Defense Blog: U.S. Navy stealthy special operations boats spotted at a port in Naha

A group of United States Special Operations Command (USSOCOM) stealthy Combatant Craft Medium Mark 1 boats were photographed at a Japanese port in Naha last week.

Ship spotter with posted numerous photos on its Twitter account of stealthy special operations boats, commonly known as CCM Mk1.

Photos posted on Twitter on Aug. 11 appear to show the load several stealthy boats onto the deck of the Runnymede-class large landing craft USAV Harpers Ferry (LCU 2022) at Naha port in Okinawa Prefecture. The Naha port facility, formerly the Naha Military Port, is a United States Forces Japan facility located in Naha, Okinawa, Japan, at the mouth of Kokuba River, which flows into the East China Sea.

According to open sources, the CCM Mk1 is a newest larger, but still stealthy combat boats of Naval Special Warfare fleet, come into initial service in late 2015.

Reuters: Merkel promises to meet defense spending target amid U.S. criticism

STRALSUND, Germany (Reuters) - German Chancellor Angela Merkel said on Tuesday she was taking Berlin's commitment toward its NATO allies seriously to further increase defense spending toward the agreed target.

U.S. President Donald Trump has repeatedly criticized Germany's failure to raise defense spending to 2% of economic output as mandated by the NATO military alliance.

The U.S. ambassador to Germany said last Friday that Berlin's reluctance to spend more money on defense and its continued reliance on U.S. troops for protection were "offensive".

Speaking at a panel discussion organized by Ostsee Zeitung local newspaper in the Baltic Sea town of Stralsund, Merkel said she took seriously the 2% defense spending target, adding: "We said we want to achieve 1.5% by 2024. And that is our common will."

Sputnik: DPRK, South Korea Intelligence Chiefs Met After Trump-Kim Hanoi Summit - Reports

MOSCOW (Sputnik) - Intelligence chiefs from both North Korea and South Korea held a secret meeting in April after the no-deal summit between US President Donald Trump and North Korean leader Kim Jong Un in Hanoi in February, local media reported on Tuesday.

South Korean National Intelligence Service Director Suh Hoon met his North Korean counterpart Jang Kum-chol, head of the North's United Front Department (UFD), the Yonhap News Agency said, citing a government source. During the meeting, Suh said that he hoped for better inter-Korean ties.

The sides, however, did not discuss the summit, the source added.

The second round of denuclearization talks between Trump and Kim concluded in Hanoi in late February. Though the meeting started on a high note, it ended abruptly, with no deal.

Forbes: North Korea Appears To Have Built Its First Real Ballistic Missile Submarine

There is a corner of North Korea's nuclear program that we should take notice of. Hidden behind the distraction of the recent spate of tactical missile tests is a greater development with strategic implications: New submarines that will allow the Hermit Kingdom to improve the lethality and survivability of its nuclear arsenal.

On July 23, North Korean state media released images of Kim Jong-un inspecting a submarine. The boat (submarines are always called boats) was described as newly constructed, although it is likely an old boat that has been newly modified. The images, which do not show the entire submarine, can nonetheless be pieced together to reveal that it is a variant of the 1950s vintage Russian Project 633 submarine, known to NATO as the Romeo class. North Korea has operated as many as twenty of these submarines, with most being built locally with Chinese assistance. The last local construction was in 1996. The age of the underlying design notwithstanding, it appears to have a new capability that should energize strategists: it looks like a ballistic missile submarine.

CNN: China rejects US Navy request for Hong Kong port visits amid protests

Amid ongoing unrest in Hong Kong, Chinese officials have rejected a US request to have two US Navy ships make port visits there in the coming weeks.

"The Chinese Government denied requests for port visits to Hong Kong by the USS Green Bay and USS Lake Erie, which were scheduled to arrive in the next few weeks," Cmdr. Nate Christensen, the deputy spokesman for the US Navy's Pacific Fleet, told CNN in a statement on Tuesday.

The amphibious transport dock ship USS Green Bay was scheduled to visit Hong Kong on August 17 and the guided missile-cruiser USS Lake Erie was scheduled to visit next month.

Earlier this week, footage surfaced on Chinese internet showing columns of armored vehicles heading south and converging on the city of Shenzhen. The videos seem to suggest that the Chinese People's Armed Police Force, a heavily armed paramilitary unit, is gathering on the Hong Kong border. It is Beijing's latest effort to project its power vis-a-vis the former British colony. The message is clear: We are ready to quell the Hong Kong protests with force.

Reuters: Police, protesters clash at Hong Kong airport after flights halted for second day

HONG KONG (Reuters) - Police and protesters clashed at Hong Kong's international airport on Tuesday after flights were disrupted for a second day as the political crisis in the former British colony deepened.

In Washington, U.S. President Donald Trump said the Chinese government was moving troops to the border with Hong Kong and he urged calm.

Trump said the situation in Hong Kong was tricky but he hoped it would work out for everybody, including China, and "for liberty" without anyone getting hurt or killed.

Hong Kong Chief Executive Carrie Lam warned that Hong Kong risked being "smashed to pieces".

Reuters: Iran says Britain might release oil tanker soon, Gibraltar says not yet

DUBAI/LONDON (Reuters) - The British territory of Gibraltar will not yet release an Iranian oil tanker seized by Royal Marines in the Mediterranean despite an Iranian report that it could do so on Tuesday, an official Gibraltar source said.

The commandeering of the Grace 1 on July 4 exacerbated frictions between Tehran and the West and led to retaliatory moves in Gulf waterways used to ship oil.

Britain accused the vessel of violating European sanctions by taking oil to Syria, a charge Tehran denies.

Reuters: Kyrgyz ex-president arrested, accused of coup plan: state media

BISHKEK (Reuters) - The head of Kyrgyzstan's security forces on Tuesday accused ex-president Almazbek Atambayev on Tuesday of planning to stage a coup, state news agency Kabar said, following a deadly clash last week with police sent to his house to arrest him.

Atambayev surrendered on Thursday when police raided his home and detained him for questioning over a corruption case, laying bare a power struggle with his successor Sooronbai Jeenbekov that has pushed the Central Asian nation to the brink of political crisis.

Atambayev's supporters had repulsed a similar raid the previous day in which a deputy commander of a special forces unit was killed.

In an indictment related to the botched raid, prosecutors on Tuesday charged him with murder, hostage-taking and causing mass unrest, Kabar said.

NATO jets approached Russian aircraft to identify it, according to a NATO official

MOSCOW, August 13. /TASS/. NATO's F-18 jet tried to approach the plane of Russia's Defense Minister Sergei Shoigu over the international waters of the Baltic Sea only to be forced away by Russia's Sukhoi-27 fighters, a TASS correspondent reported from onboard the Russian defense minister's plane.

Shoigu's plane was on the way from Kaliningrad to Moscow with an escort of two Sukhoi-27s of the Baltic Fleet. NATO's F-18 tried to approach it over the international waters of the Baltic Sea but Russian fighters forced the jet away.

Reuters: Kremlin says it is winning arms race against U.S. despite rocket accident

MOSCOW (Reuters) - The Kremlin boasted on Tuesday it was winning the race to develop new cutting edge nuclear weapons despite a mysterious rocket accident last week in northern Russia that caused a temporary spike in radiation levels.

Rosatom, Russia's state nuclear agency, has said that the Aug. 8 accident occurred during a rocket test on a sea platform in the White Sea, killing at least five and injuring three more.

It has pledged to keep developing new weapons regardless, portraying the men who died in the test as heroes.

U.S. President Donald Trump said on Twitter on Monday the United States was "learning much" from the explosion which he suggested happened during the testing of a nuclear-powered cruise missile vaunted by President Vladimir Putin last year.

Russian authorities have told people in a village near the site of a deadly missile explosion involving a nuclear power test to "leave the territory", after the accident triggered a spike in radiation.

The country's state weather service said radiation levels spiked in the Russian city of Severodvinsk by up to 16 times last Thursday after what officials say was an explosion during a rocket engine test on a sea platform.

"We have received a notification ... about the planned activities of the military authorities. In this regard, residents of Nyonoksa were asked to leave the territory of the village from 14 August," authorities in Severodvinsk were quoted as saying by the Interfax news agency.

* The Trump administration announced Tuesday morning that is delaying tariffs on Chinese-manufactured goods like laptops and cell phones until Dec. 15
* Trump's trade office says that certain products 'will not face additional tariffs of 10 percent' due to health, safety or national security concerns
* Some of the products it listed were cell phones, laptop computers, video game consoles, computer monitors, footwear and clothing
* USTR said it will post a list of items that are being excluded on its website
* It announced the postponement shortly after the the stock market opened, and the Dow jumped nearly 500 points within minutes of the news
* Donald Trump has not commented directly but hinted n a tweet that the action was intended to get China to move forward with large agricultural orders

The Trump administration announced Tuesday morning that is delaying tariffs on Chinese-manufactured goods like laptops and cell phones until Dec. 15, when price hikes from the penalties won't drive up the price of popular Christmas presents.

* Beijing-backed leader Carrie Lam today warned violence was creating 'worrying, dangerous situation'

Riot police clashed with pro-democracy protesters at Hong Kong's airport late Tuesday night, moving into the terminal where the demonstrators had shut down operations at the busy transport hub for two straight days.

Officers armed with pepper spray and swinging batons confronted the protesters who used luggage carts to barricade entrances to the airport terminal, as state media denounced the demonstrators as 'mobsters' and raised the possibility of mainland security forces coming in to crush the protesters.

Amid chaotic scene police took several people into a police van waiting at the entrance to the airport's arrivals hall and furious protesters at the airport tied up a man with cable ties and beat him after they accused of being an undercover agent.

* Several videos posted to social media show a long procession of military trucks entering Shenzhen on Monday morning, apparently "in advance of apparent large-scale exercises," according to the Chinese state tabloid Global Times.
* The vehicles belong to the Chinese People's Armed Police Force, a paramilitary police force responsible for riot control and counterterrorism.

China has become the latest country to voice interest in becoming involved in the proposed U.S. naval security plan for the Persian Gulf. On Aug. 6, Chinese Ambassador to the United Arab Emirates Ni Jian said China is considering having its navy escort its commercial ships in the region, and that Beijing is also looking at the U.S. proposal for Gulf escorts. BBC: Rocket mystery: What weapon was Russia testing in Arctic?

Five Russian nuclear engineers who died in a rocket engine explosion have been buried in Sarov, a closed town 373km (232 miles) east of Moscow, where nuclear warheads are made.

The Russian state nuclear agency, Rosatom, said the experts had been testing a nuclear-powered engine. But it gave no further technical details.

The test was on an offshore platform in the Arctic, at a naval test range.

Russia has previously tested a nuclear-powered cruise missile, "Burevestnik".

But officials did not specify the system involved in Thursday's disastrous test.

Reuters: Brazil's Bolsonaro warns of Argentine refugee crisis if Macri loses

RIO DE JANEIRO (Reuters) - Right-wing Brazilian President Jair Bolsonaro warned on Monday that his country could see a wave of migrants fleeing Argentina if a presidential election there returns leftist politicians to power, after their strong showing in a Sunday primary vote.

Bolsonaro has cast himself as foe to the left-wing leaders around Latin America and celebrated his friendship with Argentine President Mauricio Macri, who faces long odds of winning another term in October.

The Brazilian president singled out as a "leftist scoundrel" Argentina's former president Cristina Fernandez de Kirchner, the vice-presidential candidate on the ticket confirmed as front-runner on Sunday. Guatemala’s President-Elect Says the Country Can’t do a Migrant Deal with the U.S.

GUATEMALA CITY (AP) — A Guatemalan immigration agreement signed with the Trump administration won’t work because the Central American nation does not have the resources, the country’s new president-elect says.

Alejandro Giammattei, a conservative who was chosen overwhelmingly by voters in a weekend runoff election, said in an interview with The Associated Press on Tuesday that Guatemala is too poor to tend to its own people, let alone those from other countries.

The agreement signed in July by the outgoing administration of President Jimmy Morales would require migrants from other countries who cross into Guatemala to apply for asylum here rather than in the U.S.

“In order to be a safe country, one has to be certified as such by an international body, and I do not think Guatemala fulfills the requirements to be a third safe country. That definition doesn’t fit us,” said Giammattei, a 63-year-old doctor.

“If we do not have the capacity for our own people, just imagine other people.”

Guatemalans make up one of the largest groups emigrating from Central America because of poverty, unemployment and crime. Critics say it is hard to see how the country could offer a safe haven to migrants from other nations.

The agreement signed by the current Morales government is aimed at reducing the number of asylum seekers arriving at the U.S.-Mexico border. U.S. President Donald Trump’s administration pressured Guatemala to sign the deal by threatening to punish Guatemala with taxes.

Giammattei, who takes office Jan. 14, said that annexes to the agreement are still being negotiated with the United States and that he would ask Morales to include members of his transition team in those talks.

The president-elect also noted that the agreement would have to be ratified by the congresses of both nations to go into force. There has been widespread criticism of the deal in Guatemala.

Giammattei pledged to recognize the importance of Guatemalan migrants living in the United States by creating a Washington-based Cabinet-level position to attend to migrant affairs.

“It is about time we had a government that cared for the people,” he said. “It is these people (migrants) who are supporting us” with the remittance money they send back to relatives in Guatemala, he added.

“I do not think physical walls, or walls of weapons, can stop migration,” Giammattei said. “I think what can stop migration are walls of opportunities.”

On another matter, the incoming leader distanced himself from Morales’ unpopular decision to not renew the mandate of the U.N.-sponsored anti-corruption commission that has played a key role in sending high-ranking politicians, including ex-presidents, to jail. But Giammattei also indicated he wouldn’t work to bring back the commission, known as CICIG.

“The mandate has been terminated; the United Nations accepted that,” he said.

He said he has no legal capacity or any other authority to ask Morales to renew the commission. “The CICIG is disappearing and history will judge whether Morales’ decision was right or not,” he said.

MUZAFFARABAD, Pakistan (AP) — Pakistan’s prime minister assured Kashmiri people living in the Indian-administered part of the divided region that he supports them in their struggle for self-determination.

In his statement Wednesday, Imran Khan condemned New Delhi’s decision Aug. 5 to downgrade Kashmir’s status, as he began celebrations marking Pakistan’s independence day.

Khan is marking the day in Pakistan’s part of Kashmir to express solidarity with Kashmiris on the Indian-controlled side. He will make a speech in the Legislative Assembly to denounce Indian human rights violations in Kashmir.

India and Pakistan gained independence in 1947 when British colonialists left the subcontinent. The next year, they fought the first of two wars over control of Kashmir. It ended with the region divided between them though both claim it entirely.

India has maintained an unprecedented security lockdown to try to stave off a violent reaction to Kashmir’s downgraded status. Protests and clashes have occurred daily, thought the curfew and communications blackout have meant the reaction is largely subdued.

Pakistan has called for an urgent meeting of the U.N. Security Council, saying the move by India’s Hindu nationalist-led government threatens international peace and could lead to ethnic cleansing and genocide. Poland holds the council presidency this month and Foreign Minister Jacek Czaputowicz said members would discuss the letter.

The lockdown is expected to last at least through Thursday, when India celebrates its independence.

(SRINAGAR, India) — The main city in the India-administered part of the disputed Himalayan region of Kashmir has turned into a vast maze of razor wire coils and steel barricades as drones and helicopters hover overhead.

Wearing flak jackets and riot gear, paramilitary soldiers carry automatic rifles and shotguns to control the network of checkpoints and barricades across roads, lanes and intersections in Srinagar. The few vehicles and pedestrians allowed through are regulated through this maze.

Although the 4 million residents of the Kashmir Valley, where an insurgency has simmered for decades, are used to blockades, the one imposed after the Indian government’s surprise move last week to strip the region of constitutional privileges is something residents say they’ve never seen before. Amid the labyrinth whose entry and exit points are changed frequently, people find themselves disoriented in their own city, and struggle to memorize its frequently changing street map.

“This is so vast, so expansive,” resident Zameer Ahmed said as he prepared to enter one barbed passageway. “The entire Srinagar city has been knitted in razor wire to seek our silence and obedience.”

The lockdown in the Muslim-majority valley, the restive heart of the Indian state of Jammu and Kashmir, has been in place since last week, when New Delhi scrapped the disputed Himalayan region’s special constitutional status, taking away the final vestige of the political autonomy and privileged rights to land ownership and public sector jobs it was granted when the region joined the newly formed republic of India after independence from the British in 1947.

Since then, India and Pakistan have fought two wars over rival claims to Kashmir, with each left controlling a part of the region.

The Indian side has seen several uprisings, including a bloody armed rebellion launched in 1989 to demand independence or a merger with Pakistan. About 70,000 people have been killed in that uprising and the subsequent Indian military crackdown that left Kashmiris exhausted, traumatized and broken.

Even before India’s Parliament voted Aug. 5 to strip Jammu and Kashmir’s statehood and split it into two union territories, the central government imposed a curfew, suspended telephone and internet services and deployed tens of thousands of additional soldiers to the region — already one of the world’s most militarized zones.

At checkpoints throughout Srinagar, police politely gave directions to a labyrinth whose entry and exit points are changed several times a day.

Mohammed Maqbool, an engineer, marveled at the blockade system, the most intricate he said he’s seen in 30 years in Srinagar.

“This time they’ve put in place the smartest blockade ever,” he said. “They aren’t aggressive compared to the public uprising of 2016. If you must, they also allow you to venture out of home, yet they’ve throttled our voice by such a sophisticated blockade.”

Razor wire divides neighborhoods, discouraging people from assembling. Some roads are blocked by perpendicularly parked armored vehicles or private buses. Because of the complexity of the security forces’ one-way system, it is impossible to use the same route and return home from any particular destination, even if it is within sight.

“They’ve changed the road map of our city, trying to make us like strangers in our own neighborhoods,” said Bashir Ahmed, a resident of downtown Srinagar.

“This is a drill about disciplining and regulating people’s movement. This is to psychologically break people and teach them that they’re not in control of their own bodies,” said Saiba Varma of the University of California, San Diego, who is in Srinagar for post-doctoral research in medical anthropology.

“In Palestine, the (Israeli) blockade has restricted food and medicine. But here it’s different. They’re letting people eat but trying to control Kashmiri bodies, minds and spirits,” Varma said.

Some of the restrictions have been lifted elsewhere in the region, such as the Hindu-majority area of Jammu, where people were seen cheering the move by the government in street celebrations last week.

Authorities have refused to share any details about the checkpoints or new methods used for the latest blockade. Government officials maintain that the situation is returning to normal, and that no one has died or been seriously injured in any of the sporadic protests that have broken out since the blockade began. Because of constraints on movement and communication, it was not possible to verify their claims.

Flights Resume at Hong Kong Airport After a Violent Night of Protests

Flights at Hong Kong International Airport mostly resumed on Wednesday morning, after violent clashes broke out between demonstrators and police on Tuesday night.

“We are trying to clear the backlog of passengers through flight rescheduling,” an Airport Authority representative told TIME. Around 50 flights remain cancelled according to the airport’s web site.

The partial resumption of operations follows several days of anti-government protests that culminated in the cancellation of hundreds of inbound and outbound flights at one of the world’s busiest aviation hubs.

A court order has been made ordering protesters to restrict future actions to designated areas, local media reports say. It is not yet clear if protesters plan to reassemble at the airport, but the Airport Authority announced measures on Wednesday that would make future large-scale protests more difficult. Only ticketed passengers will be allowed into the terminal buildings starting on Wednesday afternoon, according to a statement issued by the Airport Authority. Trains to the airport will also run at less frequent intervals than normal, and some car parks near the airport will be closed starting on Thursday.

Hundreds of flights were grounded on Monday after thousands of protesters invaded the airport terminal, blocking access to check-in desks and security and immigration checkpoints. Check-in services were suspended again late on Tuesday afternoon after protesters returned to the building.

By Tuesday night, the demonstration took an ugly turn when protesters detained a man they believed to be an undercover Chinese police officer and another man who is reportedly a journalist for the Beijing-backed newspaper Global Times. Violent clashes with police broke out when officers arrived to assist the men, who were held for several hours.

In one video circulated online, protesters could be seen taking a baton from a police officer and using it to beat him. News video showed the officer drawing his weapon but no shots were fired.

Protesters “detained, harassed and assaulted a visitor and a journalist, inflicting physical and mental harm on them,” the police said in a statement.

Five people have been arrested for offenses including unlawful assembly, possession of offensive weapons, assaulting police officers and breaching of the peace, the police said. They added that two officers were injured and sent to the hospital.

Increasingly violent unrest has gripped Hong Kong since June. A series of peaceful marches against a now suspended bill that would have allowed extradition to China for the first time has spiraled into a wider campaign for political freedom. Many protesters are repudiating Chinese sovereignty and calling for self-determination for the former British colony.

What began as a peaceful weekend sit-in at the airport turned chaotic on Monday when thousands of people showed up at the terminal building to protest what they say was heavy handed police containment of protests in downtown Hong Kong on Sunday night.

Local media reports said that night police fired tear gas into confined spaces such as subway stations, and also opened fire on protesters with non-lethal projectiles at close range. A young woman was blinded in one eye when hit by a projectile that protesters accuse police of firing.

On Tuesday, the United Nations High Commissioner said through her spokesman that there was “credible evidence” of law enforcement officials in Hong Kong using some anti-riot measures “prohibited by international norms and standards.”

Beijing has meanwhile condemned the unrest, and on Monday accused “radical protesters” of committing serious crimes and “starting to plant the seeds of terrorism.”

Hong Kong’s airport is one of the world’s busiest, with almost 73 million passengers annually. One aviation industry expert told local media that flight disruptions this week might cost the aviation industry $76 million in losses.

U.N. Urges Reluctant E.U. Nations to Help Stranded Migrants

BRUSSELS (AP) — The United Nations refugee agency urgently appealed to European governments Tuesday to let two migrant rescue ships disembark more than 500 passengers who remain stranded at sea as countries bicker over who should take responsibility for them.

The people rescued while attempting to cross the Mediterranean Sea from North Africa are on ships chartered by humanitarian aid groups that the Italian government has banned from its territory. The archipelago nation of Malta also has refused to let the ships into that country’s ports.

It’s unclear where they might find safe harbor, even though the Italian island of Lampedusa appears closest. About 150 of the rescued passengers have been on the Spanish-flagged charity ship the Open Arms since they were plucked from the Mediterranean 13 days ago.

“This is a race against time,” Vincent Cochetel, the International Red Cross special envoy for the central Mediterranean, said in a statement. “Storms are coming, and conditions are only going to get worse.”

While the number of migrants reaching Europe by sea has dropped substantially so far this year, the Red Cross says nearly 600 people have died or gone missing in waters between Libya, Italy and Malta in 2019.

The agency said many of the people on the ships “are reportedly survivors of appalling abuses in Libya.” Cochetel said the ships “must be immediately allowed to dock” and their passengers “allowed to receive much-needed humanitarian aid.”

“To leave people who have fled war and violence in Libya on the high seas in this weather would be to inflict suffering upon suffering,” the envoy said.

The captain of the Open Arms, Marc Reig, sent a letter Monday to the Spanish Embassy in Malta asking Madrid to grant asylum to 31 minors on his ship. A senior Spanish official said Tuesday that Reig’s request carries no legal weight because the captain doesn’t have authority to seek protection for the minors.

Two charity groups that are operating the Ocean Viking rescue ship — Doctors Without Borders and sea rescue group SOS Mediterranee — also formally asked Italy and Malta to allow the 356 migrants aboard that vessel to be allowed to disembark.

The limbo of the Open Arms and Norwegian-flagged Ocean Viking is the latest in a string of standoffs that kept Europe-bound migrants at sea in miserable conditions.

Southern nations that have been the main arrival points since 2015 — notably Italy, but also Malta and Greece — have complained of feeling abandoned by their European Union partners to cope with the influx.

Italy’s hard-line interior minister, Matteo Salvini, reiterated Tuesday his intent to ensure that the ships don’t enter Italian ports.

Differences among EU member nations over how to manage mass migration have sparked a political crisis in Europe, while attempts to reform the bloc’s asylum system have failed. The issue has been a vote-winner for far-right and populist parties.

The EU’s executive commission said it has urged member countries to take action to resolve the status of the recently rescued passengers and stands ready to offer national governments support but cannot act alone.

“There’s nothing more we can do,” a European Commission spokeswoman said Tuesday.

A Kremlin-Linked Firm Invested Millions in Kentucky. Were They After More Than Money?

Last summer, it looked like things were finally about to change for Ashland, Ky. For two decades, the jobs that once supported this Appalachian outpost of 20,000 people on a bend in the Ohio River have been disappearing: 100 laid off from the freight-rail maintenance shop; dozens pink-slipped at the oil refinery; 1,100 axed at the steel mill that looms over the landscape. Then, on June 1, 2018, standing on a stage flanked by the state’s governor and business leaders, Craig Bouchard, the CEO of Braidy Industries, pointed across a vast green field and described a vision as though he could already see it.

In the little-used park just off I-64, Braidy would build the largest aluminum mill constructed in the U.S. in nearly four decades. The $1.7 billion plant would take aluminum slab and roll it into the material used in everything from cars and planes to soda cans. It would employ 600 full-time workers earning twice the average salary in the region, Bouchard said, and create 18,000 other jobs across the state. Gesturing at the empty space around him, the CEO described an employee health center, a technical lab, a day care and hundreds of employees walking around “carrying iPads.” More than just making aluminum, the plant would help “rebuild northeast Kentucky, and in fact all of Appalachia,” Bouchard told the crowd.

There was just one problem: Bouchard still needed a major investor to make the vision a reality. After months of searching, the only option was problematic. Rusal, the Russian aluminum giant, was tailor-made to join forces on the project. But it was under sanctions imposed by the U.S. Treasury Department. Its billionaire owner, Oleg Deripaska, a close ally of Russian President Vladimir Putin’s, was being investigated by special counsel Robert Mueller for his potential involvement in the effort to swing the 2016 presidential election. The Treasury sanctions—punishment for the Kremlin’s “malign activities” around the world, including “attempting to subvert Western democracies”—made it illegal for Americans to do business with Rusal or its boss.

So Bouchard faced a dilemma. Keeping his promise to bring good new jobs—a project that had already been touted by the White House—would mean partnering with a firm that had deep ties to the Kremlin. Which mattered more, the economic needs of a depressed region, or the national-security concerns raised by the Mueller investigation? Hundreds of miles from the congressional hearings and think-tank debates over Russian influence in Washington, Braidy Industries and the surrounding community had to weigh whether Russia’s 2016 plot had caused enough damage to American security, or American pride, to spurn a chance at an economic miracle.

Bouchard concluded they had no choice. He knew it could be controversial, if not outright illegal, to work on a deal with Rusal while it was still fighting to free itself from U.S. sanctions, he told TIME in an interview. But after a long talk with his lawyers about the risks of even discussing such a partnership, he traveled to Zurich in January 2019 for what he calls a “meet and greet” with a Rusal sales executive. Over dinner at La Rôtisserie, a restaurant with a view of the city’s 12th century cathedral, the executive told Bouchard that the company was ready to do business. “They said, ‘If we get the sanctions off, let’s meet again,’” he recalls. “And I said, ‘Wow, that’s interesting.’”

By mid-April, an exuberant Bouchard was standing at the New York Stock Exchange, announcing that the Russian company had purchased a 40% stake in the Ashland plant for $200 million. Back in Kentucky, the news was met with celebration and relief. “People who were skeptical are seeing that it’s big time,” says Chris Jackson, a 42-year-old former steel-mill worker. When he enrolled in a training program for the Braidy plant, Jackson recalls, many in the community doubted the jobs would ever materialize. “The Rusal agreement just showed everybody this is legit.”

But to some observers, the story of how a Kremlin-linked aluminum giant offered an economic lifeline to Appalachia is an object lesson of the exact opposite. Critics of the deal, both Democrat and Republican, say it gives Moscow political influence that could undermine national security. Pointing to Moscow’s use of economic leverage to sway European politics, they warn the deal is a stalking horse for a new kind of Russian meddling in America, one that exploits the U.S. free-market system instead of its elections. “That’s just what the Russians do,” says veteran diplomat Daniel Fried, who shaped U.S. policy on Eastern Europe at the State Department from the late 1980s until 2017. “They insert themselves into a foreign economy and then start to influence its politics from the inside.”

What worries national-security experts is not that Rusal, Braidy or Deripaska broke any laws in the deal. It’s that they didn’t. A TIME investigation found that Rusal used a broad array of political and economic tools to fight the sanctions, establishing a foothold in U.S. politics in the process. “You cannot go against them in a policy decision, even though it’s in our national interest, when they have infiltrated you economically,” says Heather Conley, who served as a Deputy Assistant Secretary of State under President George W. Bush. “They use our laws, our rules, our banks, our lawyers, our lobbyists—it’s a strategy from within.”

To free itself from sanctions, Rusal fielded a team of high-paid lobbyists for an intense, months-long effort in Washington. One of the targets was Kentucky’s own Mitch McConnell, the Senate majority leader, who helped thwart a bipartisan push to keep the sanctions in place. Since May, two of McConnell’s former staffers have lobbied Congress on behalf of Braidy, according to filings. Ahead of the 2018 midterm elections, one of Rusal’s longtime major shareholders, Len Blavatnik, contributed more than $1 million through his companies to a GOP campaign fund tied to McConnell.

Deripaska denies he has interest in meddling in U.S. affairs. “If they didn’t touch me, I wouldn’t have to be so interested in U.S. politics,” Deripaska told TIME in February, after attending a panel with U.S. lawmakers in Munich. “But here I am,” he added with a smile.

Backers of the deal say its critics are playing politics or being paranoid. The U.S. benefits from economic ties to foreign powers, they say, as long as everyone plays by our rules. McConnell, who declined an interview with TIME, told reporters in May that his position on Rusal was “completely unrelated to anything that might happen in my home state.” Blavatnik’s company, Access Industries, told TIME his donations to both Democrats and Republicans over the years were driven “only by a desire to further a pro-business, pro-Israel agenda,” not a pro-Russia one. Rusal says its motives are purely financial. “Rusal keeps out of politics in all its markets,” the company told TIME. Industry experts agree that, apart from any political dividends, the plant in Kentucky will likely reap significant profits for its owners.

Since taking office, President Donald Trump’s Administration has tightened the rules on foreign investments that could pose a threat to national security. But in Ashland, as at the White House, few people want to see the deal undone. In the hilly towns around Ashland and Greenup, the nexus between Rusal, Braidy and national security matters little next to the jobs the deal would bring. Some 11,000 people have already applied to work at the future mill, according to Braidy.

In the end, one of the lessons of the pact may be that the U.S. has its hands tied when it comes to this brand of Russian influence. Fighting back would cost jobs that Americans need. Deripaska, who personally remains under sanctions, is glad to point out the dilemma. As he put it to TIME in February: “By hitting us, you hit yourselves.”

Back when Bouchard and Kentucky Governor Matt Bevin broke ground in June 2018, they shared a bottle of Korbel and plenty of optimism. That October, Trump touted the new aluminum mill at a rally at Eastern Kentucky University, heralding it as a symbol of blue collar revival. Back in Ashland, locals praised Bouchard’s commitment to the region, pointing to his investments in scholarships and promising playground equipment for local schools. In an area struggling with the twin crises of job losses and the opioid epidemic, the tall, genial CEO with a contagious grin has embraced an image of economic savior. When he walks around Ashland, Bouchard says, “Middle-aged women will just come up to me crying and hug me.”

Some in the region literally banked their future on the mill. More than 100 people, many of them middle-aged workers laid off from local steel and railroad companies, shelled out $15,000 for a two-year degree at a Braidy-partnered community college, spurred by the prospect of a job at the new plant. “You can finally see the gleam of hope in people’s eyes,” says Judge Executive Robert Carpenter, the top elected official in Greenup County. “I go to sleep every night with a smile on my face about it.”

But by late fall 2018, doubt had crept in. At the plant’s future site, fading Braidy Driven banners from the groundbreaking were the only sign of the economic renaissance Bouchard promised. Company filings with the Securities and Exchange Commission showed that Braidy was still hundreds of millions of dollars short. Local newspapers began to question the project. Bouchard’s Facebook page became a community message board of sorts, where hundreds of commenters divided themselves into cheerleaders or “nay-sayers” who pressed him for answers. “A lot of people in this area had lost hope,” recalls Justin Turner, a 26-year-old father of two who enrolled in the community-college program in hopes of landing a job at Braidy.

Bouchard felt the pressure. He grew desperate enough to accept help from just about anyone, he told TIME. “If they’re running a whorehouse, I wouldn’t say yes,” he says. “But literally any upstanding businessman from any country, any nationality, any religion, I’d welcome them. Help me rebuild Appalachia.”

It’s not that Bouchard didn’t know the risks involved in working with Russian billionaires. In 2008, he and his younger brother, Jim, sold their U.S. steel assets to a firm controlled by Alexey Mordashov, a Russian metals tycoon, in a transaction valued at around $775 million at the time. While the deal helped make them wealthy, it also deepened Bouchard’s concern over the role of Russian oligarchs in strategic U.S. industries. The next year, he co-authored a book titled “America for Sale,” which warned that foreign investors pose a threat to America’s economic and national security.

“[If] Putin harbors a nasty wish to throw a wrench into the works of the U.S. economy, then he now has acquired the means to do so,” Bouchard wrote. When it comes to industries vital to defense, like steel and aluminum, “the bottom line is that we believe it is risky business to trust Russian oligarchs,” the book concluded.

Ten years on, Bouchard’s warning looms over the deal he cut in Kentucky. As Europe’s largest aluminum producer, Rusal employs over 60,000 people in 13 countries. “The company is indispensable,” says Jorge Vazquez, head of Harbor Aluminum, a market-intelligence firm. Rusal even had a green story to tell: its smelters in Siberia run on hydropower, so it pollutes less than most rivals.

But the company has a troubled past. In the 1990s, an array of mobsters, oligarchs and corrupt officials fought a bloody turf war for control of the aluminum assets privatized by the Russian state. Deripaska emerged from the struggle victorious. Still in his early 30s, he managed to consolidate Russia’s key aluminum assets and form Rusal in 2000. He developed close ties with the Kremlin, becoming a “more or less permanent fixture on Putin’s trips abroad,” a 2006 U.S. embassy cable reported. The cable, later published by WikiLeaks, describes Deripaska as “among the 2-3 oligarchs Putin turns to on a regular basis.”

As his empire grew, Deripaska enlisted U.S. lobbyists to support his interests. Among them was GOP political operator Paul Manafort, who offered Deripaska a lobbying strategy that he said would benefit “the Putin Government,” according to the Mueller report. Manafort and Deripaska fell out in 2009 over unpaid debts.

But in the summer of 2016, Manafort became the chairman of the Trump campaign. “He owed us a lot of money,” one of Deripaska’s close aides, the former Russian intelligence officer Victor Boyarkin, told TIME in 2018. “And he was offering ways to pay it back.” Through intermediaries, Manafort sent Deripaska internal polling data and offered “private briefings” about the campaign, according to Mueller. As the special counsel investigated their relationship, the Treasury Department announced sanctions against Deripaska and Rusal in April 2018. In explaining the decision to sanction Deripaska, the Treasury Department cited allegations that he had, among other alleged offenses, “bribed a government official, ordered the murder of a businessman and had links to a Russian organized crime group.” Deripaska has denied these accusations as “groundless, ridiculous and absurd.” In a lawsuit filed in March in the District of Columbia, he accused the Treasury Department of “irrationality” for relying on such claims, which his lawyers said “originate from decades-old defamatory attacks by Deripaska’s business competitors.”

The announcement of sanctions sent ripples through the global economy. As companies scrambled to find new suppliers, aluminum prices surged 12% in a week, the largest increase since the 1980s. Deripaska claims he lost more than 80% of his net worth, or around $7.5 billion. The ensuing turmoil in the metals market helped Rusal fight back, as major corporations and European governments urged the U.S. to ease sanctions on the firm. “The U.S. government had some leverage, but Deripaska had leverage, too,” says Joshua Kirschenbaum, a former sanctions official at the Treasury Department. “It turned into a game of chicken.”

The man in charge of lobbying against the sanctions was Lord Gregory Barker of Battle, a British aristocrat. Even while serving in the House of Lords, Barker had agreed in 2017 to chair Deripaska’s conglomerate. Soon it fell to the former U.K. minister for energy and climate change to draft a strategy to free Rusal from sanctions by distancing the company from its owner. Dubbed the “Barker Plan,” it enlisted the bipartisan U.S. lobbying firm Mercury Public Affairs to help win over Washington, at a fee of $108,500 per month, according to filings.

Mercury handed the assignment to a team of D.C. insiders that included former GOP Senator David Vitter and former Trump campaign aide Bryan Lanza. (Barker, Lanza and Vitter declined interview requests from TIME.) In marathon talks with the Treasury Department, the lobbyists argued that the U.S. had made a mistake in going after Rusal, former Treasury officials say. Allies in Europe agreed. Ambassadors from Germany, France, the U.K. and other E.U. states urged U.S. officials to ease the sanctions on Rusal and its parent company. They argued in a January 2019 letter to Senate Democratic leader Chuck Schumer that “the livelihoods of 75,000 workers across the European Union” depend on it. “The sanctions hurt everyone,” Deripaska wrote in an email to TIME on Aug. 13.

Treasury Secretary Steve Mnuchin came around to this logic. Ahead of G-20 meetings in July 2018, he told Reuters the goal was “not to put Rusal out of business.” So Rusal dangled a deal, offering to “permanently remove” Deripaska’s control over the firm by lowering his ownership stake to less than 50%, according to documents reviewed by TIME. After some discussions, Deripaska’s stake in Rusal’s parent company was reduced from 70% to 45%, with some of the difference going to family members and professional associates. A few days before Christmas, the Trump Administration announced it intended to lift the sanctions.

To some experts, it was a logical end to the face-off. “It was a reasonable deal,” says Brian O’Toole, a former sanctions expert at the Treasury Department under President Obama, “because the collateral damage of keeping that company under sanctions was so dramatic.” Under the deal to lift sanctions on Rusal, Deripaska, his family, and his close associates are also barred from using their shares to influence the company or to benefit from it.

But opponents of the deal say it’s laughable to believe Deripaska’s influence is really gone. “Ownership is the wrong test,” says Senator Mark Warner, a Virginia Democrat, arguing Deripaska maintains influence over Rusal. Led by Schumer, Senators from both parties moved to block Treasury from lifting the sanctions. Yet Rusal had a powerful ally in McConnell, who backed Treasury’s move.

In recent weeks, McConnell has been taunted by protesters in Washington, on social media and back home, who have labeled him “Moscow Mitch” for his refusal to bring election-security legislation to a vote. It’s a moniker that has stuck in Kentucky, where Democrats started selling “Just Say Nyet to Moscow Mitch” merchandise, including Cossack hats. McConnell has slammed critics and the media for “modern-day McCarthyism” and says his record proves he has been tough on Russia.

Critics also seized on McConnell’s links to Blavatnik, a dual U.S. and U.K. citizen who is one of Rusal’s biggest shareholders. Born in the Soviet Union and naturalized in the U.S. in 1984, Blavatnik earned most of his fortune, estimated by Forbes at $16.5 billion, as a partner to Deripaska and other Russian oil and metals tycoons. Blavatnik’s family has donated to both Republicans and Democrats. But in recent years, his companies have been especially generous toward the GOP. Those contributions have since included a total of $3.5 million to the Senate Leadership Fund, a super PAC run by McConnell’s former chief of staff, according to Federal Election Commission data. The money helped Republicans keep control of the Senate in the 2018 elections, securing McConnell’s perch as the majority leader.

In a floor speech on Jan. 15, McConnell insisted the deal with Treasury “would continue limiting” Deripaska’s influence over Rusal and noted that Treasury can reimpose sanctions at any time. The Senate vote on Rusal came the next day. Eleven GOP Senators joined 46 Democrats in voting to uphold the sanctions, but it wasn’t enough. The critics needed a 60-vote supermajority to override the Trump Administration, but fell short by three votes—two of which were cast by McConnell and Kentucky’s Republican junior Senator, Rand Paul. The following day, 136 House Republicans broke ranks and joined House Democrats to oppose lifting sanctions, a rare but symbolic rebuke.

Ten days later, the sanctions on Rusal were formally lifted. Eleven weeks after that, Rusal announced its deal with Braidy.

A month after the sanctions were lifted, one of Rusal’s U.S-based executives, Andrey Donets, arrived in Ashland with three of his colleagues. They spent two days discussing strategies, touring schools, dining at the local country club and meeting community leaders. At the end of their trip, Bouchard pulled out some Kentucky bourbon, poured it into plastic cups and raised a toast. “In what we do, you dream big,” he recalls telling his new partners. “Or you go home.”

Bouchard remains buoyant about the deal. In interviews with TIME, he said the U.S. has nothing to worry about. The new aluminum plant will serve civilian customers, carmakers and the food and beverage industry, he says. (A company website says its aluminum alloys could have “military applications” in the future.) Few in Kentucky are focused on geostrategic concerns. “Rusal is a company. It’s not a country,” says Carpenter, the judge executive in Greenup County. “That kind of an investment, I don’t care who it’s with.”

But not everyone in Kentucky was excited about the Russians’ arrival. After Donets’ visit, a red billboard funded by a liberal group was erected on a busy stretch of I-75: “Russian mob money . . . Really, Mitch?” “The only reason Oleg is here is because Mitch McConnell opened the gate,” says Representative Kelly Flood, a Democrat from Lexington. “We are now all aligned with this criminal.” The deal created unease among some Republicans too. “I would not have taken the Russian money,” James Comer, the GOP Congressman representing Kentucky’s First District, said on the day the partnership was announced.

Yet even critics of the deal were leery of the fallout from killing it. In 2017, Governor Bevin had cut an unusual agreement in which the state directly invested $15 million in the new aluminum mill. At least 750 investors, most from Kentucky, put in money as part of the “crowdfunding” portion of Braidy’s common stock offering, Bouchard said. In effect, Kentucky taxpayers were partners in the project. “To pull out as a state now is to pull out on the people of Ashland,” says Flood.

Other Western democracies have learned that such bonds can carry consequences. Oligarch-owned companies have helped the Kremlin influence politics across Europe. Since Putin came to power in 2000, Russia has used economic leverage to “force a change in policy” or undermine governments in at least 19 European countries, Laura Rosenberger, a former National Security Council official under Obama, told a House committee last May.

On rare occasions, Russian oligarchs have even described how this strategy works. “What is a factory in a one-factory town? It’s what all life revolves around,” the billionaire Dmitry Firtash, a longtime ally of the Kremlin in Ukraine, told TIME in a 2017 interview. “We don’t just pay wages. We provide the social safety net. So people believe us.” When he and his factories put their support behind a political cause or candidate, “that influences people,” Firtash explained. “That’s what ensures electoral support.”

Only in the context of the Mueller investigation have U.S. policymakers begun to worry whether the tools of economic influence that Russia honed in Europe could work just as well on American politics. Russia’s direct investments in the U.S. amounted to less than $4 billion in 2018—a relatively minor sum—although its billionaires have long had an outsize presence in some industries, including the tech sector. “The Obama Administration was slow in general to recognize the problem,” says Fried, the former State Department official. “We’ve come to realize we’re not so special in that regard. We’re just targets like everybody else.”

The fight is not over in Washington. Treasury “needs to take potential harm to national security from Rusal’s proposed investment seriously,” Oregon Senator Ron Wyden, the top Democrat on the Senate Committee on Finance, said in an Aug. 11 statement to TIME. Wyden has been pushing for a review of the deal. Other Democrats say if Rusal is banking on its investment in American jobs to protect it from future sanctions, that highlights a bigger problem. “The situation with Rusal broadly raises concerns that entities may in effect be ‘too big to sanction’ given the inter-connectedness of the global economy,” says a Senate Democratic aide.

It’s not as if the U.S. has no protections against malign foreign investment. But thanks to a regulatory loophole, the Rusal–Braidy deal skated past the agency that vets foreign investments for threats to national security. According to the mandate of the Committee on Foreign Investment in the United States (CFIUS), the agency does not investigate so-called greenfield projects, which are built from the ground up. And brand-new plants like the one in Ashland might just fit through that loophole, says Aimen Mir, who ran the agency for four years until 2018. As a general rule, he tells TIME, the agency tries to keep the U.S. as open as possible to legitimate foreign capital. “All other things being equal,” Mir says, “we should be welcoming of investment.”

That attitude has begun to shift under the Trump Administration. Through legislation passed last summer, CFIUS will get expanded powers to collect data on foreign investments and block the ones it deems to be a threat. In April, the agency pressured the Russian billionaire Mikhail Fridman to sell his fund’s stake in a U.S. cybersecurity firm, Cofense Inc.

Those powers may soon be tested, because there are signs Rusal is not done investing in the U.S. Soon after the Kentucky deal was announced, Lord Barker sent a letter to the governors of eight more U.S. states. In the April 18 note, he touted the benefits of the Rusal investment and said the company was “eager to evaluate other opportunities around the country and your state in particular.”

To critics of Russian economic influence, the letter sounded one particularly ominous chord. “As part of our international growth strategy, we see significant opportunities across the whole industry value chain in North America,” Barker wrote. The investment in Kentucky, he added, “is just the beginning of our long-term ambitions.”

Hong Kong’s Airport Devolves Into Chaos as Riot Police Clash With Protesters

(HONG KONG) — Riot police clashed with pro-democracy protesters at Hong Kong’s airport late Tuesday night, moving into the terminal where the demonstrators had shut down operations at the busy transport hub for two straight days.

Officers armed with pepper spray and batons confronted the protesters who used luggage carts to barricade entrances to the airport terminal.

Police took several people into a police van waiting at the entrance to the airport’s arrivals hall.

Police said they tried to help ambulance officers reach an injured man whom protesters had detained on suspicion of being an undercover agent.

Protesters also detained a second man who they suspected of being an undercover agent. After emptying out his belongings, they found a blue T-shirt that has been worn by pro-Beijing supporters that they said was evidence he was a spy.

Earlier in the day, authorities were forced to cancel all remaining flights as the city’s pro-Beijing leader warned that the protesters had pushed events onto a “path of no return.”

After a brief period when flights were able to take off and land, the airport authority suspended check-in services for departing flights as of 4:30 p.m. Departing flights that had completed the process were able to continue to operate.

It said it did not expect arriving flights to be affected, although dozens were already canceled. The authority advised people not to come to the airport, one of the world’s busiest.

More than 200 flights were canceled Monday and the airport was effectively shut down with no flights taking off or landing. Passengers have been forced to stay in the city while airlines tried to find other ways to get them to their destinations.

For Grace Bendal, a 43-year-old contractor from the Philippines, Tuesday was the second straight day she came to the airport only to learn flights were canceled. She spent the weekend in Hong Kong with her primary school-age children, who were eager to return to classes.

She said they have already missed two days of school and the extra day in the city has cost her around 3,000 Hong Kong dollars ($400). Though there were no airline employees at check-in counters Tuesday evening, Bendal said she and her children planned to stay at the airport all night.

“I cannot blame them, because they are fighting for something,” Bendal said of the protesters. “But then it’s not right if we are the ones suffering.”

The airport disruptions are an escalation of a summer of demonstrations aimed at what many Hong Kong residents see as an increasing erosion of the freedoms they were promised in 1997 when Communist Party-ruled mainland China took over what had been a British colony.

The protests have built on an opposition movement that shut down much of the city for seven weeks in 2014 before it eventually fizzled and its leaders were jailed on public disturbance charges.

The central government in Beijing has ominously characterized the current protest movement as something approaching “terrorism” that poses an “existential threat” to citizens.

While Beijing tends to define terrorism broadly, extending it especially to nonviolent movements opposing government policies in minority regions such as Tibet and Xinjiang, its use of the term in relation to Hong Kong raised the prospect of greater violence and the possible suspension of legal rights for those detained.

Hong Kong leader Carrie Lam said the instability, chaos and violence have placed the city on a “path of no return.”

The black-clad demonstrators have shown no sign of letting up on their campaign to force Lam’s administration to respond to their demands, including that she step down and scrap proposed legislation under which some suspects could be sent to mainland China, where critics say they could face torture and unfair or politically charged trials.

Lam has rejected all calls for dialogue, part of what analysts say is a strategy to wear down the opposition movement through police action while prompting demonstrators to take more violent and extreme actions that will turn the Hong Kong public against them. At the airport, protesters discussed among themselves whether they should simply block all access to the facility.

Meanwhile, paramilitary police were assembling across the border in the city of Shenzhen for exercises that some saw as a threat to increase force against the mostly young protesters who have turned out by the thousands in the past 10 weeks.

While China has yet to threaten sending in the army — as it did against pro-democracy protesters in Beijing in 1989 — the Shenzhen exercises were a sign of its ability to crush the demonstrations, even at the cost to Hong Kong’s reputation as a safe haven for business and international exchange. Images on the internet showed armored personnel carriers belonging to the People’s Armed Police driving in a convoy Monday toward the site of the exercises.

The People’s Liberation Army also stations a garrison in Hong Kong, which recently released a video showing its units combating actors dressed as protesters. Hong Kong police also put on a display of water cannons.

Police have arrested more than 700 protesters since June and say they have infiltrated the demonstrators, leading to concerns that officers were inciting violence. Scores of protesters and police have been hurt, including a woman reported to have had an eye ruptured by a beanbag round fired by police during clashes Sunday.

Police said they are investigating the incident, which protesters have taken up as a rallying cry. Some in the airport occupation wore gauze bandages dyed with artificial blood over one eye.

The U.N.’s top human rights official condemned violence around the protests and urged both sides to settle their dispute through “open and inclusive dialogue.”

Rupert Colville, spokesman for U.N. High Commissioner for Human Rights Michelle Bachelet, said her office had reviewed evidence that police are using “less-lethal weapons in ways that are prohibited by international norms and standards.” That includes firing tear gas canisters into crowded, enclosed areas and directly at individuals, “creating a considerable risk of death or serious injury,” Colville said in a statement.

In a sign of rising tensions, protesters in the evening detained a man they claimed was a police officer from mainland China. They tied his wrists using plastic strips and poured water over his head. Airport security guards were present but did not appear to be able to stop the crowd.

Sally Tong, an 18-year-old protester, said they needed to keep holding him as evidence that mainland Chinese authorities are in Hong Kong to monitor the demonstrations. Tong said the man was dressed in black and wore a mask to look like one of them.

“We want to keep him here and investigate,” Tong said. Protesters said the man dropped his wallet when he was running away from them, and they found ID cards from mainland China and also found his name on a list of police officers online.

The Associated Press could not independently verify his identity.

After two months, the protests have become increasingly divisive and prompted clashes across the city.

Demonstrators have recently focused on their demand for an independent inquiry into what they call the police’s abuse of power and negligence. That followed reports and circulating video of violent arrests and injuries sustained by protesters.

Some protesters have thrown bricks, eggs and flaming objects at police stations. Police say several officers have suffered burns, bruises and eye damage from protesters.

Lam said dialogue would only begin when the violence ended. She reiterated her support for police and said they have had to make on-the-spot decisions under difficult circumstances, using “the lowest level of force.”

“After the violence has been stopped, and the chaotic situation that we are seeing could subside,” Lam said. “I as the chief executive will be responsible to rebuild Hong Kong’s economy … to help Hong Kong to move on.”

She did not elaborate on any conciliatory steps her government will take.

The early protests were in specific neighborhoods near government offices. However, the airport protest has had a direct impact on business travel and tourism. Analysts said it could make foreign investors think twice about setting up shop in Hong Kong, which has long prided itself as being Asia’s leading business city with convenient air links across the region.

“I don’t think I will ever fly to Hong Kong again,” said Kerry Dickinson of South Africa.

The protesters held signs in Chinese and English to appeal to travelers from mainland China and elsewhere. “Democracy is a good thing,” said one sign in simplified Chinese characters.

Adding to the protesters’ anger, Hong Kong’s Cathay Pacific Airways told employees the carrier has a “zero tolerance” for them joining “illegal protests” and warned they could be fired.

2 Ebola Patients in Congo Treated With New Drugs Have Been Cured, Say Doctors

(KINSHASA, Congo) — Doctors in Congo say that two Ebola patients who were treated with new anti-Ebola drugs in Goma in eastern Congo have been declared “cured.”

Doctors fighting Ebola quickly used the case on Tuesday to press the message that people with Ebola can recover if they seek proper care.

Dr. Jean-Jacques Muyembe, director of Congo’s National Institute for Biomedical Research, said Ebola is dangerous but it is also curable with proper treatment.

Muyembe said two new drugs are now being used to treat Ebola patients because tests have shown they are effective.

He said there is less danger that Ebola will spread through Goma, the capital of North Kivu province with more than 2 million inhabitants, because about 200 contacts and suspected cases have been identified and have received proper medication.

Family Confirms Body Found in Malaysia Is Missing 15-Year-Old London Girl

(SEREMBAN, Malaysia) — Malaysian police said Tuesday the family of a missing 15-year-old London girl has positively identified a naked body found near the nature resort where she disappeared over a week ago.

Police said rescuers earlier Tuesday found the body of a female Caucasian beside a small stream in steep terrain about 2 ½ kilometers (1 ½ miles) from the Dusun eco-resort in southern Negeri Sembilan state, where Nora Anne Quoirin went missing Aug. 4. The body was airlifted to a hospital for identification and an autopsy.

“The family members have been brought here to identify the body that we recovered earlier and the family has confirmed that the body is Nora Anne,” Negeri Sembilan police chief Mohamad Mat Yusop told reporters at the hospital morgue.

Quoirin’s family arrived Aug. 3 for a two-week stay at the Dusun, a small resort located in a durian orchard next to a forest reserve 63 kilometers (39 miles) south of Kuala Lumpur.

Police believe the teen, who has learning and physical disabilities, climbed out through an open window in the living room of the resort cottage. They listed her as a missing person but said the investigation included possible criminal aspects of the case. The girl’s family says she isn’t independent and wouldn’t wander off alone, and was likely to have been abducted.

Mohamad said a senior pathologist will conduct a post mortem Wednesday morning to determine the cause of death.

National deputy police chief Mazlan Mansor earlier told a news conference that the body, which “was not in any clothing,” was found by volunteers registered with the rescue team Tuesday afternoon in an area that had previously been searched by rescuers. He didn’t explain how long the body had been there or why rescuers apparently missed it.

Nearly 350 people have been involved in a massive search operation that included sniffer dogs, elite commando forces and thermal detectors, but no evidence had been turned up until the discovery of the body on Tuesday. Police from Ireland, France and the U.K. are also on site to assist in the investigation. The girl’s mother is from Ireland and her father is French, but the family has lived in London for 20 years.

On Monday, the mother, Meabh Quoirin, announced a 50,000 ringgit ($11,900) reward, donated by a Belfast-based business, for information leading to the recovery of her daughter.

Hong Kong’s Last British Governor Says China Sending in Troops Would Be ‘Appalling Error’

Mass demonstrations have pushed the Chinese-ruled territory of Hong Kong into its most serious crisis in decades. The international airport has been at a standstill since Monday, while an increasing number of shops have been shuttered and thoroughfares blockaded.

In 1997, Hong Kong returned to Chinese rule under a “one country, two systems” mode of governance, guaranteeing the city a high degree of autonomy, an independent judiciary and freedoms not allowed in mainland China. The fifty-year agreement is due to expire in 2047.

Nearly two million people have taken to the Hong Kong streets since June to protest a proposed extradition bill, which would have allowed suspected criminals to be sent to mainland China for trial. Critics have said it would threaten Hong Kong’s legal freedoms, and could be used to silence political dissidents.

Hong Kong’s last British governor says protestors are up standing up for their freedoms, which have been “whittled” away under the Chinese President Xi Jinping. Chris Patten, a former Conservative Party minister who governed Hong Kong from 1992 to 1997, helped push through constitutional reforms in the final years of U.K. rule that were later dismantled by the Chinese government. Now retired from politics, he is Chancellor of Oxford University.

Patten spoke with TIME by phone on Aug. 7 about what’s at stake for Hong Kong and China as the unrest continues. This interview has been edited for length and clarity.

What is your sense of Hong Kong’s identity?

Most residents in Hong Kong are ethnically Chinese but have a strong sense of citizenship. That’s not surprising because it’s been a great international trading city, it has the rule of law, some fine universities, it did have a completely free press. It had all the freedoms associated with a plural and open society except the ability to elect its own government. That is what people regard as defining who they are. While they don’t deny their Chineseness, they do say that they’re Hong Kong Chinese.

How has China leveraged influence over Hong Kong?

For the first ten years after 1997, I think Hong Kong did pretty well. China by and large kept its side of the bargain on the “one country, two systems” agreement.

Things have changed since Xi Jinping came became President in 2013. I think that just as he’s cracked down on any sign of dissidence in mainland China, he’s been keen to exert greater control through the joint liaison office in Hong Kong and through United Front activists in Hong Kong. There’s been whittling away of free speech and the autonomy of universities, and an undermining of the rule of law.

It’s a terrible error for the Beijing authorities to have behaved in a way that makes people in Hong Kong fear the Chinese government. And it’s appallingly bad for China’s image. But for the last few years, the Chinese Communist Party hasn’t cared very much [about their image] as they’ve been tightening their control over everything. If China breaks its word over Hong Kong, how can you trust China anywhere else?

Why has there been such strong public opposition?

The extradition law built on people’s anxieties in Hong Kong because over the last few years they’ve gradually seen their freedoms whittled away. It would have knocked down, dismantled the firewall between the rule of law in Hong Kong, and put in laws that are determined by the Communist Party in mainland China.

But it was handled terribly by Hong Kong’s Chief Executive (Carrie Lam). After the first big demonstrations, the government didn’t back off, it didn’t bury the bill. Instead, officials said they were postponing the bill. They tried to find a way of appearing to back down without actually doing so. The second thing that has triggered the protests is the violent way that the demonstrations were handled.

How do you think the government will respond to continued protests?

I imagine that the Hong Kong government and the people who pull the strings in Beijing think that if they do nothing the fire will burn out – the demonstrations will stop – and they’ll use the courts to send as many to prison as possible.

I don’t think China will intervene militarily. That would bring back a lot of memories of Tiananmen and it would be extremely bad for China’s relations with other countries, and of course calamitous for Hong Kong.

If China can only accept the sovereignty of Hong Kong on the basis of sending in troops and tanks, it would be an appalling error.

China is a very powerful nation with no notion of the importance of human rights and the rule of law. When you see what’s happening in Xinjiang with the development of a totalitarian, surveillance state – it’s obviously a worry that China – a very important country in the world – doesn’t share the same view of human rights, due process and accountable government that the rest of us have.

What’s is the future of Hong Kong’s pro democracy movement?

Since almost two million people have protested against the extradition agreement, there is clearly a huge part of Hong Kong opinion that feels very strongly about these matters.

The government must begin a process of reconciliation. Before things get totally out of control, before someone gets killed or very badly injured, the officials need to find a way to talk to not just the demonstrators who they have accused of violence, but the overwhelming majority of people in Hong Kong.

India's slowdown-hit economy may soon get a booster shot

NEW DELHI: The slowdown-hit economy may soon get a booster dose from the government with Finance Ministry working on a stimulus package for the industry may include a slew of financial measures ranging from tax cuts, subsidies and other incentives.Official sources said the package would not only aim to reduce the cost for the industry but would also lay out procedures that would further provide impetus to ease of doing business.This could also include measures by the revenue department to ensure honest taxpayers are not harassed and those who commit minor or procedural violations are not subjected to excessive action. The Prime Minister has indicated about these measures in a recent media interview.As concerned voices rise in India Inc over a consistent fall in demand, the measures would also try to address the issues of raising consumption by providing more money into the hands of consumers & reducing the prices of consumables by reducing indirect tax rates of a host of consumption items."The economy requires a critical intervention by introducing a stimulus package. We have suggested a package of over Rs 1 lakh crore," said B.K. Goenka, president Assocham.Already, a separate package is being looked for the auto sector that met Finance Minister Nirmala Sitharaman last week. The industry has sought lower GST rates on automobiles and introduction of a scrappage policy that incentivises new purchase. This is expected to beat the slowdown that has resulted in passenger car sales plunging 35.95 per cent in July.The collapse of some large NBFCs has been cited as a major factor for the sales downturn as these companies used to provide the bulk of automobile financing."We hope the government would come out very soon with a revival package of a sort to arrest the de-growth and to bring the industry back to growth path," SIAM's Director General Vishnu Mathur said.The Government will, however, have to weigh the size of the stimulus package given less than encouraging revenue position and a fiscal deficit that has risen to 3.4 per cent in FY19 due to expansionary policies of the previous governments. It has also been kept at a high of 3.3 per cent of GDP in FY 20 as well meaning that this number would again have to be breached to offer a stimulus."The Finance Minister has held meetings with different segments of the industry to understand their concerns and get inputs on path to be taken to come of slowdown. Based on these, a package is being considered that may be announced soon," sources quoted earlier said.The stimulus is also likely to cover the financial markets that have shown big volatility in recent weeks and particularly after the presentation of Union Budget on July 5 that raised tax surcharge on FPIs.While Finance Ministry officials are not indicating what changes could be made, sources said the matter has been discussed internally and certain changes in taxation on share markets could be announced. Sitharaman met representatives of the financial sector on Friday.In the financial sector, there is a possibility to relook at the long-term capital gains tax (LTCG). Sources said Finance Ministry is studying implications of withdrawing LTCG after the three year holding period. The other taxation on the market transactions such as tax on dividend distribution may also rejigged and so is the case with tax on share buybacks introduced in Budget this year.The Finance Ministry is working overtime to see that economy does not shrink any further as it might lead to a crisis situations where lakhs may lose their jobs. Already, auto sector is seeing job losses and this might soon spread to other sectors that are on the brink of a recession.

The gauge is now at 7%."Currency traders are in a tizzy," said K N Dey, founder of United Financials, a Mumbai-based forex firm. "Chinese Yuan and Argentine peso are going to weigh on other EM currencies, including the rupee. While companies are rushing to cover their offshore exposures, punters are exploiting market swings."Reliance Industries on Monday decided to sell 20% stake in its chemical business to Aramco. The company is expected to receive about $15 billion from the Saudi Arabian oil major. But details of the inflows are not yet known.The rupee lost 0.86% to the dollar Tuesday to close at 71.40 to a dollar, its lowest since February 7 this year. Govt is all set to open liquidity tap for NBFCs

NEW DELHI: New Delhi: India has operationalised a partial guarantee scheme announced in the budget for non-banking and housing finance companies (NBFCs and HFCs), which will allow state-run banks (PSBs) to purchase their assets.It is aimed at providing liquidity support to avoid distress sale of assets in a sector facing a shortage of cash due to asset-liability mismatch. The stress on NBFCs and HFCs is seen as a key reason for a slowdown in the economy, as it has caused reduced credit flow to small businesses and consumers.The government is putting in a mechanism to ensure the scheme takes off on ground. It will elicit information on a real-time basis on the working of the scheme and has sought real-time reporting of transactions under it. 70668311 As per the guidelines of the scheme announced in the budget, the Department of Economic Affairs will provide government guarantee of up to 10% of the fair value of assets purchased by a bank from a stressed NBFC or HFC. The scheme is capped at Rs 1 lakh crore and will be open for up to six months.The Department of Financial Services will obtain information on transactions in a prescribed format from PSBs and send a copy to the budget division of the Department of Economic Affairs. The government will settle claims by banks within five working days.NBFCs will have to pay a fee to the government, at 0.25% per annum of the fair value of assets sold to banks. They will be able to sell 20% of standard assets, worth up to Rs 5,000 crore, as on March 31.Assets sold must be at least AA or equivalent rated and the NBFC/HFC selling assets should have appropriate capital, net NPAs of less than 6% and been profitable for the last two financial years.NBFCs will also have to rework the asset-liability structure within three months to have a positive asset liability management in each bucket for the first three months and on cumulative basis for the remaining period.The one-time guarantee on the pooled assets will be valid for 24 months from the date of purchase and can invoked in specified circumstances. The guarantee shall cease earlier if the purchasing bank sells the pooled assets to the originating NBFC or HFC or any other entity before the validity of the guarantee period, the government said."The purchasing bank can invoke the guarantee if interest and/or instalment of principal remains overdue for more than 90 days (that is, when liability is crystalised for underlying borrower) during validity of such guarantee, subject to the condition that the guarantee is for the first loss up to 10%," it added.

FinMin may consult Law ministry on FPI surcharge

NEW DELHI: The finance ministry may soon consult the law ministry on how best to provide relief to foreign portfolio investors (FPIs) from the super-rich surcharge that was announced in the July 5 budget.The government is exploring various options and the one considered most effective and legally feasible will be taken up, said people with knowledge of the matter. The surcharge has taken effect after presidential assent to the Finance Bill.Among the options on the table are relief via a circular, an announcement to be followed up with an amendment later, or an ordinance to immediately amend the Finance Act."These would have to be taken to the law ministry for examination to assess effectiveness and doability," said a government source.In the past, the government has issued beneficial circulars to provide relief to taxpayers that have been upheld by the Supreme Court.Precedents for ExemptionsBut whether a circular under Section 119 can be stretched to imposing an embargo on tax rates or surcharges needs to be examined. This section empowers the Central Board of Direct Taxes to issue such circulars.With regard to an announcement and subsequent amendment in the winter session of Parliament, officials need to weigh the effectiveness of this as tax rates for the financial year will be levied from April 1. Amending the Finance Act via ordinance is seen as a likelier method.Some tax experts said the best legal option for the government would be to consider an amendment to exempt all FPIs and alternate investment funds (AIFs) registered with the Securities and Exchange Board of India (Sebi) from the enhanced surcharge."For now, the government should bring an ordinance to this effect or at least a definitive announcement — which will give a great deal of comfort to investors and capital markets — followed by a formal amendment proposal before Parliament," said Sudhir Kapadia, national tax leader, EY.Kapadia pointed out that there are precedents for allowing exemptions — such as that of minimum alternate tax (MAT) on foreign institutional investors (FIIs) and the applicability of the lower rate of withholding tax of 5% on masala bonds. Definitive announcements were made first, followed by amendments in the law."If the intention is to reduce the surcharge for the current year itself, then my view is that it might not be possible to do this simply by way of issuing a circular or notification since the change in surcharge will require an amendment in law and would not be a mere clarification of law," said Rajesh H Gandhi, partner, Deloitte Haskins & Sells LLP. "The government might have to issue an ordinance duly promulgated by the President to change the rates effective April 2019. The amendment will then have to be approved in the next session of Parliament."Finance minister Nirmala Sitharaman held a meeting with market participants, including FPIs, on Friday to take stock of the issues they face. FPIs pitched for rollback of the increased surcharge and removal of long-term capital gains tax on equities to perk up market sentiment. 70668323 LOSING STREAKThe Indian stock markets have lost nearly 5% since the presentation of the budget, with FPIs pulling out as much as $1.8 billion. This increased surcharge impacts individuals, Hindu Undivided Families (HUFs), trusts and associations of persons.FPIs, sovereign wealth funds and AIFs structured as trusts or AoPs are covered by this. As many as 40% of FPIs are said to have been impacted by the increased tax.Sitharaman had subsequently told ET that the surcharge was not aimed at FPIs."No, to be honest, I don't think it was an intent; we didn't aim to touch the FPIs," she had said in an interview published on July 29."The intent was more to look at putting in a surcharge from the point of view of incomes above Rs 2 crore and Rs 5 crore and within them, make sure we calibrated," she had said. "But of course, it has touched those FPIs that are registered as trusts. Although I don't want to be tempted to repeat the dialogue, it is possible, and we are, as a government, willing to even help out if FPIs registered as trusts want to come over to being companies."

MUMBAI: The Indian subsidiary of French car maker Renault is planning to target rural markets and have new product interventions to improve its sales in the midst of the ongoing slowdown in the automobile industry to achieve its midterm target of doubling domestic sales volumes.The company will undertake specific marketing strategies for rural markets and expects to get 50% of its total sales volume from there in the coming years, Venkatram Mamillapalle, managing director for Renault India Operations, told ET. Presently, rural markets contribute only 10% to the company's total sales. Mumbai: There is an urgent need to restore confidence among the business and investor community, said Navneet Munot, CIO – SBI Funds Management.The business sentiment has taken a beating following GDP growth hitting multi-quarter lows and various high frequency data points hinting at a slowdown and loss of confidence."The animal spirits (for both lenders and borrowers) must revive, and that can only happen by two set of forces; buoyancy in the global growth or by stability and predictability in fiscal policy environment," Munot urged.Munot pointed that amid the current environment, one shouldn't ignore structural strength factors.The government, with significant political capital, can leverage on the bold policy actions taken during the last regime."Moderating global growth aside, global situation favors India. Global investors are in hunt for markets with macro and political stability and prospects for economic growth," he said. While revisiting the recent policy moves, concerted efforts are needed to attract foreign savings. The efforts of financial inclusion, financialisation of savings and access to credit were key positives in the last couple of years. Policy actions should not allow strength of those factors to be eroded, and Indian backdrop is such that low penetration and rising aspirations of the youth bodes well for structural consumption story, said Munot.He believes that the government, in the present environment, should focus on those infrastructure segments, which are shovel ready, can create jobs and have a multiplier effect on growth.Indian businesses had seen capacity utilisation improve and were also balance-sheet ready to undertake capital formation, he said."Ironing out the cyclical challenges can catalyse the investment cycle pick-up in India. We are hopeful of conducive policy actions to leverage on inherent structural strengths of Indian economy," said Munot."Dark clouds are always followed by a shining sun. 'Tax surcharge set to dampen foreign investors’ sentiment'

The recently-announced tax surcharge on foreign portfolio investors has added a hurdle for foreign investments into India, said Glen Baptist, chief executive officer, US-based PGIM Global Partners. In an interview with Prashant Mahesh, Baptist said he is neutral on India at this point. Edited excerpts:What is your outlook for India? The budget seems to have disappointed investors... From a long term perspective every investor believes India is a place to be. However as of now, the sentiment is somewhat negative on India because there is uncertainty on two things. One is real estate, what is the impact on NBFCs and banks and how that will play out. Secondly, there is nothing earth shattering in the budget and there are some confusing statements made on sovereign bonds. These are creating some doubts in investor minds on what are the real policies of the government and can we rely on them. These are early pains of an administration coming in and trying to focus on policies that will drive the country forward. The government needs to focus on two things: fiscal prudence, and the second thing is to focus on improving productivity within various aspects of the economy be it the agriculture side or the manufacturing side. If investors see a government focused on these things, money will flood in. There is lot of money across the world.How has the new tax surcharge on various foreign investors registered as trusts, impacted the perception on India? The recently-announced FPI tax surcharge is certainly not welcome as it adds an additional hurdle for foreign investment into India. Ordinarily, investors would take a small surcharge in stride considering the significant long-term opportunities in both the equity and fixed income markets in India. However, in the current environment of slowing growth, credit stress and geopolitical tensions, this surcharge is likely to dampen the near-term enthusiasm for foreign investment in India. I hope the authorities can address this issue soon.So where is India in the pecking order?Last year there was more excitement about India and it ended outperforming other markets. More recently, in the last couple of months, the markets have fallen a little bit out of favour. However that looks temporary. It could easily come back, If corporate profits improve, it could give confidence to people and sentiment could improve. We are relatively neutral on India at this point of time.Do you expect the Fed to cut rates further?The rate cut from the Fed was anticipated for the last six months ever since they changed their perspective on economic growth and outlook after December 2018. This cut has come in after a substantial period of rate hikes. The Fed is trying to say that they want to cut rates in order to prolong the economic expansion. With the economic cycle slowing down and considering its been 10 years since the last recession, they felt there was no reason for them to maintain a tight stand. It looks like the last rate hike that was put in place in mid 2018 was what they wanted to reverse. US GDP growth is expected to be in the 2.5% range. Given its huge size this is better than a Europe or Japan and some of the other developed markets, so we are not looking at a recession in the near future. We don't expect a long series of rate cuts going forward, as the economy is not in recession. Our expectation is after this one rate cut, there could be one more but towards the end of this year and that depends on how the economic cycle develops. A lot of it is dependent on the trade discussions between US and China.The trade war between US and China does not seem to be showing signs of easing. What's your reading?This is not a very short term trade war, nor will the solution be a short term one, but this will be a long term process. This is now really a war for the future of the world powers. US has been a world power, while China is coming to be a credible second world power. The war is really on technology, who uses it to control the world and its not about soybean and oil. Its about intellectual property and protection of that. These things are not being resolved and talked about in the current discussions. In our opinion this war will continue for a long time. Interestingly our feeling is that with the Chinese economy slowing down due to this trade spat with the US, there is an opportunity for India somewhere to take advantage of it. This trade war between the two countries has an impact on business sentiment, which makes planning difficult and that's why there is some amount of pessimism in the world.Do you expect more money to return to US markets?Valuations are high in the US with PE in the 19-20 range which is above average and certainly not cheap. The question to ask is despite these valuations can investors be interested in the US -- for which the answer is yes. This is because the US looks like the best place in a tough world. You have a Fed that is accommodative and economic growth that is better than other places. The economy is large, strong and steady. Unemployment is low, corporate earnings are expected to recover next year, and we don't see a huge amount of over-leveraging in the corporate landscape. Overall we are comfortable with US markets. When there is a bit of a defensive view on the overall global economy and markets, people tend to go back to the US as an area of safety. Global managers based in the US will bring back money home.

India sees record 36.9 million smartphone shipments in Q2

New Delhi: India smartphone market saw its highest-ever shipment of 36.9 million in the second quarter (Q2) of 2019 -- with 9.9 per cent year-on-year (YoY) and 14.8 per cent quarter-on-quarter (QoQ) growth, a new report said on Tuesday.According to the International Data Corporation's (IDC) "Asia/Pacific Quarterly Mobile Phone Tracker" report, Chinese handset maker Xiaomi saw its shipment volume grow by 4.8 per cent (YoY) in Q2 while Samsung registered a strong 16.6 per cent (YoY) growth fueled by low and mid-price segments. "Despite the efforts towards multi-channel retailing by almost all vendors, the online channel continued its growth momentum fueled by multiple new launches, attractive offers and affordability schemes like EMIs/cashbacks," Upasana Joshi, Associate Research Manager, Client Devices, IDC India, said in a statement."This resulted in the YoY growth of 12.4 per cent for the online channel with an overall share of 36.8 per cent in 2Q19," Joshi added.A total of 69.3 million mobile phones were shipped to India in Q2, which was up 7.6 per cent over the previous quarter.Handset maker Vivo saw a strong YoY growth of 31.6 per cent whereas Realme saw multi-fold growth, driven by newly-launched model C2 and 3/3Pro series. India smartphone market will continue its growth trajectory in the second half of this year but the consolidation of top few brands will continue, said IDC. "This will make it much more challenging for smaller players to find niches of growth. A very strong 2H19 is essential to bring double-digit YoY growth in the fastest-growing smartphone market of this size globally," noted Navkendar Singh, Research Director, Client Devices and IPDS, IDC India.

MUMBAI: Any talk of the rockstar in the room has always split the tech community. And it did again when Accel Ventures partner Shekhar Kirani issued a tweet thread last month highly recommending the rockstar 10x engineer, especially for startups. Many in the industry, including in Silicon Valley, were riled.A 10x engineer is one who can cram in several hours of work, more than an average engineer, with 10 times their productivity. S/he has a rich tool set of techniques for everything from front-end to back-end, and learns new frameworks and languages ahead of others. S/he knows how to apply these in the right context. And, as Kirani put it, knows every line of code that has gone into production, and if a quality assurance or support person alerts an issue, knows precisely where the fault (or bug) is and can fix the same in hours, versus days that ordinary engineers would take. 70651505 Kirani said a 10x engineer increases the odds of a startup's success. Many believe that. Software-as a-service venture Clappia says it has four 10x engineers and pays them double or triple the salary it pays other engineers. Gaurav Kamboj, a cloud architect with Hotstar, says a 10x engineer may get your work done, but that's not enough. "Rohit Sharma can keep hitting a century but if the bowlers don't perform, then India will lose," he says.Kamal Karanth, CEO of HR firm Xpheno, says there's demand for 10x engineers, but cautions that they exhibit maverick behaviour, "which is not good for a company that relies on teams". And then there are those who think a 10x engineer is a mythical creature. A Chennai-based software entrepreneur, who did not want to be named, says the 10x engineer Kirani describes exists mainly in movies, like Hugh Jackman in Swordfish. And to the extent there is a brilliant loner, the person will usually develop code that will not scale. "It will work for a given value of work. However, to handle scalable code, you need to work with others. So I'll have a conscientious, dedicated team of 10 1x developers to a 10x developer any day," he says.Bharani Subramaniam, market technology principal in software consulting company ThoughtWorks, also says the 10x engineer is more myth than reality. He notes that the term 10x is typically associated with time — how quickly can the engineer complete tasks. In reality, a huge percentage of that time is spent in getting a handle of the context, domain, and understanding the problem statement. "This is reason to believe that effective communication is the real black hole that sucks in a significant portion of time when it comes to software development. When context is established, accelerated development is a matter of familiarity with tools, platforms and framework — capabilities that every engineer should consistently sharpen," Subramaniam says.
