Russia's S-70 Okhotnik-B, or Hunter-B, flying wing unmanned combat air vehicle, or UCAV, has flown together with a Su-57 advanced combat jet for the first time. The Russians see at least one of the S-70's future missions being to operate together with the Su-57 in a "loyal wingman" role, which could help mitigate some of the shortcomings of the latter manned aircraft's design and usher in new air combat synergies overall.
The Russian Defense Ministry announced the test flight on Sept. 27, 2019, but did not say specifically where or when it had taken place. Video footage that the Kremlin released from the flight strongly suggests it occurred at the 929th Chkalov State Flight-Test Center in Russia's southwestern Astrakhan region, which is also likely where the S-70's first flight took place earlier this year. The flight reportedly lasted "more than 30 minutes," according to an official statement.

WASHINGTON (Reuters) - President Donald Trump's administration is considering delisting Chinese companies from U.S. stock exchanges, three sources briefed on the matter said on Friday, in what would be a radical escalation of U.S.-China trade tensions.
The move would be part of a broader effort to limit U.S. investment in Chinese companies, two of the sources said. One said it was motivated by the Trump administration's growing security concerns about the companies' activities.
Major U.S. stock indexes slipped on the news, which came days before China celebrates the 70th anniversary of the birth of the People's Republic on Oct. 1, when the world's No. 2 economy will shut down for a week of festivities.
Shares of Hangzhou, Zhejiang-based Alibaba (BABA.N) ended down 5.15%. JD.com (JD.O) fell 5.95% and Baidu Inc (BIDU.O) declined 3.67%. The iShares China Large-Cap ETF (FXI.P) shed 1.15%.

Saturday marks five years since the start of the pro-democracy Umbrella Movement that unsuccessfully sought free and open elections in Hong Kong, a former British colony that reverted to Chinese control in 1997.

An unnamed Ukrainian official said that Kiev was not made aware that the U.S. suspended security funds until a month after President Trump's call with his Ukrainian counterpart Volodymyr Zelensky, which calls into question the whistleblower's account and Democrats' arguments that there was a quid pro quo for the aid.
The official told The New York Times that Zelensky's government was unaware about the aid issue until a month after Trump's July 25 phone call in which he discussed Joe Biden and his son Hunter.
The whistleblower complaint – citing U.S. officials – claimed that officials in Kiev knew that the military aid could be in jeopardy in early August, but the whistleblower admitted to not knowing "how or when they learned of it."

The NY Times is reporting the whistleblower who made the complaint about Trump's call with Ukraine is a CIA agent who was on a detail to the White House:
The whistle-blower who revealed that President Trump sought foreign help for his re-election and that the White House sought to cover it up is a C.I.A. officer who was detailed to work at the White House at one point, according to three people familiar with his identity.
The man has since returned to the C.I.A., the people said. Little else is known about him. His complaint made public Thursday suggested he was an analyst by training and made clear he was steeped in details of American foreign policy toward Europe, demonstrating a sophisticated understanding of Ukrainian politics and at least some knowledge of the law.
The next section of the Times' story is devoted to the back and forth over whether or not the Times should have published this information in the first place. The whistleblower's attorney is not amused, telling the Times, "Any decision to report any perceived identifying information of the whistle-blower is deeply concerning and reckless, as it can place the individual in harm's way." That concern was echoed by others on Twitter:

(CNN)The UK-flagged oil tanker Stena Impero has left Iran, where it has been detained since July 19, arriving in international waters on Friday.
The ship sailed from Bandar Abbas port at 9 a.m. local time, Iran's state-run news agency IRNA reported. The company operating the ship, Stena Bulk, also confirmed the tanker's release.
"The vessel has left the port of Bandar Abbas and is transiting to Dubai for the crew to disembark and receive medical checks and de-briefing," the president and CEO of Stena Bulk, Erik Hanell, said in a statement.

GENEVA (Reuters) - The United States offered to remove all sanctions on Iran in exchange for talks but Tehran has not yet accepted the offer due to the current "toxic atmosphere", Iranian President Hassan Rouhani said on Friday.
Rouhani, speaking on his return from the United Nations General Assembly in New York, said he met there with U.S. officials at the insistence of Germany, Britain and France.
"It was up for debate what sanctions will be lifted and they (the United States) had said clearly that we will lift all sanctions," Rouhani said, according to his official website.
Iran was ready for negotiations but not in an atmosphere of sanctions and pressure, the Iranian president said.

China's growing military might has replaced North Korean belligerence as the main security threat to Japan, Tokyo's annual defence review indicated on Thursday, despite signs that Pyongyang could have nuclear-tipped ballistic missiles.
The document's security assessment on China comes after a section on Japan's ally, the US, the first time Beijing has achieved second place in the Defence White Paper and pushing North Korea into third position.

Hong Kong democracy activist Joshua Wong announced Saturday that he will run in the city’s upcoming district council elections, a statement timed with the fifth anniversary of the Umbrella Revolution protests he led in 2014.
“I hope to make clear that involvement in small scale community work can make a difference in our city’s politics,” Wong said, standing on a pavement outside government headquarters in the early autumn sun. “I’m convinced democracy will grow from the ground up, from the community. The battle ahead is a battle for our home and for our homeland.”
He was addressing a small gathering of media and supporters, including several pro-democracy lawmakers. Supporters chanted “For our homeland!” and “Democracy now!”
“Hong Kong is a small city of seven million, and it is facing a battle,” lawmaker Fernando Cheung told the gathering. “Joshua Wong is at the front of the battle lines. It is not an easy thing to do at all. He should be renamed as the David of David and Goliath. His strength is insurmountable.”
The 22-year-old will run for a seat on a district council in the city’s south, where he has lived for over a decade. Although such councils are the lowest level of municipal organization, they can potentially be a fast track to the city’s legislature, because the 431 members of district councils across Hong Kong are entitled to elect one of their number to become a lawmaker.
Speaking earlier to TIME, Wong said: “The fight for democracy relies on community support. Realizing how to enhance people’s livelihoods and urban planning is significant.”
Wong’s announcement comes as the semi-autonomous enclave enters its 17th consecutive weekend of protests. The demonstrations were initially a response to a controversial, now withdrawn extradition bill that would have allowed the rendition of fugitives to mainland China. But demands have since evolved and the protestors, mostly of them young, are calling for democratic reform and greater autonomy from Beijing, which has sovereignty over the former British colony under the “one country, two systems” framework.
Last month, official figures showed a surge in the number of registered voters in the city, with the most significant increase seen in the 18 to 35 age group. The spike has been linked to the ongoing protests, which have inspired greater political awareness in many young people.
There is a widespread expectation that the establishment will suffer at the hands of such voters in the coming race. District councils are presently dominated by pro-Beijing parties, but Willy Lam, an adjunct professor at the Chinese University of Hong Kong, says “The protests are bound to have a beneficial effect on pro-democracy candidates.”
Wong’s announcement marks his first participation in a political race. Members of Demosisto, his political party, have had their attempts to enter local politics thwarted. Nathan Law was elected to the city’s Legislative Council in 2014 but disqualified over the manner in which he took his oath, while Agnes Chow was barred last year from running in a by-election due to the party’s support for self-determination for Hong Kong.
Wong acknowledged the possibility that he, too, might be prohibited from running — even for a district-level council. “If they disqualify me, I know it will generate more international momentum to keep focusing on Hong Kong,” he told TIME a day ahead of his campaign announcement.
Lam warns that in the present political climate, disqualifications of pro-democracy candidates would “likely provoke sizable protest.”
Hong Kong is meanwhile bracing for a weekend of demonstrations in the lead up to China’s National Day on Oct. 1, which will mark the 70th anniversary of the founding of the People’s Republic.
Later on Saturday, protestors will commemorate the Umbrella Revolution, and on Sunday will take part in an “anti-totalitarianism march” on government headquarters. Supporters in several cities around the world are expected to hold protest rallies on the same day.
Wong says he will submit his application next week to election officials, who will decide whether or not his candidacy can proceed. The vote will be held in November.
“I have no plan to shift the focus from the protests to the election,” Wong told TIME. “But I want to generate more momentum to keep the pressure on Beijing, [whether from] inside the [district] council, on the streets or in the international community.”
Saudi Arabia has announced it will open its doors to international tourists for the first time ever, pledging to provide e-visas and visas on arrival to visitors from 49 countries.
Travel to the Kingdom has until now been almost entirely restricted to expatriate workers or those with business visas, and to religious pilgrims visiting the holy cities of Mecca and Medina.
That’s about to change, according to a press release issued ahead of a new visa regime expected to be implemented Friday night. Under a new program, Saudi Arabia will welcome oversees visitors outside of the auspices of the Hajj visa. The Kingdom will also relax its strict dress requirement for female visitors, exempting them from wearing the otherwise obligatory head-to-toe robe, or Abaya, in public places and permitting them to travel without a male companion. Tourists will still be required to dress modesty and Mecca remains off-limits for non-Muslims.

(GENEVA) — An international conservation group is warning that more than half of the European tree species that exist nowhere else in the world are threatened with extinction.
The International Union for the Conservation of Nature said in a new report Friday that 58% of the continent’s 454 native trees are threatened and 15% are “critically endangered” – one step away from extinction.
More than 150 experts contributed to the report, which the conservancy called the first comprehensive assessment of the extinction risk of trees in Europe.
The findings in the “European Red List of Trees” come amid heightened concern about environmental issues and extinction risks in Europe and beyond. A U.N. report on biodiversity released in May warned that extinction looms for over 1 million species of plants and animals.
IUCN, a 71-year-old organization known for its “Red List” classification of threatened species, said that “invasive and problematic” species are the top threat to European trees, with urban development and “unsustainable logging” as other factors.
The group’s Europe director, Luc Bas, said “human-led activities” were resulting in population declines of important tree species.
Among the recommendations , the report’s authors called for the creation of protected areas, improved monitoring and increased research on the impacts of climate change on forests and individual tree species.
The conservancy highlighted Aesculus hippocastanum, or the horse chestnut tree, native to southeastern Europe. The polished brown conker inside its spiked fruit “is perhaps more famous than the tree itself” because of its use in children’s playground games, the report said.
The species, present in Europe since before the last Ice Age, has been threatened by defoliation because of the leaf miner moth, and a blotch caused by a fungus, as well as by human pressures. It is endangered in Bulgaria and Greece and critically endangered in Albania.
(UNITED NATIONS) –– Russia’s foreign minister is taking aim at the West, saying its philosophies are out of step with the times.
Sergei Lavrov says “it is hard for the West to accept seeing its centuries-long dominance in world affairs diminishing.” He spoke in a pointed address at the U.N. General Assembly.
Lavrov also says some Western countries “are trying to impede the development of a polycentric world.”
He also criticized NATO’s decision to attack Libya, which he says split the country apart. He says the West “has its own rules in the Balkans” as well. And under Western intervention, he says, Venezuela’s “statehood was destroyed before our eyes.”
The term “the West,” when said by Russian officials, typically refers to the United States and its sphere of influence in Europe.
(PORT-AU-PRINCE, Haiti) — Protesters seeking to oust Haitian President Jovenel Moise have attacked businesses and a police station, and opposition leaders are pledging that there will be no peace until he resigns.
Leaders of opposition parties have sent groups of young men onto the streets for three weeks to enforce a shutdown of businesses and public services.
The protesters pledged a massive demonstration Friday to increase pressure on Moises. By midmorning, witnesses said demonstrators had burnt and ransacked a police station in Cite Soleil, a sprawling seaside shantytown. A reporter for radio station Zenith FM said he had seen an Avis car rental office attacked and burnt.
Sen. Youri Latortue, one of the opposition leaders, told Radio Caraibes that “if Jovenel doesn’t resign today, whatever happens to him is not our responsibility.”
A U.S. military airstrike killed 17 people allegedly affiliated with ISIS in southwest Libya, the military announced Friday—the third strike against militants there this month.
The strike was carried out Thursday by U.S. Africa Command (AFRICOM) in conjunction with the U.N.-backed Libyan Government of National Accord. AFRICOM said it did not believe any civilians were injured or killed. This month’s strikes in Libya are the first in more than a year by the U.S. military, according to the Associated Press.
“This ongoing campaign against ISIS-Libya demonstrates that U.S. Africa Command persistently targets terrorist networks that seek to harm innocent Libyans,” said Navy Rear Adm. Heidi Berg, director of intelligence at AFRICOM. “We will continue to pursue ISIS-Libya and other terrorists in the region, denying them safe haven to coordinate and plan operations in Libya.”
AFRICOM told TIME that for “operational security reasons” it could not disclose whether the coordinates for the airstrike came from U.S. or Libyan intelligence services. “It is important to preserve operational advantage and not signal to these terror elements when, where, and the various means available to disrupt them,” a spokesperson said in an email.
An airstrike on Tuesday killed 11 people and a strike Sept. 19 killed eight—all associated with ISIS, AFRICOM said.
Human rights groups have not called the lack of civilian deaths in Thursday’s strike into question. But the U.S. military has understated civilian death tolls in the past.
The U.S.-led coalition in Syria killed more than 1,600 civilians during the bombardment of Raqqa, Syria in 2017, according to an investigation by Amnesty International and Airwars. The U.S. has publicly admitted responsibility for only 10% of those.
“There has never been a more precise air campaign in the history of armed conflict,” the commander of the Raqqa operation, Gen. Stephen J. Townsend, wrote at the time. Since July 2019, Townsend has been the commander of AFRICOM.
Donatella Rovera, senior crisis adviser at Amnesty International who led the investigation, suggested Thursday’s airstrike in Libya should be investigated.
“I work on the basis that cases need to be investigated,” she told TIME. “It may be that their [AFRICOM’s] version of events in Libya is totally accurate, I don’t know. I can tell you about the hundreds of cases I investigated in Syria and Iraq where their version of events was not accurate at all, in a very large number of cases, including practices that they themselves boasted about, notably General Townsend … honestly some of the statements that he made were really baffling.”
The Libyan Government of National Accord, based in the northwest of the country, is currently fighting forces led by Khalifa Haftar, a strongman and U.S. citizen who rose to prominence in the northeast of the country amid the civil war that followed the death of former Libyan leader Muammar Gaddafi.
Recent U.S. strikes against ISIS in Libya have been confined to the sparsely-populated southwest, away from the conflict between Haftar and the Government of National Accord. But ISIS has also been present in the north of the country in the past.
“U.S. Africa Command continues to support diplomatic efforts to stabilize the political situation in Libya in order to maintain our common focus on disrupting terrorist organizations that threaten regional stability,” AFRICOM said in a statement.
(UNITED NATIONS) –– Insisting he wasn’t making a threat, Pakistan’s leader denounced his Indian counterpart on Friday and warned that any war between the nuclear rivals could “have consequences for the world.” India’s prime minister took the opposite approach, skipping any mention at the United Nations of his government’s crackdown in the disputed region of Kashmir.
“When a nuclear-armed country fights to the end, it will have consequences far beyond the borders. It will have consequences for the world,” Pakistani Prime Minister Imran Khan said in a wide-ranging, at times apparently extemporaneous U.N. General Assembly speech in which he called Modi’s actions in Kashmir “stupid” and “cruel.”
“That’s not a threat,” he said of his war comments. “It’s a fair worry. Where are we headed?”
An hour earlier, Indian Prime Minister Narendra Modi addressed the U.N. meeting with a speech that focused primarily on his country’s development, though he warned of the spreading specter of terrorism. He never mentioned Kashmir directly.
India and Pakistan have fought two of their three wars over the Himalayan region. They’ve been locked in a worsening standoff since Aug. 5, when Modi stripped limited autonomy from the portion of Kashmir that India controls.
Modi’s Hindu nationalist government imposed a sweeping military curfew and cut off residents in the Muslim-majority region from virtually all communications. Khan said there were 900,000 Indian forces in the region policing 8 million Kashmiris.
“What’s he going to do when he lifts the curfew? Does he think the people of Kashmir are quietly going to accept the status quo?” Khan said. “What is going to happen when the curfew is lifted will be a bloodbath.”
He added: “They will be out in the streets. And what will the soldiers do? They will shoot them. … Kashmiris will be further radicalized.”
While not mentioning Kashmir by name, Modi touched on terrorism: “We belong to a country that has given the world not war, but Buddha’s message of peace. And that is the reason why our voice against terrorism, to alert the world about this evil, rings with seriousness and outrage.”
Modi has defended the Kashmir changes as freeing the territory from separatism. His supporters have welcomed the move.
The difference in speech styles was striking, with Modi sticking closely to a prepared text and Khan appearing to speak off the cuff and riff. While the U.N. distributed a transcript of Modi’s speech moments after he finished talking, Khan’s had not been released nearly two hours later.
Ahead of Modi’s and Khan’s appearances at the U.N., residents of Indian-controlled Kashmir expressed hope that their speeches would turn world attention to an unprecedented lockdown in the region.
“We really hope these leaders will do something to rid us of conflict and suppression,” said Nazir Ahmed, a schoolteacher on the outskirts of Srinagar, the main city in Indian-held Kashmir. “Conflict is like a cancer hitting every aspect of life. And Kashmiris have been living inside this cancer for decades now.”
As the two leaders spoke Friday, large dueling protests supporting and opposing India’s action in Kashmir were taking place across the street from U.N. headquarters.
U.S. President Donald Trump, who met with both Modi and Khan this week, has urged the sides to resolve their differences.
India and Pakistan’s conflict over Kashmir dates to the late 1940s, when they won independence from Britain. The region is one of the most heavily militarized in the world, patrolled by soldiers and paramilitary police. Most Kashmiris resent the Indian troop presence.
Modi, a pro-business Hindu nationalist, and his party won a decisive re-election in May. The election was seen as a referendum on Modi, the son of a poor tea seller whose economic reforms have had mixed results. But he has enjoyed enduring popularity as a social underdog in India’s highly stratified society.
Critics, however, say his Hindu-first platform risks exacerbating social tensions in the country of 1.3 billion people.
(VATICAN CITY) — Pope Francis on Friday warned tech company executives, diplomats and financiers that the race to create artificial intelligence and other forms of digital development pose the risk of increasing social inequality unless the work is accompanied by an ethical evaluation of the common good.
Francis addressed a Vatican conference that brought government envoys and Facebook and Google representatives together with philosophers, physicists and ethicists. A smattering of academics and Catholic bishops rounded out participants at “The Common Good in the Digital Age” conference.
The three-day gathering is the latest evidence of the Vatican wanting a place in the debate over the prospects and perils of artificial intelligence.
The debates included technology advancements in warfare and the future of work with increasing reliance on machines, as well as a case study examining the Christchurch, New Zealand, massacre and decisions taken by social media companies after video spread of the carnage.
In his speech to the conference, Francis praised the potential of technological progress, noting that machines at the dawn of the industrial revolution spared workers dangerous and monotonous labor. But he warned that increased reliance on robotics for the sake of profits risked depriving people of the dignity of labor.
“If technological advancement became the cause of increasingly evident inequalities, it would not be true and real progress,” he warned. “If mankind’s so-called technological progress were to become an enemy of the common good, this would lead to an unfortunate regression to a form of barbarism dictated by the law of the strongest.”
Organizers of the conference said they hoped to tap into participants’ expertise identify possible future advisers for the Catholic Church on high tech issues.
After Israel’s Sept. 17 election ended in political deadlock, a top lawmaker from an Arab-dominated political party this week became the first since 1992 to endorse an Israeli candidate for prime minister.
For the past 25 years, Israeli Arab party leaders have declined to endorse a Prime Ministerial candidate in Israel’s coalition-dependent system. But Ayman Odeh, the leader of the Joint List, an alliance of Israel’s four Arab-dominated parties, recommended centrist candidate Benny Gantz be given the mandate on Sept. 22. His party, Blue and White, won 33 parliamentary seats, one more than Netanyahu’s right wing Likud, which finished on 32. With 13 seats, the Joint List became the third-largest party in Israel’s parliament.
“We will be the cornerstone of democracy,” Odeh wrote in an OpEd published in the New York Times. “Arab Palestinian citizens cannot change the course of Israel alone, but change is impossible without us.” Odeh added that although he was endorsing Gantz for prime minister, he would not join him in a coalition.
Despite the historic recommendation, the withdrawal of three Joint List lawmakers left Gantz with just 54 endorsements, compared to 55 for Netanyahu. Late on Wednesday, after fresh talks on forming a Blue and White–Likud unity government broke down, Israeli President Reuven Rivlin gave Netanyahu the first crack at forming a coalition.
He faces an uphill struggle. Blue and White has refused to sit in a coalition led by Netanyahu, who faces a pre-trial hearing next week on corruption allegations. Meanwhile, secular nationalist party leader Avigdor Lieberman has declined to recommend either Netanyahu or Gantz for prime minister. With no guarantee Rivlin will give Gantz the mandate should Netanyahu fail, Israel remains mired in political uncertainty, and a third election can’t be ruled out.
In a recent interview translated from Hebrew and edited for length and clarity, Odeh talked with TIME about his historic decision, why Arab Israeli turnout rose to above 60% in September, and why a top Blue and White lawmaker urged the Joint List to withhold some nominations for Gantz.
An Israeli Arab-dominated party has not backed a Zionist candidate for Prime Minister since 1992. How much did the Nation-State Law, which enshrines the right of national self determination as “unique to the Jewish people”, and Netanyahu’s subsequent statement that Israel is not a country for “all its citizens” play into your decision to break with tradition?
That’s an important question. The Nation-State law, and also the incitement that was really extreme under Netanyahu was a very important part of the decision to make the recommendation. But it’s not only that we were looking at the past, we were also looking to the future with President Trump’s “Deal of the Century” and the potential for annexation that would end prospects for Israeli-Palestinian peace. This is a main factor in why we are saying no to Netanyahu.
After the president asked Netanyahu to form a government, you said that a top Blue and White lawmaker had urged three Joint List members not to endorse Gantz, ensuring that Netanyahu gets to try first. What was the strategy behind that?
There were some lawmakers in Blue and White that preferred Netanyahu to have the first attempt at forming a government. Their thinking is that he will fail and then there will be a lot of public pressure, so they will have a greater chance of forming a government if they go second. But there was no coordination between Blue and White’s strategy and Balad, the Joint List party whose three elected members abstained from recommending a Prime Minister. Balad was opposed to the endorsement in principal. Personally, I’m against the tactic of Blue and White and Balad in this matter. I was in favor of all 13 of our party members endorsing Gantz for prime minister. Not because he was the right candidate to represent our interests, but because this is the only chance for us to get rid of Netanyahu. We also wanted to send a message to the Prime Minister that after his incitement against us, we will be the ones to put him down.
A recent IDI Poll showed that 58% of the Israeli Arab public believes its political leadership “does not do a good job in representing the Arab community”, up from 41% in 2017. At the same time, Arab voter turnout rose from about 50% in April to above 60% in September. How do you explain these two trends?
Netanyahu succeeded in sowing despair among a huge part of our public. This was the environment in the Arab public for a long time, months before the election. But then we started to talk about how to repair the situation politically and why we have to stand up to incitement and be a part of Israel’s politics.Regarding the high voter turnout the first factor is our unity: the fact the Joint List became one party again [the four parties ran separately in Israel’s April elections.] It’s not only Netanyahu’s incitement that bought Arabs to the polls, it’s the fact that we put ourselves head to head with the prime minister and showed that it’s us or him. In parliament, for example, I put a camera on Netanyahu [after he had set up cameras in polling stations in Arab areas]. I wanted to say it’s me in front of you.
How do you respond to critics who say that by endorsing a Zionist leader you are selling out Palestinians?
The main purpose of what we did was preventing Netanyahu from making the Deal of the Century with Trump, which would end all possibilities for peace. We also want to prevent Netanyahu from forming a government with [the hard right] Yamina Party and annexing the Occupied Territories. But together with that there are the daily life rights [of Israel’s Arab citizens] to consider. We’re not a party of big words, we’re also a party that looks to deliver change.
You wrote in the New York Times that you won’t sit in a coalition with Blue and White because of Gantz’s refusal to meet your demands. What mechanisms are there for you to advance those demands outside of a coalition?
We don’t have the privilege of the 1990s when there were strategies and policies towards creating peace in the Israeli-Palestinian conflict. Now the options are between annexation and managing the situation; making peace is not part of Gantz’s ideology. Every government will be bad but we want to prevent the worst. In the 1990s, we had an important role as a bloc outside the government that allows it to continue to rule as a minority government, and we were able to promote equality and steps towards peace. We want to reconstruct that experience. The problem right now is that Blue and White is still very far from showing the courage that [assassinated former Prime Minister Yitzhak] Rabin showed in those days.
Should Gantz end up heading a unity government, do you think he will make things any better for Israeli Arabs?
On the Nation State bill, I don’t think he has the courage to make a change. It’s a bill that maybe he doesn’t agree with, but it’s very hard to replace. It’s similar to the way the right wing doesn’t agree with the Oslo Accords but they can’t replace it. You need ideology, courage, and right now Gantz doesn’t have that. But if we’re talking about crime in the Arab communities and other issues we’ve discussed there’s a civil way we can make some steps forward.
Analysts say that despite Netanyahu’s incitement against Israeli Arabs, Likud policies have been generous in directing economic resources to Arab communities, for example, new initiatives to improve police services. Do you agree with that?
We have struggled to bring economic improvements to Arab councils. When we submitted the proposal for improvement to Arab councils, Netanyahu first rejected it three times, so it was a hard struggle that we undertook to get our economic rights. The other thing to note is that Netanyahu has always promoted the idea of economic peace: in the occupied territories and for Arabs inside Israel [Palestinians in the occupied territories are not eligible to vote for Israel’s Prime Minister].
But in his equation economic improvement comes at the expense of national rights. It’s a racist approach because it sees us not as a people but a group of consumers… Netanyahu was the most anti-democratic threat to the Arab population since Israel was under martial law in the 1950s.
What’s your preferred outcome from these negotiations? What do you think will happen?
The truth is that no one can say for sure. But I think and hope that Netanyahu will fail. And then there will be public pressure and pressure from the parties, and they will have to go with Gantz. The main thing for us is that Netanyahu will not continue as prime minister.
Jacques Chirac, who died at 86 on Thursday, towered over French politics for nearly 40 years, first as Mayor of Paris, then as Prime Minister and finally for 12 years as President of France.
The period of his presidency, from 1995 to 2007, marked one of the most profound shifts in Europe, first with the huge expansion of the European Union, and then with the tumultuous aftermath of the Sept.11, 2001 attacks on New York and Washington D.C., where Chirac broke sharply with President George W. Bush on the 2003 invasion of Iraq.
Perhaps no one witnessed so closely that era as Dominique De Villepin, one of Chirac’s closest aides, who served as his chief of staff in the Elysée Palace, and then as his Foreign Minister, where, on the floor of the United Nations in 2003, he famously told the world that Chirac’s France would not go to war against Saddam Hussein. He would go on to serve as Prime Minister of France from 2005 to 2007.
De Villepin spoke to TIME on Friday about his memories and impressions of the leader he calls “a man of history.” The interview has been edited for length and clarity.
TIME: How do you think France will most remember Jacques Chirac?
De Villepin: He was very deeply rooted in French history, France culture, and a vision of France looking at the world. He had a really deep understanding of the people and at the same time he thought that France had something special to say to the world, that France was committed to give answers in an independent way taking into account the different challenges of the world.
For Americans, probably the thing they will remember most about Chirac is France’s decision not to join the U.S. invasion of Iraq in 2003. What was that moment like for Jacques Chirac? Was he angry and frustrated?
He really tried to convince George Bush that he had an opportunity to go with the U.N. But progressively we found out that the real objective of the Bush Administration was regime change. So when Chirac realized that he thought it was important to show to the world that the United Nations should not embark without any legitimacy. He thought the risk of a division between the West and the Muslim world was very high, and that France had a role to mediate between those two worlds.
Unfortunately after 9/11 the Bush Administration thought the best way was to use military intervention. That is where you come to Jacques Chirac as a man of memory, a man of history, a man of full knowledge of the Arab world. By 2003, we already knew that Afghanistan [France sent troops in Afghanistan after 9/11] was not the success that the international community was awaiting. We knew from Vietnam that military intervention could create a disaster. We knew as French that in Algeria also military intervention was not the option.
Contrary to many other leaders, Jacques Chirac had personal experience of war, of fighting in the Algerian War during the 1950s. That made a huge difference in terms of his personal experience and the experience of some other leaders.
Were you with him at the moment of the attacks on Sept. 11, 2001?
I was the one who informed him. He was in Rennes, in Brittany. He was there to deliver a speech on agriculture. I called him and told him about the attacks on the [World Trade Center] towers and the Pentagon. He decided to come back as soon as possible to Paris, and went to the American embassy and delivered a speech of friendship and support to the U.S. He decided he had to be the first one to go to the U.S., to go to New York eight days after the attacks to testify to the friendship and solidarity of France and the world to the U.S.
How did he respond when you broke the news to him?
HE? felt very strongly the solidarity with the American people. He understood very deeply how the world was going to change. That is why during the 2003 crisis [the invasion of Iraq] we had really tried to persuade the U.S. that facing such challenges, the response should not be war. We were entering into an era of instability, of violence, and that it was not going to solve the problem, but on the contrary would make it worse.
But you never doubted going to war in Afghanistan?
Military intervention without a very, very strong political vision and a strategic vision, gives the opposite of what we want and expected. [By 2003] we were seeing in Afghanistan the damages of such policies. That convinced us that this was not the option in Iraq.
What was the atmosphere like behind closed doors between President Chirac and President Bush?
It was a very difficult period. This was a very tense period, with strong words coming from the Administration, strong decisions on economic and military decisions. But Chirac always tried to show that he was trying to avoid instability, and that the U.S. was making a mistake, and that the price the U.S. would have to pay was something that was not good for any of us. The U.S. thought this was guided by our own interest, by the friendship with Saddam Hussein, which was absolutely not the case. We thought it was very clear there was no chance of a positive outcome of any kind of military intervention.
What did Chirac make of Americans calling the French surrender monkeys? And all the talk of Freedom Fries?
Chirac had spent a lot of time when he was young in the U.S. He knew the culture. He loved the U.S. The same for me, being educated partly in the U.S. We understood that the suffering and pain that American people and the U.S. and the Administration from 9/11 explained the emotional reaction towards France. But we thought that the moment would come when this Administration will understand that France was not motivated by bad reasons.
Your famous speech at the U.N. in 2003, was it crafted closely with Jacques Chirac?
We had daily discussions. We were on the line so much. There was not a single difference between what he felt and what I felt at that time.
People always talk about Chirac’s wit, his blunt comments. Face to face, behind closed doors, what was he like?
He had this absolutely incredible capacity to listen to people. And whenever he went into French politics on the stage, he had this appetite for meeting people, for shaking hands. He had huge pleasure in meeting people and to discuss with them and try understand their problems. He was really in politics because he loved it.
When you see the private man, he was not the kind of man always giving lessons and using his position with some kind of superiority. He was not blocked on one position. He was not a man of any artificiality. He was really somebody you could touch, you could understand, and a deeply moving human being, with strong humanity.
At that time I was Chirac’s chief of staff. He felt we really had to take responsibility for it. He felt it was important for a generation. He thought that the French state – the police, the public officers that participated in these crimes – that it was important to look history in front [in the face].
It was an important factor for the young people for every generation to go forward and take the lesson for this historical crime. It was a kind of collective necessity. It was a speech where he put in a lot of work, a lot of time, and I was there when he delivered the speech. It was a really moving moment. Most of the people were not prepared for him going so far. But when he felt something was not right, he said it very loudly.
Chirac was very close to leaders in Africa who were dictators. He was friends with Saddam Hussein. He was friends with Vladimir Putin. Was this a matter of politics, or how do you understand it?
I think it is better not to make the confusion [with] having relations with everybody. Chirac’s vision of foreign policy is that being pragmatic was important. You cannot act for change, you cannot contribute in resolving crises if you cannot speak to everybody. Behind this was a very strong vision that France has to have always a diplomacy of initiative, a diplomacy of openness. And that to be efficient we need to talk to everybody. He believed there was always something to be done to take into account the other party’s position even if the other party was responsible for bad policies. Never put anybody in a corner where you cannot make any kind of change.
Jacques Chirac never agreed with the idea of regime change. He believed in respect of sovereignty of different positions means you should not force them to change. You have to do it through ways in which they can be understood, certainly not to use force to impose democracy, because then you create a situation of crisis which is much more complicated for the world to resolve.
What do you think Chirac would make of Europe today, with Brexit and the rise of the far right?
He had a very national approach to many of the world issues. Most of all he understood that to have Europe working well, there was one key condition: To have France and Germany working together. The relationship between [then] Chancellor Gerhard Schroeder and him was so close that we had a very strong impact on Europe. The vision was that Europe needed a strong Franco-German relationship.
What would he have made of President Trump? And if it had been President Trump rather than President Bush, how would he have gotten along with a man like Donald Trump?
I’m a trained diplomat, and there are many things that I can do, but science fiction is not part of my ability.
Jacques Chirac believed the U.S. were allies, the U.S. were partners, the U.S. were friends. He would want to show that solidarity is a better response. And he would have wanted to convince the U.S. that being together in a dangerous world creates more capacity to go forward, facing climate change, the situation in Iran, the situation in North Korea, the disaster in the Middle East, and the crisis in Africa. I don’t know how much this would have helped.
It feels like Chirac represents a France that no longer exists in many ways. He was not concerned about hiding his colorful personal life, for example. [Chirac was reported to have several affairs outside his marriage.] Was he the last of a particular kind of leader in France?
I am not sure. Jacques Chirac had a long career, a very long vision of history. He did not see problems with a six-month delay. That is part of a traditional culture, a capacity to look at problems through history, through geography, through culture. Not only from one angle.. I think that is still something very French, if you see what President Macron is trying to do with Iran, the willingness to try everything, to put together different options. You should look at the world not with preconceived options but asking questions. That is still very much alive, the idea that France has to be a country of balance. Look what we are trying to do on climate change. To never lose hope in finding new ways.

By Denise WeeA growing pile of bad debt in Asia is luring more global investors.That's the view of consulting firm Deloitte LLP, which estimates that nonperforming loans held by banks across Asia jumped 23% to $640 billion, amid a slowdown in the global economy and simmering U.S.-China trade tensions.China continues to dominate the region's soured loans, with a total of $295 bn held by Asian banks, while India is the second largest at about $160 billion, according to Deloitte in a report. China's nonperforming debt has lured global funds from Oaktree Capital Group LLC to Bain Capital Credit, while India needs foreign capital to clean up the world's worst bad-loan pile.The scale of China's nonperforming loan market is "on par with even the busiest of European markets," with Deloitte estimating that 380 billion yuan ($53 billion) of soured debt traded in the secondary market in 2018. Foreign investors were "under-represented," buying only 4% of these NPL portfolios by value, it said.Overseas investor interest in China has risen over the past couple of years, "with several high-profile buyers entering the market," according to Deloitte. The growth in China's nonperforming loan market has "shown no signs of cooling during 2019," the consulting firm said.In India, Deloitte sees increasing interest from investors, as the country's regulatory framework forces banks to be more proactive in tackling their soured assets.
NEW DELHI: The IIT Council on Friday approved plans to give an honourable exit to 'weak students' after the second semester, allow greater autonomy for IITs in consultation with the NITI Aayog, encourage their 'internationalisation' through renewable contracts for foreign faculty and test OCI (Overseas Citizens of India) students directly for JEE Advanced.At its 53rd meeting held in New Delhi, the council said that those who are unable to keep pace with the required academic standards can be allowed an 'honourable' exit after the second semester, instead of being dropped from the IIT system.Each IIT senate will be asked to look at reasonable exit options for such students, with the understanding that they should be equipped with degree-level education and given extra time to cover up, if necessary, those who attended the meeting said.The council also decided that a model for according greater financial autonomy for IITs be arrived at in consultation with the NITI Aayog. The HRD ministry indicated that it was open to all templates on greater financial and administrative autonomy for IITs as long as the institutes remain affordable for students from all sections of society.Formulae like direct fee reimbursement to students through DBT instead of subsidising them are under discussion. The council agreed there was a need for each IIT to review the 'Merit-cum-Means' scheme to ensure that there was no overlap and duplication of beneficiaries.The council also called upon IITs to focus on research. It has recommended that each IIT identifies 4-5 thrust areas and set up national level laboratories for the same. Each IIT has been asked to mentor 10 engineering colleges in its vicinity.In keeping with the goal of 'internationalisation' of IITs, the council felt it was necessary to recruit foreign faculty on renewable contracts rather than the current five-year tenure. The visa regime for the same will have to be sorted out with the Ministry of External Affairs and the Ministry of Home Affairs.
MUMBAI: Dewan Housing Finance Corporation (DHFL) has offered to repay investors in full without any haircut over a period of time but has sought their consent to a bank-led process called the Inter-Creditor Agreement (ICA).The company met representatives of non-bank institutional lenders and investors — including mutual funds, insurers, Employees' Provident Fund Organisation (EPFO), provident funds and offshore lenders — and tried to persuade them to accept the plan proposed by the banks. The mutual funds and other investors are wary of the plan and want a full and final payment immediately. The ICA, which has already been signed by lenders, involves a package aimed at reviving the indebted company.Kapil Wadhawan, chairman of DHFL, along with two senior executives, was present at the meeting. A detailed presentation on the resolution plan was made.71344484 Investors have two optionsDHFL has proposed to issue four sets of fresh debt securities collateralised to different assets as this will help them elongate maturities, three executives who participated in the meeting told ET. The assets include retail, builders' loans, credit to Slum Rehabilitation Authority (SRA) projects and one other class, they said. Pass-through certificates (PTCs) are also proposed to be issued.For example, non-convertible debentures (NCDs) are collateralised against retail assets and are likely to yield interest payments every month. Performance-linked debentures (PLBs) would be offered mostly to unsecured investors and are directly linked to SRA projects. PLBs may pay nominal interest for the first two years but increase it in the following years.Unsecured creditors were also offered a 2.3% equity in the company. Those NCDs would be mostly of 10-year maturities offering rates in the range of 8.5-10%."All such non-bank institutions are going back to their boardrooms to decide on the proposals as they have to come up with a decision within a month," said one of the persons. Their nod is crucial for the ICA even though banks make up a majority of the debt. The ICA guidelines need approval of at least 75% of creditors by value and 60% by number. Most mutual funds could not sign the ICA as they did not comply with Sebi mandated side-pocketing or segregation of stressed assets from performing investments.The investors have two options: Either agree to such a proposal and be part of ICA or move Debt Recovery Tribunal (DRT). Catalyst, the custodian of DHFL bonds, has threatened to file a case in DRT acting on behalf of some of the investors. It has sought consent for ICA from all bondholders. Bankers said agreement of non-bank creditors to the resolution plan is important for any progress since it insulates them against any litigation in the future. "Banks have already made their point clear. We have agreed on a plan and signed the ICA but it is better if other creditors also come on board because we do not want litigation delays later. If the others do not approve this, then they will need to come up with another plan. Banks may have to approach the regulators to show us the way forward in case there is no agreement," said a senior executive from a public sector bank who has been actively involved in the process.Banks have broadly divided this plan into two baskets. 60% are retail loans which are performing well and 40% wholesale loans to builders and SRA projects. The plan is to sell these 40% loans to distressed funds or private equity players. DHFL's annual general meeting is slated for Saturday when this plan will most likely be put to vote.Other creditors are also aware of the situation. "The resolution plan is at an advanced stage. Any DRT filing would be tantamount to self-destruction as such cases take years to get resolved," said a large institutional investor.In Friday's meeting, DHFL is said to have offered to pay liquidation value right now to those willing to go to DRT. The company asked them to stay away from any legal action, which may upset the apple cart.Meanwhile, some retail investors, who subscribed to DHFL bonds through public sales, have written to the authorities including the Securities and Exchange Board of India (Sebi), the Reserve Bank of India and the finance ministry seeking safety of their investment.State Bank of India has already approached Sebi, seeking a one-time exception for mutual funds over a rule on segregation of assets so that they could be part of a resolution plan for DHFL, ET reported on September 25.
NEW DELHI: Indian households spent lesser on breads, cereals and pulses, milk and milk products, tobacco, communication and recreational activity and personal effects in 2017-18 compared with the previous fiscal, data released by the statistics office showed on Friday.As per the National Accounts Statistics 2019, the private final consumption expenditure (PFCE) on bread, cereals and pulses was Rs 4.8 lakh crore in 2017-18, down from Rs 5 lakh crore in FY17.Protein-rich products like milk, cheese and eggs too saw a decline in expenditure. The spends on milk, cheese and eggs fell 12% to Rs 3.7 lakh crore while that on milk and its products declined 14.6%.The decline in private spends in FY18 has continued to 2019-20 as shown by the sharp deceleration in pace of PFCE growth to 3.1%, an 18 quarter low in the first quarter of FY20. Private consumption had grown 7.2% in the trailing quarter.A recent Yes Bank report said that a range of lead indicators had pointed towards a continued moderation in consumption, as seen in a contraction in passenger vehicle and two wheeler sales, underscoring the weakness in rural demand.
BENGALURU|MUMBAI: Amazon's India unit is on track to hit its internal sales target for the current year, with the ecommerce behemoth's seller base clocking robust growth despite an overall slowdown in the economy, a top executive said.Amit Agarwal, global senior vice president and country head, Amazon India, said the rising number of crorepati sellers on its platform was an indicator of the company's growth, a metric similar to same store sales tracked by the offline retail industry. Crorepati sellers are merchants who have been able to earn more than Rs 1 crore selling products on Amazon in a year."I wouldn't say 2019 has been our fastest growing year ever, which would not be the case since we are growing in size every year...but we are growing much the same way we expected to. We don't see any kind of negative impact. Also, ecommerce is really small, so I would be very hesitant to draw macro trends, as it constitutes 2% of the overall retail market," Agarwal said in an exclusive interview with ET.In the US, for instance, ecommerce will make up for more than 12% of overall retail sales by next year, as per market research firm Statista.Last week, Flipkart group CEO Kalyan Krishnamurthy had refuted multiple reports pointing to slower growth in the Indian ecommerce market in the first half of the year. The two big domestic online retail players are collectively expected to clock almost $4.8 billion in sales in the whole festive period, as per Forrester research.About 80% of the sales will occur in the first five days — the period in which Flipkart and Amazon will hold their Big Billion Days and Great Indian Festival events, respectively, it said. The sales estimate for the period is $3.82 billion, a 36% rise over the $2.9 billion registered during the same time last year."We have pretty much met or exceeded our goals," said Agarwal.

In 2008, silver briefly fell below its 50-MMA as the world was reeling under the subprime mortgage crash. all asset classes, including equity, commodity, precious metals, real estate and bonds crashed during that turmoil.In 2009, again prices closed above this average around $12 an ounce and rallied till $49 an ounce in 2011 giving return of 308 per cent in a span of two years. That is a massive return in any asset class in such a short period.In 2013, silver price closed below 50-MMA and now finally in August, silver has price closed above this level.Silver traded below 50-MMA for the period of 6.5 years (longer than historical average underperforming time). So we expect a minimum rally of 50 per cent.Silver has already given breakout at $16 an ounce and is currently trading at $18, giving a return of 12.5 per cent in 2 months.This is why we are bullish on silver from here on and expect prices to more than double in the next 2-3 years.(Investors are advised to consult financial advisers before taking an investment calls based on these observations)
Pretty much our entire portfolio, thanks to the recent move by the finance ministry, will see a lot more value going forward, says Rakshit Ranjan, Founder & Portfolio Manager, Marcellus Investment Managers. Excerpts from an interview with ETNOW. Do you think a firm bottom is in place? Can one say with certainty that the bearish way of the last one and a half year is over?At market level, I would not want to say that because honestly speaking, over last four years we have had earnings compounding barely 1-1.5% when the market's index level performance has been 8-9% CAGR. I would say the gap between fundamentals and valuations was at least 25-30% or maybe 20-25% if not more as of 2-3 months back. We are only about 5% off the highs and the tax cut which has been the recent reason for a bit of a recovery in the markets, will benefit only a part of the listed universe, not every company. More so, it will only be oriented towards the highest quality companies which are a minority in the overall market space. I do not think it would be fair to say that the market has bottomed out at Nifty, Sensex at the largecap level. But yes, if we talk about great companies which have clean accounts, which have good corporate governance and no top of it and which are monopolies that cannot be disrupted, then for those companies, the recent tax cuts as well as fundamentals might bring in a lot of better earnings. That will also compound in the future. So stock picking, rather than market buying is what I would call out here. In 2018, January, the broader market -- the midcap and the smallcap end of the market -- started getting traded at a premium to the benchmarks. But in the last one and a half years, the smallcap and the midcap valuation difference has gone back to seven-year lows. Would you say that at least a semblance of value is emerging in parts of the broader market? Yes and I would definitely agree that in the parts of the broader markets, semblance of value is emerging. Provided they are extremely beautiful in terms of their fundamentals, the last 18 months of crash has brought some very good entry points in some of these smallcap and midcap companies. What are your thoughts on some of the select players like Godrej? They are at multi-year highs and the management commentary is very confident?As I said, stock picking is the way to go about investing in this market though at a sector level, real estate certainly does not look very good. I do not think basket buying in the real estate sector is going to make any money over the next couple of years or longer. However, select plays where market share gains are the reason for the possibility of fundamentals to be good, are definitely worth buying. In the real estate space there are only three developers that I think are good in terms of quality, accounts and corporate governance and they are Godrej Properties, Oberoi Realty and Sobha Developers. Apart from these three over the last decade the country has not seen clean accounts and any competitive advantages being held by any of the businesses in a sustainable manner. Within these three, one can play the real estate sector. What are your thoughts on infrastructure and metals space, steel companies which are providing mostly to domestic markets? In these types of sectors, where the cycle plays a massive role in making investors generate returns, for anything higher than 14-15%, the timing of the cycle plays the most critical role. We believe that there are very few investors who can time these cycles very well because underlying fundamentals of any of these commodity players are not able to offset the cyclicality that the external environment throws on them. We always try to stay away from such sectors and hence we do not have any exposure to the commodity space. However, you really need to time the cycle. Whether over the next two years demand comes back or not, our view currently is wherever you have got debt-laden companies, the cost of borrowing might go up over the next few months. As the fiscal deficit comes under a little bit of pressure and the government's requirements for borrowings increases, then the cost of debt might go up. On top of it, if there is excess capacity, it may take more than a couple of years in many sectors for the excess capacity to get absorbed and hence in those sectors, it is better to be very careful with timing the cycles. Our approach is that as long as the country as long as the markets offer a very consistent compounding of earnings, it is not worth taking the risk of timing any cycles in India because you can get pretty healthy compounding of say 20% there or thereabouts on the sustainable basis regardless of the cycles, regardless of the external environment. As long as that type of company is available to invest in, it is a no brainer to go for lower risk and healthier return rather than take higher risk for the same healthy return.In your interaction with large clients in the last one and a half years of this corrective phase, have you been persuading them to add to holdings? How is their reaction to this correction and where do you see more value emerging?My answer to the first question is that we have all sorts of investors. Some whom are very well educated on the psychological as well as fundamental aspects of investing. Others might not be very well versed on the subject. We try our very best to help our clients understand the product before they decide to jump in. The last six months have been particularly interesting because markets have given several reasons for clients to either get too worried or to get too excited. The year began with the whole overhang of the elections, before that the IL&FS crisis and the broader NBFC crisis, the crude oil price rally which we saw late last year. Then came the elections, then the budget, then there were a couple of global macro events so on and so forth. There has been a never ending series of news flow which has gone to investors from the market side. Our positioning is that there are certain companies. But there are hardly a couple of dozen companies in the entire listed universe which has the ability to deliver in a very consistent manner. They have healthy fundamentals and 14-15% earnings and revenue compounding over a two-three-year period at the worst case scenario and maybe 25-26% or high 20s earnings and revenue compounding in a high case scenario. If that is the band in which these couple of dozen companies operate regardless of the external environment, then it is ideal to gravitate towards a portfolio composed of only such companies because this sort of portfolio not only will it give you a healthy return but it will also give that healthy return with a very low degree of risk involved. Remember risk is the most underappreciated aspect of investing for many investors because if you do not take risk, then getting a healthy return without taking risk means not only will you avoid sleepless nights, but you will also avoid getting in and coming out from your investment portfolio at the wrong times. News flow which will bring about uncertainty is going to be there for the foreseeable future in the market and hence stick to low risk and healthy way of compounding in a consistent manner over long periods of time. That is our approach. Now coming to your second question which are the areas where we are finding more value than we used to. So the best example is the recent tax cuts announced by the government. The optical or the superficial impact of these tax cuts is an increase in earnings for companies paying higher tax rates. Now that is a very superficial reason for that. Although a high tax rate tells you which of the companies will be able to reduce the tax rate numbers, but whether they will be able to retain the incremental earnings because competition will definitely try to eat into it and also what a company which is able to retain these incremental earnings, will do with it. Will they redeploy that capital back on to the balance sheet and generate an incremental return on capital? If they do and if this incremental return on capital employed is very high, then you are talking about a snowball effect, a compounding effect of the reduction in tax rates for such companies. Now most of our portfolio companies which are monopolies with high rates of re-investment of capital back to the balance sheet and ability to sustain a high percentage of return on capital employed. These companies will find even better earnings profile going forward given the incremental earnings that they will generate out of doing the same business. Pretty much our entire portfolio, thanks to the recent move by the finance ministry, will see a lot more value going forward. We are quite optimistic about investing in our portfolio companies at these levels.
BENGALURU: Accenture's slower growth in Europe in its FY19 could impact leading Indian IT firms, analysts said, as it signalled weaker spending by the region's banks."We believe that continued revenue decline in European regions signals weak spending of European banks — higher risks to TCS given more penetration in Europe BFSI (Banking, Financial Services and Insurance)," Prabhudas Lilladher analyst Aniket Pande said in a note. "We remain cautious on overall demand environment and as US is entering elections with continued uncertainty around trade war, may create headwinds for tech spends of US BFSI," he said.Tata Consultancy Services, India's top IT services exporter, said earlier it would be hit by a restructuring at Deutsche Bank, a key client. "Demand environment remains sanguine. We continue believing that the industry will not materially de-grow from here, although there is some caution on BFS growth," brokerage Motilal Oswal said.

Crush your fennel, boil some water, and enjoy your homemade herbal tea!
Bruise 1 to 2 tablespoons (6 to 12 g) of fennel seeds in a mortar. For lighter-tasting tea, use fewer seeds or use all of them for bold tasting tea. Put the seeds into a mortar and crush them gently with a pestle.[1]
Pound the seeds until they crack open and become fragrant.
Boil water in an electric kettle or on the stove. Fill a kettle with at least of water and put the lid on. If you're using an electric kettle, switch it on. If you're using the stove, place the kettle on a burner and turn it to high. Bring the water to a vigorous boil.[2]
Place the seeds into a teapot or infuser. If you'd like to use an infuser, pour the seeds into an infuser basket or ball that seals shut. Then, place the infuser into a large mug or teacup.[3]
Pour of boiling water over the fennel and steep it for 5 to 10 minutes. Carefully pour the water into the teapot or the mug that you're using. Cover the teapot or mug and let the tea steep until it's as strong as you want.[4]
You can cover your mug with a saucer or small plate.
Strain the fennel tea and sip it slowly. If you used a teapot, place a strainer in your teacup and pour the tea into it. If you used an infuser, remove the basket or ball and enjoy your fennel tea![5]
You can sweeten the tea with your favorite sweetener, such as honey or agave.
If you have leftover tea, store it in an airtight container in the refrigerator and use it within 3 to 5 days.
Crush 2 teaspoons (4 g) of fennel seeds in a mortar. Put the seeds into a mortar and push down on them with a pestle until the seeds crack open. You should also smell a strong fennel fragrance.[6]
Crushing the fennel will release its oil and make your tea more flavorful.
Put the crushed fennel into a pot with grated ginger, lemon verbena, and water. Transfer the crushed fennel to a small pot on the stove and add 1 teaspoon (2 g) of freshly grated ginger along with 1 teaspoon (2.5 g) of dried lemon verbena. Then, pour in of water.[7]
Lemon verbena is sometimes sold as "vervain". Check local health stores or online to buy herbs for your tea.
Bring the tea to a boil and simmer it over low for 10 minutes. Turn the burner to high so the water begins to boil vigorously. Then, turn the burner down to low and let it bubble gently for 10 minutes. The fennel, ginger, and lemon will flavor the tea.[8]
You can leave the lid off of the pot. Some of the water will evaporate, but this will intensify the flavor of the tea.
Strain the tea into serving cups and enjoy it hot. Place a tea strainer over a teacup and slowly pour or ladle the fennel tea into the cup. If you don't have a tea strainer, place a fine-mesh strainer over a teapot or jug and pour the tea through it. Then, pour the tea into teacups.
You can brew another batch of fennel tea with ginger and lemon verbena, but cut the steeping time down to 7 or 8 minutes.
Refrigerate leftover tea in an airtight container for up to 3 to 5 days. You can reheat the tea before serving it or pour it over ice for a cold drink.
Bring water to boil in an electric kettle or on the stove. Pour at least of water into the kettle and put the lid on. If you're using an electric kettle, switch it on. If you're using the stove, set the kettle on a burner and turn it to high. Heat the water until it boils vigorously.[9]
You can put the dry tea ingredients into the teapot while you wait for the water to boil.
Crush 1 teaspoon (2 g) of fennel seeds and put them into a teapot. Put the seeds into a mortar and pound them with the pestle until they crack. Then, transfer the seeds to a teapot or large mug.[10]
If you don't have a mortar and pestle put the seeds into a sealable bag and hit them with a rolling pin.
Add the chamomile, peppermint, and ginger. Put 1 teaspoon (1 g) of dried chamomile flowers, 1 teaspoon (2 g) of dried peppermint leaves, and 1/2 teaspoon (1 g) of dried cut ginger pieces into the teapot with the crushed fennel.[11]
Pour of boiling water into the pot and steep the tea for 10 minutes. Carefully pour the water into the teapot and put the lid on it to prevent steam from escaping. Set a timer for 10 minutes.[12]
If you're steeping the tea in a mug or large teacup, place a small dish or saucer over it.
Strain the tea and sip it while it's hot. Set a tea strainer over your cup and slowly pour the hot tea through it. Put the strainer aside and enjoy the hot herbal tea. If you'd like to sweeten it, stir in a little honey or agave.[13]
You can refrigerate the cold tea in an airtight container for up to 3 to 5 days. Then, drink it chilled or reheat the tea before drinking it.
You've likely heard that you need to be able to market yourself in today's job market, but actually doing it can feel overwhelming. Whether you're creating your own job or applying for one, knowing how to market yourself will help you be successful. Before you can start marketing yourself, you need to create your personal brand. Then, you can reach out to your audience to promote yourself as an entrepreneur or to apply for a job.
Present yourself as a professional in your area of expertise. Dress to fit the role you're trying to take, such as business casual. Additionally, make sure your hairstyle and grooming habits also fit the standard for your field. When you meet with a potential employer or client, don't wear too much fragrance because it may trigger allergies and is considered disrespectful.[1]
Professional attire can vary depending on what type of work you do. For instance, a consultant might wear a suit or sheath dress, while a freelance tattoo artist might prefer an outfit that shows off their tattoos and creativity.
Similarly, appropriate hairstyles can vary. For instance, you might be more likely to get a job with a Fortune 500 company if you have a conservative hairstyle. On the other hand, a hair stylist or muralist may attract more attention with a bold cut or hair color.
Use a firm handshake and eye contact to convey confidence. Body language tells people a lot about how you're feeling, and you can use this to your advantage. When you're meeting with a client or potential employer, make eye contact as you approach them. Then, give a firm handshake. While you're talking, continue to make eye contact.[2]
This will make the person perceive you as confident and self-assured, even if you're actually nervous.
To get better at making eye contact, ask a friend to make sustained eye contact with you for 5-10 minutes. Repeat this exercise until you feel more comfortable staring into someone's eyes.
Answer questions as though you're sure of yourself. It's normal to feel nervous when you're trying to sell yourself, and that can come through when you're answering questions. Be definitive about the answers you give. Keep your voice firm and assertive so that the person believes your responses. If you're completely stumped on a question, tell them that you'll check on it and get back to them within 24 hours.[3]
You might say, "That's a great question. Let me double check my numbers and I'll have an answer for you within 24 hours."
Create a polished resume. Present your name and contact information at the top of your resume. Then, list your educational experience. Use the bulk of your resume to describe your work experience or skills. Update your resume at least once a month so you know it's accurate.[4]
Include keywords on your resume so that the employer knows that you fit what they're looking for. Whenever possible, use actual keywords from the job posting.
Use strong verbs to describe what you accomplished at your past jobs.
Tell stories to demonstrate your strengths and skills. Talking about your skills is hard, but anecdotes might be the solution. To find an story, list the skills or strengths you want to present. Then, think about times in your career or life where you displayed those skills. Write about these experiences, then revise what you've written to create a short anecdote.[5]
For instance, let's say you want to show that you're innovative and great at collaboration. You might say, "The first website I designed was tricky because my client had built their original website. Since he was proud of his efforts, I wanted to keep what was working. For the first phase of the design, I worked closely with him so he still felt like the site belonged to him. Then, I created a unique format that won him a professional award."
Focus on your actions and achievements rather than your talents. Listing off your talents can feel like bragging, but talking about your actions and achievements may feel more natural. Plus, this shows that you can produce results and aren't making empty promises. Sit down with your resume and identify actions or achievements from your work history and life that demonstrate your skills. Then, use them to impress a potential employer or client.[6]
For instance, instead of saying that you're creative, you could tell them about your special projects at your last job. Rather than saying you're accountable, you could talk about how you typically turn in projects before the deadline and have never been late.
Ask questions about the job so you can get the interviewer talking. While you might think that talking about yourself is the best way to promote yourself, it's best to talk about the job and what the company needs. Create a list of questions ahead of time so you will be prepared during your interview. Listen intently to the answer so you can figure out what the company needs solved. Then, explain how you will help the company fix a problem they have.[7]
The interviewer will likely have a more positive view of your interview if they talked a lot. This is because people enjoy talking about themselves.
For instance, you might ask, "What does your current supply chain look like?" "How do you attract clients right now?" or "What grants have you already pursued?"
Present yourself as a solution to the interviewer's problems. If a company is hiring, that means they have a role that needs filled. Focus on being the solution to what the company is missing. Your interviewer won't care about your skills and expertise if it doesn't help them solve their problems.[8]
You could say, "It sounds like maintaining your social media pages is a problem for you. I know how to create engaging content that will attract customers, so I can turn this problem into an asset."
Show off your enthusiasm for the job. Tell the interviewer that you're excited about this opportunity and why. Explain why this job is a great fit for you, and how you hope to help the company grow. Finally, offer to come in for a second interviewer to talk more about what you'd bring to the job.[9]
You might say, "This is a stellar opportunity because I know your company is poised to double in size in the next 5 years. I've worked with 2 other startups, so I know I can help you recruit the talent you need. I'm available later this week if you want to talk more about what I can do for you."
Identify your strengths and expertise. In order to sell yourself, you need to know what you bring to the table. Think about the skills, talents, and knowledge you possess. This will help you figure out how to brand yourself. Here are some things to consider:[10]
What degrees do you hold?
What classes and workshops have you taken?
What type of career experience do you have?
What kind of volunteer work have you done?
What type of hobbies do you do?
What tasks are easiest for you to complete?
Choose a niche in your field to pursue. Clients will better understand your brand if you focus on one area, which is your niche. To find your niche, consider how your interests, skills, and expertise overlap.[11]
For instance, let's say that you do web design and enjoy promoting local businesses. You might decide that your niche is going to be building websites for small businesses.
Similarly, let's say that you're an artist who wants to teach classes. If you enjoy working with children, you might offer intro to art classes to school children.
Design a logo to represent your personal brand. First, choose a color scheme for your logo. Then, draw an image or use a photograph of your work. Consider adding your name or business name to the design. Finally, test your logo by showing it to people who are in your target audience so you can get their feedback.[12]
You may not need a logo if you aren't running your own business, so it's okay to skip this step if you don't think you'll use a logo.
Make sure your image is scalable, which means it can be sized up and down to fit on your promotional materials.
You can use programs like Adobe Illustrator or Inkscape to create a digital file for your logo.
Get promotional materials to market yourself. Make or order a set of business cards that feature your name or business, along with your logo and contact information. Additionally, create or purchase additional promotional materials, like flyers, brochures, or newsletters. Then, hand out your promotional materials while you're out networking.[13]
If you have a mission statement, a promotional catch-phrase, or a call-to-action that expresses your purpose for marketing, then include it on your marketing materials. For example, if you are marketing yourself for the dog therapy service you provide, you might include text like, "I can help Fido through his ruff times."
Include your logo on all of your promotional materials.
Practice delivering your marketing pitch. Turn your strengths, expertise, and niche into a concise marketing pitch. Think about what your clients can expect from you. Then, write out a 2-3 sentence explanation of what you can do for them. Read the explanation out loud and revise it until it sounds right. Finally, practice your pitch until you can deliver it with ease.[14]
Stand in front of your mirror so you can practice gesturing during your pitch.
Film yourself giving the pitch so you can evaluate your delivery.
Practice your pitch for family and friends, and get their advice on how you can improve.
Start a website to promote yourself and your work. First, decide if you want to create a free website or pay a fee to have your own domain. Then, choose a website host and a template for your site. Include several pages on your website, such as an "About Me" page, examples of your work, a "Contact Me" page, and a blog to drive traffic to your site. After you set up your site, update it regularly so it's accurate and active.[15]
You can create a free website on sites like Wordpress or Weebly. However, it's usually better to pay to reserve your own domain through a host like Wordpress or SquareSpace. Expect to pay between $100-250 annually to run your site.
If you're going to be selling items through your website, look for a host that will allow you to do that. For instance, SquareSpace makes it easy to sell your wares through their sites.
Create social media accounts to promote yourself and your brand. Social media is essential for marketing yourself, so set up an account on each platform. Then, post on your accounts at least once a day so your followers can keep up with what you're doing. This allows you to reach potential clients and show off your work for free![16]
Start a Facebook business page or group to post updates, connect with clients, and show off your work.
Use twitter to get yourself noticed and to build a digital network.
Post on Instagram to promote your products and provide interesting content for potential clients.
Create a professional profile on LinkedIn. LinkedIn is a site that's dedicated to professionals, so it's a great place to promote yourself. Create a profile so that you can connect with potential clients and fellow professionals. It may help you find work![17]
Describe your professional accomplishments and how you helped your clients.
Include keywords that are related to your goals. For example, if you are a graphic designer, you could use "build graphics," "design websites," or "create visual content."
Make connections with prior clients, networking contacts, and former classmates.
Ask your connections to endorse your particular skills to establish credibility. If you don't feel comfortable asking people to endorse you, spend some time endorsing the skills of connections that you'd like to endorse you. Likely, they'll return the favor.
Upload a professional-looking photo of yourself.
Network to meet people and make connections. Attend events that are related to your field, go to conferences, and enroll in workshops to meet potential clients and fellow professionals. Talk to the people you meet, hand them a business card, and follow up with them later. This will help you build a community to support your career.[18]
Treat every person you meet as a potential networking contact.
Hand out your business cards to everyone you meet.
Maintain an email database so you can send out promotional materials. When you're at local events, ask people to sign up to receive your emails. Additionally, allow people to sign up on your website. To get more people on your list, offer a free item or discount in exchange for their email address. Then, send promotional items like a newsletter or announcements to your email list.[19]
When you get a new client, add them to your email list so that they'll receive your promotional items.
Use software that will schedule your social media posts. It's important that you post often on social media, but this can become really inconvenient. To make things easier, consider using a program that lets you schedule your posts so that they go out across all of your social media platforms. Then, you can spend a few hours each week planning out a week of posts.[20]
Check out programs like Buffer, Hootsuite, and TweetDeck.
Write articles about topics related to your niche or expertise. Sharing your expertise will help raise your prominence in your field. Additionally, it may help you attract clients. Post articles or blog posts on your personal or business website. Additionally, send your articles to professional websites and other people in your field so you can post as a contributor.[21]
If you aren't good at writing, volunteer to contribute your ideas and expert opinions to other people's articles.
Collaborate with other people to show off your skills. Partner with other professionals to produce products that show off all of your work. You might do this for free or for a share of your partner's profits. Offer to help someone in your field complete a big project, or work with people in related fields to share your skills.[22]
For instance, if you're an artist, you might collaborate with 3 other artists to create a community mural.
If you're a music promoter, you could partner with local bands and vendors to put on a small festival.
Promote your goods or services by showing off your work. Instead of trying to sell yourself to clients, show them what you have to offer. Provide examples of your work and help clients understand how you'll help them. Keep the focus on your client and the work itself, not on yourself.[23]
For instance, let's say you have a dog walking service. On your website, promote yourself with pictures of you walking dogs and playing with them. In person, get people talking about their dogs, then talk about the care you'd provide for their dogs. Don't talk about how much you love dogs, why you started your business, or what you love about dog walking.
Don't spam the comments on other people's websites in an effort to market yourself. This is a big turnoff to people and is more likely to push them away from you.
There are several ways to clean older brass. For a basic cleaning, you can use soap and warm water to remove tarnish if you simply want to keep brass clean. If you're trying to avoid abrasive solutions or chemical cleaners, you can opt to use tomato-based products, like ketchup or tomato paste, to soak dirty areas before wiping them dry. If you want a deeper clean or to leave a protective coating behind, you can clean old brass with a specialized polish. Always hold a magnet up to a brass item before cleaning it to make sure that you're actually working with solid brass and not brass-plated zinc, tin, or iron. If the magnet has no reaction to the object, it's solid brass.
Put a magnet on your brass to check to see if it's plated or pure brass. You cannot scrub or aggressively clean brass-plated materials without endangering them. To test your item's material, hold a magnet up against the object. A magnet will not stick or react to solid brass, but it will stick to any brass-plated items.[1]
If you don't have a solid brass item, the odds are good that it is plated steel, zinc, or iron.
Place your brass in a large bowl or sink. It will be easier to rinse, scrub, and wash your brass if it's in a sink or large bowl where it can be fully covered under a stream of water. Find a receptacle where you can completely cover your brass in water without having to worry about making a mess.[2]
If your brass can't be removed or is too big for a bowl or sink, apply 1-2 squirts of dish soap to a wet, cotton cloth and spot clean it by hand. If this doesn't work, you may want to soak your brass surface in ketchup.
Using a sink will make it easier to simply leave the water on while you're rinsing your brass.
Don't put any small objects in the sink without covering the drain. Put a stopper or strainer in the hole of a sink to keep smaller pieces from falling down your drain.
Fill the sink or bucket with warm water and dish soap before submerging your brass. Use a gentle, unscented dish soap and warm water. The amount of dish soap that you use is dependent upon the size of your brass object, but your water should be visibly soapy. Fill your sink or bucket with enough water to submerge your brass before dropping it in.[3]
If your item is brass-plated, don't submerge it in the sink. Simply dip a cotton cloth into the soapy water and gently rub it. Alternatively, you can quickly dip the brass-plated item in the soapy water instead.
Unscented soap is preferable if you don't want to leave your brass with a lingering odor.
Scrub your brass with a microfiber cloth. After 15-45 seconds, lift your brass out of the sink and scrub it with a lathered microfiber cloth. Use the entire palm of your hand to rub the cloth into larger, flatter surfaces, and pinch the cloth between your thumb and index finger to scrub smaller sections.[4]
Continue scrubbing until you see tarnish and dirt lifting out of the brass.
Start with a softer, circular motion before you increase pressure to ensure that you don't apply unnecessary strain to the material.
Use a toothbrush to clean intricate details. If you have a piece of brass with a lot of intricate line work, use a clean toothbrush to get into hard-to-reach grooves and inlays. Use back-and-forth strokes while applying light pressure to give the bristles time to scrape dirty areas out.[5]
Alternatively, if you have a very small piece of brass with a lot of detail, you can use a toothbrush to clean the entire object.
Rinse your brass under warm water until the soap is removed. Drain the water from your sink or empty your bucket. Turn the water in your sink on or fill your bucket with warm water. Rinse or dip your brass in warm water until the soap is visibly removed.[6]
Rub your brass dry to prevent water spots. Use a soft cotton cloth to rub your brass dry. If you let it sit out while it is wet, you could end up with unsightly water spots all over your surface. Gently rub your brass for 1-2 minutes until it is completely dry.
Spot clean brass by squirting ketchup on dirty areas. To clean brass objects naturally or spot clean fixtures that cannot be placed in the sink, squirt of ketchup on every section of brass. If you're putting ketchup on a vertical surface, use a smaller amount of ketchup or use tomato paste and rub it out by hand so that it doesn't drip or coagulate.[7]
You can hang a small bucket handle around a doorknob to catch any ketchup as it slides off of the brass.
You can use ketchup or tomato paste if your brass is still dirty after cleaning it with soap or if you don't want to use any unnatural products to clean your brass.
Mix tomato paste with water to soak larger objects. For larger objects that would require a lot of ketchup, fill a large bowl or bucket with 1-part tomato paste and 2-parts hot water with a large slotted spoon. This will save you some money on large amounts of ketchup while allowing you to submerge your brass in the tomato-product to let it soak.[8]
You can use tomato juice or soup if you'd like as long as there are no sugars.
Leave the ketchup or tomato paste for 1-2 hours. Whether you're spot cleaning with ketchup or submerging an object in tomato paste or juice, you need to give the tomato product time to eat into the tarnish, grime, or discoloration. The longer that you leave the brass, the cleaner that your brass will be. 2 hours is usually enough to clean really dirty brass.
Crack a window next to your bowl or bucket if you don't want your home to smell like tomatoes.
Remove your brass and rinse it with warm, soapy water. Remove your brass from the sink and squirt some gentle dish soap on the brass. Run it under warm water for 3-4 minutes and rub your brass very gently with a microfiber cloth. For spot cleanings, put a squirt of dish soap on your microfiber cloth and run it under warm water. Rub the ketchup-covered brass for 1-2 minutes to remove the ketchup and its residue. Rinse the soap off of your brass before drying it.[9]
Dry your brass with a clean cotton cloth. Gently rub your brass with a large cotton cloth. Wrap smaller objects in the cloth and rub it lightly with both hands. For larger items, simply run a cotton cloth over every brass surface.[10]
You can rinse your brass again if it has the vague scent of tomato sticking to it.
Purchase a high-quality polish to remove discoloration. Brass polish comes in spray, cream, and liquid form. Creams usually need to be rubbed into a brass, while sprays are designed for spot cleaning and sensitive materials. Liquid brass cleaners are applied with a cloth. There are also liquid cleaners that allow you to submerge the brass entirely in the cleaner.[11]
Creams tend to better for thicker brass items since you can rub it in to the brass without worrying about damaging your item.
Sprays are good for hard-to-reach or delicate brass items.
Liquid cleaners tend to be good for brass statues or decorative items that may be hard to cover in a cream but require heavy cleaning.
A lacquer-polish will leave a protective coating on your brass by covering it with oil.
Apply the polish according to the container's instructions. Read your polish's instructions to determine how you apply it. The way you apply a brass polish depends upon whether you have a cream, spray, or liquid. Creams are generally applied by hand and rubbed in, while you typically mist a brass item with a spray and let it sit. Liquids can be applied with a cotton or microfiber cloth unless it is designed to be submerged in the liquid.[12]
When in doubt, apply the polish with a soft, cotton cloth. Pour a small amount of polish on to your cloth and lightly rub your brass item.
Rub discolored areas lightly before using stiffer strokes. After you've let your polish settle into the brass, clean especially dirty areas by hand. If you're using a cream or liquid, start off by rubbing it in with a microfiber cloth. Rub the cloth into the dirty areas using soft, light circular strokes. If the brass isn't becoming cleaner, use a stiffer stroke. Continue rubbing the brass until any tarnish or dirt is lifted.[13]
Sprays typically need to be rinsed off after they've been applied.
For thicker brasses with serious tarnish, you can use a softer steel wool. Never use a grade thicker than 00, or you'll risk scratching the brass.
Rinse your brass under warm water unless the polish instructs otherwise. Turn the water in your sink on and set it to a warmer temperature. Hold your polished brass under warm water and rub it lightly to remove any excess polish.[14]
Some lacquer-polishes are not designed to be washed off after they're applied. These polishes are an excellent choice if you're trying to apply a protective coating to your brass instead of just clean it.
Dry the brass with a soft, cotton cloth. Place your wet brass on a dry cloth and rub each surface lightly with the cloth so that you remove most of the moisture. Continue rubbing your brass until every section of your piece is dry.[15]
If you don't dry your brass, you may end up leaving water spots all over the place.
Dissolve 1 teaspoon (6 g) of salt into of vinegar. Measure your ingredients with a measuring cup and measuring spoon. Pour your vinegar into a large bowl and add your teaspoon of salt. Give your vinegar a few swirls with a spoon to fully dissolve the salt.[16]
Add flour to your vinegar until it becomes a thick paste. Start by using a measuring spoon or scale to add 1 tablespoon of flour (8-9 g). Continue adding flour in 1-tablespoon increments, mixing the entire mixture with your spoon after each addition to check the consistency and fully combine your ingredients. Stop once the vinegar and flour have become thick and moldable.[17]
The consistency should look and feel like a thick hair mousse or pile of sand depending on how much flour you've added.
Rub the paste into your brass by hand. Put on some rubber gloves if you want to keep your hands clean. Pick up a chunk of your vinegar paste and massage it into the dirty portion of your brass. If you cannot get the paste to stay attached, you can rotate your brass item so that the paste is on top of your brass or use a smaller amount of the paste on the stain.[18]
Let your brass sit for 10 minutes and then rinse it with warm water. Wait 10 minutes for the paste to work on the stain. After 10 minutes, rinse your brass with warm water. Buff it with a microfiber cloth and then dry it with a cotton cloth.[19]
You can repeat this process if your brass is still dirty.
If you have a larger piece of brass, take it outside to clean it with a hose. instead of using your sink. Brass is pretty resistant to the elements, and a hose will make it easier to apply a steady stream of water to the object.
Many people don't like lacquer polishes because they can leave an oily residue on your brass.
Whether you're making frosting, rolling truffles, or mixing up ganache, melting a chocolate bar is a vital first step. Break your chocolate bar into even pieces and then decide if you want to melt it gently in a pan, in the microwave, or with a hair dryer. As long as you use low heat, you won't burn the chocolate and it will be smooth for your recipe!
Break the chocolate into pieces. If you're working with a thin bar of chocolate, you can use your fingers to snap the chocolate into even pieces. This is especially easy if the bar has been divided into blocks or squares. If the bar of chocolate is too thick to break with your fingers, place the chocolate on a cutting board and chop it with a knife.[1]
Try to cut the chocolate into pieces that are about thick.
Put the chocolate in a bowl and pour of water into a skillet. Transfer your chocolate pieces into a heat-proof bowl, such as a stainless-steel or tempered glass bowl. Then, place a wide skillet on the stove and pour tap water into it.[2]
Use a bowl that's small enough to fit into the skillet.
Place the bowl into the skillet and turn the burner to medium. Set the heat-proof bowl of chocolate directly down into the skillet. Then, turn on the burner so it gently begins to warm the water and bowl of chocolate.[3]
Keep oven mitts nearby so you can quickly lift the hot bowl out of the skillet.
Turn off the burner when the water simmers and remove the chocolate once it melts. Heat the water until it begins to bubble gently. You should see the chocolate near the sides of the bowl start to melt. Then, turn off the burner and use oven mitts to carefully remove the bowl from the skillet.[4]
Set the bowl of chocolate on a heat-proof surface or trivet.
Stir the chocolate until it's smooth. The heat of the bowl will help the chocolate continue to melt. To encourage it to melt evenly, stir the chocolate with a wooden spoon or rubber spatula.[5]
You can use your melted chocolate bar while it's still warm or wait for it to cool before following your recipe.
Break the bar into pieces or chop it with a knife. Unwrap your bar of chocolate and snap it into even pieces. If the bar is too thick to break with your hands, put it on a dry cutting board and carefully chop the chocolate.[6]
You can chop the chocolate as finely as you like. Ensure that the pieces are smaller than so they melt easily.
Put the chocolate into a bowl and place it in the microwave. Keep the microwave-safe bowl uncovered so moisture isn't trapped, which could cause the chocolate to seize and become grainy.[7]
Ensure that your microwave is clean. If it's dirty, the microwave won't heat the chocolate effectively and it could take a long time to melt your chocolate.
Microwave the chocolate for 30 seconds. Program your microwave to heat the chocolate for just 30 seconds. You don't want to heat it for a longer increment because the chocolate can quickly burn.[8]
If your microwave usually heats food very quickly, you may want to program it to 50% power.
Remove the bowl and stir the chocolate. Remember to wear oven mitts to remove the hot bowl. If you're melting a small chocolate bar, it should be almost completely melted. The heat of the chocolate in the bowl will continue to melt any little lumps that are left.[9]
Keep in mind that the melted chocolate shouldn't be hot or you'll risk burning it. Instead, it should be warm to the touch.
Chop the bar or break it into pieces. If the bar of chocolate is too thick to snap into pieces with your hands, put it on a cutting board. Chop the chocolate into pieces that are less than in size.[10]
Ensure that your hands, cutting board, and knife are completely dry. If water gets into the chocolate, it will seize and become grainy when you melt it.
Put the chocolate into a heat-proof bowl. Try to use a wide bowl so the chocolate melts evenly and quickly. If the bowl is too small, the heat from the top won't be able to reach the chocolate at the bottom.
The bowl should also be dry so the chocolate doesn't seize.
Turn a hair dryer to "low" and point it at the chocolate until it melts. Get out a clean hair dryer and turn it to the lowest setting. Hold it about from the chocolate so the heat begins to melt the pieces.[11]
Stir the chocolate occasionally to help it melt evenly.
Stir the chocolate until it's smooth. You can stop heating the chocolate when you see only a few small lumps of the bar. The chocolate will finish melting as you stir it for another 20 to 30 seconds.[12]
Use the warm melted chocolate in your recipe or let it cool to room temperature before continuing.
