The federal deficit rose to $747 billion over the past nine months, a 23 percent increase compared to the same period in the previous fiscal year, according to Treasury figures released Thursday.

At least 16 military officers have been arrested in attempted coup d'etat, governing army council says.
Sudan's ruling military council (TMC) foiled an attempted military coup and at least 16 officers were arrested, state-run TV reported late on Thursday.
The development comes as the TMC and protest movement leaders were in discussions on a power-sharing deal.
"Officers and soldiers from the army and National Intelligence and Security Service, some of them retired, were trying to carry out a coup," General Jamal Omar of the TMC said in a statement broadcast live on state television.

A Defense Ministry statement said “the first group of equipment” of the S-400 air defense systems has reached an air base near the capital, Ankara.
The U.S. has strongly urged NATO member Turkey to pull back from the deal — reportedly costing more than $2 billion — warning the country that it will face economic sanctions under the Countering America’s Adversaries Through Sanctions Act if it goes ahead with the purchase. It has also said Turkey won’t be allowed to participate in the program to produce high-tech F-35 fighter jets.
The U.S. has repeatedly said that the Russian system is incompatible with NATO systems and is a threat to the F-35.
Sanctions would mark a new low in the already-tense relations between Turkey and the U.S. Last year, the United States imposed sanctions on Turkey over its detention of an American pastor, triggering a Turkish currency crisis.

(TOKYO) — A Japanese cryptocurrency exchange has reported a hack causing the loss of 3.5 billion yen, or $32 million, worth of virtual money.
Tokyo-based Remixpoint, which runs the BITPoint exchange as well as travel, used car and energy businesses, apologized Friday, saying the losses were confirmed starting Thursday.
The reason for the losses, which include bitcoins as well as Ethereum, Ripple and other kinds of cryptocurrencies, is under investigation.
About two-thirds of the losses affected customers while the rest of the missing assets belonged to Remixpoint, the company said in a statement. All transactions have been halted.
Japan has been relatively open to cryptocurrencies, which use a technology called blockchain, despite some high-profile heists.
It has set up a licensing system to oversee their use. Bitcoin has been a legal form of payment in Japan since April 2017.
Remixpoint said the lost money was in what is called the “hot wallet.” Money in the “cold wallet,” which has tighter security, was safe.
The investigation’s findings will be disclosed as soon as possible, the company said.

(GENEVA) — The U.N.’s top human rights body has narrowly passed a resolution that includes calls for greater scrutiny in the Philippines.
The Human Rights Council voted 18-14 with 15 abstentions to approve the resolution on Thursday.
The measure, presented by Iceland, cites allegations of thousands of killings since President Rodrigo Duterte launched a campaign against illegal drugs in mid-2016.
The Philippines immediately rejected the resolution. The country’s ambassador in Geneva, Evan Garcia, said it “does not represent a triumph of human rights, but a travesty of them.”
The resolution calls on the Filipino government to “take all necessary measures to prevent extrajudicial killings and enforced disappearances.”
It also urges the U.N. human rights office to prepare a written report on the Philippines for consideration at the Human Rights Council’s summer session next year.
(HONOLULU) — Dozens of people were violently slammed off the ceiling of a jetliner that encountered unexpected and intense turbulence over the Pacific Ocean Thursday.
An Air Canada flight to Australia made an emergency landing in Honolulu after 37 people were injured, nine seriously, during the sudden loss of altitude that sent people flying into the luggage compartments and aisles of the airplane.
The flight from Vancouver to Sydney encountered “un-forecasted and sudden turbulence,” about two hours past Hawaii when the plane diverted to Honolulu, Air Canada spokeswoman Angela Mah said in a statement.
“The plane just dropped,” passenger Stephanie Beam told The Associated Press. “When we hit turbulence, I woke up and looked over to make sure my kids were buckled. The next thing I knew there’s just literally bodies on the ceiling of the plane.”
A woman behind her hit the ceiling so hard that she broke the casing of an oxygen mask, said Beam, of Colorado Springs, Colorado.
Of the 37 passengers and flight crew members injured, nine had serious injuries, emergency responders said. Thirty people were taken to hospitals.
Honolulu Emergency Medical Services Chief Dean Nakano said the injured ranged in age from children to the elderly. Customs agents and emergency responders met passengers at the gate at the Honolulu airport to ensure they could get medical attention quickly.
Honolulu Emergency Services Department spokeswoman Shayne Enright said injuries included cuts, bumps, bruises, neck pain and back pain. More than two dozen people were taken to hospitals, she said.
Llyn Williams was traveling with his wife Erica Daly back to their home in Sydney, Australia. His wife was injured and taken to the hospital.
He said when they hit the violent turbulence, “everybody who was not seated and belted in hit the roof, almost everybody in our cabin.”
Williams described the cabin afterward as frightening, with plastic lying around and oxygen masks dangling. “A lot of blood everywhere,” he said. “It was really quite scary.”
Andrew Szucs, originally from Ontario but now living in Sydney, was not injured.
There had been turbulence before the abrupt drop and he was awake, bracing himself.
“Then all of a sudden the plane dropped and went sideways,” Szucs said. “And that’s when the people who were strapped in flew, hit the ceiling.”
He said the pilot came on the radio and said they didn’t see the turbulence on radar and had “no warning this kind of air drop was going to happen.”
Babies and children were crying as crew members went through the cabin assessing injuries. About 15 minutes later, there was an announcement asking for passengers who are medical professionals to help, Beam said.
Sandy Marshall of Sydney was injured, with her two children unhurt.
“I didn’t have my seat belt on at the time. My child was sleeping on me, and I went straight up into the ceiling,” she said.
Most of the impact was to her head, but she also suffered a laceration under her right eye, bruising and muscular pain in her neck.
The turbulence happened at 36,000 feet (10,973 meters) about 600 miles (966 kilometers) southwest of Honolulu, said U.S. Federal Aviation Administration spokesman Ian Gregor.
The Boeing 777-200 was carrying 269 passengers and 15 crew members, according to Air Canada spokesman Peter Fitzpatrick.
Air Canada was arranging hotel accommodations and meals in Honolulu and options for resuming the flight.
“If we’re going to be stuck somewhere, I can think of worse places,” said Beam, traveling with her 10- and 11-year-old children.
(WASHINGTON) — President Donald Trump on Thursday accused China of “letting us down” by not promptly buying more U.S. farm products.
“They have not been buying the agricultural products from our great Farmers that they said they would,” the president said on Twitter. “Hopefully, they will start soon.”
After meeting with President Xi Jinping late last month, Trump said China had agreed to buy more U.S. agricultural products as part of a cease-fire in the two countries’ trade war. The truce suspended U.S. plans to impose tariffs on an additional $300 billion in Chinese goods — action that would have extended the taxes to everything China ships to America.
The United States and China are sparring over the Trump administration’s allegations that Beijing is using predatory tactics — including stealing sensitive technology and forcing U.S. firms to hand over trade secrets — to try to supplant American technological supremacy.
Trump has imposed 25% tariffs on $250 billion in Chinese imports. Beijing has counterpunched by taxing $110 billion in U.S. goods, specifically targeting U.S. farm products produced by many Trump supporters in the U.S. heartland. The administration has rolled out $27 billion in aid to farmers to ease the pain.
Trump and Xi agreed to restart negotiations that had broken down in May after 11 rounds of talks. So far, the two countries’ top envoys have spoken by phone but haven’t announced plans to resume face-to-face talks.
In addition to opposing sharp-elbowed Chinese tech policies, the United States wants Beijing to buy more U.S. products and to narrow America’s trade deficit with China — a record $381 billion last year.
Last month, a former Chinese diplomat, Zhao Weiping, told reporters in New York that the United States was asking “us to purchase more than we can buy.” He added, “You have to be realistic.” Still, Larry Kudlow, director of Trump’s National Economic Council, said Thursday that “our side expects China very soon to start purchasing American agriculture commodities, crops, goods and services.”
The Trump Administration is threatening the extend its trade war to France as the country prepares to hit big tech companies––many of them American––with a new tax.
A 3% levy on tech giants was approved by the French Senate on Thursday, despite it upsetting the U.S., which has announced it has launched an inquiry into the law.
“The United States is very concerned that the digital services tax which is expected to pass the French Senate tomorrow unfairly targets American companies,” said U.S. Trade Representative Robert Lighthizer in a statement.
“The President has directed that we investigate the effects of this legislation and determine whether it is discriminatory or unreasonable and burdens or restricts United States commerce.”
Any digital company with revenue over €750 million (about $850 million)––of which €25 million is generated in France––will be subjected to the 3% levy, which will be based on total revenue generated in the country, rather than profits.
France is the first country in Europe to introduce this kind of tax. It would hit about 30 companies, including Google, Apple, Facebook and Amazon. It will also apply to companies from China, Germany, Spain and the U.K. and one French company.
Global tech companies have been accused of avoiding tax by shifting profits to countries with very low taxes, where they have headquarters, rather than where they make their sales.
“We must act against the perverse effects of a regulatory and fiscal framework that allow digital giants to grow without any limits and without any control,” French Finance Minister Bruno Le Maire said when he introduced the bill earlier this year.
The tax faced criticism from tech executives, who said it would damage French President Emmanuel Macron’s attempt to transform the country into a “start-up nation.”
“It’s quite possible that there will be heightened trade tensions between the U.S. and France as the Americans view the digital tax as unfairly targeting U.S. tech companies which falls afoul of ‘America First,’ the doctrine that guides U.S. economic policy,” Linda Yueh, an adjunct professor of economics at the London Business School, said in an email.
But, she added, other countries are already looking at new taxes on big tech companies. “France is unlikely to be alone,” Yueh said.
The tax will be retrospectively applied from early 2019, raising around €400m ($450m) for the French government this year.

For nearly an hour Thursday, the site we use to keep up with everything and nothing appeared inaccessible for people around the world, regardless of celebrity status or follower count. We reloaded and reloaded. Some turned to Instagram, Facebook and even LinkedIn, but it was just not the same.
Then, shortly before 1 p.m. PT, it was back for many of us. Twitter posted an explanation on its status page blaming an “internal configuration change” that it was fixing.
The actress Chrissy Teigen phrased the collective sigh in all caps, tweeting “OH THANK GOD.” The hashtag “TwitterDown” was trending as users recalled their experiences. Some were too young to remember a time when such an outage was a common occurrence.
Outages were so widespread in Twitter’s early years that a cartoon “fail whale” the company displayed during outages came to symbolize Twitter almost as much as its little blue bird icon. The whale was retired in 2013, largely because Twitter didn’t want to be associated with what it represented any more. After all, outages had become far less common.
This time, Twitter’s home page read in part, “Something is technically wrong. Thanks for noticing.” The disruption appeared to affect both web and mobile app users. According to Down Detector, a website that tracks outages, problems were reported from the U.S., Europe and elsewhere.
The outage came as President Donald Trump convenes a White House conference of like-minded critics of Big Tech. Tech companies such as Twitter weren’t invited.
British Foreign Secretary Jeremy Hunt says Saudi Arabia has paid the diplomatic price for the murder of Washington Post columnist Jamal Khashoggi.
In a keynote speech at the Global Conference for Media Freedom in London on Tuesday, Hunt said governments acting together can “impose a diplomatic price” on states who kill or imprison journalists. Asked on the sidelines if he thought Saudi Arabia had paid a big enough price for its actions, he told TIME “I think they have. I think they have paid a big reputational price and there have been profound diplomatic consequences.”
Hunt, who is currently in a Conservative Party leadership contest to become the next U.K. prime minister, added that Saudi Arabia had more work to do to be fully welcomed back on the world stage, however.
“In the end, if things are going to get back to how they were before, there has to be proper accountability for what happened and the world needs to know two things,” he said. “That there has been justice not just for the people who committed that terrible crime but for the person who ordered it, and also that this kind of thing will never happen again.”
Khashoggi, a self-exiled critic of the Saudi regime, was murdered in gruesome circumstances in the Saudi consulate in Istanbul in October. In the immediate aftermath, the U.K. revoked the visas of suspects and boycotted a Saudi investment conference. The U.S. was one of several countries to place sanctions on Saudi citizens suspected of involvement in the killings.
But nine months later, the Trump Administration is still defying the U.S. Congress and pushing through arms sales to Saudi Arabia and the U.K. government is challenging a court-ordered ban on its own arms sales. Saudi Crown Prince Mohammed bin Salman, whom the CIA accuses of ordering the Khashoggi killing, was reportedly greeted warmly by President Donald Trump at the recent G20 meeting in Japan. And next year, Saudi Arabia has been granted the right to host the economic summit.
Some believe the Saudis have been let off the hook. Amal Clooney, Hunt’s special envoy for media freedom, said during a session at the conference on Wednesday that world leaders responded to Khashoggi’s killing “with little more than a collective shrug.” Agnes Callamard, the U.N. Special Rapporteur on extrajudicial executions, wrote recently that “there has been little effective international response—legal, political or diplomatic.” She called for G20 member states to boycott the November 2020 meeting in Riyadh.
Thomas Friang, head of advocacy at Reporters Without Borders, told TIME the G20 membership proved the Saudis “have not paid a price diplomatically.” The global press freedom organization announced this week that members had travelled to Saudi Arabia earlier in the year to urge the release of 30 journalists still in jail. “That’s the minimum price they should pay to be regarded a normal chair of the G20,” said Friang, also on the sidelines of the conference.
Asked during a session on Wednesday whether countries should boycott the G20, conference co-host and Canadian Foreign Minister Chrystia Freedland said it wasn’t appropriate because the grouping was not created to reflect shared values. The collective was “brought together so the world’s largest economies had a forum where they could meet,” she said. “There are other countries at the G20 that Canada has serious concerns about.”
Clooney also had some harsh words for Trump at the two-day conference, saying the U.S. leader “vilifies the media, making honest journalists all over the world more susceptible to abuse.” Hunt would not tell TIME if he disagreed with that assessment from his envoy. “This is a conference on media freedom, so everyone is going to express their views … [Some] people are going to criticize what President Trump does, or says, or tweets, which he is going to defend. So you can’t have a conference like this without people being free to say what they think.”
At least 60 foreign ministers joined NGO representatives, academics and journalists at the Global Conference for Media Freedom on Tuesday and Wednesday. Not present was U.S. Secretary of State Mike Pompeo. Hunt said his American counterpart had been unable to attend. “He’s the busiest Secretary of State in the world,” he said. “We understand he can’t come to everything.”
(LONDON) — Boris Johnson, the man likely to become U.K. prime minister within weeks, on Thursday denied playing any role in the departure of Britain’s ambassador to Washington, who quit after coming under attack from President Donald Trump.
British politicians from both government and opposition parties have accused Johnson of spinelessness for failing to defend envoy Kim Darroch, and said the removal of a British ambassador because of pressure from a foreign leader was a severe blow to British diplomacy and power.
“This is a direct challenge to a sovereign nation,” said Tom Tugendhat, a Conservative lawmaker who heads Parliament’s foreign affairs committee. He added that Britain “shouldn’t be bullied.”
Johnson told The Sun newspaper it was “bizarre” people were blaming him for the departure of Darroch, who resigned following a furor over leaked diplomatic cables which labeled Trump’s White House dysfunctional, clumsy and inept.
Trump responded by branding Darroch a “pompous fool” and cut off the administration’s contact with him.
Darroch announced his resignation Wednesday, saying it had become “impossible for me to carry out my role as I would like.”
Politicians including Foreign Secretary Jeremy Hunt, Johnson’s rival for the prime minister’s job, criticized Trump’s tirades and defended Darroch.
But Johnson merely stressed his good relations with the White House and the importance of the trans-Atlantic relationship. Darroch resigned hours after Johnson made those comments.
“I can’t believe they’re trying to blame me for this,” Johnson told The Sun. “I’m a great supporter of Kim’s. I worked very well with him for years.”
Conservative lawmaker Nicholas Soames, however, said Johnson had “hung Kim Darroch out to dry … and I was ashamed to see it.”
Opposition Labour Party legislator Liz McInnes called Johnson’s behavior “the most craven and despicable act of cowardice I have seen from any candidate for public office, let alone someone running to be prime minister.”
Labour called for Prime Minister Theresa May to appoint Darroch’s successor before she leaves office later this month, to prevent Johnson from putting his own appointee in the post.
Johnson is the strong favorite to win a Conservative leadership contest and succeed May as party leader and prime minister. He is widely expected to defeat Hunt in a ballot of about 160,000 party members. The winner will be announced July 23.
May could try to replace Darroch in the two weeks she has left, but she is unlikely to have enough time.
British ambassadors are almost always professional diplomats rather than political appointees. Filling overseas posts involves a formal civil service process with advertisements, applications and interviews.
It’s unusual, but not unknown, for non-diplomats to become ambassadors, and some have suggested Johnson as prime minister might appoint someone seen as strongly pro-Brexit and friendly to Trump. The president has previously said Brexit champion Nigel Farage would be a good choice, though Farage this week ruled himself out.
May’s spokesman, James Slack, would not comment on the timetable, saying only that “in terms of this particular replacement, that will take place in due course.”
Foreign Office Minister Alan Duncan said Darroch’s replacement would be appointed in the “proper way.”
“The next ambassador will be appointed in the usual way by the prime minister on the foreign secretary’s recommendation with the approval of Her Majesty The Queen,” he told lawmakers.
British officials are hunting for the culprits behind the leak of Darroch’s confidential memos, intended to be seen by a small group of senior politicians and officials. The cables published by the Mail on Sunday newspaper covered the period between 2017 and recent weeks.
Officials have said they think it’s 50-50 whether the mole is found.
Duncan said Thursday that the investigation had so far found no evidence that the security breach was a hack, rather than a leak.
“Our focus is on finding someone within the system who has released illicitly these communications,” he told lawmakers.
A key question hanging over Benjamin Netanyahu’s re-election campaign is whether he will fulfil an apparent pledge to annex part of the occupied West Bank. But in TIME’s interview with the Israeli Prime Minister, he would not be drawn on the controversial policy — saying only that it might be possible “in the framework of an agreement with the United States.”
Asked directly if he would annex current settlements, Netanyahu said: “It’s something I would like to do in the framework of an agreement with the United States. And it certainly does not do away with the prospect of a political agreement.”
Netanyahu had earlier said he would extend Israeli “sovereignty” over parts of the West Bank, a statement widely interpreted as a pledge to annex a portion of the Palestinian territory Israel has controlled for 52 years. Such a move would fulfill the wishes of many in Netanyahu’s rightwing Likud party and other hardliners who view the swath of land that extends to the Jordan River as part of biblical Israel.
But in his interview with TIME on June 25 Netanyahu attempted to remain ambiguous. “I didn’t actually use the word [annexation], I think,” he said. “I’m not sure if I used that word or the application of Israeli law. There’s a subtle difference between them.” Pressed on whether he intends to legally annex, he said, “we’ll get to that point and I’ll make it clear when we get to that point.”
Almost 3 million Palestinians live in the occupied West Bank, whose Ramallah-based leadership has forsworn violence and whose security apparatus cooperates with Israel’s. A further 2-million Palestinians live in Gaza, controlled by the militant group Hamas. Israel and Egypt have enforced an effective 12-year blockade over the strip since Hamas took over in 2007 and the rockets Hamas’ fires at Israel are often intercepted by the U.S.-funded defense system known as the Iron Dome.
But some Israeli security experts say Netanyahu has strategically sustained the militant group while simultaneously de-legitimizing the Palestinian Authority in order to avoid making compromises that would harm him domestically. Flirting with legal annexation, they claim, is another high risk bid for political survival at a time when it is most at risk.
Former Mossad director Danny Yatom says Netanyahu can point to the instability and violence on the Gaza strip and say “this is the way Palestinians are behaving once they are independent. Do you want us to see the same phenomenon in the West Bank?” Netanyahu “does not want to talk to [Palestinian Authority President Mahmoud Abbas] because he understands that once he will have to sit and negotiate he will have to make concessions,” adds Yatom, who directed Israel’s intelligence and counterterrorism agency between 1996 and 1998.
Netanyahu does not see it that way. In an interview with TIME at his Jerusalem residence, the Prime Minister argued that it was Palestinian recalcitrance that had prevented a resolution to the conflict and accused the international community of “pampering” Abbas. “They were offered everything, just about everything in Camp David in 2000, with President Clinton and the then Prime Minister Barak, and they walked away from that,” he said. “They walk away each time. They walked away with [former Prime Minister Ehud] Olmert. They walked away with Obama when President Obama and John Kerry wanted to propose a framework for negotiations.”
Olmert has called Abbas a “great leader” and claims the two would have reached a peace deal had their talks not been derailed by the legal woes that led Olmert—who was later imprisoned—to resign.Polling shows that about half of Israeli Jews still support a Two State solution to the conflict, but most are deeply skeptical of the ability of talks to deliver peace.
President Trump’s administration has pursued an entirely different strategy. The U.S. has moved its embassy to Jerusalem, cut funds to Palestinian refugees, and endorsed Israeli control of the Golan Heights which, like the West Bank and Gaza, Israel captured during the 1967 War. Negotiations were delegated to Jason Greenblatt, an advocate for Israeli settlements on the West Bank, and to Trump’s son-in-law, Jared Kushner. On June 30, Greenblatt and U.S. ambassador to Israel David Friedman—who has claimed Israel has “the right” to annex some territories in the West Bank—inaugurated a settler archeological project in East Jerusalem, which the Palestinians see as the capital of their future state.
Palestinians see the expansion of Israeli settlements in the occupied territories—which are illegal under international law—as a form of de-facto annexation, reducing the viability of a future Palestinian state. But unilateral annexation of all or part of the West Bank would upend international norms, deliver a mortal blow to the fragile legitimacy of the Ramallah-based leadership, and undermine Israel’s status as a Jewish-Democratic State. Says Yatom, “It will diminish our political posture in the world. We will be treated like South Africa was under the regime of [apartheid].”
According to research commissioned by Commanders for Israel’s Security (CIS), whose members include the majority of Israel’s available security forces generals and directors, annexation would also impose enormous financial and security costs on Israel. If it results in the collapse of Israeli-Palestinian security co-operation, as CIS predicts, experts say the entire standing army as well as mobilized reserves would be required to administer the West Bank, diverting military resources from checking the Lebanon-based militant group Hezbollah, Iran, and its proxy militias in Iraq and Syria.
Netanyahu has a history of making incendiary statements in the run up to elections. In 2015 he mobilized his right wing base by warning that his center left opposition was bringing Arab voters “on buses” to the polls. But some CIS leaders claim the ambiguity of his pre-2019 election comments on Israeli sovereignty in the West Bank was deliberate.
It appeals to hardliners in Israel’s parliament who could bolster his chances of surviving pending corruption indictments, while still leaving enough wiggle room to back away from legal annexation. Extending “sovereignty” could imply also imply taking legislative or administrative steps that reduce the difference between Israelis who live across the Green Line—the demarcation line set out in the 1949 Armistice Agreements—and those who live to the west of it.
Even without formal annexation, Netanyahu’s critics in Israel say his accommodation of settlers and sidelining of the peace process has left the West Bank in a precipitous state and threatens Israeli democracy.
Avner Gvaryahu, a former sergeant of an IDF sniper team, tells TIME that the civil society organization he now directs, called Breaking the Silence, aims to alert Israelis to the reality of “normalized” occupation. It was not so much the occasional incident of theft or destruction of property he says he witnessed that pushed him to question its morality, but the more mundane routine of forcefully entering Palestinian homes. “I’d find myself sitting in someone’s living room, seeing children’s toys or dishes in the sink or photo albums in someone’s house,” he says adding that often the head of the family would sometimes be blindfolded and handcuffed. “If the family wants to use their bathroom or their kitchen they needed permission from me. I think that’s really what hit a chord.”
In an interview in the West Bank city of Hebron, Gvaryahu recalled seeing the hatred his team inspired in younger Palestinians and wondering how their actions were helping Israel.
“The situation is not stable,” says Ami Ayalon, a former director of Israel’s internal security agency Shin Bet and co-founder of Blue White Future, which advocates for a Two State solution to the conflict. Some local polls indicate that about three quarters of Palestinians no longer support the strategy of Abbas, an 83-year old chain smoker who opposed the bloody violence of the Second Intifada, which cost thousands of lives. “I don’t know when it will happen but I know that it will happen,” says Ayalon. “We shall face violence. I see it written on the walls in Arabic, in Hebrew and in English. We just have to read it.”

The USTR did not respond to a request for comment. In the January letter to the USTR, Walmart said it wanted a six-month delay in the implementation of the rules, but that did not happen. Washington did raise concerns about the policy with New Delhi, but India gave a non-committal response, an Indian trade ministry official told Reuters at the time. Walmart's problems in India highlight the regulatory complications it faces as it restructures its international business to boost growth and online sales. Mexico's competition regulator recently blocked its acquisition of delivery app Cornershop, while in Britain it was stopped from merging its British arm Asda with rival Sainsbury's. SMALL TRADERS VS BIG RETAILERS Reuters obtained the two-page representation Walmart sent to the USTR through a Freedom of Information Act request first filed in January. The USTR in February provided a heavily-redacted version of the document, citing confidentiality reasons. In consultation with Walmart, it withdrew most of those redactions this week following an appeal from Reuters. Although Reuters asked for both Amazon and Walmart's communications, the USTR responded saying it found only one e-mail with Walmart's representation between Dec. 22 and Jan. 28, the period for which the records were searched. Since the policy has been announced, Indian oil-to-telecoms conglomerate Reliance Industries has repeatedly talked about its plans to diversify into e-commerce. Walmart's document released to Reuters did not name Reliance, but the Bentonville, Arkansas-based company argued the policy discriminated against foreign firms, and not just in favour of small domestic players. "The purported rationale of such regulations is to protect small retail players who are seen to be threatened," Walmart said, but added: "This argument does not account for why there should be differentiated treatment between large foreign eCommerce companies, and large domestic companies." In the past six months, several Walmart executives have also weighed in publicly on India's new e-commerce policy, including Chief Executive Doug McMillon, who said in February the company was disappointed by the Indian government's decision. "We hope for a collaborative regulatory process going forward, which results in a level playing field," he said. DEFENDING E-COMMERCE India's Commerce Minister Piyush Goyal has said the government was committed to protecting small traders, but open to ironing out policy-related issues. Goyal said on Twitter on on Wednesday he had met Walmart International's CEO, Judith McKenna, and discussed ways of boosting sales of Indian-made products. In a closed-door meeting last month, however, Goyal warned both Flipkart and Amazon to comply with the new rules in letter and spirit, and questioned them on their discounting policies, Reuters has reported. Amazon was not aware of Walmart's January representation to the USTR, according to a person with direct knowledge. The company in a statement said it continued to engage with New Delhi to enhance infrastructure and create jobs. Walmart told the USTR in January that its unit Flipkart, as well as Amazon, had opened many new distribution centres over the past three years in India, creating thousands of jobs and greatly benefiting to consumers. It warned of "serious consequences" if the new policy was implemented hastily. "The lack of policy stability makes it very difficult for companies to continue planned investments, both in the eCommerce sector and beyond," Walmart wrote.
The government wants market regulator Sebi to probe role of all board members and every entity associated with the two main promoter groups of InterGlobe Aviation and take strict action for all wrongdoings, officials said.InterGlobe Aviation is the parent of the country's largest airline IndiGo.There are indications about violations of corporate governance, fair market trade and insider trading rules and the regulator needs to probe role of each and every entity associated with all board members and promoter-linked entities, according to the officials.The stock exchanges would collate data for all suspicious trades over the past one year, especially of those associated with all board members, including independent directors, and by entities directly or indirectly associated with the two warring promoter groups, officials added.Sebi had launched a probe a few months ago into suspicious insider trade violations in connection with trading in shares of InterGlobe Aviation.This probe has been expanded now to include alleged violation of corporate governance, disclosure regulations and insider trading rules at a much wider level, the officials said.The regulator has already asked the company to reply by July 19.Besides, a number of individuals, including executives and board members and promoters of the company would be summoned soon by the regulator as part of the probe, officials said.The regulator is especially looking into allegations of violations of corporate governance norms and questionable related party transactions by Rahul Bhatia-led group as alleged by co-founder Rakesh Gangwal, who has also sent copies of his complaint to multiple top officers of Sebi to Prime Minister Narendra Modi and other ministers.Bhatia and his affiliates (IGE Group) has around 38 per cent stake while Gangwal along with his affiliates have about 37 per cent shareholding in InterGlobe Aviation.Shares of InterGlobe Aviation have taken a beating for two straight sessions after the promoter spat came into the public on Tuesday.The differences have been simmering for nearly a year. Referring to various events at the company, Gangwal in the notice for proposed extraordinary general meeting had said that events go "far beyond just poor governance and even a 'paan ki dukaan' (betel shop) would have handled these matters with more grace".Among the issues flagged by him are that various related party transactions with the IGE Group were executed without seeking the audit committee's approval and without seeking competitive bids from third parties, and non-appointment of an independent woman director.Regarding the board's decision to reject request for an extraordinary general meeting, Gangwal alleged that legal requirements and basic governance norms were violated by not providing board members timely material facts prior to voting by board, among other factors.After Gangwal wrote to the board seeking an extraordinary general meeting, Bhatia, on June 12, opposed the proposal.Bhatia had written to the board alleging that the genesis of Gangwal's angst was his "hurt ego" and refusal of IGE Group to entertain his "unreasonable demands".On Wednesday, Bhatia's group said that all related party transactions with the company have been executed at arms length basis in ordinary course of business.
Apple Inc's top-end iPhones, assembled in India by Foxconn's local unit, are likely to hit Indian stores next month, a source said, potentially helping the tech giant drop prices in the world's second-biggest smartphone market.Some approvals are pending, but the India-made iPhone XR and XS devices are expected to hit the market by August, the source said, asking not to be named as the matter is not public.Apple did not immediately respond to a request for comment. This makes sense – our economy is currently sized at $2.7 trillion, and our population is around 1.35 billion.This is considerably behind the United States ($62,641) and not even a fourth of China's $9,770.80.The Bank's data show that India's GDP per capita grew by 5.9% in 2018 over 2017. That was the slowest since 5.14% in 2013. Growth in per-capita GDP during Modi 1.0 tells the story: 6.19% in 2014, 6.8% in 2015, 6.99% in 2016, then 6.04% in 2017 (post-demonetization).Like all good CEOs, Prime Minister Narendra Modi sets stretch targets. We have been challenged to hit $3 trillion in GDP in fiscal 2019-20, and the New India goal is to be a $5 trillion economy by 2024-25. About time, too: India is projected to be the world's most populous country by 2025, with at least 1.45 billion people. Our per-capita GDP, if we hit the $5 trillion mark, will be around $3,600.Finance Minister Nirmala Sitharaman said in her budget speech last Friday: "In Purchasing Power Parity terms, we are in fact, the 3rd largest economy already, only next to China and the USA." That is true in PPP terms (although, at $9.33 trillion, we are considerably behind China at $22.54 trillion and the US at $18.22 trillion).India's PPP per-capita GDP (measured in 2011 dollars) rose to $6,899 in 2018 from $1,886 in 1991, when economic reforms began. Many economists believe PPP is a better gauge of an economy's strength.You could argue that a $5 trillion economy is the minimum we should aspire to, given our size and population. Right now, India is just about at the level of lower middle income countries in PPP terms (average $6,777). Ahead of India are a large number of countries, notably China ($16,187), the United States ($55,681), Canada ($44,051), France ($39,556), Germany ($45,959), and Japan ($39,294). Even Sri Lanka ($11,955) looks better-off than us.Undaunted, like Miss Adela Quested in A Passage to India, we will continue on our fateful climb to the upper Marabar Caves, leaving behind the mirage stirred up by "professional pessimists", as the prime minister put it.The Economic Survey drew a pragmatic blueprint for the next five years. "To achieve the objective of becoming a US$5 trillion economy by 2024-25, India needs to sustain a real GDP growth rate of 8%," it says. "International experience, especially from high-growth East Asian economies, suggests that such growth can only be sustained by a 'virtuous cycle' of savings, investment and exports catalysed and supported by a favourable demographic phase."How are we doing on those metrics? Household savings rates have declined steadily over the recent past – to 17.2% in 2017-18 from 23.6% in 2011-12. Our overall savings rate was at a weak 30.5% in 2017-18 from a high of 37.8% in 2008. Private investment is still moribund. Our trade deficit is rising on the back of weak export growth.The 2019-20 budget, short on numbers, is not likely to set off a frenzy of investment. Even the ambitious fiscal deficit target of 3.3% of GDP was revealed by Sitharaman after her speech.How will the government finance its expenditure, including a Rs 70,000 crore capital infusion into still-struggling public-sector banks and a six-month credit guarantee for crisis-hit NBFCs, as well as its agriculture and social-welfare plans? Gross tax revenue would have to grow in 2019-20 at more than twice the pallid rate of 8.4% in 2018-19. The GTR was hit by lower receipts from both GST and direct taxes. Gross government borrowings are projected at a whopping Rs 7.1 trillion, surging from 5.7 trillion last year. "Simultaneously delivering on fiscal consolidation and raising incomes will be extremely challenging for India's authorities, particularly since growth is likely to remain weak over the coming year," Moody's Investor Service said.One senior economist told me the unrealistic number are untenable. "The tax authorities are being given unrealistic targets that will lead to tax terrorism," he said. "The spending ministries are being given allocations that they cannot spend."A pliant Reserve Bank of India has been more than happy to help. It has cut interest rates three times this year, and it purchased 60% of last year's government bond issues in the open market. Now, the government is waiting expectantly for the Bimal Jalan committee report next week, which might be the Open Sesame it needs to access the central bank's huge reserves.Still, the government's plans to borrow as much as $10 billion through sovereign bonds overseas, combined with optimism that both the RBI and the U.S. Federal Reserve might trim interest rates, has received a thumb's-up from bond markets. The yield on the benchmark 10-year government bond has fallen to around 6.54% (it hit 8% last year), narrowing the real interest rate, that is, the gap with inflation, which is around 3%.But things are going to get worse before they get better. This year's monsoon will be deficient. Even if banks start to lend again, private investment revives, and a NBFC shakeout takes place, we are looking at two more years of pain. Will we achieve 7% GDP growth this year, and vault to 8%-plus in the remainder of Modi 2.0? That would be the stuff of legend. Right now it is legerdemain.
MUMBAI: Baring Private Equity Asia has signed a definitive agreement to acquire healthcare analytics company CitiusTech from its current PE backer and serial technology entrepreneurs Rizwan Koita and his fellow Indian Institute of Technology alumnus Jagdish Moorjani in a deal valuing the company at a little over $1 billion.The formal agreement was signed on Thursday and a public announcement is expected within a few days, people with knowledge of the matter said. This will be the largest buyout in the healthcare tech space involving an Indian company till date.ET reported in its July 8 edition that Baring was the frontrunner in the transaction.The deal was signed after a highly competitive bidding process that attracted some of the largest buyout PE funds, people aware told ET. Baring eventually outbid New Yorkbased PE giant KKR.The Hong Kong-based $17 billion fund also fended off two other groups – Goldman Sachs with New Mountain, and Chrys Capital along with Ontario Teachers' Pension Plan. CitiusTech also drew interest from Blackstone, Bain Capital, Apax and CVC Capital Partners, among others.The binding offers were submitted in the first week of July.CitiusTech provides healthcare technology services and solutions to medical technology companies as well as healthcare and life sciences organisations. It employs over 3,000 people and has centres in India, Singapore, the UAE, the UK and the US.The company posted $175 million in revenue with a 27-30% operating margin in fiscal 2019 and clocked an estimated Ebitda of $55-60 million. The company therefore was richly valued at 18x forward multiple.PE firm General Atlantic had invested $111.25 million in CitiusTech in March 2014 and owns about 32% of the company, with Koita, Moorjani and employees holding the rest. GA had mandated JP Morgan in April to find a buyer. GA is expected to make in excess of a 3.5x return on its investment.Baring will end up owning about 80% of CitiusTech through a combination of primary and secondary sales, but the founders and the management team will continue to run the business.Baring, GA and CitiusTech were not immediately available for comments.This would be Baring PE Asia's first healthcare tech investment in India, after owning healthcare platforms and pharmaceutical companies in China and Japan.

We have been putting up about billion dollars a year to work in India at an average for the last five years and we are hoping to increase that base, says Ravi Lambah, Senior Managing Director, Temasek India. Excepts from interview with Avanne Dubash of ETNOW. Can you tell us how the journey for Temasek India has been and how has the portfolio value grown?We have been here for the last 15 years. This is our 15th year in India. We have reached a record high in our portfolio in India with that $11 billion. It represents 5% of our global portfolio. In Temasek we ended March 2019 with a portfolio of $313 billion. The India portfolio has been quite focussed on playing the consumption theme in the country as well as looking at beneficiaries of the consumption theme. We have been invested in financial services for a long time -- in the banks, newer sectors like insurance that have given us the opportunity for capital work. We have been in technology, we have been in fast moving consumer goods, in retail, in healthcare and pharmacy as well. From that perspective the scorecard has been good. We have been putting up about billion dollars a year to work in India at an average for the last five years and we are hoping that we will increase that base. Given that things are looking a tad fragile across the world, do you think that 5% could grow for the India portfolio?Well the world is certainly in a bit of an uncertain volatile space. We do see the US-China trade relations including Brexit uncertainties and some fragmentation in the political scenario in Europe all of this contributing to what we would call some uncertainties for the world which will have an impact as we look at our investments across globally not just India. But in India, we are focussed on growing the portfolio, we want to do more. If I look back, in last five years, we have put up about a billion dollars a year every year into India and we would like to increase that pace of investment. The Modi government is back with a higher mandate and the reforms process has been on full swing. What are some of the key reforms that you are hoping for?We saw reforms in the first five years. We saw some positive moves in the bankruptcy code, we saw some positive steps towards resolving the NPLs etc. as a result of the bankruptcy code. Then of course we saw GST reforms kick in and we would expect the reforms to continue. Not just new reforms, but also execution of reforms that they initiated. As we look at the forward trajectory of the country, we think growth will be driven by these reforms and we remain positive. The maiden budget of Nirmala Sitharaman focussed a lot on investment-led reforms, clearing up the mess within the NBFC space that has thrown open a lot of opportunities. Would you be looking at any?As I said before, we are very focussed on finding more opportunities to grow our portfolio in India. This is not necessarily a result of short-term developments via long term. We at growing our portfolio over the long term. We look at putting capital in the companies that generate value over the long term and as a consequence of the budget which we think is fiscally prudent, it is driven towards long term orientation growth of the economy. We are focussed on where we have always been, which is around consumption and infrastructure themes that help us increase our exposure to the country. You also had the reform that announced that the promoter shareholding in listed companies cannot exceed 65%. This means that in a lot of marquee names, there is going to be a lot of opportunity. I know you said you are not looking short term, but what kind of an opportunity do you think it presents players like a Temasek?The reforms or steps such as these that may throw out opportunities have been happening not this year they have been happening for a long time and every geography you see, policy changes, regulatory changes throw up opportunities and from our perspective, we go back and look at what where we want to put capital to work. If those industries or those companies are where we want to put capital to work, then we will evaluate them for their own merits on the case basis. The fact that there is a development that throws up opportunities does not really mean that we change the way we look at how we want to deploy capital. But would you be takers in any of them as of now?We will look at every one of them and it is not fair for me to comment on any particular ones. But yes, we will look at each of them on a case basis. Is insurance a sunrise sector? You have investments over there. Are you looking at upping stake in SBI General?So it is unfair for me to comment on any particular investment opportunity that we are looking at but all I can tell you is that we see the insurance sector -- both life and general -- as a very long runway. It has just started from the perspective of an investment and if you look at the IBF Forecast, they talk about insurance being a $280 billion market in the next five years.We will continue to look at opportunities here both in life and general. We already have stakes in some companies like SBI Life as you mentioned and we are looking to increase our exposure across the sector.What about the traditional banking space? Do you think that private banks will continue to outperform the PSBs which are struggling with recapitalisation, NPA stress?Actually banking sector is a space that we really like. We have been invested in the banking sector since we started in India which was 15 years ago. So this is our 15th year operating in India and banks have always been a very key part of our portfolio then and continue to be. We see banks as a proxy for growth of the economy as a whole and we have invested in the private banks. We have invested in the PSB banks as well in the past. Ultimately for us, banks is a key part of our portfolio here. Whether we increase or decrease really depends on how we see valuations playing out through our intrinsic value test. You spoke of infrastructure. Government is going to focus on it quite a bit. Do you prefer to ride this sector via themes like say steel or cement? Infrastructure as an ingredient for the economy in India is actually absolutely key and we have been playing exposure to the infrastructure sector in a diverse manner, in diverse ways. For example, we talked about our investment last year in Adani Port. We invested in the NIIF that the government initiated last year, the infrastructure fund. Then we have a very large portfolio company ecosystem in the country like Keppel, Sembcorp which are in the power sector and the port sector. We have been exposed in them through. We have also got Ascendas-Singbridge which is one of our portfolio which is CapitaLand Ascendas Ascendas-Singbridge now. They have been through merger recently in Singapore. We have created a JV with them in India where we have committed to invest capital with them again in the commercial space and logistics and warehousing as well. We find infrastructure is the key part of the economy. We see key to driving growth in the economy. We like the fact there is lot of focus on it both from the government and the private sector and as far as we are concerned we also are tracking that very closely. What about reports of Emami Cement?It is unfair for me to comment on specific situations. But yes I think broadly we would like to stay focussed on this space. India's telecom sector has gone through a fairly rough patch but there are reports that now things will stabilise. Most of the big companies are looking at raising funds in order to beef up their balance sheet. You have exposure to the sector as well. Can you tell us what is your outlook on pricing stability, pricing power within the space?The Indian telecom sector again is one we have been exposed to since the very long time. In the late 2000s, we started getting exposure here. The sector went through quite a difficult ride where it was overcrowded. There were too many players and that process the market has now consolidated back into a few players. Structurally, the sector is in a much more positive space than it was in the past decade or so. Going forward, we have to see how execution of the telecom sector players on the business plans will come out. India will see 500 million more internet users over the next five years. There is tremendous amount of growth coming in . Question really is how will they execute through their plans to increase value of the business and provide better connectivity through 5G which is going to be another game changer in the space?Traditionally a lot of telecom sector focus has been on the B2C market serving consumers like you and me but integral part of 5G will be B2B that is providing connectivity to industrial companies so they will have to reorient the way they think about it. But having said all of that, it opens up a whole a new market opportunity for telecos. We see the space as better space than before. Now it is all about execution going forward. You touched upon consumption. We are seeing a slowdown within the space. Is the pain likely to continue and what is your outlook in terms of opportunities?Yes, there has been a slowdown in the consumption space in the country and I think it is a matter of short term slowdown driven by certain factors that are contributing to it but long term again we feel that consumption is a space we want to play as a theme. We want to play we have been doing it forever as long as we have been here. I will talk about a few things. For example, we defined consumption very broadly, consumption can be in healthcare, so we hav investments in healthcare; it can be technology we have investments in technology, it can be financial services, we have got investments in fintech; it can be in infrastructure so we have got investments. I think about consumption in longer term and because we are long term oriented and building our portfolio, there is no turning back, actually. So we are not fazed by short-term volatility and we are focussed on companies that can cater to the long-term theme of consumption in the country. This FPI issue seem to have spooked the markets a little bit. How you are looking at it given that the CBDT seems to be very fixed on their stance?From our perspective the way we have invested in India, nothing has changed for us. We never had any hurdles as such putting capital in or taking capital out. So, it is business as usual. There are very interesting options with the start ups. You have exposure to Ola, fintech companies etc. We are going to see many more unicorns in India as well. You have benefited from some. Can you tell us a little bit about the startup game and opportunity?If you look back, India did not have a lot of start ups in technology, in fintech etc. Over the last five-seven years or so, it has developed as a really interesting space for investments and that is why you are seeing investments coming through from a very broad range of asset classes as venture capital, angel investing, venture debt etc. So, we have InnoVen which is a venture debt firm which is looking at that space. In venture capital, we have Vertex part of our portfolio looking at that space. Then we have the growth aspect of that. We come in with our own balance sheet. From a Temasek view, looking at financing start ups through their lifecycle as they get bigger is something we have been playing for quite some time now. Our investments four-five years ago were in BillDesk and Policybazaar, Info Edge, Zomato. More recently we have done deals like Ola that you talked about and Pine Labs. The focus is the following right. We are trying to find start ups that have what I would call differentiated solutions for solving problems that exist in the economy now. It t could be a problem that is based on the sharing economy. So you come in and provide a solution that helps you drive better sharing solutions in the market. Ola does that. It could be something that is playing to a connected world. These are themes and trends that we are tracking very closely and which come together. We are trying to focus our investment efforts on start ups that can actually provide a good solution, have great management and promoters behind the companies and they can take that forward and try to become a market leader. So to the extent, we can pick those winners early, we want to finance them early and finance them through their lifecycle so we can get the benefit of compounding our equity investment but more importantly, as we support them they will go and diversify into doing different things and we will get to partner with them there too and then as that ecosystem grows, it all connects back into our ecosystem. Temasek, consolidates over a $100 billion of revenue that we own in our companies and there are many companies that we do not consolidate but where we are pretty important shareholders. When we think about these startups, they need a go-to-market, they need to go and sell their products and solutions to companies. We see our ecosystem benefiting them too. That is a value we try to bring, not just to the start up but also to our mature companies. How are you looking at the long term story for India versus some of the other emerging market peers? What are the challenges and opportunities ahead?We are a long-term positive on India. India is amongst the fastest growing economies in the world. There is $45 billion of FDI coming in the country. We find the reform and the policy steps to be positive so we find the environment to be very conducive for us to put in capital. It plays very well to our themes around the growing middle class that talks about the sharing economy, they talked about its pertaining it sort of hitting at that theme very closely. From our perspective, as we look at opportunities around the world, we are very bottom-up focussed. We do not allocate funds to a sector or a geography globally. We bottom up and look at all our investment opportunities and we focus on certain sectors that we like. In India, I talked about consumption. If I put all that together, we remain very positive. Like I said, we put a billion dollars a year for the last five years. I am hoping that we can increase that to a higher number over the next five years.
BENGALURU | MUMBAI: India's top IT services provider Tata Consultancy Services is betting on the three Ps — patents, products and platforms — to create a new business model and power its next phase of growth, chief executive Rajesh Gopinathan said, a business shift that will need changes to the company culture.The push for the three Ps is still a work in progress, but the bet is set in stone, Gopinathan said. "How we leverage knowledge in a systematic way is a big issue. We have been doing it intuitively — we need to do it systematically. That is the big focus area for the senior people," Gopinathan told ET in an interview. In October, TCS moved routine responsibilities around quarterly growth targets to its next rung of leaders, freeing up top management to chart the new growth trajectory.The company has world-class capabilities and is also the best in pockets, but the business model of the future depends on converting knowledge into assets that can be licensed, he said. "In multiple industries, we are trying to see how we can build products, how we can build platforms and how we can set ourselves up as an ecosystem," Gopinathan said.To get to a future defined by products, TCS is working to change its culture — from one that focuses purely on services-led thought to one on understanding what part of its work is repetitive, what is the 'creative' aspect and then patenting those solutions, and crafting products and platforms. This cultural shift is being driven by Ravi Viswanathan, its chief marketing officer."The important thing is that we are going through a process that enables people to identify the creative part of what they are doing, rather than the repetitive part," said NG Subramaniam, chief operating officer at TCS. The idea is to identify unique TCS solutions and then work to recognise their value. To get employees to think about the creative, patentable parts of their job, TCS is creating forums, and placing patent walls in delivery centres that will list the number of patents from each centre. "The idea is to celebrate knowledge," Gopinathan said.To be sure, TCS' strategy is not unique. IT services companies have been looking at platforms and products as a way to grow in a non-linear manner, as they try to decouple revenue and headcount growth and boost margins. However, TCS' way of achieving the goal is different. Rather than creating product groups or bringing in product experts, TCS believes it can tap internal expertise to achieve its target.The No 2 software services firm Infosys, under former CEO Vishal Sikka, also wanted to create a product-led strategy. That, however, caused significant issues within the company as existing employees felt devalued with the entry of a large number of talented people with product experience.TCS has filed the most number of patents (4,596) till date, compared to peers Wipro (over 2,200) and HCL Technologies, according to research by ISG, a global technology research and advisory firm. A majority of its patents are in big data and analytics, followed by machine learning and intelligent computing. The company has also been adding patents for the iON platform, it said.The shift in strategy to streamline its IP-creation process will help the company, according to analysts. "A player as large as TCS may have best practices followed by different teams in silos often failing to consolidate those approaches, resulting in disparity in servicing clients. This is a great approach to consolidate best practices within the firm and focus on protecting critical TCS IP as well as provide specific solutions," said Mrinal Rai, principal analyst at ISG.
