Pompeo spoke Sunday as he left Washington for Saudi Arabia, followed by the United Arab Emirates, Sunni Arab allies that are alarmed by Shiite Iran’s increasing assertiveness and are working to limit its influence in the region. His stops in Jeddah and Abu Dhabi were hastily arranged late last week as additions to a trip to India from where he will join President Donald Trump in Japan and South Korea. But they were not announced until immediately before his departure in a sign of fast-moving and unpredictable developments. “We’ll be talking with them about how to make sure that we are all strategically aligned, and how we can build out a global coalition, a coalition not only throughout the Gulf states, but in Asia and in Europe, that understands this challenge as it is prepared to push back against the world’s largest state sponsor of terror,” Pompeo said about Iran. But even as Pompeo delivered his tough talk, he echoed President Donald Trump and Vice President Mike Pence in saying the U.S. is prepared to negotiate with Iran, without preconditions, in a bid to ease tensions. Those tensions have been mounting since Trump last year withdrew the U.S. from a global nuclear deal with Iran and began pressuring Tehran with economic sanctions. A fresh round of Iran sanctions is to be announced Monday in a bid to force the Iranian leadership into talks. “They know precisely how to find us,” Pompeo said. It was a week of topsy-turvy pronouncements on U.S. policy toward Iran that careened between the bellicose, the conciliatory and back again after Iran shot down an American military drone and boasted it would not bow to Washington’s pressure. Trump initially said Iran had made a “very big mistake” and that it was “hard to believe” that shooting down the drone on Thursday was not intentional. He later said he thought it was an unintentional act carried out by a “loose and stupid” Iranian and called off retaliatory military strikes against Iran. On Saturday, Trump reversed himself and claimed that Iran had acted “knowingly.” But Trump also said over the weekend that he appreciated Iran’s decision to not shoot down a manned U.S. spy plane, and he opined about eventually becoming Iran’s “best friend” if Tehran ultimately agrees to abandon its drive to build nuclear weapons and he helps the country turn around its crippled economy. Then Trump’s national security adviser, John Bolton, stepped in Sunday with a blunt warning from Jerusalem, where he was traveling. Bolton said Iran should not “mistake U.S. prudence and discretion for weakness” after Trump called off the military strike. Trump said he backed away from the planned strikes after learning that about 150 people would be killed, but he said the military option remained. A longtime Iran hawk, Bolton emphasized that the U.S. reserved the right to attack at a later point. “No one has granted them a hunting license in the Middle East. As President Trump said on Friday our military is rebuilt, new and ready to go,” Bolton said during an appearance with Israeli Prime Minister Benjamin Netanyahu, himself a longtime and outspoken Iran critic. On Sunday, Iranian President Hassan Rouhani blamed the United States’ “interventionist military presence” for fanning the flames. He was quoted by the official IRNA news agency. Shortly thereafter, Iranian-backed Houthi rebels in Yemen launched an attack against an airport in southern Saudi Arabia, killing one person and wounding seven others, according to the Saudi military. Such attacks have been cited by Saudi and U.S. officials as examples of Iran’s “malign behavior” in the Middle East. Pompeo, who addressed reporters from the tarmac before he boarded his airplane in Washington, declared the goal of his talks with the Saudi kingdom and the UAE is to deny Iran “the resources to foment terror, to build out their nuclear weapon system, to build out their missile program.” “We are going to deny them the resources they need to do that, thereby keep American interests and American people safe all around the world,” said Pompeo, who was due to arrive in the region after one person was killed and seven others were wounded in an attack by Iranian-allied Yemeni rebels on an airport in Saudi Arabia on Sunday evening, the Saudi military said. The downing of the unmanned aircraft marked a new high in the rising tensions between the United States and Iran. The Trump administration has vowed to combine a “maximum pressure” campaign of economic sanctions with a buildup of American forces in the region, following the U.S. withdrawal from the 2015 nuclear deal between Iran and world powers. U.S. military cyber forces on Thursday launched a strike against Iranian military computer systems, according to U.S. officials. The cyberattacks disabled Iranian Revolutionary Guard Corps computer systems that controlled its rocket and missile launchers, the officials said. Throughout the recent crisis, Trump has wavered between bellicose language and actions toward Iran and a more accommodating tone, including a plea for negotiations. Iran has said it is not interested in a dialogue with Trump. Rising floodwater quickly trapped the youngsters inside the Tham Luang cave complex, setting off a more than two-week ordeal that the world watched with rapt attention and that left the members of the Wild Boars soccer club with a survival tale that propelled them into celebrities. Nine of the boys and their coach were on hand Sunday in the northern town of Mae Sai to mark the anniversary along with some 4,000 others by taking part in a marathon and bike event to raise money to improve conditions at the cave. “I want to thank everybody who has put so much effort and sacrifices to save all of us,” said Ekapol Chantawong, the former coach of the Wild Boars who led the boys on the ill-fated visit to the cave. Ekapol stood in front of a bronze statue of Lieutenant Commander Saman Gunan that has been erected to honor the former Thai navy SEAL who died while working on the search and rescue. The boys spent nine nights lost in the cave, living on very little food and water, before they were found spotted deep in the twisting cave complex huddled on a patch of dirt above the rising water line. It was a moment captured on video and soon broadcast to the world. It would be another eight days — until July 10 — before they were all safe. Also on hand Sunday were a number of the local and foreign divers who took part in the search and rescue operation, which due to its danger and difficulty has been hailed by many as a miracle. The operation required placing oxygen canisters along the path where the divers maneuvered dark, tight and twisting passageways filled with muddy waters and strong currents. “Not many children could have survived the way they did, so we have to respect them for that,” said Vernon Unsworth, a British diver whose advice and experience played a key part in the search for the boys and their eventual rescue. “What we should do right now is to just let them get on with their lives. Just let them grow up like normal kids,” he said. A year later the boys are notably older and taller. Wearing orange T-shirts from the event, they smiled and posed for photos. They have grown familiar with the attention they receive, though are not altogether comfortable with it. Abbot Prayutjetiyanukarn, a monk in the local neighborhood who interacts with the team every week, told The Associated Press that some of the boys are wary of the media and try to avoid the press whenever they can. “But they are fine, both physically and spiritually,” he said. “There’s nothing to worry about.” Three of the players as well as Ekapol were stateless and were granted Thai citizenship last August. The team traveled last year to Argentina and the U.S. The boys and their coach are represented by the 13 Tham Luang Co. Ltd ., which Thailand’s government helped establish to manage business opportunities stemming from the ordeal. Netflix has acquired the rights to their story. It wasn’t only the boys who were changed by the events of last summer. This town in mountainous Chiang Rai province near the border with Myanmar is now firmly on the tourist map, with curious travelers from all over the world flocking to see where the story of the Wild Boars unfolded. The cave’s surrounding amenities, which just last year primarily featured dirt roads and thick mud, has seen significant renovations with facilities being built, roads paved and shops settling in. Local souvenir shopkeepers said that the attention has improved their fortunes. “Since the kids have been rescued, the economy around here keeps getting better,” said Lek Yodnum, a shop owner who sells T-shirts and memorabilia of the cave rescue. “Before the kids became trapped, there wasn’t a single shop around here. It was all just farm and field,” he said. “Now, Tham Luang has officially become the financial hub of Mae Sai district.” The 12 boys and their coach were scheduled to attend a Buddhist merit-making ceremony at Tham Luang on Monday. ___ Associated Press writer Kaweewit Kaewjinda in Bangkok contributed to this report. | Opposition Win in Istanbul’s Mayoral Election Deals a Blow to Turkey’s Erdogan Posted: 23 Jun 2019 08:27 PM PDT (ISTANBUL) — The opposition candidate for mayor of Istanbul celebrated a landmark win Sunday in a closely watched repeat election that ended weeks of political tension and broke the long hold President Recep Tayyip Erdogan’s party had on leading Turkey’s largest city. “Thank you, Istanbul,” Ekrem Imamoglu, 49, said to the tens of thousands of people who gathered to mark his victory after unofficial results showed he won a clear majority of the vote. The governing party’s candidate, former Turkish Prime Minister Binali Yildirim, conceded moments after returns showed him trailing well behind Imamoglu, 54% to 45%. Imamoglu increased his lead from a March mayoral election by hundreds of thousands of votes. Erdogan congratulated Imamoglu in a tweet. Analysts noted the president, who is grappling with an economic downturn and several international crises, could limit the mayor’s power or undermine Imamoglu’s authority in other ways. Imamoglu narrowly won an earlier mayoral election on March 31, but Erdogan’s Justice and Development Party, AKP, challenged the vote over alleged irregularities. He spent 18 days in office before Turkey’s electoral board annulled the results after weeks of partial recounts. The voided vote raised concerns domestically and abroad about the state of Turkish democracy and whether Erdogan’s party would accept any electoral loss. AKP has governed Turkey since 2002. “You have protected the reputation of democracy in Turkey with the whole world watching,” Imamoglu, his voice hoarse after weeks of campaigning, told supporters. Jubilant supporters chanted “Mayor again! Mayor again!” Others hung out of cars, blaring horns and waving red-and-white Turkish flags. Erdogan campaigned hard for Yildirim in Istanbul, where the president started his political career as mayor in 1994. Lisel Hintz, an assistant international relations professor at Johns Hopkins University SAIS, said Imamoglu withstood a divisive campaign and prevailed with a positive message. The significance of his win “cannot be understated,” Hintz said. “We now have to wait and see whether Imamoglu’s tenure as mayor will be interfered with in any way, whether by cutting off funding and hampering his office’s ability to provide services or by removing him under some legal pretext,” Hintz said. AKP also lost control of the capital city of Ankara in Turkey’s March local elections, which were held as the country battled high inflation and two credit rating downgrades in the past year. Melahat Ugen said she switched her vote to the opposition because she could not afford to cover basic expenses. “I’ve certainly never voted left before,” she said. “But I’m 62, and a bag of onions costs too much. Everything is imported and we can’t afford it.” Istanbul, a city of more than 15 million, draws millions of tourists each year and is Turkey’s commercial and cultural hub. Straddling Europe and Asia, Istanbul accounted for 31% of Turkey’s GDP in 2017. Erdogan has previously signaled an unwillingness to work with an opposition mayor, saying his party controls 25 of Istanbul’s 39 districts and a majority in the municipal assembly. Imamoglu will have to work with those officeholders to govern Istanbul, and he promised to do so Sunday. Erdogan was already at odds with Western allies over Turkey’s plans to buy the Russian-made S-400 missile defense system and its challenge of EU-member Cyprus over natural gas drilling rights. ___ Bulut Emiroglu and Ayse Wieting in Istanbul contributed. | Mexico Detains More Migrants as Crackdown Steps Up Posted: 23 Jun 2019 08:19 PM PDT ARRIAGA, Mexico (AP) — Authorities reinforced efforts over the weekend to deter Central Americans and others from crossing Mexico to reach the United States, detaining migrants in the south and stationing National Guardsmen along the Rio Grande in the north.In Arriaga, a town in the southern state of Chiapas, The Associated Press saw about 100 migrants bused to detention Sunday, while Milenio TV reported that 146 more were pulled from a private home in the central state of Queretaro and more than 100 were taken away from a hotel in the Gulf state of Veracruz.Pressured by the U.S., Mexico’s government has deployed some 6,000 agents of the National Guard, its new militarized policing force, along its southern and northern borders this month.In Ciudad Juarez, just south of El Paso, Texas, National Guardsmen turned back migrants trying to cross the border over the weekend. The guardsmen patrolled along the Rio Grande with assault rifles. “The function of these brigades is to try to educate and inhibit people who are at risk,” said Luis Mario Dena Torres, representative of the Chihuahua state governor in Ciudad Juarez. Many of the National Guardsmen are soldiers and police officers who now wear black armbands indicating they are part of the National Guard. Some Mexicans worry that the increased enforcement is an overreach. “The National Guard, in theory, shouldn’t be repressing those who want to cross to the United States,” said Isabel Sanchez, coordinator for a Ciudad Juarez civic group concerned with security and justice. More broadly, however, stiffer immigration enforcement has popular support in Mexico. More than half the Mexicans surveyed by the newspaper El Universal earlier in June said that authorities should not allow migrants to enter the country and that those found traveling through Mexico without visas should be deported. Residents of Arriaga expressed a mixture of concern for the migrants they have grown accustomed to hosting and relief that officials are looking to get a better handle on migrant flows. “As a resident, sometimes you have distrust because with the necessity that they have, they could try to rob or do something to you,” said Rogelio Perez, an accountant. “They’re human beings and they need help, but Mexico can barely employ Mexicans.” Migrants have long congregated in Arriaga to hop on a freight train known as “The Beast.” Migrants would pile onto train cars, sometimes being maimed or killed when they fell off. Authorities started pulling migrants off the train in mid-2014, under pressure to reduce flows to the U.S. Still, Arriaga remains a strategic point on the migrant trail. Over the weekend, there were no migrants riding atop the trains that pulled in and out of town. Since January, Mexico has detained more than 74,000 migrants and deported over 53,000, according to the latest figures available. Those numbers are expected to rise when June figures are released. Luis Arbey Perez, a civil rights advocate, corroborated that five immigration vans carried about 100 migrants from Arriaga to the southern border with Guatemala early Sunday. He worries that the National Guard deployment, together with heightened inspections of passenger vehicles, will push migrants into more dangerous modes of travel. “There is more persecution, more detentions, but the people keep coming,” he said. “What rises is the risk.” Dozens of families have been found packed tight into semi-trailers in recent weeks, while travel in secret compartments of vehicles is also common. Mexican authorities have also broken up recent caravans of more than 100 migrants traveling in packs for greater safety. Last week, President Andrés Manuel López Obrador instructed private bus companies to begin checking identifications of those buying bus tickets, in an effort to crackdown on human smuggling. Significant numbers of migrants appear to still be crossing into Mexico, but they are traveling in smaller groups and under the radar. Elias Camacho, coordinator of the 84-bed Hogar de la Misericordia migrant shelter in Arriaga, said that on average at least 15 migrants show up each day at his shelter. He said private homes in the town also take in migrants. Honduran migrant Edwin Cruz, 22, said conditions in his country will continue to propel Hondurans north. At least three people were killed in protests across Honduras last week that demanded the resignation of Honduran President Juan Orlando Hernández. Violence, gang threats and poverty plague the country. Cruz said he spotted at least nine checkpoints on his way north from Mexico’s border with Guatemala. To avoid detection, he crossed through mountains and swamp rather than more visible highways. He also said he traveled by taxi and train. “It has become more complicated, but the necessities of the countries are increasing as well. The demonstrators see the populist billionaire as a threat to democracy, including the independence of the country’s legal system. The protesters also are demanding the resignation of Babis’ new justice minister. Babis denies wrongdoing and says there’s no reason for him to resign. | President Trump Suggests Saudi Arms Sales Are More Important Than Khashoggi Investigation Posted: 23 Jun 2019 11:56 AM PDT (WASHINGTON) — President Donald Trump isn’t saying whether he’ll direct the FBI to investigate the death of Washington Post columnist Jamal Khashoggi and suggests that pledges by Saudi Arabia to spend billions buying U.S. military equipment are more important to him because of the impact on jobs and the economy. Trump said the slaying of the Saudi journalist has “been heavily investigated.” Last week, however, an independent U.N. report on the killing found “credible evidence” to warrant further investigation into the possible role of Saudi Crown Prince Mohammed bin Salman and called for the FBI to investigate. U.S. intelligence agencies previously had concluded that the crown prince ordered that Khashoggi be killed inside the Saudi consulate in Istanbul, Turkey, where he went to pick up documents to marry his Turkish fiancee. Khashoggi’s writings criticized the Saudi royal family. “Saudi Arabia is a big buyer of (American) product. That means something to me. It’s a big producer of jobs,” the president told NBC’s “Meet the Press” in a wide-ranging interview that was taped Friday and broadcast Sunday. Trump said the subject of Khashoggi “didn’t come up” when he and the crown prince spoke last Thursday, largely about Iran. Trump said the Middle East is a “vicious, hostile place” and that Iran and other countries in the region are also guilty of the type of behavior Saudi Arabia has been accused of engaging in. Khashoggi was killed, and believed to have been dismembered by Saudi agents, inside the consulate on Oct. 2. His remains have never been found. The president declined last year to penalize Saudi Arabia over the killing. Khashoggi had been living in the U.S. at the time of his death. Trump said he’s “not like a fool” that will refuse to do business with the U.S. ally, arguing that the kingdom will turn to U.S. rivals China and Russia if Washington refuses to sell arms to the Saudis. “Take their money. Take their money,” Trump said. The Senate voted last week to block the Trump administration from selling arms to Saudi Arabia. Trump has promised to veto the measure. | Palestinians Call White House’s Economic Proposal a ‘Snow Job’ Posted: 23 Jun 2019 10:14 AM PDT Palestinians on Sunday rejected the White House’s $50 billion economic proposal meant to boost the Palestinian and Arab economies, calling it a “snow job.” Their objection came as no surprise. Palestinian business organizations and officials have declined the U.S. invitation to attend the Bahrain conference this week meant to promote their development, saying any economic proposal must come as part of a political agreement and not separately or ahead of it. Mounir el-Jagoub, information officer for Palestinian President Mahmoud Abbas’s Fatah party, said the plan was based on using Arab money “to kill the political aspirations of the Palestinian people.” Abbas didn’t even respond to the plan directly in a speech to the Fatah Central Committee on Saturday after the proposal was released in Washington. The 40-page U.S. proposal includes the creation of a global investment fund that the U.S. hopes will lift Palestinian and neighboring Arab state economies. More than half of the $50 billion would be spent in Palestinian territories. “This is a nice snow job,” said Sam Bahour, a Ramallah-based Palestinian-American business consultant and chair of the board of Americans for a Vibrant Palestinian Economy. “Go home,” he advised President Donald Trump’s son-in-law Jared Kushner.“You’re wasting time and taxpayers’ dollars trying to whitewash 52 years of military occupation.” The Palestinian economy is suffering in part because the Trump administration halted hundreds of millions of dollars of funding, making it hard for the government to pay salaries. Israel also withheld about $11 million in taxes, roughly 5% of the amount it collects on behalf of the Palestinians, prompting the Authority to reject the remaining 95 percent that it was due. The abortive coup Saturday in the Amhara region was led by a high-ranking military officer and others in the armed forces, said Prime Minister Abiy Ahmed, who addressed the nation on state TV at 2 a.m. while wearing fatigues. The soldiers attacked a building where a meeting of regional officials was taking place, said Nigussu Tilahun, a spokesman for the prime minister. The regional governor and an adviser were killed, while the attorney general was wounded, he said. Not long after afterward, army chief Gen. Seare Mekonnen who assassinated at his home in Addis Ababa, and a retired army general visiting him was also killed, the spokesman said. “There is a link between the two attacks,” Nigussu said without elaborating. The attack in Bahir Dar, the capital of Amhara, was led by a renegade brigadier who had recently been pardoned by the prime minister after being jailed by the previous government, authorities said. Most of the perpetrators were captured, and others were being hunted down, the spokesman said. The brigadier remained at large, according to two officials who spoke to The Associated Press on condition of anonymity because they were not authorized to talk to the media. Addis Ababa was peaceful on Sunday as soldiers stood guard in Meskel Square and set up roadblocks throughout the city. Ethiopia’s internet appeared to be shut down. The attempted coup was the latest challenge to Abiy, who was elected last year. If it goes ahead, Tata Power will join Larsen and Toubro, Reliance Industries, Sterlite and Piramal Enterprises in creating investment trusts for operational infrastructure assets.Tata Power, the country's largest integrated power company, has 2,549 MW of renewable capacity and a presence in 14 states across India. Another 400-500 MW is in the pipeline. It's largely a solar portfolio on account of its $1.4 billion acquisition of Welspun Energy's assets in June 2016.The plan is to hive off the operating assets in the InVIT along with Rs 10,000 crore of debt. The company is seeking to raise Rs 6,000-7,000 crore ($750 million-1 billion) of equity from infrastructure-focussed investors, said people familiar with the plan. A few investors have been informally sounded out to gauge interest as well, according to one of the officials mentioned above, but this could not be independently verified.A final decision is expected in the coming weeks.A Tata Power spokesperson declined to comment on what it characterised as speculation.Projects in the pipeline will get loaded onto the InvIT platform once ready. The InvIT will also have a mandate to make brownfield acquisitions, said the people cited above.The operating portfolio clocked Rs 2,053 crore in FY19 ebitda (earnings before interest, tax, depreciation and amortisation). The company therefore is looking at an eightfold EV/ebitda valuation from investors. It can get four-five investors on board for equity support as per the rules.The company has already embarked on a restructuring exercise of its green energy portfolio that was scattered in three different entities–parent Tata Power Ltd, wholly owned subsidiary Tata Power Renewable Energy Ltd (TPREL) and Welspun (Walwhan Renewable Energy Ltd or WREL)--by carving out 380 MW of solar and wind assets from the former and merging it with TRPEL by a scheme of arrangement. Goldman Sachs is running the process and the deal is likely to be announced shortly, said the people cited above. "The deal is in the final stages and will be announced in a couple of weeks, after which they (the stakeholders concerned) will go to the insurance regulator for approvals," said one of them.PremjiInvest declined to comment. IAG is concentrating on businesses in New Zealand and Australia.For price discovery, SBI had earlier sold 4% stake in SBI General Insurance for Rs 482 crore to Axis New Opportunities Fund and PremjiInvest, valuing the company at Rs 12,000 crore in September 2018. SBI currently holds a 70% stake. SBI General has a share capital of Rs 210 crore. As of FY19, the company's overall market ranking was 13 among about 30 insurers. It had recorded 32.83% growth in gross written premiums in FY19 at Rs 4,717 crore, compared with broader industry growth of 12.95%.The company has entered into strategic tieups with four large car manufacturers to drive growth in the motor portfolio. It currently has a presence through 23,000 branches of the State Bank group and more than 5,500 regional rural banks. On the downside, the 50-DMA at 11,687 will be a crucial level to watch, as any breach of this mark will bring in some more weakness to the market.On Monday, the 11,770 and 11,830 levels are likely to act as next resistance points. The Government National Employment Mission should include flexibility in hiring, tax incentives, education and skill development, and promotion of labour-intensive sectors," CII Director General, Chandrajit Banerjee said in a statement.Recommending immediate action, CII outlined a five-point agenda for the upcoming Budget.It said that states should introduce "fixed term employment", while other labour law reforms should receive priority in new central government infrastructure project funding. Transport and power projects along with industrial parks can be fast-tracked for these states to enable them to leverage such employment policies."Benefits under Section 80JJAA of the Income Tax Act should be extended for all workers earning up to Rs 50,000 in any sector," it said.The industry body also said that under the Prime Minister's Rozgar Protsahan Yojana (PMRPY), the wage threshold should be increased to Rs 25,000 from the current Rs 15,000.PMRPY provides for government contribution to Employees' Provident Fund (EPF) and Employee's Pension Scheme (EPS) for new employees for three years, and is applicable to workers earning less than Rs 15,000. With wages increasing, the threshold for applicability should also be raised, said CII.It further said that corporate income tax rebates should be considered for enterprises employing over a certain number of formal workers."Skill vouchers and skill wallets may be provided for boosting skilling. This is in accordance with the Skill India Mission of incentive-based support rather than subsidy-based support. Skilling should be demand driven and focussed on the identified 24 high-growth sectors for higher impact."Regarding the concept of national minimum wage, CII said that states should have the power to determine minimum wages based on three criteria -- geographic location, skill and occupation.However, this cannot be lower than the minimum wage fixed by the Centre. The concept of a national minimum wage will affect job creation, so it is necessary to give states power to fix their own minimum wages, CII said.According to CII, while the government should fix the minimum wages of unskilled workers, the wages of the skilled and semi-skilled labour force should, however, be determined by market forces.To encourage more women to participate in the workforce, CII recommended providing child care and maternity benefit subsidies under the Maternity Benefit Amendment Act."While industry is not asking for a hire-and-fire policy, a more flexible labour regime would enable India to align with multiple global trade challenges at a time when other nations are attracting new investments," the statement said. | |
