CNN: More US troops could go to Syria to help reduce tensions with Turkey

The US military is weighing shifting a small number of additional troops to northeast Syria as part of ongoing efforts to establish a buffer zone along the Syria-Turkey border, a US defense official tells CNN.

The defense official said no decision had been made, and that if any additional forces are sent to Syria they will likely be redeployed from elsewhere in the region. The troops would patrol the proposed buffer zone.

The US and Turkey have been working to establish the buffer zone, which the US calls a "security mechanism," in northeast Syria as part of a bid to prevent a military incursion into the area that would target Syrian Kurdish groups, a potential operation that the US fears could undermine the fight against ISIS.

Business Insider/Military Times: A warship full of Marines spent a month in the Red Sea in case something happened when Trump moved the US embassy in Israel to Jerusalem

* The USS Iwo Jima and embarked members of the 26th Marine Expeditionary spent all of May 2018 in the Red Sea.
* The ship and the Marines were loitering there to react in case of violence related to President Donald Trump's move of the US embassy in Israel from Tel Aviv to Jerusalem.

Marines embarked with the 26th Marine Expeditionary in 2018 were on high alert to provide quick reaction forces in the event of violence stemming from the controversial move of the US embassy to Jerusalem, according to a military document.

The Wasp-class amphibious assault ship Iwo Jima loitered in the North Red Sea for the entire month of May in 2018 after assuming an "elevated crisis response posture" in response to the US embassy move from Tel Aviv to Jerusalem, a command chronology of the 26th MEU detailed.

The command chronology, obtained by Marine Corps Times through a government records request, is a historical archived record of the MEU's actions and exploits.

SCMP: US Marines 'remind China of America's military edge' with Asia-Pacific drills

* Operations aimed to caution Beijing that US forces can carry out amphibious campaigns far from home
* Washington has power to intervene directly in territorial disputes between its allies and China

US Marines have conducted airfield- and island-seizure drills in the East and South China seas in what observers say is meant to remind Beijing of US military supremacy in the Asia-Pacific.

The 11-day naval drills were conducted near the Philippines and around the Japanese island of Okinawa by Okinawa-based US marine expeditionary units, the 31st Marine Expeditionary Unit said.

Observers said the operations were meant as a warning to Beijing that the US military could carry out amphibious campaigns far from home if Washington needed to intervene in territorial disputes between China and America's allies in the region.

Prime Minister Benjamin Netanyahu said Friday morning, upon returning from a brief visit to Russia, that war with terror groups in the Gaza Strip could break out "at any moment."

Rockets have been fired at Israeli cities and communities multiple times over the past week — with most intercepted by the Iron Dome defense system or landing in open areas — drawing retaliatory Israeli airstrikes. On Tuesday night, two rockets were launched at Ashdod during a campaign rally in the city by the premier, who was whisked off the stage by his bodyguards to take shelter.

Popular Mechanics: The B-1B Bomber Could Bulk Up on Long-Range Weapons

Two proposed upgrades will allow the bomber to carry nearly 50 percent more missiles.

New upgrades could allow the B-1B bomber to carry 40 more missiles, up from the present 24.
The upgrades would also allow the bomber to carry a hypersonic weapon.
While an improvement, only 7 B-1B bombers are currently ready for action.

As strategic competition with Russia and China increases, the Air Force wants to max out the B-1B's ability to carry not just more, but larger and more advanced weapons. According to FlightGlobal, the Air Force recently showed off an upgraded B-1B to partners in industry.

The bomber, belonging to the 412th Test Wing, includes an improved middle bomb bay expanded from 15 feet to nearly 22.5 feet. That's large enough to carry a future hypersonic weapon. Hypersonic missiles travel at speeds of Mach 5 and above, giving enemy forces little time to react.

Reuters: Russia ready for Ukraine peace talks but sets preconditions

MOSCOW (Reuters) - Russia is ready to take part in a four-way summit in Paris to try to breathe life into the stalled Ukrainian peace process but has strict preconditions for such a meeting, a senior Kremlin aide said on Friday.

Kiev's forces have been battling pro-Russian separatists in the Donbass region of eastern Ukraine since 2014 in a conflict that has claimed more than 13,000 lives. Sporadic fighting continues despite a ceasefire agreement.

Ukraine, Russia, Germany and France last met in October 2016 for talks to implement a peace deal agreed in the Belarus capital Minsk the year before but which failed to achieve a lasting ceasefire.

BBC: Boris Johnson 'won't be deterred' from Brexit on 31 October

Boris Johnson has said he "won't be deterred by anybody" from leaving the EU on 31 October.

The prime minister said he was "cautiously optimistic" of getting a Brexit deal, but the UK would leave by the deadline "whatever happens".

EU chief Brexit negotiator Michel Barnier said he did not have "reasons to be optimistic" over getting a deal.

Mr Johnson will meet him and European Commission President Jean-Claude Juncker on Monday for talks.

During the PM's speech, at the Convention of the North in Rotherham, South Yorkshire, he was heckled by an audience member who told him to "get back to Parliament" and "sort out the mess that you have created".

Washington Examiner: Senators ask why the military bombed 'a bunch of terrorists hiding in the bushes' with super-expensive F-35

Members of the Senate Armed Services Committee want to know why F-35s, which cost $35,000-an-hour each to fly, were used to strike "a bunch of terrorists hiding in the bushes" when cheaper options may have been available.

U.S.-led forces struck an ISIS stronghold on an island in Iraq Tuesday, launching 80,000 pounds of bombs loaded onto F-35s and F-15s in order to deny the terrorist group "the ability to hide in the thick vegetation," the military said. Senators asked Barbara Barrett, President Trump's nominee to take over as secretary of the Air Force, during her confirmation hearing Thursday whether using the expensive aircraft for such missions was a good financial decision.

Asia Times: China launches drones to monitor South China Sea

The air-land system consists of numerous UAVs, road-mobile relay stations as well as a satellite-based maritime network

A network of drones has been deployed by Beijing to watch over the islands and reefs of the disputed South China Sea, Yahoo News reported.

The network, run by the Ministry of Natural Resources, covers the uninhabited, hard-to-reach islands as well as the vast open waters of the area, according to the ministry's South Sea Bureau, the report said.

The drone communication chain has "extremely enhanced our dynamic surveillance of the South China Sea, and expanded our reach to the high seas," the bureau said on its official website.

NBC: Two British skydivers in free-fall were nearly struck by U.S. fighter jets

The parachutists "could clearly see the F15s passing beneath," according to a safety board report.

Two parachutists in the skies over England had a close brush with U.S. fighter jets that roared under them during a jump earlier this year, U.K. government aviation officials said.

The skydivers were in freefall, traveling at about 120 mph vertically, on April 17 when a pair of American F-15s flew directly under them at about 345 mph, according to the U.K. Airprox Board, the national air safety investigation body, in a report that recently surfaced.

The jumpers were carrying out the jump over Chatteris Airfield, about 90 miles north of London.

"Once the parachutists had seen the F15s there was very little they could do to avoid the situation, having no control over their speed or direction whilst in free-fall," the report found.

The decision was made after an incident occurred where the cargo locks on the bottom of the floor of the aircraft became unlocked during a recent flight, creating concerns that airmen could potentially be hurt or even killed by heavy equipment that suddenly bursts free during a flight.

Amateur Astronomer Spots Comet Now Believed To Be From Another Solar System

(CAPE CANAVERAL, Fla.) — The solar system may have another foreign guest.

Both NASA and the European Space Agency are reporting that a newly discovered comet zooming toward the sun is likely from another star. Astronomers said Thursday it’s traveling 93,000 mph (150,000 kph), so fast it likely originated outside our solar system. It’s 260 million miles (420 million kilometers) from the sun and getting closer.

It’s expected to completely sidestep Earth, remaining beyond Mars’ orbit.

Scientists predict the comet will hurtle past the sun in December and keep going until it’s back in interstellar space. It should be visible with professional telescopes well into next year. Its nucleus is estimated between 1.2 miles and 10 miles across (2 kilometers and 16 kilometers).

Officially known as C/2019 Q4, the comet was discovered two weeks ago by an amateur astronomer at an observatory on the Crimean Peninsula. In 2017, a telescope in Hawaii spied our first known interstellar visitor.

With another so soon, these interstellar passers-by could be more common than thought.

“We are now working on getting more observations of this unusual object,” Marco Micheli of ESA’s Near-Earth Object Coordination Center said in a statement. “We need to wait a few days to really pin down its origin with observations that will either prove the current thesis that it is interstellar, or perhaps drastically change our understanding.”

As TIME reported in its recent special climate issue, the fires from the Amazon seen across the skies of Brazil in August “helped illuminate something the world can no longer ignore.” On the front lines of the fight to protect the land is 46-year-old Benki Pyãnko, who has experienced these significant — and devastating—changes to the environment firsthand. A ambassador of the Ashaninka people, Pyãnko has led environmental and reforesting projects in his community of Apiwtxa, inhabiting the indigenous territory of Terra Kampa do Rio Amônia in the Brazilian state of Acre, located close to the border with Peru and covered by the Amazon rainforest. There are around 3,000 Ashaninka people living across four indigenous land areas in Brazil, and over 120,000 Ashaninka living over the frontier in Peru. Pyãnko’s Apiwtxa community won the United Nations Equator Prize in 2017, a prize honoring indigenous communities, for its reforesting initiatives and defense of Ashaninka rights and culture. As part of the Flourishing Diversity Summit at University College London, Pyãnko was one of several indigenous leaders invited from around the world to gather and share their experiences of protecting their environments. TIME spoke with Pyãnko about the solutions that indigenous people can offer to tackle climate change, and what lessons the rest of the world can learn from them.

Where we live, there is still a great deal of richness as far as forests, animals, plants. These species still exist because of the way we guarded and tended the forest since around 1986 when we began this work of preservation. Our people still maintain our culture very protectively and very well, but with all that we have protected, we also carry great worry, because of all that surrounds us where we live. People who use the forest hunt animals to a great extent, take part in logging activities, and deforest the forest to make way for pastures. Our rivers cannot exist without the forest, our animals cannot live without the forest, and we ourselves depend on these plants and animals for our consumption, for our existence.

Deforesting was one of the greatest catastrophes that happened in our territory. People felled our forests, and that made our rivers very dry. There were many species of fish that disappeared, as the forest has been cut down, many kinds of animals also disappeared, or disappeared from that region at least. We have experienced a lot more heatwaves now, almost unbearable heatwaves. There would be rains during the summer time as if it were winter time, and also dryness during the rainy season. There’s been growing lightning storms and hurricane storms that would come and uproot many trees. We had great floods that caused many animals to die, and even people. Because of climatic changes, there are many species of trees whose fruits are borne before the correct time of the year. All the people who live in the forest realize that over the last 30 years, the changes have been very significant.

It is man who has been perpetrating all this disaster. We see mining and oil business coming into our area and invading our rivers. There were gold mines, with many areas of the forest burned or logged, and we have seen many industries moving into the area that pollute the air, significantly. We see all the rubbish created by these industries, not only plastic but also cans and all the waste being thrown in our rivers.

All our worry about the destruction that is happening makes us take our message as indigenous peoples to the whole world, speaking about these problems. Our environment, our natural fruits, animals and plants are the security of our lives. And if we don’t take care of all these species, of this richness of nature, we are heading towards a great catastrophe that may affect us in a very deep way. That’s why my work as a leader is to try to show people how we can change this attitude, and we can change all of this. That’s why I have come out of my village to go outside and show to other people with my projects what can be done to protect our environment.

One of our projects is how to maintain the balance of the environment, reforesting the areas that have been cut down and degraded, both with native species and with fruit trees, in order to create an environment that will bring the forest back and provide food to people. We have planted over 2 million trees already for this project, which is called Yorenka Ãtame, and by doing so, we have recovered many water sources and brought life back to our rivers. My project is to plant another 10 million trees, and I want to show young people in particular how they can tend the forest in order to guarantee their futures, to create a sustainable situation consciously, without harming the environment in such a violent way as man does. The idea is to put people in connection with nature again. We intend to cure the world through curing people’s minds.

I see today a big confrontation between people and nature. That comes from our industrial-scale economy, and a society that lives only for consuming. Our governments are creating projects that actually harm people’s lives, perhaps slowly, but in a very pervasive way. People are just trying to get rich, and they are killing one another, sometimes without even knowing it. Our governments today, in my view as an indigenous leader, need to respect nature more. They also need to respect everyone’s lives, the lives of all human beings, who depend on the land to survive. It is our very governments who are killing the earth.

Brazil shows the catastrophe that happens when nature and indigenous peoples are not respected. We know Amazonia sustains other environments in other regions of the planet, and it needs to be respected. The international community needs to call to attention the behavior of our president in Brazil as a child who hasn’t yet learnt how to deal with all this, because what our president is doing is a great betrayal for all humanity, not only for us Brazilians. I call upon all the youth of the world, all those concerned with our future, to unite. We are the ones who should be taking care of the environment so as to protect our lives and our future.

In order to heal the world, we have to first heal ourselves and heal our minds, and then heal our own homes. So the moment we heal our own homes and realize that all the rubbish we produce is part of that destruction, we are already doing a great deal. If we plant even a single tree on earth, we are already on the way to depolluting the air. If we plant trees on water sources, we are already protecting those water sources. If we take the rubbish and contamination from the rivers, we are already doing our part too. That’s the consciousness we must bring to all of us, to bring our minds back in equilibrium. We have to assume this responsibility for what we have done to the earth. If we do this, we are going to change the world.

‘The Worst Natural Disaster I’ve Ever Seen.’ U.S. Search and Rescue Team Describes Hurricane Dorian’s Impact on the Bahamas

Joseph Hillhouse, assistant fire chief at Gainesville Fire Rescue, was part of a six-man team that collaborated with local emergency services on urban search and rescue missions in the town of Marsh Harbour in the Abaco Islands. The team collaborated with the other U.S. search and rescue groups, local emergency operations center and the Bahamian Police, who Gainesville Fire Rescue chief Jeff Lane says provided them with their missions and logistical support.

“[They] basically said we’re going where the damage is the worst and the resources are the least. That’s how they ended up at Marsh Harbour, which was in the eye of the hurricane on Sept 1,” Lane explains.

Lane says the team is trained to deal with covering large areas, rapidly searching for survivors and extricating them from debris. Given the extent of Dorian’s impact, however, their work mostly involved helping find and identify the storm’s victims, as well as assisting with providing humanitarian aid for survivors in need of first aid, water, and direction to emergency facilities.

On Sept. 1 Dorian made landfall on the Bahamas as a category 5 hurricane, with up to 185 mph winds. The storm completely devastated the Abaco Islands and Grand Bahama. According to Prime Minister Hubert Minnis, 43 people have been confirmed dead. As of Friday however, 1,500 people are still missing.

Hillhouse tells TIME that the team helped recover 10 bodies, describing that as a relatively low number because of how bad conditions were.

“I think the amount of devastation played into [our search efforts],” he says. “There are so many structures that were destroyed, it wasn’t as simple as just going inside… some [bodies] we had to get to, we had to tunnel through debris to be able to reach them.”

Hillhouse tells TIME that certain areas in Marsh Harbour were so hard hit that there were no remaining buildings. While his team has worked on other search and rescue missions in Florida and Mexico, he says nothing compares to what they saw there. “[It] was the worst natural disaster I’ve ever seen,” Hillhouse says, placing the devastation at “somewhere in the 90th percentile.”

He believes allegedly lax building codes in the area likely contributed to the storm’s impact. According to Lane, the areas where the team focused their work included a Haitian immigrant community left basically uninhabitable following the hurricane. Grand Abaco resident Brian Symonette previously told TIME that Haitian survivors were taking refuge in the few buildings in Marsh Harbour which did weather the storm. (He added that many were fearful of leaving the island with other evacuees, worried they would face deportation.)

Hillhouse said part of what motivated the team to continue search efforts for the deceased was the appreciation shown by locals. They thanked the team for “bringing closure,” he explained, which kept them all committed amid the grim work.

The team arrived on Saturday, Sept. 7 and returned on Tuesday, Sept. 11 a few days ahead of schedule after they were warned of a new weather front moving towards the islands this weekend.

Hillhouse says that, from what he has seen, recovery will take some time. When they are able, though, he says the team is ready to return and continue providing assistance.

“I think the recovery process will be slow,” he says. “You have a lot of NGOs coming into assist, but just from an emergency management standpoint, you [will] have a very hard time with the debris removal plan because there is a lot of it. Myself and my team wishes them the best and we can’t wait to go back and help.”

“It’s an honor and privilege to be able to help in a small way,” Chief Lane said. “Were a small team helping a small area that has been really really hard hit; they’ve been able to provide critical assistance to an area that was in great need so it’s been our honor.”

China To Suspend Tariff Hikes On U.S. Soybeans and Pork Amid Trade War

(BEIJING) — China will lift punitive tariffs imposed on U.S. soybeans and pork in a trade war with Washington, a state news agency said Friday, adding to conciliatory gestures by the two sides ahead of negotiations.

China will suspend tariff hikes on soybeans, pork and some other farm goods, the Xinhua News Agency said, citing the Cabinet planning agency and the Commerce Ministry. Beijing “supports domestic companies in purchasing a certain amount of U.S. farm produce,” it said, but it gave no details.

The move follows President Donald Trump’s decision Wednesday to postpone a planned Oct. 1 tariff hike on Chinese imports to Oct. 15.

Hopes are growing that the two sides might defuse the prolonged dispute that is threatening global economic growth. But there has been no sign of progress on the main issues in their sprawling conflict over trade and technology.

Beijing’s decision to restore access to low-cost U.S. soybeans also would help Chinese pig farmers who use soy as animal feed. They are reeling from an epidemic of African swine fever that has caused pork prices to soar.

Phone calls to the commerce and finance ministries weren’t answered on Friday, a national holiday in China.

“China has a huge market, and the prospects for importing high-quality U.S. farm produce are broad,” Xinhua said. “China hopes the United States will be true to its word, make progress on its commitments and create favorable conditions for bilateral agricultural cooperation.”

Beijing imposed 25% tariffs on American farm goods last year in response to Trump’s tariff hikes on Chinese goods. Importers were ordered to stop buying soybeans, the biggest U.S. export to China.

China targeted farm goods, hurting rural areas that supported Trump in the 2016 presidential election.

Secretary Steven Mnuchin called Wednesday’s tariff delay by Trump a “goodwill gesture to the Chinese.”

The Commerce Ministry said Thursday importers were asking American suppliers for prices of soybeans and pork. It gave no indication whether they planned to place orders.

Washington wants Beijing to roll back plans for state-led development of leaders in robotics and other technologies. The United States, Europe and other trading partners argue those violate China’s free-trade commitments.

Some American officials worry they will erode U.S. industrial leadership.

Negotiations broke down in May over how to enforce any deal. Beijing says Trump’s tariff hikes must be lifted as soon as an agreement takes effect. Washington wants to keep some in place to ensure Chinese compliance.

Trump and Chinese President Xi Jinping agreed in June to resume talks but the last round in Shanghai in July produced no progress.

Chinese negotiators are due to fly to Washington in early October to meet with Mnuchin and U.S. Trade Representative Robert Lighthizer, according to the treasury secretary. He said mid-level U.S. and Chinese officials were due to meet next week or the following week to prepare.

By delaying his tariff hike, Trump allowed for the possibility the talks might make enough progress to avert the increase indefinitely. However, economists say a final agreement is unlikely this year.

Tariff hikes by both sides on billions of dollars of goods have disrupted business for farms and factories in both countries, weighing on global economic growth.

China’s announcement Friday also fine-tunes trade penalties to reduce damage to its own economy at a time of slowing growth.

Loss of access to American soybeans pushed up costs for Chinese pig farmers after African swine fever caused the loss of more than 1 million pigs and disrupted supplies of China’s staple meat, causing prices to soar.

Authorities have told soybean importers to find new sources but the United States is the biggest and lowest-cost exporter. Buyers are looking to Brazil and Argentina but their output cannot fill the whole gap and their prices are higher.

On Wednesday, Beijing announced exemptions from punitive duties for 16 categories of American products.

The Chinese exemptions apply to raw materials needed by farmers and factories and some medicines.

The Commerce Ministry said Thursday that exemptions were granted if no alternative suppliers could be found or the increase would hurt Chinese industry or the economy.

Brazil Hospital Fire Leaves 11 Dead, Many of Them Elderly Patients

(RIO DE JANEIRO) — A fire raced through a hospital in Rio de Janeiro overnight, forcing staff to wheel patients into the streets on beds or in wheelchairs and killing at least 11 people, many of them elderly.

Four firefighters were hospitalized after battling the blaze at Badim Hospital and about 90 patients were transferred to other hospitals, the fire department said Friday. Authorities are investigating the cause of the blaze.

Medical workers in surgical masks rolled equipment in the road as smoke billowed from the building after fire broke out Thursday night. Television images showed staff tending to patients sitting in wheelchairs with IV poles beside them in the street, some on sheets and mattresses. Elderly and intensive care patients were among those rescued.

A rope made from bedsheets and used in an attempt to escape the fire was still hanging from an upper floor window of the hospital on Friday morning.

In the chaos, distraught relatives tried to track down patients, unsure of whether they had perished in the fire or had been transferred to another medical facility. The state Institute of Forensic Medicine released a list of names of 10 of the dead, some of them in their 80s and 90s.

Marcelo Crivella, the mayor of Rio de Janeiro, said a total of 11 people died. He visited the hospital on Friday morning and declared an official mourning period of three days. A social worker and other Badim Hospital staff are assisting relatives of patients, the hospital said Friday.

The hospital is in a middle-income neighborhood and a short walk from Maracana stadium, which was used for World Cup soccer matches, the 2016 Rio Olympics and also Copa America soccer fixtures this year.

Taliban Arrive in Moscow Days After Trump Declares Peace Deal ‘Dead’

(ISLAMABAD) — A Taliban official says the insurgent group’s negotiating team has arrived in the Russian capital just days after U.S. President Donald Trump declared a deal that had been nearly a year in the making was dead.

The official, who spoke on condition of anonymity, did not say with whom the Taliban would be meeting in Moscow on Friday.

The visit marked an interesting development given that the insurgent group made Moscow its first international visit following the collapse of talks with Washington. The team is led by Mullah Sher Mohammad Stanikzai.

Moscow has been accused of aiding the Taliban as a safeguard against a burgeoning Islamic State affiliate closely linked to the Central Asian terrorist group, the Islamic Movement of Afghanistan. Moscow has twice this year hosted meetings between the Taliban and prominent Afghan personalities.

The Bahamas Are Still Devastated From Hurricane Dorian. A Tropical Storm Could Make Things Worse

A possible tropical cyclone is bearing down on the Bahamas communities that were decimated just days ago by the Category 5 storm Hurricane Dorian.

Although the potential storm isn’t expected to be near Dorian’s level, it may still wreak havoc on islands such as Great Abaco and Grand Bahama, where at least 50 people were killed during Dorian. Tropical storm warnings have been issued for the northwestern Bahamas, and a tropical storm watch has been issued for parts of Florida.

The Abaco Islands suffered some of the most severe damage during Hurricane Dorian. Witnesses on the largest island, Great Abaco, at the time of the storm said that many homes were flooded, damaged or completely destroyed by the storm’s wind, storm surge and heavy rain, and some residents were left without food, water and proper sanitation. Businesses and island infrastructure were damaged during the storm, and some island residents resorted to looting in order to survive.

Grand Bahama seems to have suffered somewhat less damage, although witnesses said that the storm destroyed many homes and other buildings. A local news reporter from WPTV in Florida posted a video of an airport on the island on Sept. 6, which showed that the airport’s tarmac and buildings were in shambles.

Dennis Feltgen, a meteorologist and the communications and public affairs officer for the National Hurricane Center, tells TIME that the storm may bring tropical storm force winds and heavy rain.

“This is not, fortunately, in the league of Dorian. But as far as the Bahamas are concerned, heavy rainfall and tropical storm force winds is not helping at all. It seems like nature’s added a little insult to everything,” Feltgen says.

What is the storm’s projected path?

The National Hurricane Center warns that there are “favorable” environmental conditions for a tropical depression or tropical storm to form later on Friday or on Saturday.

A tropical storm warning has been issued for the northwestern Bahamas, including the islands that were most affected by Hurricane Dorian—the Abaco Islands and Grand Bahama. The warning excludes the Andros archipelago, which includes the largest island in the Bahamas.

A tropical storm watch has also been issued in Florida from the Jupiter Inlet in the state’s southeast to the Flagler-Volusia county line.

As of Friday, the disturbance was about 280 miles east-southeast from the city of Freeport on Grand Bahama Island.

Later on Friday, the storm system is expected to move over the central and northwestern Bahamas, and then to go along or over Florida’s east coast on Saturday, the National Hurricane Center says.

What effects will the storm have?

The northwestern Bahamas are expected to experience tropical storm conditions later on Friday. Through Sunday, the Bahamas are expected to receive 2 to 4 inches of rain with as much as 6 inches of rain in some areas, Feltgen says.

“This would make a very difficult situation even more difficult,” Feltgen says of the communities impacted by Dorian.

The storm may have one “silver lining,” Feltgen says—unlike Dorian, it’s not expected to cause major storm surge in the northwestern Bahamas.

Tropical storm conditions are also possible in Florida on Saturday and Saturday night. The region from central Florida to South Carolina is expected to receive between 2 and 4 inches of rain.

Feltgen said that people in the U.S. should keep a careful eye on the forecast, as a storm system like this may shift. He adds that the severity of the winds in Florida will depend on how close the storm moves to the mainland.

Tunisia’s Presidential Election 2019: Who’s Running, What’s at Stake

Tunisians head to the polls on Sunday in national elections that will decide the next president, in a major test for the nascent democracy.

The death of secularist President Beji Caïd Essebsi, 92, in July forced the presidential elections to be held earlier than originally scheduled.

Tunisia, the only democracy to emerge from the 2011 Arab Spring, is plagued by economic stagnation, security threats, and political instability – all key themes of the candidates’ campaigns.

There are 26 candidates vying for the position, including two women, a current prime minister, a defense minister and a former president. Although the race is still wide open the pollsters’ favorite is Nabil Karoubi, a media mogul who is currently campaigning to be president from behind bars. The secular candidate was sent to jail on charges of tax evasion and money laundering.

When does voting begin in Tunisia?

Tunisians will head to the polls on Sunday, Sept. 15. Over seven million are registered to vote – an increase of nearly two and a half million since the May 2018 local elections.

Voters will be selecting their second democratically elected president from 26 candidates. A second-round vote could be held in November if no candidate secures an absolute majority. This is likely, given the high number of candidates this year.

Who is top of the polls?

Nabil Karoui, a media mogul, is one of the most noteworthy secularist candidates for the presidency. Karoui, who owns Nesma, a private TV station critical of the government, was imprisoned on charges of tax evasion and money laundering in August. He denies the charges, and is appealing. On Wednesday, he started a hunger strike demanding to be allowed to vote in the presidential elections this week, media reports say.

The 56-year-old is only able to continue his bid for the presidency because his charges do not explicitly disallow him from running. However, if he’s found guilty and wins the presidency, he wouldn’t be allowed to take up the position.

Recent polls suggested the founder of the Qalb Tounes (“Head of Tunisia”) party has a narrow lead over his rivals. His lead has grown while he is behind bars.

Who are the establishment candidates?

As the current Prime Minister of Tunisia, Yousef Chahed is the candidate who represents the most direct continuation of the incumbent government’s policies. He led early opinion polls, but has dropped off as the race draws to an end.

His candidacy will likely be a referendum on his record during his premiership, including his efforts to promote national security following deadly terrorist attacks and his controversial promotion of reforms by the IMF that have antagonised labour unions and the public.

The other establishment candidate is Abdelkarim Zbidi, the former defense minister. The 69-year-old is a popular candidate, garnering support from several secular parties. Upon declaring his candidacy, Mr Zbidi has indicated that he would be the “President of all Tunisians”, suggesting a willingness to work with Islamists in contrast to other candidates who have adopted a stricter anti-Islamist stance.

Is there an Islamist candidate?

Abdelfattah Mourou is the choice of Ennahda, an Islamist Party. Mourou, the party’s vice president, has been described by analysts as a moderate political figure, seeking to promote a more liberal understanding of Islam in politics. The 71-year-old has previously expressed support for a Muslim woman’s right to marry a non-Muslim man.

What are the major issues at stake in the Tunisian election?

The economy is likely to be foremost in voters’ minds. There is a 15% unemployment rate – the rate can be as high as 30% in some regions – whilst one-third of university graduates are jobless. Security will also be an issue; terrorist attacks over the last few years at popular tourist sites have been a factor in the economy’s underperformance, as a sharp decline in the number of visitors has impacted a vital sector of the economy. Tunisia has been under a state of emergency since a series of major terrorist attacks in 2015.

But many Tunisians are also fed up of their government.The state of the economy has contributed to regular protests and public apathy is high – voter turnout at the polls has decreased. Despite progress since the transition towards democratic status, voters believe that the government has largely failed to usher in the economic reforms at the heart of the 2011 uprising – two-thirds of Tunisians say that the government does little or nothing to address their needs.

Why is Tunisia’s election historic?

The election to choose the country’s second ever president will be a key test of the newly democratic state.

There have been several firsts already. Tunisia held its first televised debate for the presidential candidates last week, and it’s the first year Ennahda has nominated a presidential candidate. And for the first time, an openly gay person stood for highest office in the Middle East and North Africa, a region that remains intolerant of LGBT rights. Mounir Baatour’s candidacy was short-lived—Tunisia’s high court blocked his bid for the presidency without giving a clear reason—but remains symbolic.

Finally, it’s the first time a Tunisian presidential election will take place before parliamentary elections, which take place on Oct.6. The shortened campaign period has left little time for candidates to educate voters on the policies and differences between them.

China and the U.S Are Fighting a Major Battle Over Killer Robots and the Future of AI

Russia started sabotaging the discussion from the very first session. Throughout the morning of Aug. 21, its diplomats at the United Nations in Geneva took the floor, nitpicking language in a document meant to pave the way for an eventual ban on lethal autonomous weapons, also known as killer robots, an emerging category of weapons that would be able to fight on their own and decide who to target and kill.

“They were basically trying to waste time,” says Laura Nolan of the International Committee for Robot Arms Control, who watched with frustration in the hall.

But while Russia vigorously worked to derail progress, it had a quieter partner: China.

“I very much get the impression that they’re working together in some way,” says Nolan. “[The Chinese] are letting the Russians steamroll the process, and they’re happy to hang back.”

China has stayed coy at these discussions, which have taken place at least once a year since 2014. Its delegates contribute just the minimum, and often send ambiguous signals on where they stand. They have called killer robots a “humanitarian concern,” yet have stepped in to water down the text being debated.

Stakes are high for the emerging military power. The robots in question — while not yet humanoid, techno-thriller Terminators — would nevertheless be deadly: Imagine dozens of drones swarming like bees on the attack, or intelligent vehicles patrolling a border with shoot-to-kill orders.

At times, Beijing has given some hope to activists demanding a ban on such weapons. According to the Campaign to Stop Killer Robots, the coalition Nolan’s organization is a part of, China last year joined 28 other states in saying it would support prohibiting fully autonomous weapons — but, Beijing clarified, just against their use on the battlefield, not their development nor production. That has raised eyebrows among experts skeptical of its intentions.

“They’re simultaneously working on the technology while trying to use international law as a limit against their competitors,” observes Peter Singer, a specialist on 21st century warfare.

Quite a few countries at these meetings might levy the same accusation against the United States. While Washington has not obstructed the talks, it has not appeared keen to move things forward, either.

Part of the reluctance from major military powers over a ban stems from the extent artificial intelligence (AI) has affected their defense industries. In addition to the U.S. and China, these states also include the U.K., Australia, Israel, South Korea, and a few others. But it is China that has become the most formidable challenger in the AI competition against the American superpower.

President Xi Jinping has called for the country to become a world leader in AI by 2030, and has placed military innovation firmly at the center of the program, encouraging the People’s Liberation Army (PLA) to work with startups in the private sector, and with universities.

Chinese AI companies are also making substantial contributions to the effort. Commercial giants such as SenseTime, Megvii, and Yitu sell smart surveillance cameras, voice recognition capabilities, and big data services to the government and for export. Such technology has most notably been used to police the country’s far western territory of Xinjiang, where the U.N. estimates up to 1 million Uighurs, an ethnic minority, have been detained in camps and where facial recognition devices have become commonplace.

“These technologies could easily be a key component for autonomous weapons,” says Daan Kayser of PAX, a European peace organization. Once a robot can accurately identify a face or object, only a few extra lines of code would transform it into an automatic killing machine.

In addition to technology from commercial companies, the PLA has said it plans to develop new types of combat forces, including AI and unmanned — in other words autonomous or near-autonomous — combat systems.

The country’s domestic arms industry has obliged. A few examples include manufacturer Ziyan’s new Blowfish A2 drone. The company boasts it can carry a machine gun, independently fly as a swarm group without human operators, and “engage the target autonomously.” On land, Norinco’s Cavalry, an unmanned ground vehicle with a machine gun and rocket launchers, advertises near autonomous features. And by sea, Chinese military researchers are building unmanned submarines. The 912 Project, a classified program, hopes to develop underwater robots over the next few years.

“Killer robots don’t exist yet, but what we see is a trend towards increasing autonomy,” says Kayser of PAX. “We’re very close to crossing that line, and a lot of the projects that countries are working on — of course they don’t say they’re going to be killer robots. But if we see terms like ‘autonomy in targeting’ — that’s getting very close to something that would be an autonomous weapon.”

All things considered, China’s behavior at the U.N. makes practical sense. Like other states, it is already developing intelligent weapons. The technology is fast outpacing the process at the U.N., where discussions will continue for another two years, if not longer. Without any clear international legal parameters, major militaries are feeling the pressure to invest in autonomous capabilities on the assumption that others are.

Such thinking especially characterizes the discourse around AI and autonomous weapons systems between China and the U.S.

“Essentially you have two sides that are worried about the other gaining an advantage,” says Singer. “That then has the ironic result of them both plowing resources into it, competing against each other, and becoming less secure.”

The other frontier unbound by international law is space. Here, China sees some opportunities to leapfrog American technology. It’s also where Beijing believes the U.S. would be most vulnerable in any conflict because of its dependence on information technology such as GPS, which not only helps soldiers and civilians get around, but services like stock exchanges and ATMs.

The country’s Shiyan-7 satellite, able to maneuver and dock with larger space objects, would in theory, experts say, also be able to latch on to and disable enemy space assets. More recently, China has been testing satellite SJ-17. It moves around with precision at very high altitudes — 22,000 miles above Earth. Satellites in orbit fly at tens of thousands of miles per hour. They possess the kinetic potency to shatter anything in their path, essentially acting as kamikazes against another country’s satellite. The U.S. military worries this is what China has in mind when developing satellites that can move so unusually in space.

Advanced space weapons, killer robots, and the U.S. and China preparing for World War III. It may all sound surreal, like a spectacular science fiction, but in the staid halls of the U.N., over the draft documents bureaucrats pass around, they are exactly what countries are anticipating. What makes their work more challenging than past international weapons bans is the preemptive nature of it, and the technology involved that would make enforcement and verification difficult, if not impossible.

Kayser knows time is running out. “An AI arms race would have no winners,” he says. Preventing one from happening would depend on the major powers. He isn’t optimistic.

“They are not taking their responsibility to ensure that international peace and security is maintained. They are actually taking steps that are dangerous and risky for international peace.”

‘Less Space to Breathe.’ How Palestinians Are Responding to Netanyahu’s West Bank Annexation Plans

On a chilly April evening, several elderly Palestinian men sat in a smoke-filled downtown Ramallah cafe watching the news. The anchor on the enormous flat-screen mounted on the wall read election results that would affect their lives in every way imaginable. The tally was not from Palestinian polls, which haven’t been held in 14 years, but next door, in Israel.

As the days went on, Palestinians saw how much Israeli Prime Minister Benjamin Netanyahu was willing to secure an electoral victory, including vowing to annex West Bank settlements. They watched as Netanyahu, Israel’s longest-serving prime minister, made compromises with the most fringe elements of the Israeli far-right to draw votes from his competitors. Though Netanyahu had won the elections, he failed to form a coalition, spurring a do-over that has left him more politically exposed than he has been in over a decade. And with that, he has gone even further to secure another victory in the next elections on Sept. 17: On Tuesday, he announced plans to annex the Jordan Valley, a large and important part of the West Bank, if his party wins.

“This has gone far beyond lip-service and vows, it’s now just contingent upon finding the right place and the right time for Israel to annex parts of the West Bank,” says Ghassan Zaqtan, a renowned Palestinian writer and poet based in Ramallah. “Netanyahu will not hesitate to do anything — and that includes annexing West Bank settlements — to stay prime minister.”

Zaqtan, and others like him in the West Bank and Gaza, say they have grown used to watching Israeli politicians use them as political pawns. And so, despondency has become a mainstay of Palestinian life. Since the Oslo Accords were signed in the 1990s, Palestinians have placed their bets on successive American administrations, hoping that despite all odds, the U.S. will deliver them a state of their own.

But hearing Netanyahu make promises to formally exercise authority over the West Bank has pushed the already-waning dream of a two-state solution even further away. Palestinians watched in anger over the last two years as the dominoes fell one by one: First, in December 2017, Trump recognized the holy city of Jerusalem as Israel’s capital; then in March, he recognized Israeli sovereignty over the Golan Heights (Syrian territory, considered occupied by Israel under international law), a badly needed boost for Netanyahu as he faced unprecedented election competition. And on Tuesday, Netanyahu confirmed that the annexation of West Bank settlements required “maximum coordination” with Washington. Whether Washington will endorse this move remains to be seen; the Trump Administration is expected to unveil its much-vaunted plan for Israeli-Palestinian peace after the Israeli elections on Sept. 17.

But Zaqtan thinks an endorsement is likely. “The Trump administration has gone beyond supporting the decisions of the right-wing government in Israel to pave the way for annexation,” he says. “It has given a continuous green light for everything it has done so far.”

Annexation in the West Bank has been occurring on the ground for decades. Starting in and around Jerusalem after the 1967 war, the settlement enterprise soon expanded into the West Bank proper, with an especially large push using “outposts” — settlements built without government permission — during the Oslo years (1993-97) under Shimon Peres’ and Yitzak Rabin’s premierships. But in the years since, the aggressive push in East Jerusalem, along with retroactive legalization of outposts, accelerated settlement construction, and the destruction of Palestinian homes, all indicate that annexation is a primary policy within Israel’s government and has indeed become the new norm.

“Annexation has been de facto the case for a long time, some might argue from the beginning of the occupation, but certainly since the Second Intifada [2000-2005],” said Tareq Baconi, a Ramallah-based analyst with the International Crisis Group. “But this process of creeping annexation has been gathering pace under Netanyahu’s government as officials push for formal annexation and have begun introducing bills to the Knesset in that direction.”

The signs so far from the Trump Administration have led some Palestinians to believe U.S. support is inevitable for Israel to formally annex Area C of the West Bank, where most Israeli settlements lie. This is roughly 60% of the West Bank’s land, and leaves Palestinian cities cut off from one another. The situation, which makes it virtually impossible to squeeze a viable Palestinian state into the areas that remain, once shocked former senior Obama White House officials, including the president himself, when they were shown accurate maps of Palestinian population centers in the West Bank.

“It means less space to navigate, less places to breathe. It’s taking what’s already fractured and ruptured and downsizing it further,” says Mariam Barghouti, a Palestinian-American writer living in Ramallah. In 2014, Israeli authorities charged her with throwing stones and entering a closed military zone during a protest, charges stridently denied by Barghouti, who was a student at the time. She was detained for a week.

“Annexation means more places that Palestinians can’t reach, it means more detours, and divisions. It’s not just taking more land, it’s a theft of our time,” Barghouti continues, “because we need to calculate the time it takes to cross checkpoints, it’s accessibility to resources, it’s settler-colonialism and it’s about time to call these annexations exactly that.”

Given the Trump Administration’s apparent support for Netanyahu’s strategies so far, Palestinians now fear that Israel will push them into a quasi-state comprised of Gaza and possibly some parallel land swaps, or isolated plots of West Bank land, surrounded by Israeli settlements. Jerusalem isn’t even on the table.

“Israel wants the land, just not the people,” says Diana Buttu, a lawyer and former legal advisor to the Palestinian negotiating team during peace talks with Israel. “Is the U.S. leading the way for this annexation? Absolutely.”

Buttu says that a state without a third of the West Bank will not be one that’s free or prosperous, adding that American attempts to support such a state economically would not address these problems. “Not only are they talking about a quasi state; it is one that is contingent upon the Palestinians behaving. That’s the alarming part,” she told me. “That’s what the ‘Peace to Prosperity’ conference is all about: to entice Palestinians and tell them all ‘this can be yours if the price is right’. We’re no longer even talking about rights – the plan used to be ‘land for peace’, now it’s just ‘economy for peace’ without any real political rights.”

For decades, international law has maintained that territory seized in war must be returned. But after Trump’s decision to recognize Israel’s sovereignty over the Golan Heights, Netanyahu asserted: “Everyone says you can’t hold an occupied territory, but this proves you can. If occupied in a defensive war, then it’s ours.” His remarks were widely seen as a reflection on how his new government would approach the West bank too. Even if Netanyahu is only rhetorically committed to annexing part of the West Bank, if he wins his extreme right-wing coalition running mates could ramp up the push if they enter government posts.

That rhetoric was on full display in July, at an event in the West Bank settlement of Revava, marking the 40th anniversary of the Samaria regional council (a governing body of settlements in the northern West Bank) when Netanyahu urged attendees to “look at what we did in the Golan Heights and East Jerusalem. To be continued,” he said, referring to the other territories captured in the Six-Day War and later effectively annexed by Israel.

So far almost every member of Netanyahu’s Likud party seeking re-election has publicly endorsed some form of West Bank annexation. A Haaretz poll published in March found that 42% of Israeli voters support annexation of some portion of the West Bank, raising fears among Palestinians that life is about to become even more difficult.

Palestinians like Barghouti say the lack of movement toward solving the conflict, coupled with the Israeli parliament’s deliberations on annexing parts of the West Bank, is particularly dangerous because it could mean Israel gains land—but with a population it does not want, paving the way for a formal Apartheid situation where a minority rules over the ethnic majority of a state. “It’s racial apartheid concealing itself behind democracy,” says Barghouti. “Israel is already in control [of the West Bank]; all that is happening is it’s attempting to legitimize this oppressive system by a slow and gradual annexation.”

Yet Palestinians are aware that none of the Israeli parties running in September’s elections are offering a vastly different reality for them. Netanyahu has never been supportive of a sovereign Palestinian state, repeatedly stating that the Jordan Valley would always be kept under Israeli military control under any future arrangement, leaving the Palestinians a disjointed patchwork of enclaves to call home.

At the West Bank settler regional council meeting in July, Netanyahu outlined his West Bank strategy, laying out his guiding principles: “The first – this is our homeland. The second – we will continue to build and develop it. Third – not one resident [settler] or community [settlement] will be uprooted in a political agreement. Fourth – the Israeli military and security forces will continue to rule the entire territory, up to the Jordan Valley. Fifth – I am working to get international ratification of these principles.”

The Trump Administration, meanwhile, seems to be toeing a similar line. In June, the U.S. ambassador to Israel, David Friedman, said in comments to the New York Times that Israel had a right to annex at least part of the West Bank.

“Friedman’s comments to the newspaper were not off the cuff remarks,” Buttu, the lawyer, says. “Since then, there has been no back-pedaling. Not just from the White House or State Department; I haven’t heard any of the [U.S.] presidential candidates forcefully come out and say ‘If Israel does this, we’re gonna hold it accountable.’ At best, you have people saying, ‘we need to re-evaluate the amount of aid we give Israel.’”

Without external pressure, Israel doesn’t look likely to hand over the West Bank any time soon. Palestinian security forces work hand-in-hand with the Israeli military on a daily basis, in an unpopular practice known as security coordination; it manages to keep a lid on widespread unrest. Meanwhile, Israel has a standard of living on par with Europe, and a busy private sector within the tourism, tech, medical and agricultural industries. Should annexation formally be made, analysts do not expect Israel to face any backlash — since there’s effectively little resistance to its plans right now.

AP Grama Sachivalayam Marks Calculation Process 

Contenders are suggested to download the answer key from the bottom of the section to check the possibilities to recruit in the Andhra Pradesh Sachivalayam. Hence, follow the calculation process to get the exact scoring.

Step 1: In the Exam, there are 150 Questions, for which each correct answer 1 mark is awarded and maximum marks are given is 150.

Step 2: For every Negative Answer, 0.25 Marks will be deducted from the Candidate score.

Step 3: So, By Adding Candidate Total Correct Answers And Subtracting (0.25 x Total Wrong Answers) will give the Net Score.

About Odisha Staff Selection Commission (OSSC)

The Odisha Staff Selection Commission (OSSC) is a statutory body in the year 1994 for completing direct enrollment against Group-C posts in the State unit (as against District framework) as might be planned for the OSSC Rules, 1993. The SSC Board has conducted the Online exam for the candidates. The candidates who have completed their Tier 1 Exam which is computer-based exam are waiting to check their results. The Tier 1 exam consists of the four sections where each section has 25 questions. The total duration of the examination is 60 minutes. The Total marks for the exam are 200. Candidates who have passed the Tier 1 exam will be qualified to the Tier 2 & Tier 3 exam. Where Tier 2 is a descriptive exam and Tier 3 is a typing ability test or skill test.

Payment banks could be allowed to convert into small banks

MUMBAI: The Reserve Bank of India (RBI) on Friday proposed a minimum equity capital of Rs 200 crore to set up a small finance bank (SFB) under the 'on tap' licence regime to expand the banking services through high technology-low cost operations.Releasing the draft guidelines for 'on tap' licensing of SFBs in the private sector, the RBI said existing non-banking financial companies (NBFCs), micro finance institutions and local area banks in the private sector, which are controlled by residents, can opt for conversion into small finance banks.It further said proposals from public sector entities and large industrial house/business groups, and autonomous boards/bodies will not be entertained.A small finance bank is primarily set up to undertake basic banking activities of acceptance of deposits and lending to unserved and underserved sections, including small business units, small and marginal farmers, micro and small industries and unorganised sector entities.The objectives of setting up of SBFs is to further financial inclusion and supply of credit "through high technology-low cost operations", the draft said."The minimum paid-up voting equity capital for small finance banks shall be Rs 200 crore, except for such small finance banks which are converted from UCBs...," said the draft on which the central bank has sought comments from the stakeholders by October 12Further, in view of the inherent risk of an SFB, it shall be required to maintain a minimum capital adequacy ratio of 15 per cent of its risk weighted assets (RWA) on a continuous basis.The draft further said the promoters should hold a minimum of 40 per cent of the paid-up voting equity capital of the bank, which would remain locked in for five years from the date of commencement of the bank's business."Proposals having diversified shareholding, subject to the initial minimum shareholding of promoters, and a time frame for listing of the bank will be preferred," it said.However, after the SFB reaches the net worth of Rs 500 crore, listing will be mandatory within three years of reaching that net worth.Also, SFBs having net worth of below Rs 500 crore could also get their shares listed voluntarily, subject to fulfilment of the requirements of the capital markets regulator.The foreign shareholding in the small finance bank would be as per the extant foreign direct investment (FDI) policy for private sector banks.The RBI had issued the guidelines for licensing of SFBs in the private sector in November 2014. The process of licensing culminated in granting in-principle approval to 10 applicants and they have since established the banks.It was notified in these guidelines that after gaining experience in dealing with these banks, the Reserve Bank will consider 'on tap' licensing of these banks.

Traders' body seeks ban on festive sales

MUMBAI: A leading Indian trader body asked the government on Friday to ban upcoming festive sales on Amazon's local unit and its rival Flipkart, saying their deep discounts violate the country's foreign investment rules for online retail.The two e-commerce firms typically hold annual festive season sales ahead of Dussehra and Diwali, which are due this year in October, when Indians make big ticket purchases such as cars and gold jewellery.Walmart-owned Flipkart's six-day sale begins Sept. 29, while Amazon is yet to announce dates. Both e-tailers promise big discounts on everything from fashion to smartphones to home appliances and have previously said discounts and deals are offered by sellers on their platforms."By offering deep discounts ranging from 10% to 80% on their e-commerce portals, these companies are clearly influencing the prices and create an uneven level playing field which is in direct contravention of the policy," the Confederation of All India Traders (CAIT) said in a letter to the federal trade minister.CAIT, which represents 500,000 merchants and traders in India, also demanded a "blanket ban" on such sales and asked the government to probe the potential violation of FDI norms.Its demand is unlikely to see government action before this year's sales kick off but it could help frame government policy on deep discounts.FDI RULES:India does not allow foreign direct investment (FDI) in inventory-driven models of e-commerce, used by Walmart and Amazon in the United States, where goods and services are owned by an e-commerce firm that sells directly to retail customers.It modified e-commerce rules late last year to protect the country's vast unorganized retail sector that does not have the clout to purchase at scale and offer big discounts.Those rules forced Amazon and Flipkart to reconfigure ownership structures and re-jig some key vendor relationships and agreements.Asked for comment, Flipkart said more than 100,000 sellers on its platform awaited its 'Big Billion Days' sale event."We empower our sellers with business insights that allow them to decide the best value for their own products, so they can deliver benefits and savings to consumers and scale their businesses at the same time," said Rajneesh Kumar, chief corporate affairs officer at Flipkart Group.Amazon said more than 500,000 sellers - a bulk of which are small businesses, women entrepreneurs, startups, weavers and artisans - use the festive sale to reach customers."Sellers decide the pricing for their products on our marketplace," a spokeswoman for Amazon said. "They offer their choice of selection to their customers across the country at prices that they deem fit."Amazon last month said at an open panel discussion, organised by India's competition watchdog, that it abides by all Indian rules and does not influence pricing of products on its website.

After 40 yrs, UP ministers to start paying tax

LUCKNOW: The Uttar Pradesh government on Friday decided that ministers will start paying their own income tax, ending a four-decade-old practice of the state exchequer shelling out the amount annually for them.The direction follows criticism in the media of a law enacted in 1981 which ensures that the state's chief minister and ministers don't pay any income tax themselves.Instead, their share is shelled out by the state government under the Uttar Pradesh Ministers' Salaries, Allowances and Miscellaneous Act, 1981.After a news report made this revelation, several politicians said they were not even aware of the provision in the UP Act.Late in the evening, the state government announced that the provision will be scrapped."UP chief ministers and all ministers will pay their own income tax. The income tax bill till now was paid through the state treasury," Finance Minister Suresh Kumar Khanna said in a statement."The decision has been taken on the directives of Chief Minister Yogi Adityanath," he added.The law, enacted when Vishwanath Pratap Singh was the chief minister, has been in force during the terms of 19 CMs and about 1,000 ministers so far.The chief ministers who saved on their taxes have been from across parties -- including Yogi Adityanath, Mulayam Singh Yadav, Akhilesh Yadav, Mayawati, Kalyan Singh, Ram Prakash Gupta, Rajnath Singh, Sripati Mishra, Vir Bahadur Singh and N D TiwariFor the last financial year, the state government paid Rs 86 lakh as the ministers' tax bill, a senior finance ministry official said.A section of the Act says, "The salary referred to in sub-sections (1) and (2) shall be exclusive of the tax payable in respect of such salary (including perquisites) under any law relating to income tax for the time being in force, and such tax shall be borne by the state."It was argued in 1981 that the state government should bear the income tax burden as most ministers were from poor backgrounds and had meagre incomes, a Congress leader and a colleague of the then chief minister V P Singh said.But over the years, the state has been led by leaders like Bahujan Samaj Party chief Mayawati who is worth Rs 111 crore as per her affidavit for the Rajya Sabha polls in 2012.Another former chief minister, Samajwadi Party president Akhilesh Yadav, owns assets worth over Rs 37 crore together with his wife Dimple, according to the affidavit filed for the recent Lok Sabha polls.According to the affidavit submitted for the Legislative Council elections in 2017, Chief Minister Yogi Adityanath's assets total Rs 95,98,053.Hours before the government's decision to end the practice, Uttar Pradesh Power Minister Shrikant Sharma confirmed the existence of the 40-year-old provision in law.He said the government will look into any suggestion in the future on the issue.Congress leader and former MP, P L Punia said the provision didn't seem right and needed review."The salaries have gone up several times and there appears to be no relevance for this relaxation. It needs reconsideration and withdrawal," Punia, who was principal secretary to Mayawati when she was chief minister, said.Many like BSP leader and former UP finance minister Lalji Verma said they were not aware of the law. Verma said as far he remembers he used to pay his own taxes.Earlier in the day, the state's Law Minister Brijesh Pathak said he will be in a position to speak on the issue only after getting it verified from his officials.Social activist Anil Kumar said the news was a shocker for the common man who pays large sums in taxes."Why should he bear the burden of those who have all the benefits. Like all of us, they should also pay for themselves instead of putting an extra burden on us," Kumar said.

Cash crunch sends state-run cos on an austerity drive

NEW DELHI | KOLKATA: Staterun firms are enforcing austerity measures such as ending leave encashment and penalising non-performers with salary cuts, particularly in loss-making companies, in a slowing economy that has hurt consumer demand.In some cases, extreme steps such as an across-the-board 25% salary cut for senior executives in a poorly performing Coal India subsidiary was discussed, although finally rejected. But former landline phone monopoly Bharat Sanchar Nigam Ltd, whose wage bill absorbs 75% of its revenue, has decided to cut salaries to the extent staffers failed to meet targets.The oil sector is also abuzz with expectations of austerity measures, but company executives say they have not received any such communication. Bharat Heavy Electricals Ltd (Bhel) and Hindustan Aeronautics Ltd (HAL) recently suspended leave encashment to improve cash flow, while several others including Steel Authority of India stopped leave encashment in the last 2-3 years.Bhel has told its employees that it needs to judiciously utilise cash for buying raw material, manufacturing operations and execution of projects and is making efforts to realise locked up cash."In the recent times, the company has been facing strain over the availability of funds for running its operations. Business sectors/units are taking special efforts to realise the cash locked up with customers due to various reasons. This financial condition thus demands that cash outflow on various accounts are regulated to survive in the current situation and cash availability is prioritised for meeting the working capital requirements for purchase of raw materials, manufacturing/operations and project execution. Under these compelling circumstances, it has been decided to suspend in-service encashment of earned leave," the company said in its circular issued to its employees.Encashment of earned leave will, however, be allowed for meeting financial requirements for higher education or marriage of children and in case of resignation, superannuation, death, or accumulation of more than 300 leaves, Bhel told its employees. It did not respond to an emailed query from ET.Hindustan Aeronautics Ltd has also suspended leave encashment. "HAL has stopped leave encashment for employees who are in service as part of austerity measure. However, those retiring are given the full benefits including the leave encashment," company spokesman Gopal Sutar said in response to ET's query.However, the company is promptly paying all perks and allowances included in salaries. "We are hopeful of improvement in our financial position in near future," he said.Analysts said HAL has receivables of over Rs 20,000 crore from the government, which has squeezed its cash flow and forced it to take advances from banks to pay salaries. Bharat Sanchar Nigam Ltd (BSNL) has penalised staff that failed to meet landline and broadband expansion targets in August, by way of deductions in their September salary.An internal BSNL memo, dated September 9, said a review of the achievements for August 2019 shows that many field units had failed to meet landline and broadband targets for which "penalty in the form of recovery from salary in proportion to non-achievement of targets is hereby imposed". The memo, however, said that the salary deductions "would be rolled back," for employees who achieve their pending as well as September targets. A BSNL spokesman declined to comment.71120915 In July, BSNL set aggressive sales targets in a bid to rein in operational losses. Its landline team was asked to retain the fixed-line user base as on March 2019, and at least double the fibre-to-the-home connections provided in FY19.BSNL, which has 164,000 employees, had delayed salary payments for March, July and August this year. Its average monthly salary bill is Rs 800 crore.The state-run telco, which operates in 20 circles barring Mumbai and Delhi, has accumulated losses of over Rs 57,500 crore since FY10 in the face of private competition. Losses in FY19 are likely to be another Rs 14,000 crore.Another company where severe austerity was considered is South Eastern Coalfields Ltd, a subsidiary of Coal India Ltd. whose board took note of its audit committee's recommendation that all executives from the level of deputy general manager and above should lose 25% of their salary from August this year in view of the poor performance in the June quarter. The recommendation was rejected because Coal India adopts a uniform HR approach across subsidiaries.

Automakers test the EV market

MUMBAI: Contrary to the Indian government's electrifying dreams for the sector, electric vehicles (EV) have not been the magnet for auto enthusiasts as expected primarily because there are few with performance comparable to conventional vehicles, though EV makers have mushroomed since the policy to boost EV adoption was announced.There are at least 50 companies, largely two-wheeler makers that have either established or are in the process of setting up manufacturing or assembling operations for EVs in the country. This is a jump from 12 in 2015, when the government announced the FAME-India (Faster Adoption and Manufacturing of Hybrid & Electric Vehicles in India) scheme.However, only about half of these companies are selling their EVs commercially, like Ather Energy, Hero Electric, and Ampere to name a few. Many have simply showcased prototypes with no clear visibility on marketing their products. Case in point, 22 Motors, which showcased its production-ready electric scooters at the 2018 Auto Expo, is yet to launch its products in the market. The company has now tied-up with Kymco, a Taiwanese two-wheeler maker, and is gunning for a commercial launch by April 2020.Experts say that EVs are a new business opportunity that companies do not want to miss out on. Many new entrants bought into the hype around EVs created by the government's push and media reports.So, companies often ready a technology demonstrator to get their foot in the door and gauge customer reaction. To keep investments low, many even come up with products developed in collaboration with Chinese companies."Even if they are not meeting the government norms to receive subsidies, they are not bothered because they are not here right now for making big business. They just want to test the market," said Sohinder Gill, director general of Society of Manufacturers of Electric Vehicles (SMEV), an industry body. What also works for EV companies is that these vehicles are not as complex as the vehicles with combustion engines. They have fewer parts and require a less elaborate manufacturing setup."A lot of these people have ventured into this space because it has more to do with technology and less to do with manufacturing because there are fewer parts. A lot of the engineering input would have come from Chinese companies," said Avik Chattopadhyay, co-founder of brand strategy firm Expereal. The trend is clearly observable in electric scooters and three-wheelers, he said.Not just new players, traditional combustion-engine vehicle makers too have speeded up their EV programs though only some, like Tata Motors and Mahindra and Mahindra, are selling these products in the market and that too only to fleet segments. "The government had at one point of time almost threatened that everything will become electric in twowheelers by 2025. If the government keeps giving these jitters, any big player would not like to be caught on the wrong foot," said Gill, who is also the chief executive of Hero Electric.EV makers in the country could be divided into three categories – startups that developed their vehicles in-house, companies that borrowed technology from overseas EV makers, and manufacturers of conventional vehicles who are readying EV technology. Chattopadhyay tags them as 'Disruptors', 'Piggybackers' and 'Traditionals', respectively.Along with EV makers, component makers of batteries and charging stations have also increased. As per data from SMEV, the number of member companies with the organisation has gone up from seven to 96 since the announcement of FAME-India scheme in April 2015.On the demand side, the market for personal electric vehicles in India is still nascent. In FY19, about 126,000 electric two-wheelers and 500,000 electric three-wheelers were sold in the country, data from SMEV and other industry sources showed. Sale of electric cars was negligible. In fact, the only segment where EV adoption is taking off is in threewheelers as these become a popular last-mile connectivity option in the NCR region.

Steel tycoon banks on exports as demand plunges in India

By Swansy AfonsoIndia's most valuable steel producer is looking outward as the slowest economic expansion in six years cuts demand in the South Asian country and puts pressure on margins.JSW Steel Ltd. expects to exceed its export target of 2.2 million to 2.4 million tons for the fiscal year "after having seen the slowdown in the domestic demand," Joint Managing Director Seshagiri Rao said Thursday in an interview. That's a reversal from April, when the Sajjan Jindal-led mill left its export target unchanged from a year earlier.There has been a substantial increase in inventories, indicating falling demand in the last two months, Rao said in Mumbai. For the full year, growth will be slower than the earlier estimate of 6.5% to 7%, he said.Demand for steel in India could grow at the slowest pace in three years as a crisis in the country's shadow banking sector fueled a cash crunch and economic growth slowed to a six-year low. The S&P BSE Metal Index is the biggest loser among 19 sector indexes on the Bombay Stock Exchange and shares of JSW have slumped nearly 28% this year."What we are hearing is that a lot of companies, particularly sponge iron players, pellet players and lot of secondary players are either cutting down or moderating production. Only the big players are still continuing and trying to sell and reduce inventories," Rao said. "If demand doesn't recover in the second half, then primary producers" may have to review their production plans.JSW will be able to meet its production target of 16.95 million tons for the current year despite a 13% slump in August and the company won't scale back its capital expenditure plans. Additional risks are seen from rising tax-free imports from South Korea and Japan. The countries don't tax imports of raw materials unlike India, making it difficult for Indian mills to compete, he said."Historically, the second half is much better in terms of volumes and profitability," he said. "There will be an improvement in demand in the second half compared to the first half" on more government spending and the release of pending payments to industries.

As one can sense from recent speeches by the Finance Minister, the government is actively taking corrective measures to bring stability and infuse positivity in the economy.On the domestic front, the equity market now has several tailwinds going for it:• Positive government reforms expected in near future• Considerable drop in crude oil prices from the top• Normal to positive monsoon• A stable government with absolute majority.• Reduction in interest rates.• Earnings expected to bottom out by Q2 and start uptrend from second halfAnd among the possible challenges to any upside for the equity market, one big risk comes from possible intensification of the global trade war and back home if there is a significant drop in second quarter corporate earnings.That said, any sign of renewed strength in the economy from the government's healing touch should spell opportunity for investors to invest and increase exposure to domestic equities. While Nifty itself should see marked upside from its current level, the upside potential is very high also in the beaten-down midcap and smallcap stocks, where many quality names are down in the dumps following the bear hammering.So where do these quality stocks existBanking: Valuations remain rich in this pocket. But, we expect private sector banks to outperform their public sector counterparts in terms of earnings growth going forward. Merger of public sector banks may require merged entities time to start performing to their potential.Auto: Although the fall in auto share prices has made their valuations attractive, but earnings may still take some time to stabilise. Consumption, insurance stocks are new defensives: Sabharwal

What people should look at is that insurance companies keep on doing well and the premiums they collect are greater than what they need to pay out for the next 10-15 years. To that extent, they will keep on adding value to these companies, says Sandip Sabharwal, asksandipsabharwal.com. Excerpts from an interview with ETNOW. In 2017, every one got blinded to the risk and now everyone is blinded to the opportunity in midcaps. In 2017, midcaps were trading at a premium to largecaps. Right now, they are trading at a discount and everybody is not buying it because they are blind to the opportunity?That is the psychology of investors and the stocks are falling as people do not want to buy because it has risen 15%-20% from the bottom despite the fact that it might be down 80% from the top and the valuation might be very cheap. In midcaps, typically the maximum buying comes in at the last 20% move of the stocks. That is when most of the investors get in. The first buying comes when we are nearing the last 20% of the decline. Where has the first buying in midcap has kicked in?Yes, the worst of the midcap decline is over. It may be over in many of the smallcap names also. In Tata Power, the valuation is actually available at half the book value. is Tata Power a value buy now?Power generators in India typically have never created wealth because there is always an element of political interference in the pricing. Despite regulators, which are supposed to be independent, coming in, we have seen in Andhra Pradesh, all PPAs were cancelled and they have tried to renegotiate them without going into the terms and conditions of the contract etc. Besides whatever happened on the coal front on Tata Power, Mundra plant etc, I would be somewhat sceptical on how they would do. Despite the recent reforms which were announced whereby the distribution companies are supposed to provide bank guarantees when they buy from the generating companies, it is a very positive move. If that gets implemented in both letter and spirit, then we could see an opportunity coming up and so we will wait it out. Over the next two, three months, we will see how effective it is and then the risk profile of generating companies will improve significantly. There was good news on the economic front coming in on from our macro data. Both CPI inflation as well as the IIP numbers have come in a lot better than expected.CPI inflation was below expectation. Yes, there were some apprehensions that we could see a pickup in CPI inflation because of the way food prices behaved due to rain disruptions. That clearly did not happen. Going forward, post monsoon we will again see moderation in food prices. So, inflation is well under control. We need to see how RBI responds to this because they believe 50 bps is too high a cut. Let us see how much they cut by next time. But it is a given that they will cut in the October policy?Yes, obviously they will cut, but by how much is the question. As for IIP, the only standout point was that capital expenditure cycles still seems to be muted. So, capital goods output still saw a contraction but on the non-durable side, there was a 8% plus upswing which is surprising, given the commentary coming out of most of the non-durable companies that growth is slow. Therefore, 8% is a huge growth in the current economic context. We could see some of the FMCG companies respond to that because they largely sell these non-durables and that is typically the first step in a revival cycle. First the non-durables should revive, then the durables then comes the capex cycle.What about Yes Bank, it has made it to the HDFC mutual funds portfolio as well. But for a retail investor. is it worth the risk?The QIP happened at Rs 87-88. After that, the stock fell to Rs 60. A lot of people must have invested in the QIP and they will be stuck. So, it is a very tough call because it has got a Rs 2,30,000-crore advance book. We really are not sure of the quality of that book. Every time any issue comes up -- be it a default by Eveready or Cox & Kings -- Yes Bank seems to be involved. That is a big problem because every time the stock tries to improve, some news comes in and Yes Bank is dragged right back in, It is a very tough for retail investors. Even professional investors are finding it difficult to analyse this bank. So how can a retail investor analyse? People are just going by the price. People think Rs 67 is cheap because they have seen Rs 400. But I am not sure if it is cheap. Maybe the stock could be Rs 100 in a year's time, or it could even be Rs 40-50. I do not know. In the pharma pack, DRL has got an EIR from USFDA. Do you find any stocks attractive in this pack?I am not sure what this EIR (Establishment Inspection Report) means, whether Dr Reddy's gets a clean chit or there are some observations or not. If there are no observations, then obviously it is a positive. Dr Reddy's is something which we hold. I believe valuations are reasonable and their product profile and growth profile seems to be good from here on for the next two, three years. I believe Lupin also is in a phase of bottoming although near term figures are not there. But people need to take a couple of years perspective in these stocks. RBI's push is coming in for retail loans. The fact that banks now will be able to lend more to customers for buying consumer products, should give a leg up and aid consumer goods sales ahead of the festive season and also for personal loans. How much can it translate into more buying of consumer goods ahead of the festive season?It is a positive. I do not think it will have such a great impact because it was announced long time back. That is another problem in India where announcements are made too early and implementation comes later. It is this gap between announcement and implementation which holds the economy back, By reducing the risk weightage, you are essentially freeing up liquidity and for SBI, BoB or other banks, there is surplus liquidity. This is not a liquidity-starved market where you just loosen up the nuts and bolts and money comes in.It is not a liquidity thing. Here with the same capital adequacy, you can lend more if the risk weightage comes down. So if the risk weightage has increased, then you need more equity capital. But do you want to lend more? The ability to borrow is always there in an economy like India because of the way the economy is structured. It is the willingness to lend which is a huge problem. Somehow I just get a sense that everyone has become too risk conscious?Yes, that happens after the IL&FS, DHFL fiascos. People lending to these institutions have taken a hit. Now they are conscious but luckily in India, on the consumer side, the default rates are historically very low relative to most of the developed markets. Also, in the US, the defaults are much greater than in India. Many of the banks will use this upcoming festival season to try and push retail loans more because typically defaults tend to be very low. Recently one has seen at least life insurance stocks get a rerating within this entire basket. What would you like and would you even recommend it for a long haul?Insurance companies have been very underowned because there were very few stocks. It is a stable annuity business and many companies have been buying despite such huge offer of sales from HDFC Standard Life. The stock has actually held on and moved higher and that just shows demand supply scenario in insurance companies. This sector should continue to do well. We hold HDFC Life because I like their business profile and to that extent, it will still do well but then from here on, the returns should be moderate because they have outperformed so much that people should not expect the same kind of returns they have given over the last one year, will sustain. What about autos? Every time we see a recovery there, there is a flip-flop again on some news?We have started to see a recovery in consumer autos. That should start getting reflected in monthly numbers and to that extent many of the two-wheeler stocks and Maruti would still do well from even the current levels. There is still stress on the commercial vehicles side and to that extent, the pure play commercial vehicle play is Ashok Leyland. We have bought it but there are no near-term triggers besides the fact that it trades at cheap valuations. So, it just needs one or two months of good data for the stock to move up sharply. That is how I would pace it. Given the news flow coming out of the GST Council, I would put a low percentage on a GST rate cut. I would think that because some state finance ministers are openly coming out and saying no, unless and until the centre really wants to push it, it will not happen. Let us wait for the next press conference of the Finance Minister, I think that will give us a better perspective. If a GST cut comes, they will compensate from somewhere else because they have the GST revenue target which as to be met by hook or by crook. They are already shortening on it and one has to make up for the deficit. Would a cut for autos mean a hike for some other segment?Actually it is not required, if they cut 10% for three, four months, let us say they say we will just cut till 31st December, whatever you want to buy, buy it till then. They will lose some revenues, may be around Rs 10,000 crore over these three months. But if the sales go up by 15-20%, that is more than compensated. It is typical economics. It is how the marginal cost of taxation works that if you cut and the revenues move up, then you actually end up gaining. The pharma and the IT index have not really kept in pace with the depreciating rupee. Typically,when rupee depreciates, you go to IT pharma. World is in a problem, you go to IT, pharma. India is in a problem, you go to IT pharma. Why has it not happened this time?It has not happened but some stocks have held on. Infosys continues to be near 52-week highs and instead of pharma and IT, this space has been taken by some consumption stocks and these insurance companies which we were discussing. They have become more defensive play and so people have been gravitating towards them. As far as insurance companies are concerned, people believe there is no NPA issue and long-term growth prospects are good. So, these sectors are defensives now. How does one value an insurance company? How does one know that this life insurance company is better than the other life insurance company because at the end of the day you are in the same product with a different service and a different brand?Valuing life insurance company is somewhat complicated. But I would say that given the profile of India and the age profile, what people should look at is that these companies keep on doing well and the premiums they collect are much greater than what they need to pay out at least for the next 10-15 years. To that extent, they will keep on adding value to these companies. This is a simplistic way of putting it. I do not see a big risk to them over the next 10 years at least.

NEW DELHI: Smartphone maker Gionee plans to develop apps in India to support mobile phone accessories and connected devices.The company on Friday launched Smart 'Life' watch for Rs 2,999 on Flipkart with customised apps to optimise its function.Gionee now expects to develop all apps for other devices from the scratch in the country."We will develop all apps locally to support connected devices and smartphone accessories in India because of sensitivity around data. All the data will be stored in India. The first indigenous app should be out in two months," Gionee Executive Director Shashin Devsare said.Gionee's India operation is a part of Jaina Group now which owns Karbonn Mobiles."We will make devices locally and the apps will only focus on optimise its function. We are open to partnership with other players to provide content that will be accessed devices like we are using Google Fit & Strava for the smart watch," Devsare said.He said the apps will be part of Gionee's GBuddy platform, which will also have products and apps to support their functionality.

CHENNAI: Indicating a disconnect between Indian employees and their bosses, a global survey revealed that the country's workforce to be most confident worldwide to do a better job than their bosses.The Global State of Managers survey by Kronos found that almost all (95%) of Indian employees said they could do a better job than their bosses "all of the time" (47%) or "some of the time" (48%). Indians emerged as most confident workers worldwide, as globally seven out of 10 employees said they can do their boss's job better.Millennial (73%) and Gen-Z (70%) employees are the most confident in their abilities. At 59%, US workers feel the least confident that they could do their boss's job better.However, Indian workforce is also most satisfied worldwide with at least eight out of 10 grading managers A or B in every category.While confidence of the Indian employee is a positive, the study indicated a potential cultural aspect setting India apart, Sumeet Doshi, head of sales — India, Kronos, said. "We Indians are very aspirational and place a high value on becoming managers in our line of work as we spend more time in an organisation, and that aspiration leads to confidence."HR specialists said results indicated generation gap between workforce and managers. Though Sec 429 has been slapped on the perpetrators, it does not nail the official who gave the orders for the horrific act. It is mandated by law that a civic body must implement an Animal Birth Control programme, & the official took an illegal path to abscond from duty. Besides, the current Animal Cruelty Act was passed in 1960, when the fine, Rs 50, had high value. Like the Motor Vehicle Act, Parliament needs to pass the new draft of the Act which proposes a fine of Rs 10,000 and jail term of five to 10 years
