But what's the good of having options if you don't know how to use them?
On Monday, Google unveiled new audio policy and settings that allow people to opt-in to allow human reviewers listen to their audio clips captured by Google Assistant. That came after revelations in July that some Google contractors were listening to and leaking recordings from Google Assistant.
Apple, Amazon, and, most recently, Facebook (through its Portal device), have all also undergone similar cycles: a report comes out that contractors are listening to audio clips, the tech company apologizes and pauses collection, and then eventually rolls out controls (and in some cases, policy changes) that would allow users to opt in or out to this sort of data collection. After remaining fairly stable at around $10,000 for several months, the price of Bitcoin plummeted by roughly 15% late on Tuesday, reaching a low of $8,165 on Coinbase.
Other major cryptocurrencies, like Ethereum and XRP, followed suit, recording similarly drastic losses before recovering slightly. The prices at writing time are $8,398.1 for Bitcoin, $165.9 for Ethereum, and $0.24 for XRP according to CoinMarketCap.

EXCLUSIVE: A senior Trump administration official told Fox News late Tuesday that the administration will release a document showing the intelligence community inspector general found the whistleblower who leveled an explosive accusation against President Trump concerning his talks with Ukraine had "political bias" in favor of "a rival candidate" of the president.
The official did not identify the name of the rival candidate. Separately, a senior administration official told Fox News the White House has been working as quickly as it can to release to Congress the whistleblower complaint involving President Trump's conversations with the leader of Ukraine, as long as it's legally possible.

A former U.S. intelligence officer from Utah who pleaded guilty to attempting to pass defense information to China was sentenced to 10 years in prison.
Ron Rockwell Hansen, 60, was sentenced by a federal judge on Tuesday in inside a Salt Lake City courtroom, according to an announcement from the Department of Justice.
He told the judge he was sorry for the 'pain and damage' he caused his loved ones.
The Taliban reiterated that its prime objectives in negotiations with the US is to get Coalition forces to withdrawal from Afghanistan and the "establishment of an Islamic government," a thinly veiled reference to the return of the Taliban's Islamic Emirate of Afghanistan.
The Taliban also said that it was "religiously" obligated to continue fighting until the US leaves the country.
The message is nothing new. The Taliban has repeatedly stated that it has a religious obligation to wage jihad to expel foreign forces, and has said the Islamic Emirate of Afghanistan is the only true representative of the Afghan people.
The Taliban made the most recent claims in a short statement, titled Occupation and Ceasefire!!, published on its official website, Voice of Jihad, on Sept. 21.

WNU Editor: I must admit that I do not understand what the Democrats are doing right now. For two and a half years we were told by many in the media, Democrats, and never-Trumpers that President Trump was going to be eventually impeached for colluding with Russia. But that fell apart when Robert Mueller released his report stating very clearly that there was no collusion. You would think that this would be the end of it, but apparently not. Today the Democrats made the decision to push for the impeachment of President Trump. Apparently it is about Ukraine, a story that only began a week ago. And according to what I have read and heard today, this is the Democrat case on why they want to impeach President Trump.
In a phone call that President Trump made with the Ukrainian President in August, President Trump threatened to delay $400 million in military aid to Ukraine unless the Ukrainian government investigated possible criminal activity of Joe Biden's son with an oil/ gas company in Ukraine. Why Joe Biden's son? Because he was being paid $600,000 a year to sit on this company's board even though he had no knowledge of the language, had zero knowledge or experience in the oil and gas business, and had no knowledge of the region. It was also during this time that Hunter Biden's father was Vice President Biden, and the White House's point man on Ukraine. In 2016 this oil/gas company was being investigated for corruption, but the prosecutor was fired (which former Vice President Biden has bragged he was responsible for). I find it unbelievable that Joe Biden has fessed up to all of this, that he used $1 billion in aid to arm twist the Ukrainians to drop their investigation, but he did, and it is now part of the record.
Am I surprised that this is all happening in Ukraine. Not really. Regular readers of this blog know my connections to Ukraine are deep, so take it from me, this is how the country works, corruption and all. And as for Hunter Biden's directorship in this Ukrainian gas company, this blog pointed all of this out over five years ago .... With Fighting Continuing In The Region, Ukraine Is Still Proceeding To Develop It's Shale Gas Deposits (July 26, 2014). Everyone in Ukraine knew at the time on why this sweetheart deal with the Biden family was being done. People in privilege helping other people of privilege.
So flash forward to today. Because President Trump is now suggesting that this squelched investigation should be investigated, the Democrats are saying that this is an impeachable offence. Are you as confused as I am? You should be. And the story gets better. That $400 million in military aid that everyone is talking about is going to one of the most corrupt countries in the world, and the U.S. is getting nothing out of it. So what is the U.S. interest in sending this military aid .... no one has even bothered to answer that question, and I am predicting that no one will.
The end result of all of this will be a Congress focused for about a year on impeaching the President (which they will because they have the votes) while ignoring issues that are incredibly important to the country. Issues like the following .... exploding debt, the looming pension crisis, open borders, wars in Afghanistan and elsewhere where the U.S. is not winning, trade wars, and horrible social problems like homelessness and the opiod crisis (to name a few). Everyone knows that the country is on the wrong track (that is why President Trump was elected), but that is not going to be the priority for Congress. The priority for Congress will be to say that it is OK for Hunter Biden to collect $50,000/month from corrupt Ukrainian businessmen, but criminal for President Trump to ask about it. I say good luck with that message.
Former Director of National Intelligence James Clapper told CNN Monday night that getting a transcript of President Trump's July phone call with the new Ukraine president "may not be such a great thing."
"You know, I hate to suggest this, but it's crossed my mind that even if we got a transcript, well, can we be assured that's actually what was said? So getting a transcript may not be such a great thing, either."
WNU Editor: It is interesting to watch the above video with Former Director of National Intelligence James Clapper. He is openly wondering if the White House is setting up the Democrats to be embarrassed. I also watched White House Deputy Press Secretary J. Hogan Gidley being interviewed this evening, who admitted that he has already seen the transcript of this phone call, and that it will reveal nothing. This probably explains why the Democrats are now shifting their focus to the whistle-blower himself and his testimony.
Update #2: The White House will be releasing the whistle-blower complaint and the Inspector General report .... White House preparing to release whistleblower complaint to Congress (Politico). This whistle-blower still wants to testify to Congress. But since his complaint is based on a conversation that he only heard second hand, and with the transcript being released anyway, it is a mystery to me on what can he now provide to this discussion.

House Speaker Nancy Pelosi on Tuesday launched what she designated a formal impeachment inquiry into Donald Trump – giving in to demands from her party's leading presidential candidates and an increasingly bellicose caucus that Congress should follow a path that could oust the sitting president.
Pelosi announced in a televised statement that she'd opened an umbrella for numerous congressional investigations into the Republican president who Democrats say is in willful violation of the U.S. Constitution.

TORONTO — Organizers of a foreign-policy election debate that was scheduled for next Tuesday have cancelled the event because Liberal Leader Justin Trudeau won't participate.
Rudyard Griffiths, chair of the Munk Debates, said no one had a bigger impact on Canada's foreign policy over the last four years than Trudeau.
"Regrettably, the prime minister's refusal to attend our debate has denied Canadians the only real opportunity they had this election to see his foreign policy record challenged in a substantive and sustained fashion," Griffiths wrote in a statement.

House Speaker Nancy Pelosi said Tuesday it's 'really sad' that 'a president would perform an impeachable offense,' as former Vice President Joe Biden issued his own call for the president's impeachment if he doesn't comply with requests for information from Congress.
Pelosi scheduled a press appearance for 5 pm, directly after her caucus meets on impeachment amid an outcry from rank-and-file members as well as senior Democrats, as she prepared to announce a formal impeachment inquiry.

Trump told reporters waiting for him outside the United Nations that he initially withheld $390 million from Ukraine as a tactic to squeeze defense dollars out of European nations.
'When you see the call, when you see the readout of the call, which I assume you'll see at some point, that call was perfect. There was no pressure put on them whatsoever,' he said of his conversation with Ukrainian President Volodymyr Zelensky.

(UNITED NATIONS) — Pakistani Prime Minister Imran Khan bluntly warned that war was possible over India’s crackdown in the disputed Himalayan region of Kashmir, while U.S. President Donald Trump buddied up to Indian Prime Minister Narendra Modi in their second meeting in three days.
Trump urged the sides to resolve their differences even as he gushed over Modi, saying he was as popular as American rock legend Elvis Presley.
Khan had a much different description for Modi when talking to reporters Tuesday at the U.N. General Assembly in New York: “racist.”
The nuclear-armed rivals, which have fought two of their three wars over Kashmir, have been locked in a worsening standoff since Aug. 5, when Modi stripped the portion of Kashmir that India controls of its limited autonomy.
Modi’s Hindu nationalist-led government imposed a sweeping military curfew and cut off residents in the Muslim-majority region from virtually all communications.
“For 50 days, the people of Kashmir have been locked down by 900,000 soldiers,” Khan said, describing mass arrests, non-functioning hospitals and “a total news blackout.”
“Eight million people in an open jail is unprecedented in this day and age. … The biggest worry is what happens once the curfew is lifted? We fear with 900,000 soldiers there, there will be a massacre,” Khan said. “There’s a potential that two nuclear-armed countries will come face to face at some stage.”
India and Pakistan’s conflict over Kashmir dates to the late 1940s, when they won independence from Britain. The region is one of the most heavily militarized in the world, patrolled by soldiers and paramilitary police. Most Kashmiris resent the Indian troop presence.
Modi has defended the Kashmir changes as freeing the territory from separatism, and his supporters welcomed the move.
While Khan warned of war, Trump was having a much lighter moment with Modi.
Trump on Tuesday compared Modi to Presley, the late American singer often referred to as the king of rock and roll, after Modi received a rock-star welcome Sunday in Houston. The president had carved out time to join Modi, who was greeted in Texas by 50,000 cheering Indian Americans.
“Those people went crazy,” Trump said as he and Modi met on the sidelines of the U.N. General Assembly. “That was like Elvis.”
Asked to describe his chemistry with Modi, Trump said it’s “as good as it can get.”
“I have great respect, I have great admiration and I really like him, that’s another thing,” the president told reporters.
He went on to describe Modi as a “great gentleman” and “great leader” and suggested he be called the “father of India.”
Modi also showered Trump with praise, saying he’s “definitely my friend, but he is also a friend of India,” the prime minister said.
On the Kashmir standoff, Trump urged Modi and Khan to find a resolution.
“We all want to see that,” said Trump, who met with Khan on Monday.
While Khan said he has raised Kashmir with world leaders this week, he expressed no interest in meeting with Modi.
“Unfortunately, India today is governed by a racist, a Hindu supremacist,” Khan said. “They do not consider Muslims as equal citizens.”
Khan also addressed claims by India’s army chief, Gen. Bipin Rawat, that Pakistan has reactivated militant camps in its portion of Kashmir and about 500 militants are waiting to infiltrate India. He didn’t provide any evidence to back his claims, and Khan called the assertion “nonsense.”
“What possible benefit is Pakistan going to have now sending in terrorists when there are 900,000 security forces there? All that would happen is that there would be more oppression on the people of Kashmir,” he said.
Khan also said that he had begun, at Trump’s request, to mediate talks between Trump and Iranian President Hassan Rouhani over a nuclear standoff. He provided no other details but said he had spoken to Rouhani on Monday after Trump asked Khan to “deescalate the situation.”
(NEW YORK) — The Trump administration is more than tripling U.S. support for pro-democracy work in Venezuela and for the first time directly funding opposition leader Juan Guaidó as he attempts to set up a government to rival the socialist administration of Nicolás Maduro.
The $52 million in new aid was to be announced Tuesday by Mark Green, the administrator of the U.S. Agency for International Development, following a meeting in New York with Guaido’s envoy Carlos Vecchio, who the Trump administration recognizes as Venezuela’s ambassador in Washington.
The funding was mostly repurposed from humanitarian aid originally earmarked for Honduras and Guatemala that President Donald J. Trump cut last year after over what he said was the Central American countries’ failure to stem the flow of migrants to the U.S.
The funding boost represents a major doubling down in U.S. support of Guaidó, who has drawn recognition as Venezuela’s rightful leader by more than 50 nations. But he has been unable to translate the international support and popularity at home into real power capable of helping regular Venezuelans suffering from hyperinflation and an economic collapse akin to the destruction wrought by war.
A senior Trump administration official said the new U.S. aid package seeks to address that deficit, providing about $19 million to pay for secure communication devices, travel stipends and training in budget planning and other tools to effectively govern should they manage to force Maduro from power. The U.S. official spoke on the condition of anonymity because he is not authorized to publicly discuss details of the aid package.
The Trump administration had budgeted $9 million during the 2017 fiscal year and $15 million in 2018 to promote free press, the monitoring of human rights abuses and anti-corruption initiatives — work by civil society groups that will be greatly expanded by the additional funding.
A U.S.-backed uprising in April by a cadre of security forces failed to break the armed forces’ loyalty to Maduro. The embattled socialist in recent days has gone on the offensive, announcing a deal with a small group of minority opposition parties to reshape the nation’s electoral council and other reforms after talks with Guaidó sponsored by Norway broke down.
Trump, speaking at the United Nations on Tuesday, delivered a sharp warning to Venezuela, declaring that he awaited the day “when Venezuela will be free and when liberty will prevail throughout this hemisphere.” He also called socialism “the wrecker of nations” and “destroyer of societies.”
His call came just a day after the United States and more than a dozen Latin American countries agreed to investigate and arrest associates and senior officials of Maduro’s government who are suspected of crimes such as drug trafficking, money laundering and financing terrorism.
The funding announced Tuesday for inside Venezuela is in addition to hundreds of millions of dollars already committed by the U.S. to support the more than 4 million vulnerable Venezuelans who have fled the country’s crisis and migrated to Colombia, Peru, Ecuador and other nations throughout Latin America.
More than 44 years after the death of Spanish dictator Francisco Franco, a long-simmering political battle over his resting place may finally be at an end. Spain’s Supreme Court ruled unanimously Tuesday that the government can exhume the former leader, against his family’s wishes.
Spain’s congress had approved a controversial plan to remove Franco’s remains from the Valley of the Fallen, a sprawling mausoleum just outside of Madrid, in 2018. Acting Prime Minister Pedro Sánchez’s centre-left Socialist Party have long argued that the dictator should not lie in a grand public monument, a monument he shares with some 34,000 victims of the three-year civil war he started by overthrowing Spain’s democratically-elected government in 1936. Many of the bodies belong to Franco’s opponents and most have never been identified.
But Franco’s grandchildren mounted legal challenges to both the exhumation and the government’s choice of reburial grounds — a public cemetery on the outskirts of Madrid — arguing that they have a right to choose what to do with their grandfather’s remains.
The court’s controversial ruling comes at a time of political chaos in Spain, just a week after Sánchez was forced to call Spain’s second election of 2019 — and fourth in four years — when he was unable to get enough support in congress to form a government.

Who was Francisco Franco?
General Francisco Franco led a military uprising against Spain’s government in 1936. The uprising ignited a three-year civil war, during which some 500,000 people died. Franco’s forces won the war and he went on to install a far-right nationalist dictatorship, which he led until his death in 1975.
Early on, Franco’s regime violently repressed political dissent, disappearing 140,000 people in the years during and after the Civil War. In 2008 the regime’s human rights abuses were declared crimes against humanity. The regime also persecuted minorities, tightly censored the media, and imposed strict gender roles on women for decades.
Who wants to exhume Franco?
Sánchez made exhuming Franco a political priority when he entered office in 2018. He argues that exhuming the dictator will help “heal the suffering of the Franco regime’s victims.” Last year, he also announced the creation of a truth commission to investigate the regime’s crimes.
“The issue of franquismo really activates leftwing voters,” says Lluís Orriols, a politics professor at Madrid’s Carlos III University. “And a plus [for leftwing politicians] is that it doesn’t cost anything, like popular social programs do.”
Sánchez’s deputy Carmen Calvo said after the Supreme Court ruling that the government would move Franco’s remains “as soon as possible” to Mingorrubio, a public cemetery on the north edge of Madrid.
Does anyone oppose exhuming Franco?
Franco’s exhumation tends to divide Spaniards along party lines. A 2018 poll for Spanish daily El Mundo found that 62.6% of Socialist voters back the exhumation, compared to just 13.1% of supporters of the main centre-right Popular Party. Lawmakers of rightwing parties abstained from a vote to legalize the exhumation in 2018.
“It’s an uncomfortable topic for the right,” Orriols says. “Their voters have slightly more ambivalent feelings about the Franco era. They’d rather just not touch it.”
While few defend the human rights abuses under Franco’s regime, many have argued that moving his remains serves little purpose and that his family should decide where he rests. “Sanchez has spent a year playing with [Franco’s bones] to try to divide us into reds and blues, but at this point this no longer matters to many Spaniards,” Alberto Rivera, leader ofthe centre-right Citizens, tweeted after the ruling.
Santiago Abascal, the leader of Spain’s far-right party Vox, which in 2018 became the first far-right political force to win seats in national elections since Franco’s death, attacked the exhumation as “profaning tombs and digging up hatreds”.
Why is Spain having so many elections?
The rise of new political forces, including Citizens, Vox and the far-left Podemos, has severely fragmented Spain’s party system since 2015, depleting the vote-share of establishment parties the Socialists and the Popular Party and making it harder for single parties to win majorities.
Sánchez was forced to call the latest election, set for November 10, after he failed to reach an agreement to govern with allies Podemos.
Polls suggest the new vote may not necessarily break the political stalemate, with no party predicted to win a majority.
(UNITED NATIONS) –– President Donald Trump is suggesting that Indian Prime Minister Narendra Modi be known as the “father of India” because of his success in uniting the nation.
Trump had nothing but laudatory words for Modi as the two met Tuesday on the sidelines of the U.N. General Assembly for their second meeting in three days.
Trump had traveled to Houston, Texas, on Sunday to join 50,000 Indian Americans in a big Texas welcome for Modi.
In his meeting with Modi on Tuesday, Trump took note of how Modi was cheered in Texas by members of the Indian diaspora, saying it was like Elvis had returned.
Trump says the U.S. and India are close to signing a trade agreement that would set the stage for a more comprehensive deal down the road.
(UNITED NATIONS) –– President Donald Trump is seeking to assure British Prime Minister Boris Johnson that he’ll win future court battles after his suspension of Parliament was ruled illegal.
Trump says his administration lost a series of rulings during his first months in office, but it has since won major cases regarding funding for the border wall and granting asylum.
Trump says that after the initial losses, “we’ve almost run the table.” He says “we’ve won a lot of decisions. I’m sure that’s going to happen to you.”
Johnson says in response to Trump’s assurance, “we’re not counting our chickens and we’re full of respect” for the court.
They met Tuesday during the United Nations General Assembly.
In his third-ever address to the United Nations General Assembly, President Donald Trump spoke in support of his administration’s “America First” policies, arguing that the future belongs to “patriots” over “globalists.”
Speaking before the U.N.’s 193-member body, Trump used his platform to argue in favor of his Administration’s withdrawal from multiple internationally agreed-upon treaties, including the Iran nuclear deal and the United Nations Arms Trade Treaty.
“Wise leaders always put the good of their own people and their own country first,” he said. “The future does not belong to globalists. The future belongs to patriots.”
President Trump pulled out of the Iran nuclear deal — formally known as the Joint Comprehensive Plan of Action (JCPOA) — in May of 2018. The deal was one of the principal diplomatic achievements of the Obama administration, agreed upon with six countries: The U.S., France, the United Kingdom, China, and Russia. In exchange for Iran restricting its ability to develop nuclear weapons, sanctions against the country would lessen.
Trump had long been critical of the deal, arguing it would not successfully prevent Iran from gaining a nuclear weapon. Since the U.S. has withdrawn from the treaty and intensified sanctions on Tehran — going against the wishes of key U.S. allies France, Germany, and the U.K. — tensions between the two countries have risen and intensified in recent months.
In April, Trump announced that the U.S. would withdraw its support of the Arms Trade Treaty in a speech before the National Rifle Association. The treaty, which went into effect in 2014, regulates international trade of conventional weapons, including small arms. The NRA has long argued that it posed a threat against the Second Amendment. Democratic leaders condemned the move, including Senate Foreign Relations Committee ranking member Senator Bob Menendez, who said in a statement, “The Arms Trade Treaty has no impact on Americans’ Second Amendment rights, nor imposes any restrictions on U.S. arms exports… it is disturbing to see this administration turn back the clock on the little progress we have made to prevent illicit arms transfers.”
So far, Trump’s time at the U.N. has been a lonely one. He briefly stopped by the main hall of the U.N. to discuss global climate change, but then headed to a separate meeting on global violations of religious freedoms. He is scheduled to spend much of his three days at the U.N. in one-on-one meetings with other leaders.
(BRUSSELS) — Google won a major case in the European Union on Tuesday, when the bloc’s top court ruled that the U.S. internet giant doesn’t have to extend the EU’s “right to be forgotten” rules to its search engines outside the region.
The case stems from a 2014 ruling that said people have the right to control what appears when their name is searched online. They can ask Google, for example, to remove a link. The French privacy regulator then wanted that rule applied to all of Google’s domains, even outside the EU, and asked the EU’s top court for advice.
The European Court of Justice said Tuesday that there “is no obligation under EU law for a search engine operator” to extend the rule beyond the EU states.
It said, however, that a search engine operator must put measures in place to discourage internet users from going outside the EU to find that information.
The decision, which matches a preliminary opinion in January from the court’s adviser, highlights the need to balance data privacy and protection concerns against the public’s right to information. It also raises questions about how to enforce differing jurisdictions when it comes to the borderless internet.
In a reaction to the ruling, Google’s Senior Privacy Counsel Peter Fleischer said “it’s good to see that the Court agreed with our arguments” and added that Google had worked hard “to strike a sensible balance between people’s rights of access to information and privacy.”
The European Commission noted that the court again confirmed that the “right to be forgotten” exists in the EU.
The 2014 ruling that people in the EU have the right to control what appears when their name is searched online forced Google to delete links to outdated or embarrassing personal information that popped up in searches within the 28-nation bloc.
One year later, the French privacy watchdog wanted Google to remove results on all its search engines on request, and not just European country sites like www.google.fr . Google refused and in the resulting court case, French legal authorities asked the EU’s highest court for advice.
On Tuesday, the EU court said it was illegal to apply an EU rule to business operations in countries outside the EU.
The ruling is final and becomes the benchmark on which courts in the 28-nation bloc must base their decisions relating to such cases.
Those who wanted to see such an extension argue that on the internet it is easy to switch from the national versions of the web site to ones outside the EU – by switching from google.fr to google.com for example – to find the information that must be removed within the EU.
Since Google started handling “right to be forgotten” requests in May 2014, the U.S. tech giant has removed about 1.3 million web links from its search results, or 45% of total requests processed, according to the company’s transparency report .
Online takedown requests filed by European residents are reviewed by Google staff based mainly in Ireland, who assess them on criteria including whether the webpage’s information is “inadequate, irrelevant, no longer relevant, or excessive.”
Google says it may reject a delisting request if the page contains information that’s “strongly in the public interest” with material that relates to the requester’s professional life, past crime, political office, position in public life, or whether the content consists of government documents or “journalistic in nature.”
On Monday, the world’s leaders convened in the grand, main hall of the United Nations to discuss the changing global climate. Donald Trump, who wasn’t scheduled to attend the day’s headline event, popped by briefly after it started, then headed to a separate meeting on global violations of religious freedom.
His quick, ineffectual appearance made plain a hard truth about Trump’s presidency: he has global goals but is unwilling to build broad coalitions to accomplish them.
Previous Presidents have set the agenda for major international gatherings like the United Nations General Assembly. President Bush used the moment to make his flawed case for invading Iraq. President Obama used the venue to get countries to bring policy initiatives to address climate change and agreements to take in more refugees. Trump spoke to the full body on Tuesday and, as a senior administration official said, wanted to use the opportunity to highlight the U.S. as “a positive alternative to authoritarianism” and “showcase the administration’s commitment to upholding democracy and protecting religious freedoms.”
Reading his speech from a TelePrompter in steady, measured tones, Trump delivered a critique of international institutions and told the leaders in the room to put the interests of their own people and their own country first. “If you want freedom, take pride in your country. If you want democracy, hold on to your sovereignty. And if you want peace, love your nation,” Trump said.
But those fundamental principles aren’t driving the agenda for the week, and Trump hasn’t gotten other countries to sign on to major initiatives to back them. Instead, Trump will spend most of his three days in New York meeting one-on-one with other world leaders. “It’s just not very Trumpian to say, “Let me gather 30 of the world’s leaders together,'” James Carafano, a national security expert at The Heritage Foundation and a former member of the Trump transition team, tells TIME. “Trump’s comfort zone is in the bilateral talks. That’s his sweet spot,” Carafano says.
Trump touts his personal relationships with authoritarian world leaders such as North Korea’s Kim Jong Un, China’s Xi Jinping and Russia’s Vladimir Putin. But Trump hasn’t marshaled those one-on-one relationships to deliver on his broader policy objectives. Trump wants to force China to use fair trade practices. He wants to bring U.S. troops out of Afghanistan. He wants to pressure Iran to stop its malign activity in the Middle East. Those are all initiatives that Trump could advance using the traditional American convening power to convince other countries to act along with him.
“In many areas, the things he’s ostensibly said are his priorities in the foreign policy realm have actually been impeded because he’s pursued a unilateral approach,” says Alex Pascal, a national security expert who was a senior policy advisor in the U.S. Mission to the U.N. during the Obama administration. “U.S. standing in the world is a real material asset to U.S. presidents in pursuing policy objectives, and the lack of it hurts America’s ability to advance its interests and values,” says Pascal.
Part of the challenge for Trump, of course, is that not all of his priorities are what the rest of the world wants to talk about right now. There is growing anxiety about the impacts of climate change, but Trump campaigned on rolling back environmental regulations and took the U.S. out of the Paris climate accords. In previous administrations, the U.S. would have been looked to for help stabilizing Europe’s relationship with the UK during Brexit. But Trump hasn’t volunteered to step into that tense standoff, or bring a broader group together to solve it and stabilize markets.
“There is quite frankly a great deal to be said for the more traditional methods of negotiation,” says Anthony Cordesman, a former intelligence official at the Pentagon who is now the Arleigh A. Burke chair in strategy at the Center for Strategic and International Studies. “We’ve had a problem in finding a common strategy in bringing nations together and above all thinking beyond the most immediate threat or the most immediate crisis in trying to achieve a lasting strategic result,” Cordesman says.
Trump has long been skeptical of international institutions. The world order the U.S. helped create after World War II to promote democracy and free markets has also allowed a totalitarian state like China to engage in unfair trade practices while suppressing its citizens at home. But Trump isn’t trying to engage other countries to broadly counter China. In fact, he took the U.S. out of the Trans-Pacific Partnership which was designed to create a wall of free economies around China and prod Beijing into seeing the economic benefits of fair trade practices.
For decades there was broad agreement between Republican and Democratic administrations about the general value in touting political and economic models that underpin institutions like the World Bank, the International Monetary Fund and the World Trade Organization as a counter to centrally-controlled economies, says Salman Ahmed, a senior fellow at the Carnegie Endowment for International Peace and a former Obama administration official. The World Trade Organization failed to stop China from dumping cheap materials and stealing intellectual property from American firms, for example. But instead of bringing other nations together to reform the WTO, Trump’s administration has weakened it by acting on its own, Ahmed says, adding: “In order to get the rules enforced and rally others to that end, or to reform the operational machinery where deficient, you’ve got to be in the game. And if you absent yourself from it, reform isn’t going to happen without U.S. leadership.”
The U.K.’s Supreme Court ruled Tuesday that Boris Johnson’s request for the Queen to suspend Parliament was “unlawful, void and of no effect,” in a severe blow for the British Prime Minister.
The ruling means lawmakers are free to reconvene, possibly as soon as Wednesday, allowing them to scrutinize Johnson’s Brexit preparations ahead of the U.K.’s Oct. 31 deadline to leave the European Union. They had previously been scheduled to return on Oct. 14.
Parliament, the Supreme Court said, “has a right to a voice.” Supreme Court President Brenda Hale continued: “No justification for taking action with such an extreme effect has been put before the court.”
“The Court is bound to conclude, therefore, that the decision to advise Her Majesty to prorogue [suspend] Parliament was unlawful because it had the effect of frustrating or preventing the ability of Parliament to carry out its constitutional functions without reasonable justification.”
The opposition Labour Party and the Scottish National Party both responded by calling for Johnson to resign. Parliament’s speaker, John Bercow, said lawmakers must “convene without delay,” adding he was making arrangements for lawmakers to return on Wednesday morning.
Before the ruling, the government said it would “abide by” whatever the court decided, and on Tuesday morning Johnson told the BBC he would respect the ruling. But Johnson has not ruled out suspending Parliament for a second time. The Supreme Court said it was for lawmakers — not the Prime Minister — to decide what to do next.
Johnson is currently in New York for the U.N. General Assembly. He was scheduled to return late Wednesday, but is reportedly planning to fly back earlier to address the crisis.
Johnson advised the Queen to suspend Parliament on Aug. 28, and Parliament was formally suspended for five weeks on Sept. 9. The suspension meant that lawmakers have since been unable to sit in Parliament or work on committees scrutinizing the government. Many observers said Johnson’s team took the decision to suspend Parliament in order to prevent lawmakers from blocking a “no deal” Brexit, which Johnson wanted to keep as a possibility in Brexit negotiations with the E.U. But days before the suspension officially began, lawmakers launched a concerted effort to take over the parliamentary schedule, and passed a law making a “no deal” Brexit illegal.
In the Supreme Court judgment on Tuesday, Justices ruled that the suspension of parliament was not a “purely political” matter, as the government had argued, and therefore could be ruled upon.
The judgment marks one of the most significant rulings in the U.K.’s constitutional history, marking a new precedent for the power the courts have to police squabbles between the government and parliamentarians.
Justices were considering competing judgments handed down by Scottish and English high courts. The English court ruled that Johnson’s advice to the Queen was a political matter, and not one for the courts. But the Scottish court ruled that Johnson’s advice was a matter for the courts — and that it was “motivated by the improper purpose of stymieing Parliamentary scrutiny of the government.”
What does this mean for Brexit?
Actually not a whole lot, partly because lawmakers acted fast to make “no deal” illegal before parliament was suspended — the outcome many observers believe Johnson was seeking to avoid.
Lawmakers were already scheduled to return to Parliament on Oct. 14, before the European council summit beginning on Oct. 17 which is being billed by officials on both sides as the time and place for compromise on a deal.
Lawmakers would have been able to scrutinize the outcome of that summit, including a possible new Brexit deal, even if parliament had remained suspended for the full five weeks.
But the Supreme court ruling will perhaps further damage Johnson’s already-weak position as Prime Minister. He currently heads up a minority government, having lost his majority in the run-up to the suspension of Parliament earlier in September. He made lots of enemies during that process: he expelled 21 members of his Conservative Party for voting in favor of the bill making “no deal” illegal; Johnson’s own brother Jo (also a lawmaker and government minister) announced he would leave the government and the party citing “unresolvable tension” between family loyalty and the national interest; and Amber Rudd, the work and pensions secretary, resigned from Johnson’s cabinet partly in response to the firings. Those expulsions and defections could reduce Johnson’s chances of getting a deal ratified by lawmakers, if he succeeds in returning with one from the European council summit in mid-October.
Will Boris Johnson resign?
It’s unlikely Johnson will resign in direct response to the Supreme Court decision, but on Tuesday morning he was facing calls from Conservative Party lawmakers to fire his divisive senior adviser, Dominic Cummings, the chief architect of the plan to suspend parliament and other controversial decisions like the expulsions of 21 Conservative lawmakers earlier this month.
The Prime Minister’s options, too, are narrowing. Thanks to the 2011 Fixed Term Parliaments act, which ended the ability of Prime Ministers to call elections at will, Johnson cannot call the election he wants without the support of opposition parties, which are denying it to him.
They won’t give him an election because it is now illegal for the U.K. to leave the E.U. without a deal, meaning Johnson must by law ask the E.U. for another Brexit extension if he can’t get lawmakers to ratify a Brexit deal before Oct. 31. Johnson has pledged never to request such an extension, and the Labour Party knows that the sight of the Prime Minister delaying Brexit would collapse his support, and therefore will not vote to hold an election before they see that happen.
To avoid doing that, one option Johnson has is to resign — but it probably won’t be in response to the Supreme Court’s ruling.

NEW DELHI: Reliance Jio wants 5G auctions to be put off until telecom operators conduct trials and develop use cases for the airwaves priced "exorbitantly high", a senior executive said, in a rare instance where the telco seems to have found common ground with rivals Bharti Airtel and Vodafone Idea.And, like Airtel, Jio also wants 4G airwaves to be auctioned as soon as possible, to keep pace with surging demand for data and ease network congestion."5G spectrum should be auctioned in 2021 … Nobody will buy 5G now because there is no use case, the price is exorbitantly high," said the executive, seeking anonymity.The comment indicates a change in Jio's stance as the RIL unit had previously sought auctions of 4G and 5G airwaves at the earliest. Airtel has been demanding auction of all other bands while keeping 5G aside for a year. Voda Idea has sought deferment of all spectrum sales.Jio didn't respond to ET's emailed queries until press time Tuesday.Both Airtel and Vodafone Idea have said they would not buy 5G airwaves at the price recommended by the Telecom Regulatory Authority of India (Trai), terming it too expensive at over seven times the price for 5G bands in South Korea.The Department of Telecommunications has said it planned to auction 4G and 5G airwaves in December 2019 or early 2020, but has yet to allot spectrum for holding 5G trials. The department has also yet to take a call on Trai's recommendations on price. 71286075 The regulator has recommended a pan-India base price of Rs 492 crore per MHz for 5G radio waves in the 3.3-3.6 GHz bands, and mandated that telcos buy in a block of 20 MHz. Thus, an operator would need to pay at least Rs 9,840 crore for pan-India 5G airwaves, or roughly Rs 50,000 crore for the 100 MHz a carrier would need for an effective roll out of services. "Nobody can make such a massive investment as nobody has a clue about the India-specific use cases and thus, nobody can make any revenue estimates," said the Jio executive.To develop use cases, operators should be given spectrum for some time, during which they should be asked to develop use cases, he added."…if there is any revenue earned by that operator, that can be shared with the government by any defined formula. But please allow operators to put the infrastructure in place and develop some use cases. That is the right way," the executive said.The executive suggested that during this time, 5G spectrum be divided among telcos on the basis of geography. "Give somebody in Delhi, somebody in Mumbai and take the revenue earned out of that spectrum. Only once the revenue case is built or understood by operators can they bid accordingly," the executive added.The executive's comments come after parent Reliance Industries' chairman, Mukesh Ambani, said at the company's 42nd annual shareholders meeting that the conglomerate would work towards becoming a debt-free company within the next 18 months.Jio is the only profitable telco in India and the largest by subscribers, but has huge debt — net debt at the end of June was Rs 75,000 crore. According to a Goldman Sachs report, its net debt-to-Ebitda at the end of June was six times, compared with Airtel's 3.4 times, signalling debt-fuelled growth of India's newest telecom operator.But the executive downplayed any financial constraints for Jio."Jio has money, but it doesn't make sense to park your money in something that you don't know is an investment or an expense," said the executive.
By Teena ThackerNew Delhi: Indian authorities are closely monitoring the sale of heartburn drug Ranitidine after the US drug regulator said it had found a cancer-causing impurity called N-nitrosodimethylanine (NDMA) in some products containing Ranitidine.Ranitidine is a commonly prescribed medicine for countering acidity and is on the World Health Organisation's 'Model List of Essential Medicines'. In India, a host of companies including GalxoSmithKline, JB Chemicals, Cadila Pharma, Zydus Cadila, Dr Reddy's, Sun Pharmaceuticals sell over 180 versions of the drug. The market size for Ranitidine brand in India is Rs 688.6 crore, as per data shared by AIOCD PharmaTrac.To ensure patient safety, the Drug Controller General of India (DCGI) on Tuesday directed state drug regulators to ask pharmaceutical companies to check their products for the carcinogen. It also asked them to ensure that the drug is sold only under prescription."The drug Ranitidine is approved for multiple indications in the country and is available in various formulations including tablets, injections, etc. It is a prescription drug included in Schedule H and, therefore, it should be sold by retail only under prescription of a registered medical practitioner," the DCGI's letter said. ET has seen a copy of the letter.Last week the US and European Union regulators said they were investigating the discovery of NDMA in branded and generic Zantac. "Subject experts have also been reviewing the situation and an advisory may follow in the days to come, but as of now there is nothing to panic," said a senior official in the drug regulatory authority, requesting not to be named.Experts vouch for the benefits of the medicine. "Ranitidine is one of the oldest drugs to be used in acidity and upper intestinal ulcers, and has been considered to be safer than similar other drugs like proton pump blockers (eg. Pantoprazole), said Anoop Misra. Chairman, Fortis-C-DOC Centre of Excellence for Diabetes, Metabolic Diseases and Endocrinology."We are using it frequently, especially in patients with renal dysfunction."According to a GSK spokesperson, the company has been contacted by India's drug regulatory authorities regarding the detection of NDMA in Ranitidine products and the queries have been responded to. "GSK is continuing investigations into the potential source of the NDMA. These investigations include continued engagement with GSK's API suppliers, including Dr. Reddy's and Saraca Laboratories Limited. GSK has engaged external laboratories to conduct tests on the API and on the finished product batches of Zantac IV (injection). Initial results are expected by the end of September 2019. The testing is being extended to include batches of tablets and potentially other dose forms. Market-specific test results will be available later," the spokesperson said.A spokesperson for Sanofi said the company does not sell the product in India. "Ranitidine prescription products have been authorised on the market for over 35 years and in a number of markets an OTC version of ranitidine has been available to consumers for over two decades.The range of products meet all specified quality and safety requirements for use," the person said.
By Faizan HaidarA cracker of a Diwali gift of sorts awaits thousands of homebuyers in Noida and Greater Noida as builders are readying to start offering possession earlier than expected, even before obtaining the occupancy certificate from the local authority, in a region which is dotted with long-delayed projects.Builders are planning to make use of an order issued by the Real Estate Regulatory Authority (RERA) of Uttar Pradesh on September 16 saying if the authority fails to issue occupancy certificate or raise objection within a week of receiving application, they can start offering possession and agreement with the authority to buyers.An estimated 15,000-20,000 buyers are expected to move into their new homes in the coming days due to this notification, Balvinder Kumar, member, UP RERA, told ET.Developers including Logix Group and Migsun Group are likely to start offering possession to homebuyers soon without waiting for the occupancy certificate, according to people aware of the matter.As per the rules, a builder needs to apply for occupancy certificate after completing the project and can offer possession to buyers only after receiving it. The builder then applies for a No Objection Certificate (NOC) from the authority after clearing all dues and on receipt, the buyer can go ahead with the registry or the tripartite agreement between the builder, owner and authority to sub-lease the property."The objective of RERA is to ensure buyers get the flats on time," said Kumar. "We have noticed that there was unnecessary delay in giving the occupancy certificate and then giving the NOC. We have asked the authority that a buyer who has made full payment should not suffer in both the cases and he should be given possession and be eligible for the registry if the builder is fulfilling certain conditions."As a result, builders who have finished their projects are expected to offer possession to buyers soon."This is great news for customers who are waiting to get their homes just before the festive season," said Vishal Gupta, vice president-North at the Confederation of Real Estate Developers Association of India (Credai). "It also ratifies the longstanding demand of Credai to hold the development authority as a stakeholder who is accountable to the customer. We hope to have positive sales in the festive season."Migsun Group hopes to deliver 2,000 units by the end of this financial year, said its managing director Yash Miglani. "Possession in many of the completed projects gets delayed due to non-receipt of occupancy certificate. In this context, we welcome the decision of RERA wholeheartedly. This will help end-users a great deal," he said.Miglani said all stakeholders including developers and government authorities should adhere to strict deadlines. "There should be a mechanism for checks and balances. We sincerely hope this is just the beginning and time frames for various works will follow in the coming days," he said.According to BN Singh, district magistrate of Gautam Buddha Nagar, under whose jurisdiction these properties are located, the provisions were there in the rule, and following RERA's notification, the authority will start executing agreements and once all dues are cleared, final registries will be done.It is a welcome step towards empowerment of customers, said Amit Modi, director, ABA Corp. "Many a time projects get delayed as some of the approvals take way too long. Invariably, it also results in cost overruns. The ultimate sufferer is the customer," he said. "Accordingly, it has been a long-pending demand of the industry that there should be a strict time frame for all kinds of approvals as it will go a long way in timely completion of projects."
Bengaluru: Zerodha has put in place an employee stock ownership plan (ESOP) worth more than Rs 200 crore for 850 of its employees.The development comes after the online stock trading startup moved from being a partnership firm to a public limited entity earlier this year.As a partnership firm, Zerodha had dummy shares for a few executives in its core management team. With the formalisation of a corporate structure, the company has constituted an ESOP pool and has distributed it among a wider network of employees."We have historically had very less churn in our employee base, and our core operations and technology teams have remained almost the same since inception. Out of the 1,100 employees, we have allocated shares to 850," said Nithin Kamath, chief executive officer, Zerodha."The allocation of shares has been done on the basis of the employees' gross earnings through their years of service, plus added shares were allocated based on their performance," he said.Kamath did not reveal the exact valuation of the company, but said the calculation of the stock options were made through an internal assessment of the company's fair value based on financials, cash in hand and market opportunities in future."We do not have any immediate listing plans, but maybe over the next four to five years we will set in place plans to get listed, which in turn will also give an option for my employees with ESOPs to exit or vest their shares at market value," he said.Instead of a flat, mandatory holding period for three-to-five years, Zerodha is offering an option to vest 33% of the shares after the first year, providing easier liquidity options to staff. The company has created a segregated fund of Rs 30-50 crore to buy back shares next year."We also offer credit to our employees against these shares at an interest rate of 6-7% per annum, in order to cater to their sudden liquidity requirements," he said.Zerodha, founded in 2010, is among a handful of profitable fintech startups in the country and offers direct mutual fund investments besides stock trading.It currently has four registered entities — Zerodha Broking, the stock broking business; Zerodha Securities, where all demat accounts are held; Zerodha Commodities, which houses the commodities trading business, and the RBI-registered non-banking lending arm, Zerodha Capital.Zerodha has an active investor base of 1.02 million and a total client base of more than 1.6 million. It reported net profit of Rs 350 crore against a revenue of Rs 850 crore in financial year 2019, according to the latest numbers shared by the company.
MUMBAI: India's largest aluminium maker Vedanta is expanding its portfolio of value-added products and is planning to set up an aluminium flat rolled products plant with an estimated capital expenditure of Rs 2,500 crore, a senior Vedanta official said.Flat rolled products, or FRPs, comprise foils, sheets and plates and are used in the automobile, aerospace, consumer durables sectors, among others. This capex will be part of the Rs 15,000 crore investment plan by Vedanta to take its aluminium capacity from the current 2 million to 3 million tonnes in the next 3-4 years."We are looking at producing rolled products and entering the sheets market. For this, we are currently talking to Chinese players to see if we can bring a plant here," Ajay Kapur, CEO at Vedanta Aluminium and Power, told ETin an interaction. "This project needs some capex. It also gives you high margins and therefore we are investing in R&D to move ahead in that direction," said Kapur.The company will be housing the plant in either of its two aluminium facilities in Chhattisgarh or Odisha, Kapur said. Vedanta's rival — Aditya Birla Group's flagship Hindalco — also produces FRPs through various facilities in India as well as through its wholly-owned US subsidiary Novelis, that is world's largest aluminium rolling company.
KOLKATA: Amazon's plan to acquire stake in Reliance Retail has likely fallen through due to the high valuation of Mukesh Ambani's retail business and the American ecommerce giant might have also demurred from such large investment in the Indian market after the government tightened regulations for foreign direct investment (FDI) in ecommerce, two senior industry executives said.These executives, who have business relationship with Amazon, said Reliance has potentially valued the retail business at about Rs 2.5 lakh crore to Rs 3 lakh crore, and given that, Amazon's initial plans to acquire a minority stake of 10-25% will mean a huge commitment. Amazon was in exploratory talks with Reliance Retail for last 3-4 months.Amazon has now started exploratory talks with Landmark group's value fashion retail chain, Max, for acquiring a similar minority stake in it, the executives said.Max had generated sales of about Rs 3,500 crore in 2018-19 and value fashion retailers are typically valued at about 1.5 to 2 times of their revenue, though talk with Amazon is in an early stage right now, they said. Amazon and Max have recently entered into trading arrangement where Max exclusively sells its products through the Amazon's online marketplace in India. 71283836 Reliance's pureplay retail business comprising consumer electronics, smartphone devices, grocery, and fashion and lifestyle had generated about Rs 73,508 crore sales last fiscal. Emails sent to Reliance Retail and Landmark Group India remained unanswered till Tuesday press time.Amazon wants to make relatively smaller investment in brick-and-mortar retail chains in India ensuring it has the first right of refusal for future stake sales in such chains, blocking the door for entry of any other investor.The government earlier this year tightened norms for FDI in e-commerce, much to the dislike of foreign e-commerce firms, by bringing in various clauses such as the one which prohibit marketplace entity to own more than 26% in a seller. Last month, Amazon agreed to acquire 49% in Future Coupons, a promoter group company of Future Retail, which runs over 1,400 Big Bazaar and EasyDay stores.About a year ago, the ecommerce giant acquired More Retail (earlier called Aditya Birla Retail) along with Samara Capital. More currently runs over 620 stores. In 2017, Amazon acquired 5% stake in Shoppers Stop, which currently has 83 stores."Amazon has been exploring options to acquire stake in every leading brick-and-mortar retail chain with a sizeable presence and proper processes in place. It is part of their omni-channel strategy and also making an entry as a strategic investor in case FDI regulations ease in retail," one of the executives said.
India's move to cut corporate tax rate is likely to give a boost to sentiment and earnings expectations, and help the Indian stock market post further gains over the rest of the year, said John Praveen, portfolio manager at QMA, part of US-based PGIM. With the likely improvement in sentiment and earnings expectations, Praveen is also considering increasing allocations to India in his fund's global equity portfolios. Unlike in the US, the current tax cuts in India are unlikely to result in a big increase in stock buybacks, said Praveen in an interview with Sanam Mirchandani. Edited exerpts:Will Indian government's move to cut corporate tax rate lead to any material change in outlook for Indian equity market?Indian stocks have been under downward pressure in 2019 year to date due to a combination of domestic and global factors. Domestically, growth has been slowing down well below 6% and reached 5% in Q2 which is the slowest in more than five years. Globally, stock markets have been hit by the sharp increase in US-China trade tensions which has depressed business confidence, especially manufacturing confidence and raised growth risks.Year-to-date, the Sensex has lagged both developed markets and emerging markets, which suggests there is room for further market gains to catch up with other markets.The tax cut announcements is likely to result in upward revisions to corporate earnings expectations. Previously, expectations for FY2019-20 earnings growth were around 15%. The earnings expectations could be revised sharply higher to as much as 25% if companies retain the bulk of the tax cuts.Thus, the extent of positive earnings revisions will depend on how much the companies pass on their tax windfall to consumers. The Indian corporate tax cut is a fiscal stimulus which should complement the RBI's monetary easing. This is in line with developments globally. With policy rates already at or near zero in many countries and negative interest rates having adverse unintended consequences for bank balances sheets, there have been calls for fiscal stimulus to boost growth, especially in Europe. The Indian tax cut announcement is a welcome move and likely to give a boost to sentiment and earnings expectations, and help the Indian stock market post further gains over the rest of the year, and catch up with the developed markets and other emerging markets.India's fiscal deficit target is likely to be breached due to the tax cut. Are you concerned about the fiscal impact?The tax cut is likely to provide a fiscal boost to investment spending and thereby to GDP growth at a time when RBI rate cuts have not been successful in preventing the Indian growth deceleration with GDP to a low of 5%. So while the tax cut is likely to increase the fiscal deficit in the short-run, it is a good policy move for the economy and markets given the depressed business and consumer sentiment in an environment of slower global growth.The finance minister has noted that that the revenue loss to the exchequer will be ?1.45 trillion in FY20. While the government had slashed its fiscal deficit to 3.3% of GDP in its July budget, the current set of tax cuts are expected to push back the fiscal deficit back to around 4%.Policymakers face the dilemma of slowing growth while keeping fiscal deficits under control. The OECD recently released its latest forecast update and they revised down India's GDP growth estimate for FY2019 to 5.9% from 7.2% and for FY 2020 to 6.3% from 7.4%. While there is a risk that deficit targets could be breached in the near term, the risk of not implementing significant fiscal measures along with the monetary easing measures is that the economy could further decelerate to under 5%.Will the move lead to foreign investors' flows into India reviving? Would you look at increasing allocation?These are positives for the Indian market and likely to improve foreign investor sentiment towards India and result in increased inflows. With the likely improvement in sentiment and earnings expectations, we are also considering increasing the allocations to India in our global equity portfolios.In the US when tax rates were cut, companies resorted to buybacks. Is the same likely in India?There are some similarities in the situation in the US and India. However, the business environment and the state of corporates are different between the US and India. The US is a mature economy and market and India is an emerging economy where the need for business investment spending is significantly higher in the case of India whereas the US already has a high level of capital stock given it is a developed economy.Further, the private sector still has some slack with capacity utilisation around 78% compared with a historical average of around 80%. There has been pressure on corporates from activists to return capital to shareholders rather than indulge in expensive M&A or other wasteful activities. Hence, the bulk of the tax cuts in the US were used to return capital in form of buybacks and dividends.In India, business investment spending has averaged 6.2% in the past ten years and comprise just around 32% of the economy. In comparison, the business spending in China accounts for around 42% of GDP and has averaged 12% growth annually over the past 10 years.There is a dearth of infrastructure investment in India and with the economy posting solid growth despite slowing in past several quarters, companies are still likely to find several opportunities to invest to reap the benefits of faster economic growth.Indian companies are still trading at a premium to their own historical averages and not at a discount which would make them attractive for buybacks. There is no valuation case for buybacks despite the modest gains posted by Indian stocks yearto-date. There is no significant need for companies to goose up their earnings. Earnings expectations are in the double digits now and the tax cuts will push earnings even higher.A significant factor in case of Indian companies compared to US companies is the predominance of owner operated companies in India. Companies with significant family control usually opt for buybacks when their stock valuations are very cheap which is not the case is now. Unlike in the US, the current tax cuts in India are unlikely to result in an big increase in stock buy-backs.

India had a target to borrow 4.42 trillion rupees in the fiscal first-half started April.A decision on the nation's maiden foreign-currency sovereign bond sale, announced first in July, has not been made, the official said, asking not to be identified citing rules.The move to maintain the borrowing plan will be seen as a positive for bonds, which have declined in six of the past eight weeks, after a cut in corporate tax rates stoked concerns a shortfall in revenue will be met through higher debt sales. A Bloomberg survey of economists last week indicated the budget deficit may widen to a four-year high.The new borrowing schedule will be announced on Sept. 30, the official said. The delay in announcement is to help banks avoid any mark-to-market losses.The yield on the 10-year bonds rose three basis points to 6.77% as of 3:50 p.m. in Mumbai after dropping to 6.75% on reports the plan will be kept the same.Yields on the benchmark 2029 notes surged as much as 24 basis points on Friday, the most since February 2017, after the stimulus measures. Flip-flops over the government's plans for a $10 billion overseas debt sale added to the pain as the issuance was meant to shift abroad a part of the borrowings.While Finance Minister Nirmala Sitharaman has said there were no plans to revise the borrowing target for now, traders remain cautious. Standard Chartered Plc is forecasting the need for as much as 800 billion rupees of new debt on top of the originally planned amount for the full year.Last week's tax cut, estimated to cost 1.45 trillion rupees in lost revenue, may push the fiscal deficit wider to 3.9% of gross domestic product for the year to March, compared with a goal of 3.3%, according to the Bloomberg poll.
