OTTAWA (Reuters) - Airbus SE and Boeing Co may pull out of a bidding process to supply Canada with new fighter jets because they say the contest is unfairly tilted toward Lockheed Martin Corp, two sources with direct knowledge of the situation said on Monday.
The three companies competing with Lockheed Martin's F-35 jet have already complained about the way the contest is being run, and expressed concern some of the specifications clearly favor the U.S. firm, industry sources have said in recent weeks.

President Trump announced Monday that the U.S. will "no longer deal" with the British ambassador to the United States, after leaked diplomatic cables showed the ambassador secretly slamming Trump in frank and personal terms.
The extraordinary development seemingly rendered Britain's representative to the U.S. a persona non grata for the first time in more than a century. And it came amid reports that the ambassador, Kim Darroch, is actually popular among some White House officials.
"I do not know the Ambassador, but he is not liked or well thought of within the U.S.," Trump wrote on Twitter. "We will no longer deal with him."
Here's a question: If the 2015 Iran nuclear agreement is so good at stopping Iran from getting a nuclear weapon, how on Earth has Iran been able to move past the deal toward nukes so easily and quickly?

Iran's uranium enrichment level passed 4.5 per cent on Monday, exceeding the 2015 nuclear deal cap, Iranian atomic energy organisation spokesman Behrouz Kamalvandi said.
'This morning Iran passed the 4.5 per cent level in uranium enrichment,' he told the country's semi-official ISNA News Agency.
'This level of purity completely satisfies the power plant fuel requirements of the country,' he added in a hint that the Islamic republic might stick to this level of enrichment for the time being.

(TEHRAN, Iran) — Iran on Monday began enriching uranium to 4.5%, just breaking the limit set by its nuclear deal with world powers, while it is still seeking a way for Europe to help it bypass U.S. sanctions amid heightened tensions between Tehran and Washington.
The acknowledgement by the spokesman of the Atomic Energy Organization of Iran to The Associated Press shows that the Islamic Republic trying to increase pressure on those still in the 2015 nuclear deal. It also comes just days after Iran acknowledged breaking the 300-kilogram (661-pound) limit on its low-enriched uranium stockpile, another term of the accord.
The International Atomic Energy Agency, the U.N.’s nuclear watchdog, confirmed that Iran surpassed the enrichment threshold.
Experts warn that higher enrichment and a growing stockpile could begin to narrow the one-year window Iran would need to have enough material for an atomic weapon, something Iran denies it wants but the deal prevented. While the steps now taken by Iran remain quickly reversible, Europe so far has struggled to respond.
There are fears that a miscalculation in the crisis could explode into open conflict. President Donald Trump, who withdrew the U.S. from the nuclear deal over a year ago and re-imposed crippling economic sanctions on Iran, nearly bombed the country last month after Tehran shot down a U.S. military surveillance drone. Even China, engaged in delicate trade negotiations with the White House, openly criticized America’s policy toward Iran.
“What I want to emphasize is that the maximum pressure the U.S. imposes on Iran is the root cause of the crisis in the Iranian nuclear issue,” said Geng Shuang, a Chinese Foreign Ministry spokesman. “It has been proven that unilateral bullying has become a worsening tumor and is creating more problems and greater crises on a global scale.”
On Sunday, Trump warned that “Iran better be careful.” He didn’t elaborate on what actions the U.S. might consider but told reporters: “Iran’s doing a lot of bad things.”
Under the deal, Iran has been closely monitored by inspectors from the IAEA, which on Monday verified “that Iran is enriching uranium above 3.67%.” The Vienna-based agency did not specify how much beyond the threshold Iran has gone.
Enriched uranium at the 3.67% level is enough for peaceful pursuits but is far below weapons-grade levels of 90%. At the 4.5% level, it is enough to help power Iran’s Bushehr reactor, the country’s only nuclear power plant.
Behrouz Kamalvandi, a spokesman for Iran’s nuclear agency, confirmed the increased enrichment to the AP.
“At the moment our enrichment is at around 4.5%,” Kamalvandi said. He did not elaborate.
Kamalvandi separately hinted in a state TV interview broadcast Monday that Iran might consider going to 20% enrichment or higher as a third step, if the material is needed and the country still hasn’t gotten what it wants from Europe. That would worry nuclear nonproliferation experts because 20% is a short technical step away from reaching weapons-grade levels of 90%. Kamalvandi also suggested using new or more centrifuges, which are limited by the deal.
Foreign Ministry spokesman Abbas Mousavi said Iran appreciated the efforts of some nations to save the deal, but offered a jaded tone on whether Tehran trusted anyone in the negotiations.
“We have no hope nor trust in anyone, nor any country, but the door of diplomacy is open,” Mousavi said.
He also gave a sharp, yet unelaborated warning to Europe about another 60-day deadline that Iran set Sunday. That deadline is Sept. 5, though Iran’s senior Vice President Eshaq Jahangiri described it as being Sept. 7. The different dates could not be immediately reconciled.
“If the remaining countries in the deal, especially the Europeans, do not fulfill their commitments seriously, and not do anything more than talk, Iran’s third step will be harder, more steadfast and somehow stunning,” he said. The remaining signatories to the deal with Iran are Britain, France, Germany, China and Russia.
The U.S. will not waver from its course of maximum pressure against Iran and “will never allow Iran to obtain a nuclear weapon,” Vice President Mike Pence told a pro-Israel Christian organization in Washington.
“Iran must choose between caring for its people and continuing to fund its proxies who spread violence and terrorism throughout the region and breathe out murderous hatred against Israel,” Pence said, in comments that were reinforced by national security adviser John Bolton, a longtime advocate of tough measures against Iran, and Secretary of State Mike Pompeo.
America has implemented the “strongest pressure campaign in history against the Iranian regime,” Pompeo told the group, adding, “and we are not done.”
The U.S. has sent thousands of troops, an aircraft carrier, nuclear-capable B-52 bombers and advanced fighter jets to the Middle East. Mysterious oil tanker attacks near the Strait of Hormuz, attacks by Iranian-backed rebels in Yemen on Saudi Arabia and Iran’s downing of a U.S. military drone have raised fears of a wider conflict engulfing the region.
French President Emmanuel Macron has spoken with Iranian President Hassan Rouhani and said they are trying to find a way by July 15 to resume international dialogue with Iran. It remains unclear what Europe can do, because Iran wants it to help Tehran sell its crude oil abroad.
Macron is sending his chief diplomatic adviser, Emmanuel Bonne, to Tehran on Tuesday, although it was not immediately clear how long he would stay or with whom he would meet.
U.S. sanctions have targeted Iran’s oil sales and top officials, including Supreme Leader Ayatollah Ali Khamenei. It’s also unclear what international company would risk U.S. sanctions to help Europe trade with Iran outside of the exceptions granted for food and medicine.
U.N. Secretary-General Antonio Guterres believes Iran’s action would neither help preserve the agreement “nor secure tangible economic benefits for the Iranian people,” according to U.N. deputy spokesman Farhan Haq.
Mousavi said he didn’t know where an Iranian supertanker was heading when it was seized off the coast of Gibraltar. Authorities there said they seized the Grace 1 last week and confirmed Monday it was fully loaded with crude oil. Its suspected destination was a refinery in Syria that is under European Union sanctions.
Hard-liners in Iran have demanded a British oil tanker be seized in response. State TV said Britain’s ambassador to Tehran had been summoned Monday for a third time.
A lawmaker also has suggested that Iran charge ships moving through the Strait of Hormuz, something Mousavi dismissed while insisting Iran’s right to patrol the waters off its coast.
“We are responsible for maritime protection of the Persian Gulf and the Strait of Hormuz. This is our region. This is our gulf,” he said, reiterating Iran’s longtime stance. “This is our innate duty to secure this region and sustain its security. Countries that claim from thousands of miles from here that they should guarantee the maritime security here are speaking exaggeratedly.”
Iran’s Defense Minister Gen. Amir Hatami also offered his own warning to the British over the tanker’s seizure: “It won’t remain without a response.”
Bowing to public pressure after weeks of protests, Hong Kong’s leader Carrie Lam said Tuesday the extradition bill that kicked off a spiraling political crisis “is dead,” but it remains unclear if she will formally withdraw the legislation.
Lam said the government’s work on the bill, which would have allowed extraditions to mainland China, was “a total failure.”
“I have immediately put a stop to the amendment,” she said at a press conference. But she refrained from calling it “cancelled” as protesters have repeatedly demanded, and did not invoke legislative procedures to officially terminate the bill.
Lam acknowledged “there are still lingering doubts as to the government’s sincerity” over fully scrapping the bill and not resuming it at a later date. “I reiterate here there is no such plan. The bill is dead,” she said.
The extradition bill, which detractors say would have destroyed the firewall between semi-autonomous Hong Kong and its sovereign power China, has ignited massive peaceful marches and separate, smaller clashes between protesters and police. Initially, Lam’s administration advertised the bill as a way to prevent the city from becoming a haven for criminal fugitives. But many in the former British colony saw it as pretext for Beijing to erode the freedoms and rights that distinguish the enclave from the mainland.
The sustained month of unrest has since snowballed into a broader rebellion against Beijing’s control, and demands now include greater democracy and self-determination, as well as the release of jailed protesters, an investigation into the police use of force and Lam to step down.
Last month, after organizers estimated two million people thronged to the streets, an embattled Lam suspended the controversial bill and later apologized. These moves did little to pacify public anger, and were greeted as public relations maneuvers.
Her speech Tuesday likewise failed to appease protesters.
“Carrie Lam saying ‘the Bill is dead’ is another ridiculous lie,” activist Joshua Wong tweeted. “The bill still exists in the ‘legislative programme’ until July next year,” he added, meaning it can be resurrected if the Beijing-backed leader so chooses.
Jimmy Sham, convener of the Civil Human Rights Front, a pro-democracy coalition that has organized some of the peaceful marches, was also unimpressed by Lam’s latest remarks. “Does Carrie Lam think that if she repeats the same thing over and over again, we will somehow find it less unbearable?” he said. “Her stance has not changed. She still thinks a suspension is equal to a withdrawal.”
Responding to the demands that she resign, Lam once again demurred. Stepping away from her duties as Chief Executive, as the city’s top position is called, is “not a straightforward thing,” she said. “I have a passion and responsibility to serve Hong Kong,” she added.
Lam’s address Tuesday is unlikely to defuse the crisis gripping Hong Kong. Calls for further action on July 14 have been circulating on the message boards and an app used by the leaderless demonstrators, while another march is slated to take place on July 28.
In the most recent protest Sunday, tens of thousands of marchers symbolically took their grievances to Beijing’s doorstep by trekking to a high-speed train that links the territory to the mainland. Chanting, “Free Hong Kong!” the marchers snaked through a mega-mall shopping district frequented by mainland tourists, and tried to explain their cause to the Chinese visitors.
In an unprecedented escalation, protesters broke into the government complex on July 1, the 22nd anniversary of Hong Kong’s handover to China. While hundreds of thousands of protesters staged a separate, annual march, the event was overshadowed when a more radical group smashed their way through the legislative council’s fortified glass and vandalized the building.
Beijing’s state media condemned the act as “a disgrace” and a wave of arrests followed.

(PAMPLONA, Spain) — The desire to have a selfie as a souvenir from running with the bulls in Spain turned into a near-death experience an American lawyer says he’ll never forget.
A 6-ton bull ran over and gored San Francisco resident Jaime Alvarez in the neck during the first run of this year’s San Fermin festival in Pamplona, an event immortalized by writer Ernest Hemingway nearly a century ago. “The joy and the excitement of being in the bullring quickly turned into a scare, into real fear for my life,” Alvarez, 46, said Monday at a regional hospital where was recovering from surgery.
Doctors told Alvarez the bull’s horn went deep into his neck and fractured part of a cheekbone. That it didn’t hit the jugular vein or major arteries was described to the injured patient as “beyond miraculous.”
Alvarez, who works as a public defender in Santa Clara County, California, said he realized how severely he’d been hurt during his encounter with the bull on Sunday morning when he touched his neck and his hand came away covered with blood. “In the course of a few seconds, a million thoughts came to my mind, and that of dying was definitely one of them,” he said.
Once it appeared certain he would live, the run-in brought rebukes from Alvarez’s wife and daughter. The three stopped in Pamplona to check out the famous San Fermin festival while in route to another city where the couple’s son was playing in a soccer tournament.
While his daughter and wife cautioned him against joining the crowd that would race the bulls, Alvarez said the energy in the streets of Pamplona on the festival’s opening day was too strong to resist.
The running of the bulls — and a promise of nine days of seamless partying — draws about 1 million spectators to the city of 200,000 every year. Many foreigners imagine following the footsteps of Hemingway, who channeled his experience in the 1926 novel “The Sun Also Rises.”
Hundreds of runners with varying degrees of fitness and hours of sleep race ahead of or next to the bulls charging through a cobblestone and barricaded street course to Pamplona’s bullring. Records dating back to 1910 record 16 deaths from the event. Alvarez says he ran most of the 913-yard (850-meter) course ahead of the bulls. But by the time they entered the bullfighting plaza at the end, the pack of animals had caught up with him.
He said he climbed onto a fence for safety and only returned to the arena to shoot a short video when he thought that the danger had passed. He wanted “a 5-second video scene to say ‘Here I am, I did it.'”
That’s when the stray bull came at him running fast. “The impact was unlike anything I’ve ever felt. It was like being hit by a car or a truck,” Alvarez said. “It was scary.”
“I was really out of it, really stunned, I didn’t know what direction to go,” he recalled.
Someone grabbed Alvarez by the arm and pushed through the crowds to get to paramedics, possibly saving the American’s life. His urgent surgery Sunday took 2 ½ hours but Alvarez says his stable condition means he could be discharged as soon as Tuesday. He has promised himself a return to Pamplona to enjoy the festival as a spectator but not a bull racer.
Two other Americans have been injured so far this year. Video footage showed a bull approached Aaron Froelicher of Florence, Kentucky, from the back, tossed him into the air and gored him in the left thigh. Authorities said the 23-year-old remained hospitalized after surgery.
Monday’s bull run lasting 2 minutes and 23 seconds yielded less serious injuries, despite the fierceness traditionally attributed to bulls from the Cebada Gago ranch, which supplied the second day’s pack. They were surrounded by tame cattle for most of the route, leaving runners scrambling for limited space close to their horns.
Three Spanish runners, including a 19-year-old woman, and a 48-year-old American citizen, were bruised and treated at hospitals. Another man was stabbed in the back with a bull’s horn and treated on the spot, a Red Cross spokesman said.
In his Instagram biography, atop a dizzying feed full of photos of him straddling construction cranes and scaling climbing walls, 19-year-old George King labels himself a “stuntman/urban climber.” And that’s a descriptor that certainly bore true on Monday morning, when the teenager made headlines by climbing London skyscraper The Shard — the tallest building in the United Kingdom — apparently unaided by ropes or any other safety gear.
The Shard is 1,016 feet tall, and has 96 floors that house offices, restaurants, apartments, and an observation deck which promises “breathtaking views,” per the building’s website.
King said that he first dreamed of scaling the building when he saw it on a school trip to the city. “I felt an immediate passion to climb it,” King wrote on Instagram, “the same type of passion I want to the world to feel.” He said that it took “years of training and careful preparation” before he was able to make his dream a reality.

In an interview with the Evening Standard, King said that he divided his experience into three parts. “You’ve got the pre-climb, which is about the preparation, training and perseverance,” he said. “Then the present, while you’re doing it, you get the sense of fulfillment and the flow of climbing — it’s an incredible feeling. Afterwards, you have an overwhelming sense of achievement.”
King is not the first person to climb the building. In 2013 a group of six women affiliated with the environmental group Greenpeace scaled the sky-scraper to protest the Shell oil company drilling in Russia and Alaska.
London police were called to address King’s ascent at 5:15 AM local time. Officers waited at the 95th floor and persuaded him to come inside, about 45 minutes after he began the climb. A spokesperson for Real Estate Management, the company that operates the Shard, said, “We dealt with an incident at The Shard earlier this morning involving a member of the public who climbed the building. The person was safely apprehended and detained by police.”
After police spoke to King, they chose to not arrest him.
Police were called at 05:15hrs on Monday, 8 July following reports of a ‘free-climber’ on the Shard. Emergency services attended and the man went inside the building where he was spoken to by officers. He was not arrested.
“Of course that doesn’t give people carte blanche to do what they like on London’s buildings, and although it was judged that a criminal offense didn’t take place, there may be a civil element between the owners of the building and the climber,” a police source told the Telegraph.
(ATHENS, Greece) — Greece’s far-right Golden Dawn party said Monday it is planning to challenge a general election result that saw it fail to get enough for support to be represented in Parliament, a big reversal for a party that had risen to third place at the height of the country’s financial crisis earlier this decade. In a statement Monday, the party, which has had links to the neo-Nazi movement, said it would formally request a nationwide ballot recount to challenge what it described as a “scandalous result. ”
Golden Dawn won 2.93% of the vote, just under the 3 percent threshold needed to be represented in Parliament, according to final results published Monday. The party had 18 lawmakers in the outgoing 300-member Parliament, having won 6.99% of the vote in the last national election, in September 2015.
“We are sending a message to our enemies and so-called friends: Golden Dawn is not finished. The fight for nationalism continues,” Golden Dawn leader Nikos Michaloliakos said. “We will return where we became strong: On the streets and squares, in a tough struggle against Bolshevism and the coming savage capitalism,”
He attacked both former left-wing prime minister Alexis Tsipras, and his conservative successor Kyriakos Mitsotakis. Michaloliakos ended his speech with his customary “Hail victory!” — a direct reference to the Nazis’ “Sieg heil” salutation.
Founded in 1985, Golden Dawn was known for years as a collection of violent youths who adopted a paramilitary organization which was blamed for street attacks on political opponents. It then became a vociferous critic of migrants when Greece became a destination for many fleeing conflict and poverty notably from Syria.
For years, Golden Dawn was barely a political force. As recently as the October 2009 election, it registered just 0.29% support. But as Greece’s economic crisis grew more acute a year later, the party began to make a breakthrough, winning its first elected officials in municipal elections and scoring best in neighborhoods with a heavy migrant presence.
It won its first seats in Parliament in 2012, and in four successive national elections held from 2012 to 2015 it got around 7% of the vote. Its high point came in the 2014 European elections, when it polled 9.39% to become Greece’s third-largest party — a position it retained national elections held in January and September 2015.
Golden Dawn’s weakening became apparent in May’s European election, when it got only 4.87% and slipped into fifth place among Greece’s parties. A new party on the far right, Greek Solution, which is less extreme and apparently less menacing, may have siphoned away support. It is projected to have 10 seats in the new Parliament.
Golden Dawn also faces potential legal problems. The party’s leadership is currently on trial on charges of running a criminal organization following a crackdown on the party launched after the 2013 fatal stabbing of an activist rap musician and the arrest of a party volunteer on murder changes. Still, most commentators doubt Golden Dawn will shrink back to its previous marginal status. In the European elections, the party’s share of the vote among 17- to 24-year-olds was about 13%.
Some recent statements by prominent party member Ilias Kasidiaris, until recently also a lawmaker and a candidate for mayor of Athens in May, indicate that Golden Dawn may seek to rebrand itself as a less extreme organization, aligned with European euroskeptic or alt-right forces.
He has expressed admiration for Italy’s anti-immigrant deputy premier, Mateo Salvini, and spoken favorably of the largely euroskeptic Eastern European “Visegrad countries” — Czech Republic, Hungary, Poland, Slovakia.
(SEOUL, South Korea) — The son of the highest-profile South Korean to defect to North Korea has arrived in the North to permanently resettle, North Korean state media said. If confirmed, it would be an unusual case of a South Korean defecting to the impoverished, authoritarian North.
The state-run Uriminzokkiri website reported that Choe In-guk, about 72, arrived in Pyongyang, North Korea’s capital, on Saturday to dedicate the rest of his life to Korean unification at the guidance of leader Kim Jong Un. The website published photos and a video showing a bespectacled Choe in a beret reading his arrival statement at Pyongyang’s airport.
Choe said he decided to live in North Korea for good because it was his parents’ “dying wishes” for him to “follow” North Korea and work for its unification with South Korea, according to a written statement published on the website.
Choe is the son of former South Korean Foreign Minister Choe Dok-shin, who defected to North Korea with his wife in 1986, years after he was reportedly embroiled in a corruption scandal and political disputes with then-South Korean President Park Chung-hee. He died in 1989.
Some analysts say North Korea accepted Choe In-guk so it could use him as a propaganda tool to tell its citizens its system is superior to South Korea’s. North Korea is struggling to revive its moribund economy and improve people’s livelihoods, since the United States has not agreed on major sanctions relief until it takes significant steps toward nuclear disarmament.
South Korea’s Unification Ministry said Choe In-guk was in North Korea without special permission from the Seoul government to visit the North. Ministry spokesman Lee Sang-min told reporters Monday that authorities were trying to determine details about Choe’s travel to North Korea.
The two Koreas, split along the world’s most heavily fortified border for about 70 years, bar their citizens from visiting each other’s territory and exchanging phone calls, letters or emails without special permission. Under a South Korean security law, people who secretly visit North Korea can face up to 10 years in prison.
Since the end of the 1950-53 Korean War, more than 30,000 North Koreans have fled to South Korea to avoid political repression and economic poverty. South Koreans have occasionally defected to North Korea in the past, but it has become a rarity in recent years, especially since the North suffered a crippling famine in the mid-1990s that is estimated to have killed hundreds of thousands of people.
A small number of South Koreans suffering economic hardship at home have gone to North Korea to live in past years, but North Korea is known to have repatriated such people. The Unification Ministry said North Korea returned two South Koreans who entered North Korea last year, but it didn’t elaborate.
Before his 1986 defection to North Korea, the senior Choe had lived in the United States for about a decade and was a vocal critic of Park, who ruled South Korea with an iron fist from 1961 to 1979. He was previously Park’s foreign minister and ambassador in West Germany.
In North Korea, he was made vice chairman of the Committee for the Peaceful Reunification of the Fatherland, which deals with relations with South Korea, and chairman of the Central Committee of the Chondoist Chongu Party, a political group affiliated with a Korean native religion called “Chondo.” He once headed the Chodo church in South Korea.
His wife, Ryu Mi Yong, also took a series of high-profile jobs, including membership in the presidium of the North’s rubber-stamp parliament and chairwoman of the Central Committee of the Chondoist Chongu Party. When she died at the age of 95 in 2016, a public funeral was organized and her body was buried along with her husband’s at Pyongyang’s Patriotic Martyrs’ Cemetery.
According to South Korea’s Unification Ministry, Choe In-guk has been allowed to make 12 authorized trips to North Korea since 2001 for events such as visiting his parents’ cemetery and attending a death anniversary for his mother.
It wasn’t immediately known how he went to North Korea, but South Korean media speculated he flew from Beijing with a North Korean government-issued visa.
Choe was a member of the Chondo church in South Korea and worked for a church-affiliated organization focusing on inter-Korean engagement, according to church official Na Han Yub, who said met Choe once or twice a year.
Na said Choe rarely talked about his personal life and didn’t participate much in church activities. Na said he didn’t know what motivated Choe to go to North Korea but could confirm that he is the person shown in North Korean state media photos.
(LONDON) — The British government was hunting Monday for the source of a leak of diplomatic cables from Britain’s ambassador in Washington that branded President Donald Trump’s administration “dysfunctional” and “inept.”
British officials are embarrassed by the publication of Kim Darroch’s unflattering assessment — but more alarmed that sensitive confidential information has been leaked, possibly for political ends. The leaked cables were intended for senior U.K. ministers and civil servants, and officials believe the mole will be found among British politicians or officials, rather than overseas.
“I’ve seen nothing to suggest hostile state actors were involved,” said Prime Minister Theresa May’s spokesman, James Slack.
The inquiry is being led by civil servants in the Cabinet Office, and Slack said police would only be called in “if evidence of criminality is found.” It’s possible the leaker could be charged with breaching the Official Secrets Act, which bars public servants from making “damaging” disclosures of classified material. Breaching the act carries a maximum sentence of two years in prison, though prosecutions are rare.
Foreign Secretary Jeremy Hunt said there would be “very serious consequences” if the culprit was caught. He said the ability to communicate frankly was “fundamental” to diplomacy.
Slack said May had “full faith” in Darroch, a long-serving diplomat, although she didn’t agree with his characterization of the Trump administration. He said ambassadors were hired to provide “honest, unvarnished assessments” of politics in the countries where they served, which didn’t necessarily reflect the views of the British government.
In the leaked cables — published in the Mail on Sunday newspaper — Darroch called the Trump administration’s policy toward Iran “incoherent,” said Trump might be indebted to “dodgy Russians” and raised doubts about whether the White House “will ever look competent.” “We don’t really believe this administration is going to become substantially more normal; less dysfunctional; less unpredictable; less faction riven; less diplomatically clumsy and inept,” one missive said.
The cables cover a period from 2017 to recent weeks. Darroch has served as Britain’s envoy to Washington since 2016.
After the cables were published, Trump said the ambassador “has not served the U.K. well, I can tell you that.”
“We are not big fans of that man,” Trump said.
The leak is an embarrassment for outgoing prime minister May, who has sometimes clashed with Trump, and could make things difficult for Darroch, who is accused by some Brexit-backing U.K. politicians of a lack of enthusiasm for Britain’s departure from the European Union.
The journalist who reported the leak, Isabel Oakeshott, is a strong supporter of Brexit and ally of Brexit Party leader Nigel Farage, Britain’s leading champion of Trump. Trump said in 2016 that Farage would “do a great job” as ambassador to Washington.
Farage brushed off that idea on Monday, saying “I’m not a diplomat, and I think that’s quite an understatement.” But Farage said Darroch’s comments were “pretty irresponsible.”
Robin Renwick, who served as Britain’s ambassador to Washington in the 1990s, said Darroch had done nothing wrong, but the leak had made his position “untenable.” “There will of course be a decent interval. He will then have to be moved on,” Renwick told the BBC.
International Trade Secretary Liam Fox, who was meeting U.S. officials in Washington Monday, called the leak “malicious.”
“I think it is unconscionable that any professional person in either politics of the civil service can behave in this way,” he said.
Fox, who is due to meet Trump’s daughter Ivanka, told the BBC that he would apologize for the fact that standards of “either our civil service or elements of our political class” had “lapsed in a most extraordinary and unacceptable way.”
When Chef Gordon Ramsay hosted a preview for his Asian-inspired London restaurant Lucky Cat in April, he called the evening “warm, buzzing & brilliant.” But Angela Hui, a British food writer, felt otherwise.
In her article on food website Eater London and in an Instagram story, Hui, who is of Chinese descent, lamented the menu lumping together various Asian cuisines, the lack of Asian staffers or invited guests, and what she perceived as the head chef’s scant experience with Asian food. “It was nothing if not a real-life Ramsay kitchen nightmare,” she wrote, pointing out culturally ignorant names on the menu, like “White Geisha” cocktails. But after publication, Hui faced a torrent of racist abuse on social media. Ramsay, the creator of the award-winning series Kitchen Nightmares, also weighed in on Instagram, calling her posts “derogatory and offensive.” (TIME repeatedly attempted to contact Gordon Ramsay Restaurants but received no response.)
Chinese food has been served out of scrappy basement joints, lunch boxes and regal dining rooms, and cooked by striving immigrant mothers and millionaire restaurateurs alike. But in recent years, debates surrounding the cuisine have intensified, with allegations of cultural appropriation, insensitivity and oversensitivity being cast from all sides. The Lucky Cat flare-up followed two recent firestorms surrounding Chinese or pan-Asian restaurants with white proprietors accused of being culturally insensitive. Earlier in April, a New York City restaurant, Lucky Lee’s, was the target of public fury for purporting to offer “clean” Chinese food. And in December, television chef Andrew Zimmern had to walk back comments he had made about Chinese food in the Midwest being served in “horseshit restaurants” while promoting his own chain, Lucky Cricket.
For Hui, the narratives around cultural appropriation have often lacked nuance. “The question of whether white people can cook Chinese food is completely missing the point,” Hui says. “Instead, it’s about respecting it.”
As debates about authenticity rage, two central questions emerge: Why is this conversation happening primarily around Chinese cuisine? And why now?
While Chinese food is tied up in personal identity for many, the current intensity of the conversation is partly rooted in a history of viewing Chinese cuisine as cheap and dirty. When the U.S. Congress passed the Immigration and Naturalization Act of 1965, the country’s immigration quota system was abolished; as a result, a wave of working-class Chinese immigrants–many of them Cantonese– started to arrive in the United States, opening up slews of low-budget restaurants. Because many of the restaurants operated on tight budgets in dense city centers, Chinese food came to be seen by many as unsanitary or worth little more than a quick bite.
Around the same time, prompted by land reforms in the former British colony of Hong Kong, many agricultural workers from the island were attracted to the U.K. in search of new lives. Two decades later, significant migration from mainland China began as the People’s Republic relaxed restrictions on emigration. In cities like London, Liverpool, Birmingham and Bristol, Chinese communities of significant size set up shops and food establishments, creating world-renowned Chinatowns and Chinese Quarters. A 1985 survey indicated that 90% of employed Chinese people living in Britain worked in the catering industry, and by 2001, an estimated 12,000 Chinese takeaways and 3,000 Chinese restaurants were operating in the U.K.
“The early Chinese restaurants in the West were opened by poor immigrants who were not trained chefs and were just trying to make a living,” Fuchsia Dunlop, a British writer specializing in Chinese cuisine, tells TIME. But Chinese food quickly became popular as an easy dinner option, especially in urban centers; the cuisine became a source of unity and derision alike in TV shows like “Seinfeld” and “Friends.” In the 90s’, white Western restaurateurs, spotting an opportunity, began to open up their own Asian restaurants—like Stephen Starr’s Buddakan in New York, Philadelphia and Atlantic City, Jean-Georges’ Vong in New York and Noah Tepperberg’s Tao in Las Vegas —that sought to elevate the unpretentious cuisine’s prices and quality. “It became this sexy thing,” says Filipino-American chef Dale Talde, who worked at Buddakan and Vong early in his career.
While some of those restaurants have been lambasted for exoticizing Asian cultures, complete with Buddha statues and red lanterns, they played two important roles: to create a pipeline for Asian cooks and chefs like Talde to make high-level food, and to shift the general perception of Asian cuisine. “Whether or not they made money off the backs of Asian culture, they helped show that it wasn’t just $5.95 for a bowl of soup,” Talde says. Talde also points to Asian-American chefs in the 80s and 90s like Martin Yan and Roy Choi, who served as inspiration for a new iconoclastic generation that included himself, Danny Bowien, David Chang, and Eddie Huang. These irreverent and media-savvy chefs emerged as uncompromising cultural forces in the 2000s, opening up their own restaurants that revamped Chinese cuisine in varied and astonishing directions.
As these chefs and others gained a Western following, they were also buoyed by China itself. During the 1990s, the Chinese government implemented several new policies boosting a flow of tourists both in and out of the country during the 1990s. The very idea of Chinese cuisine began to expand beyond the low-budget Cantonese style common in Western cities, to include cuisine from the regions of Sichuan, Hunan and Xi’an. “To cater to all the new Chinese living in the West, there’s a whole new generation of restaurants which are not trying to adapt to simplified Western tastes, but are serving more authentic regional cuisine,” Dunlop says.
As Chinese food rises in stature and price, a new wave of white restaurateurs are realizing there’s money to be made in the field, just as Starr and Tepperberg did decades ago. But unlike then, Chinese communities in the U.S. or the U.K. now have the ability to critique the work of these chefs, thanks in part to social media. And when leaders across industries perceive a disrespect toward their community or heritage, they have used their platforms to voice discontent–like during the #StarringJohnCho movement, which called for increased representation in Hollywood, or during the Harvard affirmative action lawsuit, for which impassioned op-eds sprung up from both sides.
The food industry is no exception. “Traditional gourmet criticism has been a white male thing for a long time,” Krishnendu Ray, a professor of food studies at NYU, says. “They are many Asian-Americans who are Anglophone and who have a memory of disdain and disgust toward their foods in school lunches. They are saying, ‘I suffered at your hands all these years: you called it yucky and smelly food. It’s now my turn to talk back.’”
Ray says that the shift in perception of Chinese food is likely to further transform, in part because of China’s rise as an economic power. “We are nearing the end of poor Chinese migration and the growth of professional Chinese circulation,” he says, pointing to the Chinese students and software engineers who are filling Western cities. “They have a very different exposure and understanding of Chinese food.”
It’s likely that in the years to come, Chinese food in the West will expand beyond the notion that it is mostly low-budget takeout food–just like Japanese food did last century. In the early part of the 1900s, raw fish was an alien idea to most of America; Japanese food was associated with canned foods like SPAM, and anti-Japanese sentiment lingered after World War II. But “in 50 years, the American conception of Japan had almost flipped,” Ray says. “It is crucially linked to the rise of Japan as a political and cultural power.” Japanese chefs, arriving with money and influence, opened restaurants that catered to higher-end diners and critics. Their exacting culinary methods cultivated an aura around the food. Now, Ray’s study of Yelp and Zagat data shows that Japanese food is one of the most expensive cuisines in America, and chefs like Masaharu Morimoto and Nobu Matsuhisa are treated like auteurs.
A generation of Chinese chefs hopes to be treated with the same reverence, and they’re asserting themselves as creative forces as opposed to just faithful translators of some hazy notion of authenticity. Ray says that there is a double standard in the upper echelons of haute cuisine, in which white male chefs are praised for their individual artistry, allowing them to experiment and cross-pollinate with other cuisines, while non-white chefs are judged by their faithfulness to a tradition. “If you are a chef of color, you’re probably going to be squeezed into that space somewhere between the cook representing the community and the chef as an artist,” he says.
This divide is explored and reinforced in this summer’s Netflix film Always Be My Maybe. When Sasha (Ali Wong), a celebrity chef, attempts to make a “transdenominational” interpretation of Asian food, she is accused of cultural betrayal by Marcus (Randall Park). “Asian food isn’t supposed to be ‘elevated.’ It’s supposed to be authentic,” he says, criticizing Sasha for “catering to rich white people.”
But while audiences are meant to sympathize with Marcus, Sasha shares a vision with many real chefs in the West who have reinterpreted Chinese food to great acclaim, incorporating tastes and presentation to appeal to the dining world elite. In San Francisco, the chef George Chen recently opened a new restaurant, Eight Tables, which features lavish multi-course meals in stately rooms meant to resemble Chinese homes; his menu features cross-cultural innovations like foie gras potstickers and osetra caviar. And while the large price tags on his menus have drawn some criticism, Chen says he is trying to combat a double standard that places him at a disadvantage compared to, say, Italian chefs. “Nobody complains about a half portion size of pasta Bolognese for $19,” he says. “People want to pigeonhole you into these categories. We’re not supposed to be creative with our cuisine.”
In London, Andrew Wong’s trendy restaurant A. Wong presents diners with dishes designed to evoke snapshots of China across regions and time. Awarded a Michelin star in 2017, Wong tells TIME that the accolade has allowed him to do more adventurous things he wouldn’t have considered before, such as working with an anthropologist to craft the conceptual menu.
Wong’s restaurant is a homage to his parents; two first-generation Chinese migrants setting up shop in the food industry, with his father being one of the first Chinese pub-owners in the U.K. “My parents would never look at cooking as a profession. It was more a function to serve a purpose,” Wong tells TIME. “Nowadays, there’s also the understanding that a chef has to be more than just a cook.”
And while A. Wong has attracted a lot of attention since gaining the Michelin star, its head chef still wants the restaurant to retain an accessible, family feel. During a busy dinner service, a slab of crispy roast pork hangs off a butcher’s hook and baskets of dim sum sit atop a steamer as Wong calls out instructions to his team. “I want our guests to feel as if they’re eating in our own house, and I’m trying to push people to understand the beauty of our culture,” he says in a quiet moment. Here, inventive takes on classic Chinese favorites such as Shanghai steamed dumplings infused with ginger and stir fried market vegetables garnished with truffle are presented with meticulous detail and in-depth explanations from wait staff.
Wong, Chen and other innovators hope to inspire a new generation of Chinese-influenced chefs unbound by stereotypes or any rigid notion of authenticity–as well as a new generation of consumers who will embrace the vast array of Chinese flavors. “When we say ‘Chinese cuisine,’ it’s not one familiar cuisine; it’s incredibly diverse,” the writer Fuchsia Dunlop says. “I think people thought they knew all about Chinese food, and actually it’s full of surprises.”
For writer Angela Hui, these culinary experiences have been integral to her identity. She spent her childhood in the kitchen of her family’s Chinese takeout restaurant, founded by her Hong Kong-native parents in the Welsh valleys during the 1980s. That relationship with food is partly why she was so frustrated with her experience at Lucky Cat. “For a person with a high profile like [Ramsay’s], he could have done a lot more. The point I’m getting at is take inspiration, but don’t bite the hand that feeds you,” she says. “It would be an incredibly boring world if we were all only allowed to cook the food of our culture.”

Rajeev Mehta, the former Cognizant president who joined L&T in April, is the other person in the running for the top job, sources said.L&T did not respond to an email by ET, while Chatterjee declined to comment.L&T said on Friday that it would announce a new leadership team for Mindtree after the software services firm's chairman Krishnakumar Natarajan, vice-chairman NS Parthasarathy and CEO Rostow Ravanan, who are also cofounders, quit last week after they lost control of the company. They, however, remain shareholders.Their exit has also raised concern among the second-rung leadership at Mindtree, who have asked L&T about their strategy for the company, a person who is aware of the conversations said. 70134581 The founders' exit over the weekend has also not been well received by investors. It, however submitted its shares in the open offer after markets regulator, the Securities and Exchange Board of India (Sebi), questioned the Singapore-based public market fund on whether it was acting in concert with Mindtree founders without triggering an open offer.L&T, which holds 60.06% in Mindtree, is unlikely to increase its holding following the government's budget proposal to the market regulator to consider raising the current threshold of public shareholding to 35% from 25%.Separately, L&T said Mindtree would be run as a separate entity and would not be merged with its own technology units. "Continuity will be the key theme in the management transition...No position is sought to be disturbed at Mindtree, and no changes are contemplated right now. There will be a new CEO for Mindtree, the announcement about which will be done in due course," L&T CEO SN Subrahmanyan was quoted as saying by news agency PTI.
The Telecom Regulatory Authority of India (Trai) has rejected the Department of Telecommunication's (DoT) demand for lowering the reserve prices of spectrum to be auctioned later this year, and added that no one can guarantee that all airwaves put on sale will be sold.The telecom regulator in fact put the onus of success of the auctions on DoT, saying that the government's own marketing efforts will have a bearing on the sale's success. The regulator was responding to DoT's reference which sought a relook at reserve prices of spectrum in upcoming auctions, and making available all airwaves for sale to maximise government revenue, besides relooking at the entire spectrum sale architecture."The authority reiterates the spectrum valuation and reserve prices as contained in its recommendations dated 1st August 2018," the regulator said in its response to the DoT Monday, adding that it had considered all developments necessary before making its recommendations back in August 2018.On the DoT's view that Trai's recommendations should be reconsidered to ensure all spectrum is sold, the regulator said, "The Government's own marketing efforts will also have an impact on participation in auction. Therefore, no guarantee can be given about sale of all the spectrum put to auction, as it depends on various factors".Trai further said that pan-India auction of a spectrum block isn't possible and refused to relook at the entire architecture of auctioning spectrum, saying that it will need a separate reference from DoT for the exercise, as it felt that issues around type of auction, eligibility conditions for participation on auction, payment terms, consultation with finance ministry or RBI and validity of spectrum, were "already settled."Disappointed with the Trai's response, India's mobile phone companies said that the regulator should have taken into account the industry's financial stress and results of global auctions. Talking to ET, Rajan Mathews, director general of Cellular Operators Association of India (COAI), added, "The DCC (Digital Communications Commission) and the inter-ministerial cabinet group have the option of reviewing and reducing the reserved prices like they did before."COAI represents India's private telcos Vodafone Idea, Bharti Airtel and Reliance Jio."If the government wants operators to focus on socially enhancing application then there is a commensurate need to price spectrum accordingly," Mathews said.The regulator, however, agreed with DoT on two counts. One, that the lock-in period for trading spectrum in 5G band be reduced to two years from five years, so as to encourage larger participation of prospective bidders and to facilitate early deployment of 5G in India. Second, that existing carriers can bid for a minimum of 0.2 Mhz, instead of 0.6 Mhz, in the 900 MHz and 1800 MHz bands.But Trai rejected DoT's views that spectrum cap in 5G bands – 3300 to 3600 Mhz – should be lower than 100 Mhz, on the grounds that the limit was made to keep a single bidder from bidding for the entire spectrum, and thus leading to monopolisation. It further added that the limit still complied with the 35%, the overall cap taking into account all spectrum put to auction thus far.DoT, in its reference back to Trai for the second time, had wanted the cap to be 33% of available spectrum, which is 275 Mhz after removing 25 Mhz in case ISROs demand to reserve that spectrum for their use was granted.Trai has however reiterated that ISRO should not be given the 25 MHz on pan-India basis as it would lead to underutilization of this spectrum. In case DoT does decide in favour, then the block size in 5G band be lowered to 5 Mhz instead of 20 Mhz, to ensure proper utilisation. It however recommended that the 25 MHz can be given for captive industrial use, for which a separate reference will have to be made by DoT to the regulator. The regulator's responses will have to be taken up by the Digital Communications Commission (DCC), for taking a final call. The government wants to hold spectrum auctions before the end of this year.In its reference, the DoT had asked the regulator to review the entire architecture of auctions, and asked Trai to look at reserve prices, participation, possibility of greater competition, Digital India and meeting policy objectives. Further, DoT asked the Trai to keep in mind realities of intense consolidation which has led to freeing up of more airwaves, spectrum harmonisation and sough prices of all airwaves coming up for renewal in 2021.

It ticks all the high-minded boxes: primacy of the government sector, especially the Union government; 'autonomy and empowerment' for both institutions and individual teachers; a budget of 6% of GDP, over twice the current level. Skim-read, the report may please the jholawalas more than the babus and marketmen who control India's education. But the latter's discourse features no less. Here lies the problem. The document contains something of everything: it could support diametrically opposite policies. It is also short on practical measures. It admits many problems, suggests bold solutions, but is remarkably sanguine about the long, hard road to their implementation. Even 6% of GDP will hardly suffice for funds, and most private players may disavow the principle of non-profit philanthropy. Operationally, a countrywide crash programme would be needed to recruit and train teachers and provide infrastructure. The scale and urgency of the task are grossly underplayed. Moreover, the NEP must be read in the light of two other exercises. One is the EQUIP (Education Quality Upgradation and Inclusion Programme) programme to implement the recommendations for higher education. The other is the Union Budget. Both offer sobering clues to the likely actualisation of the NEP. Tellingly, both focus on higher education.No scheme like EQUIP has been reported for school education, nor is any school-level programme mentioned in the Budget speech. Yet, as the NEP recognises, school education is the bedrock of any educational order. Given India-sized disparities, there is need for a drastic upgrading of the publicfunded school system. Anything less would mean gross waste of our demographic dividend.The NEP admits this - or does it? It suggests, in an unobtrusive corner, that where full-fledged schools are financially unviable, 'alternative models' might be followed with 'substantially less restrictive' Right To Education (RTE) requirements, thereby denying children their full right to education.Again, there are visionary plans to transform primary education by linking it to the Integrated Child Development Services (ICDS) or anganwadi programme for 3-to-5 year olds. But the implementation is broached perfunctorily. Hard-nosed administrators can readily stonewall the idea, as they once did with the midday meal scheme.Can't Count on MathsThe prescriptions for higher education spring a major surprise: an unprecedented stress on the liberal arts — notionally including basic science, but markedly stressing language and culture, especially ancient Indian culture —as the bedrock of all tertiary education. There is deafening silence on science and mathematics. Maths finds mention only with respect to basic numeracy; the natural sciences are entirely ignored. Computer education in schools merits a single paragraph.The higher education agenda also lays out specifics that utterly undermine the NEP's abstract defence of academic freedom, as well as its call for a single regulatory body in place of the current plethora. There will be a National Higher Education Regulatory Authority alongside a Rashtriya Shiksha Aayog, plus separate bodies for accreditation, funding and monitoring of standards.Finally, virtually all research will be approved and funded as per national needs by a National Research Foundation (NRF) — to be chaired, we learn, by the prime minister. There can be no better prescription to throw out the baby of fundamental research — not to mention her siblings of critical thinking and robust cultural inquiry — along with the bathwater of waste and irrelevance.It is commonplace academic rationale that you cannot separate basic and applied research, or quantitative and intuitive cognition; that logic and imagination are equally vital to any intellectual exercise, in the sciences, humanities or whatever. One may add that intellectual and political imperatives seldom coincide.We do not know what surprises EQUIP has in store. It is being finalised without any public disclosure whatsoever. Finance minister Nirmala Sitharaman's Budget speech had something about higher education, but not a word about schools. The education budget has increased by 13%, which can hardly kickstart the NEP, especially given the skewed allocations indicated below. Anganwadis get 18% more, which will not begin to address the gigantic upgradation envisaged.Of the higher education budget, 16.7% goes to the Indian Institutes of Technology (IITs), another 2.3% to the Indian Institutes of Science Education and Research (IISERs). The other 'institutes of excellence' get 1% collectively, the Indian Institutes of Management (IIMs) a little more. That leaves under 80% (actually much less, allowing for other heads) for 500-plus other public universities and some 40,000 colleges. At .`60 crore per university, this will not make for balanced development, even adding the (invariably paltry) state budgets and corporate contributions.We are obsessed with global rankings. In countries that dominate them, the leading institutions crown a solid pyramid of other high-to-outstanding centres. A condominium cannot rest on a raft of shanties. Education planning is like landscape gardening: the designer does not live to answer for the outcome. Given the likely implementation of the NEP, where will Indian education be in 2030? A few institutions may improve their ranking through selective nurture. A sprinkling of others might remain globally respectable.Stepping StonesPrivate institutions will further expand, from a few outstanding ones to vastly more that are mediocre or worse.Research standards will plummet from our already indifferent level. Regardless of the funds on offer, brilliant students will prefer, even more than now, the congenial research climate elsewhere to the ministrations of the NRF. Education for the masses, at both school and college level, will at best remain at par.If the anganwadis change hands from Women and Child Development to Human Resources, health and nutrition levels might decline among our poorest children. (India harbours over a third of the world's underweight children, and over half the anaemic ones.) The luckier ones will benefit by the Skill India programme to earn a humble living.This is not a promising roadmap for overall development. The NEP offers better paths to the same destination. MUMBAI: Growth in rural consumption was slightly slower than that in urban areas in the June quarter, the first time this has happened in over two years, due to liquidity issues and lower farm wage growth that impacted sentiment, said companies and analysts.Consumption in rural India, which accounts for about a third of the market, has been under stress over the past three quarters even though its rate of expansion has been faster than that in the cities. Rural growth rates, which were nearly double those in urban areas, moderated to 1.5 times in the December quarter and subsequently about 1.2 times in the March quarter."Rural growth has further moderated and is now growing at the same level as its urban counterpart or slower due to the weak overall macroeconomic scenario including lower government spending, liquidity crisis hurting wholesalers, lower procurement despite MSP (minimum support price) hikes and limited beneficiaries of the PM KISAN scheme," said Abneesh Roy, executive vice president, Edelweiss Securities.While market researchers Nielsen and Kantar Worldpanel (formerly IMRB) have not released data for the June quarter, numbers for the first two months of the period indicated visible rural stress. The rural market grew 3.3% in volume during April and May, compared with a 6.6% expansion in urban areas, according to Kantar data.Purchase Behaviour Linked to Farm OutputKantar Worldpanel is a global consumer research firm owned by communications and advertising giant WPP. This is the first instance of urban outpacing rural consumption in at least two years.In the last quarter of FY19, the fast-moving consumer goods market grew 13.6% with rural growth at 15.2% compared with 12.7% in the urban market. For Dabur, rural growth is still 3-4% ahead of urban."Sales of branded daily needs in the nation of 1.3 billion people have increasingly relied on the rural hinterland, home to more than 800 million, whose purchase behaviour is largely linked to farm output. The agriculture sector grew 2.9% in FY19, compared with 5% in FY18."We see smaller regional companies growing well but larger firms with higher salience on the overall market has been dragging down the overall market," said B Krishna Rao, senior category head at Parle Products that gets more than half its sales from rural markets. "Sentiment is not very optimistic and the situation is made worse because of the liquidity crunch, partly due to the election." ICICI Securities met executives of 40 companies — 18 listed and 22 unlisted — across the consumer space to gauge the extent of the rural slowdown."The conclusions were rural demand slowdown is likely to lead to growth deceleration in FY2020 and recovery will take time," it said in an investor report. "Consumption deceleration continues across the board — urban consumer staples (are) outperforming rural." The 40 companies ranged from large, listed, urban-focused ones to smaller regional players, it said.Companies, however, expect government efforts and a normal monsoon will revive the rural economy and should lead to better growth in the second half of the fiscal year. "The pace of rural growth has been slower than historically, when rural was growing more than twice the growth of urban," said Vivek Gambhir, managing director, Godrej Consumer Products Ltd. "To deal with the slowdown, we are focusing on driving volume growth through new product launches and consumer offers as well as fast-tracking growth in alternate channels such as modern trade and ecommerce."

In the backdrop of a slowing economy, weakening consumption, rural distress and high unemployment, she had an arduous task of balancing - revival of public and private investment, driving consumption and yet keep the fiscal deficit under control.The budget seems to have made a genuine attempt at stimulating the economy by incentivising businesses, promoting rural economy and improving education. The FM has endorsed the roadmap for India to become a $5-trillion economy. Some of notable corporate tax proposals are: Corporate Tax Rate: The longstanding demand of India Inc has been to reduce the corporate tax rate, including the abolishment of MAT. The budget has proposed to extend the benefit of concessional corporate tax rate of 25% to companies having a turnover up to Rs 400 crore (for the year ended 31 March 2018) with a coverage of 99.3% of companies. While this is welcome, it stops short of making this an across-theboard cut, which would have brought real cheer. Large companies have been left out of the tax cut although they contribute the maximum in terms of growth, employment and tax payments.Startups: The government has committed itself to supporting the startups and taking measures to ensure a conducive growth environment for them. The budget has listed further relaxation of conditions relating to carry forward and setoff of losses and announcements addressing the angel tax issues. The angel tax issue, while acknowledged by the FM in her speech, does not find place in the Finance Bill. One can expect that there will soon be clarity in this regard. Further, startups are not required to justify fair market value of their shares issued to Category-I Alternative Investment Funds (AIF). It has been proposed to extend this benefit to Category-II AIFs also.NBFCs: NBFCs and banks face similar market challenges. The recent surge in NPAs have left both in acredit crunch. It is a high time that NBFCs are given parity in tax treatment as well. As a step in the right direction, interest income in relation to certain categories of NPAs of NBFCs are also proposed to be taxed in the year of receipt like existing provisions for banks. The budget missed extending the exemption of limitation of interest deduction to NBFCs, which are available to banking companies.Buyback Tax: Purchase of own shares by unlisted companies are taxed at a rate of 20% plus applicable surcharge and cess in the hands of the unlisted companies. Capital gains if any, earned by the shareholders on such buyback of shares are exempted from tax. This was done in 2013 to remove the arbitrage of lower capital gains vis-a-vis dividend distribution tax. As an 'antiabuse' measure, this budget now proposes to extend the buyback tax to listed companies as well. Whereas such arbitrage may arguably have existed in closely-held companies, the same doesn't necessarily hold good for publicly listed companies and it may not be correct to call it a tax avoidance measure and therefore introduce this as an antiabuse provisions. Listed companies are guided by various considerations, and not necessarily only tax savings, in deciding on buyback. In this respect, such a levy was not warranted and in any case, it not as an anti-abuse measure.Some progressive announcements such as making available pre-filled tax returns and faceless e-assessment of tax returns in a phased manner are good measures to enhance compliance, which would help in taxpayer base expansion. Given the headwinds the economy is facing, the government has not shied away from partially increasing the coverage of the lower tax rate of 25% and also announced the intent to provide targeted incentives to sunrise sectors. The corporate tax proposals thus align with the vision to propel India to $5-trillion economy and provide such vision with a firm grounding.
The Telecom Regulatory Authority of India (Trai) has rejected the Department of Telecommunication's (DoT) demand for lowering the reserve prices of spectrum to be auctioned later this year, and added that no one can guarantee that all airwaves put on sale will be sold.The telecom regulator in fact put the onus of success of the auctions on DoT, saying that the government's own marketing efforts will have a bearing on the sale's success. The regulator was responding to DoT's reference which sought a relook at reserve prices of spectrum in upcoming auctions, and making available all airwaves for sale to maximise government revenue, besides relooking at the entire spectrum sale architecture."The authority reiterates the spectrum valuation and reserve prices as contained in its recommendations dated 1st August 2018," the regulator said in its response to the DoT Monday, adding that it had considered all developments necessary before making its recommendations back in August 2018.On the DoT's view that Trai's recommendations should be reconsidered to ensure all spectrum is sold, the regulator said, "The Government's own marketing efforts will also have an impact on participation in auction. Therefore, no guarantee can be given about sale of all the spectrum put to auction, as it depends on various factors".Trai further said that pan-India auction of a spectrum block isn't possible and refused to relook at the entire architecture of auctioning spectrum, saying that it will need a separate reference from DoT for the exercise, as it felt that issues around type of auction, eligibility conditions for participation on auction, payment terms, consultation with finance ministry or RBI and validity of spectrum, were "already settled."Disappointed with the Trai's response, India's mobile phone companies said that the regulator should have taken into account the industry's financial stress and results of global auctions. Talking to ET, Rajan Mathews, director general of Cellular Operators Association of India (COAI), added, "The DCC (Digital Communications Commission) and the inter-ministerial cabinet group have the option of reviewing and reducing the reserved prices like they did before."COAI represents India's private telcos Vodafone Idea, Bharti Airtel and Reliance Jio."If the government wants operators to focus on socially enhancing application then there is a commensurate need to price spectrum accordingly," Mathews said.The regulator, however, agreed with DoT on two counts. One, that the lock-in period for trading spectrum in 5G band be reduced to two years from five years, so as to encourage larger participation of prospective bidders and to facilitate early deployment of 5G in India. Second, that existing carriers can bid for a minimum of 0.2 Mhz, instead of 0.6 Mhz, in the 900 MHz and 1800 MHz bands.But Trai rejected DoT's views that spectrum cap in 5G bands – 3300 to 3600 Mhz – should be lower than 100 Mhz, on the grounds that the limit was made to keep a single bidder from bidding for the entire spectrum, and thus leading to monopolisation. It further added that the limit still complied with the 35%, the overall cap taking into account all spectrum put to auction thus far.DoT, in its reference back to Trai for the second time, had wanted the cap to be 33% of available spectrum, which is 275 Mhz after removing 25 Mhz in case ISROs demand to reserve that spectrum for their use was granted.Trai has however reiterated that ISRO should not be given the 25 MHz on pan-India basis as it would lead to underutilization of this spectrum. In case DoT does decide in favour, then the block size in 5G band be lowered to 5 Mhz instead of 20 Mhz, to ensure proper utilisation. It however recommended that the 25 MHz can be given for captive industrial use, for which a separate reference will have to be made by DoT to the regulator. The regulator's responses will have to be taken up by the Digital Communications Commission (DCC), for taking a final call. The government wants to hold spectrum auctions before the end of this year.In its reference, the DoT had asked the regulator to review the entire architecture of auctions, and asked Trai to look at reserve prices, participation, possibility of greater competition, Digital India and meeting policy objectives. Further, DoT asked the Trai to keep in mind realities of intense consolidation which has led to freeing up of more airwaves, spectrum harmonisation and sough prices of all airwaves coming up for renewal in 2021.
NEW DELHI: Nifty50 on Monday formed a large bearish candle, bigger than Friday's. The index decisively broke below its 50-day exponential moving average and ended up forming a 'Bearish Belt Hold' pattern on the daily chart, as the bulls ran for covers.The index broke multiple supports in the 11,600-11,650 range and closed below the same after 35 trading sessions, said Chandan Taparia of Motilal Oswal Securities."Nifty50 has slipped and close below the 50-day EMA and gone inside the gap up area that had occurred on May 2. As long as it holds below 11,650, Nifty could drift further towards 11,420. An upside hurdle is seen at 11,720," Taparia said. For the day, the index fell 252 points, or 2.14 per cent, to 11,558. It now faces a hurdle at its 100-day simple moving average at 11,495. "Nifty50 has seen a double top breakdown below 11,625 on the daily chart. We could trigger more panic. A strong support for the index is seen in the 11,500-11,426 range and the immediate strong hurdle is near the 11,620-11,690 zone," said Rohit Singre, Senior Technical Analyst, LKP Securities. Nagaraj Shetti of HDFC Securities sees a crucial support zone in the 11,600-11,425 range and expects the ongoing downtrend to halt around this region.Traders are advised to create fresh short positions by making use of the rally towards 11,625-700 levels, said Mazhar Mohammad of Chartviewindia.in. "The index is unlikely to show strength unless it closes above 11,800," he said.

Bond yields have hit multi-year lows in many parts of the world in recent weeks, showing a resilience in the appetite for haven assets.The Morgan Stanley strategists prefer stocks in Japan and Europe to those in the U.S. and developing nations, according to the note. They increased allocations to Japanese and emerging market government bonds."Emerging market fixed income won't be immune in a larger equity sell-off, but we do think it will do better," they wrote. Cognizant Technology Solutions' former senior executive Debashis Chatterjee is among the front-runners to become chief executive of Mindtree, a Bengaluru-based mid-tier IT services firm now majority owned by engineering conglomerate Larsen and Toubro, people familiar with the development said.Chatterjee quit as president and head of global delivery at Cognizant in May. Rajeev Mehta, the former Cognizant president who joined L&T in April, is the other person in the running for the top job, sources said.L&T did not respond to an email by ET, while Chatterjee declined to comment.L&T said on Friday that it would announce a new leadership team for Mindtree after the software services firm's chairman Krishnakumar Natarajan, vice-chairman NS Parthasarathy and CEO Rostow Ravanan, who are also cofounders, quit last week after they lost control of the company. It, however submitted its shares in the open offer after markets regulator, the Securities and Exchange Board of India (Sebi), questioned the Singapore-based public market fund on whether it was acting in concert with Mindtree founders without triggering an open offer.L&T, which holds 60.06% in Mindtree, is unlikely to increase its holding following the government's budget proposal to the market regulator to consider raising the current threshold of public shareholding to 35% from 25%.Separately, L&T said Mindtree would be run as a separate entity and would not be merged with its own technology units. "Continuity will be the key theme in the management transition...No position is sought to be disturbed at Mindtree, and no changes are contemplated right now. There will be a new CEO for Mindtree, the announcement about which will be done in due course," L&T CEO SN Subrahmanyan was quoted as saying by news agency PTI.
New Delhi: Amid a chorus over lack of employment opportunities, the central government said it has generated over 3.81 lakh jobs between the last two years in its different organisations, according to the Budget 2019-20 documents.The strength of government establishments was 32,38,397 as on March 1, 2017, which increased to 36,19,596 by the same date in 2019 —an increase of 3,81,199, according to the Budget presented by Finance Minister Nirmala Sitharaman on Friday.The Congress and other opposition parties have accused the BJP-led NDA government of rising unemployment in the country. They had stepped up their attack on the Narendra Modi government over job creation after it announced demonetisation in 2016.The Budget documents give break-up of the jobs that were created in the central government departments in the last two years.A highest of 98,999 people claimed to have been recruited by the Ministry of Railways alone. Its strength of around 12.7 lakh in March 2017 rose to 13.69 lakh as on March 1, 2019.There were nearly 80,000 new jobs created in the police force during 2017 and 2019, the documents said. Over 53,000 new jobs were created in indirect tax departments and 29,935 in direct tax departments, it said.The strength in indirect taxes and direct taxes was 53,394 and 50,208 respectively as on March 1, 2017.As many as 46,347 new jobs were created in the Ministry of Defence (civil). Its strength was 42,370 in March 2017 that increased to 88,717 by the same month in 2019.Nearly 10,000 jobs have been created in the Department of Atomic Energy, 2,250 in the Department of Telecommunications, 3,981 in Department of Water Resources, River Development and Ganga Rejuvenation, according to the document.As many as 7,743 new jobs were created in the Department of Science and Technology; 6,338 in the Ministry of Mines; 2,920 in the Department of Space; 2,056 in the Ministry of Personnel, Public Grievances and Pensions; and 1,833 in the External Affairs Ministry between 2017 and 2019, it said.A total of 3,647 new jobs were created in the Culture Ministry, followed by 1,835 in the Department of Agriculture, Cooperation and Farmers' Welfare, and 1,189 in the Civil Aviation Ministry, the Budget documents said."As the world's third largest domestic aviation market, the time is ripe for India to enter into aircraft financing and leasing activities from Indian shores. This is critical to the development of a self-reliant aviation industry, creating aspirational jobs in aviation finance, besides leveraging the business opportunities available in India's financial Special Economic Zones (SEZs), namely, International Financial Services Centre (IFSC)."The government will implement the essential elements of the regulatory roadmap for making India a hub for such activities, Sitharaman had said in her Budget speech.To prepare youths to also take up jobs overseas, the government will increase focus on skill sets needed abroad including language training, she had said.

Adding dried herbs to homemade soap is a simple but creative way to add fragrance and beauty to an otherwise ordinary item. Start by melting down a plain glycerin soap base. Experiment with your favorite fragrances by adding essential oils. Then prepare your dried herbs, dried flower petals, and dried plant sprigs for the soap, either by grinding them into fine pieces or by arranging them decoratively within the soap molds. Be sure to use skin-safe, edible plants only, and avoid mixing any fresh plants into your soap. If you make enough bars of soap to share, you and your loved ones will feel oh so pampered!
Cut the block of glycerin soap into cubes or slivers. You'll make this soap with a plain glycerin soap base. Start with as much glycerin as you need to produce your desired quantity of soap bars. Use a blunt knife to chop the glycerin into pieces. Alternatively, you can use a cheese grater to grate the block into slivers.
Smaller pieces will melt more quickly.
For reference, of melted-down glycerin soap will make 3 bars of muffin-sized soap.[1]
Glycerin soap can be found at most craft stores and online. Look in the soap making section.[2]
Choose a suspension formula glycerin soap if you plan to add in heavier herbs and flowers.
Melt down the glycerin soap in the microwave. Place the chopped up pieces of glycerin into a microwave-safe container with a pouring spout. Heat this in the microwave on 50% power for about 30 seconds. Stir the glycerin slowly using a disposable spoon and heat it again until it completely turns to liquid.[3]
Be careful when moving the container in and out of the microwave. The glycerin will be very hot!
Stir in a few drops of essential oil to add fragrance. Add about 2 to 5 drops of an essential oil per each ounce of glycerin. Stir gently and slowly to blend the oils with the glycerin. Some air bubbles will form, but try not to push a ton of air bubbles into the liquid glycerin. Choose fragrances that complement the types of herbs you plan to add.[4]
If you're using dried lavender, add lavender essential oils. Pair other dried herbs with other aromas, like eucalyptus, bergamot, geranium, juniper, lemongrass, rosemary, ylang-ylang, or a citrus essential oil. The possibilities are endless!
Don't go overboard when adding essential oils. If you add too much to your soap, the essential oils will cause skin irritation.
Your soap recipe should never contain more than 3% essential oils. Certain oils shouldn't be used for more than 1% of the soap. Do you research and, when in doubt, use less than you think you need.[5]
Grind up dried herbs to mix them into the liquid glycerin. Try using peppermint, parsley, sage, rosemary, thyme, or lemon balm in your handmade soap. Use a mortar and pestle to grind your dried herbs into a powder or use a small kitchen knife to mince up the herbs into very small pieces. Sprinkle the herbs into the microwavable container and use a disposable spoon to gently and slowly stir them into the glycerin.
Small flecks of these dried herbs will give your soap an all-over speckly consistency, with little dark specs throughout.[6]
Prepare roughly of dried herbs for each of glycerin used.[7]
Arrange whole dried herbs in the bottom of the soap molds so they appear on top. Your soap could feature pretty sprigs of rosemary or colorful citrus peels and flower petals at the top. To make this happen, place whole dried herbs and, dried flower petals, or dried fruit peels into the bottom of your soap molds first. Lay them out in a nice arrangement before pouring the liquid glycerin on top.[8]
If your chosen herbs or flowers have a top side, place them top-down into the molds.
This works especially well if you start with a clear glycerin soap base.
Try using whole sprigs of dried herbs or laying out individual leaves into a pattern.
Avoid mixing whole herbs into the liquid glycerin. The dried leaves will rehydrate when you start using the soap, and you don't want to find yourself lathering a slimy leaf!
Use only safe, edible flowers and plants in your soap. Do your research beforehand to make sure your chosen flowers are safe for soap making. A good rule of thumb is that if they're safe to eat, they're likely safe to put on your skin as well.
Dried flower petals can look pretty in handmade soaps. Try hibiscus, rose, lavender, chamomile, goldenrod, and calendula.[9]
Try using dried plants such as eucalyptus leaves or dried citrus peels to add fragrance and color to your soap.
Steer clear from non-edible and toxic flowers like dahlias, oleanders, foxgloves, or lily of the valley.
If you're not sure about the safety of a particular plant, research it online or refer to a botanical safety guidebook.
Refrain from adding fresh plant elements to your soap. Fresh herbs, flowers, fruits, and leaves can lead to mold and bacteria.[10] Avoid using fresh plants to keep your soap safe, sanitary, and long-lasting.
The only plants you should try fresh are lavender, rosemary, and thyme. The leaves of these herbs are pretty dry to begin with, and they can look attractive when used whole at the top of the soap. Avoid mixing them into the liquid glycerin, though.
Pour the soap mixture into soap molds. Once you've either mixed the dried herbs into your liquid glycerin or arranged larger pieces in the bottom of your soap molds, you're ready to pour the liquid soap mixture into the molds. Carefully pour the liquid into a mold for each bar of soap you want to make. Fill each mold until you reach the top, and don't overfill it.
Silicone baking cups, ice cube trays, and soap molds are the best choice since they'll easily release your finished bars of soap.
If you're using a metal muffin tin, prepare it with a thin layer of cooking oil first.[11]
Let the soap cool at room temperature for about 1 or 2 hours. Allow the soap to cool down and solidify at room temperature. Leave it to sit until the soap has hardened all the way through.[12]
Make sure you leave the soap molds on a level surface so your soap bars don't set unevenly.
Place the soap in the freezer for 30 minutes to cool it more quickly. While this isn't necessary, it can help speed up the cooling process. Once you take the soap out of the freezer it will be completely solid.[13]
Remove the bars of soap from the soap molds. With silicone molds, you can carefully pop out the bars by turning the mold over and pushing them out. With metal molds, use a butter knife to loosen the side of each bar of soap and raise it up out of the mold.[14]
Store your soap in a layer of plastic wrap or an airtight container while it's not in use. When you're using a bar of soap, keep it on a ventilated soap dish to prevent it from soaking in too much moisture.[15]
Keep in mind that exposure to excess heat may cause your soap to have a shorter shelf life, since the glycerin base is designed to melt.
If you've used whole dried herbs, keep an eye on them as you start to use your soap since they may rehydrate. Dispose of the whole sprigs once they come loose to prevent mold from growing.
Always do your research before putting something into your soap. Just because it's a natural ingredient doesn't mean it can't be harmful. Be careful about using essential oils, herbs, flowers, and other plants that may cause sensitivities and allergies.

Pick a hotel you've been to before to show you're a loyal customer. If you're traveling to a city you've been to before, look at the availability in hotels where you've already stayed. If you haven't stayed in the city before, choose a branch of a hotel chain you've stayed at in the past since your name could be in their computer system.
Stay at the hotel during the week instead of on weekends. Peak times for many hotels are during holidays and weekends, and many rooms might already be booked. If you can, choose to stay at hotels during weeknights since they'll have more rooms available for you. Check the prices of rooms on different nights of the week to find out when they're the busiest. Rooms will usually be more expensive when the hotel is busy and cheaper when there aren't as many guests.[3]

You're more likely to get a room upgrade if you only stay at the hotel for 1-2 nights.
Book directly through the hotel's website instead of a third-party travel site. While it may be slightly more expensive, going directly to the hotel's website can show you're loyal to a brand and could boost your chances at receiving a room upgrade. Visit the hotel's website and choose when you're staying so you can book your reservation with them.[4]
Try using an incognito web browser when you book your hotel since prices may be cheaper than if you use your regular browser.
Join the hotel's loyalty program if they offer one. Many larger chains of hotels have loyalty cards that you can sign up for to earn points toward rewards, such as amenities and room upgrades. When you book your hotel, look for an online sign-up for a rewards programs and fill out the information completely. The more you stay at that hotel chain, the more likely you are to get a room upgrade at little or no cost.[5]
Choose a deluxe room rather than a standard one. Look for mid-level rooms at the hotel you chose rather than the cheapest room you can find. Hotel managers and employees will see that you care about your stay to pay for a nicer room, so they may be more willing to upgrade you when you arrive.[6]
Avoid making any room requests in advance, such as wanting a fridge or high-speed internet, since they could assign you a room before your stay and make it more difficult to switch later on.
Dress well to show you're responsible. Wear business casual or business formal clothes when you check in, such as a dress shirt with pants or a nice blouse with a skirt. Hotel employees will see your outfit and think that you're professional and responsible, so they may be more likely to upgrade your room. Avoid wearing any dirty or baggy clothes since the employees may think you won't take good care of the room.[7]
Arrive between 3-5 PM for the best chances at an upgrade. Even if you're able to check in earlier in the day, wait until the late afternoon since receptionists will know which rooms are more likely to be vacant overnight. Try to get to the hotel between 3-5 PM since the employees may bump you into a better room.[8]
Don't arrive much later than 6 PM since employees that have the power to give you an upgrade may have left for the day.
Let the check-in counter know if you are celebrating a special occasion. If you are staying at the hotel because of a birthday, anniversary, or another important event, let the receptionist or concierge know in conversation. Bring it up casually in conversation when you're checking in since the employees may be able to upgrade your room to help you celebrate.[9]
Avoid lying about special events just to get a hotel room upgrade. You might stay at the same hotel again in the future, and keeping up with the lie could become too complicated.
Ask politely if there's an opportunity for a room upgrade. While you're checking in, ask the receptionist if there's any way they can upgrade your room. Smile and be genuine with the staff so you're more likable and stand out from other guests. Let them know specific things you'd like in your room, such as a different view or more space. If you're polite, they may be willing to meet your requests so you have the best stay.[10]
For example, you may ask directly by saying, "Are there any rooms available to upgrade to?" or you can ask indirectly by saying something like, "Do you have something on a higher floor?"
Try asking how much it would be to upgrade your room. If you show that you're willing to pay extra, the hotel may upgrade you at no charge if it's a simple fix.
Complain about your room if you're genuinely not satisfied with it. If you get to your room and there's a problem, like the shower isn't working or the blinds don't close properly, talk to the receptionist or concierge to let them know about the problem. Tell them why the room doesn't meet your expectations as politely as you can so the staff is more likely to fix the problem. Many times, the hotel wants you to feel comfortable during your stay and will switch your room.[11]
Avoid making up complaints about your room just to get an upgrade. You could end up getting an employee at the hotel in trouble.
Large whiteboards, or dry erase boards, are one of the best tools for displaying and organizing information. Instead of buying them from the store, save yourself some money by making your own! Plastic and foam are inexpensive options for making a big board you can frame and hang on the wall. If you need something magnetic, try painting a steel sheet. You could also use paper and plastic to make small boards that are easy to carry around. Create a whiteboard to make notes, write down things you need to remember, and otherwise make life a little easier.
Size the board according to the amount of space available. The size of your makeshift board is completely up to you. However, measure out your available wall space ahead of time so you know what size of material to order. Use a tape measure to plan out where you intend on hanging your new board. Write the dimensions down and take them with you to the store.[1]
Most whiteboard materials come in sheets, although there are other sizes available. If you can't find the size you need, you can usually order it at a home improvement store.
Purchase a melamine sheet for a classic white-colored board. Melamine is a fiberboard sheet that has a hard coating on one side. Most store-bought whiteboards are made with melamine, so you know what to expect when you use it in your project. Some sheets are textured to look like tile, which can be useful if you need to organize information into squares, but usually a smooth sheet is a better choice. Smoother sheets are easier to erase and look better when written on.[2]
Porcelain is a similar option. It actually is more durable than melamine, but that means it is also more expensive.
Get a plastic sheet if you're planning on making a clear board. Try plexiglass or Lexan to make something unique. Acrylic and polycarbonate sheets are transparent, allowing you to see the wall behind them. When you write on the board, it is like writing on the wall. Of these materials, Lexan is preferable since it's about half as thick as plexiglass, weighs less, and doesn't shatter if you need to drill it to hang it on the wall.[3]
Plastic boards don't stand out as much in most rooms and go well on white walls. You can also get a big sheet of plastic to make a massive board to write all over. The board is very easy to clean and last longer than melamine.
Purchase wood trim to build a frame for the board. Pick lengths of molding that are longer than the board so you can cut them to create a picture frame. A pair of pieces is perfect for a board, for instance. The frame hides the unfinished edges of the board, gives it a pleasing border, and often makes it easier to hang. Use wood molding or furring strips for an easy way to fashion a frame.[4]
Store-bought molding is a little costly compared to the rest of the material you use. If you're looking to save money, try repurposing some wood scraps you have lying around.
Measure and cut the wood trim using a miter box. Use a tape measure to determine the length and height of your whiteboard. Measure and mark these distances in pencil on the wood you plan on using for the frame. Then, fit the wood into the miter box, lining up the marks with the grooves for the saw. Slide a basic hand saw into the grooves to cut the wood at a 45-degree angle.[5]
To check the fit, push the wood pieces together. When they are cut correctly, they fit together like any picture frame. Redo the cuts if you notice any gaps or overlap in the frame.
If you have a circular saw, you could use that instead to cut through the wood more quickly.
Sand the wood with 120 and 220-grit sandpaper if you are staining it. Sanding the wood helps the stain adhere to the frame pieces. Start with the 120-grit sandpaper and use light but firm pressure to it along the wood's grain. Then, shift to the 220-grit sandpaper and go over the frame again to smooth it out.[6]
The grain is the visible fibers in the wood. Follow the lines to avoid leaving some unpleasant scratches on the wood.
Spread a staining product onto the wood to give it more color. Choose your stainer, then use a foam brush to spread it along the wood's grain. Go all the way across the wood with single, continuous strokes. When you're done, let the stain set for up to 15 minutes before adding another coating. Additional coats darken the wood, making it look much more appealing after you hang it on a wall.[7]
Wear gloves when applying a stainer. If you add too much of it, mop up the excess with a rag before it sets into the wood.
Glue the wood to the board using a clear epoxy. Make sure the frame fits well over the edges of the board before gluing them in place. When you're ready to add them, spread the glue across the backs of the framing boards. Set the frames down on top of the edges of the whiteboard, clamping them down if needed to hold them in place. Also, add glue to the edges of the frame boards where they connect to help stick them together.[8]
Epoxy glue often comes in 2 parts. You have to mix an equal amount of the resin and hardener to create the glue.
Some other glues to try include an acrylic polymer and super glue. A polyurethane construction adhesive is great for sticking foam boards to wood since the foam resists most other types of glue.
Hang the board by screwing it onto the wall. Measure every along the frame. Using a cordless screwdriver, install drywall screws directly through the wood and into the wall. Have someone hold the frame in place the entire time. The screws need to be positioned on the wood supports, or studs, in the wall so your whiteboard doesn't end up crashing to the ground.[9]
To locate the support beams in the wall, use a wall stud finder. When you drag it along the wall, it lights up as it detects the beams. Mark these spots so you know where to position the board for maximum security.
Buy a sheet of metal the size you want the board to be. When you're making a whiteboard, go with something thin and durable. Metal is perfect for this task. Get a galvanized steel sheet if you're looking for something magnetic. With steel, you can pin magnets to it in addition to drawing on it.[10]
Note that while aluminum might seem like a good choice because it's lighter than steel, it isn't magnetic.
Use a wood sheet to back and strengthen the board. Many whiteboards aren't a single piece of uniform material. Add a back to your metal board in order to make it easier to move around and hang up. Cork is a great choice since it is soft and lightweight, but you could use plywood or something similar. [11]
Try to get backing the same size as the board you wish to make. If you can match it to the size of the metal, then you don't have to do any additional trimming.
If the backing is too big, you can cut it with a basic hand saw. However, most home improvement stores will cut the board to size if you ask them to do it when you make your purchase.
Use tin snips to trim the metal to size if needed. It all depends on how big you want the board to be and how much space you have for it. If you aren't able to leave the metal sheet as is, get a pair of straight-cutting tin snips. Cut carefully around the metal to reduce its size so it fits over the backing you chose.[12]
Cut metal is sharp. Be careful to avoid touching it, and consider wearing leather gloves for protection.
There are different types of tin snips, so pick ones with yellow handles. This kind is best for cutting straight lines, which is all you really need to do to make your board.
Spray a primer on the metal if you plan on painting it. While there are no rules saying that you have to make your board white, they are traditionally painted this way to make all colors of ink visible. To begin painting your board, get a rust-resistant latex primer. Spray back and forth along the metal sheet in a single, controlled motion. Keep the spray can about above the metal at all times.[13]
Before priming, wipe off any dirt you notice on the metal. Use a soft cloth dampened in water. Using white vinegar or mineral spirits also helps ensure your board is clean and ready for painting.
To get a nice, even coating, make a second pass after allowing the initial layer to dry for about 15 minutes.
Dry erase markers work very well on bare metal, so you don't have to paint your board at all if you don't want to. If you like the look of shiny metal more than the traditional white of store-bought boards, leave it as is. Keep in mind that darker markers will be a little harder to spot, though.
Color the metal white using whiteboard paint. Be sure to note the mixing instructions on the paint can. Mix the actual paint with a liquid activator included with it, then let it settle for about 1 hour. Afterward, spread the paint across the metal using a foam roller. Try to make the surface as smooth and even as possible so you don't leave any rough spots that are difficult to write on.[14]
A whiteboard is all about smoothness and consistency. Dry erase markers don't show up well on rough surfaces, so take all the time you need to get the paint right.
Wait 10 to 15 minutes before adding additional layers of paint. The whiteboard surface probably won't look the way you want after the first coating. Roll an extra layer of paint over it to ensure that your board is thick enough to draw on. Since metal is dark, consider applying 3 or 4 total layers. Wait a little bit between each layer to allow the paint to dry.[15]
Give the metal an even coating of paint. Keep rolling additional coats onto it until you're happy with the way it looks.
Glue the painted metal to the backing using epoxy. Epoxy is pretty harsh, so put on a pair of rubber gloves before using it. Mix the epoxy using something disposable, such as a wooden paint stick. When you're ready to use it, spread it immediately over the backing in a thick, consistent layer like you're frosting a cake. Then, set the metal on top of it, painted side up.[16]
You could also use a polyurethane-based super glue or a silicone construction adhesive to hold your board together.
Wait 72 hours for the paint and glue to cure. Your board won't even be useable yet, so you might as well give it plenty of time to dry. Once the glue settles, you can hang your board without worrying about a big sheet of metal crashing to the floor.
Don't write on the board until it has had a chance to dry.
Hang the board using sticky picture-hanging strips. Peel the paper backing off the strips, then set 1 on each corner of the back of the whiteboard. The other side of the strips are also sticky, so push the whiteboard firmly against the wall. Press firmly on the whiteboard for about 30 seconds to hold the strips in place. Test out your new whiteboard when you're done.[17]
Picture-hanging strips are the only way to hang the whiteboard without drilling holes through it or the wall.
If you're planning on hanging the board on your refrigerator, use some glue to stick magnets in the corners. Use epoxy, super glue, or another strong, durable adhesive.
Another option is to screw the board to the wall. You could also buy a metal picture hanger that attaches to drywall to hang the board.
Purchase plastic covers or wraps to use as a whiteboard. When you're looking for something to write on over and over again, nothing is better than plastic. Report covers (plastic sheets that sheathe important papers) are an inexpensive option. The average cover is about in size, making it perfect for small, individual whiteboards. You might be able to find some different sizes, depending on where you look.[18]
Report covers look almost like plastic folders or binders. You could get individual plastic sheets, but most covers come in pairs held together by plastic bars that slide off.
You can get report covers at most general stores and office supply stores, along with any other supplies you need, if you don't have them already.
Trim a piece of white card stock to the same size as the cover. Card stock is great for creating a solid base to write on, but you could also use paper. Since report covers are meant to contain paper, you usually do not need to trim it. Card stock is a little different, so cut it to fit in order to get a stronger whiteboard.[19]
Paper whiteboards are not as strong as card stock ones, but you can always swap out the paper. It's really useful for students, for instance. You could put in a math worksheet, then swap it out later for something else.
Measure and mark any borders you plan on adding to the sheets. Add a tape border to hold the plastic sheets together and make them more pleasant to look at. Choose a colorful roll of duct tape, then measure its width and divide the number by 2. Trace that measurement around the edges of the plastic using a washable marker.[20]
The tape needs to wrap around the edges of the plastic. Half of it will be on the front plastic cover and the other half will be on the back. Outline your border accordingly.
Place the tape on the cover to hold the plastic together. Wrap the tape over the edges of the plastic to hold the covers together. Smooth it out to get your completed whiteboard. Plan on leaving at least 1 side of the plastic open if you intend on swapping out the paper between it.[21]
For a permanent whiteboard where you won't remove the card stock, tape up all 4 sides. Remember to put the card stock in before you close up the last side.
Another way to do this is to wrap plastic around card stock. You could get a sticky plastic film or glue plastic with a transparent decoupage glue.
You could also get a piece of card stock laminated to create a strong whiteboard with a clear cover. If you don't have a laminating machine available, check your local library.
If you wish to divide your whiteboard up into different sections, you could use automotive pinstriping from an auto parts store. All you have to do is stick it over the board.
Use magnetic paint to turn a regular whiteboard into a magnetic one. Simply cover the layer of magnetic paint with whiteboard paint when you're done.
You can make your walls into whiteboards using whiteboard paint. If you want to do this, make sure you have permission to paint and write on the walls.
Melamine boards tend to stain with repeated use, so wash them off with a little bit of isopropyl alcohol diluted in an equal amount of water. Adding a layer of car wax to the board also makes marks much easier to erase.[22]
