The U.S. and China reached a partial agreement Friday that would broker a truce in the trade war and lay the groundwork for a broader deal that Presidents Donald Trump and Xi Jinping could sign later this year, according to people familiar with the matter.

A contingent of U.S. Special Forces has been caught up in Turkish shelling against U.S.-backed Kurdish positions in northern Syria, days after President Donald Trump told his Turkish counterpart he would withdraw U.S. troops from certain positions in the area.
Newsweek has learned through both an Iraqi Kurdish intelligence official and senior Pentagon official that Special Forces operating on Mashtenour hill in the majority-Kurdish city of Kobani fell under artillery fire from Turkish forces conducting their so-called "Operation Peace Spring" against Kurdish fighters backed by the U.S. but considered terrorist organizations by Turkey.
The senior Pentagon official said that Turkish forces should be aware of U.S. positions "down to the grid." The official could not specify the exact number of personnel present, but indicated they were "small numbers below company level," so somewhere between 15 and 100 troops.

The U.S. military is significantly increasing troop deployments to Saudi Arabia, the Pentagon said Friday, announcing that 3,000 American personnel — including two fighter squadrons and an air expeditionary wing — will be sent to the Persian Gulf nation, as well as advanced missile defense systems.

Washington (CNN)The Trump administration is expected to soon announce that it plans to exit the "Open Skies" treaty, a US official tells CNN, a move that has already drawn condemnation from Democrats in Congress.
The decision to leave the treaty -- which was signed in 1992 and went into effect in 2002 and allows 34 member states to conduct unarmed surveillance flights over one another's territories -- could affect the American military's ability to conduct aerial surveillance of Russia and other member countries. The treaty is used to help verify arms control agreements, according to the US Defense Threat Reduction Agency, part of the Defense Department.
According to the State Department, the treaty "is designed to enhance mutual understanding and confidence by giving all participants, regardless of size, a direct role in gathering information through aerial imaging on military forces and activities of concern to them."

An Iranian oil tanker has been hit by two explosions off the coast of Saudi Arabia.
Tehran said a supertanker called Sabiti, owned by The National Iran Oil Company, was struck by two missiles 60 miles from the port of Jeddah around 5am Friday.
The explosions badly damaged two tanks on board the vessel, causing them to leak into the Red Sea.
'Experts believe it was a terrorist attack,' a source told Iranian news agency ISNA.

Families of ISIS fighters kept locked up at the notorious Al-Hol prison camp in Syria have started riots in an attempt to escape, their Kurdish guards have said.

It comes amid a Turkish invasion of Syria and attacks on the Kurds, which commanders warned would likely lead to thousands of ISIS prisoners escaping as they divert soldiers from the camps to defend their territory.

(Bloomberg) — More than a month since oil started washing up on some of Brazil’s most touristic beaches, dotting sand with black patches, killing sea turtles and scaring off fishermen, the origin of the crude is still a mystery.
“We don’t know the oil’s origin, where it came from or how it got here,” Energy Minister Bento Albuquerque said at an offshore exploration auction in Rio de Janeiro on Thursday.
The crude probably leaked from a ship in the ocean, he ventured, adding that it has characteristics similar to Venezuelan heavy crude — which doesn’t mean it comes from there. Venezuela’s state oil company categorically denied having anything to do with the slick, saying there were no reports of incidents at its facilities or from clients, nor evidence of leaks that could have led to damages in Brazil.
The massive spill has already spread along the coasts of all nine states in Brazil’s northeast. Over a dozen sea turtles have been found dead, covered in crude, local newspaper O Estado de S. Paulo reported. Some 800 baby turtles that hatched were kept from going into the sea, the newspaper said, citing Projeto Tamar, one of Brazil’s best-known wildlife conservation projects.
The nation’s environmental agency said the oil found on the beaches was not produced by Brazil, and that the country’s Navy and federal police are investigating the spill.
On Wednesday, Environment Minister Ricardo Salles said the oil likely originated from Venezuela, citing a report from state-controlled oil company Petroleo Brasileiro SA about the characteristics of the crude.
Petrobras Chief Executive Officer Roberto Castello Branco said Tuesday that the spill could have come from an oil tanker that sank, an accident when loading oil from one tanker to another, or from a criminal act. (TOKYO) — A man arrested on suspicion of stalking a female pop idol used the reflections of her pupils in photos she shared on social media and Google Street View to find where she lived.
Tokyo police declined comment on the specifics of the investigation but confirmed Friday that 26-year-old Hibiki Sato was arrested Sept. 17 on suspicion of indecent behavior in connection with stalking and causing injuries to the 20-year-old woman.
The police official, who spoke on condition of anonymity as is often policy at Japanese bureaucracies, said the case was related to the reports about a stalker and pupil images. Police described Sato as an “avid fan.”
Public broadcaster NHK and other Japanese media reported this week that details in the woman’s selfies were used to identify the train station she frequented. They said Sato looked at other images she shared, such as her apartment, to figure out where she lived.
Police say he hurt her and committed indecent acts, such as groping her after accosting her from behind and knocking her down.
Japan has many young female performance groups.
Tokyo Shimbun, which reported on the stalking case, warned readers even casual selfies may show surrounding buildings that will allow people to identify the location of the photos. It also said people shouldn’t make the V-sign with their hand, which Japanese often do in photos, because fingerprints could be stolen.
Cyberstalking has been a problem for years, with criminals and perpetrators of domestic violence using hacking, clandestine activation of microphones and cameras and other methods to track their victims.
It’s unclear how prevalent the use of high-resolution photos to locate potential victims might be.
(WASHINGTON) — The Trump administration is suspending a tariff hike on $250 billion in Chinese imports that was set to take effect Tuesday, and China agreed to buy $40 billion to $50 billion in U.S. farm products as the world’s two biggest economies reached a cease-fire in their 15-month trade war.
The White House said the two sides made some progress on the thornier issues, including China’s lax protection of foreign intellectual property. But more work will have to be made on key differences in later negotiations, including U.S. allegations that China forces foreign countries to hand over trade secrets in return for access to the Chinese market.
The U.S. and Chinese negotiators have so far reached their tentative agreement only in principle. No documents have been signed.
President Donald Trump announced the trade truce in a White House meeting with the top Chinese negotiator, Vice Premier Liu He. The news followed two days of talks in Washington. “You’re very tough negotiators,” Trump said to the Chinese delegation.
Trump has yet to drop plans to impose tariffs Dec. 15 on an additional $160 billion in Chinese products, a move that would extend the sanctions to just about everything China ships to the United States. The December tariffs would cover a wide range of consumer goods, including clothes, toys and smartphones and would likely be felt by American shoppers.
The trade war has taken an economic toll on both countries. U.S. manufacturers are hurt by rising costs from the tariffs and by uncertainty over when and how the trade hostilities will win.
“They’re trying to de-escalate,” said Timothy Keeler, a lawyer at the law firm Mayer Brown and former chief of staff at the Office of the U.S. Trade Representatives. “I think it serves both sides’ interests because both sides were feeling pain.”
Stock prices had been up substantially all day, partially in anticipation of a significant trade agreement. But once the White House announced the contours of the tentative accord, the market shed some of its gains. The Dow Jones industrial average, which had risen more than 500 points at its high, closed up 319.
The negotiators did not deal with a dispute over the Chinese telecommunications giant Huawei. The U.S. has imposed sanctions on Huawei, saying it poses a threat to U.S. national security because its equipment can be used for espionage. Trump has said he was willing to use Huawei as a bargaining chip in the trade talks.
Among the skeptics of Friday’s agreement is Derek Scissors, a China expert at the American Enterprise Institute, who suggested that the deal amounted to merely a temporary pause in the conflict. “The president is acting as if a lot of Chinese concessions have been nailed down, and they just haven’t,” Scissors said.
Gregory Daco, an economist at Oxford Economics, said the partial nature of the deal won’t relieve much of the uncertainty surrounding trade policy that has discouraged many American companies from investing in new equipment and expanding. “For businesses this will mean less damage, not greater certainty,” Daco said in a research note.
Daco has estimated that the trade fight will cut U.S. growth by about 0.6 percentage point in 2020. Friday’s pact might reduce that slightly to 0.5 percentage point, he said.
The two countries are deadlocked primarily over the Trump administration’s assertions that China deploys predatory tactics — including outright theft — in a sharp-elbowed drive to become the global leader in robotics, self-driving cars and other advanced technology.
Beijing has been reluctant to make the kind of substantive policy reforms that would satisfy the administration. Doing so would likely require scaling back China’s aspirations for technological supremacy, which it sees as crucial to its prosperity.
For now, the two sides have come to “almost a complete agreement” on both financial services and currency issues, Treasury Secretary Steven Mnuchin said.
The Chinese agreed to be more transparent about the way they set the value of their currency, the yuan. The Trump administration has accused China of manipulating the yuan lower to give its exporter a price advantage in foreign markets. China has agreed to open its markets to U.S. banks and other financial services providers, Mnuchin said.
Earlier Friday, China announced a timetable for carrying out a promise to allow full foreign ownership of some finance businesses, starting with futures traders on Jan. 1, as Beijing tries to make its slowing economy more competitive and efficient.
Ownership limits will be ended for mutual fund companies on April 1 and for securities firm on Dec. 1, the China Securities Regulatory Commission said. Until now, foreign investors have been limited to owning 51% of such businesses.
Earlier this week, President Donald Trump announced that the U.S. would pull back from the border the few U.S. troops along the border in northeast Syria, clearing the way for Turkish President Recep Tayyip Erdogan to launch his offensive against Kurdish forces in the area. According to reports, Trump did not consult either the State or Defense Departments before taking the decision.
Kurdish fighters have been the strongest U.S. ally taking on ISIS in Syria, but Ankara considers them to be in league with Kurdish groups operating within Turkey. The Turks have been trying to get the U.S. to leave northeast Syria (which borders Turkey) for months; they finally succeeded this week, and wasted little time launching their offensive.
Why It Matters:
When it comes to Syria, it is always useful to explain who is fighting whom, and for what reason. To wit, here is a (very much) simplified state of play of what’s going on in Syria in October 2019.
Syrian strongman Bashar Assad has won Syria’s civil war, as his forces have recaptured much of Syria’s land. He’s now back in Damascus—a feat only accomplished with the backing of Russia and Iran—both of whom are looking to use Syria to expand their influence in the region. Turkey is no fan of Assad by any means, but their biggest enemy in Syria’s civil war are the Kurds, whom Turkey is worried will use the territory they’ve captured to establish an independent Kurdish state, which has long been the dream of the region’s 25 to 35 million Kurds, roughly 15 million of whom reside in Turkey. The U.S. (along with a broader coalition of Western countries) got involved in Syria under Barack Obama to fight back against ISIS—whose “caliphate” stretched across territory in both Iraq and Syria—but was always wary about putting too many boots on the ground, forcing it to work with whoever was most aligned with that mission while also not being a brutal dictator (Assad) or perennial enemy of the US (Russia/Iran). That happened to be Kurdish rebel forces.
Today, ISIS has lost virtually all the land it controlled at the height of its power. But that doesn’t mean it’s been 100% defeated, though Trump maintains that it has. Nearly 10,000 ISIS fighters from Iraq and Syria are being detained in Kurdish-led Syrian Democratic Forces (SDF) jails, and as many as 2,000 ISIS foreign fighters.
Trump feels that now that ISIS is no longer an immediate threat, he can begin to remove U.S. troops from the country and make good on one of his central campaign promises to bring U.S. troops home. But that also means allowing Turkey to come in and launch an offensive against a group of people that up until last week were US allies. It’s a controversial move—when Trump tried to remove U.S. troops from Syria last year, it prompted the resignation of US Defense Secretary Jim Mattis. But Trump is now desperate for political wins as impeachment hearings bare down. The backlash in the U.S. has been swift, and uncharacteristically bipartisan.
There are three main concerns that both Democrats and Republicans share over the move. The first is the precedent this sets for how America treats its allies; if this is how the Kurds are rewarded for being loyal partners to the US, who would willingly sign up to work with the Americans going forward? The second, and most immediate, concern is what happens to those ISIS fighters being kept in Kurdish-controlled jails—as more Kurds will be needed to fight over the Turkish offensive, the worry is that those jailed-ISIS fighters will have an easier time escaping, and potentially resuscitating an ISIS network that was gasping its last breaths. Third, is that the removal of US troops in Northeast Syria will eventually give way to the removal of the rest of US troops from the country (roughly 1,000 of whom are left), allowing Russia or Iran more influence, and ultimately resulting in a US. with less clout in the Middle East and more enemies.
What Happens Next:
Turkey wasted little time launching its offensive. When dealing with a world leader as mercurial as Trump, you have to move fast—just because you have an agreement with him on Sunday doesn’t mean it will remain in place till Friday, especially as the domestic political repercussions of those decisions start surfacing. Since Trump announced the move, he has been busy tweeting, which included threats towards Turkey to remain within “limits”, a clear sign that he is feeling the political heat back home. But at this point, facts on the ground have progressed too much for him to backtrack. Congress will attempt to impose sanctions on Turkey to arrest their progress, but they’re unlikely to make a difference.
For Erdogan, this military campaign is a chance for him to boost his flailing domestic approval ratings as he goes after Kurds, a reliable enemy for Turkish politicians. But there is not much long-term strategy behind the risky move—he could end up stuck there for months or years, hemorrhaging money and military resources. And all this assumes that ISIS isn’t revived, for which the US will now hold Turkey accountable—just this week, the White House released a statement saying “Turkey will now be responsible for all ISIS fighters in the area captured over the past two years in the wake of the defeat of the territorial ‘Caliphate’ by the United States.”
Turkey’s move into northeast Syria doesn’t just have to do with Kurds, though. Turkey is currently hosting approximately 3.6 million Syrian refugees (and getting paid $6.7 billion by the EU to do so), but their stay is increasingly unwelcome, especially as the Turkish economy is struggling. Erdogan has promised to relocate at least a million Syrian refugees across the border with the offensive, but that’s not very realistic—Turkey won’t be able to capture enough land, few refugees actually want to go back to an active warzone, and Turkey will face tremendous international blowback if it starts relocating Syrian refugees against their will.
As for the Kurds, they have already begun reaching out to other potential allies. Fighting ISIS is no longer their priority—survival is, and they know it’s impossible for them to repel Turkey without U.S. backing, and will accordingly pick their spots in engaging the Turks. To that end, they have already started looking to Moscow to possibly broker any kind of short-term agreement with Assad. Assad is wary of Turkey moving into Syrian territory he wants himself, and Moscow doesn’t want Turkey to be too successful lest it lead to a protracted military confrontation, jeopardizing the peace talks Moscow is busy trying to broker. But any agreement between the Kurds, Assad and Moscow will be short-lived as Assad and Moscow want that territory for Syria in the end, and Kurds still want their own homeland.
The One Major Misconception About it:
That the US has begun its inexorable march out of northeast Syria. There are three situations that could draw the US back into the region. First, if Turkish-Kurdish fighting spins out of control, resulting in significant Kurdish casualties that forces the US to step back in. The second is if there are any US casualties among the remaining forces on the ground in Syria. And third is if the fighting there is drawn out over months and U.S. public opinion comes to match current congressional outrage.
All of which is to say—Erdogan has to tread carefully, but not so carefully that this takes months or years to resolve. It’s a fine needle to thread.
The One Thing to Say About It at a Dinner Party:
Trump may have been doing this to score a victory with his political base as impeachment looms… but in the process ticked off the one group of people—congressional Republicans—he needs to stay in office. If this move really blows up in his face—if there is an uptick in U.S. casualties or ISIS suddenly resurges—it may be enough to cause some GOP senators to turn on him.
This is the problem with being all short-term tactics and no long-term strategy.
The One Thing to Avoid Saying About It:
The Syrian Democratic Forces, led by Kurds, called Washington’s move “a stab in the back.” Because what the US really needed right now was another group of heavily armed Middle Easterners steeped in warfare ticked off at them.
(BEIRUT)–– Syrian Kurdish officials say Turkish shelling has hit a prison holding Islamic State militants in northeastern Syria.
A video shared by the officials Friday shows a shell landing in the courtyard of what appears to be a prison facility in the city of Qamishli. Seconds later, a handful of men open doors and seem to be trying to leave.
An official with the mostly Kurdish Syrian Democratic Forces says some of the men in the video are security guards seeking to contain the escape and regain control of the prisoners. The official spoke on condition of anonymity because he wasn’t authorized to brief the media.
It was not possible to verify the attempted escape. But chaos and the ongoing assault have raised fears that the Turkish offensive on Kurdish-held northeastern Syria may undermine the security of over two dozen facilities where 10,000 IS militants are held. There are 2,000 foreigners among them.
The Kurdish officials said Turkish shells fell near another prison facility on Friday and Wednesday in Qamishli, which is only 2 miles (3 kilometers) from the Turkish border.
With the shakedown in Ukraine and betrayal of the Kurds in Northern Syrian, another foreign policy failure this past week almost went by without notice: the complete breakdown of talks between U.S. and North Korean diplomats on North Korea’s denuclearization.
The U.S. and the North Koreans have engaged in a negotiation of sorts since the spring of 2018 when President Trump accepted a proposal by Kim Jong Un to meet face to face. Trump’s willingness to meet was hailed in Northeast Asia as a courageous gesture to resolve the longstanding impasse over North Korea’s nuclear program. At the time, both South Korean president Moon Jae-In and Japanese Prime Minister Abe, in a rare display of agreement on anything, suggested that Trump was deserving of the Nobel Peace Prize for his courage in doing what no other sitting US president has been willing to do.
Three summits later which have included presidential trips to Singapore, Hanoi, and even a presidential walk across the demilitarized zone into North Korea itself, there is little indication that any progress whatsoever has been achieved in persuading the North Koreans that they can have a better future without nuclear weapons. At first, Trump’s approach was to engage in a grand bargain, a willingness to embrace the North Korean leader by lifting all sanctions against that country in return for complete denuclearization. Those grand thoughts have given way to a more incremental and much more familiar process of going step by step. But even that has yielded little in the way of concrete actions primarily because the North Koreans have essentially refused to meet any U.S. negotiator unless that negotiator is named Donald Trump.
Despite the notable lack of progress, President Trump has continued to make North Korea his signature foreign policy triumph, even suggesting he would have won the Nobel Peace Prize if the process had not been so – you guessed it – rigged.
On the positive side of the ledger, North Korea has indeed restrained from nuclear tests, and tests of long-range missiles. North Korea also released some US prisoners, hostages as Trump not entirely inaccurately described them, and agreed to restart the search for the remains of U.S. service members killed during the Korean war, a program halted by then Secretary of Defense Donald Rumsfeld in 2006 out of concern that too many fees were being paid to the North Koreans.
But on the crucial issue of ending their nuclear weapons program the North Koreans have been unwilling to discuss the matter or even to meet with US negotiators until last week.
On October 1, in the context of demanding new offers from the U.S. and threatening they may give up on the effort, North Korea announced that working level talks with the US would soon resume. As if to celebrate their announcement, the North Koreans followed up hours later with more tests of its newest generation shorter range, solid fuel missiles. It was a gross violation of UN Security Council resolutions, and an ominous one because this new generation of weapons appear to be intended for a new submarine force capable of firing off missiles at a moment’s notice. It gives U.S. military planners an entirely new and dangerous threat. President Trump and his ever faithful bulldog Secretary of State Pompeo (seemingly unperturbed by the various North Korean insults launched his way) have both downplayed the significance of the tests.
The two “working level” negotiating parties gathered on the outskirts of Stockholm at a remote conference center to explore some “new ideas.” It wasn’t pretty. After a few hours of discussions, the North Koreans abruptly announced they had had enough, and walked out, claiming the US had failed to follow through on anything new. They described themselves as very disappointed. While the North Koreans, with their customary charm called the talks nothing short of “sickening” and “nauseating,” the State Department spokesperson, Morgan Ortagus, took a somewhat more philosophical view, explaining to no one in particular that the two sides will not overcome 70 years of war and hostility in one day. The U.S. side suggested they gather in two weeks for another day of sharing new ideas, but the North Korean chief negotiator, Kim Myong Gil, brushed aside that suggestion and headed home.
President Trump desperately wants the process with North Korea to enter the win column, at least through the November 2020 elections, and would probably be content to keep the status quo even with the ominous new missile tests. The North Koreans have some incentives to keep things where they are, but the sanctions, the strongest ever arrayed against them, are clearly hurting and they need some relief. They seem willing to take their provocations further by the end of the year, possibly making good on their threat to end the process. As disastrous as last week was in Stockholm, both sides may have incentive to keep talking.
(MILAN) — U.S. consumers who appreciate the tang of aged Italian Parmesan cheese as an aperitif or atop their favorite pasta dish are stocking up ahead of next week’s tariff hike and as dairy producers in the two countries square off.
The Italian agricultural lobby Coldiretti said Friday that sales of both Parmigiano Reggiano and Grana Padano, aged cheeses with a distinctive granular quality that are defined by their territory of origin, have skyrocketed in the United States by 220% since the higher tariffs were announced one week ago.
The new tariffs — up from $2.15 per kilogram (2.2 pounds) to around $6 a kilogram — take effect on Oct. 18. Parmesan cheese is on a long list of EU products targeted by the Trump administration for retaliatory tariffs approved by the World Trade Organization for illegal EU subsidies to aviation giant Airbus.
Coldiretti says American consumers as a result will pay over $45 a kilogram, instead of $40 — which is expected to hurt sales in the U.S., the second-largest export market after France.
Nicola Bertinelli, president of the Parmigiano Reggiano cheese consortium, says the tariffs threaten the economic health of 330 small dairy producers in the area around Parma and the 50,000 people who work in the production supply chain.
“I believe that … Europe has understood that this is a commercial attack,” Bertinelli told The Associated Press this week.
The consortium produces 3.7 million Parmesan wheels a year, each weighing an average of 40 kilograms (88 pounds) and aged from more than 18 months to over 30 months.
Parmigiano Reggiano is produced in a defined territory from the Apennine mountains to the Po River from the milk of 250,000 cows raised in the same territory to earn its “protected designation origin,” a labor give to specialty foods from a specific geographic region.
The U.S. National Milk Producers Federation has welcomed the tariffs on the Italian cheese, saying U.S. producers have been improperly blocked from selling their “common name” Parmesan in Europe, contributing to a $1.6 billion dairy trade deficit with the EU.
The milk producers’ lobby said the use of “geographic indication,” like Parmigiano Reggiano, has been “abused” to limit competition of cheese imports from the United States into the EU. It argues that Europe should allow the “high-quality American-made foods” using common names to compete next to the products certified with “protected origin” names.
But Italy’s agriculture minister, Teresa Bellanova, vowed to protect Italian businesses against imports of what she sees as copy-cat products.
“Hands off our names, enough identity theft,” Bellanova said last week. “U.S. producers want to upend reality and use common names to sell their products in Europe. If their project is to sell fake Parmesan or mozzarella in Europe, we have to make clear it will never happen.”
After world leaders left September’s U.N. General Assembly with few commitments on fighting climate change, youth activists descended on the C40 Mayors summit in Copenhagen to demand action from the leaders of the world’s largest cities.
Many young people in Europe were inspired by Swedish teenager Greta Thunberg, who in 2018 began striking from school every Friday. Others, though, were pushed to action by the very visible effects of climate change in their own communities. Hilda Flavia Nakabuye, a 22-year-old Ugandan college student, has been protesting in Kampala since 2017 when she realized climate change was the cause of droughts affecting her grandmother’s ability to grow food. In February of this year she set up #FridaysForFuture Uganda.

I am missing my classes right now, the same way I have missed them for the last six weeks to create climate awareness. It’s not the first time climate change has kept me out of school. I once had to miss three months of school as my father wasn’t able to raise my tuition fees, because of climate change.
I am a victim of this climate crisis and I am not ashamed to say so.
After the massive effects of climate change in my home village — the heavy strong rains that washed away our crops and left the land bare, the constant dry spells that left the streams and wells dry — my parents had to sell off our land and livestock to sustain our lives. And when the money was over, it was a question of survival or death.
I am lucky that I am still surviving. I will not take this for granted because people are dying every day.
I made a decision to protect the only place I call home: Earth. And so I joined other young people all over the globe to protect our future. Through endless fights and sleepless nights, we hustle our way. Because this our future.
(WASHINGTON) — An “impulsive” decision by Turkish President Recep Tayyip Erdogan to invade northern Syria will further destabilize a region already caught up in civil war and puts America’s Syrian Kurdish partners “in harm’s way,” Defense Secretary Mark Esper said Friday.
Washington is “greatly disappointed” by the Turkish incursion, Esper said at a Pentagon news conference, adding that the invasion has damaged relations with Turkey, a NATO ally. It also has raised the prospect of losing control of thousands of captured Islamic State fighters.
Esper called on the Turks to halt their operation, but he told reporters that he has no indication they are willing to do so.
“To be clear,” Esper said, “we are not abandoning our Kurdish partner forces, and U.S. troops remain with them in other parts of Syria. The impulsive action of President Erdogan to invade northern Syria has put the United States in a tough situation.”
Speaking alongside Esper, Gen. Mark Milley said the U.S.-backed Syrian Kurdish military known as the Syrian Democratic Forces, is still guarding the camps holding IS prisoners.
Milley, the chairman of the Joint Chiefs of Staff, said the Turkish military operations across the border into Syria are “still relatively limited.” He also called on the Syrian Kurds to show restraint so that a diplomatic solution might emerge.
The remarks were the Pentagon’s most explicit criticism of the Turkish operation, which began Wednesday as a campaign against the Syrian Kurd-led militia that has partnered with U.S. forces over the past five years to fight the Islamic State.
A senior Turkish official in Washington suggested that the U.S. mediation offer would not be welcomed in Ankara due to Turkey’s opposition to negotiating with terrorists. The official, who was not authorized to discuss the matter publicly and spoke on condition of anonymity, said previous efforts to broker deals with the Kurds had failed because negotiating “will not change their basic motivation and will not change their tactics.”
The official reiterated that Turkey would halt the operation and withdraw its forces only after the border area is cleared of “terrorists” but would not stay in Syria “one more day than is necessary.”
The Pentagon had said before the operation began that the U.S. military would not support it, but it had not openly criticized the invasion. The U.S. pulled about 30 special operations troops out of observation posts along the invasion route on the Syrian border.
Turkey views elements of the U.S.-backed Syrian militia as terrorists and a border threat.
The U.S. has about 1,000 troops in Syria.
International aid agencies have warned of a humanitarian crisis, with nearly a half-million people at risk near the border.
In a written statement, the chief Pentagon spokesman, Jonathan Hoffman, said that in a phone call Thursday with his Turkish counterpart, Esper “made it clear” that the U.S. opposes the incursion.
Hoffman said Esper told Defense Minister Hulusi Akar that his government’s military actions “place at risk” the progress made to defeat the extremists, and Esper urged Turkey to stop its incursion.
Milley spoke by phone Wednesday with his Turkish counterpart to discuss the security situation in Syria. Details were not released.
The Turkish incursion has complicated U.S. military efforts in the region, even as Washington seeks to deter Iran from further attacks on Saudi Arabia following a drone and cruise missile assault in September that damaged key Saudi oil facilities. In response, the U.S. said it as deploying additional air defenses to Saudi Arabia.
Abiy Ahmed, the Ethiopian Prime Minister who engineered the end of a two-decade conflict with neighboring Eritrea, was named on Oct. 11 as the recipient of the 100th Nobel Peace Prize, for his efforts to “achieve peace and international cooperation.” Yet even though he had been one of the top bookie’s picks for the prize, it took a while for the news to trickle through to Addis Ababa, the Ethiopian capital.
Bethlehem Tilahun Alemu, the founder of Sole Rebels, one of Ethiopia’s best recognized fashion exports, was busy in her factory when she heard the news via a telephone call. “Dr. Abiy? The Nobel Prize?” Her broad grin was practically audible. “This is just amazing news. We love him for what he did with Eritrea, and it’s great that he is being recognized for it. Without peace, you can’t grow.”
The history of the Ethiopia-Eritrea war is dark and bloody. Over the course of 20 years, the two countries, brothers in culture and language, waged a vicious battle over land, politics and ideology. When war first broke out, in 1998, families that spanned both sides of the border found themselves split apart by violence. An estimated 80,000 died in the first two years of the conflict, cousins fighting cousins in what Eritrea called a war of independence. To the tribes that had historically occupied the border areas, it felt more like a civil war.
A brief peace prevailed in 2000, only to collapse a few months later into a protracted, low level border conflict that consumed soldiers and massive amounts of wealth from both countries, draining national resources and depriving the citizenry of funds better spent on development. Reuniting families was all but impossible. “It was like a wall,” says Hagos, a 24-year-old cart driver from the border town of Zalambesa, who grew up on the Ethiopian side even though his father was Eritrean.
It was Abiy who jumpstarted the peace process in June 2018, just three months after taking office. In a surprise move, he said he would hand a disputed border town over to Eritrea, in accordance with the terms of a long-neglected peace agreement from 2000. A few weeks later Abiy and Eritrean President Isaias Afwerki declared an end to the war between the two countries.
That same month, long dormant phone lines between the two nations were reconnected, and Ethiopians started calling random Eritrean numbers, just to say hello. Ethiopian Airlines resumed flights between Asmara, the Eritrean capital, and Addis Ababa. On a July 14 visit to Addis Ababa, Afwerki attended a state dinner, saying in a prepared speech: “Henceforth, anyone who says Eritreans and Ethiopians are two different peoples is one that doesn’t know the truth.”
On Sept. 11, the border was reopened, allowing thousands to be reunited with their loved ones. Hagos’ father had died in the conflict, but when he was finally able to meet the uncles and cousins he had never known, he says, “I didn’t feel like an orphan anymore.” Alemu, whose mother was Eritrean, flew with her family to Asmara to meet cousins for the first time in 20 years.
Peace between the two countries, while welcome, moves slowly. And domestically, Abiy’s tenure as prime minister has been rocked by eruptions of ethnic violence even as he pushes for national unity. “[His] hardest challenges lie ahead,” said William Davison, Crisis Group Senior Analyst for Ethiopia. Afwerki, meanwhile, still presides over one of the most repressive states in the world, accused of major human rights violations and charged with using military conscription as a cover for forced labor in Eritrea —one of many reasons, perhaps, that he was not invited to share the award with Abiy.
The border town of Zalambesa, where Hagos drives his pony cart, is periodically closed to all but Eritreans returning from Ethiopia, and even those numbers are but a trickle, as few Eritreans are allowed the necessary papers to leave. Still, as an example of how even the most deeply entrenched foes can bridge a seemingly unassailable divide, Abiy’s unprecedented push for peace is reason for hope.

Bibek Debroy, Chairman of the Prime Minister's Economic Advisory Council, has said in an interview to Karan Thapar that the government will miss the fiscal deficit target of 3.3 per cent set in the Union Budget.Debroy said it's hard to say by how much it would be missed, but he made it clear that there was no doubt that the fiscal deficit target would be missed. Since the rate of growth of the economy was declining, and was less than what was envisaged when the Budget was announced, it automatically follows that the fiscal deficit will rise and the 3.3 per cent target will be breached, Debroy explained. Debroy also said that it was likely that income tax rates would be cut and we could see a fairly substantial reduction. While he didn't say if this would happen in the next Budget, he did say that the logic of the corporate tax cut, announced last month, suggested that it could.Debroy said that he believed the overall growth in this financial year would be "around 6 per cent". As he put it, it could be a fraction higher or a fraction lower than 6 per cent. He said that the widespread slowing down of the international economy was dragging down India's potential growth which otherwise would be higher. When he was asked if this meant he did not agree with Niti Aayog Vice Chairman Rajiv Kumar's claim that growth in the second half of this year would be higher than 7.5 per cent, Debroy refused to answer, saying that this question should be put to Kumar.Debroy also said that he believed the manner in which the Goods and Services Tax (GST) has been implemented was a major factor in the slowing down of the economy. He said it was impossible to statistically say what percentage of growth has been affected by GST, but he made it clear that in his mind there was no doubt that GST was a major cause of the slowdown.Debroy also said that this was the right time to abolish the 0 and 28 per cent rates and to reform the rate structure to three slabs, "for example, 6 per cent, 12 per cent and 18 per cent". He also said all exemptions should be ended. On asked whether this might be risky in the present environment when GST collections are at a 19-month low, Debroy said that, in fact, this was the right time to do it.Debroy also said that the recently announced corporate rate tax cut would not have a direct or very substantial impact spurring investment and there was need for the government to announce other measures to stimulate demand. He added that he expected to see several such measures announced by the government between now and the Budget in February, but refused to discuss what they ought to be.
Conceding that GST may have some flaws in its present form, finance minister Nirmala Sitharaman on Friday asked tax professionals not to curse it and sought their help to make it better.The minister was replying to the concerns raised by taxation industry professionals here, who said the industry was "cursing" the government over how the GST was implemented.Billed as the biggest reform in indirect taxation, the goods & services tax, which does away with a host of levies from the federal to the local government levels, was implemented in July 2017.On several stakeholders "cursing" GST, Sitharaman even objected to a person who raised the question, and asked him not to damn the law which was passed by Parliament and all the state assemblies."After a long time, many parties in Parliament and in state assemblies worked together and came up with the Act. I know you are saying this based on your experiences but suddenly we cannot call 'what a goddamn structure it is'," the minister said.She interacted with people from industries, chartered accountants, company secretaries and many other stakeholders in the financial sector.Stating that it has been only two years since GST was implemented, she said she would have wished the new structure was satisfactory from day one.She also said she wants all stakeholders to give some solutions for better compliance. "We cannot damn it. It might have flaws, it might probably give you difficulties but I am sorry, it is the law of the land," she added.BM Sharma, a member of the Cost Accountants Association, later explained why he said what he said. "I said that the objective of GST was to ease of doing business, reduce tax complexities, rationalise 13 taxes, and reduce litigation and corruption. But the same is not being achieved due to several problems and industries and professionals are complaining now," he said.As Sharma suggested some solutions, the minister asked him to meet her in Delhi.Earlier during a presser, when asked about the low GST collections, minister attributed it the difficulties due to weather-related disasters and also poor compliance."Yes, GST collection in some areas has not been strong enough. Various districts in Maharashtra, Karnataka, Himachal, and Uttarakhand were flooded and we had to postpone filing returns from these areas," she said.She also said the revenue secretary has already formed a committee to indentify where collection has not been adequate as per our expectation."We have some reports on how in some cases evasion has happened. The committee will look into how this can be plugged and if there has been any under-invoicing," she said.
The Reserve Bank of India on Friday has overhauled the daily reporting system at cooperative banks after the collapse of Punjab and Maharashtra Bank following the uncovering of Rs.4000 crore fraud at the Mumbai based cooperative bank. In a circular addressed to the chief executives of all cooperative banks, the Reserve Bank has asked all such lenders to replace the existing system of email-based reporting at the branches to a web-based central system. This will make use of RBI's Central Information System for Banking Infrastructure (CISBI) which is an online portal that presently allots Basic Statistical Return (BSR) code to branches and offices of all banks."Consistent with the needs of branch licensing and financial inclusion policies as well as the need for requisite coverage of additional dimensions/features, a new reporting system, viz., Central Information System for Banking Infrastructure, has been web-deployed to replace the legacy MOF system," the central bank notification said.These banks have been given a period of a month to notify the regulators of the extent of compliance. Under the new system, all co-operative banks are required to submit their information in a single proforma online on CISBI portal, as compared with the earlier system of submitting separate documents with information about daily business activity at the bank through e-mail, according to the RBI notification.On September 26th, the Reserve Bank had placed PMC under section 35A which froze all deposits held at the bank to a withdrawal limit of Rs.10000 for a period of six months. In the weeks subsequent, a charge sheet was filed against the top management of the bank and the promoters of HDIL, the shadow bank to which the bank had allegedly diverted Rs.4355 crore of funds. After a mass outcry by the depositors following the implosion of the fraud, the Reserve Bank subsequently increased the withdrawal limits to Rs.25000.The police have so far arrested HDIL promoters Sarang and Rakesh Wadhawan, the bank's former chairman Waryam Singh and former managing director Joy Thomas in connection with the case. They have also issued 17 look-out circulars, a dozen of which are against the erstwhile directors of the bank.The central bank has already migrated all the past information of these lenders to CISBI, it said. They have also provided the nodal officers at these banks the login credentials using which they can access the new system."All co-operative banks should submit immediately and in any case not later than one week, the information relating to opening, closure, merger, shifting and conversion of bank branches / offices / NAIOs / CSPs online through the CISBI portal," according to the central bank notification."After the initial submission of information on CISBI portal, a one-time confirmation stating that 'Correct and updated Bank-level information has been submitted on CISB' shall be sent by banks to the concerned Regional Office of Department of Co-operative Bank Supervision within one month of issuance of this circular."
MUMBAI|KOLKATA: Reliance Jio Infocomm has started offering 30 minutes of free talk time to pacify customers unhappy about paying for calls made to other networks in an attempt to protect its subscriber base.The limited-period offer — being made through messages to users recharging their packs — came less than 48 hours after Jio announced it will start charging for calls made to subscribers of other telcos to account for a 6 paise a minute termination charge it pays to rivals. "Customers will get free talk time of 30 minutes the first time they recharge their phones. This one-time offer will be available for the first seven days from the date the plan was announced," said a person aware of the development. "This is a handholding exercise to help a smooth transition for subscribers."Jio, which announced the charge on October 9 with immediate effect, did not respond to ET's queries.Bharti Airtel and Vodafone Idea swiftly swung into action to lure customers disgruntled with the Mukesh Ambani-owned telco's decision. The move had prompted sharp criticism on social media, mainly on micro-blogging platform Twitter. Many users reminded Jio of its promise of free lifetime voice calls when it started providing services three years ago and threatened to port out.Soon after Jio's October 9 announcement, the hashtag #boycott-Jio started trending on Twitter. We truly mean it."On Thursday, after the initial backlash on social media, Jio, through senior executive Umesh Upadhyay, issued an eight-minute video on the platform to explain why the charge was levied.The telco said interconnect usage charge (IUC) was supposed to be brought down to zero from 6 paise a minute from January 2020, but the regulator's recent move to seek views on deferring the zero-IUC regime had created "regulatory uncertainty" and "compelled" it to levy the charge, equal to the amount payable for voice calls to other telcos.Several Twitter users responded with their own videos, mocking Jio's move and reasoning.According to India Ratings & Research and CARE Ratings, the recovery of IUC will benefit Jio and help reverse a trend of falling average revenue per user (ARPU). However, it could also discourage users from calling subscribers of other telcos, resulting in lower voice traffic and limiting operating profit growth to 8-10%.

Some of the big names that plan to miss the February 2020 event — it's held every two years — include Honda Cars, Hero MotoCorp, Ashok Leyland and BMW. The muted enthusiasm is in keeping with the slump in auto sales. For the public, there are few surprises to be had, with many new models already launched or displayed in detail online.However, new entrants such as Kia and MG Motor, are attending. Then there's the return of Volkswagen, Skoda and Great Wall Motors, China's biggest maker of SUVs and pickup trucks. They will occupy about 3,500 sq ft each, similar to the area that Maruti Suzuki, India's biggest car maker, will use for its displays. Hyundai Motor India will also be attending.Others that won't be attending include Ford and Fiat Chrysler. Top Truck Cos Staying AwayNissan is said to be deliberating its options. In the luxury car space, Mercedes-Benz and Lexus are the only participants in the coming edition.At this time of the year, almost all of the space is typically booked up, but not this time. MUMBAI: Air India management has called a meeting of its trade unions on Monday to discuss the proposed privatisation, which they have been opposed to and term as fraught with "disastrous" consequences, a source said on Friday. The meeting has been called at the airline's headquarters in New Delhi, the source said. The development comes amid the government mulling to issue a preliminary information memorandum (PIM) early next month, which will lay the road map for its exit from the core aviation business. "Air India chairman Ashwani Lohani has called a meeting of all trade unions, including of the pilots, engineers and officers on Monday in New Delhi to discuss the issue of privatisation," the source privy to the information told . This would be the second meeting between the airline management and its trade unions over the contentious issue of privatisation in the last three months. These unions are Air Corporation Employees Union, Air India Employees Union, Indian Airlines Technicians Association, All-India Aircraft Engineers Association, Indian Commercial Pilots Association, Indian Pilots Guild, Air India Aircraft Engineers Association, Air India Cabin Crew Association, Air India Engineers Association, Aviation Industry Employees Guild, All-India Service Engineers Association and United Air India Officers Association. The unions have vehemently been opposing the privatisation bid on the ground that such a move will lead to massive job losses. Air India's largest union, Air Corporation Employees Union (ACEU) had at its executive committee meeting in Hyderabad earlier this month, decided to launch a "united struggle" against privatisation bid which has already failed twice in the past. "The decision (to privatise Air India) taken at the political level is fraught with disastrous consequences both from the point of view of the civil aviation sector as well in the interest of nation," the union had informed its members, adding they fear that the government wants to sell the airline to a private party "for a song".

Analysts argue that the macro-economic growth is not showing up in corporate profitability, and then they go on to analyse in details what may be the probable reasons.The primary reason of this discussion is the weak growth in Nifty50 earnings, which expanded just 5 per cent between FY12 and FY19 based on reported numbers.For starters, the Nifty50 is a broadbased stock market benchmark, representing approximately 60 per cent of total market capitalisation.Hence any analysis of Nifty50 earnings is viewed as a proxy to analysing the performance of corporate India.The problem with this analysis is that it is driven by a particular optical anomaly caused by a basic arithmetic associated with index numbers.So, what's the mystery behind this slow growth in Nifty50 earnings?Before we start the discussion, here's an important note: the index providers are accurate in the way they calculate the index earnings. What we are highlighting is the fallacy in its interpretation by investors.Hypothetical Index:Let's start by constructing a hypothetical index, which has just two constituents: a bank, which normally trades at 10 times P/E (price-earnings multiple), and an FMCG company, which normally trades at 50 times P/E.The index earnings shall be aggregate profits of both companies. The index market capitalisation shall be aggregate market capitalisation of the two.In the base period, FMCG company has a net profit of Rs 10 crore and the bank has net profit of Rs 50 crore.Case 1: Index Earnings Growth is weakOur index looks like this in the base period: 71537483 One year later, let's assume the FMCG company's profit grows 50% and the bank's profit stays flat. Then our index would look as follows on a one-year forward basis: 71537578 Now, carefully note the changes in the index parameters.One constituent (FMCG stock), which has 50 per cent initial weight in the benchmark, grew earnings at 50 per cent, but the overall index earnings grew just 8 per cent. Case 2: Index Earnings Growth is strongThe base period, remains the same: FMCG company has a net profit of Rs 10 crore and the bank has net profit of Rs 50crore.Our index looks as follows in base period: 71537579 One year later, let's assume the FMCG company's profit stays flat, while bank's profit grows 50%.Then our index would look as follows on a one-year forward basis: 71537580 Now, carefully note the changes in the index parameters.One constituent (the bank stock), which has 50% initial weight in the benchmark grew earnings at 50%, producing an index earnings growth of 42%.Thus, we can draw the following conclusion from the above hypothetical example:If high PE companies are growing earnings at a faster pace than low PE ones, the index earnings growth would appear abnormally weak, as was the case in Case 1.If low PE companies are growing earnings at a faster pace than high PE ones, the index earnings growth would appear abnormally strong, as was the case in Case 2The reason this anomaly occurs is because higher PE companies have a lower weightage in index earnings and vice versa.Nifty50 Earnings Growth: 71537581 Now let's look at the actual data for Nifty50 in relation to above analysis.Between FY12 and FY2019, 19 of Nifty50 components commanding relatively higher PE multiples and having a cumulative weightage of 48 per cent grew at 15.6 per cent, while the remaining components commanding lower PE multiples grew just 5.7 per cent. This caused the overall Nifty50 Index earnings to grow at 8.6 per cent (similar to Case 1 in our hypothetical example).This was lower than simple average of both; high PE and low PE buckets' growth of 10.4%.Growth Impact due to constituent changes:Since the index constituents keep changing due to regular updates by the index provider, index earnings in the base period may be an aggregate of very different constituents than that ones existing currently. Thus, when we look for growth rates, we may be comparing apples with oranges.The following table highlights the divergence in Nifty50 earnings based on actual constituents and the one based on constituents as on March 31, 2019: 71537614 Thus, based on unadjusted, reported constituents, Nifty50 earnings grew at a CAGR of just 4.8 per cent from FY12 to FY19.This is the headline number we keep hearing from strategists and investment analysts.However, adjusted for constituents (taking the same members of Nifty50 as of March 31, 2019 through the entire period of FY12 to FY19) the like-to-like Nifty 50 earnings grew 8.6 per cent.The Summary:-1. The index earnings growth appears low if it is driven by high PE companies and vice versa.2. A total of $11.1 billion flowed into bond funds in the week to Wednesday as investors dumped stocks amid a "bearish paralysis" on Wall Street, Bank of America Merrill Lynch said on Friday. Investors pulled $9.8 billion from equity funds during the week as they remained cautious against an uncertain global backdrop caused by the United States-China trade war, the threat of impeachment against US President Donald Trump, Brexit and the risk of recession, the bank said, citing EPFR data. US stock funds were hit with "moderate" outflows, with $6.2 billion exiting, the bank said. Reflecting the bearish sentiment, $322 billion had flowed into money market funds in the past six months, the largest inflow since the second of half of 2008, when a global financial crisis erupted and US investment bank Lehman Brothers collapsed. Fears of a recession are emerging again, fuelled in recent days by dire US manufacturing data and a sharper than expected fall in German exports in August. The bank's "Bull & Bear" gauge of market sentiment ticked up to 1.3 from 1.2 the week before, indicating an "extreme bearish" outlook, the bank's strategists said. "We are 'irrationally bullish' driven by bearish positioning, desperate liquidity easing, and 'irrational contagion' from bond bubble to equities," the bank said.
Local search service JustDial was found to contain a security flaw, through which a user account could potentially be hacked, but the company managed to rectify it in a day.A cyber security researcher, Ehraz Ahmed, uncovered the vulnerability, which was first reported by moneycontrol.com.Ahmed wrote in a blog post that one of JustDial's internal APIs potentially allowed a hacker to log in to a user account bypassing the phone number.The flaw could then return an access token, system ID (SID) and user ID (UID).Using the SID, the hacker could access various accounts of the user. Besides, the UID would allow the hacker to post on the user's profile."Hackers and telemarketers can mine the data of JustDial by automating a script using a phone number dump found online," Ahmed wrote."The hackers can also access your Justdial Pay account and receive funds on your behalf by entering their bank account information in the Bank Details Settings, but they cannot transfer the funds as it requires them to have access to your bank account/UPI code," he said.Ahmed, who also shared a video demonstrating the flaw, told ET that the company had fixed the flaw within a day.In a filing to the BSE, JustDial acknowledged the vulnerability and said it could potentially be accessed by an expert hacker to gather basic user information. The company said the flaw had been fixed and that there was no theft of data or financial loss to the company, its users or customers.The company claimed it had 156 million unique users as of June 2019.Earlier in April, ET had reported that a breach led to the data leak of more than 100 million users at JustDial, including names, email ids, mobile numbers, gender, date of birth and addresses. Pasta is a classic Italian dish that is delicious and simple to make. Using a pasta maker is an easy way to make fresh noodles to enhance your pasta dish. By preparing your dough and making your noodles thin enough to cook, you can use your pasta maker like an expert and create beautiful dishes for your friends and family to enjoy.
Divide your dough into 4 even pieces. Your pieces should be roughly the size of a handful so that it will be able to fit in your machine. Your dough should be freshly-made and have rested in plastic wrap at room temperature for around 20 minutes. You'll only be working with one piece of dough at a time, so you can keep the remaining 3 wrapped in plastic so that they don't dry out.[1]
The best tool for this is called a "bench scraper," which is a flat scraping tool. You can also use a large knife.
You should make your dough right before you start using your pasta machine so that your noodles are fresh and taste the best.
Flatten your dough into a rectangle shape to prepare it. You can spread out your dough piece into a rectangle shape that's about as wide as your pasta machine's opening. Use the heel of your palm to gently knead the dough into shape. Keep your dough about thick and don't spread it out too much. This step is to get your dough ready for the machine, not to make it thinner.[2]
You should just use your hands for this step. A rolling pin will flatten out the dough too much.
Dust your piece of dough with flour. You'll want to flour your dough every time you feed it through your machine. Flouring it also makes your dough easier to work with and less sticky. Don't be afraid to cover your hands in flour too so that you can grab the dough without sticking to it and tearing it.[3]
Clamp your machine to your counter, table, or cutting board. Make sure your pasta machine is attached to a secure surface, and that you have enough room to turn the crank. Set the opening of the machine to the widest setting, usually called number 1 on most pasta machines.[4]
Make sure to read the manual on your machine before you start using it, so you are aware of all safety regulations and precautions that you need to take, like setting up attachments and anchoring your machine properly.
Feed the first piece of dough through the roller. Starting with one of the shorter sides of the rectangle that you made, slowly insert your dough into the pasta machine while turning the crank. Use your crank slowly and steadily, as you want your dough to be evenly spread. Try not to turn the crank too fast or force it to turn, because this can damage your machine. Be sure to catch the dough before it falls onto a hard surface so that it maintains its shape.[5]
It may be helpful to have a friend turn the crank while you feed the dough through the machine, or vice versa.
Fold your dough into thirds to make it shorter. Take each end of your dough and fold it toward the middle, creating a smaller rectangle out of it in a kind of envelope shape. Press lightly on the top of the dough to stick each layer together, but not so hard that it changes the shape of the dough.[6]
Sprinkle flour on your dough each time it comes out of the machine. You'll want to keep your dough from sticking to the machine or your hands, so you need to dust it in flour each time it comes out of your pasta machine. You can dust both the dough and the surface around it with a light coating, just enough to keep it from tearing or sticking.[7]
You can also keep your hands coated in flour to make sure the dough doesn't stick to you as you handle it.
Put the dough into the machine about 5 more times. Keep folding your dough into thirds and flouring it each time before you put it into your pasta maker. This will make your dough thinner each time it goes through. Make sure to grab the dough with your hand each time it leaves the machine so it doesn't fall onto a hard surface.[8]
You should keep your machine on the largest setting for the first five pass-throughs so that your machine doesn't clog with dough that is too thick.
Turn your machine to a thinner setting for a thinner dough. Depending on how thin you want your noodles to be, you can turn your machine to a smaller setting as you put your dough through the machine each time. Check with the recipe that you are using to decide how thin you would like to make your dough.[9]
Create the noodles with your pasta maker's attachment. You can use an attachment on your pasta machine to cut your dough into a noodle shape. This attachment will look different based on what type of pasta you are trying to make. Attach this to your machine based on the manual's instructions, and feed your dough into it, catching it with your hands before it hits a counter or table.[10]
To make stuffed pasta, you should cut your dough by hand with a knife, and not with your machine. That way, you can have a decent sized pasta piece to place your filling in.
Repeat these steps with each piece of dough that you have. After you've made noodles out of one piece of dough, you can repeat the process with the rest of your dough to use it all up. Once all your noodles are made, you'll want to cook them right away so that they don't dry up and become hard.[11]
You can keep your noodles that are already made on a drying rack or a baking sheet covered with parchment paper.
Dusting your noodles with cornmeal will help keep them from sticking together.

Math and physics both rely heavily on learning and using formulas. Work to memorize the most commonly used ones, and understand how to apply them.

If you hate math, engineering is probably not the right career for you.
Develop problem-solving skills to enhance critical thinking abilities. A career in engineering will be based on solving problems, whether that means figuring out how to design a safer bridge or figuring out safety procedures for dealing with chemicals. The sooner you begin thinking like a problem-solver, the more successful you'll be. Learn to figure out answers for yourself and avoid relying on others to tell you what to do.[2]
For example, maybe you're stumped by your calculus homework. Spend some time working it out for yourself. You could try using a different way of applying an equation, perhaps.
This doesn't mean that it's not okay to ask for help. It is! But stretch yourself by trying to find the answer yourself first.
Choose the field of engineering that interests you. There are several different types of engineers. Spend some time thinking about what kind of job you want and then choose your specialty based on that. You can ask your academic advisor to go over the different options with you. Some of the most common fields include:[3]
Civil engineering. This career involves planning and completing infrastructure projects, such as highways and bridges.
Electrical engineering. The focus in this field is inventing and improving the electrical functions of machines like cell phones and cameras.
Mechanical engineering. These engineers invent, make, and improve items like seat belts, refrigerators, and elevators.
Chemical engineering. People in this field work on safely using chemicals and finding new ways to use them.
Software engineering. Software engineers apply math and the principles of computer science to improve and create things like games and computer operating systems.
Take a variety of engineering classes for supplemental knowledge. Obviously, you'll spend a lot of time taking classes in your concentration. But make sure to save some time in your schedule to take other engineering classes, too. In engineering, it's not just the subject matter that is important. It's also useful to learn how other engineers approach problems.[4]
For example, if you are studying mechanical engineering, it might be helpful to include some classes in civil engineering. These fields overlap sometimes regarding the components of buildings.
Take courses outside of engineering to broaden your skill set. Like most careers, engineering requires a wide variety of skills. Seek out classes that will enhance your work as an engineer.[5]
Try taking a visual design class to learn how to better display your ideas visually. A writing class can help you convey your thoughts and ideas in a compelling manner.
Attend every class and sit near the front. Engineering courses are challenging and often cover a lot of material in each class session. In order to succeed, it's important to be present in class (both physically and mentally). Show up on time and be ready to pay attention and concentrate.[6]
Sit where you can see the materials presented and where you can easily hear the professor.
Ask questions during class if you don't understand the concepts.
If you have to miss class, borrow the notes from a classmate.
Get a good night's sleep before the lecture. Being well-rested makes it easier to concentrate.
Do the reading before class to feel prepared. Read the entire chapter or section before the relevant lecture. This will help you understand what the professor is talking about. It's also a good way to identify potential questions that you would like to ask during class.[7]
Make sure to take notes as you read. You can jot down helpful examples and make note of anything you don't understand.
Take good notes so that they are useful to you later. Write down any formulas that your instructor indicates are important to know. But take care to write down more than just the math. Your notes should also include information about how to apply the math and the logic behind it.[8]
Don't worry about trying to scribble down every single word the professor says. Instead, focus on concepts they emphasize, repeat, or spend a lot of time talking about.
Ask your instructor if they post PowerPoints online. If they do, you can annotate them with your own notes.
Keep a separate notebook of important information for easy access. There are some key concepts and formulas that you will use in multiple classes. Copy these in your regular notes, but also write them down in a separate notebook. That way, you can easily find all of your most important information.[9]
Develop a relationship with your professor so they can help you. Many students feel intimidated by their professors. But try not to be! They are actually there to help you. Take time at the beginning of the semester to introduce yourself to the professor. That way, they will know who you are if email them with a question.[10]
Take advantage of office hours. Professors set this time aside to meet with students, so make it a point to stop by and get help when you need it.
Form a study group at the beginning of the semester. Ask some other students in your program or in your classes if they want to join your study group. Study groups are beneficial for all students, but they're especially helpful for engineering students. Some of the benefits of working in groups include:[11]
Learning new ways to approach the material
Exposure to creative problem solving
Experience working with a team, which most engineers do
Having a more enjoyable time studying
Teach the material to someone else to master it. This is considered one of the best ways to retain information. Being able to teach something means that you really understand the material. Practice teaching someone else how to use a formula, for example. Go over the material until your "student" has a good understanding. By that point, you'll likely be very confident with your own understanding.[12]
This is a great activity to try in your study group.
Copy your notes to review the material. Writing things down helps you retain the information. Every 2-3 weeks, copy the notes that you have taken while reading and attending lectures. Each copy should be a little shorter. As you become more familiar with the material, you won't feel like you have to write down every single detail.[13]
Each time you copy your notes, write a 1-2 page summary of the information. You can use that to review for tests.
Give yourself plenty of time to study for tests and prepare projects. Don't try to cram the night before an exam. You'll end up feeling stressed and exhausted. Instead, make it a habit to review the material each week. You can then add some extra hours to study each day during the week prior to the exam.[14]
Similarly, don't wait until the night before a project is due to start working on it. As soon as your professor gives you an assignment, figure out how you are going to approach the topic.
Add material to your presentation over time, and refine it as necessary. All you'll have to do the week before it's due is to give it a polish!
Read each test question carefully and check your work. When you're taking a test, make sure to take time to look at the entire question. This can prevent simple mistakes. Neatly show your work for each problem. Not only will you get partial credit, but your instructor will be able to give you better feedback if they can see where you went wrong.[15]
Start with the easy questions first. That can help you feel more confident about the rest of the exam.
Seek out internships to gain experience. Start looking for summer internships early in your academic career. Internships indicate that you are motivated and a hard worker, traits that will make you attractive to potential employers. Internships can also help you figure out what kind of career you would like to have.[16]
Talk to the career center at your school, or your advisor or program director for advice on finding an internship.
Develop a group of mentors that can advise you. Corporations have boards of directors that provide advice and direction. You're not a corporation, but you can also gather a group of people that can do the same for you. Forge relationships with your professors and mentors and ask them for advice.[17]
You can also learn a lot by talking to more advanced students.
If you have a family friend that works in engineering, ask if you can pick their brain.
Attend extracurricular events to stay current in the field and meet people. Engineering is a field that changes regularly. It's important to stay up to date on trends and new developments. Make it a point to attend any lectures that relate to your field that are sponsored by your college or community. You can also meet new contacts to add to your network at such events.[18]
You can also join a networking group on campus. That will allow you to meet other engineering students and alumni in your field of study.
Chai lattes are a delicious take on traditional chai tea. Similar to a latte made with espresso, the chai latte combines frothy milk with a concentrated brew of spiced tea. Making your own chai at home is easier than you might think, and it allows you to customize the spices and toppings to your liking. Chai lattes are perfect for cold winter days or as a delicious after-dinner treat.
Combine all the spices in a small saucepan. Add 1 crumbled cinnamon stick, 1 tsp (1.8 g) of whole black peppercorn, 5 cloves, and 3 cracked green cardamom pods to the saucepan. Stir the ingredients together with a wooden spoon.[1]
You can mix and match spices to suit your tastes. Other popular spices used to make chai include fennel seeds, coriander seeds, and star anise.[2]
Toast the spices over medium heat for 3-4 minutes. Continue to stir the spices as they cook. This will prevent them from burning, which can ruin the flavor of your chai. The spices are done toasting when they're fragrant.[3]
Add of thinly-sliced ginger and of water. Stir these ingredients together with your other spices in the saucepan using the wooden spoon.
Using fresh ginger adds a note of sweetness to the spice in your chai. In traditional Indian masala chai, ginger is sometimes the only spice used.[4]
Lower the heat to a simmer and brew the mixture for 5 minutes. Let the spices integrate into the water and mix together. You can help speed this process up by continuing to stir gently while it simmers.[5]
Remove the pan from the heat and add 1 tbsp (6 g) of loose-leaf tea. Stir the tea into the mixture thoroughly with the wooden spoon to help it mix with all of the spices.
The most commonly used teas for chai lattes are assam and ceylon. However, you can also use English breakfast or another black tea.[6]
If you don't have loose leaf tea on hand, you can use 3 tea bags instead.
Cover the pan and steep the tea for 10 minutes. Try to avoid lifting the lid while it steeps. This prevents steam and heat from escaping.
For a stronger, more flavorful chai, you can choose to leave the tea to steep for longer.[7]
Strain the tea into a teapot and cover it with a tea cosy to keep it warm. Replace the lid of the teapot and cover it with the cosy as quickly as possible after straining the tea to keep it hot while you froth the milk.[8]
If you don't have a teapot available, you can use a thermos or other insulated container.
Substitute a couple of clean kitchen towels for a tea cosy if you don't have one available.
Pour of whole milk into a microwave-safe jar. Leave the lid off the jar, and make sure there is no metal anywhere on the jar before putting it in the microwave.[9]
Full-fat milk is traditional, but you can also use low-fat milk, almond milk, soy milk, or any other type of milk you like.
If you don't have a suitable jar on hand, you can use a bowl or other microwave-safe container instead.
Microwave the milk on high for 30 seconds, or longer if necessary. Depending on your microwave, you may only have one heat setting. If the milk isn't hot when you take it out of the microwave, put it back in for 15 more seconds.[10]
Always use caution when handling hot liquids. Be careful not to spill the milk when you remove it from the microwave and use an oven mitt or towel if the container is too hot to touch.
Pour the milk into a thermos or other insulated container. Screw on the lid, making sure it's nice and tight.[11] The thermos will keep the milk warm while you froth it.
Shake the milk for 30-60 seconds to froth it. The longer and more vigorously you shake the milk, the frothier it will be.[12] When it's ready, the milk should appear foamy and whipped.

Pour of tea into each mug from the teapot. Don't fill the mugs too high with tea, as you need to leave space for the milk and any toppings.[13] Use caution when pouring the tea, as it should still be very hot.
Add of frothed milk to the tea. Fill the remainder of the mug with the frothed milk from the insulated container.[14] Remember to leave a bit of extra space if you plan on adding whipped cream.
If you have an especially large or small mug, you may need to adjust the amount of tea and milk you pour. But try to keep the ratio roughly the same.
Add honey, maple syrup, or whipped cream for a sweeter flavor. Depending on how you like your chai, you may want to sweeten your latte.[15] Use a small amount of sweetener to begin with, as the chai will already be flavorful due to the spices. You can always add more if you decide you want it sweeter.
You can also add a sprinkle of brown sugar for added sweetness and texture.
Sprinkle ground cinnamon and/or nutmeg to taste. This adds a bit of extra flavor and spice to your latte as a finishing touch.[16] Once you're done adding your toppings, all that's left to do is enjoy your delicious chai latte!
Succulents are beautiful plants that can add some pizzazz to your garden or home. They have a reputation for being a fairly hardy plant, but they do require some specific conditions when growing. For instance, they need well-draining soil because they don't tolerate wet roots well. You can plant succulents in containers or in the garden, but either way, take care to make sure your plants are happy and healthy.
Pick a shallow terracotta container with drainage holes. Terracotta works well for succulents because it's porous, allowing water to seep out through the pot.[1] A shallow pot is fine because succulents don't have deep roots, but if you get a taller pot, it's not a huge issue.[2] In fact, a tall pot can be good if you get a lot of rain, as it provides more space to draw the water from the succulents' roots.[3]
Succulents will not tolerate standing water, so if your container doesn't have drainage holes, you'll need to drill some.
Keep in mind that the succulent will be contained by the size of the pot. That is, if you choose a big pot, it will get much bigger, but if you keep it in a smaller pot, it will generally stick to that size.
Fill the container two-thirds full with a potting mix made for succulents and cacti. Succulents do best with well-drained soil. Find a pre-mixed potting soil labeled for succulents and cacti, which should serve your plants' needs well. Typically, it will have a higher percentage of inorganic material like perlite, pumice, or crushed lava than a regular potting mix.[4] Put a paper towel or mesh in the bottom so the soil doesn't spill out of the drainage holes, and then fill the container up about two-thirds of the way.[5]
If you can't find one specifically for succulents and cacti, pick one that's labeled "fast" or "quick" draining.
To make your own mix, combine 50% regular potting soil and add 50% crushed lava, perlite, or pumice.
Plant your largest succulent in the center and smaller ones near the edges of the pot. Take the largest plant out of the small pot it came in and nestle it in the center of the container. Arrange the smaller plants around the bigger one, grouping similar plants together. Don't dig holes; just set the plants on top of the soil.[6]
However, don't overcrowd the pot. Give the succulents some breathing room so they can get the nutrients they need to thrive. Allow at least between plants.
Group succulents together that have similar growth requirements. For instance, put ones together that require the same amount of sun or that are from the same region, meaning they grow in similar conditions.
Add soil around the plants and pebbles on top. Once you have an arrangement you like, use a small shovel to spoon more soil in the spaces around the plants to keep them stable. Fill in the area around the base of each plant.[7]
To help keep the soil in place, pour crushed rocks or small pebbles on top. This also helps keep the base of your plants drier.
Pick succulents that can handle the winter if you live in an area with cold spells. Unless you live in a year-round warm climate, you'll need to choose plants that tolerate the cold. Agave and yucca are good choices for outdoor gardens and will do well in many climates.[8]
Check your hardiness zone to see what grows well in your area.
If your area gets very cold, opt for sedums and sempervivums, which come from the Alpines and can handle the cold.[9]
Choose an area that provides 2-3 hours a day of dappled sunlight. While succulents like some sun, full sun is too much to keep them happy. Pick an area that gets partial shade, either because it's filtered through leaves above or because it only gets sun part of the day.[10]
However, always check what your specific succulent needs by researching it or reading the label that comes with it![11]
Add inorganic matter to the soil to ensure it will drain well. Succulents need extra drainage whether they are in pots or in the ground. Amend your garden soil so it's at least 60% inorganic material. Spread it out over the area you've tilled up in an even layer, and then work it in with a shovel or till, going down .[12]
You can use perlite, pumice, or crushed lava, just to name a few.
Space the succulents apart. Allow at least a few inches between each plant to give them room to grow. Measure the space from the outer edges of the plant, not the root. Many types of succulents will spread quickly, filling in the gaps and creating ground cover.
Dig a hole big enough for your plant's roots and drop the plant in. Use a trowel or a small shovel to make a hole in the soil. It should be just big enough for the plant's root ball. Lower the plant in the ground and then leave it alone. You don't need to fill in around it when it's in the ground. The soil will settle into place lightly around it.[13]
This process allows the plant's roots to expand and breathe.
Wait until the soil is completely dry before you water. Succulents don't need much water, so you can wait until the soil dries out. Check the soil once a day until you get an idea of how often your succulents will need watering. When it's dry, water the soil until its damp and water runs out the drainage holes.[14]
The time between waterings will depend on your humidity levels, the size of the pot or garden bed, how well the soil drains, and how big the plant is, so you really just need to check it often at first.
Some plants may be able to go as long as 2 weeks between waterings, while others might need it as often as every 4 days or so. During succulents' growing season from late spring to early fall, try watering at least 1 a week.[15]
Keep your potted succulents outside when it's warm. Succulents like circulating air, and they'll get more of that outside. Place them in an area where there's partial shade and about 2-3 hours of sunlight a day.[16]
If it's cold year-round, you can grow succulents indoors. However, you'll need to be more attentive to their needs.
Move frost-intolerant potted succulents inside during the winter. Some of these plants come from desert-like climates and won't tolerate frost and cold as well. Bring these plants in during the winter months if they won't handle the cold.[17]
If your plants are in the ground, cover them when temperatures dip below freezing.
When you bring your plants outside again, acclimate them gradually. For instance, take them out for about 4 hours each day, slowly lengthening the time they are outside over the course of a week.[18]
Protect your succulents from temperatures above . If the temperatures are going to be above , most succulents will appreciate more shade, as the hot sun can burn their leaves. Move potted plants to a cooler location or use an awning or larger plants to provide shade for plants in the ground.[19]
Apply a well-balanced fertilizer in the spring. Succulents don't need a lot of fertilizer. Try giving half the amount the directions suggest to your succulents. You can apply it in early spring once the chance of frost has passed.[20]
Pick a well-balanced fertilizer with equal parts of nitrogen, phosphorous, and potassium (labeled as "NPK"). For instance, look for one labeled 5-5-5 NPK.
You can get liquid fertilizers you dilute in water, fertilizer spikes, or fertilizer crumbles.
Prune succulents only to remove damaged or dead leaves. Most succulents don't need pruning. However, if you notice parts have been damaged, you can trim those off at the base of the leaf. Damaged leaves will change color and wilt or rot.[21]
You can also trim succulents if they get too leggy (e.g., if they have very long stems). Leave of stem behind on the head. Then, you can dry it out for a day and replant it with the shorter stem.
Roots will also grow from single leaves of succulents if you let them dry out for a day or two.[22]
