U.S. To Deploy Military Forces To Saudi Arabia And UAE

NBC: U.S. to deploy military forces to Saudi Arabia, UAE after drone attacks on oil sites

"The president has approved the deployment of U.S. forces which will be defensive in nature," Secretary of Defense Mark Esper said Friday.

The United States is deploying military forces to the Middle East after Saturday's drone attacks on major oil sites in Saudi Arabia that the administration of President Donald Trump has blamed on Iran.

"The president has approved the deployment of U.S. forces which will be defensive in nature and primarily focused on air and missile defense," U.S. Secretary of Defense Mark Esper said at a news conference Friday.

Answering reporters' questions about the deployment, Gen. Joseph F. Dunford Jr., chairman of the Joint Chiefs of Staff, described the troop deployment as "modest" and "not thousands."

Dunford said he planned to confer with U.S. Central Command and Saudi officials to work out details of the deployment, which he said would be announced next week.

Reuters: Hezbollah says Iran would destroy Saudi Arabia in any war

BEIRUT (Reuters) - Lebanon's Hezbollah warned Saudi Arabia on Friday against betting on a war against Iran because it would destroy the kingdom and said Riyadh and the United Arab Emirates should halt the conflict in Yemen to protect themselves.

Sayyed Hassan Nasrallah, head of the Iran-backed Shi'ite Muslim group, also said new air defenses could not easily defend Saudi Arabia from the type of drones used in a Sept. 14 attacks on Saudi oil installations.

Tensions have spiked in the region since the attacks that officials in Washington and Riyadh have blamed on Iran, which has denied involvement. Responsibility was claimed by Yemen's Houthi movement, an Iran-aligned group fighting a Saudi-led alliance in Yemen's civil war.

It happened again.

Last week, Prime Minister Benjamin Netanyahu – his career now hanging by a thread after a split vote in Tuesday's election – announced that Israel had discovered yet another covert nuclear site in Iran, this time in the city of Abadeh. "In this site," he said, "Iran conducted experiments to develop nuclear weapons." But when Iranian leaders realized that Israel was on to them, "they destroyed the site. They just wiped it out." Satellite imagery presented by Netanyahu appears to confirm the demolition.

Should Saudi Arabia and/or the United States retaliate beyond a new round of sanctions? That is the question of the day. Iran is the strongly suspected perpetrator of weekend drone and missile attacks against key Saudi oil infrastructure at Abqaiq facility and Khurais oil field that temporarily cut the kingdom's oil production by almost half.

Apparently, some 20 drones and several cruise missiles hit a total of at least 17 different aim points at these two general locations in the country's east. The weapons may have been launched either from Iranian soil or a place fairly close by.

Reuters: Media visit Saudi oil plant damaged in strike blamed on Iran

ABQAIQ, Saudi Arabia (Reuters) - Saudi Arabia on Friday took media on a tour of oil facilities damaged by attacks that Washington and Riyadh blame on Iran, showing melted pipes and burnt equipment, as Tehran vowed wide retaliation if heightened tensions boil over into hostilities.

The kingdom sees the Sept. 14 strikes on its Khurais and Abqaiq facilities — the worst attack on Gulf oil infrastructure since Iraq's Saddam Hussein torched Kuwaiti oilfields in 1991 — as a test of global will to preserve international order.

U.S. President Donald Trump said on Friday the United States was imposing sanctions on Iran's central bank over the attack. U.S. Treasury Secretary Steven Mnuchin said the bank was Tehran's last source of funds.

China and Russia are sewing up whatever oil and gas fields and accompanying infrastructure that they can in Iran and Iraq, as Iraq tries to markedly up the pace of development on the fields it shares with Iran. Iraq only wants the U.S. for the Common Seawater Supply Project (CSSP) because ExxonMobil is the only firm that can do it properly and within a reasonable timeframe. ExxonMobil's participation, though, is far from guaranteed.

Of all the key shared fields - Azadegan (Iran side)/Majnoon (Iraq side), Azar/Badra, Yadavaran/Sinbad, and Dehloran/Abu Ghurab, Naft Shahr/Khorramshahr – the first of these has been a priority for Iran since it was severely flooded in March. It is this field that was the focus of the announcement last week that two major new drilling contracts have been signed: one with China's Hilong Oil Service & Engineering Company to drill 80 wells at a cost of US$54 million and the other with the Iraq Drilling Company to drill 43 wells at a cost of US$255 million.

DW: Saudi-led coalition launches operation near Yemeni port city Hodeida

The Saudi-led military coalition said it has destroyed four boat assembly sites near the Yemeni port city of Hodeida after intercepting and destroying an unmanned boat laden with explosives in the Red Sea.

Saudi state media said that the Saudi-led military coalition launched the operation against "remote controlled" boats early Friday near Hodeida.

The coalition said the operation destroyed four sites used to assemble the unmanned boats and sea mines to "help protect freedom of maritime navigation," Reuters news agency reported.

The operation comes after state media reported Thursday that the Saudi coalition thwarted a "terrorist act" by intercepting an unmanned boat fitted with explosives in the Red Sea that it said had been launched from Yemen by Houthi rebels.

The Pentagon will present a broad range of military options to President Donald Trump on Friday as he considers how to respond to what administration officials say was an unprecedented Iranian attack on Saudi Arabia's oil industry.

In a White House meeting, the president will be presented with a list of potential airstrike targets inside Iran, among other possible responses, and he also will be warned that military action against the Islamic Republic could escalate into war, according to U.S. officials familiar with the discussions who spoke on condition of anonymity.

The showdown between Washington and Tehran has upended the lives of Iranians, as US President Donald Trump's "maximum pressure campaign" rages on.

Families in Iran have been hit hard by the fallout from unprecedented US sanctions that began in August last year, targeting Iran's key industries including oil, metal, the banking sector and individuals within Iran's leadership.

Reuters: Border wall, Iran, Space Force among hurdles for $700 billion U.S. defense bill

WASHINGTON (Reuters) - Disputes between U.S. Republicans and Democrats over President Donald Trump's proposed border wall, Space Force and his ability to launch a war with Iran are among the biggest obstacles Congress faces in passing a massive annual defense policy bill.

Members of the House of Representatives and Senate formally launched on Thursday this year's negotiations on the National Defense Authorization Act, or NDAA, the $700 billion bill that sets policy for the Pentagon.

The NDAA has been signed into law every year since 1961, one of the few major pieces of legislation that always gets through Congress despite deep divides between the two parties.

FOX News: Expert on why Saudi Arabia won't explicitly blame Iran for attacks: 'They would be toast'

On Fox Nation's "Deep Dive," a panel of experts analyzed the world response to last weekend's crippling attacks on Saudi Arabia's oil infrastructure and explained why the Saudi government seems hesitant to explicitly accuse Iran of carrying out the strikes.

"If you look at the sophistication of the attack, the ranges of the weapons used, and how this was perpetrated, it can only be Iran really," said Lt. Col. Dakota Wood, who is a retired Marine and Senior Research Fellow for Defense Program at the Heritage Foundation.

At a press conference in Riyadh, Saudi Arabia on Wednesday, the Saudis displayed broken and burned drones and pieces of a cruise missile that military spokesman Col. Turki Al-Malki identified as Iranian weapons collected after the attack. Tehran has denied that it carried out the attacks and Houthi rebels in Yemen have claimed responsibility.

SCMP: Chinese scientists develop handheld sonic weapon for crowd control

* Gas-powered device passed for mass production after two years of research

China has developed the world's first portable sonic gun for riot control, the Chinese Academy of Sciences said.

The rifle-shaped instrument, which was jointly developed with military and law enforcement, is designed to disperse crowds using focused waves of low frequency sound, the academy's Technical Institute of Physics and Chemistry website said on Wednesday.

The device's "biological effect" would cause extreme discomfort, with vibrations in the eardrums, eyeballs, stomach, liver, and brain, scientists said.

Studies dating to the 1940s found that low frequency sound energy could, depending upon intensity and exposure, cause dizziness, headaches, vomiting, bowel spasms, involuntary defecation, organ damage and heart attacks.

Britain's second and newest aircraft carrier, the £3.1 billion HMS Prince of Wales, makes its maiden voyage today to begin nine weeks of sea trials.

Measuring 920 feet in length, the sister ship of HMS Queen Elizabeth squeezed out of Rosyth dockyard, leaving the Scottish basin where she was assembled, and announced it was at anchor in the Forth at 8pm.

The process of getting the four-acre military operating base on to the Firth of Forth represented one of the most delicate manoeuvres the warship would have to undertake.

Navigators, pilots and tug boats had the slimmest of margins to deal with as they guided the 65,000 tonne behemoth out of the basin through a narrow opening during high tide.

ON BOARD AIR FORCE ONE (Reuters) - President Donald Trump expressed unhappiness on Wednesday with the cost of keeping open a controversial prison at the US military base in Guantanamo Bay, Cuba, and said his administration was studying the issue.

Trump, a Republican who has previously argued that the prison should stay open, declined to say what he would like to happen with the facility now.

"It costs a fortune to operate it, and I think it's crazy," the president told reporters on Air Force One.

Here's the missile that will seriously boost the fighter jet's firepower.

* Raytheon's new Peregrine missile is designed for U.S. fighter jets and would likely replace the 30-year old AMRAAM missile.
* Peregrine is smaller than existing missiles, allowing the Air Force and other services to stuff more of them in the internal weapons bays of stealth fighter jets like the F-35.
* The missile is also cheaper to buy and maintain than existing missiles, making it easier to maintain large inventories.

U.S. defense contractor Raytheon has pulled the curtain off a new missile designed to boost the firepower of fighter jets. The new Peregrine missile (above) is designed to fit in the weapons bays of stealth fighters, allowing them to carry more missiles than ever before.

As stealthy fighter jets, the F-22 Raptor and F-35 Lightning II both suffer from a major problem: They must store all of their fuel, sensors, and weapons internally. While previous-generation fighters stored this equipment on the fuselage and wingtips, having a collection of pointy missiles, bombs, and fuel tanks hanging off an aircraft can dramatically increase its radar signature. Fifth-generation fighters like the F-22 and F-35 store everything internally, particularly weapons, maximizing the ability of their carefully molded shapes to evade radar.

The company will be working with this test asset for at least the next two years as it crafts its first full prototypes for the U.S. Navy.

Boeing's MQ-25 Stingray carrier-based tanker drone test asset, known as T1, has flown for the first time at MidAmerica Airport in Mascoutah, Illinois. The company is developing the Stingray for the U.S. Navy and plans to continue testing T1 in the coming years as it works toward the first flight of a full engineering and manufacturing development prototype in 2021.

T1, short for "Tail 1," which also carries the U.S. civil registration code N234MQ, conducted an autonomous taxi and takeoff and then flew an approximately two-hour-long predetermined route on Sept. 19, 2019. Boeing test pilots oversaw the unmanned aircraft's flight from a ground control station at MidAmerica Airport, where this complete initial flight test program will occur. The drone arrived at the airport, which is co-located with the U.S. Air Force's Scott Air Force Base, in April 2019. Boeing had conducted a variety of ground tests at its St. Louis plant before that.

‘Everything Was Broken.’ The Photographer Who Captured the Most Haunting Photographs of Dorian and Its Aftermath

Associated Press staff photographer Ramon Espinosa is no stranger to covering hurricanes. He’s been reporting from the Bahamas since Aug. 29 as the islands braced for the impact of Hurricane Dorian. “I’ve covered hurricanes in the Caribbean the last fourteen years,” says Espinosa, “but nothing compared to this one.” Dorian’s death toll currently stands at 50, but over 1,000 people are still missing.
Dorian hit the Bahamas as a Category 5 hurricane, the strongest storm on record to hit the islands. It battered the Bahamas with 185 mph winds, visiting punishing damage on Abaco and Grand Bahama for at least 24 hours.
In the first days of the storm, his images of dramatic rescues felt startling and immediate — the closest thing to being there. More recently, he’s been able to travel to the areas most deeply affected, producing images that show the epic destruction, yet feel like a lament to what was lost — an attempt at at trying to absorb the incomprehensible landscapes of destroyed homes, churches, missing bodies and rubble.
With poor internet and phone connections still making it difficult to report, Espinosa took a few moments to tell TIME about the what he has witnessed in the hurricane’s wake. His answers have been edited for length and clarity.

TIME: When did you arrive in the Bahamas?
Espinosa: The trip started waiting for Dorian in Puerto Rico. We arrived on Aug. 26th to San Juan, but after following the hurricane, we realized the storm was heading directly to Grand Bahama. After checking with the office we took a flight to Freeport on Aug. 29th to wait for Dorian there.
Have you covered lots of Hurricanes? How does this one compare?
I’ve covered hurricanes in the Caribbean over the last 14 year. The last was Irma in Cuba [in 2017] — that was a category 3-4 — and Matthew in Baracoa, also in Cuba, in 2016, but nothing compared to this one. It was giant, weird, stationary and crushing everything.

Do any specific memories stand out from those days it stalled over the island?
What stands out is the landscape of destruction. We saw paradise when we arrived, but after the hurricane everything was destruction. The green disappeared.

Where did you stay during the storm?

In Freeport. I tried to take photos during the storm, but there came a time [when] that was not safe, and I preferred to keep my equipment safe to work after the hurricane.

Hoping you can tell us about a few specific photographs. Can you tell me about the images you made during the rescue in the water. How did you make those?
A colleague who is from the island said people were rescuing survivors to the east of the island. I got out in the car — everything was flooded. I had to be careful to keep the car from turning off. I went hoping to get on a boat, but when I arrived, the boats were too small and there was no place for me, only for the people they were rescuing. I decided to wade through the water, water that reached my hip. I brought towels to protect and dry the cameras and lenses; one towel got soaked and with the other I managed to keep the lens from getting wet and thus I was able to get those images of people walking in the middle of the water. It was raining heavily and the conditions were very complicated to work.
What was it like when the storm finally passed and you saw the devastation for the first time?
The first thing I saw were the shattered houses. I went to help our stringer and his family, and it reminded me a lot of Haiti’s earthquake. After taking photos of the rescue efforts, I saw a large boat in the middle of the street, a crazy image.

Two weeks later, what are you seeing?
Destruction and very friendly people trying to start over.
Do you think any part of the story is being overlooked right now?
People were left with nothing and they do not know where their missing relatives are. The storm devastated everything, and survivors who lost their relatives need to bury their loved ones.
Can you tell us what you have seen in terms of rescuers looking for bodies?
I went out one day with the police to the east side of Grand Bahama area and in two hours they found five bodies. But many bodies were washed away. There’s many people who don’t know anything about their relatives. The sea probably took them. When they went to search for relatives at their homes, they only found destruction — nothing standing.

Can you describe the photo of the water-filled coffin in the cemetery?
A resident of Mclean’s Town Cay told me Dorian had destroyed the cemetery so I went to take a look. It took me a day to find it. Everything was broken. The graves were broken, many empty. Coffins out of place, open.
That particular photo was my way of showing what Dorian meant. The simple fact that the coffin was out of the earth, full of water, was a very clear message of what the storm brought. Even the body had disappeared — the water took it to the sea. When I reached that point the sun was starting to go down. The moment, for me, was like a reflection to all the coverage.
For those who want to help survivors, what do you think the island needs most right now?
What they need is to rebuild. They need everything. There is nothing in a lot of places and survivors need to start from scratch. The whole area is totally destroyed, nothing works in Abaco and the east of Grand Bahamas.

Are there any other thoughts or stories that stand out for you?
Dorian was giant. It’s like seeing the destruction after an atomic bomb. Many of those affected are immigrants, most of them are Haitians. They lost the little they had. Those who went through the earthquake [in 2010], emigrated [to the Bahamas] for a better life, were left with nothing again. After many years of suffering, life becomes a boomerang and they have to start over. The hurricane struck all social classes, but of course the people who suffer most are the most needy.

Climate Change Is Devastating the Lush Gardens of Versailles

(Bloomberg) — The manicured estate of the Versailles Palace was designed for an absolute monarch and withstood the French revolution. But now climate change is threatening its survival.

Hornbeam trees overlooking the estate’s Grand Canal died this summer, and in Marie Antoinette’s Trianon gardens, the beeches are withering. The worrying thing is that these weren’t only varieties from the era of Louis the XIV, but also new plantings meant to withstand the effects of global warming.

“It’s heart breaking,” said Alain Baraton, Versailles’s chief gardener, pointing to shriveled hornbeams and the parched leaves of once-luscious chestnut trees. “I’m forced to dump history and be pragmatic.”

Northern Europe’s normally temperate weather is rapidly becoming hotter and drier, forcing gardeners on the 800-hectare (2,000-acre) park to adapt. The stately elms, chestnuts and birches that were favored by French royalty are being selectively replaced by species that stand better chances of resisting higher temperatures, new parasites and more volatile precipitation patterns.

The urgency to act was underscored when France’s National Center for Scientific Research on Tuesday released a climate model that showed the world becoming even hotter than previously expected.

Trees are one of nature’s biggest forms of carbon storage. The European Environment Agency estimates forests absorb 13% of all of the European Union’s carbon-dioxide emissions. But more frequent droughts and increasingly violent storms put the region’s woodlands at risk. “Trees used to have hundreds of years to adapt, but they don’t have that time anymore,” said Xavier Bartet, an officer in France’s National Forestry Agency. “And in nature, if you can’t adapt, you die.”

The effects are being felt across Europe. About 50 million spruce trees are believed to have perished, with extensive damage to larch, oak, beech and pine varieties, according to Gert-Jan Nabuurs, forestry expert at Wageningen University in the Netherlands.

In eastern Germany, pine canopies have been bleached a sickly brown with ground water the lowest since records began in 1961, according to the country’s DWD weather service. Charred stumps point to a disturbing new trend of wildfires. The BDF forestry association estimates 100 million German trees have died in droughts and storms since 2018.

Europe is particularly exposed to climate change, because its weather is dominated by the jet stream. The flow of moist winds from the Atlantic typically brings in ample precipitation to maintain the region’s ecosystem, but kinks have developed as arctic ice melts, causing air to blow in from the Sahara with increasing regularity. Warmer temperatures are changing growing patterns, with chestnut trees in Portugal struggling in lower altitudes, where they once thrived.

Storms fueled by warmer temperatures are also a problem. The risks were evident last October, when the Italian peninsula was pounded by storm gusts exceeding 200 kilometers an hour (124 mph), damaging 42,500 hectares of forest. The Comelico Dam near the Austrian border was covered with trees battered into the Piave river. For centuries, such timber was brought to Venice on rafts to be used for foundations of the lagoon city’s historic “palazzi.”

To be sure, it’s not bad everywhere. Sweden has planted more trees than it cuts down since the 1920s, and today there is almost twice as much wood supply than at the start of 20th century, but then there’s the new problem of wildfires. In Finland, climate change is speeding up tree growth, but the Nordic country — wary of extreme weather and the spread of pests such as bark beetle — is more actively managing its timber resources including using selectively bred seedlings.

Dying woodlands could mean that greenhouse gases build up even faster. Concerns have led to mounting public pressure. A Danish broadcaster held a telethon last weekend, raising 2.4 million euros ($2.6 million) from viewers to plant more than 900,000 trees, and an artist created a mock forest inside a football stadium in Austria to raise awareness. Ursula von der Leyen, the incoming European Commission president, called protecting the environment the bloc’s “most pressing challenge.”

While European leaders have vowed to act, the situation is complicated by an economic slowdown and concerns about financing. In Germany — where a summer heatwave threatened to buckle highways and the receding Rhine river risked halting shipping for the second straight year — Chancellor Angela Merkel’s government on Friday is due to decide on measures to get its climate goals back on track.

There’s no easy fix. Efforts to make forests more robust include replanting Turkish oak trees in France and testing seeds from drier areas in the central Loire valley for future wine barrels. But the measures are a crapshoot. At Versailles, about 50% of new saplings die in the first year, and messing with local ecosystems can have damaging effects on native varieties, with groups like Ireland’s Woodland League seeking to halt the introduction of new species.

“All we do is still experimental, and it’s risky,” said Brigitte Musch, chief of climate-change research for the French forestry agency. “We are under pressure to work fast, for things that will matter for the generations to come.”

The Versailles estate, which spends about 3 million euros annually to maintain its grounds, is the elite of Europe’s forests. The wider reality can be seen behind a rusty fence at the end of the grounds at the Arboretum de Chevreloup. The conservation park has a budget less than 5% of the palace’s, and the effects of low rainfall and record heat were evident in the balding canopies and shriveling Patagonia trees.

To avoid such a fate, France’s forestry agency is teaming up with counterparts in Europe and Turkey to develop software to determine what varieties will have to be planted in the years to come. The software, which is working with a worst-case scenario of summer temperatures rising as much as 5.3 degrees Celsius (below the latest forecast), will be translated in English to be usable by peers worldwide.

At Versailles, future-proofing the grounds is being meticulously orchestrated. The estate is building a database of all its vegetation, insects and animals. The trees will be given more space to capture the water in the soil and retain humidity. The goal is to keep the spirit of the Sun King’s grandeur alive into the next century.

“Visually, the palace visitors won’t see any major changes,” said Baraton, the chief gardener. “But silently everything is changing.”

25 Years After ‘Operation Uphold Democracy,’ Experts Say the Oft-Forgotten U.S. Military Intervention Still Shapes Life in Haiti

As U.S. troops landed in Haiti on Sept. 19, 1994, they were welcomed by a large enthusiastic crowd at the port of Port-au-Prince, Haiti’s capital. It was a moment of euphoria for Haitians who hoped for change after three years of instability at the hands of a military junta.

“There’s a whole sea of Haitians looking into their [the American soldiers] eyes, just glad that they’re here,” a source told TIME in 1994.

The intervention, known as “Operation Uphold Democracy,” was billed as a success by Clinton Administration officials and made headlines in 1994. Twenty-five years later, it has been all but forgotten by many Americans — but scholars say that this moment in history still holds an important lesson.

Behind the Intervention

The winter of 1990 marked a historic moment for Haiti, as Jean-Bertrand Aristide was elected president with an overwhelming majority in the nation’s first-ever democratic presidential election.

Aristide promised change and challenged the elites. However, the hope he and his government represented was cut short by a military coup, led by Raoul Cédras in 1991. The coup, which started after Haiti’s civilian and military elite rejected the new policies, forced Aristide into exile just seven months after the presidential elections.

The military junta led what U.S. President Bill Clinton called a reign of terror, raping civilians and killing around 5,000 Aristide supporters over the next three years. Then, in April 1994, paramilitaries in a group led in part by Louis-Jodel Chamblain murdered at least 15 supporters of Aristide. Many of the victims were “tortured and made to lay in open sewers before being shot,” TIME later reported.

Back in the U.S., the Congressional Black Caucus had been pushing President Bill Clinton to intervene, but he was wary of doing so. Less than a year earlier, in October 1993, 18 U.S. soldiers were killed in the Black Hawk Down battle in Somalia during a peacekeeping mission, and humanitarian crises were also ongoing in Bosnia and Rwanda. But in light of the atrocities, Clinton in 1944 decided that the time had come. During the President’s Radio Address on Sept. 17, 1994, he spoke of America’s interest in helping to “restore democratic government in Haiti.” Attempts to make change via diplomacy had failed. “The dictators rejected all of our efforts, and their reign of terror, a campaign of murder, rape, and mutilation, gets worse with every passing day,” he said. “Now we must act.”

Clinton told the public during his address that he had sent former President Carter, Gen. Colin Powell and Senator Sam Nunn to Haiti that morning in a last ditch attempt to “provide a peaceful, orderly transfer of power.”

But the junta’s leaders didn’t believe the U.S. would actually invade, says Robert Fatton, a Haitian-born historian who is now a professor in political science at the University of Virginia. One reason for that belief, he says, was that at least one key member of the junta was on the CIA payroll in order to feed the CIA intelligence of the situation in Haiti. Emmanuel Constant was the leader of one of the “death squads” that went after Aristide’s supporters in Haiti during the military coup. Washington officials confirmed that he was on the American intelligence payroll after the coup ousted President Aristide, TIME reported in 1994.

“They believed that they were immune and that Clinton was playing politics, and that they could stay in power and eventually things would be resolved without the return of Aristide,” says Fatton. “After all, they were on the payroll of the CIA. How do you negotiate with people who are actually being paid by the people who want the change?”

The junta’s leaders at first refused the diplomatic negotiation efforts. “But then Clinton gave the order [for the military intervention],” Fatton says. “This is when Colin Powell turned to junta leaders and said ‘The troops are coming, the planes are up.’”

On Sept. 19, the U.S. military arrived in Haiti. The force numbered nearly 25,000 military personnel from all services.

The move worked, and the junta backed down. President Aristide was restored back to power by U.S. forces during what was called Operation Uphold Democracy.

James Dobbins, who was U.S. Special Envoy at the time, was on the plane with President Aristide as he was brought back to power. “Seeing the ecstatic crowds greet him at the airport and then going to the reception at the Presidential Palace where Aristide gave a speech, it was certainly quite impressive,” Dobbins tells TIME.

The Meaning of Success

The intervention was intended to remove the military junta, restore President Aristide to power and ultimately transform Haiti into a democracy. While the U.S. was successful in the former two goals, experts say the rest is more complicated.

“The intervention in Haiti was a short-lived success,” says Dobbins. “It achieved all of its objectives with no casualties within a very short time-frame. But it didn’t take hold. Haiti illustrated that these things take a long time — they don’t transform a society overnight.”

Indeed, the U.S. led a new international intervention ten years later in 2004 when President Aristide’s government was again overthrown.

Fatton is even more critical. “If you look at the operation now with hindsight, you can say that it was a major failure — it didn’t change Haiti, it didn’t democratize Haiti. If anything, the situation now is probably more catastrophic than it was in the mid-1990s… It was a euphoric moment, which ended in disaster.”

In fact, Fatton argues that the 1994 operation was a key contributor to many of the problems that now endure in Haiti. American support for Aristide’s return was contingent on his sighing an agreement with the IMF and the World Bank, which bound him to their structural adjustment policies, which opened up Haiti’s market to foreign trade with the result that Haiti had to import most of their food. Haiti’s elite, despite having to face a U.S. embargo during the military junta rule and having their wealth frozen by the U.S., still had a lot of economic power after Aristide’s return. The reformist and radical programs he had planned fell apart.

“[After the intervention], Haiti became a country dependent on international financial organizations for its funding, its budget — it was and still is at the mercy of what the international community is willing to give,” Fatton says.

Lessons can and have been learned since Operation Uphold Democracy, argues Dobbins. “The main lesson we learned from Haiti was the limitations of these kinds of interventions and what you could expect to achieve. And to learn that the transformations would only be partial and would take a long time,” he says.

Fatton says he believes that because the fact that there were no American lives lost in the operation, it was easy for the U.S. to call it a success and move on — but such is not the case for Haitians. Haiti now makes headlines for being the poorest nation in the Western Hemisphere, for corruption and the failures of its government, and for being subject to President Trump’s vulgar dismissal. But, Fatton argues, it’s not possible to understand the current situation without remembering the history of Haiti.

“There is ‘Haiti fatigue’ so people don’t really think about it,” he says. “Haitians remember it, but abroad? No one really pays attention anymore.”

Hundreds of Thousands Demand Climate Action in Massive Youth-Led Strikes Around the World

After years of equivocation on climate issues by politicians and leaders around the world, young people have had enough.

That’s the message from the young leaders of Friday’s global climate protests, which drew hundreds of thousands of people to climate “strikes” around the world in anticipation of a U.N. summit in New York.

“We see the world as it is, we see it really clearly,” says activist Jeremy Ornstein, 18. “Seeing it as it is and as it could be — that’s what we call moral clarity.”

In Boston, Ornstein and thousands of other young activists gathered at City Hall Plaza, before making their way to the Massachusetts Statehouse building. Ornstien gave an address to a cheering crowd, as did older figures, like Obama Administration EPA Administrator Gina McCarthy.

Similar scenes played out across the U.S. on Friday, with more than 800 climate protests were planned across the nation, according to the Associated Press. In city after city, from New York to San Francisco, images emerged of streets packed with young people demanding their voices be heard.

In Washington D.C., thousands of protesters marched to the Capitol Building, carrying signs calling out an urgent climate crisis. Many were teenagers taking time off school to gather outside the nation’s seat of power.

“Our Earth is dying,” A.J. Conermann, 15, told the Associated Press. “And if we don’t do something about it, we die.”

Many liberal-leaning leaders lent their support to the protests aligning themselves with what may be emerging as a global youth movement. Massachusetts Senator and Presidential candidate Elizabeth Warren sent out a message of support to climate protesters in her state’s capital. “You’re building a grassroots movement that will make sure that we fight back before it’s too late,” Warren said in a video address.

The New York Mayor’s office lent their own encouragement in a tweet citing the city’s youth “leading the way” on climate.

But for some protesters, the movement is more about challenging those in power than aligning with them, as some leaders say that even climate action supporters in government have failed to grasp the urgency of the crisis.

“This tactic of a strike, of disrupting our days as usual…send[s] a message about how seriously this climate crisis interrupts our regular lives,” says Ornstein. “That’s the message these politicians need to hear.”

Those messages were not just confined to U.S. lawmakers. Around the world, protesters poured into the streets to demand their voices be heard.

“We’re already in the midst of the climate crisis,” London activist Lola Fayokun, 18, tells TIME. “Young people here have been able to think about climate change in a more immediate way because they understand that it will affect their futures.”

“We understand that if we don’t fight for a livable planet, there is no future for us.”

Activists say there were more than 200 events across the UK on Friday. In Australia, more than 300,000 people turned out on the streets according to the Associated Press, demanding new climate action in a country known as the world’s largest exporter of coal and liquified natural gas.

“The world is literally on fire,” one young activist in Australia yelled in a video shared by Bloomberg.

Hundreds of other climate protests took place in nations around the world, from Thailand to Hong Kong to Vanuatu in the Pacific. In Kabul, photos emerged of dozens of young women marching with signed, flanked by armed guards with assault rifles. More than 800 climate protests were planned in the U.S. on Friday, while 400 were planned in Germany, according to the AP. In that nation’s capital, authorities said that more than 100,000 people had gathered at Berlin’s Brandenburg Gate, reported the AP.

“The first thing is we have to talk about climate change,” says Indian activist John Paul Jose, 22. “Media should talk about it, and [in] elections it should be a main discussion.”

Jose, who marched with around a thousand protesters in New Delhi, says he feels that Indian politicians have largely been ignoring climate change, and have done little to educate the population on climate issues in schools. His group confronted police barricades, which prevented them from gaining entry to government buildings. Ultimately, he says, the police allowed a small group of protesters through to bring a petition to government ministers.

In Brazil, dozens of young people gathered outside the state legislature in Rio de Janeiro, protesting the far-right administration of President Jair Bolsonaro’s inaction on climate and other environmental issues, according to the AP. This summer, the world’s attention turned to Brazil’s Amazon rainforest, where massive fires could be seen from space.

Global leaders lent their support to Friday’s mass mobilization. The Elders, a group of world leaders founded by Nelson Mandela, expressed their support for the climate action.

“We need to have the courage to boldly step away from the status quo and make the changes that are needed for our planet,” said Ban Ki-moon, former UN Secretary-General and Deputy Chair of The Elders.

Over 6,000 websites and companies are also participating in a “Digital Climate Strike,” including Tumblr, Kickstarter and WordPress. Over 2,000 scientists from over 40 countries are also striking to raise awareness. Some companies, like Patagonia and Ben and Jerry’s, are closed on Friday in solidarity.

Swedish climate activist Greta Thunberg, 17, whose “Fridays for Future” climate protests helped inspire this most recent round of climate action, expressed surprise at the scale of this Friday’s demonstrations.

“I would never have predicted or believed that this was going to happen someday and so fast,” she told the Associated Press.

In late August, UN Secretary General António Guterres called on world leaders to expand the ambition of their commitments to tackle climate change in the face of dire warnings from scientists.

“And so, it’s absolutely essential that countries commit themselves to increase what was promised in Paris because what was promised [there] is not enough,” said Mr. Guterres, referring to the 2015 Paris climate accords.

President Donald Trump announced the U.S. would withdraw from the Paris climate agreement in 2017.

In Paris, teens and children, some as young as 10 years old, walked out of classrooms to join calls for coordinated government action on climate change. “The only way to make people listen is to protest,” Marie-Lou Sahai, 15, told the AP.

In London masses of protesters congregated in Westminster, with other “feeder strikes” joining from other areas of the city.

As Fayokun explains, the protesters there are marching for “climate justice.” They want leaders to take action to transition to a carbon neutral society while ensuring protections for historically marginalized groups.

Whether leaders will act on any part of those demands, of course, remains to be seen.

“I think we’re being listened to,” Fayokun said, as the protests in London were starting to wind down. “But I’m not sure if what we’re asking for is actually being heard.”

Trump Stresses Restraint On Iran Ahead of Meeting With Military Leaders After Oil Strikes

(BUQAYQ, Saudi Arabia) –– As he weighs his options on Iran, President Donald Trump is stressing restraint as he prepares to meet with military leaders.

Trump said Friday that during the 2016 presidential campaign, some of his critics warned that he would get the United States into war. Trump says he could have easily ordered military strikes against Iran, but doesn’t want to have to do that.

Trump has been stepping up financial sanctions on Iran in the wake of attacks on key Saudi oil installations. Iran denies being involved in the attack and its foreign minister warns any retaliatory strike on it by the U.S. or Saudi Arabia will result in “an all-out war.”

Secretary of State Mike Pompeo and Vice President Mike Pence have condemned the attack on Saudi oil facilities as an “act of war.”

Trump’s comments come as he spoke with reporters in the Oval Office during a meeting with Australian Prime Minister Scott Morrison.

‘This Is an Emergency. Our House Is on Fire.’ Greta Thunberg Addresses New York’s Climate Strike

The strike, which is organized by The Climate Strike Coalition, was intended to kick off a week events to highlight climate change.

One of the flagship protests on Friday was in New York City, three days before the U.N. Climate Summit. Tens of thousands of people turned out for the strikes with climate group 350.org estimating that as many as 300,000 attended. New York’s strike was held jointly with a Puerto Rico Day of Action; Friday marks the second anniversary of Hurricane Maria, which experts estimate killed at least 2,975 people on the island.

Thousands Of Americans Across The Country Participate In Global Climate Strike

The New York protest culminated in a rally featuring speeches from several prominent climate leaders, including Greta Thunberg, the 16-year-old Swedish climate activist who launched the global Fridays for Future — which led to the climate strike — movements last year. In August of 2018, Thunberg began protesting in front of the Swedish parliament, rather than attending school, to demand action on climate change. Her actions soon sparked a movement and led young people around the world to start to “strike” from school on Fridays to demand action.

To reach the United States, Thunberg sailed across the Atlantic for two weeks in a racing sailboat designed to be emissions free.

Last week, the New York City Department of Education announced it would grant excused absences with parental consent of all students participating in the New York climate strike.

What’s happening in New York?

A rally for Puerto Rico Day of Action was held at 11:00 a.m. in Foley Square, Manhattan. A rally in support of the climate strike is taking place at 12:00 p.m. in Foley Square, and protestors will march to Battery Park, where Thunberg and other climate activists will start to speak at 3:00 p.m.

Besides Thunberg, speakers include Vic Barrett, a 20-year-old plaintiff in the climate lawsuit Juliana vs U.S. in which 21 young people are suing the U.S. government for inaction climate change, and Xiuhtezcatl Martinez, a 19-year-old climate Activist and Youth Director of the advocacy group Earth Guardians who’s also a plaintiff in Juliana v. U.S., and performances from actors and musicians Haden and Willow Smith.

Many school children are among the crowd who have turned out. Beatrix Worthington, age 11, tells TIME she came out because she “really feels like there should be a change.” Leah Josephson, age 12, took the day off from her school in Brooklyn to attend the strike. “It actually really scares me… the condition our planet is in,” she says. “This is a call to attention, that is what we need right now, and I wanted to be a part of it.”

“I feel like to inspire change… you need a lot of people.” “I felt inspired to come here,” Nora Spingarn, age 12, who also came to Manhattan from Brooklyn for the strike tells TIME.

Colorful slogans are a feature of the strike. “Make America Greta again,” read one, “if climate can change, you can too,” read another.

“The world is taken for granted a lot… people are just destroying it without any attention,” Nine-teen-year-old Lisa Cochran tells TIME, holding a sign that says “Bill Nye is Counting on You.”

Jilda Parisi, age 66, held a sign with a photo of the burning Amazon rainforest cut into the shape of lungs, and tells TIME that she’s deeply worried the recent forest fires in the Amazon rainforest it’s “literally the lungs of the earth.”

There were people of all ages in the densely packed crowd. Teenagers sat in circles on the grass; parents carried small children on their shoulders. People walked around selling water and pins that read “there is no planet B.”

Davia Decroix held her eight-year-old son Henry on her shoulders, and he held a white sign that read “CLIMATE STRIKE!” She tells TIME Henry and his twin brother Oliver feel inspired by Greta.

What are the climate strike protesters demanding?

The strike in New York has three central demands. First, they ask for an “immediate” end of the “extraction and consumption” of fossil fuels, and an end to the sway they argue fossil fuel companies have on the media and politics.

Second, they ask that “frontline communities, workers, and those least responsible for the climate crisis” be prioritized in transitioning to renewable energy. Third, they ask for “accountability from fossil fuel executives, the Global North countries and institutions most responsible for causing the climate crisis,” ask that big polluters be excluded from decision-making spaces, and “they make reparations both by paying for climate damages and investing in a just transition to renewable energy.”

“We want our elected officials to know we won’t take no as an answer. We’re striking because we can’t sit idly by,” 18-year-old Arielle Martinez-Cohen, the partnerships director of Zero Hour, a youth-led climate movement, tells TIME. “This is the biggest crisis of our time, and so we’re out here doing something about it.”

When asked what she hopes to accomplish today, Varshini Prakash the co-founder and executive director Sunrise Movement, tells TIME that “we want our politicians to understand that we expect nothing short of a Green New Deal.” The Sunrise Movement is an American youth-led political action organization that advocates political action on climate change. Originally founded to election supporters of renewable energy in the U.S.’s 2018 midterm elections, Sunrise has since become focused on supporting the Green New Deal.

Varshini says she’s proud of children all over the world who have turned out, and feels the strike today is “truly historic.” “I woke up and saw images of 400,00 people marching in Australia… one point four people in Germany. People in Mumbai India.” She said the turnout has been “far bigger than anything [she] could have imagined.”

She said so many people she knows are getting involved. “Young kids who are 16-years-old, saying, ‘every single person I know and go to school with,’ not just here but like my cousins in India, ‘are on strike right now’.”

Varshini said she encourages children to protest, talk to their classmates, talk to their neighbours and having uncomfortable conversations to highlight the issue of climate change. “Our politics is set up to make you believe that the way you participate in our democracy is by voting every two or four years. It’s not. This is how you show what you believe and what you need from our government and its people,” she says.

But she says that even more action is needed: “Even with the millions of people who have showed up here today, it’s not going to be enough. We have to continue to do this… The work continues tomorrow, and the day after that, and the day after that.”

Activists from all over the world have gathered in New York

Youth activists from all over the world have flown to New York for the strike, ahead of the U.N. Climate Summit next week where world leaders are gathering to discuss action on climate change.

Nineteen-year-old Artemiza Xakriabá, a youth leader in the National Articulation of ind Peoples of Brazil, tells TIME via a translator that she’s in New York to “representing all the youth of Brazilian indigenous people. I’m once again asking for help to end the climate crisis in the world… I would like our voices to be heard and respected and for people to bring solutions to the climate crisis to help us.” Xakriabá has been involved with climate organizing since she was seven.

Youth organizers from New York city have been taking part in protests each week for some time, many inspired by Greta Thunberg. Fourteen-year-old Alexandria Villaseñor, one of the first climate strikers in the U.S. who first started striking 41 weeks ago, tells TIME that “just seeing how many more students are getting involved every single Friday, is really inspirational.” She says she didn’t expect the movement to grow so quickly in just a year, “but seeing that is just really shows how powerful the youth are.”

Villaseñor became involved with the climate movement after her family in Northern California was affected by the Paradise fire — one of the worst wildfires in California history. “Seeing how my community was being affected by climate change, [and] communities all around the world is what really made me start to see how I really need to do something,” she continues.

After seeing Thunberg speak at the 2018 United Nations Climate Change Conference, Villaseñor started a climate strike of her own. For the past 41 consecutive Fridays, Villaseñor has sat outside the U.N. in New York rather than go to school. Slowly more children have joined her, and her strike grew into a movement across the U.S. She has also helped other students organize strikes around the world.

“A lot of us are giving up our childhood,” she tells TIME. “But we’re giving up our childhood to have a future.”

Philippines Confirms Second Polio Case After Announcing Outbreak

(MANILA, Philippines) — Philippine health officials on Friday confirmed a second case of polio in a 5-year-old child a day after declaring the country’s first outbreak in nearly two decades, and announced plans for a massive immunization program.

Health Secretary Francisco Duque III said authorities confirmed the new case in a boy from Laguna province south of Manila after samples were found positive for the polio virus.

Health officials declared a new outbreak Thursday after confirming the disease in a 3-year-old girl in southern Lanao del Sur province. They said the polio virus has also been detected in sewage in Manila and in waterways in the southern Davao region, prompting plans for an immunization drive starting next month that is likely to include tens of thousands of children under age 5.

At least 95% of children that age need to be vaccinated to halt the spread of polio in the Philippines, according to the World Health Organization and the United Nations Children’s Fund, which expressed deep concern over the disease’s reemergence in the country and pledged to support the government in immunizing children and strengthening surveillance.

The boy afflicted with polio in Laguna experienced the onset of paralysis late last month but has been discharged from a hospital, is able to walk and is being closely monitored for residual symptoms, health officials said.

Polio is a highly infectious viral disease which mainly afflicts young children. There is no known cure and polio can only be prevented by immunization, according to WHO.

“We continue to urge parents and caregivers of children below five years old, health workers, and local chief executives to take part in the synchronized polio vaccination to be scheduled in their communities,” said Duque, who administered polio vaccine to a child a suburban Quezon city.

The government’s immunization programs were marred in 2017 by a dengue fever vaccine made by French drugmaker Sanofi Pasteur which some Philippine officials linked to the deaths of at least three children. Duque and other Philippine health officials say many parents became scared about immunizations but they have worked to restore public trust in vaccines since then.

The government halted the dengue immunization drive after Sanofi said a study showed the vaccine may increase the risk of severe dengue infections. More than 830,000 children received the Dengvaxia vaccine under the campaign, which was launched in 2016 and halted in 2017.

Sanofi officials said the Dengvaxia vaccine was safe and would reduce dengue infections if the vaccination drive continued.

According to the reports, 60 to 65 questions were resolved with ease in the RRB Paramedical Staff CBT. Therefore, it is expected that RRB CBT cut-off can go up to 85 marks for General category, 80 marks for OBC, 65 marks for SC and 55 marks for ST class. In the examination of the Indian Railway Recruitment Board (RRB) Paramedicals, a total of 100 questions were asked 1-1. On answering any question incorrectly, 1/3 mark will be deducted from the correct question.

Will the Modi govt's big bet with corporate tax pay off?

For a government better known for its daring — and often audacious — political decisions, Friday's announcements will go down as the most impressive gamble till now on the economic front: bold and long term, sudden yet tenable. It surprised financial markets, which were scrounging for a story and were beginning to believe that a regime, riding on a stunning political mandate, has chosen to disregard the slowdown that is putting off investors and crimping the ability of businesses.The big questions now are: how soon, how wide will be the trickledown effect? Will Corporate India share a slice of its windfall with customers, suppliers and employees? Rarely, if ever, has New Delhi changed direct tax in the middle of a financial year. And when it did, it refrained from lowering tax on individual income — unless there's another, though less likely, dose of surprise awaiting in the weeks before Diwali.Acut in personal income tax (I-T) might have buoyed sagging consumer sentiment in an economy that revolves around the consumer story and is today hit by dwindling demand. For a government witnessing slow tax collections, reducing the tax on individuals is more tempting, as it costs less. But even as it leaves more money in the wallets of consumers, a cut in personal I-T is less enduring & can be reversed when times are good. Compared to this, a corporatetax cut signals a structural step.It's evident that Nirmala Sitharaman and her team of advisers are betting on steps that would create economic surplus and boost investment demand, rather than trigger a quick improvement in consumer confidence that they, probably, hope steps like the loan mela would take care of. In fact, the nature and potential of Sitharaman's latest set of measures are such that they come across more as serious reform, rather than desperate sops thrown by an anxious government to battle job losses and falling growth.As a medium-term measure, a lower tax rate puts Indian companies on a better footing to compete in the world market against their peers in China, Indonesia, South Korea and Malaysia. Indeed, as the next logical step, advocates of lower corporate I-T would now favour sparing companies of the dividend distribution tax and taxing the entire dividend in the hands of investors — a step that could make Indian companies distinctly more attractive to foreign portfolio managers as well as strategic investors.But that is a medium-term story. How will the fiscal boost play out over the next few months? What is New Delhi hoping for? Probably higher dividend payment by companies, a softening in the price of goods and services, public sector companies making faster payments to vendors, and new investments by manufacturing companies, even if it means tax arbitrage under a new subsidiary.Vocal, euphoric stock traders are not only thrilled by higher earnings forecast, particularly of larger companies, due to the tax cut, but are covering their shorts amid a belief that the measures could lead to a recovery cycle. If that sentiment prevails, it would help the FM to pull off some big-ticket disinvestments — money that will be badly needed with government borrowings expected to go up.Till now, in countering the slowdown, RBI was batting on the front foot — with interest-rate cuts and liquidity injection through open market operations — while GoI, seemingly confident about the economy, was playing second fiddle. Will this change now? Will the monetary authority now go slow on rate reduction and the government go all out to revive growth?Policymakers are staring at three big truths. The space for further fiscal easing and higher government spending is fast shrinking. Interest rates, as borne out by higher bond yields, may not dip as quickly as it was expected — a phenomenon that would make it tougher for companies to lower debts. And, no one really knows how long the tax bonanza would take to percolate.Like SBI chairman Rajnish Kumar, who prays every morning for recovery of the bank's bad loans, his boss Nirmala Sitharaman will be keeping her fingers crossed. She has put her cards on the table: it's investment over consumption.Views expressed by the author are his own.

All that happened at the GST Council meet

PANAJI: The Goods and Services Tax (GST) Council has cut taxes on hotel accommodation, outdoor catering, cut and polished semi-precious stones and lowered cess on passenger vehicles of up to 4,000-mm length carrying 10-13 people, but left the rates unchanged for larger automobiles and biscuits.The council also removed the requirement to file returns for two years for small taxpayers, and raised the producer levy on caffeinated beverages to 28% from 18% now while also imposing a cess on it."Several decisions have been taken with the broader principle of making the economy more vibrant," finance minister Nirmala Sitharaman, who is also the chairman of the GST Council, said after an eight-hour meeting on Friday in Goa. The new tax rates come into effect from October 1, she said.Three government officials attending the meeting said the proposal to cut GST rates on automobiles in general and biscuits was not discussed. The council accepted the suggestion of the fitment committee, one of the officials said. The issue of tax rates on lotteries has again been referred back to the group of ministers.Sitharaman said the council had taken steps to promote hospitality and tourism. She said this was in line with Prime Minister Narendra Modi's Red Fort speech to accord priority to the tourism industry.71228254 The council rejigged tax rates for hotels to help achieve the targeted expansion in the tourism industry. Hotels with room tariffs of up to Rs 1,000 need not pay any GST. For those with tariffs of Rs 1,001-7,500, the tax will be 12%, and for those offering rooms at more than Rs 7,500 a night, the levy will be 18%.The council not only reduced the rates, but also rejigged the slabs. Earlier, room tariffs of Rs 1,001-2,500 attracted a rate of 12%; Rs 2,500-7,500 attracted an 18% rate, and those costing above Rs 7,500 paid tax at 28%. Outdoor catering will now pay 5% in taxes instead of 18%. "Reduction in tax from the peak rate of 28% to 18% for hotels having tariff of more than Rs 7,500 and from 18% to 12% for hotels having tariff less than Rs 7,500 should give a boost to the tourism industry," said Pratik Jain, national indirect taxes leader, PwC.However, from a policy standpoint, it is better to not link the rate of tax with price points, Jain said. The GST council also cut the tax rate on job work for engineering services to 12% from 18% and on diamond supply to 1.5% from 5%.In a relief for the IT and ITeS sectors, the council has approved exemptions on outsourcing. It has exempted pharma companies that carry out specific research and development for foreign companies from GST."The call has been taken for simplification," Sitharaman said. The council raised tax on caffeinated beverages to 28% from 12% now and imposed a 12% cess. GST was also increased on railway wagons to 12% from 5% to address the issue of accumulation of input tax credit. It also restricted the refund of compensation cess on tobacco.With the GST on caffeinated drinks up to 28% from 18%, prices of Red Bull, Coca-Cola's Monster and Thums Up Charged, and PepsiCo's Sting could increase incrementally, a senior beverage industry official said. Coca-Cola and PepsiCo did not immediately comment on the impact.With the GST revision, caffeinated drinks or energy drinks have been brought on a par with soft drinks.Thums Up Charged, launched mid-2018, has about 150 parts per million caffeine content, double that of the original variant, and it would be the most affected by the GST increase, the official said. In a major relief on the compliance front, the council allowed waiver from filing of return to small and medium enterprises, with an annual turnover of up to Rs 2 crore, under the composition scheme.It also deferred the implementation of the new return form to April 1, 2020."The annual return compliance waiver until Rs 2 crore turnover would be quite an aid from an ease of compliance perspective for small businesses," said Abhishek Jain, tax partner, EY. Sitharaman said the council has also asked the group of ministers to meet soon.

Tax relief on share buybacks cheers IT firms

NEW DELHI: The government's decision to not levy 20 per cent tax on buyback programmes of companies that had announced the move before July 5 will spell a major relief for IT giants Infosys and Wipro, and other companies.In July, the government, as part of the Budget, had announced a 20 per cent tax on share buyback by listed companies - a move that would have hurt IT services firms that often opt for the route to return surplus cash to shareholders.However, as part of its efforts to pull the economy out of a six-year low growth, the government on Friday said no tax will be charged on share buyback by listed companies that announced such a move prior to July 5.Reacting to the development, Wipro Chief Financial Officer Jatin Dalal said the government has taken a giant leap in tax reforms."Clarification on grandfathering of buyback tax on inflight buyback programs as of July 5, 2019 is a comforting outcome. This would go a long way in restoring confidence in the market & nudge companies to make fresh investments," he added.Wipro had announced a Rs 10,500-crore buyback programme in June this year that started on August 14 and closed on August 28.Similarly, Infosys had announced in January that it would buy back shares of the company for an amount aggregating up to Rs 8,260 crore. The buyback commenced in March and closed in August. The company, however, did not respond to the matter.Industry body Nasscom also welcomed the clarification from the government stating that the move "should help the listed companies that had not factored the buyback tax when the scheme was announced".Indian IT companies like Tata Consultancy Services, Infosys, HCL Technologies and others have taken the buyback route to return some wealth to their shareholders, while potentially boosting their stock prices.The Indian IT companies have been under pressure to return excess cash on their books to shareholders through generous dividends and buybacks.TCS has undertaken two buyback programmes - of Rs 16,000 crore each - in recent years. Infosys, which had announced an up to Rs 13,000 crore buyback in December 2017, followed by another buyback of Rs 8,260 crore this year.Apart from these big players, other Indian IT firms like HCL Technologies and Mphasis have also returned surplus cash from its books to shareholders in the form of buyback and special dividends.

Tax cut to lure MNCs looking beyond China

NEW DELHI: With a lower tax rate for new manufacturers, the government is looking to attract investment flowing out of China following its trade dispute with the US, but experts say India needs to also remove other major obstacles for multinationals to consider it as an alternative destination to the neighbouring country.The 15% rate — 17% after including a cess and surcharge — that finance minister Nirmala Sitharaman announced on Friday is among the lowest in South and Southeast Asia. The government hopes it will make India more appealing to multinational manufacturers that are preferring countries such as Vietnam, Taiwan, Thailand and Malaysia.More than 50 MNCs including Apple, Dell, HP and Nintendo have either partly moved out of China in the past one year, or are in the process of shifting their production bases. Even Chinese electronics company TCL has been reported to be moving its TV production to Vietnam, while tyre maker Sailun Tire is transitioning its manufacturing line to Thailand."Bringing down the corporate tax rate to 15% for new manufacturing is a deep cut. In the medium term it will be one of the major consideration for companies to shift base from China to India," said DK Joshi, principal economist at Crisil."Though the government is doing alot to improve ease of doing business, more needs to be done as other countries are still better off than India," Joshi added. 71228162 Inadequate infrastructure, delays in land acquisitions, stringent labour laws and high tax rates have come in the way of India to benefit from the trade war between Washington and Beijing, despite the country offering a huge domestic market as well to investors. While the proposed tax rate is on a par with those in countries like Vietnam and Myanmar — which tax corporate profits at 15% to 20% — other hindrances remain and those too need to be removed, said experts. "Make in India primarily means manufacturing, which depends on a whole list of things including land acquisitions and labour reforms," said Bibek Debroy, the chairman of the Economic Advisory Council to the Prime Minister."Land is a state subject while labour is in the concurrent list. Hence, we will have to see all these measures in aggregate."Finance minister Sitharaman said the government would allow any new domestic company incorporated on or after October 1, 2019 and making fresh investment in manufacturing to pay income tax at 15% as well as exemptions from the minimum alternate tax, provided it did not avail of any exemption or incentive and commences production by March 31, 2023. Adding the cess and surcharge, the effective tax rate for these companies will be 17.01%.This is the latest of a series of reforms taken up by the current and previous BJP-led NDA governments since 2014 to improve the investment climate in the country. It has liberalised foreign domestic investment rules and kick-started labour reforms and has seen a significant jump in India's ease of doing business rankings.Experts said one needs to read the finer details before arriving at a conclusion on Friday's announcement. "Fine prints will have to be examined to see how this will work for companies carrying out composite operations. One will also have to see what items are included in the term 'exemptions and incentives'," NA Shah Associates partner Ashok Shah said.Akila Agrawal, a partner and the head of M&A practice at law firm Cyril Amarchand Mangaldas, called the tax cut a step in the right direction, but said it could also have an impact on the government's spending plans."The corporate tax relief announced by the government will increase capital investments which will lead to more job opportunities and growth," Agrawal said. "One should also examine how this move impacts government spending."

Realtors likely to offer incentives to spur demand as base corporate tax rate reduced to 22%

Mumbai: The government's decision to reduce corporate tax base rate to 22% is expected to provide real estate developers a buffer to offer further incentives and cut prices of residential, particularly luxury, property projects to spur demand. The move is also expected to bolster growth of other key segments, including offices, warehousing and industrial real estate, said experts."The cut in corporate tax, as announced by the government, possibly gives developers an opportunity to marginally reduce prices of properties as and where they can, which will eventually boost sales for them during the upcoming festive season," said Anuj Puri, chairman, ANAROCK Property Consultants.The residential real estate sector has been grappling with sluggish demand that has resulted in inventory pile-up and developers have already been offering incentives and various schemes to attract buyers. Puri said that by sweetening the deal for prospective homebuyers, developers will be able to liquidate their unsold stock and thus reduce inventory.71226228 In a bid to accelerate economic growth, the government has announced a series of measures over the past few weeks. In a key measure, it announced a Rs 20,000-crore fund to provide last-mile financing for stalled housing projects.The corporate tax rationalisation is expected to boost both investment and consumption."The reduction in corporate tax will incentivise corporates to pump up investments. This will provide more surpluses to corporates including real estate developers to use the same for prompting customers to act and generate more demand," said Niranjan Hiranandani, president, National Real Estate Development Council.However, further incentives or price rationalisation is unlikely to materialise across markets and segments since the locations and projects that are already performing relatively better would not move in that direction."While affordable and mid-income housing are unlikely to see any reduction, luxury segment can see some reduction to attract homebuyers," said Jaxay Shah, national chairman of the Confederation of Real Estate Developers Association of India (CREDAI). "However, this can be a micro-market specific decision that developers will have to take based on their inventory, need for liquidity, project phase and response to the project so far."Meanwhile, representatives of CREDAI, in meetings held late Thursday with senior officials of the ministries of finance, and housing and urban affairs, sought further intervention of the government to resolve the ongoing liquidity and other issues affecting the sector.The government's decision to reduce minimum alternate tax (MAT) to 15% from 18.5% is expected to help special economic zone developers by pushing demand in key sectors, including commercial and logistics, and warehousing. Experts said the move is expected to push the manufacturing ecosystem to generate jobs and create wealth. This, in turn, is likely to propel office space and warehousing demand, they said.

Stakeholders to benefit from merger of PNB, UBI and OBC

The proposed amalgamation of Punjab National Bank, United Bank of India and Oriental Bank of Commerce will provide benefits to their stakeholders and help the country to become a USD 5-trillion economy, an official said here on Friday.Allaying apprehensions of stakeholders, United Bank of India MD and CEO Ashok Kumar Pradhan said there will be "no retrenchment" of human resource of the three banks or no voluntary retirement scheme (VRS) will come in the process of merger of these state-run lenders."PNB, OBC and UBI are being merged to make them a bigger force and the collective efficiency of the staffs of the three banks will help customers", Pradhan said addressing a press conference here after an interactive meet with the city-based employees and customers of the three banks.The merger will help the country's economy and improve the capital base of the lenders to take on big development projects and offer best operational facilities, Pradhan said, adding that there is enough liquidity in the banks.With a combined capital base of Rs 17.96 lakh crore as on March 31, 2019, the UBI chief said this amount would become over Rs 20 lakh crore after amalgamation."We will have a huge presence with over one lakh workforce," he said. He further said that the merger will help the Centre's target to achieve a USD 5-trillion economy within the next five years.On the technology integration, he said all the three banks were using the same computer programme and both UBI and OBC are upgrading it to the latest version used by the PNB.Responding to queries whether the present account numbers of the three bank customers will be changed after the amalgamation, Pradhan said, "With the technological integration the account number will be changed and it will be done smoothly without any discomfort to the customers." He also said some branches of these banks will be combined into one if they exist in the same locality while some of them will be relocated to the uncovered areas.

F&O: Nifty forms big bullish candle; small fall in VIX a concern

The index formed a big bullish candle on daily and weekly scales.The headline index rallied around 600 points, surpassed its multiple hurdle at 11,111 and extended towards the next key zone of 11,333-11,380. It has managed to reclaim its 50-DMA and formed a short-term bottom with broad-based buying across the sector.Now the index has to continue to hold above 11,180 to extend move towards 11,380 and then 11,500, while on the downside, supports are seen at 11,111 and then 11,050.On the options front, maximum Put open interest was at 11,000 followed by 10,800 strike while maximum Call OI was at 11,200 followed by 11,300 strike. Call Writing was seen at 11,600 followed by 11,400 strike while Put writing was seen at 11,000 followed by 11,200 strike. Option data suggests a shift in trading range between 11,000 and 11,500.India VIX fell down by 0.96 per cent to 15.40. VIX has not fallen much comparatively as Call IV has spiked because of sudden market spike, and a drift below the 14 level could convince positive market momentum.Bank Nifty opened positive and witnessed sustained buying interest as it gained nearly 2,200 points to close near 29,000. It formed a Big Bullish candle on daily as well as weekly scales and surpassed crucial hurdle at 28,500. The index recorded its biggest ever intraday as it surged nearly 10 per cent. Now the index needs to hold above 28,500 to witness a momentum towards 29,500 and then 30,000, while on the downside, supports are seen at 28,388 and then 28,000.Nifty futures with a gain of 5.51 per cent at 11,301. Builtup of long positions were seen in HDFC Bank, BPCL, Havells, ICICI Bank, Titan while shorts were seen in ZEEL, NTPC and Dabur.(Chandan Taparia is Technical & Derivative Analyst at MOFSL. Led by massive gains in auto and banking stocks, thanks to a corporate tax rate cut, Indian equity market rallied to make new records on Friday. Investors got richer by Rs 7 lakh crore, recouping almost all losses suffered in m-cap this year.Maruti Suzuki saw biggest single-day intraday rally in seven years and closed 11 per cent higher on BSE. Its peers in the auto sector also logged massive gains with six of them rising in double-digit percentages. HDFC Bank, which was the largest contributor to the Sensex rally, also helped Nifty Bank index record its largest gain ever. Sensex closed with gains of 1,921 points, topping the 38,000 level. Nifty jumped 570 points to end just shy of 11,300. "The FM has done what it takes to trigger animal spirits in the industry. The unprecedented rise is a result of a massive short covering and augurs well," VK Sharma, Head - PCG & Capital Market Strategy HDFC Securities, said. Mu Sigma to settle US visa case out of court for $2.5 mn

PUNE: Analytics firm Mu Sigma has agreed to pay $2.5 million in an out-of-court settlement in a visa fraud dispute, according to information available on the US Immigration and Customs Enforcement website. The company was accused of circumventing US visa regulations by bringing in employees on a B1 visitor visa and misrepresenting the nature of their intended business.An top executive of Bengaluru-based Mu Sigma told ET that the company had contested all the charges but settled out of court as the legal fee would have been higher than the settlement charges."We want to focus on building the company and this was a distraction. This is a situation all IT firms operating in the US have encountered," said the top executive, requesting not to be named.The investigation began in 2013 when a Mu Sigma employee alleged that company managers were circumventing US government H-1B visa regulations by actively and unlawfully employing B1 visitor visa holders under contract within the US.As per a note on the US Immigration and Customs Enforcement website, the company also paid these employees in India at India-based wages which were considerably lower than US wages.

Then, slowly turn the plant over and shake the pot with your other hand until the root ball slides out.[9]

  5. Use your fingers to remove the old soil so you can see the roots. Gently break up the soil so that it will fall away from the roots. Lightly brush it away with your fingers so that the roots don't get damaged.[10]

    • If the soil looks moldy or green from algae, discard it because it will contaminate your plant if you re-use it. Similarly, throw it out if it smells like decay because it likely contains root rot.
    • If the soil looks fresh and clean, you may be able to re-use it. However, it's best to use fresh potting soil just to be safe.
  6. Prune away brown, stinky roots with pruning shears or scissors. Healthy roots are white and firm, while rotting roots will be soft and look brown or black. Use pruning shears or scissors to trim as much of the rotting roots away as possible, saving the healthy roots.[11]

    • If most or all of the roots look rotten, you might not be able to save the plant. However, you can try trimming it down to the base of the roots and then replanting it.
  7. Trim away dead leaves and stems using pruning shears or scissors. Cut off brown and dry leaves and stems first. If you trimmed off a lot of the root system, you'll also need to prune away some of the healthy part of the plant. Begin trimming at the top and remove enough leaves and stems so that the plant is no more than twice the size of its root system.[12]

    • If you're not sure how much to cut off of the plant, prune away about the same amount from the plant as your did from the roots.

  1. Transfer your plant to a pot that has drainage holes and a tray. Look for a pot that has tiny holes on the bottom so that excess water can drain away from the plant. This prevents the water from settling around the root ball and rotting it. Get a tray to put under your pot if it doesn't come with one. The tray will catch the excess water so it doesn't stain the surface below your pot.[13]

    • Some pots have a tray attached to them. If this is the case for your pot, check the inside of the pot for drainage holes, as you won't be able to remove the tray.
  2. Add of mulch at the bottom of the pot for drainage. While this is optional, it will help you prevent overwatering in the future. Simply layer the mulch at the bottom of the pot, estimating about a layer. Leave the mulch loose instead of packing it down.[14]

    • The mulch will help the water drain out of the pot faster so it doesn't drown your roots.
  3. Add new potting soil around the plant if necessary. If you removed moldy or algae-covered soil or your new pot is bigger, you'll need to add fresh potting soil. Pour the new soil around the roots of your plant. Then, fill up the rest of the pot until you reach the base of the plant. Lightly pat the top of the soil to make sure the plant will stay in place.[15]

  4. Water your plant only when the top layer of soil feels dry. When you first re-pot the plant, pour water over the soil to moisten it.
