The president specifically threatens to hit Iran "like they've never been hit before" if the regime provokes Washington.
President Donald Trump on Monday offered a confusing description of his foreign policy priorities as commander in chief — insisting that he is working to bring home American soldiers, while warning the U.S. may soon enter into new military conflicts.
"I'm trying to get out of wars. We may have to get in wars, too. OK? We may have to get in wars," Trump told reporters at the White House.
"We're better prepared than we've ever been," he continued. "If Iran does something, they'll be hit like they've never been hit before. I mean, we have things that we're looking at."
The remarks from the president come as his administration confronts escalating tensions across the Middle East and navigates new troop movements in the region.

Many Afghans fear US-Taliban peace talks are coming at their own expense.
KABUL, Afghanistan — At a time when America is vehemently divided politically, there is one policy that seems to have almost unanimous support: ending the US war in Afghanistan. Poll after poll shows that Americans across the political and social spectrum want the war to end, and it's one of the few things that President Donald Trump and nearly every 2020 Democratic candidate agree on.
But those who've fought against and lived under the Taliban believe a US troop withdrawal today would come at the expense of Afghan peace tomorrow. I recently spent three weeks in Afghanistan speaking with government officials and citizens alike about their perspective on the current US negotiations with the Taliban in Doha, Qatar, to end US involvement in the war.
And what I heard from nearly everyone I spoke to — from academics in Kabul to mujahideen in the Panjshir Valley who fought against the Soviets in the 1980s — was a deep distrust of America's goal in the peace talks.
JERUSALEM (Reuters) - Benjamin Netanyahu gave up his effort to form a new government on Monday after failing to secure a majority coalition, creating an opportunity for centrist rival Benny Gantz to replace Israel's longest serving prime minister.
Netanyahu, who heads the right-wing Likud party, said he had been unable to form a government following an election in September, and was returning the mandate back to Israel's president, Reuven Rivlin. Rivlin said he intends to task Gantz with the job of putting together a new government.
Over the past two years, a bipartisan consensus has emerged that the United States should leave Afghanistan. This summer, President Donald Trump repeatedly claimed that he wanted out. So did the Democratic presidential candidates. During a September debate, Massachusetts Senator Elizabeth Warren promised to bring troops home without any deal with the Taliban, and former Vice President Joe Biden was just as strident, declaring, "We don't need those troops there. I would bring them home." But advocates of the mission argue that a full withdrawal courts disaster, paving the way for terrorist groups to reestablish a safe haven in Afghanistan.
That distaste for remaining in Afghanistan is widespread is unsurprising after 17 years of war. And U.S. involvement in active military operations in Afghanistan has greatly decreased since 2010 and 2011, when nearly 100,000 U.S. troops were deployed. The remaining 14,000 U.S. troops in Afghanistan support local security forces with airstrikes, surveillance, and advising. Afghan soldiers and police do the frontline work of defending cities against the Taliban, while U.S. special operations devote significant effort to battling al Qaeda and the Islamic State (or ISIS). The United States has fought a relentless campaign against these groups, and many opponents of the effort can endure it no longer.

Storming and seizing Kabul. Control of much of the country after that. But I do not think this will happen this time. U.S. troop levels in Afghanistan have been quietly reduced by 2,000 troops over the past year, even without a peace deal with the Taliban, according to the top U.S. military commander in Afghanistan.
General Austin "Scott" Miller announced the troop reduction in response to a question during a news conference in Kabul with visiting Defense Secretary Mark Esper.
"We're always looking to optimize the force" in Afghanistan, Miller said. "Unbeknownst to the public as part of our optimization. Over the last year ... we've reduced our authorized strength by 2,000 here."
ANKARA (Reuters) - Turkey is holding covert contacts with Syria's government to avert direct conflict in northeast Syria where both sides have deployed their armies, Turkish officials say, despite Ankara's long-standing hostility to President Bashar al-Assad.
Turkey's President Tayyip Erdogan backs rebels who fought to topple Assad during Syria's eight-year civil war. He described Assad as a terrorist and called for him to be driven from power, something which earlier in the war appeared possible.
But Assad's allies Russia and Iran helped turn the conflict round and with U.S. forces now withdrawing from northeast Syria, Assad's Russian-backed troops are sweeping back into the region just as Turkish troops move in from the north.
DOHUK, Iraq/KABUL (Reuters) - The Pentagon is considering keeping some U.S. troops near oilfields in northeastern Syria alongside Kurdish-led Syrian Democratic Forces (SDF) to help deny oil to Islamic State militants, Defense Secretary Mark Esper said on Monday.
U.S. troops are crossing into Iraq as part of a broader withdrawal from Syria ordered by President Donald Trump, a decision that allowed Turkey to launch an offensive against the SDF which for years was a U.S. ally battling Islamic State.
More than 100 vehicles crossed the border into Iraq early on Monday from the northeast tip of Syria, where Turkey agreed to pause its offensive for five days under a deal with Washington.

This is the moment Kurds hurled potatoes and abuse at a withdrawing convoy of US troops as they passed through a Syrian city on their way to Iraq.
Footage shows armored vehicles passing through the city of Qamishli and residents shouting 'No America' and 'America liar,' in English. The clip then shows the residents throwing potatoes at the convoy.
'Like rats, America is running away,' one man shouted in Arabic, according to a translation of the clip.
Another man shouted obscenities and talked of babies in Kurdish-held areas who have died in the Turkish offensive.
A convoy crossed into Iraq Monday, headed for Erbil. They were pelted with rotten potatoes by angry residents as they drove through the streets of Duhok in the Iraqi Kurdistan region.
The troops withdrew from their largest base in northern Syria Sunday, with defense chief Mark Esper saying all American forces leaving Syria would be deployed to western Iraq and could carry out anti-terrorist operations against Islamic State.
Esper said more than 700 U.S. troops would be moved to Iraq and not come "home" as U.S. President Donald Trump had tweeted they would.

Chile's Government has extended a state of emergency to cities in its north and south, as the death toll from violent clashes and arson attacks rises to at least seven.

Long before real planning for it began, and long before the first news stories about it, those of us in the top levels of the Pentagon heard President Donald Trump demand the military parade he would eventually get. The bizarre request was one of the first signs I had of the enormous rift between my boss at the time, Defense Secretary James Mattis, and the president.

Turkey operates the second-largest submarine fleet in NATO. Currently all of them are imported designs, but that is set to change. The program to build the first indigenous submarine has been formally launched. Known as MiLDEN (Milli Denizaltı), six of the new boats should join the fleet in the 2030s.
The move comes at a time many defense deals with Turkey are under the spotlight, with the U.S. cancelling sales of F-35 fighter jets to the country and taking away its production role in the program over Turkey's decision to acquire Russian S-400 air-defense missiles. LONDON (Reuters) - Russian hackers piggy-backed on an Iranian cyber-espionage operation to attack government and industry organizations in dozens of countries while masquerading as attackers from the Islamic Republic, British and U.S. officials said on Monday.
The Russian group, known as "Turla" and accused by Estonian and Czech authorities of operating on behalf of Russia's FSB security service, has used Iranian tools and computer infrastructure to successfully hack in to organizations in at least 20 different countries over the last 18 months, British security officials said.
The hacking campaign, the extent of which has not been previously revealed, was most active in the Middle East but also targeted organizations in Britain, they said.
Paul Chichester, a senior official at Britain's GCHQ intelligence agency, said the operation shows state-backed hackers are working in a "very crowded space" and developing new attacks and methods to better cover their tracks.

JUSTIN TRUDEAU has been re-elected in his home constituency and his Liberal party has won the most seats, leading to a return to power for the Prime Minister. But he had to endure a difficult night as he won with a reduced number of seats that will see his party lead a minority government.
Taiwan appears to have backed down in an escalating dispute with Hong Kong over the fate of a murder suspect, whose case was used as justification for the introduction of an extradition bill that ignited protests more than four months ago in Hong Kong.
Chiu Chui-cheng, vice-chairman of the Mainland Affairs Council, said that Taiwan officials had sent Hong Kong authorities a letter asking for their assistance in bringing the suspect and his confession back to Taiwan, reports Hong Kong’s South China Morning Post newspaper.
Chan Tong-kai is being released from jail in Hong Kong on Wednesday, after serving a sentence for money laundering. Local media reported Monday that his offer to surrender himself to authorities in Taiwan, where he is accused of murdering his pregnant girlfriend, was deemed insufficient by the Taiwanese, who insisted that formal talks were required to accept him within a legal framework.
The Hong Kong government had responded with a statement saying that the case should be handled informally, and that Taiwan’s acceptance of Chan should have nothing to do with whether or not there is a mechanism in place for criminal judicial assistance, but was instead a matter of “common sense.”
Experts say the complicated relationship between Hong Kong, Beijing and Taiwan is behind the standoff.
“If Taiwan were to accept, Taipei would implicitly accept [its] position as similar to Hong Kong, as being a part of China,” Willy Lam, an adjunct professor at the Chinese University of Hong Kong’s Center for China Studies tells TIME. Taiwan, he says, only wants to accept Chan if it is done under a specific agreement—in effect recognizing Taiwan as a sovereign entity and not the renegade province that Beijing says it is.
“There’s credible evidence that the crime was committed,” says Gregory Gordon, a law professor at the Chinese University of Hong Kong
“I think it would be problematic for this person not to face justice because of political issues,” he tells TIME. “It’s important for the parties to see that a heinous crime was committed, and the person who committed that crime should face justice. If he walks out a free man in Hong Kong, justice is not done in a brutal murder case—that’s not a good result.”
Election issue
Taiwan’s upcoming January presidential election may also be playing a part in Taiwan’s tough stance on the issue. Lam says that Taiwan’s President Tsai’s popularity has shot up dramatically since the Hong Kong protests kicked off in June.
“President Tsai Ing-wen is reluctant to give up the benefits she has reaped from Hong Kong’s protest movement the past four months,” Lam says.
Chan, 20, wrote a letter to the Hong Kong government on Friday confirming his decision to hand himself over to Taiwan authorities and asking the Hong Kong government to help him make arrangements to get to Taiwan. He has served 18 months behind bars on charges related to the theft of the victim’s property.
According to the South China Morning Post newspaper, Chan admitted to killing his girlfriend and disposing of her body while on a trip to Taiwan in February 2018. She had told Chan prior to the trip that she was pregnant, but while in Taiwan told him that the father of her unborn child was her ex-boyfriend, the Post says. Chan fled home to Hong Kong after the incident. Authorities in Hong Kong say they do not have enough evidence to charge him with the murder.
Hong Kong’s leader, Chief Executive Carrie Lam, used the case to justify an attempt to rush through a bill that would have allowed the transfer of criminal suspects to jurisdictions with which the territory has no extradition agreement. But the proposed legislation would have also allowed suspects to be sent to mainland China, which raised alarm bells with Hongkongers, who worried that the law would be used by Beijing round up dissidents and critics of the communist regime.
Opposition to the proposed legislation—which the government suspended in June and which Chief Secretary Cheung told media will be formally withdrawn at a meeting of the city’s Legislative Council on Wednesday—triggered mass protests in June. The protests have since snowballed into push for greater political freedom and a repudiation of Beijing’s sovereignty over the former British colony.
Adjunct professor Lam says that if Taiwan accepts Chan without putting a formal agreement in place, “by some interpretations, it might be construed as accepting the basic rationale of the extradition bill.”
Hong Kong’s Chief Executive said it is a relief that Chan has offered to turn himself in, and that she hopes his decision will help calm the situation in the city.
TORONTO (AP) — Prime Minister Justin Trudeau won a second term in Canada’s national elections Monday, losing the majority but delivering unexpectedly strong results despite having been weakened by a series of scandals that tarnished his image as a liberal icon.
Trudeau’s Liberal party took the most seats in Parliament, giving it the best chance to form a government. However, falling short of a majority meant the Liberals would have to rely on an opposition party to pass legislation.
“It’s not quite the same as 2015. It’s not all owing to the leader,” said Robert Bothwell, a professor of Canadian history and international relations at the University of Toronto. “Trudeau is prime minister because the rest of the party was able to pull itself together and prevail. While Trudeau certainly deserves credit for what has happened he’s really going to have to demonstrate qualities that he hasn’t yet shown.”
Still, the results were a victory for Trudeau, whose clean-cut image took a hit after old photos of him in blackface and brownface surfaced last month.
“I’m surprised at how well Trudeau has done,” said Nelson Wiseman, a political science professor at the University of Toronto. “I don’t think anybody expected Trudeau to get a majority but they are not that far off.”
With results still trickling in early Tuesday, the Liberals had 156 seats — 14 short of the 170 needed for a majority in the 338-seat House of Commons.
“Tonight Canadians rejected division and negativity. They rejected cuts and austerity. They elected a progressive agenda and strong action on climate change,” Trudeau said early Tuesday.
His address to supporters came, unusually, as his Conservative rival, Andrew Scheer, had just begun speaking to his own supporters, forcing networks to tear away from Scheer’s speech. But the prime minister struck a conciliatory note: “To those who did not vote for us, know that we will work every single day for you, we will govern for everyone,” Trudeau said.

Scheer, 40, is a career politician who was seen as a possible antidote to Trudeau’s flash. But Bothwell said late Monday that he expected Scheer to resign.
“He’s gone,” Bothwell said. “He ran a really dirty campaign. There is nothing to be proud of on his side. He had the opportunity and blew it.”
Among other things, Scheer called Trudeau a phony who couldn’t even remember how many times he had worn blackface.
In his concession speech, Scheer said the results showed Trudeau was much weakened since his 2015 election, when pundits had predicted the beginning of another Trudeau dynasty.
“Tonight Conservatives have put Justin Trudeau on notice,” Scheer said. “And Mr. Trudeau when your government falls, Conservatives will be ready and we will win.”
Trudeau also was hurt by a scandal that erupted this year when his former attorney general said he pressured her to halt the prosecution of a Quebec company. Trudeau has said he was standing up for jobs, but the damage gave a boost to the Conservative Party.
Trudeau’s Liberals will likely rely on the New Democrats to form a new government and pass legislation. Opposition New Democrat leader Jagmeet Singh said early Tuesday he had congratulated Trudeau and vowed to play a constructive role in Parliament.
Wiseman, from the University of Toronto, said Monday’s results left the Conservatives deeply disappointed.
“They had an opportunity here to win,” he said.
Scheer had promised to end a national carbon tax and cut government spending, including foreign aid, by 25%.
Trudeau embraced immigration at a time when the U.S. and other countries are closing their doors, and he legalized cannabis nationwide.
His efforts to strike a balance on the environment and the economy have been criticized by both the right and left. He brought in a carbon tax to fight climate change but rescued a stalled pipeline expansion project to get Alberta’s oil to international markets.
His also negotiated a new free trade deal for Canada with the U.S. and Mexico amid threats by U.S. President Donald Trump to scrap it.
Trump, who has clashed with Trudeau over trade, tweeted his congratulations early Tuesday, saying, “Canada is well served.”
Pat Gill, a Vancouver retiree, said she voted for Trudeau.
“I think people know he’s made some mistakes,” said Gill, who is 74. “I’m hoping he’s learned in the last four years. I still think he’s our best bet.”

(SANTIAGO, Chile) — Protesters defied an emergency decree and confronted police in Chile’s capital Monday, continuing violent clashes, arson and looting that have left at least 12 dead and led the president to say the country is “at war.”
Police used tear gas and streams of water to break up a march by hundreds of students and union members on one of Santiago’s main streets, but demonstrators who at first dispersed later reformed elsewhere.
Meanwhile, police and soldiers guarded Chileans who formed long lines outside supermarkets before they reopened after many closed during a weekend during which dozens of stores were looted or burned.
Only one of the city’s six subway lines was operating because rioters had burned or damaged many of the stations, and officials said it could take weeks or months to fully restore service.
Some 2 million students were forced to stay home from classes and many people were unable to reach jobs.
Conservative President Sebastián Piñera said Sunday night that the country is “at war with a powerful, relentless enemy that respects nothing or anyone and is willing to use violence and crime without any limits.” But he did not identify a specific enemy.
After receiving criticism for his comments, he said Monday that he would meet with members of his administration and the opposition “to explore and hopefully advance toward a social agreement … to a better solution for the problems that affect Chileans.”
The government is also working on a reconstruction plan that would cover the hundreds of millions of dollars in infrastructure damaged during the protests, Piñera said.
His predecessor as president, Michelle Bachelet, issued a statement calling for dialogue and urging all sides to work “toward solutions that contribute to calming the situation.”
Now the U.N. high commissioner for human rights, Bachelet called for an investigation into all acts, by government or protesters,” that have caused injuries and death.”
The protests have shaken a nation noted for economic stability over the past decades, which has seen steadily declining poverty despite persistent high rates of inequality.
The unrest was triggered by a relatively minor increase in subway fares of less than 4%, but analysts said the protests are fed by frustration from a long-building sense of many Chileans that they are not sharing in the nation’s advances.
“I’m protesting for my daughter, for my wife, for my mother, not just for the 30 pesos of the Metro — for the low salaries, for the privileges of the political class, for their millionaire salaries,” said Andres Abregu, an Uber driver who complained he is still paying a student debt and cannot provide a decent life for his family.
Patricio Navia, a professor at the Center for Latin American and Caribbean Studies at New York University, said that protesters “feel the government cares more about the wealthy and that social programs help the very poor, but the rest of the population is left to care for themselves.”
“They are not poor enough to get government subsidies nor rich enough to get government tax credits. They revolted to make their voice heard,” he said.
Otherwise peaceful Chilean protests are also often used as springboards for more violent action by smaller, hard-line factions that want to overturn the social system.
“As protests go, this can be interpreted as a hopeful one. People want it,” Navia said. “There was destruction and looting, yes. But the majority of the people are in favor of peaceful protests. In fact, the riots are probably undermining the support for the protests.”
Demonstrators defied a Monday curfew and gathered in the affluent Las Condes neighborhood outside the heavily guarded Military School in Santiago to bang pots, a traditional form of protest in South America.
The nation of 18 million people has won worldwide acclaim for its low poverty, inflation and unemployment, rarities in a region still struggling to leave behind economic dysfunction. But the rate of inequality is among the worst in Latin America.
“You can argue that there’s a middle class, that we decreased poverty, that today we don’t have inflation, that the macro economy is in control, etcetera, etcetera. Although Emperor Naruhito has been acting as emperor for almost six months, his ascension is not official until he completes a series of rituals, including Tuesday’s traditional enthronement ceremony.

The main event will be held at Tokyo’s Imperial Palace on Tuesday when the Emperor will ascend the Takamikura throne, which stands more than 20 feet high. Clad in a dark orange robe, worn by emperors only on special occasions, Naruhito will declare his enthronement in a short speech, according to the Japan Times. Empress Masako, his wife, will be seated in an adjacent throne.
Important imperial regalia, like an ancient sword and a jewel will be brought to the ceremony.
Following the Emperor’s speech, Prime Minister Shinzo Abe will offer congratulations, and lead guests in three cheers wishing longevity to the new emperor.
Approximately 2,000 people are expected to join the ceremony. Guests including King Philippe of Belgium, King Felipe VI and Queen Letizia of Spain, and Chinese Vice President Wang Qishan are expected to attend, reports the Japan Times.
A royal parade — in which the Emperor and Empress will drive through the streets of Tokyo in a convertible — has been postponed until November due to Typhoon Hagibis, which hit Japan this month. More than 70 people were killed by the storm and its aftermath, according to Reuters.
The government announced on Friday that more than half a million petty criminals will be pardoned in honor of the enthronement. The Justice Ministry said the pardons will be granted because the occasion marks “an opportunity for the citizens of Japan to cleanse their spirit and start anew,” reports the Times.
This Tuesday is a public holiday in Japan.
Who is the new emperor?
Kōtaishi Naruhito Shinnō was born February 23, 1960. He is the oldest son of the former Emperor Akihito.
Emperor Naruhito grew up in Tokyo’s Imperial Palace with this siblings and parents.
He is the first Japanese royal to study overseas. After earning a history degree at Gakushuin University, where he wrote a thesis on medieval water transport, he spent two years at Merton College, Oxford. The book he wrote chronicling his time there, The Thames and I: A Memoir of Two Years at Oxford, was re-issued in English this year.
Prince Naruhito’s hobbies include mountain climbing, jogging, tennis, skiing and playing the viola, according to the Associated Press.
What role do Japan’s monarchs play?
Japan is believed to have the oldest hereditary monarchy in the world.
Historically, the emperor was viewed as an almost divine being, believed to be descended from the Shinto deity Amaterasu, but the emperor’s role became largely symbolic after World War II. Naruhito’s wife is a Harvard and Oxford-educated former diplomat named Masako Owada. Empress Masako is expected to take part in Tuesday’s ceremony.
The pair married in 1993, and the Empress has reportedly struggled to adjust to the pressures of royal life and battled stress-related illnesses, according to Reuters.
Naruhito has often jumped to his wife’s defense. “He is fiercely protective of his wife who has endured media bashing over her health issues,” Jeffrey Kingston, director of Asian studies at Temple University Japan, tells TIME.
In 2004, the Emperor surprised the country when he openly criticized the Imperial Household Agency, the government agency responsible for managing the royals’ lives, for their role in his wife’s health issues. The then-princess “has worked hard to adapt to the environment of the Imperial Household for the past 10 years, but from what I can see, I think she has completely exhausted herself trying to do so,” Naruhito said, according to the JapanTimes.
The couple has one daughter, 17-year-old Princess Aiko. Although there has been much debate on changing the country’s succession laws, currently only males in Japan’s imperial family can take the throne. KYIV, Ukraine — William Taylor has emerged as an unlikely central player in the events that are at the heart of the impeachment inquiry of President Donald Trump.
The retired career civil servant was tapped to run the U.S. Embassy in Ukraine after the administration abruptly ousted the ambassador. He was then drawn into a Trump administration effort to leverage U.S. military aid for Ukraine.
And then he apparently grew alarmed.
“I think it’s crazy to withhold security assistance for help with a political campaign,” he wrote at one point in excerpts of text messages released by impeachment investigators in Congress.
Now, members of Congress will hear directly from Taylor. The former Army officer is scheduled to testify behind closed doors in an inquiry trying to determine if Trump committed impeachable offenses by pressing the president of Ukraine into pursuing information that could help his campaign as he withheld military aid to the Eastern European country.
Taylor had been serving as executive vice president at the U.S. Institute of Peace, a nonpartisan think tank founded by Congress when he was appointed to run the embassy in Kyiv after Ambassador Marie Yovanovitch was removed before the end of her term following a campaign against her led by Trump’s personal lawyer, Rudy Giuliani.
He was chosen for the post because he was among only a handful of former officials with experience in Ukraine who would be perceived as neutral by local officials and wouldn’t raise objections at the White House, according to a colleague.
“It was a very short list, but Bill was at the top of it,” said the colleague, who was not authorized to speak publicly and spoke on condition of anonymity. “We were very grateful he agreed to do it.”
Taylor, who had served as U.S. ambassador to Ukraine from 2006 to 2009, was welcomed back to Kyiv as a steady hand.
“He’s the epitome of a seasoned statesman,” said John Shmorhun, an American who heads the agricultural company AgroGeneration.
He said Taylor’s experience has shown in his handling of the Trump administration’s efforts to pressure Ukraine. “He seems to know the difference between right and wrong,” Shmorhun said.
“We need guys like Bill Taylor working in Ukraine, helping to deal with the politics in Ukraine, having a strong arm.”
Before retiring from government service, Taylor was involved in diplomatic efforts surrounding several major international conflicts. He served in Jerusalem as U.S. envoy to the Quartet of Mideast peacemakers. He oversaw reconstruction in Iraq from 2004 to 2005, and from Kabul coordinated U.S. and international assistance to Afghanistan from 2002 to 2003.
He is a graduate of West Point and served as an Army infantry platoon leader and combat company commander in Vietnam and Germany.
He arrived in Kyiv a month after the sudden departure of Yovanovitch and the inauguration of Ukraine’s new president, prepared to steer the embassy through the transition. He was most likely not prepared for what happened next.
In July, Trump would have his now-famous phone conversation with President Volodymyr Zelensky in which he pressed him to investigate unsubstantiated claims about Democratic rival Joe Biden and a debunked conspiracy theory involving a computer server at the Democratic National Committee. Trump at the time had quietly put a hold on nearly $400 million in military aid that Ukraine was counting on in its fight against Russian-backed separatists.
In the follow-up to the call, Taylor exchanged texts with two of Trump’s point men on Ukraine as they were trying to get Zelensky to commit to the investigations before setting a date for a coveted White House visit.
In a text message to Gordon Sondland on Sept. 1, Taylor bluntly questioned Trump’s motives: “Are we now saying that security assistance and WH meeting are conditioned on investigations?” Sondland, U.S. ambassador to the European Union, told him to call him.
In texts a week later to Sondland and special envoy Kurt Volker, Taylor expressed increased alarm, calling it “crazy to withhold security assistance for help with a political campaign.”
He said not giving the military aid to Ukraine would be his “nightmare” scenario because it sends the wrong message to both Kyiv and Moscow. “The Russians love it. (And I quit).”
In a stilted reply, Sondland defended Trump’s intentions and suggested they stop the back and forth by text.
U.S. diplomats based at the Kyiv embassy have refused to speak with journalists, reflecting the sensitivity of the impeachment inquiry. The embassy press office did not respond to a request for comment on Monday.
Publicly, as in his texts, Taylor has continued to stand up for Ukraine, a country he describes as on “the front lines” of a war with Russia.
Speaking to university students on Aug. 31, Taylor said Ukraine was showing its commitment to a “democratic, European, prosperous future” and could count on U.S. support.
“We know you have challenges. We know your large neighbor has started a war against your country. We stand with you in resisting that aggression,” Taylor said, according to remarks published on the embassy website.
It was a message that would be repeated in a “Music of Freedom” concert this past weekend by the U.S. Air Forces in Europe Band performing together with Ukrainian musicians.
Joseph Pennington, the acting No. 2 while Taylor is in Washington, addressed the mostly Ukrainian audience, saying he hoped they would “feel the support and commitment to democracy that our two countries cherish” and “recognize the power of the enduring partnership between the United States and Ukrainian armed forces.”
The lyrics of the first song, “Over There,” may have been lost on many in the audience as the refrain “the Yanks are coming” cheerfully rang out in the Kyiv concert hall.
But there was no missing the parting words from Pennington: “Glory to Ukraine.”

(JERUSALEM) — Prime Minister Benjamin Netanyahu announced Monday that he had failed to form a majority government in parliament, marking a major setback for the embattled Israeli leader that plunges the country into a new period of political uncertainty.
In a statement, Netanyahu said he had worked “tirelessly” to establish a unity government with his chief rival, former military chief Benny Gantz, but been repeatedly rebuffed. Facing a Wednesday deadline, Netanyahu said he was returning the “mandate” to President Reuven Rivlin, who will now ask Gantz to try to form a coalition.
While Netanyahu remains at the helm of his Likud party, his announcement marked the second time this year that he has been unable to form a government. With Israel’s attorney general set to decide in the coming weeks on whether to indict Netanyahu in a series of corruption cases, the longtime Israeli leader could come under heavy pressure to step aside.
In last month’s national election, Netanyahu fell short of securing a 61-seat parliamentary majority. But Rivlin gave Netanyahu the first opportunity to form a government because he had more support — 55 seats — than Gantz, who was supported by only 54.
Netanyahu had hoped to form a broad “unity” government with Gantz, who heads the centrist Blue and White party. But Netanyahu insisted that his coalition include his traditional allies, a collection of hardline and religious parties, drawing accusations from Gantz that he was not negotiating in good faith. “Since I received the mandate, I have worked tirelessly both in public and behind the scenes to establish a broad, national unity government. That’s what the people want,” Netanyahu said in a statement.
“During the past few weeks, I made every effort to bring Benny Gantz to the negotiating table. Every effort to establish a broad national unity government, every effort to prevent another election,” he said. “To my regret, time after time he declined. He simply refused.”
In a short statement, Gantz’s Blue and White party said that “now is the time of action.” “Blue and White is determined to form the liberal unity government, led by Benny Gantz, that the people of Israel voted for a month ago,” it said.
There is no guarantee, however, that Gantz will succeed. He has expressed willingness to form a partnership with Likud, but not if Netanyahu continues to lead while he faces such serious legal problems. For the time being, Likud has remained steadfastly behind its leader.
Without Likud, Gantz will have a hard time securing a majority in parliament. The opposition to Netanyahu includes a diverse group of parties, ranging from Arab parties to the secular ultranationalist party Yisrael Beitenu, that are unlikely to sit together in partnership.
If Gantz fails during his 28-day window, a majority of lawmakers could try to endorse a third candidate, something that has never happened before. And if that fails, the country would be forced into the unprecedented scenario of a third election in under a year.
(HARARE, Zimbabwe) — At least 55 elephants have starved to death in the past two months in Zimbabwe’s biggest national park as a serious drought forces animals to stray into nearby communities in search of food and water, authorities said on Monday. “The problem is real, the situation is dire,” said National Parks and Wildlife Management Authority spokesman Tinashe Farawo. Other animals such as lions at Hwange National Park have been affected.
This is the worst drought in years in the southern African nation that also suffers from a collapsing economy. Massive food and water shortages have resulted.
As animals stray from Zimbabwe’s wildlife parks they destroy crops and sometimes kill people, Farawo said, adding that more than 20 people have been killed this year alone.
Overcrowding in Hwange also contributes to the destruction of vegetation. The park can handle 15,000 elephants but currently has about 53,000, Farawo said. Meanwhile the drought is drying up water sources. The wildlife agency has been drilling wells as deep as 400 meters (yards) to find water for the animals.
“The single biggest threat to our animals now is loss of habitat,” Farawo said. “We have managed to significantly reduce poaching … we were losing hundreds of elephants in past years, but last year we only lost not more than 20 to poaching.”
Zimbabwe has one of Africa’s largest elephant populations. It seeks to be allowed to hunt and export more of them to ease pressure on the animals’ habitat and raise badly needed money for conservation. Botswana, which also has a large elephant population, this year lifted a ban on elephant hunting, saying the move would help reduce conflict between humans and animals and earn the country much-needed revenue.
But other countries that are parties to the Convention on International Trade in Endangered Species of Wild Fauna and Flora have successfully lobbied to limit the sales of elephants, to the dismay of some African countries that say they are struggling with large numbers of the animals.
(Bloomberg) — The official royal consort of Thailand’s King Maha Vajiralongkorn has been stripped of her title, according to a Royal Gazette statement.
The title, ranking and all medals have been removed from Sineenat Bilaskalayani for inappropriate behavior and a failure to be loyal to the monarch, according to the statement released Monday night in Bangkok.
Sineenat, 34, was the first person to hold the title of Royal Noble Consort in almost a century. Vajiralongkorn designated her as such in July, three months after he announced his fourth wife Suthida Bajrasudhabimalalakshana as the queen.

I am often asked why I think that the Spanish state systematically refuses to meet us to discuss and find a political solution to the conflict, negotiated and jointly agreed. I am asked why there is so much hostility towards our movement in Spain as a whole.

In my opinion, the true explanation goes even deeper. In the mindset of Spanish politicians, resolving the problem means eliminating it, whether it be by imprisoning its leaders, threatening and persecuting mayors, members of parliament and social leaders, or even intimidating voters. The idea of reaching compromises, recognizing the other party’s point of view and making concessions is completely alien to Spanish political culture, which is probably more influenced by the weight of the colonial empire that spread around the globe through violence and extermination. Compromise is seen as synonymous with cowardice. Empires do not make concessions, they impose conditions.
This highlights the absolute failure of the Spanish political system. It is not capable of building alliances to ensure political and economic stability in times of great global uncertainty, especially in Europe. Spaniards have had to vote in national elections four times within the period that they should have voted only once, all because of the inability to concede, adjust their position and build alliances with others.
When the leader of the Spanish government refuses to answer the telephone calls from Quim Torra, the president of the Catalan government, this is the explanation. There is nothing to negotiate, so nothing to discuss. They are placing dynamite under the bridges over which democracies run, that is the bridges of dialogue.
It is more urgent than ever before that the Madrid government sits down and talks. Pedro Sánchez has to pull his head out of the sand and deal with reality, even if it is a reality that he does not like and with which he feels uncomfortable. Convicting people to 13 years in prison, using repression as the only method of response and assigning the work of politicians to the courts has already proven not to work over the past two years. Their remedy has proven far worse than the illness.

NEW DELHI | BENGALURU: Walmart chief executive Doug McMillon has written to Prime Minister Narendra Modi, seeking certainty and predictability in India's business environment, people familiar with the matter said.Changes in foreign direct investment rules for ecommerce marketplaces late last year had upset Walmart-owned Flipkart and rival Amazon, and forced them to overhaul their business models. Walmart was particularly disappointed because the changes had come just months after it paid $16 billion to acquire Flipkart. The local units of both US companies are now also facing probes over their alleged roles in predatory pricing that small retailers claim was forcing them out of business.McMillon, who had met Modi in New York on September 25 during the PM's visit to the US, has in his letter highlighted Walmart's commitment to India, including investments to empower small and medium enterprises, global sourcing from the country and job creation that it would do here in the future, even as he called for a stable environment. He also lauded the PM for the improvement in India's ranking on ease of doing business. A Walmart India spokesperson declined to comment on the letter.The letter comes at a time when a body of small traders, which has been accusing Flipkart and Amazon of "unfair business practices" and violation of FDI rules, has stepped up its opposition against the foreign-owned marketplaces, blaming predatory pricing by the two companies for a slump in the businesses of traditional retail during the ongoing Diwali season. 71697594 On Monday, the Confederation of All India Traders claimed that Amazon and Flipkart together generated total business worth Rs 19,000 crore in their four-day mega sales events earlier this month. It is disappointing that you have a law like that changed that quickly, but we have made the adjustments and we are moving forward," chief financial officer Brett Biggs told analysts at an investors conference."The change in Indian ecommerce regulations came in as a shock to Walmart," said a top company executive.Walmart told the US government privately in January that India's new investment rules for ecommerce were regressive and had the potential to hurt trade ties, Reuters had reported.Last year, Walmart India said it would invest about $500 million to open another 47 stores by 2022.
US-listed shares of Indian IT and outsourcing company Infosys fell 12% on Monday, after reports of anonymous whistleblower complaints alleging unethical practices.In a statement, the company said "these have been placed before the audit committee as per the company's practice and will be dealt with in accordance with the company's whistleblower policy."The whistleblowers also sent copies of the letter to the US Securities and Exchange Commission (SEC). ""He (CEP Parekh) directs them to make wrong assumptions to show margins. CFO is compliant and he prevents us from showing in board presentations large deal issues…Several billion-dollar deals of last few quarters have nil margin," the letter states. "Please ask auditors to check deal proposals, margins, undisclosed upfront commitments made & revenue recognition," it added.What're the allegations:-A group of anonymous employees sent the letter to the Infosys board on September 20. They have pointed to multiple instances of unethical practices by CEO Salil Parekh and CFO Nilanjan Roy, especially with regard to large deal wins.The allegations are…1.Many of the large deals have negligible margins, and the company bypassed appropriate review and approval processes on these deals2.Information related to these deals were suppressed from auditors and board members.3.Revenue and cost recognition related to some of the large deals have not adhered to accounting standards to help improve near-term profitability.4.CEO & CFO put pressure on treasury to boost other income by taking higher risks to help improve near-term profitability.What does Infosys say:-The IT major has acknowledged receiving the complaint. It says the matter has been placed before the audit committee of the board chaired by D Sundaram. The panel also comprises independent members Roopa Kudva and Punita Kumar Sinha.What do brokerages say:-Jefferies: The issue is likely to remain an overhang pending further clarity. We note every 100bps lower EBIT margin impacts FY20/21E EPS by ~4.3% but P/E de-rating could be the bigger risk."As we wait for further clarity from management and more concrete evidence from the whistle blowers, the issue raises questions over the credibility of the current management. BENGALURU| MUMBAI: Naspers-owned digital payments major PayU has held discussions to acquire MobiKwik's payment gateway business, valuing it around $45-50 million and signalling consolidation efforts in the hyper competitive sector, two people in the know of the matter told ET.Other strategic and financial investors are also in talks to buy the fintech firm's payment business, the persons said.MobiKwik is fighting a broader battle against deep-pocketed rivals such as Paytm, Flipkart-owned PhonePe and Google Pay in a highly competitive digital payments sector. Its payment gateway subsidiary, Zaakpay, has been looking for fresh funding for a fairly long time, having held discussions with potential investors, people in the know said. 71698154 A lack of investor interest may have been the reason why MobiKwik decided to put its payment business on the block, said one of the sources.As a part of the payment gateway business, MobiKwik processes card transactions for merchants and earns a commission per transaction. The company also runs a mobile wallet service, sells micro insurance products, and offers mutual fund investments and digital credit.PayU, owned by South African internet conglomerate Naspers, competes with the likes of Billdesk, CCAvenue and newage player Razorpay.Uber accountIf the transaction goes through, PayU will snag the Uber account, as the ride-hailing platform uses MobiKwik to process all card-based transactions."For PayU, the deal makes sense since it is consolidating the online merchant payments space and will give them a good revenue channel with Uber coming under them," said another source."We deny we are in discussions for an outright purchase of MobiKwik's payment gateway business," a PayU spokesperson said, responding to ET's queries.When contacted, Bipin Preet Singh, cofounder and chief executive officer, MobiKwik, termed the news factually incorrect, adding "MobiKwik and its payment gateway Zaakpay are in fact fundraising".Two of the biggest sources of transactions for MobiKwik's payments gateway business are ride hailing firm Uber and its own mobile wallet business One MobiKwik, said another person aware of the development.These businesses account for 90% of the transactions on the MobiKwik payment gateway, the person said."This deal will further reinstate the leadership position that PayU has in the payment gateway space and give them access to card transactions happening on Uber, which will be a big win," said one the sources mentioned earlier.Singh and wife Upasana Taku founded MobiKwik ten years ago.Even as marquee investors like Sequoia Capital, CISCO Investments and American Express backed the company initially, it has not managed to raise equity funding in quite some time. Earlier this year, the company raised venture debt from Trifecta Capital.Recently, the company claimed it had become profitable, and told technology news site Tech-Crunch that it had cut cash burn as it consolidated the financial services business. "In the mobile wallet space, MobiKwik lost market share to bigger rival Paytm. Then, with the emergence of Unified Payments Interface players like Google Pay and PhonePe, its share further declined, thereby causing a dent to its consumer payments business," a top executive at a digital payments company said on the condition of anonymity. "Since then, it has been a challenge for MobiKwik to raise equity funding."The company recorded losses of Rs 204 crore for financial year ending March 31, 2018 on revenues of Rs 85.6 crore. For PayU, acquiring MobiKwik's payments business will come at a time when it has been growing inorganically, buying into companies in the domestic fintech space.In 2016, it acquired Citrus Pay, a Mumbai-based digital payments startup, and earlier this year bought Wibmo, which offers payments security to online merchant transactions.ET reported on August 21 that PayU was in talks to scoop up lending startup PaySense.
NEW DELHI: The government may wait for the committee on non-personal data to submit its report before placing the draft Personal Data Protection Bill before Parliament, people familiar with the development told ET.The government formed a panel led by Infosys cofounder S (Kris) Gopalakrishnan in September to recommend how non-personal data should be governed.Non-personal data pertains to community data, anonymised data, and ecommerce data held by companies such as Uber, Google and Amazon."Before the Personal Data Protection Bill is taken to the Cabinet, the government wants some understanding of how non-personal data should be treated, for which the committee's recommendations are required," an official who did not want to be identified, said.Even though non-personal data may be kept outside the purview of the Personal Data Protection Bill, clarity is required on several instances of overlap between personal and non-personal data, the official said."The government wants to be fully prepared for any tough questions or debate on issues regarding nonpersonal data in Parliament during discussions on the Personal Data Protection Bill," the person added.The committee on non-personal data has met thrice already. While the first meeting took place in Bengaluru, the other two meetings were in New Delhi, with the latest held last week."We will try and see how soon we can submit the report to the government and then the government will take a call on it… We will give our recommendations, it is then left to the government to decide what needs to be done," committee chairman Gopalakrishnan told ET.71698086 He, however, declined to provide specifics of the discussions or set a deadline to submit the panel's recommendations.Ravi Shankar Prasad, Union minister for electronics, IT and communications, recently told ET that the Bill would soon be taken to Cabinet for approval and placed before Parliament.The winter session of Parliament is expected to start from the third week of November.In September, the ministry of electronics and IT set up the committee "to study various issues relating to non-personal data and to make specific suggestions for consideration of the central government on regulation of non-personal data."The seven-member committee includes Nasscom president Debjani Ghosh; National Informatics Centre director-general Neeta Verma; Avanti Finance chief technology officer Lalitesh Katragadda; Ponnurangam Kumaraguru of IIIT Hyderabad; Parminder Jeet Singh, the executive director of non-profit organisation IT for Change; MeitY joint secretary Gopalakrishnan S, and an additional secretary or joint secretary from the Department for Promotion of Industry and Internal Trade.Privately-collected digital data could be a necessary requirement for policy making, governance and public service delivery in many areas, the memorandum notifying the committee's constitution had said.Another person aware of the discussions on the committee said that wide-ranging discussions have happened on the subject so far."Non-personal data deals with data which has been anonymised, but even this kind of data can be deanonymised to a great extent by adding personal attributes, therefore these issues have to be considered very carefully," the person said asking not be identified.
NEW DELHI: The board of Bharti Infratel Monday said it was not possible to complete its merger with Indus Towers by the deadline of October 24, given the still-required government approvals, throwing the deal which would have created among the world's largest telecom tower companies into disarray.The development also puts a cloud on the hopes of Vodafone Idea, its co-parent Vodafone Group of UK and Bharti Airtel – joint owners of Indus Towers – of raising funds by divesting stake in the merged entity, say analysts. Cash-strapped Vodafone Idea, currently holding 11.15% in Indus Towers, was banking on an exit at the time of merger to raise over Rs5,500 crore to fund its future network expansion needs to compete against Airtel and Reliance Jio.The telecom tower company's stock closed 1.8% higher at Rs 261.80 on BSE on Monday. The announcements came after market hours.In a release issued on Monday, the board of Bharti Airtel's telecom unit said it has set up panel of directors to advise by Thursday on the future steps needed to be taken by the tower company to "secure" the interests of its shareholders."The scheme contemplated the closing by October 24, 2019 (long stop date), by which time a large number of processes and conditions precedent were required to be completed, which included but were not limited to all requisite Government approvals and filings," Infratel said.The merger, proposed well over a year ago to create a company with over 1,63,000 towers, had received a clearance from the Chandigarh bench of the National Company Law Tribunal (NCLT) in early June, and had been awaiting a nod from the Department of Telecommunications' (DoT) for enhancement of foreign direct investment limit."The Board noted that all the requisite Government approvals have not been received till date and conditions precedent and processes not completed. It therefore concluded that it is not possible to complete the scheme by the long stop date," the company added.Thus, the board thus authorized a Committee of Directors to explore and evaluate all possible options to secure the best interests of the company and its shareholders under the current facts and circumstances."Based on the recommendations received, the Board shall take a suitable decision on the way forward," it added.As per the merger terms, Bharti Airtel and Vodafone Plc – which currently own 42% each in Indus Towers – were expected to hold 37.2% and 29.4%, respectively, in the merged entity.KKR and Canada Pension Plan Investment Board were expected own a combined 6%, stemming from their stake of over 10% in Bharti Infratel.US-based asset management firm Providence Equity Partners was also likely to join Vodafone Idea in selling stakes in Indus Towers for roughly Rs 2,000 crore.Separately, Bharti Infratel chief financial officer S Balasubramanian has resigned from Bharti Infratel, which effective December 5, 2019.Monday, Bharti Infratel reported a 61% jump in net profit in the fiscal second quarter, helped mainly by a change in accounting standard which lowered operating costs, and a higher net finance income.India's sole listed telecom tower company's consolidated net profit for the July-September period came in at Rs 964 crore. Quarterly consolidated revenue, though, fell 1% on-year to Rs 3,638 crore.The company's consolidated earnings before interest, tax, depreciation & amortisation (Ebitda) rose 25% on-year to Rs1,885 crore, which was lower than the Rs 1,953 crore in the June quarter. Operating free cash flow rose 8% on-year to Rs1,080 crore, which was lower than the Rs 1,207 crore it clocked in the previous quarter. Without the adoption the Ind AS 116 accounting standard, the company's revenue would be down 3% on year, Ebitda would be lower by 1% and operating free cash flows would have fallen 1% as well, the company said in the statement. Essentially, Ind-AS 116 enables companies to recognise leases (towers in this case) as assets in the balance sheet from April 1, 2019, and as such, the relevant lease rentals do not get reflected in the network opex – thus pushing up earnings before interest, tax, depreciation & amortization (Ebitda) - but as an element of depreciation cost. So, the company's consolidated expenses for the September quarter fell 19% on-year to Rs 1,752.7 crore. The largest components were power & fuel, which fell 3%, followed by repairs & maintenance expenses that fell 9%, respectively. There was no rent paid in the just ended quarter, against a rental expense of Rs3,168 crore a year back.But depreciation and amortization costs rose 32% on year to Rs786.5 crore. But quarterly net finance income rose to Rs1,251 crore compared with a net finance cost of Rs442 crore a year back, to support net profit."Bharti Infratel has continued on the positive trend in quarterly net additions on both towers and co-locations during the quarter ended September 30, 2019," Bharti Infratel chairman Akhil Gupta, said in a statement.Co-locations are points where a tower company deploys mobile telecom antennae of multiple carriers on a single structure."We continue to believe that there is a strong growth potential in telecom passive infrastructure in the country as telecom networks keep pace with the continuing exponential data consumption growth. Both Bharti Infratel and Indus towers are well poised with their industry-leading scale and strong financial position to partner with mobile operators as they look to intensify their networks," Gupta added.Indus Towers, a telecom joint venture between Bharti Airtel and Vodafone Idea, is currently merging with Bharti Infratel, which is a tower unit of telecom major Bharti Airtel.Bharti Infratel reported 159 net on-quarter additions in co-locations, taking the total count to 1,73,406 as of September-end. The company though lost a whopping 1,106 co-locations on year.The company's tower base rose 1,298 on-year and 789 sequentially to 93,421 in the fiscal second quarter.Bharti Infratel's tower base includes units by virtue of its 42% stake in Indus Towers.
Sonalika Group's flagship company International Tractors Ltd (ITL) on Monday announced its entry in the world's largest auto market China through a joint venture with over USD 400 million Shandong Luyu Heavy Industry Co. As part of the JV agreement, signed between the two partners on Saturday, Sonalika will also set up an assembly plant for engines in China, a release said. Sonalika which is already amongst the largest exporter of tractors from India would add China to its overseas presence with this JV, Luyulika (Laizhou) Agri Machinery Company Ltd, Sonalika said in the release."China market has enormous potential for our range of tractors and with our association with Shandong Luyu Heavy Industry Co. Ltd, we are confident of providing farmers in China with best in class technology at competitive price point," said Deepak Mittal, managing director, Sonalika ITL. ITL at present has a presence in more than 120 countries. Based in the Laizhou Shahe Industrial Park of the Shandong province, Shandong Luyu is an established player in small size loader, small-medium-sized excavator and forklift in China and also exports the products to many countries across geographies, the release said.China is the second largest tractor market of the world, and is slowly gaining relevance for global tractor manufacturers due to changing market and emission norms which offers an opportunity for Sonalika to expand its global footprint into China, the company said. Besides, the JV will also enable the Chinese partner to expand its product line up and offer ITLs range of tractors in the Chinese market, it added. "We believe this JV will be able to penetrate deep range of Sonalika tractors in China and also help Shandong Luyu to offer engine technology of Sonalika to its customers," said Yang Shao Jie, founder and chairman, Shandong Luyu Heavy Industry Company.The JV will also assemble the engines for the wheel loader application for captive consumption of Shandong Luyu and other wheel loader construction machinery manufacturers in China, it said.It will invest USD 10 million to create a capacity of 50,000 engine and tractor assembly facility in phase-1 and later on, further investments will be planned as per the future expansion, the release stated. "Today we are taking a leap ahead with the formation of this JV and I am proud to say that Sonalika will be setting up an assembling plant in China, a first by an Indian company for engines," Jie added."China market has enormous potential for our range of tractors and with our association with Shandong Luyu, we are confident of providing farmers in China with best in class technology at a competitive price point," Mittal added. But to emerge as the perfect counterbalance to China in the shifting global economic order, South Block must build on India's rules-based decision-making platform and drive reforms, such as the recent corporate tax cuts, to enhance New Delhi's appeal before the global investing community, Jamie Dimon, CEO of JP Morgan, tells Saloni Shukla and MC Govardhana Rangan in an exclusive interview. Edited excerpts:There is a lot of talk about shifting manufacturing from China to South East Asia, and some even to India. How do you read this?Trade tensions have become worse and the outcome could potentially be worse. We are now talking about a mini-trade deal and I hope it happens, since it is more like a truce. While I don't know what the ultimate outcome will be, it could be a plus for India. There is a reason why people come here … you have proper treatment of capital, bankruptcy laws, labour laws, real estate laws so that you can actually build and do things here you might have otherwise done in China. I would hope your government is thinking about this very carefully and has plans that particularly look at this.Regardless of what happens in the US presidential elections, is it now clear to the US that China is the new long-term adversary and has taken the place of the erstwhile Soviet Union?Trade is a major issue and there are legitimate concerns, and those concerns are just not American; they are European, Japanese and they need to be fixed and they are going to be fixed. If I were with you a year ago, there was a notion that there could be a big trade deal, which would have been the best but it doesn't look that might be possible. Therefore, we will get the phase-1 mini-deal which is real and it could mean liberalising and opening-up some industries, address IP issues, halt some tariffs from increasing. But I don't know if there will be a phase-2. There may never be a phase-2 and if there is never a phase-2, you will see a gentle decoupling. It is not a violent thing; it is just that if they feel some things are unfair, they will do things to counter it unilaterally which they have a right to do. India could do it, China could do it, or the US could do it. That is not a cold war, but an economic realignment.China and the United States have a lot of common interests as does India - anti-terrorism, anti-proliferation, global growth. The cold war with the Soviet Union was a true cold war and potentially a hot war. There is no reason we should have a potential hot war in this situation. These are different systems and having different systems does have consequences and you see that playing around the world.Even a gentle decoupling will be a fundamental change from the status-quo we have seen in the past decade…The trade relationship will diminish over time. People will agree to do certain things and not other things, but life will go on. The world will be ok, the world will grow. This is not a world war.We are seeing a shift in the global supply chain; no MNC wants to put all its eggs in the China basket. In conversations that you may be hearing in board-rooms around the world, how much does India feature, if at all?It's starting to. But supply lines are notoriously complicated. Each country has local laws and regulations that make it hard to do things in that country. But India is on the table as are other countries as people look to move their supply lines. If I were India, I would look at it the other way around and think about how I could attract some of the companies that are moving out from China.The Indian government recently announced corporate tax cuts to attract investments; do you think that could be a big driver?It will be a huge benefit. Businesses are going to look at things like taxation, the labour force, the ability to buy real estate, infrastructure, the regulatory environment, the ease of doing business …. They could also look at allowing higher foreign direct investments in some sectors. India has lots going for it but just like other countries, it has a lot to do.We read so much about a recession but the signs are not clear. What is your reading of this?Well, we know that one is coming we just don't know when. I don't think it's hugely productive to try and guess about the next recession. I have been in business my whole life and people are always trying to guess. Meanwhile, the world has doubled in size and things are fine. People rarely pick the inflection point and there is very little we can do about it anyway. We have seen global growth from being quite high to moderate (to) levels of 2.6% … at a $100 trillion global economy it is still $3 trillion global growth. We have to look at possibilities and there are multiple possibilities. While I am not making a prediction … it looks like it may just be a slowdown. You don't have a fiscal tightening, you don't have monetary tightening, you have a fairly complex geo-political situation, you have China-America. In America, the consumer side is doing quite well. It is the business side that feels some sort of stress of the trade.What is your view on the recent steps by the ECB?I am not a believer in negative interest rates. In 2010, they used them as they were trying to keep the Euro together but as a permanent policy, it doesn't work. It has adverse consequences that we don't totally understand; people have to save more money; they will have less confidence in the future; it is an unnatural act. Some companies have no choice but to buy 10-year bonds and governments have been buying a tremendous amount of them. I would never buy them as an individual. We don't know its full consequences yet.Even the US Fed is talking of another QE…I don't think the Federal Reserve is a believer in negative interest rates. They have cut rates once, they might cut them again, but this is just a reduction in rates; it's not a QE programme. The Fed balance sheet grew a lot and they have reduced it and they have indicated that at some point in time, they should have a normal growth in the balance sheet.So, is there no worry of negative interest rates in the US?I don't think so, but we are preparing for it even though I think it would be a terrible idea. Banks would not lend money, people will do things differently, savers have to save more money, and there will be adverse economic consequences of that. The thing about negative interest rates is that, if you are a central bank, you have to use data to make your decision, among that data is what the government is doing … but if you try to make-up for bad government policy, is that a good idea? It is the same concept with negative rates. Monetary policy cannot be separated from fiscal policy, but if you use it to make up for fiscal policy, it would lead to consequences of which we don't know the outcome.Last year, you were preparing for 10-year treasuries at 5%....I still think that it is still a possibility … what we now expect is that rates will go down but someday in the future, they will go up and you will have a reversal of all the things that caused the rates to go down. So, I still think we should prepare for that.It has been 10 years of easier monetary policy; if that didn't get growth back, what will?I think what will happen is very complex. The world had a lot of QE but a lot of that was a round-trip because regulations were changed and that money wasn't lent down through the system. If you look at Europe and even the US, there was a huge deleveraging in the AAAs, that might have created a safer financial system but deleveraging means lower growth - all things being equal. If you go to Europe, for example, a lot of long-term investors are restricted from buying corporate bonds. Why develop a capital market if the natural buyers of corporate credit are restricted from buying it? I think these are very complex issues and we still don't understand what we did.There is a divergence between the slowing economy and the equity markets are at a high … how do you marry these contrasting events?It's a conundrum. The equity prices tend to reflect what people think about the future. If you say there will be no recession, these prices are not that high. If you said there will be a recession next year, then the prices are quite high. On the other hand, if the 10-year rates go down the stock prices go up, but one looks like it is predicting recession and the other looks like it is predicting growth; it is really hard to tell and yet one affects the other. Central banks of the world bought $12 trillion dollar of securities that had an effect, and we don't completely understand the effect.What do you think about the collapse of valuation of Uber and WeWork?I am not going to speak about a specific company. I don't call them collapses of valuation. The fact that someone paid a higher price does not mean it was worth that. You don't have daily price discovery like we have in the stock markets, so obviously some of these things were overvalued at the last valuation. Not all bought at the last valuation -they bought at a lot of different prices, so there is a lesson to be learnt about how big you can be, how much negative cash-flow you can have, if you have negative cash-flow, how much you can rely on the private markets. All these issues have been learnt and sometimes re-learnt.What is your view about Facebook's Libra?You guys spend a lot of time on these things, but it's not going to happen. At the end of the day, it is not about the block chain but about the crypto-currency and who controls an asset-backed crypto currency. Governments will eventually want to have a certain amount of control; they are not going to allow these things to be outside the banking system.So, does India still stand out, or is it sailing with the rest of the economies?You are still one of the fastest growing economies in the world. It has slowed down a little bit but if you continue to do the right things - and this government is attacking all the right things - you can even get back to 7-8% growth, which India can uniquely do for the next 20 years.You are in India for the international council meeting, what is the agenda this year?We meet once a year; It includes political leaders and existing CEOs … such as the former US Secretary of Defence Robert Gates, the former US Secretary of State Condoleezza Rice, former British Prime Minister Tony Blair, and former Prime Minister of Australia, John Howard. Ratan Tata has been a member. We have CEOs from around the world and we meet once a year, usually in Asia and Europe. This year, we are holding it in Delhi, considering India and China are the fastest growing economies in the world.Shareholder value is gaining momentum from stakeholder value. Is this a paradigm shift in the way businesses will operate?It is an evolution and some businesses already operate this way. We have stated since 1997 that the purpose of corporations is fundamentally to maintain and focus on shareholder value, and while that is true, it is also important to focus on customers, employees and communities … you can't do one without the other. We just can't act that shareholder value is the only component that matters because when the world hears that, it feels we are just interested in short-term profit seeking and we are not just about that. We believe it is important to portray a balanced and accurate representation of what we do. Some people feel that building shareholder value is just about yearly profits but that is not how you build corporations. When I talk to my board, we don't talk about what the profits might be, but what else we are doing for years to come.

Japan and China contributed the second- and third-most, according to calculations based on US dollars.A significant portion of wealth in the US is allocated to equities, which are getting a boost from rising values in the tech sector, Nannette Hechler-Fayd'herbe, chief investment officer for international wealth management at Credit Suisse, said at an event in Zurich. Wealth per adult in the US has increased each year since 2008.Overall, it has been a slow year for growth in wealth globally that underscored how investments in different asset classes affected returns. The US and China contributed the most to the total, adding $3.8 trillion and $1.9 trillion respectively. While most of the increase in China came from non-financial assets such real estate, stocks were a key contributor in the US."There are lots of people in the US that are just below the millionaire threshold, so it doesn't take a lot to push them over it," Anthony Shorrocks, the report's author, said at the event. The large population, average wealth and level of inequality all support the country's ability to generate millionaires.Australia lost 124,000 millionaires as its currency slipped against the US dollar, and the U.K. saw 27,000 fall under the threshold on a weak pound and sluggish stock markets.
With the tender submission date to procure the National Automated Facial Recognition System (AFRS) just 20 days away, India is closer to install worlds largest facial recognition system to track and nab criminals.The National Crime Records Bureau (NCRB), under Home Ministry, asked for the bids on July 8 which will be closed on November 8. The winner to provide AFRS will be announced on November 8. "This is an effort in the direction of modernizing the police force, information gathering, criminal identification, verification and its dissemination among various police organizations and units across the country," said NCRB in its 172-page document. The beneficiaries will be Ministry of Home Affairs, NCRB and state police forces.The benefits will be "a robust system for identifying criminals, missing children /persons, unidentified dead bodies and unknown traced children/persons all over the country; a repository of photographs of criminals in the country; enhanced ability to detect crime patterns and modus operandi across the states and communicate to the state police departments for aiding in crime prevention". With the help of the software, the state police personnel can check the suspect with the hotlist of criminals.Currently, the leading face recognition software are: Amazon Rekognition; Face Recognition and Face Detection by Lambda Labs, Microsoft Face API; Google Cloud Vision and IBM Watson Visual Recognition, among others. In China, startup Megvii and AI unicorns like SenseTime, CloudWalk and Yitu have made facial recognition commonplace in China. In April last year, Delhi Police identifed almost 3,000 missing children in just four days during a trial of a facial recognition system.However, there are concerns that the technology can be misused. According to Pavan Duggal, one of the nation's top cyber law experts, the Information Technology Act, 2000 does not specially deal with misuse of this technology. "The first casualty of the absence of regulatory framework for facial recognition technology is people's right to privacy," Duggal told IANS recently."In India, there is not even any framework to regulate the storage of facial recognition data," he added. Some of the major technology giants including Microsoft and Amazon also agree that there is a need for governments to regulate this technology. Microsoft and its President Brad Smith have urged governments to enact legislation regarding the technology. The tech industry needs to step up and do more to address challenges related to regulation, said Smith in his new book titled "Tools and Weapons".Given the potential for abuse of the fast advancing facial recognition technology, governments across the world need to start adopting laws to regulate this technology in 2019, Smith said last year. "Unless we act, we risk waking up five years from now to find that facial recognition services have spread in ways that exacerbate societal issues," warned Smith in a blog post. "The use of facial recognition technology by a government for mass surveillance can encroach on democratic freedoms," he said in December last year.Amazon has also defended the face recognition. It offers "Rekognition" - a facial recognition tool that has been used to spot criminals. According to NCRB, the Automated Facial Recognition System (AFRS) to be implemented that would help in automatic identification and verification of persons from digital images, photos, digital sketches, video frames and video sources by comparison of selected facial features of the image from an already existing image database. "A facial recognition system is a great investigation enhancer for identification of: criminals, missing children/persons, unidentified dead bodies and unknown traced children/persons. It can provide investigating officers of the civil police with the required tools, technology, and information," said NCRB.

The intake in Technology and Product Management domain has gone up as compared to previous years," said Newton Bishoyi, Student Placement Representative, IIMB.There were 127 offers made in the sought-after domain of Consulting, and 72 in the field of Finance, Banking and Investments, the statement said.The E-Commerce sector remained a popular option at IIMB with 33 offers led by Amazon (24).There were 79 Marketing and Sales domain offers.As many as 40 Leadership Track or General Management Track offers were made by international business groups and Indian business conglomerates, it was stated.In addition, there were 58 offers in the broad domain of Information Technology (IT) and Product Management.There were 11 offers made in the analytics domain, 16 in the operations sector and ten in the retail sector.
