Tens of thousands of anti-communist protesters defied an official ban to march through one of Hong Kong’s prime tourist districts Sunday. But what began as a peaceful demonstration followed the usual pattern and degenerated into violence, arson and destruction.
Marchers originally intended to rally at the West Kowloon high-speed rail terminus—a showpiece transport hub, built at a cost of $10.7 billion, connecting the former British colony to mainland Chinese cities. Some parts of the facility are subject to mainland customs and immigration laws and therefore the terminus is seen as a symbol of Beijing’s presence by many protesters, whose push for greater political freedom has taken on an increasingly anti-China tone over five months of unrest.
But the crowds quickly shifted their targets after the march began. The shuttered shopfronts of mainland Chinese businesses were vandalized as the march made its way up the “Golden Mile” of Nathan Road—the prime tourist strip—passing five-star hotels, including the Peninsula hotel, Hong Kong’s 91-year-old “grande dame.”
Branches of the Bank of China were broken into and ransacked before being set on fire. Government offices were defaced and petrol bombs were hurled over the walls of a police station and into subway stations, forcing the closure of several.
Protesters also erected burning barricades and threw bricks at police, who responded with tear gas, rubber bullets and water cannon, pursuing protesters up Nathan Road, through the Jordan district, and into the blue-collar heartland of central Kowloon.
Many marchers wore masks in contravention of a government ban on facial coverings at public assemblies, meant to deter participation in protests. Others carried Catalonian flags in solidarity with the secessionist movement that has thrown Spain into crisis.
The protesters chanted “Stand with Hong Kong! Fight for Freedom!” and called for full democracy for the enclave’s 7.4 million people, who are presently ruled by a Beijing-backed official selected by a so-called “election committee” of just 1,200 members from mostly business and establishment backgrounds.
Earlier in the afternoon, a group of South Asians in “I Love HK” shirts stood outside Chungking Mansions—an iconic, 1960s commercial building that is home to a shifting population of traders from the subcontinent and sub-Saharan Africa.
Tensions have grown between Hong Kong’s ethnic minorities and protesters, who accuse South Asian gangs of acting as thugs for hire, paid by Triad criminal organizations and other shady groups to intimidate and beat up protesters. Jimmy Sham, convenor of march organizer the Civil and Human Rights Front, was hospitalized after being attacked by a gang of non-Chinese men Wednesday. He sent a message from hospital appealing for racial calm: “Do not label anyone by ethnicity in the movement,” he wrote. “I believe that, everyone who joins this path to democracy are our brothers and sisters, regardless of nationality, language, color and race.”
Many on the march expressed shock and sympathy for Sham. “We came out today because the man was chopped in the street—It really upset me,” said Ching, 33. “I had to come out, especially this time.”
The march comes at the end of a week of tumultuous politics, even by Hong Kong standards. On Wednesday, the enclave’s top official, the increasingly isolated Carrie Lam, was prevented by unruly lawmakers from giving her annual policy address at the Legislative Council, and fled the room to calls for her ouster. On the following day, a question-and-answer session with Lam and legislators degenerated into similarly chaotic scenes.
Hong Kong’s protests began in June as opposition to a detested (and now withdrawn) bill that Lam attempted to fast track. The measure would have made it possible, for the first time, for criminal fugitives to be extradited to mainland China. Fearing that Beijing would use the provision to round up dissidents and critics in the enclave, Hongkongers rose en masse, with millions taking to the streets.
The protests have since become increasingly violent and their aims have broadened to include full democracy, self-determination and even independence for Hong Kong, which has infuriated Beijing. China regards the Hong Kong protests as a color revolution and President Xi Jinping has warned that “Anyone attempting to split China in any part of the country will end in crushed bodies and shattered bones.”

BERLIN — Thousands of people in the German city of Cologne demonstrated Saturday against Turkey’s offensive in northern Syria.
City authorities said around 10,000 people took part in the marches organized by left-wing groups. Police were out in force amid concerns about possible violence but authorities said the event was largely peaceful.
Some demonstrators carried flags of the Syrian Kurdish force known as the People’s Protection Units, or YPG, which Turkey is trying to push back. Others carried placards with slogans such as “No deals with the AKP regime” — a reference to Turkish President Recep Tayyip Erdogan’s party.
Germany is home to large Turkish and Kurdish communities, and tensions between them have turned violent in the past.

Many young Bolivians heading to the polls on Sunday to vote in a general election have no memory of anyone but President Evo Morales leading the Andean nation.
The indigenous politician is running for a fourth term in office and if he wins, he will be in power until 2025.
His critics say he has ignored a referendum in which Bolivians voted to restrict presidents to two terms.
And yet, opinion polls suggest he has a wide lead over his nearest rival.
Key point: These subs are expensive but state-of-the-art.
There was a time a few years ago, however brief, that some of us Asia-defense nerds had an unorthodox idea to tip the military balance in Asia. Quite a few people thought it was crazy and highly unlikely, but an idea none the less worth considering.
It went a little something like this: in order to lessen the impact of China's massive naval build-up and negate the lethality of Beijing's growing anti-access/area-denial (A2/AD) battle networks in the Pacific, Washington could sell or lease what many would call its most sophisticated weapons platform, nuclear-powered attack submarines. Specifically, the mighty Virginia-Class attack sub.
The Army says it will be exploring "novel materials" and other technologies under an unpaid collaboration with To The Stars Academy.
The U.S. Army has confirmed that it has signed a cooperative research deal with former Blink 182 frontman Tom DeLonge's To The Stars Academy of Arts & Science, more commonly known as TTSA. Far better known for its activities investigating reports and sightings of UFOs, which are increasingly referred to as unidentified aerial phenomena, or UAPs, this new agreement covers research into metamaterials and other high technology fields that border on the realm of science fiction.
On Oct. 17, 2019, TTSA announced the Cooperative Research and Development Agreement (CRADA) with Army's Combat Capabilities Development Command (CCDC), which is now part of that service's Futures Command. The public affairs office at CCDC's Ground Vehicle System Center (GVSC), situated at the Detroit Arsenal in Warren, Michigan, subsequently confirmed to The War Zone that this CRADA exists and that it will be responsible for executing it.

Amid a frenzied mix of anger, disbelief and exultation, shouts of "Don't kill him! Don't kill him!" echoed through the crowd of rebel fighters as Libyan leader colonel Moamar Gaddafi was pulled from his hiding place inside a stormwater drain.
The former dictator and a band of his most loyal men had been holed up inside an area of just a few suburban blocks in Gaddafi's childhood home of Sirte.
I had spent months embedded with rebel forces when on October 20, 2011, a convoy of around 40 cars fled the city and were bombed on the outskirts of town by NATO aircraft.
An injured Gaddafi had taken shelter in the drain which ran underneath a backroad, while the last of his men fought to their deaths to protect him.
WNU Editor: After deposing Gaddafi the Western powers had no interest to step into Libya's security void and chaos. The chaos and disorder in Iraq was still on everyone's mind, and no one wanted to be responsible for another country.
The Earth's resources have long been a trigger for armed conflict — be it over oil, water, or food.
But in the coming decades, conflicts over resources may increasingly take place under water, given the ocean floor's potential for both resource mining and military surveillance.
Scattered across the seabed are compounds that contain rare earth elements — they're the building blocks of our modern world, and are used to make smartphones, electric cars, advanced medicines and missiles, among a raft of other technologies.
WNU Editor: Oceans make up 70% of the earth's surface. It is only natural that military planners are going to be focused on how future conflicts may unfold on the ocean floor's as its economic assets are developed.
North Macedonia's Prime Minister Zoran Zaev has called snap elections following a decision by EU leaders to postpone opening membership talks with his country and neighbouring Albania.
French President Emanuel Macron blocked the bid at an EU summit in Brussels.
"We are the victims of the EU's historical mistake," said Mr Zaev.
European Commission President Jean-Claude Juncker - and other European leaders - have used the same phrase to voice criticism of the summit outcome.
EU Council President Donald Tusk said: "It's not a failure, it's a mistake. I feel really embarrassed."
The Commission and the European Parliament had recommended starting talks with both countries.
* Boris Johnson urged MPs to 'unite' behind his Brexit deal and vote in favour of the plan at historic sitting today * But rebel Tory MP Oliver Letwin tabled an amendment which deprived Mr Johnson of a clean vote on deal * Mr Johnson had wanted MPs to vote on his package today, first time Parliament sat on weekend since 1982 * Premier insisted he will not 'negotiate' a Brexit extension with the EU despite Remainer law ordering him to * And in a letter said tonight that he will 'not negotiate a delay with the European Union' in wake of amendment * Irish PM Leo Varadkar warned that EU will not necessarily sign off any delay request and must be 'unanimous' * Tory 'Spartans' and Labour MPs have been signalling they are ready to support the deal in positive signs * Conservatives have vented fury at Sir Oliver for wrecking plot which was supported by Labour and Lib Dems * Poll for the Mail found 50 per cent of the public wanted politicians to back Mr Johnson's Brexit deal today
Boris Johnson tonight revealed that he will tell EU leaders not to delay Brexit and will refuse to negotiate an extension - after MPs passed up the opportunity for a fourth time to vote for a deal.
The Commons voted 322 to 306 in favour of an amendment postponing a decision on the PM's deal, and activating the Benn Act - a Remainer law that compels him to send a letter by midnight asking Brussels for a delay.
But Mr Johnson was defiant in the Commons, sparking confusion over whether he will comply with the legislation or try to find a loophole to keep his 'do or die' promise to sever ties by October 31.
WNU editor: You must give credit where credit is due. The opponents to Brexit are pulling all the stops, and they are succeeding in delaying Brexit. But I do not think they will succeed in the end. Support for Brexit has not changed, and if an election was called on this issue today Boris Johnson will easily win a majority. The opposition knows that, hence no election call. But time is running out for those who support Remain, and they will eventually pay for it at the polls.
The devastating war machine, pictured being tested, is an upgrade of the T-72 Soviet tanks that first entered production in 1971 and were first used in the Iraq-Iran conflict and the Chechen wars in the mid 90s
* The devastating war machine is a recent upgrade of the T-72 Soviet tanks that first entered production in 1971 * The third generation of the tank has had a number of upgrades making it more suitable for modern warfare * Production of the deadly vehicle takes place in the plant at Uralvagonzavod, in the Russian city of Nizhny Tagil
These fascinating photographs show the construction and testing of the deadly 45-ton T-72B3 battle tank used in Syria.
The devastating war machine is an upgrade of the T-72 Soviet tanks that first entered production in 1971 and were first used in the Iraq-Iran conflict and the Chechen wars in the mid-90s.
The third generation of the tank has a number of upgrades making it more suitable for modern warfare, such as a new engine, new gunners sight and completely revamped fire control system.
New versions of the tank were first delivered to the Russian Army in 2013, and other versions have also been seen in 2016 and 2017.
Key Point: India has its nukes pointed at China and Pakistan, two other nuclear powers.
"India is estimated to have produced enough military plutonium for 150 to 200 nuclear warheads, but has likely produced only 130 to 140," according to Hans Kristensen and Matt Korda of the Nuclear Information Project at the Federation of American Scientists. "Nonetheless, additional plutonium will be required to produce warheads for missiles now under development, and India is reportedly building several new plutonium production facilities."
In addition, "India continues to modernize its nuclear arsenal, with at least five new weapon systems now under development to complement or replace existing nuclear-capable aircraft, land-based delivery systems, and sea-based systems."
WNU Editor: India is facing two nuclear adversaries, so I do understand why they have nuclear weapons. But I am surprised that their nuclear arsenal is small .... around 130 to 140 weapons.
A series of collisions involving U.S. Navy destroyers in 2016 and 2017—including two incidents recent tragedies that left sixteen sailors dead—have raised questions as to why the maritime fighting branch appears to be suffering the same accident again and again.
However, it can take time for organizations to learn from mistakes and implement solutions to deal with them. This fact was illustrated when it took no less than three catastrophic fires on U.S. aircraft carriers between 1966 and 1969 that killed more than 200 sailors before major reforms decisively improved safety onboard the giant flat tops. This final article in a three-part series looks at the last incident which occurred on the USS Enterprise.
Fastest jet in the world? That's easy. Most people know it's the SR-71, the reconnaissance plane so fast it could outrun missiles. But the fastest fighter jet? Well, the Soviets created a fighter jet to chase down the SR-71 Blackbird, and it was so fast that it's still the fastest fighter jet ever built. And it's still in service today.
The MiG-25 Foxbat looks ungainly and boxy next to fourth and fifth-generation fighters. Its younger sibling, the MiG-29, is much sleeker, and the aggressive-looking F-35, F-22, and even the Su-57 make for way better wall posters than the Foxbat.
By comparison, the Foxbat looks almost like a box truck. If you're feeling generous, you could compare it to something like an old Chrysler LeBaron, instead.
Just over half of voters still believe in the likelihood of an illegal high-level effort to stop the Trump presidency, but not nearly as many expect anyone to be punished for it... https://t.co/5SB1b40Ivnpic.twitter.com/Vv7rwh6gg9
WNU Editor: I give it a bit more time before the other 49% catch up to the 51% who believe that there was an illegal high-level effort to stop the Trump presidency.

Here's the latest in each of the country's affected by unrest.
Protests have broken out in several countries across the world, with citizens unhappy for different reasons. Some are protesting over economic conditions, others are protesting over tax hikes and elsewhere protests are breaking out over controversial laws or prison sentences imposed by governments.
Here's the latest in each of the country's affected by violent clashes and unrest.
WNU Editor: The world is definitely going through an interesting phase right now. I have lived long enough to see how much the standard of life for the world has improved in the past few decades. But this has generated even more higher expectations, and frustration when they are not met. Throw in authoritarian governments, elites ignoring public opinion, and a world that is strongly influenced by social media .... we now have the ingredients for unrest that can be quickly organized and targeted. And here is an easy prediction .... it is going to get worse. And if we are faced with a serious global recession .... I can see half the world exploding just like that (snapping my fingers).

You have bought health and life cover, but have you considered insuring the branded spectacles you bought last Diwali? How about insurance for a new bicycle?A slew of startup insurance companies, mostly selling online to keep costs low, are trying to sell micro insurance products, promising low premiums and rapid settlement. Often working with larger insurers, they try to sell to a small demographic segment of affluent, digitally savvy customers in India where insurance penetration is among the lowest in the world. This monsoon, for instance, some 25,000 people bought cover against the risk of dengue from Toffee Insurance, a startup backed by funders such as Omidyar Network, Kalaari Capital and Accion. The numbers are small and growing, but mark the emergence of an interesting new trend in a business thus far dominated by long-term plans with annual premiums, for automobiles, accidents, health, property and so on.Dengue cover of up to Rs 1 lakh for a premium of Rs 550 is offered between end-June and October, when people are most likely to be bitten by an Aedes mosquito. Between November and February, users can take cover for respiratory diseases. The startup also offers covers against lost backpacks, broken spectacles, bicycles and so on.Acko General Insurance, another startup, offers 85 unique products to cover cellphone screens, missed flights and so on. Others also target this new area of low-value, incidentspecific risk protection. Most products are sold by the retailer concerned. An optician might sell a micro insurance product along with a spectacle. A shopping website might sell insurance along with a cellphone. But these are powered by new-age insurance startups. They are disrupting the traditional model and increasing the user base of people insured. In India, less than 10% of the population have any kind of cover. High costs and lack of trust have meant that people primarily buy what helps them save tax or when mandated by law, like car insurance. Insurance startups saw an untapped market in micro insurance and are trying to fill that gap, while growing the category, building awareness and dreaming up new micro products.Ashwin Ramaswamy, head of partnerships, Acko, sees four components in micro insurance: micro price (low premium); micro duration (a single bus ride or over a few months); micro cover (few thousand rupees to a few lakh) and micro claim, settled digitally and quickly. In March, Acko raised $65 million in Series C funding round, led by Flipkart cofounder Binny Bansal, who invested $25 million.Acko has partnerships with around 30 companies who push the covers, bundled with their products. Partners include Ola, Oyo, RedBus, Zomato and Amazon. If a user bought a ticket and a cover from RedBus and her ride is cancelled, the benefit is transferred to her. Or, while booking an Ola cab to the airport, one can pay Rs 1 to take a missed flight cover (provided the cab is booked well in time to reach the airport). In case of a missed flight, the user has to get a "no show" certificate from the airline to claim the settlement. For Acko, half the business comes from micro insurance products and the rest is from traditional insurance policies. "Insurance is extremely regulated and under-penetrated. New companies build the right architecture and are savvier in offering digital-first experience," says Ramaswamy. Turning a retailer into a sales agent means these startups save the cost of maintaining an army of sales agents and the offices to accommodate them. Settlements are done digitally."Insurance is a push product — it has to be sold at the point of sales. We create a product, partner with a distributor and sell at point of sale," says Rohan Kumar, cofounder, Toffee Insurance. The startup sells cycle insurance via dealers, including Hero and FireFox. Backpack insurance can be bought for Rs 50 (for a sum insured of up to Rs 5,000) from retailers such as Wildcraft and RoadGods. The products are micro, but their target market is massive. For example, about 15 million cycles are sold in a year in India, which translates into an insurance premium potential of about Rs 100 crore. Spectacles represent a Rs 2,800 crore premium opportunity and the mobile phone insurance market is worth around Rs 12,000 crore a year. The target audience are those below 35 years of age, who, in Kumar's estimation, "are tech-savvy and can afford such products".These companies are also ushering in innovative approaches to settlement of claims. Checking the claim of a lost backpack or a bicycle is not easy. Toffee has tied up with FaceStorm, an Israeli company, for fraud mitigation. A person claiming stolen cycle or backpack has to give a one-minute video narration of the incident. FaceStorm software checks different parameters to conclude if the video is trustworthy or not. They also check the user's CIBIL score.According to deal tracker Tracxn, there are over 100 startups in insurance, including Policybazaar, Turtlemint, Digit, Coverfox and OneAssist. These include aggregators, brokers and those offering their own products. Toffee launched its insurance platform in April 2018. It has a corporate agency licence from the Insurance Regulatory and Development Authority. It works with eight insurance companies, including HDFC Ergo and ICICI Prudential, to create unique products. While they sell the product, the underwriting is often done by a larger insurance company. It's an expanding market but Dhirendra Mahyavanshi, cofounder of Turtlemint, an insurance broker, says these are early days for sachet products: "Micro products allow companies to hook customers to sell other products." Turtlemint, backed by Sequoia, Nexus Venture and Blume Ventures, has over 50,000 agents and has raised $25 million. The idea is to sell a low-value product, create a data base of customers and try to sell more expensive and higher margin products such as term insurance.Globally, Lemonade and MetroMile in the US, Trov in Australia and ZhongAn in China offer a combination of sachet and other insurance products. In fact, ZongAn offered 500 new products every quarter, including cover for Valentine Day breakups, which was discontinued after regulator intervened.
Only anar (fountain crackers) and phuljhadi (sparklers) are available," says Janki Das, a firecracker seller to a boy and his father at Old Delhi's Sadar Bazaar. In front of the shop, a cardboard notice reads: "We are not selling banned firecrackers"."What about chakri (wheelers), bombs, rockets and ladi (garland crackers)?" asks the boy. "No. These [fountains and sparklers] are the only green crackers available in the market. You can check other shops too," says Das wryly. The boy picks a pack each and walks away, looking disappointed. It is no more business as usual for cracker merchants at the market near Jama Masjid ahead of Diwali. Barely a handful of shops can be seen selling crackers. 71667951 "Earlier, we used to stock at least 200 varieties [of conventional crackers]. Now we have just two. Sales are less than 20% compared to last year. Many have moved to selling decorative items and lights. Sometimes, even children are not keen to buy crackers. They say their schools have told them about their harmful effects," says another merchant, not wanting to be identified. The cracker industry, pegged at Rs 1,800 crore per annum, is likely to run into losses this year, according to estimates. The AlchemistsIt has been a year since Supreme Court banned conventional crackers to curb pollution. In the meantime, to satisfy the demand for crackers, eight government-run laboratories came up with eight eco-friendly alternatives, also dubbed as "green crackers", and gave manufacturing licences to firework makers. The varieties include sound-emitting crackers, fountains, pencils, wheelers and sparklers."To make green crackers, conventional formulations based on barium nitrate were discontinued and new formulations with potassium nitrate as an oxidant were developed. 71667953 These crackers produces 30% less particulate matter and sound, says Rakesh Kumar, director of National Environmental Engineering Research Institute (NEERI), a Council for Scientific and Industrial Research-run lab in Nagpur that led the project. The scientists say the new oxidant in the crackers produce dust suppressants and sorbents that reduce emission and sound. These crackers carry a logo and a QR code to differentiate them from conventional crackers. Scan the code and you will know which chemicals make up the cracker. "After the Supreme Court ban, there was a threat of closure of the fireworks industry. However, science has again come to the rescue and millions of jobs have been saved," says Union Health and Science & Technology Minister Harsh Vardhan.Mood of the MarketBut new chemical formula appears to have pushed up the prices of the crackers, say traders. "Green crackers are 30-50% costlier than conventional ones. This is another reason behind low sales," says Das, the merchant in Old Delhi. There is also a supply problem, despite government's claims that multiple types of crackers based on the new formulations were readily available. "We were expecting at least seven to eight varieties. We have only two," says Pranjal Gupta, who too was looking to buy crackers at Sadar Bazaar.More than 2,600 km away in Sivakasi — the town that makes nearly 95% of the country's crackers — factories became active only in May after observing a six-month strike to protest against the Supreme Court ban. After the factories reopened, workers were trained in batches to make green crackers. But the factories were soon short of hands since many workers had migrated to other places during the strike."This is peak season but there is a 30 to 40% labour shortage. Due to the strike, people here have also started illegally making harmful crackers at home. I feel this home-made cracker production must be 30% of the total manufacturing this year. Since the volume of green crackers is low due to the new formulations, share of illegal crackers have risen," says a registered green crackers maker in Sivakasi, who did not want to be named.Traders in Sivakasi also attributed the increase in the supply of toxic conventional crackers to factories disposing off last year's stock even as they make the limited varieties of green crackers. 71667957 There were 1,600 licenced fireworks units in the country as of last year. Of them, nearly 350 fireworks manufacturers were said to have obtained licences to make green crackers but traders claim the actual number may be less. "The ban hit half of our business. We could not mass produce green crackers this year due to lack of time. These crackers require multiple tests," says Balaji TK, director at Sree Balaji Fireworks. But P Ganesan, president of Tamil Nadu Fireworks and Amorces Manufacturers' Association, is hopeful. "We expect more business in the coming days as the crackers are eco-friendly. We are also working to limit the cracker noise level to 90 decibels from 120 decibels now."The cracker supply situation too will improve by next year, he says. "This year we could not fulfil the demand but we should be able to resume full supply of all 200 varieties for next Diwali.".
Satara & PuneFrom Sharad Pawar leading the opposition's campaign to the BJP cementing its status as a bigger force than the Shiv Sena. Here are the four factors that hold the key to Maharashtra polls:'Pawaring' OnWing, a village about 50 km from Pune, does not show any signs of the upcoming assembly elections other than an odd hoarding. That seems strange given that the village in Satara district is part of the sugarcane-growing region in western Maharashtra — a region that is likely to be the most closely watched battlefront for the October 21 assembly elections. It falls in the stronghold of Sharad Govindrao Pawar, the chief of the Nationalist Congress Party (NCP)."We don't know how many elections he will be able to campaign in after this," says Dashrath Talekar, a 62-year-old farmer in Wing, as he takes a mid-day break from working his fields. "This election is crucial for the NCP."Pawar has emerged as the de facto leader of the Congress-NCP combine in its fight against the ruling Bharatiya Janata Party-Shiv Sena coalition. He has been leading the opposition's attacks. The Congress, however, has largely been missing in the campaign discourse, giving the impression that the party has thrown in the towel already. "Sharad Pawar is trying to put up a fight even though he knows the coalition is going to lose," says Madhav Bhandari, a BJP spokesperson. But Prithviraj Chavan, a former Congress chief minister, says there is a strategy behind putting Pawar in the forefront. "He is the senior-most leader in both the Congress and the NCP. Since Pawar is not contesting, he is free to campaign across the state. Almost all senior Congress leaders are contesting. It is important for us to focus on our seats." Chavan is fighting to retain Karad (South) in Satara district. 71666876 One of India's canniest politicians and a former CM of Maharashtra, Pawar, 78, has a lot at stake in this elections. The BJP-Sena alliance's support in the Maratha community, once believed to be loyal to Pawar and the NCP, is growing. The NCP has also lost some senior leaders to the BJP. Pawar, his nephew Ajit and others are also battling charges filed by the Enforcement Directorate in a case related to alleged irregularities at a co-operative bank. The opposition has called the investigation against the Pawars a case of political vendetta. "This government is trying to achieve everything by force," says Dilip Walse-Patil, an NCP member of the assembly and a former state minister. 71666891 The NCP won one seat less than the Congress in the 2014 assembly polls, when they fought separately. But Pawar would like his party to better the Congress' tally this time. That would mean even if the coalition does not win, the NCP would like to be the largest opposition party.Sena Plays Second FiddleThe Shiv Sena, despite being in the ruling coalition, has played the role of an opposition more than the Congress or the NCP, say political observers. The Sena was often at loggerheads with the BJP and this could partly be ascribed to its discomfort at being reduced to a junior party in the alliance.Ever since the two parties joined hands in 1989, the understanding was that the BJP would get more seats in the Lok Sabha elections and the Sena would get a larger share during the assembly polls. But in the 2009 assembly elections, the BJP won more seats than the Sena. In 2014, in light of its impressive performance in the Lok Sabha polls, the BJP demanded that the arrangement be revised. But the Sena refused and both the parties fought on their own. The BJP ended up winning nearly twice as many seats as the Sena. The parties then came together to form the government. This time, the BJP is fighting 150 seats and the Sena 124. The remaining 14 have been given to smaller allies. 71666923 Though both the parties are on a common ground as far as Hindutva and nationalism planks are concerned (the BJP has promised the Bharat Ratna for Vinayak Savarkar), there is reason for the Sena to be worried. "The BJP does not believe in coalition politics," says Prakash Pawar, professor of political science at Kolhapur's Shivaji University. "It eventually wants to form the government on its own."What works in the BJP's favour is that it is a national party fast spreading its footprint to various corners of the country, while the Sena is a Maharashtra-centric party. "The issue of regional pride is not working in Maharashtra, unlike in Tamil Nadu," says Nitin Birmal, a political analyst.Shiv Sena chief Uddhav Thackeray proved his doubters wrong by keeping most of his party together after his cousin Raj left the Sena in 2005 to form the Maharashtra Navnirman Sena. But he now has a bigger challenge: maintaining his party's identity and support base in the face of a rapidly expanding BJP. "Even at a time when regional parties are dying, the Sena won 63 seats in 2014," says Vinayak Raut, leader of the Shiv Sena in the Lok Sabha. "There is no question of the BJP's growth coming at the cost of the Sena."With Thackeray's son Aaditya fighting this election from Mumbai — the first Thackeray to enter the electoral fray — the transition to the next generation of the party's leadership has begun. But it may not be smooth sailing for the Sena in the future.Fight for Maratha VoteOne thing that has gone in the Sena's favour is that it garnered the highest share of Maratha votes, at 29%, in the 2014 assembly elections, according to studies by political scientists Suhas Palshikar, Rajeshwari Deshpande and Nitin Birmal (all associated with Lokniti). The BJP got 24%, the NCP 17% and the Congress 11%.The Congress-NCP combine's vote share among Marathas in the assembly elections declined from 47% in 1999 to 35% in 2009, the studies showed. This could be cause of worry for the combine as Marathas account for a third of the state's population. Marathas' demand for reservation in education and jobs in Maharashtra, which dates back to the 1980s, was accepted by the previous Congress-NCP government. Just before the assembly elections in 2014, that coalition government had announced a 16% quota for the community. But the decision ran into a legal hurdle. The BJP-Shiv Sena government, led by Devendra Fadnavis, earlier this year introduced a 12% quota in education and 13% in jobs for Marathas, after the Bombay High Court did not agree to 16%. The Supreme Court has said the reservation cannot be applied retrospectively. 71666958 PM Modi pays tributes to Shivaji Maharaj during an election rally in PanvelThe BJP and the Sena hope that this will drive more voters away from the NCP, a party associated with Marathas. Pravin Talekar, a Maratha farmer and a food kiosk owner in Wing, welcomes the move but is sceptical of its impact in the current elections. "It may not benefit BJP-Sena because not much has changed on the ground for the community yet."No single party has a monopoly on Maratha votes. But by overcoming legal challenges to find a way to give the community a quota in jobs and education, the BJP and the Sena have posed further challenges to the NCP. Eleven of Maharashtra's 18 chief ministers have been Marathas, including the three who preceded Fadnavis, who is a Brahmin. 71666985 Note: BJP-Sena and Congress-NCP fought together in all elections except 2014 Source: Suhas Palshikar, Rajeshwari Deshpande, Nitin Birmal, Lokniti-CSDSIn the 2014 assembly polls, the BJP relied mostly on PM Narendra Modi and anti-incumbency. But it is a different situation now, says Gopal Shetty, a BJP MP from Mumbai. "Fadnavis has done a wonderful job. He has faced every allegation from the opposition and every agitation calmly and found a solution to it." During Fadnavis's tenure, the state saw protests by Marathas, Dhangars (whose demand for inclusion in Scheduled Tribes list remains unfulfilled) and farmers.Agri & Job Woes vs Modi FactorAgrarian distress is another issue the opposition hopes will work against the ruling coalition, despite the government announcing a Rs 34,000 crore farmloan waiver in 2017. Growth in agriculture & allied activities in Maharashtra, which has the largest economy among states, is expected to have slowed to 0.4% in 2018-19, from 3.1% in 2017-18, according to the state economic survey. Moreover, there were over 12,000 farmer suicides between 2015 and 2018, according to the government.Another issue could be job loss. When Rahul Patil started working as a temporary worker in the auto industry in 2015, he had no clue it would be such a struggle to get a permanent job. He worked with Maruti Suzuki in Gurgaon, and Tata Motors and Volkswagen near Pune, but not for longer than seven months at each company. Now the 26-year-old is with another automaker, whose name he does not want disclosed, in Pune. He is not sure if he will find another job once this contract ends next year. "It looks like I have to leave the auto industry and do some business." 71667036 Patil makes Rs 12,000 a month, and pays a rent of Rs 5,000. He has to support a family of five. But he plans to travel 300 km north to his village in Dhule district to cast his vote. "A party becomes complacent if it is in power for more than five years. We should keep changing the government." The auto sector is going through one of its worst crises, with passenger vehicle sales declining for the eleventh straight month in September. This has led to reduction in production and, consequently, demand for labour. According to the Society of Indian Automobile Manufacturers, around 15,000 contractual workers had lost their jobs in the sector as of August and another million are at risk. Mahendra Kadam, former general secretary of the Tata Motors Employees Union in Pune, says the loss of jobs in the auto sector is a serious issue. 71667057 "But it does not have an impact on elections because of factors like caste and the state of the opposition." Just outside the Tata plant, a young man on a motorcycle asks us in Marathi if we know where he should queue up to find temporary work. 71667020 But PM Modi's popularity seems to overshadow such economic concerns, especially among women in Satara district. Sheetal Bharat Mahangre, who runs a stationery shop in Shirwal, says women have benefited from the Centre's schemes to provide gas connections, accident insurance and a subsidy to build toilets. "Women here no longer listen to their husbands on whom to vote for."Modi and Home Minister Amit Shah have also spoken of their government's revocation of Article 370, which granted special status to Kashmir, at rallies in Maharashtra. Former CM Chavan says: "They are trying to deflect attention from the agri crisis and the industrial slowdown by focussing on Article 370."
The past week was an action-packed one for the long-running disinvestment saga of Air India, the beleaguered flag carrier. On 14 October, the top management of the airline, led by chairman Ashwani Lohani, met the representatives of 13 trade unions of the company in Delhi at Airlines House, off Parliament Street.Around 40-odd union representatives were asked to deposit their mobile phones outside before they trooped into the boardroom. In the meeting, the management outlined the impact of the divestment process on the employees. The 12,000-odd employees would be ensured job security only for a year after the airline's sale. Other benefits and service conditions would also change, including lifelong medical support for family, free passage on Air India flights as well as rules around employee's provident fund, leave encashment and gratuity. The meeting also carried a confidentiality rider—the union leaders are not permitted to speak publicly about what was discussed. The union leaders pressed for better terms. We'll do our best to negotiate with the government, the management assured them. Untitled Carousel 71666655 Later in the week, on 17 October, Air India Assets Holding Ltd (AIAHL), a special purpose vehicle of the company, raised a round of government guaranteed bonds, totalling Rs 7,985 crore with tenure of 10 years at 7.39% from the markets. This was the third bond issue by AIAHL, which has now raised Rs 21,985 crore through three issues. This SPV has taken on Rs 29,500 crore worth of Air India's working capital loans, and the bond issues are meant to help repay the loans. 71666744 With the government powering ahead with its resolve to sell the airline after a taxpayer funded bailout infused almost Rs 30,000 crore since 2012 to no avail, hectic efforts are on behind the scenes to pull itback from the brink, bring it to a manageable shape and then hand it over to a buyer who can turn it around. The 89-year-old airline, started by JRD Tata back in 1930 and nationalised post Independence, clocked consolidated revenues in excess of Rs 27,000 crore in 2017-18, with a loss of Rs 5,799 crore. Finance or interest charges exceeded Rs 4,000 crore in that period. Consolidated debt on the books now stands at Rs 58,000 crore.Earlier this month, fuel suppliers led by Indian Oil Corporation had threatened to pull the plug, discontinuing supplies at half a dozen airports. On efficiency parameters too, Air India is a laggard. The airline lags behind most Indian domestic airlines when compared on the basis of their cancellations (2.6%), on-timeperformance (53.5%) or airline load factor (80.9%). In mid-2018, the NDA government had tried to divest a 76% stake in the airline. The efforts drew a blank then, with no interested bidders. The actions of the last week aim to make the airline more attractive for a potential bidder, with manageable debt and a free hand on manpower. It brings us to the question of the potential bidder. What will make Air India attractive to say Indigo, which has 48% share of the domestic market, or the Tatas, who already have interests in two airlines — Vistara and AirAsia? Can it attract an international player (Qatar Airways had shown interest) or could a large Indian corporation with no interest in the aviation sector so far, be tempted to throw its hat in the ring?R Gopalakrishnan, former Tata Sons director, who saw two divestments— CMC and VSNL— come into the Tata fold during his time, says successful disinvestments in India have depended on the ability to push back on government interference and then merging the organisations fully, like how IPCL merged with Reliance Industries. "Governments are notorious for interfering, and even if they sell off 100%, they might still interfere, because Air India can easily become a political issue after divestment. The new management will need skills to repel such interferences, and at the same time must have integrating skills, fully merging Air India into their own organisations," Gopalakrishnan said. 71666784 Complex EntityThat is easier said than done, especially as airline mergers have a bad history in India. The Kingfisher-Air Deccan merger and the Jet Airways-Sahara merger both crashed and burned. To present Air India in a digestible form, its complexities need to be understood and broken down. What we refer to as Air India is really a group of companies with four distinct airlines operations as well as allied businesses. There's Air India's international operations with wide-body planes, the domestic operations with narrow body planes, a profitable low-cost international operation called Air India Express and a domestic regional play called Alliance Air that launched a flight to Jaffna last week. There's also an airline maintenance unit, a ground handling business, a hotel subsidiary and a catering joint venture. It has a 12-13% share of India's domestic market but an overwhelmingly large share of international routes served by Indian players. It is also the only Indian airline with long haul flights to the USA or Australia. Even Jet Airways, which has ceased operations now but was once a dominant player, did not have Air India's range. Air India's landing slots at London's Heathrow, itself are tradable assets. Oman Air had paid $76 million for a Heathrow slot in 2016.So what is the government's thinking here? While the disinvestment will be handled by the Department of Investment and Public Assets Management (DIPAM) that reports to the finance ministry, the shots will be called by the Air India Specific Alternative Mechanism headed by home minister Amit Shah. An adviser, who asked not to be quoted, said the final configuration in which Air India is likely to be offered for a private sector bidder will be decided soon. The view within government circles is that once the debt is taken off its book, all the airline needs is better marketing and sales to optimise its yield per seat and improve its load factor. The goal is to present the airline as a premium asset. 71666833 A senior investment banker, who has advised some of the top aviation deals in India over the last 15 years, pointed out that it is a little more complex and there are too many intangibles to consider while valuing Air India. "What happens when it is no longer a flag carrier? What privileges does it lose?" he asks. Or the fact that Air India is a member of the Star Alliance, the international alliance of airlines, that also includes Lufthansa or Singapore Airlines, but not British Airways. If a bidder is a member of a different alliance such as Delta or SKY, it might be less attractive for them.He points out that there are usually two ways of valuing an airline. One is to put a multiple on earnings before interest, tax, depreciation, amortisation and rent (EBITDAR), but may not be ideal when the balance sheet is being restructured. The second, he said, would be on the basis of depreciated value of assets, which would be planes owned by Air India and its landing slots and real estate. Air India fully owns 87 planes in its 172-strong fleet.ICICI Securities analyst Anshuman Deb had arrived at a range for Air India's valua valuation in 2017, on the basis of EBITDAR multiple, pegging it at between Rs 16,000 crore and Rs 30,000 crore, but isn't ready to peg a new value to it today. He says that while those numbers may not have changed much, there is no scientific way of valuing such a complex organisation that no one will want buy in its entirety."Without the debt, it is very valuable. Then you have to try to sell it at full valuation. That will be a very large number, will need lot of capital," Deb said. Sweeteners & Bitter PillsA number of around Rs 10,000cr - Rs 15,000 crore is floating around as ideal debt to leave on the books. It will mean taking another Rs 15,000 crore of debt out, beyond what has been transferred to AIAHL already. One way ahead is to sell and lease back Air India's airplanes, especially as this debt was taken in the first place to buy the planes. It's a usual practice at airlines — take delivery of new planes, sell them immediately to a financier at a profit, and then lease back the plane. Modern planes often have a 30 year life for commercial operations, after which they continue to remain air-worthy for decades and are used for other purposes. Air India's 25 Boeing Dreamliners still pack in a lot of value, Deb of ICICI Securities points out. Ashutosh Mishra, head of research at Ashika Capital, says there is a possibility of turning AIAHL into a Real Estate Investment Trust. "I have had discussions with Air India's bankers. All real estate assets of Air India will have to be stripped out of the company, not just the big buildings they own in Mumbai, Delhi and Kolkata, but every piece of land they have at different airports needs to be put in to AIAHL to make this work," Mishra said. He further adds that the government has drawn lessons from the selloff of Specified Undertaking of Unit Trust of India (SUUTI) where after all dues were taken out, it yielded much better value.State Bank of India is the biggest lender to Air India and its merchant banking arm SBI Caps is advising Air India on this as well as the bonds issues. Air India also has legal firm MV Kini & Company as its advisers, while the government is being advised by Ernst & Young and Cyril Amarchand Mangaldas. Kapil Kaul, head of aviation industry body CAPA, feels that in the changed circumstances, after Jet Airways has ceased operations, there will be greater interest in Air India and the entire process of disinvesting Air India will take another six to nine months."The government of India is more determined, and there is clarity on strategic issues. Marketing this transaction and last mile execution will be critical," he said. Not much has been done to sell the idea to employees, though. Apart from permanent employees, Air India also has around 8,000 staffers on fixed-term contracts. Aggrieved agitating employees can easily derail the process or make it look bad. Jitender Bhargava, a former executive director of Air India, author of a book on the airline, and an advocate for its privatisation, feels the approach needs calibration. "The deal should be sweetened for employees too. Their benefits should be guaranteed, jobs secured and training provided to match efficiency parameters. Some should be offered alternative employment, as was done when Mumbai airport was privatised," Bhargava says. While there is a gag on employee members of trade unions, George Abraham, general secretary of the Aviation Industry Employee's Guild, representing 4,500 staffers, is under no such compulsion. He retired from Air India four years back, is a three-time corporator, and is currently contesting the Maharashtra Assembly elections from Kalina on a Congress ticket.Abraham says that the stakes are high and employees are fearing for their jobs and accommodation as many stay in the four Air India colonies built around the airport on land that belongs to Mumbai International Airport Ltd (MIAL). MIAL has been pestering Air India for rent. "Earlier, the management would speak to us, discuss the issues. This time, it is being pushed down," Abraham said, hinting all the trade unions of Air India are gearing up for battle. The Maharaja is being put through the paces. The months ahead will be interesting to watch.
HYDERABAD: Air India is in the process of obtaining European Union Air Safety Agency's certification for its Maintenance Repair and Overhaul (MRO) facility here, a senior official of the state-owned carrier said on Saturday here."We are now trying to get EASA certification as most of the foreign Airlines look for it in order to send the aircraft to the MRO facility. If any facility has EASA certification, then the airlines will have an idea about the standards of the MRO facilIity.. Once we get that EASA will be able to good business from other airlines," Y Srinivasa Rao, General Manager (Engineering) of Air India Engineering Services Ltd (AIESL), a wholly owned subsidiary company of Air India Limited told reporters. He said the company will have to make some investments in to the MRO facility which is certified by the Director General of Civil Aviation (DGCA) to make it EASA compliant. The MRO hangar at the Rajiv Gandhi International Airport here can accommodate two A320 family aircraft simultaneously or one wide body aircraft such as B747 or B777.Srinivas said the MRO facility is currently offering services to the captive fleet and planning to increase shifts to two from the present one.Presently, the unit undertakes pre-flight or weekly checks of A321, 320, 319 or ATR aircraft and provide technical assistance to other international carriers as part of comprehensive ground handling service, he said.

The demand for credit is pretty okay. If fundamentals had changed drastically, then demand would have been very, very low, says KV Subramanian, Chief Economic Advisor. Excerpts from an interview with ETNOW. A slew of GDP downgrades have come in for the economy from World Bank to IMF, OECD to ADB. Everybody has been talking about how there are a whole lot of vulnerabilities for the Indian economy going forward, In that context, does the 7% growth estimate for this year in your economic survey seem a little too optimistic? There has been some slowdown in the economy compared to the time when we had made the assessment. We do recognise that and the revised projections reflect some of the aspects on the short run. In the long run, the fundamentals remain sound. There are some short-term aspects, as we had also pointed out in the economic survey, and which is important one to understand that the economy really depends on the virtuous cycle starting from investment going to productivity, then to exports and jobs and thereby to consumption, which in turn affects investment. We had also pointed out that the investment rate had fallen from a high of 40% to about 28%. It has bottomed out and started going up. We also recognised that the effects of many of these things are felt with a lag. That's why the government has been very sensitive and has cut the corporate tax rate so that investments could be could be spurred. We must recognise that the impact of the step on investment will be felt with some lag. It is also important to understand that the fall in the investment rates themselves were because of the concerns on the balance sheet sides and it took six to eight years for some of that aspect to build up. So, the winding down also takes time. Added to that, some of the concerns on the NBFC liquidity have a short-term aspect. These have combined to lower the projections a bit. The steps that have been announced, especially the guarantee to tide over the liquidity issues of the NBFCs and which the honourable FM also discussed with the banks; the Rs 40,000 crore that the MSMEs actually expect in receivables and which will help with the working capital credit, are steps that will help in easing some of these liquidity aspects. We want to highlight that while the IMF lowered its projections for this year, they continued to say that from the next year it will be 7% which actually goes back to the point that I am saying that there are some short term sentimental reasons but in the long run, the fundamentals remain strong. You are saying that there will be a short-term blip. Does that mean that we will grow a little less than your own projections? That may be possible and though I would wind back to what I was saying in terms of the virtuous cycle and the investment rate, the aspects that we saw on the NBFC side have been something that have added to the issues though we had factored in the lowering of the investment rate. Most global agencies have slashed India's GDP forecast by as much as 80 to 90 bps. Is that a fair assumption from your end? When you say a short-term blip, what exactly is it going to be?I would say there has been some downward revision. But I would continue to emphasise that in the long run, the fundamentals remain unchanged and therefore we will be back to the growth rate that we deserve to be at in the near future. Every time we say the worst is behind us, a PNB or a PMC issue crops up. When can we say that all the crises would be put behind us? When can we say now we can start from a clean slate?KV Subramanian: I think we have to be careful in understanding the distinctions in the question that you have framed. The urban cooperative banks have a different set of issues. The Nirav Modi episode at Punjab National Bank (PNB) for instance has aspects that are actually related overall to the banking operations, but when we have been talking about NPAs primarily, it is on the lending practices and there has been an improvement in the process of lending. The fact that banks are being allowed to take commercial decisions by themselves, is as one would expect. In fact, we have seen in the data that banks have become more careful and that is again something which is expected. The NPA crisis that we have gone through has made us aware of some of the aspects that we need to be thinking more deeply about and which we are doing. Since you are saying that you are thinking more deeply about what is brewing in the banking sector, I would want to know more about it.I would not say brewing. I would say these are aspects that we need to think about and aspects that we may need to tweak for a fix. But which direction should we move in because IMF has also pointed out the need for reforms. So, what is it exactly because the government has adequately capitalised the PSU banks. Plus we are pushing the mergers of PSU banks. What more reforms are being done? This is something which I have been advocating. The world over, banks use a lot of technology to help with their lending decisions. In my own work on this area, I have seen how their predictive modelling can be very useful. One key area, where substantial rewards can be expected is investing. Banks are using a combination of artificial intelligence, machine learning etc. not only to screen borrowers but also to monitor them regularly, because when you give a five-year loan, the assessment of the credit at the start of the loan versus may be one year or two years down the line, can change and it is a dynamic scenario. We have been able to implement so much of technology in many areas. Our public sector banks need to be investing a lot more in technology to be able to screen borrowers because the primary focus has to be on being able to assess and monitor the larger borrowers well. This, in the context of mergers, would actually help because investments in technology require a certain economies of scale because technological investments benefit from economies of scale. This should be an opportune moment to be able to invest in cutting-edge technology, which is what banks world over are doing and which public sector banks also need to be investing in. That is something we are working on. The banks have been giving out loans in a big way -- almost over Rs 80,000 crore is what we heard from the government. But having said that, the RBI in a report recently said that the credit growth is at a two-year low. You said the banks have been a little more careful. So, is it the banks being careful or is it the fact that there is no demand in the economy for loans? This is a point that we have analysed very carefully. It is my own assessment that the demand for credit is still pretty okay. If you look at the breakup in terms of the growth of credit among the private sector banks and the public sector banks, the credit growth slowdown overall has not been as much in the private sector banks. If it were a demand side issue, one would have seen an equally sharp change in both sets, but that does not seem to be the case. As it happens the world over, as they say in Hindi; doodh ka jala mattha bhi phook-phook ke peeta hai (once bitten, twice shy). And that is a commercial decision. So, some care has been taken. I think our public sector banks are calibrating into it and some slowdown has happened in credit but I would attribute it not as much to demand side factors even when looking at other data sets -- loan enquiries etc. The demand for credit is pretty okay, which basically cycles back to what I was saying earlier about the fundamentals. If for instance, fundamentals had changed drastically, then demand would have been very, very low. Are we overdue for an asset quality review in the NBFC space?I would mention that the credit guarantee scheme that the government and the honourable finance minister had announced in the Budget is a very good move. I would say as a financial economist and somebody who understands securitisation and these kind of guarantees very well, what it does is, suppose you actually have Rs 100 portfolio and the first 10% is basically guaranteed by the government, then the rest 90% becomes much less risky and these kind of schemes are primarily used to tide over some of the liquidity aspects. On Monday, the honourable finance minister had actually taken an assessment of this as well and wherever necessary, clarifications have been given. Moreover, while earlier, the threshold was kept at AA, it has been expanded to investment grade, which will bring in more assets to the portfolio and thereby enable the liquidity aspects not to get converted into further solvency aspects. I would emphasise on this aspect. Secondly, some of the current situation is also because of the working capital that MSMEs need. They are now sitting on Rs 40,000 crore of receivables and here, the scheme of discounting these bills and thereby giving working capital credit can really help. I was also looking at some data on passenger vehicles, etc. I think we have to be very careful now to make sure that the narratives that are not based on careful data are not given as much traction as they sometimes get. Private sector investment is still not flowing in because the corporate tax cut is going to have a lagged effect. Does that mean that the government will have to shoulder growth, given the lack of private investment or will it be guided by fiscal prudence? The government has already outlined several steps, including the corporate tax cut itself which clearly signals the intent of the government to do whatever it takes to put growth back on the high 7% plus reaching 8%. The commitment from the government on this side is unwavering. Does that mean growth takes precedence over fiscal prudence? These kind of macroeconomic aspects are typically a careful balancing act and we are deliberating very carefully on it. There is emphasis on disinvestment and on asset sales. Together with the extraordinary dividend that has come through, some rationalisation of expenditure can also be done to ensure that we do what is right for the economy. When you are saying rationalisation of expenditure, are we talking about expenditure cuts? No, I am not. I would point out that this is about revenue expenditure, the government is absolutely clear that capital expenditure is really critical and that is something that will continue to be emphasised by the government. Many say that we are at the end of the cycle for the monetary side of things for the economy. Does that mean fiscal push is the need of the hour? The government has signalled the intent of doing what is necessary on the fiscal side as well as on the structural reform side, to bring growth back on its path. The government and the central bank are working together to do whatever is necessary for this. Under the FRBM Act there is a 50 bps window... There are special conditions for it. But this has been an exceptional year. The conditions that are laid out are very clear. The conditionalities in the FRBM Act is for a situation when there are two quarters of decline. This is a slowdown, nor decline. We have to be careful. It is important to highlight that there is a difference between a slowdown and a crisis or a recession. A recession is defined as one, where for two quarters, there is a decline in GDP, in other words, a negative growth rate. We have to acknowledge that there has been a slowdown in growth but we still are in the positive. This is no recession? It is not. It is not. The narrative needs to be balanced. I have said that we should not get onto irrational exuberance when things are going good and get into excessive pessimism either. We will grow at 6% plus and in some sense, this is a good opportunity for us to look at the aspects that we need to carefully think about and address. The government has also set up a panel to look at augmenting the GST revenue itself. While a lot of steps will be taken to get the money going on the strategic stake side, the revenue seems to be a concern. What is your own estimate so far? Are we staring at a shortfall in revenue because the growth rate has only been at about 5-6% in direct taxes and GST?Recognising this, the government has set up the committee to be able to look into all aspects of the GST. There is no denying the fact that GST was an important piece of reform and I have looked at such reforms in several countries, even our own experience with CENVAT and it takes time for some of those issues to be brought onto the surface and then for us to respond and fix, which is what the government is intending to do by setting up this committee. I am pretty sure that this committee will come up and give us suggestions that we should be able to take action on. But are we staring at a revenue shortfall for this year?We have to wait for the numbers to come in. I am pretty sure the revenue secretary is doing those calculations. The government has undertaken a lot of reforms, especially on the corporate tax rate cut. In that sense, they really shifted from the normal tradition of announcing tax cuts. It used to happen during the budget time and this time we saw it in the middle of the year. Can we hear something from the government? Is Diwali just around the corner on personal income tax as well? The committee was a task force that was set up on relooking the direct tax code of which I had the privilege of being a member as well has submitted its report and the government is considering the report. So as and when the report would actually be assimilated fully the government will take the necessary step. If corporates deserve a tax break and that too that huge, do you think middle class too deserves something and that will spur demand in a huge way?In the economic survey we pointed out that in an economy like ours, investment is the key driver and the investment benefits the middle class as well by creating well paying jobs and enhancing exports which again creates jobs. But we have to recognise that the investment effect of that is actually felt with some lag, but it is more of a sustained effect. On the other hand, consumption can be perked up for a short while but it will eventually peter out. I will emphasise that there is a difference between what is a key driver and what is a force multiplier. At the macroeconomic level, and this is something where every variable seems like both the cause and effect and that is why it has to be looked at very carefully and discover the key driver so that we fire on the key cylinders, which is investment. The corporate tax rate cut has to be seen in that light. I would urge that the steps that have been taken to reduce the corporate tax rate cut and thereby spur investment, make us really competitive among our neighbours. It will show its impact on investment. If we need to keep our long run vision to achieve the $5-trillion economy goal, we have to have the patience to say let this effect go through investment. It is really critical because that is what starts the cycle and we have taken the steps that are necessary. The markets are expecting some movement on LTCG and STT once again. It has also been a part of the panel that you have been a part of?We are not yet in budget time actually. So can we say that all the hopes are dashed on that front for the capital markets? That was just an off the cuff remark. The committee on the direct tax code has considered all these issues together and has made certain recommendations. These have been considered. But how important will it be to restore the confidence of the capital markets?Overall, we must recognise that sentiment is a short-term thing. The government recognises the need for doing what it takes on the economy front and certainly as you would have seen the number of deliberations and interactions that have been held, this is a government that is listening to the market. I must also point out that through the economic survey, we have set out a very clear path for what we should be going. If we stick to that, the results will come. So the door to more reforms is not closed? No, I would, in fact, say that the reforms actually are structural reforms. It is recognised that we need to be doing more of that. I would put it positively and say that we are committed to structural reforms in the economy.
