The NSA's much maligned phone data collection program was dealt another blow Wednesday, after it emerged it had collected call and text records it wasn't authorized to obtain - the second time such an incident has occurred.

A massive surge in cocaine production has flooded markets around the world, according to the United Nations Office on Drugs and Crime (UNODC).

Chinese military analysts predicted on Sunday that more unmanned transport aircraft could join the Chinese military logistics arsenal for long-range and heavy delivery in the future, as the Chinese military recently made breakthroughs in the heavy cargo delivery exercise with an unmanned transport plane.
Jointly held by the National Defense University of the People's Liberation Army (PLA) and the state-owned China Aerospace Science and Technology Corporation, an aerial delivery exercise took place recently in Zhangye, Northwest China's Gansu Province, China Central Television (CCTV) reported on Thursday.
Israeli officials believe Russia is responsible for disturbances to the Global Positioning System (GPS) signal covering the airspace at Israel's Ben Gurion airport, Israeli radio reported Thursday.
The GPS signal used by pilots in Israeli airspace has been experiencing interference for the past three weeks, according to a statement from the Israeli Airports Authority.
The interruptions have a major impact on certain aspects of piloting a plane, and on air traffic management, the statement said.
The Airports Authority said planes approaching Ben Gurion airport, which lies about 15 kilometers east of Tel Aviv, are now making use of an Instrument Landing System (ILS) approach to land, which uses radio signals to guide navigation instead of satellite data. ILS approaches are used daily by airports worldwide.
SHANGHAI (Reuters) - More than half Chinese consumers have avoided buying anything made in the United States in support of their country in an escalating trade war, a survey suggests, posing a "significant" risk to U.S. companies.
The poll, conducted by London-based advisory firm Brunswick which surveyed 1,000 Chinese consumers, said 56% of respondents had said they had avoided U.S. products, while 68% said their opinion of American firms had become more negative.

A Chinese aircraft carrier group was passing through the strategically sensitive Taiwan Strait on Tuesday, according to the authorities in Taipei.

Prime Minister Justin Trudeau intends to raise the issue of the yesterday's suspension of Canadian meat imports by China with President Xi Jinping at the G20 summit this week.
A Canadian official not authorized to speak on the record told iPolitics that Trudeau wants raise the issue with the Chinese leader if he has the chance to speak to him, either in a bilateral meeting or informally.
No one-on-one meeting between the leaders of Canada and China has been scheduled yet, although the source noted that such a thing would typically be finalized the day of. The two figures, as well as other global leaders, are travelling to Osaka, Japan, for this year's G20 event.

WASHINGTON/GENEVA (Reuters) - U.S. President Donald Trump said on Wednesday that he was "not talking boots on the ground" should he take military action against Iran and that he had "unlimited time" to try to forge an agreement with Tehran.
Iran suggested it was just one day from breaching a limit in the 2015 nuclear deal that restricted its stockpile of uranium, a move that would pressure European countries aiming to be neutral to pick sides.
The fate of the multilateral nuclear deal, under which Iran agreed to curbs on its nuclear program in return for relief from economic sanctions, has been at the heart of the U.S.-Iran dispute which took on a military dimension in recent weeks.
Venezuela's government offered what it said was new proof of a series of planned coups led by National Assembly President Juan Guaido and more than two dozen other people, including many retired military and police officers.

Angela Merkel has been seen shaking uncontrollably for the second time this month as fears grow for the 64-year-old German Chancellor's health.
Mrs Merkel's arms and body could be seen noticeably trembling as she met Germany's President Frank-Walter Steinmeier today.
For around two minutes, she continually folded her arms in an apparent attempt to stop her hands and body from violently juddering.
Close-up footage showed the difficulty she was having trying to keep the quivering under control as she gripped her arms together.

(CANBERRA, Australia) — Australia’s prime minister said he has discussed the disappearance of an Australian student in North Korea with other world leaders attending the Group of 20 summit and accepted offers to find out what has happened to him.
Prime Minister Scott Morrison said the plight of Alek Sigley had been raised with him by world leaders attending the meetings in Osaka, Japan, including Japanese Prime Minister Shinzo Abe.
“We’re talking to our partners in that part of the world to get to the bottom of what has occurred here,” Morrison told Nine Network television.
“It’s obviously very concerning. I’m very concerned about it. We’ve had a lot of sympathy also expressed and willingness to assist by other countries,” he added.
Morrison, who dined with President Donald Trump on Thursday night, declined to say which government leaders he had discussed the disappearance with and what help had been offered.
Australia has diplomatic ties with North Korea but does not have an embassy there. The Swedish Embassy in Pyongyang offers limited consular help to Australians.
Sigley, a 29-year-old Pyongyang university student and tour guide, has been out of contact since Tuesday and some media reports say he was detained. Official media in North Korea haven’t mentioned an arrest.
His Japanese wife Yuka Morinaga, 26, said she usually speaks to him daily by WhatsApp from her home in Tokyo, but had not heard from him since Monday.
Morinaga, a software developer who married Sigley in a lavish ceremony in Pyongyang last year, told News Corp. she was “very concerned.”
“We don’t know what’s happened,” Morinaga said. “We don’t even know if he’s been detained or not.”
“Some people might say he’s naive because he’s very pure and believes in … doing good,” she added.
Sigley’s family sad on Friday they had shuttered his social media accounts “to limit unnecessary speculation and commentary on those channels.”
“He remains out of digital contact with friends and family, and Australia’s Department of Foreign Affairs and Trade continues to seek clarification as to his whereabouts and welfare,” a family statement said.
“Alek’s family and friends hope to hear from him soon,” the family added.
Australia advises people to reconsider their need to travel to North Korea due to how its laws apply to foreigners and says foreign visitors have been subject to arbitrary arrests and long-term detentions.
North Korea has been accused in the past of detaining Westerners for slight infractions and using foreign detainees as political pawns to gain concessions. As the country pursued diplomacy with the United States last year, it released three American detainees in what the nation’s propaganda described as a gesture of goodwill.
Leonid Petrov, an Australian National University expert on North Korea and friend of Sigley, suspected that the missing Australian had been “deliberately cut off from means of communications” temporarily because Trump was in the region.
“I know Alek well and he has been always on Facebook, on Skype and he is very proactive in the media,” Petrov said.
“In the context of what is going on on the Korean Peninsula right now — President Trump is in Japan today, going to be in South Korea on Sunday, potentially going to the Demilitarized Zone — I believe tensions and security measures are heightened both in South and North Korea,” he said.
“I think that North Koreans potentially might have decided to shut down his blog, his Facebook account because the information coming out of North Korea … is unprecedented. Normally North Korea is a closed book,” he added.
In a video appeal, a Hong Kong pro-democracy party urged world leaders assembling today at the G20 Summit to push China on a controversial bill that has ignited a political crisis in the semiautonomous enclave.
Joshua Wong, the international face of Hong Kong’s democracy movement, published the video on his Facebook page Thursday. He and two other members of his Demosisto political party appealed to the foreign nations in English, Japanese and German.
“Hong Kong has always been a safe harbor from China’s abusive system, but now the ‘World City’ is under threat,” Demosisto member Agnes Chow says in Japanese in the video, which includes trilingual subtitles.
The video comes as millions of Hong Kong residents have taken to the streets this month over an extradition bill that has now been suspended but that protesters want altogether scrapped. They blocked roads and stormed the justice secretary’s office on Thursday in the latest bout of unrest.
The demonstrators are hoping to use the G20 summit in Japan over the weekend to elevate the plight of Hong Kong, and get the political crisis put on the agenda. Earlier in the week, protesters ran a marathon circuit of foreign consulates, including those of the U.S., U.K., Japan and France, soliciting their backing in the push for greater political freedom in the city. As night fell, as many as 10,000 rallied at City Hall while representatives read out calls for the withdrawal of the bill in Korean, French, Spanish and other languages of the G20 nations. Beijing has said it would not tolerate discussions of the topic at the summit.
“The upcoming G20 summit and the meetings between political leaders and [Chinese] President Xi [Jinping] are a key opportunity to address the hard line policy from Beijing to Hong Kong,” Wong Yik-mo, a Demosisto member and vice-convener of the group that organized the City Hall demonstration, says in the video appeal. “We implore citizens of the world to deliver our concerns to your government.”
Though Hong Kong’s leader has indefinitely suspended the extradition bill, protestors continue to take to the streets to demand a full withdrawal, as well as an independent investigation into the police’s use of tear gas and rubber bullets to disperse demonstrators on June 12 and a retraction of the government’s characterization of some protestors as rioters.
In a separate call to action, Demosisto co-founder and former lawmaker Nathan Law urged President Donald Trump to broach Hong Kong’s struggle when he meets with Xi in G20.
“We hope President Donald Trump knows what matters most to Hong Kong: Our continued stability and prosperity depends on the limitation of Beijing’s interference, so we do not live in fear,” Law wrote in open letter addressed to Secretary of State Mike Pompeo.
Protestors also raised about $700,000 on a crowdfunding platform this week to run advertisements about the bill in major newspapers around the world.
Full-page calls to “Stand with Hong Kong at G20” were published in the New York Times, the Globe and Mail and Germany’s Süddeutsche Zeitung, and more are set to appear in additional papers Friday.
The Dalai Lama, who has lived in exile in India since fleeing Tibet during a failed uprising against the Chinese government 60 years ago, also chided Trump’s foreign policy. “When he became president, he expressed America first. That is wrong. America should take global responsibility,” the spiritual leader said.
In a March interview with TIME, the Dalai Lama said that Trump’s “America first” policy made him “uncomfortable.”
The exiled leader’s criticism of Trump, who he said has not requested a meeting with him, is a departure from his cordial relationships with past U.S. presidents. He has been received by every president since meeting George H. W. Bush at the White House in 1991.
The Dalai Lama also had warm encounters with Bill Clinton, George W. Bush and most recently, Barack Obama, whom he had a number of closed-door meetings with and called “a powerful example of what it means to practice compassion.”
Besides speaking on Trump, the Dalai Lama also weighed in on other topics, including Europe’s migrant crisis. “Keep Europe for Europeans,” he said, adding that the E.U. should provide education and training for refugees but that they should then return to “their own land.”
(OSAKA, Japan) — President Donald Trump opened his most consequential trip of the year by plunging into a series of high-stakes meetings at an international summit in Japan on Friday by pushing allies on both trade and defense spending.
Trump sat first with the G20 summit’s host, Japanese Prime Minister Shinzo Abe followed by India’s prime minister, Narendra Modi. Talks with German Chancellor Angela Merkel will follow before Trump holds his first meeting with Russian President Vladimir Putin since the special counsel found extensive evidence of Russian meddling in the 2016 U.S. election.
“We’ll be discussing trade, we’ll be discussing military,” among other items, Trump said as he sat across from Abe for their discussions. He joked about his previous trip to Japan, in May, when he presented an award to a sumo wrestling champion in Tokyo.
“Everybody’s talking about it all over the world,” Trump claimed.
Moments earlier, as Abe officially received Trump, the president waved over his daughter Ivanka Trump and son-in-law Jared Kushner, both senior White House aides, to pose with him for the official welcome photo. Trump and Abe were later joined by Modi, who a day earlier was the target of a Trump tweet complaining about tariffs. The portion of the meeting open to reporters was convivial: at Trump’s urging, the three leaders engaged in a group fist bump.
Abe and Trump discussed trade and North Korea, while the three leaders spoke about enhanced security cooperation in the South China Sea and Huawei, the Chinese telecommunications giant that Trump has put on a blacklist and is viewed as a national security threat because of the possibility that its equipment could be used for cyberespionage.
But the day’s main event will be Trump’s first public meeting with Putin since the Helsinki summit last July in which Trump refused to side with U.S. intelligence agencies over his Russian counterpart.
Trump said in advance that he expected a “very good conversation” with Putin but told reporters that “what I say to him is none of your business.” His aides have grown worried that Trump could use the meeting to once again attack special counsel Robert Mueller’s probe on the world stage, particularly since Mueller recently agreed to testify before Congress next month.
Senate Democratic leader Chuck Schumer pressed the president to directly challenge the Russian leader on election interference and send a signal “not merely to Putin but to all of our adversaries that interfering with our election is unacceptable, and that they will pay a price — a strong price — for trying.”
The United States and Russia are also on opposing sides of the escalating crisis with Iran, which shot down an American drone last week. Trump nixed a possible retaliatory air strike and stressed Friday that the “there’s no rush. There’s absolutely no time pressure” to ease the tension with Tehran.
Trump has complained in recent days that the U.S. military alliance with Japan is one-sided, said Germany was taking advantage of the U.S. on support for NATO and tweeted that India’s tariffs on the U.S. “must be withdrawn!” Trump also meets Friday with Brazil’s President Jair Bolsonaro, whom the American leader has come to view as a populist leader in his own image.
Japanese Chief Cabinet Secretary Yoshihide Suga on Thursday brushed off Trump’s complaints that the Japan-U.S. security pact unfairly puts the burden only on the U.S. side, calling Trump’s remarks “irrelevant” and saying the obligations are balanced.
While Trump is in Asia, the Democrats vying to replace him next year held their first primary debates. Trump pronounced the opening night Wednesday to be “boring” and was due to be in summit meetings during part two on Thursday night.
Trump’s meeting with Putin will be the leaders’ first extended conversation since the two met in Helsinki, Finland, nearly a year ago. That’s when Trump set off an uproar by declining to say he believed the U.S. intelligence services’ conclusions over Putin’s denials of election interference.
The Mueller report did not establish a criminal conspiracy between Trump associates and the Kremlin to sway the outcome of the election. The finding lifted a cloud over the White House even as tensions have increased between Washington and Moscow. While Trump has long placed a premium on establishing close personal ties with Putin, his government has increased sanctions and other pressures on the Russian government.
At a summit last November in Argentina, Trump canceled what would have been the leaders’ first post-Helsinki meeting after Russia seized two Ukrainian vessels and their crew in the Sea of Azor. Those crew members remain detained, yet Trump — who did briefly greet Putin in Buenos Aires — has opted to forge ahead with the meeting, which will likely include discussions about hotspots in Iran, Syria and Venezuela, as well as nuclear weapons.
The leaders last year announced their withdrawal from a key arms control pact, the 1987 Intermediate-Range Nuclear Forces Treaty. It is set to terminate this summer, raising fears of a new arms race. Another major nuclear agreement, the New Start treaty, is set to expire in 2021 unless Moscow and Washington negotiate an extension. Along with arms control frictions, Russia’s annexation of Crimea and its support for a separatist insurgency in eastern Ukraine also weigh heavily on Russia-U.S. relations.
But the backdrop, as always, will be Russia’s 2016 election interference.
Putin has denied that Russia meddled in the American election to help Trump win, even though Mueller uncovered extensive evidence to the contrary. That included a Russian military intelligence operation to break into Democratic Party emails and efforts by a “troll farm” to spread divisive rhetoric and undermine the U.S. political system by using phony social media accounts.
At the news conference that followed the Helsinki summit, Trump responded to a reporter’s question by declining to denounce Russia’s election interference or side with his own intelligence agencies over Putin. The two men also spent more than two hours in a private meeting in Helsinki with only their interpreters present; some U.S. intelligence officials were never briefed on the discussions.
For Trump, the Putin meeting comes amid a gauntlet of negotiations on international crises, trade wars and a growing global to-do list.
Trump landed in Osaka on Thursday amid a tropical cyclone that is predicted to turn into a typhoon — a possible metaphor for the four days of high-stakes diplomacy that lie ahead. As his re-election bid heats up, Trump was eager to produce breakthroughs on a series of foreign policy challenges including the showdown between the U.S. and Iran, a trade war with China and stalled nuclear talks with North Korea.
The summit will be a test of Trump’s go-it-alone style as well as his “America First” doctrine that has frustrated traditional allies over disputes on defense spending and trade and set the United States apart from global consensus on how to deal with international concerns like climate change and Iran’s nuclear program.
(CIUDAD JUAREZ, Mexico) — Roberto Escalona Moreno says he witnessed a double murder on the street last week near the hostel where he is staying. The Cuban immigrant has been assaulted, and his friends have been shaken down by police, he says.
Moreno, 22, is among more than 30,000 migrants who are pressing for asylum in the U.S. but are stuck in Mexico’s drug- and gang-infested border cities under Trump administration policies intended to stem the flow. They say the months of waiting are increasingly putting them in harm’s way.
“It’s not safe here,” Moreno said, less than an hour after witnessing the deadly shooting in Juarez, just across the border from El Paso, Texas.
Cartel violence in Juarez is down from its height five years ago, but it is still one of the most dangerous cities in the world, with gangs vying for control of drug trafficking routes.
Juarez, with a population of 1.4 million, recorded 1,259 homicides in 2018, or more than four times the death toll in New York City, which has six times as many people. Other border cities, such as Tijuana, are murderous places as well.
Last week, a man was gunned down in Juarez at his child’s preschool graduation, and an unrelated 4-year-old girl died in the attack, according to local reports. Federal police recently freed three kidnapping victims, including a Honduran migrant, from a home filled with alleged gang members.
People hoping to enter the U.S. are forced to wait south of the border because of twin U.S. policies — one sharply limiting the number of asylum applications per day that border stations accept, the other requiring many of those who have applied to bide their time in Mexico while their cases make their way through the legal system.
The U.S. government is expanding the remain-in-Mexico policy to Nuevo Laredo this week, raising new concerns about bloodshed. Nuevo Laredo is in the Mexican state of Tamaulipas, a place so violent that the U.S. State Department bars most travel there by government employees under a level-four warning — the highest degree of concern.
“Violent crime, such as murder, armed robbery, carjacking, kidnapping, extortion, and sexual assault, is common,” the warning reads. “Gang activity, including gun battles and blockades, is widespread. Armed criminal groups target public and private passenger buses as well as private automobiles traveling through Tamaulipas, often taking passengers hostage and demanding ransom payments.”
Migrants who are fleeing violence in their home countries are dismayed that they are being forced to wait in Mexican border cities with similar dangers.
The remain-in-Mexico policy is drawing opposition from American asylum officers, who filed a court brief this week arguing that Mexico isn’t safe for asylum seekers.
“Despite professing a commitment to protecting the rights of persons seeking asylum, the Mexican government has proven unable to provide this protection,” they said.
The debate over immigration in the U.S. flared over the past few days with the publication of a chilling photo of a drowned father and daughter in the Rio Grande; an outcry over reports of hungry and unwashed migrant children in a Texas detention center; more turnover inside the Homeland Security Department; and debate on Capitol Hill over $4.6 billion in border aid.
Moreno waited in Juarez for two months just for the opportunity to present himself to U.S. officials in El Paso and apply for asylum. Now he is back in Juarez, where many Cubans stay in a cluster of hostels on the northeastern edge, one of the most violent neighborhoods in the city.
He said he was having breakfast outside with some other Cuban migrants when they saw two men run past on the other side of the street. Moreno got up and heard gunshots. When he got to the corner, he saw a body on the concrete.
Moreno also said was accosted on the street by people he believed wanted to rob him. And one of his friends said Mexican police spotted him on the street, detained him and took 500 pesos from him.
El Paso-based immigration lawyer Linda Rivas said a client of hers was kidnapped and raped in Juarez after asking U.S. officials not to send her there.
The burgeoning population of migrants along the border is also competing for beds in shelters and under-the-table jobs. Mexican officials do not issue work permits to waiting migrants.
Formerly a food-stall worker in Cuba, Moreno has found employment cleaning houses, making 200 pesos, or about $10, per day.
Edgar Canales, 46, worked construction in Havana and has been able to find work earning 1,200 pesos ($63) per week by building and maintaining gutters. He waited two months in Mexico to get to the front of the asylum line, then returned to Mexico with a court date in five months.
“I went nuts,” he said. “Even with the violence that’s here, we have to wait like seven months. It’s crazy.”
Meghan, Duchess of Sussex and Prince Harry, Duke of Sussex will make their first official tour as a family, and the first major working trip for Meghan Markle since giving birth to royal baby Archie Harrison Mountbatten-Windsor last month.
The royals announced the news on their Instagram page — as is tradition — on Thursday. “The Duke and Duchess are really looking forward to meeting so many of you on the ground and continuing to raise awareness of the high impact work local communities are doing across the commonwealth and beyond,” the Sussex Royal caption said.
The caption closed by noting that it will be their “first official tour as a family,” suggesting that royal baby Archie would join along during the trip. The couple did not announce when exactly the tour begins.
In another post shared earlier on Thursday, the Duke of Sussex commented on a partnership between National Geographic and the government of Angola to protect the nation’s habitat and environment. Prince Harry, who has had a special connection with Southern African nations since he was a boy, said in the post’s caption that “uncontrolled fires, the bushmeat trade, unsustainable harvesting of the forest and rapid biodiversity loss are already destroying this incredible and delicate landscape.” It continued: “This is our one and only chance to save this magnificent last Eden.”
Prince Harry and Meghan last took a big trip in October of 2018, when they headed to Fiji to meet leaders. During that tour, the Duchess highlighted her feminist passions by meeting “people involved in women’s empowerment,” Kensington Palace wrote in a tweet at the time.

Thousands of demonstrators have taken to the streets of Georgia’s capital city Tbilisi since June 20 in protest against Russian interference, the largest demonstrations in over seven years.
Shouting “Russia is an occupier” and burning photos of Russian President Vladimir Putin, demonstrators gathered outside the parliament one week ago. In response, riot police fired tear gas and rubber bullets and arrested 300 people. More than 240 people were injured, according to officials, including at least two people who lost their eyesight.
“I remember trying to stop my brother from being hit by a police officer, but I couldn’t see anything because of the gas, then out of nowhere a baton slammed into my face,” Irakli Khvadagiani, who has a large bruise on his eye, tells TIME by Skype. “Police were punching and kicking the crowds. It was scary to see how close they were shooting people with rubber bullets.”
The 31 year-old academic researcher was arrested early on June 21 and taken to holding cell for two days, which was “overloaded with other protestors,” he says.

How did the demonstrations start?
Protests began after Sergei Gavrilov, a member of Russia’s lower house of parliament, took the chair of an inter-parliamentary session between Orthodox Christian lawmakers on June 20. It angered the opposition, which sees the current Georgian government as overly friendly to Russian interests. “It symbolizes the failure of our government to stand up to Russia, which is still our biggest challenge today,” Khvadagiani says.
Anti-Russian sentiment runs strong among the Georgian population. The two countries have had no formal diplomatic ties since the 2008 war, which lasted five days and killed hundreds of soldiers and civilians on both sides. After crushing Georgia’s army, Russia propped up South Ossetia and Abkhazia as independent states where it stationed permanent military bases. This area makes up one-fifth of Georgian territory. Tbilisi and Western allies have denounced Russia’s actions as “illegal military occupation.”
Why are protestors angry at the government?
Because they see it as being too close to Russia. Since 2012, the government has been led by Georgian Dream, which has sought to restore pragmatic and economic relations with Russia. Last year, on the 10th anniversary of the war, Russian Prime Minister Dmitry Medvedevsaid that improvements in economic relations and tourism would also ultimately lead to normalization of “political ties and resume full-scale dialogue between Moscow and Tbilisi.”
But closer political relations with Russia are controversial in Georgia. According to a 2018survey by the Center for Insights in Survey Research, 85% of Georgians consider Russia a “political threat.” Russia has been investing “considerable human and financial resource in attempting to increase its soft power” in Georgia and throughout its neighboring countries,says Precious Chatterje-Doody, a Russia security expert at the University of Manchester.
On June 24, Bidzina Ivanishvili, the leader of Georgia’s ruling party, Georgian Dream, announced “large-scale political reform” and that next year’s parliamentary elections would be organized in a proportional representation system. Opposition parties argue the single-mandate races favor the ruling party and say that Ivanishvili, Georgia’s richest man, is subordinate to Russia.
How has Russia responded?
Putin’s spokesman Dmitry Peskov called the Tbilisi protests “Russophobic hysteria” and ordereda ban on Russian flights to Georgia, effective from July 8. Russia’s transportation ministry alsobanned Georgian airlines from flying to Russia, citing their debts and safety issues. Speaking to reporters on Monday, Peskov said the flight ban was to protect the safety of Russian tourists and that restrictions would be lifted, “once Georgia returns to a non-Russophobic vector.”
That same day, the Russian trading standards body, Rospotrebnadzor, said in a statement it was introducing the tighter checks on wine imports from Georgia, the Russian market for which make up 70% of Georgia’s exports, because of quality concerns. “Of course not a coincidence. It’s punitive. A way of needling at Georgia,” says James Nixey, head of the Russia and Eurasia program at thinktank Chatham House.
Peskov denied any link to the political row. But Moscow previously placed aban on wine imports, also in the name of public safety, as Georgia prepared to sign E.U. agreements in 2006.
Oxford University professor Macfarlane says, “Russia is uncomfortable with its immediate neighbours turning Westwards and trying to make their own choices on economic and security arrangements. It has repeatedly shown its willingness to resist that direction and to punish those neighbours who don’t get the message.”
(TUNIS, Tunisia) — Twin suicide attacks targeting security forces struck Tunisia’s capital on Thursday, killing a patrol officer and injuring at least eight people.One attacker detonated explosives in a busy commercial district near the French embassy shortly before 11 a.m., apparently targeting a police patrol. One of the officers died from his injuries, and another was injured along with three bystanders.At nearly the same time, a second bomber struck at an entrance to the anti-terrorism brigade on the outskirts of the city. Four officers were hospitalized with injuries.
Tunisia has been struck repeatedly by terror attacks. In October a female suicide bomber struck the city center, killing only herself.
(MOSCOW) — A small passenger plane skidded off a runway in eastern Siberia on Thursday, killing two crewmembers and injuring dozens of passengers.
The An-24 plane, carrying 43 passengers, experienced an engine failure and crash-landed in the town of Nizhneangarsk Thursday morning, Russia’s top investigation body, the Investigative Committee, said in a statement. The jet crashed into a building and caught fire. Footage from the scene showed the plane lying on its belly with the nose broken off.
Officials said that two crew members survived, while a pilot with 34 years of experience and a flight mechanic died on the spot. The Buryatia governor had previously said both pilots had died.
More than 30 people have been injured, and nine were taken to hospitals with severe burns and other injuries, said Alexei Fishev, spokesman for the local governor.
Investigators launched a probe into breach of safety procedures onboard An-24, which is a mainstay of the Russian aviation, and said that it was too early to identify the cause of the deadly crash-landing.
BERLIN — German Chancellor Angela Merkel appeared unsteady and was seen shaking for the second time in just over a week at a ceremony in Berlin on Thursday.
Merkel, 64, folded her arms across her chest while her body trembled for around two minutes as she stood alongside President Frank-Walter Steinmeier at an indoor event where Germany’s new justice minister was being formally appointed.
The chancellor was handed a glass of water but rejected it. She appeared fine when she arrived in parliament half an hour later.
Merkel set off to Japan a few hours later for the annual summit of the Group of 20 global powers.
Her spokesman, Steffen Seibert, told news agency dpa that “everything is going ahead as planned. The chancellor is fine.”
Merkel’s office wouldn’t comment on the cause or otherwise elaborate. It is not publicly known if Merkel has any health problems. German privacy laws are very strict on that type of information.
On Tuesday last week, Merkel’s whole body shook as she stood outside in hot weather alongside Ukraine’s president. Merkel said afterward that she was fine after drinking three glasses of water, which she “apparently needed.”
Hot weather in Germany has continued this week, though outdoor temperatures in Berlin dropped significantly overnight after peaking at around 37 degrees Celsius (99 Fahrenheit) on Wednesday.
Merkel has been German leader since 2005.
Last week, dpa reported that Merkel had previously been seen shaking under similar circumstances in the hot sun. It did not give a date for that incident, but said it was also ascribed to Merkel not drinking enough water.
The chancellor has a reputation for stamina garnered in years of late-night domestic and European negotiating marathons.
On Wednesday, she was on her feet in public for around two hours — first answering lawmakers’ questions in parliament, then giving a speech across town. There was no sign then of any health issues.
Merkel has rarely had to cut back her work schedule significantly — though she did so for a few weeks in 2014 when she cracked her pelvis while cross-country skiing in Switzerland during a winter vacation.
Merkel said last year that she won’t seek a fifth term as chancellor and won’t seek any other political job after her current term ends in 2021.
She gave up the leadership of her center-right party after a pair of poor state election performances that followed a rocky start to her fourth-term government. She has shown no sign since of wanting to give up the chancellorship before her term is up.

RBI's views have been quite regressive on the subject, vacillating between woeful under-estimation of the potential of technology, and its unfounded fear of fringe 'bad-actor' use cases.But, first, why is the announcement of Facebook Libra significant, given that bitcoin has existed for a decade now? In 2018, about $2.4 billion in bitcoin transactions were processed by payment processors. This was a tiny sliver of the $2.8 trillion e-commerce sales worldwide that year. In addition, after the early run-up in prices, a certain 'crypto-fatigue' has set in, especially among late adopters who flocked to the market in 2016-17.Crypto CrosswordThe predominantly technical nature of the 'crypto-community' has also resulted in the average user being faced with a subpar user experience, and with no way to discriminate between a legitimate cryptocurrency with a realuse case, and a get-rich-quick scheme your friend forwarded on WhatsApp. It is this rate of adoption that will be accelerated by Libra's scheduled launch in 2020, making it a game-changer.Libra's advent marks a completely different level of engagement by a corporation with the blockchain. Facebook has about 2.38 billion monthly active users, with about 10% from India. The social media app is estimated to be installed in over 85% of the world's smartphones.In the initial founders' cohort of 28 association members, Libra has forged partnerships with payment giants (PayPal, Stripe, Mastercard and Visa), Silicon Valley majors (Uber, Spotify, eBay), telecom giant Vodafone and even afew venture capitalists. These entities are incentivised to driving users within the massive networks and ecosystems they control towards using Libra as their primary mode of payment.An Uber or a Spotify, for instance, is incentivised to offer discounts to Libra-users for a ride or a download. These companies, and other partners, are also incentivised to work along with Facebook to influence policy and regulation across key international capitals and financial centres.Facebook, however, may not be able to deploy Libra in India, given RBI's current regulations for cryptocurrencies. This is not to advocate that Facebook should be the 'chosen one' to carry the world from an era of pre-crypto darkness to post-crypto enlightenment.Nor can we ignore the fact that Facebook does not exactly have the best track record in terms of its relationship with the consumer data. But there is now validation to back up the initial promise of cryptocurrency technology from some of the largest companies in the world.As is common with power law curves, adoption will be quicker than expected after a certain inflection point. When this happens, it can upend entire industries. Early-movers will benefit immensely. Those who gain are not just platforms, but also users and developers on these platforms. If India were to play a part in this revolution, its approach to cryptocurrency technology will need to nourish this emerging technology.In CurrencyIndia's regulatory approach towards emerging technology needs to be bifocal: keep its focus on risks, but without losing sight of the long-term potential and benefits of innovation. A large part of the current ham-handed approach is due to the fear of the unknown. This can be solved by providing room for innovation inside safe, secure and lowrisk environments.For starters, the RBI sandbox explicitly disallows 'cryptos', in stark contrast to a number of regulators across the world that allow crypto experiments within their fintech sandboxes. There is no harm in allowing innovation, within the direct line of sight of the regulator and at low scale and volumes. That is the only way to run controlled experiments, and learn more about the risks involved, both for industry and regulator.Further, the crypto-community needs to step up and police itself against emerging risks. This has happened before. Initial opposition to the development of early web technology, such as secure socket layers (SSLs), from regulators and governments was broadly similar to that in the current crypto scenario. There were fears of the enhanced security being misused by terrorists, smugglers, etc.But technology companies stepped up community and self-policing efforts to actively identify and prevent any misuse. It makes eminent sense to let something like cryptocurrencies flourish in a controlled environment, rather than to completely drive it underground — which will only result in legitimate usage going down, without any real effect on the fringe 'bad-actor' use cases.Indian developers and entrepreneurs are now flocking to Singapore, West Asia, the US and Europe to work on cutting-edge cryptocurrency technologies.Given how critically such technology interplays with Internet of Things (IoT), machine learning (ML) and artificial intelligence (AI), there is also an undesirable second-order effect to suppressing cryptocurrencies. MUMBAI: The government's move to tighten regulations that would serve as a deterrent for tax evaders has got the India heads of several multinationals worried.At the heart of the problem is a recent Central Board of Direct Taxes (CBDT) circular that gives additional powers to the taxman to initiate prosecution against those evading taxes. Prosecution notices make such cases equivalent to criminal offences and give income tax officers powers akin to those of the police, said experts, adding that taxpayers could seek relief only from a magistrate's court in such instances.New taxation rules mean unlike earlier, any expatriate in a company whose tax deducted at source (TDS) has not been paid by the company, would face prosecution by the revenue department. The problem, claim several industry experts, is a procedural one and tough for several companies to tackle.When an expat was to join India office, he would usually come down and test the waters for a few months before deciding whether to move in on a long-term basis. During this short stint, he would pay taxes in India even as his payroll is still out of his home country. Towards the end of the financial year, the Indian subsidiary would typically deposit the TDS and pay interest or penalty if applicable, say tax experts. 69980733 "Due to practical difficulties causing delay in decision to move payroll of expats to India, the TDS paid by the Indian company may be delayed, but unlike earlier, the company and its India director would face prosecution," said Sandeep Bhalla, a partner at Dhruva Advisors.Under the earlier regulations, companies could get away with "compounding", wherein they would pay any additional taxes to the department to avoid legal issues. Under the revised guideline, the taxman would have an option to trigger prosecution if the delay in payment was either discovered by him before the company disclosed it, or if it had happened thrice earlier.This is where the problem lies. Often, the directors of MNCs who would face prosecution would be expats, and they would have to declare it to their respective stock market regulators and tax authorities.
NEW DELHI: The government will bring in a law to implement Ayushman Bharat or the PM Jan Arogya Yojana (PMJAY).It has started the process to draft a legislation for the same. The mega health insurance scheme so far rests on an executive notification and Memorandums of Agreement (MoUs) signed between the Centre and various states.This will be much like how the UPA government in 2005 brought a bill to give legislative status to the National Rural Employment Guarantee Scheme (NREGA).The National Health Authority (NHA) has now started the process to identify the experienced legal consultancies and firms which could help it out in drafting of legislative framework for statutory recognition of NHA as the nodal Authority for the implementation of PMJAY.The job would involve "conducting extensive research and document findings on the legal nature and scope relevant to NHA to enact and implement a legislative framework for implementation of PMJAY in India," as per the proposal reviewed by ET. Interested firms have been asked to send in their proposals by July 19, implying that a legislation may be brought in the next session of Parliament.The PMJAY scheme was launched last September through an executive notification.At Interim Budget stage (2019-20), Rs 6,400 crore were earmarked for PMJAY but the scheme does not have any legislative backing so far. As on June 18, 23.36 lakh claims worth Rs 3,077 crore have been submitted under the scheme.
Prime Minister Narendra Modi on Friday held talks with US President Donald Trump and discussed various bilateral and global issues including Iran, 5G communications networks, trade and defence ahead of the G-20 Summit.Modi thanked Trump for expressing his "love towards India" in a letter recently delivered by US Secretary of State Mike Pompeo.The Prime Minister said that he wants to discuss Iran, 5G, bilateral relations and defence ties with Trump.The US reimposed sanctions on Iran in November after pulling out of a 2015 nuclear accord between Tehran and six world powers. To reduce Iran's crude oil export to zero, the US ended on May 2 waivers that had allowed the top buyers of Iranian oil, including India, to continue their imports for six months.India, complying with the US sanctions, has ended all imports of oil from Iran.Trump congratulated Modi on his election victory and said that the two countries would work together in many areas including military."It was a big victory, you deserve it, you have done a great job. We have big things to announce. In terms of trade, in terms of manufacturing, we would be discussing 5G. I congratulate you and I look forward to talks," Trump said."We have become great friends and our countries have never been closer. I can say that with surety. We will work together in many ways including military, we'll be discussing trade today," he said.On Iran, Trump said: "We have a lot of time. There's no rush, they can take their time. There is absolutely no time pressure"."PM @narendramodi and @POTUS held talks on the sidelines of the #G20 Summit in Osaka. Both leaders discussed various bilateral and global issues," the Prime Minister's Office said in a tweet.The two leaders met shortly after the Japan-America-India trilateral meeting during which Modi highlighted "the importance India attaches to" the grouping.The Modi-Trump meeting assumes significance as the US president, championing his 'America First' policy, has been a vocal critic of India for levying "tremendously high" duties on US products.Before his arrival in Japan on Thursday, Trump tweeted, "I look forward to speaking with Prime Minister (Narendra) Modi about the fact that India, for years having put very high Tariffs against the United States, just recently increased the Tariffs even further. This is unacceptable and the Tariffs must be withdrawn!"This was Modi's first meeting with Trump after the BJP's landslide win in the parliamentary election.India has raised tariffs on 28 items, including almond, pulses and walnut, exported from the US in retaliation to America's withdrawal of preferential access for Indian products.The Trump administration wants Prime Minister Modi to lower the trade barriers and embrace "fair and reciprocal" trade.Trump has also criticised India's high import tariff on the iconic Harley Davidson motorcycles as "unacceptable" though acknowledging that his "good friend" Prime Minister Modi has reduced it from 100 per cent to 50 per cent.Last February, India slashed the customs duty on imported motorcycles like Harley-Davidson to 50 per cent after Trump called it "unfair" and threatened to increase the tariff on import of Indian bikes to the US.The government on June 21 last year decided to impose these duties in retaliation to the US decision of significantly hiking customs duties on certain steel and aluminium products.America, in March last year, imposed 25 per cent tariff on steel and a 10 per cent import duty on aluminium products.
New Delhi: Salaries for June to 1.65 lakh workforce of Bharat Sanchar Nigam Ltd. (BSNL) will be disbursed on time as the state-run telco has sufficient cash flows, a senior official told ET."We have satisfactory cash flow and are able to pay June salaries on time," a BSNL official said on condition of anonymity, adding that the Department of Telecommunications (DoT) has an outstanding of about Rs 14,000 crores to clear. The staff 's June salaries, according to the telco, are expected to be deposited into bank accounts on coming Monday, July 1.The stressed state-run telco delayed February salaries for the first time and also fell short of payments to multinational vendors, domestic companies and smalland-medium firms."BSNL has been seeking a refund for the Broadband Wireless Access (BWA) spectrum return and the excess amount taken by the government towards pension contribution, in addition to non-payment of various state-funded connectivity programs that together come close to .`14,000 crore," the official said.
New Delhi: India Inc may soon have to make higher disclosures on their corporate social responsibility (CSR) spending, a government official said.A high-level panel on CSR is likely to propose increased disclosures to bring transparency in spending on these activities.All companies with a net worth of Rs 500 crore or more, turnover of Rs 1,000 crore or more, or net profit of Rs 5 crore or more are required to spend 2% of their average profit of the previous three years on CSR activities every year."There is a view that disclosures need to be enhanced," the official told ET, adding that this was needed to facilitate a "social audit", or an examination of CSR spending.69980276 These could include disclosures on amounts spent on foundations or trusts related to companies and spending in the local area of the company relative to that in other areas. The move comes in the backdrop of reports of companies spending CSR funds on trusts related to the group."The government has permitted companies to spend money in certain areas but the disclosure that is required is whether the expenditure is being done in foundations or organisations of your own company or related to your company," said Pavan Vijay, founder of legal and corporate advisory firm Corporate Professionals.There has been a lot of criticism about companies spending large parts of their CSR budget far from their local areas, Vijay said. Companies are required to give preference to local areas and areas around their facilities for spending amounts earmarked for CSR under the Companies Act.At present, companies are required to disclose only their CSR policy and the composition of the CSR committee. The report will also make recommendations to deal with implementation issues related to CSR expenditure.The committee is expected to moot creation of an online exchange portal from where companies can pick projects pitched by district-level government officers and connect with implementation agencies that have been registered with the government, another government official said. The panel is expected to submit its report next month, said the official, who is privy to the talks.The government may also begin publishing an annual report on CSR spending by companies.
Mumbai: Underscoring the need for greater surveillance over large HFCs or NBFCs, the Reserve Bank of India has said that failure of such companies can cause losses comparable to those caused by the big banks. In its Financial Stability Report (FSR) for 2019, the central bank said India's financial system remained stable in the backdrop of improving resilience of the banking sector, even though the emerging trends in global economic as also geopolitical environment pose challenges. The central bank noted that global economic activity continued to face significant headwinds since the second half of 2018 culminating in a lower global growth forecast of 3.3 per cent in 2019. Adverse geopolitical developments and trade tensions are gradually, but predictably taking a toll on business and consumer confidence, it added. "Advanced economies' (AEs) central banks have eased their monetary policy stance," RBI said in the report. "While asset prices and global capital flows initially recovered in response, the markets appear to be deeply conditioned by the implied 'Fed put' and any significant reassessment would require re-rating of a host of issues relating to emerging market and developing economies (EMDEs) with a risk of sharp adjustments," the apex added. The central bank noted that the domestic economy hit a soft patch recently as private consumption, the key driver of GDP, turned weak. This along with subdued new investment pipeline and a widening current account deficit have exerted pressure on the fiscal front. "Reviving private investment demand remains a key challenge going forward while being vigilant about the spillover from global financial markets," it said, expressing concerns. RBI said the credit growth of scheduled commercial banks (SCBs) picked up, with public sector banks (PSBs) registering near double digit growth, and capital adequacy of the SCBs improved after the recapitalisation of PSBs. "With the bulk of the legacy non-performing assets (NPAs) already recognised in the banking books, the non-performing asset (NPA) cycle seems to have turned around," RBI said. The provision coverage ratio (PCR) of all SCBs rose sharply to 60.6 per cent in March 2019 from 52.4 per cent in September 2018 and 48.3 per cent in March 2018, increasing the resilience of the banking sector. Macro-stress tests for credit risk indicate that under the baseline scenario, SCBs' gross non-performing asset (GNPA) ratio may decline from 9.3 per cent in March 2019 to 9.0 per cent in March 2020. RBI said the recent developments in the non-banking financial companies (NBFC) sector have brought the sector under greater market discipline as the better performing companies continued to raise funds while those with ALM and/or asset quality concerns were subjected to higher borrowing costs. Analysis of the financial network structure reveals that joint Solvency-Liquidity contagion losses to the banking system due to idiosyncratic failure of banks are lower for March 2019 than in March 2018 due to a better capitalised public-sector banking system, the report noted. On regulation and developments, RBI said that in order to finetune the supervisory mechanism for the banks, it recently reviewed the structure of supervision in the context of the growing diversity, complexities and interconnectedness within the Indian financial sector.
WASHINGTON: US economic growth accelerated in the first quarter, the government confirmed on Thursday, but the export and inventory boost to activity masked weakness in domestic demand, some of which appears to have prevailed in the current period.Federal Reserve Chairman Jerome Powell last week acknowledged the temporary lift to economic growth from trade and inventories, which he described as "components that are not generally reliable indicators of ongoing momentum."The U.S. central bank last Wednesday signaled interest rate cuts as early as July, citing rising risks to the economy, especially from an escalation in the trade conflict between the United States and China, and low inflation."First-quarter GDP paints a misleading picture of the U.S. economy's vigor at the start of the year, and second-quarter GDP will come as a timely reminder that the economy is now well past its inflection point," said Lydia Boussour, a senior U.S. economist at Oxford Economics in New York.Gross domestic product increased at a 3.1% annualized rate, also driven by more spending on highways and defense, the Commerce Department said in its third reading of first-quarter GDP. That was unchanged from its estimate last month and in line with economists' expectations. The economy grew at a 2.2% pace in the October-December period.Despite the unchanged reading, growth in consumer spending was revised lower and business investment in intellectual property products was stronger than previously estimated.There were also upward revisions to spending on nonresidential structures and government expenditure. Revisions to the trade deficit and inventory accumulation were minor.Excluding trade, inventories and government spending, the economy grew at only a 1.3% rate in the first quarter. That was the slowest rise in this measure of domestic demand since the second quarter of 2013.When measured from the income side, the economy grew at a tepid 1.0% rate in the last quarter. U.S. stocks were trading higher.JOBLESS CLAIMS RISEThough a separate report from the Labor Department on Thursday showed the number of Americans filing applications for unemployment benefits rose more than expected last week, there is still no sign of a significant pickup in layoffs as economic growth shifts into lower gear.Initial claims for state unemployment benefits increased 10,000 to a seasonally adjusted 227,000 for the week ended June 22. The four-week moving average of initial claims, considered a better measure of labor market trends as it irons out week-to-week volatility, rose 2,250 to 221,250 last week."Job creation may be slowing, but employers do not appear to be trimming their payrolls more aggressively," said Jim Baird, chief investment officer at Plante Moran Financial Advisors in Kalamazoo, Michigan.The GDP report showed the trade deficit narrowed to $905.0 billion in the first quarter, instead of $903.6 billion as reported last month. Trade contributed 0.94 percentage point to GDP rather than the 0.96 percentage point estimated last month.The U.S.-China trade tensions have caused wild swings in the trade deficit, with exporters and importers trying to stay ahead of the tariff fight between the two economic giants.The standoff has also had an impact on inventories. Growth in inventories was revised down to a $122.8 billion rate in the first quarter from the previously estimated $125.5 billion pace.Part of the inventory build was because of weak demand. Inventories contributed 0.55 percentage point to first-quarter GDP, rather than the 0.60 percentage point reported last month.Growth in consumer spending, which accounts for more than two-thirds of U.S. economic activity, was revised down to a 0.9% rate, the weakest in a year, from the previously reported pace of 1.3%.Business spending on equipment declined at an unrevised rate of 1.0% rate, the worst performance in three years. Government investment increased at a 2.8% rate, up from the 2.5% rate reported last month.
WASHINGTON: Twitter said Thursday it would label and "deprioritize" tweets from officials and politicians that violate its rules -- a move potentially affecting the prodigious output of US President Donald Trump.The new policy enables Twitter to move against rule-breaking comments on the short-messaging service while enabling messages and announcements that are important for public debate.In these cases, users will see a notice about a tweet which violates the rules and must then tap or click through to see the message.Twitter also will "take steps to make sure the tweet is not algorithmically elevated on our service, to strike the right balance between enabling free expression, fostering accountability, and reducing the potential harm caused by these tweets," according to a statement from the Twitter safety team."In the past, we've allowed certain tweets that violated our rules to remain on Twitter because they were in the public's interest, but it wasn't clear when and how we made those determinations," the company said."To fix that, we're introducing a new notice that will provide additional clarity in these situations, and sharing more on when and why we'll use it."Twitter said it expected these cases to be "rare" and that the new policy would only apply to verified political candidates and government officials with more than 100,000 followers. It will not affect tweets sent prior to the announcement.Twitter has the ability to remove tweets and block users posting inappropriate or abusive comments, but has also insisted on allowing matters "serving the public conversation."To determine if a tweet violates the rules but must remain visible, Twitter will deploy "a cross-functional team" from its safety, legal and public policy departments to determine "if the tweets are a matter of public interest."The move comes a day after Trump doubled down on his criticism of Twitter, who has claimed the platform is biased and suppresses conservative voices, despite the president's following of 61 million users."What they did to me on Twitter is incredible," Trump said on Wednesday. "I have millions and millions of followers, but I will tell you they make it very hard for people to join me on Twitter, and they make it very hard for me to get out the message."Even as Trump attacks online platforms, his critics have claimed that he violates the terms of service of Twitter by attacking and insulting judges, media, sports figures and others with whom he disagrees.In one instance, he retweeted a video that appeared to encourage violence against a Muslim lawmaker, and on another occasion praised a congressman for body-slamming a reporter.Social media firms have been facing pressure to curb hate speech and extremist propaganda, blocking accounts of many conspiracy theorists.
