The sister of Kim Jong-un has been rising in the leadership ranks since she was a teenager, and might be considered North Korea's second-in-command. The CFTNI's Korean Studies team presents a look into her early years as part of a new series.
n an era when North Korea has begun to shift its focus away from its nuclear weapons capabilities to pursue a "charm offensive" aimed at transforming its global image, one person stands out: Kim Yo-jong, the younger sister of Kim Jong-un.
This shouldn't be a surprise to anyone following North Korea over the last several years. Many observers first saw her at the Pyeongchang Olympics, where she sat strategically positioned near U.S. Vice President Mike Pence. Yo-jong's historic visit to South Korea challenged preconceived perceptions of North Korea's elite. She was a symbol of a North Korea very few people could have conceived of: young, friendly, and charismatic.

The hackers pretended to be professors, appealing to Achilles' heel of academics: their egos. Posing as admiring colleagues from other universities, they emailed their targets, claiming they had enjoyed their articles and wanted to read more of their work. The emails contained links to articles the "professors" claimed they could not access.
Once the actual professors clicked on these links, they were redirected to what seemed to be the login page for their universities, making it appear they had somehow inadvertently signed out. But the login page was fake. And once the professors entered their usernames and passwords, the information was captured by the hackers, who then had free rein over their accounts.
Guatemalan migrant Lety Perez embraces her son Anthony while praying to ask a member of the Mexican National Guard to let them cross into the United States, as seen from Ciudad Juarez, Mexico July 22, 2019. The mother and son had traveled some 1,500 miles (2,410 km) from their home country of Guatemala to the border city of Ciudad Juarez, only to be stopped mere feet from the U.S. When the soldier glanced away, Perez lunged into the shrubs growing on the side of the river bank, pulling her son with her. White House officials have been left baffled after a doctored presidential seal, featuring an eagle clutching golf clubs in its talons instead of arrows, was projected on stage at an event at which US President Donald Trump spoke.
The seal was displayed on Tuesday (local time) at Turning Point USA's student summit, where Mr Trump gave a raucous 80-minute speech and was greeted warmly by the youthful audience.
The image included a two-headed eagle, instead of just one head, which closely resembles the bird on the Russian coat of arms.
WASHINGTON (Reuters) - President Donald Trump said on Friday that he would not be surprised if China held out until after the U.S. election in 2020 to secure a trade deal in the hope they could negotiate with a different U.S. president.
"I don't think personally China would sign a deal if I had a 2% chance of losing the election," Trump told reporters at the White House just days before top U.S. officials head to Shanghai for another round of negotiations.
WNU Editor: President Trump's instincts are right. The Chinese are hoping that he will be defeated in 2020, and are betting on his opponent. As to who do the Chinese prefer to be the next President .... that is an easy one .... they want former Vice-President Biden to win.
Beijing has outlined its defence plans that include a modern and advanced army.
Global military competition is on the rise and China believes it's lagging behind.
Beijing says the United States has increased its defence budgets, modernised its weapons, and developed its capacity in cyberspace, as well as outer space.
And the Chinese government wants to catch up and has detailed how it intends to do that.
In a national defence paper released on Wednesday, Beijing declared it wants greater modernisation of its armed forces and weapons.
WNU Editor: The current sentiment in China is that they want to be a global superpower. But it is going to take 2 or 3 decades before China becomes just that, and who knows what may happen between now and then.

We are left now watching events unfold in East Asia in the absence of American leadership and a cogent strategy
While Americans become increasingly preoccupied with their own domestic descent into dysfunction and political civil war, the rest of the world moves on without them.
The United States is not responsible for much of what we see happening in the world, but the consequences of American retreat from leadership are visible and disturbing. Nowhere is that more evident than in East Asia.
At one moment, we are witnessing multiple challenges to the international order that has maintained peace and stability in the region. Japan and South Korea, the anchors of the American security system, are now locked into a political and economic war without any end.
As many as 150 refugees are believed dead after their wooden boat that had been bound for Europe capsized off Libya's coast. According to the United Nations, it's the worst loss of life this year in Mediterranean.
On Wednesday night, the boat departed from Al Khoms, Libya, about 75 miles east of the capital, Tripoli. It sank on Thursday, five miles from Libya's coast.
Aid organizations believe 250-300 people may have been on the boat. The U.N.'s International Organization for Migration says it has confirmed 30 deaths, and that up to 120 more people may have drowned.
North Korea said Friday that the new missile test is a "solemn warning" to "South Korean military warmongers" over its weapons development and plans to hold joint military drills with the U.S.
South Korea's military said the information about the weapon launched by the North on Thursday shows similarities to the Russian-made Iskander, a short-range missile with nuclear capabilities. A North Korean version of the missile could potentially reach all of South Korea — and the 28,500 U.S. forces stationed there — and would be especially hard to intercept, the military added.
The Center for the National Interest holds a discussion with Lt. Gen. Wallace Gregson, Kurt Campbell, and Michael Auslin on America's future relationship with China.
One of the most significant foreign policy shifts that President Trump has ushered in is a more confrontational approach towards China. After decades of a bipartisan consensus that closer ties with Beijing were in America's interests, a backlash has developed in Washington to China's rise. On Thursday, the Center for the National Interest hosted a panel discussion called "Where Does America's Relationship with China Go from Here?" The discussion focused on the mounting disagreements between Beijing and Moscow. The panelists agreed that the United States and People's Republic of China are at a turning point.

UN human rights chief condemns 'apparent international indifference', says 26 children are among 103 civilians killed.
Air raids by the Syrian government and its allies in the country's last rebel-held enclave have killed more than 100 civilians in the past 10 days, according to the United Nations, which said the three-month campaign has displaced more than 400,000 people.
The 103 dead from the recent air attacks on schools, hospitals, markets and bakeries included at least 26 children, UN human rights chief Michelle Bachelet said on Friday, adding that the rising toll had been met with "apparent international indifference".
When the commander of Special Operations Joint Task Force Operation Inherent Resolve unceremoniously booted SEAL Team 7 out of Iraq this week, the U.S. Special Operations Command justified it "due to a perceived deterioration of good order and discipline within the team during non-operational periods."

The House Judiciary Committee is preparing to petition a federal judge to release former special counsel Robert Mueller's most closely guarded evidence: the material he gathered using a secretive grand jury.
The petition, which will be made to Beryl Howell, the chief judge of Washington, D.C.'s federal district court, asks that the material be provided to Congress, though it does not seek the public release of the grand jury evidence.
House Judiciary Chairman Jerry Nadler has sought Mueller's grand jury evidence for months, arguing that it's essential for Congress to view it in order to fully investigate potential abuses of power by President Donald Trump and his inner circle. Nadler has previously asked the Justice Department and Attorney General William Barr to join him in court to seek the release of the information, but Barr has declined, calling such a move unprecedented.
WNU Editor: The Mueller hearings on Wednesday did not meet Democrat expectations, so now there is a shift in focus to the Grand Jury testimonies. My prediction. Their request is going to be denied, if not by the first judge, it will be denied on appeal.

A report released Thursday by the Senate Intelligence Committee offered new details on the breadth and intensity of what it said was "unprecedented" Russian cyber activity targeting U.S. election infrastructure ahead of the 2016 presidential election, though it echoed a previous, preliminary finding that no votes were changed and no voting machines were manipulated.
The 67-page, unclassified but highly redacted report also left unresolved the mystery of Moscow's intentions as, officials eventually found, it targeted election systems in all 50 states.
Russian intentions for U.S. election infrastructure "remain unclear," the report says. "Russia might have intended to exploit vulnerabilities in election infrastructure during the 2016 elections and, for unknown reasons, decided not to execute those options," the report said.

* Ukraine has seized a Russian tanker it says was used in a 2018 clash in the Kerch Strait that led to Russia detaining 24 Ukrainians. * Ukraine says Russia's tanker blocked Ukrainian tankers from entering the strait before opening fire on and capturing two Ukrainian ships. * Ukraine said that the ship is evidence and that "a petition to a court for its arrest is being prepared." * Russia's foreign ministry responded by warning that there would be "consequences" if any Russians were taken "hostage," and Ukraine later released the crew.
Ukraine seized a Russian tanker that it said parked itself sideways in November 2018 to prevent Ukrainian vessels from entering the Kerch Strait, escalating tensions and leading to Russia seizing two Ukranian vessels and 24 Ukrainians. Negotiations to free the Ukrainians are still ongoing.
Ukraine's security service, the SBU, said on Thursday that it seized Russia's Neyma tanker as it was moored in a Ukrainian Black Sea port on Wednesday.
"The Ukraine security service and military prosecutors' office detained (a) Russian tanker, the Neyma, which had blocked Ukrainian warships in the Kerch strait," the statement said, according to Reuters.
WASHINGTON (Reuters) - U.S. Secretary of State Mike Pompeo said on Thursday he was willing to go to Iran for talks amid tensions between Tehran and Washington, but also called on Japan, Britain and other nations to join a maritime force to guard oil tankers sailing through the Strait of Hormuz.
Asked if he would be willing to go to Tehran, Pompeo said in an interview with Bloomberg TV: "Sure. If that's the call, I'd happily go there... I would welcome the chance to speak directly to the Iranian people."
Iran test-fired a Shahab-3 ballistic missile on Wednesday, which was launched from the south of the country and travelled 680 miles before landing east of Tehran (file)
Iran has test-fired a medium-range missile, a U.S. military official said, further escalating tensions in the Persian Gulf region.
The official, who spoke on condition of anonymity, said Thursday Iran fired a Shahab-3 missile Wednesday that did not threaten shipping or U.S. military bases in the area.
The projectile flew about 1,100 kilometers across Iran after it was launched from Iran's southern coast and landed east of the capital of Tehran.
The official said the U.S. had been closely watching the Iranian test site as it prepared for the launch.
WASHINGTON – It was a knife-twist that originated in Florida, but it was felt across the Atlantic.
U.S. Secretary of State Mike Pompeo, appearing Monday on Fox News via a live feed from the Veterans of Foreign Wars convention in Orlando, was asked by anchor Brian Kilmeade what the United States' role was in helping the United Kingdom get its tanker back, which was seized by Iran in a tit-for-tat raid at sea after the U.K. seized an Iranian tanker suspected of smuggling oil to Syria.
"The responsibility ... falls to the United Kingdom to take care of their ships," Pompeo said.
America's top diplomat went on to say that the U.S. had a role in policing the Strait of Hormuz, but that "the world has a big role in this, too, to keep these sea lanes open," he continued. "I'm convinced we'll do that."
It was a loaded answer, and the subtext wasn't missed in the United Kingdom: The U.K. has the responsibility to protect its own ships, but doesn't have the Navy it needs to do it.

* Trump has repeatedly called on NATO allies like Germany to increase contributions toward defense, often criticizing them for not complying with a commitment to spend 2% of their gross domestic product (GDP). * But Karl-Theodor zu Guttenberg, the former German defense minister, doubted whether Germany would ever reach that target.
A former German defense chief told CNBC Friday that it may be impossible for his country to meet NATO spending targets and questioned whether President Donald Trump would be happy with any outcome on the issue.

It's not that the Chinese Communist Party would take over Washington. But in its own region, China has the advantage.
If a war broke out between the United States and China, the clash between two of the world's most powerful militaries would be horrific. And the United States could very well lose.
That's a concern among current and former defense officials and military analysts, one of whom told Breaking Defense earlier this year that in war games simulating great-power conflict in which the United States fights Russia and China, the United States "gets its ass handed to it."
WNU Editor: All of these major war scenarios do not involve the use of nuclear weapons. Unfortunately, I can see many scenarios where tactical nuclear weapons will be used, and in the case Russia, the use of strategic nuclear weapons.
Businesses were shuttered and roads choked as demonstrators flooded the residential town of Yuen Long Saturday, bringing their months-long pro-democracy protests to the doorstep of a Hong Kong suburb that was the site of bloody mob violence against activists early this week.
Many dressed in black shirts, yellow hard hats and face masks, the de facto uniform of the movement, a massive crowd turned out despite having their assembly permit denied by authorities. Organizers resorted to satire to evade the order not to march; flyers advertised “full gear” activities such as shopping and playing streetball to justify the large assembly.
This ordinarily quiet cluster of villages near the China border became a focal point of the city’s spiraling crisis last Sunday after a mob of suspected gangsters attacked demonstrators and passersby at a mass transit station in the most barbaric episode of protest-related violence since the unrest began in early June. Police were accused of looking the other way as they ran amok, a charge officials denied.
At Saturday’s protest, police in riot gear were positioned along the route in anticipation of more clashes. Protesters assembled wherever they saw police lines, yelling, calling them names and giving them the middle finger. A “Yuen Long Manifesto” of unknown origin was circulated online, accusing police of colluding with the attackers, labeling them “a band of notorious ruffians” and demanding a public apology.
In the chaos that ensued Sunday, dozens of men wearing white shirts and armed mostly with sticks, apparently targeting protesters returning from a march in the city center, injured at least 45 people including a lawmaker and several journalists. The assailants are believed to be associated with “triads,” organized criminal gangs that have long been accused of acting as paid, extra-legal enforcers of social order.
“We are quite angry about what happened on 7/21, it was a riot, they hit and beat any person including children, women and even press,” says Lau, a 50-year-old engineer from the New Territories who, like many of the protesters, declined to use his surname for fear of legal action. Lau believes the Chinese Communist Party was linked to the attack. “But the underlying problem is the interference from the Chinese government,” he said, “they invited these village gangsters in.”
Reuters reported Friday that an official from China’s liaison office, local district director Li Jiyi, addressed a banquet in the area more than a week prior and urged locals to chase away protesters if they came “to cause trouble.” One resident told TIME that messages circulated on WhatsApp Sunday evening had riled up villagers to defend the town, and that groups of men soon began gathering at several meeting points before the assault.
Since early June, organizers say millions have marched in a series of demonstrations against a now-suspended bill that would have allowed extradition to mainland China. The city’s embattled leader Carrie Lam declared the bill “dead” but has not officially withdrawn it, and the movement has snowballed into calls for more democratic freedoms as anger toward her Beijing-backed government spilled out into the open and united large swaths of society.
Over the course of the unrest, protesters have broadened their demands to include full withdrawal of the bill, a retraction of the government’s designation of demonstrations as “riots,” amnesty for arrested activists, establishment of an independent inquiry into allegations of police brutality, and universal suffrage as promised under the city’s charter, known as the Basic Law.
The former British colony was returned to Chinese sovereignty in 1997 under an agreement called “one country, two systems,” designed to guarantee its autonomy for 50 years. But Beijing’s critics say the city’s freedoms are eroding, and recent years have seen mass demonstrations against attempts to enact legislation that would give China more control over national security, education and electoral processes.
The recent protests have been overwhelmingly peaceful and mostly comprised of young activists mobilized online, though sporadic clashes have occurred between police in riot gear and small groups of more radical demonstrators. Police have on several instances deployed tear gas, pepper spray and other crowd control measures to disperse them, sometimes resulting in injuries and eroding public trust in law enforcement.
The government has done little to heal the divide. In a press conference Monday, Lam failed to appease her critics when she conflated the mob violence with vandalism of Chinese government property committed by a small group of protesters, condemning aggression by both sides. She has so far refused to offer concessions acceptable to the protesters or in any way promote dialogue, and with three years left to serve has shown no sign of stepping down.

Airstrikes in Syria over the last 10 days have killed more than 100 civilians, according to the U.N., which has criticized the “apparent international indifference” in response to the escalating violence. The death toll includes at least 26 children.
The Syrian government, backed by the Russian air force, said the increases in attacks on Idlib and areas in northwest Syria, the last remaining major anti-government stronghold, was due to violations of a truce by jihadists with links to al-Qaeda, the BBC reports.
The latest offensive against the rebel enclave began at the end of April, since then the U.N. has documented the deaths of at least 450 civilians, including those recently killed.
The U.N High Commissioner for Human Rights Michelle Bachelet condemned the Syrian government, under President Bashar al-Assad, and its allies for the “latest relentless campaign of airstrikes” in a forceful statement, saying they have “continued to hit medical facilities, schools and other civilian infrastructure such as markets and bakeries.”
“Intentional attacks against civilians are war crimes, and those who have ordered them or carried them out are criminally responsible for their actions,” Bachelet said.
Eight of the airstrikes hit Idlib and two struck rural Aleppo, according to the statement.
Idlib is home to more than three million civilians, half of whom have been displaced at least once, Sara Kayyali, a researcher with Human Rights Watch who specializes in Syrian issues, tells TIME.
They are “trapped between a rock and a hard place,” Kayyali says, explaining that they are victims of extensive bombings by the Syrian-Russian military alliance and can’t escape into bordering Turkey to flee the violence. Those who try are putting their lives in danger. “Turkish border guards will shoot at them and if they don’t kill them, they immediately return them to Idlib,” Kayyali says.
One picture circulating on social media shows a father, standing on top of rubble, with his hand on his head, trying to rescue his two young daughters. His 5-year-old daughter Riham died after grabbing on to her baby sister, after their building was struck in air strikes, the BBC reported.
Violence in the region has escalated since late April, when the government and their allies began their latest campaign, effectively breaking a deescalation agreement between Turkey and Russia that had been in place since September 2018.
Kayyali explains that Russia and Syria have shelved their plans to try and retake Idlib without any major political costs. “They’re going all out mostly because they haven’t made any traction in retaking these areas,” she says.
The Syrian civil war first began after protests rocked the Middle East during the Arab Spring in 2011. Millions of pro-democracy Syrians protested the Assad regime, which in turn cracked down, sparking a brutal war that has resulted in hundreds of thousands of civilian deaths ever since. The casualties continue to increase.
Bachelet, the U.N. High Commissioner, expressed concerns that while the international community paid attention during the early stages of the war, Syria is “no longer on the international radar.” She criticized the “world’s most powerful nations” for a “failure of leadership.”
“Now, airstrikes kill and maim significant numbers of civilians several times a week, and the response seems to be a collective shrug, with the Security Council paralyzed by the persistent failure of its five Permanent Members to agree to use their power and influence to stop the fighting and killing once and for all,” Bachelet said.
Mouna Ghanem, the founder of the Syrian Women’s Forum for Peace and a Syrian politician living as a refugee in Denmark, tells TIME that she feels most talk about Syria is “only lip service.”
“I don’t think anyone cares about Syrian lives,” Ghanem says. “The U.N. is completely paralyzed unfortunately in Syria. The U.N. has no power to interfere.”
Kayyali, the researcher at Human Rights Watch, says there are ways for the international community to take helpful action. She says they should pressure Turkey to allow Syrians into their country to flee violence, hold Russia and Syria accountable for breaking international law and conduct meaningful investigations into civilian casualties.
While she is disheartened by recent events, she finds that they are a “pattern.”
“We’ve seen this in Aleppo. We’ve seen this in Eastern Ghouta. The Syrian government has shown no mercy in attempting to retake these areas. This seems to be the last act of the tragedy,” Kayyali says.
Boris Johnson became the United Kingdom’s Prime Minister this week. The former London mayor and foreign secretary assumed the U.K.’s premiership with a mandate to lead the U.K. out of the E.U. He has promised to secure a better Brexit deal with Brussels than his predecessor, Theresa May. He has also promised to pull the U.K. out of the E.U. by the October 31 deadline, deal or no.
Why It Matters:
Because the UK is heading into the biggest peacetime political crisis in generations, and the person leading his country into the great unknown must corral a British public and political class that has never fundamentally agreed on what form Brexit should take—Hard Brexit, Soft Brexit, No-Deal Brexit or anything in between.
In Boris Johnson, that task has now fallen to someone who can charitably be described as Britain’s most divisive politician. Johnson himself has taken a hardline stance on Brexit, which he needed to do in order to win over the Conservative party membership and become Prime Minister. It was a strategy that worked, as 66 percent of Tory members selected him over his more-centrist rival. There are those who still harbor hope that Boris’ hardline approach to Brexit and Brussels is more bluster than anything else; Boris has a well-deserved reputation for political opportunism. But even if that’s the case, renegotiating a deal with EU leaders is an uphill battle—the EU is adamant that it is done negotiating, and the deadline is less than 3 months away. Complicating matters even further, Johnson has spent decades taking swipes at EU leaders and Brussels… the same kind of EU leaders who he now needs to play ball with.
What Happens Next:
Within 48 hours of assuming the premiership, Johnson had dismissed a significant portion of Theresa May’s cabinet, replacing most of them with hardline Brexiteers. But while his cabinet might be filled with folks pushing for a no-deal Brexit should it come to that, the same cannot be said for the whole of his party—there are a number of members who find the very idea of a no-deal Brexit (and the chaos that will inevitably follow) abhorrent, and multiple Tory members of parliament have indicated they will do what it takes to stop that from happening, even while Johnson tries to use the threat of no-deal Brexit as leverage in negotiations. Brussels, for its part, has refused to renegotiate the substance of the Brexit deal that it struck with Theresa May—because of the logistical difficulties involved, and because the political optics of backing down to the UK (and one led by Boris Johnson no less) make that extremely unappealing. Which means the likeliest scenario we’re looking at is UK general elections in the fall, potentially triggered by Tory party members who would rather see their own Conservative government fall than see a no-deal Brexit come to pass.
The Key Statistic That Explains It:
According to a YouGov survey done back in April, just 25 percent of people in the U.K. would consider a no-deal Brexit a “good outcome”; another 13 percent would find it “an acceptable outcome”. 50 percent were flat out against it, and another 12 percent weren’t sure. In other words, a winning strategy for the Tory party leadership race is quite different from winning a general election race. Boris won the battle, but the war still lays ahead.
The Key Quote That Sums It All Up:
“I’ve got more in common with a three-toed sloth than I have with Winston Churchill.” –Boris Johnson, who has actually authored a biography of Winston Churchill. And not, yet at least, any sloths.
The One Thing to Read About It:
You don’t become one of the most colorful politicians on the world stage without having a fascinating backstory—this is Boris Johnson’s.
The One Thing to Watch About It:
The Brexit saga has dragged on so long it’s sometimes hard to remember how the UK got here; I’ve got you covered.
The One Thing to Say About It at a Dinner Party:
Roughly three years after both the Brexit referendum and the election of Donald Trump, UK politics continue to be more dysfunctional than US politics. That’s remarkable. Also, if you’re British, quite sad.
The One Thing to Avoid Saying About It:
Boris Johnson isn’t the PM a divided U.K. needs… but it’s the one it deserves.
(SAN FRANCISCO) — President Donald Trump has vowed to slap tariffs on Apple’s Mac Pros if the company shifts production of the computer from Texas to China.
The pledge made in a Friday tweet rebuffs Apple’s attempt to shield its products from taxes being imposed on goods made in China as part of Trump administration’s trade war with the world’s most populous country.
Apple recently sent a letter to the Trump administration warning that the U.S. economy and its ability to compete will hurt if its products are hit with the tariffs.
The Cupertino, California, company has been assembling its Mac Pros in Austin, Texas since 2013, but a report surfaced last month that Apple plans to shift production to a factory near Shanghai.
Apple is reportedly moving Mac Pro production because it is having trouble finding enough skilled labor to assemble the computer in Texas.
Apple didn’t immediately respond to a request for comment Friday, but has previously said the Mac Pro will continue to be designed and engineered in California. The company hasn’t said where the computer will be assembled in the future though. Trump demanded in his tweet that they continue to be made in the U.S if Apple doesn’t want to be exposed to a 25% tariff on electronics made in China.
Just hours later, Trump once again asserted the U.S. should have first dibs over the companies headquartered here. In a tweet, he vowed to retaliate against France for the new digital tax the country is imposing on big tech companies that sell online advertising.
If anyone taxes the companies, Trump wrote in a tweet , it should be the U.S. He stuck in a dig about French wine, writing “I’ve always said American wine is better than French wine!”
Investors appeared unfazed by Trump’s sparring with one of the world’s biggest and most powerful companies. Apple’s stock edged up $1.22 to $208.24 in Friday’s midday trading.
The reaction probably would have been different had Trump made it clear that the tariffs will be applied to Apple’s top-selling product, the iPhone, which has long been assembled in China. Mac computers, on the other hand, now represent a relatively small part of Apple’s business, unlike the company’s early years when the computers were its marquee products.
Mac computers held a 6% share of the worldwide personal computer market during the second quarter of this year, ranking well behind China’s Lenovo as well as HP and Dell in the U.S., according to the research firm Gartner Inc.
(CAIRO) — Libya’s coast guard recovered dozens of bodies of Europe-bound migrants who perished at sea as search operations continued Friday, a day after up to 150 people, including women and children, went missing and were feared drowned after their boats capsized in the Mediterranean Sea.
A top U.N. official described Thursday’s shipwreck as “the worst Mediterranean tragedy” so far this year.
The Anti-Illegal Immigration Agency in the Libyan capital said that up to 350 migrants were on board the boats that capsized off the town of Khoms, around 120 kilometers (75 miles) east of Tripoli.
The migrants include nationals from Eritrea, Egypt, Sudan and Libya, the agency said. Libyan officials said more than 130 migrants have been rescued since Thursday.
At least a dozen were taken to a hospital in Khoms while the rest were transferred to different detention centers, including Tajoura, located near the front lines of the fighting between rival Libyan factions, the officials said, speaking on condition of anonymity because they were not authorized to talk to the media.
The Tajoura detention center was hit by an airstrike on July 3 that killed more than 50 people and raised new concerns over the treatment of migrants in Libya.
One of the survivors from Thursday’s shipwreck, from Eritrea, said his vessel started to capsize after an hour of sailing. Most of the migrants on board were women, he said, and most of them drowned.
“All of them (who drowned) were ladies … only two girls rescued themselves,” he said, speaking on condition of anonymity for fears for his safety.
The U.N. refugee agency has demanded that the Tajoura detention center be closed, but those calls don’t “seem to be heard. This is putting intentionally the life of these people at risk,” Vincent Cochetel, UNHCR’s special envoy for the Central Mediterranean tweeted Friday.
However, the U.N. migration agency said later Friday that once they arrived, the 84 migrants were turned back from the center and were instead being “released gradually” into the town of Tajoura.
Separately from the shipwreck, Ayoub Gassim, a spokesman for Libya’s coast guard, said it had intercepted three rubber boats off Tripoli on Thursday, carrying 269 Europe-bound migrants, including nine women and two children.
Amnesty International called on EU leaders to “show some courage” and reverse their decision to halt migrant rescues in the Mediterranean. The rights group appealed on European nation to change their approach to one that “doesn’t condemn those who survive to detention in Libya.”
“People are still risking their lives to come to Europe,” said Amnesty’s Massimo Moratti.
The European Union has over the past years partnered with Libya to prevent migrants from making the dangerous journey by sea to Europe. Rights groups say those efforts have left migrants at the mercy of brutal armed groups or confined in squalid detention centers that lack adequate food and water.
The EU released a statement Friday saying it was deeply saddened by the tragedy off Libya’s coast and added that “sustainable solutions for search and rescue are urgently needed in the Mediterranean.”
However, it also said “Libya’s current system of managing irregular migration and arbitrarily detaining refugees and migrants has to end.”
U.N. Secretary-General Antonio Guterres reiterated Friday that “Libya is not a safe country of asylum” and stressed that “refugees must be treated with dignity and respect, and in accordance with international law,” U.N. deputy spokesman Farhan Haq said.
After the NATO-backed uprising that toppled and killed longtime ruler Moammar Gadhafi in 2011, Libya became a major conduit for African migrants and refugees seeking a better life in Europe. Traffickers and armed groups have exploited Libya’s chaos since his overthrow, and have been implicated in widespread abuses of migrants, including torture and abduction for ransom.
Thursday’s shipwreck was “the worst Mediterranean tragedy” so far this year, said U.N. High Commissioner for Refugees Filippo Grandi.
In January, some 117 died or went missing off Libya’s coast and around 65 people drowned after their boat sank off the coast of Tunisia in May.
At least 2,500 migrants have been detained in centers in and around Tripoli, where forces loyal to commander Khalifa Hifter are battling an array of militias loosely aligned with a U.N.-recognized government.
Hifter’s offensive — an attempt to seize Tripoli — started in April and has killed more than 1,000 people, mainly combatants but also civilians, the U.S. said earlier this month.
The Tripoli-based government has blamed the Tajoura airstrike on Hifter’s forces, which have denied responsibility and accuse government-linked militias of storing weapons at the facility.
The U.N. refugee agency says 164 migrants died traveling from Libya to Europe since the start of the year, fewer than in previous years. But the agency says the journey is becoming more dangerous for those who attempt it, with one out of four perishing at sea before reaching Europe. The U.N.’s death toll of 154 didn’t include the scores who drowned Thursday.
(HELSINKI) — The man allegedly assaulted by American rapper A$AP Rocky and two other men in Stockholm was kicked while on the ground and hit with a bottle, Swedish prosecutors said in court documents obtained Friday by The Associated Press.
The 500 pages of documents also included allegations that Rocky pushed the man to the ground and photos of the alleged victim’s cuts, bruises and blood-stained clothes.
The Grammy-nominated rapper and the two others “deliberately, together and in agreement” attacked the man, identified as Mustafa Jafari, on June 30, prosecutors said in the Stockholm District Court documents.
Rocky, whose real name is Rakim Mayers, has said he acted in self-defense. He has been in custody since July 3 and faces charges that carry a maximum sentence of two years in prison.
A lawyer for Jafari, Magnus Stromberg, said the alleged beating started when one of A$AP Rocky’s guards “grabbed him by the neck and dragged him away.” Jafari didn’t provoke the assault, and “this situation has been very stressful for him,” Stromberg said.
“There was no reason, none whatsoever, for the use of such violence,” he said.
Rocky’s arrest prompted U.S. President Donald Trump to intervene on behalf of the jailed rapper and sparked an unusual diplomatic spat when Swedish prosecutors charged the 30-year-old artist Thursday.
Trump posted two sharply worded tweets, calling on Sweden to “Treat Americans fairly!” and criticizing Swedish Prime Minister Stefan Lofven, whom he had spoken with directly, “for being unable to act.”
A Lofven spokesman responded by emphasizing the independence of the Swedish judicial system.
The case also drew the attention of American celebrities like Kim Kardashian West and Rocky’s fellow recording artists, including Sean “Diddy” Combs and Justin Bieber.
The rapper and the other two suspects, who have been described as members of his entourage, will remain in custody until trial.
Prosecutors recommended that the Stockholm District Court set aside three days for the trial, which defense lawyer Slobodan Jovicic said was expected to start Tuesday.
Trump on Saturday tweeted that he had spoken with Lofven about the case and “offered to personally vouch for his bail,” even though that’s not something available under Swedish law. Urged on by the first lady and celebrities including Kardashian West, the president had said that he would intervene to try to free Rocky.
Lofven’s press secretary, Toni Eriksson, later said the two leaders had a “friendly and respectful” conversation in which Lofven “made certain to emphasize the complete independence of the Swedish judicial system, prosecutors and courts” and stressed that the government cannot and will not attempt to influence the legal proceedings.
By the time night fell on Boris Johnson’s first day as British Prime Minister, he had got rid of more than half of his cabinet of senior ministers. Most of them had been fired; some resigned before they were pushed.
By Wednesday evening, each of the four so-called “great offices of state”—prime minister, chancellor of the exchequer, home secretary and foreign secretary—had a new occupant. Johnson also elevated a controversial political strategist to become his most senior advisor.
It was a sign he intends to run the country very differently to his predecessor Theresa May. She had precariously balanced her cabinet between the “remain” and “leave” sides of the Brexit divide in her ruling Conservative Party. But she was eventually forced to resign after failing to pass her Brexit deal (which both sides had strongly criticized) into law.
Johnson’s new top team, by contrast, is made up of lawmakers from the right of the party – many of whom worked with him on the “Vote Leave” campaign during the 2016 Brexit referendum. It has more people from ethnic minority backgrounds than ever before in British history, but fewer women than May’s cabinet.
Here’s a guide to Boris Johnson’s senior circle:
Sajid Javid, Chancellor of the Exchequer
The son of a Pakistan-born bus driver, Javid was the first person from an ethnic minority to hold his previous post of Home Secretary (or interior minister) and now holds the same distinction as Chancellor (effectively, finance minister).
Javid is a former high-flying banker who keeps a portrait of Margaret Thatcher, the free-marketeer ex-Prime Minister, in his office. He supported the “remain” side in the 2016 referendum, although he claims to have always been a euroskeptic. He ran for the Conservative Party leadership against Johnson but lent him his support after being knocked out.
In his new job, Javid will have responsibility for setting the government’s spending priorities, which means paying for Johnson’s policy pledges – which already include an extra 20,000 police officers on the streets – at a time when Brexit threatens to tighten the national purse-strings.
Priti Patel, Home Secretary
Patel is also a second-generation immigrant to the U.K., the daughter of Ugandan Indians who emigrated in the 1960s and set up a successful newsagent business. Another devotee of Thatcher, Patel was a leading figure in the “Vote Leave” campaign headed by Johnson. Her most senior role in government before Wednesday was as Britain’s minister for International Development from 2016 to 2017, a role from which she was fired for holding undeclared meetings with Israeli politicians. She is the first woman of color to be Britain’s Home Secretary.
As Home Secretary, Patel will have control over the security services and immigration policy, among other briefs. As recently as 2011, she argued in favor of the death penalty. The human rights group Liberty criticized her appointment as “extremely concerning,” citing her “consistent record of voting against basic human rights protections.”
Dominic Raab, Foreign Secretary
The son of a Jewish refugee from Czechoslovakia, Raab is a former lawyer and has a black-belt in karate. He campaigned for Vote Leave in 2016, and served as Brexit Secretary under May. In that post, he was mocked for admitting he “hadn’t quite understood” before taking the role just how much the U.K. relied on the main sea trade route between Britain and France. He survived that gaffe, only to resign from May’s government over his disdain for her Brexit deal. He then ran for the leadership of the party, was knocked out in an early round, and declared his support for Johnson.
As Foreign Secretary, Raab will oversee Britain’s foreign policy. But Brexit, arguably Britain’s biggest foreign policy challenge, will be on Johnson’s desk rather than his. He will, however, have to deal with perhaps Johnson’s first major crisis as Prime Minister: Iran’s seizure of a British-flagged vessel in the Gulf of Hormuz. As First Secretary of State, he will also be Britain’s acting Prime Minister whenever Johnson is away.
Dominic Cummings, senior advisor
His role is not one of the “great offices” of state, but Cummings will hold great sway in 10 Downing Street. The Prime Minister’s senior adviser is perhaps best known for his role as Campaign Director for “Vote Leave,” the movement to leave the E.U. fronted by Boris Johnson. He was portrayed by Benedict Cumberbatch in the HBO drama Brexit: The Uncivil War and is a controversial figure in Westminster who has argued for wholesale reform of the governmental apparatus.
Born in northern England, Cummings has a reputation for being intelligent but abrasive, and has angered even many Brexit-supporting lawmakers — some of whom he once called “useful idiots.” Earlier in his career, as a senior adviser in Britain’s Department for Education, he criticized what he called “the blob” of government officials and teachers he saw as frustrating his attempts to reform the sector. He maintains a high-minded blog on policy and governance where posts regularly top 10,000 words.
Political aides across government will report to Cummings and he will have oversight of Johnson’s policy pledges. A seasoned campaigner, his appointment stoked speculation that Johnson could be planning a snap election to increase his majority in parliament, which is currently so low that controversial Brexit legislation is almost impossible to pass.
For the last 10 days, thousands of Russians have flooded social media with new hashtags to challenge sexual harassment and violence against women. On July 16, Twitter users started posting their experiences of sexism and sexual harassment using the #мне_нужна_гласность (I Need Openness, or I Need Public Attention). A few days later, Instagram users began posting images of themselves with the hashtag #янехотелаумирать (I Didn’t Want to Die).
The campaigns come nearly two years after the #MeToo movement soared to prominence in the U.S., a rallying cry for survivors of sexual violence and harassment. The phenomenon has since reverberated globally. From Marrakesh to Manila, Tokyo to Toronto, women have been speaking up. According to the New York Times, more than 200 high profile people have lost their jobs, like Charlie Rose from CBS and Roy Price, Head of Amazon Studio. In France, #MeToo galvanized support for passing comprehensive legislation to tackle violence against women. In Morocco, the movement helped pave the way for bans on forced marriage and sexual violence. Thanks to campaigning by #MeToo activists in China, the government announced proposed legislation that would ban sexual harassment and require that employers “take reasonable measures” to prevent it.
While there have been several attempts in Russia to raise awareness of #MeToo and other issues affecting women, none have gained significant traction or had the backing of politicians. But Russian women haven’t given up.
Does Russia need a #MeToo movement?
The situation for women in Russia is getting worse, activists say. At least 40,000 women are affected by domestic violence each year, and at least 12,000 women are dying at the hands of their abusers annually, according to Russian government statistics, cited by the U.K. government. That’s about 33 women per day, 20 times the U.S. fatality rate. Russian family lawyer Mari Davtyan says these estimates are conservative, since much of the abuse goes unreported.
That’s why human rights activists Alexandra Mitroshina and Alena Popova started the “I Didn’t Want to Die” hashtag. They want the government to introduce laws punishing perpetrators of domestic violence, and legislation to better protect victims. Mitroshina posted an image of herself wearing makeup to depict cuts and bruises on Instagram on July 20, hoping to raise awareness about domestic violence.
By July 25, the post on Instagram had more than 430,000 likes and led 7,000 other users to post similar images using the hashtag. “As it stands, there’s no protection for victims. We need as much public outcry as possible,” says Mitroshina.
In January 2017, Russian president Vladimir Putin signed a law decriminalizing domestic violence that does not cause serious injury with “serious” defined as an injury that requires hospital treatment. Since it was adopted in February 2017, beatings that leave bruises, scratches, or bleeding, but that do not cause broken bones or a concussion, are no longer a criminal offense. Yulia Gorbunova, Russia researcher at Human Rights Watch says it’s a “a huge step backwards for Russia, where victims of domestic violence already face enormous obstacles to getting help or justice.” Family lawyer Davtyan says the measure has made it “much harder” to protect abuse victims.
Although the Russian government has laws in place against sexual violence, rape is rarely reported to the authorities, says Davtyan. She says there are no reliable statistics showing what percentage of rape incidents are reported to the police, but only half of those accused result in a court case.
Meanwhile, there are no laws tackling workplace sexual harassment, including inappropriate sexual remarks or physical advances, leaving Russians with limited legal resources to charge someone or even file a complaint.
Known by her Twitter handle @teacat_w, an Internet blogger started the “I Need Openness” hashtag last week. (She asked to remain anonymous, fearing for her safety.) She says she wants “to give women a chance to be heard, and to make people aware about how often women experience sexual harassment.”
Why hasn’t #MeToo taken off?
Activists say sexist attitudes and a culture of victim-blaming is strong in Russia, where the old proverb “if he beats you, it means he loves you” is still used. According to Davtyan, the overarching attitudes imply women are to blame for not acting properly. The Russian public doesn’t consider gender-based violence to be “a problem”, she says. That contributes to the majority of women not reporting incidents of abuse, says Davtyan.
Women who have come forward to share accounts of domestic violence and sexual harassment online often face criticism. Mitroshina says she’s rеceived many negative comments and messages on social media. “Why didn’t you just marry a normal guy, instead of an asshole?” commented one user.
That negative reaction online makes it harder for feminist movements to gather steam. @Teacat_w says “Women are afraid of publicity and the condemnation afterwards. The fact that campaigns are still small, compared to other countries, shows they are still afraid.”
Nor can women take to the streets to publicly protest the status quo. Peaceful or not, any form of public outcry — a protest or even a meeting — needs to be authorized by the government. Over the past few years, Russia has introduced a slew of laws punishing protestors. Since 2014, anyone caught in an unsanctioned protest more than once in a six month period risks being fined anywhere between 600,000 to one million rubles ($17,124 to $28,540), or up to give years of forced labor or prison. For instance, last August, dozens of LGBT rights activists were arrested during a banned protest in St Petersburg to promote the rights of sexual minorities.
“Activists are beaten, threatened. Nothing good comes from it,” says @teacat_w. She cites the recent murder of LGBT activist Еlena Grigorieva in St. Petersburg, Russia. Grigorieva’s body was discovered on Sunday night in a southern suburb in St. Petersburg. She’d been strangled after being stabbed eight times in the face and back.
In a post on Facebook on Monday, activist and friend of Grigorieva, Dinar Idrisov, wrote “She had recently been the victim of violence and death threats,” adding that she had filed several complaints with the police. Authorities have not confirmed the reports of death threats or that Grigorieva’s death was linked to her activism.
How have politicians responded to the issue of violence against women?
Davtyan says sexist attitudes have intensified in the past 10 years thanks to a rise in conservative nationalism under Putin, who has been the country’s de facto president since 2000. “Politicians are not on our side,” Davtyan says.
The conservative MP Yelena Mizulina, who proposed the 2017 law decriminalizing domestic violence, said it helped preserve family traditions that are “built on the authority of the parents’ power” and that they shouldn’t be “branded a criminal” for slapping their children. She also stated publicly that women “don’t take offense when they see a man beat his wife” and that “a man beating his wife is less offensive than when a woman humiliates a man.”
Meanwhile, accusations of sexual abuse against high-profile perpetrators have not been taken “seriously” by politicians, says @teacat_w. When five female journalists and a spokeswoman from the Foreign Ministry accused Russian lawmaker Leonid Slutsky of sexual harassment in March 2018, the parliamentary ethics committee dismissed the accusations and said they may have been coordinated to tarnish the politician’s reputation. The charges sparked a small movement similar to #MeToo called #небоюсьсказать (Not Afraid to Say), which was also used in Ukraine.
But Slutsky responded to the allegations as follows: “I don’t feel people up. Well, OK, just a little. ‘Feel people up’ is an ugly expression.” He later boasted that he prevented the #MeToo movement from coming to Russia. And in response to the accusations, the Head of Russia’s Committee on Family, Women, and Children, Tamara Pletnyova, said “these girl journalists should look more decent, put clothes on themselves when entering a state building, instead of having their belly buttons naked” in a March 2018 interview with a Moscow-based radio station, Ekho Moskvy.
At the highest level of Russian politics, the #MeToo campaign has been ridiculed or dismissed. In June 2018, Putin said he didn’t support the movement. A few months earlier, Kremlin spokesperson Dmitry Peskov had called it “something of a fashion statement and accused Hollywood stars of using the movement “in order to become celebrities.”
The highly influential Russian Orthodox Church has echoed the views of politicians. The head of the Church, Patriarch Kirill called feminism a “dangerous phenomenon” and Archpriest Vsevolod Chaplin said a woman’s “indecent” and “provocative” appearance is to blame for rape.
But activists are still hopeful.Davtyan believes “public attitudes are changing” in favor of women. “We’re seeing more coverage [about violence against women ]in the media than ever before,” she says. How much support the latest social media campaigns will attract, and how politicians will respond to activists’ demands is unclear. What is certain, says @teacat_w, is that “the more women talk, the more women will talk.”
It was just after lunchtime on the day Amin Dzhabrailov was taken. A woman who was about to get married had come to the salon in the Chechen capital of Grozny where he worked, and the two were happily chatting as he colored her hair. Then, he recalls, three men in uniform barged in, asking for him by name. Soon, Dzhabrailov was being hauled outside, handcuffed and thrust into the back of a car. It was hot. He felt like he couldn’t breathe. As the car took off, “my heart stopped,” he says.
Though the three men didn’t explain why they had come, it soon became clear, as they took Dzhabrailov’s phone, demanded his password and started scouring the device for messages and photos that would prove he was guilty of something considered deeply shameful in the conservative, predominantly Muslim republic: being gay. Dzhabrailov doesn’t recall how long the car ride lasted, but he does recall his overriding fear. “The door is going to open,” the 27-year-old tells TIME, “and I’m going to die.”
Dzhabrailov is one of at least dozens of men who were detained and tortured in an anti-gay “purge” that took place in Chechnya in 2017, according to news reports, human rights organizations and European agencies. He is also one of the first to go on the record about his experience and reveal his identity in the media, though he fears retaliation against himself and his family.
Despite international attention and outcry that followed the 2017 purge — including calls for Russian officials to investigate reported lawlessness and misbehavior among Chechen law enforcement — human rights organizations say another anti-gay sweep took place in late 2018 and early 2019. Dzhabrailov, who fled to Canada from Russia after his detainment, is going public now because he wants to draw attention to the ongoing persecution of gay people in his homeland. “Each person matters. His rights matter,” Dzhabrailov says.
It’s dangerous to tell his story. But two years in North America, including participation in New York City’s annual pride march this year, have helped him summon the courage to speak out. “It’s also dangerous not telling,” he says, “because this is going to continue.”
Human rights groups and experts who have been keeping an eye on the Chechen situation express similar fears, and some say that what’s happening there is part of a broader trend. The rise of nationalism in many countries has dovetailed with the targeting of vulnerable minorities, even in countries like the United States that have seen civil rights for LGBTQ people shored up by lawmakers and courts: There has been an uptick in hate crimes against that demographic in the U.S. in recent years, with the majority targeting gay men.
“What’s been reported in Chechnya is a crime against humanity,” says Lisa Davis, co-director of the Human Rights and Gender Justice Clinic at the CUNY School of Law. “And we see this as a pattern of practice, a wave of violence that’s been happening across the globe.” When events like those in Chechnya fail to lead to consequences such as international condemnation, even amid widespread publicity, she says, “it sends the message that such persecution is tolerated.”
Chechen officials have denied such crackdowns occurred. One government spokesperson said it wasn’t possible because gay people “don’t exist” in that part of Russia and if they did, their own relatives would be so ashamed that they “would have sent them to where they could never return.” The first individual to publicly challenge that stance was forced to recant and apologize on state TV in late 2017, after he came out in TIME and the state went after him and his relatives.
“This is insane,” Dzhabrailov says. “Gay people are just everywhere.”
Dzhabrailov’s description of being detained, beaten, and forcibly outed to relatives who were encouraged to commit “honor killings” echoes testimony from other men who have fled Russia’s Northern Caucasus region in recent years.
The car carrying the slender, normally bubbly young man that day in March 2017 stopped somewhere outside Grozny at an unfamiliar building, and Dzhabrailov was led into one of many rooms lining a long hallway.
According to Human Rights Watch, the roundups in 2017 were carried out by law enforcement officials and sanctioned by top-level Chechen authorities. Dzhabrailov says he doesn’t know who the several men there to receive him in the room were. (They seemed to be police who were “doing dirty work,” he says.) But he clearly remembers their actions. They sat him on a chair, he says, and demanded that he admit to being gay and name other gay men. At the same time, he says they kicked him with heavy boots and hit him with long plastic pipes, not wanting to touch him directly because of his sexual orientation.
Though he admitted to being gay, Dzhabrailov says the violence escalated when he refused to name other gay men. The men took out a black box that Dzhabrailov presumed was a lie detector but that turned out to be a machine that delivered electric shocks. They attached wires to his fingers and put water on his body to help the current travel more effectively. “It was so painful, you’re just screaming, that’s all you could do,” he says.
Eventually one of the men pulled out a gun, put it into Dzhabrailov’s mouth and threatened to kill him if he didn’t give up names. “At this moment, I myself, died,” he says. As he describes this part of his ordeal, he struggles through tears and an inability to find all the words he wants in English. “I was so lost,” he repeats. “I was so lost.”
After vowing to “keep working” on him, the men put Dzhabrailov into another room in the same building with about 25 other people in it. Some were men who were there because they were presumed to be gay, but there were also men and women who were apparently being detained for other reasons, he says.
Agencies like the Council of Europe’s Committee For the Prevention of Torture and Inhuman or Degrading Treatment or Punishment have long accused officials in Chechnya of unlawfully detaining and mistreating individuals (and have criticized Russian authorities’ “persistent failure to improve the situation”). While LGBT people are one at-risk group, abuses have also been reported among alleged drug users, suspected terrorists and journalists.
Dzhabrailov says he was held for two weeks, cycling from the room where detainees were kept — and where he slept using a half-full plastic bottle as a pillow — to the room where he was beaten. There was torture “almost” every day. He and other gay men were also put to work washing cars and bathrooms and, one day, taken to clean garbage out of a lake. He describes it as being treated “like slaves.”
Each man dreaded hearing his name called by the people running the facility, because that meant it was his turn to be beaten and pressed for information about other gay men. But it was also hard to see anyone else get called. “You’re going to hear his screams from the other side of the wall,” Dzhabrailov explains, adding that the captives tried to encourage each other not to name names.
After he survived the first few days, Dzhabrailov began to hope that he would be released. That hope was realized in a bittersweet fashion when, after about two weeks, he and the other men were told to give up phone numbers of their family members. In typical fashion, Dzhabrailov had never come out to his family. Given the strength of the taboo in Chechnya, being openly gay “is simply not an option” and “coming out of the closet would be suicidal,” says Tanya Lokshina, associate director for Human Rights Watch in Europe and Central Asia.
Family members of all the detainees were summoned and gathered in a room and were then told that their siblings and sons were gay, Dzhabrailov says. Three of his brothers came. The detainees were then brought in and officials gestured to them, saying “‘You should take away your shame,’” Dzhabrailov recalls. “It was directly meaning ‘You should kill your kids because they are gay and this is shame for Chechnya and for your family.’”
When Dzhabrailov left with his brothers, he wanted to celebrate. He was thrilled to be released and to see them again. But there was only silence as they walked away from the building. “Everything changed,” he says. “My body was blue, purple. My heart was broken. My life was broken. I lost family, friends, career. Everything.”
His family did not hurt him. But for several days after he was released, Dzhabrailov could only sleep during the daytime, for fear that officials would return under the cover of darkness and take him again. After five days, he decided he had to leave Chechnya. He couldn’t have a life there now that he had been exposed. A longtime friend who had moved to Moscow from Chechnya asked him to come stay, and so on his 25th birthday, Dzhabrailov left everything he knew behind.
The friend was Viskhan, a 28-year-old who prefers to only use his first name and tells TIME through a translator that he had left the republic years earlier because he was also persecuted for being gay. In his case, this happened in a more typical but still brutal fashion: men who appeared to be police officials posed as someone interested in a romantic encounter on a dating app, and when Viskhan agreed to meet in person, he was beaten and threatened with a gun.
Sometimes these assailants demand money from such victims. In Viskhan’s case, he says, they demanded that he message with another man through the dating site to gather information that could be used against that individual.
“You always feel guilty,” Viskhan says of being gay in Chechnya. And survivors like him continue to struggle with the trauma of having been targeted by powerful people. “When we sleep, we go to bed with fear and when we wake up, we wake up with fear,” he says.
Viskhan, who is also now living as a refugee in Canada, had learned through friends in Chechnya that Dzhabrailov had “disappeared” for two weeks. In an interview with TIME, he describes the physical appearance of his friend when he arrived in Moscow as “horror,” motioning to his side, arms, hips and back to point out where Dzhabrailov was injured. When they saw each other at the airport, both began to cry.
Dzhabrailov soon decided the Chechen diaspora in Moscow was too prevalent and close-knit for him to be safe. “There was this massive panic” at the time, Viskhan says, with gay Chechens fearful that officials would come after them and homophobic countrymen living in Moscow would be anxious to help.
And so Dzhabrailov moved on to St. Petersburg. For a month, he stayed with another friend and never left the building, living with paranoia that he would be tracked down and, perhaps, killed this time.
Eventually the friend convinced him to reach out to a group called the Russian LGBT Network, which was attempting to help victims of the Chechen purge. Many dreaded being hunted by their families as well, and the organization was looking for ways to get them out of Russia. After months of waiting and living in shelters provided by the group, Dzhabrailov finally found himself in a small room with someone who gave him hope that claiming asylum in another country might be possible.
The Russian LGBT Network had contacted Rainbow Railroad, a Canada-based international organization that specializes in helping LGBT people escape countries where they face imminent danger because of their sexual orientation or gender identity. And the executive director, Kimahli Powell, had traveled to Russia to interview Chechen men who wanted to leave, a standard part of the organization’s vetting process.
It was nearing midnight when Powell prepared to sit down with Dzhabrailov, who was his last interview of a long day. He recalls the young hairstylist being forthright and — in what appeared to be a means of creating some order among chaos — especially well-coiffed. After hearing his story, along with dozens of others on the trip, “we knew we had to get them out of the country,” Powell says. “The question became where.”
Though Rainbow Railroad is guarded about how it facilitates travel, the organization will say that it eventually resettled roughly 70 Chechen men in other countries, some victims of the purge and some with credible fears that they would be targeted. Some went to Belgium, some to the Netherlands, and many went to Canada.
Dzhabrailov vividly remembers stepping off a plane in North America in July of 2017, four months after his abduction. “I felt like I came back home. I was feeling so calm,” he says, “like I left a dark room and opened up the door to the light.”
Some months later, after Viskhan’s life was threatened by a Chechen man living in Moscow, the same organizations helped him flee too.
When reports of the 2017 purge in Chechnya surfaced, it seemed like Russian officials would act. Investigations appeared to be getting underway but such efforts came to little, watchdogs say. The Organization for Security and Co-operation in Europe, a regional security organization that counts 57 states among its members, did its own investigation and released its findings in late 2018, concluding that the allegations of unlawful detentions and torture in Chechnya were credible. “[T]here is a problem of total impunity of the security forces” amid a “grave situation with regard to human rights,” it said.
Viskhan sees the crackdowns as part of wider oppression that has taken root in recent years. Kremlin-backed strongman Ramzan Kadyrov has kept the once rebellious region firmly under Moscow’s control for well over a decade. In exchange, the Kremlin has allowed him to rule Chechnya as what some reports have described as a “personal fiefdom.” On his watch, women allegedly have been intimidated and shot with paintball guns for wearing clothes that Muslim men deemed immodest, for example.
“People gradually started having feelings of hate toward the modern way of life. The society saw that more and more people were free, freely expressing themselves,” Viskhan says of how the culture in Chechnya changed as he got older. “This manifested in hatred toward different ways of life.”
Experts on LGBT rights say that lawlessness — along with religion or conservative beliefs about gender norms — tends to be the common thread when it comes to identifying places where gay or transgender people are most at-risk. While the purges in Chechnya have been unusual in terms of their scale and severity, at least 68 countries have laws that criminalize same-sex relations, and persecution of LGBT individuals is not uncommon around the world. Countries such as Uganda, Egypt, Brunei and Iraq have all seen breakouts of anti-gay animus in recent years.
Rainbow Railroad has been seeing this wave in terms of the number of requests from people who want help leaving their home countries out of fear for their safety. In 2018, it received 1,300 such requests. This year, the organization had 1,500 requests by June. “It’s consistent story after story of just real horrific persecution,” Powell says.
Several factors limit how many people Rainbow Railroad can move each year. It is dependent on donations and the openness of host countries. There are some countries, like Syria, where the organization’s workers simply cannot develop safe routes of passage.
None of the roughly 70 Chechens that Rainbow Railroad relocated went to the United States. The situation required “a response that was more immediate and more robust than the United States was willing to do,” Powell says. In the hopes of furthering their work with the country — even under the Trump Administration, which pushed to limit the acceptance of refugees — both he and Dzhabrailov visited officials in Washington, D.C. last year. They met with staff from the State Department, the White House and Congress, and the Chechen refugee told his story while Powell tried to summon political will. “Did I leave with any promises? Absolutely not,” Powell says. But, he adds, “we’re playing a long game here.”
While Dzhabrailov is going public to help shine the international spotlight on what happened to men like him, he is also thinking about what life was like when he was a boy. He remembers how, as a young man, he heard about a Chechen man who was murdered because he was gay. Growing up, he lived in fear, adopting two personas — a straight one and a secret one, pursuing romance only in hidden locations and using fake names. His hope is that young gay men in Chechnya might come across his story today and see that there’s hope. “Even if you’re in trouble, you can get out,” he says, “and be free men, just free men.”
As for official denials that the purge took place, Dzhabrailov has few words to say. “The truth,” he says, “exists.”
Melania Geymonat and her girlfriend Chris (who did not give media her last name) said their attackers had demanded they kiss, and assaulted them after they refused.
A photograph of the two women went viral online after the suspected homophobic attack.
Geymonat needed surgery to reset bones in her nose, and Chris needed hospital treatment for a fractured jaw. They also had their belongings stolen, they said.
The pair had asked a witness on their night bus to take the photograph after the attackers fled, and they posted it online days later.
“We must have kissed or something because these guys came after us,” Geymonat said in a Facebook post. “They started behaving like hooligans, demanding that we kissed so they could enjoy watching, calling us ‘lesbians’ and describing sexual positions.”
Geymonat later told media: “We decided to tell the story because this situation needs to change, and maybe this helps a little. For me, it was a moral obligation. This needs to stop. This was a terrible episode, and maybe [if] we say something, we can contribute to something bigger.”

MUMBAI: Distressed funds that have bought sticky loans of BMM Ispat for half the value, as banks sought for immediate realisation of the receivables, have brought about a turnaround at the steel products maker.Edelweiss Asset Reconstruction Company, along with IndoStar Capital, bought the loans at about Rs 1,500 crore. With the company's main plant in Karnataka's Bellari resuming operations, they are now expecting at least 50% returns on the investment. All stakeholders have benefited out of this, said RK Bansal, the managing director at Edelweiss ARC. "Banks have recovered money faster and at optimal prices, and the ARC has helped to turnaround the business," Bansal said. "We are in talks with three banks to buy out the residual debt," he said. There were about a dozen banks that had lent to the company. In March, Edelweiss ARC and IndoStar Capital began buying the bad loans from banks including Canara Bank, State Bank of India, Bank of India, Punjab National Bank and Axis Bank. A consortium of nine lenders constituting 80% of the secured debt sold their debt. Another three —Indian Overseas Bank, J&K Bank and Exim Bank — are also expected to sell their loans outstanding from the company. The banks could not be contacted immediately for comment. The debt resolution before any reference to the bankruptcy court has also saved nearly 2,650 jobs at BMM Ispat, Bansal said.Edelweiss ARC, which now controls the company, is planning to infuse fresh capital for capacity expansion at the company. It is said to be in talks for raising a few hundred crores of foreign funds."The company has managed to continue operations, while a large number of employees have saved their jobs," Bansal said.BMM Ispat employs 992 permanent and 1,644 outsourced people. As per its planned expansion, it now needs another 1,000 permanent and 2,000 outsourced manpower.Operations in Bellary have improved and capacity utilisation has gone up significantly after the sale of the bad loans, Edelweiss ARC said.It is now set to recruit another 3,000 people, including outsourced workers, the asset reconstruction company said. There are 32 vendors, contractors, transporters that are dependent on the operations of the company. Many of those entities are running shops as micro small and medium enterprises, a key focus area for the government seeking to spur the country's economic growth.Sale of debt before resorting to bankruptcy proceedings is gaining traction due to certainty of cash settlements for banks, without going through the long-drawn process which has taken more than 600 days in several cases, bankers said.
CHENNAI: Japanese automobile giant Nissan Motor Corporation's announcement of plans to cut over 12,500 jobs globally has provoked intense speculation in the country on where the axe will fall in its Indian operations. While in their announcement made on Thursday, Nissan has not listed the 14 sites or locations where it will cut the jobs, there are reports circulating that 1,700 jobs will be lost in India. However, an official of Nissan Motor India Ltd told IANS that they are awaiting communication from their headquarters in Japan.Meanwhile, Nissan and Renault have set up a joint venture (JV) car plant near here by the name of Renault Nissan Automotive India Private Ltd (RNAIPL). The 4.4-lakh-unit production capacity plant rolls out Nissan and Renault branded cars.A union official at RNAIPL told IANS that there is no information about job cuts."Even at a recent town hall meeting, the management spoke about growth and increasing production," the union source said preferring anonymity.According to the office bearer, the car plant has about 3,700 workers and about 1,700 contract workers. The plant is said to have recently bagged an export order of 40,000 units. It rolls out about 900 cars - Nissan and Renault, both included."This is a joint venture plant. So, the concurrence of the other partner is needed to effect any job cuts," the union official said.Similarly, the Renault-Nissan JV has also set up a technology centre near here with about 10,000 employees.Nissan Motor is setting up a technology centre in Kerala for which it has hired about 500 people.
NEW DELHI: WhatsApp has assured India of "prompt action" on the contentious issue of traceability of messages which trigger unlawful activities like mob lynchings and terrorism, and also on appointment of a grievance officer in India even as the popular chat app prepares to launch its widely-anticipated payments service in the country shortly.Telecom Minister Ravi Shankar Prasad, who met with Will Cathcart, WhatsApp's new global head on Friday, said that he had flagged two concerns: one, regarding "traceability of messages" and secondly of appointing an India grievance officer, with the company which needed to meet with all seriousness."The WhatsApp global head has assured me of prompt action on their part on both the measures," Prasad told reporters after the meeting. While agreeing to cooperate with India's law enforcement agencies, Cathcart though stressed the importance of encryption for the popular messaging app which has some 400 million users in India, a stance that the company has used in the past to stall the country's demands for on traceability.Facebook-owned WhatsApp has in the past resisted India's requests on tracebility on grounds that it interferes with the company's policy on privacy. It remains to be seen how soon the company will respond to the government's long standing demand. But Prasad sounded optimistic."On the issue of traceability, I have conveyed to them traceability shall be their job and they need to find the mechanism to do so," Prasad said.He explained that while the mechanism will be developed by the company, the government would request for information on tracing messages only when the platform is misused by rogue elements, terrorists and extremist elements by repeating and recirculating messages."In such an event, there must be a mechanism where those could be traced to enforce law and order, safety and security of the country. And request for that will also come from appropriately high level so that there is no tinkering in between," the minister said.Cathcart said WhatsApp is focussed on making changes to its product to deal with virality like forward limits that it had set on its messages."We talked about the work we are doing to cooperate with law enforcement, put in place training, and handle requests," he said. WhatsApp currently has a grievance officer for India who is based out of the US.The issue of traceability of messages on its platform has been a thorny one between India and WhatsApp for over a year now, with officials in the IT department voicing their frustration at WhatsApp's alleged stalling tactics. The government is banking on the pending amendments to the intermediary guidelines, which will make social media platforms responsible for ensuring traceability of messages and also mandate the setting up of a grievance officer in the country, else be liable to face even jail terms for some violations.WhatsApp though has heeded to the government's other request on ensuring explicit user consent before a user is added to any groups on the social media platform. Also, the company has set up an India office, which was also one of the key demands of New Delhi.Further, Prasad welcomed the company's move to start a payments service in the country, so far it adhered to the guidelines of the Reserve Bank of India and the NPCI and said he supported the company in its endeavor to make India specific products.WhatsApp has been testing its payments service in the country since last year, but could not launch the full-fledged services as it has been awaiting regulatory approvals, especially around local storage of data rules. The company said that an audit is under way. The messaging app needs a third-party auditor to validate that all its data involving payments will be stored only on Indian servers. On Thursday, Cathcart said the company plans to roll out its much-awaited payments service in the country later this year and that its vision is to make sending money as easy as sending messages on the platform.Cathcart was accompanied by Facebook India Managing Director Ajit Mohan and Facebook Public Policy Director (India, South and Central Asia) Ankhi Das at the meeting, which comes a day after he met with officials in the PMO.
MUMBAI: Maruti Suzuki's profit fell for the fourth consecutive quarter to its lowest in three-and-half years, as the slowdown in the automobile market got worse and the nation's largest carmaker had to spend more to entice buyers. At Rs 1,435.50 crore, the net profit for the April-June quarter fell more than 27% from a year earlier, but topped the Rs 1,340 crore average estimate of analysts tracked by Bloomberg. Its shares rose 0.78% to close at Rs 5,805.55 on the BSE Friday, outpacing the benchmark Sensex index that rose 0.14%.Revenue at the local unit of Japan's Suzuki Motor dropped more than 14% to Rs 18,735.2 crore, the steepest decline since December 2011, even as vehicle sales slid 18%. "We don't see any positive signal in the marketplace that will give a sense of optimism in the future. We will wait and watch," senior executive director RS Kalsi told analysts at a post-results conference call.Weak Demand in Coming MonthsThe automaker said it would restrict stocks at dealerships to equivalent of 30 days' sales despite the upcoming festive season, and be watchful of the inventory as the market environment remained adverse.Usually, automakers increase vehicle dispatches to dealerships ahead of the festival season, which is also typically the peak sales period. The statement from the market leader shows it is cautious this time, and also underlines the severity of the downturn in the passenger vehicle market, where sales have fallen every month in the past one year, expect for flattish numbers in October."There is a big drop in walk-in enquiries. We are putting a lot of effort to generate enquiries and have multiplied field activities. The delayed and deficient rainfall has also impacted rural sales, which too have declined by 17%," Kalsi said. "Unnecessarily loading inventory in these difficult times does not make sense," the executive said.Maruti said higher sales promotional expenses, depreciation and low capacity utilisation hurt its financial performance. These were partly offset by lower advertisement expenses, cost reduction efforts as well as favourable exchange movement and commodity prices. The company told analysts that it expected the demand environment to be very weak in the coming months. As a result, it forecast discounts to stay at elevated levels to push sales. But it is also prepared to step up production if the situation improved, Kalsi said. "Our production system is flexible, we have enough capacity, if there is an increase in demand, we will react."The company said all its models would transition to Bharat Stage VI emission standards by the end of 2019, ahead of the April 1, 2020 deadline set by the government. When asked if the company would increase vehicle prices, Maruti executives said it was passing on higher cost from transitioning the BS VI standards and new safety rules to customers. However, it has no plans to increase prices on account of other costs as the market environment remains tough.PAY ROYALTIES IN RUPEE TERMSIn a bid to reduce the risk from currency fluctuations, Maruti Suzuki has decided to fully pay royalties to parent Suzuki Motor in rupee terms. At present, 45% of the royalties is paid in rupee terms, or without adjusting to exchange rates. By 2021-2022, this would become 100%, it told analysts.
NEW DELHI: The Sangeet Natak Akademi, the national academy for music, dance and drama, refused to reconsider its list for the 2018 Akademi Puraskar, with some members of its general council threatening to resign if the list was altered, ET has learnt. This followed a move, allegedly by the Ministry of Culture—which has oversight of the Akademi—to review the antecedents of the 44 artistes chosen for the awards, which were announced on July 16. This may have been aimed at preventing the recurrence of 2015's 'award wapsi' campaign, said people with knowledge of the matter. Officials in the culture ministry, however, said it only sought to ensure there were no "technical errors" in the selection process.Top ministry officials enquired about "certain names" on the list and asked if the Akademi could consider looking at a few others for possible inclusion instead, said one of two general council members. The general council of more than 70 members deliberates on and decides the list of awardees."We had made it clear that not a single name should be different on the list, otherwise we might need to resign," said a member who didn't want to be named. Those involved in the selection process said ministry officials checked for political alignments or views supporting movements against the government.Winners Announced after 20 DaysSangeet Natak Akademi chairman Shekhar Sen declined to comment on whether there was a move to review the names, while a spokesperson for the culture ministry did not respond to ET's questions. The ministry took more than 20 days to announce the awards after the general council decided on the names at a marathon 11-hour meeting in Guwahati on June 26. Typically, the awards are announced two-three days after the council decides the names.A general council member at the Akademi, who refused to be identified, said dancer and Rajya Sabha member Sonal Mansingh was among those who had sought a vetting of those selected for government awards."She did feel that it is important to honour the right kind of people for the current ecosystem to grow and that we must stop honouring the same kind of people," he said. The Akademi member said she had expressed her doubts regarding some names decided by the council, and suggested they be dropped. When queried about this, and on whether the general council had been asked to review the list of awardees, Mansingh declined to comment. She was named a fellow of the Sangeet Natak Akademi in the July 16 announcement."The general council was informally nudged to review the list, but since the suggestion was not taken in the right spirit, we did not push it," said the member cited above. The council, which represents the interests of artists across India, "had spent much time and effort in deciding the final winners and it was important to maintain the integrity of the process," Akademi chairman Sen said. "I am just doing my duty, of safeguarding the dignity of the institution. The word of the council is final in these matters."One of the recipients, Karnataka theatre director S Raghunandan, declined his award last week on account of the "country's atmosphere of hatred and lynching.""The process of deciding the winners was absolutely democratic," said Bala Bharati, an artist and member of the general council. "There was voting on almost eight names. I still don't understand why there was so much delay in announcing (the awards)." Apart from the technical reasons mentioned above, the ministry had to conduct certain checks on artistes before announcing the list, said an official."Last year, there was a person who was named under #Me-Too (campaign against sexual harassment on social media) and he was accidentally nominated. There are also technical classifications such as theatre artiste, folk dancer, singer and composer, which need to be specified," the official said.Last year, the cultural wing of the Rashtriya Swayamsevak Sangh, Sanskar Bharti, had raised concerns about honouring playwright Sunil Shanbag. It said he had been part of the 'award wapsi' campaign. The RSS affiliate also said Shanbaug had publicly criticised the government's alleged hold over cultural institutions.Vyomesh Shukla, another member of the Akademi's general council from Lucknow, said the council should not look at "the political views of every artiste that it seeks to reward." "We have to be clear that an artiste has his views on what goes around him and we should be respectful of that," Shukla said. "It shouldn't stop us from appreciating his work."

The gold experienced a significant historic breakout in June. At present, it has broken April 2013 high and made a fresh 2019 high. Although it failed to sustain above $1,450, but even a breach for gold is considered bullish. From here on we expect gold to consolidate till $1,405 before resuming its uptrend. Many fundamentals point to strong gold in the coming months.First positive fundamental factor would be the US rate cutting cycle. Second positive factor is global bonds bearing negative yields. Gold, once mocked for its lack of yield and practical use, offers something the growing pile of negative-yielding bonds doesn't -- inflation protection.Europe's inflation is 0.60 per cent and their bonds yield -0.2 per cent so investors could not even get a return to cover inflation.Historically, gold has thrived during the era of rate cuts and easy liquidity because central banks use this tool to either avoid recession or take their economy out of recession. The world economy is contracting and ECB has pledged to hold rates at a record low and the now US is looking for rate cuts, which augur well for gold. Also supporting gold is five-year US Treasury, which has a yield of 1.6 per cent. So it's real inflation adjusted rate is 0 per cent as US CPI is 1.6 per cent. The 10-year German Bund has fallen to record low of -0.3 per cent. So investors have no choice but to go for gold, which not only gives great returns, but at least beats the inflation. 70399898 The chart shows that last recession took place after three months when the US Fed cut rate first in September 2007. S&P500 peaked in October 2007. So we can see that the recession generally taking place after Fed starts cutting rates. 70399903 But keep in mind that recession is not the driver of gold prices. It's the financial stress that accompanies recession, which brings a bull market for gold. Debt is the prime culprit as seen in subprime mortgage in 2008. The chart below shows how household debt has been replaced by a sovereign debt and corporate debt bubbles. Next bubble burst will come from the corporate debt. In India, we are already seeing many corporate debt bubbles getting burst such as IL&FS, Zee group, DHFL, Sintex, Cox & Kings etc. 70399909 The global corporate debt has surpassed GDP, which is dangerous. It has also peaked 2008 high. All this debt will lead to bubble burst and we may see recession again coming, which as history has shown will be a boon for gold and silver.(Please consult your financial adviser before taking any position in the commodities mentioned)
NEW DELHI: The Rs 459-crore initial public offer (IPO) by Affle India, a company in which Microsoft is a minority shareholder, will open for subscription on Monday. The issue would be a mix of fresh issue (up to Rs 90 crore) and an offer for sale by existing shareholders (up to Rs 369 crore). The price band for the offer has been fixed in the range of Rs 740-745 a share. At the higher end of the price band, the issue is available at a P/E multiple of 38.9 times FY19 consolidated EPS on pro-forma basis. The company has no listed peers. Analysts said investors may look to subscribe the issue from a long-term basis. The technology company has two business segments, consumer platform and enterprise platform. The consumer platform aims to enhance returns on marketing spend through delivering contextual mobile ads and reducing digital ad fraud. On the other hand, the enterprise platform primarily provides end-to-end solutions for enterprises to enhance their engagement with mobile users. The global ad tech market expected to grow at a compounded annual growth rate of 10 per cent to $54 billion during 2017-22. India ad tech market is seen growing at 39 per cent to $808 million over 2017-22. "Affle has been building and improving its consumer platform resulting in products spanning the entire value chain. In addition, following the acquisition of Vizury, Shoffr and RevX, the service offerings have increased. Expansion of customer base and market penetration could aid volumes of cost per converted user (CPCU). Being the first of its kind issue and growth prospects, despite mature valuations, investors can subscribe to the issue from a long term perspective," said Centrum Broking.Umesh Mehta, Head of Research at Samco Securities said the company looks promising, considering strong growth in the last three years. Even though the ad tech industry is competitive, Affle outperforms peers with a higher number of consumer profiles and data points leading to a network moat, he said. The high valuations justify the listing premiums it deserves," Mehta said.Data showed Affle's consumer platform had 2.02 billion consumer profiles as of March 31. The company has accumulated over 300 billion data points over the preceding 12 months, which helps it enhancing prediction and recommendation algorithm for the platform.Meanwhile Affle's will be the first IPO under the new UPI mechanism that is mandatory for retail investor category since July 1. 70394165
NEW DELHI: The government is looking to hold fresh consultations on the proposed Personal Data Protection bill after differences emerged among policymakers over the legislation, said officials with knowledge of the matter."There is wide divergence on the proposed bill," one of them said. "Most ministries have expressed concerns and want a thorough examination."Stakeholder ministries and departments made clear their reservations about proceeding with the bill in its present form at a meeting called by the Prime Minister's Office last week.A detailed presentation on the legislation was made at the meeting attended by Prime Minister's principal secretary Nripendra Misra, Niti Aayog chief executive officer Amitabh Kant, Department for Promotion of Industry & Internal Trade (DPIIT) secretary Ramesh Abhishek, telecom secretary Aruna Sundararajan and IT secretary Ajay Sawhney. 70404641 The official said there is a growing view that data protection needed to be handled with caution given rapidly changing technology dynamics. No Representation from Global Tech GiantsET had reported on July 24 that the bill would be watered down in a bid to try and salvage it. The IT ministry will again hold consultations on the bill with representatives of civil society, tech industry executives, lawyers and scientists to seek their views."However, all the members will be Indians who will discuss how to guarantee privacy of Indian users. The consultations will not have any representation from any of the global tech giants or anyone representing any foreign interest," said a person aware of the discussions. The BN Srikrishna committee on data privacy had recommended last year that "critical" personal data should only be stored in India, raising the hackles of the US tech giants, which would have to set up facilities locally to abide by such rules. This has added to trade frictions with the US, which has been lobbying against such changes.A key point raised at the meeting of the inter-ministerial panel related to public and private data, said another person aware of the matter."One member raised a question on why the bill did not cover the crucial issue of public data and whether the matters regarding public data and private data should be looked at holistically," he said.Allowing the use of public, anonymised data had first been outlined in the draft ecommerce policy, but was later dropped by the commerce ministry that said the IT ministry will frame rules on the matter. The person added that the committee was informed that the bill would only address individual privacy and the matter of public data would be dealt with once rules on the former are in place."In fact, it was communicated that the issue regarding entire public data could then be dealt by the data authority which would be established once the bill is passed as a law," the person said. "Another member raised a concern of why the draft PDP (Personal Data Protection bill) was being considered at this point of time at all."The members were told that the aim was not to monetise personal data but to protect the privacy of individuals that was being encroached upon by technology companies without users realising what they had signed up for.Another question raised was whether there was any provision to bring back "critical" data that had already left Indian shores, something which is not covered in the proposed bill, as it cannot be implemented.
Are your kitchen tiles worn out or dated, or do they no longer fit with your modern décor? If you're looking for a fresh look, painting the tiles can be a surprisingly easy and inexpensive option. While you need to take care of some simple prep work and choose the right products, painting kitchen tiles is a relatively simple project for the novice DIYer. You'll be amazed at how different your kitchen looks and how well the paintwork lasts.
Prepare the work area carefully before you start. You don't want to get paint splashed on your bench tops, floors, or walls, so take some time to cover any areas that you want to protect with a painter's drop cloth or an old sheet.
Clean the tiles thoroughly with detergent and a wet cloth. Any cooking splatters or grime on the tiles will prevent the primer and paint from adhering properly. To get a perfectly smooth finish, give the tiled area a thorough clean with a tile-cleaning product, or use sugar soap and a scouring cloth.[1]
If you see any mould, you can remove it by applying a fungicidal spray.[2]
Scraping out and replacing any grout that is in poor condition before you start will give the best finish.
Sand the tiles with fine-grit sandpaper. Once the surface is dry, lightly sand the tiles to score the surface, using 220 grit sandpaper for ceramic tiles.[3] This will remove any glaze and help the new paint to adhere better. Once the surface is sanded, you'll need to wipe away any remaining dust or grit with a damp cloth. Leave the tiles to dry completely for 24 hours; after all the preparation work, you really want to make sure the paint will stick.
Using an electric sander will make the job quick and easy if you have a large area.[4]
Mask the edges of your work area. Use painter's tape to mark out your specific area, making sure you use long runs of tape to give you a straighter edge and pressing down firmly. When you have finished masking the edges, give the tiles a final quick wipe with a damp cloth to remove all the dust and leave the area for an hour to ensure it is completely dry.
Prime the tiles with a high-quality epoxy primer. Purchase primer from your local hardware or paint store and apply it evenly according to the manufacturer's instructions. Allow the primer to dry and cure; drying times can vary a lot so check the instructions on your specific product carefully.[5]
Choosing the right primer for your specific tiles will ensure you get the best result.
Sand and clean the tiles a second time. Once the primer has cured, lightly sand the surface of the tiles again and wipe away any dust with a damp cloth. The cleaner your surface area, the better the paint will adhere. Now you're ready for painting.
Stir the paint, and pour it into a clean working pot. Choose a high-quality latex, oil, or epoxy paint that will adhere properly to the surface of your tiles.[6]
Epoxy is generally the most durable and appropriate for ceramic tiles around your kitchen sink or floor.[7]
Use a small, angled brush for the edges and a roller for larger areas. Use a paintbrush to paint the edges and hard-to-reach areas, like corners, first. If you have a large surface to paint, use a roller for covering the tiles more quickly. To avoid any overlapping brush strokes, start in one corner and work your brush strokes or roller down the tiles, then across the area or wall.
A roller won't get into the grout, so make sure you apply the paint with a brush here as well.[8]
Apply several thin coats of paint. Rather than applying a thick coat, it's better to be patient and apply several thin coats allowing each coat to dry completely before adding the next.[9] Finally, perform the finishing touches by removing the painter's tape carefully and allowing the final coat to properly cure for two to three days before you use the area.
To avoid the paint peeling and dating quickly, choose the right tiles for your makeover and opt for areas that aren't subject to high-traffic or high-moisture.
Wear disposable gloves if you want to avoid getting any paint stains on your hands.
Gold rings are a lovely way to accessorize your look, but they can get dirty over time. Body oil, soap, and lotion build up on the ring, which attracts dirt and grime. The safest, easiest way to clean your gold rings is to use mild dishwashing detergent or white vinegar. Both of these cleansers will remove mild tarnish. However, you can clean a heavily soiled solid gold or diamond ring in ammonia, as long as you don't do it often.
Add about of dish detergent to a bowl of warm water. Choose a dishwashing detergent that's labeled for fighting grease. Then, add it directly to your bowl of warm water. Swish the bowl to mix them together.[1]
Your measurements don't need to be exact, so it's okay to just squirt some detergent into the bowl.
As another option, you can stir the bowl with your soft-bristled toothbrush.
Put solid gold or diamond rings in the solution and soak for 15 minutes. Gently place your rings into the bowl using your fingers, a slotted spoon, or a small strainer. Then, set a timer and let them soak for 15 minutes.[2]
If your ring is solid gold, it doesn't matter if it soaks for longer. However, it's best not to let diamond rings soak for too long, as some settings may loosen. While this isn't likely to happen, it's a possibility.
The soapy water will loosen any dirt, debris, or oils so they're easier to remove.
Use a soft-bristle toothbrush to scrub your ring until it's clean. Dip a soft-bristle toothbrush into the soapy water to get it wet. Then, brush the top, sides, and bottom of your ring to get it totally clean. Pay special attention to crevices between the stones, as well as any gaps on the back side of your ring.[3]
Don't use a medium- or hard-bristle toothbrush, as the they can damage the finish on the ring.
Dip the ring in your cleaning solution for an extra rinse. Use your fingers, a slotted spoon, or a small strainer to dip the ring back in the soapy water. Swish it around a little to help wash away any remaining grime. Then, remove the ring from the cleaning solution.[4]
If your ring was very dirty, you might want to visually inspect it at this point to make sure it's clean. If it's not, then you can scrub the ring a second time.
Rinse your ring in fresh warm water. Hold your ring under running water to wash away the soapy water. Be careful not to drop it down the sink drain.[5]
As an alternative, use a cup of fresh water to rinse your ring. Simply dip the ring in the cup and swish it around to remove any soapy residue.
Let your ring air dry or use a microfiber polishing cloth to dry it. Lay it out on a soft, clean cloth if you want to let it air dry. However, you can blot it dry with a lint-free microfiber cloth, if you have one. Be gentle as you wipe the ring dry, as gold is easy to scratch.[6]
Some cloths can scratch gold, especially if they're made of rough or fibrous fabric.
Place a solid gold or diamond ring at the bottom of a bowl. Put the ring in the bowl first so you can add less vinegar. This will make it easy to handle the ring once it's done soaking, and it will prevent wasted vinegar.[7]
If you already poured the vinegar into the bowl, use your fingers, a slotted spoon, or a small strainer to put the rings into the vinegar.
Cover the ring with white vinegar and soak for 15 minutes. Pour the white vinegar over your ring until it's completely covered. Then, set a timer for 15 minutes to treat the ring. The vinegar will loosen the dirt, grime, and oils that are built up on the ring so they'll come off easily.[8]
A solid gold ring can soak longer than 15 minutes, but a diamond setting could come loose. Although this likely won't happen, it can in some cases.
Only use white vinegar to clean gold rings. Other types of vinegar may damage the finish.
Scrub the ring with a soft-bristle toothbrush dipped in vinegar. Soak the bristles of your toothbrush in the bowl of vinegar, then scrub each side of the ring until it looks clean. Work the bristles around dips and crevices to remove hard-to-reach grime.[9]
Make sure your brush has soft bristles, as medium- or hard-bristle brushes can damage the gold.
Rinse the ring under running warm water. Hold your ring under the stream of water, being careful not to drop it. Continue rinsing it until all of the vinegar is gone.[10]
Your ring may smell like vinegar after your wash it, but this smell will dissipate. However, you might have to wait a few hours.
Air dry the ring or pat it dry with a microfiber cloth. Lay the ring on a soft, clean cloth to air dry. As another option, use a lint-free microfiber cloth if you have one. Gently blot the ring dry using your cloth.[11]
Don't use rough or fuzzy fabrics to dry your ring, as these can scratch the gold.
Letting your ring air dry won't cause any tarnish or discoloration.
Use ammonia only on solid gold or diamond rings. Ammonia is a very strong cleanser, so it's not appropriate for most gemstones or pearls. However, it's okay to use it for solid gold or diamonds, which are very strong. Just don't use it more than once every 6 months because the ammonia can discolor your gold if used frequently.[12]
It's best to use ammonia only when your gold is so dirty that the tarnish or grime mars the look of the ring.
Mix 1 part ammonia with 6 parts warm water to create a jewelry cleaner. Pour the ammonia into a bowl, then slowly add the water. Be careful not to splash. The measurements don't have to be exact, but they should be a close estimation.[13]
For instance, if you use of ammonia, add of warm water.
Soak your ring in the solution for 1 minute. Gently place your ring into the solution using a slotted spoon or a small strainer. Then, watch the clock for 1 minute. Remove your ring from the solution using your spoon or strainer. Don't let it soak any longer because the ammonia is too strong.[14]
Don't put your fingers into ammonia, as it may irritate your skin.
Scrub your ring with a soft-bristle toothbrush until it's clean. Dip the toothbrush in the ammonia solution, then brush each side of the ring until it's clean. If your ring has diamonds, pay special attention to the crevices around the stones.[15]
Never use a medium- or hard-bristle brush, as these are too stiff and may damage your gold.
Rinse the ring thoroughly in warm running water. Hold the ring under the warm running water to rinse away the ammonia solution. Make sure the ring is thoroughly rinsed. However, be careful that you don't drop it down the drain.[16]
Let the ring air dry or pat it dry with a microfiber cloth. To air dry your ring, lay it out on a clean, dry cloth. If you have a lint-free, microfiber cloth, you may prefer to pat your ring dry. Gently blot the ring to remove the excess water.[17]
Avoid using stiff or fuzzy fabrics to dry your ring, as these can scratch the gold.
Letting your ring air dry won't damage the finish.
Gold can easily scratch because it's a soft metal. It's difficult to remove these scratches at home, but a jeweler can polish them away for a nominal fee.[18]
Don't wear your rings in the pool because chlorine can damage the finish.[19]
Take off your gold rings before you shower to prevent soap-buildup from dulling the finish.[20]
If your ring has a pearl in it, take it back to your jeweler to be cleaned. It's very easy to damage a pearl because they're very porous, so it's risky to clean it yourself.
Ammonia may stain your gold rings if you use it too often. Additionally, it will likely damage gemstones and pearls, so don't use it if your ring has them.[21]
Resistance bands are lightweight and versatile pieces of workout equipment that you can use to exercise any part of your body. When you want to work out your upper arms, bicep curls with your resistance band are great for a medium-intensity exercise. You can perform resistance band bicep curls while you're standing or when you're seated. If you want to work your arms and legs at the same time, do lunges while you curl.
Stand on the middle section of a resistance band. Hold the ends of your resistance band so the middle section is on the floor. Step onto the band with one of your feet so the band is in the center of your foot. Then place your other foot on the resistance band so your feet are shoulder-width apart. Make sure the band doesn't move around and that your feet are comfortable.[1]
You can buy resistance bands from any fitness store or online.
If you want an easier workout, only step on the resistance band with one foot instead.
Hold the ends of the resistance band with your arms straight. Stand with your back straight and look forward while you perform your exercise. Keep your arms straight down with your palms at your side so they face inward. Hold the band so there's a small amount of tension between your hands and your feet.[2]
Some resistance bands have handles so you can easily hold onto them. Otherwise, grab and hold them as tight as you can.
Bend your elbows and hold your curl for 2-3 counts. Raise your hands to stretch the ends of the resistance band and pull them tight. Use a slow, controlled motion so the bands don't snap or slip. Bring your hands in front of your shoulders and flex your biceps for 1-2 seconds to work your muscles.[3]
If you want to make your curl more challenging, hold dumbbells as well as the resistance band.
You can choose to raise both your arms at once or alternate arms with each curl.
Lower your arms slowly to complete your rep. After your count, straighten out your arms again at the same controlled speed. Don't let go of the bands when you bring your arms down, or else you could hurt yourself. Once your hands are at your side and the resistance band feels loose again, rest for 1 count before continuing your reps.[4]
Complete 2-3 sets of 10-15 reps during your workout sessions.
Don't lift your feet at any point during your curl since the resistance band could snap up and hurt you.
Put a resistance band under your feet while you're sitting in a chair. Use a chair or bench that doesn't have any sides when you do your curls. Slide the center of your resistance band underneath your feet so they're shoulder-width apart. Once the resistance band is secure under your feet, sit up so your back is straight and you're looking forward.[5]
Make sure the chair or bench you're using doesn't move around too much or else the resistance band could slip from underneath your feet.
Hold the ends of the resistance band so your palms face inward. Keep your arms at your side so they hang down past the seat. Get a tight grip on the ends of the resistance band so it has a small amount of tension while you're relaxed. Make sure your palms face inward so you can perform your curls easily.[6]
Check if your resistance band has attachable handles to make holding onto it easier.
Curl your arms toward your chest to stretch the resistance band. Avoid moving your back, shoulders, and elbows while you perform your curl. Stretch the resistance band by bringing your hands up toward your chest and keep your wrists straight so your hands line up with your forearms. Once you reach the top of your curl, hold it for 1-2 seconds.[7]
Use dumbbells as well as your resistance band to make your workouts more challenging. Use lighter weights since the resistance band will already make it difficult to lift.
Lift both arms at the same time or alternate arms with each curl.
Lower your arms until they're straight after 1-2 counts. Slowly lower your arms until they're straight and the resistance bands are relaxed. Don't let the band pull your arms down quickly because it won't make your workout as beneficial. At the end of your rep, take a brief pause before continuing your set.[8]
Perform 2-3 sets of 10-15 reps.
If you want more resistance, space your feet wider apart and choke up on the ends of the bands.
Step on the center of the resistance band with one of your feet. Choose one of your feet to start with and stand on the middle of the band with it. Position the band so it's underneath your toes rather than in the center of your foot. Hold the ends of the resistance band with both hands so it has a small amount of resistance when your arms are straight.[9]
It doesn't matter which foot you start with since you'll switch them later on.
You can choose to curl both arms at the same time or only curl the arm that's opposite of the leg you're stepping forward with.
Take a large step forward with your other foot. Step forward with your other foot so it's about in front of the resistance band. Make sure your feet point forward so you can maintain your form. Keep your knees slightly bent and your back straight so you're looking forward.[10]
Stepping forward adds tension to the resistance band. If it feels too tight or difficult to pull, loosen your grip on the end or use a lower resistance.
Don't step too far forward where you'll easily lose your balance since the resistance band could snap back toward you if you fall.
Bend your knees so they form 90-degree angles. Lower your body closer to the ground by bending your knees. Keep your back straight as you get closer to the ground to work out your legs and hips. When your knee in front forms a 90-degree angle, keep holding the position for 1-2 seconds.[11]
Don't lift your feet off the ground while you're lunging since the resistance could slip from underneath your foot.
Curl your arms toward your shoulder while maintaining the lunge position. As you lower your body into the lunge position, bend your elbows to bring your hands closer to your shoulders. Keep your palms facing inward and your wrists straight to make stretching the resistance band slightly easier. Once your biceps are flexed, hold the lunge position and curl for about 1 second. Then lower your arms slowly to finish the curl.[12]
You can use dumbbells if you want to add more weight to your routine.
After 10-15 reps, switch which leg is in back so you get an even workout.
Running uphill can be challenging even for accomplished runners, so you might be feeling intimidated by it. Fortunately, you can improve your technique and train to make running hills easier! To improve your uphill runs, focus on your running technique as you go uphill. Additionally, incorporate leg exercises and uphill training into your workout. Since you'll need to come back down when running hills outdoors, it's also important that you master your downhill technique.
Pump your arms to help you generate more power. Moving your arms with each stride can help you create more momentum in your legs, which helps you move uphill. Bend your elbows at 90-degree angles. Then, swing your arms forward and back, keeping them at your sides. Alternate your arms with each stride to help you move forward.[1]
Your arms should be in sync with your legs. When your left leg is striking the ground, your left arm should be pumping forward.
Angle your body toward the hill but don't hunch forward. Bend forward slightly to match the angle of the hill. However, don't bend at your waist or hunch your shoulders forward. Instead, keep your back straight and your core engaged so that you can maintain your momentum and breathe freely.[2]
Bending or hunching will slow you down, and it may make it harder for you to take deep breaths.
Take small steps to help manage your energy levels. You might be tempted to take longer strides when you're going uphill so you can get to the top faster. Unfortunately, this can tire you out very quickly, which slows you down. As you go uphill, keep your stride short and relaxed, which will help you go faster without wasting energy.[3]
You may need to experiment to see how big your strides should be. You should feel like you're working hard to get up the hill, but you shouldn't feel like you're pushing yourself to your max. If you're at max exertion, shorten your stride.
Land on your toes so you can spring off the ground with each step. Landing on your heel or midfoot will slow you down, so stay on your toes. Use your toes to launch yourself off the ground with each step, which keeps your momentum going and maintains your speed. Stay on your toes until you reach the top of the hill.[4]
Once you reach the top of the hill, it's okay to land on your midfoot or heel as you progress into your downhill.
Look at the trail ahead of you so you can spot your next step. Don't look down at your feet, which can cause you to hunch forward. Instead, watch the trail about ahead of you. Look for uneven or loose terrain so that you can safely land your foot.[5]
This will also help you keep your neck straight rather than craning it forward, which helps you breathe better.
Take 3 strides on your inhale and 3 strides on your exhale. You need to manage your breath so you're getting enough oxygen to maintain your energy. Counting your breaths can help you do that. As you inhale, count 3 strides, then exhale as you count 3 strides. Continue this pattern as you complete your hills.[6]
Each footfall is 1 stride, so 3 steps will be 3 strides.
You can adjust your counts if 3 doesn't feel right to you. For instance, you can change your breathing to a 2 count or 4 count if that's more comfortable for you.
Build your legs with lunges, squats, and step ups. Strong legs are essential for running uphill, so don't skip leg day. Do 3 sets of 8-12 lunges, 15-20 squats, and 16-20 steps ups 3 times a week. Rest for 1 day between leg workouts to give your muscles time to recover.[7]
Lunges: Stand up straight with your feet hip-width apart. Step forward with your right leg, then bend both of your knees into 90-degree angles to lower yourself to the floor. Don't let your right knee go out past your toe. Push through your right heel to go back to your starting position and complete 1 lunge. Alternate legs to work both sides.
Squats: Stand tall with your feet shoulder-width apart. Slowly lower yourself into a sitting position, keeping your back straight and your core engaged. Go down as far as you can, but don't let your knees go out past your toes. Push through your heels to rise back to your starting position and finish 1 rep.
Step ups: Stand in front of a sturdy box or a staircase. If you're using a box, step onto the box with your right leg, then bring up your left leg. Step back down to complete 1 rep. Alternate legs to work both sides. If you're using the stairs, lead with your right leg as you climb the stairs. Go back down and climb the staircase again, leading with your left leg.
Practice running inclines on a treadmill or stadium seats. Training on elevated surfaces can help you improve your stamina when you're running hills. If you're working out indoors, set your treadmill on an incline. For outdoor workouts, run up and down stadium seats. Alternate between running the incline and running on a flat surface.[8]
If you're using a treadmill, you might run on an incline for 5 minutes, then on a flat surface for 5 minutes. Alternate back and forth for 30 minutes.
If you're running stadium seats, set a timer for 15-30 minutes, depending on your fitness level. Then, run up and down the stadium seats until your timer goes off.
Even small inclines can help you build your stamina while running uphill.
Do intervals to help build your endurance and avoid fatigue. Interval training can help you build your stamina, improve your fitness, and burn more calories. To do intervals, sprint up an incline for 1 minute, then jog or walk briskly for 1 minute. Repeat these intervals for 20-30 minutes to help build your endurance.[9]
If you're struggling with 1-minute intervals, try shortening your sprint to 30 seconds and jogging or walking for 1.5 minutes.
Focus on your exertion level and not speed to avoid tiring early. You likely want to run your hills as fast as possible, especially if you're running a race. However, focusing on your speed can tire you out. Instead, monitor your exertion level. You should feel like you're working very hard but aren't at your maximum exertion level. If you feel like you're pushing yourself too hard, slow down.[10]
If you burn through your energy too fast, you'll naturally slow down and finish slower. Keep your pace steady and controlled to stay on track for a strong finish.
Land on your midfoot or heels while going downhill. You're going to be moving faster while you're going downhill because of gravity. This means that you don't need to spring off the ground to maintain your momentum. Slow yourself down slightly by landing on the middle or heel of your foot. Continue this stride as you run down the hill.[11]
Landing on your heel will slow you down more than landing on your midfoot.
Take small steps to help you maintain control of your speed. You're naturally going to be moving at a higher speed as you run down a hill, and it's easy to lose control of your form. This can stress your body and increase your risk of injury. Shorten your stride so that you can maintain your quick pace without sacrificing your control.[12]
Keep your back straight as you run the downhills instead of leaning. You might feel the urge to lean forward or back, but it's important that you keep your back straight and neutral. Roll your shoulders back and engage your core to help you maintain your posture. Additionally, straighten your neck and keep your eyes forward rather than looking down.[13]
This will help you stay in control of your stride and avoid injury. Leaning forward or back can stress your body as you go downhill.
