CARACAS (Reuters) - More than half of Venezuela's 23 states lost power on Monday, according to Reuters witnesses and reports on social media, a blackout the government blamed on an "electromagnetic attack."
It was the first blackout to include the capital, Caracas, since March, when the government blamed the opposition and United States for a series of power outages that left millions of people without running water and telecommunications.
The blackouts exacerbated an economic crisis that has halved the size of the economy.
Venezuelan Information Minister Jorge Rodriguez said the outage on Monday was caused by an "electromagnetic attack," without providing evidence. He added that authorities were in the process of re-establishing service.
The United States military has accused a Venezuelan fighter aircraft of endangering the crew of a US navy plane in international airspace.
The Venezuelan plane made an "unsafe approach" and "aggressively shadowed" the US reconnaissance aircraft over the Caribbean Sea, US Southern Command said on Sunday.
Venezuela said the US plane had entered Venezuelan airspace without permission.
Relations between the two countries have been tense for years.
Exit polls in Ukraine indicate that the party of the country's comedian-turned-president, Volodymyr Zelensky, has won a snap election aimed at strengthening its coalition only months after coming to power.

It should have been a normal ride home. But when the passenger train pulled into Yuen Long station on the outskirts of Hong Kong Sunday night, the doors opened onto a blood-splattered platform and a bat-wielding mob. People screamed as assailants in white shirts stormed the carriages, as seen in footage broadcast live and a video shot by a lawmaker.
Protesters returning from a pro-democracy march in the city center, as well as journalists and bystanders, were battered with sticks, umbrellas and what appeared to be metal rods. Viral videos showed people being beaten as they scrambled up escalators to escape; others were chased onto an idle train, cornered and assaulted. One young man was seen pleading for peace before an attacker lunged toward him and punched him in the face. By the end of the rampage — which lasted roughly two hours in two waves of violence — 45 people were hospitalized, one in critical condition, according to the city’s Hospital Authority. Throughout much of the ordeal, police were nowhere to be seen.
Social media users quickly arrived at the same conclusion: Organized criminal gangs, known as triad societies, were likely behind the attack.
On Monday, police seemingly confirmed the link, arresting six men, including suspected members of the triads.
“Is Hong Kong now allowing triads to do what they want, beating up people on the street with weapons?” legislator Lam Cheuk-ting told local broadcaster RTHK. Lam was hospitalized with lacerations on his face.
Hong Kong’s mysterious Mafiosos have often been accused of setting goons-for-hire on protesters. But as the semi-autonomous Chinese enclave contends with a full-tilt rebellion against Beijing’s control, the suspected triad involvement marks a dangerous new flashpoint that experts say will almost certainly provoke more violence.
While the triads, once pervasive operators of Hong Kong’s seedy underbelly, are believed to be fewer in number than they were a few decades ago, they are still active among the prostitution, gambling and drug rackets in Hong Kong, Macau and Taiwan. But since the former British colony was transferred back to Chinese sovereignty in 1997, some gang leaders have tried to assume a veneer of legitimacy through more conventional enterprises like land development. And to China’s ruling Communist party, they have served as a force that can be leveraged to maintain social order in the rogue territory, and are willing to take on “dirty jobs,” according to Tit Wing Lo, a professor at the City University of Hong Kong and an expert on triads.
“The Communist Party gives them a lot of money and in return they may be asked to maintain stability through what we call extra-legal governance,” he tells TIME. This, Lo adds, is what may have happened in Yuen Long, a town near the Chinese border where two major triad groups have long held sway. But triad involvement would be hard to legally prove, operating as they do in the shady margins of society.
The idea that Beijing might rely on vigilantes-for-hire in Hong Kong, which handles its own policing and security affairs, was made explicit in 1993 by then-chief of China’s Public Security Ministry Tao Siju. “As long as these people are patriotic, as long as they are concerned with Hong Kong’s prosperity and stability, we should unite with them,” writer and academic Louisa Lim quotes Tao as saying in the New Yorker.
Since then, several attacks on Beijing’s opponents in Hong Kong have brought whispers of triad involvement, including the gruesome slashing of former newspaper editor Kevin Lau with a meat cleaver in 2014. Later that same year, a similar attack on pro-democracy demonstrators by pro-Beijing forces was also blamed on triads trying to break up the movement.
“When people’s perception of the police is negative, that’s when the triads are brought in,” says Lo.
Public opinion of the city’s embattled police force has plummeted over the course of the two-month demonstrations, with many criticizing the officers’ use of force to clear protest sites. Demonstrators, who have condemned the “evil police” and besieged the force’s headquarters, have demanded an independent inquiry into alleged police brutality. As the most visible manifestation of an otherwise stonewalling government, the rank and file bear the brunt of protesters’ rage against the authorities. Anger has only swelled since Sunday’s melee, when police were accused of looking the other way as criminal syndicates ran amok.
“Hong Kong has 1 of the world’s highest cop to population ratio. Where were @hkpoliceforce?” pro-democracy lawmaker Ray Chan tweeted. On Sunday night, hundreds of protesters reportedly gathered outside the local police station to file a report about the Yuen Long attacks, but were met with a shuttered entrance. A video went viral appearing to show officers, upon their eventual arrival, chatting cordially with men in white shirts before parting ways without incident. The comparatively light policing, in stark contrast to recent protests, led to public outrage and some speculation of an unholy alliance. Hong Kong’s Police Commissioner Stephen Lo resolutely denied collusion and blamed the delayed response to a lack of manpower.
That the attack occurred shortly after a group of protesters vandalized a building symbolic of Beijing’s authority — the Chinese government liaison office — led to speculation that it was a reaction to the perceived insult. But Steve Vickers, CEO of risk consultancy Steve Vickers and Associates, says the connection may be tenuous.
“Despite their current image, [the triads] are not actually ‘patriotic,’ just opportunistic,” says Vickers, who ran the Criminal Intelligence Bureau in the colonial administration. He likened the triads presumed role in furthering China’s national interests to the “alleged but unproven CIA and mafia cooperation in the 1960’s.”
“However, and most importantly, and before jumping to hard conclusions as to who activated them, and who directed this specific attack, it should also be remembered that Yuen Long has a long history of triad activity … and especially that in the last couple of weeks there has been considerable tension between protestors and local businessmen and other luminaries, who are very opposed to the demonstrators,” he adds.
To prevent a further deterioration in Hong Kong’s crisis, Vickers says the authorities must conduct a “genuine and visible crackdown” on the triads. But even if order is restored, some feel that irrevocable damage has been done, a breaking point has been breached and radical acts have become the new normal.
“We’ve to admit that some HKers have now seen violence an acceptable way in handling disputes,” Jeffie Lam, a South China Morning Post reporter who lives in Yuen Long, tweeted after witnessing the bloodshed that spilled across her neighborhood. “Hong Kong is no longer, and would never be, the Hong Kong we used to know.”
(SYDNEY) — A driver has been charged after methamphetamine valued at more than $140 million was found in a van that crashed into police cars parked outside a Sydney police station, police said on Tuesday.
A Toyota HiAce van hit the cars outside the Eastwood Police Station on Monday morning, causing significant damage to one car but injuring no one, a police statement said.
Police stopped a van in a nearby suburb about an hour later, arrested 28-year-old Simon Tu and seized 273 kilograms (602 pounds) of crystal meth with an estimated street value of more than 200 million Australian dollars ($140 million), the statement said.
Tu was charged with supplying a commercial quantity of drugs, negligent driving and not giving his details to police.
(SEOUL, South Korea) — South Korean jets fired 360 rounds of warning shots after a Russian military plane violated South Korea’s airspace on Tuesday, Seoul officials said, in the first such incident between the countries.
Three Russian military planes — two Tu-95 bombers and one A-50 airborne early warning and control aircraft — initially entered South Korea’s air defense identification zone off its east coast before the A-50 entered the country’s territorial sky, the South’s Defense Ministry said.
South Korean fighter jets then scrambled to the area to fire 10 flares and 80 rounds from machine guns as warning shots, a ministry official said, requesting anonymity due to department rules.
The Russian reconnaissance aircraft left the area but it returned and violated the South Korean airspace again later Tuesday, the ministry official said. He said the South Korean fighter jets fired 10 flares and 280 rounds from machine guns as warning shots again. Each time, the Russian plane didn’t return fire, the official said.
It was the first time a Russian military plane violated South Korean airspace, according to South Korean officials.
The former Soviet Union supported North Korea and provided the country with weapons during the 1950-53 Korean War, which killed millions. In 1983, a Soviet air force fighter jet fired an air-to-air missile at a South Korean passenger plane that strayed into Soviet territory, killing all 269 people on board. Relations between Seoul and Moscow gradually improved, and they established diplomatic ties in 1990, a year before the breakup of the Soviet Union.
The airspace the Russian warplane violated Tuesday was above a group of South Korean-held islets roughly halfway between South Korea and Japan that has been a source of territorial disputes between them. Russia isn’t a party in those disputes.
The three Russian planes had entered the South Korean air defense identification zone with two Chinese bombers. But it wasn’t immediately known whether the two countries deliberately did so, according to the South Korean official.

(SEOUL, South Korea) — North Korea leader Kim Jong Un has inspected a newly built submarine and ordered officials to further bolster the country’s military capability, state media reported Tuesday, as the North is increasing its pressure on the United States ahead of the possible resumption of nuclear diplomacy.
Last week, North Korea said it may lift its 20-month suspension of nuclear and missile tests to protest expected military drills between the United States and South Korea that North Korea views as an invasion rehearsal.
The Korean Central News Agency reported Kim expressed “great satisfaction” with the submarine after learning about its operational and tactical data and weapon systems.
Kim “stressed the need to steadily and reliably increase the national defense capability by directing big efforts to the development of the naval weapons and equipment such as submarine,” according to KCNA.
KCNA didn’t say exactly when and where Kim’s inspection of the submarine occurred. It said the submarine’s operational deployment “is near at hand.”
The construction of a new submarine suggests North Korea has been boosting its military capability despite nuclear diplomacy with the U.S. that began early last year. North Korea has repeatedly said it’s willing to abandon its nuclear program in return for political and economic benefits.
It wasn’t immediately known exactly what kind of a submarine North Korea has built. But its efforts to develop submarine-launched missile systems are a serious concern for rivals and neighbors because missiles from submerged vessels are harder to detect in advance.
Before it entered talks with the United States, North Korea claimed to have successfully test-fired ballistic missiles from submarines, though many outside analysts say North Korea likely remains years away from having an operational system.
According to a South Korean defense report in 2018, North Korea has 70 submarines and submersibles.
The North’s disclosure of a new submarine came after Kim and President Donald Trump held their third summit at the Korean border late last month and agreed to resume nuclear negotiations. The countries’ nuclear diplomacy remained stalled since the second Kim-Trump summit in Vietnam in February fell apart due to squabbling over U.S.-led sanctions on North Korea.
MANILA, Philippines — Philippine President Rodrigo Duterte said Monday there was no way to stop Chinese from fishing in his country’s exclusive economic zone and he would not risk losing Filipino forces in a clash in the disputed South China Sea.
“When Xi says ‘I will fish,’ who can prevent him?” Duterte said as he defended his nonconfrontational approach to China over the territorial disputes in his annual state of the nation address before a joint session of Congress. He was referring to Chinese President Xi Jinping.
“If I send my marines to drive away the Chinese fishermen, I guarantee you not one of them will come home alive,” Duterte said, adding that diplomatic talks with Beijing have allowed the return of Filipinos to disputed fishing grounds where Chinese forces previously shooed them away.
Critics have repeatedly criticized Duterte, who has nurtured friendly ties with Beijing, for not standing up to China’s aggressive behavior in the disputed waters and deciding not to immediately seek Chinese compliance with an international arbitration ruling that invalidated Beijing historic claims to virtually the entire sea. China has refused to recognize the 2016 ruling.
The decision also found that China had breached its duty to respect the traditional fishing rights of Filipinos when Chinese forces blocked them from the Scarborough Shoal off the northwestern Philippines in 2012. The Philippines, however, could also not deny Chinese fishermen access to Scarborough, according to the ruling. But the decision did not specify any traditional fishing areas within the Philippines’ exclusive zone where the Chinese could be allowed to fish.
An exclusive economic zone is a 200-nautical-mile (370-kilometer) stretch of water where a coastal state has exclusive rights to fish and exploit other resources as well as undersea gas and oil based on the 1982 U.N. Convention on the Law of the Sea.
On his battle against illegal drugs and corruption, Duterte asked Congress to reinstate the death penalty for drug-related heinous crimes and economic plunder. He said the drug menace, which he called a “social monster,” could not be crushed unless corruption is eliminated.
The Philippines’ long-simmering territorial rifts with China and Duterte’s centerpiece campaign against illegal drugs and corruption were spotlighted in his speech. But he also asked for Congress’s help in dealing with diverse social ills and governance issues ranging from slow internet services and delays in releases of government clearances to traffic jams.
Duterte outlined problems he had resolved, sometimes through scare tactics, like the easing of a water shortage last summer in Manila, the capital, after he threatened to fire officials.
Although the annual speech is traditionally replete in protocol and formality, he injected sexual jokes, curses and threats that have been the trademark of his often-rambling speeches. During the Manila water crisis, for example, he said he did not want to travel to the city. “What if my girlfriend will not be able to take a bath, she will smell like hell,” he said.
When he asked Congress to pass new tax reforms that would further raise excise taxes on tobacco and alcohol, Duterte asked if there were any smokers in the audience, which included foreign diplomats: “Who smokes here? They should be exterminated from the face of the earth.”
Duterte, 74, took office in June 2016 and has remained hugely popular in opinion polls despite drug war deaths that have sparked international alarm and other controversial policies.
More of his allies captured congressional seats in midterm elections in May, giving them a tighter grip on the legislature, especially in the 24-member Senate, which opposed some of his key legislative proposals last year, including reinstating the death penalty and amending the pro-democracy constitution.
More than 5,200 demonstrators rallied despite a downpour outside the House complex to call for Duterte’s removal, while a smaller number of pro-Duterte supporters protested separately. Left wing protesters burned a mock Chinese flag and a giant mural with images of Duterte, Chinese President Xi and U.S. President Donald Trump.
Military and police were placed on full alert and authorities declared a no-fly zone over the venue and outlying areas to ensure security.
“We have had enough of this government’s ‘kill, kill, kill’ policy,” said Danilo Ramos, a left wing leader of a farmers’ group. “The Duterte presidency is killing its constituents in so many ways.”
CARACAS, Venezuela — The lights went out across much of Venezuela Monday, reviving fears of the blackouts that plunged the country into chaos a few months ago as the government once again accused opponents of sabotaging the nation’s hydroelectric power system.
The power in the capital went out after 4 p.m. (2000 GMT) and immediately backed up traffic as stop lights and the subway stopped working during rush hour.
“This is horrible, a disaster,” Reni Blanco, a 48-year-old teacher, said as she joined a crush of people who flooded into the streets of the capital trying to make it home before nightfall.
Almost three hours into the blackout authorities broke their silence and blamed an “electromagnetic attack” on a series of dams located in southern Venezuela — the same culprit it attributed an almost week-long outage in March that left millions of Venezuelans without water or the ability to communicate with loved ones.
“Those who’ve systematically attacked the noble people of Venezuela in all kinds of ways will once again be confronted with the mettle and courage that we, the children of our liberator Simón Bolívar, have demonstrated in the face of difficulties,” Communications Minister Jorge Rodríguez said in a statement read on state TV.
Rodíguez said authorities were working to restore electricity as quickly as possible. He said security forces had been deployed, and contingency plans activated, to guarantee basic medical services and keep streets safe.
But as night fell on Caracas many were wondering how long they would be left in the dark.
“Without light we have nothing,” said María Teresa González, fretting over the meat she had in her freezer if the outage wore on as she walked her dog in the last rays of the evening sun.
Reports on social media said that 19 of 24 Venezuelan states were also affected. Netblocks, a group monitoring internet activity, said network data showed most of Venezuela was knocked offline with national connectivity at just 6% after the latest cuts. Normally non-stop state TV, a key way for the government to keep people informed, was also off the air for a while, adding to frustrations.
President Nicolás Maduro blamed the March outage on a U.S.-sponsored attack against the nation’s biggest hydroelectric dam. More recently, as power service in the politically turbulent capital has improved amid widespread rationing in the interior, officials have even taken to downplaying the outages as similar to a nationwide blackout in Argentina and even one that knocked off the power for several thousand residents of Manhattan for a few hours amid the summer heat.
But his opponents said the outage laid bare years of underinvestment in the nation’s grid by corrupt officials who mismanaged an oil bonanza in the nation sitting atop the world’s largest crude reserves.
“They tried to hide the tragedy by rationing supplies across the country, but their failure is evident: they destroyed the system and they don’t have answers,” opposition leader Juan Guaidó said on Twitter.
Guaidó, who the U.S. and more than 50 other nations recognize as Venezuela’s rightful leader, reiterated an earlier call for nationwide protests on Tuesday.
“We Venezuelans won’t grow accustomed to this,” he said.
Much of the government’s focus since the March blackouts has been on repairing transmission lines near the Guri Dam, which provides about 80 percent of Venezuela’s electricity.
José Aguilar, a U.S.-based power expert who hails from Venezuela, said that alternative power plants running on diesel fuel and gas are unable to make up the difference.
He estimates that since the March outages the country has lost about 1,200 Megawatts of thermal power, or about 40% of its thermal generating capacity at the start of the year, as the government overburdens the fragile system in a desperate attempt to keep the lights on in Caracas and other cities.
“Even in the best-run grids equipment is going to fail,” Aguilar, who is an informal adviser to Guaidó on electricity issues, told The Associated Press. “But when you operate on a limb, outside of safe limits, you expose yourself to these types of domino events. It’s like Russian Roulette.”
Despite the risks of another extended collapse, some Venezuelans were taking the blackout in stride.
Cristian Sandoval, a 37-year-old owner of a motorcycle repair business, said he is more prepared for a prolonged outage having equipped his home with a water tank and a generator for his workshop. As Venezuela’s crisis deepens, the sale of electric generators is one of the few growth industries in a country ravaged by six-digit inflation and cratering public services.
“If the blackout continues we’ll have another round of dessert,” he chuckled while sharing a piece of chocolate cake with a friend at a cafeteria growing steadily dark as the night began to fall.
“But it’s very difficult for the people,” he conceded. “This creates a lot of discomfort.”

MEXICO CITY — Mexico set a new record for homicides in the first half of the year as the number of murders grew by 5.3% compared to the same period of 2018, fueled partly by cartel and gang violence in several states.
Mexico saw 3,080 killings in June, an increase of over 8% from the same month a year ago, according to official figures. The country of almost 125 million now sees as many as 100 killings per day nationwide.
The 17,608 killings in the first half of 2019 is the most since comparable records began being kept in 1997, including the peak year of Mexico’s drug war in 2011. Officials said 16,714 people were killed in the first half of 2018.
In particular, drug cartel turf wars have become increasingly bloody in the northern state of Sonora, where the number of homicides was up by 69% in the first half of the year. But in Sinaloa, where the cartel of convicted drug lord Joaquin “El Chapo” Guzman is based, homicides declined by 23% so far this year compared to last.
Given cutbacks and a widespread reorganization of security forces under President Andrés Manuel López Obrador, it is not clear who, if anyone, is doing the analysis and intelligence work to find out exactly which conflicts are causing the rise in homicides.
“I could give you 10 potential, plausible reasons, but the truth is we don’t know, and that is perhaps the biggest problem,” said security analyst Alejandro Hope. “There is very little systematic research that would allow us to conclude what is really happening.”
And other types of crime, like extortion, have become increasingly frequent and violent.
As if to underscore that, officials said Monday the five men killed Sunday at a bar in the resort of Acapulco were allegedly part of a gang of extortionists who shook down business owners for protection payments.
Guerrero state prosecutor Jorge Zuriel “we now know that the members of this gang met daily at this bar to coordinate charging extortion payments and to collect the daily take.”
One suspect has been arrested in the shootings, which left six people wounded. Zuriel said the killers were members of a rival gang.
Iceland is mourning the loss of one of its famous glaciers, Okjökull Glacier, in an official memorial ceremony that will take place on August 18. Following an “Un-glacier tour” led by two Rice University anthropologists, the attendees will install a special plaque with a somber inscription, “a letter to the future,” which will commemorate the sad occasion.
The formerly-massive body of ice, commonly referred to simply as “Ok glacier,” lost its glacier status in 2014 after melting down to only 0.386 square miles, or 6.6% of its original 5.8 square miles, TheGuardian reported. Scientists cite global warming as the cause of this change in the glacier’s mass. The glacier is now categorized as something glaciologists call “dead ice,” which means that the glacier has stopped moving and has melted down into a different type of terrain called moraine, an accumulation of clay, silt, sand and gravel.
A 2018 documentary called Not Ok details the events of the glacier’s demise, and actually prompted the idea for the creation of a memorial. Produced by Rice University anthropologists, Cymene Howe and Dominic Boyer, and narrated by former Reykjavík mayor, Jón Gnarr, the film helps bring the dire effects of climate change to life in the form of a glacier-turned-narrator who talks at what Howe calls “mountain speed”— a slowed-down version of the former mayor’s voice. Howe tells TIME that it is really just “a small story that tells a much bigger story about climate change.”
The documentary’s website calls this memorial “the world’s first monument to a glacier-that-was.”
Understanding the implications this event has on the Icelandic community, the anthropologists tasked famous Icelandic writer Andri Snaer Magnason with eulogizing this glacier and warning the future of what is to come. The chilling inscription on the plaque reads:
“Ok is the first Icelandic glacier to lose its status as a glacier. In the next 200 years, all our glaciers are expected to follow the same path. This monument is to acknowledge that we know what is happening and what needs to be done. Only you know if we did it.”
The memorial plaque also notes the amount of carbon dioxide in the atmosphere, which is currently 415 parts per million.
But Ok isn’t the only glacier that scientists are concerned about. The Thwaites glacier in Antarctica— a glacier about the size of Florida— is another unstable body that is being closely monitored. The melting of this glacier would significantly raise sea levels. Iceland alone is home to over 400 glaciers, all of which could share Ok glacier’s fate by 2200, scientists say. Yet, it’s not alone.
In a press release from Rice University, Howe explains that we aren’t just losing one of the planet’s large freshwater reserves, but also important cultural and scientific “histories.” “By marking Ok’s passing, we hope to draw attention to what is being lost as Earth’s glaciers expire,” she says.

Iranian officials have suggested the Stena Impero was seized and taken to an Iranian port in response to Britain’s role in seizing an Iranian oil tanker two weeks earlier off the coast of Gibraltar, a British overseas territory located on the southern tip of Spain.
Hunt announced precious few details of the proposed protection mission, but said Britain’s European allies will play a major role in keeping shipping lanes open. One-fifth of all global crude exports passes through the narrow strait between Iran and Oman.
The foreign secretary said Iran must understand that its actions will only lead to a bigger Western military footprint in the region.
“It is with a heavy heart that we are announcing this increased international presence in the Gulf, because the focus of our diplomacy has been on de-escalating tensions in the hope that such changes would not be necessary,” Hunt said.
He also sought to put distance between Britain and its closest international ally, the United States.
Washington has broken with London on Iran policy as a result of President Donald Trump’s rejection of the international accord designed to prevent Iran from developing nuclear weapons. Trump pulled the U.S. out of the accord last year and re-imposed harsh sanctions, which have had a severe effect on Iran’s economy.
The foreign secretary said the planned European mission was not part of the U.S. policy of exerting “maximum pressure” on Iran.
It was unclear which countries will join the protection force or how quickly it can be put in place. Hunt said he had consulted with foreign ministers of Oman, the United States, France, Germany, Italy, Finland, Spain and Denmark.
There are no British nationals among the Stena Impero’s 23 crew members — most are Indian, as well as Filipino, Russian and Latvian nationals. Iran released new video showing the ship’s crew for the first time Monday, an apparent attempt to show they were unharmed.
Iran’s government spokesman Ali Rabiei said that there are diplomatic solutions to the current crisis, but he also defended Iran’s actions.
“When you illegally seize a ship in Gibraltar… we don’t deem it as necessary to show tolerance,” he said. “Some countries have asked for the immediate release of the British tanker. Well, we ask those countries to make the same request to Britain first.”
Britain says it acted lawfully off the Gibraltar coast to prevent illegal oil shipments to Syria that would have violated European Union sanctions. It says Iran broke international maritime law by forcing the Stena Impero to change course and go to Iran.
Britain says the tanker was in Omani waters at the time, which Iran disputes.
The tanker crisis is unfolding in the final days of British Prime Minister Theresa May’s leadership. The Conservative Party plans to name her successor Tuesday, and the new prime minister — either front-runner Boris Johnson or Hunt — is expected to take office Wednesday.
Friday’s seizure of the Stena Impero came amid heightened tensions between the U.S. and Iran. In June, Iran shot down an American drone in the Strait of Hormuz, and Trump came close to retaliating with airstrikes.
As the nuclear deal between Tehran and world powers unravels, the U.S. has expanded its military presence in the region. Iran has in turn begun openly exceeding the uranium enrichment levels set in the accord to try to pressure Europe into alleviating the pain caused by the sanctions.
European nations are working to save the nuclear deal and have tried to come up with ways to keep trading with Iran, but have run smack into Trump’s sanctions, which also target Iranian oil exports.
In the newly released video on Monday, the Stena Impero crew is seen dressed in red uniforms and seated around a table onboard as an unidentified Iranian man is heard thanking them for their cooperation. A cameraman is heard telling them not to look at the camera.
It wasn’t clear if the crew was under duress to take part in the filming.
Other choreographed shots show a man checking on the ship, the crew sharing a laugh and talking next to a coffee machine inside the ship. The crew’s chefs are seen preparing food. Another video released by Iran’s state broadcaster shows Iran’s flag hoisted on the ship’s bridge.
Meanwhile, officials in Gibraltar say the ship’s crew has been kept on board the vessel since its seizure July 4. Four Indian crewmembers, including the ship’s captain, were arrested, but not charged, and were then bailed. The crew is comprised of Indian, Pakistani and Ukrainian nationals.
(COLOS, Portugal) — More than 1,000 firefighters on Monday were battling a major wildfire amid scorching temperatures in Portugal, where forest blazes wreak destruction every summer.
About 90% of the fire area in the Castelo Branco district, 200 kilometers (about 125 miles) northeast of the capital Lisbon, was brought under control during cooler overnight temperatures, according to local Civil Protection Agency commander Pedro Nunes.
But authorities said they expected heat in and winds to increase again in the afternoon, so all firefighting assets remained in place. Forests in the region are tinder-dry after weeks with little rain.
The Portuguese Civil Protection Agency said 321 vehicles and eight water-dumping aircraft were deployed to tackle the blaze, which has raced through thick woodlands.
Nunes told reporters that the fire, in its third day, has injured 32 people, one seriously.
Police said they were investigating what caused the fire amid suspicions it may have been started deliberately.
Temperatures were forecast to reach almost 40 C (104 F) Monday — prolonging a spell of blistering weather that is due to hit northern Europe late this week.
Recent weeks have also seen major wildfires in Spain, Greece and Germany. European Union authorities have warned that wildfires are “a growing menace” across the continent.
In May, forest fires also plagued Mexico and Russia.
Huge wildfires have long been a summer fixture in Portugal.
Residents of villages and hamlets in central Portugal have grown accustomed to the summer blazes, which destroy fruit trees, olive trees and crops in the fields.
In the hamlet of Colos, 50-year-old beekeeper Antonio Pires said he had lost half of his beehives in the current wildfire. Pires sells to mainly Portuguese and German clients, but also to Brazil and China.
“(I lost) 100 out of 230 (hives), so almost half,” Pires said. “A lot of damage.”
The country’s deadliest fire season came in 2017, when at least 106 people were killed.
The average annual area charred by wildfires in Portugal between 2010 and 2016 was just over 100,000 hectares (247,000 acres). That was more than in Spain, France, Italy or Greece — countries which are significantly bigger than Portugal.
Almost 11,500 firefighters are on standby this year, most of them volunteers. Volunteers are not uncommon in fire brigades in Europe, especially in Germany where more than 90% are volunteers.
Experts and authorities have identified several factors that make Portugal so particularly vulnerable to forest blazes. Addressing some of them is a long-term challenge.
The population of the Portuguese countryside has thinned as people have moved to cities in search of a better life. That means woodland has become neglected, especially as many of those left behind are elderly, and the forest debris is fuel for wildfires.
Large areas of central and northern Portugal are covered in dense, unbroken stretches of forest on hilly terrain. A lot of forest is pine and eucalyptus trees, both of which burn fiercely.
Environmentalists have urged the government to limit the area of eucalyptus, which burns like a torch. But it is a very valuable crop for Portugal’s important paper pulp industry, which last year posted sales worth 2.7 billion euros ($3 billion). The government says it is introducing restrictions gradually.
Experts say Portugal needs to develop a diversified patchwork of different tree species, some of them more fire-resistant and offering damper, shaded.
Climate change has become another challenge, bringing hotter, drier and longer summers. The peak fire season used to run from July 1 to Sept. 30. Now, it starts in June and ends in October.
After the 2017 deaths, the government introduced a raft of measures. They included using goats and bulldozers to clear woodland 10 meters (33 feet) either side of country roads. Property owners also have to clear a 50-meter (164-feet) radius around an isolated house, and 100 meters (328 feet) around a hamlet.
Emergency shelters and evacuation routes have been established at villages and hamlets. Their church bells aim to toll when a wildfire is approaching.
With 98% of blazes caused by human hand, either by accident or on purpose, officials have also been teaching people how to safely burn stubble and forest waste. Police, army and forest service patrols are also increased during the summer.

NEW DELHI: India has no authentic estimate of black money stashed by Indians and enterprises in Swiss banks, said finance minister Nirmala Sitharaman.In a reply to a question in Lok Sabha the finance minister stated that some recent media reports, however, say that deposits by Indians in Swiss banks, including through India-based branches, have reduced by nearly 6% in 2018.In her reply Sitharaman said that government is taking persistent measures to detect and tax the unaccounted income and assets of Indians in Switzerland, which include Double Taxation Avoidance Agreement (DTAA) and Automatic Exchange of Financial Account Information under which India will receive the information of financial accounts held by Indian residents in Switzerland for 2018 and subsequent years, on an automatic basis beginning September, 2019.The finance minister stated that India has called for co-operation among different countries to fight corruption at various international fora such as G20 and BRICS."Leaders also agreed to renew commitment to pursue high level international cooperation between G20 members in the fight against corruption," she stated adding that in the joint statement on BRICS Leaders' Informal Meeting on the margins of G20 Summit, BRICS members agreed to promote international anticorruption cooperation and strengthening of legal frameworks.Sitharaman noted that the government has taken several concrete steps to crack down on black money in and outside the country by introducing stringent laws."In order to lay down measures to deter economic offenders from evading the process of Indian law by remaining outside the jurisdiction of Indian courts, the Fugitive Economic Offenders Act, 2018 was passed by the Parliament," she stated.TAX PAYERSThere were 8.44 crore tax payers in the country for assessment year (AY) 2018-19, said minister of state for finance Anurag Thakur. "The number of taxpayers for Assessment Year 2018-19 was 8.44 crore, which included persons who filed a return of income for Assessment Year 2018-19 as well as persons who did not file a return of income but in whose case tax has been deducted at source during Financial Year 2017-18 (relevant to Assessment Year 2018-19)," he noted in reply to a question in Lok Sabha.Thakur stated that the government has fixed a target of adding 1.3 crore new income tax return filers during the current financial year as against 1.1 crore new filer added during FY 2018-19.For achieving this target, various measures are being taken including identification of potential non-filers through centralized Non-filer Monitoring System (NMS), he said noting that the recommendations of a Committee which examined the feasibility of granting certain privileges to eligible taxpayers are under consideration of the government.
BENGALURU: The employee cost of fresh campus recruits in the United States is about the same as IT professionals sent on work visas from India, Wipro said.They are also faster to deploy and require shorter training time than tech workers from India, said the software services exporter major. The IT services firm is adding more employees locally in the US and Europe, two key global markets, and also deploying them faster in projects.Wipro recruited more than 6,000 fresh graduates globally during the April-June quarter, with localisation in the US, its biggest market, at 65.4%. "What we are seeing today is that the landed cost of a person going from India and the fresher we are hiring there is not much different," Wipro HR head Saurabh Govil told ET, without disclosing the number of people employed in the US. "But, I think programming, coding and communication skills - you will see the quality of people, they are much more application oriented (and) their ability to get deployed is faster." Companies such as Wipro, Infosys and TCS have long been dependent on sending Indian software engineers to the US on H1B visas.During the past five years, rising protectionism in the US and partly in the Europe has pushed these companies to hire more locally. A lot of the increased hiring is happening from local universities, and they are subsequently trained."We had given a coding test, and from the best of these colleges from India in coding (and saw) there was still a distance to cover," said Govil. Wipro said it has strong training infrastructure to train employees in emerging technology areas, but faster deployment has been a challenge.With more customers shifting to digital technology such as cloud computing or artificial intelligence, the IT companies are rushing to bridge the skills gap.
New Delhi: US President Donald Trump on Monday stunned India by offering to mediate in the Kashmir issue while claiming that PM Narendra Modi had sought his help in the matter."I was with Prime Minister Modi two weeks ago and we talked about this subject and he actually said: 'Would you like to be a mediator or arbitrator'. I said 'where', he said 'Kashmir'. Because this has been going on for many, many years... I think they would like to see it resolved and you (Imran Khan) would like to see it resolved. If I can help, I would love to be a mediator," Trump said at the joint press briefing with Imran Khan.MEA spokesperson Raveesh Kumar denied the claim with a post on social media site Twitter. MUMBAI: The liquidity squeeze in the real estate sector is expected to deepen further with the National Housing Bank's latest directive to home finance companies (HFCs) asking them to desist from offering loan products involving debt servicing by developers on behalf of borrowers.The directive is expected to limit the sales velocity builders have been achieving through interest subvention schemes such as '5:95' and '10:90'. Under these schemes, homebuyers make the down payment for the property (5% or 10%, for instance), while developers assume responsibility for paying the loan interest until completion of the project.This arrangement eased the home buyers' liability for the stipulated period, ensured sales for builders and project funding through financial institutions. However, the new directive will halt such offers, impacting sales and financing. NHB had issued an advisory on these schemes earlier too, in 2013. Buyers who have opted for such schemes earlier will have to shift to construction-linked payment plans.The NHB cited the prevalence of fraud in such subvention schemes as the reason for its latest move, adding that home finance companies should disburse loan payments to the developer based on construction status.70338554 'Focus on Project Execution'It didn't elaborate on the nature of the scam involved."In the aspect where it seeks to control frauds, it is obviously welcome, although the side effect will be further drying up of project funds," said Niranjan Hiranandani, president (national) of the National Real Estate Development Council (Naredco) lobby group. "While fraud in such schemes definitely needs to be controlled, the need for alternate funding options is what resulted in subvention schemes being aggressively positioned."According to Hiranandani, the industry hopes that alternate funding sources are made available at the earliest.The move is expected to put further strain on the already precarious liquidity situation of many developers, albeit indirectly. In order to attract more buyers and raise funds for construction, many builders had resorted to offering various subvention schemes."This move also reflects the increasing focus on project execution, as housing finance companies have been directed to have a 'well-defined mechanism' to monitor the progress of the construction of a concerned housing project," said Anuj Puri, chairman, Anarock Property Consultants. "Now, the progress of a project will be monitored and HFCs (housing finance companies) will only disburse loan amounts when they can verify this vital aspect to their satisfaction."The directive raises a red flag over various subvention schemes promoted by some developers, will impact their liquidity and also discourage buyers attracted to a project due to such programmes.With these schemes, developers managed to raise finance for their projects without leveraging balance sheets and also fetching funds at a lower cost. The gap between interest rates on home buyers' retail loans and developer loans is as much as 200-300 basis points at least. This was a good reason for builders to come up with such offers as it also encouraged home buyers. A basis point is one-hundredth of a percentage point.In some cases, though, buyers were taken for a ride if they didn't read the terms and conditions carefully. According to NHB, it has received several complaints with regard to such interest subvention schemes and alleged misuse of the same by the builders.
ET Intelligence Group: While consumer discretionary companies have been showing pressure on their top lines over the past two quarters, Reliance Retail, a subsidiary of Reliance Industries (RIL), has been an outlier.The company said its revenue by 80 per cent and operating profit by 98 per cent on an annualised basis during the past 13 quarters. In the June 2019 quarter, the revenue and operating profit growth was 47 per cent and 66 per cent, respectively.Nearly one-third of the retail revenue originates from connectivity, which includes sales of recharge coupons of Reliance Jio, the conglomerate's telecom arm, and about 10 per cent from oil retail outlets. Revenue from telecom recharge operations rose by 51 per cent and that from the fuel retail increased by 19 per cent year-on-year in the June quarter. 70338796 The core retail operations including grocery, fashion and consumer electronics, grew by 52 per cent to Rs 21,452 crore in the first quarter. Of this nearly half was from consumer electronics. The core retail margin is higher compared with the connectivity and fuel marketing segments. The overall operating margin before depreciation (EBITDA margin) in the June quarter was 6 per cent, while that of the core retail business was at 8.9 per cent.Reliance Retail runs 10,644 stores with 23 million square feet of total area. According to the company's presentation, the rapid expansion of physical stores count in Tier-III and IV cities have been the critical drivers of revenue growth.Reliance Retail's revenue in FY19 was Rs 1.3 lakh crore. It may cross Rs 1.5 lakh crore in the current fiscal based on the annualised first quarter data.The enterprise value (EV) of Indian retailers such as Future Retail, Avenue Supermarts, Shopper's Stop, and V-Mart ranges between 1.2 and 4.4 times their sales, with an average of 2.2.Considering the average valuation, the enterprise value of RIL's retail venture works out to be over Rs 467 per share.

Taxes or surcharges are not an issue for FPIs. But liquidity crises and poor confidence in the market which led to a major slowdown are worrying them, said Raj Bhatt, CEO, Elara Capital, an investment bank. The government needs to announce creation of a special situation fund of a minimum Rs 5 lakh crore through sovereign bonds or by printing money like how the US and some European countries did in 2008-09 crises, he told Rajesh Mascarenhas. Edited excerpts:What is your view on the Indian economy compared to other emerging countries? The Indian economy is going through some industry-specific problems like liquidity and poor confidence in market leading to a major slowdown which nobody wants to admit. Unless the government does something drastic like US's Troubled Asset Relief Program (TARP) scheme. The US government created a TARP of $400-$500 billion as the banks were not lending and there was no trust from investors and analyst community. Similarly, in the Indian market, there is no trust in NBFCs and as a result we see defaults happening. The government needs to take all the toxic assets out of the system so that the banks don't have to worry about the markto-market every quarter. I hope they announce a scheme for liquidity.How long will it take for a resolution to the liquidity crisis?As I mentioned before, the government has to create a special situation fund of minimum rA 5 lakh crore, maybe through sovereign bonds. Dollars entering the Indian market will help as long as we can support this kind of borrowing because we have $400-500 billion reserves. US and some of the European countries printed money during the crises in 2008-09. I hope the government should come up with a similar announcement as liquidity is a very serious issue with the economy going through a major crisis.What are foreign investors saying about the increase in CESS and tax in budget 2019?Foreign investors are very happy with the current government. With Modi being in power they foresee optimism going ahead. Taxes or surcharges are not a big issue for FPIs. But liquidity crises and poor confidence in the market are worrying them. Most of the FPIs are chasing yields and all are buying assets that are secured to give a positive yields. A country like India is very rare as it is big in size.Do you think corporate governance issues also added to the negative sentiment? How do FIIs see India in terms of corporate governance?FIIs don't invest in small companies because they don't trust their numbers. We have been through this crisis of corporate governance. For the last year and a half, only the benchmark indices are rising because of passive money from ETFs. The ETFs which started 8-10 years ago now have roughly 50% of the FPIs investment.How long will this correction continue and which are the sectors that look promising in India?I am very positive that the government will come out with some announcement and surprise everyone. Rate cuts will take place — after which we expect the market to rally. If the government plays its cards right, we will surely see a good wave because of liquidity and extra lending in infrastructure and metals. I am bullish on infrastructure.What's your view on the government's plan to increase the free float from 25% to 35%?This free float could create unnecessary pressure on promoters to sell their shares. It should be more of a recommendation that people should dilute their stake but should not be made mandatory.
A day ahead of its results for the quarter to June, the stock of FMCG bellwether HUL closed 2.7% lower — its lowest close so far this year.Investors seem to be factoring in the high likelihood of a subdued performance given the overall slowdown in economic growth.The company's revenue growth for the quarter is estimated to be around 8-9%, aided by a volume growth of 5-6%. Chairman Sanjiv Mehta said at the time that FMCG is recession-resistant but not recession-proof.After the Q1 results, investors would want to watch out for the management commentary on the impact of delayed monsoon, rural demand, private labels in modern trade and post-budget outlook. The company is likely to be a strong performer among its peers in the sector amid slowdown in demand and heightened competition. Its latest move to launch a new detergent brand in three decades is a bid to sharpen its competitive edge on its turf, especially during slowdown.Despite the current slowdown in demand, the HUL stock seems to be the best placed consumer goods stock given its track record of posting consistent growth irrespective of the economic environment. Data from Bloomberg shows that more than 40% of the analysts tracking the stock have a buy recommendation on it, with a target price that is 11% higher. NEW DELHI: Will Cathcart, WhatsApp's new global head, is visiting India this week to appraise officials of the Reserve Bank of India and the National Payments Corporation of India on steps taken by the company to meet data localisation norms for its planned payment service, people familiar with developments told ET. Cathcart will also meet Niti Aayog chief executive Amitabh Kant on Thursday at an event organised by WhatsApp on the need for digital inclusion and its business application. He will meet leaders of small and medium businesses in Mumbai. A WhatsApp spokesperson did not confirm or deny meetings with RBI and NPCI officials and only said Cathcart will meet leaders to discuss WhatsApp's support for Digital India and how the messaging service can help entrepreneurs and small businesses drive economic growth. MUMBAI | NEW DELHI: Indian IT and IT services companies, including the ones that have been in the news for layoffs, are reskilling employees on a war footing.Companies such as Accenture, Infosys, Cognizant, Tech Mahindra, Mphasis, among others, are making an effort to reskill and prepare employees for the future.Accenture has reskilled 85% of its technology workforce in India in the last three years. Employees are being taught "new IT" skills such as digital, cloud and security, with artificial intelligence at the core. Their model is simple: invest the savings realised from automation and AI back into skilling.Every year, the technology and consulting major — one of the few that has mostly remained insulated from layoffs — has been re-injecting 60% of its savings from automation to retrain employees, spending over $1billion globally each year to train people in new technologies and professional skills. "We identified the market shifts taking place much earlier than the rest of the industry and established a goal to rotate our business to the new," said Mohan Sekhar, senior managing director and global lead, Accenture Advanced Technology Centers in India. Talent transformation was a key element in this "rotation to the new".Accenture has over 170,000 people in India and a significant portion of this is part of the Accenture Advanced Technology Centers in India.Industry body Nasscom said in a recent report that about 40% of India's IT workforce has to be reskilled over the next five years to cope with emerging trends like AI, IoT, machine learning and blockchain."Reskilling is a top priority for the industry, at present. The adoption of new technologies across various industries will eventually result in a widespread transformation of almost all currently established job roles," said Amit Aggarwal, CEO, IT-ITeS Sector Skills Council of Nasscom.Demand is rising rapidly for emerging technologies like big data analytics, AI/ML, cybersecurity, IoT and robotics. Nasscom's FutureSkills platform is an initiative aimed at reskilling and upskilling two million professionals.One of the top employment generators, India's IT industry has laid off thousands of people in the last 2-3 years as automation and digitisation disrupted several existing roles. About 20-35% of the jobs in the IT-BPM sector are threatened due to automation, according to a Nasscom-FICCI-EY Future of Jobs in India study.At the same time, however, a lot more job roles will be created. According to the WEF's Future of Jobs Report 2018, technology disruption will create 133 million new jobs.IT major Infosys has created more than 75 new courses for its employees to be future-ready. The company has adopted several strategies, including creating full stack workforce, power programmers, enabling niche design skills and domain skills, said Krishnamurthy Shankar, executive vice president and group head of human resource at Infosys.Mphasis has developed the Mphasis Technology Council and Mphasis Architecture Council. The aim is to make the crucial leap from traditional IT services to digital IT services and transform every employee into geeks, said Srikanth Karra, chief human resource officer, Mphasis.In the last 18 months, Cognizant has reskilled and upskilled over 110,000 of its associates via Cognizant Academy, enabling them with high-end skills in areas such as data science, design thinking, cyber security, interactivity and gamification, the Internet of Things, automation, analytics, cloud technologies, AI, machine learning, and enterprise technologies such as Salesforce and SAP.
