The Royal Navy has only ordered one aircraft carrier, a handful of offshore patrol vessels, five submarines, and a single new frigate for the next decade as a report says its force will get even smaller.
It comes as serious questions have been raised over Britain's ability to defend itself following Iran seizing the UK-flagged tanker Stena Impero in the Strait of Hormuz.
The aircraft carrier, HMS Prince of Wales, will be a sister ship to the Navy's flagship HMS Queen Elizabeth and will not come on line until next year.
Four river-class offshore patrol vessels are being developed and will be operational before the end of the year, however they will be no use in the current stand-off in the Gulf.
Those boats will be pressed into service to stem the flow of migrants trying to reach the UK mainland.

MEXICO CITY (Reuters) - Homicides in Mexico jumped in the first half of the year to the highest on record, according to official data, underscoring the vast challenges President Andres Manuel Lopez Obrador faces in reducing violence in the cartel-ravaged country.
There were 14,603 homicide cases opened from January to June, versus the 13,985 registered in the first six months of 2018, according to data posted over the weekend on the website of Mexico's national public security office. Authorities reported 448 femicide cases over the same period.
Homicide cases can contain more than one victim; Mexico compiles a separate tally of homicide victims, of which there were 17,138 during the first half of 2019, in addition to 470 femicide victims.

The U.S. believes it may have brought down two Iranian drones last week, rather than just the one that has been reported, CENTCOM Commander Gen. Kenneth McKenzie told CBS News' David Martin in an interview Tuesday aboard the USS Boxer, the ship that took action against the drones. Asked by Martin whether it was "only one drone," McKenzie revealed that he believed the Boxer had engaged two drones "successfully" and perhaps even more.
"As always it was a complex tactical picture, we believe two drones. We believe two drones were successfully — there may have been more that we are not aware of — those are the two that we engaged successfully," said McKenzie.
"So you, you actually brought down two drones, not just one?" Martin pressed.

WASHINGTON (Reuters) - China will be able to place armed forces at a Cambodian naval base under a secret pact between the two nations, the Wall Street Journal said on Sunday, although Cambodian officials denied such a deal had been struck.
The agreement, reached this spring but not made public, gives China exclusive access to part of Cambodia's Ream Naval Base on the Gulf of Thailand, the Journal said, citing U.S. and allied officials familiar with the matter.
Such an arrangement would boost China's ability to assert contested territorial claims and economic interests in the South China Sea, challenging U.S. allies in Southeast Asia.
Chinese and Cambodian officials denied such a pact existed, the Journal said.
GENEVA (Reuters) - Iran observes all U.S. ships in the Gulf region and has an archive of images of their daily movements, the head of Iran's navy, Rear Admiral Hossein Khanzadi, said on Tuesday, according to the Young Journalists Club news site.
Iran and the United States came to the brink of war last month after the Islamic Republic shot down a U.S. drone, nearly prompting a retaliatory attack which U.S. President Donald Trump called off at the last minute.
Tensions have also spiked between Iran and Britain after the Islamic Republic seized a British-flagged tanker last Friday because it had collided with a fishing vessel, according to Iranian officials.
British Royal Marines seized an Iranian tanker off the coast of Gibraltar in early July, accusing it of violating sanctions on Syria.
An Israeli minister boasted Sunday that his country was the only one that "has been killing Iranians", after tensions between Britain and Iran rose in the Gulf.
Regional Cooperation Minister Tzachi Hanegbi's comments to public radio were a reference to Israeli strikes in neighbouring Syria against Iranian and Hezbollah military targets.

Trump made the comments to reporters at the White House amid heightened tensions between Tehran and Western powers. Iran said earlier on Monday it had captured 17 U.S. spies and sentenced some to death, but Trump denied the reports.
The United States withdrew from the Iran nuclear deal, formally known as the Joint Comprehensive Plan of Action, and reimposed sanctions on the country in May 2018. Trump said the agreement did not go far enough.

Earlier Monday, Iranian media confirmed that a major cyber-espionage ring run by US intelligence had been uncovered and dismantled, with some 17 CIA-trained spies said to have been identified, some receiving long prison sentences while military personnel got the death penalty for treason.
Iranian television has aired a Farsi language documentary detailing CIA operations in Iran, including a clip showing one alleged CIA officer in the United Arab Emirates trying to recruit an unidentified Iranian.
"There are many [Iranian] intelligence officers here in Dubai. It is very dangerous," a woman, speaking Farsi with an accent and appearing to be an American, was shown telling the would-be agent.

Seventeen Iranian nationals allegedly recruited by the CIA to spy on Iran's nuclear and military sites have been arrested, Tehran said on Monday, adding that some of them had already been sentenced to death.
The arrests took place over the past months and those taken into custody worked on "sensitive sites" in the country's military and nuclear facilities, an Iranian intelligence official told a press conference in Tehran.
He did not say how many of them had received the death sentence or say when the sentences were handed down.

Iran today paraded the crew of a British-flagged tanker that it captured in the Strait of Hormuz on Friday.
Tehran released video of some of the 23-strong crew of the Stena Impero sitting around a table speaking with one of their captors, alongside fresh images showing Revolutionary Guardsmen on board the Swedish-owned vessel.
The video shows seven of the crew wearing red jumpsuits and sitting around a table, as one Iranian guard can be heard thanking them for their cooperation. The cameraman can also be heard telling them not to look at him. Another video shows the crew laughing while standing around a coffee machine, and the ship's cooks preparing food in an apparent attempt to show they are being treated well.

Warplanes from four countries faced off Tuesday in a chaotic and unprecedented confrontation above a small, disputed island off the coast of South Korea and Japan.
South Korea's Joint Chiefs of Staff issued a statement claiming they had fired more than 300 warning shots at a Russian A-50 command and control military aircraft early Tuesday morning after it had twice violated the country's airspace, the first such incident between the countries.
Moscow furiously denied Seoul's account of the encounter, claiming that South Korean military jets had dangerously intercepted two of its bombers during a planned flight over neutral waters.
But in a statement Tuesday afternoon, Japan's Ministry of Defense backed up South Korea's claims, saying the A-50 had flown over the islands and that Tokyo had scrambled fighters to intercept.
In a further complication, both South Korea and Japan said that two Chinese H-6 bombers had joined the Russian military aircraft on sorties through the region as well.
SEOUL (Reuters) - The South Korean military fired hundreds of warning shots at a Russian military aircraft that entered South Korean airspace on Tuesday, defense officials in Seoul said, with Chinese military aircraft also entering South Korean airspace.
It was the first time a Russian military aircraft had violated South Korean airspace, an official at the Ministry of National Defense in Seoul said.
The warplane was one of three Russian aircraft to enter the Korea Air Defense Identification Zone (KADIZ) early on Tuesday, one of which entered the zone twice, the defense ministry said in a statement.
Two Chinese military aircraft also entered the KADIZ, it said.

China said the U.S. should remove its “black hand” from Hong Kong’s protests, in some of its most pointed criticism yet against what it says is American interference in the city’s affairs.
There are “signs of foreign forces behind the protests,” Chinese Foreign Ministry spokeswoman Hua Chunying told reporters Tuesday in Beijing. “I wonder if these U.S. officials can truthfully answer to the world the role the U.S. has played in recent events in Hong Kong.”
Her comments came after the U.S. State Department on Monday said attacks on protesters and other bystanders by criminal gangs was “particularly disturbing,” according to a Voice of America report. Chinese Foreign Minister Wang Yi had blamed the “black hand” of Western forces for stirring up trouble in Hong Kong last month, without singling out the U.S.
“This is a ridiculous statement,” Harvey Sernovitz, a spokesman for the U.S. Consulate General in Hong Kong, said Wednesday. “The ongoing demonstrations in Hong Kong reflect the sentiment of the people of Hong Kong and their broad concerns about the erosion of Hong Kong’s autonomy.”
Foreign forces
Beijing has long attributed unrest in Hong Kong and other regions under its control to unspecified foreign forces, with the U.S. and the U.K. as the most obvious targets. Those complaints have increased in recent weeks as American and European governments issue statements urging China to respect the rights of Hong Kong protesters critical of the government in the former British colony.
China has leveled increasingly blunt criticism against U.S. Secretary of State Michael Pompeo — with the foreign ministry accusing him of “lies and fallacies” last month — but so far spared President Donald Trump. Hua offered a more measured response Tuesday in response to a question about Trump’s comment Monday that President Xi Jinping has “acted responsibly” in Hong Kong protests and that China could stop the protests “if they wanted.”
“Please trust that China’s central government and the Hong Kong government will work for the benefits of our people and we’re always doing the right thing,” Hua said.
A rally of more than 100,000 people in Hong Kong devolved into a night of violence on Sunday, with police firing tear gas after protesters gathered in front of China’s liaison office in the city and defaced the national emblem. Masked men wearing white shirts and wielding batons, some suspected to be linked to triads, later attacked people in a metro station and mall in the mainland border town.
Sunday’s gathering at the liaison office drew the harshest rebuke yet from Beijing, which said protesters had undermined Chinese sovereignty and were testing its “bottom line.” The Chinese government has maintained support for Chief Executive Carrie Lam’s government since her now-suspended proposal to allow extraditions to the mainland drew hundreds of thousands of protesters to the street last month.
(BEIJING) — China said it will not renounce the use of force in efforts to reunify Taiwan with the mainland and vowed to take all necessary military measures to defeat “separatists.”
In a national defense white paper released Wednesday, China listed among its top priorities its resolve to contain “Taiwan independence” and combat what it considers separatist forces in Tibet and the far west region of Xinjiang.
The paper, published every few years, is an outline of China’s national defense policy. Wednesday’s report highlighted China’s “defensive” approach, but also pledged to “surely counterattack if attacked.”
Defense Ministry spokesman Wu Qian said the threat of Taiwan separatism is growing and warned that those who are seeking Taiwan independence will meet a dead end.
“It anyone dares to separate Taiwan from China, the Chinese army will certainly fight, resolutely defending the country’s sovereign unity and territorial integrity,” Wu said.
Taiwan, a democratically-governed island, split from the Communist Party-ruled mainland China amid civil war in 1949. China maintains that Taiwan is part of its territory and seeks “complete reunification.”
The U.S. has repeatedly raised Beijing’s ire by selling arms to Taiwan. While the U.S. does not have formal diplomatic ties with Taiwan, U.S. law requires that it provide Taiwan with sufficient defense equipment and services for self-defense.
Earlier this month, the U.S. tentatively approved a sale of $2.2 billion in arms to Taiwan — a proposal which had prompted China to threaten sanctions against the U.S. Taiwan’s defense ministry said it made the request in light of a growing military threat from China.
The white paper also pointed to U.S., Japanese and Australian moves to beef up their military presence and alliances in the Asia-Pacific as bringing uncertainties to the region.
The U.S. deployment of a missile defense system in South Korea has severely undermined the regional strategic balance, the report said. It further noted Japan’s reinterpretation of its post-World War II constitution to allow its military to operate farther from its shores.
China’s military expansion in recent years has prompted concerns among other Pacific countries in a region long dominated by the U.S. Navy.
(CHICAGO) — Advanced brain scans found perplexing differences in U.S. diplomats who say they developed concussion-like symptoms after working in Cuba, a finding that only heightens the mystery of what may have happened to them, a new study says.
Extensive imaging tests showed the workers had less white matter than a comparison group of healthy people and other structural differences, researchers said.
While they had expected the cerebellum, near the brain stem, to be affected given the workers’ reported symptoms — balance problems, sleep and thinking difficulties, headaches and other complaints — they found unique patterns in tissue connecting brain regions.
Ragini Verma, a University of Pennsylvania brain imaging specialist and the lead author, said the patterns were unlike anything she’s seen from brain diseases or injuries.
“It is pretty strange. It’s a true medical mystery,” Verma said.
Co-author Dr. Randel Swanson, a Penn specialist in brain injury rehabilitation, said “there’s no question that something happened,” but imaging tests can’t determine what it was.
An outside expert, University of Edinburgh neurologist Jon Stone, said the study doesn’t confirm that any brain injury occurred nor that the brain differences resulted from the strange experiences the diplomats said happened in Cuba.
Cuba has denied any kind of attack, which has strained relations with the United States.
“The article published today doesn’t change the situation,” said Johana Tablada, Cuba’s deputy head of U.S. affairs. “The article recognizes that the changes detected are minimal, that their conclusions are uncertain and that they can’t identify the cause.”
The results were published Tuesday in the Journal of the American Medical Association. A journal editorial says the study may improve understanding of the reported symptoms, but that the relevance of the brain differences is uncertain.
In a statement, the U.S. State Department said it “is aware of the study and welcomes the medical community’s discussion on this incredibly complex issue. The Department’s top priority remains the safety, security, and well-being of its staff.”
Between late 2016 and May 2018, several U.S. and Canadian diplomats in Havana complained of health problems from an unknown cause. One U.S. government count put the number of American personnel affected at 26.
Some reported hearing high-pitched sounds similar to crickets while at home or staying in hotels, leading to an early theory of a sonic attack. The Associated Press has reported that an interim FBI report found no evidence that sound waves could have caused the damage.
Dozens of U.S. diplomats, family members and other workers sought exams. The new study reports on 40 of them tested at the University of Pennsylvania. A group analysis of results from advanced MRI scans found brain differences in the diplomat group compared with 48 healthy people with similar ages and ethnic background.
Workers had MRI tests about six months after reporting problems, but because their brains were not scanned before their Cuba stints they can’t know if anything changed in their brains, a drawback of the study that the researchers acknowledge.
The University of Edinburgh’s Stone said the new study has several other limitations that weaken the results, including a comparison group that wasn’t evenly matched to the patients.
“If you really want to suggest that something fundamentally different happened in Cuba … then the best control group would be 40 individuals with the same symptoms who hadn’t been to Cuba and had no history of head injury,” Stone said.
The latest study builds on earlier preliminary reports involving 21 U.S. workers who got brain scans showing less detailed white matter changes. The new study includes 20 of those workers.
A previous study from the University of Miami found inner-ear damage in some workers who complained of strange noises and sensations, but it also lacked any pre-symptom medical records.
Although some workers have persistent symptoms, most have improved with physical and occupational therapy, are doing well and have returned to work, Swanson said.
As more time passes, he said, “It’s going to be harder and harder to figure out what really happened.”
A libel trial against Maria Ressa, the editor of the Philippines-based news site Rappler, began Tuesday, the latest step in what is widely seen as an attempt from the Philippine government to intimidate journalists.
Ressa, the editor of influential news site Rappler, was arrested for cyber libel in February but later released on bail. She faces years in prison if convicted.
Rappler has been critical of Philippine President Rodrigo Duterte’s government, and in particular of what Amnesty International has called its “murderous war on drugs” that possibly amount to crimes against humanity.
Ressa was among four journalists and one news organization named TIME 2018 Person of the Year for their “pursuit of greater truths” in the face of threats. She was also included on TIME’s 2019 list of the 100 most influential people. “My only crime is to be a journalist, to speak truth to power,” she said in her speech at the TIME 100 gala this year.
Ressa has already been indicted multiple times on libel and tax evasion by the government in what critics have called a targeted attempt to silence independent media. “The government hopes to intimidate us by syphoning both my personal time, our resources,” Ressa, who did not attend the hearing, told AFP.
“I won’t be intimidated. We continue to do our jobs. The mission of journalism has never been as important as it is today in the Philippines,” she added.
“It is clear that the government is manipulating the law to muzzle and intimidate one of its most credible media critics,” the Committee to Protect Journalists told CNN after her arrest in March.
The trial centers on a Rappler story published in 2012 about a businessman’s alleged links to illegal drugs and human trafficking.
Former U.S. Secretary of State Madeleine Albright condemned the Philippine government’s act against Ressa. “Around the world, a new generation of authoritarian leaders is leading a concerted and intentional assault on truth, with serious consequences for journalists such as Maria who are committed to exposing corruption, documenting abuse and combatting misinformation,” she wrote in TIME earlier this year.
Apple has asked the Trump administration to exclude components that make up the forthcoming Mac Pro high-end desktop computer from import tariffs, weeks after planning to re-locate production of the line to China from Texas.
The Cupertino, California-based technology giant is seeking relief from duties of 25% on key Mac Pro parts and accessories that go with it, ranging from the stainless steel and aluminum frame, power supplies, internal cables and circuit boards, and its optional wheels, according to filings posted by the Office of U.S. Trade Representative. The documents don’t specifically mention the Mac Pro, but the features and dimensions listed by Apple in the filing closely resemble the planned computer.
The exclusion requests from the iPhone maker were posted July 18 and are now subject to a public comment period before they’re reviewed. Some Apple products have been spared from tariffs in the past, including the Apple Watch and AirPods. Apple declined to comment on the filing.
U.S. President Donald Trump has promised relief if companies can show that parts or products can only be obtained in China, aren’t “strategically important” to Chinese industrial programs, or that the duties would cause “severe economic harm.” Trump has tweeted that companies won’t face a tariff if they make their goods “at home in the USA.”
The new Mac Pro will be manufactured in China, a person familiar with the company’s plans said last month, shifting production of what had been Apple’s only major device assembled in the U.S. The previous design had been built in Texas since 2013. The new model was announced in June and will go on sale later this year, starting at $5999. Apple said last month that “final assembly is only one part of the manufacturing process.”
Apple is also seeking duty exclusions on its Magic Mouse and Magic Trackpad, complementary devices for operating the computer, as well as an accompanying USB cable for charging external mobile devices.
Trump slapped tariffs on $250 billion in Chinese goods last year in response to a trade deficit and allegations of intellectual property theft and unfair trade practices as the world’s two largest economies seek to negotiate a sweeping trade deal.
Trump had threatened tariffs on an additional $300 billion in Chinese imports in May in response to what he said was Beijing’s reneging on agreed provisions. But he put them on hold after meeting with Chinese President Xi Jinping in June in Japan to restart negotiations.
The Strait of Hormuz is only 21 miles wide at its narrowest point, but it’s once again the biggest waterway in the news headlines, after Iran seized a British oil tanker in what is widely regarded as the world’s most strategically important passage for international trade. Twenty percent of the global oil supply flows through the Strait, which links the Persian Gulf with the Gulf of Oman and the Arabian Sea. And though it is technically regulated by the United Nations Convention on the Law of the Sea of 1982 (UNCLOS), Iran has signed but not ratified that convention and has historically acted to protect its interests in the passage.
The Strait’s geopolitical significance means it has long been a focal point of international tensions between Tehran and the West, which have increased in recent months. In the latest escalation on July 19, Iranian authorities seized the British-flagged Stena Impero oil tanker, claiming that it was “violating international maritime rules.”
Former Iranian Prime Minister Hoveida once called the Strait of Hormuz “our jugular vein,” and in April 1959, Iran attempted to alter the legal status of the Strait by expanding the country’s territorial sea and declaring that only “innocent passage” was permitted through the area. In July 1972, Oman did the same thing, meaning that the Strait was “closed” and was essentially a self-declared combination of Iran’s and Oman’s territorial waters. Throughout the 1980s and 1990s, both Iran and Oman made several declarations and claims over the Strait that were inconsistent with international maritime law, despite both countries having signed UNCLOS (only Oman has ratified the convention).
Here’s more on the dramatic recent history of the world’s most crucial oil choke point.
The 1980s Tanker War
For most of the 1980s, Iran and Iraq were embroiled in conflict, as Iraq sought to become the dominant power in the Gulf following the 1979 Iranian Revolution.
As TIME reported in a cover story about the Persian Gulf conflict in October 1980, the war wasn’t just pitting Iraq against Iran, but also the U.S. against the former Soviet Union. President Jimmy Carter had in 1980 committed to keeping the Strait open for transport, and the Soviet Union was prepared for the American military to step in to enforce that position — but officials in Washington feared the USSR would have an advantage if that happened, given that it shared a border with Iran and supplied arms to Iraq.
In 1984, the conflict between the two countries moved to the Strait, in what was dubbed the Tanker War.
Under the leadership of Saddam Hussein, Iraq started targeting Iran’s oil tankers. As TIME reported in April that year, Iran at the time was exporting 2.6 billion barrels of oil per day through the waterway. By targeting the tankers, Iraq hoped to cripple Iran economically and force the closure of the choke point. The danger of the Strait closing had reached such a level in 1987 that a U.S.-led naval intervention began, to protect the tankers. As historian Martin S. Navias has written, that U.S. intervention “ensured freedom of movement for international shipping in the Gulf and eventually also increased pressure on Tehran to seek peace with its neighbor,” leading to the end of the Iran-Iraq conflict in 1988.
Iran Air Flight 655
But in July 1988, a month prior to the end of the Iran-Iraq war, the U.S. warship Vincennes shot down an Iranian airliner over the Strait of Hormuz.
Iran Air Flight 655 was traveling en route from the Iranian city of Bandar Abbas to Dubai, and was said to have “exploded in the sky” after being targeted by two surface-to-air missiles, according to TIME’s report on the incident. Officers on board the Vincennes mistakenly identified the Airbus 300 as an Iranian F-14 fighter jet that they perceived to be attacking the U.S. ship. All 290 people on board, most of them Iranian citizens, died.
Against the tense atmosphere of the ongoing conflict affecting the Strait, the incident elicited fury in Iran. “America’s crime today in downing an Iranian Airbus is…new evidence of American crimes and mischiefs, crimes which expose American’s nature more than ever before,” said Radio Tehran. The same day of the incident, President Reagan dispatched a five-paragraph note to Iran expressing “deep regret” over what happened, but publicly called the tragedy an “understandable accident.”
Despite seeking international condemnation of the U.S. at the U.N., Iran failed, eventually settling for a statement that “deplored” the incident and promised an investigation. The following month, the Pentagon declared that no one would be punished for the incident, including the captain of the USS Vincennes, because “these mistakes were not due to negligence or culpability.” Although the U.S. and Iran reached a settlement at the International Court of Justice in 1996, requiring the U.S. to pay $61.8 million to the families of the Iranian victims, there has to date been no public or official admission of responsibility or apology from the U.S.
2011-2012 U.S.-Iran Naval Dispute
Today’s tensions can be traced back to a serious flashpoint in the dispute between Iran and the U.S., starting at the end of 2011 and stretching into 2012.
In December 2011, Iran’s navy chief told state television that it would be “very easy” for the country’s forces to shut down the choke point, declaring that “Iran has comprehensive control over the strategic waterway.” Just a month later, Iran again threatened to formally block the Strait as retaliation for U.S. and European sanctions targeting its oil revenue, aimed at deterring the country’s pursuit of their nuclear program. Dual naval exercises by the U.S. and Iran took place in the Strait over this period, with both sides trading barbs over the other’s presence throughout 2012.
Seizure of the Stena Impero
Last year, President Trump withdrew the U.S. from the Iran nuclear deal and imposed more sanctions on the regime. The deal, which had been implemented in 2015, was designed to restrict Iran’s nuclear ambitions in return for ending severe sanctions. In August 2018, the Trump administration imposed a first round of new sanctions on Iran, and then a second round in November that targeted the country’s banking and oil sectors. Since then, fiery rhetoric has come from both sides, escalating to Trump’s declaration of an emergency over “the malign influence” of Iran in May this year and the deployment of 1,500 additional troops to the Middle East. Iranian President Hassan Rouhani also said in May that the country would begin stockpiling extra low-enriched uranium in response to the U.S.’ campaign of “maximum pressure.”
Against this backdrop, activity in the Strait of Hormuz too has increased in recent months, culminating in the seizure of the Stena Impero.
On May 12, four ships, including two Saudi oil tankers, were attacked in the Gulf just outside the Strait. U.S. officials said Iran was responsible for the attack, which Tehran denied. Just a month later on June 13, a similar incident happened involving two tankers, one Norwegian and the other Japanese. Iranian officials suggested that the seizure of the Stena Impero was a response to the U.K.’s role in seizing an Iranian oil tanker off the coast of Gibraltar earlier in the month. Britain’s foreign secretary has announced plans to deploy a Europe-led “maritime protection mission” in response, but was clear to distance London’s policy from Washington’s campaign of “maximum pressure.”
Whatever form that protection mission takes, the tension it brings to those waters won’t be new.
At the Aspen Institute’s annual gathering of national security and foreign policy leaders in July, the former acting CIA director, John McLaughlin, choked up as he recalled how British intelligence chiefs had traversed closed air space from London to Washington to literally embrace their American counterparts after the 9/11 attacks.
McLaughlin and Sir John Scarlett, the former head of Britain’s MI6 spy agency sitting beside him, remembered fondly the “special relationship” the U.S. and U.K. had, a relationship that both agreed is troubled at a time when tension with Iran threatens to break into armed conflict. Britain announced Monday that it would form its own European-led patrol of Persian Gulf waters, where Iran seized a British oil tanker Saturday, rather than join an American-led effort.
This follows the unprecedented decision by the Trump administration to withhold detailed information from Britain ahead of a planned U.S. military strike on Iran, later aborted, following the shooting down of an American drone. Four senior administration officials confirm to TIME that they left the Brits out of the planning, conceding that was “unusual” but blaming it on the speed of the response.
“It is not that common for us to execute operations unilaterally without them,” one of the officials said. “But in this case, because of the nature of the incident and the proposed response, it wasn’t an essential element.”
And the Trump White House may act unilaterally without briefing the Brits in detail again, depending on the action needed to respond to Iranian aggression toward U.S. troops or interests in the region, they said, speaking anonymously in order to discuss the sensitive matter.
President Donald Trump ultimately canceled the planned action, but the U.S. decision to withhold information sent a tremor through an alliance at least superficially dented by Trump’s Twitter attacks on outgoing British Prime Minister Theresa May, and by his savaging of the former British Ambassador to the U.S. Sir Kim Darroch, whose unflattering assessments of Trump’s administration were leaked in the British media and forced him to resign.
“Cowards,” one senior U.S. official said, summing up the Trump administration’s frustration with the Brits’ continued support for the Iran nuclear deal, their reluctance to confront Iran more directly and their attempts to help Iran bypass U.S. sanctions together with other European parties who remain in the nuclear deal.
Former British Conservative leader Iain Duncan Smith told the BBC that Theresa May had turned down a U.S. offer of help in the Persian Gulf before Iran seized Britain’s oil tanker, apparently demurring because she didn’t want to increase the risk of being drawn into an armed conflict.
U.S. officials said Britain’s allegiance to the Iran nuclear deal explains its decision to reject joining “Operation Sentinel,” a fledgling plan by U.S. Central Command to organize an allied patrol of the Gulf waters.
British Foreign Secretary Jeremy Hunt announced on Monday that Britain would be forming its own “European-led maritime protection mission to support safe passage of crew and cargo,” after Iran’s seizure of the British-flagged oil tanker MV Stena Impero.
The senior administration officials said they understood that Britain was trying to separate itself from the U.S. maximum pressure campaign on Iran, but that the European-led mission would still need U.S. intelligence and surveillance support, because the Americans have far more military assets in the region.
The chill from Washington, as the Brits perceive it, has also unnerved others in Europe who rely on Britain as their Trump whisperer. Many Europeans count on Britain to check Trump’s worst impulses on the international stage — or at least to give them forewarning.
U.S. officials in Europe also admitted they had been slow to share plans of their Iran response, giving what officials called uncharacteristically late notice of the planned strike on Iranian military targets after Tehran shot down a U.S. drone.
Two senior U.S. officials said Acting Secretary of Defense Mark Esper had tried to mollify U.S. allies by explaining the U.S. strategy toward Iran at last month’s NATO summit in Brussels.
But that explanation infuriated Britain even more, in that all NATO members got the same sanitized, okay-for-mass-distribution version, as opposed to the deeply detailed briefings the U.S. usually gives the U.K.
The selection as Britain’s next prime minister of Boris Johnson, who created strong ties with the Trump administration during his time as May’s foreign secretary, may go a long way toward healing the political relationship. “From what we know of his positions, from the time he was foreign secretary, on Iran, on Israel, on Yemen, I think we would have a real opportunity to broaden our interaction and cooperation,” one of the senior administration officials said Tuesday after Johnson’s election. “We are eager to start trade negotiations …because we see a huge opportunity to maximize the relationship” once the new UK government settles in, the official said earlier.
Trump was quick to congratulate Johnson and called him “tough” and “smart.” “We have a really good man who’s going to be the prime minister of the UK now,” Trump said in comments to Turning Point USA, a youth organization. “They call him Britain Trump. And people are saying that’s a good thing. They like me over there. That’s what they wanted. That’s what they need.”
But the bewilderment and wariness of British national security officials will likely persist.
A British government spokesperson on Tuesday would only offer that they “are in regular contact with our U.S. counterparts and work closely with the U.S. on Iran, as we do on a wide range of global security issues.”
At the Aspen Security Forum, held last week, a steady succession of former Bush and Obama officials, as well as some currently serving government officials, made their apologies to the British officials in attendance over Trump’s treatment of Ambassador Darroch. Darroch has himself been getting messages of support from around the world, according to those close to him.
It didn’t help warm the chill when the four-star commander of theU.S. Indo-Pacific Command declared Japan as possibly the top U.S. ally in the world.
“I would say not only is Japan our most important ally in the region, they might be indeed our most important ally on the globe,” Adm. Philip Davidson said to the forum. A British official could be seen having an intense conversation with him after the event.
Republican Congressman Mac Thornberry of Texas, speaking in Aspen, blamed any lack of notice to the U.K. ahead of the potential military strike on the turmoil and imminent leadership turnover of the prime minister’s job. He said he and other Republican and Democratic lawmakers had visited Trump in advance of the potential military strike and urged the president not to allow Iran to divide the U.S. from its allies.
“It is essential that whatever you do about this drone shoot down, that we do it with our allies to prevent them from splitting us,” he said in Aspen, “especially in my opinion, our closest ally around the world, and that’s the U.K.”
Neither McLaughlin nor Scarlett, the former U.S. and British intelligence chiefs, seemed to think the message had gotten through.
“It’s very important that the leadership on all sides understand the value of our…alliance…It’s a deep relationship,” said Scarlett. “Perhaps they didn’t really.”
“I found it appalling that he insulted Theresa May,” McLaughlin said of Trump’s tweets lambasting May after it was revealed that her U.S. ambassador had called the Trump administration inept. “I don’t want to say it’s over because we can’t give up,” said McLaughlin of the U.K.-U.S. relationship. “But if we neglect allies, and we do it long enough, they’ll start to make their own arrangements.”

Chief Brexit negotiator Michel Barnier said he looked forward to working constructively with Johnson towards the divorce with the E.U. Johnson was a lead figure in the campaign to leave the E.U. in the 2016 referendum, and has repeatedly said he will keep the option of a “no deal” Brexit (leaving the bloc with no arrangements about what the relationship will be like in the future) on the table.

Italy’s interior minister Matteo Salvini, the leader of the far-right Lega, congratulated Johnson for being called “more dangerous than the Lega” by Tony Blair in an interview in Italian newspaper La Repubblica.
“Well done Boris Johnson. The fact that the left portray you as being ‘more dangerous than the Lega’ makes you even more likable,” he tweeted.
Canadian prime minister Justin Trudeau congratulated Johnson and said he looked forward to maintaining the close friendship between Canada and the U.K.

(BEIJING) — Li Peng, a former hard-line Chinese premier best known for announcing martial law during the 1989 Tiananmen Square pro-democracy protests, has died. He was 91.
The official Xinhua News Agency said Li died Monday of an unspecified illness.
Li, a cautious, uninspiring figure, was a keen political infighter who spent two decades at the pinnacle of power before retiring in 2002. He leaves behind a legacy of extended and broad-based economic growth coupled with authoritarian political controls.
While broadly disliked by the public, he oversaw China’s reemergence from post-Tiananmen isolation to rising global diplomatic and economic clout, a development he celebrated in often defiantly nationalistic public statements.
“Ridding themselves from the predicament of imperialist bullying, humiliation and oppression, the calamity-trodden Chinese people have since stood up,” Li said in 1995 in a speech for the Oct. 1 anniversary of the 1949 revolution that brought the ruling Communist Party to power.
One reminder of Li will likely stand for ages to come: During his final years in power, he pushed through approval for his pet project, the gargantuan $22 billion Three Gorges Dam on the Yangtze River, which forced 1.3 million people to leave homes that were swallowed up by its enormous reservoir.
Li stepped down as premier in 1998, becoming chairman of the National People’s Congress, China’s parliament. He retired from the party’s seven-member ruling Standing Committee in 2002 as part of a long-planned handover of power to a younger generation of leaders headed by Hu Jintao.
In his later years, Li rarely appeared in public, and was usually seen only at official gatherings aimed at displaying unity such as the 80th anniversary of the founding of the People’s Liberation Army in 2007.
As his profile waned, he reportedly began lobbying older colleagues to support his children’s political ambitions, though with no clear success.
Li returned to the headlines in 2010 when a Hong Kong publisher announced he had Li’s purported memoir on the Tiananmen Square crackdown. The publisher later halted the book’s release, claiming copyright problems, but supposed excerpts of the diaries were leaked online.
Li was one of the few leaders to inspire real dislike among the nation’s masses, although he was said to inspire loyalty among his subordinates.
Born in October 1928 in Chengdu, a city in southwestern China, he was adopted by the late Premier Zhou Enlai after Li’s father, an early communist revolutionary, was killed by the rival Nationalists in 1931.
He shrugged off questions of nepotism, saying he was one of many war orphans cared for by Zhou and his wife, Deng Yingchao. But he said “their ideals and moral influence had a profound influence on my upbringing.”
Li joined the Communist Party in 1945 after joining Zhou, Mao Zedong and others at their wartime guerrilla base of Yan’an in the northwest.
After spending six years as an engineering student in Moscow, Li worked as an engineer for a decade in the country’s northeast.
In 1966 he was named director of the Beijing Electric Power Administration, and, according to official biographies, was responsible for ensuring a stable power supply to Beijing and Tianjin during the chaos of the Cultural Revolution.
Li headed what was called the “power industry family.” His wife, Zhu Lin, formerly worked in the Water Resources and Electrical Power Industry. His two sons and one daughter were at one time employed by the same ministry.
He rose quickly after 1979, and in 1985 became a member of the party’s decision-making Politburo with an education portfolio.
It was in that role that he established himself as a conservative, telling students in 1985 that China can never become capitalist: “To allow bourgeois freedoms would only make our country’s affairs chaotic.”
Li’s tough stance when students staged pro-democracy demonstrations in Beijing, Shanghai and other cities in late 1986 and early 1987 helped him win a post on the powerful Politburo Standing Committee, and he became acting premier in November 1987.
Li triumphed over pro-reform party leader Zhao Ziyang in 1989 after the fellow Sichuanese was toppled from power for sympathizing with the students.
“The situation will not develop as you wish and expect,” an angry Li told student leaders in a confrontational meeting on May 18, 1989.
The next night, Li, flushed with anger, went on national television to announce martial law in Beijing.
“The anarchic state is going from bad to worse,” he said. “We are forced to take resolute and decisive measures to put an end to the turmoil.”
On June 3-4, troops invaded the city, killing hundreds, and perhaps thousands, of Beijing residents on their way to ending the student occupation of Tiananmen Square.
Boris Johnson has won the contest to replace Theresa May as leader of Britain’s Conservative Party and U.K. Prime Minister, party officials announced Tuesday morning.
He beat his rival, Foreign Secretary Jeremy Hunt, winning 66.4% of votes cast by members of the ruling Conservative Party.
“I will work flat out,” Johnson said in his victory speech. “The campaign is over and the work begins.”
President Trump congratulated Johnson after the results were announced. “He will be great!” the President tweeted.
Johnson will be formally sworn in as Britain’s 77th Prime Minister on Wednesday, after May travels to Buckingham Palace to meet the Queen.
A former Mayor of London and Foreign Secretary, Johnson was a leading figure in the campaign to leave the E.U. in Britain’s 2016 Brexit referendum. He had been the favorite in the contest to replace May, and takes office just three months before Britain is scheduled to leave the European Union, on Oct. 31. He now faces the immediate task of negotiating a new exit deal, but says Britain will leave on that date, “do or die.”
Lawmakers had previously rejected the deal May had struck with the E.U. after two years of negotiations, leading to her resignation in June as head of the Conservative Party. In the campaign to replace her, Johnson repeatedly said he would keep a “no deal” Brexit (leaving the bloc with no arrangements for continued trade and regulatory harmony) on the table. That approach enraged some members of May’s cabinet, including the Chancellor (Britain’s equivalent to a Finance Minister) Philip Hammond, who is widely tipped to resign on Tuesday before he is fired by Johnson.
Johnson’s first challenge will be to rally lawmakers behind his leadership. His ruling Conservative Party has a wafer-thin majority, and just a few party colleagues voting against his government could force a vote of no confidence.
If he loses a vote of no confidence, the U.K. could be forced to hold a new general election. If Johnson passes that hurdle unscathed, his next task will be to attempt a renegotiation of May’s Brexit deal with steely E.U. officials.
Universally known in Westminster as “Boris,” Johnson is a polarizing figure in British politics. He began his career as a journalist in Brussels, reporting during the 1990s on the E.U. headquarters for the Daily Telegraph newspaper, from where he would regularly send critical — and sometimes factually sparse — dispatches back to London.
His work there, former colleagues tell TIME, laid the foundation for Brexit. “He played into the image of the E.U. as a continental club where Britain was going to lose its influence, and where it would be held to hundreds of absurd regulations like straight cucumbers and bananas, or the E.U. having a standard size for condoms,” says Michael Binyon, who served as the Times of London’s Brussels correspondent at the same time as Johnson. “It made people laugh, but helped create a climate of hostility to ‘Brussels bureaucrats.’”
Johnson was close to former Prime Minister David Cameron — they had been members of the same elite all-male dining society at Oxford University — and in 2001, he was handed a safe Conservative parliamentary seat. In 2008, having cultivated popular appeal by appearing regularly on comedy panel shows, he became Mayor of London. “As Mayor he did pretty well because he didn’t have a lot of executive responsibility,” Binyon says. The role was perfect for his exuberant personality.
During the 2016 Brexit referendum, Johnson enraged Cameron by deciding to campaign on the opposite side. He became a leading figure in the official “Vote Leave” campaign, building on his work as a journalist in Brussels, telling voters the E.U. was a club of “Brussels bureaucrats” impinging on British democracy. A JPMorgan Chase & Co. unit violated India's foreign investment rules and helped property developer Amrapali Group divert funds from realty projects, the nation's Supreme Court said in a ruling and ordered an investigation.The court on Tuesday ordered the federal anti-money laundering agency to investigate Amrapali, based in Noida, near New Delhi, for diverting funds overseas with the help of JPMorgan and others. The violations, based on a forensic audit, range from disregarding foreign investment norms, paying dividend without generating profits, setting up fake companies and overvaluing shares.JPMorgan's Singapore-based spokesman Chris Cockerill declined to comment. The biggest U.S. bank is allowed to seek a review of the ruling. Any criminal charges will only be filed in a lower court once investigation is complete.Developers, including Amrapali, Jaypee Infratech Ltd. and Unitech Ltd., have been taken to courts by irate homeowners and creditors as apartment sales slumped in the once red-hot South Asian market following the triple whammy of a surprise cash ban, tax reforms and a consumer-protection law for the sector. Home prices in India's financial capital dropped and unsold inventory rose 14% in first half of 2019.Troubled SectorsJPMorgan invested around 850 million rupees ($12.3 million) in an Amrapali Group company's shares and later sold them to an office boy and nephew of the auditor for 1.4 billion rupees, according to the ruling published on the top court's website."The shares were overvalued for making payment to JPMorgan," the court's two-judge bench headed by Justice Arun Mishra said in its ruling, agreeing with the forensic auditor regarding JPMorgan's role. "It was adopted as a device for siphoning off the money of the home buyers to foreign countries."The ruling can impact lenders' efforts to recover dues as the court held that home buyers have the first right over the projects rather than banks that have lent funds to the builder.The court scrapped Amrapali's registration under real estate laws and directed government-owned NBCC India Ltd. to complete all incomplete projects.The investigations will be done under the court's supervision by police and the federal anti-money laundering agency."We are not a country in which courts will permit such action and permit a person to go scot-free," according to the ruling.The case is Writ Petition (Civil) No. 940/2017, Bikram Chatterji and others v. NEW DELHI: Finance minister Nirmala Sitharaman signalled that the government may extend the lower corporate tax rate of 25% to all companies, giving India Inc something to cheer about. Her July 5 budget had lowered the rate for most companies but excluded the biggest."We brought it down in order that now 99.3% of all industries are covered by the 25% rate," Sitharaman said in her reply to the discussion on the appropriation and finance bills in the Rajya Sabha. "Therefore, hardly any are left behind… We shall cover them sooner." She said this was a commitment that had been given in the debut budget of the first Narendra Modi government in 2014 and it had to be honoured."The promise that corporate tax rate would be brought down has been kept," she said. 70355284 The bills were endorsed by voice vote and returned on Tuesday, marking the passage of the first budget by the second Narendra Modi-helmed administration in Parliament.Sitharaman said the government's tax proposals are aimed at redistribution of wealth to bring about more equitable development. I propose to widen this to include all companies having annual turnover up to Rs 400 crore." That left 0.7% of companies excluded from the lower rate, she had said.This government has come back to power with a larger mandate and is aiming to put in place a New India where there is greater transparency, less government, more governance and redistribution of resources with greater equity in mind, she said.She said the government has undertaken steps to improve the condition of nonbanking finance companies to address the liquidity stress that has squeezed the sector. Sitharaman justified raising levies on petrol and diesel, saying that inflation was at rock bottom and the move would not add any significant burden in this respect.On the levy of 2% tax deducted at source (TDS) if aggregate cash withdrawal exceeds Rs 1 crore, the finance minister said this will not be over and above the tax liability of the individual or the entity and can be set off when returns are filed.The total TDS paid on cash withdrawal beyond Rs 1crore will be adjusted against the total tax dues of the taxpayer and would not be regarded as income in the hands of the taxpayer. This provision will come into effect from September 1. She highlighted the concessions offered to startups, electrical vehicles, affordable housing and financial service centres.The finance minister also highlighted that the Modi government backed increase in devolution to states from 32% to 42%, which has provided a higher level of funds for them. In her reply to the debate in the Lok Sabha last week, Sitharaman had stuck to her budget proposals and declined to relent on demand by foreign portfolio investors (FPIs) structured as trusts that they be exempted from a higher surcharge.
NEW DELHI: India is likely to water down its proposed rules on data privacy and localisation, mandating that only critical information needs to be compulsorily retained in India, people familiar with the matter said. It's also expected to reduce the number of instances in which company executives can be jailed due to breach of data security to just one, they added."The proposed (draft) Data Protection Bill will now be tweaked to allow personal information which is not 'critical' nor 'sensitive' to be stored and processed anywhere, while data classified as 'critical' should be kept only in India," a senior government official told ET. This could help ease the tension in trade ties between the US and India, another official said.Identifying Critical DataThe original draft of the Personal Data Protection Bill, 2018, prepared by the ministry of electronics and IT (MeitY), had suggested that a copy of all personal data be stored in India, while "critical" information had to be mandatorily stored only in the country. The government has to identify what constitutes "critical" personal data. The Bill is listed for introduction in Parliament in the current session but this latest development could result in a delay to accommodate changes. 70355310 The only provision that will carry a jail term for executives will relate to de-anonymising already anonymised data to reveal personal information, the official added. For example, decoding a hospital's illness patterns, which is public information, to identify individuals. This compares with a proposed five or more instances that could attract jail terms for violations.The development comes days after a high-level US trade delegation was in India holding discussions with various ministries, including IT and commerce, amid trade tensions between the two sides. New Delhi recently decided to raise import tariffs on 29 goods from the US. That was in response to the US rolling back incentives under its Generalized System of Preferences (GSP) programme for imports from India. The US has since taken India to the World Trade Organization (WTO) over the country's latest trade move.The government's move also comes after MeitY officials are said to have met recently with senior executives from US companies such Google, Facebook, Cisco, Mastercard, Amazon, PayPal, Twitter and American Express to understand their concerns and conveyed the possibility of softening the Data Protection Bill."In the meeting, government officials are believed to have explained that the Data Protection Authority, envisaged in the draft bill, would work in consultation with all stakeholders to identify which data classifies as personal, sensitive or critical," an official said. "The company representatives, however, expressed doubts over the procedure and flagged the risks involved in a 'designated authority' singly deciding on the matter." The companies appeared to be concerned about the procedure that would be followed in deciding the details, he said.MeitY officials also highlighted to company representatives that even critical data, which must be compulsorily stored in the country, could actually be held abroad in case India had a bilateral agreement with a nation regarding cross-border flow of data."For instance, if India and the US have a bilateral agreement on cross-border flow of data that the American agencies would give India the necessary data required in a stipulated time, then even this provision of not making it compulsory to store critical data in India is also there," the official said.Several multinational companies had expressed concerns that localisation of all personal data of Indians would hurt their planned investments by raising costs to set up new storage centres in the country.One official said that this was a part of the government's efforts to achieve a breakthrough in trade talks with the US."Earlier this month, a team from the Office of the US Trade Representative (USTR) had visited India and expressed concerns over the RBI (Reserve Bank of India) policy on mandatory storage of data locally for all payment system operators. Also, the draft ecommerce policy having an entire chapter on data monetisation came as a bolt out of the blue for American companies," said the official.The official added that US had said that in both cases, Indian government policy making had been very opaque and failed to take the concerns of American companies into account.Commerce and industry minister Piyush Goyal had last month announced that the ecommerce policy would completely drop the data monetisation part and leave it to MeitY to work upon.
Just a day before Neil Armstrong and Edwin Aldrin took a 'giant leap for mankind' to leave the first human footprints on another world half a century ago, Indira Gandhi's India embarked on an uncharted journey to reform its failure-prone banking system through state ownership. But even five decades later, the need for reforms is as urgent as on the eve of nationalisation. Indira Gandhi's successor as India's first full-time woman finance minister, Nirmala Sitharaman, meant as much in her maiden budget speech earlier this month. And problems dogging the state-run banking system – bad loans, frequent federal bailouts, and poor underwriting skills – have refused to go away even more than a century after John Maynard Keynes, the original proponent of a central bank in India, described the country as "so dangerous for banking." India now holds the dubious distinction of having the worst nonperforming loan ratio among the world's major economies. Not a single Indian bank features in the global list of systemically important banks. State Bank of India, the mainstay of local banking, ranks a lowly 55th on the list of the world's largest financiers. North Block has infused Rs 2.5 lakh crore in the banks it owns since FY15, and it aims to infuse another Rs 70,000 crore this year. Yet, the market capitalisation of state-run banks is barely around Rs 5 lakh crore. So, the Street's decision to ignore frequent federal capitalisations while valuing government lenders points to the need for structural reforms that go beyond periodic injections of money. Instead, these reforms must encompass organisational culture, structure, technology, talent management, autonomy, oversight and governance. Only non-financial reforms could, therefore, burnish the appeal of state-run lenders with investors, who are willing to pay significant premiums for private lenders but would not bet on their state-controlled peers. "In which private sector bank does the CEO change every one or two years? What is the compensation level of senior management? Why is the CEO age cap at 60, even the central bank rules set the ceiling at 70 years? Unless you address the issue of tenure, compensation and age, you cannot overhaul governance at PSU banks," said DK Mittal, former financial services secretary. "We have highly politicised boards. Why can't the government say we have nothing to do with PSU bank boards? Go ahead and choose people on merit. You can have as many 'Gyan Sangams' as you want, you can infuse as much money as you want, but only non-financial steps will give you the best results." 70355895 GRIME AND DIME PSBs have also set a horrible record of holding 90% of the bad loans, while providing credit to 70% of the people. And they have also been under-reporting frauds. Central bank data showed that 91% of frauds reported by banks in FY19 occurred between 2000 and 2018, and PSU banks were to blame for a large part of this under-reporting. With such reputation preceding them, state-run lenders face a tough task in convincing Mumbai to lend them money. "High capital infusion by the government puts additional responsibility on the banks: I have told the PSU bank chiefs that the true efficiency of a bank will be measured not by an improvement in the bad loan ratio, which naturally gets better by capital infusion by the government," central bank governor Shaktikanta Das told ET in an interview. "A truly efficient bank is one that accesses capital from the markets." Former central bank governor Urjit Patel in a recent lecture, his first after abruptly leaving Mint Road in December last year, said that the dismal state of Indian banking was a failure on the part of banks, the government and the regulator until 2014 – a collective failure that got banks into the current bad-loan mess and low capital buffers. "The supervisor had failed to acknowledge and rectify government banks' inability to identify poor performing assets; and restructure and react quickly to improve recovery and cut losses. The regulator failed in gauging when extant assumptions were getting stretched and needed revision," Patel said at the event on Indian Economic Policy at Stanford University on June 3. Asset quality slippage can be traced to the 2006-11 credit boom, when lending grew at an average of over 20%. To clean up the banking system, the regulator ordered an Asset Quality Review (AQR) in 2015. This led to a sharp rise in gross NPA ratio from 4.3% at end-March 2015 to 7.5% at end-March 2016. It reached the peak of 11.5% in March 2018, and declined to 9.3% as on March 2019. THE BIGGER, THE BETTER "The government is working toward creating mega-banks because today most PSU banks are carbon copies of each other. So it makes sense to create size and scale," said Kuntal sur, partner, financial services at PwC. "Banks that have come out of the PCA will have to now demonstrate their ability to generate internal capital, get quality assets and these will become acquisition targets for larger banks. In these mega banks, we need to have stricter governance that evaluates the role of the management and the board." In May 2014, a committee headed by PJ Nayak, former chairman and CEO of Axis Bank, came out with a report that laid out a road map for setting public sector banks free from state ownership. It proposed stake dilution to 50% of paid-up capital, revamp of bank boards, and absence of federal influence in CEO appointments, elements that form the bedrock of the Banks Board Bureau (BBB). When the Narendra Modi government gave the responsibility to Vinod Rai, former Comptroller and Auditor General, to run the BBB in 2016, the move was seen as a major reforms journey that would strengthen governance and bring state-run banks on a par with their privately-run peers. About four years later, the reforms remain stillborn.GOOD MONEY AFTER BAD "Infusing capital year after year is not going to solve any problem. State-run banks are riddled with different laws, different governance requirements, and none of the real clean-up has happened," said Somasekhar Sundaresan, a member of the Nayak committee. "The BBB was just a precursor for the bank holding company, but it has been made completely useless." The panel had also suggested moving all government shareholding in PSBs to a holding company to limit state interference. The proposal remains on paper even after five years. "The proposal to set up a bank holding company has gone nowhere. The government is sitting and deciding on mergers. It could have just set up a holding company, and that could have taken care of the mergers. But it doesn't have the intention to implement the proposal," said Mittal. In 2017, former RBI governor Raghuram Rajan had said that the department of financial services under the finance ministry should withdraw from banking administration so that the BBB is effective. THE SUNSET CLAUSE "It seems to me the time or the indication for achieving that (independence of PSU banks) will be the day when you close down the department of financial services in the government of India, whose job really is to monitor these PSU banks," Rajan had said at the launch of his book 'I do what I do' in Mumbai. "I think it tends to impose sameness on these banks, which we probably over time need to find ways to get out of." In its first run, the Modi administration experimented with several banking reforms. It brought private talent. Former Citibanker PS Jayakumar was brought into Bank of Baroda on expectations of a turnaround. Rakesh Sharma, who heads IDBI Bank, was also hired in 2015 from the private sector to lead big state-run banks. But the changes did little to change governance. "A PSU bank board is looking at (all sorts of) irrelevant stuff, like location of branches and ATMs. Should a board sit and decide this? Bank boards should have new-age expertise on cyber-security and digital banking. They can't be compulsorily sitting and discussing agriculture and labour issues… If the board (discussions) are so badly done, the governance of that bank is going nowhere," says Sundaresan. Then there is the constant threat of probe agencies. In a recent case, the sitting CEO of Bank of Maharashtra and other senior officials were arrested by Pune police, but the Centre failed to intervene. The bankers were eventually exonerated, but only after being publicly accused of corruption. In another case, the Central Bureau of Investigation (CBI) examined seven officials, including former RBI deputy governor HR Khan, on the 80:20 jewellery import rule after the fraud at Punjab National Bank. "PSU bank managements are under constant fear of investigative authorities. Please recall the Bank of Maharashtra case. It was nonsensical that the Union government did nothing to stop it. If they don't have enough confidence, they will never grow business. Is the government looked upon as a leader and a protector? No, we are not," Mittal said. THE HANDS-OFF POLICY The Modi government has so far kept its promise of not interfering in the functioning of banks, which is reflected in the aggression with which banks are chasing defaulters. There are no more complaints of "calls from Delhi" for loans to large corporate promoters. But increasing credit push to the MSME sector could compromise the financial health of banks, warn experts. "Whether large corporates or Mudra loans, if you can evaluate the risk, go ahead. When the economic cycle is good, everything is hunkydory. But when the cycle turns bad, the volumes of these Rs 10-15 lakh loans hurt banks," said PwC's Sur. "Lending is a risk-taking business. The government has now implemented one-day MSME loans. It sounds very appealing but what is the due-diligence behind that?" REFORM OR PERISH To improve the functioning of PSB boards, Das recently signaled that it was important to enhance their quality and stability by streamlining recruitments, succession planning and compensation. These aspects could be evaluated by bank boards and reviewed by the BBB. "We have made suggestions to the government with regard to tenure, compensation, accountability. I have also said that bank boards should play a better role in performance evaluation of chief executive officers, which needs to be made robust. Either the board of directors can do it through a committee, or they can form an expert review committee of peer groups," Das said. The government and RBI also want to create a pool of independent directors across various areas of expertise, want bank boards to closely monitor the performance of bank chiefs, and set up an effective performance evaluation system to improve their financial and operating parameters.
MUMBAI: The owner of Siroya House, the building that houses grounded Jet Airways' headquarters in Mumbai, has approached the bankruptcy court, seeking a direction to the custodian of the airline's assets to vacate the premises.The lease agreement for the building was terminated on June 7 and the company was admitted for debt resolution under the Insolvency and Bankruptcy Code on June 20, but goods including computers and files of Jet are still lying in the office, Luckystar Property Holdings told the Mumbai bench of the National Company Law Tribunal (NCLT).The resolution professional (RP) — appointed by lenders to manage Jet's assets and debt resolution process — has no power to possess the property which is owned by someone else and not by the corporate debtor, senior counsel Janak Dwarkadas argued in the NCLT for Luckystar Property."The law is clear that the possession of property belongs to a licensor and the licensee has only juridical possession till the time which is mentioned in any agreement," he said, adding: "The corporate debtor (Jet) was in default for two months and now the RP is not vacating the premises."The airline has not paid rents from April, Luckystar Property claimed, adding that the agreement empowered it to take back possession of the property after serving a one-month notice. The airline originally owed to the property owner around Rs 18 crore, it said. After deduction of the security deposit, Luckystar Property has claimed dues of Rs 7.81 crore."If the RP had any doubt about the possession of the property, he could have come to the tribunal to seek clarity, but he has failed to do so and hence we are seeking the tribunal's intervention to direct the RP to pay for those months when the building is occupied illegally," Dwarkadas told the NCLT.The tribunal, presided over by VP Singh and Ravikumar Duraisamy, posted the matter for August 8 for the RP to present his side.On June 20, the Mumbai bench of the NCLT had admitted the insolvency resolution petition against Jet, filed by SBI for a consortium of banks it led. The lenders appointed Ashish Chhawchharia, partner and head of Grant Thornton India's restructuring practice, as the RP of the company.
MUMBAI: The real estate investment trust (Reit) established by Piramal Fund Management said it will extend its tenure by a year, delaying exits, due to six projects worth about Rs 562 crore getting stuck. The Indiareit Fund Scheme V was launched in 2013 with a primary term of six years, extendable by up to two additional one-year periods. The primary tenure ends on July 31.In a letter to investors that ET has seen, Piramal said it will be pursuing the first annual extension. The fund had invested in 10 projects. It has fully exited from four and partially from one. The six projects under construction account for a combined investment of Rs 562 crore.The projects have been hampered by delays in land acquisition, slow government approvals, green tribunal orders, demand-supply mismatch and bankruptcy proceedings, Piramal told investors.The fund said it was keeping investors informed in line with regulations. "As per standard corporate policy and as governed by Sebi and in the spirit of transparency, Indiareit Fund V has shared the current status of residual investments with all its investors," a spokesperson told ET.Large Corporates Tested"The Investment Advisor will continue to manage the residual investments towards their ultimate monetisation during the remainder of the extended fund term. Piramal Fund Management remains committed to deliver improved performance and consistently create longterm value for its stakeholders," the spokesperson told ET in an email.The liquidity crisis gripping NBFCs has roiled the real estate market and tested some of India's large corporates, with a slowdown in credit pickup and oversupply forcing exits. In June, the Aditya Birla Group's first private equity real estate fund went in for liquidation because of volatile market conditions, having raised Rs 1,056 crore. Its Fund I returned Rs 601 crore to investors by exiting four projects out of 13. In a note to investors, the fund managers said that structural changes in the industry such as the Real Estate (Regulation and Development) Act — or Rera — and implementation of the goods and services tax (GST) in July 2017, though beneficial in the long run, had hit demand and absorption levels.The past eight months have been tough for housing finance companies (HFCs) given that they have the highest asset-liability mismatches among NBFCs. They have sought to manage the situation by curbing disbursements, selling assets and loans, and diversifying borrowing sources. Funds have not been able to secure exits in such a market.
Mumbai: Investors of listed small and medium enterprises (SMEs) may have to wait longer to see profitable exits as the lack of investor appetite for smaller companies has dried up liquidity on the platform.Trading volumes on the BSE's SME platform have shrunk by 30 per cent since May 2019. The BSE SME index has fallen 12 per cent from its peak in September 2018 compared to a 20 per cent fall in the BSE small-cap index. Market participants said the relatively moderate fall in SME stocks is because of investors' inability to find buyers for the stocks due to lack for liquidity and market depth in the segment."The ongoing volatility in the markets has impacted several short-term investors of SME scrips," said Mahavir Lunawat, group managing director, Pantomath Advisory, a firm specialising in these companies. "SME platforms are like private equity platforms. They do not offer much liquidity for day trading but they provide a chance for the investors to be a part of the emerging companies."In the last three months, the platform has seen an average daily volume of 25,546 shares against an average of 35,839 in the twelve months from April 2018 to April 2019. The average daily volume on the platform since January 2016 has been 34,910 shares. The trading value in the segment too has seen a sharp decline. The platform has witnessed an average trading value of Rs 12 lakh a day since May 2019 against a three-year average of Rs 16 lakh, data showed. 70355470 Brokers dealing in the SME stocks said companies listed on the platform have limited free-float. Trading activity in these stocks is low due to the entry barriers. The minimum ticket size for investing in SME scrips is Rs 1 lakh. This higher ticket size keeps lot of smaller traders away from SME stocks. The ticket size has been kept higher keeping in mind higher risk involved in these stocks.SME companies also get relief from several disclosure requirements applicable to companies listed on the mainboard. For instance, a company wanting to list on the SME platform needn't file a prospectus with Sebi as stock exchanges have been given powers to clear the documentation.Fresh listings on the platform have been impacted due to the market slump. In the current financial year, only 17 companies have tapped the SME market to raise Rs 237 crore. In contrast, the SME platform witnessed 106 IPOs worth Rs 1,620 crore in FY19 and 155 IPOs worth Rs 2,225 crore in FY18, Prime Database showed.Experts say, while the segment looks lucrative during the bullmarkets, it also tends to suffer more during sell-offs. Small-cap stocks too behave in a similar fashion; they outperform markets during bull-runs while they fall steeper than benchmarks in the bear phase.Institutional investors who create depth in markets are virtually absent on the platform. Most of the mutual funds don't have investment mandates to invest in stocks with low market capitalisation.

Edited excerpts:The noise around economic slowdown is getting louder. What in your assessment is the reality?The official numbers do show that there is a certain amount of economic slowdown. The Budget has tried to kick-start both consumption and investment. There are measures on the investment side encouraging private-public partnerships, infrastructure focus and creating more capacity in the banking system to lend. If these initiatives are executed, investment should revive.There is a worry about even consumption which has so far remained strong?Consumption has definitely seen a little bit of slowdown as is seen in the auto sales numbers and a few other industries. Hopefully, this will correct. Consumption slowdown has been a combination of demand and supply issues. On the consumption side, there is a delay in discretionary spending. Supply issues are last mile issues in terms of financing that the NBFC sector was fulfilling. NBFCs played a crucial role in funding the stock in trade, the distributors, individual retail financing in large part of the country. Budget has addressed some liquidity issues that NBFCs faced.Are Budget measures enough to address liquidity for NBFCs?It was not the only measure. There are multiple measures that are being taken. Public sector banks have actually stepped in doing a lot for the sector in terms of buying loan portfolios. The securitization market has been active. Liquidity is combination of multiple measures. Some NBFCs are accessing international markets even as domestic liquidity sources have been a little shy.One of the hot topics is the government's decision to borrow in foreign currencies. How do you see it?The fact of the matter is we have tapped foreign portfolio investors more for equity than for debt. The amount of debt we draw from offshore market participants is fairly low. Giving access to FPIs either in offshore or onshore market is something that we have the headroom to do. Doing overseas bonds is beneficial for banks and corporates in terms of developing a benchmark yield curve, bringing in long tenor funds, a new class of long term investors and inclusion in global Sovereign Bond indices. There is likely to be significant demand when one of the best emerging markets issues sovereign bonds in the international markets.There are some worries about exposing the nation through currency and bonds m market volatality?What is available in the international market is funds across multiple tenors upto 30 years. We will be able to benefit from raising funds at longer tenors at fixed rates at a point when international bond market rates are at a historic low. The decision to whether we need to take the exchange rate risk and how much do we balance in internationalising the rupee and opening the onshore markets versus the offshore markets is the one that the government and RBI will have conferred with each other on.The kind of investors that it would bring in is a question that's worrying some?As a global investment bank that has worked with many sovereign and quasi sovereign issuers, we are confident that there will be significant demand for what the government proposes to issue overseas. Clearly a multi-tranche issuance brings in different classes of investors. There will be a range of foreign portfolio investors and real money accounts. In long tenor tranches, you will have pension funds, and insurance companies and in the medium tenor buckets, there will be asset managers and others. From an issuer perspective, it should see that such multi-tranching works well for it.What is the ground work that needs to be done before one launches such bonds?Many experts including former RBI governors and eminent economists have spoken about things that we need to do, strengthen infrastructure before we do this. A policy infrastructure should be set in place before we tap the overseas market. One of the issues is liquidity. Also, we need to take care of exchange rate risk and the impact on the forwards market premiums. Any global event can impact any emerging market sovereign bond's secondary trading. These are all legitimate risks that will need to be managed.What do think of the capital infusion of PSU banks now?PSU Banks play a very prominent role in reviving the investment cycle. The capital is useful to address legacy issues, to give a fillip to growth and to meet global capital norms. If the government announcement on capital infusion (Rs 70,000 crore) is frontloaded, it will be useful to kickstart investments and consumption cycle.
NEW DELHI: India is likely to water down its proposed rules on data privacy and localisation, mandating that only critical information needs to be compulsorily retained in India, people familiar with the matter said. It's also expected to reduce the number of instances in which company executives can be jailed due to breach of data security to just one, they added."The proposed (draft) Data Protection Bill will now be tweaked to allow personal information which is not 'critical' nor 'sensitive' to be stored and processed anywhere, while data classified as 'critical' should be kept only in India," a senior government official told ET. This could help ease the tension in trade ties between the US and India, another official said.Identifying Critical DataThe original draft of the Personal Data Protection Bill, 2018, prepared by the ministry of electronics and IT (MeitY), had suggested that a copy of all personal data be stored in India, while "critical" information had to be mandatorily stored only in the country. The government has to identify what constitutes "critical" personal data. The Bill is listed for introduction in Parliament in the current session but this latest development could result in a delay to accommodate changes. 70355310 The only provision that will carry a jail term for executives will relate to de-anonymising already anonymised data to reveal personal information, the official added. For example, decoding a hospital's illness patterns, which is public information, to identify individuals. This compares with a proposed five or more instances that could attract jail terms for violations.The development comes days after a high-level US trade delegation was in India holding discussions with various ministries, including IT and commerce, amid trade tensions between the two sides. The US has since taken India to the World Trade Organization (WTO) over the country's latest trade move.The government's move also comes after MeitY officials are said to have met recently with senior executives from US companies such Google, Facebook, Cisco, Mastercard, Amazon, PayPal, Twitter and American Express to understand their concerns and conveyed the possibility of softening the Data Protection Bill."In the meeting, government officials are believed to have explained that the Data Protection Authority, envisaged in the draft bill, would work in consultation with all stakeholders to identify which data classifies as personal, sensitive or critical," an official said. "The company representatives, however, expressed doubts over the procedure and flagged the risks involved in a 'designated authority' singly deciding on the matter." The companies appeared to be concerned about the procedure that would be followed in deciding the details, he said.MeitY officials also highlighted to company representatives that even critical data, which must be compulsorily stored in the country, could actually be held abroad in case India had a bilateral agreement with a nation regarding cross-border flow of data."For instance, if India and the US have a bilateral agreement on cross-border flow of data that the American agencies would give India the necessary data required in a stipulated time, then even this provision of not making it compulsory to store critical data in India is also there," the official said.Several multinational companies had expressed concerns that localisation of all personal data of Indians would hurt their planned investments by raising costs to set up new storage centres in the country.One official said that this was a part of the government's efforts to achieve a breakthrough in trade talks with the US."Earlier this month, a team from the Office of the US Trade Representative (USTR) had visited India and expressed concerns over the RBI (Reserve Bank of India) policy on mandatory storage of data locally for all payment system operators. Also, the draft ecommerce policy having an entire chapter on data monetisation came as a bolt out of the blue for American companies," said the official.The official added that US had said that in both cases, Indian government policy making had been very opaque and failed to take the concerns of American companies into account.Commerce and industry minister Piyush Goyal had last month announced that the ecommerce policy would completely drop the data monetisation part and leave it to MeitY to work upon.
