China warned Tuesday it will react if the US goes ahead with plans to deploy intermediate-range missiles in the Asia-Pacific region.
Beijing said it will not stand 'idly by' and 'will be forced to take countermeasures' if the deployment goes ahead, but did not specify what exactly that would involve.
It comes after President Trump tore up the Intermediate-Range Nuclear Forces treaty which was signed under Ronald Reagan during the Cold War which prohibited the US from fielding such weapons.

TROY, Alabama — The crown jewel of U.S. missile defense systems comes from an unlikely place: a 4,000 acre compound nestled in the quiet woods of a southern Alabama town.

Royal Air Force Typhoon fighter jets have intercepted a fifth Russian military aircraft in the last two days.
Typhoon fighter jets operating from Ämari Air Base in Estonia were sent to escort Russian military transport aircraft from Putin's airforce away from Estonian territory, in what the RAF says is a routine part of NATO air policing operations.

The pact will be centered on a U.S. commitment to withdraw troops in exchange for a Taliban promise the country will not be used to plot terrorist attacks, both sides say.

Over the past decade, the Russia threat has loomed larger and larger in the minds of U.S. foreign-policy experts and officials, but the fear has especially grown in the wake of the Russian government's meddling in the 2016 presidential election. As tensions heat up in the Persian Gulf, the Navy's minesweeping fleet may once again be called into action, but its sailors say the ships are too old and broken to do the job. "We are essentially the ships that the Navy forgot."
The U.S. Navy officer was eager to talk.
He'd seen his ship, one of the Navy's fleet of 11 minesweepers, sidelined by repairs and maintenance for more than 20 months. Once the ship, based in Japan, returned to action, its crew was only able to conduct its most essential training — how to identify and defuse underwater mines — for fewer than 10 days the entire next year. During those training missions, the officer said, the crew found it hard to trust the ship's faulty navigation system: It ran on Windows 2000.
The officer, hoping that by speaking out he could provoke needed change, wound up delaying the scheduled interview. He apologized. His ship had broken down again.
"We are essentially the ships that the Navy forgot," he said of the minesweepers.

China's central bank will sell 30 billion yuan (US$4.3 billion) worth of short-term yuan-denominated securities in Hong Kong next week, signalling its plan to absorb offshore liquidity and cushion against further depreciation of its currency versus the US dollar.
The People's Bank of China (PBOC) unveiled the plan in a statement on its official website at 9am on Tuesday, saying the operation would commence with the issuance of central bank bills in Hong Kong on August 14.
"It is a clear message that the PBOC is preventing the yuan from sharp devaluation, and that China does not want to materialise the yuan as a weapon this early," said Zhou Hao, an economist at Commerzbank AG in Singapore.

GENEVA (Reuters) - War with Iran is the mother of all wars, Iranian President Hassan Rouhani said on Tuesday in a speech broadcast live on state TV, warning once again that shipping might not be safe in the Strait of Hormuz oil waterway.
Tensions have risen between Iran and the West since last year when the United States pulled out of an international agreement which curbed the Islamic Republic's nuclear program in return for an easing of economic sanctions on Iran.
"Peace with Iran is the mother of all peace, war with Iran is the mother of all wars," Rouhani said at the Foreign Ministry in a speech which also praised Foreign Minister Mohammad Javad Zarif after the United States imposed sanctions on him on July 31.
If the United States wants to have negotiations with Iran then it must lift all sanctions, Rouhani said, noting that Iran must be allowed to export oil.
Hiroshima marked the 74th anniversary of the atomic bombing of the city with its mayor renewing calls for eliminating such weapons and demanding Japan's government do more.
Mayor Kazumi Matsui raised concerns in his peace address Tuesday about the rise of self-centered politics in the world and urged leaders to steadily work toward achieving a world without atomic weapons.

Mark Esper warns US will prevent any unilateral military movement into northeastern Syria as Turkey prepares for offensive
US Defence Secretary Mark Esper said on Tuesday that any Turkish operation into northeastern Syria would be "unacceptable" and that the United States would prevent unilateral incursions.
Turkish President Recep Tayyip Erdogan said on Sunday that Turkey, which already has a foothold in north Syria, would be carrying out a military operation in the Kurdish-controlled area east of the Euphrates River.
"Clearly we believe any unilateral action by them [Turkey] would be unacceptable," Esper told reporters travelling with him to Japan.

Moscow's first fifth-generation fighter is mysteriously cheaper but might be too little, too late.
Russia's first fifth generation fighter, the Sukhoi Su-57, has entered serial production. Under the terms of a contract signed last June United Aircraft Corporation will produce 76 Su-57s, with the first jet likely to enter service before the end of 2019.
First sighted in 2010, the Su-57 takes its name from the famous Sukhoi Design Bureau. The Su-57 was a previously unknown design and its appearance took the West by surprise. The Su-57 is described as a "fifth-generation fighter," a term referring to to the fifth-generation of post World War II fighter jets. Fifth-generation fighter jets typically include a stealthy design, the ability to cruise at speeds of Mach 1 or greater, and a powerful radar and the ability to send and receive data with friendly forces in a networked environment.
The Navy will not commission its second America-class amphibious assault ship Tripoli (LHA-7) this fall as originally planned, according to its builder.
The Navy had expected to receive Tripoli in late 2019, according to media reports. HII pushed delivery to the end of 2019 or even into 2020 as the company works through some technical design issues with the ship's systems, Mike Petters, chief executive of Huntington Ingalls Industries (HII), said Thursday morning during a conference call with analysts to discuss the company's second-quarter financial results.
"The systems are working today. It's just a question of whether they will work for the life of the ship," Petters said.
Following the call, HII officials declined to provide USNI News more details about the "technical design issues" Petters referred to while speaking with analysts.
The next Air Force One jets will cost $5.2 billion overall, according to the Pentagon's first formal acquisition report on the presidential aircraft.
That's about the same as the total cost the Air Force provided to Defense One in March, which is significantly more than previous projections. The $4.7 billion development cost listed in the service's fiscal 2020 budget covers the price of the jets, while the $5.2 billion also includes the cost of hangar construction, engineering, and more.

(KABUL, Afghanistan) — A suicide car bomber targeted the police headquarters in a minority Shiite neighborhood in western Kabul on Wednesday, setting off a huge explosion that wounded dozens of people, Afghan officials said. The Taliban claimed responsibility for the bombing.
There was no immediate confirmation of any deaths in the attack, the second in the Afghan capital in as many days.
The car bomber detonated at a security checkpoint outside the police headquarters, police spokesman Firdaus Faramarz told The Associated Press. A military training school is located nearby. The Taliban said they had targeted a recruitment center for security forces.
Public health ministry spokesman Wahidullah Mayar said the wounded, including women and children, were taken to local hospitals.
Local media showed a large plume of smoke rising above that part of Kabul, which is home to many of the minority Hazara community. The facade of one multi-story building had been ripped away. Shopkeepers were sweeping up broken glass.
“I was having breakfast in a restaurant when the explosion happened,” said Mohmmad Qasem. As windows shattered, he and others rushed into the busy street.
The police headquarters has been targeted in the past, including an attack in 2017 that left more than 20 dead.
Chief Executive Abdullah Abdullah condemned the attack, saying in a Twitter post that “the terrorists aim to disrupt the presidential election campaign.”
Afghanistan’s presidential election, already delayed over security and organizational concerns, is set for Sept. 28. The Taliban on Tuesday issued a threat warning Afghans to boycott the polls and avoid campaign rallies which “could become potential targets.”
The Taliban, who have been staging near-daily attacks across the country, usually target Afghan forces and government officials or those seen as loyal to the government. On Tuesday, a bomb targeting a van carrying employees of the Interior Ministry’s counter-narcotics division killed five people and wounded seven in Kabul.
The Islamic State group’s affiliate in Afghanistan, which has also been behind several large-scale attacks in Kabul, frequently targets minority Shiites.
Wednesday’s attack comes against the backdrop of another round of talks this week between the Taliban and the U.S. in the Gulf Arab state of Qatar, where the insurgents maintain an office.
Zalmay Khalilzad, the U.S. envoy tasked with finding a peaceful resolution to the nearly 18-year war — America’s longest conflict — this week reported “excellent progress” at the Qatar talks. A Taliban official on Tuesday said differences had been resolved over the withdrawal of U.S. troops from Afghanistan and guarantees from the insurgents that they will cut ties with other extremist groups.
But the Taliban have continued to sideline the Kabul government, dismissing it as a U.S. puppet and refusing to negotiate with it.
The Taliban now control roughly half of Afghanistan and are at their strongest since 2001, when the U.S.-led invasion toppled their government after it harbored al-Qaida leader Osama bin Laden.
Khalilzad has said he is hoping for a final agreement by Sept. 1 that would allow the roughly 20,000 U.S. and NATO forces to leave the country.
Also on Wednesday, Interior Ministry spokesman Nusrat Rahimi said an hours-long clearance operation by Afghan forces against insurgents in eastern Kabul had found several weapons caches.
And in northern Baghlan province, security forces foiled an attack by insurgents, said Jawed Basharat, spokesman for the provincial police chief. He said a suicide bomber in a Humvee tried to attack an Afghan base but was killed. No security forces were killed, Basharat said.
(NEW DELHI) — India is redrawing its political map again.
Parliament has approved a proposal by the Hindu nationalist-led government that strips statehood from Jammu and Kashmir, its only Muslim-majority state, splitting the region into two union territories after revoking its special rights under India’s Constitution.
Although India has redrawn its map many times since gaining independence from the British in 1947, the decision is likely to raise tensions in the already-volatile Himalayan region. India and Pakistan both claim the territory in full and administer portions of it. India’s action will further entrench the idea of Hindu-majority rule espoused by Prime Minister Narendra Modi’s Bharatiya Janata Party.
The legislation was introduced alongside a presidential order that takes from the region and its people some political autonomy and hereditary rights by revoking Article 370 of India’s Constitution.
The changes will also lift a ban on property purchases by nonresidents of Kashmir, opening the way for Indians outside the territory to invest and settle there. The local Muslim population has long feared such measures would change Kashmir’s demography, culture and way of life.
An indefinite security lockdown has kept most of the region’s 7 million people in their homes and in the dark about the changes.
Erasing the autonomy of the region will inflame the sentiments of most Kashmiris who demand that the territory be united either under Pakistani rule or as an independent country. Two of the three wars India and Pakistan have found since independence were over Kashmir.
More than half a million Indian soldiers are stationed in Kashmir to counter a rebellion that seeks to secede from India, and there are near-daily demonstrations against Indian control. About 70,000 people have been killed in the uprising and the ensuing crackdown since 1989.
The legislation introduced by Home Minister Amit Shah downgrades Jammu and Kashmir from a state to a union territory with an elected legislature. It also carves out the region of Ladakh as a separate union territory, ruled directly by the central government without a legislature of its own.
The bill has been applauded by India’s Hindu nationalist parties, which have been seeking to fully integrate Kashmir since the country’s partition into India and Pakistan in 1947. The Modi government’s ideological mentor, the right-wing Rashtriya Swayamsevak Sangh organization, praised the decision, describing it as “brave” and “necessary” for the national interest.
Critics have already likened Kashmir’s proposed new arrangement to the West Bank or Tibet, with settlers — armed or civilian — living in guarded compounds among disenfranchised locals.
“The decision (to split the region) will reduce Kashmir to a colony,” said A.G. Noorani, a constitutional expert who has written extensively about Kashmir, including the 2011 book “Article 370: A Constitutional History of Jammu and Kashmir.”
Noorani said splitting the region into federal territories will “divide Kashmir from the rest of the country and Kashmiris will oppose the Hindu feeling in the region.”
Dibyesh Anand, a social scientist at the University of Westminster, said “the fear of settler colonialism is not a specter but a reality, given the approach of both the government and a large number of Indians.”
Anand said there will a major transformation of the socio-economic landscape in Kashmir, where Hindu Indian settlers will be “presented as patriotic pioneers braving Kashmiri Muslim resentment.”
Human rights activists and residents of the troubled state have long feared such a move could destabilize the region and plunge it into chaos by redrawing sectarian lines.
Still, the main worry for many is that the central government’s actions will set in motion a plan to crush the identity of the people of Kashmir.
Indian census data puts the total population of the Indian-controlled part of Jammu and Kashmir at 12.5 million, about 68% Muslim, 28% Hindu and just under 1% Buddhist. Within the state, Kashmir is about 94% Muslim while Jammu is about 63% Hindu and 33% Muslim.
The remote mountainous Ladakh region has a population of just 274,289 people, with 46% Muslim and about 40% Buddhist.
The immediate implications are that Kashmir will lose its flag, criminal code and constitution.
Before the region’s special rights were revoked, New Delhi needed the regional government’s approval to apply all other laws — except in defense, foreign affairs, finance and communications.
Turning Kashmir into a union territory means the central government will gain much more control over the area’s affairs, including its courts. Electoral constituencies will be reorganized using 2011 census figures. This could further inflame the region if more power is shifted to Jammu, where Modi and his Hindu-nationalist party enjoy strong support.
Some experts questioned whether India’s actions were legal.
“This move is a violation of the procedure in any case and can be challenged by the Supreme Court. Article 370 can only be managed by the government of Jammu and Kashmir. So, this Parliament cannot abrogate it. This is what the law says,” Noorani said.
Many constitutional experts say the provision that allows Article 370 to be altered by presidential order requires the consent of the constituent assembly of Jammu and Kashmir and is therefore void because the assembly was dissolved in 1956.
“This clearly means that it (Article 370) cannot be revoked, because the only body which could have recommended it has ceased to exist,” said Yogendra Yadav, a political analyst.
Meanwhile, India’s main opposition party, the Indian National Congress, voiced strong opposition to the way the government went about repealing the region’s special status.
Congress party leader Rahul Gandhi, defeated by Modi in May elections, criticized the “abuse of executive power” by the ruling party and said the move would have grave implications for national security.
“National integration isn’t furthered by unilaterally tearing apart J&K, imprisoning elected representatives and violating our Constitution. This nation is made by its people, not plots of land,” Gandhi tweeted.
(BEIJING) — China said Wednesday it was banning Chinese movies and actors from participating in Taiwan’s Golden Horse Awards, one of the Asian film industry’s most prestigious honors, as Beijing ramps up economic and political pressure on the island it claims as its own territory.
The one-sentence announcement on the microblog of China Film News, a newspaper affiliated with government film regulator, gave no reason for the suspension, but it comes amid rising tensions over Taiwan’s refusal to recognize being part of Chinese territory to eventually be brought under Beijing’s rule.
Even without the ban, Chinese artists might have found it difficult to make it to the Nov. 23 ceremony. Beijing recently issued a ban on solo travel to the island beginning Sept. 1 as part of measures to inflict an economic cost for its failure to obey.
Chinese participation was already in doubt following last year’s ceremony, which was marked by Chinese displeasure over remarks in an acceptance speech by documentary director Fu Yue calling on the world to recognize Taiwan as an independent country, something only a handful of nations currently do.
Chinese participants refused to appear on stage, made pointed remarks about Taiwan and China being members of the same family and then declined to attend the banquet reception following the show.
Asked about the announcement, the organizing committee told The Associated Press that it was disappointed but the show would go on as scheduled.
“The Committee regrets to be informed of the news, if it is confirmed. The jury process of Golden Horse Awards is ongoing and will continue as planned, and all Golden Horse events will take place as usual.”
Chinese entrants have been big winners at the show since they were first invited to attend in 1996, with China’s Xu Zheng winning best actor last year for his work in “Dying to Survive.”
Fu set off a firestorm of criticism in China after she said during her acceptance speech that her biggest hope was for “our country” to be regarded as an “independent entity.” Her film “Our Youth in Taiwan” won best documentary at the awards.
Taiwan split from mainland China amid civil war in 1949, but Beijing considers the self-ruled island part of its territory.
Chinese lambasted Fu on the Twitter-like Weibo platform following her win, sharing posts under the hashtag “Not one speck of China can go missing” and a map of China that includes Taiwan and territories it claims in the South China Sea.
Taiwanese President Tsai Ing-wen, who is loathed by Beijing for her pro-independence stance, expressed her support for Fu, saying in a Facebook post that the annual awards highlight the freedoms that set Taiwan apart from China.
“Here (in Taiwan) there aren’t people who will disappear or be silenced for expressing differing viewpoints,” she wrote, “and we also don’t have sensitive terms that are censored on the internet.”
Academy Award-winning Taiwanese director Ang Lee, whose films include “Crouching Tiger, Hidden Dragon” and “Brokeback Mountain” and who chaired the awards committee appeared to anticipate the backlash to Fu’s speech, telling reporters after the ceremony, “I hope that no one will come to interfere (with the awards).”
Entertainment industry figures in Taiwan and Hong Kong have routinely been blacklisted and had their work banned from mainland China after they expressed pro-independence or pro-democracy views.
Along with cutting numbers of Chinese visitors to Taiwan, China has been luring away the island’s remaining diplomatic allies and preventing its representatives from participating in international gatherings. Culture and sports events have also become targets, with Taiwan last year losing the right to hold the East Asian Youth Games, under reported pressure from China.
(MANILA, Philippines) — The Philippines’ Department of Health on Tuesday declared the country’s outbreak of dengue to be a national epidemic.
The agency said Health Secretary Francisco Duque III made the declaration to improve the response to the outbreak by allowing local governments to draw on a special Quick Response Fund.
It said the Philippines recorded 146,062 cases of dengue from January through July 20 this year, 98% more than the same period in 2018. It said the outbreak caused 622 deaths.
Dengue is a mosquito-borne viral infection found in tropical countries worldwide. It can cause joint pain, nausea, vomiting and a rash, and can cause breathing problems, hemorrhaging and organ failure in severe cases. While there is no specific treatment for the illness, medical care to maintain a person’s fluid levels is seen as critical.
The Department of Health said that starting Tuesday, it was conducting a campaign to focus on finding and destroying mosquito breeding sites, which is a primary means of containing dengue. Other government agencies, local government units, schools, offices and communities will join in the effort, it said.
Other Southeast Asian countries have also reported an upsurge in dengue cases this year, according to the U.N.’s World Health Organization. The organization said Malaysia had registered 62,421 cases through June 29, including 93 deaths, compared to 32,425 cases with 53 deaths for the same period last year. Vietnam over the same period had 81,132 cases with four deaths reported, compared to 26,201 cases including six deaths in 2018.

(SEOUL, South Korea) — North Korea said Wednesday leader Kim Jong Un supervised a live-fire demonstration of newly developed, short-range ballistic missiles intended to send a warning to the United States and South Korea over their joint military exercises.
The official Korean Central News Agency said two missiles launched from a western airfield flew across the country and over the area surrounding the capital, Pyongyang, before accurately hitting an island target off its eastern coast.
Its four rounds of weapons demonstrations in two weeks come during a stalemate in nuclear negotiations and after President Donald Trump repeatedly dismissed the significance of the tests, even though the weapons show North Korea’s ability to strike at U.S. allies South Korea and Japan and its military bases there.
Experts say Trump’s downplaying of the North’s weapons displays allowed the country more room to advance its capabilities and build leverage ahead of negotiations, which could possibly resume sometime after the end of the allies’ drills later this month.
Lee Sang-min, spokesman from South Korea’s Unification Ministry, said North Korea’s recent testing activity doesn’t help efforts to stabilize peace and called for Pyongyang to uphold an inter-Korean agreement reached last year to form a joint military committee to discuss reducing military tensions. He did not provide a specific answer when asked whether Seoul believes the North’s weapons display will intensify.
The KCNA said the launches early Tuesday verified the reliability and combat ability of “new-type tactical guided missiles.” Kim expressed satisfaction and said the launches would send an appropriate level of warning to the military exercises between the United States and South Korea that began on Monday, the report said.
Pyongyang’s official Rodong Sinmun also published photos showing what appeared to be a missile soaring from a launcher installed on a vehicle and Kim smiling and celebrating with military officials.
KCNA’s report came a day after South Korea’s military said it detected two early morning launches that were likely ballistic missiles.
Seoul’s Joint Chiefs of Staff said the projectiles traveled about 450 kilometers (279 miles) on an apogee of 37 kilometers (23 miles) before landing in waters off the country’s eastern coast. It said the projectiles showed similar flight characteristics to short-range missiles North Korea fired on July 25.
South Korea’s military had described those missiles as similar to the Russian-made Iskander, a solid-fuel, nuclear-capable missile that is highly maneuverable and travels on low trajectories, improving its chances of evading missile defense systems. Last week, North Korea conducted two test firings of what it described as a new rocket artillery system.
Kim Dong-yub, an analyst at Seoul’s Institute for Far Eastern Studies, said North Korea’s decision to fly the missiles over its capital indicated it was confident about the reliability of the system. Kim, a former South Korean military official who had participated in inter-Korean military talks, said Kim Jong Un is making a measured effort to advance the North’s military capabilities without allowing nuclear negotiations with Washington collapse.
North Korea has denounced Washington and Seoul over their joint military exercises. South Korea confirmed they started Monday but hasn’t given details about the drills, which were expected to involve computer simulations and not troops or equipment.
The North’s Foreign Ministry said Tuesday the drills “compelled (North Korea) to develop, test and deploy the powerful physical means essential for national defense.”
(ALBUQUERQUE, N.M.) — Uruguay issued a warning to its citizens early this week about traveling to the U.S. after two mass shootings killed more than 30 people.
The Latin American country also cited three cities citizens should avoid: Albuquerque, Detroit and Baltimore.
Uruguay’s Foreign Ministry said in a statement that the three cities are among the 20 most dangerous in the world and cited CEOWORLD magazine at its source.
Albuquerque has garnered national attention in recent years over its high auto theft rates and violent shootings.
Uruguay advised its citizens to avoid U.S. theme parks, shopping centers, art festivals, religious activities and sporting events.
Albuquerque spokesman Matt Ross said it was absurd for Albuquerque to be cited.
Venezuela’s Foreign Ministry also issued a statement suggesting its citizens “postpone travel” to the U.S. in light of “hate crimes.”

Salt Lake Chamber President Derek Miller said Tuesday that Huntsman is looking for places to live in Utah amid speculation that he may again run for governor.
Huntsman left the Utah governor’s office in 2009, when former President Barack Obama tapped him as ambassador to China.
President Donald Trump named him as ambassador to Russia in 2017, as the U.S. investigated Moscow’s meddling in the 2016 election.
In a resignation later dated Monday, Huntsman said he was honored by the trust Trump placed in him “during this historically difficult period in bilateral relations.”
(LONDON) — Belfast-based consultancy BDO Northern Ireland Partners says it will oversee the administration of the shipyard that built the Titanic after the firm ran out of money.
Harland and Wolff appointed BDO as administrators after its Norwegian parent company, Dolphin Drilling, failed to find a buyer following its insolvency.
The Belfast shipyard was best known for constructing the doomed White Star liner that sank in 1912 after hitting an iceberg. It once boasted a workforce of 30,000, but now employs about 125, though it supported hundreds of other jobs in its supply chain.
In recent years, it has worked on wind energy and marine engineering projects.
BDO said Tuesday it is engaging immediately with employees and stakeholders “to take all necessary steps to ensure they are supported throughout the administration process.”
After the Enola Gay dropped an atomic bomb on Hiroshima, Japan, on Aug. 6, 1945, “a city died, and 70,000 of its inhabitants.” The B-29 bomber stayed airborne, hovering above a terrifying mushroom cloud.
This “dreadful instant,” as TIME once put it, helped speed the end of World War II, launched the atomic age and began an ethical debate over the decision to use nuclear weapons that has continued for more than 70 years — and that has extended to questions about the plane itself.
The Enola Gay is a B-29 Superfortress, which pilot Paul Tibbets named after his mother, and which had been stripped of everything but the necessities, so as to be thousands of pounds lighter than an ordinary plane of that make. In 1945, it was given an important task. “It was just like any other mission: some people are reading books, some are taking naps. When the bomb left the airplane, the plane jumped because you released 10,000 lbs.,” Theodore Van Kirk, the plane’s navigator, later recalled. “Immediately [Tibbets] took the airplane to a 180° turn. We lost 2,000 ft. on the turn and ran away as fast as we could. Then it exploded. All we saw in the airplane was a bright flash. Shortly after that, the first shock wave hit us, and the plane snapped all over.”
The plane returned to Tinian Island, from which it had come. A few days later, on Aug. 9, the U.S. dropped another atomic bomb, this time on Nagasaki. While it did not drop the bomb on Nagasaki, the Enola Gay did take flight to get data on the weather in the lead-up to the second strike on Japan.
After the war, the airplane took flight a few more times. In the aftermath of World War II, the Army Air Forces flew the Enola Gay during an atomic test program in the Pacific; it was then delivered to be stored in an airfield in Arizona before being flown to Illinois and transferred to the Smithsonian in July 1949. But even under the custody of the museum, the Enola Gay remained at an air force base in Texas.
It took its last flight in 1953, arriving on Dec. 2 at Andrews Air Force Base in Maryland. As the Smithsonian recounts, it stayed there until August of 1960, until preservationists grew worried that the decay of the historic artifact would reach a point of no return if it stayed outside much longer. Smithsonian staffers took the plane apart into smaller pieces and moved it inside.
By the time the 50th anniversary of the atomic bombings of Japan approached, the Smithsonian had already spent nearly a decade restoring the plane for exhibition at the Smithsonian Institution’s National Air and Space Museum. But when the nearly 600-page proposal for the exhibit was seen by Air Force veterans, the anniversary started a new round of controversy over the plane, as TIME explained in 1994:
The display, say the vets, is tilted against the U.S., portraying it as an unfeeling aggressor, while paying an inordinate amount of attention to Japanese suffering. Too little is made of Tokyo’s atrocities, the sneak attack on Pearl Harbor or the recalcitrance of Japan’s military leaders in the late stages of the war — the catalyst for the deployment of atomic weapons. John T. Correll, editor in chief of Air Force Magazine, noted that in the first draft there were 49 photos of Japanese casualties, against only three photos of American casualties. By his count there were four pages of text on Japanese atrocities, while there were 79 pages devoted to Japanese casualties and the civilian suffering, from not only the atom bombs on Hiroshima and Nagasaki but also conventional B-29 bombing. The Committee for the Restoration and Display of the Enola Gay now has 9,000 signatures of protest. The Air Force Association claims the proposed exhibition is “a slap in the face to all Americans who fought in World War II” and “treats Japan and the U.S. as if their participation in the war were morally equivalent.”
Politicians are getting in on the action. A few weeks ago, Kansas Senator Nancy Kassebaum fired off a letter to Robert McCormick Adams, secretary of the Smithsonian. She called the proposal “a travesty” and suggested that “the famed B-29 be displayed with understanding and pride in another museum. Any one of three Kansas museums.”
Adams, who is leaving his job after 10 relatively controversy-free years, sent back a three-page answer stiffly turning down her request for the Enola Gay. The proposed script, he says, was in flux, and would be “objective,” treat U.S. airmen as “skilled, brave, loyal” and would not make a judgment on “the morality of the decision [to drop the bomb].”
Meanwhile curators Tom Crouch and Michael Neufeld, who are responsible for the content of the display, deny accusations of political correctness. Crouch claims that the critics have a “reluctance to really tell the whole story. They want to stop the story when the bomb leaves the bomb bay.” Crouch and Neufeld’s proposed display includes a “Ground Zero” section, described as the emotional center of the gallery. Among the sights: charred bodies in the rubble, the ruins of a Shinto shrine, a heat-fused rosary, items belonging to dead schoolchildren. The curators have proposed a PARENTAL DISCRETION sign for the show.
The veterans, for their part, say they are well aware of the grim nature of the subject. They are not asking for a whitewash. “Nobody is looking for glorification,” says Correll. “Just be fair. Tell both sides.”
Eventually, the criticism from veterans, Congress and others resulted in major changes to the exhibition. “[The show] will no longer include a long section on the postwar nuclear race that veterans groups and members of Congress had criticized. The critics said that the discussion did not belong in the exhibit and was part of a politically loaded message that the dropping of the atomic bomb on Japan began a dark chapter in human history,” the New York Timesreported. That version of the exhibition opened in 1995, displaying more than half of the plane, the restoration of which was still unfinished.
But the exhibition proved popular. When it closed in 1998, about four million people had visited it, according to a report by Air Force Magazine‘s Correll — the most ever to visit an Air and Space Museum special exhibition to that point.
It would take until 2003 for the full plane to be displayed, at the Air and Space Museum’s location in Chantilly, Va. That opening again provoked protest, but it can still be seen there.
And as long as it is on display, the questions it raises are likely to continue — after all, they have been with the Enola Gay since it first became a household name.
Even on board, the men who flew the plane knew as much. Van Kirk, the navigator, later described the crew as having had the immediate thought that, “This war is over.” And copilot Robert A. Lewis kept a personal log of the mission, which — when it was later made public — offered a look at what else they were thinking. “I honestly have the feeling of groping for words to explain this,” he wrote of the moments after the mushroom cloud rose, “or I might say My God what have we done.”

The government is planning a major reform in fuel marketing to allow foreign energy giants such as Saudi Aramco, Total and Trafigura, as well as supermarket chains to enter the lucrative business.The oil ministry has readied a Cabinet proposal to scrap the nearly two-decade-old rule of restricting the licence to market petrol, diesel and jet fuel to companies that have invested or propose to invest Rs 2,000 crore in exploration and production, refining, pipelines or terminals in the country, said a person with knowledge of the matter.The ministry is consulting the finance, commerce and law ministries for the proposal that has adopted most of the key recommendations of an official panel that was constituted in March to review the 2002 guideline on grant of transport fuel marketing licence, said the person. The panel submitted its report late May.India's Fuel Market Expanding RapidlyThe panel had favoured ending minimum investment by companies as a licensing condition while introducing minimum net worth bar for licence-seekers. It also suggested opening up the sector to non-oil companies, imposing strict timelines for setting up petrol pumps, and penalties for not meeting the rollout plan.The minimum investment-rule has been the biggest barrier for foreign players aiming to grab a share of the rapidly expanding fuel market in India. Demand for petrol, diesel and jet fuel has grown by 8%, 3% and 9%, respectively, in 2018-19.Saudi Aramco, France's Total and oil trader Trafigura could be the immediate beneficiaries of a change in the licence rule. Saudi Aramco recently wrote to the oil ministry that it's keen on fuel retailing in India, according to a person familiar with the matter. The company though hasn't submitted a formal application and is probably waiting for the rules to change, the person said.Saudi Aramco CEO Amin H Nasser had told ET last year that the oil behemoth won't enter fuel retailing without its own manufacturing hub in India. The company is in talks with Reliance Industries for a stake in the latter's refining unit. It is also partnering state-run firms for a proposed 60-million-tonnes a year refinery.Late last year, India had rejected Trafigura's plea for a fuel marketing licence on ground that its purchase of stake in a refinery in Gujarat in 2017 didn't make it eligible.Total has partnered Adani for its energy business in India but is yet to apply for a marketing licence.The change in rule could also trigger the launch of fuel pumps by supermarket chains. This might open a big revenue source for supermarkets, although securing safe space for setting up pumps in cities would be an equally big challenge for them as it is for oil companies.The panel wants companies to seek separate licences for retail and bulk businesses. Bulk is defined as minimum 12,000 litres per delivery to end users. A company seeking fuel retailing licence must have a minimum net worth of Rs 250 crore. And if the same company wants a bulk marketing licence, it must have a net worth of at least Rs 500 crore.Companies seeking licence must set up at least 100 retail outlets, of which at least 5% should be in notified remote areas, within seven years of obtaining the licence, according to the panel's recommendations.
NEW DELHI: Senior BJP leader Sushma Swaraj passed away on Monday evening after a heart attack. She was 67. Swaraj served as external affairs minister in the first Narendra Modi government. She opted out of contesting the Lok Sabha elections held a few months ago citing health reasons. Her doctors had advised her to keep away from dust and infection. A diabetic, she had undergone a kidney transplant in December 2016.Though Swaraj's father was associated with the RSS, she began her political career with the Janata Party. At 25, she became the youngest minister when she joined the Devi Lal government in Haryana in 1977. She joined the BJP later and rose within the ranks to become one of its most prominent women leaders.Swaraj was information and broadcasting minister in the Atal Bihari Vajpayee government and one of the commendable performances was her deft handling of the media during the India-Pakistan Agra summit in 2001 which ended on a sour note. Known for her oratorical skills, Swaraj was the archetypal face of the Indian woman. She took up women's issues within the BJP as well as on public platform. BJP's decision in 2008 to have 33% reservation for women among the office-bearers was due to her efforts. She also courted controversy when she tried to enforce a dress code for Doordarshan anchors when she was I&B minister.As health minister in the same Vajpayee government, Swaraj is credited with initiating the process of building four more AIIMS across the country on the lines of the one in Delhi. Incidentally, she breathed her last in this hospital.BJP veteran LK Advani oversaw her growth in the party and entrusted her with important responsibilities, including that of general secretary and spokesperson. When the RSS insisted that Advani step down from the post of Leader of the Opposition, after BJP's second consecutive Lok Sabha defeat in 2009, he chose Swaraj to replace him in December, 2009.Swaraj would often vociferously take on the UPA government, especially as LoP in the Lower House. She was especially active when the Manmohan Singh government was mired in the 2G spectrum allocation, Commonwealth Games and the coal allocation cases. Swaraj led the BJP in forcing a washout of the winter session of Parliament in December 2010 over the appointment of PJ Thomas as the Central Vigilance Commissioner.When most BJP leaders began distancing themselves from Advani and started aligning with Narendra Modi post-2012, Swaraj stayed loyal to her political guru. RSS always stood by her and this ensured that she was made the external affairs minister in 2014. She won hearts across the Indian diaspora in various countries redressing issues flagged by them on Twitter.Never one to shy away from fighting any political battle for her party, she readily accepted the BJP decision to make her the chief minister of Delhi in 1998, months before the assembly elections. She replaced Sahib Singh Verma who was facing dissensions within the party. BJP lost the polls due to high onion prices. Swaraj famously contested against Congress leader Sonia Gandhi from Bellary in Karnataka in September 1999. Though she lost, she won many hearts in the state and even learned Kannada during the campaign. Swaraj served four terms in the Lok Sabha, representing South Delhi and Vidisha twice each. She was also elected to the Rajya Sabha thrice.
NEW DELHI: Responding to an ET story ("How Government Relies on Off-budget Resources to Fund Deficit," July 25), the finance ministry said on the matter of fiscal deficit for 2017-18 and as per the FRBM Act, 2003, "definition has been worked out in budget documents and is 3.5% of GDP''. The ministry said legal reference for all definitions of fiscal performance and fiscal deficit disclosed in the budget documents is as per that definition.ET's story was based on a presentation made by the Comptroller and Auditor General (CAG) to the 15th Finance Commission (FFC) on July 8. CAG's presentation had asked whether the government's method of calculating extra-budgetary resources (EBR) in the budget reflected the correct picture of its finances and, by extension, the fiscal deficit. As per the auditor, fiscal deficit for FY18 worked out to 5.85% of GDP."…FRBM Act acknowledges fiscal legitimacy of EBR and provides a framework for treatment of the same. It includes EBR in the definition of debt but not of the fiscal deficit. Thus, there is no scope of subjective interpretation of fiscal deficit other than as provided for in the Act,'' the finance ministry said in an email to ET.The ministry said borrowing by PSEs (public sector enterprises) for their capital expenditure that is repaid from their own revenues can't be considered EBR as they are not serviced by government budget.It also said recapitalisation of PSBs with its accompanied netting represents the completeness of the transaction as infused equity is immediately invested in government securities and is included in the demand of the concerned department of the government and is, therefore, not an off-budget transaction. And that issued securities get included in the liabilities of the government."Therefore, GoI's Budget Documents capture the entire Central Government debt including EBR issuances, all the Central Government disbursements and the fiscal deficit figure accurately,'' the finance ministry said.
Twenty five years ago when Aditya Puri and Paresh Sukthankar sat with a band of bankers to tell potential investors in the initial public offering of HDFC Bank what they intended to do in their first three years, few knew what was possible. But regulations demanded they provide a business plan if they wanted capital from public markets.After weeks of deliberations, they concluded the safest bet would be to say HDFC Bank would have 300 branches in three years. Come 2019, it has 5,130 branches and plans to open 700 branches in a year. That's the gap between how one visualises the future and what it actually turns out to be, if things go right.For HDFC Bank, which raised ?50 crore in an IPO in May 1995 at Rs 10 a share with a market capitalisation of Rs 5.98 lakh crore, and 8 others that started the journey in a fledgling free market for financial services, it was like heading into unchartered waters. It was a voyage that could end up like it did for Christopher Columbus or Ferdinand Magellan.Indian banking has its share of Columbuses and Magellans. A quarter of a century later, what is left is less than half of the banks that started from the grid. Accidents along the way killed some and other less efficient managed to marry themselves off to a financially sound partner.As the nation gambled with the idea of private sector banks a quarter of a century after nationalising banks in the name of socialism, there were doubts, hopes and fear. Almost all of them came true. Some destroyed value, others created – for the nation, shareholders, depositors and customers."Largely they have turned out to be successful," says C Rangarajan, the architect of private bank licences as the Governor of the Reserve Bank of India. "There have been one or two failures. But that will happen. But the whole thing is that private sector banks have established a position and their share in the total market is now significant, which was negligible in 1992."GROWING THE PIEThe Indian banking industry was Rs 2 lakh crore in 1995 with the nationalised banks being the sole financial services providers with a minuscule contribution from old private sector banks such as Karnataka Bank or Tamilnad Mercantile Bank. Of course, the size of the economy was relatively small too at Rs 1,015 lakh crore.Bankers in the government-owned banks hardly had an elbow room to do any banking with almost everything dictated by the regulator. The industry was more like a piggybank for the government and the industrialists it favoured. Entrepreneurs with connections could get their way and individuals just put in their deposits without much scope to borrow from.Historical reasons led to many new lenders such as HDFC Bank starting as wholesale banks. But over time, they realised there is an untapped potential in retail lending and CEOs like KV Kamath of ICICI Bank revolutionised retail lending for cars and personal loans."Retail had to be a big thing because Indians were underserved," says Janmejay Sihha, chairman, Boston Consulting Group, a consultant. "We need to give credit to people like Aditya Puri, KV Kamath and PJ Nayak. Initially, they went after foreign banks and made their presence felt in forex, trade finance, mass affluent and structured products. And then they went to take on the public sector banks."Lending to individuals was non-existent. Now they account for 27% of total banking sector loans. Home mortgages account for 50.5% of ICICI Bank's retail portfolio, and for SBI retail portion is 34% of total loans.Other than growing retail business, the advent of private banks led to the entry of technology into banks. Contrary to bankers breaking computers in early 90s in protest against replacing the bulky black ledgers with desktop computers, they adopted Core Banking Solutions which ended almost 15 days wait to get credit for outstation cheques."They also encouraged existing players to introduce new technologies and also encouraged rest of the banking sector, including foreign banks to improve," says Paresh Sukthankar, former deputy managing director at HDFC Bank. "The turnaround time that used to take days, be it sanctioning loans, settlements or cash management, has now come down to minutes. A loan can be now sanctioned in five minutes."THE GENESISAlmost every reform is born out of a crisis. So is the case with Indian economic reforms. The Balance of Payments crisis in 1991 forced the government to begin dismantling the licence permit raj. As Manmohan Singh began setting up framework for fiscal reforms under Prime Minister Narasimha Rao's direction, Rangarajan as Governor began erecting a new monetary edifice.Although RBI had the mandate to issue new banking licences, it did not until 1994 when the dust over the financial crisis settled. It was also the time when the markets were rocked by frauds in the nonbanking finance companies segment with CRB Financial being the prime example. It was a providential escape for the RBI which was about to give a banking licence to CRB as well.The central bank had to guard against one particular issue — big industrialists — a smokescreen created to nationalise banks in the first place by Indira Gandhi in 1969. They were barred from bidding."If we left it open, thousands of applications would come and one question that arose was whether business houses should be given the licence or not," says Rangarajan. "So we took the view that we cannot give licences to the private corporates. We had a sort of priority in which we did give to financial institutions which were already there, where we saw ICICI, IDBI and HDFC got the licences."70563246 Institutions such as IDBI, ICICI, HDFC and UTI were given licences. Others who managed were Centurion Bank, Bank of Punjab, Times Bank, Global Trust Bank and IndusInd Bank of the Hindujas. Barring IndusInd, all the others are merged into another bank.Global Trust Bank, run by a former banker Ramesh Gelli, was the first one to blow up among the new-age banks in the midst of a scandal. It raised questions about RBI's judgement. But the central bank was quick enough to identify problems and merge it with Oriental Bank of Commerce in 2004."Soon after I joined as Governor in September 2003, I had to take a view on cleaning up GTB," YV Reddy writes in his memoirs, Advice & Dissent. "GTB continued to be on the list of problem banks. We sounded leading private sector banks if they could take over GTB. Surprisingly, they did not evince interest. We decided to act before it is too late."Whether it was Global Trust or Centurion, the managements were in a hurry to build up market valuations. Greed got the better off virtue."What went wrong with the others that went bust — one tends to go on to the fringes of integrity," says Sukthankar. "It is not black and white. Some of the easy mistakes that you made are not visible at the top level. You can generate positive returns only if you protect your integrity. Success of HDFC Bank is not because what we did, but also because what we did not do."Centurion Bank of Punjab and Times Bank merged with HDFC Bank. IDBI Bank, which merged with parent Industrial Development Bank of India, is a standing example of how not to run an institution."Private banks gave you a chance to become rich," says Sinha of BCG. "But boards did not do all that well. Governance was an issue. The quality of the board of directors of these banks has been varied. They have not managed to keep a check on CEOs, succession planning and not robustly manage risks."FEAR AND HOPESince Rangarajan's time of restricted licensing and completely barring industrialists, the RBI has come a long way. Now licences are on tap. That Hindujas-run IndusInd, after getting licence as a group of non-resident individuals to avoid getting grouped under 'industrialists' opens up many possibilities. But at the same time worries about ownership have begun to surface with foreigners owning the bulk of Indian private banks."Foreign shareholding in the largest private sector banks is well over 70%," Reddy said in a recent lecture. "Our banking system is predominantly owned by government, followed by foreigners and least by Indians. I repeat least by Indians. Indian-incorporated but foreign-owned banks are no substitute for Indian-owned banks. With the widespread acceptance of proxy advisers by foreign institutional advisers, they operate in tandem. Hence, the diversified ownership as a buffer is a myth."HDFC Bank is 38.64% owned by foreign investors. As far as ICICI Bank is concerned, 43.2% is owned by global portfolio investors. In IndusInd Bank, it is 51.47% and 40.52% in Kotak Mahindra Bank. They constitute 81% of the total Rs 15.4 lakh crore market capitalisation of all new private sector bank.This exposes India to the whims and fancies of political leaders elsewhere. President Donald Trump has been unconventional when it comes to global trade and investments. He has torn many treaties and agreements putting businesses at risk."More than 40% of the new private banks in India are owned by US investors," says Sinha of BCG. "So if the US President announces sanctions for some reason, then we could be in trouble. Imagine if there were sanctions against India and in case of a capital pull-out, from where could we raise so much capital? We have to be deeply careful on our exposure."At the same time, the regulator also has to revisit its guidelines on licences. Of late, the shadow banking system like the nonbanking finance companies have become critical. In fact, it is their weakness that has shaken the system in the past year.Given that nearly half the NBFCs that account for more than a quarter of the segment is owned by industrial groups, they may have to be considered for a bank licence with checks and balances.But the central bank may be more careful than ever with a lender like Yes Bank causing troubles in the system and many NBFCs getting into trouble because of mismanagement.So what is ideal?"My view is that when we start giving licences now, you should look at what India needs not now, but two decades from now," says Rangarajan. Given the current gloom and none seeking bank licences on tap, what's possible for a new bank?"Now we say our story has just begun," says Puri of HDFC Bank. "You see us in five years from today…you will not recognise the bank. So we are again a start-up now."Is it time for RBI to roll the dice again?
Bengaluru: The Consumer Protection Bill 2019, which was passed by Parliament on Tuesday, paves the way for a regulator that could haul up ecommerce companies such as Amazon and Walmart-owned Flipkart if they influence pricing, unfairly promote products or misrepresent the quality of goods and services sold on their platforms.The regulator, which will be called Central Consumer Protection Authority (CCPA), will not only protect the rights of consumers purchasing goods and services both online and offline, but also have the power to initiate class action against companies including enforcing recalls, refunds and returns.This is expected to fill an "institutional void" in India's regulatory regime, according to the bill. While the role of the regulator will be broad-based, it will scrutinise the business practices of online companies in tandem with the proposed rules for protecting consumers who buy online, a draft of which the Ministry of Consumer Affairs released on Monday.Flipkart and Amazon did not comment until press time. A Snapdeal spokesperson said the consumer protection bill "will enable a holistic approach to consumer rights. It will also provide a structured framework for guidance and compliance.""The role of the CCPA will be anywhere where the consumer is, so both offline and online. But yes, it could increase compliance among online businesses, which are perceived to have had a free run in terms of how they deal with their customers up until now," said an analyst advising internet companies, who did not want to be named.Experts said the Bill's passage could put ecommerce marketplaces on a sticky wicket as they would be restricted from influencing pricing and forced to disclose seller details on their websites and apps, which they have not done so far despite it being a requirement under FDI rules for the sector.The other major issue that could hurt ecommerce businesses is a clampdown on sale of counterfeits online. Industry insiders admit that fake products continue to drive a sizeable chunk of sales at online marketplaces despite their best efforts to weed it out from their platforms."A little downside to us (online marketplaces), but a lot more benefit to the consumer is still a positive for businesses and the country," said a top official of an ecommerce firm. "There are ways to use technology to help weed out counterfeits and we will propose to the government the use of such innovative things." 70562492 Community platform LocalCircles, which worked with the Ministry of Consumer Affairs to gather data on the demands of consumers from ecommerce companies, found that 90% of customers who took part in its surveys wanted speedy acknowledgement of complaints and a standard timeline within which their complaints would be closed."The top consumer concerns with ecommerce sites raised in our community have been counterfeit products, seller influenced reviews and ratings, and lack of information disclosure by the platforms," said Sachin Taparia, founder of LocalCircles."These inputs have been used to form the ecommerce guidelines for consumer protection and, once addressed, will lead to increased consumer trust in e-ommerce and growth of the sector as a whole.
Mumbai: Bharti Airtel's direct-to-home (DTH) arm Airtel Digital TV, private equity firm Warburg Pincus and Essel Group-owned Dish TV have reached an agreement on merging the two businesses and a formal announcement is expected in four-six weeks, two people with direct knowledge of the development told ET.With the partial stake sale in Essel Group-owned Zee Entertainment Enterprises (ZEE) having been decided, the promoters are focused on completing Dish TV's merger with Airtel Digital TV. The Essel Group's promoters are selling assets to repay debt. They own a 57.52% stake in Dish TV— almost 95% of this is pledged with lenders."The talks were on hold because Essel Group promoters were busy with the ZEE stake sale," one of the persons said. "Now that it is done, the three parties have come back to the table to stitch the deal."ET understands that three options are being discussed—an overall merger, a revenue merger and a deal that involves part cash, part merger.A revenue merger is generally where two service lines are merged to form one division. In this case, if the companies decide to go for revenue merger, both businesses will run together as a single unit with respective shareholders."Various tax-neutral options are being worked upon as we speak," said one of the persons. "Lawyers and advisors from all three companies are working on the deal."An Essel Group spokesperson declined to comment stating that the company "does not comment on any speculations." Airtel and Warburg Pincus didn't respond to queries.ET was the first to report on March 18 that Bharti chairman Sunil Mittal had initiated talks with the Essel Group promoters to merge the DTH operations. The move had come after Mukesh Ambani's Reliance Jio took a controlling stake in two of the country's largest multi-system operators--DEN Networks and Hathway Cable & Datacom.Together, Airtel Digital TV and Dish TV will create the world's largest TV distribution company with close to 40 million subscribers and over 62% share of India's DTH market.India had a total 72.44 million net active DTH subscribers at the end of March, according to the latest Telecom Regulatory Authority of India report. Out of this, Dish TV (combined with Videocon d2h) leads with a 40% market share, followed by Tata Sky (25%) and Airtel Digital TV (22%).Dish TV completed its takeover of Videocon d2h in March last year, kicking off consolidation in the Indian DTH space, which has six players—five pay and one free.Airtel, in the past, had tried to sell its DTH business to Tata Sky, but the two parties couldn't reach an agreement. Later, in December 2017, Airtel sold a 20% stake in Bharti Telemedia, the holding company of Airtel Digital TV, to private equity firm Warburg Pincus for $350 million, valuing the DTH business at ₹11,300 crore.Dish TV's market cap on August 6 was ₹4,299.33 crore, down from the estimated combined valuation of ₹17,000 crore at the time of merger with Videocon d2h last year. Tata Sky's valuation is estimated at ₹11,000-12,000 crore. In the quarter ended June, Dish TV had 23.9 million subscribers with operating revenue at ₹926.3 crore and ebidta at ₹536 crore.Airtel Digital TV had 16.03 million subscribers at the end of June. Revenue from the DTH business was ₹738.9 crore, while ebitda and margins were at₹526.3 crore and 71.2%, respectively, during the quarter. 70563356

Now it's more like a rollercoaster ride down.The focus is increasingly on the damage caused by the havoc of a trade dispute between the world's two biggest economies. The broad applications for copper mean it's particularly vulnerable to the synchronized tailspin being seen in everything from car-making and earth-moving equipment to commercial property and advanced electronic components."What the hard data is telling us is that end-use demand is slow and in many places getting kicked quite hard," Oliver Nugent, a metals strategist at Citigroup Inc., said by phone from London. "China's commodity-intensive economy is as weak as it's been in recent history."On Friday, copper broke through a trading range that's lasted since July 2018, hitting a new two-year low. With zinc and aluminum also plunging, here are six charts showing the base metals markets' burgeoning demand crisis.Manufacturing MaladiesEven with the slide to two-year lows, copper hasn't kept pace with the sharp decline in global manufacturing over the course of the year, prompting Macquarie analysts to point to further downside for the metal as prices re-tether themselves to demand trends.China ContractsThe slowdown in Chinese manufacturing is particularly significant for copper, with usage in the world's top consumer contracting materially for the first time since 2015, according to a Citigroup demand tracker. The bank is forecasting that Chinese demand growth for the metal will be the weakest since before 2000.Recession RiskWorries are also mounting about U.S. growth. A Federal Reserve Bank of New York gauge puts the risk of a recession in the next 12 months at the highest since 2008. The deepening dispute between the U.S. and China could cost the world economy about $1.2 trillion, according to Bloomberg Economics.Morgan Stanley economists warned in a note Monday that the global economy will likely be in recession in nine months, should higher U.S. tariffs and China's retaliation last for four to six months.Zinc SinksIt's not just copper demand that's tumbling: contracting orders for zinc in China have put the market on course for the worst year for global demand growth since 2012.Ailing AluminumThe downward demand trend is also stark in aluminum, where top producers including Alcoa Inc. and Norsk Hydro ASA forecast usage to grow at its slowest pace since the financial crisis.Annual demand has been growing at 5% to 10% for most of the past decade, but Norsk Hydro says it could be as low as 1% this year.Nickel KnockedNickel -- which has rallied almost 40% this year on tightening supply and an expected boom in usage in electric-vehicle batteries -- hasn't escaped unscathed. The index respected the 10,800 level, which is 61.8% retracement of the entire upward move from 10,004 to 12,103 levels. The index formed a Bullish Engulfing Pattern followed by a Hammer candle on the daily scale, as support-based buying interest emerged at lower levels, triggering a bounce.The index is set to negate the formation of lower top and bottom as it is turning from the deep oversold territory with the RSI below 30. Now, the index has to hold 10,950 to extend its bounce towards 11,111 and then 11,150 levels, while on the downside major supports are seen at 10,800 and 10,780 levels.On the options front, Maximum Put open interest was at 11,000 followed by 10,500 levels, while maximum Call OI was at 11,000 followed by 11,500 levels. There was Call writing at 11,200 followed by 11,400 while Put writing was seen at 10,700. Option data suggested a trading range between 10,700 and 11,200 levels.India VIX fell 2.77 per cent to 16.12 level. Higher volatility suggests a bear dominance and pessimism in the market.Bank Nifty finally negated the formation of lower highs and lows after five sessions and formed a Bullish Engulfing pattern on the daily scale. Now, it has to hold above 28,000 and will need followup buying to witness a bounce towards 28,250 and then 28,550 level, while on the downside, supports are seen 27,500 and then 27,350 levels. The rate-sensitive index is turning from deep oversold territory and requires followup hold to see short-term stability. However, volatile swings cannot be ruled out ahead of RBI's money policy.Nifty futures closed positive with a gain of 0.61% at 10,963. New Delhi | Bengaluru: Technology companies have expressed concern over a delay in introducing the Personal Data Protection Bill in Parliament, and a lack of clarity about its contents.Although a committee led by Justice B N Srikrishna, a former judge of the Supreme Court, submitted its report and the draft Bill to the government in July last year, it has yet to be sent to the Cabinet for approval.Talks of a rift between policymakers over its contents and whether there needs to be fresh consultations has added to the uncertainty. The government had said it would take up the bill on priority in its second term."If the Bill is sent to the Cabinet, it will provide some visibility to the industry,"Ashish Aggarwal, head, public advocacy at industry lobby group Nasscom told ET. Sector regulators may come up with their own data policies if there is a delay, he added."RBI has already put in place data storage requirements for payments transaction data and the Ministry of Commerce has been consulting on many aspects related to data for the ecommerce sector. It is important that the Personal Data Protection law sets the basic framework for government, regulators and the industry. It should not be the other way round," Aggarwal said.The government intends to table the bill at the earliest, but is waiting for the right time given the tariff war between the US and India, a government official, who did not want to be named, said. After the US withdrew special trade privileges, the Modi government imposed higher retaliatory tariffs on a slew of American products."The current bill has loopholes, but if the government goes back to the drawing board in a non-transparent process, we risk losing the strong parts of the bill too," said Amba Kak, public policy advisor of Mozilla, the open source internet company.The government had sought public comments on the draft bill last year."The situation is obviously not ideal. Everybody is waiting and watching. We would like to see more transparency," said Nehaa Chaudhari, public policy lead at Ikigai Law. "Everybody wants clarity on data localisation. Policy uncertainty is not what you want as an entrepreneur."The contentious proposal of data localisation had also raised hackles, with US technology companies protesting and the American government calling it "discriminatory and trade-distortive".ET reported in July that the government was looking to hold fresh consultations on the proposed bill after differences emerged among policymakers over provisions for public data."Some issues have been highlighted, but it doesn't mean that the whole bill will be scrapped. If public data is a concern, a chapter can always be introduced on it in the current bill without everything going into cold storage," said an official requesting not to be quoted by name."Given that the government is in a position to pass any bill they want, it is disappointing to see further delay," said Nikhil Narendran, Partner, Trilegal.
NEW DELHI: Indian Institute of Management (IIM) Ahmedabad has completed the placement process for the class of 2019 of the one year MBA programme or the full-time post graduate programme in Management for executives (PGPX) with a total of 114 offers. The placement for PGPX students started in last November with 75 firms visiting the campus. The students of the thirteenth batch of PGPX have prior work experience ranging from 5 to 17 years. Recruiters recruited these students for the mid-senior and senior level management positions. Some positions offered to students include group CFO, vice president, director-sales, associate vice president, general manager, head of operations, etc. "We were pleased to note that 27 new recruiters were able to successfully participate in our campus placement process and hire the best talent for their organizational needs," Amit Karna, Chairperson of the Placement Committee said. A firms offered 290 different roles for this year's campus placement process. IT firms took the lead with highest job offers (47 offers), followed by BFSI, Engineering/Technology, and online services with 15, 11, and 9 offers respectively. 20 students did not seek placements through the institute, of which three students opted to pursue entrepreneurship. Some firms that participated included Accenture, Adani Group, Adidas AG, Amazon, ElasticRun, Ericsson, Flipkart, Google, Genpact, Hindustan Coca-Cola Beverages, among others. Accenture, RPG Group and Innoviti Payment Solutions made the largest number of offers. There was one international offer made this year.
