sunday, one day after it lost contact with the space station, and efforts are underway to try to establish contact with it, the head of the nation’s space agency said.
The Press Trust of India news agency cited Indian Space and Research Organization chairman K. Sivan as saying cameras from the moon mission’s orbiter had located the lander. “It must have been a hard landing,” PTI quoted Sivan as saying.
ISRO officials could not be reached for comment.
The space agency said it lost touch with the Vikram lunar lander on Saturday as it made its final approach to the moon’s south pole to deploy a rover to search for signs of water.
A successful landing would have made India just the fourth country to land a vessel on the lunar surface, and only the third to operate a robotic rover there.

The space agency said Saturday that the lander’s descent was normal until 2 kilometers (1.2 miles) from the lunar surface.
The roughly $140 million mission, known as Chandrayaan-2, was intended to study permanently shadowed moon craters that are thought to contain water deposits that were confirmed by the Chandrayaan-1 mission in 2008.
The latest mission lifted off on July 22 from the Satish Dhawan space center in Sriharikota, an island off the coast of the southern Indian state of Andhra Pradesh.
After its launch, Chandrayaan-2 spent several weeks making its way toward the moon, ultimately entering lunar orbit on Aug. 20.
The Vikram lander separated from the mission’s orbiter on Sept. 2 and began a series of braking maneuvers to lower its orbit and ready itself for landing.
Only three nations — the United States, the former Soviet Union and China — have landed a spacecraft on the moon.
(BEIJING) — China’s trade with the United States is falling as the two sides prepare for negotiations with no signs of progress toward ending a tariff war that threatens global economic growth.
Imports of American goods tumbled 22% in August from a year earlier to $10.3 billion, customs data showed Sunday. Exports to the United States, China’s biggest market, sank 16% to $44.4 billion.
Both sides have raised tariffs on billions of dollars of each other’s imports in the fight over complaints about Beijing’s trade surplus and technology development plans. The United States, Europe, Japan and other trading partners say those violate Chinese market-opening commitments.
U.S. and Chinese negotiators are preparing for talks in October. Despite that, the two governments escalated their fight on Sept. 1, imposing or increasing penalties on billions of dollars of goods. President Donald Trump plans another increase Oct. 15.
Chinese exporters also face pressure from weakening global consumer demand. That hurts efforts to find markets to replace the United States.
“The tit-for-tat escalation shows how unlikely a trade deal and de-escalation have become,” said Louis Kuijs of Oxford Economics in a report. “Meanwhile, the global trade weakness looks set to linger, which will continue to weigh on demand for China’s exports.”
The conflict has disrupted trade in goods from soybeans to medical equipment, battered traders on both sides and fueled fears in financial markets of a global economic slowdown.
China’s politically sensitive trade surplus with the U.S. narrowed to $31.3 billion in August from $27 billion a year earlier.
China’s global exports fell 3% to $214.8 billion, while imports were up 1.7% at $180 billion. For the first eight months of 2019, exports were off 1% from a year earlier and imports were down 5.6%.
China’s global trade surplus rose 25% from a year earlier to $34.8 billion.
Exports to the European Union rose 3% from a year earlier to $38.3 billion.
U.S.-Chinese negotiations broke down in May over how to enforce any agreement. Beijing says Trump’s punitive tariffs must be lifted once an agreement takes effect. Washington says some must stay to ensure Beijing carries out any promises it makes.
Trump and Chinese President Xi Jinping agreed in June to resume negotiations, though neither side shifted its position. Talks in Shanghai in July ended with no indication of progress.
The governments agreed to meet again in September but that was postponed to October. They have yet to announce a date.
Washington imposed 15% tariffs on Sept. 1 on $112 billion of Chinese imports and plans to hit another $160 billion on Dec. 15. That would extend penalties to almost everything the United States buys from China.
Beijing responded by imposing duties of 10% and 5% on a range of American imports. More increases are due on Dec. 15 in line with the U.S. penalties.
U.S. tariffs of 25% imposed previously on $250 billion of Chinese goods are due to rise to 30% on Oct. 1.
China has imposed or announced penalties on an estimated $120 billion of U.S. imports. Some have been hit with increases more than once, while about $50 billion of U.S. goods is unaffected, possibly to avoid disrupting Chinese industries.
Beijing also has retaliated by canceling purchases of soybeans, the biggest single U.S. export to China.
The Chinese government has agreed to narrow its trade surplus with the U.S. but is reluctant to give up development strategies it sees as a path to prosperity and global influence.
Some analysts suggest Beijing is holding out in hopes Trump will feel pressure to make a more favorable deal as his campaign for the 2020 presidential election picks up. Trump has warned that if he is reelected, China will face a tougher U.S. negotiating stance.
(WASHINGTON) — President Donald Trump said Saturday he canceled a secret weekend meeting at Camp David with Taliban and Afghanistan leaders after a bombing in the past week in Kabul that killed 12 people, including an American soldier, and has called off peace negotiations with the insurgent group.
Trump’s tweet was surprising because it would mean that the president was ready to host members of the Taliban at the presidential retreat in Maryland just days before the anniversary of the Sept. 11, 2001 attacks. More than 2,400 U.S. troops have been killed since the U.S. invaded Afghanistan to go after the Taliban, which were harboring al-Qaida leaders responsible for 9/11.
Canceling the talks also goes against Trump’s pledge to withdraw the remaining 13,000 to 14,000 U.S. troops from Afghanistan and close U.S. involvement in the conflict that is closing in on 18 years.
Zalmay Khalilzad, the Trump administration’s diplomat talking to the Taliban leaders for months, has said recently that he was on the “threshold” of an agreement with the Taliban aimed at ending America’s longest war. The president, however, has been under pressure from the Afghan government and some lawmakers, including Trump supporter Sen. Lindsey Graham, R-S.C., who mistrust the Taliban and think it’s too early to withdraw American forces.
“Unbeknownst to almost everyone, the major Taliban leaders and, separately, the President of Afghanistan, were going to secretly meet with me at Camp David on Sunday,” Trump tweeted Saturday evening.
“They were coming to the United States tonight. Unfortunately, in order to build false leverage, they admitted to an attack in Kabul that killed one of our great great soldiers, and 11 other people. I immediately cancelled the meeting and called off peace negotiations,” he wrote.

On Thursday, a Taliban car bomb exploded and killed an American soldier, a Romanian service member and 10 civilians in a busy diplomatic area near the U.S. Embassy in Kabul. The bombing was one of many attacks by the Taliban in recent days during U.S.-Taliban talks.
The Defense Department says Sgt. 1st Class Elis A. Barreto Ortiz, 34, from Morovis, Puerto Rico, was killed in action when the explosive device detonated near his vehicle. He was the fourth U.S. service member killed in the past two weeks in Afghanistan.

The State Department and the White House declined to respond to requests for clarification. There was no immediate response from the Afghan government as Kabul woke up hours after Trump’s announcement.
Many in the Afghan government, which has been sidelined from the U.S.-Taliban talks, and among the Afghan people have been skeptical of the negotiations, fearing there was little if nothing in the deal to stop the Taliban from continuing its attacks against civilians. The two shattering Taliban car bombings in Kabul in the past week, which the insurgent group said targeted foreigners but killed far more civilians, renewed those fears.
Longtime Afghanistan watchers, including former U.S. officials, apparently didn’t see this twist coming. After word emerged that a Washington visit by Afghan President Ashraf Ghani had been postponed, some assumed Ghani had been trying to make a last-minute effort to meet Trump to express concerns about the nearing deal.
“Whatever was the reason for inviting Taliban leaders to Camp David and whatever the real reason for pulling the plug, the peace process has been disrupted at least for the moment,” said Laurel Miller, Asia director for International Crisis Group.
“After all the violence during many months of negotiations, it’s difficult to see why last Thursday’s attack would be the sole reason for changing course. This could be a blow to the credibility of the U.S. commitment to the peace process. Hopefully it can be brought back on track because there’s no better alternative,” Miller said.

Clashes took place in the heart of Hong Kong Sunday as thousands of protesters marched on the U.S. consulate, calling for Washington’s help in their struggle for greater political freedom.
What began as as peaceful demonstration was cut short in the late afternoon as hardliners started fires and began erecting barricades on some of the city’s most prestigious streets, including Chater Road—location of the Court of Final Appeal, Cenotaph, and the ultra-exclusive Hong Kong Club.
They also smashed entrances to Central subway station, which serves the financial district and is one of Hong Kong’s most important transport hubs. The station was quickly closed down as scuffles took place between protesters and police; the district’s glitzy boutiques also brought down their shutters. A kilometer away, chanting crowds filled Admiralty station, which is situated by the legislature, main government offices, and the Chinese military garrison.
“We can’t let police think that what they do will scare us off,” said Lita, a 19-year-old university student, as her friends broke up the paving slabs outside the Hong Kong Club. “We’re doing this because the police beat and arrested our fellow protesters.”
As night fell, police pursued protesters into the Causeway Bay retail district, firing tear gas as shoppers ran for cover.
Earlier in the day, many protesters waved the Stars and Stripes and played “The Star Spangled Banner” on speakers as they walked up Garden Road to the American legation. Marchers called on the U.S. to pass the Hong Kong Human Rights and Democracy Act—a measure that would require Washington to annually assess the enclave’s level of autonomy from Beijing and cancel its trading privileges if that autonomy is compromised.
The idea is to incentivize Beijing to keep its hands off the former British colony, because scrapping Hong Kong’s privileges would economically hurt mainland China, which regards the city as a valuable entrepôt and capital market.
“We hope Congress will pass the act. The session resumes next week, so this is good timing,” one protester called Catherine told TIME. “The U.S. government treasures values like democracy, justice and human rights.”
“We want the international community to care about what is happening in Hong Kong and to help us,” said Kelli Lo, 28, who was waving two small U.S. flags. “Trump can push China to step back.”
The Hong Kong government issued a statement condemning “the illegal behavior of the radical protesters,” expressing “regret over the re-introduction of the Act,” and reiterating “that foreign legislatures should not interfere in any form in the internal affairs” of Hong Kong.
In a separate development, prominent campaigner Joshua Wong was arrested as he attempted to leave the territory on trip to the U.S. and Germany. In a statement released via his political party Demosisto, he said “I was arrested by police for ‘breaching bail conditions’ this morning at the airport’s customs and I am detained in custody now.”
He said that he had been given prior approval for his trip and called the decision to detain him a “direct consequence” of his “political prosecution.”
Hong Kong has endured more than three months of unrest, which began as a campaign against a hated extradition bill but quickly escalated into a rebellion against the territory’s unrepresentative, Beijing-backed government. The democratic movement is calling for universal suffrage as well as exoneration for all protesters arrested to date, and an independent inquiry into alleged police brutality in the handling of the protests. Many protesters also want self-determination, or even independence, for the territory, which was retroceded to China in 1997 after 156 years of British rule and promised a “high degree” of autonomy as part of the handover deal.
Last week, Hong Kong’s top official, Chief Executive Carrie Lam, finally withdrew the extradition bill. (The proposed law would have allowed return of fugitives to mainland China and was therefore seen by Hongkongers as a tool to allow Beijing to round-up dissidents and critics.) But what was intended as a major concession to the protesters instead provoked scorn as many—even pro-government politicians—chastised Lam for doing too little, too late.
The call for U.S. intervention has infuriated Beijing, which regards the unrest in Hong Kong as a separatist color revolution, stirred up by hostile Western powers. But so far, the protesters show no signs of backing down.
“When the American Army comes,” one protester scrawled Sunday outside the Bank of China, “I’ll lead the way.”

MUMBAI: Gautam Thapar, who was ousted as chairman of CG Power & Industrial Solutions after a multi-crore rupee financial scam was unearthed, has sent a legal notice to the company board contesting his removal which he said was illegal.The board, which accused Thapar of siphoning funds from the company, will respond to the notice after consulting its legal team, officials aware of the development said.Thapar was fired on August 29 after whistleblowers informed some board members about transactions allegedly not covered in the company's audited accounts.VG Venkatesh, the company's chief financial officer who was also sacked, was prevented from leaving the country at Mumbai airport on September 7, following lookout circulars (LoC) issued against him and Thapar by the ministry of external affairs on the request of the ministry of corporate affairs.Venkatesh, a Belgian passport holder, was said to be bound for Belgium in the wee hours of Saturday, people aware of the development said."Lookout circulars have been opened at the request of the ministry as a preventive measure to ensure that they don't flee the country," an official said.The board is said to have submitted the details of all transactions, which allegedly involved shell companies, to the ministry of corporate affairs.The ministry has passed them on to the Enforcement Directorate.The financial damage to CG's balance sheet is now estimated to be in excess of Rs 3,000 crore.A government official said there is a possibility of the ministry's Serious Fraud Investigation Office probing the matter if required.Thapar was unavailable for comment. A mail sent to the board of CG Power was unanswered.Law firm Cyril Amarchand Mangaldas represents CG Power, while Shardul Amarchand Mangaldas & Co. represents Thapar.'SFIO probe may be ordered'Legal firm Vaish Associates, which was hired to investigate the allegedly unauthorised transactions, found that the group's liabilities and advances to certain entities and its net worth were understated. The legal firm said in its report that many of these transactions were entered into by identified "company personnel (both current and past), including certain non-executive directors, certain key managerial personnel and other identified employees."These transactions were unauthorised and had not been brought to the notice of the board of directors, it said.None of the nine transactions in the Vaish report had been approved by the risk and audit committee or the board and they were also against the rules of procedure laid down by the company, officials said.The Vaish report indicated that a small number of people from the finance department, along with at least one person from Avantha Holdings, CG Power's promoter company, either approved the transactions or was directly involved in them.Earlier this week, both Venkatesh and Thapar were questioned by ministry of corporate affairs officials."However, they haven't been cooperating in the investigation. Venkatesh did not even share the details of his Belgium passport and didn't inform about his plans to travel abroad," said another official, requesting anonymity."Transactions of Rs 2,000 crore are unexplained. These are being probed and the inspection report is expected to be submitted by the end of this month," a government official said. He had attended the last board meeting through video conferencing and denied and rejected all accusations against him. Thapar held only 8,574 shares of the company's over 626 million shares as of June end.Following the first phase of investigations by Vaish, Deloitte will carry out a forensic audit in a review that will include Thapar, an official familiar with the development said.Company CEO and managing director KN Neelkant was sent on leave by the board on May 10 to enable proper investigations into the alleged financial irregularities. He will remain on leave until further clarity emerges after Deloitte's forensic audit, officials said.
MUMBAI | KOLKATA: Duracell Inc, owned by Warren Buffett's Berkshire Hathaway, has pipped rival Energizer Holdings and is set to acquire BM Khaitan's flagship Eveready Industries' battery and flashlight business in a slump sale for Rs 1,600-1,700 crore, said multiple sources aware of the matter. The deal includes manufacturing plants, distribution network and the Eveready brand.The all-cash deal is in the final stages of negotiation and is expected to be announced soon. One person said the deal could help the company wipe out its debt.The transaction caps months of talks between the Khaitan family and Duracell as well as Energizer, also US-based, which owns the Eveready brand in the US and China, apart from multiple bulgebracket private equity firms. A slump sale doesn't ascribe separate values to the various parts of assets being sold.According to two persons familiar with the transaction, the American firm will only own the Eveready brand in India and become owners of an annual installed capacity of 1.5 billion batteries and over 20 million flashlights per year. The businesses generate a revenue of roughly Rs 900 crore."As per the agreement, both Duracell and the Williamson Magor group will leverage Eveready Industries' existing distribution network and brand for their respective businesses," said one of the people cited above.Deal Values Company at Twice Current EV"Eveready Industries will continue to leverage the company's brand as well as the distribution network for their lighting and appliances business on a royalty free basis," said the person.Duracell's proposed offer for the battery and flashlight business excludes Eveready Industries' lighting, electrical appliances, confectionery and an fast-moving consumer goods (FMCG) joint venture that clock a cumulative turnover of Rs 500-600 crore. According to the firm's annual report, the Indian market for dry-cell batteries is estimated to be worth Rs 1,600 crore by value. Eveready has a market share of 50% between its Eveready and Powercell brands.The cash-strapped group has been trying to sell assets, including tea gardens, in India and overseas to pay off lenders. Lenders such as Yes Bank converted part of their exposure to equity in McLeod Russell recently.India's largest maker of dry-cell batteries, Eveready saw a 63% decline in net profit to Rs 6.85 crore for the first quarter ended June 30. Profit in the corresponding year earlier stood at Rs 18.35 crore.Decline was largely on account of a slowdown across rural and semi-urban markets and came as the company saw a 16% dip in operating income to Rs 321 crore for the June quarter, against Rs 383.34 crore in the year-ago period.The company's auditors in their limited review report have mentioned that Eveready Industries has given unsecured inter-corporate deposits (ICDs) to certain promoter group companies. Total outstanding amount of ICDs, including interest, is around Rs 389 crore. On top of that, Eveready has given corporate guarantees and post-dated cheques on behalf of certain promoter group companies in excess of Rs 134 crore and advances of Rs 72 crore as on June 30. This is to another company on the basis of a memorandum of understanding (MoU) toward transfer "by way of assignment, the leasehold rights of a property".The lease is yet to be executed and can be done so by March 2020."The management believes outstanding dues shall be recovered and no provision is required at this stage," the company said in notes for the first-quarter results.It also pointed out that, in case of a default, the repayment of these deposits and guarantees and interest dues to other companies have been guaranteed by certain promoter directors (of Eveready)."A promoter group level restructuring is underway to monetise assets and meet various liabilities of the companies (part of promoter group)," as per the notes.
One of the biggest challenges that retirees face is how to make their retirement savings last a lifetime. Even if one has saved diligently throughout one's working life and accumulated a sizeable nest egg, it may not be able to generate enough to sustain monthly expenses over the long term. According to a report of the UN Population Fund, life expectancy at birth in India has risen from 60 years in 1994 to 69 years in 2019. That's the average. Lifespans are longer in urban centres with medical facilities and among socio-economic classes that can access them. It is not uncommon to see people in their 80s and 90s, and things will only get better in future. As a result, the average upper middle-class urban retiree must have enough to last 20-25 years in retirement instead of 15-20 years earlier. At the same time, it is now common for people to leave full-time employment while in their early fifties. This means they have fewer years to accumulate their nest egg and more years to spend it.All this is happening at a time when interest rates of fixed income options have come down and the investment landscape has changed drastically. Fixed deposits are offering senior citizens around 7% returns. The Senior Citizens' Saving Scheme, the most lucrative option for retirees in the small savings stable, currently offers 8.6% but this could soon change. Small savings rates are linked to government bond yields and are reset every three months. With the 10-year bond yield falling sharply to 6.5% in the past three months, the government is likely to cut the rates on small savings schemes in the next revision scheduled in October. Analysts say this will allow banks to cut their deposit rates. Banks want to bring down their cost of borrowing but can't cut deposit rates due to competition from small savings.This week's cover story looks at the investment strategies followed by retirees to earn a monthly income in retirement. We have identified three options: the traditional approach that relies solely on fixed income options, a moderate approach that takes a little risk and the bucket strategy that financial planners suggest. Read on to know how the three strategies use a corpus of Rs 1 crore to generate monthly income in retirement.Is Rs 1 crore enough?On the face of it, a nest egg of Rs 1 crore appears big enough to sustain a retiree's expenses for life. In other words, in 20 years, the pension from the annuity will be able to purchase barely a third of what it can purchase today. Senior citizens enjoy a Rs 50,000 exemption on interest income but anything beyond that is taxed at the normal rates. The Moderate portfolio uses debt funds to earn tax efficient returns. Gains from debt funds are taxed at a lower rate of 20% with indexation benefit if held for more than three years. Since withdrawals are mix of the principal and the gain, the effective tax on the withdrawn amount is very low. The Moderate portfolio has also allocated 10% to equity funds to generate higher returns. But while this corpus can last longer than the pure debt-based traditional portfolio, it may not sustain for 25 years.The three-bucket approachSplits the corpus into three portions for the short, medium and long term. Experts say the bucket strategy helps segregate long-term investments from the money meant for immediate use. However, the investor needs to be fully committed to follow this approach. If he panics when stock markets tumble and his equity funds decline, the whole purpose of the strategy will be defeated.
NEW DELHI: Members of the Regional Comprehensive Economic Partnership (RCEP) have asked India to decide if it wants to remain a part of the proposed trade grouping, as pressure mounts to conclude the deal this year.The demand came amid discussions India immediately eliminating tariffs on more than a fourth of traded goods once the agreement comes into force. RCEP includes China, with which India has a burgeoning trade deficit. "Some countries have asked India to make up its mind if it wants to stay in the grouping," an official aware of the negotiations said.Talks were on for India to immediately eliminate tariffs on 28% of the traded goods and more than 35% of the goods in phases. Another official said, "Nothing is decided on tariff cuts for China as yet. That is still uncertain." India is likely to extend the steepest tariff cuts to the Asean and most conservative offers to China. India's trade deficit with China – $53.6 billion in FY19 – is feared to widen if the pact is inked.With other non-free trade agreement (FTA) partners — Australia and New Zealand — there are competing interests in agriculture, horticulture and dairy that are sensitive for India. "These are pressure-building tactics for India to give up its interests and conclude the pact soon," said a New Delhi-based expert on trade issues. In India, there is apprehension among government departments and industry that a trade deal on the current terms will lead to China dumping goods in India. The ministries of steel, agriculture and chemicals, and executives of industries such as dairy, steel, copper, textiles, aluminium, engineering, pharmaceuticals, leather and food, have expressed their reservations.Separately, a round of discussions on investment issues is likely due to lack of convergence on the crucial subject. Profit in the corresponding year earlier stood at Rs 18.35 crore.Decline was largely on account of a slowdown across rural and semi-urban markets and came as the company saw a 16% dip in operating income to Rs 321 crore for the June quarter, against Rs 383.34 crore in the year-ago period.The company's auditors in their limited review report have mentioned that Eveready Industries has given unsecured inter-corporate deposits (ICDs) to certain promoter group companies. Total outstanding amount of ICDs, including interest, is around Rs 389 crore. On top of that, Eveready has given corporate guarantees and post-dated cheques on behalf of certain promoter group companies in excess of Rs 134 crore and advances of Rs 72 crore as on June 30. This is to another company on the basis of a memorandum of understanding (MoU) toward transfer "by way of assignment, the leasehold rights of a property".The lease is yet to be executed and can be done so by March 2020."The management believes outstanding dues shall be recovered and no provision is required at this stage," the company said in notes for the first-quarter results.It also pointed out that, in case of a default, the repayment of these deposits and guarantees and interest dues to other companies have been guaranteed by certain promoter directors (of Eveready)."A promoter group level restructuring is underway to monetise assets and meet various liabilities of the companies (part of promoter group)," as per the notes.
NEW DELHI: Th e government has ordered Indian Oil, BPCL and HPCL to cancel Rs 5,000-crore tender for purchase of cooking gas cylinders following detection of several discrepancies in the buying process, said people familiar with the matter . The three state-run oil companies had recently floated a tender to buy 3.77 crore liquefied petroleum gas (LPG) cylinders to serve new customers, which have almost doubled in the past five years . Many conditions prescribed in the tender, including the pricing and preference for vendors from eastern India, triggered several complaints to the Prime Minister's Office (PMO), which then sought a wider examination of the matter, a person familiar with the matter said. " State oil companies were asked to explain several anomalies and discrepancies in the tender process but they failed to offer a satisfactory response," the person said. This resulted in the government directing the oil companies to cancel the tender and float a fresh one that's free of discrepancies. Oil companies have been directed to bring more transparency in the purchase process, and also institute a strong technical evaluation mechanism so that the process is, and appears to be, fair to all, the person quoted above said. Companies have also been asked to consider recent orders by Delhi High Court and the Competition Commission of India on cylinder purchase while preparing the new tender . IndianOil, BPCL and HPCL didn't respond to ET's emailed queries till the time of going to press. One important issue highlighted by the government in the tender is that of higher rates for cylinders compared with the purchase price in 2017. The government also questioned the efficacy of the price band mechanism companies have followed in the tender. I n 2017, cylinders were purchased for about 1,350 a piece. At that rate, the current tender for 3.77 crore cylinders would have been worth Rs 5,089 crore . Another contentious issue was that of zoning of vendors, which meant differential treatment of suppliers from the so-called zone 1 and zone 2. Zone 1 mainly comprises eastern regions such as Bihar, West Bengal, Odisha, eastern UP, eastern MP and North-East while the rest of India falls in Zone 2 . Manufacturers in Zone 1 get preference under the tender conditions. A similar condition was followed in 2017 tender, which resulted in 40% of the orders going to just 20% of the bidders from zone 1. About 80% of the vendors, who belonged to zone 2, got only 60% orders. Fearing that this imbalance was likely to worsen this time round, many vendors raised complaints against the process, according to people familiar with the matter. Most older vendors have manufacturing facilities located outside the eastern region and found it difficult to quickly set up production units in eastern India, leaving them at a disadvantage.The government has also asked oil companies to make sure that cooking gas supply to customers is not affected due to tender cancellation and delayed purchase of new cylinders.In India, about 14 crore new customers have been added in the past five years, raising cooking gas access to 96% of the households now, from 55% in 2014. The government has given new LPG connections to 8 crore poor families under its Ujjwala scheme, vastly expanding the disadvantaged section's access to cleaner cooking fuel.

This does not mean that one should avoid all stocks with high debt, but there is a need to be cautious, keeping in mind the current slowdown. It is relevant for both cash rich or low debt companies. However, it becomes irrelevant for companies with high debt and therefore, we need to use enterprise value/sales ratio. For example, market cap/sales ratio is just 3.32 times for Adani Green Energy, but its enterprise value/sales ratio is at 8.56 times.EV/EbitdaWe compare net profit and shareholders' funds to find out whether a company is generating enough money for its shareholders or not. Similarly, the enterprise value is compared with Ebitda to know whether the business is generating enough money. The interest costs, etc is not considered because the debt is also part of enterprise value. "Enterprise value/Ebitda will give a clear picture whether the company can service its future obligations," says Kumar.While using these ratios, investors should be careful about industry dynamics. For example, both the top scorers on EV/Ebitda score, HEG Ltd and Graphite India, are from the electrodes industry. Despite reporting heavy profits, valuations are low because of the industry turnaround and possible fall in future profits.Debt/EbitdaThis is used to assess companies where enterprise value is higher than market cap. The normal ratio used for such companies is interest coverage ratio— to find out whether the company is making enough cash to pay its interest burden. So what is the advantage of debt/Ebitda ratio? "Interest cover ratio only tells us about the company's ability to pay interests. Debt/Ebitda ratio tells us about its ability to pay principal also. Investors should take extra care if this ratio is above three," says Sandeep Nanda, CIO of Bharti Axa Life Insurance.

Will this change the policy, or will it affect Saudi Aramco's plan for an initial public offering?Who is the new minister in charge?Prince Abdulaziz served as deputy petroleum minister for a dozen years and most recently as minister of state for energy since 2017. He is an older half-brother of the influential Crown Prince Mohammed bin Salman, though the pair aren't believed to be close and are quite far apart in age. Prince Abdulaziz's years in the ministry prepare him for the top role.He has been a member of Saudi Arabia's delegation to the Organization of Petroleum Exporting Countries and is a regular participant at the group's meetings on production policy. He has a reputation for diligence and an ability to bridge differences between Saudi ministers and those of other members of the organization. He was instrumental in managing oil affairs during the 1990 Gulf War and the secret talks with Mexico and Venezuela that led to output cuts which helped raise prices during that decade.Promoting an oil policy that boosts prices to a level that can sustain government spending -- a price some $25 a barrel higher than it is now -- may be the top priority for the new energy minister. That task is even more urgent as the Crown Prince drives a reform plan to revamp the economy and forge new industries to wean the country off its reliance on oil. Higher prices would also support a richer valuation for the planned sale of a stake in state oil producer Saudi Aramco."From a policy perspective, we don't see a significant change," Majd Dola, portfolio manager at First Abu Dhabi Bank PJSC, said on Bloomberg TV. "Maybe fresh blood might bring some new tactic to the table in terms of negotiations, but it's not a surprise that the kingdom is trying to control the oil price, trying to push it higher."How the appointment changes thingsPrince Abdulaziz's promotion concentrates the kingdom's levers of oil policy-making directly in the hands of the royal family. While the Saudi king always had final say on decisions of government strategy, civil servants had headed the oil ministry since its founding six decades ago.The Crown Prince heads a committee overseeing Saudi Aramco. The energy minister had served as chairman at the producer, formally known as Saudi Arabian Oil Co., until Al-Falih had the role stripped from him last week. Yasir Al-Rumayyan, the head of the sovereign wealth fund and an ally of the Crown Prince, took the role.Those changes give the Al-Saud family direct oversight over both the company's activities and the country's oil policy. Without a minister to take the fall for policy missteps, however, the responsibility for the outcome of oil strategy decisions will fall squarely on the royals.What's at stakeThe most unforgivable failure for a Saudi energy minister is an inability to keep oil prices high enough to support government spending. While the king didn't give a reason for replacing Al-Falih in the Saudi Press Agency's announcement of the decision, Brent crude at about $60 a barrel isn't enough to fund the Saudi budget, which needs prices at $80 a barrel or more.Saudi Arabia, OPEC's de facto leader, brought non-members like Russia into the group's plan to trim output. While that worked at first, concerns over demand and the potential for looming economic hardship have halted oil's ascent.Al-Falih was the architect of the so-called OPEC+ policy, visiting frequently with his Russian counterpart Alexander Novak to bring some dozen other producers into the fold and to pressure countries to uphold their parts of the bargain. Prince Abdulaziz will have to continue those relations to maintain the policy -- or persuade others a change is needed.Saudi Arabia's optionsPrince Abdulaziz is set to speak this week in Abu Dhabi at the World Energy Congress, and his first public remarks as minister will be watched closely by the market. Analysts seem divided as to whether OPEC+ needs to maintain its production cuts or reduce output even more.Saudi Arabia is unlikely to push for the coalition to make deeper cuts as this may fail to support oil prices for a number of reasons, mainly a potential increase in U.S. shale production and the risk that other OPEC+ nations may be tempted to restore output, the Oxford Institute for Energy Studies said in a report. OPEC may need to hold off on further market intervention and brace for "harder times" as the trade war and faltering demand cloud the economic outlook, it said.Sanford C. Bernstein analysts including Neil Beveridge said OPEC needs to deepen current output cuts by 1 million barrels a day in 2020 to defend prices at $60 a barrel in the face of rising non-OPEC supply. Inventories may start to build again from late September, and demand growth is seen at 1.2 million barrels a day in 2020, which is set to be eclipsed by an increase in non-OPEC supply growth of 2.2 million barrels a day, they said.
BENGALURU: DXC Technology plans to hire over 10,000 people in India this year with a strong focus on candidates with digital technology skills, as the company looks to transform faster and remain competitive.The US-headquartered tech services major, which was founded in 2017 after the merger of CSC and the enterprise business of Hewlett Packard Enterprise, has 45,000 employees in India, roughly 40% of its 1,30,000 staff employed globally. It lost the slot for the third-largest IT services company to Tata Consultancy Services, which is growing in double digits."We continue to hire in India. We will probably hire more than 10,000 in India this year (FY20) with a very strong focus on digital skills," said Samson David, global head of delivery and operations, DXC.DXC Technology joins other global firms to increase its offshore base in India as they struggle to find talent in developed markets such as the US. In November last, DXC Technology CEO John Michael Lawrie had said that the inability to bring on employees quickly cost the company nearly $100 million in revenue. "We saw delays in the ramp-up of a few large digital contracts. And while we continue to see strong market demand for our digital solutions, it is taking us longer than expected to bring on resources to support the digital growth," Lawrie said The company has been looking to ramp up digital talent and build capabilities in emerging technologies since it has been seeing growth challenges.DXC conducts a digital nativity test in order to get people with relevant skills. It would also hire 1,500 of the 10,000 from the campuses, said David.As the tech services giant chases growth, India is significantly contributing to overall digital transformations. DXC said now its global leaders operate out of India unlike the period before merger. "Centres of excellence (in emerging tech) for the global markets are powered out of here (India). Lot of the labs are here and get embedded in the global offerings," said David.The company has downsized its workforce ever since the merger in 2017 to achieve faster transition to digital.DXC has cut jobs on the traditional tech services roles as it looks to get more people with digital skills.Analysts said the company is primarily focusing on a combination of capability building and cost reduction and in that context hiring in India makes sense.
