Ukrainian President Volodymyr Zelensky has said Iran offered to pay US$80,000 to the families of those killed in the crash of the Ukraine International Airlines (UIA) passenger jet near Tehran, but that offer was rejected. "They immediately offered US$80,000 to each victim's family, but we didn't agree to this. It seems to me this isn't enough. The 2019-2020 flu season is projected to be one of the worst in a decade, according to the National Institute of Allergy and Infectious Diseases. At least 180,000 people have been hospitalized with complications from the flu, and that number is predicted to climb as flu activity swirls.

New Delhi: The Centre is readying a Rs 45,000-crore fund in an aggressive push to ensure big firms such as Apple, Samsung, Huawei, Oppo and Vivo, besides contract manufacturers like Foxconn and Wistron, bring their global supply chains to India and make the country an electronics manufacturing hub in the next five years."An inter-ministerial note (on this) has been floated," a senior government official told ET.Out of the Rs 45,000-crore fund, about Rs 41,000 crore would be disbursed to companies based on production-linked incentive (PLI) criteria, while the remaining Rs 4,000 crore would be offered under a proposed capital subsidy, or reimbursement, scheme. The proposed scheme will replace the popular Modified Special Incentive Package Scheme (M-SIPS)."The government expects the PLI scheme to generate over 200,000 jobs, exports of over Rs 5 lakh crore and direct tax revenue of close to Rs 5,000 crore over five years," the official said.Tough Qualification Criteria LikelyThe disbursement mechanism of the PLI scheme would be firmed up during interministerial consultations, officials said. It would likely be similar to the duty credit scrip scheme under the current Merchandise Exports from India Scheme (MEIS), which is being wound down by March 31, they said.Duty credit scrip is a certificate with certain monetary value that can be utilised for payment of customs duty.Government officials are trying to ensure the new policy is compliant with World Trade Organization guidelines and the support is not directly linked to exports. New Delhi, however, wants to put in tough qualification criteria to ensure the funds are not used by those who manufacture devices only for the local market.The likes of Foxconn — the world's largest contract manufacturer that also operates the biggest such facility for smartphones in India — as well as Samsung, Huawei, Vivo and Oppo together account for more than 80% of the $500-billion global mobile phone market.On Saturday, finance minister Nirmala Sitharaman announced that the government was working on a scheme to boost local electronics production, but said details would be unveiled later. The draft proposals have been sent to the secretaries of revenue, expenditure, economic affairs, commerce, Department for Promotion of Industry and Internal Trade, Ministry of Electronics & Information Technology (MeitY), Niti Aayog CEO and the Directorate General of Foreign Trade (DGFT) for comments."Given the imminent withdrawal of MEIS and limited relief provided by the proposed Remission of Duties or Taxes on Export Products (RoDTEP) in the electronics sector, there is a need to address manufacturing disabilities vis-à-vis China and Vietnam," the official said, explaining the PLI scheme. According to various industry studies, the policy support in Vietnam renders India uncompetitive by 10-12 percentage points and the disability of India compared with China is between 19% and 23%.To counter this, the PLI scheme would extend an incentive of 5-8% on incremental sales of goods manufactured in India and covered under the target segments, which the government will notify. MEIS currently offers 4% duty credit scrips. The likes of Apple, Foxconn and market leader Xiaomi had been demanding more, to encourage them to make India their manufacturing hubs. 73922547 Eligibility criteriaEligibility of companies would be subject to thresholds of incremental employment generation, incremental investment and incremental sales of manufactured goods, in order to maximise exports and value addition in India."The (PLI) scheme will open for a period of three months initially, inviting applications. However, the disbursement of incentives for the approved applicants would continue for a period of five years, based on the response from the industry," another official said.An empowered committee comprising secretaries of revenue, expenditure, economic affairs, DPIIT, MeitY and DGFT will monitor the implementation and allotment of funds. Also, a project management agency will assist the empowered committee.The second official said the second scheme — to replace M-SIPS — will be open for application for three years."This will have an incentive of 25% on capital investments on plant, machinery and equipment and will be provided to industrial units making investment for manufacturing of electronic components and sub-assemblies in specified categories," the official added. Currently, M-SIPs offer 20% and 25% reimbursements, depending on whether the plant is located in an SEZ or not.Last month, the prime minister had met smartphone manufacturers including representatives from Apple, Samsung and Lava, and sought suggestions on how to make India an electronics manufacturing and export hub. Following this, government officials fast-tracked work on the modalities of the incentives that need to be doled out to attract big-ticket investments. The government has set an ambitious target to increase smartphone exports to $110 billion by 2025 from $3 billion now, and become a net exporter of electronics goods.
MUMBAI: Tata Consultancy Services has won a $1.5 billion deal across a ten-year period from US pharma retailer Walgreens Boots Alliance (WBA) to transform its technology operations, making it the largest deal in the retail space for the company. India's largest IT firm will take over staff, consolidate vendors, run the entire IT operations of the $ 136.9 billion Walgreen Boots, among the world's largest retailers. TCS will modernise applications and cloud enable the technology operations for the US retailer, which is an existing customer for over a decade. The company has committed to cost savings for the retailer during the entirety of the deal period. It will provide managed services like application maintenance and support, infrastructure and security operations."The deal marks a pivot in the relationship between Walgreens and TCS and takes us to become their growth and transformation partner. TCS is transforming their whole IT operating model," Rajashree Ramakrishnan, Chief Marketing Officer, TCS said. Ramakrishnan, who led the Retail vertical till early this month, did not specify the number of people the firm will take over or the number of vendors it would consolidate. 73921414 TCS' has seen bumps in its retail business over the last two quarters but the company was upbeat of the opportunities as large traditional retailers were investing in technology to take on pure online retailers.Retail is the second biggest vertical for TCS that contributes over 15% of the revenue. The firm has won over $ 18 billion deals from customers in the nine months to September, the company said.Chief executive Rajesh Gopinathan had said in a post-earnings earlier analyst call in January that Walgreens is the largest transformation contract that the company had won in the retail segment where it is transforming the retailer's pharma portfolio systems in a modern cloud architecture. The current deal is an extension of the ongoing engagement, according to the company. The new technology operating model will be a part of Walgreens' strategy to manage costs better under its 'Transformational Cost Management Program'. WBA is building a scalable, sustainable and globally unified lT operating model that is focused on digital transformation, automation of service delivery and innovation," said Francesco Tinto, senior vice president, global chief information officer, WBA said in a statement. "The TCS strategic partnership will enhance our ability to rapidly address evolving business needs, support large-scale global technology solutions and promote investment in truly differentiating capabilities through a modernized platform."
Mumbai: Mutual Funds will seek clarity from the tax department on whether the budget proposal asking asset managers to deduct taxes on "income" made by investors in schemes would extend to capital gains as well.The Finance Bill specifies persons responsible for paying "income" shall deduct taxes at the rate of 10 per cent. Mutual funds are confused whether the Tax Deducted at Source (TDS) on "income" would be restricted to dividends only or include capital gains.Nilesh Shah, chairman of the Association of Mutual Fund of India (AMFI) confirmed that there is confusion over the interpretation of the proposed law and the industry will approach the tax department for clarity.The budget introduced TDS for mutual funds. Currently, the onus of declaring capital gains for taxation lies with the investor or unitholders. Only banks and companies deduct tax on interest earned from deposits before passing on the rest of the income to holders. Dividends distributed by mutual funds would become subject to 10 per cent TDS from the next financial year. This would be applicable for dividend income above Rs 5,000 in a financial year.The industry is dividend over the interpretation of the proposed rule. While some mutual fund industry officials believe the term "income" for the purpose of TDS refers to dividend income, a section believes that the TDS will be applicable on redemption proceeds irrespective of dividend income or capital gains.The chief executive officer of a large mutual fund said the government may have used the Section 194K, which was meant for dividends from UTI monthly income schemes. "The original intention of Section 194K was meant for UTI monthly income schemes that declared a monthly income for investors. We feel it is this interpretation the government has used, and this does not refer to capital gains," the MF CEO said.Section 194K of the Incometax Act says, "Where any income is payable to a resident in respect of units of a mutual fund specified under clause (23D) of Section 10 or of the Unit Trust of India, the person responsible for making the payment shall, at the time of credit of such income to the account of payee-…deduct income-tax thereon at the rate of ten per cent.""In the current regime, the onus of reporting dividend income and capital gains is on individual investors, while for NRIs it is deducted at source," said Vishal Dhawan, chief financial planner, Plan Ahead Wealth Advisors. Currently, on all mutual fund products, dividend income is tax free in the hands of the investor, which will change from April 1.Mutual fund industry officials said the new structure could make reporting for individuals tough, especially given that equity-oriented and debt-oriented funds have different slabs.Also, if the individual's income is not subject to tax, he needs to file for a refund. If he is in the 20-30 per cent tax bracket, he needs to pay additional tax.
NEW DELHI: Indian customs authorities will now be able to question the valuation of imports under free trade agreements (FTA) for up to five years with the country proposing a significant shift in the domestic framework of rules of origin to tackle largescale imports.The rules of origin are criteria to determine the source country of a product, based on which they either get tariff concessions or are subjected to duties."Retrospective verification of costing data, value-addition compliance and certificate of origin can be conducted by the customs authorities over a period of five years from the date of import, unless there is a specific time limit prescribed in the FTA... Customs officers will be empowered to check for violations in claims by importers," said an official aware of the details. "They can enquire and question the claims made in the last five-year period."Further, a certificate of origin submitted by an importer will no longer be the threshold for availing concessional benefits.Customs authorities can ask importers to substantiate and satisfy scrutiny undertaken on the question of origin.The February 1 budget proposed to amend the customs law by introducing stringent provisions related to rules or origin to strengthen the hands of customs officers to check abuse of FTA provisions.There have been several cases of abuse of rules or origin provisions over the past few years.The Directorate of Revenue Intelligence (DRI) had also come across the use of fake documents purporting to show that the goods came from a country with which India has a trade pact.However, industry executives said it could lead to harassment of importers, given the five-year period. The government has been trying to curb imports through tighter origin norms in trade pacts.A new chapter in the Customs Act on administration of rules of origin under trade agreements gives the government the power to suspend or refuse preferential tariff treatment in case of incomplete information or verification and noncompliance, respectively. A number of these provisions were only enumerated via notifications."Unless otherwise specified in the trade agreement, any request for verification shall be sent within a period of five years from the date of claim of preferential rate of duty by an importer," according to the proposed change in the finance bill.The government has been trying to curb imports through tighter origin norms in trade pacts. India's trade deficit was $118.1 billion in the April-December period, down from $148.2 billion in the year earlier.As per the chapter, importers now have to declare that the items qualify as originating goods, or meet rules of origin norms. They must possess sufficient information about their origin criteria and regional value content.It also states that a submission of a certificate of origin "shall not absolve the importer of the responsibility to exercise reasonable care". 73922296 GIVING MORE TEETHFormer Central Board of Indirect Taxes and Customs (CBIC) chairman Najib Shah said, "The proposed changes in the Customs Act with the introduction of Sec 25 DA should strengthen the hands of the Customs Authorities and ensure misuse is curbed."Importers will need to respond satisfactorily to questions over the source of goods."Going forward, trade needs to show more diligence vis-a-vis compliance with rules of origin as mere submission of certificate of origin may not suffice and there is likelihood of closer scrutiny by customs," said Rahul Shukla, executive director, PwC.In certain instances, certificates of origin may be deemed inapplicable."Interestingly, similar validation process is prescribed in rules of origin notified for FTAs," said Shukla. "Hence, how the proposed amendment is operationalised vis-a-vis existing regulations notified under a bilateral or multilateral agreement will be interesting to see."PROTECTIONIST MOVEThe move is protectionist, said some industry representatives."The government has given absolute power to customs officers and, with the power to question retrospectively, it has created more scope for harassment," said an expert."The utilisation of FTAs is anyway low and such harassment will further discourage people from using the preferential routes," said a Delhi-based exporter.A total of 11.9 million preferential certificates of origin were issued between FY06 and FY19 amounting to total trade of $307.04 billion.
"We have a lot of arrows in our quiver, and all of them should hit the sweet spot," says Bernhard Maier, chairman of Czech carmaker Skoda that will lead the Volkswagen Group's India 2.0 drive. In an interview to ET's Ketan Thakkar, Sharmistha Mukherjee and Nehal Chaliawala, Maier said the group is open to partnerships with peers if they are "mutually beneficial" even as it gears up for a more aggressive play in India backed by a billion-euro investment. Edited Excerpts:Will the outbreak of the coronavirus in China disrupt Skoda's global supply chain?We are closely following the developments and right now we do not have any problem. Most of the products from China are delivered by ships and this takes more than six weeks to reach Europe. So, the pipeline is completely full for now. But if it (the virus outbreak) lasts longer, then, of course, it would affect our supply chain as well. The good thing is that we are prepared for that. We know exactly how many parts we do have for Skoda (from China) and it's exactly 295 (components), and we know each part by surname. A lot of our suppliers in China are international companies which are not only working in China but also in other countries as well. Now, it is a matter of organisation and supply chain management.In interviews as late as 2019, you had said you are bullish about India. Do you retain that confidence now given the market scenario?Yeah…otherwise, we wouldn't invest €1 billion in these times. We have seen some oscillating figures in the past couple of years, which is quite normal for a market at this stage of development. But if you look at the International Monetary Fund, what they predict for the year 2020 and 2021, it's quite promising. They say in 2020 we will see an increase of 5.8% in GDP. And we all know that the economy is always in a kind of a cycle. We have seen some problems in India in the last 18 to 24 months, but I'm sure the demand for mobility will rise even more in the future than what we have seen. And for that kind of development, we set up our India 2.0 initiative. If our plans work as we predicted, once the market is picking up and grows to a number of five to six million cars a year, as we mentioned, India might become our fifth biggest single market in the world.Have you ruled out partnerships with other carmakers, especially in India?No! We rule out nothing. Especially not in the years to come. If you look at the advantages of globalisation and the fast-pace development of our entire industry, I think it becomes absolutely clear that silo thinking is out and partnering is in. Once there is a solution which will be a win-win situation, we are open for discussions.Are you studying electric vehicles for the Indian market?Not yet. We started EV technology at Skoda which is called ID with a complete ecosystem around it. Our current product campaign, which is by all means the biggest one in the 125-year history of the company, started off in 2019. Between 2019 and 2022, we will come up with 30 new models and derivatives, out of which 10 will be electrified. So, we are ready when you are. The market has to be prepared for that. This is the absolute prerequisite. Without the supporting infrastructure, there's no e-mobility. And now we can ask, what is first, the egg or the chicken? But we have to do it in parallel.Are you preparing ahead for India 3.0 and maybe 4.0?Yeah, after two comes three (smiles). But I really would beg your pardon, let's do the first step first and then the second one. I can really assure you that we have a lot of arrows in our quiver, and all of them should hit the sweet spot of the market.How hard is it to operate in India considering the number of regulations that have come into force in the vehicle market over the last few years?We are working in 103 markets worldwide and, yes, there are different regulations and it is not an easy task to cope with all of them at the same time. However, what is really important, for not only Skoda but also for the entire automotive industry, is that we have predictable outcomes of legislations. It is very difficult for us to cope with new rules when they are about to be set up in two years' time. This is by far too less a time period to really adapt to the market needs.
New Delhi: The Centre is readying a Rs 45,000-crore fund in an aggressive push to ensure big firms such as Apple, Samsung, Huawei, Oppo and Vivo, besides contract manufacturers like Foxconn and Wistron, bring their global supply chains to India and make the country an electronics manufacturing hub in the next five years."An inter-ministerial note (on this) has been floated," a senior government official told ET.Out of the Rs 45,000-crore fund, about Rs 41,000 crore would be disbursed to companies based on production-linked incentive (PLI) criteria, while the remaining Rs 4,000 crore would be offered under a proposed capital subsidy, or reimbursement, scheme. The proposed scheme will replace the popular Modified Special Incentive Package Scheme (M-SIPS)."The government expects the PLI scheme to generate over 200,000 jobs, exports of over Rs 5 lakh crore and direct tax revenue of close to Rs 5,000 crore over five years," the official said.Tough Qualification Criteria LikelyThe disbursement mechanism of the PLI scheme would be firmed up during interministerial consultations, officials said. It would likely be similar to the duty credit scrip scheme under the current Merchandise Exports from India Scheme (MEIS), which is being wound down by March 31, they said.Duty credit scrip is a certificate with certain monetary value that can be utilised for payment of customs duty.Government officials are trying to ensure the new policy is compliant with World Trade Organization guidelines and the support is not directly linked to exports. New Delhi, however, wants to put in tough qualification criteria to ensure the funds are not used by those who manufacture devices only for the local market.The likes of Foxconn — the world's largest contract manufacturer that also operates the biggest such facility for smartphones in India — as well as Samsung, Huawei, Vivo and Oppo together account for more than 80% of the $500-billion global mobile phone market.On Saturday, finance minister Nirmala Sitharaman announced that the government was working on a scheme to boost local electronics production, but said details would be unveiled later. The draft proposals have been sent to the secretaries of revenue, expenditure, economic affairs, commerce, Department for Promotion of Industry and Internal Trade, Ministry of Electronics & Information Technology (MeitY), Niti Aayog CEO and the Directorate General of Foreign Trade (DGFT) for comments."Given the imminent withdrawal of MEIS and limited relief provided by the proposed Remission of Duties or Taxes on Export Products (RoDTEP) in the electronics sector, there is a need to address manufacturing disabilities vis-à-vis China and Vietnam," the official said, explaining the PLI scheme. According to various industry studies, the policy support in Vietnam renders India uncompetitive by 10-12 percentage points and the disability of India compared with China is between 19% and 23%.To counter this, the PLI scheme would extend an incentive of 5-8% on incremental sales of goods manufactured in India and covered under the target segments, which the government will notify. MEIS currently offers 4% duty credit scrips. Also, a project management agency will assist the empowered committee.The second official said the second scheme — to replace M-SIPS — will be open for application for three years."This will have an incentive of 25% on capital investments on plant, machinery and equipment and will be provided to industrial units making investment for manufacturing of electronic components and sub-assemblies in specified categories," the official added. Currently, M-SIPs offer 20% and 25% reimbursements, depending on whether the plant is located in an SEZ or not.Last month, the prime minister had met smartphone manufacturers including representatives from Apple, Samsung and Lava, and sought suggestions on how to make India an electronics manufacturing and export hub. Following this, government officials fast-tracked work on the modalities of the incentives that need to be doled out to attract big-ticket investments. The government has set an ambitious target to increase smartphone exports to $110 billion by 2025 from $3 billion now, and become a net exporter of electronics goods.
What are your key takeaways from Budget 2020? What was the one big theme?The backdrop was pretty tough. Given the slowdown in growth, tax revenues have been sluggish, the global environment has been challenging. It was not an easy place to put your Budget. But I think it turned out to be a well-intentioned one.Two or three things I can pick up: – one is, a lot of focus has gone into import substitution, though it has not got talked about as much after the Budget. There seems to be a lot of focus on cooperative federalism; the GST Council kind of a framework to address lot of other challenges in the economy, to work more closely with the states.A lot of focus has also gone into attracting foreign savings. Whatever has been done for sovereign wealth funds, on dividend distribution tax, the biggest gainers would be FPIs and multinational companies, who pay a lot of dividend in India; they are going to be big beneficiaries. Add to that the withholding tax on corporate bonds, increasing the limit for FPIs in corporate bonds.Over time, we need to work a lot more on increasing domestic savings. The overall pool of financial savings is not enough to meet the investment needs of the country. After taking care of the central, state and the governments and PSUs, very little risk capital is available for our investment needs and that is why building our provident funds, mutual funds, insurance companies is very-very critical. Every policy framework must keep that larger objective in mind. That is why the market was talking about the long-term capital gain tax or some of the other measures, because we need a lot much more domestic capital. Why do you have to depend so much on foreign savings?People who pay taxes at higher rates are angry that they have to pay more tax on dividend now. But from a stock market standpoint, if companies are able to pay more dividend, PE multiples will get rerated and yields will start increasing. Whether it is a taxation policy or all any other policy, they must be geared towards giving a fillip to domestic savings, which is very critical, whether it is flows into provident funds, how we build our NPS, how we build our insurance companies much bigger than where they are today. How do you view this particular Budget move, which means insurance will be no longer be tax saving? It has been removed from 80C.There is always a counter-balance. On one side you say simplify the tax structure. But how do you simplify it without removing a lot of exemptions? On overarching issue there is the shortage of risk capital in India. We need to get a lot of more financial savings than what we are getting today. So every single policy must be geared towards that. What is in the Budget for the retail investor? How should he be positioning in the market now?A lot of savings earlier used to be driven by tax incentives. Now they have to look at meeting their investment goals, meeting their return expectations over a longer period of time from the portfolios that they have built. For them, it is business as usual. The event is behind us.In the very near term, the market will start watching domestic corporate earnings, what is happening globally and the execution of Budget moves. But for a long-term investor, it is business as usual. How big is the ELSS flow for mutual funds? Because from next year, technically ELSS should not exist as a proposition or as a category. How big is that for SBI Mutual Fund?ELSS is one of the larger categories. A couple of years back, ELSS was our largest scheme. Over the years, a larger allocation to mutual funds have moved to some of the other schemes. There are a few ELSS which are quite large in the industry. The industry was actually expecting a little bit of increase in ELSS limits, so that there are more flows to mutual funds and some of the other financial products.Technically, that ELSS unwinding will happen whenever these schemes mature, and fresh money will not go there.No. Incremental money may not come due to tax reasons, but I do not expect any unwinding as such. It is any other equity product, only people were putting money for longer term there, because you had to keep the money for three years to avail the tax incentive.If we started a scheme three years ago, you would shift. Now, inflows may not happen, but you may see outflows...People do not do that. In fact, in a large number of our ELSS products -- the oldest ELSS in India came in 1993 -- we have lots of investors who have stayed invested for more than 10 years.So. we should not worry about the ELSS?Incremental flows will surely get impacted, but not unwinding of that. How are you viewing the move to put more money in the hands of consumers, not the top bracket of taxpayers but the ones below that? Does that really change the narrative of consumption themes -- FMCG, consumer goods? Do they become dearer now?The jury is still out on how many people will really opt for the new scheme, because of the exemptions on account of real estate, on account of savings products. We are yet to see some of the other dimensions – whether a large number of people will move towards lower rates without exemptions, which would mean a lot of money going into consumption.I think the consumption recovery may be led rural areas: you have a good sowing in this season, rains were pretty good, food prices have moved up and with more sops from the Budget and efforts from state governments, that recovery may be led by the rural areas first, and then maybe a more broadbased consumption recovery will happen a little later.Are you confident about the kind of return expectations going forward, given the kind of drop we saw on Saturday? We were tracking the recovery in midcaps. The question now is whether that will sustain going forward. What is really happening with growth?When we met last time, our view for the year was that we are going to see a more broadbased rally. We are going to see a larger participation in midcaps and smallcaps. That view has not changed despite the fall we saw on Saturday. We are going to see a shift to cyclicals and value from the so-called quality stocks, which have done exceptionally well in last few years. That view also has not undergone much change, I would say. But do you tactically make higher allocations to midcap and smallcap funds right now, or do you remain in balanced funds?For long-term investors, there is always a better risk premium in midcaps and smallcaps. After the correction we have seen in last two years, valuations are relatively attractive. And you do see this as a near-term correction, essentially?Every time a correction happens, the entry point gets better for a new investor. Global commodities have taken a hit. Just when we thought steel prices had started moving higher, base metal had begun to look up, wholesale inflation had kicked in, you have got to deal with an unfortunate global problem. What happens to the growth assumptions? Will this now delay the cyclical recovery everywhere?If it blows out of proportion, there could be a risk to global recovery. My sense is that central banks will try to err on the side of caution. Right from US Fed to ECB to PBOC and other central banks, they are going to keep ample liquidity in the system. We have already seen bond yields fall across the world. That can help a little going forward. Nobody really knows which way the coronavirus impact goes in the near term, but if the previous episode of SARS is any guide, then maybe things should normalize after a quarter or so. What would the MPC do when the meet on Thursday, given the kind of global backdrop as well as local backdrop? Thursday is the outcome, yes?I think the recent fall in commodity prices will offer them some comfort. Fiscal deficit figure is more or less in line with expectations, and that would offer comfort. At the same time, my sense is, the window of opportunity on rates is very limited. What RBI will have to do more and more is target term premiums and credit spreads with things like Operation Twist. I think that should continue to bring down term premiums. And then maybe take some other measures to bring down credit premiums, particularly on AA and below. So you are saying they will not move on rates yet again? Not much. From a growth-inflation dynamics perspective, RBI needs to stay accommodative. But I think the window of opportunity on rates is limited. There is much more on other measures that RBI can do to target term premiums and credit spreads. Nothing came for real estate in Budget. Whatever has come for insurance is actually bad now structurally, one is in a downturn other is in upturn. What happens to a derated real estate sector, now that nothing has come from Budget? And what happens to a rerating in insurance? We spoke to HDFC Life CEO, and she put up a brave front. She barely managed to smile. Everybody loves to own insurance stocks right now, and with the LIC issue is coming, is this a derating moment for insurance?The structural opportunity for insurance penetration in India is very high. But fiscal incentives are critical when you want substantial growth for a particular industry, which has a larger repercussion on the long-term growth environment. I expect the government to pay attention to it. Talking about real estate, I would assume more measures will be taken post Budget. It is not that everything has to be announced in the Budget. Before the Budget, the government announced a fund to revive stalled projects. Much more is needed to revive the real estate sector. It is not only about reviving that sector, but even for increasing the velocity of money, which you need for job creation, for overall tax flows. Infrastructure and real estate are the sectors that have very big multiplier effects. In the real world, global growth is still low. Corona is going to bring it down. Budget says we will go from 4.5 per cent to 6.5 per cent. Cyclical recovery, if at all, will get delayed by one month, two month, six months. Then, are we looking at more of a repeat of 2019, when only select 10, 15, 25 maybe 50 stocks expanded? The global environment can be looked at from two perspectives: one where growth may take a hit and there is a hazy cloud on account of coronavirus. The other way to look at it is, there is going to be ample liquidity looking for investment destinations. Can India present itself as that investment destination? Can India present itself as that oasis of hope where a large amount of money would like to come in both in the form of FDI as well as FPI. That is where a lot of efforts have been made in the Budget. The other way to look at it is when we were growing at 10 per cent 10 years back, everybody predicted India is likely to grow at 10 per cent forever. Today it seems we are coming to terms with 5 and 6 per cent. I think our potential is much larger. We need to be a lot bolder and more creative as a society. All of us need to work harder. Our potential is much higher.The market went into the Budget with a lot of expectations, as if it is like the tryst with destiny moment. Everything will be announced for next 10 years on that day. A lot of measures were taken before the Budget, and I have strong reasons to believe we are going to see lot of other actions over the next few months. I think the three that will be most critical going forward are: execution, execution, execution.. So neutral… The other thing we need to do is to get a lot more certainty on policies. Think of it from an investor's perspective. Somebody bought a house last year thinking about a tax incentive for next several years and suddenly it changes. Same thing on some of the other policies. We have done so many big structural reforms like GST, RERA, IBC. It is time to build on them, give a little bit of more policy certainty for next few years and just focus on execution.
NEW DELHI: Although the Budget had no big-bang announcements for FMCG or consumer sectors, a few proposals could end up being positive for these stocks.IDBI Capital said the Budget was mildly positive for consumer and retail sector. It raised customs duty on footwear (up 10 per cent) and furniture (5 per cent), which will help the cause of Make in India and end up benefitting stocks like Trent, Bata, Khadim, Relaxo, Shoppers Stop and Future Lifestyle Fashions.Similarly, the aim to double milk processing capacity by 2025 will help bring down milk prices. Among the major beneficiaries could be Jubilant Foodworks, HUL and Nestle, the brokerage said.The brokerage came out with an 'accumulate' rating on Jubilant Food (target: Rs 1,844) and 'hold' rating on Trent (Rs 845).Care Ratings said increased allocations to agriculture and allied activities, apart from various measures announced for improving marketing, warehousing, increasing credit availability will increase income realisation on agriculture and allied activities and boost disposable income.The reduction in income-tax rates for individuals in the lower income brackets should also go on to spur consumption for consumer goods.A number of agricultural products are set to get cheaper as the government withdrew customs duty on them. They include import of milk in liquid or solid form up to 10,000 tonnes, of butter ghee, butter oil and maize up to 5 lakh tonnes, besides edible oils, vegetable oils of edible grade.Rating agency ICRA said the Budget was marginally positive for the FMCG sector. "There is an increased thrust on strengthening the cold-chain infrastructure and warehousing network, which augurs well for industry participants, especially the processed food segment. The focus on strengthening warehouse infrastructure will be a long-term positive for the industry," it said in a note. IIFL Securities said the Budget was negative for cigarette manufacturers like Golden Tobacco, VST Industries, ITC, Godfrey Phillips and NTC Industries, as the government raised taxes per stick by 14 per cent. This has resulted in a 5 per cent downgrade in EPS estimates for ITC.Among white goods makers, the customs duty increase on compressors of refrigerators and air conditioners by 250 bps will be negative for Voltas and Blue Star, and others.
NEW DELHI: The government is expected to notify within two weeks the revised IT intermediary guidelines that seek to make social media companies more responsible for content on their platforms, two government officials told ET.The Ministry of Electronics and IT (MeitY) will seek the law ministry's views on the validity of the provisions in the draft document before notifying the rules, they said. MeitY wants to make sure that the provisions in the draft do not overshoot the due diligence requirement under the larger IT Act."The law ministry is expected to finalise the guidelines in a couple of days, and there is time of another two weeks from the Supreme Court," a government official said, requesting not be identified. MeitY told the Supreme Court in October last year that it would notify the Information Technology [Intermediaries Guidelines (Amendment) Rules] 2018 by January 15."The IT Act provides for intermediaries to conduct due diligence, but what all can be permitted under that provision has to be carefully considered," the official said.The guidelines propose additional responsibilities on social media companies. These include verifying users through mobile numbers, tracing origin of messages required by a court order and building automated tools to identify child pornography and terror-related content. All these requirements come under the ambit of under due diligence.MeitY is, therefore, "seeking views from ministries, primarily the law ministry" on the validity of such rules under the larger IT Act.73921393 "These requirements should not overshoot the provision under the Act, neither should they be so weak that they become ineffective," the official added.MeitY released the draft intermediary guidelines in December 2018, seeking to amend the Intermediary Guidelines Rules of 2011. The rules fall under Section 79 of the Information Technology Act, 2000 which provides internet companies a safe harbour from content hosted on their platforms but requires them to carry out a certain level of due diligence.The guidelines have overarching rules for all the intermediaries operating in India, such as a proper privacy policy and updating users about it regularly, another government official said, adding social media companies as well as intermediaries will have to operate with a certain degree of responsibility.Each clause in the guidelines is being scrutinized carefully as these rules will set a "global precedent", the first official quoted earlier added.The government's move to classify intermediaries based on function better reflects the modern nature of the internet and will help ensure that the open internet remains a space for innovation and knowledge sharing, said Udbhav Tiwari, policy advisor, Mozilla Corporation."However, traceability and 24-hour content take down timelines continue to threaten the freedom of expression, privacy and security of users and should be urgently reformed before the rules are enacted," he added.
