Birds just want to have fun.

Some birds define "fun" as flying around and pecking at some seed. Others, like the parrot in the video above, think it's fun to hang out with dogs and spend the afternoon barking!

The video, taken in Roodepoort, a city in South Africa, shows a fierce parrot mingling with a group of dogs and flawlessly mimicking their barks.

According to the video description, the parrot's owner describes the bird as "a child in the house." The parrot has reportedly been a member of the family for 19 years, during which time he's closely bonded with other animals — mainly, dogs. Read more...

The ocean, the mountains, the forest: These are places to fall in love again with the novel, with the beauty of well-turned phrases, with a narrative as deep, slow, and rich as the landscape. In 2008's The Dark Knight, Batman figures out a way to access every single cell phone in Gotham, covertly using their microphones to help track down the Joker. This technology is deemed so obviously unethical that his gadgets guy, Lucius Fox, essentially quits on the spot, protesting, "It's too much power for one person." 

Ultimately, though, Batman does prove himself worthy of wielding it — not by using it for good, which he does, but by having Lucius destroy it immediately after. It is, we understand, the only moral choice.

11 years later, Spider-Man: Far From Home entrusts Spider-Man with a technology that's a bit like Batman's SONAR, in that it allows our hero to surveil every mobile phone in his vicinity, but vastly more invasive and more dangerous. Police find viral ice cream licker, but there's a catfish twist

Law enforcement officials have identified and interviewed the woman who was recorded licking ice cream and then returning the tub to a supermarket freezer.

The viral video posted on Twitter on Jun. 29 shows the young woman licking Blue Bell ice cream while the person recording the video goads her on. 

Twitter users expressed their horror at the unsanitary act. On Jul. 1, Blue Bell thanked consumers for alerting the company of the tampering. 

"We take this issue very seriously and are currently working with the appropriate authorities," the company said in a statement.

The above video, the creation of motion graphics designer Tom Coben, is mind-blowing for multiple reasons: the terrifyingly good bowling robot and the fact that the entire video is completely computer-generated.

When Coben shared it to Twitter, the video went hugely viral, garnering over 70,000 retweets and 14.5 million video views as of Friday afternoon. 

It also had a lot of people fooled into thinking that the bowling robot was completely real. So much so that Coben had to make clear that, no, it's not real

Anchorage roasts as heat records break across Alaska

The latest heat wave to bake a part of the globe is underway in Alaska where several locations, including Anchorage, broke single-day records for high temperatures. 

According to the National Weather Service (NWS), Anchorage had its first-ever recorded temperature of at least 90 degrees on Thursday, breaking the previous record of 85 degrees, which was set 50 years ago.

Pepper Potts and Bucky Barnes may have saved the world together on multiple occasions, but Gwenyth Paltrow can't seem to remember Sebastian Stan. 

Both actors have starred in the Marvel Cinematic Universe — and even appeared in the same Avengers crossovers — but Paltrow appears to have forgotten Stan already. In an Instagram post on Thursday, he posted with fashion legends Pierpaolo Piccioli and Valentino Garavani after a couture show in Paris. 

"Also glad I got to reintroduce myself to @gwynethpaltrow for the third time," Stan wrote in the caption. "We are in the same film ..."

RT: Russian presidential aide's deputy 'with Polish passport, spy gear' arrested for treason

A deputy to the Russian president's representative in the Urals has appeared in court accused of state treason, with one source claiming he spied for Polish intelligence and another saying he had spy gear.

Aleksandr Vorobyov was arrested by the Federal Security Service (FSB) on Thursday. The agency said he is suspected of treason, but offered no further details. On Friday, the man arrived at a Moscow court wearing a balaclava. Despite his face being covered his identity was revealed before the court.

We still don't know what the X-37B is doing up there, however.

Skywatcher and satellite tracker Ralf Vandebergh of the Netherlands recently caught a rare glimpse of the U.S. Air Force's secretive X-37B space plane.

Vandebergh said he'd been hunting for the robotic spacecraft for months and finally managed to track it down in May. But it took a bit longer to get photos of the vehicle.

"When I tried to observe it again [in] mid-June, it didn't meet the predicted time and path," Vandebergh explained. "It turned out to have maneuvered to another orbit. Thanks to the amateur satellite observers' network, it was rapidly found in orbit again, and I was able to take some images on June 30 and July 2."

A video shared by the Defense Ministry shows heavily-camouflaged Russian troops launching a surprise assault on the 'enemy' during an exercise in the woodlands.

The drill took place in the country's west, where a reconnaissance unit practiced ambushing a column of enemy trucks on a forest road.

The masked soldiers in full tactical gear and woodlands camouflage detonated an explosive near the road to stop the vehicles, and attacked them with rapid fire.

A powerful earthquake rocked Southern California for the second time in as many days on Friday.

The magnitude 7.1 earthquake hit about 11 miles from Ridgecrest, the town in Kern County which was very close to the epicenter of the magnitude 6.4 quake that was felt on Thursday.

While the United States Geological Survey measured 7.1, the European Mediterranean Seismological Agency said the quake was a magnitude 6.9.

The tremor late Friday was felt as far as Las Vegas, where the NBA canceled its Summer League game between the New York Knicks and the New Orleans Pelicans

DW: Russia shows no 'sign' it's willing to comply with INF nuclear treaty, NATO says

There is little hope a key nuclear arms treaty can be saved, as Russia refuses to come back into compliance, says NATO's Jens Stoltenberg. He spoke after a NATO-Russia Council meeting on the INF arms control treaty.

The Intermediate-Range Nuclear Forces Treaty (INF), a key Cold War-era deal between the Soviet Union and the US on limiting the use of ballistic and cruise missiles, is in serious jeopardy as Russia still refuses to comply, NATO Secretary-General Jens Stoltenberg said Friday.

"We didn't see any sign of Russia being willing to come back into compliance with the INF treaty," he told reporters after a closed-door meeting of the NATO-Russia Council.

The "ongoing Russian violation" was the only reason the 1987 treaty was under threat, he added.

Cyberwarfare hit the headlines last month when the U.S. retaliated against Iran's downing of a surveillance drone with an offensive cyber strike to disable the computer systems used to control rocket and missile launches. The U.S. compromising Iran's core command and control systems was a "game changer," and I reported it as such.

New research from a leading defense think tank has turned the tables on that theory, suggesting U.S. and NATO command and control systems are themselves open to compromise because of vulnerabilities in the satellite systems carrying mission-critical data. Cyber attacks on satellites "have the potential to wreak havoc on strategic weapons systems and undermine deterrence by creating uncertainty and confusion," Chatham House claims, "a significant and complex challenge due to the absence of a warning and speed of an attack, the difficulty of attribution, and the complexities associated with a proportionate response."

CNN: Official warns Tehran could seize UK oil tanker if Iranian ship not released

A former senior commander with Iran's Revolutionary Guard Corps has warned it would be Tehran's "duty" to seize a British oil tanker if the Iranian tanker being held in Gibraltar is not released.

The vessel was stormed by British Royal Marines and Gibraltar port and law enforcement agencies in the early hours of Thursday morning as it was believed to have been carrying oil to Syria, in possible violation of European Union sanctions.

Mohsen Rezaee, who is currently Secretary of the Expediency Discernment Council -- an advisory body to Iran's Supreme Leader -- tweeted that "if the UK does not release the Iranian oil tanker, our officials are duty-bound to reciprocate and seize a British oil tanker."

Rezaee previously served as commander of the IRGC and it is unclear if he's currently involved in military decision making.

WASHINGTON – President Donald Trump on Friday extended the mystery of why Vice President Mike Pence abruptly canceled a trip to New Hampshire on Tuesday.

Trump said the reason will become known "in about a week or two."

Daily Mail: Mexico's murder rate reaches all-time high with 17,065 homicides recorded in the first six months of 2019 - an average of 94 killings every day

* Secretariat of Security and Citizens Protection showed there were 17,065 murders during the first six months of 2019
* Data showed that there were 2,453 homicides in June but officials expect the number to be much higher when an updated report is published July 20
* President Andrés Manuel López Obrador deployed the National Guard this week to the country's 32 states to combat organized crime
* There have been more than 200,000 Mexican murders since 2006 when the government unleashed its war on drugs

Mexico has recorded its highest ever murder rate with government data revealing a shocking 17,065 homicides were committed in the first six months of 2019. That equates to 94 murders every day.

The information, released Tuesday by the Secretariat of Security and Citizens Protection, showed the murder rate has increased from the same period last year, up from 16,585 murders in the first half of 2018.

A staggering 33,369 people were assassinated in the whole of 2018, the highest number since the country started keeping official numbers in 1997. However, 2019 is on course to eclipse that figure.

CARACAS (Reuters) - Venezuela's bitterly divided political factions held competing commemorations of the country's independence day on Friday, with President Nicolas Maduro calling for dialogue and opposition leader Juan Guaido decrying alleged human rights violations by Maduro's "dictatorship."

Speaking to a gathering of top military officials, Maduro reiterated his support for a negotiation process mediated by Norway between his socialist government and Guaido, the leader of the opposition-held National Assembly who argues Maduro's 2018 re-election was a fraud.

"There is room for all of us within Venezuela," Maduro said in a speech in Caracas, before calling for military exercises on July 24 to defend the South American country's "seas, rivers and borders."

"We must all give up something in order to reach an agreement," he said.

A UN report has detailed the extrajudicial executions of thousands of young men by special forces. The report says that the death squads are carrying out President Maduro's strategy for neutralizing political opponents.

Venezuelan security forces have been sending death squads to commit extrajudicial killings of young men, according to a United Nations report released on Thursday. The crime scenes are then staged to make it look like the victims were resisting arrest.

Caracas has said that about 5,287 people died last year when they refused to be detained by officers, and that this has been the case for a further 1,569 through the middle of May this year. However, the UN report suggests that many of these deaths were actually extrajudicial executions.

ABC News Online: Iran says it will seize UK tanker in retaliation after its supertanker was captured off Gibraltar coast

An Iranian Revolutionary Guards commander has threatened to seize a British ship in retaliation for the capture of an Iranian supertanker in Gibraltar by Royal Marines.

"If Britain does not release the Iranian oil tanker, it is the authorities duty to seize a British oil tanker," Mohsen Rezai said on Twitter on Friday.

The Gibraltar Government said the crew on board the supertanker Grace 1 were being interviewed as witnesses, not criminal suspects, in an effort to establish the nature of the cargo and its ultimate destination.

Donald Trump said his teleprompter went out during his Fourth of July address, which is why he said the Revolutionary Army under George Washington was able to conquer 'airports' in the 1700s.

'We had a lot of rain. I stood in the rain. The teleprompter went out,' the president told reporters at the White House on Friday.

'At the end, it just went out. It went kaput,' he said, adding that it happened 'actually right in the middle of that sentence it went out.'

Defense One: Suspected Iranian Cyber Attacks Show No Sign of Slowing

As Iran and the U.S. trade cyber blows, a new warning shows that the online fight is likely to go on.

Tensions between the United States and Iran in the Strait of Hormuz may be cooling but, online, it appears Iranian actors are continuing their activity against targets in the United States and elsewhere.

On Wednesday morning, U.S. Cyber Command tweeted that they discovered "active malicious use" of a known bug in Microsoft Outlook, "CVE-2017-11774."

In their tweet, Cyber Command doesn't say who is using the bug to launch attacks. But cybersecurity company FireEye has reported that a variety of Iranian hackers have been busy using that very vulnerability.

Libyan Security Forces Arrest Two Russians Allegedly Attempting to Interfere in Elections

(Bloomberg)— Libyan security forces have arrested two men accused of working for a Russian troll farm seeking to influence elections in the oil exporter and other African countries.

A letter from the state prosecutor of the internationally-backed Tripoli government to a Libyan security chief said the men were involved in “securing a meeting” with Saif al-Islam al-Qaddafi, the fugitive son of the ousted dictator and a potential presidential candidate who enjoys the backing of some officials in Moscow.

Russia’s foreign ministry said it was aware of the reports and was seeking to verify them. “We haven’t received an official notification from the Libyan side regarding this matter,” the foreign ministry’s press service said.

Laptops and memory sticks found with the suspects showed that they worked for an outfit identified as Fabrika Trollei, Russian for Troll Factory, that “specializes in influencing elections that are to be held in several African states” including Libya, the letter, stamped by the attorney general’s office and obtained by Bloomberg, stated. Two Libyan government officials with direct knowledge of the matter confirmed the authenticity of the document.

Fabrika Trollei was the moniker given to a network of media and political outfits connected to Russian oligarch Yevgeny Prigozhin, who’s been accused by the U.S. of funding and organizing operations to interfere in the 2016 presidential election.

Troll Factory

Libya had planned to hold elections this year as part of a UN-sponsored roadmap to heal divisions that have plagued the country since the 2011 NATO-backed revolt that ended Moammar al-Qaddafi’s four-decade rule. That initiative has been upended since eastern-based commander Khalifa Haftar launched a military assault to capture Tripoli in April.

Haftar himself has presidential ambitions and is fighting to seize the capital from the United Nations-backed government led by Prime Minister Fayez al-Sarraj, which carried out the arrests. The offensive has descended into a proxy war with each side accusing the other of inviting foreign interference.

Haftar is supported by the U.A.E and Egypt, and had received Russian assistance, though Russia has also tried to cultivate other partners in Libya, including Saif al-Islam, as it looks to expand its role in North Africa and build its geopolitical might.

Saif al-Islam’s aides have previously said he had the clout to rally disparate Libyan tribes with a promise to restore stability. Others say his influence is over-stated in a country where the rebels and dissidents who ousted his father now vie for power.

“Russia is trying to increase its influence across Africa, it is trying to play its game. And this game is very diverse, it differs from country to country,” said Alexander Baunov, a senior fellow at the Carnegie Moscow Center. “Sometimes it is via private actors, sometimes it’s through state actors. Prigozhin is one of Russia’s proxy agents.”

Putin’s Chef

One of the Libyan officials said the detained Russians had met Saif al-Islam twice between their arrival in Libya in March and their arrest in May. They had also confessed to taking part in a campaign to influence elections in Madagascar, he said. Three Libyans, including the son of a Qaddafi-era foreign minister, had also been arrested. The men have yet to be charged.

The prosecution document, dated July 3, named one of the men detained as Maxim Shugalei, a Russian political consultant who works for the Moscow-based Foundation for the Defense of National Values and whose head until recently ran a news website linked by the U.S. to Prigozhin.

Shugalei’s employer confirmed that he and an unspecified number of other employees were detained in May by Libyan authorities. It said in a statement on its website that they didn’t intervene in the country’s electoral process and were just carrying out sociological studies. The other man detained was Samer Hassan Seifan, identified by a colleague as an Arabic speaker who was acting as their interpreter.

Alexander Prokofiev, named in the Libyan document as a third Russian man who escaped arrest, said he was working with Shugalei in Libya on research commissioned by the foundation and confirmed that they interviewed Saif al-Islam. “This is a wild and absurd situation,” he said by message. “The topic of meddling in elections that don’t exist is complete nonsense.”

Known as “Putin’s chef” for his Kremlin catering contracts, Prigozhin has previously denied any role in U.S. election meddling. He didn’t immediately respond to an emailed request for comment via his Concord Catering company.

Shugalei is a political consultant from St. Petersburg who has experience in Africa and is known to work for Prigozhin, said Petr Bystrov, a senior member of the Russian Association of Political Consultants. “He’s a fairly highly-qualified expert,” Bystrov said by phone.

Alexander Malkevich, the head of the Foundation for the Defense of National Values, was previously editor-in-chief of the USA Really news website, which has been named by the U.S. Treasury department as one of the outlets linked to Prigozhin and engaged in efforts to post content on divisive political issues. Malkevich said he had left USA Really in February and denied any link to Prigozhin.

Qaddafi Comeback

Saif al-Islam, one-time Libyan heir apparent, was held by the Zintan militia in western Libya after his capture in the 2011 war that toppled and killed his father. Rebels freed him in 2016 but he’s been in hiding ever since and his whereabouts are unknown. An aide did not immediately respond to a call for comment.

Qaddafi’s son remains wanted by The Hague-based International Criminal Court for crimes against humanity relating to a violent crackdown on demonstrations against his father’s rule and it wasn’t clear whether he’d be eligible to run for president given the ambiguity over his legal status.

A new monument to Melania Trump has been erected in her hometown of Sevnica, Slovenia, and its creators are calling it the first public statue in commemoration of her. The idea came to Brad Downey, an artist from Kentucky currently based in Berlin according to his Instagram account, who commissioned Sevnica local and “amateur chainsaw sculptor” Ales “Maxi” Zupevc to carve it, according to AFP. According to Downey’s Instagram, the statue will be the subject of a documentary and exhibition he is working on.

“Brad Downey’s new ongoing project ‘Melania’ is a documentary film consisting of several parts about the construction of a monument of Melania Trump, carved into a tree that is still rooted in her hometown of Sevnica, Slovenia.

For the film, Downey and his team spent several months filming interviews with Maxi along with locations around the town. The result is a personal portrait of Maxi and his thoughts about Slovenia, the USA, Europe, immigration and class division. Through these interviews the film attempts to capture the spirit of Slovenia, which seems to be mirrored in Maxi’s interactions with his family, environment and his feelings about art, God, love, and country. By focusing on one working class man’s portrayal of a public and internationally known personality, the film offers insights on local and global problems and policies illuminated by the USA and Europe and beyond.”

The statue depicts the First Lady on Inauguration Day in 2017, wearing a blue dress designed by Ralph Lauren and waving at crowds. Zupevc took to a tree and carved the statue with a chainsaw.

Critics of the statue immediately began comparing it to a scarecrow, however. “I can understand why people might think that this falls short as a description of her physical appearance,” Downey told AFP.

“We in Sevnica can only laugh and, at the same time, hold our heads in our hands over their [the Trumps’] catastrophic reputation,” one local resident identified as Nika, a 24-year-old architecture student, told AFP. Other locals, speaking with the British TV network ITV, described the statue as “a disgrace,” and argued it looked more like Smurfette than the First Lady

AFP reports that Downey came up with the idea as part of a project that explores Melania Trump’s roots both metaphorically and literally. Downey wrote in his Instagram account that he chose to work with Zupevc because he was born in the same year and the same hospital as Melania Trump. He writes that the statue is rooted on the banks of a river facing the town in salute.

Residents have also sold Melania Trump-themed food and merchandize, capitalizing on interest in the town’s claim to fame.

A$AP Rocky Being Detained In Sweden as Police Investigate Fight Caught on Video

(COPENHAGEN, Denmark) — U.S. rapper A$AP Rocky was ordered held by a Swedish court Friday for two weeks in pre-trial detention while police investigate a fight in downtown Stockholm.

Prosecutor Fredrik Karlsson said Friday after the hearing at the Stockholm District Court that A$AP Rocky — the stage name of Rakim Mayers — was to be held on a lesser assault charge than he initially had demanded.

“They were attacked and he made use of self-defense,” said defense lawyer Henrik Olsson Lilja, adding they would appeal the ruling.

The rapper was involved in the fight Sunday before appearing at a music festival in Sweden. It was not clear who else was involved in the incident. Videos published on social media show a person being violently thrown onto the ground by A$AP Rocky. He and others punched and kicked the person on the ground.

Police took him in Wednesday and A$AP Rocky had to cancel performances in Norway and Poland. Sweden’s TT news agency confirmed that the rapper’s world tour has been paused.

Lesbian Couple Makes History Playing Together at Wimbledon

When Alison van Uytvanck and Greet Minnen stepped onto the court at Wimbledon on Tuesday, it was their first time playing doubles together in a grand slam tournament match.

Off-the-court, however, they have been paired for three years.

Belgians Minnen and van Uytvanck made history by being the first out gay couple to ever play together at the famed tennis tournament in London, England. The two were victorious over British players Katie Swann and Freya Christie on Wednesday.

We [would like to] see more people coming forward and saying ‘It’s OK,’” van Uytvanck said after the match. “I think people would have more confidence.”

This is not the first time the couple has made headlines at Wimbledon. Last year, after defeating then-reigning Wimbledon champion Garbine Muguruza to reach the third round of the tournament, van Uytvanck immediately headed to kiss her girlfriend sat in the stands. “I know it was a big deal but we just didn’t think about it,” said Minnen in an interview with the Telegraph. “She had just made the biggest win of her career and I was so happy and not thinking in that moment.”

While the number of gay athletes in the sport is still low, included in their numbers are tennis legends. Billie Jean King, famous for her defeat of Bobby Riggs in the 1973 “battle of the sexes” was outed as a lesbian in a 1981 lawsuit. Martina Navratilova came out as a bisexual in a 1981 interview, though she has since described herself as a lesbian. And in 1976, transgender woman Renee Richards made history when she sued the US Tennis Association and won so she could compete in the Women’s U.S. Open.

In addition to van Uytvanck and Minnen, two other out gay women — Johanna Larsson of Sweden and Richel Hogenkamp of the Netherlands — competed in this year’s singles tournament.

Among male players, however, being out is still a rarity. American Brian Vahaly is the only known gay male tennis player, and he didn’t come out until ten years after he retired from professional tennis. Vahaly previously told the Telegraph that when he was playing professionally he, “heard homophobia all the time – it was part of the culture”

“Women are coming out more easily than men,” said van Uytvanck. “I hope we are something that people can look up to, like a role model to come out.”

I just hope it will be even better in the next few years,” Minnen added, “and everyone can talk about it.”

The pair lost in the second round of doubles to Chinese pair Chan Hao-ching and Latisha Chan. Minnen, however, remained positive, posting on Instagram, “Wimbledon is over for us but I enjoyed every second off it! Thank you for playing with me [van Uytvanck].”

It’s Almost Time for Royal Baby Archie’s Christening. Here’s Everything We Know So Far.

Prince Harry, Duke of Sussex and Meghan, Duchess of Sussex introduced their firstborn son, Archie Harrison Mountbatten-Windsor, to the world on May 8, just two days after his May 6 birth. But since then, Harry and Meghan have largely kept their new royal baby out of the spotlight — with the exception of a few Instagram posts, that is.

Now, royal baby Archie will have his July christening. Of course, the baptism itself will be a private affair. But royals fans will at least have a chance to catch a glimpse of Archie in photos from the day. If we’re lucky, we may even get our first shot of the full Cambridge and Sussex broods all in one place.

When is Archie Mountbatten-Windsor’s christening?

The palace said in a statement Wednesday that royal baby Archie’s christening will take place on July 6, two months after his May 6 birth. The baptism ceremony will be held at Queen Elizabeth II’s private chapel at Windsor Castle in Windsor, England.

What can we expect from the event?

The Archbishop of Canterbury Justin Welby will preside over the christening, during which royal baby Archie will be officially baptized into the Church of England. The Archbishop will use the Lily Font, a gilded silver bowl that has been used at the christening of every royal baby since 1841, to bless Archie with water from the River Jordan, where Jesus was believed to have been baptised by John the Baptist, and welcome him into the Anglican faith.

As with all royal christenings, the ceremony is expected to be a smaller, private affair that won’t be open to the public.

When will we see photos of royal baby Archie’s christening?

It’s likely that the palace will share photos of the happy celebration on Instagram where Archie has made some appearances eventually, and this story will be updated with any celebratory images from the palace.

Royal baby Archie will likely wear the same traditional white satin-lined Honiton lace christening gown that has been worn by all of Queen Elizabeth II’s great-grandchildren — including Prince George of Cambridge, Princess Charlotte of Cambridge and Prince Louis of Cambridge. The gown is an exact replica of the dress that Queen Victoria commissioned for the royal baptism of her daughter Victoria in 1841.

The original gown was worn by 62 royal babies over the course of 163 years before being retired in 2004 following the christening of the Queen’s granddaughter Lady Louise Windsor. The Queen then tasked Angela Kelly, her personal wardrobe advisor, with replacing the gown.

In 2008, James, Viscount Severn — the queen’s youngest grandchild — became the first royal baby to wear the newer version of the gown. Subsequently, it’s been worn by each royal newborn at their respective christenings.

Will Prince William and Kate Middleton attend?

While there’s yet to be any official confirmation, Prince William, Duke of Cambridge and Catherine, Duchess of Cambridge are both expected to attend royal baby Archie’s christening just as Harry and Meghan attended Prince Louis’ christening last July. Before Meghan came along, Harry also made a solo appearance at Prince George’s christening in October 2013. However, he did miss Princess Charlotte’s in July 2015 because of a work trip to Namibia. George, Charlotte and Louis will likely all be at St. George’s Chapel as well to support their new cousin — and will probably steal the show in at least a few photos.

Queen Elizabeth reportedly won’t be present at royal baby Archie’s christening because she “will be absent on other duties.” But her absence won’t be out of the norm and shouldn’t be viewed as a snub to Harry and Meghan. While the Queen did attend Prince George and Princess Charlotte’s christenings, she missed Prince Louis’ last year as well.

Without the Queen there, Prince Charles, Prince of Wales and Camilla, Duchess of Cornwall could be the highest-ranking royals in attendance at royal baby Archie’s christening. Other notables likely to be present include Meghan’s mother, Doria Ragland, as well as whoever Harry and Meghan choose to be Archie’s godparents.

As Archie’s aunt and uncle, Kate and William likely won’t be tapped as godparents since they’re already guaranteed to play an important role in their nephew’s life.

The close friends and family members who are speculated to be possible choices for the role of godparent include Serena Williams, Jessica and Ben Mulroney, Benita Litt, Princess Eugenie, Zara Tindall, Tom Inskip and Jake Warren. But that will be a private matter.

In a statement Wednesday, the palace said that the christening at Windsor Castle on Saturday will be private and that “the godparents, in keeping with their wishes, will remain private.”

A Radio Station in Italy Finds Itself on the Frontline of a Populist Attack on the Press

Every morning for more than two decades, thousands of listeners across Italy tuned in to Radio Radicale to hear the iconic voice of journalist Massimo Bordin hosting the daily newspaper review. But when the news of his death was announced on April 17, it came at an especially difficult time for the Rome-based radio station: after 47 years on air, Radio Radicale was already at risk of being shut down. For many, the move seemed to be part of a wider populist campaign against the media. Now, weeks on, the question of its future is still deepening divisions in Italy’s government.

The dispute over Radio Radicale, a political radio station that broadcasts live parliamentary debates and court cases alongside its political shows, has furthered a schism between the two coalition partners that currently govern Italy: the anti-establishment Five Star Movement (M5S) and the increasingly influential far-right Lega (League) led by minister of the interior Matteo Salvini. It was back in April that Italians launched into a national debate over the station, after M5S leader and economy minister Luigi di Maio announced the government, which partly funds the station, would not renew the station’s funding and authorization to broadcast live during parliamentary sessions.

The turning point in the debate came when the League, which does not share many of Five Star’s anti-establishment values and is gaining supporters, sided with the opposition instead. On June 13, the Italian parliament, helped by support from the League, voted to keep the state-funded radio station afloat for the rest of 2019 in defiance of M5S’s wishes. In response to the decision, di Maio said Radio Radicale is “a private political radio station paid for with your money. We are proud to have opposed it.” He added: “The League will have to explain why they have supported this indecent proposal.”

Meanwhile the League’s Salvini, a former reporter himself, told journalists: “I try to defend everyone’s freedom of expression, including that of Radio Radicale, which has accumulated a large cultural heritage, of archives and experience.”

“It would be a shame to wipe it out with the stroke of a pen,” he said, in a news conference after the June 13 vote.

The anti-establishment M5S, which started out in 2009 with a blog written by a famous comedian called Beppe Grillo, was founded on the idea that traditional media will eventually be made redundant by the internet. Its leaders communicate predominantly through Twitter and Facebook, where they have repeatedly attacked the press in the name of defending “the people” against the establishment. Last year, some members called journalists that criticized the party “jackals” and “whores”.

“It’s not surprising that M5S have voted against the financing,” says Salvatore Vassallo, professor of politics at the University of Bologna. “However Five Star are completely isolated when it comes to this issue. In Italy’s political history, the financing of party newspapers has played a very important role.”

On the other hand, the League’s position on this issue “is not typical of the populist anti-establishment parties, because it’s not really an anti-establishment party,” Vassallo says. Founded in 1989, two decades before M5s, the League (formerly Northern League) held ministerial positions is all three of Silvio Berlusconi’s governments. Unlike M5S, the party has run its own newspaper and radio station for decades thanks to government funding. Salvini himself worked the League’s radio station, Radio Padania Libera. Its daily newspaper, La Padania, closed in 2014 when it ran into financial trouble.

The debate over Radio Radicale’s financing reflects the changing balance of power within the government, partly because of the League’s increasingly dominant position since the European Parliament elections in May, where it emerged as Italy’s largest party, overtaking the Five Star Movement. “Perhaps if the political balance between the League and Five Star had been different, they wouldn’t have made such a big thing about it,” Vassallo tells TIME. “But [The League’s] determination to vote against the government in this way, emphasises Five Star’s inferiority in government.” On June 26 the coalition showed yet more divisions as the government delayed setting itself a lower deficit target for 2020.

Radio Radicale was founded in 1975 as part of Italy’s left-wing Radical Party, which, although it never reached high shares of the vote and never participated in government, had close relations with other leftist parties. It was the first radio station in Italy to focus entirely on politics and broadcast live parliamentary sessions, a service recognized as a public service by the state. “It brought the voices of lawmakers into Italian homes for the first time,” says Alessio Falconio, the radio’s editor-in-chief. The public service preceded that of the U.K., where permanent radio coverage of Parliament was granted in 1978, and the U.S., where regular live broadcasts of Congress began in 1978.

Around 300,000 Italians tune in daily for updates on the latest political developments. “Many of our listeners are journalists, lawyers, magistrates and university professors. But also people who are just interested in politics and what goes on in the country’s institutions,” Falconio says. Over the decades Radio Radicale has accumulated an extensive archive of political and judicial proceedings, including the biggest trials in Italy’s recent history, such as the trial of former prime minister Giulio Andreotti, who survived claims he helped the Mafia after a long trial that ended in 1990. “Radio Radicale is your history,” Senator and former defence minister Emma Bonino told lawmakers in April. “It’s the heritage of the last 40 years of our country’s political history.”

The threat to the station’s existence sparked a huge outcry, with one lawmaker being admitted to hospital in May after going on a hunger strike in an effort to save it. A petition asking the government to review its decision to suspend funding and broadcasting permissions gathered 174,000 signatures on change.org, and even an association of 114 criminal law professors signed a letter expressing their “serious concern” and highlighting the “fundamental public service the radio has provided for decades.”

It is not the first time the Five Star Movement has tried to legislate against the press. Last year Di Maio threatened to pull advertising by state-owned companies from Italian newspapers, which increasingly depend on these. “Newspapers are polluting the public debate every day and the worst is that they are doing it with public money,” he wrote on Facebook. He also cut back on media spending from the annual budget, which led the Council of Europe to reprimand the party for its “policy of abolition of public subsidies to the press” in a report about press freedom.

So far, Radio Radicale has managed to escape relatively unharmed. Some lawmakers, and the radio itself, are calling for the government to organize a competitive tender for the public service it provides. Meanwhile, with the League’s growing influence threatening to break the coalition and tensions with Brussels mounting over the country’s public spending, loyal listeners will be tuning in to follow the country’s political developments.

‘We Are Risking Everything.’ Hong Kong’s Young Rebels Stake Everything on Their Struggle

Law enforcement would inevitably arrive to evict the hundreds of young, black-shirted demonstrators who broke in and defiled the Hong Kong legislature.

A rumor that police were already there briefly dispersed the sea of anti-government protesters from the harbor-front complex. But after the false alarm, the jittery crowd returned. For the last hours of July 1—exactly 22 years after Hong Kong ceased to be a British colony—the city’s political heart was theirs.

“This Legislative Council belongs to us, the people,” said one of several masked protesters, delivering an impromptu speech at the chamber’s dais. “Day by day, night by night, you will be seeing us,” he vowed to the absent authorities as he raised a defiant arm. It was sheathed in cling-wrap, as a protection against the fiery sting of police pepper spray.

He and the thousands of other young activists who spent the day battering their way through the building’s glass and metal entrances see themselves as commandos in a movement to safeguard Hong Kong’s freedoms from Beijing’s depredation. Many are high school and university students. For weeks, they had been arguing that confrontation was the only way to make their voices heard by stonewalling officials.

But the storming and ransacking of the legislature has cast their struggle in rather more dramatic light. With the corridors trashed and “H.K. is not China” spray-painted on the walls, their movement was now not just a protest but a rebellion—against the Hong Kong government and the Chinese Communist Party itself.

‘Welcome to the War Zone’

By the time the police materialized that Monday night, the protesters were already retreating through the Admiralty district’s maze of luxury malls and multistory government offices. Volleys of tear gas and an advancing column of officers cleared any would-be holdouts. “Welcome to the war zone,” said one, as he ran from the smoke.

The political crisis gripping Asia’s financial capital this summer kicked off over a bill that would allow, for the first time, extradition to mainland China. But it has since swelled into a broader struggle for democracy, and a repudiation of Chinese sovereignty over the enclave. Opposition to the bill, which critics fear would enable Beijing to round up local dissidents and detractors, has united business owners, families, church groups and bespectacled students, galvanizing them into millions-strong marches. Consecutive weeks of unrest forced the government to suspend the controversial proposal. But the protesters are not pacified by a deferral. The bill has released years of collective rage not only against a political oligarchy, rigged to disenfranchise the great majority of the metropolis’ 7.2 million highly educated citizens, but also against the looming menace of Beijing.

“This fight against extradition to mainland China is seen as the violation of the last firewall protecting Hong Kong from Beijing,” said Victoria Hui, an associate professor of political science at the University of Notre Dame. “The threat is too severe.”

The unprecedented break-in at the legislature revealed the intensity of the grievances. Once inside the carpeted chambers, where unrepresentative lawmakers dictate Hong Kong’s future, the invading youth moved swiftly to desecrate the emblems of post-colonial power. They defaced portraits of the city’s political leaders and spray-painted over the official seal, then draped the British colonial flag over the podium.

Many of the activists who smashed their way into the building described their act as one of desperation after a blitzkrieg of rallies, marches and sit-ins failed to elicit much of a response from the government. “It was you who taught me that peaceful marches are useless,” said a message scrawled on a pillar just outside the chamber entrance.

Their actions did not come without heated debate. At a demonstration a little more than week earlier, some wondered aloud if Hong Kong’s summer of disobedience was too tame.

“One million people came out, then two million, but the government simply doesn’t see this as a problem,” said a 24-year-old architect, referring to the mammoth marches of June 9 and June 16. “Violence is not the goal we are trying to achieve,” he added while sitting outside the same Legislative Council entrance that protesters would batter through days later, “but a means to make the government listen.”

A 23-year-old protester, nicknamed Billy, said: “Peaceful tactics earn us the public’s support and the moral high ground. But when the government doesn’t respond, that’s when the more aggressive camp comes out.”

That night, protesters laid siege to police headquarters. When the encrypted messaging apps they use to organize themselves began to buzz with calls to storm the complex, the hive mind that drives the predominately leaderless movement quickly batted the idea down. Eggs and obscenities were lobbed instead—but there was a sense that these were simply the opening salvos of a much larger confrontation.

Years of bottled rage

In Hong Kong, protests have long been the only meaningful avenue for voicing political opposition, with the ballot box heavily skewed against citizens’ favor.

Only half the legislature’s 70 seats are directly elected. The rest are filled by closed polls among special interest groups. This tends to ensure that pro-establishment forces retain a majority. The city’s leader is selected by a tiny, carefully vetted electoral college of mostly pro-China voters and is consequently seen as Beijing’s representative, rather than the people’s.

On the matter of Chinese sovereignty, Hongkongers have never had a say. After 156 years of Western-style government, the former British colony was not consulted ahead of its retrocession to China in 1997. Since then, protests have unsurprisingly erupted whenever Beijing moves to more closely align semi-autonomous Hong Kong with the People’s Republic.

Many of the young protesters facing off with riot police this summer are veterans of such protests—in particular the 2014 call for direct elections of the chief executive. The Umbrella Movement’s peaceful street occupation paralyzed the city’s financial core, but ended without concessions from Beijing. The leaders were imprisoned, and a generation of activists left disillusioned.

“It was a total failure—we sat outside for 79 days for nothing,” Billy says. “The only thing we achieved was further polarizing society.”

In the five years since, youth activism waned while Beijing tightened its grip: popularly elected separatist politicians were disqualified, Chinese law was imposed in parts of a new, cross-border railway terminus and mocking China’s national anthem—a frequent target of Hong Kong soccer fans—was criminalized.

Beijing “forced so much down Hong Kong’s throat over the last five years [that] it didn’t expect the blow-back it got on [the extradition bill]. No one did, really,” Kong Tsung-gan, the author of a collection of essays on Hong Kong’s freedom movement entitled As Long as There Is Resistance, There Is Hope, told TIME.

Kong said that by pushing the enclave so far, Beijing cemented “a new form of nationalism” based on a Hong Kong identity as distinct from a Chinese one. Polling last month by Hong Kong University found that only 11% of people in the enclave identify as Chinese. The majority, especially 18-29-year-olds, see themselves primarily as “Hongkongers.”

Experts say such a large segment of Hong Kong society has been galvanized to join the extradition fight—including first-time protesters—because the bill threatens the unique freedoms that underlie this Hong Kong identity, and distinguish the territory from the rest of China.

The younger generation says they feel this threat so acutely because they inherited a city that in their experience has always been drifting into Beijing’s orbit. Many of the protesters were born after the 1997 handover and have no memory of British rule. They have come of age with a countdown as the 50-years of autonomy guaranteed during the handover expires in 2047. In the interim, they are seeking not only to defend their existing rights, but also to push for greater ones, like demanding to be “liberated” from Chinese “colonization.”

“We have to keep in mind that we’re not only dealing with the Hong Kong government, but also dealing with the central government—one of the most authoritarian governments in the world,” says Billy. “This isn’t fun and games. We are risking everything, our lives, our careers, our studies, to fight for our future.”

‘Be water’

If the Umbrella Movement was the awakening of the Hong Kong youth’s political consciousness, this summer has been their moment of defiance.

Embracing confrontation means these demonstrators must take great pains to protect their anonymity, donning face masks, communicating on secure messaging apps like Telegram and buying single-ride subway tickets (so that their stored-value cards can’t be used to trace their movements). Not wanting to expose figureheads to the risk of prison, they are without them, organizing their street occupations and sieges by word of mouth, online message boards and airdrops between iPhones.

“Without a leader there is more of a sense of everyone taking initiative,” says Ann, a 25-year-old protester and friend of Billy’s.

They’ve pooled their resources and devised a lexicon of hand signals to relay the need for protective gear, such as googles and umbrellas. Bruce Lee’s advice, “Be water, my friend,” has become the movement’s approach. Protests are highly fluid, with blockaded roads surrendered overnight only to be reoccupied the next day.

“During the Umbrella Movement when we smelled tear gas, we would just run,” says Lily, a 29-year-old marketer and another friend. “This time, we run—and then come back.”

So far, the young protesters’ clashes with police have only shocked more people into action. Two million people, by organizers’ estimates, joined the June 16 protest march—many because they were appalled by the way the police suppressed a protest a few days earlier with tear gas and rubber bullets.

But it is unclear just how divisive the young protesters’ vandalizing of the Legislative Council will prove. In a city where demonstrators scrape candle wax off the street after vigils, and collect their trash after acts of civil disobedience, these young rebels have ventured into unchartered waters.

Beijing has accused them of committing “atrocities” and instructed the local government to take criminal action. There will surely be a backlash against the movement that cornered Chinese President Xi Jinping into one of the biggest climbdowns of his tenure and humiliated Beijing in front of the world.

For now, protesters quietly await the consequences, sharing numbers of lawyers and encouraging each other to take care of their emotional and mental wellbeing. There is no concerted plan for what comes next, but direct action tends to precipitate quickly.

After protesters stormed into the legislative chamber Monday, many stood blinking in the dark with uncertainty, and a debate ensued over whether to stay or go. Representatives from two Hong Kong universities rejected an invitation Friday to meet privately with the city’s leader and discuss the political crisis that has flared over a controversial extradition bill.

The city’s Beijing-backed leader, Chief Executive Carrie Lam, has suspended but not withdrawn the bill, as protesters over the past month have demanded. She has also pledged to do a better job of listening to the young people who have thronged to the streets opposing her bill and demanding her resignation.

Student leaders called Lam’s invitation “insincere” and a “public relations act.”

Speaking to reporters on Friday morning, students from the Chinese University of Hong Kong and the Hong Kong University of Science and Technology insisted that the meeting be made public.

“If she really had sincerity, she would lay it all out and speak publicly to the whole world, to all of Hong Kong,” Lai Wai Chun, Provisional President of the student union at the University of Science and Technology, said, echoing a post on the union’s Facebook page explaining why it had refused the meeting.

Lai also criticized Lam for only reaching out to two universities. “Are you saying that students from just two universities can represent all the young people? This makes us feel doubtful.”

President of Chinese University’s student union, Jacky So, called Lam’s request a public relations stunt. “Throughout the whole of June, she never asked to meet us young protestors, even refusing to speak with pan-democrat lawmakers,” he said.

The student leaders also demanded that Lam drop all charges against protestors before they would agree to a meeting.

The Chief Executive’s call for dialogue comes days after protestors used metal poles, hammers and carts to break into the Legislative Council complex on the 22nd anniversary of Hong Kong’s handover to China. Inside, they vandalized the meeting chamber, where they defaced portraits of political leaders, spray-painted slogans and tore up a copy of the post-colonial constitution.

A 31-year-old man was reportedly charged Friday with assaulting a police officer and criminal damage, while 12 other suspects have been detained in connection with other public order violations, including possessing weapons.

The day’s radical action represented a dramatic escalation after weeks of protests against the extradition bill which, if passed, would allow fugitives to be transferred to mainland China for the first time. The government insisted the legislation would stop the enclave from becoming a criminal haven, while detractors fear Beijing would use it to arrest dissidents.

The protesters have not been satisfied by Lam’s promise that the suspended bill will expire with the end of the current legislative session in 2020, and have articulated five demands, including the full cancellation of the bill, Lam’s resignation, the government to drop the classification of a June 12 protest as a “riot,” an investigation into police tactics and the release of all arrested demonstrators.

CWC Result 2019 Prelims – Accountant & MT

Central Warehousing Corporation has released CWC Result 2019 for Accountant and Management Trainee posts. Candidates who have appeared for the examination can check their result on the official site of CWC on cwccareers.in. The preliminary examination was conducted from 28th – 30th May 2019. This recruitment drive is for 571 posts. Candidates who have qualified the preliminary examination will have to appear for the main examination. Before that, they should download their Admit card to attend the Main Examination. The main examination will be conducted on 6th July 2019. Officials will announce the CWC Result 2019 Date for the Main Examination.

CWC Result 2019 Expected Cut Off | CWC Result Pre 2019

The CWC cut-off will vary according to the number of vacancies in each post. The cutoff will depend on the number of Vacancies available. Scores obtained in the online examination will not be shared with the candidates shortlisted for interview. Marks obtained in the online main examination only will be considered for shortlisting for the interview and also for final merit listing in the two-tier examination. Candidates who have been shortlisted in the online test will subsequently be called for the process of Document Verification (in person) in the post to candidate ratio of 1:3.

Sitharaman's fiscal plan has too many ifs and buts. Here's why

By Aditi Nayar The much-awaited post-election Budget for FY2020 has reiterated the government's commitment towards fiscal consolidation and its priorities towards improving infrastructure, ease of living and doing business.Contrary to our expectations, the overall fiscal deficit has been marginally reduced relative to the Interim Budget for FY2020 that was presented before the Parliamentary Elections. An expected cut in tax revenues has been offset by higher non-tax revenues and disinvestment proceeds, while the total expenditure allocation is largely unchanged from the level projected in the Interim Budget.Additionally, an increase in the level of GDP estimated for FY2020, has resulted in the fiscal deficit now being projected at 3.3% of GDP for this financial year, compared with 3.4% of GDP as targetted in the Interim Budget.As expected, the Government of India's estimated tax revenue for FY2020 has been revised downward by around Rs 50,000 crore from the level projected in the Interim Budget, following the large shortfall in tax collections in FY2019. Despite this, the growth in tax revenue relative to the provisional figures for FY2019 released by the CGA remains significant at around 25%.This may prove challenging to achieve despite the tax proposals made in the Budget, such as higher surcharges for certain categories of income taxpayers, enhanced duties and/or cesses on items such as petrol, diesel, gold and precious metals etc.The realisation of dividends and surplus from the Reserve Bank of India (RBI), nationalised banks and financial institutions and public sector enterprises (PSEs), the revenues raised from the telecom sector, and disinvestment proceeds, will also be crucial to prevent a revenue slippage in FY2020. Total dividends and surplus from RBI, nationalised banks and financial institutions and PSEs, has been projected to rise to Rs 1.6 lakh crore in FY2020 against Rs 1.2 lakh crore in FY2019 RE. The much-awaited recommendations of the Jalan Committee, which was appointed to review the economic capital framework for the Central Bank, with respect to the transfer of RBI's surplus to GoI, may crucially influence the government's collections from this source in the ongoing financial year.Moreover, assuming no spectrum auctions, our estimate for non-tax revenue from telecom receipts in FY2020 is Rs 39,000-41,000 crore, compared with the revenues of over Rs 50,000 crore estimated in the Budget.Disinvestment proceeds are projected at a substantial Rs 1.05 lakh crore for FY2020; the speed with which the disinvestment programme kicks off, as well as the interest shown by potential buyers in the PSUs being offered for strategic disinvestment, will be crucial to prevent a slippage relative to this target. The Budget for FY2020 has clearly highlighted the government's priorities, in terms of enhancing infrastructure, with a focus on connectivity, safe drinking water, power and agriculture; support to MSMEs, entrepreneurs, particularly women entrepreneurs and startups; labour reforms and wider social security through pensions.Additionally, the proposals to boost FDI in certain sectors, permit FPI investment in companies up to the sectoral limit, deepen the bond markets, encourage investment by NRIs as well as retail participation in government securities, a jump in the capital to be provided to public sector banks and measures to support NBFCs are welcome steps.The larger-than-anticipated capital support proposed for the public sector banks in FY2020 reiterates the government's intent to bring them out of prompt corrective action as well as to provide them with growth capital. Early implementation and clarity on the contours of the proposed partial credit enhancement by the government for pools bought from NBFCs would aid liquidity flow to this sector.The mild downward revision in the targeted level of the Government of India's fiscal deficit for FY2020, combined with the proposal to raise a portion of the borrowings from external markets in foreign currencies, as well as the expectations of continued repo rate cuts and a benign outlook for global interest rates, will help to cap yields on Government of India securities in the near term. Regardless, the evolving trends for revenues and expenditures will be closely gauged to assess the likelihood of a fiscal slippage in FY2020.(Aditi Nayar is Principal Economist, ICRA)

Budget 2019: The devil lies in the detail

By R JagannathanNirmala Sitharaman's maiden budget struck all the right chords by addressing all the pain points of the economy. Big numbers were bandied about to provide for higher investments in infrastructure. There were nods towards addressing the unemployment problem by providing sops to sectors with the highest jobs potential that were badly singed by demonetisation and GST; and dollops of capital for banks and indirect liquidity support to NBFCs.The surprise element, given the sharp slippage in tax revenues last year of more than Rs 1.6 lakh crore, was Sitharaman's disclosure of a lower fiscal deficit of 3.3% in this fiscal. The only major revenue measures are surcharges of 3% and 7% on income tax for those in the Rs 2-5 crore and Rs 5 crore-plus income brackets, a Rs 2 hike in excise and cess on petrol and diesel, higher duties on gold imports, and some customs duty increases. On the non-tax revenue front, there is an increase from an already ambitious disinvestment target of Rs 90,000 crore to Rs 1.05 lakh crore. If we take account of the huge shift in GoI expenditures to the books of PSUs, mainly Food Corporation of India (FCI), all of which will have to be paid up now, the fiscal slippage of 2018-19 isn't being reflected in the budget.The deficit figure is, thus, either unduly optimistic on future tax revenues, or a fudge, where the current year's expenses will be rolled over to next year. If GoI intends to stick in letter and spirit to the announced fiscal number, we are going to have a severe spending compression later this year that will be wholly pro-cyclical and deflationary when the need is the exact opposite — a fiscal stimulus.That said, the laudable initiatives involve large hikes in capital for banks, which will get Rs 70,000 crore, and NBFCs, which can offload some of its higher-rated assets to banks to obtain liquidity while the banks themselves have been given a partial credit guarantee for 10% of any losses for six months after these NBFC assets are taken over.Sitharaman talked about the huge investments required to boost infrastructure — estimated at around Rs 20 lakh crore annually, with the Railways needing Rs 50 lakh crore over the next decade or more. But she didn't indicate where the money would come from. Given the current low savings & investment rate, the only option is probably to pass the hat around to foreign investors. There were several hints that India will raise more money abroad through sovereign borrowings, and many sectors — aviation, insurance and media, etc — may see an increased foreign investment limit. Single-brand retailers may also be enticed with a reduction on local sourcing norms.To boost 'Make in India', GoI would be offering a comprehensive package of income and indirect tax benefits to foreign majors to build hi-tech facilities for semiconductor fabrication, solar photo-voltaic cells, computers and laptops, and electric battery charging infrastructure. If the red carpet works, this will be the first effort by India to seek to directly benefit from the global shift in investment away from high-cost China.On jobs, the FM allowed her investment vision for job-creating sectors to speak for this concern. But one area where the budget seeks to make a big difference is in the MSME sector, where loans up to Rs 1 crore are to be sanctioned in less than an hour, and a platform is to be created for speeding up payments due to them for supplies to larger companies. The startup ecosystem is being spruced up and the taxman is being asked not to scrutinise share valuations — the 'angel tax' issue — as long as the investments are from kosher sources.Affordable housing gets even better, with interest deductions on properties costing up to Rs 45 lakh now going up to RS 3.5 lakh a year. A scary note related to pre-filled tax returns, which will (even as it takes the pain out of filing your returns) not only take in data from AS 26 statements but also from banks, stock exchanges, mutual funds, etc. Big Brother now knows where you are earning your money and where it is going. Companies with a turnover of up to Rs 400 crore now have to pay only 25% tax. Promoters may heave a sigh of relief that no mention has been made of an inheritance tax. But this apart, India Inc. has little to feel cheerful about.Sitharaman's speech was long on vision, political direction, and intent, but short on detail. That may require a closer look at the fine print of budget documents. But one wonders why she needed two hours to paint a vision already been painted repeatedly by the PM and her predecessor for five years now.The writer is Editorial Director, Swarajya

Black money holders to get another chance

Budget 2019 proposes to effectively re-open the Income Declaration Scheme 2016 (or black money declaration scheme) for a specified category of those people who had declared unaccounted income under the scheme but not paid up the tax, surcharge and penalty by the due date. The budget proposes that a specified category of such people would be allowed to pay up the requisite amount, along with 1% interest per month, within a date to be notified by the government. This essentially means that such category of declarants under the Income Declaration Scheme, 2016 will get another chance to pay up and wipe their slate clean. Through the Finance Bill the government aims to empower itself to be able to notify this category of people.What is more, the budget also proposes to allow refund of excess money paid under this scheme for a 'class of persons' to be notified later by the government. These amendments are proposed to be made retrospectively from June 1, 2016. Says Shalini Jain, partner, people advisory services, EY: "The Government is providing another chance to the tax payers who declared undisclosed income under the Income Tax Declaration scheme introduced in the Budget 2016 which was operative up to 30 September 2016, but missed to pay taxes, interest and penalty in prescribed instalments up to 30 September 2017 and thereby disqualified from immunities granted under the scheme. They will now be able to pay the amounts due under the scheme along with interest at the rate of 1 percent from the relevant due date of such pay-out till the date of actual pay-out. The Government will define the class of persons who could be eligible for this amended provision and shall also notify the last date to make such payment including interest." The explanatory memorandum of the budget documents under the headling-'Rationalisation of the Income Declaration Scheme, 2016' states:"The existing provisions of section 187 of the Finance Act, 2016 provide, inter alia, that the tax, surcharge & penalty in respect of the undisclosed income, declared under the Income Declaration Scheme, 2016 (the Scheme) shall be paid on or before a notified due date. In order to address genuine concern of the declarants, it is proposed to amend the said section so as to provide that where the amount of tax, surcharge and penalty, has not been paid within the due date, the Central Government may notify the class of persons who may make the payment of such amount on or before a notified date, along with the interest on such amount, at the rate of one per cent of every month or part of a month, comprised in the period, commencing on the date immediately following the due date and ending on the date of such payment. Further, the existing section 191 of the Finance Act, 2016 provides, inter alia, that any amount of tax, surcharge or penalty paid in pursuance of a declaration made under the Scheme shall not be refundable. In order to address genuine concern of the declarants, it is proposed to amend the said section so as to provide that the Central Government may notify the class of persons to whom the amount of tax, surcharge and penalty, paid in excess of the amount payable under the Scheme shall be refundable. This amendment will take effect retrospectively from 1st June, 2016".The Income Declaration Scheme, 2016 came into effect from 1st June, 2016. It provided an opportunity to persons who had not paid full taxes in the past to come forward and declare their undisclosed income and assets. Declarations could be made online as well in printed copies of the prescribed form up to midnight on 30th September, 2016. The last date by which declarants under the scheme had to pay up the tax, surcharge and interest due was 30.09.2017. As a consequence, 64275 declarations were filed upto the midnight of 30th September, 2016 with an aggregate of Rs.65250 Crore worth of hitherto undeclared incomes in the form of cash and other assets being declared. The above mentioned scheme provided an opportunity to those who didn't disclose income and pay taxes thereon in the past. The persons declaring the undisclosed income were required to pay tax at 30 per cent of undisclosed income, surcharge at the rate of 25% of the tax and penalty at the rate of 25 per cent of the tax on undisclosed income. The total 45 per cent of the undisclosed income was paid as tax.

Sitharaman calls for more PPPs in Railways infrastructure

The private sector will be involved in speeding up laying railway tracks, rolling stock manufacturing and delivering passenger freight services to increase efficiency of the Railways and help it meet its colossal long-term requirement of Rs 50 lakh crore.Finance minister Nirmala Sitharaman's announcement is significant amid the government's call for wider participation and investment in the infrastructure sector.From asset monetisation and inviting global and long-term investors to the country, to floating the idea of a development financial institution for infrastructure, the role of the private sector was made evident in the budget announcement this year.Sitharaman said the required investment of Rs 50 lakh crore between 2018 and 2030 in Indian Railways cannot be met by public sector expenditure alone. "Given that capital expenditure outlay of the Railways is Rs 1.5-1.6 lakh crore per annum, completing even all sanctioned projects would take decades," said Sitharaman. "It is therefore proposed to use public-private partnership (PPP) to unleash faster development and completion of tracks, rolling stock manufacturing and delivery of passenger freight services."This comes close on the heels of the 100-day action plan of the Indian Railways, which plans to corporatise its seven rolling stock production units and other passenger-facing services."The budget signals welcoming PPP back, categorically in three sectors, namely roads, rail and metro. In railways, PPP is going to be warmly welcomed across segments such as railway electrification, rolling stock, track renewal, container trains and high speed passenger trains," said Vinayak Chatterjee, chairman, Feedback Infra.The budget on Friday pegged capital expenditure of the Indian Railways at Rs 1.6 lakh crore, its highest till date. The operating ratio of the Indian Railways for FY20 is expected to be 95%. Operating ratio is the amount of money the national transporter spends to earn each rupee.The Railways will be encouraged to invest more in suburban networks through special purpose vehicle structures such as the Rapid Regional Transport System proposed on the Delhi-Meerut route, Sitharaman said. Budget 2019: Reforms, revival expected to infuse fresh energy into power industry

NEW DELHI: The government plans major reforms in the power sector, including revival schemes for state distribution companies and fuel-starved power plants that depend on natural gas. A package of structural and tariff reforms is also expected.This is good news for the power sector, which has been dogged by acute financial stress because of fuel scarcity, delayed clearance and poor health of state distribution companies that are usually the monopoly buyers of electricity.Finance minister Nirmala Sitharaman, in her first budget speech, also announced a scheme to invite global companies through transparent competitive bidding to set up mega manufacturing plants in technology areas such as semi-conductor fabrication, solar photovoltaic cells, lithium storage batteries and solar electric charging infrastructure, and provide investment-linked exemptions under Section 35 AD of the Income Tax Act, and other indirect tax benefits.Power and renewable energy minister RK Singh said a revival scheme for gas-based power plants and a tariff policy are in final stages of being drafted, after which they will be sent for Cabinet approval. The industry hailed the budget. "We welcome initiatives and await actualisation of schemes and reforms," said Ashok Khurana, director general, Association of Power Producers.Sitharaman said the government is examining performance of the Ujwal Discom Assurance Yojana (Uday) and it will be improved. She also said the Centre will work with state governments to remove barriers such as cross subsidy surcharges, undesirable duties on open electricity sale and captive generation for industrial and other bulk power consumers. "Besides structural reforms, considerable reforms are needed in tariff policy. A package of power sector tariff and structural reforms would soon be announced," she said.Sitharaman said the government will support private entrepreneurship to encourage farmers to produce energy from solar installations in fields. However, the revenue gap widened in nine months of FY19 to 35 paise, from 26 paise in the yearago period, on higher coal and freight charges, lesser subsidy disbursement by states and ineffective tariff hikes by regulators.Accumulated debt of distribution companies is Rs 3.52 lakh crore, old debt is Rs 2.02 lakh crore and fresh borrowings are at Rs 1.5 lakh crore. SAIL invites global bids for three special steel units

KOLKATA: State owned Steel Authority of India Limited (SAIL) floated a global tender on Thursday inviting Expressions of Interest (EoI) for its three special steel units. This includes the Tamil Nadu based stainless steel unit, Salem Steel, the Durgapur based Alloy Steel Plant and Viveswaraya Iron & Steel Ltd based in Bhadravati, Karnataka.The three units have been part of the government list for strategic disinvestment, following Cabinet nod in 2016.Transaction advisors SBI Capital Markets Limited, said in its preliminary information memorandum that no debt taken for any of the units is proposed to be transferred to any of the divested units. For all the three entities, the debt has been raised by SAIL at the corporate level and the interest costs are allocated to the unit, it said.The last date for invitation of queries through email or physical copy is July 18, while last date for submission of expression of interest physically is August 1, 2019. The memorandum says short lusted bidders will be intimated August 8, 2019.

Budget 2019: Can it be blue print to make India a $5 trillion economy

The Union Budget, the first by the Government in its second term, has outlined several new reform initiatives like big privatization push, relaxation of norms for foreign portfolio investors, further liberalization of foreign direct investment (FDI) policy, a new policy on rental housing and most importantly incentives for faster adoption of next generation technologies such as electric vehicles. It is investment that drives demand, creates capacity, increases labor productivity, increases new technology, and generates jobs. The Budget advocates policies via four pillars of thrust, that can push the Indian economy to a level of US$ 5 trillion - in sync with Prime Minister Modi's vision.The first continues to focus on increasing investment led by government spending. There is a big push for infrastructure spending, promotion of rental housing, simplify archaic rental laws, significant role for private players in railways, introduction of "One Nation One Grid" for affordable power, proposal to have gas and water grids and infrastructure spending to the tune of 50 trillion between 2018 and 2030 for railways. The budget proposes further opening of FDI in aviation sector, media, animation AVGC and insurance sectors in consultation with all stakeholders. 100 per cent FDI will be permitted for insurance intermediaries.The Budget emphasizes on removing critical bottlenecks that hinder the growth of the economy in the second pillar of growth. For ease of access to credit for MSMEs, Government has introduced providing of loans upto Rs. 1 crore for MSMEs within 59 minutes through a dedicated online portal. Creation of a payment platform for MSMEs to enable filing of bills and payment thereof on the platform itself, will play a vital role to eliminate delays in payment.This Budget reinforces the important role that NBFC and HFCs play in credit delivery. Steps are also introduced to allow all NBFCs to directly participate on the TReDS platform. Number of measures are also announced to enhance liquidity access for NBFCs' by permitting investments made by foreign investors and continue getting funding from banks and mutual funds.The primary challenge facing the government is jobs, and the third pillar focuses on jobs creation and type of jobs for the future. This issue is addressed with focus to increase new-age skills like Artificial Intelligence (AI), Internet of Things, Big Data, 3D Printing, Virtual Reality and Robotics, which are the future. 80 Livelihood business incubators and 20 technology business incubators to develop 75,000 skilled entrepreneurs in agro-rural industries will help in alleviating concerns in agriculture and rural economy. The Budget also envisions the Government's efforts to make India as a global hub of manufacturing of Electric Vehicles, Solar storage batteries and charging infrastructure. Efforts to simplify compliance and taxation for Start-ups are also addressed. There are also several measures to promote digital payments further.In the fourth pillar, the Finance Minister rolled out number of steps to boost core areas such as agriculture, healthcare, education, social welfare and rural development. The budget proposes a novel "social stock exchange" for social enterprises and voluntary organizations working for social welfare so that they can raise capital through debt, equity or mutual funds. The Government will extend pension benefits to 3 crore retail traders and shopkeepers who have a revenue of less than ₹1.5 crore. Number of measures for capital markets and IFSC, in consultations with regulators are also proposed. Interoperability of RBI depositories and SEBI depositories for seamless transfer of treasury bills, investor-friendly norms, measure to deepen the corporate bond market and corporate tri-party repo market, disinvestment and several tax benefits for IFSC.With FY2020 fiscal deficit target cut to 3.3 percent from 3.4 percent, the Finance Minister kept the government's fiscal consolidation track record intact and used a variety of measures to bolster the government's revenue efforts. Overall, this is a positive budget, with continued focus on fiscal prudence, boosting infrastructure, augmenting MSME's and NBFC's, improving skill development and focus on next-gen technologies.The Government in its earlier term was largely focused on repairing the stressed banking system and undertaking structural economic resets. Despite this, not only have the economy has registered high growth rates but also ensured low inflation and adherence to fiscal prudence. India has been bright spot in global economy, growing faster than all major economies in the last few years. In this term, the expectation from the Government was that to propel the economy and breaking away from the barriers holding it back. In this regard, the finance minister, in her maiden speech, has delivered a bold budget. The Budget is growth oriented, spurs private investment, keeps government's fiscal consolidation track record intact and uses a variety of methods to bolster the investment cycle led by government spending.(Ashishkumar Chauhan is MD & CEO of BSE)

A Shooting Star on the weekly scale implies the selling pressure is at higher levels, said Chandan Taparia of Motilal Oswal Securities. "The index has failed to surpass its trading range of last seven weeks and got stuck in a wider trading range between 11,600 and 12,000 levels. It has negated the formation of higher lows on the daily scale, but is holding near its key support at 11,761. It has to cross and hold above the 118,50-11,888 zone to stabilise," Taparia said.

NEW DELHI: Chinese smartphone maker Xiaomi has praised the government's move to promote investment by easing local sourcing norms under single brand retail, but said it would not make much difference for the company since it was extensively making in India. The company, which has been the No 1 smartphone seller by shipments, was making its handsets locally since 2015 and had since begun selling in India through its own and operated stores. Presently, it makes locally 99% of the number of phones it sells in India through contract manufacturers."It is a good move by the government to promote more investments. However, as PCBA, battery, chargers and cables locally sourced - nearly 65% of the value of a Xiaomi smartphone is locally sourced - the new regulations does not impact Xiaomi as much," a Xiaomi spokesperson said, adding that the company's Mi TVs and power banks were also locally made.The company added that one of its component suppliers Holitech Technology had invested over $ 200 million USD spanning three years for manufacturing Compact Camera Modules (CCM), Capacitive Touch Screen module (CTP), Thin Film Transistor (TFT), Flexible Printed Circuits (FPC), and fingerprint module locally.Finance minister Nirmala Sitharaman Friday said while announcing the Union Budget 2019 that local sourcing norms will be eased for foreign direct investment (FDI) in single brand retail sector, aimed at attracting higher foreign investment at a time when global FDI flows have slowed but those coming into India have been robust."Global FDI flows slid by 13% in 2018 to $1.3 trillion from $1.5 trillion, as per the world investment report... India's inflows remained strong at $64.37 billion marking a 6% growth over previous year. I propose to further consolidate the gains in order to make India a more attractive FDI destination."
