The world's debt rose by $3 trillion in the first quarter of 2019 — an almost unprecedented borrowing binge that brought total global debt to $246.5 trillion.

Atlanta (CNN)New documents obtained exclusively by CNN reveal that WikiLeaks founder Julian Assange received in-person deliveries, potentially of hacked materials related to the 2016 US election, during a series of suspicious meetings at the Ecuadorian Embassy in London.
The documents build on the possibility, raised by special counsel Robert Mueller in his report on Russian meddling, that couriers brought hacked files to Assange at the embassy.

The White House has sent the official nomination paperwork to the Senate for Mark Esper, President Trump's pick to lead the Pentagon, setting off a new, temporary power structure at the Defense Department.
"At 3:04 p.m. today, the Senate received the President's formal nomination of Dr. Mark T. Esper to be Secretary of Defense," chief Pentagon spokesperson Jonathan Hoffman said in a statement.
The move means Esper must step down from his current role as acting Defense Secretary, temporarily heading back to his former Army Secretary position, as required under the 2010 executive order "Providing an Order of Succession Within the Department of Defense."
Esper is set to go before the Senate Armed Services Committee on Tuesday morning for his confirmation hearing.
As protests in Hong Kong continue over a controversial extradition bill, there has been much speculation over embattled leader Carrie Lam's grip on power—particularly as to whether her backers in Beijing still trust her.
According to a July 14 article in the Financial Times, Lam has offered to resign, but Beijing is rejected her offer. The report cited two unnamed sources with direct knowledge of the situation.
"[Lam] has to stay [in her position] to clean up the mess she created," one source told the Financial Times. "No one else can clean up the mess and no one else wants the job."
Public discontent against Lam's pro-Beijing government has been building since it first proposed the controversial extradition bill in February. If passed, the bill would allow people of any nationality to be extradited to mainland China from Hong Kong, and then subjected to trials in courts controlled by the Chinese Communist Party.

The European Union agreed political and financial sanctions against Turkey on Monday as a punishment for Ankara's persistence in gas drilling operations off Cyprus, despite repeated warnings from the bloc.
The EU's head of foreign affairs, Federica Mogherini, said that "conclusions on Turkey have been adopted and they will be made public in the coming hours."
The details should me made available later on Monday and are expected to involve a reduction in EU funding for Turkey as well as stalling negotiations with the EU over possible accession.

WASHINGTON (Reuters) - Representatives from the United States and Russia are set to meet in Geneva on Wednesday to explore the concept of a new accord limiting nuclear arms that could eventually include China, senior U.S. officials said on Monday.
U.S. President Donald Trump has said that he would like to see a "next generation" arms control deal with Russia and China to cover all types of nuclear weapons. He has broached the topic individually with Russian President Vladimir Putin and Chinese President Xi Jinping, including most recently at the G20 summit in Osaka last month.
China is not a party to nuclear arms pacts between the United States and Russia and it is unclear how willing Beijing would be to be drawn into talks, said the officials, who spoke to reporters on condition of anonymity.
"A good meeting would be some greater clarity about where the Russians see things going with the Chinese," one official said.

BRUSSELS (Reuters) - The remaining parties to the Iran nuclear deal do not see Tehran's breaches as significant and do not intend for now to trigger the pact's dispute mechanism, preferring more diplomacy to ease the crisis, the EU foreign policy chief said on Monday.

China's economic growth has slumped to its lowest level in nearly three decades as the world's second largest economy feels the effects of a prolonged trade war with the United States.
The country's gross domestic product grew at 6.2% in the quarter ended June, the slowest quarterly growth rate since 1992 and down from 6.4% in the previous quarter, according to government figures released on Monday.
And the Chinese economy will continue to face "downward pressure" in the second half of this year, the country's National Bureau of Statistics said in a statement.
"The Chinese economy is still in a complex and grave situation," it said. "Global growth has slowed and external uncertainties are on the rise."
WASHINGTON — Congress is still divided on the decision to continue selling weapons to Saudi Arabia, and it turns out the American public feels a similar way.
According to a new public opinion poll, 70 percent of Americans oppose arms sales to other nations and see the transactions as a threat to national security. However, when it comes to the U.S.-Saudi relationship, the Chicago Council on Global Affairs found that 50 percent of Americans feel the alliance weakens U.S. national security, while 45 percent say it does more to strengthen national security.
"Saudi Arabia has long been viewed as a valuable security partner for US grand strategy in the Middle East. As such, it has received significant military aid and equipment from the United States," the think tank said in its findings.
The comments come just a few days after US President Donald Trump pledged to "substantially" increase sanctions on Iran.
WASHINGTON - The United States has granted a visa to Iranian Foreign Minister Mohammad Javad Zarif to attend a U.N. meeting in New York this week, two sources familiar with the matter said on Sunday, saying Secretary of State Mike Pompeo had approved the decision.
Had Pompeo not approved giving Zarif, Iran's top diplomat and nuclear negotiator, a US visa it could have been a signal that the United States was trying to further isolate the Islamic Republic.
Although Pompeo approved Zarif's visa, he limited his movement to the UN headquarters, the Iranian embassy and his quarters - a total distance of six blocks.
"U.S. diplomats don't roam around Tehran, so we don't see any reason for Iranian diplomats to roam freely around New York City, either," Pompeo said.

Israel's Minister of Regional Cooperation Tzachi Hanegbi yesterday said that Israel is preparing for a "possible" military confrontation with Iran and its military wings in the next two years.
Speaking to Israel Hayom, Hanegbi – who is also a member of Israel's security cabinet – said "the possibility that there will be a military confrontation with Iran or its military arms is more likely than the possibility there will not be a war".
He reiterated that the issue is not related to "whether or not, but to the appropriate time".
The minister claimed that the war with Iran "has already moved from proxy war to direct war," adding: "There will be a direct war between us [Israel] and Iran, direct or indirect war. This is impossible to be avoided and will get fiercer through time."

China held military drills off the coast of Taiwan as tensions rise between Beijing and Washington over US support for the island that China views as a part of its territory.
The People's Liberation Army (PLA) announced in a statement Sunday that the military exercises off China's "southeast coast" involved both the navy and the air force, but provided few other details.

President Donald Trump's team has settled on a sanctions package to punish Turkey for receiving parts of a Russian missile defense system and plans to announce it in the coming days, said people familiar with the matter.
The administration chose one of three sets of actions devised to inflict varying degrees of pain under the Countering America's Adversaries Through Sanctions Act, the people said, without identifying which set had been chosen. The plan needs Trump's approval.
One of the people said the intention is to announce the sanctions late next week. The administration wants to wait until after Monday's anniversary of a 2016 coup attempt against Turkey's President Recep Tayyip Erdogan to avoid fueling further speculation that the U.S. was responsible for the uprising, as Erdogan's loyalists have claimed.
The plan was developed after days of discussions between officials at the State and Defense departments and the National Security Council. It awaits a sign-off by Trump and his top advisers, the people said, requesting anonymity to discuss a sensitive matter. A State Department spokeswoman declined to comment.

“Wolf of Wall Street” producer Joey McFarland agreed to hand over the items that he said he received as gifts from Low Taek Jho, the alleged mastermind behind the theft of billions of dollars from the Malaysian fund, and his accomplices, according to a filing Monday in Los Angeles federal court.
McFarland, who co-founded Red Granite Pictures with Riza Aziz, the stepson of former Malaysian Prime Minister Najib Razak, said he didn’t know that the gifts had been purchased with funds diverted from 1MDB.
Red Granite last year paid $60 million to settle claims it financed the 2013 film “Wolf of Wall Street”, directed by Martin Scorsese and starring Leonardo DiCaprio, with stolen Malaysian money.
According the U.S. forfeiture complaint, Aziz spent at least $5.4 million on collectible movie posters and the walls of his condominium in New York were covered with them. He also gave a number of them to McFarland, DiCaprio and Scorcese, according to the Justice Department.
Among the other posters McFarland agreed to return are Fritz Lang’s 1931 German film “M,” the 1956 science fiction classic “Forbidden Planet,” and “Cool Hand Luke” from 1967.
More than a hundred people have died and millions were forced to leave their homes as monsoon rains have devastated parts of India, Nepal and Bangladesh.
At least three million people have been displaced in north and Northeast India, reports the BBC, including almost two million people in the northern Indian state of Bihar, and more than 1.7 million people in northeastern Assam state, a region known for its tea production.
“Many people have taken shelter on the highways, that will be the state for the next two to three weeks until the water recedes,” Mohamad Farukh, CEO of the disaster relief NGO Rapid Response told TIME about the situation in Assam State. “Bihar has better housing infrastructure, they will continue to stay in their houses or schools will operate as temporary relief shelters.”
Flooding also hit Kaziranga National Park. “A lot of animals have died, mostly rhinos,” Farukh said.
He says that he expects the situation to “deteriorate over the next two to three days” in India as water flows to the region from Nepal and Bhutan.
The BBC reports that the Brahmaputra River, which flows down from the Himalayas into Bangladesh, overflowed its banks on Monday and flooded 1,800 villages in Assam state. Flooding has also hit southern Nepal, where police said 67 people have died and 30 people are missing, according to the BBC.
Dibya Poudel, Communications Director of Nepal Red Cross, told TIME he believes at least 300,000 people are affected, but initial damage assessments are still being done. People are “residing in temples and schools” he said. He noted that landslides are also a problem.
Storms have also killed at least 29 people in Bangladesh in the last week, including 18 hit by lightning, reports the BBC. Cox’s Bazar, a lowland coastal district where about a million Rohingya refugees from Myanmar have been stuck after fleeing violence, has not been spared. It is the “most severe weather since the massive Rohingya refugee influx of 2017,” according to a statement on the International Organization for Migration’s website. Landslides, floods and wind have damaged hundreds of structures and directly impacted 5% of Cox’s Bazars residents, it says.
“Monsoons and landslides are making the Rohingya refugees’ difficult situation even more precarious,” Bill Frelick, refugee rights director at Human Rights Watch, said in a statement on their website.
“We are getting ready for the situation to get worse in the next two or three days,” Md. Feroz Salah Uddin, spokesperson for the Bangladesh Red Crescent Society, told TIME.
The annual monsoon season brings heavy rains to the region every year from June to September. At least 1,200 people died in South Asia over the summer of 2017 due to severe flooding.
A popular pendulum-style ride at an amusement park in the western Indian city of Ahmedabad broke on Sunday while the ride was operating. The accident was caught on video.
The city mayor’s office said two people died, and 29 others were injured in the accident at Kankaria Amusement Park, according to CBS News.
The “Discovery” ride has 32 seats. A video shows the pendulum shaft swinging the seats upward, before it snapped and fell to the ground.
“The pipe of the main shaft broke and crashed on the ground,” Ahmedabad Municipal Corporation Chief Fire Officer M. F. Dastoor told the Ahmedabad Mirror, according to CBS News. “How that pipe broke is a matter of investigation by Forensic Science Laboratory.”
Ahmedabad Municipal Commissioner Vijay Nehra tweeted that he has instructed police to begin a criminal investigation to determine the cause of the accident.
(LONDON) — British Prime Minister Theresa May and the two men competing to succeed her condemned U.S. President Donald Trump’s berating of four female lawmakers of color but stopped short Monday of calling his remarks racist.
Trump tweeted Sunday that the liberal Democrats should go back to the “broken and crime infested” countries they came from. All four are American citizens and three were born in the United States.
May, who is set to step down next week following her resignation over Brexit, thinks “the language which was used to refer to the women was completely unacceptable,” spokesman James Slack said.
Boris Johnson and Foreign Secretary Jeremy Hunt, the two politicians in the runoff to replace May as Conservative Party leader and U.K. prime minister, agreed.
Johnson said Trump’s remarks were “totally unacceptable in a modern multiracial country.”
“If you are the leader of a great multiracial, multicultural society, you simply cannot use that kind of language about sending people back to where they came from,” he said during a debate with Hunt.
His political rival echoed the sentiment.
“I have three half-Chinese children,” said Hunt, whose wife is Chinese. “And if anyone ever said to them, ‘Go back to China,’ I would be utterly appalled.”
But Hunt — who as foreign secretary is Britain’s top diplomat — balked when asked whether he would call Trump’s comments racist, instead noting that the United States is Britain’s closest ally.
“It is not going to help the situation to use that kind of language about the president of the United States,” he said
Johnson declined to answer when he also was asked if Trump’s words were racist.
The comments come at a testy time for U.K.-U.S. relations. The trans-Atlantic relationship has been rattled in the last two weeks by the Mail on Sunday newspaper’s publication of leaked diplomatic cables from Britain’s ambassador in Washington criticizing the Trump administration.
Trump responded by calling Ambassador Kim Darroch “very stupid” on Twitter and cold-shouldering him. Darroch resigned, saying he could no longer do his job.
Trump defended his tweets about the congresswomen, taking to Twitter again Monday to demand apologies from the four Democrats and claiming “so many people are angry at them and & their horrible & disgusting actions.”
Greek police say they are questioning the “main suspect” in the killing of American molecular biologist Suzanne Eaton, whose body was discovered on the island of Crete last week.
National police spokesman Theodoros Chronopoulos confirmed to TIME that, as of Monday afternoon, investigators were in the process of interrogating a 27-year-old man from the village of Maleme, which is near where Eaton’s body was discovered on July 9.
Chronopoulos says that the man has not confessed to killing Eaton, but that “it’s only a matter of time; we are close to solving this case.”
He also clarified that despite reports, police have not yet made an arrest, but he expects that the suspect will be officially charged “sometime tomorrow, we hope.”
Eaton, a molecular biologist working as a research leader at the Max Planck Institute in Dresden, German, was visiting Crete to attend a conference at the Orthodox Academy of Crete when she went missing. She was last seen on July 2 playing the piano in the lobby of the hotel holding the academic conference.
Eaton’s family suspected she had gone missing during one of her daily runs. Most of her possessions––including her phone, passport, watch, cash––were later found in her hotel room, with just her running shoes and running shirt missing.
Police later confirmed that Eaton’s cause of death was asphyxiation, and that her body was discovered wrapped in burlap. According to the police, there were no sign of sexual assault.
Eaton’s body was discovered 7 miles from her hotel in a man-made cave that was reportedly dug by Nazi troops occupying Crete during World War II.
The 59-year-old mother of two was married to British scientist Tony Hyman. She was born in Oakland, Calif. and received her undergraduate degree in biology from Brown University and a Ph.D. in microbiology from the University of California, Los Angeles, according to her Max Planck Institute biography.
On a memorial site, Eaton’s son Max remembered his mother as a “remarkable woman,” who “managed to live a life with few regrets.”
“I have many fond memories of her and my father playing duets together, filling our home with a beautiful, joyful sound that was unique to them, and I shall forever cherish the memory of lying on the floor, watching and listening to the thing that brought them together,” he posted.
Eaton’s sister posted that she was too great for her legacy to be defined by her murder.
“My memory will be one of pure joy and gratitude, of love and admiration for an arm in arm sister, a closest confidant, a strong, kind, brilliant, selfless human being who made indelible contributions to science and added immeasurable beauty to our lives.” she wrote.
(Bloomberg) — Former U.S. National Security Advisor Susan Rice sparred with a senior Chinese diplomat on Twitter in an unusual and heated dispute over race in Washington.
In a series of Tweets apparently aimed at making a broader point about diplomatic divisions over the mass detention of Muslims in China’s Xinjiang province, Lijian Zhao, a diplomat posted in Islamabad, said on Sunday that if “you’re in Washington, D.C., you know the white never go” to the southeastern part of the U.S. capital.
“You are a racist disgrace. And shockingly ignorant too,” Rice told Zhao on Twitter. Likely assuming that Zhao was posted in China’s mission in Washington, she then addressed her next comment to China’s ambassador to the U.S., Cui Tiankai. “Ambassador Cui, I expect better of you and your team. Please do the right thing and send him home.”

Zhao, who is deputy chief of mission at the Chinese embassy in Pakistan’s capital, is often vocal on Twitter against critics of China’s infrastructure-building projects in Pakistan and other parts of Asia. Beijing has invested tens of billions of dollars in Pakistan, whose leader Imran Khan has previously dodged questions about the issue.
‘Shockingly Ignorant’
“You are such a disgrace, too. And shockingly ignorant, too. I am based in Islamabad. Truth hurts. I am simply telling the truth,” Zhao fired back at Rice on Monday. “To label someone who speak the truth that you don’t want to hear a racist, is disgraceful & disgusting.”
Zhao didn’t immediately respond to phone calls, an email and a direct message on Twitter seeking comment.
In a string of messages that appeared aimed at highlighting U.S. hypocrisy on human rights, Zhao referred to everything from income inequality and school shootings in the U.S. to immigration officers separating children from parents.
He tweeted a list of mostly-Western nations that condemned China for its actions in Xinjiang as well as a separate list of other countries — including Pakistan, Cuba, Tajikistan and Nigeria — that wrote a joint letter to the United Nations supporting Beijing, which Zhao called “a big slap on the face of U.S. & its western cohorts.”
Outspoken Diplomats
China’s diplomats have become increasingly vocal and outspoken. This month, China’s ambassador to London, Liu Xiaoming, gave a rare televised statement accusing the British government of meddling in Hong Kong, the scene of mass protests against Beijing’s rule.
Earlier this year, China’s envoy to Canada publicly accused his hosts of “white supremacy,” while the country’s chief envoy in South Africa said President Donald Trump’s policies were making the U.S. “the enemy of the whole world.”
Asked about the Twitter dispute on Monday, China’s foreign ministry spokesman Geng Shuang didn’t comment directly.
“I don’t know the specific situation,” he said. However, he added, “we resolutely oppose the interference of the U.S. and individual Western countries in interfering in China’s internal affairs with the Xinjiang issue.”
LONDON — Codebreaker and computing pioneer Alan Turing has been chosen as the face of Britain’s new 50 pound note, the Bank of England announced Monday.
Governor Mark Carney said Turing, who did ground-breaking work on computers and artificial intelligence, was “a giant on whose shoulders so many now stand.”
During World War II Turing worked at the secret Bletchley Park code-breaking center, where he helped crack Nazi Germany’s secret codes by creating the “Turing bombe,” a forerunner of modern computers. He also developed the “Turing Test” to measure artificial intelligence.
After the war he was prosecuted for homosexuality, which was then illegal, and forcibly treated with female hormones. He died at age 41 in 1954 after eating an apple laced with cyanide.

Former lawmaker John Leech, who led the campaign for a pardon, said he was “absolutely delighted” by the choice.
“I hope it will go some way to acknowledging his unprecedented contribution to society and science,” he said.
“But more importantly I hope it will serve as a stark and rightfully painful reminder of what we lost in Turing, and what we risk when we allow that kind of hateful ideology to win.”

Shadow banks that lent heavily to developers in recent years are among the worst hit, as the recovery in housing sales remains tepid amid a slowdown in the nation's economic growth.Weak DemandBorrowing costs have increased by about four percentage points over the past year and the funds pool for developers is now one-fifth of the previous year's average, said Goenka. "Some pump-priming via lower interest rates and measures to increase consumption may help."Mahindra's comments were in response to a report on Monday that the wholesale prices rose at the slowest pace in almost two years in June. Figures on Friday showed consumer-price inflation accelerated to 3.18 per cent in June, though remained below the Reserve Bank of India's medium-term target of 4 per cent for an 11th straight month.Core inflation, which strips out volatile food and fuel prices, and is seen as an indicator of demand in the economy, slowed to an almost two-year low of 4.1 per cent in June.
San Francisco: If you thought instant messaging platforms like WhatsApp and Telegram that provide end-to-end encryption give you rock-solid security, think again. Researchers from cyber-security firm Symantec on Monday revealed the vulnerabilities that allowed hackers to manipulate the images and audio files you receive on these platforms.The security flaw, dubbed "Media File Jacking", affected WhatsApp for Android by default, and Telegram for Android if certain features were enabled, Symantec researchers said in a blog post.According to the researchers, WhatsApp saves files to external storage automatically, while Telegram does so when the "Save to Gallery" feature is enabled. However, neither apps have any system in place to protect users from a Media File Jacking attack, the researchers from Symantec's Modern OS Security team explained. Attackers could exploit this vulnerability to scam victims in various ways."If the security flaw is exploited, a malicious attacker could misuse and manipulate sensitive information such as personal photos and videos, corporate documents, invoices, and voice memos," wrote Software Engineer Alon Gat and Yair Amit, Vice-President and Chief Technology Officer, Modern OS Security, Symantec. Giving example of image manipulation, the researchers said a seemingly innocent, but actually malicious, app downloaded by a user could manipulate personal photos in near-real time and without the victim knowing. The app runs in the background and performs a "Media File Jacking attack" while the victim uses WhatsApp. It monitors for photos received through the app, identifies faces in photos, and replaces them with something else, such as other faces or objects. "A WhatsApp user may send a family photo to one of their contacts, but what the recipient sees is actually a modified photo. While this attack may seem trivial and just a nuisance, it shows the feasibility of manipulating images on the fly," said the blog post. Using the same vulnerability, the attackers could make payment manipulation, audio message spoofing or spread fake news. "In one of the most damaging Media File Jacking attacks, a malicious actor can manipulate an invoice sent by a vendor to a customer, to trick the customer into making a payment to an illegitimate account," Gat and Amit wrote."The Media File Jacking threat is especially concerning in light of the common perception that the new generation of IM (instant messaging) apps are immune to content manipulation and privacy risks, thanks to the utilisation of security mechanisms like end-to-end encryption," they added.Reports in May revealed that a bug in WhatsApp's audio call feature allowed hackers to install spyware onto Android and iOS phones just by calling the target. The spyware was reportedly developed by the Israeli cyber intelligence company NSO Group.WhatsApp had said it identified and "promptly" fixed the vulnerability that could enable an attacker to insert and execute code on mobile devices.
MUMBAI: Hindustan Unilever (HUL) is launching a new laundry brand after three decades that appears to be aimed at the country's biggest retailer Future Group. The latter recently cut HUL's shelf space by nearly a third in the segment to make space for Future's own line of detergent liquid and powder products.The new liquid detergent product from parent Unilever's portfolio, Love Home and Planet, will be HUL's fifth fabric wash brand, and is expected to be launched next month, said two officials aware of the development. The move is reminiscent of HUL's introduction of Wheel detergent in 1988 to take on Nirma, which had dislodged Surf as washing powder of choice in middleclass and lower-middleclass Indian homes. HUL's other detergent brands are Rin, Surf Excel and Sunlight and the company accounts for a third of India's Rs 24,000 crore laundry market.Common FeaturesHUL is also hoping to score on the green front with an environmentally friendly product.While HUL declined to comment, Future Group said its liquid detergent brand Voom's positioning is "caring for fabric and fashion", something that's new in a segment that thrives on stain removal. "We feel existing laundry makers will follow this narrative but our pricing and fashion push will be far more competitive," said Ashni Biyani, managing director of Future Consumer Ltd, the group's consumer goods arm that introduced the product last week.The two brands from HUL and Future Group have some common features. They are being marketed as liquid detergents that are largely aimed at urban, modern trade consumers. Both are targeting millennials through fashion — HUL's launch will be at Lakme Fashion Week next month while Future Consumer's brand is being sold across its fashion stores such as FBB, Brand Factory and Central.The similarities stop there, analysts said."Globally, liquid format accounts for a larger chunk of the laundry sales and consumers are also gradually moving to more clean, less harsh and environment friendly products," said Abneesh Roy, executive vice president, Edelweiss Securities. "HUL's new product merges both these trends and the launch is triggered by premiumisation and sustainability strategy, and not to copy competition."Unilever has what it hopes will be another ace up its sleeve. The brand is part of its newest line of vegan and plant-based, homecare products in the fabric-care, dish-wash and surface-care segments launched in the US earlier this year. The ingredients are said to be plant-based and ethically sourced and the products have recyclable packaging. In India, Unilever Ventures has invested in vegan and organic skincare startup Pureplay Skin Sciences, which sells skin and hair care products under brands Plum and Phy.HUL's product will be priced at about Rs 350, more than double Future's Voom, which has a tag of Rs 150 for a litre pack. KOLKATA & MUMBAI: Vodafone Idea is said to have repaid a sizeable chunk of the almost Rs 4,300 crore of loans due to be cleared in this financial year using a portion of its Rs 25,000 crore rights issue proceeds, people familiar with the matter said.The repayments will help the telecom market leader reduce its net finance costs and free up capital for expanding its 4G network to combat Reliance Jio Infocomm and Bharti Airtel, analysts said.Vodafone Idea is learnt to have concluded repayment of three rupee-denominated domestic loans — Rs 300 crore to Axis Bank and an aggregate of Rs 3,210 crore to State Bank of India. The repayments to SBI include a Rs 3,042.8 crore short-term loan cleared as a 'bullet repayment' following the rights issue and the first Rs 167 crore instalment of a Rs 5,000 crore long-term loan, one of the people told ET.The operator is understood to have repaid the first Rs 55 crore tranche of a Rs 275.5 crore foreign currency loan to Export Development Canada.Vodafone Idea is likely to shortly repay the first $4.75 million (Rs 33 crore) instalment of a Rs 190.2-crore long-term loan to Japan's MUFG Bank and the initial Rs 37.2 crore instalment of a Rs 297.6 crore long-term loan to Sumitomo Mitsubishi Banking Corp. "All details of our rights issue use are given in our offer document and we will follow that," a Vodafone Idea spokesperson told ET.Emails sent to SBI and EDC remained unanswered until publication of this report. Axis Bank and MUFG declined to comment on the matter. SMBC could not be reached immediately for comment. Voda Idea shares gained 0.2% to Rs 11.75 at the close on the BSE on Monday.Brokerage Kotak Institutional Equities estimates Voda Idea's "net finance costs will drop almost 13% sequentially in the June quarter, FY20, to Rs 2,429.4 crore, on account of a lower debt balance, post the rights issue."In the quarter ended March 2019, Voda Idea's net interest and financing costs rose 7% sequentially to Rs 2,789.4 crore, choking its earnings. NEW DELHI: Hero Eco managing director Naveen Munjal struck a dissonant note from Hero MotoCorp Chairman Pawan Munjal saying that while the government's proposal to electrify all two-wheelers below 150 cc in the next six years is aggressive, it is necessary if India is to emerge as a hub for manufacturing electric vehicles.The views expressed by Naveen Munjal, son of Vijay Munjal (nephew of Brijmohan Lall Munjal), who heads one of the country's oldest electric two-wheeler company, are in sharp contrast to those of Hero Moto-Corp chairman Pawan Munjal, who has said that a rushed deadline for electrification will impact investments and employment in the domestic automobile industry adversely."If India wants to be the hub of electric vehicles or if India wants to be a market leader in electric vehicles, we have to take such steps. We have to move to zero emissions." Naveen Munjal told ET.Munjal elaborated that given twelve of the fifteen most polluted cities in the world are in India, "And majority of the air pollution that comes in is two-wheeler pollution. There are enough reports which talk about that. Oil consumption is also two-wheelers, pollution is also two-wheelers… That's the low hanging fruit. That has to get converted first."As many as 21 million two-wheelers were sold in the local market in the last financial year. Hero Moto-Corp dominated with sales of 7.61 million units.Munjal went on to add that if required, the government should impose a cess on polluting vehicles to incentivise sales of electric vehicles. "Charge a cess on pollution, the more you pollute, more the tax you have to pay. If you go to central London, a diesel vehicle pays 19 pounds a day, petrol 14 pounds, electric zero. Something like that", said Hero Eco's Munjal.He said it has to be seen whether two-wheeler electrification can hit the 20 million mark in the next six years, but he emphasised that companies rolling out internal combustion engine driven motorcycles and scooters "will have to convert." Hero Electric, he said, is geared to make good of the government's electrification drive and to take on competition, even from within the family.Munjal said the right to use the 'Hero' brand for electric products lies exclusively with his part of the family.
By Enda CurranA full-blown currency war where major central banks and governments, including the U.S., deliberately weaken their currencies can no longer be ruled out, Pacific Investment Management Co.'s global economic adviser Joachim Fels wrote in a report.The view is in line with a rising chorus of Wall Street analysts who warn that President Donald Trump's repeated complaints about the foreign exchange practices of key trading partners heightens the risk of U.S. intervention to weaken the dollar.Fels describes current conditions as a "cold currency war, round three" that is at risk of escalating."Following a pause since early 2018, the cold currency war that has been waging between the world's major trading blocs for more than five years has been flaring up again," Fels wrote. "Moreover, even an escalation to a full-blown currency war with direct intervention by the U.S. and other major governments/central banks to weaken their currencies, while not a near-term probability, can no longer be ruled out."Trump's calls for the Federal Reserve to cut interest rates as well as signals from the European Central Bank, People's Bank of China and the Bank of Japan that hint at further easing measures has inflamed global currency tensions, Fels wrote."The curtain has opened for round three of the cold currency war," he said.While near-term intervention by the U.S. government to weaken the dollar remains unlikely -- given unresolved questions like whether the Treasury has adequate firepower -- the greenback can still be weakened by policy signals."Even the threat of outright dollar sales, coupled with continued verbal and tweeted "weak dollar policy" interventions and, importantly, easier monetary policy by the Fed, could well do the trick," according to Fels.70232796 The U.S. last intervened in foreign-exchange markets in 2011 when it stepped in along with international peers after the yen soared in the wake of that year's devastating earthquake in Japan.Major central banks may not be the only ones in the cold currency war, according to Fels, who noted expectations for lower rates in South Korea, Indonesia, Chile and South Africa this week."While I've focused on the cold currency war among major central banks in this note, many other central banks are of course also engaged in it," Fels wrote.
In a rangebound session on Monday, the domestic stock market opened higher and consolidated in a range with NSE Nifty ending with a gain of 35.85 points or 0.31 per cent. The index, which continues to be precariously poised, has shown the possibility of more pullbacks given the buy signals generated on the short-term oscillators. On the other hand, the previous day's gain has once again come with the shedding of open interest. This indicates that the upmove was fuelled by short-covering and not by fresh buying. Tuesday's session is likely to see a flat to mildly positive start. However, it will be critically important for the market to move higher on the back of fresh buying and not just short-covering. Until this happens, sustainability at higher levels will always remain doubtful. Nifty is likely to see 11,610 and 11,650 levels act as stiff resistance points. The supports may come in at 11,530 and 11,460. The Relative Strength Index (RSI) on the daily chart stood at 42.63 and remained neutral, showing no divergence against the price.70232406 The daily MACD stayed bearish while trading below its signal line. Apart from a black body that emerged on the candles, no other significant formations were observed. Given the triggers on the short-term oscillators, the market may once again attempt a mild pullback. However, as mentioned earlier, it would be of importance that the short-covering gets replaced by fresh buying. Unless this happens, Nifty will find it difficult to sustain at higher levels. We recommend traders to avoid shorts as minor traps may occur. While purchases may be kept selective and limited, all profits should be vigilantly protected at higher levels as Nifty remains vulnerable. A cautiously positive outlook is advised for the day. BENGALURU: Micro-blogging network Twitter has redesigned its website to help users personalise content in seven Indian languages, as part of a global rejig that will roll out over the next few weeks.The changes — Twitter's biggest tweak in the last five years — seek to improve user experience to make it consistent with its mobile app. The aim is also to access the website easily over basic data connections.In India, it will be available in Hindi, Gujarati, Marathi, Urdu, Tamil, Bengali and Kannada. Twitter has improved translation on the new site to encourage more conversations across languages.The web design, which has been in the works since September last year, will see a left-side navigation panel with new features such as explore, lists and bookmarks.The explore tab, which was earlier available only on its mobile app, will recommend content based on a user's personal choices. "We want people in India to be able find tweets and accounts which match their unique and diverse interests. We want them to be connected to content and people in their languages," said Patrick Traughber, senior product manager, Internationalization, at Twitter.The left-side navigation panel will find use in wide-screen devices, such as tablets and desktops, where Twitter can display what is most important to users. The new website will also help the Twitterati easily switch between multiple accounts. "The big part of the launch is to make the experience more consistent with Twitter on mobile. People tend to use Twitter on devices such as laptops when they go to school or office. We want to make sure it is a consistent experience," said Jesar Shah, product manager, Internationalization and Web.Key metrics have improved, Shah said. "Metrics such as high-level engagement and people coming back to the site, have increased," he said.
