LA PAZ (Reuters) - Bolivia's interim government and lawmakers from the party of unseated leader Evo Morales struck a deal late on Thursday to pursue new elections, potentially helping resolve the South American country's political crisis.
In a late night session of the Bolivian Senate, the chamber's President, a member of Morales' Movement for Socialism (MAS) party, said there was agreement to work toward new elections after weeks of protests and violence that led to leftist leader Morales resigning under pressure last Sunday.
"Today is an historic day where we have been able to agree between opposition and government with the sole objective to make new elections as soon as possible, to pacify our country and above all to defend democracy," said Mónica Eva Copa Murga, who had earlier been confirmed in the her role.

Even after Russian military forces withdrawal, deep-seated resentments will linger in Donbas. The lethal aid policy's greatest flaw is that it completely fails to address these resentments, and in doing so, artificially simplifies the conflict to a proxy war with Russia.
In 2017, the United States began supplying Javelin missile launchers and sniper systems to Ukraine. This equipment, in addition to nonlethal aid (since 2014), is intended to help fight off Russian-backed separatists in the Donbas region.
Yet the aid policy has a number of fundamental shortcomings: its effectiveness at the tactical level is limited; it will likely encourage, not deter, Russia's engagement in the conflict; and it fails to address the root causes of the Donetsk and Luhansk (collectively—Donbas) rebellions.

Kyiv-based foreign service officer Suriya Jayanti also overheard the call, the wire service reported, citing a person briefed on what Jayanti overheard.

In a normal world this should kill this impeachment inquiry right away. This entire impeachment inquiry is based on the claim that President Trump used military aid as a leverage on Ukraine to investigate "Crowd Strike" and corruption allegations against the Biden family. But the Ukraine Foreign Minister has just said that this was never the case. There was no linkage of U.S. military aid to any investigations.
But this is not normal times. The U.S. Democrat controlled Congress is determined to impeach President Trump. Ukraine or not.

America's general has warned North Korea that the U.S. will not hesitate to bring its full military force to bear in defense of its allies in the south, following Pyongyang's threat of escalation over stalled denuclearization talks.

LA PAZ (Reuters) - Last Friday night, with Bolivia's most important city paralyzed by demonstrations against leftist President Evo Morales, the police unit tasked with securing the presidential palace met to help decide the nation's future.
Bolivia for weeks had been gripped by violent protests after Morales declared victory in a disputed election that appeared to give him a fourth straight term. Election monitors said they suspected fraud.
Members of the Police Operations Tactical Unit, known as UTOP, had repeatedly clashed with anti-government protesters armed with sticks, rocks and makeshift bombs. In the courtyard of the unit's compound that evening, dozens of assembled officers made a decision: They would cease defending Morales and join demonstrators in calling for his resignation.
By Saturday, UTOP forces had abandoned their posts.
China's President Xi Jinping warned Thursday that protests in Hong Kong threaten the "one country, two systems" principle governing the semi-autonomous city that has tipped into worsening violence with two dead in a week.

CARACAS, Nov 14 (Reuters) - Before daybreak on January 8, several dozen police officers swept through the streets of Barrio Kennedy, a hillside slum outside Venezuela's capital.
Some of the officers came under fire from assailants, unprompted. They shot back, hitting five young men. The five were then taken to a hospital, where they died of their wounds.
That, at least, is the official account, detailed in a statement the next day by the elite unit that conducted the operation – the Special Action Force of the Venezuelan National Police.
The force's version of events is contradicted by five eyewitness accounts gathered by Reuters. These people say the police killed one of the victims not in a street shootout, but in his home. The official story is also contradicted by video of that victim, reviewed by Reuters and reported here for the first time, that was obtained by investigators at Venezuela's opposition-controlled National Assembly.
The 82-second clip shows the young man sitting shirtless and unarmed in a storage room inside his home, under police interrogation about a nearby car theft, begging officers to spare his life.

U.S. Africa Command on Nov. 1 announced that the new base in Agadez, Niger — designed to house armed drones and other aircraft that have been operating out of an international airport in Niamey, Niger's capital — had begun flying intelligence, surveillance and reconnaissance missions that week.
Critically located in central Niger, Air Base 201 is positioned to strike terrorist groups and extremist militants — including fighters affiliated with al-Qaida and the Islamic State — in countries throughout the Sahel region, which spans the width of the African continent south of the Sahara and includes parts of Mali, Sudan and Chad.
The Pentagon's Office of Inspector General (OIG) declined on Wednesday to launch an investigation into the decision made by the White House to hold up military aid to Ukraine, citing a desire not to interfere with the House's impeachment inquiry.
In a letter to Democratic senators, the OIG wrote that the Pentagon's investigative body would not open an investigation that duplicated or otherwise could interfere with an existing congressional inquiry.

President Donald Trump once called his former national security adviser at home to cancel an upcoming Navy operation after watching a cable news report, a career diplomat recently told members of Congress, but it doesn't appear to have stopped any planned missions.
Christopher Anderson, a former State Department Ukraine specialist, told lawmakers the Navy was planning a "freedom-of-navigation operation" in the Black Sea in January. The White House later asked the service to cancel the operation after CNN reported on it, he said.
"Eventually, we met with Ambassador [John] Bolton and discussed this, and he made it clear that the President had called him to complain about that news report," his testimony states. "And that may have just been that he was surprised. We don't — I can't speculate as to why. But that operation was canceled."

Aircraft carrier USS Harry S. Truman (CVN-75) is repaired and preparing to deploy, after extensive electrical issues sidelined the carrier from its scheduled September deployment date.
Truman and its carrier strike group had completed a final certification event, the composite training unit exercise (COMPTUEX), and were preparing to head out on deployment around Labor Day, when the carrier suffered "electrical malfunction within the ship's electrical distribution system requiring analysis and repair," the Navy told USNI News in late August.
Since that time, a range of personnel – including from the ship's crew and the nearby Norfolk Naval Shipyard repair facility – have been working to get the electrical distribution system back up and running.

WASHINGTON - The planned exchange of two senior Taliban commanders and a leader of the Haqqani militant group for an American and an Australian kidnapped in Afghanistan in 2016 has not taken place, a diplomat and a former Afghan official said on Wednesday.
The diplomat, who spoke to reporters on condition of anonymity, declined to provide any details about why the planned exchange, which Afghan President Ashraf Ghani announced on Tuesday, did not occur.
The U.S. State Department did not immediately respond to a request for comment, nor did the Afghan embassy in Washington. "We hope the Taliban immediately releases the hostages," a spokesman for the Australian Department of Foreign Affairs and Trade said.

Israel claims it has killed another terrorist leader in Gaza in an airstrike which Palestinians say left five children dead.
Eight members of the Abu Malhous family were killed in the strike on their family home in Deir al Balah, the Palestinian health ministry claimed.
Israel alleged in reply that Rasmi Abu Malhous, who was among the dead, was a commander of Islamic Jihad rocket crews in the Gaza Strip.
A ceasefire was declared in the early hours of this morning as Israel said its operation against Islamic Jihad was 'over'.
However, Gaza militants fired a barrage of rockets into Israel just hours after it took effect.
On Tuesday night, an American exchange student in Hong Kong received an email from her university back in the States. “Urgent & Important,” read the subject field. It said that because of protests at the Chinese University of Hong Kong (CUHK)—where 20-year-old Sandra had been living since August—her safety was in jeopardy and “mandatory repatriation” was being enforced.
In less than 24 hours, she and about a dozen other students from the same American university arrived at Hong Kong airport with their hastily packed suitcases. Soon after, they were on their flights home.
“In a snap second, everything changed,” Sandra says. The international business student had enrolled in a year-long exchange program at CUHK and was meant to be in Hong Kong until next summer.
Sandra is among the hundreds of foreign and mainland Chinese students in Hong Kong who are leaving the city amid a sharp escalation in protest violence. On Tuesday, CUHK was the site of some of the worst fighting Hong Kong has seen during its five months of anti-government unrest.
Protestors built flammable barricades out of felled trees and classroom furniture. Police dodged flying bricks and petrol bombs and responded with volleys of tear gas and rubber bullets. By the mid-afternoon, the campus was under a pall of black smoke.
On Wednesday, the campus was still occupied by hundreds of students preparing to defend themselves against the police. They erected improvised fortifications, converted the gym into a field hospital and set up a bomb-making factory that was turning out hundreds of Molotov cocktails.
Not surprisingly, the university announced the premature end of the semester. “CUHK had always been this safe haven. If I woke up at CUHK, I knew it’d be okay,” Sandra says. “But suddenly it wasn’t, and it wasn’t so fast.”
Taiwan’s representative office in Hong Kong organized airport-bound coaches for 85 Taiwanese students on Wednesday, while the South Korean consulate also reportedly escorted over 40 students out of CUHK. Universities in the Scandinavian nations of Sweden, Norway and Denmark have all urged their exchange students in Hong Kong to consider leaving.
Also on Wednesday, a marine police launch arrived to evacuate mainland Chinese students from CUHK. (Hong Kong students and mainland Chinese students frequently clash over divergent political views.) The Communist Youth League in Shenzhen—the Chinese city adjacent to Hong Kong—reportedly threw its hostel open to mainland students fleeing Hong Kong in need of somewhere to stay and has been deluged with requests for free beds.
Besides CUHK, at least four other universities have announced an early end to their semesters. Severe vandalism to campus facilities, some students say, has made it impossible for classes to resume as normal. Some have arranged off-campus housing for non-local students until they are able to leave the troubled enclave.
Tiffany, a biology PhD student at the Polytechnic University, left for Shenzhen on Wednesday. With incidents of protestors attacking mainland Chinese become more and more common, the 30-year-old has grown increasingly concerned, as have other mainlanders in the city. She doesn’t like the term “fleeing,” however.
“[It makes us sound] like we are escaping with no dignity,” she says. “We are just worried about our safety. We did nothing wrong.”
Protests have roiled Hong Kong for five months, but have sharply escalated this week, when protestors began a new campaign to cause maximum disruption to the city, in particular the transport network. On Monday, police fired tear gas on a university campus for the first time since the unrest began in June. “We’ve entered a new phase,” one student said.
An Indonesian student at the 108-year-old University of Hong Kong (HKU), who asked to be identified by his last name, Nagasena, flew back home on Thursday. He left because he feared that the violent confrontations that happened at CUHK would happen at his university too.
“When I encounter black-clad protestors, I get kind of scared,” the 19-year-old says. “I avoid eye contact with them.”
If the protests don’t subside, he adds, he will consider transferring to a university in another country.
On campuses across the city, protesters have been hoarding mountains of supplies—food, water, clothes and weapons—as if preparing for a weeks-long siege. At one university, a drained swimming pool became a practice range for protestors learning how to hurl petrol bombs.
The tension is too much for Joseph Tan. The 27-year-old teaching assistant at HKU has booked a flight for Saturday back to his hometown of Singapore. Most of his students, he says, have already left.
“It’s very quiet and calm,” he says. “But it’s not the peaceful kind of calm. It’s the ‘calm before the storm’ kind of calm.”
Protests have been roiling Hong Kong for the past five months, but a significant escalation this week has seen public transportation shutdowns, violent protests across the territory and, as of Wednesday, foreign universities recalling their students out of fears for their safety.
Thousands of arrests have been made, hundreds have been injured, and countless petrol bombs have been thrown since the start of the unrest. Schools were suspended this week and many universities—which have become literal battlegrounds between protesters and police—have cancelled lectures for the remainder of the semester.
Businesses have been badly affected. Scores of shops have been ransacked, vandalized and burned, including branches of Starbucks. Malls have also been attacked and routinely bring the shutters down early to avoid trouble.
The U.S. has raised the travel advisory warning for Hong Kong to level two, calling for visitors to exercise “increased caution.” Canada and Australia have also upped their travel alerts, and the U.K. has warned that “the situation around protests and public gatherings can change quickly.”

Getting to and from the airport
The Airport Express, the rail service that connects the airport to the city in 22 minutes, is still running. But it has experienced delays and frequently skips intermediary stops. Roadblocks on major highways have also caused the rerouting of some airport buses.
After protestors blockaded the airport in August, the Airport Authority heightened security checks. Currently, only those carrying an air ticket for a flight in the next 24 hours, and a valid travel document, are allowed to enter the departure hall. Travelers are also advised to allow sufficient time for travel to the airport.

The city’s main means of transportation is the train network. Known as the Mass Transit Railway (or MTR), it has come under heavy attack by protesters. Trains and stations have been set on fire, petrol bombs thrown into train compartments, facilities severely damaged and objects hurled onto the tracks.
In recent weeks, trains have been maintaining limited services, with many stations and sections of major lines frequently closed due to vandalism. Travelers can expect lengthy delays and overcrowding, especially during morning and evening rush hour. Service announcements are made in real-time on the MTR’s Twitter page, and the MTR website provides an overview of service arrangements.
Dozens of bus routes are regularly suspended or diverted when protesters occupy major roads and highways. Booking a taxi or an Uber may be the most reliable way to get around, but they can be very difficult to find during major protests. Be prepared to be flexible on pick-up and drop-off locations.
It can dangerous to attempt to drive through or circumvent a barricade: motorists have been dragged from their cars and beaten for trying to do so. Protesters have also thrown petrol bombs at vehicles ignoring roadblocks.
Ferry routes, which take you across the harbor and connect the city to Hong Kong’s outlying islands, so far remain unaffected.
Where protests frequently occur
Protests can erupt quickly and have taken place all over Hong Kong—from working class suburbs to the heart of the business district. Tear gas has been fired on the city’s most exclusive streets and barricades erected outside Hong Kong’s smartest boutiques and hotels.
Since Monday, protestors have been holding flash mob-style lunchtime protests—though some have lasted well into the evening—in Central, the financial district on Hong Kong Island. The gatherings have turned violent and led to clashes with riot police.
Admiralty, one subway stop from Central, is home to government offices and the legislature and therefore also a common protest site. So is the shopping district of Causeway Bay, which is home to Victoria Park—a traditional staging ground for marches and rallies
Across the harbor, the neighborhoods of Kowloon Tong and Hung Hom, where there are a number of universities, have seen frequent clashes. So has the tourist district of Tsim Sha Tsui. The tourist strip of Nathan Road—Hong Kong’s fabled “Golden Mile”—has seen frequent arson, vandalism, and battles between protesters and police.
What to do if a protest breaks out near you
Protests are organized online and can break out with little warning.
While there is no specific threat to tourists, Steve Vickers, CEO of Steve Vickers and Associates—a risk consultancy retained by TIME to advise on security matters—says foreigners should leave if they find themselves in one.
“Ideally you should move away as soon as possible and exit the area,” he says. Many gatherings do not have official approval and your presence could “entail personal risk such as being accused of participating in an unlawful assembly,” he adds.
How to behave if you find yourself in a protest
With protests becoming more violent, heightened caution is essential. A 70-year-old bystander on his lunch break died Thursday after being struck, officials said, by “hard objects hurled by masked rioters.”
People have encountered violence after expressing political opinions. A man was set on fire for arguing with protesters and people have been stabbed for engaging in political disputes. Many others, including women and the elderly, have been beaten for expressing dissenting views. Bystanders, including foreigners, have also been beaten for taking photographs of the protests.
In certain situations, visitors should refrain from wearing black, which is the protest color.
What to do if you get tear gassed
Tear gas has been discharged liberally in Hong Kong’s main tourist and entertainment areas. Many shoppers and diners have been caught unawares by tear gas not only on the street but drifting into malls and restaurants.

If you have no protective gear but are exposed to tear gas, INSI says you should “cover your mouth and nose with a handkerchief or cloth or use the inside of your coat to protect your airway (the outside of your jacket is likely to be contaminated).”
INSI also advises that you make for higher ground, shower (not bathe) and discard exposed clothing—as agents will remain on clothing for months afterward.

It is important to plan your journeys around the city. You may wish to establish if protests are going to be held in the vicinity of your hotel and what transportation you will be taking.

The Facebook pages of local media outlets such as Apple Daily and Stand News also live stream protests, capturing where protestors are and where clashes are taking place. Visitors can also download the app HKmap.live to track the whereabouts of police and protestors.
The emergency number in Hong Kong, for police, fire and ambulance services, is 999.
Another person in Hong Kong has died in protests that have convulsed the financial hub since June, a fatality that comes just after China’s leader issued his most direct rebuke of the unrest yet.
A 70-year-old cleaner who was believed to have been hit in the head during a skirmish between protesters and residents died Thursday evening, the Hospital Authority confirmed. According to a government statement, the man was on his lunch break when he was struck by “hard objects hurled by masked rioters.”
At a press conference Friday, Senior Superintendent of Crime Chan Tin-chu encouraged any witnesses to come forward. After reviewing video footage of the incident in Sheung Shui, a suburb near the Chinese border, he said police believe the attack was “malicious” and are investigating it as a murder.
“Bricks were deliberately hurled towards him and he died later on,” Chan said.
The man’s death follows less than a week after a student protester sustained a fatal injury after falling from a parking garage during demonstrations. While the circumstances leading to the student’s fall remain unclear, many supporters of the protest movement see him as a martyr, and his death galvanized a fresh round of strikes and protests that have roiled the city for five consecutive days.
Speaking from a summit of BRICS countries in Brazil, Chinese President Xi Jinping called ending the turmoil Hong Kong’s most urgent task.
Beijing firmly supports Hong Kong’s leader, the police and the courts “in severely punishing the violent criminals,” he said in rare comments on the situation, according to Chinese state media.
In a warning to protesters, he added that the “continuous radical violent activities in Hong Kong” threatened the “one country, two systems” agreement that grants the semi-autonomous territory civil liberties not exercised on the mainland.
His warning went unheeded Friday with traffic still snarled and train services disrupted by protesters occupying major thoroughfares and parts of the railway tracks. Schools and universities remained shuttered, and many businesses encouraged employees to stay home. At lunch time, office workers once again poured onto the streets to join flash mobs supporting the anti-government demonstrators.
Every day this week, white collar workers have been seen helping erect roadblocks and facing off with police, even as the clashes have become increasingly violent.
After some of the fiercest battles in six months of unrest erupted on the outskirts of academic institutions earlier this week, student demonstrators barricaded themselves inside their university campuses. Behind the walls of the fortress-like campuses, black-clad demonstrators have stockpiled Molotov cocktails, swords and arrows in anticipation of further brawls with police.
Several universities have suspended classes for the duration of the semester, and allowed an exodus of international students.
Early Friday morning, students at the Chinese University of Hong Kong agreed to reopen one lane in each direction of the Tolo Highway, demanding in return that within the next 24 hours the government commits to holding local elections.
The Nov. 24 district council vote is seen as a referendum on the protest demands for greater democratic rights. But pro-democracy activists fear the government may use the increasing violence as a reason to cancel the polls.
With no end to the protests in sight, Asia’s financial capital is struggling. The territory of 7.5 million has fallen into a recession as tourists stay away and high-end shopping malls are transformed into battlegrounds.
In the face of a deepening crisis, Hong Kong’s Chief Executive Carrie Lam has doubled down on her insistence that there will be no capitulating to the protesters’ demands. Earlier this week, she called it “wishful thinking” that the government would yield to the “escalating violence.”

Costa Rica President Carlos Alvarado Quesada said there must to be more “heart” in discussions of fighting climate change. For him, it’s about fighting for a better world for his son.
“He’s only six years old. He’s going to live in that world that might be very tough,” Alvarado told TIME’s Justin Worland at the inaugural TIME 100 Next event on Thursday.
Alvarado is part of TIME 100 Next list, which recognizes individuals who are emerging as leaders their fields, including politics, entertainment and the arts.
As leaders around the world grapple with how to best address climate change, Alvarado has positioned his country at the head of the effort to curb emissions and prepare for a warmer climate without stifling economic development. Earlier this year, Alvarado’s government declared its intention to “decarbonize” Costa Rica with plans that include investing in infrastructure, modernizing transportation and increasing the size of the country’s forests.
On Thursday, he said one driving force for his ambitious reforms on climate change are thoughts about his legacy—both the legacy he’s taken up from his grandparents, and the legacy he’s leaving his young son.
“We’re going to promote change now so I can look at [my son] in the eye and say, I did the best,” he said. “And actually I managed to not make this a problem for your future. So that’s the inspiration. It’s the one I love. It’s my kid.”
Alvarado Quesada, a former labor minister, took office last year after handily defeating a socially conservative opponent who had campaigned against same-sex marriage and promised to eliminate sex education in schools.
The 15-year-old Robert Irwin, the son of late conservationist Steve Irwin, spoke about the danger of climate change and his father’s legacy.
“The amazing thing with our dad was that he was talking about climate change and the effects that it had kind of before it was as popular as it is now,” Irwin told TIME on Thursday at the 2019 TIME 100 Next event. “He was definitely ahead of his time.”
Irwin says the threat of climate change will only grow large as time goes on. “Right now is what’s going to affect the generations’ to come,” he explains. “We see in Australia even back home some of the effects on our native life and habitat at the moment.”
“We definitely have to act quickly,” he adds.
Irwin also spoke about how social media can be a powerful tool to spread this message, although people need to be careful about how they use it. “For Bindi and myself, it’s always been a kind of platform to spread a positive message,” he says. “I think it can really be used to kind of unite people, and these days pretty much everybody has social media to a certain extent.”
“I think it can be a really good way of reaching out and spreading a message to so many people so quickly,” he explains.
Irwin and his sister Bindi have amassed a huge follow on Instagram, and in 2018, the Irwins debut the reality-TV series “Crikey! It’s the Irwins,” which airs on Animal Planet.

Ugandan musician-turned-opposition leader Bobi Wine says he worries about his safety every day as he prepares to oppose President Yoweri Museveni in his country’s 2021 elections.
“I’m very worried about my safety. I think about it every day. But I know that the task ahead of me is so important that my safety is not a priority,” he told TIME at Thursday’s TIME 100 Next event. Stepping outside, he is often be trailed by military personnel, he said, explaining, “A person like me cannot leave my home without being followed around by security.”
Wine has spent time in and out of jail after being arrested over the last two years and accused Ugandan security forces of torturing him while detained. It was after his release last year that he realized he wanted to run for president and thought, “this must change” and that “the best way to change is the democratic way.”
Wine, 37, was selected for the TIME 100 Next list, which is dedicated to spotlighting the leaders of tomorrow.
The opposition politician has been a vocal critic of the Ugandan president, who has been in power for more than three decades, in part due to questionable election practices and constitutional manipulation. Wine, whose real name is Robert Kyagulanyi Ssentamu, has frequently spoken out about the state’s rampant corruption and crackdowns on opposition politicians. On Thursday, he said that Uganda’s corruption is “literally what keeps President Museveni in power,” adding that “he rewards corrupt officials with even bigger offices.”
Before formally entering politics Wine was already singing about social injustice.
Speaking to TIME Thursday, he vowed to “return civilian rule,” if elected. “I will put an end to gun rule,” he said.
“Police and military have been reduced to playing politics,” he added.
Wine has been in the U.S. for more than a week, visiting different cities to drum up support among Ugandans living abroad. He said that most Ugandan professionals have left the country and he hopes they will either return or continue “giving ideas back home.”
“The best way we can bring them back is to make conditions better,” Wine said.
(ROME) — Italy’s government declared a state of emergency Thursday in flood-ravaged Venice, seeking to release funds to repair the historic lagoon city after it was damaged by the highest tide in 50 years.
A cabinet meeting approved a special decree that included 20 million euros ($21.7 million) in immediate financial aid aimed at helping the city recover.
Prime Minister Giuseppe Conte described the flooding as “a blow to the heart of our country,” after spending Wednesday night in Venice, where world-famous monuments, homes and businesses were hit hard by the exceptional flooding.
Venice’s mayor said the damage is estimated at “hundreds of millions of euros.” Mayor Luigi Brugnaro blamed climate change for the “dramatic situation” in the historical city and called for the speedy completion of the city’s long-delayed Moses flood defense project.
The water levels reached 1.87 meters (over 6 feet, 1 inch) above sea level Tuesday, the second-highest level ever recorded in the city and just 7 centimeters (2½ inches) lower than the historic 1966 flood. Another wave of exceptionally high water followed Wednesday.
The exceptional flooding was caused by southerly winds that pushed a high tide, exacerbated by a full moon, into the city.
Although the waters have fallen from the peak reached late Tuesday, St Mark’s Square remained partially flooded on Thursday and a new peak water level is expected for Friday morning.
In Venice, the crypt beneath St. Mark’s Basilica was inundated for only the second time in its history. Damage was also reported at the Ca’ Pesaro modern art gallery, where a short circuit set off a fire, and at the La Fenice theater, where authorities turned off the electricity as a precaution after the control room was flooded.
Venice archbishop Francesco Moraglia said St. Mark’s Basilica had suffered “irreparable damage,” with salty water posing risks to its mosaics, columns and pavements.
Venice for years has been struggling with unwieldly amounts of tourists, the constant deterioration of its fragile lagoon environment and a dwindling population.
Tuesday’s devastating floods have reignited a yearslong debate Moses, a multibillion-euro flood defenses project that has been under construction since 2003. The project has not yet been activated, after being delayed a number of times due to corruption scandals, costs overruns and environmentalists’ opposition over its effects on Venice’s lagoon ecosystem.
Italian Transport and Infrastructure Minister Paola De Micheli pledged Thursday that the Moses project will be completed by 2021, but part of it could start work even earlier.
Rising sea levels because of climate change coupled with Venice’s well-documented sinking make the northeastern Italian city built amid a system of canals particularly vulnerable to the elements. The sea level in Venice is 10 centimeters (4 inches) higher than it was 50 years ago, according to the city’s tide office.
The damages this week included five ferries that serve as water buses, a critical means of transportation in the city. Photos on social media showed taxi boats and gondolas grounded on walkways flanking city canals.
President Trump isn’t running for office in the U.K., but his presence is nonetheless looming over the country’s election, scheduled for Dec. 12.
British Prime Minister Boris Johnson, who currently leads a minority government which has struggled to pass crucial Brexit laws, is seeking a greater mandate to “get Brexit done.” If he returns as Prime Minister, he will also be tasked with securing a post-Brexit trade deal with the U.S.
Johnson enjoys a close relationship with President Trump, which he hopes will translate to a favorable trade deal further down the line. But their bond has also become a political liability during election time, thanks to Trump’s widespread unpopularity in the U.K.
While Britain may be divided on the question of Brexit, when it comes to Trump they broadly agree. In a poll conducted during Trump’s state visit to the U.K. in June, Gallup reported only 26% of British adults believed he was doing a good job leading the U.S. And in a Nov. 1 YouGov survey, only 10% of British adults said Trump’s endorsement would be helpful for party candidates hoping to win seats in the upcoming election.
So the main opposition Labour Party saw an electoral opportunity when, on Nov. 1, Trump called into a radio show hosted by the Brexit party leader Nigel Farage, and urged him to make an alliance with Johnson in pursuit of Brexit.
“You and I have become friends over the years,” Trump told Farage, who was one of the leading figures during the U.K.’s 2016 Brexit referendum, and visited Trump in New York shortly before his inauguration. “I would like to see you and Boris get together,” Trump continued. “I know that you and him will end up doing something that could be terrific… You’d be an unstoppable force.”
After his discussion with Trump, Farage announced that his insurgent Brexit Party would not field candidates against sitting Conservative lawmakers — a move which took some (though not all) of the pressure off Johnson.
Labour campaigners seized on the association. “What we have before us is an alliance between Donald Trump and Nigel Farage and Boris Johnson,” Labour leader Jeremy Corbyn told reporters on Tuesday. “We know where that alliance is designed to take us – into a sweetheart trade deal with the United States that will threaten all of our regulations, all of our conditions, and threaten our public services.”
After Brexit actually happens (it’s currently scheduled for Jan. 31, but has been delayed three times), the U.K. will have to hammer out a new trade deal with the U.S. — something Johnson has made a major priority of his post-Brexit economic strategy.
“Boris Johnson wants to be able to point to the possibility of a strong U.S.-U.K. trade agreement after Brexit, so he has to be on the same page as President Trump,” says Lewis Lukens, who was the most senior career diplomat based at the U.S. embassy in London from 2016 to 2019. “It helps Johnson to have positive encouragement on the trade front from President Trump. But on the other hand, a lot of people see President Trump pretty negatively in the U.K., and Johnson doesn’t want to be seen as too close to Trump. It’s a fine line to walk.”
Labour insiders say their campaign has been bolstered by anti-Trump messaging. They say the party has done research which shows the British population has widespread anxieties about, in particular, potential U.S. encroachment into the U.K.’s National Health Service (NHS) post-Brexit. (The NHS is an institution, beloved in Britain, which provides tax-funded healthcare free for patients to access.)
On his state visit to the U.K. in June, Trump played into those fears. “When you’re dealing in trade everything is on the table, so NHS or anything else… everything will be on the table, absolutely,” Trump told reporters at a press conference.
The Labour Party, which wants to remain in the E.U.’s economic unions (thus avoiding the prospect of a bespoke U.S. trade deal), has said that after Brexit, Trump will use America’s economic muscle to force the U.K. into accepting healthcare reforms that could push up prices for patients. On Facebook, many of the campaign ads taken out by Labour refer to Johnson’s perceived willingness to cooperate with Trump on this front. “Boris Johnson’s disastrous Brexit would sell off our NHS to Donald Trump,” says one advert, which first ran the day after Trump’s call with Farage, and stayed online for a week.
“With a No Deal Brexit, your family’s medicine costs could skyrocket to unaffordable USA prices once Boris Johnson strikes a trade deal with Donald Trump,” says another ad which ran on Facebook in October.
Johnson has repeatedly denied the NHS will be a part of any trade negotiations. But according to a recent report by Channel 4’s Dispatches program, senior officials from his government have met with U.S. negotiators and pharmaceutical companies to discuss the health service.
“The U.S. trade negotiators are very skilled and experienced and tough,” Lukens tells TIME. “They will be out there negotiating as hard as they can to protect U.S. interests. A lot of interests between the U.S. and U.K. are pretty well aligned, but there will be areas where what the U.S. team wants is not what the U.K. team wants. The negotiations will be difficult at that point.”
(ANKARA, Turkey) — An American man suspected of being a member of the Islamic State group is being repatriated to the United States after spending three days in a no man’s land between Turkey and Greece, Turkey’s Interior Ministry said Thursday.
The United States agreed to take him in and will provide him with travel documents, the ministry said, adding that the repatriation was underway.
The move comes a day after Turkish President Recep Tayyip Erdogan met with U.S. President Donald Trump in Washington.
The man was stuck in the heavily militarized border zone after Turkey tried to expel him to Greece on Monday but Athens refused him entry. Turkish media have identified him as 39-year-old Mohammad Darwis B. and said he was an American citizen of Jordanian background.
The Ministry said Thursday the man had asked to be deported to a “third country” and chose Greece.
He had been spotted in the no man’s land for three straight days. Media reports said Turkish authorities allowed him to spend the night in a vehicle, where he was fed.
Turkey has engaged in a new push to deport foreign IS members who are held in Turkish prisons or in Syria, since it invaded parts of northeast Syria to drive away Syrian Kurdish fighters it considers to be terrorists from a border area.
Turkey’s Interior Ministry on Thursday expelled seven German and one British IS suspects to Berlin and London. The state-run Anadolu Agency said two men, four women and an infant were transported onto the tarmac at Istanbul Airport in a vehicle belonging to Turkey’s migration agency and boarded a plane bound for Berlin.
There was no information on their identities.
Three foreign IS suspects — from the United States, Denmark and Germany — were deported on Monday.
Turkey also plans to soon deport other alleged IS members, including two Irish and 11 French citizens.
Meanwhile, the Interior Ministry also said Thursday that a wanted IS suspect was detained by anti-terrorism police in a raid in Istanbul after he illegally crossed into Turkey from Syria. The ministry said the man, whom it identified as Mevlut Cuskun, was being questioned by police.

Ronojoy Dutta, CEO, Interglobe Aviation, said there's no overcapacity in the market and squarely blamed the low fares on new airlines which have pushed the entire sector to losses. In an interview with ET's Mihir Mishra, Dutta said the management is insulated from the promoters and is professionally run by the board. We have so many ideas on how better to connect cities, but we don't have enough planes. So it's not overcapacity. Don't forget, our unit revenues (in Q2) this year are up 5%.The second quarter was good in terms of unit revenue but there was a problem on the cost side also due to the new accounting standards. If you're losing Rs 200-300 crore in a quarter due to new accounting norms, that's a big number, and it's all based on rupee depreciation. It has no cash impact, but it will affect airlines in the long run, especially things like dividends payout ratio. Also, our numbers will improve once two costs —maintenance costs of old aircraft which will go away by 2021-end and pilot training costs which will decline by June next year – are gone.Last-minute fares between Mumbai and Delhi were about Rs 5,000 on Wednesday. How are these fares sustainable? IndiGo's competitors also blame you for low fares, what do you have to say?On routes between two metro cities, the competition was mature till Jet Airways was flying and we all co-existed. But after Jet left, slots went to new entrants and low-cost competitors which are still trying to find their feet.On routes connecting non-metro cities, fares are still doing fine. So, we're not pessimistic on revenue.What can I say about us being blamed for fares? Clearly, we used to have higher fares and we didn't do anything.New entrants have come in and fares have dropped.Now, blaming the incumbent for this is kind of ironic. I think the new entrants are causing this problem (of lower fares). We are in a very price-sensitive industry, more so than anyone. So, it is the invisible hand (of the flier) that controls pricing.The economy does not seem to be doing well. How big a concern is that for IndiGo?No one is saying that it's less than 5% growth, right? If it is around 5%, we are fine. We'd love to have a higher percentage of growth.The revenue picture doesn't worry me at this point; we aren't predicting a decline in unit revenues. IndiGo is in no mood to talk about capacity reduction; we want to grow… and grow fast.IndiGo has been in the news more for the differences between its promoters. How difficult it is for you at the helm in getting approvals from the board? How have promoters' involvement changed after their public spat?Not at all. At the board meeting, there's no discussion on the subject. There was an issue with the related-party transactions (RPT).We were obviously part of it in terms of how do we make the purchase, who decides on the purchase and others, but the RPT issue has been resolved.We have a new process which has been approved by all the board members, and we are following that. In terms of aircraft purchase, we have an equipment manufacturer purchasing arm and that does all the negotiations and makes a purchase with the approval of the board.Those proposals are discussed by the board, including Rahul (Bhatia), Rakesh (Gangwal). The airline is run by a board and M Damodaran is the chairman. If there's anyone I talk to, it is the chairman.What is IndiGo's big plan to grow internationally?Right now, we have 25% of our total capacity in the international sector, which has grown by 115% over the past year. Our future plans, tentatively, are to put half the total capacity, which we are inducting, in the international sector. We have a lot more new stations in mind and flying on international routes is going to be our big focus. We plan to connect Amsterdam, Madrid and Seoul with Airbus 321XLRs, which join the fleet after a few years. XLRs, however, cannot connect London and we will need a dual-aisle aircraft.We are looking at it and would want to go to London at some point, but I would say, it's a five-year plan, not one year.
ET Intelligence Group: India Inc's revenue dropped marginally in the September quarter, the first decline in nine quarters, reflecting demand-side woes, destocking of piled-up inventories and a higher base effect in the form of double-digit growth in the year earlier. However, net profit grew in double digits, helped by a cut in corporate tax rate and buoyed by the financial sector.Given sluggish economic indicators, analysts said a dramatic revenue recovery is unlikely in the remainder of the fiscal though operating margins may improve due to cost cutting and streamlining of operations.Net profit — based on a common sample of 1,697 companies that have declared results for each of the 13 quarters to September 2019 — increased by 22.5 per cent, while revenue fell 0.2 per cent. Excluding banks and financial services (BFS) institutions, the growth in net profit moderated to 11.3 per cent while revenue fell 3.3 per cent.The data excludes financials of Bharti Airtel and Vodafone Idea.Bharti Airtel reported a one-off net loss of Rs 23,045 crore, which includes provisioning for adjusted gross revenue (AGR)-related dues following the October 24 Supreme Court order.Vodafone Idea reported a net loss of Rs 50,921.9 crore in the September quarter. Put together, the losses by these two telcos were 57 per cent of the larger sample's total profit of Rs 1.3 lakh crore."India Inc's top line has been under pressure due to weak demand both at business and consumer levels and is expected to remain in single digits for the second quarter," said Deepak Jasani, research head, HDFC Securities. "Also in the base quarter (September 2018), sales of listed corporates jumped more than 23 per cent." He added that lower commodity prices resulted in lower top line growth for a host of companies, including metals.The operating margin of the sample including BFS was marginally lower by 40 basis points (bps), or 0.4 percentage point, year-on-year at 16.4 per cent. Excluding BFS would narrow it to 13.9 per cent, similar to the year-ago level. Margin performance was mixed at the sector level. 72064560 'Sharp Recovery Unlikely'"Cement reported a sharp 400 bps year-on-year expansion in operating margin. Consumer and pharma saw 50 bps expansion each. Metals saw a steep 570 bps contraction, while oil and gas, and technology margins contracted 80 bps and 100 bps, respectively," said Gautam Duggad, research head, Motilal Oswal Financial Services. He expects pressure to continue on the margins of commodity companies, given weak prices and lower volumes.On the sectoral front, consumer goods showed resilience whereas most of the core sectors were under pressure."The sectors where performance was resilient included IT, pharma, private banks, FMCG (consumer goods) and multiplexes," said Pankaj Pandey, research head, ICICI Direct. "The ones which were weak included telecom, media (excluding multiplexes), oil marketing, metals, retail and logistics."'GLOOMY SCENARIO'While the short-term scenario is gloomy, corporate performance may have bottomed out, some analysts said."Going by the poor macro numbers, GDP growth and corporate revenue growth is unlikely to show a significant spurt in the second half of FY20," said Jasani of HDFC Securities. "However, companies may keep improving margins by cutting costs, improving working capital use, and postponing capital expenditure and commissioning of projects."Pandey of ICICI Direct expects growth in earnings per share (EPS) to improve over the next few years. "On the back of tax rate cuts, heavy lifting by BFSI (banking, financial services and insurance) and stable performance by other sectors, we expect Nifty EPS to grow at a CAG of 20.3 per cent in FY19-21E compared with 16.9 per cent earlier," he said. BENGALURU: US retail behemoth Walmart incurred a non-cash impairment charge of $290 million on account of it writing off its investment in fashion portal Jabong, Chief Financial Officer Brett Biggs disclosed in an earnings call.When it bought Flipkart last year, Walmart attributed 77% of Flipkart Group's $24.1 billion in assets to intangibles and goodwill. Barring its flagship brand, Flipkart owns Myntra, PhonePe and the Jabong trade names.In 2016, Flipkart bought Jabong for $70 million in cash & has since then been struggling to figure out a definitive long-term strategy for the fashion portal."At the end of last year, we decided to consolidate back-office functions for Myntra and Jabong to drive efficiencies. This year, after looking at fashion demand trends, customer overlap, and marketing investments, we have decided to focus on a single premium fashion-focused platform — Myntra," a Flipkart spokesperson said in a statement. However, Walmart shares rose 1.7% in premarket trading on account of the company's strong performance in the US online business which saw a growth 41% year on year.Separately, in its guidance for fiscal year 2020, Walmart also forecast that earnings were expected to "increase slightly compared to FY19, including Flipkart, and increase by a high single-digit percentage range, excluding Flipkart.""As expected, the inclusion of Flipkart negatively affected operating income," Walmart said.
Brussels: The European Union's investment arm has said it will stop funding fossil fuel projects from 2022 as part of a new strategy aimed at fighting climate change, in a decision environmental campaigners hailed as a "significant victory". The European Investment Bank, the world's largest multilateral lender, had been criticised by climate groups for funding gas projects that potentially threatened the EU's commitment to the Paris climate goals. But despite gas proving a potential sticking point, the EIB's board of directors -- composed of state representatives and the European Commission -- approved the new energy policy on Thursday. "We will stop financing fossil fuels, and we will launch the most ambitious climate investment strategy of any public financial institution anywhere," EIB President Werner Hoyer said in a statement. The EIB said the new energy plan would also "unlock" one trillion euros (USD 1.1 trillion) of climate action and environmentally sustainable investment over the next decade. The decision comes after European Commission president-elect Ursula von der Leyen called for the EIB to turn into a "Climate Bank". French Economy Minister Bruno Le Maire said it was "a landmark decision" that confirmed the EU had "financial means to match its climate ambitions". Many environmental activists welcomed the bank's move. "Today's decision is a significant victory for the climate movement," Colin Roche, fossil-free campaigner at Friends of the Earth Europe. "Finally, the world's largest public bank has bowed to public pressure and recognised that funding for all fossil fuels must end -- and now all other banks, public and private must follow their lead." Markus Trilling of the Climate Action Network said it was "a clear call for all EU funds to follow suit and rule out all activities that worsen climate change from funding possibilities". The EIB has been criticised for dragging its feet on gas investments, after providing 2.5 billion euros for fossil fuel projects last year, the bulk of which went towards gas pipelines. Andrew McDowell, EIB vice president in charge of energy, said that the decision came after the lender's "largest ever public consultation". "This is aligning our energy-lending strategy with the EU policy ambitions, the EU climate and energy targets by 2030 as well as the requirement of the Paris accord," he said in a conference call. The 2015 Paris climate deal saw the EU join world nations in committing to limit global temperature rises to "well below" two degrees Celsius and to a 1.5C cap if possible. The bank warned that if temperatures rose above the Paris goals there would be "disastrous consequences", and "large portions of our planet will become uninhabitable". McDowell said that by 2025 half of all EIB investments would be dedicated to climate action. However, not all environmental groups were overjoyed. Greenpeace sounded a note of caution, saying the gas infrastructure built up to 2022 would be operational until mid-century. "While the new policy means the EU will largely end support for coal and oil, the continued funding of projects like gas pipelines until 2021, and the modernisation of existing fossil fuel infrastructure beyond 2021 threatens the EU's climate commitments," Greenpeace said in a statement. Under the EIB's new policy, projects from 2022 will have to show they will emit less than 250 grams of carbon dioxide for every one kilowatt hour of energy they produce. The EIB said conventional gas projects cannot achieve this -- new green technologies or carbon capture and storage would be needed. However Greenpeace disagreed, saying the 250-gram emissions threshold was too high - a "loophole" that could "act as a backdoor to keep old gas infrastructure in operation". Nineteen EU member states including France and Germany voted for the new policy, according to Greenpeace and the World Wildlife Fund (WWF). But three countries -- Poland, Romania and Hungary -- voted against, wanting more flexibility for gas funding, as did Estonia, Lithuania, Cyprus and Malta, which abstained. Austria and Luxembourg also abstained, objecting to nuclear power being eligible for funding under the new policy, Greenpeace and the WWF said. NEW DELHI: French rolling stock manufacturer Alstom will deliver 10 high-powered electric locomotives in this financial year through its Madhepura Electric Locomotive Pvt Ltd. (MELPL), its joint venture with the Indian Railways.The delivery schedule is part of a comprehensive 'recovery plan' drawn up following a delay in supply of these locomotives under the initial agreement. Alstom had in 2015 bagged a Rs 20,000-crore order for supplying 800 high-powered electric locomotives to the Indian Railways, one of the largest instances of public-private partnership in the country.As part of the contract, after rolling out the first prototype, the company was to supply four more locomotives assembled at its Madhepura facility in Bihar last year, 35 locomotives in FY20, another 60 in FY21, and 100 every year after that till the completion of the order, with the delivery spread over a period of 11years. The French major and the Indian Railways hold 74% and 26% equity share, respectively in MELPL.ET has learnt that based on the previous test results, Alstom has redesigned the complete locomotive, including the bogies, which will undergo oscillation tests and trials this month. "After test and trials, Alstom will accelerate the delivery schedule and supply 10 locomotives in FY2019-20, and 90 locomotives in FY20-21 and 100 locomotives per year beyond March 2021 as per their recovery plan," the Indian Railways said in a statement on Thursday.According to this 'recovery plan', the delivery schedule would be back on track by the end of FY21. The Indian Railways is planning to go fully electric by 2021-22. The national transporter is hopeful that the locomotive will pass the test run this time given that Alstom has redesigned it keeping in mind the Indian track conditions, the official said. The official also said that the joint venture is on track. This is the first time that such high horse powered locomotive is being tested on a broad gauge network by any railways in the world.
MUMBAI: Vodafone Idea's MD Ravinder Takkar reached out to the telco's 10,000-odd employees, in his first such video call since taking over, in a bid to calm nerves after a Supreme Court order on adjusted gross revenue (AGR) left the telco facing questions about its future, said people familiar with the matter.Takkar Thursday detailed out the Supreme Court verdict which backed the government's view to include non-core items items while computing AGR, leaving the telco facing additional statutory dues of over Rs 39,000 crore, in license fees, spectrum usage charges (SUC), penalties and interest. Including Vodafone Idea, some 15 telcos are staring at addition dues of over Rs 1.3 lakh crore."He (Takkar) came out of the board meeting for a brief while and told employees that the company is hoping for relief for the sector from the government," the person said.Later in the day, the telco posted a mammoth loss of Rs 50,921.9 crore for the fiscal second quarter, pulled down by provisions for the AGR related statutory dues payable.The new Vodafone Idea CEO also highlighted Vodafone Group CEO Nick Read's letter to the government, clarifying his statements on the future of Indian venture.While Read was widely quoted as questioning the future of Vodafone Idea in the face of the additional dues and in the absence of government relief, the UK telecom major's CEO clarified to the government that he had been misquoted, and that he meant the sector as a whole.
ET Intelligence Group: India Inc's revenue dropped marginally in the September quarter, the first decline in nine quarters, reflecting demand-side woes, destocking of piled-up inventories and a higher base effect in the form of double-digit growth in the year earlier. However, net profit grew in double digits, helped by a cut in corporate tax rate and buoyed by the financial sector.Given sluggish economic indicators, analysts said a dramatic revenue recovery is unlikely in the remainder of the fiscal though operating margins may improve due to cost cutting and streamlining of operations.Net profit — based on a common sample of 1,697 companies that have declared results for each of the 13 quarters to September 2019 — increased by 22.5 per cent, while revenue fell 0.2 per cent. Excluding banks and financial services (BFS) institutions, the growth in net profit moderated to 11.3 per cent while revenue fell 3.3 per cent.The data excludes financials of Bharti Airtel and Vodafone Idea.Bharti Airtel reported a one-off net loss of Rs 23,045 crore, which includes provisioning for adjusted gross revenue (AGR)-related dues following the October 24 Supreme Court order.Vodafone Idea reported a net loss of Rs 50,921.9 crore in the September quarter. Put together, the losses by these two telcos were 57 per cent of the larger sample's total profit of Rs 1.3 lakh crore."India Inc's top line has been under pressure due to weak demand both at business and consumer levels and is expected to remain in single digits for the second quarter," said Deepak Jasani, research head, HDFC Securities. "Also in the base quarter (September 2018), sales of listed corporates jumped more than 23 per cent." He added that lower commodity prices resulted in lower top line growth for a host of companies, including metals.The operating margin of the sample including BFS was marginally lower by 40 basis points (bps), or 0.4 percentage point, year-on-year at 16.4 per cent. Excluding BFS would narrow it to 13.9 per cent, similar to the year-ago level. Margin performance was mixed at the sector level. 72064560 'Sharp Recovery Unlikely'"Cement reported a sharp 400 bps year-on-year expansion in operating margin. Consumer and pharma saw 50 bps expansion each. Metals saw a steep 570 bps contraction, while oil and gas, and technology margins contracted 80 bps and 100 bps, respectively," said Gautam Duggad, research head, Motilal Oswal Financial Services. He expects pressure to continue on the margins of commodity companies, given weak prices and lower volumes.On the sectoral front, consumer goods showed resilience whereas most of the core sectors were under pressure."The sectors where performance was resilient included IT, pharma, private banks, FMCG (consumer goods) and multiplexes," said Pankaj Pandey, research head, ICICI Direct. "The ones which were weak included telecom, media (excluding multiplexes), oil marketing, metals, retail and logistics."'GLOOMY SCENARIO'While the short-term scenario is gloomy, corporate performance may have bottomed out, some analysts said."Going by the poor macro numbers, GDP growth and corporate revenue growth is unlikely to show a significant spurt in the second half of FY20," said Jasani of HDFC Securities. "However, companies may keep improving margins by cutting costs, improving working capital use, and postponing capital expenditure and commissioning of projects."Pandey of ICICI Direct expects growth in earnings per share (EPS) to improve over the next few years. "On the back of tax rate cuts, heavy lifting by BFSI (banking, financial services and insurance) and stable performance by other sectors, we expect Nifty EPS to grow at a CAG of 20.3 per cent in FY19-21E compared with 16.9 per cent earlier," he said. What we're seeing now in the banking sector is a short-term hiccup. Banks are better capitalised today and there is better recognition of NPAs. Citibank is dominant among all global banks in India with services ranging from retail credit to merger advisory, giving it an inside view of how top local and global clients look at the prospects. Ashu Khullar, CEO, Citi India, in an interview with ET says the weakness is just temporary and the economy is poised to take off. Edited excerpts.Indian economy is slowing. Banking is yet to recover from the bad loans mess. What is your assessment? How do you see economy shaping up?I don't think a large economy like India can depend only on banks or on NBFCs to meet all your financing needs. You have to open up the capital markets. And that means the development of corporate bond markets and making them liquid. Today, it is a very high-grade market, we don't have much trading. India now has the maturity and size, to open up FPI flows into the debt market in a more meaningful manner to get indexation. The government is doing the right thing in being thoughtful about the sovereign bond issuance. It is right to be thoughtful and not rush into it, because you just open yourself up to unwarranted criticism.How would that move the needle if it is a small amount?But it is appropriate for them to raise a moderate amount, for example, this year or next fiscal year, do $5-10 billion. It is a very small component of our total debt profile. It takes the pressure off the crowding-out impact, which governments face in growth economies like ours. I would say the development of a well-diversified capital markets, local and foreign institutional debt, perhaps a prudent, well-timed access to external bond benchmarks would be some of the measures the government could consider.There's a lot of risk aversion among investors. How do you get the confidence back?Post-demonetisation, a lot of physical assets moved to financial assets searching for yields. A lot of that money flowed into NBFCs. Some of that was used towards promoter funding. Then, some of these NBFCs, and this is not a blanket observation, invested short-term money into long-term assets. The classic asset-liability mismatch and relatively weak diligence, coupled with being overly exposed to a few sectors, created some accidents. In a sense, it was the characteristic case of easy money chasing high yields. Correcting some of these mistakes will undoubtedly take some time.There are global trade disputes. India pulled out of RCEP. Though China and the US have cooled down, there's a bit of an unease.What are your clients doing in this scenario? And where does India fit in?Our multinational client base is one of our core competencies. We see this base increasing not only in the traditional US, European and Japanese corridors, but across Asia — Taiwanese, Korean and more recently Chinese corridors. This is a business growing in double digits for us. The most enduring part of the India story is around the domestic market. The second point you made was around the US-China trade conflict, and I believe you will have some kind of an agreement over the next few months. However, this does signal a shift in trade ties in the long run. So, to my mind, this is a great opportunity for India. Now, you could argue that in the short term, perhaps we haven't capitalised on it as well as countries like Vietnam may have done. But the opportunity is multi-year and truly large one for us to capture.One of the arguments that investors say is that interest rates are so high. How much scope does the MPC have to cut rates. Will monetary policy action suffice?Inflation in India has been well controlled but is higher than many developed markets. There is the currency aspect that needs to be taken into consideration. A lot of the emerging markets would be at higher rates than G3 currency, but there is inflationary expectation to think of and there is rupee depreciation which gets built in. Now should the rupee interest rates be lower? You could argue that it can be lower, but would investors put money if inflation is expected at a certain level. I do not find it odd that our interest rates range between 6% and 6.5%, and the US Treasury is at 1.5%. This delta is not really unusual.The government is talking about privatisation. Would Citi be part of this as an advisor?We have a very established investment banking practice in India. I would say we are probably the only bank, which has a well-balanced team to play the domestic side, whether it is advisory for equity capital markets or debt capital markets and the international markets. Depending on specifics of each situation, we would want to be advising either the government on the sell side or potentially some of the buyers who may be interested to buy these assets. How is Citi India geared to serve the capital needs in the domestic market?We have been in India since 1902. We think of ourselves as truly embedded. In fact, India now has the second-largest employee base after the US. Our business includes the large Indian private sector companies, the public sector financial institutions, the multinational segment, and a very thriving middle market and SME business as well. In some ways, you could argue Citi was really bringing consumer banking to India the way it is understood today. Beyond banking, India is a very huge investment for our service centres, which not only caters to regular banking operations but increasingly serves hi-tech processing for our global platform.
Tata Consultancy Services is doubling down on its insurance platform — which has already won more than $5 billion in business in the last two years — and is looking at newer markets in Continental Europe to expand.The Indian IT services leader's mega insurance wins first came in the UK market, through its Diligenta unit, which initially focused on managing closed-book business — pools in which no new insurance policies are issued. Managing a closed book typically means the contract will end after all the policies run out, though that can take years. TCS is now focusing on the open-book business, so that new policies constantly replenish old ones and the number of policies being managed continues to grow.Earlier this week, TCS expanded its contract with Phoenix Group, a long-term client, to include openbook policies. The deal expansion is worth over $2 billion, an industry source said. In 2018, TCS won an over $2 billion deal with Trans-America in the United States."Currently, we have about 4 million open active policies; now with this deal (expanded Phoenix Group project) we will take it up to over 7.5 million policies. So, we are changing the nature of our business, we are changing the way we go to market," Suresh Muthuswami, President of TCS' BFSI Platforms business, told ET. TCS manages over 40 million policies worldwide. In addition to the UK and US, Muthuswami said TCS was also looking at newer markets to expand and to manage newer types of insurance policies.
