A group of military experts is proposing that the United States share its nuclear weapons with Japan and South Korea to answer the nuclear threat from North Korea.
The experts' comments appear in Joint Forces Quarterly, a publication of the National Defense University. It notes that the opinions expressed in the article are not the official policy or position of the U.S. government.
In talks with U.S. officials, North Korea agreed not to test nuclear arms and long-range missiles. Yet the country apparently launched short-range missiles on Wednesday.

A U.S. Navy single seater F/A-18E fighter jet has crashed in Death Valley, California, according to the Navy. There are reports that visitors at the park have suffered minor injuries, a spokesperson for Death Valley National Park said.
Commander Ron Flanders, a spokesman for U.S. Naval Air Forces, confirmed to ABC News that the aircraft had crashed near Naval Air Weapons Station China Lake at approximately 10 a.m. PT.
Flanders said the status of the pilot was unknown and that a search and rescue helicopter from China Lake, located in Ridgecrest, was en route to the crash area.

According to Al-Sharq Al-Awsat, Israel attacked a base in Ashraf, Iraq northeast of Baghdad on Sunday, targeting Iranian advisers and a shipment of ballistic missiles from Iran.
The first attack happened on July 19 at a base in Amerli in the Saladin province north of Baghdad. Iraqi and Iranian sources blamed Israel at the time, and Asharq Al-Awsat reported that "diplomatic sources" confirmed the attack, specifying that it was carried out by an Israeli F-35.
Al Arabiya television news reported that Iranian-made ballistic missiles were transported to the base shortly before the attack via trucks used to transport refrigerated food. The identity of the aircraft which conducted the attack was unspecified at the time, and the US denied any involvement. Iranian Revolutionary Guard Corps (IRGC) and Hezbollah members were killed in the airstrike, according to Al Arabiya. However, the Iranian-backed al-Hashd ash-Sha'abi (Popular Mobilization Forces) denied that any Iranians were killed, according to Fars News Agency.
VIENNA, July 30 (Xinhua) -- The European Union(EU)-initiated payment system with Iran has seen the completion of its first transactions and is expected to be officially launched after related procedures are aligned, a Russian official said after a joint commission of the Iranian nuclear deal meeting in Vienna on Sunday.
The system, formally known as the Instrument in Support of Trade Exchanges (INSTEX), "is operating in a pilot mode. In order to make it operate in full mode some bureaucratic procedures between the INSTEX and the Iranian structure similar to INSTEX need to be finished," Russia Deputy Foreign Minister Sergey Ryabkov was quoted by Sputnik news agency as saying.
It was announced in January that the INSTEX, the European Union (EU)'s payment system to facilitate trade with Iran to get around U.S. sanctions, would secure trade with Iran and skirt U.S. anti-Iran sanctions after Washington pulled out of the 2015 landmark Joint Comprehensive Plan of Action (JCPOA) in May 2018.
Following a meeting of the joint commission of the Iranian nuclear deal in June, the mechanism became operational and available to all EU member states.

GENEVA (Reuters) - The head of Iran's Atomic Energy Organization, Ali Akbar Salehi, told lawmakers on Sunday that Iran will restart activities at the Arak heavy water nuclear reactor, the ISNA news agency reported.

(TEHRAN, Iran) — Iran’s president lambasted new U.S. sanctions by the Trump administration targeting the country’s foreign minister, describing the move on Thursday as “childish” and a barrier to diplomacy.
Hassan Rouhani’s remarks came after the Trump administration announced Wednesday it had imposed financial sanctions on Foreign Minister Mohammad Javad Zarif as part of its escalating campaign of pressure against the Islamic Republic.
The highly unusual action of penalizing another nation’s top diplomat followed President Donald Trump’s executive order placing sanctions on Iran’s supreme leader, Ayatollah Ali Khamenei.
“They have started doing childish things,” Rouhani said in a speech in the western city of Tabriz, in Azerbaijan province.
“Every day they claim: ‘We want to negotiate with Iran, without any pre-conditions’. and then they put sanctions on the country’s foreign minister,” he said.
These new sanctions come amid a spike in tensions between the U.S. and Iran. The U.S. has boosted its military presence in the Persian Gulf while Iran has begun openly exceeding limits on its nuclear activities set in a 2015 accord with world powers.
Trump withdrew the United States from that pact before imposing crippling sanctions on the country, targeting key industries like Iran’s oil exports and sending its economy into free fall.
Zarif, a relative moderate within Iran’s clerically overseen political system, was an architect of the nuclear deal, which offered Iran sanctions relief in exchange for internationally-monitored limits on its nuclear program.
U.S. sanctions targeting the foreign minister, however, do not inhibit Zarif’s travels to New York for official United Nations business, in accordance with America’s international obligations. They also have little impact on Zarif financially.
“It has no effect on me or my family, as I have no property or interests outside of Iran,” Zarif himself tweeted about the U.S. move.
A Chinese metals tycoon has been indicted in the U.S. over allegations that he avoided paying $1.8 billion in tariffs on aluminum imports, Agence France-Presse reported Thursday.
Liu Zhongtian is accused of disguising aluminum as other products to smuggle the material into the U.S. from 2008 onwards.
His company, China Zhongwang Holdings, as well as several other individuals and shell companies were named in the indictment, which was filed at the federal courthouse in Los Angeles.
“This indictment outlines the unscrupulous and anti-competitive practices of a corrupt businessman who defrauded the United States out of US$1.8 billion in tariffs due on Chinese imports,” prosecutor Nick Hanna said, according to AFP.
The smuggling scheme allegedly involved welding aluminum imports together to resemble pallets, which are not subject to tariffs. Once the metal was in the U.S., it was melted and resold in other forms, AFP reports.
Liu and his conspirators have been charged with nine counts of wire fraud, seven counts of passing false and fraudulent papers through customs and conspiracy. AFP reports that Liu could not be reached for comment.
According to the Wall Street Journal, an arrest warrant has been drawn up for Liu, who is believed to be in China. The U.S. does not have extradition treaty China.

(SEOUL, South Korea) — North Korea said Thursday leader Kim Jong Un supervised the first test firing of a new multiple rocket launcher system that could potentially enhance its ability to strike targets in South Korea and U.S. military bases there.
The report by North Korea’s official Korean Central News Agency differed from the assessment by South Korea’s military, which had concluded Wednesday’s launches were of two short-range ballistic missiles.
The launches from the eastern coastal town of Wonsan were North Korea’s second weapons test in less than a week and were seen as a move to keep up pressure on Washington and Seoul amid a stalemate in nuclear negotiations. Pyongyang has also expressed anger over planned U.S.-South Korea military drills.
KCNA said Kim expressed satisfaction over the test firing and said the newly developed rocket system would soon serve a “main role” in his military’s land combat operations and create an “inescapable distress to the forces becoming a fat target of the weapon.”
The report didn’t directly mention the United States or South Korea, but experts say the rocket system, along with new short-range missiles the North tested last week, could potentially pose a serious threat to South Korea’s defense. North Korea places thousands of rocket launchers and artillery pieces near its border with South Korea, and its perceived ability to quickly devastate the Seoul metropolitan area, where about half of South Koreans live, has been a central part of its strategy to deter military action from its rivals.
The agency provided no specific descriptions of how the “large-caliber multiple launch guided rocket system” performed, but said the test confirmed the system’s “combat effectiveness.” North Korea’s state media didn’t immediately release images of the test.
South Korea’s Joint Chiefs of Staff said Wednesday that the weapons it assessed as missiles flew about 250 kilometers (155 miles) at an apogee of 30 kilometers (19 miles), a range that would be enough to cover the region surrounding Seoul and a major U.S. military base just south of the city.
Kim Dong-yub, an analyst from Seoul’s Institute for Far Eastern Studies, said the North might have tested an improved version of its 300-millimeter multiple rocket launcher system or an entirely new system, such as 400-millimeter rockets.
When asked whether it failed to distinguish between multiple-rocket launchers and ballistic missiles, the JCS said South Korean and U.S. militaries shared an assessment that the flight characteristics from Wednesday’s launches were similar to North Korea’s new short-range missiles tested last week. JCS official Kim Joon-rak said further analysis was needed to identify the weapons.
South Korea’s military had said the flight data of the missile launched last week showed similarities to the Russian-made Iskander, a solid-fuel, nuclear-capable missile that is highly maneuverable and travels on lower trajectories compared to conventional ballistic weapons.
Choi Hyun-soo, spokeswoman of Seoul’s Defense Ministry, refused to answer when asked whether it’s possible that the North might have mixed in a ballistic missile launch while testing its new rocket system.
In a closed-door briefing to lawmakers, officials from South Korea’s National Intelligence Service said North Korea might extend its weapons tests into August. The spy agency believes the North would want to demonstrate its displeasure over the planned U.S.-South Korea military exercises and the South’s acquisition of advanced weapons such as F-35 fighter jets while also speeding up its own weapons development before it gets deeper in nuclear negotiations with the United States, lawmaker Lee Eun-jae said.
U.S. officials have downplayed the threat of the launches to the United States and its allies.
Analysts say North Korea, with its consecutive weapons tests, is demonstrating displeasure with the pace of nuclear diplomacy with Washington. The North’s testing activity could intensify if the negotiations do not proceed rapidly over the next few months, said Srinivasan Sitaraman, a North Korea expert at Clark University in Massachusetts.
By firing weapons that directly threaten South Korea but not the U.S. mainland or its Pacific territories, North Korea also appears to be dialing up pressure on Seoul and testing how far Washington will tolerate its bellicosity without actually causing the nuclear negotiations to collapse, other experts say.
Last Thursday, North Korea fired two short-range ballistic missiles that Seoul officials said flew 600 kilometers (370 miles) and as high as 50 kilometers (30 miles) before landing in the sea. North Korea said those tests also were supervised by Kim and were designed to deliver a “solemn warning” to South Korea over its purchase of high-tech, U.S.-made fighter jets and the planned military drills, which Pyongyang calls an invasion rehearsal. The North also tested short-range missiles on May 4 and 9.
Earlier last week, Kim visited a newly built submarine and expressed his satisfaction with its weapons system. North Korea said its deployment was “near at hand.”
In a private briefing to lawmakers Wednesday, South Korean military intelligence officers said they’ve determined that the submarine likely has three launch tubes for missiles. If confirmed, it would be North Korea’s first operational submarine with missile launch tubes, some experts said.
(WASHINGTON) — The Trump administration on Wednesday extended waivers allowing foreign firms to work at Iranian nuclear facilities without U.S. penalties even as it hit Iran’s foreign minister with sanctions.
In a notice sent to Congress, the State Department said it had extended for 90 days waivers that permit European, Russian and Chinese companies to conduct civilian-nuclear cooperation at several Iranian sites. The waivers, which were due to expire on Thursday, had been the subject of heated internal debate with Iran hawks opposed to their extension but others arguing that more time was needed to allow companies to wind down their operations.
The waivers are the last remaining elements that the U.S. still recognizes from the 2015 Iran nuclear deal from which President Donald Trump withdrew last year.
At the same time, the administration announced that it had imposed financial sanctions on Iranian Foreign Minister Mohammad Javad Zarif as part of its escalating campaign of pressure against the Islamic Republic. The highly unusual action of penalizing the top diplomat of another nation comes a month after Trump signed an executive order placing sanctions on Iran’s supreme leader, Ayatollah Ali Khamenei.

Shortly after the Zarif sanctions were announced, the administration notified Congress that it had decided to renew the civilian-nuclear cooperation waivers in the national security interest of the country. Ending the waivers would have been the next logical step in the maximum pressure campaign against Iran and it was favored by Trump’s allies in Congress. But it would have also escalated tensions with Iran and some European allies as fears of conflict in the Persian Gulf grow.
In its notification to Congress, a copy of which was obtained by The Associated Press, the State Department said that extending the waivers would “continue to serve both our Iran strategy and broader non-proliferation goals by constraining Tehran’s nuclear capabilities for as long as possible while we work toward a new deal that addresses the totality of Iran’s malign behavior.”
Yet, deal critics, including Republican Sens. Ted Cruz of Texas and Tom Cotton of Arkansas, said the waivers should be revoked because they give Iran access to technology that could be used for weapons. In particular, they targeted a waiver that allows conversion work at the once-secret Fordow site. The other facilities are the Bushehr nuclear power station, the Arak heavy water plant and the Tehran Research Reactor.
Deal supporters said the waivers give international experts a valuable window into Iran’s atomic program that might otherwise not exist. They also say some of the work, particularly on nuclear isotopes that can be used in medicine at the Tehran reactor, is humanitarian in nature.
(KINSHASA, Congo) — A second person died Wednesday of Ebola in Congo’s major crossroads city of Goma, again raising fears the virus could spread beyond the country’s borders as the outbreak enters a second year.
The man may never have known he had Ebola and was contagious for days before the illness was confirmed, officials said — alarming some in the city of more than 2 million people on the Rwandan border that has an international airport.
The death “in such a dense population center underscores the very real risk of further disease transmission, perhaps beyond the country’s borders, and the very urgent need” for more global support, United Nations agencies said in a joint statement marking a year of the outbreak. More than 1,800 people have died — nearly a third of them children.
The man in his 40s was a miner returning home from an area of northeastern Ituri province where no Ebola cases in this outbreak have been recorded, World Health Organization officials told reporters. He was exposed to Ebola somewhere along the roughly 300-mile-long (490-kilometer) route from Komanda to Goma as he took motor taxis over a number of days through the densely populated region at the heart of the outbreak, WHO emergencies chief Dr. Michael Ryan said.
The man arrived in Goma on July 13 and started showing symptoms on July 22. He was isolated at an Ebola treatment center on Tuesday. He had spent five days being treated at home and then went to a health facility, where Ebola was suspected.
“He may not even have been aware of the exposure that he had,” Ryan said, adding that the man’s potential contacts were being identified and given an experimental but effective Ebola vaccine. Symptoms such as fever can be confused with malaria, which is endemic in the region.
Congo’s new Ebola response coordinator, Jean-Jacques Muyembe, said the man died on Wednesday morning, a day after his case was announced.
“Yesterday he was in a critical state,” Muyembe told The Associated Press. Ebola symptoms can start to occur between two and 21 days from infection, health experts say.
Muyembe has said there appears to be no link between the case and the previous one in Goma that was announced two and a half weeks ago.
The second-deadliest Ebola outbreak in history was declared a rare global health emergency days after the first case was confirmed in Goma, a scenario that health officials had long feared.
Muyembe, in announcing Goma’s second case, told reporters that the man’s house and the health center he first visited were being disinfected.
“There is no need to panic,” he said. On Wednesday he told reporters that he believes this outbreak can be ended in three or four months.
But WHO’s regional director for Africa, Matshidiso Moeti, said the concern as Ebola enters its second year is that the virus again will spread into one or more of Congo’s nine neighboring countries.
In June, three people died in Uganda before other family members were taken back to Congo for treatment and Ugandan officials declared the country was again free of the disease.
WHO says the risk of regional spread remains “very high.” Rwanda, Uganda and South Sudan began vaccinating health workers weeks or months ago.
The declaration of a global health emergency — the fifth in history — brought a surge of millions of dollars in new pledges by international donors but some health workers say a new approach is needed to combat misunderstandings in the community.
There is no licensed treatment for Ebola, which is spread by close contact with bodily fluids of those infected, and survival can depend on seeking treatment as quickly as possible. And yet many people in the region that had never experienced an Ebola outbreak before don’t believe that the virus is real, health workers have said.
The joint U.N. statement called Ebola relentless and devastating as it is passed “from mother to child, husband to wife, patient to caregiver, from the dead body of a victim to the mourning relative. The disease turns the most mundane aspects of everyday life upside down.”
The first confirmed Ebola case in Goma was a 46-year-old preacher who managed to pass through three health checkpoints on the way from Butembo. The city is one of the communities hardest hit by this outbreak, which is second only to the 2014-16 Ebola epidemic in West Africa that left more than 11,300 people dead.

Princess Haya, daughter of the late King Hussein of Jordan, applied Tuesday for protective orders using laws intended to safeguard victims of forced marriage and domestic abuse. The forced marriage protection was for her children.
The sheikh’s lawyers requested that the children be returned to Dubai.
The names, ages and gender of the children are not allowed to be published under British law.

We Americans have been confronted by devastating images from our southern border and increasingly polarized views on how to address this untenable situation.
At times I wonder if we are retreating from the ideal of America as a country founded by and for brave, bold, freedom-seeking rebels, and becoming instead inward-looking and fearful.
I suspect many of us will refuse to retreat. We grew up in this beautiful, free country, in all its diversity. We know nothing good ever came of fear, and that our own history — including the shameful mistreatment of Native Americans — should incline us to humility and respect when considering the question of migration.
I’m not a lawyer, an asylum seeker, or one of the people working every day to protect our borders and run our immigration system. But I work with the UN Refugee Agency, which operates in 134 countries to protect and support many of the over 70 million people displaced by conflict and persecution.
We in America are starting to experience on our borders some of the pressures other nations have faced for years: countries like Turkey, Uganda and Sudan, which host 6 million refugees between them. Or Lebanon, where every sixth person is a refugee. Or Colombia, which is hosting over 1 million Venezuelans in a country slightly less than twice the size of Texas. There are lessons — and warnings — we can derive from the global refugee situation.
The first is that this is about more than just one border. Unless we address the factors forcing people to move, from war to economic desperation to climate change, we will face ever-growing human displacement. If you don’t address these problems at their source, you will always have people at your borders. People fleeing out of desperation will brave any obstacle in front of them.
Second, countries producing the migration or refugee flow have the greatest responsibility to take measures to protect their citizens and address the insecurity, corruption and violence causing people to flee. But assisting them with that task is in our interest. Former senior military figures urge the restoration of U.S. aid to Honduras, Guatemala and El Salvador, arguing that helping to build the rule of law, respect for human rights and stability is the only way to create alternatives to migration. The UN Refugee Agency is calling for an urgent summit of governments in the Americas to address the displacement crisis. These seem logical, overdue steps. Our development assistance to other countries is not a bargaining chip, it is an investment in our long-term security. Showing leadership and working with other countries is a measure of strength, not a sign of weakness.
Third, we have a vital interest in upholding international laws and standards on asylum and protection. It is troubling to see our country backing away from these, while expecting other countries, who are hosting millions of refugees and asylum seekers, to adhere to a stricter code. If we go down this path, we risk a race to the bottom and far greater chaos. An international rules-based system brings order. Breaking international standards only encourages more rule-breaking.
Fourth, the legal experts I meet suggest there are ways of making the immigration system function much more effectively, fairly and humanely. For instance, by resourcing the immigration courts to address the enormous backlog of cases built up over years. They argue this would help enable prompt determination of who legally qualifies for protection and who does not, and at the same time disincentivize anyone inclined to misuse the asylum system for economic or other reasons. The American Bar Association and other legal scholars and associations are calling for immigration court to be made independent and free from external influence, so that cases can be fairly, efficiently and impartially decided under the law.
There are also proven models of working with legal firms to provide pro-bono legal assistance to unaccompanied children in the immigration system without increasing the burden on the U.S. taxpayer. Expanding these kinds of initiative would help to ensure that vulnerable children don’t have to represent themselves in court, and improve the effectiveness, fairness and speed of immigration proceedings. Approximately 65% of children in the U.S. immigration system still face court without an attorney.
We all want our borders to be secure and our laws to be upheld, but it is not true that we face a choice between security and our humanity: between sealing our country off and turning our back to the world on the one hand, or having open borders on the other. The best way of protecting our security is by upholding our values and addressing the roots of this crisis. We can be fearless, generous and open-minded in seeking solutions.
Over last weekend, the decision by Russian electoral authorities to bar independent and opposition candidates from running in Moscow City Council elections prompted protests that turned violent as Moscow police cracked down hard on those that turned out, leading to the arrests of nearly 1,400.
Meanwhile, the opposition figure and anti-corruption activist Alexei Navalny—who had urged people to turn up at the protests and had been jailed for 30 days in the run-up to them as a result—mysteriously developed an “allergic” reaction while in police custody. He has since been treated at a hospital and returned to his jail cell.
Why It Matters:
Protests are not new to Moscow. But the intensity with which these protests were met by Moscow police caught many political observers off guard. Why? A couple of reasons. The first is that the stakes were low, as Moscow City Council elections have little impact on national, let alone international, politics. And yet the police responded as if these protests directly threatened the Russian state—this was the most arrests at a Russian protest in more than a decade. Secondly, the Kremlin had seemed more responsive in recent months to public outcry—see the decisions to release an investigative journalist who was arrested on suspicious charges, or to pause plans to build a church on park grounds in Yekaterinburg. The Kremlin under Putin is not known for backing down, so the recent moves seemed to be an acknowledgement that a struggling economy, falling salaries, an unpopular pension reform plan, higher taxes, continued corruption and declining living standards hit Russians hard; some have gone so far as to hope a degree of political liberalization was forthcoming. The response to the protests this weekend—as well as that mysterious “allergy” that opposition-leader Navalny developed while in custody—put an end to any such optimism.
What Happens Next:
The intensity with which the protesters were put down is a troubling sign that rather than allowing some space for liberalizations, the Kremlin has decided to go full-bore on repression, signaling its approach ahead of the 2021 national elections. In the more immediate term, Moscow is looking at a City Council packed with Kremlin loyalists—they’re in too deep to do anything else at this point.
More interesting is what happens between now and those Duma elections in 2021, especially as a Russian economy propped up by energy exports faces serious headwinds. Putin and his United Russia party will win those elections—it’s possible that the Kremlin will introduce electoral changes to make sure its preferred candidates win. But it’s getting harder for them to use the same tools to stay in power that they used to. Moscow understands the daily lives of citizens are becoming harder, which makes increased social spending to satisfy the public more likely, but that just causes bigger economic problems down the line.

And while still powerful, it turns out Putin has a thinner skin than he typically presents to the world. If it’s proven that Navalny was poisoned—which, to be fair, is pretty much impossible to prove—it means there’s more instability at home that people had presumed.

The only thing worse than being in a democracy with just one party? Being in a one-party democracy when that one party starts collapsing.
Huang Shunjie might just have the best job in the world. The 24-year-old spends each day caring for 18 panda cubs at the Giant Panda Protection and Research Center outside China’s central city of Chengdu. He prepares their meals of bamboo and milk formula, checks on their growth and health, and carries these two-tone fluff-balls between their sleeping pens and the cooing of their public enclosure.
“The best part is that I can get very close to the baby pandas, which makes many people jealous,” he says. “I get to hug them all the time.”
Among the brood are two record-breaking recent additions. He-He and Mei-Mei — a brother and sister whose names translate as “harmony” and “happiness” respectively — celebrated their first birthdays on July 25 as the only twin pandas born from a wild father and captive mother. It’s a vital breakthrough that broadens the genetic pool and thus longterm sustainability for the bears, which were among the world’s most threatened animals until recently.
“Mei-Mei is very cute and clingy,” says Huang, a native of Sichuan province who graduated in construction engineering before finding work as a panda photographer and then zookeeper. “But her brother is very naughty. He is one of the wild kids and loves making trouble.”
There are, of course, downsides to any job. In Huang’s case, it’s the regular bites and scratches he receives from 45-55 pound bears still exploring their own strength — as well as the lingering pong of panda poo. But it’s a small price to pay to dote daily on these epitomes of roly-poly cuteness up close. Every shift is a succession of tumbling off toys, balancing on heads, or generally lolloping around like furry toddlers.
“I’m a full-time daddy for these fluffy baby pandas,” says Huang. “If I take some days off to go home, I feel empty inside. If I can’t hear them bleating, if I can’t see them, it feels like life is not real.”
For many years, giant pandas, which are native to China, were one of the world’s most endangered creatures as unbridled development decimated their natural habitats in bamboo forests. These famous vegetarians must eat 30 to 85 pounds of bamboo every day.
But population numbers have recovered in recent years thanks to intensive breeding programs using artificial insemination. In 2016, pandas were downgraded by the International Union for Conservation of Nature from “endangered” to the less acute “vulnerable” category. Today, there are 1,864 pandas in the wild up from only 1,114 in the 1970s, according to China’s State Forestry and Grassland Administration, two-thirds of which live across 67 dedicated nature reserves.
Swelling numbers have also allowed China to send more pandas overseas, earning Beijing soft power points. “Panda diplomacy” began in the 7th century when China’s Tang dynasty Empress Wu Zetian dispatched a pair of pandas to Emperor Tenmu of Japan. Today, over 50 pandas live in 18 different countries.
Most famously, Mao Zedong sent a pair of pandas — Ling-Ling and Hsing-Hsing — to the U.S. following Richard Nixon’s historic visit to China in 1972. More recently, Chinese President Xi Jinping presented his Russian counterpart Vladimir Putin with two pandas for Moscow Zoo just last month. “When we talk about pandas, we always end up with a smile on our faces,” Putin said.
Panda diplomacy is typically a 10-year loan, costing the host nation some $1 million annually, with the proviso that any offspring remain the property of the People’s Republic. The loans often coincide with trade deals but, if bilateral relations deteriorate, don’t expect these ambassadors to stick around. In 2013, China threatened to reclaim pandas lent to Austria after Vienna welcomed the Dalai Lama.
The vicissitudes of geopolitics are of little concern to Huang, though. His greatest joy comes from the fact the pandas he cares for end up raising environmental awareness and bringing joy to millions of adults and children around the globe. “I’m really proud of that,” he says.

By Pratik ParijaIndia's second-biggest sugar producing region is facing an unusual situation: Attractive returns in the cattle-feed market are prompting farmers to sell sugar cane as fodder.That may cause sugar output in Maharashtra to drop below an earlier estimate of 6.44 million tons for the year starting in October, said Shekhar Gaikwad, the state's sugar commissioner. He declined to give a new forecast. That compares with 10.7 million tons produced a year earlier, he said. 70465614 "A lot of cane got cut for fodder in the last one month," Gaikwad said by phone. "Farmers are more than willing to sell cane for cattle feed as it's more profitable for them."Sugar cane prices, which are fixed by the government, generally stay above fodder prices, except in some unusual years when poor rains boost prices of cattle feed ingredients. India, which jostles with Brazil as the biggest producer, swings between being a sugar importer & exporter, depending on the size of local output.A setback in the western state could further hurt the country's total output. India is expected to see its sugar production dropping to a three-year low of 28.2 million tons from a record of 32.95 million tons this year, according to the Indian Sugar Mills Association. A bigger drop in production may reduce the country's record surplus, potentially curtailing exports and supporting global prices.Weather WoesMaharashtra is facing a shortage in fodder after several months of dry weather. The arrival of the monsoon brought some relief, but several areas are still suffering from scant rains.The Marathwada region's rainfall since June has been 29% lower than normal, while Vidarbha saw rains that were 19% below average, according to the India Meteorological Department. Total rainfall across the state has been 7% more than normal since June 1.Sugar cane crushing in Maharashtra is likely to be delayed by a few weeks as the mills may wait for the plants to mature further for the chance of a better sugar recovery, Gaikwad said.
BENGALURU: With growth slowing in India's larger ride-hailing market, commuters seem to be flocking to scooter rental platforms such as Vogo and Bounce. The Bengaluru-based scooter sharing apps claim they are doing a little more than 1,00,000 rides a day combined, even as their presence is limited outside the city.While Bounce claims it has achieved 60,000 trips a day, its rival Vogo said it was doing around 50,000 trips. They also claim to have done 5 million rides each in total so far. To be sure, both companies have grown extremely quickly, fueled by investments in growing their fleets.Bounce is still largely present in Bengaluru, with 7,000 scooters on the city's roads. However, after recently raising $72 million in funding led by B Capital, the company says it will expand into several new cities in the next few months.Vogo, on the other hand, operates in Bengaluru, Mysuru & Hyderabad, with around 11,000 scooters already on the roads. The rise of scooter sharing comes at a time when India's ride hailing industry is witnessing sluggish growth.ET reported earlier that the on-demand cab industry did 3.65 million rides daily on average in the six months to June, rising 4% over the 3.5 million rides a day in 2018.This is, however, a drastic decline in growth. Rides registered 90% growth in 2016, 57% in 2017 and 20% in 2018, according to estimates by multiple analysts.Experts have pegged the slowdown to an increase in cost of trips for customers and a decrease in incentives paid to drivers.Both Bounce and Vogo seem to have solved some teething problems, the biggest of which was in persuading investors to debt finance the vehicles on their platforms. Vogo has clinched a $100 million equity and debt deal from Ola to fund as many as 1,00,000 scooters for its platform, while Bounce has found partners such as Flipkart's Sachin Bansal, banks and automakers to loan vehicles for its platform.

One, it was easy peasy for the government getting the Bill passed, courtesy walkouts and absence of Opposition parties and MPs superficially opposed to the legislation. There was little bipartisan scrutiny of the Bill.Two, BJP's larger political objective. The party's strategy left adversaries either on the horns of dilemma, or unsure of which way to slink away when faced with BJP's atypical concern for Muslim women.In contrast, opposition to the Bill was founded on denial about the genuine grievances against ITT, & also lacked purpose, direction and sincerity.Under the present dispensation, BJP initiates no action unless assured of victory. On subjects crucial to its political charter, the leadership wouldn't risk bipartisan re-evaluation since it could have resulted in the 'dilution' of the proposed law.The behaviour of various parties and lawmakers who ensured that BJP's minority became majority in the House, showed their inability to counter BJP's accusation of them being 'pro-minority'. Blindsided, they did not realise that siding with BJP would mark a major step in their eventual political demise. First, it successfully conveyed to supporters within the majority community that even 'secular' opponents of the anti-ITT Bill were aligned with the Muslim orthodoxy.Second, BJP successfully 'revitalised' the impression that Muslims as a community commit 'gender wrongs'. So, in the absence of Muslim men — and non-Muslim secular supporters of Muslim women's cause — it became the duty of 'Hindu men' to 'rescue' Muslim women.If the script runs as planned, law criminalising ITT is likely to be considered by future historians as India's first post-secular legislation — due to BJP's success in obfuscating the fact that in India, it is hardly the Muslim woman who need more empowerment and justice. Women in other communities, too, continue being denied rights and discriminated against. Destitution and desertion are cruel realities Indians of almost all faiths refuse to confront.While pursuing the anti-ITT 'project', BJP secured the support of some Muslim women, especially among the underprivileged, already impressed by the non-discriminatory egalitarian programmes initiated by Prime Minister Narendra Modi. A very small portion of this group may have voted for BJP. But widespread support for the party is unlikely, since Muslim women will still perforce 'make peace' with the patriarchal norms that are hardly limited to Islam in India.Let's be clear about one thing — like all political parties, BJP 'cares' for a section only because, and till the point, this section serves its purpose. In the ITT issue, 'Muslim women' serve this function of concern. Muslim feminist groups were the original spearheads of the anti-ITT campaign. They, willy-nilly, provided BJP with an easy opening. Yet, the vocabulary of the Hindu Right was in contrast to these feminists, who couched their arguments for gender parity within distinct personal laws, a matter tactically skirted by BJP.After stepping down as attorney general, when the Supreme Court declared ITT to be unlawful two years ago, Mukul Rohatgi described the verdict a step towards the 'ultimate goal' of legislating a Uniform Civil Code (UCC). But UCC is something unlikely for the BJP government to pursue in the near future because such a law would also dismantle Hindu patriarchal institutions, reopen the debate on property rights, and question the fairness of the Hindu United Family, an entity that exists despite discriminating in favour of Hindus against other communities.Seeking 'revenge', not justice, for wronged Muslim women was the driving spirit behind BJP's campaign and legislation for outlawing ITT. This falls under the panoply of Muslim men who commit crimes — those who wage 'love jihad', engage in 'cow slaughter' and 'instantaneously' divorce their wives.Many Muslim women backed the BJP campaign in the belief that the new law will act as a deterrence. The fear is this may not hold true and, instead, we may be witness to a new wave of majoritarian elation, making Muslim women, ironically, 'doubly' vulnerable.
KOLKATA | NEW DELHI: Amazon is in exploratory talks with Reliance Retail to acquire up to 26% in the country's largest brick-andmortar retailer, two senior industry executives said. However, they made it clear that there is no certainty that the initial discussions will result in any deal.Talks began after Reliance's negotiations with China's Alibaba Group to sell a stake in the retail entity fell through due to differences over valuation, they said. Amazon approached Reliance as it wants a toehold in all the country's large brick-and-mortar chains for a long-term, omni-channel setup in India, where shopping is still heavily skewed toward physical outlets, they said. Its widely reported talks with the Future Group are ongoing, although these are said to be proceeding slowly.An Amazon spokesperson said: "We do not comment on speculation about what we may or may not do in future."A Reliance spokesperson said: "Our company evaluates various opportunities on an ongoing basis. Also, its wide network of grocery stores could potentially act as fulfilment points for Amazon's food and grocery play in the long run.Executives said the Mukesh Ambani-led Reliance Industries Ltd (RIL) is warming up to a deal with a global retailer or strategic investor to help reduce its outstanding debt that stood at Rs 2.88 lakh crore ($41.8 billion) at the end of June. Reliance Retail is a subsidiary of RIL."Reliance too is keen in case valuations match. Both sides have realised it is better to collaborate rather than fight," one of the executives said. However, another senior executive said the two sides aren't communicating over the matter."There are no talks," he said. "What does Amazon bring to the table that Reliance Retail doesn't have or doesn't know? Also, selling equity is not the only way to raise money."While ecommerce accounts for about 3% of India's total retail market, Amazon and Walmart-owned Flipkart are growing at a healthy clip and sales haven't slowed despite FDI policy changes that imposed several curbs on the country's two largest marketplaces. Apart from the convenience of online ordering, the surge in smartphone possession and broadband penetration has also fuelled the trend.The contribution of ecommerce to total retail in India is expected to rise to 7% by 2021 from 3% now, according to a study by Deloitte and the Retailers Association of India. The rest came from petroleum retailing and the connectivity business, which includes revenue from sales of Reliance Jio connections and recharges.India allows 51% FDI in multibrand retail but the government has decided not to allow any foreign company to own and operate either brick-and-mortar stores or online stores fearing a backlash from traders and kirana stores. It allows 100% overseas investment in cash-and-carry or wholesale stores and online marketplaces, which function only as a facilitator for third-party sellers.Amazon recently acquired a 49% stake in Witzig Advisory Services, the company that bought the More supermarket stores from the Aditya Birla Group. Of this, Amazon has a 17% stake in Witzig through Class A voting shares and a 32% stake through Class B shares that have no voting rights, ensuring that it complies with the rules. NEW DELHI: The Digital Communications Commission (DCC), which met last week, was split on the decision to impose cumulative penalties of Rs 3,050 crore on Bharti Airtel and Vodafone Idea. Of the seven members present at the meeting, two opposed the levy while a third backed an extended tenure for paying the penalty, said people familiar with the matter.As reported by ET, the DCC — an inter-ministerial panel — went with the majority view and backed the Telecom Regulatory Authority of India's (Trai) proposal to levy penalties on the two telcos. In the absence of a mechanism for graded payments, the DCC made no recommendation on this. All decisions by the DCC have to be formally approved by the telecom minister.Trai had recommended the penalties on the grounds that in 2016, when Jio had launched its services, Airtel as well as Vodafone and Idea Cellular (which were two separate companies then) had denied the new company adequate points of interconnection (PoIs), thereby adversely impacting the services of the RIL-owned telco.Two members of the inter-ministerial panel who are said to have opposed the levies are former finance secretary SC Garg and telecom department's member (services) Debatosh Manna. 70474421 Meet a Day Before Garg Shifted to PowerThe meeting took place on July 24, a day before Garg was transferred from economic affairs to the power ministry. Text messages to both the officials elicited no response till the time of going to press.Garg is believed to have argued that the onus of ensuring quality of services lay on Jio, and not Airtel or Vodafone Idea. "He (Garg) said the responsibility of ensuring quality of service lies solely with the service provider — in this case, Reliance Jio — and if any fine should be imposed, it should be on that carrier," the person said. The former finance secretary was of the view that given the health of the sector, the quantum of the fine should be reduced, the person added.Manna, in his dissenting view, said that due to lack of clarity over Jio's launch date, older telcos weren't obliged to give it points of interconnection. "Telecom service providers were in the dark about the commercial launch of Jio," Manna is believed to have said. The member (services) objected to the three-year-old Trai-recommended penalty on the grounds that the obligation on carriers to provide PoIs even during the testing phase is not clearly established. He is believed to have said that operators were responsible for providing adequate PoIs only after the launch of commercial services and not during the trial phase. Hence, he said, Airtel, Vodafone and Idea shouldn't be held responsible for any wrongdoing. His position is similar to that taken by Airtel and Vodafone Idea, which have contended that since they didn't know the date of Jio's launch, they weren't obliged to provide PoIs in such large numbers to it. The two insisted that they had provided adequate PoIs. The five members in favour of the penalties were telecom secretary Aruna Sundararajan, Niti Aayog CEO Amitabh Kant, IT secretary Ajay Sawhney, telecom department's member (finance) Anuradha Mitra and member (technology) Shiwa Shankar Singh. Of these, one official was in favour of a graded payment schedule.
US and Chinese negotiators wrapped up a brief round of trade talks on Wednesday that both sides described as "constructive," including discussions over further Chinese purchases of American farm goods and an agreement to reconvene in September.The first face-to-face talks since a ceasefire was agreed to last month in the trade war between the world's two largest economies amounted to a working dinner on Tuesday at Shanghai's historic Fairmont Peace Hotel and a half-day meeting on Wednesday, before U.S. Trade Representative Robert Lighthizer and Treasury Secretary Steven Mnuchin flew out."The meetings were constructive, and we expect negotiations on an enforceable trade deal to continue in Washington ... in early September," White House spokeswoman Stephanie Grisham said in a statement."Both sides, according to the consensus reached by the two leaders in Osaka, had a candid, highly effective, constructive and deep exchange on major trade and economic issues of mutual interest," China's Commerce Ministry said in a statement shortly after the U.S. team left Shanghai.It was not immediately clear what, if any, further agricultural products China agreed to buy from the United States and when - an issue that had become a bone of contention after U.S. President Donald Trump said China had not made good on promised purchases."The Chinese side confirmed their commitment to increase purchases of United States agricultural exports," the White House's Grisham said, offering no other details.Representatives for the U.S. Trade Representative's office did not immediately respond to a request for comment.The Chinese statement said negotiators discussed more Chinese purchases of agricultural products from the United States, but did not say there was any agreement to buy more.The talks began amid low expectations. China's account of the discussions did not mention any of the non-agricultural issues.Trump and Chinese President Xi Jinping agreed in June at the G20 summit in Osaka, Japan, to restart trade talks that stalled in May, after Washington accused Beijing of reneging on major portions of a draft agreement. Foreign investors are questioning the direction in which the government is headed after it announced an increase in taxes on the highest income bracket in the budget, said Rahul Chadha, co-chief investment officer at Mirae Asset Global Investments which has $135 billion worth of assets under management. We need to watch what the government does over the next 6-9 months to restore confidence, said Chadha. In an interview with Sanam Mirchandani, Hong Kong-based Chadha said he is bullish on insurance companies and the hospitals space in India besides select consumption stocks. Edited excerpts:Foreign investors seem to be upset because of the tax proposals in the budget.Post the budget particularly we have seen FII flows turn negative to the extent of $1 billion-1.5 billion. The question most foreigners are grappling with is what direction the government is going. If the government comes and does the tough measures which improves competitiveness and productivity, the slowdown will be taken in stride. Those top measures can be on labour reforms and divestments. The government needs to revive housing. We saw the FM talk about the rental policy. That needs to come out in the next 3-4 months. That will boost the housing sector which will then boost construction.Has the surcharge on some foreign funds impacted India's standing? This taxation is just one of the issues and when people do a change in stance its never only on one issue. Over this year we have seen the government take a more socialist approach. We need to see more stress from the government on creating a level playing field for businesses, staying out from the business itself and attracting more investments whether it is from the domestic private sector or from foreigners. In the near term there would be markets like China, particularly the Hong Kong listed-stocks, and market like Korea which would be attractive. In the medium term, India is a very powerful story and the economy is at a cyclical bottom. When India comes out of this slowdown would be contingent on what the government does over the next 5-6 months. Some of the stocks were genuinely expensive. We have been reducing consumer-focused stocks (exposure) including staples and consumer-focused banks. In quite a few of these, the market was paying peak multiple for peak profitability. Those multiples cannot be sustained.Do you see a revival in sentiment soon?Let's look at what the government is trying to do over the last 2-3 years. Parts of 2 018 and 2017 were marked by GST implementation pangs. Parts of 2016-17 were marked by demonetisation pangs. The economy could not really recover from it. That kind of explains what we are seeing in the system where you have corporate defaults at a record high, NBFCs have liquidity and asset quality issues and then the liquidity started tightening from August-September.The market is going through a painful cleansing. When things were a bit slow in let's say 2016-18, they were compensated by the easy availability of consumer financing. That had to run its course some day. Consumer financing took a breather and suddenly what we have is a pronounced slowdown in the economy. The gloom has been more post the budget because all the corporates are coming and admitting that there is a pronounced slowdown. What we have seen from the government is that we have had handouts or support for the poor families which is good from an economy perspective and mitigating the social divide. In the budget, the government further increased taxation on the highest (income) bracket.That's what led to this bit of a despair and frustration that look, is the government taking the easy path to growth or easy path to remaining in power? From a medium-term perspective this is extremely negative, and this is not what global investors bought India for. They bought it for the individual leadership of Prime Minister Modi, productivity improvement, and reforms.Do you see the RBI cutting rates further?We will easily see 50 bps of cut from here. Unlike the historic number of 2-2.5%, the India-US real rate differential is standing at about 3-3.5%. We will easily see rate cuts and with the kind of slowdown we are seeing in the economy, and with inflation not being an issue anywhere in the world, lot of these rate cuts would be front-ended. I would not be surprised if we see 50 bps over next six months.Which sectors should investors look to buy in this uncertain market?Great companies may not be great investments if one buys them at exorbitant valuations. We like the insurance space. Then there is value in hospitals. I am looking at sectors which were out of favour, have not done much in the last 2-3 years, and which are seeing demand coming back so there will be positive operating leverage. We like pharma selectively and hospitals in particular offer deep value. We are going selectively into some of these consumption names, if the franchise is strong enough, it is not impacted by ecommerce or technological disruption. One should be a buyer on dips over the next 6-9 months in some of these consumer franchises.Are risks to India more domestic than global currently?Globally, it is a fragile situation. We have seen the peak of US growth rate so towards the end of the year the sense is US GDP growth will go more towards 1.5-1.75%. Globally things are slowing but with proactive central bankers you are not going to see the collapse of growth. On the trade war, US growth is slowing and incrementally the pain of all the tariffs is being borne out by the US consumer; both US and China are going to be sensible not to escalate the trade war. We have seen the peak of globalisation. That's a reality we as investors have to live with. That takes away some of the growth but doesn't really pose a threat. Because of slower global growth, oil has not really spiked up.As long as the situation doesn't go out of hand, I don't think it is a significant negative from an India perspective. The concern only is valuations are not cheap. Investors are happy to deal with a mild near-term slowdown but if they see the government going in the other direction — not working on attracting investments, not working on improving productivity in the economy and focusing more on the easy handouts and taxing rich — that's where investors may lose confidence and their belief in India would be shaking. We need to watch what the government does over the next 6-9 months to restore confidence. India remains a big overweight for us in our Asian portfolio.
MUMBAI: Tech Mahindra chairman Anand Mahindra said on Wednesday that the company had to improve profitability, after shareholders pointed out its huge margins gap with larger peer TCS. "You talked about TCS having a higher margin, I am glad you said it loudly, it's a good thing for him (CP Gurnani) to hear," Mahindra told shareholders at the annual general meeting. Gurnani is CEO at Tech Mahindra. Margins for TCS, the country's largest software exporter, stood at 24.2% in the June quarter, the highest in the IT services industry globally. In contrast, Tech Mahindra reported margins of 15.2%. "I would be very happy if we can move our margins up, I cannot argue with you. I'm sure the board will drive the management to excel every year," Mahindra said. Analysts said improvement in margins and revenue performance were key concerns for the IT services provider. The company has seen attrition spike to over 20%, which raised queries from shareholders on its efforts to retain talent. Mahindra said the IT service provider was doing a good job in a volatile period, but would try to improve upon the metric.Rivals such as Infosys and Wipro have seen higher attrition as global firms — which are expanding their captive centres in India — poach trained engineers in digital skills. As the industry faces a talent crunch in newer digital skills, Indian IT services firms have become a hunting ground for recruiters. Mahindra also said that group companies collaborate with each other and crosssell services to clients across the world. "If Tech Mahindra is dealing with some overseas companies and that company could be a client for Tech Mahindra' services, that's where we do cross selling and try and find inter linkages between all our group companies." The company has filed for 111 patents, of which 52 have been granted so far, he said.
