It doesn't necessarily take the resources of a major nation-state to challenge U.S. Navy warships. China for instance is building up a large navy and invests in long-range, ship-killing missiles. Iran can't build a large navy but it does invest in swarms of small missile boats.
Like a swarm of insects, a swarm of boats can pose a threat as a larger, far more expensive warship might not be able to swat them all — and a single missile with enough punch can be devastating.
So the U.S. military is practising with ways to defeat such a potential threat with tank-killing A-10 Warthogs.

Turkey fired its first shots against the Kurds overnight by bombing a key supply route on the Syrian-Iraqi border, officials have confirmed.
The Turkish air force struck the Semalka Border Crossing in order to stop Kurdish forces resupplying along a route which links their territories in northern Iraq and Syria, two security officials said.
'One of the fundamental goals was to cut off the transit route between Iraq and Syria before the operation in Syria, a source told Reuters. 'In this way, the group's support lines, including ammunition, are shut off.'

A US military F-16 fighter jet has crashed in western Germany, with the pilot ejecting to safety before the plane smashed into the ground.
Officials said the jet came down in a forest in the Zemmer area during a training mission, between the city of Trier and the U.S. Air Force's Spangdahlem Air Base.
Base spokeswoman Angela Watson confirmed the plane crashed around 3pm local time on Tuesday and the pilot, who was taken to hospital with minor injuries, was safe. She provided no immediate details about the cause of the crash.
The news comes just a week after two US airmen were killed at the Spangdahlem base in a fiery car crash. The cause of the September 30 accident remains under investigation.
At the direction of President Donald Trump, the U.S. military has ramped up the number of air and ground attacks against the Taliban, Defense Secretary Mark Esper said on Friday.

It was supposed to be a week celebrating basketball in Asia, with some of the sport’s top stars due to play preseason games and host charity events in Japan and China. But the escalating showdown between the NBA and Beijing over free speech is fast becoming the latest hot potato in deteriorating Sino-U.S. relations.
On Tuesday, China’s state television CCTV and streaming service Tencent suspended all broadcasts of preseason NBA games following a tweet by Houston Rockets general manager Daryl Morey in support of pro-democracy protests in Hong Kong. That same day, a Brooklyn Nets community event in Shanghai was abruptly canceled, while Rockets memorabilia has been stripped from Chinese online retailers.
That Morey’s tweet received a furious backlash in China is hardly surprising. But it’s the muddled and inconsistent response by the NBA, its teams and owners that threatens to cast the spat as an inflection point undermining sport’s time-honored apolitical, and thus unifying, role.
“The most disappointing thing about this whole incident is that sport does appear to be tarnished,” says Mark Dreyer, a Chinese sports industry analyst. “It’s not even neutral any longer but actually seen as a negative.”
Initially, the NBA said it was “extremely disappointed” by Morey’s “inappropriate” tweet, while Rockets owner Tilman Fertitta insisted his general manager doesn’t speak for the team. But this prompted American NBA fans, as well as politicians on both side of the aisle, to accuse the league of shameless kowtowing to a totalitarian Chinese Communist Party (CCP) for the sake of revenue. NBA commissioner Adam Silver later backtracked, supporting Morey’s right “to exercise his freedom of expression.”
Profit versus principle is, of course, a timeless quandary, though one thrown into ever-sharper focus as the global economy slows and the world’s number two becomes more repressive and thinner skinned.
Certainly, Silver’s U-turn in the face of domestic pressure ended any prospect for a quick resolution. A statement by CCTV announcing the suspension of broadcasts said, “We believe any speech challenging national sovereignty… is outside of the realm of freedom of speech.” Meanwhile, Brooklyn Nets owner Joe Tsai — the Taiwanese-Canadian co-founder of Alibaba — accused Morey in a lengthy Facebook post of “supporting a separatist movement,” borrowing straight from the language of the CCP.
Chinese basketball fans were just as uncompromising. “You only have a home after you have a country,” Mr. Wang, a businessman who has supported the LA Lakers for over a decade, tells TIME. “When our sovereignty is challenged, not watching the NBA isn’t a big deal.”
While soccer remains China’s national sport, basketball is arguably more popular among young, urban Chinese. Some 300,000 regularly shoot hoops, while almost half a billion Chinese watched an NBA game on television last year. China is the NBA’s second biggest market — Tencent’s streaming deal alone is worth $1.5 billion — and one of its main avenues for growth. But that opportunity comes with strings attached.
In recent years, Western brands as diverse as Marriott Hotels, Daimler, Swarovski and Samsung, as well as fashion labels Gap, Givenchy, Coach and Versace, have all been forced to apologize for perceived slights that damage their China business interests.
In today’s China, under the jingoistic rule of strongman President Xi Jinping, nobody can afford to have their patriotism called into question. In the wake of the Versace scandal, which like many of the above erupted after the brand suggested that the Chinese special administrative regions of Hong Kong and Macau were independent states, a slew of top Chinese celebrities cut ties with the fashion house.
The NBA spat has prompted a similar chill. Chinese sportswear brand Li-Ning, Tencent, Shanghai Pudong Development Bank and the Chinese Basketball Association (CBA) all dropped ties with the Rockets. The latter particularly stings given that CBA’s current chair is none other than Yao Ming, China’s most successful basketball star, who played for the Rockets from 2002 to 2011, and helped transform it into one of the NBA’s most popular teams in China.
It remains to be seen what happens next. For now, the two scheduled games in Shanghai and Shenzhen — both between the LA Lakers and Brooklyn Nets —remain on track (even if no Chinese outside the arena will be able enjoy them.) Silver is expected in China today and will hope to smooth things over with Yao and other stakeholders. But the “nuclear option” would be for CCTV and Tencent to expand their coverage suspension into the NBA season proper, which begins Oct. 22, says Dreyer.
“I would be staggered if that happens,” Dreyer adds. “But you just don’t know, because once it becomes a political situation, other rules are followed.”
It’s certain to not be the last moral quandary to beset foreign companies chasing China’s 1.4 billion potential customers. As China regresses on human-rights, censorship and myriad other issues, U.S. firms turning a blind eye to egregious abuses — not least the imprisonment of over a million ethnic Uighur Muslims in restive Xinjiang province — to maintain their China business will alienate customers at home. For one, Google’s plan to return to China with a search engine that complies with Chinese censorship was shelved following a very public staff revolt.
Of course, that sport has been thrown into the spotlight is unfortunate, given it has historically served as a key soft power avenue for building bridges between political adversaries. North and South Korea marching under a united flag at the 2018 Pyeongchang Winter Olympics helped mend ties between the estranged neighbors, despite them technically remaining at war. In China, the thaw with the West that began in the 1970s with ping-pong diplomacy gathered pace over the following decades with the swelling popularity of the NBA, Premier League Soccer and even NFL in the Middle Kingdom.
But in recent years political rapprochement has slowed and even regressed. The U.S. under Trump has taken aim at China’s economy and key industries amid what analysts have dubbed a “new cold war.” The E.U. earlier this year branded China a “systemic rival.” Not even sport, it seems, can escape this chill. As one netizen mused on Chinese social media Wednesday, “The China-U.S. relationship started with table tennis and ends with basketball.”
(BEIRUT) — A U.S.-backed force and two Syrian activist groups say Islamic State militants have carried out an attack in the city of Raqqa in northern Syria.
The early Wednesday attack targeted a post of the U.S.-backed Kurdish-led Syrian Democratic Forces in Raqqa, which was once the extremists’ de facto capital.
The attack comes as Turkey is expected to launch an offensive against the Kurdish fighters in northeastern Syria.
The Kurdish fighters say IS launched three suicide attacks against its positions in Raqqa. There was no word on casualties.
Raqqa is being Silently Slaughtered, an activist collective, reported an exchange of fire and a blast.
The Britain-based Syrian Observatory for Human Rights, a war monitoring group, says the attack involved two IS fighters who engaged in a shootout before blowing themselves up.
(GENEVA) — The United States is less competitive than it was a year ago and the global economy remains hobbled by low productivity despite a decade of cheap money from central banks, the World Economic Forum said Wednesday.
In its latest assessment of the factors behind productivity and long-term economic growth, the organization best-known for its annual gathering of the elites in the Swiss ski resort of Davos found Singapore overtaking the United States as the most competitive country, aided in no small part by its state-of-the-art infrastructure and strong cooperation between labor and management.
The Global Competitiveness Report, which is now in its 40th year, said the U.S. is losing ground in measures such as “healthy life expectancy” and preparedness for the future skills needed in the 21st century.
Hong Kong, the Netherlands and Switzerland rounded out the top five places in the rankings.
The report’s index maps out the competitive landscape of 141 economies based on more than 100 indicators in a dozen categories.
Those categories include headings like health, financial system, market size, business dynamism and capacity to innovate.
The U.S. did remain “an innovation powerhouse” and the world’s most competitive large economy, and despite the prospects of a future skills gap, the U.S. still ranks highly for “ease of finding skilled employees” today.
WEF founder Klaus Schwab called the index a “compass for thriving in the new economy where innovation becomes the key factor of competitiveness.”
Authors say it’s too early to fully assess the impact of some of the operative factors in the world economy over the last year, notably rising trade tensions between the U.S. and China that’s led to tariffs on hundreds of billions of dollars’ worth of goods imposed.
They found signs that the trade tiff has led some economies to benefit as businesses look for alternatives to China.
“For example, Vietnam used to be at 77 last year. This year, it’s at 67,” said Saadia Zahidi, head of the WEF’s Center for the New Economy and Society. “That 10-rank increase is in part because the economy has been able to use the current situation in terms of the trade war to attract some of the investments to be able to become a little bit more of a regional trading hub.”
Zahidi said there’s not enough information yet to assess the full impact of tariffs on competitiveness, but that the restrictive trade measures appear to be linked to a “downturn in business sentiment” that could bode badly for the global economy.
President Donald Trump’s impromptu endorsement of a Turkish incursion into northeast Syria has prompted accusations that Trump had betrayed America’s Kurdish allies in Syria. But his handing Turkey responsibility for thousands of ISIS prisoners has also rung alarm bells among former top officials in Ankara.
Shortly after Trump spoke on the phone with his Turkish counterpart Recep Tayyip Erdoğan on Sunday, the White House issued a statement saying Turkey would soon be moving ahead with its “long-planned operation in Northern Syria” and that U.S. forces would “no longer be in the immediate area.” The statement added that Turkey would now “be responsible for all ISIS fighters in the area captured over the past two years.”
Taking responsibility for ISIS will be a “nightmare” for Turkey, said Yaşar Yakış, who served as the country’s foreign minister under prime minister Abdullah Gul between 2002 and 2003. “There are already dormant ISIS cells in Turkey. They may wake up and wreak havoc in the country.” In 2015 and 2016, a series of terror attacks in Turkey claimed by ISIS killed at least 276 people.
There are about 11,000 ISIS detainees in over 30 detention facilities across northern Syria. A separate camp for internally displaced persons known as al-Hol, located in northeastern Syria, holds nearly 70,000 people, including thousands of ISIS family members, according to a recent Defense Department Inspector General’s report.
These facilities are currently controlled by the Syrian Democratic Forces (SDF), the U.S.-backed alliance comprised mostly of Kurdish fighting units known as the YPG, which were instrumental in routing ISIS from its Syrian strongholds. Turkey regards the YPG as indistinguishable from the militant Kurdistan Workers’ Party (PKK), which both Ankara and Washington consider a terrorist organization. The objective of the operation in northeast Syria is to strike at YPG fighters.
Nejat Elsern, a retired Turkish Army general, says that while the Kurdish fighters in Syria are the “most important threat” to Turkey, “the main topic of the White House statement is not the PKK, it is ISIS.” Economic or political pressure may have pushed Ankara to agree to the quid pro-quo, he added, but it’s a deal “I would not have accepted.”
The White House statement on Sunday bemoaned European countries’ refusal to take back captured ISIS fighters and the cost of ISIS prison camps to U.S taxpayers. That demonstrates “a complete lack of understanding of anything happening on the ground,” former U.S. special envoy to the global coalition to defeat ISIS Brett McGurk wrote on Twitter.
McGurk, who resigned shortly after Trump announced U.S. troops would pull out of Syria late December, said that Turkey does not have the intent, desire, nor the capacity to manage detainees the SDF holds at al Hol camp, which Pentagon officials warn is the “nucleus for a resurgent ISIS.”
The U.S. flip-flopping on Syria has already impeded the SDF’s ability to stem an ISIS resurgence, according to Dareen Khalifa, Senior Syria analyst at the International Crisis Group. Despite Trump’s past assertions of total victory over ISIS, hit and run attacks still take place daily, she wrote in Twitter thread, and the group’s ideology lives on strongly in the camps of captured fighters and their families.
Now the SDF is considering leaving the extremists under their control to their own devices. On Monday, General Mazloum Kobani Abdi, the group’s commander, told NBC news that watching over the ISIS prisoners had become a “second priority” as the group’s fighters rush to Syria’s northern border in anticipation of a Turkish offensive.
“If you are the Kurds, you look at this and say can we afford to have our hands partially tied looking after these people who mean us harm whilst we are going to face some sort of threat from across the border?” a western official who focuses on ISIS told TIME on Monday. “They only really have two options. One is to release them… or to kill them.”
Turkey is yet to confirm when its operation will commence, how many troops it will deploy, or how far into Syrian territory it plans to advance. The ISIS fighters captured in Syria are not being detained in the Arab-majority towns near the Turkish border but in prison camps and local detention centres dispersed deeper into Syria’s northeast. An incursion into Kurdish majority areas beyond the borderlands “will not only fuel further conflict in a relatively stable part of the country but also mass displacements,” says Gonul Tol, director of The Middle East Institute’s Center for Turkish Studies.
Ankara’s goals may end up being more limited than that, says former foreign minister Yakış. “Turkey’s initiative may eventually boil down to give the impression that the government fulfilled the promise of carrying out a military operation in Syria and stop there.”
(LONDON) — Hundreds of climate change activists camped out in central London on Tuesday during a second day of world protests by the Extinction Rebellion movement to demand more urgent actions to counter global warming.
Determined activists glued themselves to the British government’s Department of Transport building as police working to keep streets clear appealed to protesters to move to Trafalgar Square.
Cities in Australia, elsewhere in Europe and other parts of the world also had climate change protests for a second day.
British Prime Minister Boris Johnson appealed Monday to the protesters to stop blocking London’s streets. He called the activists “uncooperative crusties” who should abandon their “hemp-smelling bivouacs.”
Mike Gumn, 33, a National Health Service manager with two children, said he used a day of annual leave so he could attend the demonstration. Gumn, of Bristol, took umbrage at Johnson’s characterization of climate change activists as “hippies.”
“I want to make a statement that (the activists) are all different sorts of people from all different walks of life, not just people you would call hippies,” he said.
Police arrested 152 people on Monday, taking the two-day total to 471.
Disruption continued in other major cities in Europe. Activists set up tents in Paris, occupying a major square and blocking traffic along a bridge near city hall.
“We’ll stay here until the end and if they must remove us by carrying us out, moving us out or using teargas, we will be here, we will remain united, non-violent,” said Clement Schneider, 26, from Fribourg, Switzerland.
“And this will only reinforce, I hope, our commitment for the coming protests.”
In Brisbane, Australia, protesters chained themselves to intersections in the city center and three people locked themselves onto barrels filled with concrete. A protester hanging from a harness beneath Brisbane’s Story Bridge and brandishing “climate emergency” flags was taken into police custody and charged with unregulated high-risk activity.
Queensland police confirmed 29 people – ranging in age from 19 to 75 – were arrested in the city, and six others were arrested in Sydney after lying in a downtown street intersection.
More than 100 protesters dressed as bees at Sydney’s Hyde Park to highlight their claim that insects are under threat due to the impact of humans on the environment.
Some activists camped at Melbourne’s Carlton Gardens overnight before marching to a street corner locked down by more than 100 protesters in inclement weather. Police arrested 59 people for blocking an intersection.
“I don’t know that shutting the city down necessarily wins you many friends,” Victoria premier Daniel Andrews said.
In Perth, about 50 protesters converged outside the offices of The West Australian, the city’s daily newspaper. The front page of Tuesday’s paper was left intentionally blank for protesters to use as a placard.
Founded in Britain last year, Extinction Rebellion has chapters in some 50 countries and wants to achieve net zero carbon emissions by 2025.
On Monday, activists with the movement stopped traffic in European cities and smeared themselves and emblems of Wall Street in fake blood and lay in New York streets.
In Berlin, 300 people blocked Potsdamer Platz, placing couches, tables, chairs and flowerpots on the road. They earlier set up a tent camp outside German Chancellor Angela Merkel’s office out of dissatisfaction with her government’s climate policy.
Merkel’s chief of staff, Helge Braun, criticized the group’s tactics.
“We all share an interest in climate protection, and the Paris climate targets are our standard in this,” he told ZDF television. “If you demonstrate against or for that, that is OK. But if you announce dangerous interventions in road traffic or things like this, of course that is just not on.”
Blizzard Entertainment has banned a professional Hearthstone player who expressed support for protestors in Hong Kong during a live broadcast following the recent Asia-Pacific Grandmasters tournament in which the top pro players from the region participate — and rescinded the money he won in the competition.
Blizzard Entertainment, a U.S.-based video game developer that’s a part of the entertainment company Activision Blizzard, is the publisher behind the digital collectible card game Hearthstone.
During a post-game interview Sunday on the official Hearthstone Taiwan livestream, the player, Ng “Blitzchung” Wai Chung, pulled down a pro-democracy Hong Kong-style mask and shouted, “Liberate Hong Kong. Revolution of our age!”
Inven Global, a website that covers esports and gaming news, reports that Blitzchung shouted the phrase in Chinese. Blitzchung is from Hong Kong, according to Inven Global. A clip of the interview can be seen here.
In response, Blizzard, a U.S.-based video game developer, banned Blitzchung from competing in Hearthstone tournaments for a year, starting on Oct. 5. The company said Blitzchung has been removed from the Grandmasters roster, and will not receive any prize money he earned during the Grandmasters season 2 tournament. According to a statement from Blizzard, Blitzchung violated a competition rule that bars players from doing anything that “brings you into public disrepute, offends a portion or group of the public, or otherwise damages Blizzard image.”
“As you know, there are serious protests in my country now. My call on stream was just another form of participation of the protest that I wish to grab more attention,” he said. “I put so much effort in that social movement in the past few months, that I sometimes couldn’t focus on preparing my Grandmaster match. I know what my action on stream means. It could cause me lot of trouble, even my personal safety in real life. But I think it’s my duty to say something about the issue.”
Blizzard is the latest American organization trying to quell support for the ongoing pro-democracy protests in Hong Kong out of an apparent fear of retaliation from the Chinese government, which has insisted that Hong Kong and Taiwan be referred to as its territories, and not as their own countries. Just this week, China’s state television banned broadcasts of preseason NBA games after a now-deleted tweet from Houston Rockets General Manager Daryl Morey expressed support for the Hong Kong protestors.

The King has three children. His eldest daughter and heir to the throne, Crown Princess Victoria, has two children, Princess Estelle and Prince Oscar, who were exempt from the Monday decision (as the current second and third in line). But the children of Carl’s younger children, Prince Carl Philip and Princess Madeleine, were stripped of their royal titles.
Carl Philip’s children, Prince Alexander and Prince Gabriel, and Madeleine’s children, Princess Leonore, Prince Nicolas, and Princess Adrienne, “will continue to be members of The Royal Family,” a statement from the Royal House read. “However, they will no longer enjoy the style of Royal Highness and, in the future, will not be expected to perform duties incumbent on the Head of State.
The children will retain the Duke or Duchess titles they have already been granted. Alexander and Gabriel are the Dukes of Södermanland and Dalarna respectively; Leonore and Princess Adrienne are the Duchesses of Gotland and Blekinge respectively, and Nicolas the Duke of Ångermanland.
Both Prince Carl and Princess Madeleine shared their support for the decision on social media.
Princess Madeleine announced on Instagram that the change had been planned for a long time, and said her husband, Christopher O’Neill, who is an American citizen and therefore unable to have a “Prince” title, believed it was a good idea. “Our children now have a greater opportunity to shape their own lives as individuals in the future.
Similarly, Carl Philip announced on Instagram that he and his wife, Princess Sofia, favor the king’s decision, adding that his family will continue to participate in royal events as they wish.
The decision came amid increasing conversations in Sweden as to who in the royal family should receive taxpayer money, according to the BBC. Swedish historian Dick Harrison told the BBC Monday that royal house was, prior to King Carl’s ruling, the largest in 100 years, and argued it wasn’t necessary for Swedish taxpayers to fund members of the family who may not be needed to perform official duties.
(TOKYO) — NBA Commissioner Adam Silver said the league is not apologizing for Houston Rockets general manager Daryl Morey’s since-deleted tweet showing support for anti-government protesters in Hong Kong, even after China’s state broadcaster CCTV canceled plans to show a pair of preseason games in that country later this week.
Silver, speaking Tuesday at a news conference in Tokyo before a preseason game between the Rockets and NBA champion Toronto Raptors, went as far as to say that he and the league are “apologetic” that so many Chinese officials and fans were upset by Morey’s tweet and comments that followed — but insisted that Morey has the right to freedom of expression.
“Daryl Morey, as general manager of the Houston Rockets, enjoys that right as one of our employees,” Silver said. “What I also tried to suggest is that I understand there are consequences from his freedom of speech and we will have to live with those consequences.”
Among those consequences: CCTV said it would not show the games between the Los Angeles Lakers and Brooklyn Nets, who will play Thursday in Shanghai and Saturday in Shenzhen. Basketball is wildly popular in China and those two teams — largely because of LeBron James starring for the Lakers and Chinese e-commerce giant Alibaba’s co-founder Joe Tsai now owning the Nets — would have almost certainly been a huge television draw.
“We’re strongly dissatisfied and oppose Adam Silver’s claim to support Morey’s right to freedom of expression,” CCTV said in a statement. “We believe that any remarks that challenge national sovereignty and social stability are not within the scope of freedom of speech.”
The broadcaster is also reviewing all its cooperation and exchanges involving the NBA, said the statement posted to CCTV Sports’ official social media account.
Silver is going to Shanghai on Wednesday and said he hopes to meet with officials and some of the league’s business partners there in an effort to find some sort of common ground. He said he hopes Chinese officials and fans look at the totality of the impact of the three-decade-plus relationship between the league and their country, and urged them to see his response while acknowledging there are political differences between the countries.
“I’m sympathetic to our interests here and our partners that are upset,” Silver said. “I don’t think it’s inconsistent on one hand to be sympathetic to them and at the same time stand by our principles.”
Silver said the NBA did not expect CCTV to cancel plans to show the Lakers-Nets games. “But if those are the consequences of us adhering to our values, I still feel it’s very, very important to adhere to those values,” Silver said.
This rift between China and the NBA started late last week when Morey tweeted a now-deleted image that read “Fight for Freedom. Stand with Hong Kong,” in reference to months of pro-democracy demonstrations in the semiautonomous Chinese territory that has been mired in escalating violence between protesters and law enforcement.
Efforts were quickly made to defuse the impact; Rockets owner Tilman Fertitta said Morey does not speak for the Rockets, and Morey returned to Twitter on Monday in an effort to clarify his meaning. But damage was clearly done: at least one Chinese sporting goods company said it was no longer cooperating with the Rockets, NBA streaming partner Tencent — which has a $1.5 billion contract with the league over the next five seasons — said it would not show Rockets games and a sports news website in China said it was no longer covering the team.
Further complicating the matter is this: China’s best-known basketball player is Hall of Famer Yao Ming, who spent his NBA career with the Rockets. Yao is now the president of the Chinese Basketball Association, which has said it is suspending its relationship with the Rockets as part of the response to Morey’s tweet. The CBA also canceled plans to have the G League affiliates from Houston and Dallas play preseason games in China later this month.
“I’m hoping that together Yao Ming and I can find an accommodation,” Silver said. “But he is extremely hot at the moment, and I understand it.”
A ceremonial NBA Cares event for an educational center in Shanghai with the Nets was canceled Tuesday, though the Nets participated in other events as scheduled. The Lakers were arriving there Tuesday. Silver said NBA Cares would still honor its bigger mission surrounding that event, including providing a gift of new computers.
“How can it be possible to carry out exchanges and cooperation with China without knowing China’s public opinion?” Chinese Foreign Ministry Spokesman Geng Shuang said Tuesday. “NBA’s cooperation with China has been going on for quite a long time, so for what should be said and what should be done, they know best.”
Silver also released a statement prior to his news conference, saying “those who question our motivation” should know that the NBA’s stance is about more than business. Many U.S. lawmakers have called for the league to take action — some even suggesting the games in China should be canceled by the NBA.
“We are not apologizing for Daryl exercising his freedom of expression,” Silver said. “I regret — again, having communicated directly with many friends in China — that so many people are upset, including millions and millions of our fans. At the end of the day, we come with basketball as an opportunity to sell dreams, sell hopes … that we are causing disruption in people’s lives and that we are causing disharmony, that’s something I regret.”

NEW DELHI: The Bureau of Industry and Security of the US Department of Commerce announced that it will add 28 Chinese governmental and commercial organizations to the Entity List for engaging in or enabling activities contrary to the foreign policy interests of the United States. This action constricts the export of items subject to the Export Administration Regulations (EAR) to entities that have been implicated in human rights violations and abuses in China's campaign targeting Uighurs and other predominantly Muslim ethnic minorities in the Xinjiang Uighur Autonomous Region (XUAR)."The U.S. Government and Department of Commerce cannot and will not tolerate the brutal suppression of ethnic minorities within China," said Secretary of Commerce Wilbur Ross. "This action will ensure that our technologies, fostered in an environment of individual liberty and free enterprise, are not used to repress defenseless minority populations."The additions include the XUAR People's Government Public Security Bureau, 19 subordinate elements, and eight commercial entities. Located in XUAR & throughout China, these entities have all been implicated in the implementation of China's campaign of repression, mass arbitrary detention, and high-technology surveillance.Pursuant to Section 744.11(b) of the EAR, the Entity List identifies persons or organizations reasonably believed to be involved, or to pose a significant risk of being or becoming involved, in activities contrary to the national security or foreign policy interests of the United States. The EAR imposes additional license requirements on, and limits the availability of most license exceptions for, exports, re-exports, and transfers (in-country) to listed entities.
MUMBAI: India's telecom operators and international SIM card providers are increasingly wooing students headed abroad for higher studies with attractive offers, hoping they will keep these numbers active even after getting an overseas connection later, as they seek to broaden subscriber stickiness and bring in higher revenue.SIM card provider Matrix Cellular offers students headed to the UK and the US monthly plans starting at 10 pounds and $15 with limited data, respectively. Matrix is also coming up with a 'Meet it or Beat it Guarantee' scheme under which it will match or offer a better deal if a student finds a cheaper local plan in the UK or the US.Regular international subscribers spend at least $30 in the US & 20 pounds in the UK with limited data on local monthly plans, experts said."Getting a mobile connection abroad could be a nightmare for students. They do not have a credit history in their country of stay and could end up paying huge deposits for a local SIM card," said Shweta Sharma, assistant vice president at Matrix Cellular. 71495493 The company has tied up with education centres that help with the overseas admission process and says about 7,000 students who went abroad in 2019 -mostly in the past two months - have taken up their plans compared with a few hundred last year.Bharti Airtel, India's second-largest telco, said its long-duration international roaming packs of Rs 445 for 90 days that offer 75 minutes of calls and unlimited SMS are popular among students."This pack is particularly convenient for students and is available for top education destinations like the US, the UK, Singapore, Australia, Canada and France," said an Airtel spokesperson. "Students can keep their Airtel number active while overseas and receive calls from friends, family along with OTPs for any financial/digital transaction at a highly affordable price-point."Rival Vodafone Idea, which has no separate overseas student plans, said it offers international roaming with unlimited data and calls to Indians headed to the US, the UK, Canada, Singapore, Germany and France for higher studies.India sends the second-largest number of students – after China – to countries including the US, Australia, Canada and the UK for higher studies every year, reports said. Analysts said students are an important customer segment and operators need to focus more on them."If one looks at demographics, then it is the youth who will lead to customer retention. The plans abroad are very expensive and getting students will be a good source of revenue since they are generally financially better protected," said Hemant M Joshi, technology, media and telecommunications leader at Deloitte India. "With data being consumed more by that segment, this move will boost ARPUs (average revenue per user)."ARPU is a key performance measure for telcos. Bharti Airtel's ARPU of Rs 129 exceeded Reliance Jio's Rs 122 and Vodafone Idea's Rs 108, as per the latest numbers.Although international roaming accounts for 2-3% of their revenue, telcos are keen on attracting such subscribers because they are mostly high-end customers who belong to the ARPU bracket of Rs 700-plus, especially now that local tariffs have plunged to all-time lows amid intense competition.The international roaming segment has grown at a compounded annual growth rate of 15% over the past two years and is expected to expand by another 15% over the next two years, analysts said.

Beijing's big concern is now to make a success of Chinese President Xi Jinping's India visit from October 11without raising any suspicions in Pakistan, its 'allweather strategic partner'.The meeting will be focused on political issues, although both countries are keen on investment exchanges. Politics and egos tend to overtake carefully laid-out business plans. Today, it's the Kashmir issue.On Tuesday, China indicated it is ready to make amends to its stance on Kashmir & go back to its position before the August 5 decision of the Indian government to suspend Article 370 and turn the state of Jammu & Kashmir, including its Ladakh region, into Union territories (UTs).Earlier, China used to emphasise its neutrality by saying Kashmir is an 'historical' issue that India and Pakistan must sort out among themselves. But after August 5, Beijing spoke up in favour of Pakistan and tried to internationalise the Kashmir issue by raising it in the United Nations Security Council (UNSC). India protested strongly but Beijing stuck to its 'iron brother' Pakistan.Now, China is giving the impression that it can be flexible. "We call on India and Pakistan to engage in dialogue and consultation on all issues including Kashmir issue and consolidate mutual trust. This is in line with the interest of both countries and common aspiration of the world," Chinese foreign ministry spokesman Geng Shuang said in Beijing on Tuesday.This may seem like a major concession, since Pakistani Prime Minister Imran Khan is visiting Beijing and scheduled to meet Xi and Premier Li Keqiang. Khan is focusing on Kashmir, but he is also desperately seeking funds to overcome a financial crisis. GoI's decision-makers, including external affairs minister S Jaishankar, who was ambassador in Beijing, would have to decide if they want to believe that there is a change of heart.Is China trying to use Kashmir as a bargaining chip and ask something in return for softening its stance on it? At stake is the need to preserve the sanctity of a mechanism called the 'informal summit' between Prime Minister Narendra Modi and Xi, which is expected to soften the harsh aspects of the relationship between the two countries.Both sides are keen about the success of the mechanism that was first implemented when Modi met Xi, without aides, in Wuhan in 2018. The next such meeting will take place in Mamallapuram. The focus of the informal summit appears to have shifted from 'mutual understanding' to who gets the most advantage out of the meeting in the Tamil Nadu town. If China tries to project itself as a mediator between India and Pakistan, it is unlikely to be heard by the Indian side. Hence the softening in its stance.Xi may also find it difficult to persuade Modi on two other issues. As I discuss in my recent book, Running With the Dragon: How India Should Do Business with China, New Delhi's stance on the Belt and Road Initiative (BRI) has hardened after China took the Kashmir issue to UNSC. Accepting a Chinese infrastructure project anywhere near the border has almost become out of question. Nor would it take a strong stance against US President Donald Trump's trade actions.For long, Beijing has been worrying about the harm caused by its ties with Pakistan to its global image and its relationship with India. There have been voices in China that Beijing has been pouring funds into the China-Pakistan Economic Corridor (CPEC) without any sign of possible returns over the next few decades.CPEC investments would become a lot riskier if the Paris-based Financial Action Task Force (FATF) decides to censure Pakistan, which is likely in the coming days. CPEC is the most significant showcase for Xi's favourite plan, BRI. A setback in Pakistanbased projects would hurt the entire programme spanning dozens of countries.But it is difficult for China to reduce its involvement in Pakistan with India continuing to resist BRI and borderrelated suspicions prevailing on both sides. Pakistan also helps expand Chinese influence in the Muslim world and in Afghanistan.The scope for give and take in Mamallapuram is very low. Officials on both sides will have to work hard to make it appear like a success. There is no need for the two countries to sign formal agreements during an informal summit. Both sides will help each other save face.China is likely to signal that it's ready to enhance investments in a significant manner. India may further open up its market for Chinese investments, which it needs badly enough. The question is how the two countries will sell the summit to their respective public and show it as a success.
For bankers, bad loans due to an economic downturn is par for the course. Bigger worry is corporate fraud. With 'extend and pretend' coming to an end, banks are hesitant to report frauds. For a better system, banking industry needs to be prompt in reporting and action.At a recent bankers' summit organised by a high-street lender at an uptown Mumbai five-star hotel, one could overhear a veteran banker sharing a joke with a small gathering of journalists: "If you owe the bank Rs 1 lakh, that's your problem. If you owe the bank Rs 100 crore, that's the bank's problem." This famous old quip came after a pesky reporter had asked the banker about mounting corporate defaults — and the seemingly bottomless sinkhole for loaned funds.While the veteran banker clothed the tricky question in a motley garb, the joke, as they say, was on the Indian banking system. All banks, across the board, have a problem with unscrupulous borrowers milking lapses and loopholes in the system, and defrauding them. The most surprising part is that banks take years to even recognise that they are victims of an elaborate web of deception.As per the latest Reserve Bank of India (RBI) data, an unprecedented 6,801 frauds, totalling Rs 71,500 crore, were detected in FY19. That amounts to a 15% rise in volume and 80% climb in value from last year. This rise eclipses the FY18 banking fraud at Punjab National Bank (PNB), the most infamous in India's history when it was revealed that over the course of 7-8 years, fugitive diamond merchants Nirav Modi and Mehul Choksi allegedly siphoned off nearly Rs 13,000 crore from the lender.Multiple shades of grey"Most of the frauds that are getting reported are credit-related, and they are not black and white like operational frauds," said Arundhati Bhattacharya, chairman, SWIFT."Did the company fail due to adverse economic situation, was it bad management, was it because of a liquidity squeeze, or was it because of a bad … it's not so easy to determine. Following the money trail is impossible once it crosses borders," said Bhattacharya, who is a former chairman of the State Bank of India.Of these frauds, 73% were large ticket corporate frauds worth over Rs 100 crore. Public sector banks originated 92% of those fraudulent loans. Many of these frauds took place at least five years ago, and some over a decade ago. The most shocking data of all was the fact that average time for a fraud over Rs 100 crore to be detected was 55 months!Such is the intensity of the problem that the central bank has alerted the entire banking system at least four times over the last six months; twice in speeches by senior RBI officials and twice in their eminent periodical reports. Most banks are not by themselves guilty of fraud and are oftentimes victims themselves, but the problem of underreporting stems due to a reluctance to engage with the prescribed system of due diligence.Their reluctance stems from reputational risks, interference of probe agencies, and the instinct of self-preservation. Sometimes, even failure by the third-party ecosystem, such as credit rating agencies or auditors to highlight risks is also to blame.Just this year, with still about four months to go, the central bank has already fined banks a record 76 times, totalling Rs 123 crore, for non-reporting of fraud. RBI deputy governor MK Jain urged all present and non-present senior bankers to start developing a 'compliance culture' within their respective banks. He added on a solemn note that lack of adherence to compliance was perhaps the single biggest reason bank frauds were on the rise.Underreporting of frauds"Underreporting of cyber frauds is not acceptable," Rajnish Kumar, chairman, State Bank of India (SBI), told ET during a recent interview. "Timely reporting is very important because I am only looking at my bank, but if another bank is hit by a cyber fraud and it is reported in time, it can be analysed quickly and such future frauds can be avoided. If there is a delay in reporting, we miss that opportunity."While the veteran banker arrives bang on point on how advanced fraud analytics solutions can be used, in the words of another tech-savvy banker, 'for predicting future events using past behaviour,' the truth is that less than 10% of the frauds that were detected in FY19 were cyber-related.The public perception of a fraud is mostly a Nirav Modi-style external attack on a bank, perpetuated by a crook with the help of an insider with corrupt motives and planned meticulously for months. However, in most cases, RBI data suggest that these are just defaults by promoter lacking equity due to stalled or 'zombie' projects, where an overzealous banker may not have conducted proper due diligence and ended up lending way more than the leverage on the bloc."It happens when an economy is too reliant on one source of funding. Banks have been for long the sole source of funding for the corporate sector and in a scenario where the trajectory is growth, the level of diligence for every incremental funding is compromised," a public sector banker, on conditions of anonymity, told ET. "Furthermore, it is in most people's interest to 'evergreen' these loans to enable the promoter to keep paying past interests to prevent losses on balance sheets."71496863 Skating on thin iceIn such a scenario, where the line between a default and a fraud is more than just a matter of classification, it is important to understand the distinction."Frauds are different from normal NPAs in that the loss is because of a patently illegal action, by either the borrower or the banker," according to Raghuram Rajan's 22-page note to Parliament on NPAs in September 2018. The former RBI governor had said that without any precedent of recovery or successful prosecution of alleged fraudsters, the classification of an account as fraud itself creates a self-serving problem equivalent to that of the proverbial chicken and egg story."Unfortunately, the system has been singularly ineffective in bringing even a single high-profile fraudster to book. As a result, fraud is not discouraged. The investigative agencies blame the banks for labelling frauds much after the fraud has actually taken place, the bankers are slow because they know that once they call a transaction as fraud, they will be subject to harassment by the investigative agencies without substantial progress in catching the crooks," Rajan had said.Additionally, Rajan also noted that it is a matter of systemic failure. The problem of frauds cannot be looked at as an isolated problem of the banks.According to experts, the professional support ecosystem such as auditors and rating agencies are sometime as complicit or more with the fraudster as anyone else."If you are going to buy a house and the valuation expert is hand in glove with the owner of the house and artificially increases the value of the house, and you go and buy it, you get defrauded. But there is an expectation that the valuation will not be biased. There are professional standards around these things," explains a lawyer dealing with whitecollar crimes.Reputational risksIn some cases, the lack of disclosure may be down to just a banker's unwillingness to lose his job. During the RBI's Asset Quality Review exercise undertaken in 2015, so much was the discrepancy in standards of structuring of loan accounts that exposures to multiple banks were reported as non-performing in some banks and performing in others."When a banker gives a bad loan and loses money, that's not a crime; it's bad banking and you may lose your job. But when you cover it up, that becomes a crime," said Omer Erginsoy, senior director at Kroll, a global fraud investigative agency that works extensively with Indian banks. "And it could be because they had some personal interest or just that they were just a bad banker and still wanted to keep their job, which in most cases is a very strong motive to cover up."The lack of disclosure misleads regulators about the liquidity position of the bank, and it reflects in inflated revenues and delinquency figures on the balance sheet, fooling both the stakeholders and investors. "It's a disclosure breach, it's a misrepresentation of data fraud and a capital market fraud. It's a crime on so many levels," adds Omer.Since the AQR to check the financial health of its banks, more than Rs 10 lakh crore, or roughly 25% of the loans to the corporate sector, were declared toxic in 2017, which prompted the central bank to issue its now famous February 12 circular on restructuring of bad loans. Some experts believe that an increased identification of frauds may not necessarily be a bad thing for Indian banks.
NEW DELHI: India is in the process of framing a recycling policy for lithium-ion batteries being used in electric vehicles and offer tax sops to recycling entities while imposing a liability on producers to collect used batteries that achieve end of life under the extended producer responsibility (EPR) norms."It (proposed policy) will have incentives for companies setting up recycling facilities and make it incumbent on producers to collect used batteries," a senior government official told ET on condition of anonymity.An inter-ministerial steering committee on transformative mobility had proposed that the environment, forest and climate change ministry prepare a recycling policy, along with extended producer responsibility, for batteries and electric vehicles, said the official.Valuable materials in each of these batteries, including aluminium, cobalt, nickel and lithium are finite and India largely depends on import for these products. "Hence, the government is keen that they are recovered and recycled when these batteries reach end of life to optimise their use," said the official.The move has been triggered by the government's massive push to electric vehicles under the National Electric Mobility Mission Plan 2020.It is projected that 6-7 million electric vehicles will run on Indian roads by 2020, and 30% of India's entire fleet will be electric by 2030.71497195 EPR means responsibility of any producer of Li-ion batteries to ensure environmentally sound management of these batteries, either through a take-back system, where endusers are incentivised to return their battery for a lump sum amount, or exchange them for new batteries and setting up of collection centres for such batteries from where they can be recycled.As per JMK Research, the Li-ion battery market in India is expected to increase to about 132 GWh by 2030, from 2.9 GWh in 2018, at a compound annual growth rate of 35.5%. This implies a recycling market of 22-23 GWh or $1,000 million by 2030, which, if left untreated, would lead to health and environmental hazards.India's Batteries (Management and Handling) Rules 2001, under the Environment Protection Act, 1986 are limited to channelising spent lead-acid batteries for their environmentally sound management. Despite the increase in the use of Li-ion batteries over the decade, the rules and the subsequent amendments do not cover recycling of Li-ion batteries. The Central Pollution Control Board had acknowledged this lacuna in its 2016 compliance report on the implementation of the rules.
By Himanshi LohchabNEW DELHI: Solar energy developers in India should consider quality, service standards, overall costs and geopolitical implications before going for cheap Chinese imports, a top US official said.Considering these factors, the US can offer better value to Indian solar developers, Francis R Fannon, assistant secretary of state for energy resources, told ET."When you are doing business, you have to look at: is this a commercial endeavour, or is this something else, and how is this deal being financed? Is it because the company is there to get returns, or is there any kind of government backing, in which case it has geopolitical implications," he said.Reliability and cost of decommissioning were also important considerations, Fannon said. "They might be 5% cheaper, but I now have a 20% decommissioning issue or reliability degrades by the years. So, is it really a smart investment?"He said US companies had a lot to offer. "When a US company enters any market, they win in a competitive way, they tend to bring the best environment health safety standards, they tend to be the best operators, the best innovation, the best engineering, and they respect the sovereignty of the countries they are operating in," Fannon said. "These are all concepts that need to be considered."Fannon, the top official for energy matters in the US state department, was in Delhi for the launch of the Flexible Resources Initiative (FRI) under the US-India Clean Energy Finance Task Force. FRI, part of Asia EDGE (Enhancing Development and Growth through Energy) initiative, aims to develop effective strategies to ensure India's power system has the flexibility it needs to integrate renewable energy over the next decade, while reliably meeting surging demand.71496962 Fannon said US was a rapidly growing energy supplier, which would double export capacity in three years, potentially benefitting India. "I can't go into specifics of my discussions, but the issue of solar is certainly one of that and the fact that the government is keen to have the private sector being an important voice in this, is telling by itself."He also lauded India for stopping oil imports from Iran, which he claimed had hurt Indian consumers by attacking facilities in Saudi Arabia, a major supplier to the country. "We understand that some of the private sector participants in India made a reluctant agreement," he said, but added that "there couldn't be a more unreliable supplier" than Iran.Fannon said US energy supplies were changing the market dynamics. "We are about to double the export capacity in next three years, (and) at the same time, we are doubling the recovery rates of gas from some of our most prolific basins in the US in the next five years," he said. "So, all of this is driving down costs, increasing flexibility for global consumers, and changing the way gas is being marketed."
By Christopher AnsteyInvestors may be in store for something of a repeat of the turmoil of late 2018, when US stocks barely escaped entering a bear market, according to one veteran market player.A combination of liquidity strains, insufficient support from the Federal Reserve and uncertainty surrounding political-economic issues could combine to impose pressure on markets in coming weeks, Ben Emons, a managing director of macro strategy at Medley Global Advisors, told Bloomberg Television."A little bit shades of 2018," Emons said of what's likely coming. "The market's very cautious here going into this year-end, and there is some level of comparison to what happened last year."Last month's spike in interest rates for repurchase agreements showcased a lack of liquidity in money markets even before the year-end period when such concerns typically escalate. Federal Reserve officials have moved to address those repo problems, and have indicated they're open to resuming bond purchases to address the technical issue of insufficient bank reserves. 71489768 "That will take some time to catch up" with the financial system's needs, however, according to Emons. "That may alleviate at some point a bit the funding pressures that we see, but it will not be by year-end. Index funds now control half the US stock mutual fund market, giving the biggest funds enormous power to influence decisions and demand better returns at the companies in which they invest trillions of dollars.But the leading U.S. index fund firms, BlackRock Inc , Vanguard Group and State Street Corp, rarely use that clout. Instead, they overwhelmingly support the decisions and pay packages of executives at the companies in their portfolios, including the worst performers, according to a Reuters analysis of their shareholder-voting records.The three fund firms, for instance, supported doubling the pay of the chief executive at California utility PG&E Corp after its stock plummeted over potential liability from maintenance problems linked to California wildfires. The funds supported big pay packages for executives at beauty products company Coty Inc - including nearly $500,000 for their children's tuition - as the company struggled to digest its acquisition of Procter & Gamble's beauty business. And all three cast pivotal votes against the proposed reform of splitting the CEO and chairman roles at General Electric Co after a decade of poor performance.Such votes reflect a larger trend of deference to management, according to an analysis of proxy voting at 300 of the worst-performing companies in the Russell 3000 index, as measured by three-year returns through the end of 2018. The analysis was conducted for Reuters by shareholder-voting data firm Proxy Insight.The study looked at the 300 worst performers who held proxy votes in 2018. It found that BlackRock voted with management 93% of the time, followed by Vanguard at 91% and State Street at 84% during the proxy year ended June 30, 2018. The analysis showed that the three index fund firms supported management at the worst-performing Russell 3000 firms only slightly less often than they did for all companies in the index, regardless of performance."If we think that informed and engaged shareholders play an important role in disciplining company management, the rise of index investing is a problem," said Dorothy Lund, a law professor at USC's Gould School of Law and an author of several published corporate-governance studies.Actively managed funds also routinely support management in proxy ballots. But their voting records are not directly comparable to those of index funds because active managers routinely signal their displeasure with company management by simply dumping a stock or never buying it. Index funds, by contrast, are prevented from active trading by their own rules because they aim to match, rather than beat, the market. They are required to own all the companies in the index they track, such as the Russell 3000 or the S&P 500 - high-flyers and dogs alike.That leaves proxy voting as the primary leverage for index funds firms to hold companies accountable for practices that undermine shareholders' interests, such as exorbitant executive pay. But the index providers face powerful disincentives in confronting management at the companies in their portfolios, industry experts said.With no mission to outperform market indices, the funds lack a financial incentive to ensure that portfolio companies are well-run, Lund said. Their business models also rely heavily on recruiting everyday investors away from actively managed mutual funds with the promise of lower fees. And large companies - like the ones in major stock indexes - are key to acquiring new customers for the big fund firms: BlackRock, Vanguard and rival firms count on corporations to offer their funds to employees in retirement plans, which often limit the options workers can select.Those vital business relationships mean index funds treat their portfolio companies more like clients, Lund said in an interview."The problem is going to be greater as these index funds get more money," she said.The index fund firms say they take seriously the watchdog role that institutional investors have historically played in the stock market. Proxy voting, they say, is only a small part of their regular engagement with companies, and they prefer to address problems privately."Continuing to have a dialogue without airing all of our dirty laundry" helps maintain long-term relationships, said Glenn Booraem, who oversees Vanguard's proxy voting and its interaction with portfolio companies.BlackRock said it talks or emails with executives and directors - sometimes for years - before voting against them. "A vote against management is a sign of a failed engagement," Michelle Edkins, who oversees BlackRock's proxy voting, said in an interview."It's wrong to measure the effectiveness of BlackRock's investment stewardship efforts solely by our proxy voting record," BlackRock said in a statement. "That fails to recognize our process of engaging directly with companies to enhance the long-term value of our clients' assets."BlackRock, State Street and Vanguard all declined requests to discuss their votes on specific proxy proposals at poor-performing firms, or to provide details of their private interventions at laggard companies. State Street declined to make executives available for comment."We use our voice and vote to influence companies on long-term governance and sustainability issues," State Street spokeswoman Olivia Offner said in an email.Proxy votes on proposals by the company or its shareholders, influence key issues of executive pay, director appointments and strategic plans, along with a company's actions to address controversial issues such as climate change or gender pay equity.BlackRock opposed executive pay just 3% of the time in 2018 at Russell 3000 companies and Vanguard opposed pay 5% of the time, according to Proxy Insight. State Street funds did not support pay 9% of the time in that group of companies, according to Proxy Insight. The figure includes a small number of abstentions by State Street.Compare that to America's largest public retirement funds. The $378 billion California Public Employees' Retirement System opposed executive pay 53% of the time in the first seven months of 2019 at U.S. companies, according to its latest report.The $210 billion New York State Common Retirement Fund opposed executive pay packages 27% of the time last year at U.S. companies, a spokesman for the fund said. The $200 billion retirement system run by the Florida State Board of Administration voted against executive compensation 64% of the time among 2,226 U.S. companies during the twelve months ended June 30, Jacob Williams, the system's corporate governance manager, told Reuters.Some activist investors cite the low rate of negative votes by top investors as a reason for the persistence of unpopular corporate practices, such as rich executive compensation and poor disclosure of climate impacts. Median CEO pay rose 25% to $12.1 million in 2018 from $9.7 million in 2014 at the 500 largest publicly-traded U.S. companies by revenue, according to the latest disclosures analyzed by executive pay researcher Equilar.Company leaders usually won't even discuss an issue unless about a third of investors cast opposing votes, said Tim Brennan, who until June oversaw proxy votes and resolutions as chief financial officer for the Unitarian Universalist Association."The votes definitely matter," he said.CalPERS investment director Simiso Nzima said CEO pay design would improve if other big investors voted more critically."Talking to companies behind the scenes on this particular issue is a bit like trying to boil the ocean," Nzima said.'EXCESSIVELY DEFERENTIAL'Few foresaw an investing revolution when Jack Bogle of Vanguard introduced the first index fund, now called the Vanguard 500 fund, in 1976. Rather than trying to beat the market, Bogle simply sought to match it - while chopping fees to investors. Bogle, who died in January, often recalled how early index funds were disparaged as mediocre, even called "un-American."After the 2008 financial crisis whipsawed retirement account balances, many investors stopped trying to beat the market and embraced the lower fees of passive funds. At the end of August, passive U.S. stock funds managed $4.27 trillion - up from less than $1 trillion before the crisis, and slightly more than the $4.25 trillion in actively managed U.S. stock funds, according to research firm Morningstar Inc.Challenging company management in proxy votes creates adversarial relationships that do not serve the business interests of the index funds, Lucian Bebchuk, a Harvard University corporate governance scholar, wrote in a May research paper. The index fund firms are "excessively deferential" to the managers of their portfolio companies, he wrote, because that approach better serves their corporate mission to grow their assets-under-management - and the fees that come with managing those assets. Bebchuk and several other academics say the index fund providers do not want to rankle senior management at publicly traded U.S. corporations because they also want to make money selling index funds to their employees through company retirement plans.Effectively monitoring the thousands of firms in stock-market indexes would also require considerable staff and resources with little tangible payoff to an index fund's bottom line. Because the funds all own the same stocks – under formulas calibrated to track a broad index – they can't compete with one another on market performance. Instead, they compete with aggressive discounting of fees.Those low costs are also the biggest selling point of all index funds over their actively managed competitors, which must charge more to pay for teams of managers who constantly research companies and cull low performers from their portfolios. Index funds' business model and cost pressures don't allow for much company research, said Ron Gilson, a professor at the law schools of Columbia University and Stanford University who follows the industry."There's not much room for them to be investing in stewardship, particularly when real stewardship is expensive and you're charging some customers close to a zero management fee," Gilson said in an interview.BlackRock, for instance, has 45 people on its team that handles proxy votes, according to a company report in August. The votes cover about 16,000 corporate meetings per year. Last year, the Los Angeles County Employees Retirement Association (LACERA) moved about $10 billion in equity index assets into accounts that would allow the retirement plan to take over proxy voting – and take it away from external portfolio managers including BlackRock, according to publicly available meeting minutes.With expanded voting power, LACERA's support for management proposals dropped to 80% in 2018 from 93% the previous year, when BlackRock had more sway, according to LACERA board presentations. Support for shareholder proposals rose to 74% in 2018, up from 56% support in 2017. LACERA declined to comment.BACKING EXECUTIVE PAYDuring the 2018 proxy season, top index fund providers supported corporate leaders through some trying times for shareholders of the companies in the bottom 10% of the Russell 3000 index.The three funds' backing of a big raise for PG&E chief executive Geisha Williams - to $8.6 million in 2018 from $4.2 million the year before - came after the company suspended its dividend. The executive pay package received overwhelming support from other investors, even though a stable dividend is a key reason for owning utility stocks. PG&E stock lost a quarter of its value in 2017. The utility sought Chapter 11 bankruptcy protection earlier this year after severe wildfires in 2017 and 2018 resulted in more than $30 billion in liabilities amid investigations into whether the utility's equipment had caused the blazes.When the index fund companies helped defeat the proposal to split the chairman and CEO roles at GE in 2018, their huge stakes in the company allowed them collectively to cast 1.3 billion votes against the measure out of a total of 2.8 billion votes in opposition. Investors supporting the measure cast nearly 2 billion votes in favor, hoping to curb the power of GE's CEO in the boardroom.In November 2017, the three index fund firms unanimously backed the pay packages at beauty products company Coty Inc , one of the worst performers in the Russell 3000 index after losing 72% of its value in the three years ended in 2018. The nearly $500,000 in tuition payments for executives' children – an unusual perk – came as part of pay packages that ranged from $3 million to $12 million. The Florida State Board of Administration was one of the few dissenters to vote against Coty's pay arrangements.The large index funds also backed the re-election of Coty Chairman Lambertus Becht, who received a special $3.6 million payout for his work on the company's $12.5 billion acquisition of Procter & Gamble's beauty business in 2016. Top proxy adviser Institutional Shareholder Services said Becht's total compensation of $4.6 million "significantly exceeds market norms for non-employee director pay." Other major investors voted in favor of Becht's re-election, but some dumped Coty's stock as it struggled to digest the acquisition.Spokespeople for PG&E, General Electric and Coty declined to comment for this story.It's rare in proxy voting for a majority of investors in a company to oppose executive pay packages. Even in such cases, BlackRock usually supports management. In 2018, among the 57 companies in the Russell 3000 that failed to win a majority of investor support for their pay plans, BlackRock sided with management about 60% of the time, according to consulting firm Semler Brossy and company voting records.BlackRock supported rich pay packages for directors at Clovis Oncology, who each earned about $500,000 a year despite the firm's modest market capitalization of $1.4 billion. That's twice the typical pay of directors at the 500 largest U.S. companies by revenue, according to Equilar. Vanguard and State Street sided against BlackRock. In all, 58% of votes cast were against a proposal to ratify director pay. Clovis, which declined to comment, responded by cutting director pay by one-quarter after taking into account the low support and investor feedback, the company said in its 2019 proxy.Switch Inc CEO Rob Roy received nearly $100 million in compensation in 2017 when he took the Las Vegas-based data center operator public. The following year, BlackRock backed the election of three directors on Switch's compensation committee who had awarded Roy his big pay package. State Street backed two of them. Vanguard voted against all three on the compensation committee."The awards are unusual, and the complete lack of performance-vesting criteria heightens concern," proxy advisory firm ISS wrote in a May 2018 research report. Each of the three Switch directors received 97% of votes cast.Switch shares lost about two-thirds of their value in the 15 months after its October 2017 initial public offering. Switch and CEO Roy declined to comment.ALL ABOARD FOR AN $84 MILLION PAYOUTIn one case, BlackRock noted concerns about a big payout to an executive but voted for it anyway.In February 2017, legendary railroad executive Hunter Harrison demanded $84 million in upfront money to join CSX Corp as CEO. BlackRock balked at the size of the payment and cited investor concerns about Harrison's health, according to a June 2017 BlackRock report on proxy voting. Before investors voted on his pay package, a Wall Street Journal story detailed how an undisclosed medical condition forced Harrison to work from home, breathing with the help of an oxygen machine.BlackRock, which owned a 6% stake in the rail firm, put aside its concerns and supported the pay package, which received 93% support from all investors. Vanguard, with a 7% stake, and State Street, with around 4%, also voted in favor. Several months later, in December 2017, Harrison died.CSX adopted a rule requiring its next CEO to submit to a physical examination. The resolution that prompted that change at CSX was filed by Virginia attorney John Fishwick Jr., and it was adopted by the company before any vote. He said he was surprised none of the big fund managers stepped up with their own proposal. CSX declined to comment on Harrison's pay."These funds talk a big game, using a lot of flowery language," Fishwick told Reuters in a phone interview. "I have not seen that they've done much."
The mobile version of videogame franchise "Call of Duty" racked up 100 million downloads in its first week, industry site Sensor Tower said on Tuesday, dwarfing the debuts of previous smashes including "Fortnite" and "PlayerUnknown's Battlegrounds" (PUBG). "This is by far the largest mobile game launch in history in terms of the player base that's been built in the first week," said Randy Nelson, Head of Mobile Insights at Sensor Tower. The first-person shooter hit's publisher Activision Blizzard Inc launched Call of Duty: Mobile on Oct. 1. Sensor Tower said the numbers reflected worldwide unique downloads across Apple's App Store and Google Play in the period since. PUBG, Fortnite and Electronic Arts' Apex Legends respectively scored 26.3 million, 22.5 million and 25 million in their first week of release.

Edible bouquets are a delicious and fun way to celebrate a variety of occasions. Whether you're making one for a birthday or holiday celebration, an edible bouquet is a unique and creative way to show someone that you care. With fruit, herbs, or bacon at your disposal, there's no limit to the tasty displays that you can make.
Choose which fruits to use in the bouquet. Think about mixing fruits with sharp, juicy flavors along with mildly-flavored fruits. The tangy flavor of pineapple is a great match for more softly-flavored fruits like cantaloupes and grapes. [1] Establish a color scheme for your bouquet before you start. For instance, if you want your bouquet to look like a sunset, consider using a combination of strawberries, cantaloupe, watermelon, and pineapple.
Clean and trim your fruit so it's ready to eat. Rinse your fruit with cool, running water to clean the surface. [2]Depending on what kind of fruit you use, you may have to trim off some additional stems.[3]
Vinegar also works to wash fruit and other produce.[4]
Cut your larger fruit into small, decorative pieces. Use a sharp knife to slice the larger portions of fruit into bite-sized pieces. While small fruits like strawberries won't require too much prep, fruits like pineapple, cantaloupe, and watermelon will need to be sliced into smaller portions. To add some creative flair to your bouquet, use a cookie cutter to slice your fruit into fun shapes. [5]
Use a flower-shaped cookie cutter to make your pineapple slices look like flower blossoms. These slices may end up being a little larger than bite-sized.[6]
Skewer each piece of fruit through the center. Stab each piece of fruit with a skewer until the wood breaks through the other end of the fruit slice. Use this end of the skewer to hold smaller pieces of fruit, like melon balls.[7]
Dip some of your fruit pieces in chocolate. Melt chocolate chips in the microwave or with a double boiler. Take a skewered piece of fruit and roll it around in the chocolate until it's completely covered.[8] This makes your bouquet more decorative, and also more delicious!
Use a spoon to drizzle other types of chocolate in fun designs on top of the fruit.[9]
Place the fruit skewers in a flipped colander. Flip over a metal or plastic colander so that the rounded portion is facing up. Stick each dipped piece of skewered fruit into the holes of a flipped colander. Wait at least 30 minutes, or until the chocolate has completely dried.[10]
Fill a vase with large cubes of floral foam. Use a kitchen knife to cut chunks of floral foam into cubes. These cubes should be sizable, and provide a comfortable base for the bouquet. The floral foam pieces should reach three-quarters of the height of the vase or container that you're using to hold the fruit. Consider cutting angular pieces of floral foam to tuck in with the larger cubes to provide a more secure base for the fruit.[11]
Slice off smaller portions of the floral foam to make it fit more snugly in the vase or container.[12]
Cover the floral foam with foil to protect the fruit. Cut a medium-sized sheet of aluminum foil to cover the top of the floral foam. Even though skewers will be holding the fruit in place, the foil will prevent any foam from touching the lower levels of fruit in the bouquet.[13]
Be sure to tuck in the foil around the edges of the floral foam with your fingers. This will keep the foil in place.[14]
Stick the skewers of fruit into the floral foam. Push the skewered fruit about an inch into the floral foam. Place the different fruit skewers around the foam to imitate the look of a flower bouquet. Consider interchanging different fruit skewers to allow for a variety of colors. For example, put skewers with grapes in between skewers of pineapple and cantaloupe.[15]
Use toothpicks to secure smaller fruit pieces.[16]
Arrange pieces of lettuce on the vase's bottom. Take large, leafy pieces of lettuce and place them in and around the various skewers. Try to have the lettuce sticking out over the edge of the vase or container to emulate flower leaves.[17]
If you'd prefer, you can place the lettuce on top of the floral foam before putting the fruit skewers in place.[18]
Pick nice-smelling herbs to use in the bouquet. Select a combination of aromatic herbs to include. Rosemary, sage, and peppermint are great candidates. Consider including edible flowers like Rainbow Chard, broccoli, or nasturtium.[19]
If you're having trouble finding a certain herb or flower in a grocery store or flower shop, consider checking online.
If you've picked the herbs and flowers yourself, trim off the ends of the stems for a nicer presentation. You only need to have about to of stalk total.[20]
Lay the herbs on a flat surface to organize them. Set all of your herbs and edible flowers on a table or other flat surface to make sure that you have everything you need. While you can always add in more plants later, it's easier to have everything you need ahead of time.[21]
Put herbs into a bouquet with your dominant hand. Use your non-dominant hand to hold the herbs and edible flowers in place as you begin to assemble the bouquet. This will help to keep the arrangement secure as you add more plants to it with your dominant hand. To make your bouquet more visually appealing, try pairing tall and short plants together, like lavender and mint. [22]
Use a variety of colors to make your bouquet as vibrant as possible. For example, pair a white echinacea flower with green and earth-toned herbs like rosemary and thyme.
Combine sage, lavender, and mint for a great smelling bouquet.[23]
Carrot blossoms and fennel sprigs also work well together in a bouquet.[24]
Tie the stems together to keep them secure. Twist ribbon grass around the stems and stalks of your plants. Tuck the loose end into the wrapped grass to secure it in place.[25] You can find ribbon grass in the garden section of most home improvement stores.
You can also use string to tie your bouquet together.[26]
Rip off the blossom portion from the fake roses. Remove the fake rose petals from the stem. Make sure to keep the leaves beneath the rose petals intact. These will help to secure the bacon to the stem later on.[27]
If you're having difficulty pulling the blossoms off, use a small pair of scissors and trim the flowers with short, even snips.
Fake flowers can be found at most craft stores.
Preheat the oven to . While the oven heats up, you can begin to prepare the bacon. By the time you are finished assembling the bacon roses, the oven should be at the right temperature. [28]
Take a piece of bacon and roll it to form a rose. Pick up a piece of raw bacon and roll it into a smaller coil. Try to leave some gaps between each layer of rolled bacon, as this will make the rose look more convincing.[29]
Use thick-cut bacon if you want more prominent rose petals.[30]
Stick two toothpicks in the bacon to hold it in place. Take a toothpick and skewer it through the bottom of the rose. After the first toothpick is secure, stab a second toothpick through the bottom of the rose so that it's perpendicular to the first toothpick. This will help the bacon keep its shape in the cooking process.[31]
Put a metal rack over a pan lined with foil. Take a metal rack and place it on top of a pan. Be sure to place a sheet of aluminum foil on the bottom of the pan so that it sits beneath the metal rack. The foil will help catch any of the fat that drips down during the baking process.
Place the bacon on the rack. Put each piece of rolled bacon on an oven-safe cooking rack. The bacon roses should be at least an inch apart.[32]
This method works best when you're cooking 8 pieces of bacon at a time.[33]
Slide the bacon into the oven for 45 minutes. Place the metal pan and rack into the oven. It should take around 45 minutes for the bacon to cook completely, but check periodically to see how baked it is.[34]
Depending on the type of bacon you're using, you may have a longer or shorter cooking time. Check the package of bacon to make sure.
Remove the toothpicks from the bacon. Let the bacon cool for a few minutes before removing each toothpick. Take the toothpicks out above the pan, in case there's any leftover grease that drips out. Throw out the toothpicks once you've removed them from the bacon.[35]
Stick the cooked bacon on top of the fake rose. Use one hand to hold the fake rose stem in place. Take a bacon rose in your opposite hand and slide it onto the stem. Try to place it in the center of the green plastic leaves.[36]
Some plastic roses may have a long, metal pin sticking through the center of the stem. Use this pin to hold the bacon rose securely in place.[37]
Position the bacon roses nicely in a vase. Take the assembled bacon roses and place them in a vase or jar. Position the plastic stems similarly to a flower bouquet. Try and have as many of the bacon roses be visible as possible.[38]
Consider adding small, real flowers to the vase as well. Baby's breath is a tiny flower that can fit into small spaces.[39]
Glass jars have many uses besides canning. Many people like to use them as vases for flowers, pencil holders, or simple decorations. While plain glass jars can look beautiful on their own, painted glass jars can add a touch of color to your home. You can even use specific colors of paint to match your home décor or an upcoming holiday.
Remove any labels, then clean the jars. Peel off any labels or price tags first. Wash the jars thoroughly with soap and water, then pat them dry. As an extra precaution, it would be a good idea to wipe them down with rubbing alcohol as well.[1]
The benefit to using this method is that you can fill the jars with water, then add fresh flowers.
The drawback to using this method is that you may end up with some visible brushstrokes.
Apply 2 coats of acrylic craft paint. Apply the first coat, let it dry, then apply the second coat. It should take about 20 minutes for the first coat to dry. You can do this with a paintbrush or a foam brush. Once the jar dries, you can flip it over and apply 2 coats of the same paint to the bottom.[2]
Work systematically from top-to-bottom. Make your coats light to reduce brushstrokes. You can always add a third one.
Stick your hand inside the jar to turn it. This way, you won't get your fingers dirty or leave behind fingerprints in the paint.
Allow the paint to dry overnight. Some types of acrylic craft paint are actually enamel-based, meaning that it needs time to cure. In most cases, you will need to wait 20 days. Check the label to be sure.[3]
You can tell if the paint is enamel-based either by looking at the label or at the drying instructions on the back. If the instructions say that the paint needs to cure for several days, it's enamel-based.
If you are using regular acrylic craft paint, just let it dry overnight.
Distress the jars with sandpaper for a rustic look, if desired. Lightly buff the threading along the top of the jar with 120-grit sandpaper. Use the same sandpaper on the bottom of the jar. Buff any raised areas using 100-grit sandpaper. If your mason jar has a raised design, such as the word "Ball," you can sand it using an emery board.[4]
Seal the jar with 2 coats of acrylic sealer. The finish you use is up to you. Use a glossy sealer for a shiny finish. If you distressed the jar, a satin or matte sealer would look better. A spray-on sealer will give you the nicest finish, but you can use the paint-on kind as well.[5]
Allow the sealer to dry and cure before using the jar. Because you only painted the outside of the jar, you can use it as a vase for fresh flowers. If the jar gets dirty on the outside, wipe it down with a damp cloth. Never scrub the jar or leave it standing in water, or the paint will come off.
Clean the inside of the jar with soap and water, then dry it off. It would be a good idea to wipe the inside of the jar down with rubbing alcohol to remove any oils that may prevent the paint from sticking. If your jar has any stickers or labels, you should remove them at this point as well.
The nice thing about using this method is that you get a clean finish without any brushstrokes.
The downside to using this method is that you cannot fill the jar with water and use it as a vase.
Pour some acrylic craft paint into the jar. How much you pour in depends on the size of your jar; the bigger your jar is, the more paint you will need. A little bit of this paint goes a long way, however. Remember, you can always add more paint.[6]
Plan on using 1 to 2 tablespoons (15 to 30 milliliters) for most jars. For an 8-ounce (240-milliliter) or smaller jar, use 1 to 2 teaspoons instead.
Swirl the paint around inside the jar. Tilt the jar around this way and that. Turn the jar on its side, and roll it to help further spread the paint. Keep doing this until you get the paint coverage you want. You can coat the entire inside of the jar, or you can leave bare patches.[7]
If you aren't getting the coverage you want, add another 1 to 2 squirts of paint.
If the paint is not moving, it is too thick. Add a few drops of water to the paint, stir it in with a spoon or skewer, and try again.
Turn the jar upside down on a stack of paper towels. Cover your work surface or a tray with a waterproof material, such as wax paper. Lay down several sheets of paper towel, then place the jar upside down on it. The excess paint will drip down the sides of the jar and collect on the paper towel.[8]
If you left bare patches, be aware that you will get streaks of paint on the unpainted glass. If you don't want this effect, leave the jar upright.
Wait for the excess paint to drain. How long this takes depends on how big the jar is, how much paint you used, and how thick the paint was to begin with. This can take as little as a couple minutes to as long as a few hours.[9]
Skip this step if you left bare patches. You'll simply have a thicker coat of paint on the bottom of the jar.
Turn the jar right-side-up. If you want to, you can wipe excess paint from the rim of the jar using a damp cloth. If there is paper towel stuck onto the rim, scrape it off with your fingernail or an emery board, then fill in the bare patches using spare paint and a small paintbrush.
Allow the paint to dry. Most acrylic paint takes about 20 minutes to dry, but it could take longer for this project because of how much you used. Keep in mind that some paints sold in the acrylic paint aisle are actually enamel paints. In this case, the paints will need to be cured. Check the label for specific instructions.
Add a second color, if desired. You can repeat the process to add a second color to your jar. If you coated the entire jar the first time, the first coat will show through the jar and be visible on the outside, while the second coat will be visible only from the inside. If you coated the jar only partway, the second color will fill in the bare patches, giving you a two-tone effect.
Use the jars as desired, but don't let the inside get wet. Do not fill these jars with water, otherwise the paint will come off. Use only dry flowers or silk flowers.[10]
Draw designs onto the jar with hot glue before painting it. Clean the jar first, then draw designs onto it using hot glue. Allow the glue to set, then paint over the jar, preferably with spray paint. Allow the paint to dry, then distress and/or seal the jar, if desired.
You can draw simple designs, such as dots, swirls, or hearts. You can also write words instead, such as "Love" or "Witch Brew."
If you don't have hot glue, you can try using puffy paint instead. The raised designs won't be as prominent and they will take longer to dry.
Paint delicate designs by hand using a small paintbrush. Apply just a single coat of acrylic paint; if you apply more than that, the edges of your design may become blurred or uneven. Depending on how thick your coat of paint was, your design could end up looking somewhat translucent, which could lend your jar a delicate appearance.
Print out a picture that you like, then tape it inside the jar. Paint your jar using the picture as a guide, then pull the picture out.
Use adhesive stencils to paint specific designs. Clean your jar, then apply your desired adhesive stencil. Apply 2 to 3 coats of acrylic paint to the inside of the stencil with a pouncer (a round, foam brush). Peel the stencil away, then allow the paint to dry. Seal the jar as desired.
If you are using a paintbrush, apply the paint from the outside edges of the stencil inward.
Use cut adhesive vinyl to create reverse stencils. Clean your jar first, then cut a shape out of adhesive vinyl or contact paper. Smooth the shape onto the jar taking care to avoid any raised designs. Apply 2 to 3 coats of acrylic paint, allowing each one to dry. Peel the stencil away, then fill in any chips using spare paint and a small paintbrush.[11]
If you wish to seal your jar, do so before you remove the stencil.
Avoid painting over the stencil. This will reduce chipping when you go to take it off.
Draw the shape by hand or use a cookie cutter to trace it.
Create a customizable jar with chalkboard paint. You can paint the entire jar with chalkboard paint, or apply it using a stencil/reverse stencil. Let the paint cure for several days. Prime the paint by rubbing chalk over it, then wiping if off. Draw a picture or write a message using chalk.
For a twist, paint over the chalkboard jar with acrylic paint, let it dry, then buff the raised areas to reveal the black underneath.[12]
Spray paint the jar if you are in a hurry. Make sure that the jar is clean, then set it upside-down on a newspaper in a well-ventilated area. Hold the spray can about away from the jar, and apply a light coat. Let the paint dry, then apply a second coat if needed. Seal the jar afterwards with clear acrylic sealer in a finish you like: matte, satin, or glossy.
In general, it will take 30 minutes for the paint to dry in warm weather, and 60 minutes in cool.
Handle spray painted jars with care. The paint may get chipped or scratched easily.
Paint designs onto the jar after the paint dries. For a unique look, use a thin paintbrush. If you want polka dots, use a round pouncer to stamp the paint on. Alternatively, you can tape a stencil over the jar, paint inside the stencil, then peel the stencil off.
Use decoupage glue to add glitter to a painted jar. Paint your jar first, then let it dry. Use a wide paintbrush or foam brush to apply a layer of decoupage glue to the bottom quarter or third of your jar. Stick your hand into the jar, then rotate it as you sprinkle extra-fine glitter onto the glue. Tap the excess glitter off, then allow the jar to dry upside down. Seal the glitter with glossy acrylic sealer, if desired.
If you painted the jar by hand, you can wrap tape around it to get a neater line. Peel the tape off before the glue dries.[13]
Do not use tape on jars that have been spray painted. This tends to remove the paint.[14]
Wrap a ribbon around the jar for a decorative touch. For something more rustic-looking, use raffia or jute cord. You can wrap the ribbon around the middle of the jar or around the neck. If you added a stencil or reverse stencil to your jar, then you would definitely want to wrap the ribbon/raffia/cord around the neck so that you don't cover the design up.[15]
Fill stenciled jars with vase filler if desired. This is great for reverse stencils, but it could look nice with regular ones too. Use enough vase filler so that you can see it peeking through the bottom of your reverse stencil.[16] If you used a regular stencil, fill the jar as much as you want.
Glass marbles make great vase fillers, but you can use colored sand as well. You can find these in the floral section of an arts and crafts store.
There are very few things more pleasant than hiking through the great outdoors. The sun warming your shoulders, nature all around you, and an incredible view before you--trails can truly be paradise. However, hiking can also be dangerous if not done properly. It is incredibly important to prepare for a hiking trip, and to know what to do once you get out onto the trail.
Buy a local guidebook. Hiking guidebooks are essential when it comes to finding the right hike for you. Local guidebooks will also tell you all about the natural landscape around you--from wildflowers you will see while hiking during different seasons, to the types of birds you will see flying overhead. You should be able to purchase a local hiking guide at your local bookstore, outdoor adventure store, or at your regional park's visitors center. You can also purchase them online.
You can also search online for hikes in your area. Chances are, you will find a bunch of websites detailing some great hikes right near your house--even if you live in the heart of a city like San Francisco (if you actually do live in SF, go check out the Marin Headlands!)
Start small. If this is your first time hiking, you should choose a relatively easy hike. Look for short day hikes that are a manageable distance for your abilities. If you rarely ever go out into nature, you might want to stick with a flat one or two mile track. For others who exercise regularly, an easy five mile roundtrip hike may be more your style--it's really up to you. Just don't push yourself too hard your first time out.[1]
Bring lots of water. One of the most important things to know when learning how to hike safely is that you need to bring the right amount of water. Staying hydrated is really important, so drink a good amount of water before you head out on your hike. Bring more water than you think you will need--it's better to carry extra water than not bring enough and become dehydrated. A good rule of thumb is to bring at least one liter of water per person for every two hours of hiking.[2] Bring even more if the hike is particularly hot or strenuous.
Pack your backpack. Depending on the length of your hike, you may consider bringing different things. In general, however, you should always bring some sort of energy-boosting snack (you can never go wrong with trail mix), a knife of some kind (Swiss Army knives are great), a compass and map, a flashlight, matches or a lighter, and an extra layer of clothing (in case the weather changes suddenly.)and snacks[3]
You could also consider bringing a first aid kit, a compass, binoculars, etc. Just remember that you don't want to weigh yourself down with unnecessary items. Always bring water.
Protect yourself from the sun. Along with the other items you have packed in your backpack, you will also need to bring supplies to protect you from the sun. This includes sunscreen, a hat, and sunglasses. Getting sun poisoning or skin cancer is no laughing matter, so do anything you can to protect yourself from the sun's harsh rays.
Wear the right shoes. It's important to wear shoes that will make your trailblazing easier. Skip the flip-flops and go for laced up shoes that will give you good arch support. If you can, wear hiking boots or trail shoes--these will be the best for maneuvering in rough terrain. Combat boots are also great, these can be worn for a long time on rough terrain and still be comfortable. If it's a tick season, tuck pants in socks, you don't want to get bitten and infection from ticks spread to you.
If you have new shoes that you've never worn before, break them in before you set out on your hike. If you don't, you could end up with some nasty blisters on your feet.
Ask some friends or family to go with. Beginning hikers should stick together or go with more experienced hikers before they head out on the trail by themselves. This is because if you are hiking solo and something happens to you, it is much more difficult to get help. Plan a hike and ask your friends to come along, both for the fun of it but also as a safety precaution.[4]
If you do decide to hike solo, let someone else know where you are going and when you are supposed to be back. Tell them you will contact them after you are done with your hike. Do not forget to actually contact them or they may call the police.
Know what to do in case of an emergency. While it is more than likely that your hike will go perfectly smoothly, you should always be prepared for the unexpected. Begin at the trailhead. Each trail begins with a trailhead--a sign that generally states the name of the trail and the distance to the end (or how long the loop is.) Other trailhead, like those in national parks, will have a map of all of the other trails your trail connects to, as well as different things to look out for while hiking.
If you cannot find a trailhead, you may not be at the right location. Ask someone for directions. Other trails might not have a trailhead--this fact will be specified in your trail guide.
Look for trail markers. When you are out hiking, you will inevitably come across a fork in the road. Follow the trail markers that say your trail's name. If there are no markers available (which is relatively rare) consult your map and look for cairns. Cairns are stacks of rocks that rangers make to show hikers the correct path to take.
You may see small trails branching off from your trail. Do not follow these--often they are simply deer and other forest creature paths that will lead you into uncharted territory. Park rangers and trail maintenance people generally block off these sort of faux-trails by dragging fallen tree branches across the path.
Obey all signs. If you see a sign that says "Stay on the trail" you should--you guessed it--stay on the trail. It is more than likely that that sign is there because there is revegetation happening in the area. When too many people walk in areas other than the path, they can do serious damage to the vegetation.
You will also most likely see a sign that says do not feed wild animals. This is really good advice, as feeding wild animals can hurt both you and the animals. Do not feed wild animals--no matter how cute they look.
Take breaks and rehydrate. Hiking is not a race, but rather an activity that you can do at your own speed. Don't be afraid to slow down if you are feeling tired. Drink water throughout your hike and sit down for a rest whenever you feel the need to do so.
Look out for critters that might be underfoot. Be aware that when you are hiking, you are passing through the home of many different creatures--from the smallest bugs, to the biggest bears. Do not ever try to approach or interact with wild animals because they are just that--wild.
In particular, look out for snakes. Be careful when walking in rocky areas where snakes are known to reside--stepping on a snake is never a good thing.
Take only pictures, leave only footprints. This is a saying we are taught when we are young but it remains true. The wilderness is a place of beauty that must be respected. Do not throw your trash on the ground, disturb the peace by blasting music or talking at the top of your lungs. Do not take rocks, plants or animals with you when you leave the trail--if you do, you are disrupting the beautiful ecosystems around you. To be a true hiker, you must respect nature.[6]
Don't hike on an extremely hard trail, or in extreme weather, if you have never gone hiking before.
If the trailhead has a hiking log, sign it. This will let park rangers know that you have started out on the trial. Always mark that you are back once you have finished your hike.
When the weather gets chilly, there is nothing cozier – or more convenient – than popping on an oversized sweater. With proper styling, you can look just as fashionable as you do cozy. Paired with the wrong things, however, oversized sweaters look less trendy, and more like you rolled out of bed and raided someone else's closet. Oversized sweaters go in and out of fashion, but when they are very stylish, in both men's and women's departments -don't be afraid to explore both sections – oversized sweaters are a fantastic, gender neutral wardrobe pieces.
Consider colors and patterns. Monochrome sweaters, especially those in neutral colors, are great additions to your wardrobe because they can be paired with all sorts of other clothes and accessories. Patterned sweaters can be fun statement pieces, and you can effortlessly create an outfit just by pairing them with neutral trousers, leggings, shorts etc.
There is a time and a place for both bold patterns and solid neutrals. Consider your collection of pants, jeans, skirts, leggings, dresses, and so on when deciding which kind of sweater to add to your collection.
Think about layering possibilities. This will help you decide if you want a thick, chunky sweater, or a more lightweight sweater. If you're looking for a sweater to wear over layers, you may want to get something a bit less chunky – otherwise, you'll feel like you're wearing a sumo suit. On the other side, you don't want something so sheer that you'll see the bottom layers right through it.
Lightweight, oversized cardigans are great to throw on over warm weather outfits, and big chunky sweaters look great with winter outfits. It's all about visualizing the outfits you want to create!
Pair slouchy sweaters with dresses and skirts. Weather permitting, this is a great combination. Wearing a big, chunky sweater over a flowy dress can create a really interesting, trendy contrast. Transform summer dresses into fall and winter dresses just by topping them with a warm sweater. For this look, it's best to wear oversized sweaters that are cropped at the waist, so it doesn't completely cover your dress or skirt.[1]
Wearing oversized sweaters with maxi skirts can create the ultimate bohemian silhouette. It can be hard to pull this look off without looking like you're drowning in clothing, though. This look works best on tall people, but that doesn't mean you can't rock it if you're short.
Wear big sweaters with form-fitting bottoms. When it comes to wearing oversized clothing, the general rule is one thing at a time. If you're going to wear a big, baggy sweater, avoid wearing big, baggy pants too. Instead, pair your sweater with tighter jeans, pants, or leggings. Wear a belt. The one downside of oversized sweaters is that they certainly don't show off your figure. If you want to accentuate your waist, there's an easy solution. Pop a belt around your sweater and cinch it tight. Now, you have all the coziness of the big sweater, but you also have created a flattering silhouette.[3]
Embrace the wrist accessories. Big sweaters pair perfectly with big jewelry. Big, bold watches, bangles, and other bracelets look great against big, chunky sweaters. This is an easy way to add a bit of color or sparkle to a neutral sweater, or add a bit of fancy flair to a slouchy, more casual sweater. Cuff the sleeves of your sweater to show off your bracelets or watch.
Add a necklace. You can easily transform a big, comfy sweater into dressy work attire simply by adding a beautiful statement necklace. You can soften up a cable knit sweater by pairing it with a dainty necklace. Playing around with your jewelry can really change an entire outfit, so don't be afraid to experiment. The lounging, weekend sweater can transition to business professional with some strategic styling.
Dress up your sweaters with your footwear. Pairing big, oversized sweaters with casual footwear is a no-brainer – they go perfectly with sneakers, snow boots, and moccasins. However, you can style them in a completely new way with different footwear. Try pairing an oversized sweater dress with over-the-knee boots for a fierce, eye-catching look.
