KYIV, Ukraine—U.S. military aid is a luxury, not a necessity, for Ukrainian combat operations to counter Russian aggression. From what I've seen, the country is perfectly capable of fighting its own war—with or without the American military aid.
However, recent news reports and social media commentaries highlight the fact that Ukraine's armed forces suffered at least 13 combat deaths during the 55 days in which the Trump administration withheld nearly $400 million in military aid from mid-July to mid-September.
The implication is that Ukraine is treading water in its war effort, suspended over the abyss of defeat at Russia's hands only by the lift of uninterrupted U.S. military aid. The instant that assistance is cut off, this line of thinking goes, Ukraine's ability to defend itself founders.
Well, that conclusion doesn't jibe with what I've observed while covering the war, often from the front lines, since the summer of 2014.

UNITED NATIONS (Reuters) - The United States on Wednesday defended itself at the United Nations against strong opposition from the European Union and other world powers to the Trump administration's declaration that it no longer considers Israeli settlements to be in violation of international law.
Monday's announcement by Secretary of State Mike Pompeo reversed a four-decade-old U.S. position on Jewish settlements in the occupied Palestinian territories. The move was welcomed by Israel but drew condemnation from Palestinians and Arab leaders.
At the United Nations, the U.S. policy shift came under fire from the EU and an array of Security Council members, including Russia and China.
The Navy has laid the keel for its first new, Flight III DDG 51 surface warfare destroyer armed with improved weapons, advanced sensors and new radar 35-times more sensitive than most current systems, changing attack and defensive options for the surface fleet.
Navy Flight III Destroyers have a host of defining new technologies not included in current ships such as more on-board power to accommodate laser weapons, new engines, improved electronics, fast-upgradeable software and a much more powerful radar. The Flight III Destroyers will be able to see and destroy a much wider range of enemy targets at farther distances.

An indictment drawn up by Ukraine's Office of the Prosecutor General against Burisma owner Nikolai Zlochevsky claims that Hunter Biden and his partners received $16.5 million for their 'services' - according to Ukrainian MP Alexander Dubinsky of the ruling Servant of the People Party.
Dubinsky made the claim in a Wednesday press conference, citing materials from an investigation into Zlochevsky and Burisma.
"Zlochevsky was charged with this new accusation by the Office of the Prosecutor General but the press ignored it," said the MP. "It was issued on November 14."

Israel said its aircraft struck dozens of Iranian and Syrian military targets in Syria on Wednesday in retaliation for rockets fired towards Israel a day earlier.

I found him to be recounting conflicting versions of events, especially contradicting himself on there being a "quid pro quo" demand to the Ukraine government. Sondland's testimony has given him his articles of impeachment (see above video), and is convinced that this will lead to the removal of President Trump. Hmmmm .... I am not sure about that. HANOI (Reuters) - The United States announced on Wednesday it will provide Vietnam with another coast guard cutter for its growing fleet of ships, boosting Hanoi's ability to patrol the South China Sea amid tensions with China.
U.S. Defense Secretary Mark Esper disclosed the decision during an address in Vietnam, which has emerged as the most vocal opponent in Asia of China's territorial claims in the South China Sea.
In his speech, Esper took aim at China, which he accused of "bullying" neighbors, like Vietnam.

WASHINGTON – The U.S. Senate unanimously passed a bill Tuesday aimed at supporting protesters in Hong Kong and warning China against a violent suppression of the demonstrations — drawing a rebuke from authorities in Beijing.
China reiterated Wednesday a threat to impose unspecified retaliation if the bill became law and urged the U.S. to stop meddling in Hong Kong affairs. Separately, the city's government expressed "extreme regret" over the bill, saying it would negatively impact relations between Hong Kong and the U.S.
The Senate measure would require the State Department to certify annually whether Hong Kong remains sufficiently autonomous from Beijing to justify special trade privileges, as well as protect U.S. citizens from rendition to China through measures including sanctions on mainland officials.

WASHINGTON – As American ground forces in Afghanistan shrink, U.S. and allied warplanes are dropping bombs and firing missiles at insurgent targets at a record pace in the 18-year-long war.
The spike in firepower coincides with a Trump administration policy, dating to 2016, that gives military commanders greater authority to attack Taliban and Islamic State militants in Afghanistan.
"The logic is that the Taliban may be more likely to agree to a peace deal acceptable to the United States and the Afghan government if the Taliban believe they can't win the war in Afghanistan," said Seth Jones, a defense analyst at the Center for Strategic and International Studies and former adviser to the special operations commander in Afghanistan.

Two American service members have been killed in a helicopter crash in Afghanistan today US forces said, while dismissing Taliban claims it was shot down.
A statement from US Forces Afghanistan said the crash on Wednesday was being investigated, 'however preliminary reports do not indicate it was caused by enemy fire'.
It did not reveal the crash location and said it was withholding the names of those killed until next of kin could be told.
A Hong Kong resident living in Singapore has been “repatriated” home after organizing an illegal gathering of mostly ethnic Chinese last month to talk about the ongoing protests, according to local media reports.
Restaurant owner Alex Yeung, along with a 55-year-old former Hong Kong resident, were issued a “stern warning” over what was said to be a gathering of about 10 people sharing their views of the escalating protests, which is an offense under the Public Order Act. Yeung, who has a Youtube channel of largely pro-Beijing content was further instructed he would not be allowed to enter Singapore again without permission from the authorities.
“Singapore has always been clear that foreigners should not advocate their political causes in Singapore, through public assemblies, and other prohibited means,” the Singapore Police Force told Channel News Asia late on Wednesday.
Speaking from Singapore’s Changi Airport on Thursday morning ahead of his flight, Yeung said he was now free to go where he pleased and thanked Singapore for upholding the rule of law.

“The Singapore Police Force has made no indictment against me. I am warned to refrain from any criminal conduct in the future under their discretion,” he said in a video posted to YouTube. “Singapore is a very civilized country with very good security.”
In 2017, Singapore revoked the permanent residency of prominent academic and China expert Huang Jing after he allegedly used his position to covertly advance the agenda of an unnamed foreign country at Singapore’s expense.
Hong Kong has been gripped for days by the standoff at the city’s Polytechnic University, where hard-core protesters remain surrounded by police. The unrest began in June with largely peaceful marches against legislation allowing extraditions to mainland China and have since mushroomed into a broader push for demands including an independent probe into police violence and the ability to nominate and elect city leaders.
Speaking to reporters on Monday, Singapore’s Trade and Industry Minister Chan Chun Sing warned a similar situation could “easily happen” in his country if the government is complacent. Under restrictive laws, cause-related gatherings are illegal without a police permit and participants are subject to fines without it.
(YANGON, Myanmar) — Myanmar said Wednesday its leader Aung San Suu Kyi will head the legal team contesting a genocide case filed against it in the International Court of Justice over the crackdown on Rohingya Muslims two years ago that set off their exodus to Bangladesh.
Myanmar’s military has been accused of carrying out mass rapes, killings and arsons against Rohingya during a counterinsurgency campaign initiated in western Myanmar in August 2017 after rebel attacks. Myanmar’s population is overwhelmingly Buddhist, and the country has long denied citizenship and other rights to the Rohingya.
Gambia filed the genocide case on behalf of the Organization of Islamic Cooperation, and the court based in the Netherlands said Monday it would hold public hearings on Dec. 10-12.
When filing the case, Gambia’s justice minister and attorney general, Abubacarr Marie Tambadou, told The Associated Press he wanted to “send a clear message to Myanmar and to the rest of the international community that the world must not stand by and do nothing in the face of terrible atrocities that are occurring around us. It is a shame for our generation that we do nothing while genocide is unfolding right before our own eyes.”
The head of a U.N. fact-finding mission on Myanmar warned last month that “there is a serious risk of genocide recurring,” and the mission also said in its final report in September that Myanmar should be held responsible in international legal forums for alleged genocide against the Rohingya.
Myanmar has strongly denied carrying out organized human rights abuses. Its announcement that Suu Kyi would head the legal team was posted on the Facebook page of the office of the state counsellor, a position Suu Kyi holds along with that of foreign minister. Myanmar’s government releases much public information on Facebook.
The brief announcement Wednesday night on the effort “to defend Myanmar’s national interest” did not specify that Gambia’s application to the court involved genocide, but said it was “with regard to the displaced persons from the Rakhine state,” the area from which the Rohingya fled.
It said Suu Kyi will lead the team of international lawyers in her capacity as foreign minister.
Akila Radhakrishnan, president of the New York-based Global Justice Center, said Suu Kyi and Myanmar’s civilian government “failed to act against genocide in Rakhine State with any level of urgency and have taken no steps to hold the military to account.”
“The international community should no longer have illusions where Suu Kyi and the civilian government stand and must act to support The Gambia and take other measures to hold Myanmar accountable,” Radhakrishnan said in a statement.
Myanmar last week rejected the International Criminal Court’s decision to allow prosecutors to open the investigation.
Government spokesman Zaw Htay said Myanmar stood by its position that the court has no jurisdiction because Myanmar was not a party to the agreement establishing the court.
The court’s stance is that it has jurisdiction because the case may involve forced deportations and because Bangladesh is a party to the court. The more than 700,000 Rohingya fleeing for their safety crossed Myanmar’s border into Bangladesh and since then have lived in crowded refugee camps there with no hope of safely returning to their home villages.
The International Court of Justice settles disputes between nations, while the International Criminal Court seeks to convict individuals responsible for crimes. Member states of the United Nations are automatically parties to the court, though they must also consent to its jurisdiction. Both courts are based in The Hague.
(UNITED NATIONS) — In a sharp rebuke to the Trump administration, the 14 other U.N. Security Council members on Wednesday strongly opposed the U.S. announcement that it no longer considers Israeli settlements to be a violation of international law.
They warned that the new American policy undermines a two-state solution to the Israeli-Palestinian conflict.
The council’s monthly Mideast meeting, just two days after U.S. Secretary of State Mike Pompeo’s announcement, was dominated by negative reaction to the new American policy from countries representing all regions of the world who said all Israeli settlements are illegal under international law.
Only Israel’s U.N. ambassador, Danny Danon, who is not a council member, spoke in support of the U.S. action, saying it “rights a historical wrong.” He also called the criticism an “obstacle to peace” that is “preventing direct negotiations” between Israelis and Palestinians.
“When the international community tries to force its solutions, it achieves the opposite effect,” Danon said. “When Palestinians see that their battles are being fought for them, why would they agree to come to the negotiating table where they would have to compromise?”
Before the meeting began, five European allies of the United States — Britain, France, Germany, Belgium and Poland — reiterated in a joint statement that “all settlement activity is illegal under international law.”
The Europeans called on Israel “to end all settlement activity, in line with its obligations as an occupying power,” saying such activity “erodes the viability of the two-state solution and the prospects for a lasting peace.”
They also reiterated concern “about the calls for a possible annexation of areas in the West Bank.”
Nickolay Mladenov, the U.N. special coordinator for the Middle East peace process, opened the meeting expressing “regret” at the U.S. action and reiterating the U.N. position that settlements under a December 2016 council resolution “are a flagrant violation under international law.”
He also warned that the situation in Gaza remains “highly volatile” after “the most serious recent escalation between Israel and Palestinian militants” that followed Israel’s targeted killing of a Palestinian Islamic Jihad commander.
Cherith Norman Chalet, a deputy U.S. ambassador, repeated Pompeo’s announcement on settlements, which repudiated a 1978 State Department legal opinion holding that civilian settlements in the occupied territories are “inconsistent with international law.”
She stressed that “this complex political problem” can be resolved only through direct Israeli-Palestinian negotiations.
“The U.S. government is expressing no view on the particular legal status of any individual settlement, nor are we addressing or prejudging the ultimate status of the West Bank — that is for Israelis and Palestinians to decide,” Chalet said.
Indonesian Ambassador Dian Triansyah Djani, whose country has the world’s largest Muslim population, called the U.S. announcement “irresponsible and provocative,” saying it “incontrovertibly constitutes a de facto annexation and is a barrier to peace efforts based on the two-state solution.”
After speeches by the 15 council members, Israel’s Danon and Palestinian Ambassador Riyad Mansour, the council held closed consultations.
When that session ended, ambassadors from the 10 non-permanent council members who serve two-year terms stood before reporters while Deputy German Ambassador Jurgen Shultz read a critical joint statement.
“Israeli settlement activities are illegal, erode the viability of the two-state solution and undermine the prospect for a just, lasting and comprehensive peace” as affirmed by the 2016 council resolution, the statement said.
It also called on Israel to end all settlement activity and expressed concern at calls for possible annexation of areas in the West Bank.
Kuwaiti Ambassador Mansour Al-Otaibi, the Arab representative on the council, then told reporters that 14 countries agreed in the private session on the press statement.
He said one country objected — a clear reference to the United States.
Mansour, the Palestinian ambassador, said he was grateful to the 14 council nations and their commitment to international law, saying that all 193 U.N. member nations are required to implement all Security Council resolutions, including on the illegality of all settlements.
In a response to Israel’s Danon, Mansour sharply criticized “the nonsense on one delegation inside the chamber saying that you, international community, if you abide by international law, you help the Palestinians not to come to negotiations.”
“If we abandon international law, including Security Council resolutions, it will be the law of the jungle,” he warned.
Mansour called the U.S. action “another step in our struggle to defend our rights, and our march to end the occupation” and have an independent state.
(JERUSALEM) — Benjamin Netanyahu’s chief rival announced Wednesday that he had failed to form a new government, dashing his hopes of toppling the long-time Israeli prime minister and pushing the country closer toward an unprecedented third election in less than a year.
The announcement by Benny Gantz, leader of the centrist Blue and White party, prolongs the political paralysis that has gripped the nation for the past year. It also provides a new lifeline for the embattled Netanyahu, who is desperate to remain in office as he prepares for an expected indictment on corruption charges, possibly as early as Thursday.
Gantz, a former military chief, was tapped to form a government last month after Netanyahu failed to cobble together a coalition in the wake of inconclusive September elections. But during four weeks of intense negotiations, Gantz was unable to muster the support of a required 61-member majority in the 120-seat parliament by Wednesday’s midnight deadline.
Addressing reporters, Gantz accused Netanyahu of scuttling attempts to form a broad-based unity government between their parties.
“He should have come to terms with the fact that the outcome of the elections required him to negotiate directly, with no blocks or barriers,” Gantz said angrily.
“Most of the people chose a liberal unity government headed by Blue and White,” he added. “Most of the people voted to weaken the power of extremists, and most of the people voted to go on a different path from that of Netanyahu in recent years.”
Under Israeli law, parliament now enters a 21-day period where any lawmaker can try to muster a 61-seat majority and become prime minister.
That means both Gantz and Netanyahu will continue their efforts to find coalition partners and to explore the possibility of a unity government. Dark-horse candidates may also emerge. If they fail, the country would be forced to hold another election in March.
“These are 21 fateful days in which Israeli democracy will be challenged by the most important test,” Gantz said. He vowed to try to find a way to pull Israel “out of the total paralysis that was forced upon us.”
Gantz’s Blue and White is the largest party in parliament, with 34 seats, just ahead of Likud’s 33, meaning the two men together could control a majority. But during weeks of talks, they could not agree on the terms of a power-sharing agreement, including who would first be prime minister and what would happen if Netanyahu is indicted.
Opinion polls have indicated a new election would deliver similar results to September’s inconclusive vote, signaling additional months of horse-trading and uncertainty.
The race, however, could be shaken up by the expected indictment of Netanyahu in a series of corruption cases. Channel 13 TV reported that Attorney General Avichai Mandelblit has decided to file fraud and breach of trust charges and an announcement could come as soon as Thursday. There was no immediate confirmation from the Justice Ministry.
Netanyahu is desperate to remain in the prime minister’s post, where he would be best positioned to fight the charges and seek immunity from prosecution from parliament. With the exception of prime minister, Israeli law requires public officials to resign if charged with a crime.
As Netanyahu’s legal woes have mounted, his Likud party has remained firmly behind him. But that could change if there is a formal indictment, and he could begin to face calls to step aside. It also is unclear how voters beyond his political base would react to an indictment.
Gantz has ruled out a partnership with Netanyahu at a time when he is facing trial, but has said he has no objections to partnering with Likud if it is led by someone else.
Wednesday’s crisis was triggered by Avigdor Lieberman, leader of a small secular, ultranationalist party who has emerged as Israel’s political power broker.
Neither Gantz nor Netanyahu was able to form a majority government without Lieberman’s support. But on Wednesday, Lieberman said he would not endorse either candidate.
Lieberman, a former Netanyahu ally who hails from the former Soviet Union, has objected to the outsize influence of ultra-Orthodox religious parties and refused to join Netanyahu’s coalition of religious and nationalist partners after April elections. That forced the second election in September.
Lieberman had urged Netanyahu and Gantz to form a broad, secular unity government as a way out of the stalemate.
Speaking to reporters, Lieberman blamed both men for the failure.
“I made every effort. I turned over every stone,” he said. “There were no significant gaps, they were mainly personal gaps and after it all, at least for now, it seems we are heading for another election.”
Lieberman said he objected to Netanyahu’s alliance with “messianic” religious parties, while he also accused Gantz of reaching out to religious parties and not negotiating in good faith.
Lieberman also ruled out a “minority” government that would depend on outside support from Arab politicians. Lieberman has frequently been accused of racism for describing the country’s Arab minority as a threat from within.
In recent weeks, Netanyahu had lambasted Gantz for dangling the prospect of a minority government with Arab partners. His comments drew accusations of racism and incitement and a stern lecture from President Reuven Rivlin, who berated Netanyahu’s “ugly” words.
After Lieberman’s announcement Wednesday, Netanyahu called upon Gantz to join him in forming a unity government. “I think we must not drag this country into another election,” he said at a Likud faction meeting.
Yuval Shany, vice president of research at the Israel Democracy Institute, said there is little appetite for new elections, but the expected indictment would complicate unity talks.
“I think what we will see now is the continued negotiations over the formation of a grand coalition,” he said.
Rising regional tensions could also force the sides into compromise.
Israel carried out a wide-scale offensive against Iranian targets in Syria early Wednesday in response to rocket attacks against it. At least 23 people were reported killed, including 15 non-Syrians who included at least some Iranians.
Israeli security officials fear Iran could respond, setting off further violence a week after heavy fighting between Israel and Iranian-backed militants in Gaza. Against such a backdrop, the prospect of another dreaded election would weigh heavily on an already weary public.
The president of the Oxford Union, Brendan McGrath, resigned on Nov. 19 following controversy over the violent removal of a blind student from a debate event last month. At least eight other society members have resigned this week, including the Union’s Chief of Staff and the Director of Operations.
The Union, a prestigious British debating society, had come under fire after the treatment of Ebenezer Azamati, a postgraduate student from Ghana, who was forcefully removed by a security guard at a debate on the motion, “This House has no confidence in Her Majesty’s Government”.
The University’s Africa society (AfriSoc), which has been campaigning the university for justice for Azamati, said Azamati arrived to the union early to reserve his seat in the chamber before the debate and then went back to his college. It is not unusual for debate-goers to reserve seats, AfriSoc’s President Nwamaka Ogbonna tells TIME, and when no seats are available in the debate chamber, standing is permitted. But when Azamati, who has been blind since birth, tried to return to his seat, he was confronted by a security guard contracted to work at the event. One video of the ensuing incident shows two men grappling with Azamati as they try to remove him from his seat, while he is seen clinging to the bench. The guards’ use of force was “disproportionate,” another student in attendance at the debate told CNN.
Initially, Azamati was charged with violent misconduct and expelled from the Union. “It was appalling. No one deserves to be treated in the matter. From the beginning of the case, the union appeared to be biased,” says Ogbonna.
Azamati appealed against the Union’s claims on Nov. 16. The Union later withdrew its charges and apologized “unreservedly” to the Africa Society in a public statement “for the distress and any reputational damage which the publication of the charge may have caused him.” The Union then reinstated Azamati’s membership.
McGrath was set for a vote of impeachment, but instead decided to step down from his position. On Tuesday, he said that he was apologizing “profusely and unqualifiedly.” In a resignation letter posted on the Union’s Facebook account, he wrote that he was advised to bring a disciplinary case against Azamati on behalf of the security guard involved but had failed to recognize the wider “institutional problems” highlighted by the incident. “Fundamentally, it is the president’s job to ensure that every member feels welcome at the Oxford Union. This is a goal I have manifestly failed to reach,” he said.
Azamati told the BBC his treatment left him feeling “unwelcome in the Union, Oxford and even the country.”
Ogbonna says McGrath’s resignation sends an important message that there are “consequences for leaders who behave irresponsibly.” But AfriSoc still has outstanding demands, she adds, including punishment for security guards and compensation for Azamati. Reached for comment by TIME, the Union referred further questions to the university.
While describing the Union as an “entirely independent club” outside their governance, the university said in a statement on Monday that it shared the widespread outrage at Azamati’s treatment and that it is “pressing hard for answers on how it intends to make amends to Mr Azamati and what further steps it will take to avoid such an incident being repeated.”

(WASHINGTON) — The U.S. official in charge of talks with North Korea says time is running short to achieve a deal, but not because of the end-of-year deadline set by Kim Jong Un.
U.S. envoy Stephen Biegun tells the Senate Foreign Relations Committee that any crisis or other distraction could derail talks.
Biegun says the “window is still open” but the North Koreans “need to seize the moment.” The envoy says Kim needs to grant more authority to his negotiating team.
Biegun says the U.S. has seen no “concrete evidence” that North Korea intends to denuclearize.
Negotiations faltered after the U.S. rejected North Korean demands for broad sanctions relief in exchange for a partial surrender of the North’s nuclear capabilities.
When the Charter of the U.N. was signed in San Francisco in June 1945, it promised equal rights for all, but made no specific mention of children. Thirty years ago, the U.N. Convention on the Rights of the Child was adopted, recognizing for the first time that children have their own rights, distinct from adults. The distinction is vital to the millions of children who still live with conflict, poverty, violence and abuse. Professor Geraldine Van Bueren was one of the drafters of the convention. I asked her if it has lived up to its promise, and what her message is to children fighting to be heard today.
Jolie: We’ve known each other for several years, but I’ve never actually heard how you became involved in drafting the convention.
Van Bueren: I was invited by Amnesty International to represent them at the United Nations in the drafting process. I was only in my 20s.
What compelled you to say yes?
When I was young, we lived with my grandparents, who were refugees. My grandmother was a young child, one of 13 siblings, when she walked across Europe from Lithuania to the English Channel. It was in the days before aid agencies, mobile phones or instant food. I never heard her talk about how hard this must have been. Most of my Eastern European and Dutch family, including young cousins, were murdered in the Holocaust. From the age of 11, I wanted to be a human-rights lawyer to prevent the same thing happening to other people.
When we first met, I told you my children had a summary of the convention on the wall of their schoolroom, but that I had explained to them that so far, the U.S. hasn’t ratified it.
America’s refusal to ratify is puzzling as the country was one of the leading drafters. It protects children’s right to free speech and religious freedom, the founding principles of the Bill of Rights. It’s based upon the best interests of the child, which has been a fundamental principle of American law since at least the 19th century. But it does a lot more. The convention tells us to look at the child’s right to participate in decisions affecting them through a child’s eyes, and to provide information in a format appropriate to a child. So it also helps build an educated citizenship.
What difference does the lack of ratification make to children in the U.S.?
Because childhood was invisible to the Founding Fathers, the Constitution makes no provision for children. America was not alone in this, but other countries have added legal protection for the rights of children by accepting the convention. It also provides a safety net, which all children need to have in case their government fails them. Incongruously, the leading United Nations children’s agency, UNICEF, has always had an American as its head, but UNICEF’s work is based around a treaty which America hasn’t ratified.
Two American children, Carl Smith and Alexandria Villaseñor, have joined Greta Thunberg and children from 10 other countries in filing a complaint arguing that carbon pollution violates their rights. Is this an example of the convention at work?
Their petition concerns all children, and generations yet unborn, so it is generous and compassionate. Under what is known as the Third Protocol, a treaty additional to the main convention, children can petition the U.N. Committee, but only after they have exhausted all possible national remedies. In other words, if America were party to it, state and federal legislators and state and federal courts would have opportunities first to remedy the violation.This is just common sense.
Could children apply the convention to other areas?
Absolutely. It’s a Bill of Rights for children. The main aim of the convention is to act as an early warning system, so that children and adults can point out that any particular policy or law, or lack of policy or law, has a detrimental impact on children—for instance, social media and the right to privacy.
We’ve discussed the importance of children’s being made aware of their rights. What is your message to them?
The convention is for the children of the world. Children participated in the drafting. American schoolchildren lobbied governments to persuade them to include the abolition of the death penalty, and Canadian First Nation children successfully called for the protection of indigenous children’s rights. Children can use the provisions in the Convention to call for their rights to be protected. Children can help other children and prevent their rights being violated. But to do this, children need to know their rights and be supported in how to use them.
There is a disconnect between what the U.N. Convention says are fundamental rights for children and the way governments pick and choose which ones they will or will not uphold. How do we get to the point that upholding children’s rights is seen as an absolute responsibility?
You are right that there is often a disconnect between what children are entitled to and what is happening to them, particularly to child refugees and children caught up in armed conflicts; situations for which they are not responsible. What the Convention does is to provide an avenue for children not to be targeted. But it requires political will. The challenge is to make children the central plank of our policies. Childhood cannot wait.
Do you ever despair at the gap between the ideals of U.N. and the selective way they are applied?
It’s not helpful to children to be despairing when so much more still needs to be done. Despair is a paralyzing emotion. We do not focus enough on the Convention’s successes, whether it is reducing infant mortality, providing necessary healthcare or creating ways in which children can and have effectively participated in policy—from children’s parliaments to children contributing to the shaping of budgets. If we keep in mind the successes as well as what needs to be done, then it gives us the energy to do more and to do it better. The U.N. system is imperfect but it is the best we have, and better than its predecessor, the League of Nations. Children deserve the best we have to give, so we have to work with what we have, whilst simultaneously trying to improve it.
One of the troubling questions at the center of the impeachment inquiry, at least for Republicans, has been the work that Hunter Biden did for Burisma, one of Ukraine’s largest gas companies, while his father was serving as Vice President. But the intensity of interest in Washington is only making it more difficult to resolve the mystery.
To this day, Burisma’s connection to Hunter Biden has made it much harder for Ukrainian authorities to investigate the company for corruption, current and former officials in Ukraine tell TIME. In that sense, Burisma is still getting its money’s worth for the reported $50,000 per month it paid the younger Biden to sit on its board from 2014 until earlier this year.
Ukraine’s government insists that it has no evidence of wrongdoing by Hunter Biden or his father. But Burisma, they say, is a different story. Since taking office in May, the government has sought to explore past claims of corruption against Burisma and its owners. Yet, as an unintended consequence of the impeachment inquiry, Ukraine has felt the need to treat the company with kid gloves.
“It’s too sensitive a topic,” says an official in Kyiv, who would only discuss the company’s case on condition of anonymity. “I think that we need to investigate Burisma. Not for Trump. And not against Biden. We need to do that because this is just a case of corruption,” says the official, who is familiar with the thinking of Ukrainian President Volodymyr Zelensky. But the impeachment inquiry has “changed the context” around alleged corruption at Burisma, adds the official. “And this is bad.”
The case of Burisma cuts to the heart of the Republican defense of Trump. The President and his allies have insisted that the Bidens acted corruptly to shield the company from prosecution in Ukraine. The former Vice President, his son and their supporters have strenuously denied these allegations, and there is no evidence that Joe Biden’s decisions were ever influenced by his son’s involvement with Burisma. But the treatment of that company in Ukraine suggests that the role of Hunter Biden continues to affect the handling the company’s case, prompting the new government of President Zelensky to weigh its approach to fighting graft with particular care, especially when it comes to the country’s notoriously corrupt gas sector.
“We don’t know how major players in the United States would turn any statement” on the issue of corruption, says Bohdan Yaremenko, a senior lawmaker in the ruling party of President Zelensky. “If we would try to make an emphasis on this issue right now, we would sound like we are trying to contradict President Trump and Republicans,”
The sensitivity around Burisma also came up during impeachment hearings this week. In his testimony on Tuesday, Kurt Volker, the Trump Administration’s former special representative in Ukraine, said he urged the Ukrainian government not to give Burisma any special treatment because of its connection to Hunter Biden. “What I was trying to do in working with the Ukrainians was to thread a needle,” Volker testified. He encouraged the government to investigate corruption at Burisma without getting tangled up in Trump’s allegations of corruption against Joe Biden and his son. “If there was a way to thread that needle, I thought it was worth the effort.”
Ukraine is still trying to thread that needle, and having a very hard time of it.
Since taking office this summer, the government’s new prosecutor general, Ruslan Ryaboshapka, has initiated a wide-ranging review of many old corruption cases, looking for signs that they were closed under suspicious circumstances. He has also forced prosecutors to undergo a series of examinations meant to test their competence and integrity. “There were many, many cases which were buried by my predecessors,” Ryaboshapka said in an interview on Nov. 13 with the Kyiv Post.
But Ryaboshapka’s statements have reflected the tension involved in reopening of Burisma. In the Kyiv Post interview, the prosecutor general said that some of these cases being reviewed involved the co-founder of Burisma, a former Ecology Minister named Mykola Zlochevsky. In a separate interview on Nov. 5, however, the prosecutor general said there is no case against Burisma: “It exists only in the mind of the person who made it up.”
In a ranking of Ukraine’s wealthiest oligarchs put out last month by Novoye Vremya, a popular weekly, Zlochevsky was in tenth place, with an estimated fortune of $686 million, up 8% in the past year.
Burisma and its founder have come up repeatedly during the House impeachment inquiry. During his testimony on Nov. 13, George Kent, the official who oversees Ukraine policy at the State Department, alleged that Zlochevsky had been involved in “self-dealing” during his tenure as ecology minister between 2010 and 2012. “He used his regulatory authority to award gas exploration licenses to companies that he himself controlled,” Kent told the inquiry. “That would be considered an act of corruption in my view, yes.”
Zlochevsky has denied accusations of corruption and self-dealing. He did not respond to requests for comment sent to him through his company this week. The office of the general prosecutor declined to make Ryaboshapka available for an interview, citing his busy schedule.
During a press conference in Kyiv on Wednesday, Ryaboshapka told reporters that there are more than a dozen criminal cases in Ukraine that involve Zlochevsky or his company. They will all be reviewed in due course, he added.
Ignoring them is not much of an option for Ukraine. “We cannot not investigate it just because it will benefit Trump or hurt Biden,” says the official, who believes, “It’s a case of corruption.” But given how radioactive the Burisma case has become in Washington, the government is not eager to pursue it in the midst of the U.S. presidential race. “We can do it after the elections,” the official tells TIME. That might be one way to thread Volker’s needle.
(Bloomberg) — The U.K. accused Chinese authorities of torturing a former employee of the British consulate in Hong Kong, a move likely to further damage relations strained in recent months by London’s gestures of support for pro-democracy protesters in its former colony.
The intervention comes after Simon Cheng — a Hong Kong resident who worked for the consulate’s business-development team before he went missing in mainland China for 15 days in August — said on Wednesday he was beaten and forced to confess while detained by Chinese agents, who pressed him for information on participants in the city’s protests.
“Simon Cheng was a valued member of our team,” U.K. Foreign Secretary Dominic Raab said in a statement. “We were shocked and appalled by the mistreatment he suffered while in Chinese detention, which amounts to torture.” Raab said he summoned the Chinese ambassador in London to demand an investigation into the “brutal and disgraceful treatment of Simon in violation of China’s international obligations.”
Raab also said the Foreign Office is supporting Cheng and his fiancee, “including to come to the U.K.”
Geng Shuang, a spokesman for China’s foreign ministry, referred questions on Cheng’s case to “relevant authorities” and said the former consulate worker had admitted to wrongdoing. Geng said the case is not a diplomatic matter because it involves a Chinese national.
The U.K. returned Hong Kong to Chinese rule in 1997 on the promise that Beijing would maintain the city’s independent courts, democratic institutions and capitalist financial system. But the protests have raised tensions between the two sides, with Beijing accusing the British government of meddling in its affairs. London has urged Hong Kong authorities to resolve protesters’ concerns through dialog and criticized the “disproportionate” use of force by the police.
“We hope the U.K. side will be prudent and stop interfering in Hong Kong affairs and China’s domestic affairs because that will eventually harm U.K. interests,” Geng told a regular news briefing in Beijing.
Cheng was released on Aug. 24 after being held in extrajudicial detention for what state media said was a prostitution-related offense. He denied those allegations in his statement on Facebook. His story was also reported Wednesday by several media outlets including the Wall Street Journal, the BBC and the Daily Telegraph.
Opposition lawmakers have argued that Cheng’s case illustrates the arbitrary nature of the legal system in China that has fueled recent protests in the city. Cheng said he was initially detained while returning via a high-speed railway station where Hong Kong agreed last year to let mainland agents operate despite fierce opposition from rights advocates.
“Beijing is throwing down further signs of disrespect for the rule of law and taking a vindictive attitude toward Hong Kong citizens, particularly those with links to foreign countries,” said Willy Lam, an adjunct professor at the Chinese University of Hong Kong’s Centre for China Studies, who has authored numerous books on Chinese politics. “This might resonate very badly, poison the atmosphere and prevent a peaceful and rational solution to the confrontation between the protesters and the SAR government.”
In his statement, Cheng said he got a massage “for relaxation” during a work trip to Shenzhen. He acknowledge participating in some peaceful protests in Hong Kong and said he that collected money from the parents of a mainland resident facing prosecution in the city for taking part in demonstrations. Still, Cheng denied what he said were “arbitrary accusations against me made by the authorities which were obtained through an illegal process, includes using torture, threats and coercion.”
Cheng said his interrogators described him as a mastermind behind the protests, and one promised to keep him in jail indefinitely, causing him to contemplate suicide. He acknowledged sharing details about people in his social media groups to cut short his detention.
Cheng said he had been warned by Chinese police that he would face retribution if he spoke out about his experiences.
“I speak out now because the case is relevant to the public interest on knowing the flawed judicial process in mainland China,” Cheng said. “I have not fully recovered from the trauma of what happened to me and because of the greater risk of retaliation that I face, I will give no further comment on the case.”
Yorgen Fenech was on a yacht intercepted on a northward course away from Malta by the Maltese military early Wednesday and forced back to port.
In remarks to reporters, Prime Minister Joseph Muscat did not directly tie the arrest to the murder of 53-year-old Daphne Caruana Galizia in a powerful car bomb in October 2017. But he did say that it appeared to result from comments he made a day earlier on the possibility of a pardon for an alleged middleman who had offered to identify the mastermind of the killing.
The slain journalist’s three sons were more direct in their comments on Twitter, making a direct link between the arrest and their mother’s assassination.
Muscat said he instructed police to be on the lookout for unusual actions by “people of interest” in the long-unsolved murder, after announcing Tuesday that a pardon would be possible for the middleman if information he provided could stand up in court. “If I had not given these instructions, maybe today we might be speaking of persons of interest who might have escaped,’’ Muscat told reporters.

KOLKATA: Bharti Airtel and Vodafone Idea have the bandwidth to raise tariffs by as much as 30% over the next three months if Reliance Jio Infocomm also raises rates in coming weeks, said analysts, adding that this could mark a material turning point in kicking off pricing recovery in the telecom sector."A potential, upcoming 15% price increase" by Jio on the back of its previous 15% price rise —courtesy, its recent move to charge for outbound calls to other networks — gives "Airtel and Vodafone Idea the headroom to increase prices by an average 30%," Credit Suisse said in a note.Analysts though said Mukesh Ambani-led Jio is likely to be very careful about a second-round of tariff hike, given that the gap on discounts/pricing between it and the older carriers has already narrowed since it started charging for some outgoing calls.Jio — whose disruptive entry three years ago with dirt-cheap rates had sparked off a bruising and protracted price war — said on Tuesday it would raise tariffs, if directed by the regulator, in a manner that does not hurt data consumption or growth in digital adoption. Its announcement came a day after Vodafone Idea and Airtel said they would raise tariffs next month.In a report, Jeffries said, "the key thing to watch is Trai's consultation paper on pricing which Jio discussed," adding that the planned tariff hikes (by the three telcos) would have a material impact (on the sector) "only if they are significantly above 20%" coupled with "relief measures" from the government.Citi Research said Jio's move is "a material turning point for the sector," and signals the long-awaited beginning of "pricing recovery," though the extent of gains will depend on "the quantum of hikes and the government's relief measures being discussed by the panel of secretaries".Voda Idea shares closed nearly 17.5% higher at Rs 7.07 on BSE while Airtel's dipped marginally (0.46%) to Rs 437.25 on Wednesday. Shares of Reliance Industries, Jio's parent, closed 2.47% higher at Rs 1,547.05.Credit Suisse estimates Airtel and Voda Idea's average revenue per user (ARPU) "increasing by 55% to Rs 198 and Rs 166 by FY22," citing the "government's focus on the sector's financial health and Jio's participation in the same". Airtel and Vodafone Idea reported ARPUs of Rs 128 and Rs 107 in the September quarter of FY20, respectively.Morgan Stanley said "Jio's intent to raise tariffs" after Airtel and Vodafone Idea suggests "the industry may be going into self-repair faster than expected"."Announcement of possible tariff increases by all three private operators is a big positive surprise and has potential to alleviate stress in the industry," said the US brokerage.The older carriers have for a while been saying that higher tariffs and lower government levies are critical for reviving the telecom industry that is weighed down by over Rs 7 lakh-crore of debt and fierce competition.Analysts said the tariff hikes, initiated by the two older carriers, were driven by a recent Supreme Court order that backed the government's stance of including non-core items in adjusted gross revenue (AGR). The top court's October 24 ruling has left Vodafone Idea and Airtel facing nearly Rs 81,000 crore in dues, which they need to pay by January-end. This has forced them to make provisions, widening Vodafone Idea's losses to a record Rs 50,921.9 crore in the September quarter, and Airtel's to Rs 23,045 crore.Morgan Stanley said the cashflow profiles of the (older) telcos could "significantly improve" if the government comes out with "reasonable relief measures" such as "a waiver of AGR-related dues and deferment of spectrum payments for the next few years".The telecom ministry though told Parliament on Wednesday that the government is not immediately considering waiving penalties and interest on the non-payment of license fee on AGR by carriers, or extending such payment deadlines.The two most affected carriers though are planning to file review petitions later this week.
New Delhi: WhatsApp told India's nodal cyber agency on May 20 that it could be hacked through a malicious code inserted and executed on mobile phones, and 'promptly fixed' it, three days after the government issued an advisory to users about the vulnerability. "The Indian Computer Emergency Response Team (CERT-In) published a vulnerability note on May 17, 2019 advising countermeasures to users regarding a vulnerability in WhatsApp. Subsequently, on May 20, 2019 WhatsApp reported an incident to the CERT-In stating that WhatsApp had identified and promptly fixed a vulnerability that could enable an attacker to insert and execute code on mobile devices and that the vulnerability can no longer be exploited to carry out attacks," Union minister of electronics and information technology Ravi Shankar Prasad told the Lok Sabha on Wednesday. He dismissed as 'completely misleading' the attempts to malign the government for the reported breach."Some statements have appeared, based on reports in media, regarding this. These attempts to malign the government of India for the reported breach are completely misleading," he said, when asked whether the government had taken cognizance of reports alleging it had purchased the Israeli NSO Group-owned Pegasus spyware, reportedly behind the attack on WhatsApp. ET was the first to report on November 6 that WhatsApp delayed communicating to India the vulnerability that affected 121 people in the country. The government said a spyware possibly affected around 1,400 users globally, including Indians, according to the ministry's response."The government is committed to protect the fundamental rights of citizens, including the right to privacy. The government operates strictly as per provisions of law and laid down protocols," Prasad said in a written response to a question by Asaduddin Owaisi. WhatsApp told the government that it could have communicated the issue better to the Indian authorities, it said in a statement, in a departure from its earlier stance on the issue. On September 5, 2019 WhatsApp wrote to CERT-In mentioning an update to the security incident reported in May, and that while the full extent of this attack may never be known, WhatsApp continued to review the available information, according to the response.Separately, the government said it was "working on the Personal Data Protection Bill to safeguard the privacy of citizens, and it is proposed to table it in Parliament," Prasad said, without mentioning a timeline. It informed Parliament that there was no proposal to link Aadhaar with social media accounts of individuals, and said that Section 69A of the Information Technology Act, 2000, empowers the government to block data under certain conditions, such as public order and security of the state.
New Delhi: The Union cabinet on Wednesday approved the Labour Code on Industrial Relations 2019, allowing companies to hire workers on fixed-term contract of any duration. The code has retained the threshold on the worker count at 100 for prior government approval before retrenchment, but it has a provision for changing 'such number of employees' through notification. Fixed-term employment means a worker can be hired for any duration, three months or six months or a year depending on season and orders.The bill is expected to be tabled in the ongoing winter session of the Parliament. "While this means workers can be hired seasonally for six months or a year it also means that all workers will be treated at par with regular workers for benefits," finance minister Nirmala Sitharaman said after the cabinet meeting. Labour minister Santosh Gangwar has spent lot of time in consultation with all stakeholders including trade unions, Sitharaman said. The code also provides setting up of a two-member tribunal (in place of one member) wherein important cases will be adjudicated jointly and the rest by a single member, resulting speedier disposal of cases. 72152240 Besides, it has vested powers with the government officers for adjudication of disputes involving penalty as fines, thereby lessening the burden on tribunal. The industrial relations code is the third out of four labour codes that have got approval from the cabinet. The code will combine Industrial Disputes Act, 1947, the Trade Unions Act, 1926, and the Industrial Employment (Standing Orders) Act, 1946. The Labour Code on Wages has already been approved by Parliament in August while the Labour Code on Occupational Safety, Health and Working Conditions has been referred to the standing committee of labour.The government has already allowed fixed-term employment across all sectors last year. It has now been codified, which means that once approved by Parliament it will become a legislation to be abided by all. The labour ministry has decided to amalgamate 44 labour laws into four codes - on wages, industrial relations, social security, and safety, health and working conditions.
New Delhi: The Cabinet on Wednesday gave its approval to the Food Ministry's recent decision to import 1.2 lakh tonnes of onions in a bid to improve the domestic availability of the key kitchen staple and check prices.Finance Minister Nirmala Sitharaman informed about the decision at a media briefing after the Cabinet meeting.On November 16, Food and Consumer Affairs Minister Ram Vilas Paswan had announced that the government will import 1,00,000 tonnes of onions through state-run MMTC, which has already floated a tender for buying 4,000 tonnes of the commodity from the global market.The government is also facilitating private imports and also relaxed phytosanitary and fumigation norms till December.The move comes after the government's various efforts to boost the domestic availability failed to cool down the retail prices significantly. Retail prices of onions are continuing to rule above Rs 60/kg in the national capital and other consuming centres.Onion prices have come under pressure due to 26 per cent fall in the production to 52.06 lakh tonnes during the kharif output late-kharif seasons of 2019-20.The all-India average retail price of onion stood at Rs 60.38 per kg on November 15, compared with Rs 22.84 per kg on the same date last year.Besides easing norms for onion import, the government has taken several measures including ban on exports, stock limits on traders and sale of the commodity stored as buffer, at a subsidised rate.
NEW DELHI: Jio Institute has put in place a power-packed, seven-member Global Advisory Council ahead of the launch of its academic session in 2021, with Rs 1,000 crore of funding ploughed in and a committed annual endowment of Rs 100 crore, the Reliance Group told the Centre last week.The advisors in the council are Jean-Lou Chameau, president emeritus of California Institute of Technology (Caltech); Rick Levin, former president of Yale University; Subra Suresh, president of Singapore's Nanyang Technological University; Michael Keller, vice provost of Stanford University; Nadhmi A Al-Nasr, CEO of Saudi Arabia's futuristic habitat project NEOM, and Frank J Mulhern and Vinayak P Dravid of Northwestern University, ET has learnt.A high-powered Governing Council, which includes members of the Ambani family, has been set up for the first greenfield project to be certified as an 'Institute of Eminence' by the government.Reliance Chairman Mukesh Ambani, his wife Nita Ambani and daughter Isha Ambani Piramal are in the council along with R Venkataramanan, the former managing trustee of Tata Trusts who joined Reliance Industries in June to lead the group's social initiatives, and Bimal Patel, president of CEPT University in Ahmedabad and director of HCP Design, Planning and Management, the company selected to redevelop New Delhi's Central Vista.Vikram S Mehta, chairman of Brookings India, and Vinay Sheel Oberoi, former secretary in human resource development ministry, are in the council as are Jio Institute chancellor RA Mashelkar, vice chancellor Dipak C Jain and Pradeep Khosla, chancellor of the University of California, San Diego.The Mukesh Ambani group is said to have informed the Empowered Expert Committee of all selected Institutes of Eminence during a review on November 16 that the design for its 40,000 square foot building campus complex in Navi Mumbai is in place.While the Jio Institute team was given a rap by the EEC in its June review meeting for poor progress and incomplete information, it has this time shared that things are very much on track.In its first academic year, Jio Institute proposes to start graduate programmes in artificial intelligence and data sciences and digital media & integrated marketing communications. Mulhern of Northwestern University is developing the marketing communications course, while Jio's chief data scientist will guide the AI course. The Jio Digital Library project is being led by Keller of Stanford.During the review, Indian Institute of Technology, Bombay, and Indian Institute of Science, Bangalore, sought more flexibility in government funding. The Centre is said to have informed them that government funding mechanisms require utilisation of funds already given before the next tranche is released.Manipal Academy of Higher Education, the other private institute that was conferred with 'eminence' status, sought 'absolution deregulation' from all bodies and not just the University Grants Commission and the All India Council for Technical Education, freedom to start offshore and offsite campuses, easier hiring of foreign faculty and waiver of the National Eligibility cum Entrance Test for international students.
MUMBAI: Paytm founder Vijay Shekhar Sharma has taken to social media to plead with customers to maintain caution and not fall for scam messages and emails from fraudsters pretending to be company officials."Pls (please) don't trust any SMS sent on blocking your Paytm account or suggestion to do a KYC. These are fraudsters…" Sharma tweeted Tuesday evening. In a separate tweet later, Sharma also shared a picture of an SMS sent by fraudsters to several Paytm customers which read: 'We will hold your Paytm amount after some time-…complete your Paytm KYC,' along with a phone number."These or some SMS with some lucky draw are examples of fraudsters attempting to get your details. Don't fall for them," Sharma warned Paytm customers.These tweets come after hundreds of Paytm customers over the past three months have registered complaints with the company's cyber cell and RBI ombudsman over fraud claims after getting duped by scamsters posing as Paytm employees.According to two people that ET spoke with who have been duped in this fashion, the modus operandi involves the scamsters asking the targeted customer to download a mobile or desktop application to facilitate the KYC process. These applications include among others Anydesk, Quicksupport and TeamViewer.Once these fraudsters get hold of the pin generated by these applications they get remote access to the victim's device where subsequently in a series of two to four transactions, the fraudster siphons off funds from the victim's bank account linked with the mobile wallet."We encourage our users to report all such incidents to us and to crime branch as well so that we can take concrete action against these fraudsters," Satish Kumar Gupta, MD, Paytm Payments Bank, told ET in an emailed statement. "Our cyber cell department is in constant touch with police crime branches and we are also informing our customers via blog posts, app notifications, social media, etc. to safeguard themselves from such incidents."While the extent of damage by these frauds is unclear, Paytm Payments Bank had said in an earlier statement that these messages have been sent on a "widespread" basis.As per data shared at Rajya Sabha by Finance Minister Nirmala Sitharaman on Tuesday, RBI has received 1,997 complaints against payments banks in the Banking Ombudsman and Reserve Bank of India's Consumer Education and Protection Cells between July and November of 2019. Of these, just 36 percent or 723 of the cases have been resolved with the rest 1,274 still "under process." However, it remains unclear how many of these cases pertained specifically to frauds happening at Paytm.The RBI didn't respond to ET's mailed queries."We would like to inform all our customers that Paytm's KYC procedure does not get done via remote desktops apps. Also, Paytm does not call customers to get their KYC done via phone, nor does the customer need to install any new app for KYC," Gupta said.
MUMBAI: The promoters of Zee Entertainment Enterprises (ZEE) are looking to sell up to 16.5% more of their stake in India's biggest listed media company to repay lenders.Of the total promoter stake earmarked for the sale, up to 15.72% will change hands in block deals on Thursday.According to a term sheet seen by ET, three promoter companies - EMVL, Cyquator and Essel Corporate - will sell 77 million, 61 million and 11 million shares, respectively, totalling 15.72% of the equity base. The stake will be sold at an indicative price of Rs 277 per share, translating into a 10% discount to Wednesday's closing price of ZEE at Rs 307 apiece, the term sheet document showed.At the floor price, the value of the 15.72% stake is worth $582 million (nearly Rs 4,132 crore).Citigroup is the book runner for Thursday's proposed block deals.In a separate filing with the stock exchanges, ZEE promoters said that out of the planned sale of up to 16.5% equity, the promoters are seeking to sell around 2.3% stake in ZEE to OFI Global China Fund, a subsidiary of the Invesco Oppenheimer Developing Markets Fund that had earlier bought into the Mumbai-based media company.On July 30, ZEE's promoters had reached an agreement with Invesco Oppenheimer to sell up to 11% stake for Rs 4,224 crore (Rs 400 per share): In this transaction, the promoters had completed the sale of 8.7%.Separately, banking sources told ET that some foreign institutional investors (FIIs) have already committed their participation in the block deals."These deals are almost done. ZEE promoters will sell 15.72% via block deals and the remaining will be sold off-market. They will continue to hold 5% in the company, with Punit (Goenka) continuing as MD and CEO," a highly placed source told ET.Promoter Subhash Chandra and his family office have to repay more than Rs 7,000 crore they owe to domestic lenders, including mutual funds, and Russia's state-backed lender VTB.ET had earlier reported that ZEE promoters were talking to three FIIs to sell 10-11% stake. However, as the stock price fell, the promoters now have to sell more stake in the company.As of September 30, ZEE promoters owned 22.37% stake in ZEE, out of which 96% is pledged with the lenders. VTB Capital has a charge of more than 100 million shares, worth 10.71% of the company's equity.After the next round of sale, ZEE promoters will continue to own 5% stake in the company, out of which around 1.1% will remain pledged, the company said.A ZEE spokesperson had earlier said that Essel Group has appointed investment bankers to lead the divestment process of media and non-media assets, and that the group is also in a "constant process of evaluating proposals from the prospective partners," keeping the interest of its lenders.ET reported on Tuesday that private equity firm KKR-backed EuroKids is in preliminary talks to acquire preschool chain KidZee from Zee Learn for Rs 1,000–1,200 crore. Earlier, in an investor call, CEO Goenka had said that the promoters have recently been approached by some marquee investors to buy a stake in Zee Learn, where the Essel Group owns 57.18% stake.Apart from KidZee, the company also owns a network of K-12 schools (Mount Litera) and Mahesh Tutorial.

"Whether it's Treasuries or stocks or currencies, investors are now repositioning their bets in case we see political dysfunctions persist and reach a tipping point that spills over to trade."The haven trade in the region gathered pace after the US Senate on Tuesday unanimously passed a bill aimed at supporting Hong Kong protesters, spurring China to repeat a threat to retaliate. NEW DELHI: Smartphone maker Realme on Wednesday said it is working on deepening its presence in brick-and-mortar retail and will introduce an offline retail-centric series of devices next year as part of its efforts to strengthen its hold in the Indian market. realme, which ranks fourth in the Indian smartphone market, is also looking at bringing in more IoT (Internet of Things) devices in the country. "As per GfK data, we have a 3-5 per cent share in the offline market already. Our aspiration is to get to an overall (online and offline) market share of 30-35 per cent and for that, offline retail will play a very important role," realme India CEO Madhav Sheth told . He added that the company is working on introducing an "offline retail-centric smartphone series" in the first quarter of 2020. Realme occupied the fourth spot in the Indian smartphone market with 14.3 per cent share, after Xiaomi (27.1 per cent), Samsung (18.9 per cent) and Vivo (15.2 per cent). Oppo ranked fifth with 11.8 per cent share in the July-September 2019 quarter, as per IDC data. Interestingly, Realme is part of BBK Group, which also owns brands like OPPO, vivo and OnePlus. As per a report by research firm CMR, BBK Group companies had achieved a record-high 42 per cent share in India's smartphone market for the quarter ended September. Talking about Realme's offline presence, Sheth said its products are available across 7,000 retail points, which will be ramped up to about 20,000 by March, and 35,000 by December 2020. "While 60 per cent of these retail stores are currently in tier I cities, we believe growth will be driven in the market by tier III and IV markets, and we are focussing our expansion with these markets in mind," he explained. Sheth said online retail accounts for 70 per cent of its sales. Asked about complaints from offline retailers about differential treatment vis-a-vis online platforms, Sheth said, "realme offers the lowest margins in trade (offline retail) but strong sales volumes has compensated for that." "For us, its not about numbers. Whether it is the dealer or the end-customer, we want to build a long-term relationship," he added. Realme on Wednesday launched its flagship smartphone -- Realme X2 Pro -- priced at Rs 29,999 onwards. The premium device features 50W Super VOOC Flash Charge (which allows 100 per cent charging in 35 mins) and Snapdragon 855+ processor. It will be available in two variants -- 8GB RAM/128GB memory and 12GB RAM/256GB memory -- and will go on sale from November 26. It has also launched an upgraded Realme 5s that features a 48MP quad-camera setup and 5,000 mAH battery. The device is priced Rs 9,999 onwards and will be available in two variants -- 4GB/64GB and 4GB/128GB -- from November 29. Sheth said the company will continue to play across price points. "Our C series is available for about Rs 6,000 and the latest flagship goes up to Rs 34,000. The focus is on offering rich experience and features, rather than just asking for a premium price," he said. He added that the company is looking at bringing in more wearables, audio products and IoT products but declined to comment on details.
