The Trump administration is gearing up to bring home several thousand troops from Afghanistan in a bid to strike a peace agreement with the Taliban after 18-years-of-conflict.
In return, the White House will be seeking a number of concessions from the Islamic fundamentalists including a cease-fire and the renunciation of al-Qaeda, US officials revealed.
The deal, which would also necessitate the Taliban negotiation a more rigorous peace agreement with the Afghan government, would see the number of American troops in the region cut from about 14,000 to somewhere between eight and nine thousand – the same amount as when Trump first took office.

WASHINGTON (Reuters) - U.S. President Donald Trump on Thursday moved to impose a 10% tariff on a remaining $300 billion list of Chinese imports starting Sept. 1, after U.S. and Chinese negotiators failed to kickstart trade talks between the world's two largest economies.
The levies - which would hit a wide swath of consumer goods from cell phones and laptop computers to toys and footwear - ratchet up tensions in a war of tit-for-tat tariffs that have disrupted global supply chains and roiled financial markets for more than a year.
U.S. stocks fell after the news and oil prices plummeted, and further fallout was expected. The IMF has warned that tariffs already in place will shave 0.2% off global economic output in 2020.
ISIS leader Abu Bakr al-Baghdadi's (pictured) has seen his terror group become a greater threat to Afghanistan than the Taliban despite this year losing its caliphate in Syria and Iraq
Al Qaeda and the Islamic State gained strength globally as world powers prioritized the destruction of ISIS in Iraq and Syria, a top U.S. counterterrorism official warns.
"Al Qaeda has been strategic and patient over the past several years. It's let ISIS absorb the brunt of the world's counterterrorism efforts while patiently reconstituting itself," Ambassador Nathan Sales, the State Department's counterterrorism coordinator, told reporters Thursday.
"And so what we see today is an al Qaeda that is as strong as it has ever been."
Recent intelligence indicates that al Qaeda leader Ayman al-Zawahiri has a "heart complaint," according to a senior official involved in international counterterrorism efforts.
The official said the information suggests Zawahiri had a potentially serious condition but cautioned it was difficult to ascertain the severity of his health problems and what effect they might have on his longevity.
The possibility that Zawahiri, who just turned 68, is seriously ill increases uncertainty over al Qaeda's long-term leadership succession plans. Osama bin Laden's son Hamza bin Laden had been widely tipped to one day take over command of al Qaeda but a US official told CNN on Wednesday that the US now believes that he is dead.
WNU Editor: Al Qaeda leader Ayman al-Zawahiri is 68 years old, and has lived a very stressful life. The fact that he may have a 'heart complaint" should not be a surprise. The question that needs to be answered is .... how and/or who told U.S. intel that Ayman al-Zawahiri has a health condition.

More than 1 million people have demonstrated in Hong Kong's streets since early June against a proposed bill that would allow Hong Kong to extradite citizens to mainland China.
The bill's progress has stalled, but the protest movement has ballooned into a wider fight to preserve the autonomy of the region.
WNU Editor: These protesters are not naive. They know that the security services are trying to identify protest leaders, and these lasers will make that job just a tad more difficult.
China's military has released a video showing troops carrying out drills and cracking down on protestors in what appears to be a warning aimed at Hong Kong as the city approaches its ninth straight week of demonstrations.
The video was posted Wednesday by the People's Liberation Army Hong Kong Garrison on Chinese microblogging platform Weibo. In the captions, the military declares support for the city's Beijing-backed government, and emphasizes the army's role in protecting Hong Kong's stability.
The three-minute clip features troops unleashing rounds of gunfire, blowing up cars, unrolling barbed-wire barricades and launching missiles.
(BEIJING) — China’s government has threatened unspecified “necessary countermeasures” if Trump’s planned tariff hike goes ahead.
The Commerce Ministry said Trump’s announcement is a violation of his agreement with President Xi Jinping in June to revive negotiations aimed at ending their fight over Beijing’s trade surplus and technology ambitions.
The ministry said if the U.S. measures took effect, “China will have to take necessary countermeasures to resolutely defend its core interests.”
The statement issued Friday continued, “All the consequences will be borne by the United States.”
Trump said Thursday he will impose 10% tariffs Sept. 1 on the remaining $300 billion in Chinese imports he hasn’t already taxed.
The president earlier imposed 25% tariffs on $250 billion in Chinese products. Beijing retaliated by raising import duties on $110 billion of U.S. goods.
(BANGKOK) — Thai Prime Minister Prayuth Chan-o-cha on Friday ordered an investigation into several small bombings in Bangkok that took place as Thailand was hosting a high-level meeting attended by U.S. Secretary of State Mike Pompeo and his counterparts from China and several Asia-Pacific countries.
Explosive devices were found or detonated at least six locations, including two at stations of the capital’s elevated Skytrain rail system. Other sites included a government complex on the outskirts of the city, and near the offices of a company associated with supporters of Prayuth’s new government, police said.
The city’s Erawan Emergency Radio network said it received reports that four people required hospital treatment for minor injuries.
“A group of ill-intended people have recently incited violence while the government is propelling the country forward,” Prayuth’s office said in a statement, urging the public not to panic and cooperate with authorities in investigating the blasts.
Thailand this week has been hosting an annual meeting of foreign ministers of the 10-member Association of Southeast Asian Nations — ASEAN — and their counterparts from other Asia-Pacific countries. The bombings did not disrupt the proceedings, which already were under tight security.
Deputy Prime Minister Prawit Wongsuwan told reporters the perpetrators were trying to create a “situation.” When asked whether it was connected to the junta’s recent relinquishing of power, he said “I don’t know either, let authorities investigate first.” Thailand recently ended five years of military rule following a 2014 coup.
The government that took power last month is led by former army commander Prayuth Chan-ocha, who staged the 2014 takeover and led a military government until he took power through elections this year. The government’s critics say the election was not fair because the rules favored the parties backing Prayuth.
Prayuth’s main antagonists are supporters of former Prime Minister Thaksin Shinawatra, who was ousted by another coup in 2006. The action set off years of sometimes violent contention for power between his supporters and opponents. Thaksin’s supporters are now the main opposition party in the new parliament.
The explosions in Bangkok were not the first time violence has occurred at an ASEAN event hosted by Thailand.
In 2009, Thaksin’s supporters, seeking to force out a government of their opponents, stormed a hotel in the resort city of Pattaya that was the venue for the regional group’s summit meeting. The ASEAN leaders were forced to flee, some by helicopter, and the summit cancelled.
Police on Thursday said they had found two fake bombs outside their headquarters in central Bangkok, near the venue of the current meeting of ASEAN foreign ministers. Thai media cited police as saying that two men had been arrested in connection with the incident.
Arthayudh Srisamoot, a senior Thai Foreign Ministry official, assuaged concerns over the bombings.
“It seems to be an isolated incident, a minor incident, with the intent of trying to create news but not to cause harm to people,” he told reporters. He said none of the foreign ministers expressed concern.
The use of small, generally harmless bombs, though infrequent, is a regular part of the Thai political scene, though rarely do the perpetrators claim responsibility or get arrested. While opponents of the government in power at any given time are usually blamed, there is usually speculation that such incidents are a result of a power struggle of factions within the country’s highly politicized security forces.
Thailand has also experienced more serious bombings. There is a low level insurgency by Muslim separatists in southern Thailand in which car bombs and roadside improvised explosive devices are often employed, and Bangkok was stunned by the 2015 bombing at the city’s Erawan Shrine, in which 20 people were killed and more than 100 injured, many of them tourists.
The authorities blamed the shrine bombing on human traffickers angry at a crackdown, though some analysts believe it was carried out by members of the Muslim Uighur minority to protest Thailand sending their compatriots back to China, where they face repression.
(DUBAI, United Arab Emirates) — Saudi Arabia issued new laws early Friday that loosen restrictions on women by allowing any citizen to apply for a passport and travel freely, ending a long-standing and controversial guardianship policy that required male consent for a woman to travel or carry a passport.
The changes are a potential game-changer for Saudi women’s rights in the kingdom. The legal system was long criticized because it treated women as minors throughout their adult lives, requiring that they have a husband or father’s permission to obtain a passport or travel abroad. In some cases, the male guardian was a woman’s own son granting her the necessary travel permissions.
Saudi women fleeing domestic abuse and the guardianship system occasionally drew international attention to their plight, being dubbed “runaways” for escaping the kingdom and seeking asylum abroad. To leave the country, some Saudi women say they had to hack into their father’s phones and change the settings on a government app to allow themselves permission to leave the country.
The new rules, approved by King Salman and his Cabinet, allow any person 21 and older to travel abroad without prior consent and any citizen to apply for a Saudi passport on their own.
The decrees were published before dawn in the kingdom’s official weekly Um al-Qura gazette. It wasn’t immediately clear if the new rules go into effect immediately.
Other changes issued in the decrees allow women to register a marriage, divorce or child’s birth and to be issued official family documents.
The changes were widely celebrated by Saudis on Twitter, but also drew criticism from some conservatives.
(WASHINGTON) — President Donald Trump intensified pressure Thursday on China to reach a trade deal by saying that beginning Sept. 1, he will impose 10% tariffs on the remaining $300 billion in Chinese imports he hasn’t already taxed. The move immediately sent stock prices sinking.
The president has already imposed 25% tariffs on $250 billion in Chinese products, and Beijing has retaliated by taxing $110 billion in U.S. goods.
U.S. consumers are likely to feel the pain if Trump proceeds with the new tariffs. Trump’s earlier tariffs had been designed to minimize the impact on ordinary Americans by focusing on industrial goods. The new tariffs will hit a vast range of consumer products from cellphones to silk scarves.
The president’s action came as a surprise, just as U.S. and Chinese negotiators were concluding a 12th round of what the White House called “constructive” trade talks in Shanghai. The negotiations ended Wednesday without any sign of a deal but are scheduled to resume next month in Washington.
The Dow Jones Industrial Average, which had been up nearly 300 points earlier, was down nearly 200 points soon after Trump’s tweets announcing the new tariffs.
Trump has long said he was preparing to tax the $300 billion in additional Chinese tariffs. But he suspended the threat after meeting with President Xi Jinping in Osaka, Japan, in June.
It isn’t clear when American consumers are likely to feel the impact of the additional tariffs, but higher prices could show up in stores this fall.
“Attention all Target & Wal-Mart shoppers … the price on the goods you buy ahead of the holidays are going up due to trade policy,” tweeted Joseph Brusuelas, chief economist at the consultancy RSM.
Trump also tweeted that “we look forward to continuing our positive dialogue with China on a comprehensive Trade Deal, and feel that the future between our two countries will be a very bright one!”
The president blamed China for not following through on stopping the sale of fentanyl to the United States or purchasing large quantities of farm goods such as soybeans.
The world’s two biggest economies are locked in a trade war over U.S. allegations that Beijing uses predatory tactics — including stealing trade secrets and forcing foreign companies to hand over technology — in a drive to overtake American technological dominance.
Talks had broken down in May after the United States accused the Chinese of reneging on earlier commitments.
“Unfortunately, these talks are not getting any easier,” said Wendy Cutler, a former U.S. trade negotiator who is now vice president at the Asia Society Policy Institute. “I don’t expect the Chinese to sit by … The combination of these latest tariffs, with Chinese counter retaliation, is going to take a heavy toll on US consumers, workers, farmers, and businesses.”
The effects of Trump’s trade war were a factor in the Federal Reserve’s decision Wednesday to cut interest rates in an otherwise healthy economy. Chairman Jerome Powell pointed repeatedly to the uncertainty caused by Trump’s pursuit of trade wars on multiple fronts as a reason for the rate cut.
Sarah Bloom Raskin, a former Fed board member, and other economists have warned that the rate cut could embolden Trump to escalate trade battles because the president may feel confident that the Fed will then respond with additional rate cuts.
(KINSHASA, Congo) — The 1-year-old daughter and the wife of the man who died of Ebola in Congo’s city of Goma this week have tested positive for the disease, health officials confirmed Thursday, while Rwanda briefly closed its border with Congo over the virus outbreak that now enters its second year.
It is the first transmission of Ebola inside Goma, a city of more than 2 million people on the Rwandan border, a scenario that health experts have long feared. The painstaking work of finding, tracking and vaccinating people who had contact with the man — and the contacts of those contacts — has begun.
The man died on Wednesday after spending several days at home with his large family while showing symptoms. Congo’s presidency said the entire family was at “high risk” and in quarantine. The Ebola coordinator for North Kivu province, Dr. Aruna Abedi, confirmed the wife’s case to The Associated Press hours after that of the child.
“We’re seeing the first active transmission chain in Goma and expect more to come,” the International Rescue Committee’s Ebola response director, Andre Heller, warned in a statement.
This outbreak has killed more than 1,800 people, nearly a third of them children. It is now the second-deadliest Ebola outbreak in history, and last month the World Health Organization declared it a rare global emergency.
Rwanda’s state minister for foreign affairs Olivier Nduhungirehe confirmed the border closure, a day after WHO officials praised African nations for keeping their borders open. Last week Saudi Arabia stopped issuing visas to people from Congo while citing the Ebola outbreak, shortly before the annual hajj pilgrimage there this month.
Congo’s presidency condemned Rwanda’s decision, and Congolese at the busy border expressed frustration. “I can’t understand why they don’t just test us instead of closing these borders,” said Angel Murhula, who works in Rwanda.
Several hours later Congo’s presidency said the border had reopened. A Rwanda health ministry statement called the events a “traffic slowdown” as surveillance for Ebola was reinforced. The ministry advised against unnecessary travel to the Goma area.
WHO has recommended against travel restrictions amid the outbreak but says the risk of regional spread is “very high.” Any border closure is likely to push people to avoid formal immigration posts. In June, three people who crossed on an unguarded footpath into Uganda died there before their family members were taken back to Congo for treatment.
The death on Wednesday in Goma “in such a dense population center underscores the very real risk of further disease transmission, perhaps beyond the country’s borders,” United Nations agencies said in a joint statement marking a year of the outbreak.
The man in his 40s was a miner returning from an area of northeastern Ituri province, Mongwalu, where no Ebola cases in this outbreak have been recorded, WHO said. He was exposed to the virus along the roughly 300-mile-long (490-kilometer) route from Komanda to Goma as he took motor taxis over a number of days through the densely populated region at the heart of the outbreak.
The man arrived in Goma on July 13 and started showing symptoms on July 22. He was isolated at an Ebola treatment center on Tuesday. He had spent five days being treated at home and then went to a health facility, where Ebola was suspected. Symptoms can start to occur between two and 21 days from infection, health experts say.
“He may not even have been aware of the exposure that he had,” WHO emergencies chief Dr. Michael Ryan said on Wednesday. Symptoms such as fever can be confused with malaria, which is endemic in the region.
Congo’s new Ebola response coordinator, Jean-Jacques Muyembe, has said there appears to be no link between the case and the previous one in Goma that was announced two and a half weeks ago. That case was a 46-year-old preacher who managed to pass through three health checkpoints on the way from Butembo, one of the communities hardest hit by this outbreak.
The declaration of a global health emergency — the fifth in history — came days after that first Goma case. It has brought a surge of millions of dollars in new pledges by international donors, but some health workers say a new approach is needed to combat misunderstandings in a part of Congo that had never experienced Ebola before.
Health workers responding to the outbreak have been attacked, even killed, in a region where rebel groups are active and the population is wary of outsiders.
There is no licensed treatment for Ebola, which is spread by close contact with bodily fluids of those infected, and survival can depend on seeking treatment as quickly as possible. And yet many people in the region don’t believe that the virus is real, health workers have said.
This outbreak is second only to the 2014-16 Ebola outbreak in West Africa that left more than 11,300 people dead.
As a fairly reserved group, Scandinavians tend to be generally disinclined to chat to people they don’t know. But as the train for Berlin pulls out of Malmo station in southern Sweden late on a July afternoon during one of this summer’s many heatwaves, the atmosphere among the strangers seated in car 104 is almost festive. Mattias Berglund and Cathrine Hellberg, both in their 20s, chat easily—even giddily—with the four others in their seemingly 1970’s-era compartment, replete with faded velour seats and decidedly unairconditioned temperatures. Perhaps their conviviality was sparked by the close quarters, or by the 13-hour adventure ahead. Or perhaps it springs from a shared sense of mission. “We’re very concerned about the environment, and I felt guilty when we flew to Barcelona for our last holiday,” says Hellberg, a student, to nods all around. “I feel a little proud now to be taking the train.”
This is the season of flygskam, or “flight shame.” You don’t have to be Greta Thunberg, the teenage climate activist who recently announced plans to sail to New York in August, to recognize that a growing number of Europeans eager to reduce their carbon footprint are opting to limit air travel in favor of more environmentally-friendly means of transportation. Significant enough that even airlines are taking note, flygskam–and its counterpart tagskryt, or train-bragging—is encouraging both European governments and private rail companies to consider investing in the return of long-distance night trains. But the revival of a form of transport that has long seemed consigned to the pages of Agatha Christie novels poses significant obstacles of its own.
Leave it to northern Europeans to come up with a neologism to describe a complicated emotional state. As a concept, flygskam originated in Sweden, and refers both to the guilt that individuals may feel when using a means of transportation estimated to contribute between 2 and 3% of total atmospheric carbon and to the shaming they may face should they persist in flying. It was articulated by opera singer Malena Ernmann, who gave up flying in 2016 (and who just happens to be Thunberg’s mother), drawing the attention of other celebrities and the broader public to the cause. The summer of 2018, which brought record high temperatures to Sweden, and with them, devastating wildfires, drove the point home. “It had not been like this ever before,” says Marco Andersson, head of sales for Snålltåget, the Swedish rail company that runs the Malmo-Berlin line. “I think a lot of people started thinking, ‘Oh, I need to change my behavior, maybe I shouldn’t go on vacation to Thailand anymore.’”
Two grassroots initiatives, both launched that year, helped spread the word: Flygfritt, which convinced 14,500 Swedes to renounce air travel in 2019 (it’s shooting for 100,000 in 2020) and Tagsemester, a Facebook group with nearly 100,000 members, that offers information on how to travel by train. Throw in some selfies posted from the sleeping berth of the train Thunberg took to speak at the World Economic Forum in Davos in January, as well as European and national elections in which climate concerns played a decisive factor, and Sweden’s anti-plane, pro-rail movement has taken off.
For Snålltåget, which acquired the Malmo-Berlin line in 2011, the impact has been striking. “From 2012 to 2017 we didn’t make a profit,” says Andersson. “Every year, we were asking, why are we still in this business? But all that changed last summer.” During the first six months of 2019, the company, which also runs night trains between Malmo and Stockholm, and, in winter, to the ski town Åre, has seen a 20% increase in ticket sales. Meanwhile, flights between Malmo and Stockholm have declined 10% in the past year, and across Sweden, domestic flights on the whole have fallen 4.5% in the first quarter of 2019 compared to the previous year, according to SJ, the national rail company.
Yet Sweden isn’t the only place feeling the effects of flygskam (in fact, the Dutch, Germans, and Finns have their own words for it). Flygfritt now has chapters in the UK, France, and Germany and according to Eurail and Interrail General Manager Carlo Boselli, flygskam is influencing the decision to purchase the rail passes (which allow for cross-border travel anywhere on the continent) as well. “According to an internal survey we did,” Boselli says, “the low carbon footprint of rail travel was relevant in the decision about holiday transportation for 71% of Interrailers in 2019–nearly 20% more than in 2017.” The popularity of sites like the U.K.-based Seat61, which offers information on train travel in Europe, or the recent expansion of Omio, a Berlin-based booking platform that links train, bus, and air tickets, only underline this growing interest.
Europe’s largest international passenger rail company, the Austrian ÖBB, has seen a 10% growth this spring and summer over 2018 on some of its lines, including the ones that run from Vienna to Zurich, and Rome to Munich. Spokesman Bernhard Rieder cautions that, in high season, they could do much more. “During summer, there’s no room for us to increase ridership,” he says, “ because we’re already nearly fully booked. On a Saturday in July in Italy, we could be running three trains a night instead of one.”
It’s enough to make an airline executive nervous. Speaking before 150 of them at the annual meeting of the International Aviation Transport Association held in Seoul in May, director general Alexandre de Juniac warned of flygskam: “Unchallenged, this sentiment will grow and spread.”
So far, IATA has not noticed a drop in passengers, according to spokesperson Chris Goater. “But we don’t want to play down the importance of the debate. We’ve had targets for carbon for more than a decade–earlier than any other industry. From 2020, through capping and offsetting, our goal is to be carbon neutral. And from 2050, our goal is to reduce emissions 50% below 2005 levels.”
IATA hopes to achieve that more difficult goal through the development of sustainable fuels, and new technologies like electric planes, rather than by reducing the number of flights. “The enemy isn’t travel,” says Goater. “The enemy is carbon.” But it’s probably a telling sign of changing public sentiment that the Netherlands-based airline KLM recently launched a campaign, called “Fly Responsibly,” that among other measures, urges passengers to fly less often.
The idea that acting responsibly entails flying less is even spreading to the United States. A jet propulsion scientist at NASA started No Fly Climate Sci in 2017 as a platform for earth scientists who wanted to make public commitments to reducing their carbon footprints. Kim Cobb was one of the scientists to sign up. A few years ago, her research into the large-scale destruction of reefs prompted the professor of Atmospheric Sciences at Georgia Tech University to examine her own carbon footprint a few years ago. “I was gobsmacked at how large a portion—85%—was locked in from flying, mostly for professional meetings and conferences, and, some for field research. As a scientist, I couldn’t unsee those numbers.”
In 2018, Cobb managed to cut her flight miles by 75%, going from an average of 125,000-plus a year, to 25,000 or 30,000. The effort has come at some cost: “About half the invitations I receive to speak are withdrawn when I ask to present remotely or virtually,” she says. She still flies occasionally–as a member of the IACCP, for example, she is required to attend quarterly meetings—but she pays the full market price to offset the flights she does take. “That’s comes out to about $400 per metric ton of carbon, says Cobb, who, on the day she spoke to TIME was about to board a 22-hour train that would take her from her home in Atlanta to a symposium in Springfield, Massachusetts (a round-trip flight to the same destination would equal about a quarter of a ton). “If you’re going to get on a plane, perhaps you should have that number in your head.”
Still, even if they have the time and inclination to reduce their carbon footprint, travelers may find it difficult to choose a 16-hour, $145 train ticket from London to Barcelona, when a flight takes a little over two and can cost as little as $35. And in fact, it was the emergence of low-cost airlines like Easyjet and Ryanair in the mid-1990s that helped bring a near-end to the era of sleeping cars and couchettes. In 2009, the Swiss company SBB sold off all its night lines to ÖBB; Germany’s Deutsche Bahn followed suit in 2016. The state-owned Swedish rail company, SJ, sold its Malmo-Berlin line, in operation since 1909, in 2011.
As a result, few easy rail journeys between major European cities remain; the traveler who opts for that 16 journey from London to Barcelona will not only pay more for the privilege, but will have to change trains twice. For countries like France, which is currently considering banning short haul domestic flights, and Sweden, which recently committed over $5 million to developing international lines to various European cities, the lack of infrastructure poses a significant obstacle. (The U.S. suffers even more from a lack of investment in rail infrastructure, and it remains difficult for most Americans to overcome the lack of high-speed rail system and opt out of air or car travel.)
There’s still a long wait ahead for Europeans too. Austria’s OBB, for example, has commissioned 12 new trains, but they won’t be in operation until 2021. Denmark has plans to build the Fehmarn Belt Link, an 11-mile underwater tunnel that will cut the time it takes to travel from Copenhagen to Hamburg from five hours to two–but it will take an estimated 10 years to complete. And even after the Swedish government committed that money to developing night trains, the state-owned rail company, SJ, has said it is not willing to pursue them until the Fehmarn tunnel is completed. Determined to press ahead, the co-ruling Green party has said it may offer the lines out on tender.
Which means that those connections may fall to Snälltäget, which has to weigh whether the recent uptick is enduring. “Right now, there’s more demand than we can handle,” Andersson says. “Should we take on other lines? Should we modernize our fleet? I don’t think flygskam is a passing fad, but developing based on it is a risk, and we need to figure out how much risk we can take.”
Annika Thomsson, an educator from Stockholm who was traveling with her 17-year-old daughter Saga to a holiday in Montpellier, France, even Snälltäget’s outdated trains represent a necessary concern for the future . “I had already been feeling bad about all the flying I do for work,” Thomsson said, “Because I know that climate change is going to affect my children, and eventually my grandchildren. And when I proposed this holiday, Saga said she would only come if we went by train.”
All told, the journey to Montpellier would take them two full days, though they were breaking it up with stops in Berlin and Paris. Saga, who also has participated in the school strikes for climate, was excited by the adventure of it–the train boards a ferry in the Swedish town of Trelleborg, crosses the Baltic, then picks up the rails again in Sassnitz, Germany before continuing on to Berlin—and spent much of the crossing in the ship’s restaurant, enjoying the buffet and playing cards with her mom. She was concerned about whether she would be able to sleep on the Snälltäget—without air conditioning, temperatures on board were suffocatingly high. But she was convinced they had made the proper choice. “You don’t travel by train to show off or make others feel shame,” she said as she stood in line to brush her teeth in the compartment’s small washroom. “You do it because you want to do the right thing.”
(CANBERRA, Australia) — An Australian crocodile farmer who found an orthopedic plate inside a croc’s stomach said Thursday that he had been told the surgical device was from a person’s body and had been contacted by relatives of missing people anxious for clues.
Koorana Crocodile Farm owner John Lever found the plate inside a 4.7-meter (15-foot-5-inch) crocodile called M.J. during an autopsy in June at his business near Rockhampton in Queensland state. He initially wasn’t sure if the unusual find had been part of an animal or human. But he said since making photos of the plate public, he had been told it was a type used in human surgery.
Lever estimated that M.J. was 50 to 70 years old when he died, several months after losing a fight with another croc. M.J. could have eaten the bone that the plate had been attached to by six screws 50 years ago, he said. All remnants of human tissue attached to the plate had been long digested.
Lever later said that Queensland police had told him they had opened a missing person investigation and asked him to bring the plate to the Rockhampton station on Friday. A police spokesman told The AP he could not comment.
Lever is continuing to make inquiries in the hope of discovering what decade the type of plate was used and perhaps who it had belonged to. “I wouldn’t call it an investigation, we’re making inquiries because we’re fascinated by this whole thing,” Lever said. “Obviously this crocodile has chomped on something and that plate has been left in its stomach complete with screws.”
Lever bought M.J. from a farmer in Innisfail, 1,000 kilometers (600 miles), north of Rockhampton, six years ago. Sometime earlier, M.J. had been trapped in the wild. Crocodiles are protected in Australia and are only trapped if they are a threat to humans.
“We’ve had a couple of people get in touch with us about their relatives that have gone missing in the northern Queensland area and they’re anxious to find out — there’s been nothing heard of these people, they’ve just disappeared,” Lever said. “We’ll certainly keep these people informed of any new news that we can get.”
The last fatal crocodile attack in Australia was in October when a woman was snatched while gathering mussels with her family in a waterhole in a remote part of the Northern Territory. The last fatal attack in Queensland was a year earlier, when a 79-year-old dementia patient was killed after wandering from a nursing home at Port Douglas.
The crocodile population has exploded across the country’s tropical north since the 1970s. Because saltwater crocodiles can live up to 70 years and grow throughout their lives — reaching up to 7 meters (23 feet) in length — the proportion of large crocodiles is also rising.
Dozens of people were injured Tuesday when a “tsunami pool” in China malfunctioned, sending a massive wave crashing down on swimmers, according to local media reports.
Visitors to the wave pool at Yulong Shuiyun Water Amusement Park in Longjing got more than they bargained for Monday when a technical malfunction caused a tsunami-like wave to disrupt the previously tranquil waters, videos posted on social media show. The wave appeared to quickly pick up height and speed and carried bathers in inner tubes across the pool, causing them to crash into other visitors. it even flooded into surrounding areas, knocking over bystanders.
Forty-four people were injured in the accident, the South China Morning Post reports, and at least five people were hospitalized for injuries including fractured ribs.
Despite rumors and jokes on social media that the wave pool operator was responsible for the mishap, local government attributed it to “a power cut that damaged electronic equipment in the tsunami pool control room, which led to the waves in the tsunami pool becoming too big and injuring people,” the Morning Post reports.
The park reportedly closed down the wave pool to investigate the incident.
The U.S. experiences its fair share of water-park injuries as well, the Associated Press reported in 2016. Though no federal figures exist, the U.S. Consumer Product Safety Commission estimated that 4,200 people in the U.S. annually visited emergency rooms for water-slide-related injuries including scrapes, broken bones and concussions, according to AP.

The Trump Administration continues to face criticism for maintaining a close relationship with Saudi Arabia despite conclusions by U.S. intelligence officials that bin Salman ordered Khashoggi’s death. Last week, President Donald Trump vetoed bipartisan resolutions that would have blocked billions of dollars in arms sales to Saudi Arabia and the United Arab Emirates.
Read about the 10 journalists on the August list here:
1. Jamal Khashoggi (Saudi Arabia):Stonewalling continues after new UN report implicates Saudi prince for journalist’s murder.
Months after his brazen killing, and despite findings from the UN and the CIA that point to the Saudi crown prince’s involvement, there has been noindependent criminal investigation.Calls for the White House to release intelligence reports have gone unheeded, along with a deadline to reply to Congress as required under the U.S. Global Magnitsky Act.
2. Azory Gwanda(Tanzania): Tanzanian official claims missing journalist is dead—then backtracks.
Azory Gwanda, a freelance journalist investigating mysterious killings in rural Tanzania, has been missing since November 21, 2017, and the government has failed to conduct an investigation or disclose what it knows. On July 10, Tanzanian Foreign Minister Palamagamba Kabudi said in an interview that Gwanda had “disappeared and died,” but backtracked amid requests for clarification.
3. Juan Pardinas (Mexico): Mexican newspaper editor targeted with death threats for criticizing new president.
Mexican media organizations and journalists have recently reported a sharp increase in threats and online harassment over critical reporting of the López Obrador administration.Juan Pardinas, the editor-in-chief of Mexican newspaper Reforma, received a barrage of online harassment and threats after President Andrés Manuel López Obrador criticized the newspaper in April. López Obrador acknowledged the threats against Pardinas and said that his government had offered protective measures to the journalist.
4. Paul Chouta (Cameroon): Journalist in maximum security prison blocked from seeing family.

Jones Abiri, the publisher and editor-in-chief of the Weekly Source, is behind bars on charges under Nigeria’s cybercrimes act, anti-sabotage act, and terrorism prevention act for crimes allegedly carried out in 2016. The charges are the same ones that a court threw out after he was held without access to his family or a lawyer from 2016 to 2018.
9. Aasif Sultan (India): Journalist imprisoned one year without due process for covering conflict.
Aasif Sultan, a reporter for Kashmir Narrator, will have been imprisoned one year on August 27, arrested in 2018 and months later charged with “complicity” in “harboring known terrorists.” He has been repeatedly interrogated and asked to reveal his sources by police. Indonesia is deploying thousands of security personnel to fight fires after a state of emergency was declared in six provinces, an official from the disaster management agency said Wednesday.
Nearly 6,000 military, police and disaster mitigation officers will be dispatched, while aircraft will also try to douse the fires, Agus Wibowo, a spokesperson for the National Disaster Mitigation Agency said, according to Reuters.
Fires are an annual occurrence during Indonesia’s dry season, which normally runs from about June to October. The blazes — largely caused by illegal slash-and-burn farming methods by palm oil and pulpwood companies — cause serious haze problems in Indonesia and neighboring countries.
This year, nearly 50 million of Indonesians are facing drought conditions in 28 of the country’s 34 provinces, Dody Usodo Hargo Suseno, an official of the coordinating ministry for human development, told Reuters. An El Niño weather pattern is exacerbating the dry weather.
Wibowo said the number of hot spots detected by satellites has been increasing across Indonesia. The fires raging in provinces on the island of Sumatra and in Kalimantan on Borneo were severe enough to declare an emergency.
Fires in 2015, when El Niño caused droughts in a majority of the country’s provinces, were some of the worst in Indonesia’s history. More that half a million people were treated for respiratory illnesses.
Since then, Indonesia has faced international pressure tackle the slash-and-burn tactics that prompt annual fires. Residents in Singapore and Malaysia often face health issues when their cities are shrouded in pollution for weeks every year.
Earlier this month, Indonesia’s disaster management agency said that they would use cloud seeding to try to trigger rainfall to prevent fires and harvest failure, Reuters reports.

WASHINGTON: U.S. President Donald Trump said he plans to impose a 10% tariff on $300 billion of Chinese imports from Sept. 1 and could raise tariffs further if China's President Xi Jinping fails to move more quickly to strike a trade deal. The announcement on Thursday extends Trump's trade tariffs to nearly all China's imports into the United States and marks an abrupt end to a temporary truce in a trade war that has disrupted global supply chains and roiled financial markets."I think President Xi ... wants to make a deal, but frankly, he's not going fast enough," Trump said.Trump made the announcement in a series of Twitter posts after his top trade negotiators briefed him on a lack of progress in U.S.-China talks in Shanghai this week.Trump later said if trade negotiations fail to progress he could raise tariffs further - even beyond the 25 percent levy he has already imposed on $250 billion of imports from China. The news hit U.S. financial markets hard.Oil prices plummeted 7%, with Brent crude registering the biggest daily percentage drop since February 2016. The benchmark S&P 500, which had been in solidly positive territory on Thursday afternoon, closed down 0.9%. Benchmark U.S. Treasury yields also fell.Retail associations predicted a spike in consumer prices. Target Corp tumbled 4.2%, Macy's Inc fell 6% and Nordstrom Inc was down 6.2%. Asked about the impact on financial markets, Trump told reporters: "I'm not concerned about that at all."Moody's said the new tariffs would weigh on the global economy at a time when growth is already slowing in the United States, China and the euro zone. The tariffs may also force the Federal Reserve to again cut interest rates to protect the U.S. economy from trade-policy risks, experts said.Raising tariffs would lower the prospects of a deal rather than expedite it, China's Global Times newspaper said. Beijing would focus more on efforts to survive a prolonged trade war, Hu Xijin, editor-in-chief of the Communist Party-backed newspaper, said on Twitter."New tariffs will by no means bring closer a deal that the U.S. wants; it will only make it further away," Hu said.FRUSTRATEDU.S. Trade Representative Robert Lighthizer and Treasury Secretary Steven Mnuchin briefed Trump on their first face-to-face meeting with Chinese officials since Trump met Xi at the G20 summit at the end of June and agreed to a ceasefire in the trade war."When my people came home, they said, 'We're talking. We have another meeting in early September.' I said, 'That's fine, but until such time as there's a deal, we'll be taxing them," Trump told reporters.A source familiar with the matter said Trump grew frustrated and composed the tweets shortly after Lighthizer and Mnuchin told him China made no significant movement on its position.Previous negotiations collapsed in May, when U.S. officials accused China of backing away from earlier commitments.American business groups in China expressed disquiet over the latest round of U.S. tariffs. The U.S.-China Business Council said on Friday it was concerned the action "will drive the Chinese from the negotiating table, reducing hope raised by a second round of talks that ended this week in Shanghai.""We are particularly concerned about increased regulatory scrutiny, delays in licenses and approvals, and discrimination against U.S. companies in government procurement tenders," said the U.S.-China Business Council's President Craig Allen in an e-mail.Ker Gibbs, the president of the American Chamber of Commerce in Shanghai, urged both sides to keep talking.Gibbs said that as market access in China "remains unnecessarily restricted," the United States should continue its dialogue with Beijing, and "also work with like-minded countries to persuade China that fair and reciprocal trade and investment benefits all."CROPS AND DRUGSTrump said Beijing had failed to stop sales of the synthetic opioid fentanyl to the United States, as it had promised to do. He also said Beijing had not fulfilled a goodwill pledge to buy more U.S. agricultural products.Trump has failed to make good on a goodwill gesture he said he would make after the G20 meeting to relax restrictions on sales to Chinese telecommunications giant Huawei.Trump had been pressing Xi to crack down on a flood of fentanyl and fentanyl-related substances from China, which U.S. officials say is the main source of a drug blamed for most of more than 28,000 synthetic opioid-related overdose deaths in the United States in 2017.China had pledged that from May 1 it would expand the list of narcotics subject to state control to include the more than 1,400 known fentanyl analogues, which have a slightly different chemical makeup but are addictive and potentially deadly, as well as any new ones developed in the future. The U.S. Department of Agriculture on Thursday confirmed a small private sale to China of 68,000 tonnes of soybeans in the week ended July 25.It was the first sale to a private buyer since Beijing offered to exempt five crushers from the 25% import tariffs imposed more than a year ago. Soybean futures opened lower on Thursday as traders shrugged off the purchase because of the small volume involved, and losses accelerated after Trump's tweets.RETAIL IMPACTThe new tariffs will jack up prices for consumers at the start of the back-to-school buying season, four large retail trade associations said on Thursday."President Trump is, in effect, using American families as a hostage in his trade war negotiations," said Matt Priest, president of the Footwear Distributors and Retailers of America.Stephen Lamar, executive vice president of the American Apparel & Footwear Association, said his group's members were shocked that Trump had not allowed the resumed U.S.-China trade talks to proceed further before acting. The measure will hit U.S. consumers far harder than Chinese manufacturers, who produce 42% of apparel and 69% of footwear purchased in the United States, Lamar said.
State-run Punjab National Bank (PNB) is looking to reduce its gross non-performing loans at under 12 percent this year with better recoveries. In the quarter to June, the bank's gross NPAs came down to 16.49 percent at Rs 77,000 crore from 18.26 percent or Rs 82,889 crore. "In this fiscal, we expect two NCLT accounts--Essar Steel and Bhushan Power & Steel--worth Rs 7,000 crore to get resolved. If our normal recovery is Rs 15,000 crore this fiscal then our total recovery will be Rs 22,000 crore with these two accounts. This will help in the reduction of NPAs," managing director Sunil Mehta told reporters here. In FY19, the bank's recoveries stood at Rs 20,000 crore, which included Rs 2,100 crore through an one-time settlement scheme. "We have extended the scheme and expect to recover same amount in this year," he added. He said the target is to contain gross NPAs below 12 percent and net NPAs at 6 percent in FY20 from 7.17 percent. The bank is also targeting a loan growth of 10 percent, he said. The bank also managed to arrest fresh slippages at Rs 4,711 crore in the June quarter from Rs 5,250 crore. During the reporting quarter, the bank turned black with a net profit of Rs 1,019 crore as against a net loss of Rs 940 crore and attributed lower provisioning for this. "We reduced the provisioning requirement substantially in the June quarter. In the last two years, we had an impact of a fraud (Nirav Modi and Mehul Choski) for which we had to make a provision of Rs 15,000 crore spread over two years. In this fiscal, we don't have any legacy provisioning requirement," Mehta said. The lender will continue to focus on retail loans, which accounts for 54 per cent of its total loan book. In the first quarter, retail loans grew 22 percent led by a 30 percent spurt in housing loans and Mehta expects the ongoing "NBFC crisis to open larger window for banks for growing in the retail sector." The bank has a board approval to raise Rs 5,000 crore through a rights issue or qualified institutional placement. That apart it is also looking to raise Rs 3,500 crore through tier 1 bonds in this fiscal. The bank is planning to sell non-core assets, which include its erstwhile headquarters at the Bhikaji Cama Place in south Delhi and some of its investments, and mop up Rs 1,000 crore.
More than half a dozen non-banking finance companies (NBFCs) including Tata Capital Financial Services, Rural Electrification Corp, Aditya Birla Finance (ABFL), Tata Housing Finance, Mahindra Finance, IIFL Finance and JM Financial are preparing to raise as much as Rs 25,000 crore from retail bond sales. They could well be preparing for a spurt in festive season demand for loans after a damp first half of the year."For the need of diversification on its liability pool, companies are reaching out to retail & high networth individual (HNI) investors," said Ajay Manglunia, MD and head- institutional fixed income, JM Financial. "This could well be a year of record public issuances with a lot of them, especially non-banking companies, lining up.""With festivals kicking in, some NBFCS would be preparing for loan demand in coming months," he said.Tata Capital Financial Services is aiming to raise Rs 3,000-4,000 crore while Tata Housing Finance is likely to tap retail money to raise up to Rs 5,000 crore.Aditya Birla Finance too is in talks designing a bond sale of similar quantum.Rural Electrification Corp has appointed about seven domestic arrangers to launch its planned public issue to mop up Rs 5,000-10,000 crore. Earlier, it sold tax-free bonds via initial public offer.Emails sent to Tata companies, REC, ABFL remained unanswered till press time."Non-banking finance companies have been struggling to raise institutional money," said Ashish Agarwal, executive director, AK Capital. "That is why shadow banks are planning to chase retail money offering higher coupons than bank or corporate deposits. Retail issuances are going to rise this year that could see record public issuances of bonds.""Big names are expected to hit the market first ushering the path for others," he said.Such proposed bonds will start hitting the market from early August with multiple maturities ranging of three-five-seven-year to 10-year. Top rated companies including REC, Tatas and Mahindra could offer 7-8 per cent. Any double-A rated paper may yield 9.50-10.50%, dealers said.Such bonds would be designed to offer attractive options with higher interest rates coupled along safety and liquidity; key in the midst of a crisis of capital."The motive is to move away investors from traditional products such as bank/corporate deposits, riskier bets on equity and mutual fund debt schemes considered as only available investment options," Manglunia said.Mahindra Finance is also planning retail issuance of bonds where one of its subsidiaries too could raise money. Shriram Transport Finance is already in the market aiming to raise up to Rs 10,000 crore.IIFL Finance and JM Financial may go for smaller issuances with base size in the range of Rs 100-300crore. Total size may rise up to Rs 1,000 crore and Rs 500 crore. Indiabulls Consumer Finance too looks to sell such bonds."The budget proposal to remove the debenture redemption reserve (DRR) requirement for NBFCs (which is applicable only on their public issues) may encourage entities to tap the retail route," said A M Karthik, vice president and sector head, Financial Sector Ratings, ICRA.On July 5, Finance Minister Nirmala Sitharaman proposed scrapping the obligation of debenture redemption reserves (DRR), a provision that requires NBFCs to build a reserve over the term of the debt to repay investors. It was often termed as a stumbling block for NBFCs to raise money via public bonds.

MUMBAI: A foreign investor in the Indian property market has alleged in a complaint to Reserve Bank of India (RBI) that Yes Bank and realty group HDIL have moved funds to evergreen loans.According to the offshore investor Ocean Deity Investment Holdings — an erstwhile arm of DE Shaw and the 78% owner in an Indian joint venture (JV) where HDIL entities hold minority stake — the loans from Yes Bank to the JV were not authorised by the majority shareholder and the money was transferred to bank accounts of other HDIL group companies, almost simultaneously, to repay loans taken by them from Yes Bank, sources aware of the matter told ET.Mack Star Marketing Pvt Ltd is the JV company and owner of a well known commercial property in Mumbai's Andheri East area."We have filed a complaint with RBI. We are not in a position to comment on the matter," said Sumit Saha, authorised representative of Ocean Deity.70490884 Fund Transfers between March '14 and March '16Denying the allegations, Sarang Wadhawan, MD of HDIL, said HDIL or its subsidiaries are not aware of any entity named Ocean Deity Investments or its dealings with Mack Star."We would like to state that Mack Star Marketing had purchased development rights from HDIL through certain investments by DE Shaw Composite Investments (Mauritius) and the transaction was limited to such sale of development rights with HDIL," said Wadhawan. It is learnt that DE Shaw Composite Investments (Mauritius) was renamed Ocean Deity investment Holdings following a change in the ownership in the Mauritius entity.Fund transfersOcean Deity is understood to have drawn RBI's attention to a series of fund transfers between March 2014 and March 2016 which showed that soon after Yes Bank disbursed a loan tranche to Mack Star, almost the entire amount was simultaneously transferred to accounts maintained by HDIL group companies with Yes Bank.Sources said that Ocean Deity told RBI that while Rs 140 crore was lent and transferred through such transactions between 2014 and 2016, there was a similar pattern of transaction, involving Rs 60 crore in multiple instalments, in 2011 and 2012.There were cases, the foreign investor alleged, where money moved to the loan escrow account maintained by Privilege Power & Infrastructure Pvt Ltd (an HDIL group company) with Yes Bank, and the current account of Sapphire Land Development (another company linked to HDIL) with the same private lender.Responding to ET's queries, Wadhawan said that "all transactions related to Mack Star Marketing were conducted by the company itself and HDIL had no relation in any borrowings or debt raised by Mack Star.Mack Star's relationship with its lenders was conducted by its owners DE Shaw Composite, Wadhawan added. Yes Bank did not respond to ET's email till the time of going to press. A bank official said the bank would not comment on client specific issues.Ocean Deity has pointed out to RBI that as per the Articles of Association of the JV, the company was barred from borrowing without the approval of the majority shareholder. The offshore investor has alleged that the primary objective was ever-greening of loans to certain HDIL entities and it was orchestrated by Yes Bank.A banker unconnected to the matter said that in all likelihood Yes Bank had done some paper work and maintained records which it could only share with RBI.

NEW DELHI: Selloff in stocks intensified on Dalal Street on Thursday as the bulls succumbed to the bear assault, sending NSE's Nifty50 below the 11,000 mark for the first time since March. The NSE barometer formed a bearish candle on the daily chart and made lower highs and lows for yet another day, signalling that supports have shifted lower. The Wave Structure suggests Thursday's was only a counter-trend move, as the overall structure remained negative, said Gaurav Ratnaparkhi of Sharekhan. The index is in the fifth leg of an impulse structure that is unfolding on the downside, and is far from over, he said."A minor degree bounce, like the one Nifty witnessed towards the closing of Thursday's session, can be used as a selling opportunity. One can initiate fresh short positions near 11,020 and 11,040 level with a reversal at 11,150. On the downside, Nifty is expected to target the 61.8 per cent retracement of October-June rally, which is at 10,806," Ratnaparkhi said. The price action indicated continuation of a weak trend, said Arun Kumar, Market Strategist at Reliance Securities. "With the sell signal still in place and the momentum remaining weak, the index may attempt to test the 10,865 level in the near term," he said. For the day, the index closed at 10,980, down 105 points, or 1.24 per cent. It broke below its strong support at 11,000, suggesting that it can drag towards 10,800 if it fails to reclaim the said level soon, said Rohit Singre, Senior Technical Analyst at LKP Securities."If the index climbs above the resistance level, we may see a short-covering bounce," he said.
NEW DELHI: India's prominent information technology (IT) firms including TCS, Infosys and Tech Mahindra have told the government that doing business in China is not easy. In a significant development ahead of a key meeting of trade ministers to finalise the Regional Comprehensive Economic Partnership (RCEP) agreement, the IT firms conveyed to commerce and industry minister Piyush Goyal that China's restrictive business visa regime, statutory compliance costs and high taxes are a huge hindrance for Indian companies looking to invest there. "They have highlighted that a 5% return on investment does not make it lucrative to invest in China," said an official, who was present at the meeting that Goyal had with the companies on Wednesday. The meeting was attended by senior managers of TCS, Satyam Venture Engineering Services, HCL, NIIT Tech, Infosys, Invento Robotics, Tech Mahindra and Wipro, as well as representatives of Services Export Promotion Council and industry lobby Nasscom. The companies flagged the issue of high taxes in China, where various levies on provident fund, medical, pension and unemployment add up to a staggering 44%. Moreover, China restricts movement of professionals inside the country and gives provincial visas for business travellers which impacts intra-province visits. 70488642 "Our services people sitting in one province can't go to other provinces. Also, Chinese companies are state-owned enterprises and the facilities offered to them are not available to the foreign companies," said an industry representative who attended the meeting. Companies are asked to open physical entities along with bank accounts in every province they operate in, said the representative. The IT firms also raised the issue of withholding tax wherein Chinese subsidiaries of Indian firms withhold 15% of the invoice amount and remit only 85% to the Indian parent. As per estimates, bigger IT firms employ around 12,000 people in China and 90% of these are locals. The meeting came amid pressure on India to conclude the RCEP this year, even though many member countries have not offered concessions on computer-related or information technology services and simpler cross-border movement of professionals. The 16-member RCEP grouping had earlier rejected India's proposal for a visa fee waiver on a common reciprocal basis, and an RCEP Business Travel Card aimed at facilitating liberal movement of professionals and tourists in the region owing to their fears over migration and loss of jobs. Goyal had a similar meeting with manufacturers, exporters and importers on Wednesday to discuss ways to increase goods exports to China and the US. "The minister urged India's IT services companies to explore other markets and not be inhibited in operating in countries that are non-English speaking… to create a corpus that will be spent on training manpower in languages like Mandarin, Japanese and Korean for accessing the markets in these countries," the ministry said in a statement on Thursday. RCEP is a proposed regional economic integration agreement among the 10 Asean countries and its six free-trade agreement partners – Australia, New Zealand, Japan, China, South Korea and India.
