The epidemic of death from the use of opioids has ceased being a problem affecting the United States alone. The United Nations World Drug Report 2019 warned that Europe and Africa have also begun to suffer from this.
Although the document states that world opium production in 2018 decreased compared with the historical maximum reached in the previous year, this figure is the second largest in the last decade and amounts to 7,790 tons.

Turkish President Recep Tayyip Erdogan has said it would be "robbery" for the United States to deny Turkey the F-35 fighter jets it has bought, according to remarks published in Turkish media.
"If you have a customer and that customer is making payments like clockwork, how can you not give that customer their goods? The name of that would be robbery," the national Hurriyet newspaper quoted Erdogan as saying on Thursday, as Turkey faces potential US sanctions over its purchase of the Russian S-400 missile system.

Turkey's top defence industry official said on Thursday that Russian S-400 air defence missiles would arrive in the country next week, a move likely to raise the prospect of U.S. sanctions.
The Pentagon set July 31 as a deadline for Turkey to drop its plan to acquire the Russian missiles or be expelled from a programme to build and operate F-35 stealth fighter jets. NATO leaders say Turkey's deployment of the S-400s would allow Russia to glean sensitive information on the advanced fighter jets.
There is also bipartisan support in the U.S. Congress to impose sanctions under the Countering America's Adversaries Through Sanctions Act (CAATSA) that would hurt Turkey's already struggling economy.
Libya's civil war has taken a catastrophic turn, plunging the country even deeper into crisis.
An airstrike hit a detention center for migrants on the outskirts of Tripoli, killing at least 44 people, a death toll that is likely to climb. At the time of this writing, it was not clear who launched the airstrike, although the militia led by Khalifa Haftar, known as the Libyan National Army (LNA), is widely suspected. MEXICO CITY (Reuters) - Officers of the Mexican federal police protested on Wednesday against the newly created National Guard, saying their superiors had threatened firings if they did not join the security force, in which they face pay cuts and loss of seniority benefits.
The demonstrations spotlighted the concerns of several hundred officers over being absorbed into President Andres Manuel Lopez Obrador's new militarized police, formed this year to root out gang violence entrenched nationwide.
"They're aiming to keep their jobs, their salaries, their schedules, their bonuses and even their positions once they move on to the National Guard," Ivan Chavez, a lawyer representing a group of federal police, said in an interview on local radio.

WASHINGTON, D.C. -- President Donald Trump's job approval rating, which has been fluctuating between 40% and 43% since early May, was 41% in the second half of June, and includes 29% who strongly approve. Fifty-four percent of Americans disapprove of the president's performance, including 44% who do so strongly.
The June 19-30 Gallup poll, which asked those who approve and disapprove if they hold their opinions strongly or only moderately, found large majorities of both groups feeling strongly about their position. While similar to previous readings, the proportion feeling strongly on each side is at the high end of this measure -- 71% of those who approve feel strongly, as do 81% of those who disapprove.

In 2014-2015, the occupation of Crimea sent Russian President Vladimir Putin's approval ratings soaring to as much as 86 percent and kept them high for a few years. Over the past few months, however, his popularity has steadily declined and reached 66 percent - roughly as much as it was back in 2012-2013, when he was facing mass protests.
This trend is related to the decline in people's real incomes after Russia's recent economic crisis. One event, in particular, contributed greatly to Putin's rising unpopularity: the 2018 decision to raise the retirement age.

Russian President Vladimir Putin said Thursday that the defense minister had assured him that the stricken submarine's nuclear reactor had been contained.
"...The Nuclear reactor on the vessel is completely isolated and unmanned. All the necessary measures were taken by the crew to protect the reactor which is in complete working order," Defense Minister Sergei Shoigu told Putin, according to a Kremlin transcript.
"It's a huge loss for the navy — and for the military overall," Putin said in a televised meeting with Shoigu on Wednesday. Sitting across from each other in the Kremlin, the two men discussed the 14 navy personnel killed in a fire on a deep-sea vessel near Severomorsk.

DUBAI (Reuters) - Iran's intelligence minister has said Tehran and Washington could hold talks only if the United States ended its sanctions and Iran's top authority, Ayatollah Ali Khamenei, gave his approval, state news agency IRNA reported on Thursday.
"Holding talks with America can be reviewed by Iran only If (U.S. President Donald) Trump lifts the sanctions and our supreme leader gives permission to hold such talks," Mahmoud Alavi said late on Wednesday.
"Americans were scared of Iran's military power, that is the reason behind their decision to abort the decision to attack Iran."

British Royal Marines and officials in Gibraltar have detained a supertanker suspected of carrying crude oil to Syria, in breach of European Union sanctions.
Marines from 42 Commando dropped on to the vessel, dubbed Grace 1, via rope from a Wildcat helicopter early on Thursday while others approached on rigid inflatable boats.
Around 16 officers from the Royal Gibraltar Police then boarded the tanker, which was thought to be carrying oil from Iran to a refinery in Banyas, Syria, to supply the regime of Bashar al-Assad.

(BERLIN) — A German woman has been sentenced to five years in prison for membership in the Islamic State group.
The regional court in the southwestern German city of Stuttgart had earlier Friday convicted the 32-year-old defendant of joining a foreign terrorist organization.
The woman, who was identified only as Sabine Ulrike Sch. Because of German privacy rules, lived in Syria from late 2013 to August 2017.
Prosecutors said she married an IS fighter, living with him in houses seized by the group. She allegedly received weapons training between 2014 and mid-2017 and wrote blogs praising life in IS-controlled territory. Her husband died in fighting in 2016.
The woman was captured by Kurdish forces in September 2017 along with the wives of other IS fighters and returned to Germany in April 2018.
(NASSAU, Bahamas) — A helicopter carrying seven Americans to Fort Lauderdale, Florida crashed Thursday off Grand Cay island in the Bahamas, killing everyone on aboard, Bahamian police said.
A statement from the Royal Bahamas Police Force said the helicopter went missing shortly after leaving Big Grand Cay and authorities and local residents later found the crash site two miles off Grand Cay. Police identified those killed as four women and three men but did not provide names.
The Register-Herald newspaper in Beckley, West Virginia, quoted Gov. Jim Justice as saying that one of the people killed in the crash was Chris Cline, whom the newspaper described as a “billionaire mining entrepreneur,” ”coal tycoon” and “benefactor to southern West Virginia.”
“West Virginia lost a super star, without any question,” the newspaper quoted Justice as saying. “A giving, good man. I just love him with all my soul. … As governor, I will tell you we’ve lost a great West Virginian.”
Justice told the newspaper he could not yet officially identify anyone else who died in the crash.
Justice’s spokesman, Jordan Damron, did not return an email or phone call asking for comment Thursday night to confirm his statements.
Bahamian police did not provide a cause of the crash but said an investigation with civil aviation authorities was underway.
(KUALA LUMPUR, Malaysia — “The Wolf of Wall Street” producer and stepson of Malaysia’s former prime minister pleaded not guilty on Friday to laundering $248 million from a state investment fund, becoming the third person in his family charged in the 1MDB scandal that helped end Najib Razak’s government last year.
Riza Aziz was solemn as he appeared in court to be charged with receiving the illicit funds between 2011 and 2012 in the U.S. and Singapore.
The charge sheets said the money was misappropriated from 1MDB and channeled into bank accounts of Riza’s company Red Granite Pictures Inc., which produced films including the Martin Scorsese-directed film starring Leonardo DiCaprio. The 2013 film was nominated for five Academy Awards, including best picture.
The money was transferred from Swiss bank accounts of two companies U.S. investigators identified as being linked to 1MDB into Red Granite’s accounts in the United States and Singapore, according to the charge sheets describing the evidence.
Riza, 42, was released on bail. He was charged with five counts of money laundering and could face up to five years in prison, a fine or both, on each count if he is convicted.
Najib set up the 1MDB fund to finance development in Malaysia when he took office in 2009, but it accumulated billions in debts and U.S. investigators allege at least $4.5 billion was stolen from the fund and laundered by Najib’s associates.
Public anger over the alleged corruption contributed to the shocking election defeat of Najib’s long-ruling coalition in May 2018, and the new government reopened investigations that had been stifled while Najib was in office.
Najib is currently on trial for alleged criminal breach of trust, abuse of power and money laundering linked to 1MDB. He denies the charges. His wife and Riza’s mother, Rosmah Mansor, also has pleaded not guilty to money laundering and tax evasion related to 1MDB but her trial date has not been set.
Riza’s arraignment came a year after he was questioned by Malaysia’s anti-graft agency. U.S. investigators say Red Granite used money stolen from 1MDB to finance Hollywood films. Red Granite has paid the U.S. government $60 million to settle claims it benefited from the 1MDB scandal, and the U.S. returned the money to Malaysia.
Riza’s sister, Nooryana Najwa, has slammed the legal action against her brother.
“Despite the settlement in the U.S. and the fact that alleged wrongdoings occurred entirely outside of Malaysia, the MACC decides to press charges after a whole year of leaving this case in cold storage. He is not a criminal,” she wrote on Instagram, accompanied by a picture of her with Riza taken before his arrest.
A 28-year-old Hong Kong protester was found dead Wednesday near her home, local media reports. The woman, who has been identified only by the surname Mak, is being hailed locally as the fourth “martyr” in a massive protest movement that has seized the semi-autonomous Chinese enclave for the past two months over a controversial extradition bill.
The woman’s family and friends said they decided to make her death public because they believe she would have wanted her message conveyed, local site Stand News reports.
Friends described being shocked by the woman’s death. “A lot of people would say she is a ‘happy nut,'” one unnamed friend told Stand. They also said she had been preoccupied by the protests against the now-suspended extradition legislation. The movement has morphed into a fight to preserve the freedoms that make Hong Kong China’s freest city, as well as push for greater democracy.
Protest paraphernalia, including googles and saline solution to combat teargas, were found on the woman’s bed, her friends and family said.
They added that they believe she clearly intended to signal to the government the protesters’ desperation for a meaningful democratic vote.
“It’s the responsibility of the government to give hope to young people,” a friend reportedly said.
The woman’s death is the fourth to have included a suicide note or other reference mentioning the ongoing political crisis. Last month, in the first of the instances, a 35-year-old man fell to his death from a luxury mall located near the epicenter of the protests while unfurling a banner denouncing the extradition bill. Fellow protesters and mourners erected a shrine in his honor, laying wreaths and origami flowers near the site of his death.
Suicide prevention groups told local media that they have recently been inundated with calls for help related to the protests, and warned of a mental health crisis. Most of the calls have come from very young Hongkongers.
On the apps that protesters use to organize and communicate, many posters have shared messages of emotional support and circulated the numbers of helplines.
On Tuesday, the day after desperate young protesters stormed the local legislature, lawmaker Claudia Mo called on the activists to stay positive and “drop the martyr mentality.”
“I’m sure that you would have seen messages online that some are quite willing, they say, to die for this democracy fight. But we need to remind them it’s not worth it. Time is always on young people’s side,” she said at a press conference.

(MOSCOW) — The nuclear reactor on one of the Russian navy’s research submersibles hasn’t been damaged in a fire that killed 14 seamen, Defense Minister Sergei Shoigu said Thursday, adding that the vessel would be put back into service after repairs.
The Defense Ministry said the 14 seamen were killed by toxic fumes from Monday’s blaze, the navy’s worst accident in more than a decade. It said some others survived the blaze, but there was no information on how many crew members have been rescued.
The ministry didn’t name the vessel, and the Kremlin refused to divulge any details about it, saying the information is highly classified. Russian media reported that it was the country’s most secret submersible, a nuclear-powered research submarine called the Losharik intended for sensitive missions at great depths.
Replying to questions from President Vladimir Putin about the nuclear reactor’s condition, Shoigu said the vessel was designed so that its reactor is fully isolated and autonomous. “The crew also has taken all the necessary action to safeguard the reactor, and it is fully operational,” he said. “That gives us hope that the vessel could be repaired quickly.”
Shoigu, who traveled to the navy’s main Arctic base of Severomorsk Wednesday to oversee a probe into the fire, said the blaze erupted at the vessel’s battery compartment and spread further. He praised crew members for “heroic” actions, saying those who died sacrificed their lives to rescue a civilian expert and to save the ship.
Hundreds of sailors gathered Thursday at Russia’s main naval cathedral in Kronshtadt just off St. Petersburg in the Gulf of Finland to mourn the dead.
The business daily Kommersant reported that most of the seamen were resting and a team of five was on duty when the fire erupted. It said the men were apparently poisoned by toxic fumes from the fire that spread through the ship’s ventilation system.
The fire has crippled a vessel that observers have described as a unique asset with unmatched capability. The Losharik is named after a Soviet-era animated cartoon horse made up of small spheres — a reference to the unique design of its interior hull, reportedly made of interconnected titanium spheres capable of withstanding enormous pressure at great depths.
Media reports speculated that it has claws, manipulators and bottom wheels for rolling on the seabed similar to the U.S. deep submergence vessel, the NR-1, which was mothballed in 2008 after nearly 40 years of service.
But unlike the NR-1 that was designed to dive to 910 meters (3,000 feet), the Losharik was built to go far deeper. Some observers speculated the Losharik was even capable of going as deep as 6,000 meters (19,685 feet), but the claims couldn’t be independently confirmed. Analysts suggested that one of its possible missions could be disrupting communication cables on the seabed.
Such sensitive missions required an elite crew made entirely of officers, most of them senior.
The deadly fire is the most serious Russian naval accident since 2008, when 20 crew members died aboard the nuclear-powered Nerpa submarine in the Pacific Fleet after a firefighting system was accidentally initiated. In Russia’s worst submarine disaster, the Kursk nuclear submarine suffered an explosion and sank during naval maneuvers in the Barents Sea on Aug. 12, 2000, killing all 118 crewmembers. Putin, who was in his first year of his presidency, faced heavy criticism at the time for his failure to immediately interrupt his vacation to deal with the catastrophe.
(WASHINGTON) — The most effective way to fight global warming is to plant lots of trees, a study says. A trillion of them, maybe more.
And there’s enough room, Swiss scientists say. Even with existing cities and farmland, there’s enough space for new trees to cover 3.5 million square miles (9 million square kilometers), they reported in Thursday’s journal Science. That area is roughly the size of the United States.
The study calculated that over the decades, those new trees could suck up nearly 830 billion tons (750 billion metric tons) of heat-trapping carbon dioxide from the atmosphere. That’s about as much carbon pollution as humans have spewed in the past 25 years. Much of that benefit will come quickly because trees remove more carbon from the air when they are younger, the study authors said. The potential for removing the most carbon is in the tropics.
“This is by far — by thousands of times — the cheapest climate change solution” and the most effective, said study co-author Thomas Crowther, a climate change ecologist at the Swiss Federal Institute of Technology in Zurich.
Six nations with the most room for new trees are Russia, the United States, Canada, Australia, Brazil and China.
Before his research, Crowther figured that there were other more effective ways to fight climate change besides cutting emissions, such as people switching from meat-eating to vegetarianism. But, he said, tree planting is far more effective because trees take so much carbon dioxide out of the air.
Thomas Lovejoy, a George Mason University conservation biologist who wasn’t part of the study, called it “a good news story” because planting trees would also help stem the loss of biodiversity. Planting trees is not a substitute for weaning the world off burning oil, coal and gas, the chief cause of global warming, Crowther emphasized. “None of this works without emissions cuts,” he said.
Nor is it easy or realistic to think the world will suddenly go on a tree-planting binge, although many groups have started, Crowther said. “It’s certainly a monumental challenge, which is exactly the scale of the problem of climate change,” he said. And as the Earth warms, and especially as the tropics dry, tree cover is being lost, he noted.
The researchers used Google Earth to see what areas could support more trees, while leaving room for people and crops. Lead author Jean-Francois Bastin estimated there’s space for at least 1 trillion more trees, but it could be 1.5 trillion.
That’s on top of the 3 trillion trees that now are on Earth, according to earlier Crowther research.

(WIMBLEDON, England) — Australian tennis player Bernard Tomic was fined his full prize money of 45,000 pounds ($56,500) at Wimbledon on Thursday for not meeting “the required professional standards” in his first-round loss. Tomic, a quarterfinalist in 2011, lost to Jo-Wilfried Tsonga 6-2, 6-1, 6-4 on Tuesday — a match that lasted only 58 minutes.
“It is the opinion of the Referee that the performance of Bernard Tomic in his first round match against Jo-Wilfried Tsonga did not meet the required professional standards,” the All England Club said in a statement. Tomic can appeal the decision.
After the loss, Tomic was asked if he was happy with the effort he put in. “Next question, please,” was his answer.
Tomic was later asked about being fined $15,000 at the All England Club in 2017 for saying during a news conference that he was “a little bit bored out there” after losing a match. He declined to answer.
Fines for a lack of effort are on the rise in tennis following the introduction of a performance rule in 2018 that aims to deter players who enter tournaments while injured from retiring during first-round matches.
American player Anna Tatishvili was fined $50,000 at this year’s French Open after a 6-0, 6-1 loss to Maria Sakkari of Greece. Sloane Stephens, who won the 2017 U.S. Open title and reached the Wimbledon quarterfinals in 2013, said she wasn’t convinced it was fair for event organizers to decide if a player tried or not. “I think now if the tournaments are going to be their own judge and say, like, and they’re going to do that, then — hmm,” said the ninth-seeded Stephens, who reached the third round on Thursday. “I can’t say I’m 100 percent onboard with that.”
Nick Kyrgios later said it was “a little rough” to take away all the money Tomic had earned by playing in the tournament. “I don’t agree with fining the guy all of his prize money,” Kyrgios said after losing to Rafael Nadal in the second round. “He earned his right to be in the draw. He played the whole year. He’s obviously winning enough to be at the most prestigious tournament in the world. To take all his prize money I think is outrageous.”
Injured players who withdraw before the tournament — allowing someone who lost in qualifying to get into the draw — receive half the amount of first-round prize money.
Tomic was asked if he had any issues with his preparation for the match at Wimbledon. “No,” he said. “Just played terrible.”
(MILAN) — A pair of hikers found themselves trapped by flames after a volcano erupted on the Sicilian island of Stromboli and thought they had escaped to safety but only one of the men survived.
Thiago Takeuti, 35, told Italian news agency ANSA that after Stromboli volcano’s violent eruption Wednesday, he and the friend he was hiking with, Massimo Imbesi, sought safety in an area flames had already passed. “But as we ran through the rocks and lapilli, we fell down. He was breathing with more difficulty. I tried to bring him back, but there was nothing else to do,” Takeuti said.
Imbesi, a 35-year-old Sicilian, was the sole victim of the eruption, which frightened dozens of tourists who jumped into the sea for safety.
Firefighters using helicopters and motorboats continued to douse fires ignited by falling molten material, but said most were under control by Thursday afternoon.
Lipari Mayor Marco Giorgianni told ANSA that about 100 people evacuated Stromboli island after the eruption sent glowing lapilli fragments and lava spewing into the air, setting off the blazes. He temporarily banned hiking excursions. “A part of the island covered with a thick blanket of pumice looks like a post-war scene,” he said.
Giorgianni said electricity had been restored to much of the island and work was underway to bring life back to normal. A team of volunteers cleared volcanic material from the village of Ginostra, which can only be reached by sea on the side of the island opposite from most tourist traffic, ANSA said.

(Bloomberg) — British special forces seized a supertanker off Gibraltar carrying Iranian oil to Syria in violation of European and U.S. sanctions against the war-torn country. Iran responded by declaring the action illegal and summoning the British ambassador to the Foreign Ministry in Tehran to explain the ship’s arrest.
The diplomatic row heightened tensions just as the U.K., France and Germany try to keep the Islamic Republic from walking away from an international deal to prevent Iran developing nuclear weapons. The U.S. quit the pact a year ago, prompting Tehran to make good on an earlier warning that it would exceed the limits on its stockpile of enriched uranium.
While Syrians will feel the immediate impact of halting the crucial oil shipment to the country, the arrested vessel shows the difficulty Iran faces in finding outlets for its crude as President Donald Trump’s administration ramps up sanctions. Iran’s oil production has dropped by 1.5 million barrel a day over the past year, poleaxing the Islamic Republic’s economy.
The Grace 1, able to ship 2 million barrels of crude oil, was intercepted by detachments of Royal Marines and Gibraltarian police, who boarded the tanker from a helicopter and speed boat in the early hours of Thursday morning. The ship is now anchored near Gibraltar, a British overseas territory on Spain’s southern tip that overlooks the strait between the Mediterranean Sea and the Atlantic Ocean.
“We have detained the vessel and its cargo,” said Fabian Picardo, Gibraltar’s chief minister. “This action arose from information giving the Gibraltar government reasonable grounds to believe that the vessel, Grace 1, was acting in breach of European Union sanctions against Syria.”
Gibraltar didn’t say where the crude came from, but ship tracking data compiled by Bloomberg showed the vessel loaded at Iran’s Kharg Island oil terminal in mid-April. Several weeks later, the ship began a journey around the bottom of Africa, passing Cape Town in early June, rather than taking the more direct route through the Suez Canal.
Iran’s decision to lodge a diplomatic complaint shows Tehran isn’t attempting to disavow the cargo’s origin. Seyyed Abbas Mousavi, a spokesman for Iran’s foreign ministry, said on state TV that Britain’s move was “a kind of extraterritorial sanction” that could “escalate tension in the region.”
Britain’s Foreign Office confirmed that its ambassador had been summoned. Earlier in the day, Theresa May’s spokesman had offered London’s full support for Gibraltar’s actions. “We welcome this firm action to enforce EU sanctions against the Syrian regime,” the prime minister’s spokesman, James Slack, told reporters in London. “This sends a clear message that violation of the sanctions is unacceptable.”
The row comes at a difficult time in Anglo-Iranian relations. Last month, London joined Washington in blaming Iran for attacks on two tankers in the Gulf of Oman. The U.K. is also campaigning for the release of Nazanin Zaghari-Ratcliffe, a British woman imprisoned in Iran after being accused of spying.
The Grace 1’s voyage to the Mediterranean was circuitous, providing plenty of time to plan today’s action. The distance from Iran to Syria, sailing around Africa, is about 23,300 kilometers (14,500 miles), compared with just 6,600 kilometers via the Red Sea and Suez Canal. A ship the size of the Grace 1, known as a Very Large Crude Carrier, or VLCC, can’t pass through the canal fully loaded.
VLCCs have the option of transiting the canal by discharging half their cargo, sending the oil through the Sumed Pipeline, and pick it up again in the Mediterranean, but the pipeline’s owners have refused to accept Iranian crude since 2012.
Iran has regularly supplied Syria with crude oil since the country descended into civil war in 2011. Iran backs the government headed by President Bashar Al-Assad, which has been sanctioned for most of this decade due to its bloody crackdown on the country’s civilians. Syria receives Iranian crude despite the embargo. It imported at least 32,000 barrels a day in 2018 and 66,000 in 2017, according to tanker tracking data compiled by Bloomberg.
Gibraltar said Grace 1 was destined for the Baniyas refinery, which is owned by the Syrian government and is subject to both U.S. and EU sanctions. Three of the facility’s underwater oil pipelines were allegedly sabotaged with mines in June, according to Syrian TV, potentially complicating the unloading of cargoes there.

The previous day, German Defense Minister Ursula von der Leyen and the International Monetary Fund’s Managing Director Christine Lagarde were nominated by E.U. leaders for the Union’s two top jobs.
Widdecombe said that the negotiations were not democratic, and were one of many reasons that Britain was right to be leaving the Union on Brexit’s recently-updated date of October 31, 2019. “If that’s this place’s idea of democracy that’s a serious betrayal of every country represented here,” she said.
“There is a pattern consistent throughout history of oppressed people turning on their oppressors, slaves against their owners, the peasantry against the feudal barons, colonies against empires, and that is why Britain is leaving,” Widdecombe added, standing next to Farage. “It doesn’t matter which language you use, we are leaving and we are pleased to be going. One fellow Brexit MEP tweeted saying that Widdecombe’s speech prompted “tears in my eyes” and that the veteran politician represented the “ignored majority.” However, other MEPs were reportedly emotional for rather different reasons. “Some British MEPs were in tears listening to Ann Widdecombe’s rant in the European Parliament today. It is one of the most shameful episodes I have witnessed in my five years there,” Green MEP Molly Scott Cato said in a statement provided to TIME. “Anybody who values our place in the world will hang their head in shame after witnessing this humiliating incident.”
It’s not the first time Widdecombe has courted controversy. Earlier this month, the 71-year-old suggested that science could “produce an answer” to being gay, leading to cancelations of several scheduled public appearances. During her time as U.K. prisons minister in the 1990s, she defended a policy that forced pregnant women prisoners to be chained up to prevent escapes and in 2009, she condemned a proposed E.U. energy policy by denying the existence of climate change.

In turn, this requires sustaining a real GDP growth rate of 8% a year. What are the ingredients of a model that can generate such growth?The overwhelming evidence, especially from East Asia, is that such high growth rates have only been sustained by an economic model driven by a virtuous cycle of savings, investment and exports supported by a favourable demographic phase. As discussed in the latest Economic Survey, India has already entered a period with a high share of workingage population, & will remain in this 'demographic dividend' phase for over two decades. However, favourable demographics is not sufficient.Broth for GrowthCross-country data shows that sustained high growth has always been driven by investment. Indeed, a GDP growth rate of 8% will typically require an investment effort in excess of 35% of GDP. Investment, especially private investment, is the 'attractor' that drives demand, creates capacity, increases productivity, introduces new technology, allows creative destruction and generates jobs.East Asia is the most recent example of this investment-driven model. But western Europe did the same during post-World War 2 reconstruction, as did Britain in the 19th century. (London still relies heavily on Victorian infrastructure.)Note that this is a departure from conventional economic thinking that tries to solve individual problems in silos. Instead, the Economic Survey argues for a virtuous cycle driven by asingle key driver.Importantly, international experience is that a high investment effort must be backed by domestic savings. Foreign investment can provide additional funds, technology and international value chain linkages. But bulk capital always comes from domestic savings. Foreign direct investment (FDI) seems to be complementary to domestic savings rather than a substitute. (This is an extension of the well-known Feldstein-Horioka puzzle.)International data shows that savings are insensitive to real interest rates, except in extreme conditions. Instead, savings are driven by demographics and income growth. This means that when demographics is conducive, it is possible to trigger a virtuous cycle of savings-investment growth. Notice how the relative insensitivity of savings to interest rates provides a key degree of freedom that can be exploited to structurally lower cost of capital.Investment-led growth has its own constraints. First, consumption cannot be the primary driver of demand, since it requires high domestic savings. So, who provides the final demand for the large capacities created by high investment? Exports. This is why an aggressive export strategy must be a part of any investment-driven growth model.While it is true that world trade is currently facing some disruptions, India's share in global exports is so low that it should focus on market share. One could even argue that the current disruptions provide an opportunity for India to insert itself into global supply chains. The High Level Advisory Group, chaired by Surjit Bhalla, will shortly submit its report on how India can sharply increase exports.Running the CycleSecond, the investment-led growth model implies an expansion in the financial system by an order of magnitude — both banks and capital markets. In turn, this runs the risk that such a rapid expansion could be disrupted by a major financial crisis that derails the savings-investment dynamic. This is no idle concern as illustrated by the Asian Crisis of 1997-98.Some Southeast Asian countries appeared to be recreating the East Asian miracle in the 1990s, but were unable to sustain the virtuous cycle because of large-scale misallocation of capital. India's recent effort to clean up the banks and establish a bankruptcy process should be seen as valuable investment in this context.If India had attempted to press the accelerator five years ago, it would have almost certainly have been hit by a major financial crisis in a few years. Painful as it may have seemed, the banking sector clean-up and the introduction of the new bankruptcy framework are important foundations that will now prove valuable.Economic Survey 2019 highlights many key reforms needed to trigger investment-driven growth, ranging from unshackling small and medium enterprises from the mindset of 'dwarfism', to the use of real-time data for feedback loops. Nonetheless, speeding up the legal system must be top priority, as contract enforcement is now arguably the single biggest issue constraining private investment.It is commonly assumed that case pendency is a large, insolvable problem.But the Survey shows that 2,279 additional judges in lower courts and 93 in high courts would be enough to reach 100% care clearance rate (zero accumulation) at even current productivity levels. Moreover, the efficiency gains needed to clear the backlog within five years are large, but not unachievable. NEW DELHI: The Competition Commission of India (CCI) has ordered a detailed probe against carmaker Maruti Suzuki for alleged resale price maintenance arrangement with dealers.Generally, resale price maintenance refers to an arrangement between a buyer and seller wherein the resale price is stipulated by the seller.It is alleged that dealers of Maruti Suzuki India Ltd (MSIL) in a particular region are not permitted to give extra discount to their customers & if a dealer is found offering discounts more than the permitted level, a penalty is levied, according to CCI.The commission, in a 10-page order, said that the present matter arised after an e-mail was sent by a purported dealer anonymously against MSIL, alleging resale price maintenance resorted to by the carmaker in certain areas.It is also alleged that a similar discount control policy is implemented by MSIL across India - specifically, in the cities where more than five dealers operate in a single city.MSIL, in its response, had stated that it does not exercise control or supervision over the dealers, except to maintain a balance between satisfaction of consumers and uniformity in schemes.Besides, there is no clause in dealership agreement which allows it to levy penalty on the dealers for providing discounts higher than those prescribed, the auto giant said.When contacted by PTI, Maruti Suzuki spokesperson in a statement said, "We have seen the order on the CCI website. We are examining the same."Further, though MSIL argued that there is no agreement between MSIL and its dealers which amounts to imposition of discount control policy, the commission is of the view that such a plea is misconceived since as per Competition Act, "agreement" includes any arrangement or understanding whether or not such arrangement, understanding or action is intended to be enforceable by legal proceedings.The commission has perused the anonymous e-mail along with the attachments, response of MSIL and affidavit filed on behalf of MSIL.The CCI order further said that MSIL's submission that there exists no agreement to control discounts, is devoid of substance and merits rejection.Accordingly, the commission is of the considered opinion that a detailed investigation is required to be ordered as allegations prima facie reveal a fit case for investigation in respect of the alleged resale price maintenance arrangement put in place by MSIL upon its dealers.The Commission has asked its investigation arm, director general to complete the probe within 150 days on the receipt of the order.
Economic Survey 2019 usually contains certain pointers to what may come in the Union Budget.The survey, written by Chief Economic Adviser Krishnamurthy Subramanian and tabled in Parliament by Finance Minister Nirmala Sitharaman, has set a target of achieving a sustained 8 per cent growth rate on the back of investments to support exports-led growth to achieve the Prime Minister's goal of making India $5 trillion economy by 2024-25.Should Friday's Union Budget take the same line, here are 10 things you can expect the FM to deal with.1) Consumption and Investments: The survey said investment can be a 'key driver' of simultaneous growth in demand, jobs, exports & productivity. It said India needs to almost double its annual spending on infrastructure to $200 billion and the real challenge lies in harnessing private investment.What to expect: Antique Stock Broking believes the government would spur consumption by increasing disposable income by tweaking tax slabs. Budget is expected to support rural demand by increasing allocation to various rural centric schemes.2) Jobs and MSMEs: In the chapter titled 'Nourishing Dwarfs to become Giants: Reorienting policies for MSME Growth', the Survey observes that once small firms know that they would receive no benefit from continuing to remain small despite ageing, their natural incentives to grow would get activated. This will generate economic growth and employment. "According to the extant policy, certain targets have been prescribed for banks for lending to the micro, small and medium (MSME) sector that exacerbates perverse incentives to firms to remain small," the survey said.What to expect: According to Elara Capital, the main thrust of Modi 2.0 Budget is expected to be agriculture, MSME and water sectors. "We expect the BJP election manifesto to guide new spending priorities. Among key schemes, we expect the government to announce collateral-free loans of up to Rs 50 lakh for entrepreneurs, a scheme for providing short-term agriculture loan of up to 0.1mn at 0 per cent interest rate for a tenure of 1-5 years, sugar subsidy for below poverty line (BPL) families, pension scheme for small and marginal farmers and a revamped scheme for piped water supply to rural households apart from announcement of expansion of Pradhan Mantri Kisan Samman Nidhi Yojana to all farmers," the brokerage said.3) Push to reforms: The Survey said the moderation in growth momentum was mainly on account of lower growth in agriculture, trade, transport communication and services related to broadcasting, among others.What to expect: Agricultural reforms (on contract farming, marketing reforms etc) may be announced in order to achieve the government's stated objective of doubling farmer income by 2022, according to Antique Stock Broking.4) Boost to infrastructure: Terming highways as a catalyst for economic growth, the Economic Survey said private sector investments in the sector remained 'tardy' as such investors are interested in putting their money only on a short-term basis.What to expect: Brokerage Prabhudas Lilladher believes tax-free bonds may be reintroduced to fund long-term infrastructure projects.5) Fiscal deficit: The survey estimated fiscal deficit for 2018-19 at 3.4 per cent, the general fiscal deficit -- Centre and states combined -- at 5.8 per cent in 2018-19, down from 6.4 per cent in the previous fiscal.What to expect: Prabhudas Lilladher expects slight slippage in fiscal deficit target from earlier estimates of 3.4 per cent (Interim Budget) given the social agenda and need to pump-prime the economy amid slowdown in demand.6) Banking and NBFCs: The survey said performance of the banking sector has improved as bad loans declined in last fiscal, but financial flows are constrained due to a fall in money raised from capital markets and stress in the non-banking financial sector.What to expect: B Gopkumar, ED & CEO, Reliance Securities said elevated banking sector NPAs and defaults on debt repayment in the non-banking finance sector (NBFC) has created a crisis in the financial sector. Infusing more capital into the public sector banks, removing roadblocks for speedy resolution of IBC cases and incentivising banks to buy good quality NBFC assets may ease the financial sector woes. Similarly, focusing on shadow banking and housing finance companies by creating a liquidity pool would act as a catalyst for growth. 7) Disinvestment target: The Finance Ministry has made progress in strategic sale of 28 state-owned companies, of which three have already been sold off in the previous fiscal. "Progress was made in respect of the 28 cases of Strategic Disinvestment approved by the Government, which are at different stages, with three companies strategically sold off during FY 2018-19, namely, Hospital Services Consultancy Corporation, Dredging Corporation of India (DCIL) and National Projects Construction Corporation (NPCC)," the Survey said. What to expect: Disinvestment target for FY19 of Rs 80,000 crore was achieved with considerable support from sales within PSUs. Interim Budget had proposed a disinvestment target of Rs 90,000 crore which Prabhudas Lilladher believes might be increased to Rs 1,00,000 crore.8) Rural distress: The Survey highlighted that there is a need to develop a realtime indicator of rural distress by using data related to work demand by MGNREGA workers.What to expect: Gaurav Dua, Sr VP, Head – Strategy & Investments, Sharekhan by BNP Paribas, said the government is expected to propose measures to boost consumer demand and ease rural stress to support the economy. The fiscal stimulus could be in form of higher government spending on infra development, which positively impacts core sectors like cement, steel and construction and has trickle-down effect on incomes and consumption. 9) Water management: The Weather Department has projected less rains in some region which could affect the crop production in those areas, the Survey said. It also called for framing new policies to improve water use efficiency in the agriculture sector.What to expect: Market experts are expecting thrust on improving drinking water availability and river linking. "If Swacch Bharat was key focus of Modi during his first tenure, the "Nal se Jal" is likely to be the focus during his second tenure," said Elara Capital. 10) Updates on smart city: The Survey also showed that projects worth over Rs 2.05 lakh crore are proposed in 100 cities under the Smart Cities Mission and a significant progress has been made in terms of implementation of these projects.What to expect: B Gopkumar forsees a rise in capex of railways and defence, higher allocation to smart cities and rural electrification schemes.(With inputs from PTI)
MUMBAI: Tata Motors has decided to implement periodic production cuts at its passenger-car plants and focus on retail sales to prop up dealerships amid an industrywide slowdown in passenger vehicle sales.Mayank Pareek, president of Tata Motors' passenger vehicle division, told ET in a recent interview that the company has also increased dealer margins to about 5.8%—which is about 200 basis points higher than the industry average— to ensure its channel remains healthy.Pareek said the company is aiming to reduce factory inventory to less than 1,000 units of cars in July, and the overall inventory to 21 days at the dealerships by September.Tata Motors is the country's largest commercial vehicle maker and the fourth largest manufacturer of passenger cars. It sells the popular compact SUV Nexon. Pareek did not disclose which plants would implement the periodic production cuts.In India, automobile manufacturers report only wholesale numbers, or units sold by manufacturer to dealers. 70082022 This does not reflect the actual number of units sold by vehicle dealers to consumers, which is called retail sales. In the absence of retail sales figures, wholesale numbers are used as yardstick to measure performance of automakers and have a bearing on share prices."We're changing our focus from wholesale to retail. The wholesale despatch is not a real reflection of the demand in the market place. Retail is the real sale," Pareek said.The problem of inventory accumulation in the auto industry started around September last year, when factors including high fuel cost, liquidity deficit in the lending system, and high insurance costs kept car buyers away. However, manufacturers refrained from taking production cuts and the mismatch between production and sales led to an inventory pileup.Inventory with car dealers peaked to an average of up to 60 days during this period before easing to 40-45 days at the end of May, as per data from the Federation of Automobile Dealers Associations (FADA).ET had reported in May that high cost of doing the business along with rising inventory has pushed hundreds of dealerships out of business. "Industry had oversold about 12-15% vehicles (to dealers)," Pareek said.According to experts, manufacturers' focus on meeting their wholesale targets with disregard for actual retail on ground is the primary reason for the excess inventory.Tata Motors, which had outpaced the market for the best part of the last three years, has registered doubledigit decline in sales for four consecutive months to June this year in wholesale despatches. However, its retail sales are higher than despatches.Tata Motors is not alone in cutting production. In recent months, every other manufacturer, including market leaders Maruti Suzuki and Hyundai, have observed this step. However, Mumbai-based Tata Motors is the first to report retail sales numbers along with wholesale.As per the company's regulatory filing to the stock exchanges, it observed four noproduction-days in May this year and about a week in June to adjust for the excess inventory. Consequently, its wholesale dispatches reduced by 30.2% from a year ago to 36,945 units during the April-June period.
MUMBAI: The Air France-KLM combine is open to other commercial partnerships in India after Jet Airways' grounding, senior executives of the megacarrier said on Wednesday. "We will continue to look for opportunities to serve the Indian market better," Welmer Blom, Air France-KLM's senior vice president for India, Middle East and the Gulf, told ET.While the Franco-Dutch airline is yet to identify potential partners, it is increasing capacity to the country by 25% to 1 million seats in the winter schedule starting October.EXPANSION PLANSThe expansion includes daily flights to Mumbai and Delhi and new flights to Bengaluru. It will also include new products such as the Boeing 787 Dreamliner plane deployed by KLM on the Bengaluru-Amsterdam route and the Airbus A350 aircraft by Air France on the Mumbai-Paris sector.In December 2017, the Air France-KLM combine had signed a pact with Jet through which the airlines aligned inventory and networks and sold each other's tickets. It gave Jet access to more than hundred locations in Europe as well as to the US through Air France-KLM's pact with Delta Air Lines.After Jet ran into cash flow problems last year, its owner Naresh Goyal tried to woo both Air France-KLM and Delta Air Lines for a stake purchase, but without success.Both Blom and Jean - Noel Rault, general manager Air France–KLM for the Indian sub-continent, said Jet's grounding left 80,000 passengers, booked on shared flights between the airlines, in the lurch. Flight occupancies "reached the skies" and both had to operate extra flights and deploy bigger planes to accommodate passengers.They bought tickets on other airlines when passengers couldn't be accommodated on their own flights, said Blom and Rault.

Apart from the knee-jerk reactions that the market may see, Budget may largely remain a non-event for Dalal Street.We recommend traders not to chase intraday rallies and protect profits at higher levels. Bengaluru: Chinese short-video app TikTok shares user data of Indians with China and helps spread "fake news" and "malicious content" in the country, two parliamentarians alleged on Thursday, after another member of Parliament made a similar claim earlier this week.Pinaki Mishra, the Biju Janata Dal MP from Puri, and Jayadev Galla of the Telugu Desam Party representing the Guntur constituency, raised these concerns in Parliament about Chinese startup Byte-Dance, which is the parent of Tik-Tok and regional language social networking app Helo. It is one of the most valued startups globally. "India has a neighbour who is hell-bent on collecting data and information from India. This is not going to benefit India but (it's) for their own benefit, their future," Mishra said, urging the government to implement a data protection law.Galla, an industrialist in Andhra Pradesh, also called for a ban on TikTok and similar applications that pose a threat to India and its democratic process. Mishra said the Rashtriya Swayamsevak Sangh's (RSS) economic wing — Swadeshi Jagran Manch — had written a letter to PM Narendra Modi on how ByteDance engaged in "nefarious" activities."Information and data are the new oil of the 21st century. This is how society is going to be driven forward. So, whoever controls data will be in a powerful position to control our lives," he said. MUMBAI: The Congress and Prakash Ambedkar-led Vanchit Bahujan Aghadi (VBA) are unlikely to join hands for contesting the upcoming Maharashtra assembly election given a virtual re-run of the talks that took place in the run-up to the Lok Sabha polls and failed to fructify.The VBA has given the Congress a proposal that it is ready to leave 40 seats for the latter to contest in the 288-seat state assembly, as it plans to contest the rest of the seats. This offer is clearly going to be rejected by the Congress, according to people aware of the matter, because the Congress already has 40 MLAs in the state assembly and it usually contests more than 170 seats. Besides, the offer leaves no scope for seat-sharing with the Nationa-list Congress Party to form a three-way opposition alliance."It is clear that the offer is not going to be accepted. They know it is impossible to accept such as offer, which is why they are giving it to us, knowing that we are going to reject it," said a Congress leader, who did not wish to be identified.Talks with the VBA seem to be following the same path as in the run-up to the Lok Sabha polls, the leader said. "When we talked to them before the Lok Sabha polls too, they came up with weird demands like asking us how we were going to put the RSS under the Constitution.We asked Ambedkar what it meant and he refused to clarify and eventually the alliance did not happen," he said.He said Ambedkar was taking advantage of the fact that the Congress and the NCP were desperate for an alliance and not the other way around.
