It is February 2021. A few months after his re-election as president of the United States, Donald Trump declares that NATO has become obsolete and the United States withdraws from the alliance. All U.S. forces — military personnel and equipment — including nuclear and missile defense assets will be withdrawn from Europe as soon as possible.
This nightmare scenario has been on the mind of many security policy officials, and experts, ever since the New York Times reported in January 2019 that Trump discussed several times over the course of 2018 wanting to withdraw from the alliance. Congress has acted and passed the NATO Support Act, which prohibits the use of funds to withdraw the United States from the North Atlantic Treaty Organization. Yet the possibility of such a move cannot entirely be excluded.
WASHINGTON (Reuters) - U.S. President Donald Trump leaves on Monday for a NATO summit in London and he is under pressure from British Prime Minister Boris Johnson to resist the temptation to wade into the British election campaign coming up later in December.
As a presidential candidate in 2016 and then as president since early 2017, Trump has shown no restraint in showing support for Britain's exit from the European Union and critiquing the politicians involved in the country's long-running Brexit debate.
But with Johnson leading polls as he faces Dec. 12 elections, the prime minister who is hosting the London NATO summit wants Trump to mind the guard-rails, putting Trump in the unusual position of trying to avoid his normal impulse to comment on whatever he wishes.

Tens of thousands of Hongkongers returned to the streets on Sunday a week after the pro-democracy camp's landslide election victory, but their procession rapidly descended into stand-offs with police and, by nightfall, mobs once again trashed shops with mainland China links.
After nearly two weeks of relative calm, chaos returned to the Kowloon side of the city by evening, as a group of protesters hurled bricks and police fired tear gas, while radicals set about smashing restaurants and shops in Whampoa and vandalised the exits of the railway station there.
Fourteen people were killed in an attack Sunday on a church in eastern Burkina Faso where places of worship have suffered a string of Islamist assaults this year, the regional government said.
"Unidentified armed men" carried out the attack during a Sunday service at a Protestant church in the town of Hantoukoura near the border with Niger, the government statement said.
"This attack unfortunately left 14 dead and many wounded," it said.
Soldiers in the region were hunting down the assailants, who fled on scooters, a security source said earlier.

New "supercavitating" bullets could allow SEALs, others to shoot targets underwater.

At around 8:30am on November 26th, what appeared to be a potential violation of the tightly controlled airspace ringing Washington D.C. occurred, sparking off a course of events that drew national attention. The White House and the Capitol went into lockdown as a Coast Guard MH-65, callsign Blackjack, scrambled to intercept the possible intruder and F-16s were sent to runway alert at Andrews AFB, prepared to rocket into the sky if needed at a moment's notice. Confusion followed as to what exactly was detected and why. Now, according to officials with direct knowledge of the events, here is what actually occurred.

For many people around the world, the fact that December 2 is celebrated as the International Day for the Abolition of Slavery may seem like an archaic throwback. After all, the days of the trans-Atlantic slave trade are long over, and in 1981 the African nation of Mauritania became the last country in the world to formally abolish the practice, even if remnants still linger in the shadows. Yet according to economist Siddharth Kara at the Carr Center for Human Rights Policy, there are more than three times as many people in forced servitude today as were captured and sold during the entire 350-year span of the transatlantic slave trade. The fact that slavery is not a thing of the past, despite global treaties banning its existence, can be attributed to many factors.
In the case of African men and women forced to sell their bodies or labor for little to no pay in Europe, it has a lot to do with an immigration policy out of sync with the demands of the European labor market, combined with the inevitability that young Africans will migrate, no matter the risk, in search for better opportunities than they can find at home.
What the International Labor Organization calls the “new slavery” keeps an estimated 25 million people trapped in debt bondage or other forms of forced labor, producing many of the goods that keep the global economy going. Forced marriage, which is also considered a form of modern slavery, afflicts another 15.4 million women and young girls. Modern slavery doesn’t come with the iron chains and auctions of the past. Today’s restraints take the form of withheld documents, the possibility of exposure, and the threat of deportation. Modern slavery, and the human trafficking networks that enable it, is a $150 billion a year criminal enterprise that spans the world.
Its victims can be found in a wide range of industries, from fashion to seafood, electronics, agriculture, construction and even cannabis farming. Today’s slavers funnel their ready and easily exploitable supply of victims into a global supply chain desperate for the low cost labor that competitive prices demand. But they are not the sole perpetrators. According to the 2018 Global Slavery Index, G20 countries import some $354 billion worth of products at risk of being produced in part by modern slavery every year, from frozen prawns to cell phone batteries, pet food, jewelry and canned tomatoes.
And it’s not just imports. Last year, TIME documented how Europe’s restrictive immigration practices resulted in a new African slave trade, forcing would-be migrants to Europe from countries such as Nigeria, Senegal, Cameroon and Ethiopia to put their lives in the hands of human traffickers for exorbitant prices, more often than not resulting in systems of debt labor. A 2016 report by the International Organization for Migrants found that 7 out of 10 migrants crossing from North Africa to Europe had experienced exploitation of some kind or another, including kidnapping for ransom, forced labor, illegal detention and sexual violence en route. And arrival in Europe rarely offers respite, says Mohamed Yahya, the United Nations Development Program [UNDP] representative in Nigeria, who has just co-authored a new report based on a survey of more than 3000 adult African migrants who arrived in Europe through irregular means, meaning without visas or formal immigration procedures. The report focused on those migrants whose primary motivation was looking for work and opportunity rather than seeking asylum or for humanitarian assistance. The highest number of respondents were from Nigeria, at 17%, followed by Senegal, Mali, Guinea and other West African nations.
Few African migrants outside of Eritrea are automatically considered eligible for asylum status, and as a result are not allowed to work or access social services while in Europe. Yet rarely are they sent home, leaving them in limbo and vulnerable to exploitation. “In order to simply survive, they have to work outside the legal system, which obviously exposes them to hardship and systems of forced or undercompensated labor,” says Yahya. Meanwhile, the demand for their labor in Europe is still high, either as field workers or cleaners or in other unskilled trades, he says, indicating an unmet need in the European labor pool. “The root cause of irregular migration is not human trafficking, but demand,” he says. Young Africans want jobs in Europe that they can’t find at home, and an ageing Europe needs workers to fill gaps in the labor market. Yet there is no visa process that enables that exchange, notes Yahya. “Currently, to go to Europe as a lower middle class African, is impossible. You won’t get a visa. That is why irregular migration exists, and that is why the issue of human trafficking, and extreme exploitation — modern slavery — exists.” One of his solutions, backed by the findings of the report, is the establishment of a legal pathway to temporary migration, such as a work visa tailored to the specific labor demands of certain industries.
Contrary to most assumptions about irregular immigrants to Europe, the UNDP survey found that those migrants who had been able to find work, legal or otherwise, were more likely to return home after four to five years than those who did not. Yahya attributes that to return on investment, noting that irregular migrants were often forced to spend large sums to reach Europe. Once they felt that they had recouped their initial outlay, and were able to save a small nest egg, they were more willing to return home with whatever skills they had gained while in Europe. Those who could not find work, or save money, were more inclined to stay in Europe for fear of facing shame and unpaid debts back home. “This idea, which is so prevalent in European politics right now, that you make life so difficult for the migrants, you don’t let them work, you don’t let them have access to social services, and that they are so miserable that they will want to go home, isn’t actually based on reality,” he says. Yahya calls the situation a chance for “circular migration,” that benefits both the European industries that need laborers, and the African nations that need opportunities for their young people.
Illegally or not, says Yahya, the survey results show that young Africans will attempt to migrate to Europe regardless of the risks. So why not make it safer for them, and clearer for Europe? “I am not convinced that we can deal with the exploitation issue if we don’t have a better alternative. The best way to bring an end to forced labor, exploitation and human trafficking is to offer a legal system of migration.”
Hardly six months into his tenure as the President of Ukraine, Volodymyr Zelensky has already learned to temper his expectations. He does not expect his first round of peace talks with Russia, which are scheduled to take place in Paris on Dec. 9, to end the war that has been raging along their border for the past five years. Nor does he expect too much from his Western allies going into these negotiations, Zelensky said in a wide-ranging interview on Saturday.
Speaking to reporters from TIME and three of Europe’s leading publications, the President explained that, despite getting caught up in the impeachment inquiry now unfolding in Washington, D.C., Ukraine still needs the support of the United States.
Otherwise his country does not stand much of a chance, Zelensky said, in its effort to get back the territory Russia seized from Ukraine in 2014, starting with the Crimean Peninsula. Nor can Ukraine rely on steady financial support from abroad if President Donald Trump and his allies continue to signal to the world that Ukraine is corrupt, Zelensky said. “When America says, for instance, that Ukraine is a corrupt country, that is the hardest of signals.”
But he also pushed back on Trump’s recent claims about corruption in Ukraine, and questioned the fairness of Trump’s decision to freeze American aid. “If you’re our strategic partner, then you can’t go blocking anything for us,” he said. “I think that’s just about fairness. It’s not about a quid pro quo.”
Zelensky’s focus during the interview, as it has been throughout his time in office, was on the effort to end Ukraine’s war against Russia and its proxies, who still control two separatist strongholds in the region of Ukraine known as the Donbass. More than 13,000 Ukrainians have died as a result of that conflict, and more are killed or wounded every week. Yet the European attempts to mediate an end to the fighting have been stalled for over three years.
For the first time since the fall of 2016, Russian President Vladimir Putin has confirmed that he will attend the talks under what’s known as the Normandy format, with the leaders of France and Germany acting as mediators. But without consistent pressure from the U.S., Zelensky is hardly sure the Europeans will deliver on their promises to defend his country’s land, its people and its economy.
What follows is a partial transcript of the hourlong interview, which was conducted jointly by TIME, Le Monde of France, Der Spiegel of Germany and Gazeta Wyborcza of Poland. It has been condensed and edited for clarity by TIME.
Interviewer: What are you expecting from the peace talks on Dec. 9?
Zelensky: Experience shows that these meetings go on for many hours. They vary. Often these meetings go in circles, with people repeating the same things to each other. Here’s what I know from studying them: people have come to these meetings intending for nothing to happen.
So in the past the negotiators were just pretending?
That is how I felt. Maybe they came with different goals. Each country has its position. And no doubt Germany and France both did a lot to make these [upcoming] talks happen. That’s already a victory. It’s a victory when the weapons fall silent and people speak up. That’s already the first step.
What are the next steps?
First is a prisoner exchange, a real exchange within a clear timeframe. Second is, I think, very difficult, and that’s a ceasefire. It was laid down in all the [previous agreements] as the priority, as the first point, in all the agreements and in all the statements. But we have to understand that, indeed, the shooting slowed down. That’s true. But it did not stop. So when we say ceasefire, that’s what we have to achieve. These first two points are related to the lives of people. That’s why, for me, those are the two most important points.
What about the need to hold elections in the regions held by pro-Russian separatists?
When we talk about elections, we have to understand the third point: before elections, we need a full withdrawal, a full disarming of all illegal formations, military formations, no matter the type, no matter the group, no matter the uniform, no matter what weapons. Resolving these three points will create an understanding that we want to end the war. We definitely want that. But that will create an understanding that Russia is also very strongly intent on this.
So Ukraine will not agree to hold elections in the occupied regions until the withdrawal of forces?
Of course not.
What about the border? When will Ukraine regain control of its border with Russia, including the sections now held by the separatist forces?
Yes, that’s the most difficult question. The most difficult. If we even get to it, it will be the most difficult question in these negotiations. But I’ll confess to you honestly, I don’t support the way this is spelled out in the [previous] agreements. [Under those agreements,] the elections are to happen, and then the control of the borders goes to Ukraine… I don’t agree with the sequence of these actions.
And what if the talks achieve nothing?
Look, we are at home here. It is a piece of our land that was taken away. I will not agree to go to war in the Donbass. I know there are a lot of hotheads, especially those who hold rallies and say, ‘Let’s go fight and win it all back!’ But at what price? What is the cost? It’s another story of lives and land. And I won’t do it. If that doesn’t satisfy society, then a new leader will come who will satisfy those demands. But I will never go for that, because my position in life is to be a human being above all. And I cannot send them there. How? How many of them will die? Hundreds of thousands, and then an all-out war will start, an all-out war in Ukraine, and then across Europe.
What are your impressions and expectations from Putin?
We’ve had three calls with the President of Russia. I think they were productive. We got our sailors back [in a prisoner exchange]. We got back our guys who wound up behind bars under tragic circumstances, our political prisoners. That’s very important.
Q: Do you have any trust in Putin going into these talks?
I don’t trust anyone at all. I’ll tell you honestly. Politics is not an exact science. That’s why in school I loved mathematics. Everything in mathematics was clear to me. You can solve an equation with a variable, with one variable. But here it’s only variables, including the politicians in our country. I don’t know these people. I can’t understand what dough they’re made of. That’s why I think nobody can have any trust. Everybody just has their interests.
Ukraine has long asked the U.S. to play a greater role in the peace talks between Russia and Ukraine. That’s what Kurt Volker, the Trump Administration’s special envoy to the peace process , was trying to do…
He tried. He tried hard. That’s true. And I think he had a lot of success. I wasn’t a witness to everything he did, because I wasn’t President at the time. But I saw that in those moments when we met, he really was active in defending our position.
But in the context of the impeachment inquiry, Volker has left his post, as have other officials who supported Ukraine within the Trump Administration. In that context, how do you see the U.S. role in the peace process? How has it changed in the last few months, and how do you see it going forward?
First off, I would never want Ukraine to be a piece on the map, on the chess board of big global players, so that someone could toss us around, use us as cover, as part of some bargain… As for the United States, I would really want – and we feel this, it’s true – for them to help us, to understand us, to see that we are a player in our own right, that they cannot make deals about us with anyone behind our backs. Of course they help us, and I’m not just talking about technical help, military aid, financial aid. These are important things, very important things, especially right now, when we are in such a difficult position.
The United States of America is a signal, for the world, for everyone. When America says, for instance, that Ukraine is a corrupt country, that is the hardest of signals. It might seem like an easy thing to say, that combination of words: Ukraine is a corrupt country. Just to say it and that’s it. But it doesn’t end there. Everyone hears that signal. Investments, banks, stakeholders, companies, American, European, companies that have international capital in Ukraine, it’s a signal to them that says, ‘Be careful, don’t invest.’ Or, ‘Get out of there.’ This is a hard signal. For me it’s very important for the United States, with all they can do for us, for them really to understand that we are a different country, that we are different people. It’s not that those things don’t exist. They do. All branches of government were corrupted over many years, and we are working to clean that up. But that signal from them is very important.
Yet last week President Trump said on live television that Ukrainians are corrupt, and they steal money. Do you have a plan for changing his mind?
I don’t need to change his mind. During my meeting with him, I said that I don’t want our country to have this image. For that, all he has to do is come and have a look at what’s happening, how we live, what kinds of people we are. I had the sense that he heard me. I had that sense. At least during the meeting, he said, ‘Yes, I see, you’re young, you’re new, and so on.’
What role do you see the U.S. playing in the peace process going forward?
America, first of all, has its direct relations with Russia. To influence Russia, to make everyone see that this [war] is a big tragedy, and that it must end, I think that Mr. Trump can speak directly, and I think they do talk about these things.
Trump and Putin?
Yes. I don’t like when others talk about us without us there, in the sense of some benefits for them. But if it’s a conversation along the lines of, ‘Look, let’s make this stop. Ukraine is different now. Ukraine wants to stop it. There is no radicalism. No one is killing and eating anyone in that country. See for yourself. Come on.’ Then the whole world would support Ukraine, and America is one of the keys to this happening.
President Emmanuel Macron of France recently said that NATO is experiencing brain death. What do you think about that? And what do you think about the reset of relations he wants with Russia, saying that Russia is part of Europe, and Russia is not a threat? Do you agree with it?
For us, look, it does sound strange. When it comes to Russia, it seems France has different relations now with Russia. I think some of these words are linked with the weakening of sanctions policy. That’s what I have seen more deeply now. I understand, because economically, [the sanctions policy] doesn’t benefit France and Germany. But when we’re talking about human beings, we shouldn’t consider benefits. And on this, the European leaders guaranteed to me that the sanctions policy would stay the same until we get all of our territory back.
Does that include Crimea?
That includes Crimea.
Heading into these peace talks, do you feel the right signals from Paris and Berlin? Or do you feel that you’ll be somewhat on your own with Putin there?
I’m the type of person who responds to facts. I believe that our European partners must support us, and if they must, then they will. But I will see this in the first half hour. If I see around the table that this is not the case, I will say so straight out. I would like to hope that everyone understands the problem is deeper than fixing economic problems within this or that country.
Even while acting as a mediator in these talks, German Chancellor Angela Merkel has pushed ahead with a new gas pipeline from Russia to Germany, known as Nord Stream 2. That pipeline would bypass Ukraine, costing your government up to $3 billion per year in income from the transport of natural gas. Do you still see a chance of blocking that pipeline?
I want European leaders to settle on a different result when it comes to Nord Stream, and take different steps. I don’t know what else I can say about North Stream 2. We don’t have influence over the Europeans’ decision. We don’t have it, and that’s it. I don’t have any leverage. I can only count on the strong support that I see on this question from the United States of America.
Is that the only thing that can stop it?
That’s the only thing that can stop it. That’s it!
When did you first sense that there was a connection between Trump’s decision to block military aid to Ukraine this summer and the two investigations that Trump and his allies were asking for? Can you clarify this issue of the quid pro quo?
Look, I never talked to the President from the position of a quid pro quo. That’s not my thing. … I don’t want us to look like beggars. But you have to understand. We’re at war. If you’re our strategic partner, then you can’t go blocking anything for us. I think that’s just about fairness. It’s not about a quid pro quo. It just goes without saying.

In confrontations that began last week, Maoming protesters pelted police with bricks and set off fireworks, forcing authorities to announce Sunday that they would not be building a crematorium on plot of unused land in the area. The long-running plan had infuriated residents, who had been promised an ecological park on the same site.

BRUSSELS (AP) — The famed Belgian Carnival town of Aalst wants to renounce its place on the U.N. cultural heritage list, saying it is sick of widespread complaints that this spring’s edition contained blatant anti-Semitism.
Town officials say the float objected to, with stereotypical depictions of hook-nosed Jews sitting on piles of money, was trying to make a joke and they contend no one should try to muzzle humor of any kind during the three-day Carnival.
Aalst mayor Christoph D’Haese said Sunday that city officials “have had it a bit with the grotesque complaints and Aalst will renounce its UNESCO recognition.”
UNESCO, Jewish groups and the European Union have condemned the float as anti-Semitic, with the EU saying it conjured up visions of the 1930s.
UNESCO already was planning to consider at its Dec. 9-14 meeting in Bogota, Colombia, whether to kick Aalst off the list of Intangible Cultural Heritage.
“It was clear that we had to go, so we kept the honor to ourselves,” D’Haese told VTM network.
Aalst is one of Europe’s most famous Carnivals and it is a celebration of unbridled, no-holds-barred humor and satire. Politicians, religious leaders and the rich and famous are relentlessly ridiculed during the three-day festival ahead of Roman Catholic Lent.
Imposing limits on that would take away the essence of the town’s Carnival, said D’Haese, who has seen revelers impersonating leaders of his Flemish nationalist N-VA party leadership go around in Nazi uniforms.
For him, it is the be-all, end-all of Aalst Carnival, in which a laugh trumps ethical concerns. The parade of floats draws some 100,000 visitors every year to the city close to Brussels. Most often it goes off without a hitch.
After the outrage in early March, D’Haese claimed city elders reached out to Belgium’s “anti-discrimination center and several Jewish organizations, for whom it will never be enough.”
Hans Knoop of the Belgian Forum of Jewish Organizations told The Associated Press that the mayor had not been cooperative in discussing the issue.
And Knoop warned that renouncing the UNESCO cultural heritage tag should not open the way for more similar displays at the festival in late February.
“They are not at liberty to spew any more anti-Semitic dirt,” he said. “We will keep a close eye on Aalst.”
He insisted there are merry Carnivals around the world without a hint of racism or anti-Semitism.
D’Haese said it would be “unavoidable” that there would be Jewish ridicule at the next edition. He has said it was not for him to police humor.
“We are on a very dangerous slippery slope when people will be able to decide what can be laughed at,” he said.
A decision by UNESCO to remove Aalst would be a first since the 2003 convention that created the cultural heritage label.
The Aalst Carnival has been on the list since 2010.
Now, D’Haese said, “I want to give Aalst Carnival back to Aalst.”
(YANGON, Myanmar) — About 700 people rallied Sunday to show support for Myanmar’s leader, Aung San Suu Kyi, as she prepares to defend the country against charges of genocide at the U.N.’s highest court.
Members of Suu Kyi’s National League for Democracy party swelled the ranks in front of the colonial-era City Hall in Yangon, Myanmar’s largest city, as the crowd waved national flags and listened to music and poetry. A popular local singer told them “Mother Suu is the bravest human being in the world – her weapon is love.”
Many carried banners saying, “We stand with you, Mother Suu.”
The case before the International Court of Justice in The Hague relates to a harsh counterinsurgency campaign waged by Myanmar’s military against members of the country’s Muslim Rohingya community in August 2017 in response to an insurgent attack.
More than 700,000 Rohingya fled to neighboring Bangladesh to escape what has been called an ethnic cleansing campaign involving mass rapes, killings and the torching of homes.
The head of a U.N. fact-finding mission on Myanmar warned recently that “there is a serious risk of genocide recurring.”
Gambia filed the case at the ICJ, also known as the world court, on behalf of the Organization of Islamic Cooperation.
The case alleges that Myanmar’s actions against the Rohingya are “genocidal in character because they are intended to destroy the Rohingya group in whole or in part.”
Myanmar has strongly denied the charges but says it stands ready to take action against wrong-doers if there is sufficient evidence.
A statement on the website of the Ministry of the Interior said recently that the renewed international pressure on the country was due to a lack of understanding of “the complexities of the issue and the narratives of the people of Myanmar.”
Suu Kyi, who was awarded the 1991 Nobel Peace Prize for championing democracy and human rights under Myanmar’s then-ruling junta, will lead the delegation to The Hague in her capacity as foreign minister.
Hearings are due to start on Dec. 10. The case is expected to last several years.
LONDON (AP) — Britain’s political leaders sparred Sunday over who is responsible for the early release of a convicted extremist who launched a stabbing attack in central London that left two dead and injured three.
After a one-day pause out of respect for victims, Friday’s attack is dominating the political scene as the Dec. 12 election nears, shifting the focus, at least for the moment, from Brexit and the National Health Service to issues of security and criminal justice.
The argument centers over the early release from prison of Usman Khan, who served roughly half his sentence before being set free. He was able to stab five people before being shot dead by police despite conditions imposed on his release that were supposed to protect public safety.
Prime Minister Boris Johnson, portraying himself as tough on crime, on Sunday blamed Khan’s freedom on changes in sentencing rules made by the last Labour Party government before Johnson’s Conservatives took power in 2010. He promised to toughen sentencing laws.
“I think it is repulsive that individuals as dangerous as this man should be allowed out after serving only eight years and that’s why we are going to change the law,” he told BBC’s Andrew Marr Show.
Marr repeatedly challenged the prime minister by pointing out that the Conservatives had been in power for nearly a decade and not taken any steps to change the situation Johnson was complaining about.
The accuracy of Johnson’s claim was challenged by Ed Davey, deputy leader of the Liberal Democrats, who told Sky News that the prime minister was misleading the public about the current law regarding the early release of prisoners.
“Either he’s incompetent and doesn’t know the law, or he’s deliberately misleading people when we’ve got a tragedy on our hands, and I’m afraid, either way, it does not look good for the prime minister,” Davey said.
He said Johnson has a track record of misleading the public on this and other matters, including Brexit: “I’m really alarmed that we are on the brink of having a prime minister who is the most untruthful prime minister of all time.”
Regardless of who is to blame, it is clear that setting Khan free before his sentence was concluded put the public at risk at a time when the official terrorism threat level had recently been lowered because of a perceived reduction in the risk of jihadis returning from Syria to Britain to launch attacks.
The Ministry of Justice has begun an urgent review of cases like Khan’s that might pose a threat, including a review of the conditions governing the movements of every convicted terrorist who has been released from prison.
Officials say about 74 people fit this category. Conditions typically including the wearing of an electronic device that allows police to track a person’s movements, a curfew, limitations on internet use and smartphone use, and reporting on a regular basis to police.
Police have said that Khan appears to have been in compliance with the conditions governing his release, which weren’t made public, but nonetheless was able to carry out a deadly assault that didn’t rely on sophisticated weaponry or detonation of an explosive device.
Labour leader Jeremy Corbyn accused the Conservatives of trying to provide security “on the cheap” and said he doesn’t necessarily agree that all terrorist prisoners should be required to serve their full terms.
He said it depends on the circumstances and called for the Parole Board and the probation service to be more actively involved.
Johnson’s Conservatives quickly tried to capitalize on Corbyn’s statement in a clear indication that the extremist attack is now fair game for political brinksmanship.
The party tweeted a promise — “We will change the law so terrorists serve every single day of their sentence” — along with a warning about Corbyn’s opposition to this plan.
(VALLETTA, Malta) — Maltese Prime Minister Joseph Muscat said Sunday night that he would resign in January following pressure from citizens for the truth about the 2017 car bombing that killed a journalist.
In a televised message, Muscat said he has informed Malta’s president that he will quit as leader of the governing Labor Party on Jan. 12 and that “in the days after I will resign as prime minister.”
Hours earlier, thousands of Maltese protested outside a courthouse in the capital, Valletta, demanding that he step down.
“As prime minister, I promised two years ago that justice would be done in the case of the murder of Daphne Caruana Galizia,” Muscat said, beginning his speech, adding “today I am here to tell you that I kept my word.”
Muscat noted that in addition to three people arrested soon after the bombing for carrying out the actual attack, now there is “someone accused of being the principal person behind this killing.”
Muscat was referring to prominent Maltese businessman Yorgen Fenech, who on Saturday night, was arraigned on charges of alleged complicity in the murder and of allegedly organizing and financing the bombing. Fenech entered pleas of innocence.
Muscat’s former chief of staff Keith Schembri was linked to the killing. Schembri was among government members targeted by Caruana Galizia’s investigative reporting. Schembri, who resigned last week, was arrested in the probe but later released. He denies wrongdoing

(THE HAGUE, Netherlands) — Police say they have not found any indications of a terrorist motive in a stabbing on a busy Dutch shopping street that injured three teens.
Police said Sunday, after questioning a 35-year-old homeless man arrested as a suspect in the stabbing, that “so far there are no indications that point to a possible terrorist motive.”
Investigations are continuing into what motivated the Friday night attack in downtown The Hague that injured two 15-year-old girls and a 13-year-old boy. All three were treated in a hospital and released late Friday.
The attack in the Netherlands came hours after a convicted terrorist wearing a fake explosive vest stabbed to death two people and wounded three more in London, before he was fatally shot by officers.
(MEXICO CITY) — Mexican security forces on Sunday killed seven more members of a presumed cartel assault force that rolled into a town near the Texas border and staged an hour-long attack, officials said, bringing the death toll to at least 21.
The Coahuila state government said in a statement that lawmen were still chasing remnants of the force that arrived in a convoy of trucks and attacked the city hall of Villa Union on Saturday.
Gov. Miguel Angel Riquelme said at least 14 people had died by that afternoon, four of them police officers. He also said then that several municipal workers were missing. It wasn’t clear if they had since been located.
The new statement did not give a new death total, but said seven more attackers were killed on Sunday in addition to 10 who reportedly died the day before.
The governor said the armed group stormed the town of 3,000 residents in a convoy of trucks, attacking local government offices and prompting state and federal forces to intervene. Bullet-riddled trucks left abandoned in the streets were marked C.D.N. — Spanish initials of the Cartel of the Northeast gang.
The town is about 35 miles (60 kilometers) south-southwest of Eagle Pass, Texas, and 12 miles (20 kilometers) from the town of Allende — site of a 2011 massacre involving the Zetas cartel in which officials say 70 died.
Videos of the shootout posted on social media showed burned out vehicles and the facade of Villa Union’s city hall riddled with bullets. Rapid gunfire could be heard in videos along with frantic people telling friends to stay indoors.
The governor said security forces would remain in the town for several days to restore a sense of calm.

(MADRID) — U.N. Secretary-General Antonio Guterres said Sunday that the world’s efforts to stop climate change have been “utterly inadequate” so far and there is a danger global warming could pass the “point of no return.”
Speaking before the start Monday of a two-week international climate conference in Madrid, the U.N. chief said the impact of rising temperatures — including more extreme weather — is already being felt around the world, with dramatic consequences for humans and other species.
He noted that the world has the scientific knowledge and the technical means to limit global warming, but “what is lacking is political will.”
“The point of no return is no longer over the horizon,” Guterres told reporters in the Spanish capital. “It is in sight and hurtling toward us.”
Delegates from almost 200 countries will try to put the finishing touches on the rules governing the 2015 Paris climate accord at the Dec. 2-13 meeting, including how to create functioning international emissions trading systems and compensate poor countries for losses they suffer from rising sea levels and other consequences of climate change.
Guterres cited mounting scientific evidence for the impact that man-made emissions of greenhouse gases are already having on the planet, including record temperatures and melting polar ice.
But he insisted that his message was “one of hope, not of despair. Our war against nature must stop and we know that that is possible.”
Countries agreed in Paris four years ago to limit global warming to well below 2 degrees Celsius (3.6 Fahrenheit), ideally 1.5C (2.7F) by the end of the century compared with pre-industrial times. Already, average temperatures have increased by about 1C, leaving little room for the more ambitious target to be met.
Guterres said growing demands from citizens, particularly young people, have shown there is widespread desire for climate action.
“What is still lacking is political will,” he said. “Political will to put a price on carbon. Political will to stop subsidies on fossil fuels. Political will to stop building coal power plants from 2020 onwards. Political will to shift taxation from income to carbon. Taxing pollution instead of people.”
Guterres noted that some 70 countries — many of them among the most vulnerable to climate change — have pledged to stop emitting more greenhouse gases by 2050.
“But we also see clearly that the world’s largest emitters are not pulling their weight. And without them, our goal is unreachable,” he said.
The U.N. chief said he hoped the meeting in Madrid would see governments make more ambitious pledges ahead of a deadline to do so next year.
He also said that creating a worldwide market for emissions, which is a key element of the sixth article of the Paris accord, remained one of the most contentious issues for negotiators.
“We are here to find answers for article 6, not to find excuses,” Guterres said.
Guterres also announced that outgoing Bank of England governor Mark Carney will become his new special envoy on “climate action and climate finance” from next year.
Organizers expect around 29,000 visitors, including some 50 heads of state and government for Monday’s opening, as well as scientists, seasoned negotiators and activists during the two-week meeting.
Some of the world’s largest carbon emitters — the United States, China and India — will be represented by ministers or lower-level officials.
The U.S. administration of President Donald Trump, which has announced the intention to withdraw from the Paris agreement, is represented by Marcia Bernicat, Principal Deputy Assistant Secretary of State for Oceans and International Environmental and Scientific Affairs. BENGALURU: Infosys BPM, the business process outsourcing subsidiary of Infosys, is expected to nearly double its revenue to $1 billion in the ongoing fiscal year, as recent acquisitions by its parent are expected to increase business from banking and insurance clients, analysts said.In May, Infosys acquired a 75% stake in Stater, a unit of ABM AMRO that offers end-to-end mortgage administration services to customers in the Benelux (Belgium, the Netherlands and Luxembourg) region.Infosys BPM also acquired in October a 1,400-employee contact centre in Ireland - Eischtec - which has clients in the telecom, social media, healthcare, educational technology and financial technology sectors.The company is expected to hit $1 billion in revenue, said Phil Fersht, chief executive officer at industry consultancy HfS Research. One would expect that such threats would not materialise at all, or at a very marginal scale. However, as the experience of Karvy Stock Broking shows, that expectation is not realistic. From what Sebi's investigation shows, it appears the stockbroking firm (or persons within it) pulled off an elaborate heist. One could call such a fraud unprecedented— this kind of fraud has never been done before on such a scale. However, smaller brokers may have done similar things.We can sense that frauds using digital transactions are increasing. For example, the impression is digital pilferage from bank accounts is happening on a large scale. We all seem to know of more than one such case within one's circle of acquaintances. Similarly, the Paytm KYC scam is widespread enough for the company to be making considerable effort to warn people not to fall for these frauds. According to the Sebi investigation, that is what Karvy Stock Broking did with several hundred crore rupees worth of shares belonging to clients. Not just that, the bank account from which the money goes to the fund and the one to which it comes back must be the same. The fund holding must also be in the same name as the account. Essentially, there is no intermediary in the transaction itself.The structure is much simpler than stocks. MUMBAI: Home Minister Amit Shah on Saturday said the Narendra Modi government has delivered a corruption-free, responsive and decisive administration, and yet a wrong perception has been created that it's vindictive and generates fear.Speaking at the ET Awards for Corporate Excellence on Saturday evening, Shah said the government has shown the ability to take hard decisions that had become essential to lay the foundation for the long-term development of the country — be it acting against corruption, integrating the poor into India's economic growth story through specific initiatives or bringing Kashmir to the national mainstream."This government has been run in the most transparent way. Even our opponents cannot allege a single case of corruption against us. If somebody says something, we will look into its merit and make efforts to improve," Shah added.He said recent anti-corruption actions by probe agencies such as the Enforcement Directorate and CBI against some companies and individuals, was an act of "detoxification" which was necessitated by the leniency shown towards corruption by the earlier dispensations. This should not create fear in the minds of those who have done no wrong."I want to say with clarity that there is no need for anybody to be afraid. Some events that took place between 2004 to 2014 — if you look at the banking and finance figures it will be obvious to you — were such where wrongs were done on a mass level. This action is being taken only to the extent required to set it right and to re-invigorate the system," the home minister said.The minister maintained that while these decisions were taken for the larger good, government's opponents have created a "fear psychosis" that the regime believes in attacking those opposed to it."An atmosphere has been built. We will also have to make efforts to correct this atmosphere. But I definitely want to say that there is no need for anybody to be in fear. People speak out both in debates and in Parliament. Nobody has to be afraid. Nobody wants to scare. Neither has anything been done because of which if somebody speaks out the government has to worry," he said.He enumerated some of the steps taken by finance minister Nirmala Sitharaman to check harassment by authorities, like e-assessment of tax payments and faceless refund of excess tax deposits."Some selected measures have definitely been taken in a limited way to restore some things but this phase (of raids, etc.) too, I feel, is over. Good times are ahead," Shah said.On the issue of restoring normalcy in Kashmir, the home minister said people have formed opinions without visiting the state. He insisted that most of the apprehensions created when Article 370 was withdrawn have been proved wrong."There was perception created in the past that Kashmir was somewhat different from the country. We took a bold decision. In Parliament, when I brought the Bill it was said that rivers of blood will flow, there will be a bloodbath, mass killings will have to be done, the situation will go out of hand. Nothing happened. Not a single person has been killed in police firing."Disclosing that there's no curfew in any police zones of Kashmir, he said: "Without going to Kashmir, you cannot understand the situation there. My request to all of you is that you go to Kashmir on a three-day vacation with your family and you will come to know what the situation there is."The minister slammed Congress for raising the issue of political prisoners in Kashmir. "As far as keeping leaders in jail is concerned, in this very state Sheikh Abdullah was kept in jail for 11 years and 52 days by the Congress government. And they are asking us questions after just four months. Only 630 in jail, of which political prisoners are less than 112. This has been represented in a wrong way," he said.He emphasised that the Modi government does not support the views of BJP MP Pragya Thakur on Mahatma Gandhi's assassin and the top leadership condemned it inside and outside Parliament.Replying to a question posed by industrialist Rahul Bajaj, Shah said, "Soon after Sadhvi Pragya made those comments, the senior leaders of BJP — I as party president and Rajnath Singh in Parliament — condemned it, took some steps against her and later she also apologised in Parliament… BJP and this government do not support any such statement. We strongly condemn it and we have not the slightest hesitation in saying this."On the question on lynching, he said it used to take place earlier and happens now as well. "Perhaps it happens less often now but that is not reported. It is also not right to say that no conviction has taken place as in several lynching cases, trials and convictions have been done. But this is not published by the media. If it is published, it will be good for us," he said.

That's not surprising given they tend to err on the side of doing as little as possible because that's often the easiest consensus to form among the group's members.What's interesting is how they will come to that conclusion, given the wealth of data out there and the myriad ways of slicing and dicing it. One reason for their complacency is that they expect "sharp revisions of non-OPEC supply going into 2020, particularly from shale basins in the U.S.," according to OPEC Secretary-General Mohammad Barkindo. My gut feeling is that OPEC should beware. Yes, the breakneck growth in U.S. oil production is slowing, but that doesn't mean that there is going to be a sudden downward revision to oil production forecasts for 2020. America's second shale boom is certainly drawing to a close. The Energy Information Administration is now forecasting that output will plateau in 2020, but that is very different to saying that the average level of production next year will be little higher than this year. And confusing the two is where OPEC may come unstuck. 72318156 There are a lot of forecasts of U.S. production out there and depending which way you look at it you can arrive at very different views of what growth is. That's a higher number than the EIA has ever forecast for December 2020, even when it was at its most optimistic back in July. 72318166 Then there are the very pessimistic views of Mark Papa and Scott Sheffield, respectively the CEOs of shale-focused Centennial Resource Development Inc. and Pioneer Natural Resources Co., who see very low rates of average year-on-year output growth.If the EIA is right about current production levels, then getting average year-on-year growth in 2020 down to the 400,000 barrels a day seen by Papa is going to require a steep drop in U.S. production over the course of next year, never mind a slowdown in growth. Assuming the EIA has got its forecasts for the Gulf of Mexico and Alaska right, then onshore production — dominated by shale — would have to fall by more than 600,000 barrels a day by the end of 2020.Turning in results like that could well spell the end for several of the independent shale producers. If Papa and Sheffield are right, and they are certainly closer to the wellhead than I am, then either the EIA is over-estimating the current level of U.S. production, or the oil market is in for a big shock next year. The Indian benchmark indices are expensive, but there are several subsets of the Indian market that are quite attractive, said Mark Matthews, the Singapore-based head of research, Asia at Julius Baer. In an interview with Sanam Mirchandani, Matthews said the benchmark indices may continue to head north, as markets elsewhere are rising on the back of global central banks reducing rates amid signs of revival in the global economy. Edited excerpts:What is your outlook for the Indian equity markets? Is there a case for more upside? There are two things happening in the world that are positive. First, the trade war is getting better. Second, leading indicators are showing this year's manufacturing slowdown is probably already behind us, and purchasing manager's indices will rise in the coming months. So, the global backdrop is positive. What's happened in India is also positive. In the past few months, there has been a 180-degree turn on reforms. We see that with the corporate tax cuts and the progress made in the bankruptcy courts. I am talking about Essar Steel, of course, but DHFL looks like it's heading the same way. So the reform is on a positive trajectory. Add to that four interest rate cuts, and I think the backdrop is generally good.Are you worried about polarisation of gains in the market? Only a dozen or so very large stocks are driving the Nifty50 higher, and those stocks alone are over 60% of the index's capitalisation. Each of those very large stocks has its own reasons for moving higher. For example, corporate banks are moving on the back of the Essar Steel judgement.Another one is Reliance Industries, because Aramco is indicating it's going to take a stake in its refining business, and because Reliance Jio is hiking its tariffs.The problem is that the index is expensive now, at 22.6 times forward earnings. The good news is that India will reach a bottom in GDP growth this year at 5.5% for the full year. Next year, we see it back at 7%. We also see earnings growth at 22%. If that's true, it will be great. But remember this time last year the consensus was also looking for over 20% earnings growth — and look what happened.If we take those dozen top stocks out of the Nifty, then it would look a lot cheaper. That's why the Nifty Juniors are one place to look, in other words selectively in the midcap space, and also in some of the sectors that have dropped a lot for various reasons so they're no longer overvalued, like pharmaceuticals and utilities.And if government is serious about privatisation, the PSUs are interesting, and the CPSE ETF is only trading on 7.5 times earnings with about a 4.3% dividend yield. My message is the broader index is expensive, but there are several subsets of the Indian market that are attractive.So, at an index level, you don't see much upside from current levels?From a valuation perspective, I would say that's true. I don't think it should go higher. But given the state of affairs globally, where 26 central banks have cut rates this year, and the ECB and the Fed have started expanding their balance sheets again, the trade war is getting better and there are signs that the global economy is picking up … then all markets are going to go up. India will be pulled in that direction, too, regardless of its valuations.Are flows into emerging markets likely to sustain?There is a better feeling toward EMs now than, say, six months ago. If we look at the big ones, people are speaking positively about Brazil. Its valuation is low relative to history; commodity prices are stable, and the government is pro-business. One could say that India is in a better place than it was six months ago.And people are becoming more interested in China as they realise it is becoming a very large asset class in its own right, and it has got a large and vibrant technology sector. Having said that, the main thing that keeps really big money coming into the asset class is the dollar.It's still showing no real sign of weakness. And so dollar-based investors still worry they might lose money in currencies. But I would say, gradually the reasons are increasing why the dollar should peak out. The biggest one being, signs of a global recovery.How would you rate India within the emerging market basket?For the next 12 months, others are more attractive. Brazil has had a good run but still looks interesting. Company earnings were 50% higher four years ago than what they are today, but the recession is over now. They've had huge progress with pension reform, and tax reform is coming. I'm not recommending it, but Russia has a twin surplus — so, its currency should be fine, and it has an 8% dividend yield from well-run companies.China is much cheaper than India but is making big advancements in life sciences and technology.In India, the valuation is expensive, and every week it seems there's some new NBFC or broker we find out about where they have run away with client money. That's not good publicity for India. The only good thing we can say is it seems to be being dealt with very proactively now. For example, DHFL is being referred to the NCLT, and Sebi banned Karvy from executing trades and taking on new clients.Private banks alone can't satisfy the credit needs of all of corporate India. So, the really big missing piece in the picture is for the financial sector to be healthy again. It's still not clear how many more skeletons are hidden in closets, and when the sector will be healthy again. That's why the high frequency data is indicating the GDP growth rate will probably be below 5% for this quarter. But then again, a lot of things have been done to encourage growth. So this quarter will probably be the bottom, for growth slowdown.We will probably get some more reform news. I think they haven't finished with the reforms yet. And we are looking for one more rate cut in December. The RBI is clearly on board trying to accelerate economic activity, and inflation is still well within its targets.Do you see the government meeting its divestment targets for this year?Yes, but many of the assets are frankly not appealing. People will be mainly interested in the crown jewels, and most of the PSUs will probably be sold at low prices. But then they can become better-run companies with more productive assets when they are in private hands.Which are the sectors that you are bullish on?We like corporate banks, midcaps selectively, pharma and utilities for their valuations.
BENGALURU: Infosys BPM, the business process outsourcing subsidiary of Infosys, is expected to nearly double its revenue to $1 billion in the ongoing fiscal year, as recent acquisitions by its parent are expected to increase business from banking and insurance clients, analysts said.In May, Infosys acquired a 75% stake in Stater, a unit of ABM AMRO that offers end-to-end mortgage administration services to customers in the Benelux (Belgium, the Netherlands and Luxembourg) region.Infosys BPM also acquired in October a 1,400-employee contact centre in Ireland - Eischtec - which has clients in the telecom, social media, healthcare, educational technology and financial technology sectors.The company is expected to hit $1 billion in revenue, said Phil Fersht, chief executive officer at industry consultancy HfS Research. "While Infosys BPM has predominantly grown through mainstream back-office finance and procurement services, its success in the insurance domain and, more recently, banking, with the acquisition of Stater, has seen it emerge as a serious competitor in industry domains," Fersht said.Infosys declined to comment.Infosys BPM, led by Anantha Radhakrishnan who was elevated as CEO in 2016, reported revenue of ?3,932 crore (about $590 million) as on March 31, 2019.During the yearago period, the company reported revenue of ?3,061 crore.Backoffice firms, which have large strategic contracts with clients globally, are seeing higher growth than IT services providers.ET reported last week that BPM companies have forecast doubledigit growth as clients shift technology spending into digital.For instance, Genpact has forecast revenue growth of 18% in constant currency. While companies that offer platform-based solutions are seeing double-digit growth, traditional voice-based services are seeing 9-10% growth on average.IT services firms are growing at a slower clip, though. "A surge in Infosys BPM's growth has been contributed by a strong deal pipeline and work that came via recent acquisitions," said a senior analyst who closely tracks Infosys and Infosys BPM. The middle management's strong performance also aided growth at the company, Fersht said."Infosys has benefitted well from keeping its BPO business separate from its mainstay IT services business for many years and enjoying cross-pollination of sales across accounts. Today, Infosys BPM is a tier 1 business services competitor that can hold its own against the likes of Accenture, Genpact, TCS and Wipro," he said.Apart from the existing service areas, the acquisition of Eishtec is putting Infosys BPM "firmly in customer-facing process areas and adds significant abilities in digital operations domains," Fersht said.
Chennai: Nearly 20 companies including technology giant Microsoft, investment bank Goldman Sachs, Mobile chipmaker Qualcomm have made 102 job offers to students during the first phase of placement session 1.1, which began at IIT-Madras here on Sunday. Out of the total job offers, four include overseas placements. The offers recorded an increase from 85 during Session I of last year at IIT, Madras, a press release said here. The Phase I of the placement season would go on till December 8, it said. "In this placement season, IIT Madras has exceeded the number of offers achieved in session 1.1 of last year. We expect the positive trend to continue..," IIT Madras, Training and Placement, Advisors Manu Santhanam and Professor C S Shankar Ram said. Session 1.1 witnessed 20 offers from Microsoft, 11 from Goldman Sachs, nine from Qualcomm and Boston Consulting Group with 7 offers. According to IIT Madras, a total of 1,334 students have registered for placements this year. The total number of companies registered for Phase I placement season is 227, the release added.
