The MiG-31 is an all-weather long-range supersonic interceptor jet. It is designed to intercept and destroy air targets at extremely low, medium, and high altitudes. Its modernised version, the MiG-3BM, has been fitted with a new weapons control system and a more modern radar.
Pacific Fleet Naval Aviation MiG-31BM interceptor jets have performed near-space training flights, the broadcaster Zvezda reported posting a video of the drill from inside the cockpit.
The footage shows the aircraft's takeoff, ascent, and flight in the stratosphere. The flight was carried out at an altitude of more than 20,000 metres at a speed of 2,500 kilometres per hour. The crew attempted to spot a simulated enemy without involving ground-based air defence systems.

The US military conducted a flight test of a conventional ground-launched cruise missile off the western coast of the US Sunday, a missile test that would have been previously banned under the now defunct Intermediate Range Nuclear Forces (INF) Treaty, the Pentagon said Monday.
"The Department of Defense conducted a flight test of a conventionally-configured ground-launched cruise missile off the US West Coast Sunday. We are currently evaluating the results of the test," Lt. Col. Carla Gleason told CNN.
The test was conducted from San Nicolas Island, California, and the Pentagon said that "the test missile exited its ground mobile launcher and accurately impacted its target after more than 500 kilometers of flight."
Officials stressed that the missile is designed to carry a conventional and not a nuclear payload.
Thousands of protesters in the provincial capital of Indonesia's West Papua have set fire to a local government building amid widespread demonstrations sparked by alleged police discrimination against Papuan students.
The Indonesian provinces of Papua and West Papua have for decades been wracked by a long-simmering and occasionally violent separatist movement, with flare-ups common.
On Monday morning, crowds marched through Manokwari, the capital of West Papua, setting fire to the parliament building, cars, and tree tires.

Iran has warned the US of 'grave consequences' if it tries to seize an oil tanker that was freed by Gibraltar on Sunday night.
Gibraltar released the Grace-1 - which has been renamed Adrian Darya 1 - around 11pm Sunday, more than six weeks after it was stopped by British Marines on suspicion of violating EU sanctions against Syria.
The move came despite a last-minute attempt by America to block the tanker's release, with a warrant for its seizure issued by a Washington court on Friday.
Speaking on Monday, Iran's foreign ministry spokesman Abbas Mousavi said: 'Iran has given necessary warnings to American officials through its official channels.
Turkey's defence ministry "strongly" condemned an air strike on its military convoy heading through Syria's Idlib province on Monday, which it said was a violation of agreements with Russia.

Australian researchers have issued a new report claiming that China's hi-tech ballistic missiles could cripple U.S. military bases and naval forces within hours if an armed conflict erupted in the Western Pacific between the two superpowers.
The 104-page report was published by the United States Studies Centre at the University of Sydney where they analyzed the U.S. military strategy and spending as well as alliances in the area.
The report merits some scrutiny as even some Chinese military experts still believe that the United States is the superior power in the region as evidenced by the USS Ronald Reagan, a Nimitz-class nuclear-powered supercarrier, and it's entourage docked in the Philippines and the powerful Seventh Fleet based in Japan

Two of Russia's nuclear radiation monitoring stations went silent two days after a mysterious explosion that led to a radiation spike in northern Russia earlier this month, The Wall Street Journal reported.
Russian officials say at least five nuclear engineers were killed during a rocket test involving "isotope power sources" on a platform in the White Sea, leading to outside speculation that the accident involved a nuclear-powered cruise missile. Four international stations designed to monitor nuclear activity had detected "an event coinciding with the [Aug. 8] explosion in Nyonoksa, Russia," the world's main nuclear test-ban body said on Aug. 10.

WASHINGTON (Reuters) - U.S. President Donald Trump and top White House officials dismissed concerns that economic growth may be faltering, saying on Sunday they saw little risk of recession despite a volatile week on global bond markets, and insisting their trade war with China was doing no damage to the United States.
"We're doing tremendously well, our consumers are rich, I gave a tremendous tax cut, and they're loaded up with money," Trump said on Sunday.
But he was less optimistic than his aides on striking a trade deal with China, saying that while he believed China was ready to come to an agreement, "I'm not ready to make a deal yet."
He hinted that the White House would like to see Beijing resolve ongoing protests in Hong Kong first.

WASHINGTON — Former Air Force and Navy fighter pilots are calling on the military to begin cancer screenings for aviators as young as 30 because of an increase in deaths from the disease that they suspect may be tied to radiation emitted in the cockpit.
"We are dropping like flies in our 50s from aggressive cancers," said retired Air Force Col. Eric Nelson, a former F-15E Strike Eagle weapons officer. He cited prostate and esophageal cancers, lymphoma, and glioblastomas that have struck fellow pilots he knew, commanded or flew with.
(BEIJING) — Scientists are working to develop a vaccine to help guard the world’s pork supply as a deadly virus ravages Asia’s pig herds.
Farmers have long contained its spread by quarantining and killing infected animals, but the disease’s devastating march into East Asia is intensifying the search for another solution.
The virus hadn’t been considered as high a priority for researchers until it turned up last year in China, home to half the world’s pig population, likely by way of Eastern Europe and Russia. Since then, it has spread to other Asian countries including Vietnam and Taiwan, killing millions of pigs along the way. Though it does not sicken people, the disease is highly contagious and deadly to pigs.
“Today’s situation, where you have this global threat, puts a lot more emphasis on this research,” said Dr. Luis Rodriguez, who leads the U.S. government lab on foreign animal diseases at Plum Island, New York.
One way to develop a vaccine is to kill a virus before injecting it into an animal. The disabled virus doesn’t make the animal sick, but it prompts the immune system to identify the virus and produce antibodies against it. This approach, however, isn’t consistently effective with all viruses, including the one that causes African swine fever.
It’s why scientists have been working on another type of vaccine, made from a weakened virus rather than a dead one. With African swine fever, the puzzle has been figuring out exactly how to tweak the virus.
In Vietnam, where the virus has killed 3.7 million pigs in six months, the government said this summer it was testing vaccines but provided few details of its program. In China, the government indicated scientists are working on a vaccine that genetically alters the virus, an approach U.S. scientists have been pursuing as well.
The U.S. Department of Agriculture said it recently signed a confidential agreement with a vaccine manufacturer to further research and develop one of Plum Island’s three vaccine candidates. The candidates were made by genetically modifying the virus to delete certain genes.
But before a vaccine becomes available, it needs to be tested in large numbers of pigs in secure facilities with isolation pens, waste and carcass incinerators and decontamination showers for staff, said Linda Dixon, a biologist at London’s Pirbright Institute, which studies viral diseases in livestock. The process takes two to five years, she said.
The extensive testing is necessary to ensure vaccines made by weakened viruses don’t have unintended side effects.
In the 1960s, for instance, Spain and Portugal tested such a vaccine after outbreaks of African swine fever. The treated pigs seemed fine at first, but then lesions broke out on their skin, arthritis locked up their joints and the animals failed to fatten up, said Jose Manuel Sanchez-Vizcaino Rodriguez, who leads a lab focused on African swine fever at the University in Madrid.
The two countries eventually eradicated the disease by enforcing strict sanitary protocols, quarantining and killing infected and carrier pigs.
Even if vaccines become available, they might not work across the globe. Vaccines developed for the virus in China and Europe, for example, might do nothing in sub-Saharan Africa, where the disease has been around longer.
A vaccine might be most desirable in places where the disease is widespread, said Daniel Rock, who previously headed Plum Island’s African swine fever program. Other countries might prefer the quarantine-and-kill method.
That could be the case in the U.S., where health officials have been training pork producers how to spot and report potential symptoms, which can include bleeding, lethargy and loss of appetite.
Still, Rock said the disease’s global spread has made the option of a vaccine a high priority in the U.S.

Evelyn Beatriz Hernández, now 21, had served 33 months of a 30-year prison sentence when her conviction was overturned in February for lack of evidence and a new trial was ordered. Prosecutors had asked for a 40-year sentence.
The retrial was a first for such a case in the Central American nation, where prosecutors aggressively pursue legal cases against women who have miscarriages or other obstetric emergencies, accusing them of murder.
“Thank God, justice was done,” Hernández said following the announcement of the verdict, visibly emotional as dozens of women waited at the courthouse. “I also thank you who have been present here.”
“Yes we did!” the women chanted.
Hernández also thanked foreign diplomats who have followed the case closely. The Associated Press usually does not name victims of alleged sexual assault, but Hernández has spoken publicly about her case.
Hernández’s fetus was at 32 weeks in 2016 when she felt intense abdominal pains and delivered it into an outdoor toilet, and it was later found lifeless in a septic tank. Her mother said she found her passed out next to the latrine, and Hernández said she didn’t know she was pregnant.
Both women said they didn’t know there was a fetus in the tank, but prosecutors didn’t believe them and pressed charges. Forensic experts were unable to determine whether it died in the uterus or in the septic tank.
At the retrial, prosecutors’ argument against Hernández was commission by omission — that is, she failed to protect her fetus.
“We believe the judge has been very fair in his ruling,” defense lawyer Bertha María Deleón said. “He has said that there was no way to prove a crime and for that reason he absolved her.”
El Salvador is one of three Central American nations with total bans on abortion. Women convicted of having abortions face sentences of two to eight years.
But women who turn up at public hospitals following a miscarriage are sometimes accused of having killed the fetus and charged with aggravated homicide, which carries a sentence of 30 to 40 years. Such punishments often fall on poor, young women and victims of rape.
“This is a resounding victory for the rights of women in El Salvador. It reaffirms that no woman should be wrongly accused of homicide for the simple fact of suffering an obstetric emergency,” said Erika Guevara-Rosas, Americas director at Amnesty International.
Guevara-Rosas called on El Salvador to cease “criminalizing women once and for all by immediately revoking the nation’s draconian anti-abortion laws.”
El Salvador is a deeply religious country with 80% of the population identifying as Catholic or evangelical Christian. It’s also home to macho attitudes on women’s role in society, as well as widespread gang violence.
“We judge cases based on religious convictions, often for things that should never enter in a courtroom,” defense lawyer Arnau Baulenas said.
“We have to stop using justice to respond to social needs,” Baulenas added. “Justice should do its work with criminals, not innocent people.”
Every year an estimated 25,000 women are impregnated after rapes in the country of just over 6 million. It is believed that thousands of clandestine abortions are carried out each year in El Salvador.
Recent polls have shown broad support for more lenient abortion laws, though many in the country believe rape victims should be made to carry pregnancies to term.
Hernández’s case was seen as a test for women’s reproductive rights under new President Nayib Bukele, who has said he believes abortion is acceptable only when the mother’s life is at risk but that he opposes criminalizing women who have miscarriages.
“If a poor woman has a miscarriage, she’s immediately suspected of having had an abortion,” Bukele said in 2018. “We can’t assume guilt when what a woman needs is immediate assistance.”

Hours before dawn at Soko ya Nadhif market in Garissa, Kenya, middle-aged women in neon hijabs shout orders at men. They glide smoothly, like ghosts, through the darkness, groaning under the weight of heavy bags of fresh, long-stemmed leaves, each emblazoned with a woman’s name. They work quickly: just one day earlier, on July 4, 2019, a rumored threat from al-Shabaab, the Somali terrorist group just across the border, had sent everyone at the market scurrying to safety and cost them a day of work. Now the pressure to make up time is palpable – and so is the sense of looming violence.
“The safety of this place is not something we can take for granted anymore,” a woman yells, urging the men who work for her to get the leaves off the trucks as quickly as possible. The other women match her urgency, and by the time the sun rises, the leaves have been re-packaged into neat parcels, tied with banana leaves. The sales take place quickly, and before long the leaves and twigs have transformed into piles of cash.
“We are big time,” Khadija Dabar, 52, says with a wry grin as she counts her profits. “This is a good business because it’s always there. Whether it is drought or it is raining, miraa never lets us down.”
Khat, also known as miraa, is an amphetamine-like plant native to the Horn of Africa and Arabian Peninsula. Banned in the United States and most of Europe, khat is one of the most popular — and lucrative — drugs in the region, bringing in an estimated $400,000 a day in Kenya alone. The industry is so central to the regional economy that when Somalia briefly banned khat imports for a single week in 2016, Kenyan farmers lost millions of dollars. Khat is most popular with men: in Somalia, an estimated 75 percent of men chew the leaf for its mild stimulant effect.
In Kenya, they say khat makes men stoned, docile, and impotent. But it makes women rich.
In Garissa, a group of seven women, known as the Al-Amin Women’s Group, run the show. Dabar, who has been chairwoman since 2009, says it has become one of the most successful khat distributors in Garissa. After only a few years in the business, the Al-Amin Women’s Group — mostly made up of single mothers — has already made enough money to invest in its own fleet of six land cruisers to transport the drug between farms in Meru, in Kenya’s picturesque central highlands, and buyers around the region. Today, Dabar is her husband’s boss: he works for the women’s group as a driver.
But Dabar is an exception. Most of the women who run the khat business are unmarried: widows, divorcees, and single mothers. One vendor joked that selling khat is “like speed dating,” since all of her customers are men. The association between khat and single women is so strong that one driver, upon seeing a foreigner in the market, shouts: “Is the white lady making a list of women without husbands?” The question provokes a laugh, and a comeback: “Miraa is my husband,” one woman replies. “It provides for my children.”
The economic reliability of khat in this semi-arid region rests on a critical foundation: it is a drought-resistant crop. In Garissa, the ability to resist climate change means survival. The women of Kenya’s khat industry have the chance to thrive even as climate change puts other farm industries at risk.
Khadija Dabar understands the threat first-hand. According to various USAID and World Bank reports, African women do the majority of agricultural work in rural areas. For decades, Dabar was one of them. She grew tomatoes, bananas, and papayas on her 70-acre farm alongside the River Tana, and for a while, times were good. But the climate started to change, and the river that had once sustained Dabar’s farm started to drown it. By 2008, Garissa County was one of the regions of Kenya hardest-hit by severe flooding, according to the International Federation of Red Cross and Red Crescent Societies. One morning, Dabar woke up to discover that a flood had washed away 2,000 banana trees in a single morning. It had taken her nine months of work to grow them.
“I nearly died,” Dabar recalls. “I didn’t know what to do.”
Desperate to support her family, Dabar traveled to Nairobi to sell honey. In the big city, another businesswoman gave Dabar advice that would change everything: “Take that money to Meru,” the woman said, gesturing to the meager income Dabar had made from her honey. “In Meru, you can triple it.”
Curious to see how much she could increase the profits from her honey sales, Dabar traveled to Meru in 2008. The cool, green highlands of Meru County are the cradle of Kenya’s khat industry, and feel like a different planet than the golden sands of Garissa County. But the two regions are intimately linked in the country’s khat trade: Meru women farm the crop, and Garissa women distribute it.
The trip to Meru was the decision that transformed Dabar, a devout Muslim and middle-aged mother of ten, from farmer to reluctant drug lord.
Women have a long history of dominance in the East African khat trade. According to David Anderson, author of The Khat Controversy, a businesswoman named Yasmin who moved from Somalia to Kenya in the 1970s was one of the first people to export khat to the United Kingdom. Her wealth and success in the industry inspired others: in Somaliland, a disputed breakaway state in the Horn of Africa, an estimated 72 percent of khat vendors are female. In Ethiopia, one of the country’s richest women, Suhura Ismail, made so many millions from her successful khat export business that she eventually launched her own charter airline to transport the drug. (She even named the airline after herself.) In Kenya, women are present in every stage of the industry, from cultivation to distribution to sales.
It’s a good opportunity for Kenyan women, who have been hit by the twin crises of unemployment and climate change. According to a 2018 report from the Kenya National Bureau of Statistics, women are grossly underrepresented in all sectors of the workforce. Agricultural work is an exception — more than 60 percent of employed women in sub-Saharan Africa work in some capacity of the agriculture industry, according to a report from the United Nations Food and Agriculture Organization. But that work is most likely to be affected by the changing weather patterns made more likely by climate change. Research on the socio-economic impact of climate change in Garissa County published in 2016 by the University of Nairobi concluded: “The county’s agricultural sector is already suffering from the changing rainfall patterns, temperature increases, and more extreme weather events, like the floods and droughts.” Since nearly 73% of Garissa residents already live below the poverty line, the climate crisis is likely to fuel social instability as traditional agricultural jobs disappear.
The effects of climate change have taken a toll on crops throughout Kenya: coffee production, for example, has been so severely affected that some researchers say parts of central Kenya are no longer suitable for coffee cultivation. In some parts of the country, the demand for crop insurance to guard against the risk of climate change is so high that, in 2015, crop premiums from participating farmers hit $1.4 million USD.
Enter drugs. Khat has low cultivation costs, is drought-tolerant and therefore able to thrive even during times of drought after other crops have failed, and requires little more than the basic agricultural knowledge that many women already have. Drought-resistant drug cultivation is such a good opportunity for women that it is also happening elsewhere in the world. In Afghanistan, where the religious practice of “purdah” restricts most rural women from seeking work outside their family farms, “women play a significant role in opium cultivation,” according to a study from the United Nations Office on Drugs and Crime. Like khat, opium tolerates drought, and can quadruple a farmer’s annual income, according to the American Security Project.
“When everything else has dried up, drugs like miraa are the one last survivor,” says Abdi Ismail, 49, a Garissa-based climate change researcher, standing inside a khat store where eager customers reach through metal bars to get their hands on the drug. “And there are always people who want to buy it.”
In 2012, when Jeniffer Kathure, 47, inherited two acres of farmland near Laare in Meru County, she wasn’t immediately sure how to use it. But khat quickly emerged as the obvious choice: Meru County farmers produce hundreds of tons of khat each day, which they export to distributors both nationally and internationally. Khat is of such central economic importance for the region that even churches and schools support themselves by growing the drug, Kathure said — Meru’s version of a potluck, or bake sale. Kathure decided to use her newly-inherited land to join the industry.
“When you have your own miraa farm, you have freedom,” says Kathure, who uses profits from her farm to fund popular “empowerment seminars,” training an estimated 2,000 – 30,000 women who want to start their own khat farms. “Women who don’t have property – they are not free. But I am free.”
While the benefits of joining the khat industry are clear, the risks are growing. In Garissa, near the border with Somalia, distributors such as Khadija Dabar and the other mothers of the Al-Amin Women’s Group have faced threats from al-Shabaab, the Somali terrorist group that regularly murders civilians and that has banned khat as “haram”(forbidden). In the farms around Meru, farmers like Kathure have to employ guards armed with poison arrows, machetes, and other weapons, to protect their plants. Khat farmers hire guards to deal with thieves so brutally that in Meru, Kathure says, if she sees a young man who is missing a hand, she knows she’s looking at a khat thief.
“Miraa is a very risky business,” says Rose Kajuju, 35, who farms half an acre of khat in Laare. “The ones who steal miraa are men, so farmers can be beaten or raped. We have to protect our miraa, but we have to protect ourselves also.”
International drug criminalization campaigns also pose a threat. For decades, Britain imported an estimated 2,500 to 2,800 tons of khat each year, according to the Home Affairs committee. But when the U.K. declared khat a Class C drug and banned all imports in 2014, the Kenyan khat industry, and the people who rely on it, were devastated. And although khat exporters have shifted their focus to other markets, including Nordic countries and Israel, the threat of criminalization remains a daily fear.
There is also a social cost to working in the drug trade. Since men are the vast majority of khat consumers, some Kenyan women say they resent the lethargic effect the drug has on their husbands and sons. Halima Haji, a mother of six and anti-khat campaigner in Garissa, thinks women in the khat industry should be ashamed. “It’s not a good job for these women,” says the 53-year-old, who successfully campaigned to get a popular miraa chewing garden in Garissa shut down. “These women have money, so they can’t be stopped. But nobody likes them.”
Many women in the industry shrug off criticism of their work. “Miraa takes care of my children,” Kathure says. “If you don’t like miraa, don’t chew it. Keep quiet, and let the rest of us survive.”
Kathure believes it is hypocritical to condemn khat while shrugging at other drugs like cigarettes, alcohol, and coffee. In 2017, she ran for elected office to defend her industry. (Her first campaign was unsuccessful: “They say politics is for men,” Kathure recalls, rolling her eyes.)
But for other women in the business, the criticism is harder to shrug off. Khadija Dabar says it weighs on her every day. “Miraa saved my family, but it’s hurting other people’s families,” Dabar says, sitting under a tree on the farm that used to be her livelihood. It’s an idyllic place: wild giraffes graze in the distance, and the Tana River flows nearby. Trees still boast the occasional banana or mango – reminders of what the farm used to be and perhaps, Dabar hopes, could be again.
“I need the money, but I feel guilt,” Dabar said, fiddling with one of the gold rings on her fingers. “If there were no more floods, farming would be a better job. But the floods keep coming, and my children need school fees. So I sell this drug.”

ROME (AP) — The Spanish rescue ship Open Arms resorted to serving pizzas to 107 increasingly angry and sometimes aggressive migrants who are stranded aboard, as Italy’s interior minister stuck to his refusal to let the vessel dock at a nearby Italian island in a weekslong standoff.
The migrants were rescued from traffickers’ boats in the Mediterranean off Libya and have spent 18 days aboard the Open Arms as they wait to see whether anti-migrant Interior Minister Matteo Salvini will let them disembark on Lampedusa, a tiny Italian island south of Sicily. Six other European Union countries have agreed to take the passengers.
A day earlier, Open Arms’ captain informed Italian authorities that the crew of 17 could no longer control the situation aboard, as frustrated migrants resort to fighting.
Separately, the organization’s founder, Oscar Camps, told The Associated Press in a phone interview Monday night from Lampedusa, that “it is not a question of how long we can hold out. No one knows what will happen.”
“At every instant we must stop fights, aggression, arguments, hunger strikes and stop people from jumping into the sea,” exactly like several migrants did a day earlier in a foiled bid to reach the island, he said.
When the migrants were brought back aboard, major fights broke out among the passengers “because they had put the others at risk,” Camps added.
In a bid to vary the migrants’ food and improve their mood, some of the crew went to the island and returned with 100 pizzas, Camps said. “We have tried everything” to keep spirits calm, he added.
Asked if Open Arms might follow the example of a German captain who defied Salvini’s ban and steered a boat packed with migrants to Lampedusa this summer, Camps said he would not.
“We have no intention in disobeying, we have scrupulously compiled with maritime law,” he said.
The German captain was arrested but later released after an Italian judge ruled that she was saving the lives of the 40 migrants aboard.
Open Arms sailed within a few hundred meters of Lampedusa last week after winning a court ruling overturning Salvini’s ban on private rescue boats entering Italy’s territorial waters. Salvini has appealed that ruling and warned that the ban on docking still holds.
The boat is currently anchored off Lampedusa’s coast.
Camps said Italy’s coast guard offered to transport some of the migrants to Spain, but Open Arms insisted they must take everyone aboard.
Italian Transport Minister Danilo Toninelli, whose ministry includes the coast guard, said Italy also offered to escort Open Arms to a Spanish port, but the ship “incredibly refused” that offer, too.
Earlier in the day, Open Arms’ president, Riccardo Gatti, suggested that the migrants could be transferred to the major Sicilian city of Catania, where a chartered plane could then fly the 107 migrants to Spain.
Open Arms captain Marc Reig Creus told Italian authorities Sunday that if Italy won’t let the ship dock at Lampedusa, it would agree to transferring the migrants to another boat that could make the several days’ journey to the port Spain had initially proposed, Algeciras, at the far west end of the Mediterranean.
Open Arms has only two toilets, and last week volunteers who visited the ship said some migrants were forced to use areas where they eat for their bathroom needs.
Spanish Deputy Prime Minister Carmen Calvo said the government had offered to help the Open Arms with food, fuel and medical attention for the journey to Spain.
“We believe that once the migrants have peace of mind and know that they will navigate to a safe and open port, like the one Spain is offering, this situation will calm down,” she said. “But the answer was that they (Open Arms) insist on entering Italy.”
Camps, in explaining the refusal, said: “We could have done it on Day 1 or 2, but not on Day 18 when we have exhausted our resources,” psychologically. “It can’t be fixed with a little food, fuel and pats on the back” for a four-day journey, he said, calling conditions on the ship “inhuman.”
Earlier on Monday, Open Arms nixed a follow-up offer by Spain to go to a closer port in the Balearic Islands.
Salvini’s popularity is soaring among his voter base, which blames illegal migrants for crime.
“Why doesn’t Open Arms go to Spain?” he tweeted. “In 18 days, they could have gone back and forth three times from Ibiza and Formentera,” two Balearic islands.
Last week, 40 migrants and some family members were allowed to leave Open Arms because they were deemed to be minors, ailing or psychologically troubled.
Meanwhile, the Norwegian-flagged Ocean Viking, which is operated by two French humanitarian groups and has 356 rescued migrants aboard, has been sailing between Malta and the Italian island of Linosa as it waits for a port of safety to be assigned

The protests began as peaceful marches against a now suspended bill that would have allowed the extradition of fugitives to mainland China. But they gradually morphed into a push for greater democracy and a rebellion against what is seen as Beijing’s increasing encroachment on Hong Kong’s freedoms, leading to violent clashes between demonstrators and police.

Carrie Lam, Hong Kong’s embattled top official, held out an olive branch to anti-government protesters Tuesday, promising “a platform for dialogue with people from all walks of life.”
She added: “This is something that we want to do in a very sincere and humble manner.”
Speaking at a media briefing before the weekly meeting of her cabinet, Lam also pledged to launch “an important fact-finding study in addition to a very robust system to investigate and look at the complaints against police over this prolonged period of confrontation and violence.”
Lam did not give specifics but said she would “reach out to the community as soon as possible.” She also did not say if she would formally withdraw, instead of merely suspend, a bill that has been the focus of intense opposition.
Her remarks came as the head of the independent body charged with investigating complaints against police described as “eminently reasonable” the withdrawal of the bill, which would have allowed, for the first time, the extradition of fugitives to mainland China from the former British colony.
Anthony Neoh also called for “real talking from the heart” and suggested that there might be ways of granting greater freedoms to Hong Kong’s young people, who have been in the forefront of the disturbances. “Let’s have it out and see what could be done on this. I think it’s time to put things on the table and see what could be done,” he told local media.
The extradition bill has provoked a storm of opposition in Hong Kong, with detractors arguing that Beijing would use it to round up dissidents and critics of the communist regime.
However, the initial campaign against the bill has quickly escalated into a rebellion against Hong Kong’s unrepresentative administration. Many protesters also repudiate Chinese sovereignty and demand self-determination for Hong Kong’s 7.2 million people, who are culturally and linguistically distinct from mainland Chinese.
The semi-autonomous enclave is enjoying a rare period of calm after a large march on Sunday was pulled off peacefully, in contrast to weeks of pitched battles between protesters and police. However tensions remain high, with many protesters threatening stepped-up action this weekend.
Reports that Chinese border officials are searching the phones of Hong Kong travelers, for photos and other evidence of participation in the protests, have set many on edge. So has the news that an employee of the British consulate in Hong Kong has gone missing after traveling crossing the border to attend a trade event in their neighboring Chinese city of Shenzhen.
“We are concerned by reports that a member of our team has been detained,” a U.K. Foreign Office spokesman told the BBC.
Meanwhile, Beijing has reacted with fury to a Taiwanese offer of asylum to Hong Kong activists.
According to AP, an official at the bureau overseeing cross-strait affairs said the offer from Taipei amounted to covering up “the crimes of a small group of violent militants” and would embolden their “audacity in harming Hong Kong.”
There are close connections between Hong Kong and Taiwan, a self-governing island that Beijing regards as a renegade province. The Taiwan Newsreports that emigration from Hong Kong to Taiwan jumped 28% this year.
WASHINGTON — Twitter said Monday it has suspended more than 200,000 accounts that it believes were part of a Chinese government influence campaign targeting the protest movement in Hong Kong.
The company also said it will ban ads from state-backed media companies, expanding a prohibition it first applied in 2017 to two Russian entities.
Both measures are part of what a senior company official portrayed in an interview as a broader effort by Twitter to curb malicious political activity on a popular platform that has been criticized for enabling election interference in the U.S. and around the world and for accepting funds for ads that amount to propaganda by state-run media organizations.
The accounts were suspended for violating the social networking platform’s terms of service and “because we think this is not how people can come to Twitter to get informed,” the official said in an interview with The Associated Press.
The official, who spoke on condition of anonymity because of security concerns, said the Chinese activity was reported to the FBI, which investigated Russian efforts to interfere in the 2016 U.S. presidential election through social media.
Twitter traced the Hong Kong campaign to two fake Chinese and English Twitter accounts that pretended to be news organizations based in Hong Kong, where pro-democracy demonstrators have taken to the streets since early June calling for full democracy and an inquiry into what they say is police violence against protesters.
The Chinese language account, @HKpoliticalnew, and the English account, @ctcc507, pushed tweets depicting protesters as violent criminals in a campaign aimed at influencing public opinion around the world. Though Twitter is banned in China, it is available in Hong Kong, a semi-autonomous region.
An additional 936 core accounts Twitter believes originated from within China attempted to sow political discord in Hong Kong by undermining the protest movement’s legitimacy and political positions.
About 200,000 more automated Twitter accounts amplified the messages, engaging with the core accounts in the network. Few tweeted more than once, the official said, mostly because Twitter caught many of them using its technology.
The activity wasn’t confined to one social media platform. Facebook said Monday that it removed seven pages, three groups and five accounts, including some portraying protesters as cockroaches and terrorists, after being notified by Twitter.
The Twitter campaign reflects the fact that the Chinese government has studied the role of social media in mass movements and fears the Hong Kong protests could spark wider unrest, said James Lewis at the Center for Strategic and International Studies.
“This is standard Chinese practice domestically, and we know that after 2016 they studied what the Russians did in the U.S. carefully,” Lewis said. “So it sounds like this is the first time they’re deploying their new toy.”
Twitter has sought to more aggressively monitor its network for malicious political activity since the 2016 presidential election and to be more transparent about its investigations, publicly releasing such data about state-backed influence operations since October so others can evaluate it, the official said.
“We’re not only telling the public this happened, we’re also putting the data out there so people can study it for themselves,” the official said.
As for state-backed media organizations, they are still allowed to use Twitter, but are no longer allowed to pay for ads, which show up regardless of whether you have elected to follow the group’s tweet.
Twitter declined to provide a list of what it considers state-backed media organizations, but a representative said it may consider doing so in the future. In 2017, Twitter specifically announced it would ban Russia-based RT and Sputnik from advertising on its platform.
Costa Rica’s Ministry of Health has confirmed two new deaths due to suspected methanol poisoning, raising the number of people believed to have recently died consuming tainted alcohol in the Central American country to 25.
The agency said in a press release that one person died in Santa Bárbara de Heredia, and another in Santa Cruz de Guanacaste.
The health ministry said that since at least June, 19 men and six women between the ages of 32 and 72 have died from suspected alcohol poisoning in several cities.
Of the 25 deaths, seven were poisoned in the capital city of San José, one in Alajuela, two in Heredia, five in Cartago, three in Guanacaste, one in Puntarenas, four in Limón and two additional deaths that are currently under investigation. Overall, 59 people have been hospitalized for methanol poisonings, per data from the Health Surveillance Unit of the Ministry of Health.
As a result of the poisonings, the ministry said they have closed 10 establishments in San José and Alajuela and have seized over 55,000 containers of alcohol they believe were contaminated with methanol, which the U.S. National Library of Medicine describes as “a light, volatile, colourless, flammable, poisonous liquid with a distinctive odor that is somewhat milder and sweeter than ethanol.”
Costa Rica’s Ministry of Health previously said symptoms of methanol poisoning include acute abdominal pain, acute headache, and ataxia — the lack of coordination of body movements.
The ministry also advised against the consumption, sale or purchase of liquor including Guaro Chonete, Guaro Cuerazo, Guaro Sacheto, Guaro Gran Apache, Red Star Brandy, Guaro Montano, Brandy Red Barnacle, Brandy Timbuka or Brandy Molotov.
Costa Rica has garnered a reputation for being one of the safest countries in Central America, particularly for tourists. Known for its rainforest and beaches, the Central American country is sandwiched between Panama and Nicaragua.
Although officials have not confirmed if any victims of the poisonings were tourists, the country attracts millions of tourists annually, including to major cities like the capital San José — where seven people were believed to be fatally poisoned, the Ministry of Health said.
This latest news comes not long after the Dominican Republic made headlines this spring after 11 American tourists “mysteriously” died in the span of a few weeks, amid concerns that tainted alcohol might have played a role.
In June, the Hard Rock Hotel & Casino announced it would remove liquor dispensers from guest rooms at the Punta Cana location, along with other safety measures. The hotel said in a statement that it was making the move based on “guest feedback” and to “enhance safety moving forward,” not due to reports that some U.S. tourist deaths may have been caused by tainted alcohol.
Buckingham Palace has issued a statement on behalf of Prince Andrew regarding the Jeffrey Epstein case, saying the Prince is “appalled” by Epstein’s alleged crimes.
The statement comes shortly after the Daily Mail published footage that claims to show the Duke of York inside Epstein’s Manhattan home in 2010 — two years after the financier’s controversial 2008 plea deal.
“The Duke of York has been appalled by the recent reports of Jeffrey Epstein’s alleged crimes. His Royal Highness deplores the exploitation of any human being and the suggestion he would condone, participate in or encourage any such behaviour is abhorrent,” according to the statement released on Sunday.
Prince Andrew had been photographed with Epstein on several occasions, but recently distanced himself from the disgraced financier.
In 2008, Epstein pleaded guilty to soliciting a minor for prostitution and served 13 months of his 18-month sentence. The plea deal angered many who claim it was much too light for the financier, who was accused of sexually abusing dozens of underage girls at his Palm Beach estate. Furor over the deal eventually led to the resignation of Labor Secretary Alex Acosta in July, who was U.S. Attorney in South Florida at the time of the deal. Before resigning, Acosta had defended his role in the case, saying he acted to ensure Epstein did not “walk free.”
Last month, Epstein was arrested for alleged sex trafficking on a new federal indictment. He was found dead in his jail cell on Aug. 10. Autopsy results showed he died of suicide by hanging.
Prince Andrew has been linked to Epstein, and legal documents unsealed by a U.S. judge just one day before Epstein’s death included allegations about the royal. Virginia Giuffre, one of Epstein’s alleged victims, testified in a deposition that she was coerced into sexual encounters with several men, including the prince. Buckingham Palace previously told TIME in a statement: “It is emphatically denied that The Duke of York [Prince Andrew] had any form of sexual contact or relationship with Virginia Roberts [Giuffre]. Any claim to the contrary is false and without foundation.”
Court documents from a defamation case involving Ghislaine Maxwell — a British socialite and close friend of Epstein — also include an allegation by a woman named Johanna Sjoberg, who claims that Prince Andrew touched her breast at Epstein’s home in Manhattan in 2001. In the statement provided last week, Buckingham Palace said: “Any suggestion of impropriety with underage minors is categorically untrue.”
Prince Andrew was reportedly introduced to Epstein by Maxwell, who has been accused in lawsuits of helping Epstein recruit and groom girls for sexual abuse. Maxwell has repeatedly denied these allegations.
(HONG KONG) — At least eight pop stars from mainland China and one each from Taiwan and Hong Kong are publicly stating their support for Beijing’s one-China policy, eliciting a mixture of disappointment and understanding from fans. Many of the statements came after protesters opposed to Beijing’s growing influence over semi-autonomous Hong Kong removed a Chinese flag and tossed it into Victoria Harbour earlier this month.
Lay Zhang, Jackson Wang, Lai Kuan-lin and Victoria Song were among the K-pop artists who recently uploaded a Chinese flag and declared themselves as “one of 1.4 billion guardians of the Chinese flag” on their official Weibo social media accounts. Wang is from Hong Kong and Lai is from Taiwan.
Some see the public pronouncements as the latest examples of how celebrities and companies feel pressured to toe the line politically in the important Chinese market. Yet they also coincide with a surge in patriotism among young Chinese raised on a steady diet of pro-Communist Party messaging.
Song and Zhang, a member of popular group EXO, have shown their Chinese pride on Instagram, in Song’s case by uploading an image of the Chinese flag last week with the caption “Hong Kong is part of China forever.” (Such posts would only be seen by their international fans because Instagram, like most Western social media sites, is blocked by the ruling Chinese Communist Party’s censors.)
For over a decade, South Korean entertainment agencies have been grooming Chinese singers to be part of their Korean pop bands in an attempt to win over the massive mainland Chinese market. Only a few have made it to a much-coveted debut. But a number of Chinese K-pop stars — citing unfair treatment — have also left their K-pop groups to pursue lucrative solo careers in mainland China.
K-pop fans reacted swiftly to the avowals of allegiance to China. Some called it shameful, while others were more understanding.
Erika Ng, a 26-year-old Hong Kong fan of Jackson Wang, was not surprised by his statement. She said he “values the China market more than the Hong Kong market” because of his large presence in the mainland. Wang, a member of the group Got7, used to carry a Hong Kong flag and wear a hat with the city’s symbol, a bauhinia flower. Lately, he has been carrying a Chinese flag on his concert tour and was wearing a China flag hoodie in his music video.
Ellyn Bukvich, a 26-year-old American who has been an EXO fan for five years, said many young fans will probably support Zhang and his message because of his status as a K-pop idol. “It’s spreading propaganda and it’s very effective,” Bukvich said.
The one-China policy maintains that there is only one Chinese government, and it is a key diplomatic point accepted by most nations in the world, including the U.S. It is mostly aimed at the democratic island of Taiwan, which Beijing sees as a breakaway province to be reunited with the mainland by force if necessary. In the case of Hong Kong, a former British colony handed back to Chinese control in 1997, Beijing maintains a “one country, two systems” policy in which the city is guaranteed greater freedoms than those on the mainland until 2047.
China’s government and entirely state-controlled media have consistently portrayed the Hong Kong protest movement as an effort by criminals trying to split the territory from China, backed by hostile foreigners.
International brands — from fashion companies to airlines — have been compelled to make public apologies for perceived breaches of that policy, such as listing Taiwan and Hong Kong as separate countries on their websites or on T-shirts. Zhang terminated his partnership with Samsung Electronics last week, accusing the South Korean mobile giant of damaging China’s “sovereignty and territorial integrity.”
The statement in a Weibo post was prompted by Samsung having separate language options for users in Hong Kong, China and Taiwan on its global website. Both Hong Kong and Taiwan use traditional Chinese characters instead of the simplified ones used in mainland China, and Hong Kong also has English as an official language. Samsung declined to comment on whether it will continue to provide different language options for Taiwan and Hong Kong.
It can be difficult to know whether loyalty vows to Beijing are heartfelt or for commercial reasons. The past is littered with examples of celebrities, both Chinese and foreign, who saw their business in China destroyed after the party objected to a statement or an action. In 2016, Taiwanese K-pop star Chou Tzu-yu made a public apology for waving the Taiwanese flag while appearing on a South Korean television show. A Chinese vilification campaign against her led to a backlash among some Taiwanese, who at the time were in the midst of a presidential election eventually won by Tsai Ing-wen, who is despised by Beijing for her pro-independence stance.
Public support for Beijing hasn’t been limited to pop stars.
Liu Yifei, the Chinese-born star of Disney’s upcoming live-action version of the film “Mulan,” weighed in on the situation in Hong Kong, where protesters have accused police of abuses. “I support the Hong Kong police,” Liu, a naturalized U.S. citizen, wrote on her Weibo account. “You can all attack me now. What a shame for Hong Kong.”
Some questioned her motives, wondering if the post was calculated to ensure her film is released widely in China — the world’s largest film market. Among Hong Kong protesters, there were swift calls for a boycott of the film when it is released next year.

NEW DELHI: A high-level government task force on direct taxes has proposed a rethink on the brackets, review of the surcharges levied on income tax, a regime that encourages startups and a revamp of the I-T Act to make it taxpayer-friendly, said people with knowledge of the matter.It is understood to have suggested changes to the tax brackets, in what could lead to significant relief for the middle and upper middle class; a rate of 25% for both domestic as well as foreign companies, which face 40% tax now; and a concept of negotiated settlement via mediation that's popular overseas.The committee submitted its report to finance minister Nirmala Sitharaman on Monday. The government hasn't made the report public."Overall, the emphasis is on designing a tax regime that is simple on compliances, faceless in all interactions with taxpayers and fosters businesses," one of the persons said, adding that the report is consistent with the philosophy expressed by Prime Minister Narendra Modi in his interview to ET earlier this month and reiterated in his Independence Day address. 70746723 The task force was headed by Akhilesh Ranjan, member, Central Board of Direct Taxes (CBDT).The committee had to submit its report by May 31 but the then finance minister Arun Jaitley gave it two months more to complete the exercise.Creation of Assessment Unit"Union Minister of Finance and Corporate Affairs Smt.@nsitharaman received the report submitted by Shri Akhilesh Ranjan, convenor of the task force constituted by the government to draft New Direct Tax Law, in New Delhi today," the finance ministry tweeted.One of the persons cited above said the task force has mooted separate treatment for startups that should be different from that of a normal company among various business-friendly proposals. There is an emphasis on reducing litigation and making the interface of the department with taxpayers anonymous to eliminate harassment and corruption.It has proposed the creation of an assessment unit to replace an assessing officer and a separate litigation unit. It has favoured jurisdiction-free, anonymous assessment by domain experts with the involvement of senior officials.The committee has taken into account developments in international tax practices and looked at ways of aligning the country's tax law to deal with the new economy. It has also suggested a rejig of the framework for individual taxpayers to lower the overall tax burden and reduce compliance requirements while proposing a less-complicated tax regime for businesses with fewer exemptions. The task force has also favoured allowing public rulings on tax issues for taxpayers.Lower corp tax rateThe government is already transitioning to a 25% corporate tax regime and 99.9% of companies are now covered, leaving only those with a turnover of over Rs 450 crore out of this simpler system. The thinking is that the rate needs to be further lowered to 20%, on par with that in rival investment destinations.The capital gains tax regime, minimum alternate tax and dividend distribution tax have also been reviewed by the task force. However, details of specific recommendations on these were not known.The report, which contains a draft income tax bill with fewer sections, will be made public soon after Sitharaman studies it, said the people cited above.The recommendation on surcharges comes at a time when an increase in the super-rich surcharge in the budget has become a subject of debate. Foreign portfolio investors who were hit by the increase have lobbied heavily against it, prompting another look at the move.The finance minister had in the budget increased the surcharge levied on top of the applicable income tax rate to 25% from 15% for those with taxable incomes between Rs 2 crore and up to Rs 5 crore, and to 37% for those earning Rs 5 crore and more, taking the effective tax rate on them to 39% and 42.74%, respectively.This increased surcharge impacts individuals, Hindu Undivided Families (HUFs), trusts and associations of persons (AoPs). FPIs, sovereign wealth funds and alternative investment funds structured as trusts or AoPs are covered by this. As many as 40% of FPIs are said to have been impacted by the increased tax.Surcharge & Cess"Surcharge and cess complicate the tax calculations especially for tax-deduction purposes and also add to unnecessary disputes," said Vikas Vasal, national leader-tax, Grant Thornton in India. "Similarly, in case of cross-border transactions also, this adds to complications. Therefore, for simplicity and ease of compliance, the tax rates should subsume the surcharge and cess."The task force included chartered accountant Girish Ahuja, EY India chairman and regional managing partner Rajiv Memani, tax advocate Mukesh Patel, Mansi Kedia of the Indian Council for Research on International Economic Relations, and retired Indian Revenue Service officer and advocate GC Srivastava as members. It was set up after Prime Minister Modi, during the annual conference of tax officers in September 2017, observed that the Income Tax Act, 1961, had been drafted more than 50 years ago and needed to be revamped.
Mumbai: Subhash Chandra's Essel Group will repay about Rs 2,600 crore to mutual funds this week out of Rs 4,200 crore it raised by selling 11 per cent in Zee Entertainment to global fund Invesco Oppenheimer. Those fund houses from which the Essel promoters borrowed with Zee shares as collateral will receive this tranche of the payment, said a person familiar with the matter.Nonbanking finance companies will get Rs 1,100 crore out of the stake sale proceeds. Essel needs to repay mutual funds another Rs 3,700 crore before September 30, failing which the latter could sell the shares in the open market to recover money. 70747167 About six fund houses have an exposure of nearly Rs 6,300 crore with shares of Essel Group entities such as Zee, Dish TV and Essel Infrastructure as collateral.Essel's cash-strapped promoters had entered into an agreement with mutual funds getting time till September 30 to repay debt. This agreement prevented mutual funds from selling shares of group entities that were held as collateral. The agreement also affected payouts in the fixed maturity plans (FMPs) of Kotak Mahindra AMC and HDFC AMC.Investors in six fixed maturity plans (FMPs) of Kotak AMC maturing between April 8 and May 31 did not get back their entire money on account of delay in repayment by Essel. HDFC Mutual Fund gave unitholders the option to roll over investments for another 380 days instead of redeeming at maturity in mid-April.Aditya Birla MF has the highest exposure worth Rs 2,500 crore. Others that hold Essel securities are HDFC Mutual, SBI Mutual, ICICI Prudential, Kotak and Franklin Templeton. The Essel group had agreed to seal the stake sale deal before July 31 and return the proceeds by September. "Details cannot be shared due to confidentiality," said an Essel Group spokesperson."Essel repayment would be a major sentiment booster for the entire mutual fund industry which was struggling after loss of confidence following a few defaults," said the chief investment officer of a leading mutual fund. "There was uncertainty over the payments to AMCs even after the stake sale in Zee Entertainment."Mutual fund officials said it would be critical for Essel Group to repay the rest before September 30. In July, the group had unofficially told mutual funds holding the pledged shares that it could offload a further 10% in Zee to another investor in August to repay the balance of what it owes them. At Monday's closing price of Rs 348, a stake sale of 10% in Zee would fetch about Rs 3,400 crore.Earlier, HDFC Mutual Fund had bought non-convertible debentures (NCDs) of Essel Group worth Rs 500 crore from the debt schemes having exposure to these securities. The fund house had said it would repay investors in fixed maturity plans (FMPs), which hold Essel securities and will mature till September.
BENGALURU: US-based online retailer Amazon is proposing competitive commissions to lure restaurants onto its platform and break away exclusivity from established players Zomato and Swiggy, as it starts onboarding eateries, two people aware of the company's strategy said.Amazon's foray into the cash-guzzling online food-ordering sector comes at a time when restaurants are protesting against large food-delivery aggregators for pushing deep discounts which they claim hamper business economics."Restaurants, which were paying a commission of 15-17% to food aggregators, are being given an introductory fee of as low as 6-7%" and the promise of high order volumes, an Amazon executive said on the condition of anonymity. "This was the exact same way Swiggy started," he added.A commission is a service fee the aggregator charges a restaurant for providing a food delivery order.The ecommerce behemoth is actively pitching to break exclusivity contracts restaurants have signed with food aggregators, the company executive said.Amazon did not respond to ET's email until the time of going to press.The etailer's food delivery service is set to be launched from Bengaluru around Diwali, through its two-hour delivery app Prime Now, under the brand 'Amazon Restaurant', the sources said. The company plans to keep the business focused on the top metros, they said. "They will look to increase use cases for their premium customers and bulk up the Amazon Prime user base," another company executive said. "Categories like food and grocery delivery form a large part of driving repeats."The company will also deliver medicines and beauty products soon, among others, he added.Amazon and Catamaran Ventures' local joint venture Prione Business Services has already started hiring sales and account managers as it nears the official launch date."These people are already approaching restaurants to understand their dependencies on other food aggregators, and nuances like top selling items, among other issues," said another person privy to the company's plans.Amazon is also roping in cloud kitchens like FreshMenu, Rebel Foods, Foodpanda and Eat.Fit as well as top restaurant chains such as McDonald's, Domino's, KFC, and regional chains, he added. However, none of these deals materialised since taking an investment from Amazon is a huge signaling risk for the brand," said an entrepreneur who runs a cloud kitchen, requesting anonymity.In a cloud kitchen, operators prepare, package and deliver food without providing any dine-in facility to end-consumers.Business Standard earlier reported that Amazon held discussions to acquire UberEats, the ride-hailing leader's food delivery service.Amazon's food delivery launch is likely to intensify the cash burn in the sector, investors pointed out. Rivals Swiggy and Zomato continue to burn close to $30-40 million each month on discounting, logistics and restaurant tieups, yet the space has no clear market leader.Swiggy clocks an estimated 1.2 million orders a day across 300 cities while Zomato fulfils about 1 million daily orders across 500 cities, according to industry sources.ET reported earlier that Uber had halved annual cash allocation to $90-120 million for its food-delivery business in India. Ola, too, has pulled out from its food-delivery business, Foodpanda, and is instead selling private brands.In June, Amazon shut down its four-year-old Amazon Restaurants delivery service in the United States, while in Europe, it has invested in food delivery platform Deliveroo after shutting down its own service in the UK.
NEW DELHI: A lower base and good monsoon rains may help bring growth back to the auto market in the second half of FY20, but a meaningful turnaround hinges on government incentives, Maruti Suzuki chairman RC Bhargava said.A revival in the sense of "positive growth" will start from the third or fourth quarter, partly because of the lower base effect as sales have been falling for months, the chairman of the country's largest carmaker told ET. A pickup in monsoon rains has also kindled expectations of an improvement in rural markets, "but of course, some incentives have to be given to get the industry going", he told ET.'Maruti has Cut 3,000 Temporary Jobs'Automakers are reeling under the worst slowdown in the market in about two decades. Passenger vehicles sales dropped nearly 31% in July, the sharpest fall since 2000. Including other segments like commercial vehicles and two-wheelers, the fall was almost 19%. At Maruti Suzuki, the country's largest passenger vehicle maker, sales fell 36% from a year earlier in the past month. 70746785 Manufacturers are resorting to plant shutdowns to adjust inventory to the weak demand, which has led to job losses in the industry. Across vehicle and component manufacturers and distributors, some 350,000 people are estimated to have lost jobs in the past few months.Bhargava said Maruti Suzuki had cut around 3,000 temporary jobs."When contracts of temporary workers expire it is not renewed, especially during the downturn," he said. "However, this is a part of the business, when demand soars, more contract workers are hired..."Slowdowns are cyclical and businesses are used to that, but the one the industry is undergoing now is different from those of 2008-09 and 2013-14, Bhargava said.Higher insurance costs as well as introduction of stringent safety and emission rules have increased the cost of purchasing a car by as much as 10%, further damping demand when buyer sentiment is already low due to the economic slowdown. The problem was compounded by a crisis in the nonbanking finance sector, a major financier to the auto industry.Bhargava said if banks increased credit availability to consumers as well as dealers, it would help improve the situation.Easier tax ratesThe Maruti Suzuki chairman also echoed a demand that industry executives have been raising: easier tax rates. He, however, said the government could do that with riders."Personally, we would like to see GST benefits linked to greener and cleaner cars… Hybrid vehicles are 25-30% more efficient (than petrol- or diesel-powered ones); it (hybrid technology) will help reduce import of oils … It costs extra to make these cars and there should be some incentives to promote their use," he said.Rolling back higher road tax by states and deferring the proposal to raise vehicle registration charges would also help, he said.Bhargava said the slowdown in the automobile industry had started about a year back. "The first three quarters reported a marginal drop and were not that alarming. But the last quarter, the first quarter of this 2019-20, saw a substantial drop in sales, by 18.6%. That is when everyone has woken up … as it (slowdown) affected the economy. Slowdown is across cars, two-wheelers and commercial vehicles."Shashank Srivastava, the executive director for marketing and sales at Maruti Suzuki, said the company was pinning its hopes on festive sales."August does not seem to be any different than the previous three-four months. The expectation is demand will pick up with the festive season that starts from the first week of September," he said. "But production will depend on retail sales … There is no point in increasing factory and dealer stock if demand stays muted."
MUMBAI: Lanco Thermal Power, the holding company for investments in thermal power plants by Lanco Group, has received financial claims of Rs 24,000 crore, said two people with direct knowledge of the matter.Among the 15-20 lenders to the company are Andhra Bank, ICICI Bank, Axis Bank, Canara Bank, and IDBI Bank, sources said. The NCLT's Hyderabad chapter admitted the case for insolvency proceedings on May 9 this year. Andhra Bank moved the petition under the Insolvency and Bankruptcy Code.Parveen Bansal, designated partner of Delhi-based AAA Insolvency Professionals LLP, was appointed the resolution professional. Bansal confirmed the quantum of financial claims to ET. Emails sent to individual lenders remained unanswered. Axis Bank declined to comment.About 99% of the claims have been submitted by banks/financial institutions marked as indirect lenders, which extended loans to holding, subsidiary and associate companies. Most of these companies are undergoing insolvency process or are under liquidation. Direct lenders, with 1% of the claims, loaned funds to the holding company.70746899 "The corporate debtor secured these loans by extending corporate guarantee or by pledge of share investments," an executive linked to the resolution process said. Lanco Thermal Power also invested in a 10MW hydel plant located in Himachal Pradesh.With no single bidder officially submitting any interest to buy all the assets, lenders may have to wait for liquidation to receive their dues. Bids were sought on July 24. "Preliminary interest has been shown by investors for submission of expression of interest. Nothing can be said at this stage about their seriousness for investments," Bansal told ET.
NEW DELHI: Swedish fashion retailer Hennes & Mauritz has not faced any slowdown in India and has performed well over the quarters, H&M managing director Fredrik Olsson has said. He, however, said ease of doing business in the country could improve significantly if the authorities streamlined the dozens of licences required to open stores here."We are very open to invest more in India. It is about how do you build a stronger business," Olsson told ET in an interview here on Monday. "If policies or setups could be a little bit easier, more of the investments could go directly into improvements for customers and that will grow the business faster."He is in the country to launch H&M products on top fashion portal Myntra.com on Tuesday.Janne Einola, country manager at H&M India, said retailers require on an average 17 licences — and that could go up in many states — to open a store. "It's a very heavy admin work and very costly, and…these kinds of things also scare foreign investors. That's why I believe that it's good that the FDI rules are now discussed to ease them, but also the ease of doing business needs to be looked at," he said.H&M suggested that many of those licences could go online to make it easier for retailers. It should be a purely online process where the criteria for getting certain licences is clearly spelt out, Einola said. The world's second largest fashion retailer entered India in 2015 and so far opened 42 stores in various cities.H&M India sales during the second quarter ended May jumped 39% on year to about Rs 380 crore, one of the strongest growth across its global markets that was helped by new store additions and increasing push for full priced merchandise.Over the last four years, the Swedish retailer has clocked more than Rs 1,100 crore in annual sales, becoming the second largest lifestyle brand in the country after rival Zara. "Looking at India as a market, we believe there's tremendous potential. It's a large population. It's a very fashion-oriented population," Olsson said. "With a really good reception here, we feel that our business idea really works here. So we're trying to grow, we're fine as we grow and learn so that we deserve the next wave of growth."H&M started selling online through hm.com in March last year and said India has so far outpaced its global online average of 15% of products sold online.
New Delhi: Reliance Industries Ltd (RIL) on Monday raced past TCS to become the country's most valued firm by market valuation.At close of trade on Monday, RIL's market capitalisation (m-cap) stood at Rs 8,19,073.62 crore, which is Rs 7,226.43 crore more than that of Tata Consultancy Services' (TCS) m-cap of Rs 8,11,847.19 crore on the BSE.Shares of RIL rose by 1.15 per cent to close at Rs 1,292.10 on the BSE, while those of TCS closed flat at Rs 2,163.55.RIL shares have gained ground since the announcement of a host of investor-friendly proposals at its annual general meeting held early last week.Since August 9, RIL shares have gone up by over 11 per cent.RIL and TCS have in the past also competed with each other for the number one position in terms of market capitalisation.In the domestic m-cap ranking, RIL was at number one position followed by TCS, HDFC Bank (Rs 6,03,371.38 crore), HUL (Rs 3,94,145.32 crore) and HDFC (Rs 3,64,763.82 crore) in the top-five list.The m-cap figure of companies changes daily with stock price movement.

Federal Reserve Chairman Jerome Powell will have no lack of material to choose from when he kicks off the central bank's annual Jackson Hole symposium Friday with a speech on the challenges for monetary policy.A deglobalization shock touched off by Donald Trump's trade policy; super low interest rates, including $16.7 trillion in negative-yielding bonds; a never-ending presidential assault on the Fed; and a rising risk of a U.S. and worldwide recession."There are all sorts of hazards out there,'' said former International Monetary Fund chief economist Maury Obstfeld, now a senior fellow at the Peterson Institute for International Economics.And some of them, including the risk of a hard Brexit and political protests in Hong Kong, lie outside of the U.S. and aren't susceptible to the Fed's influence. 70742299 Fed watchers expect Powell to do nothing on Friday to disabuse investors of the widespread perception that the central bank will reduce interest rates by another quarter of a percentage point next month. But whether he'll open the door to a half-point cut, which some traders are looking for, is unclear."It's certainly a possibility,'' that the Fed will lower rates by a half point in September, said Bruce Kasman, chief economist at JPMorgan Chase & Co. "But I don't see it. The data don't justify that.''He puts the chances of a U.S. recession in the next 12 months at 40% to 45%.Mixed SignalsFormer Fed official Nathan Sheets likened the economic dashboard facing Powell to a Christmas tree. Some lights, such as the steep drop in bond yields, are flashing recession red. Others, such as solid retail sales, are flashing a green all-clear or at worst a cautionary yellow.Powell described the Fed's policy path as a "mid-cycle adjustment" on July 31 after it cut rates for the first time in a decade. Sheets, who sees one or two more rate cuts, said he'd be fine with Powell repeating that description but he doubted investors would be.The Fed chair though will want to avoid feeding the pessimism in the financial markets and seeing it spread more broadly, said Sheets, who is now chief economist for PGIM Fixed Income.Nothing to Fear"We have nothing to fear about a recession right now except for the fear of recession,'' Bank of America Corp. Chief Executive Officer Brian Moynihan told Bloomberg Television on Aug. 16.The Fed is in a "lose-lose situation,'' said Allianz SE chief economic adviser Mohamed El-Erian.If it cuts rates when the domestic economy is doing all right, it will be accused of caving in to pressure from Trump and Wall Street. If it stands pat, it risks triggering a financial-market disruption that could damage the economy.On top of that, investors are increasingly questioning the ability of central banks to spur their economies after a decade of sub-par and not inclusive-enough growth in which monetary policy makers played an over-arching role, El-Erian said."What's going on in the global economy is way beyond the Fed, way beyond trade,'' said El-Erian, who is a Bloomberg Opinion columnist. At the same time, Nixon was pressuring the Fed to keep money easy to aid his 1972 re-election bid.The moves helped pave the way for the subsequent collapse of the Bretton Woods currency system.Now, "we are seeing a breakdown in the global trading regime,'' Obstfeld said.Spillover RiskIn recent decades, recessions have usually started in the U.S. and spread to the rest of the world. The danger today is that the reverse could happen."It's kind of a unique situation,'' JPMorgan's Kasman said. MUMBAI: With digital transformations across domains, there is a surge in the demand for quality technology professionals, however, 42 per cent companies surveyed said it was the biggest challenge for them while sourcing top tech candidates. For the majority (42 per cent) of the companies surveyed, the first step of the hiring process, that is the sourcing of top tech candidates comprised the biggest challenge they faced while carrying out recruitment, according to 'Tech Hiring & Technology Adoption Trends 2019' report by Mercer Mettl. "Rapid digital transformation across domains has resulted in a steep rise in the demand for quality technology professionals the world over. However, as everybody is onboarding the automation bandwagon, companies are finding it increasingly difficult to recruit and retain quality tech talent. This is mostly on account of inadequate knowledge regarding tech-driven best practices and widening demand- supply gap," Mercer Mettl CEO Siddhartha Gupta said. The report is based on a survey of 350 industry leaders from over 200 companies of different sizes. Further, the report revealed that one-fifth (20 per cent) of the respondents cited the time taken to close a tech position as the primary reason causing the potential engagement to fall through. The report further reveals that a competitor firm offering better pay package contributed to more than half of the reasons (60 per cent) for a candidate to decline a job offer. Recruiters also reported to having conducted rehiring for the same position 23 per cent of the times in a financial year, it said. The main reasons (85 per cent) that lead a candidate to accept a job offer include the pay and the quality of work, it added. Regarding the channels used by tech recruiters to source candidates, more than one-fifth (23 per cent) of the respondents said they depend on employee referrals while 22 per cent used job portals and forums. On the other hand, organisations (12 per cent) that conducted campus hiring reported to having the highest success rate by closing tech positions 67 per cent of the time, it opined. While evaluating candidates, proficiency in the required tech skills comprised the top criterion for 20 per cent of the organisations, while 18 per cent of them tested the candidates with the view of up-skilling them as and when necessary. In this case, cognitive ability and learning agility formed the basis for evaluation, it added.

Another candidate for a CXO role in an industrial sector company did the same after agreeing on the draft compensation.No-shows are no longer restricted to the boom times. There is a rising number of such cases among senior professionals even in this tough job market. Companies and headhunters say this is the new reality, especially in sectors such as digital and technology, where demand exceeds supply. The reasons vary, say headhunters. Some use it as a tactic to negotiate counteroffers and stay back; some try to assess their market worth, and others decide not to leave given the uncertainty of these times. And, there are those with indemand skills, who have more lucrative offers."In exciting times when people have multiple offers, no-shows are common. But in difficult times, too, many decide, even after job negotiations, that they prefer remaining in their comfort zone," said Arun Das Mahapatra, partner-in-charge-India at Heidrick & Struggles. "There is an air of caution in tight markets… So, thoughts like known devil vs an unknown tend to surface," said A Ramachandran, senior partner at EMA Partners.The turnaround time for a senior hire is typically four to five months, including the notice period. When a candidate pulls out at the last minute, there is a huge opportunity cost because of significant senior management time that is invested in such hires.Recently on LinkedIn, AntWorks COO Govind Sandhu outed a candidate who did not turn up after accepting an offer without informing the organisation. The issue triggered a social media debate, after RPG Enterprises chairman Harsh Goenka tweeted about it."What candidates need to understand is that there is a fair amount of blood, sweat and tears, and not joining causes a setback in business continuity," said Goenka. Hari TN, HR head at BigBasket, said neither side should be washing dirty linen in public. "Candidates have a freedom of choice. Sometimes the way they exercise this choice will come across as unprofessional and mercenary… but it still does not call for publicly calling out this behaviour," said Hari.Santrupt Misra, director, group HR, at Aditya Birla Group said it is advisable to act with restraint unless one knows the facts. "There are examples where corporates have withdrawn campus offers because business plans change. Why shouldn't equal rights be with individuals? It depends on facts and the situation," he said.
