A senior military officer has accused the Air Force general tapped to be the next vice chairman of the Joint Chiefs of Staff of sexual misconduct, potentially jeopardizing his nomination.

Members of Congress have raised questions about the allegations and the military investigation that found insufficient evidence to charge him.

The officer told The Associated Press that Gen. John Hyten subjected her to a series of unwanted sexual advances by kissing, hugging and rubbing up against her in 2017 while she was one of his aides. She said that he tried to derail her military career after she rebuffed him.

Reuters: Trump accuses Iran of secret nuclear enrichment, says sanctions to be cranked up 'substantially'

WASHINGTON/VIENNA (Reuters) - President Donald Trump accused Iran on Wednesday of secretly enriching uranium for a long time and said U.S. sanctions would be increased "substantially" soon, as the U.N. nuclear watchdog held an emergency meeting on Tehran's breach of a nuclear deal.

Washington used the session of the International Atomic Energy Agency's 35-nation Board of Governors to accuse Iran of extortion after it inched past the deal's limit on enrichment levels, while still offering to hold talks with Tehran.

Iran says it is reacting to harsh U.S. economic sanctions imposed on Tehran since Trump pulled out of world powers' 2015 nuclear accord with the Islamic Republic last year, and says all its steps were reversible if Washington returned to the deal.

Iran's president taunted Britain on Wednesday as he accused 'hopeless' leaders of being 'scared' after a Royal Navy vessel was sent to escort a UK oil tanker through the Strait of Hormuz.

Hassan Rouhani told a Cabinet meeting that the UK is 'the initiator of insecurity' in the Persian Gulf and 'will realise the consequences later'.

It comes after Royal Marines seized an Iranian oil tanker off the coast of Gibraltar last week, which Britain says was violating EU sanctions by carrying fuel to Syria.

Iran denies the vessel was bound for Syria and says the UK acted on behalf of the United States, which has separate sanctions in place against Tehran itself.

Senior Iranian politicians have threatened to retaliate by seizing a British tanker.

How Did U.S. Javelin Missiles Sold To France End-Up In Libya?

Al Jazeera: Missiles found on pro-Haftar base in Libya belonged to France

France says armaments were meant for 'self-protection' of counterterrorism unit in Libya but were 'unusable'.

The French military said on Wednesday several Javelin missiles found in a rebel base in Libya were purchased by the French government from the United States but were defective and were meant to have been destroyed.

In a statement sent to reporters, the army ministry said the missiles were intended for the "self-protection of a French military unit deployed to carry out counter-terrorism operations".

"Damaged and unusable the armaments were being temporarily stocked at a depot ahead of their destruction" the ministry said adding that "they were not transferred to local forces".

It is the first time since 2016 that France has publicly acknowledged it still has special forces deployed in Libya. It is not clear how many troops are deployed.

German Chancellor Angela Merkel was seen shaking as she met Finland's visiting Prime Minister in Berlin on Wednesday - her third shaking bout within the last month.

However, the 64-year-old was quick to assure the public all is well at a joint press conference with Antti Rinne, later in the afternoon.

Earlier in the day, Merkel could be seen trembling as she stood alongside Rinne, watching the military honours that marked the Finnish Prime Minister's arrival.

As the camera pans, the 64-year-old can be seen clasping her hands momentarily, before she drops them to her side and her entire body appears to shake uncontrollably back and forth.

Iranian Vessels Tried to Block the Passage of a British Ship, the U.K. Says

(DUBAI, United Arab Emirates) — Britain said Thursday that three Iranian vessels unsuccessfully tried to impede the passage of a British commercial vessel through the Strait of Hormuz, signaling a further escalation of tensions over a 2015 nuclear deal between Iran and world powers.

The Iranian vessels only turned away after receiving “verbal warnings” from a U.K. navy vessel accompanying the commercial vessel British Heritage, the U.K. government said in a statement. “We are concerned by this action and continue to urge the Iranian authorities to de-escalate the situation in the region,” it said.

Iran’s Revolutionary Guard denied the allegations, saying if it had received orders to seize any ships it would have executed them immediately.

The semi-official Fars news agency carried a statement from the Guard’s navy early Thursday saying “there were no clashes with alien boats, especially English boats.”

The incident was reported a day after Iran’s president, Hassan Rouhani, warned that Britain will face “repercussions” over the seizure of an Iranian supertanker last week that authorities in Gibraltar suspect was breaching European sanctions on oil shipments to Syria.

Rouhani was quoted by Iranian state media as saying the seizure was “mean and wrong.”

Iranian Foreign Minister Mohammad Javad Zarif denied the supertanker belonged to Iran, saying whoever owned the oil shipment and the vessel could pursue the case through legal avenues.

Iran had earlier summoned the British ambassador over what it called the “illegal interception” of the ship.

It marked the latest escalation of tensions in the Persian Gulf over the nuclear deal.

Since Trump withdrew from the nuclear accord, the restoration of heavy sanctions on Iran, including its oil industry, has exacerbated an economic crisis that has sent the currency plummeting.

The U.S. has meanwhile sent thousands of troops, an aircraft carrier, nuclear-capable B-52 bombers and advanced fighter jets to the Middle East. Fears are growing of a wider conflict after mysterious oil tanker attacks near the Strait of Hormuz blamed on Iran, attacks by Iranian-backed rebels in Yemen on Saudi Arabia, and Iran’s downing of a U.S. military drone.

So far, the remaining parties to the nuclear deal — Russia, China, Germany, France, Britain and the European Union — have been unable to meet Tehran’s demands for enough economic assistance to offset the American sanctions.

In recent weeks, Iran began breaching the limits of the deal, both on the permitted stockpile of low-enriched uranium and the permitted level of uranium enrichment.

It also set an early September deadline for world powers to save the agreement, saying it would otherwise take a third step in going beyond the deal’s limits.

Iran maintains it is justified in breaching the limitations because the U.S. already broke the deal with its unilateral withdrawal last year.

Thailand’s Prime Minister Prayuth Chan-Ocha Names a New Cabinet

(BANGKOK) — Thai Prime Minister Prayuth Chan-ocha on Wednesday officially named his new Cabinet, a mix of members of the military government he headed after leading a 2014 coup and key politicians who helped him assemble a majority in the House of Representatives after March elections.

Prayuth will be both prime minister and defense minister in the 36-member Cabinet announced in the Royal Gazette.

Democrat party leader Jurin Laksanawisit will be a deputy prime minister and commerce minister, while Bhumjai Thai Party leader Anutin Charnvirakul will be deputy prime minister and health minister. Anutin campaigned for legalization of the production of marijuana to aid farmers.

The three other deputy prime ministers held the same job in Prayuth’s military government. One, Prawit Wongsuwan, was a senior career military officer like Prayuth. Another former senior officer, Anupong Paojinda, retains the post of interior minister.

The Cabinet members are expected to be sworn in next week.

The March elections were held under laws enacted by the junta to disadvantage established political parties. Critics also charged that the Election Commission helped the military-backed Palang Pracharath party, which backed Prayuth.

On June 6, the combined chambers of Parliament elected Prayuth prime minister by a vote of 500 to 244 for his opponent, anti-military candidate Thanathorn Juangroongruangkit.

Prayuth’s election was virtually assured because all 250 senators were appointed by the junta he headed. Every member of the Senate voted for Prayuth except for the Senate speaker, who abstained.

Analysts say the next government is likely to be short-lived because the coalition that supports Prayuth includes many political parties, each with its own agenda, and they will face strong opposition in the House, where they have only a slight majority.

The announcement of the new Cabinet came a day after Prayuth revoked dozens of special executive orders and vowed to stop issuing more as he prepared to lead an elected civilian government.

After seizing power, Prayuth gave himself special legislative powers that allow him to issue orders that have the force of law.

He signed an order Tuesday revoking 66 of the more than 500 executive orders he had issued. Critics claimed it was an attempt to make it appear that the military is relinquishing power and transitioning to an elected government, although the new government will have members of his military regime retaining key positions.

“The reason Prayuth revoked these orders is to help with image during the transition to the next government and to reduce pressure on him,” said Yingcheep Atchanont, program manager of the legal monitoring group iLaw.

Yingcheep said the junta has deliberately kept in place orders that enable the military to influence politics, such as one that allows soldiers to search and arrest people they suspect of threatening national security for up to seven days without charges.

The junta has regularly detained critics at military camps as a method of intimidation.

Another order Prayuth failed to revoke allows a committee to review and direct the removal of online content without a court order.

Prayuth said Tuesday he would no longer use his special legislative power, known as Article 44, which will cease together with the junta once the new Cabinet is inaugurated.

A Glacier the Size of Florida Is Becoming Unstable. It Has Dire Implications for Global Sea Levels

Melting ice sheets in the Antarctic, particularly one of the largest and unstable glaciers in the region, could significantly accelerate global sea level rise, according to a new report.

The climate scientists who measured likely outcomes of glacial melting at the bottom of the world focused the study on the Thwaites glacier, an area as large as Florida in western Antarctica that is considered the most unstable in the continent.

The study found that even if no further climate change happens in the future, more Antarctic ice sheets are likely to become unstable. It also states that as destabilization of glaciers in Antarctica continues, it’s increasingly likely that sea levels will rise more rapidly.

“Due to our past changes in climate there is a certain amount of sea level rise that will definitely occur in the future,” Alex Robel, a glaciologist and assistant professor at the Georgia Institute of Technology, tells TIME. He and two other scientists from the California Institute of Technology and the University of Washington wrote the report published by the National Academy of Sciences.

Earlier this year, a NASA-led study discovered that a giant cavity, two-thirds the area of Manhattan had developed underneath Thwaites, highlighting the unexpected accelerated melting in the region.

“It’s definitely distressing on a human level to think or realize the fact that there is a certain amount of not going back in terms of sea level rise that we’ve already committed ourselves to in the future,” Robel added.

The amount of ice flowing out of the region has nearly doubled in the last 30 years, losing 35 gigatons of ice per year between 2009-2017 alone. That amounts to 3% of the current rate of sea level rise according to Robert Larter, a Marine geophysicist at the British Antarctic Survey.

Marine ice sheets, which are formed when warmer ocean water melts the area between the sea’s ground floor and the ice causing a cavity, are at risk of collapsing. Scientists worry that would cause the remaining ice to melt faster.

“That’s a 3 percent contribution that wasn’t there 45 years ago,” Larter tells TIME. He says all of the ice in Thwaites glacier could increase the global sea level by a bit more than two feet. “If you have collapsed a whole glacial system then you’re creating a new front on the other glacial systems that were bordered to it. Things certainly won’t stop there,” Larter added.

Sea levels are currently rising at a rate of 3.3 millimeters per year, and have risen by 91 millimeters since 1993, according to NASA.

What did the study show exactly?

Robel, along with scientists Helene Seroussi and Gerard Roe used mathematical analysis and computer models to make projections of sea levels in the future. They wanted to understand how possible scenarios of future sea level rise might change over time as a result of marine ice sheet instability.

“The more this marine ice sheet instability occurs, the wider the range of possible future sea level rise becomes,” Robel says. “Not only that, but that range will start to skew towards scenarios of more rapid sea level rise.”

When they tested these predictions using a computer model of Thwaites glacier, they reached the same conclusion. The simulations confirmed what scientists like Larter have seen on field expeditions to western Antarctica and previous modeling studies of Thwaites glacier which have shown that the glacier is becoming increasingly unstable.

These simulations also show that there’s an important role for future expeditions to try to narrow down the possible scenarios of sea level rise from Thwaites, Robel says.

“There’s always going to be some level of uncertainty in terms of our future projections, but that doesn’t mean that we don’t know some very important things,” he added. For example it is certain that there will continue to be a rise in sea level because of past changes in climate, he says. “A fact that we have to keep in our minds next to that is that our future actions can significantly change how much sea level rise will occur in the future.”

“The bigger picture is there are some wild cards in the deck here and the more we’ve learned over the last few years the more the uncertainties are increasing,” Larter, who has studied Antarctica for 15 years and has traveled to Thwaites on scientific expeditions with the International Thwaites Glacier Collaboration, a partnership of scientists from the U.S. and the U.K., says. “Part of the aim of what we’re doing as scientists is trying to constrain the uncertainties and give better predictions, but in some ways the more we’re finding out the more uncertainties we’re discovering.”

What does ice sheet instability mean for the future of Antarctica and the world?

West Antarctica has the potential to increase sea levels by 5 meters, while east Antarctica can add 50-60 meters should the continent’s ice completely melt, Anders Levermann, a climate scientist at Postdam Institute for Climate Impact Research in Germany, tells TIME. To put that in perspective, there has been about 20 centimeters of sea level rise in the last 100-120 years, according to Levermann.

Since 1992, satellite observations for Antarctica have found that ice sheets are contributing to global sea level rise. Most of the ice loss from Antarctica comes form western Antarctica.

What is still uncertain is how fast the continent is losing ice or if the instability of the Thwaites marine ice sheet is the result of climate change, but Levermann says there simply hasn’t been enough research to know for sure.

“It is very curious that for 10,000 years nothing has happened in western Antarctica, and now it’s [unstable] 100 years after we started messing with the temperature of the planet,” Levermann says. “The warmer we make the planet, the more ice we lose.”

He added that there are more marine ice sheets in Antarctica that could become destabilized if warming continues.

Levermann says scientists will know much more in the next 20 years at the current rate of research, and adds that the world needs to prepare for significant sea level rise by the year 2100 and monitor changes to Antarctica and Greenland.

The Intergovernmental Panel on Climate Change predicts a rise of 0.26 to 0.77 millimeters in sea level by the year 2100 if warming increases by 1.5 degrees celsius, or 2.7 degrees Fahrenheit.

Why does sea level rise matter?

“Independent of whether this has been triggered by humans—which is a clear possibility without scientific proof yet—but apart from that, we increase the risk of sea level rise and accelerated sea level rise from Antarctica with a warming planet,” Levermann says.

Coastal cities throughout the world are at risk if sea levels continue to rise. Robel says there needs to be recognition by nations around the world that there will be sea level rises and they need to prepare for them by adapting infrastructure and taking actions that will prevent exacerbating the issue.

“Nobody has to be afraid of sea level rise. If you’re not stupid, you don’t die of sea level rise because it’s so slow that there’s time to protect against it or abandon the land,” Levermann says. “Having said that, being stupid would include not taking climate change and sea level rise seriously.”

Amal Clooney Criticizes World Leaders for ‘Collective Shrug’ Over Killing of Journalist Jamal Khashoggi

(LONDON) — Human rights lawyer Amal Clooney accused world leaders Wednesday of failing to protect journalists and responding with “a collective shrug” over the slaying of Saudi writer Jamal Khashoggi.

Clooney, the British government’s envoy on media freedom, said at a conference on press freedom that “journalists are under attack like never before,” not just while covering wars but for exposing crime and corruption.

“The vast majority of these murders go unpunished,” she said, adding that “world leaders responded with little more than a collective shrug” to Khashoggi’s killing by agents close to the Saudi crown prince.

The Washington Post columnist was killed inside Saudi Arabia’s Consulate in Istanbul last year.

According to the United Nations cultural body UNESCO, 99 media workers were killed worldwide in 2018.

The London conference where Clooney spoke was called by U.K. Foreign Secretary Jeremy Hunt and Canadian Foreign Minister Chrystia Freeland with the aim of improving protection for journalists around the world.

The gathering announced the founding of a global fund to provide training, legal support and other resources for journalists in danger zones, administered by the U.N. cultural body. It’s unclear how much money the fund will have; Britain committed 3 million pounds ($3.8 million) and Canada 1 million Canadian dollars ($760,000).

Politicians, officials, activists and journalists from more than 100 countries attended the two-day meeting, but two Russian news outlets were banned.

The British government said Russian news agency Sputnik and state-owned TV network RT were excluded because of their alleged “active role in spreading disinformation.”

RT was censured last year by Britain’s broadcast regulator for breaking U.K. impartiality rules in its coverage of the poisoning of a Russian ex-spy in England.

RT, formerly known as Russia Today, said “it takes a particular brand of hypocrisy to advocate for freedom of press while banning inconvenient voices and slandering alternative media.”

Organizers did not release a full list of conference participants but said delegations were expected from nations with dire press freedom records, such as Saudi Arabia and Turkey.

Britain’s Hunt told the attendees that “media freedom is not a Western value but a universal value.”

“The strongest safeguard against the dark side of power is accountability and scrutiny,” he said.

Hunt said countries that silenced journalists and freedom of the press must be made to pay a “diplomatic price.” He and singled out China, which routinely censors the internet, as an example of a country where “the situation continues to deteriorate.”

Hunt also criticized Donald Trump’s verbal attacks on journalists, whom the U.S. president has branded enemies of the people.

“I wouldn’t use the language President Trump used, and I wouldn’t agree with it,” he said. “We have to remember that what we say can have an impact in other countries where they can’t take press freedom for granted.”

Clooney also took aim at Trump, saying “the country of James Madison” — one of America’s founding fathers and a champion of a free press — “has a leader today who vilifies the media.”

British Politicians and Former Diplomats Are Furious That Trump ‘Bullied’ Their Ambassador Out of Office

British politicians and officials have reacted with outrage to the resignation of their ambassador to the U.S. amid a rift with President Trump over leaked diplomatic cables, with many accusing the President of bullying their government.

The leak on July 7 of classified memos written by Kim Darroch to the U.K. government, in which he called the Trump Administration “inept” and “incompetent”, triggered a slew of personal insults from the President. Trump tweeted that Darroch was “a very stupid guy” and “a pompous fool.” He also disinvited him from an official dinner July 8, saying “We will no longer deal with him.”

Darroch, who had been due to end his four-year term as ambassador in 2020, announced Tuesday morning he would step down early. “The current situation is making it impossible for me to carry out my role as I would like,” he said in a statement.

The resignation caused alarm among British politicians, many of whom expressed concern that a U.S. president’s forcing a change of U.K. diplomatic staff represents a threat to U.K. national sovereignty.

“If we allow ourselves to be bullied in who we choose to represent us, then frankly what does sovereignty mean?” Tom Tugendhat, a lawmaker from the ruling Conservative party and chairman of the government’s foreign affairs committee told Sky News. “If you can’t even choose who represents you, in what way are you in charge of anything?”

Others warned that the resignation reflected Britain’s future place on the world stage after leaving the E.U. “This is a disgraceful example of what “taking back control” truly looks like: pandering to bigoted foreign leaders and letting them dictate the fate of UK ambassadors,” David Lammy, a lawmaker from the opposition Labour party, wrote on Twitter.

“It’s hard to describe just how big a blow to our diplomatic standing in the world this resignation represents,” tweeted Tom Watson, Labour’s deputy leader.

“I think a lot of us feel very angry about the way that this has turned out,” says Tom Fletcher, a former government adviser on foreign affairs and ambassador to Lebanon. “He’s effectively been bullied out of the job because of a leak and a very insecure U.S. president who resorts to trolling and online bullying of the representative of really close ally. It’s unprecedented.”

“[The U.K. and the U.S] had a number of high level meetings lined up today and I assume what happened was that the White House made clear that [Darroch] shouldn’t be at those meetings,” Fletcher tells TIME. “I think in the end he took one for the team.”

Fletcher says he could only recall similar situations occurring in countries with whom the U.K. has a very different relationship. “In Zimbabwe, [Robert] Mugabe used to be very critical of individual high commissioners, I think. In Syria, Bashar Al Assad, at various moments was very critical of individual ambassadors and tried to get them replaced. But that’s not the kind of company that we imagined our closest ally to be. It’s bad company.”

Peter Ricketts, a former head of the U.K. Foreign Office and a former ambassador to France, tweeted that Darroch had “been taken out by an act of political sabotage.”

Before his resignation, lawmakers and diplomats had widely defended Darroch’s comments, with outgoing prime minister Theresa May saying it was an ambassador’s job to provide the U.K. government “an honest and unvarnished view” of foreign administrations – despite disagreeing with the comments themselves.

But Boris Johnson – the man who will almost certainly become Britain’s prime minister when his Conservative party’s leadership race concludes in July – had refused to explicitly support Darroch, dodging a question about the dispute in a televised debate Tuesday night.

Some lawmakers condemned the likely future leader for failing to stand up to Trump.

“[Johnson] has thrown our top diplomat under the bus…to serve his own personal interests.” Alan Duncan, a Conservative government minister, told the BBC.

Emily Thornberry, a Labour lawmaker, said in a statement that Johnson’s response was a “humiliating, servile, sycophantic indulgence of the American president’s ego to go unchallenged.”

Johnson told reporters Wednesday that he “regrets” Darroch’s resignation, calling him “a superb diplomat” and calling for the leaker of his diplomatic cables – who has not yet been identified – to be “eviscerated.”

The choice of Darroch’s replacement will be one of the first matters on the next prime minister’s desk, Fletcher says. “Whoever it is will have a much much harder job now. They’ll be more wary of how to do their job and more vulnerable,” he says. “We’re in uncharted waters.”

Man Survives Being Swept Over Niagara Falls

A man was swept over Niagara Falls early Tuesday morning, and survived.

Niagara Parks Police in Ontario, Canada, responded to a man they described as being “in crisis” in the early hours of the morning, only to find him climbing over the retaining wall, a stone barrier that separates the waterfall from its visitors. The man was quickly swept over Horseshoe Falls, but was later found sitting on rocks in the Lower Niagara River at the falls’ base without any life-threatening injuries, according to tweets from the police department. He was taken to the hospital for treatment.

The man’s identity has not been released. Reached for a statement, Niagara Parks Police told TIME that they would not be releasing any more information.

Horseshoe Falls, which lies between the U.S.-Canada border, is the largest of the three waterfalls that make up Niagara, standing at 167 ft. (or roughly 15.5 stories) high, with upstream rapids that reach 25mph. The whirlpool rapids at the bottom of the fall can reach 30mph.

Niagara Falls Mayor Jim Diodati told The Buffalo News he thinks that the record-setting high water levels from the nearby lakes might have helped the man survive his fall. Niagara Falls is responsible for draining Lake Erie and Lake Ontario; The Washington Post reports that many areas in the Great Lakes region have experienced 150 to 200% of their yearly precipitation rates this year, causing flooding.

The incident occurred on the 59th anniversary of 7-year-old Roger Woodward surviving a fall from Horseshoe Falls with only a lifejacket on. with his sister and a family friend, Woodward was involved in a boating accident just upstream from the falls on July 9, 1960, and he was swept over. His sister was able to be rescued before she went over, but their family friend died. There are only a few other known survivors of Niagara Falls who went over without any protection including an unidentified man in 2012, a Canadian man in 2009, and Kirk Jones in 2003. Jones, whose body was found in Niagara River in 2017, is thought to have died after attempting to go over the falls again in an inflatable ball.

Video Footage Shows Himalayan Climbers’ Last Moments Before Deadly Avalanche

A group of eight climbers making their way up a Himalayan peak are seen roped together, trudging over a snow-covered path in their last moments before being hit by a deadly avalanche.

Video footage released by the Indo-Tibetan Border Police shows seven of the climbers as they tried to reach Nanda Devi, the second-highest peak in India, in late May. (The eighth climber was filming their trek.) The video clip, recorded at 19,000 feet with a GoPro device, ends before showing what happened next — border police said the screen went blank after a loud noise, according to the New York Times.

Border police recovered the footage after a search team of embarked on a mission to recover the bodies of the climbers last month. They were able to find seven bodies; the eighth — of group leader Martin Moran, a member of British Mountain Guides — remains missing. A longtime mountaineer, according to the British Mountain Guides, Moran led several expeditions throughout his life.

“Martin has been a member of our association for thirty-four years and within this close-knit group of fewer than two hundred individuals he has worked and climbed alongside nearly all of us,” the organization said in a statement. “Our thoughts go out to his family and friends and to those of his clients at this terrible time.”

Border police are using the clip to “analyze what went wrong with their mission,” spokesperson Vivek Kumar Pandey told the BBC. Pandey said a snow ledge could have given out due to the group’s weight, prompting the avalanche.

“The GoPro was proved to be like the black box of an aircraft, giving an insight into the last few moments of the climbers,” border police deputy inspector general A.P.S. Nambadia said during a press conference, the BBC reports. “It was mesmerizing for us to see the footage.”

Indian officials said the group included Moran, John McClaren, Rupert Whewell and Richard Payne, from the U.K.; Americans Anthony Sudekum and Ronald Beimel; Australian Ruth McCance; and Indian liaison officer Chetan Pandey. Four other climbers in the group turned back and remained at base camp, Reuters reports. They were later evacuated.

German Chancellor Angela Merkel Spotted Visibly Shaking at Third Recent Public Event

(BERLIN) — German Chancellor Angela Merkel’s body shook visibly at a public event for the third time in less than a month on Wednesday, but the longtime leader insisted that there’s nothing to worry about.

Merkel shook as she stood at a military honors ceremony alongside Finnish Prime Minister Antti Rinne outside the chancellery in Berlin, listening to the two countries’ national anthems.

It followed similar episodes on June 18 and June 27. As in both those cases, the incident started as she stood still without talking, and the 64-year-old recovered quickly as she started walking.The first incident happened in near-identical circumstances as she stood alongside Ukrainian President Volodymyr Zelenskiy at a military honors ceremony. The weather that day was hot, and Merkel said afterward that she was fine after drinking three glasses of water.

The second incident happened at the German president’s palace as she listened to his comments on the swearing-in of a new justice minister. Temperatures were much cooler that day, as they were on Wednesday.

Merkel, who has been German leader since 2005, turns 65 on July 17. She suggested that the psychological impact of the first incident was responsible for the subsequent episodes.

“I am fine,” she told reporters after her meeting with Rinne. “I said recently that I am in a phase of processing the last military honors with President Zelenskiy. That is clearly not entirely complete, but there is progress.”

“I will have to live with it for a while now, but I am very well and people don’t have to be worried,” she added.

Public figures’ health is generally regarded as a private matter in Germany and the country’s privacy laws are very strict on that type of information. It is not publicly known if Merkel has any health problems.

The chancellor has a reputation for stamina garnered in years of late-night domestic and European negotiating marathons. She has rarely had to cut back her work schedule significantly, though she did so for a few weeks in 2014 when she cracked her pelvis while cross-country skiing in Switzerland during a winter vacation.

Merkel demurred when asked at Wednesday’s news conference whether, given recent concern about her health, she should now take a more head-on approach to the issue.

“My comments on this are done today, and I think my statement that I am fine can find acceptance,” she said. “I said that I have to process this event and that I am in this process, and I think that just as it came, it will go away one day.”

“I am very firmly convinced that I am entirely capable of performing,” she added.

A spokeswoman for Merkel, Ulrike Demmer, declined to comment on whether there had been any other shaking episodes beyond the three publicly known ones.

Merkel said last year that she won’t seek a fifth term as chancellor and won’t seek any other political job after her current term ends in 2021.

A Toddler Died After Falling From a Royal Caribbean Cruise Ship. Police and Her Family Are Disputing the Circumstances

(MIAMI) — An 18-month-old Indiana girl who fell to her death from the 11th story of a cruise ship in Puerto Rico plunged from a window inexplicably left open in a children’s play area, the family’s attorney said Tuesday.

Police in Puerto Rico had said Monday that Chloe Wiegand apparently slipped from her grandfather’s hands Sunday as he was holding her out of an 11th-floor window on the Freedom of the Seas. But Michael Winkleman, a Miami attorney who’s representing the girl’s family, said Tuesday that “the story is not as it had originally been portrayed in the media.”

“The grandfather didn’t drop the child, the child fell due to an open glass pane that should have been closed securely,” he said in a statement.

Winkleman said Chloe Wiegand, whose father is a South Bend, Indiana, police officer, was playing with her grandfather in the “kid’s water zone” on the ship as it was docked in Puerto Rico when she asked him to lift her to a wall of windows lining the play area. “Chloe wanted to bang on the glass like she always did at her older brother’s hockey games. Her grandfather thought there was glass just like everywhere else, but there was not, and she was gone in an instant,” Winkleman said.

Police in Puerto Rico declined to comment on Winkleman’s account of the events leading up to the child’s fatal fall.

Police Sgt. Nelson Sotelo previously told the AP on Tuesday that the girl’s family will remain in the U.S. territory until the investigation of her death is complete. Winkleman’s office said the girl’s family remained in Puerto Rico on Tuesday, waiting for their child’s body to be released, and they hope to return home to Indiana once that happens.

Winkleman said the girl’s family wants to know why a window that “should have been closed securely” was open. Winkleman said the family is “understandably too distraught to talk” about the tragedy. “The family needs answers as to why there would be an open window in a wall full of fixed windows in a kids’ play area? Why would you have the danger without any warning, sign, or notice?” he asked.

Royal Caribbean Cruises called the girl’s death a tragic incident in a statement Monday and said it was helping the family. The cruise line had not responded to messages left Tuesday seeking comment on Winkleman’s statements about the circumstances of the child’s death.

Puerto Rico Ports Authority spokesman José Carmona told The Associated Press on Monday that the family was gathered in or near a dining hall on the 11th floor and that the grandfather sat the toddler on the edge of a window. He said officials are investigating whether the window was already opened or if someone had opened it.

British Ambassador Resigns After Leak of Diplomatic Cables Critical of Trump Administration

(LONDON) — Britain’s ambassador to the United States resigned Wednesday, just days after diplomatic cables criticizing President Donald Trump were leaked, causing embarrassment to two countries that often celebrate having a “special relationship.”

The resignation of Kim Darroch came after Trump lashed out at him on Twitter, describing the ambassador as “wacky” and a “pompous fool.” The criticism came after leaked documents revealed the envoy’s dim view of Trump’s administration, which he described as dysfunctional, inept and chaotic.

“Since the leak of official documents … there has been a great deal of speculation surrounding my position and the duration of my remaining term as ambassador,” Darroch said in his resignation letter. “I want to put an end to that speculation. The current situation is making it impossible for me to carry out my role as I would like.”

Prime Minister Theresa May said the resignation was “a matter of regret,” underlining that “good government depends on public servants being able to give full and frank advice.”

Darroch had been set to retire at the end of the year. It’s unclear whether May will have time to replace Darroch before she leaves office later this month. Appointing ambassadors usually involves a formal civil service process with advertisements, applications and interviews, though Simon McDonald, head of Britain’s diplomatic service, said the post of ambassador to the U.S. wasn’t always chosen that way.

“History shows that there are often bespoke procedures for filling the embassy in Washington, DC,” he said.

Though the matter had been brewing for days, Darroch made his decision the morning after a debate between the two contenders to replace May as party leader and prime minister, Boris Johnson and Jeremy Hunt. Hunt, who is Britain’s foreign secretary, had vowed to keep Darroch in the post, but Johnson pointedly did not.

“I think it’s very important we should have a close partnership, a close friendship with the United States,” Johnson said.

Darroch’s forthright, unfiltered views on the U.S. administration — meant for a limited audience and discreet review — appeared in leaked diplomatic documents that were published in Britain’s Mail on Sunday newspaper.

In the leaked documents, he called the Trump administration’s policy toward Iran “incoherent,” said the president might be indebted to “dodgy Russians” and raised doubts about whether the White House “will ever look competent.”

“We don’t really believe this administration is going to become substantially more normal; less dysfunctional; less unpredictable; less faction riven; less diplomatically clumsy and inept,” one missive said.

Trump responded with a combined criticism of Darroch fused with a broadside at May, chiding the British leader for failing to get her Brexit deal with the European Union through Parliament. “I told @theresa_may how to do that deal, but she went her own foolish way-was unable to get it done. A disaster!” Trump tweeted Tuesday. “I don’t know the Ambassador but have been told he is a pompous fool.”

British officials are hunting for the culprit behind the leak, which was both an embarrassment to May’s government and a major breach of diplomatic security. “We will pursue the culprit with all the means at our disposal,” McDonald, the Foreign Office chief, told a committee of lawmakers. He said it was “vitally important” that ambassadors were able to speak candidly in private.

McDonald said it was too soon to say what the fallout would be from the leak. “Nothing like this has ever happened before. There must be consequences. What they are in detail I can’t tell you this afternoon,” he said. But he said the trans-Atlantic relationship was “so deep and so wide that it will withstand any individual squall.”

He also said he feared there might be more leaks to come.

Darroch has served as Britain’s envoy to Washington since 2016, and the cables cover a period from 2017 to recent weeks. He was a prominent figure in Washington and popular among Trump White House officials, who were always over at the embassy for parties and events.

Trump’s tweets caused fury among many British politicians and officials, who found themselves insulted by the president’s decision to have the administration cut off contact their ambassador. It underscored that the close relationship between the two countries has become increasingly lopsided — a severe problem at a time the country is preparing to set out a new path with its departure from the European Union.

“It is shameful that Kim Darroch has effectively been forced out for doing the job that diplomats are appointed to do,” Scotland’s First Minister Nicola Sturgeon tweeted. “Boris Johnson’s failure last night to stand up for him — and stand up to the behaviour of Donald Trump — spoke volumes.”

But Trump supporter and Brexit Party leader Nigel Farage described the resignation as, “the right decision.” He tweeted: “Time (to) put in a non-Remainer who wants a trade deal with America.”

The Department of Integrated Child Development is the main responsible for the implementation of programs for children from 0 to 6 years, adolescent girls and pregnant and lactating women. In addition to these initiatives, the Branch is interested in relevant policies, legislation, budgets, training requirements, monitoring, evaluation and oversight of early childhood care and nutrition programs.

Will govt's plan to issue overseas bonds yield desired result?

The devil's in printing Rupees By Puja MehraNirmala Sitharaman has become the first Indian finance minister to agree to borrow in foreign currency to finance the fiscal deficit. After she announced this in her maiden Budget speech last week, economic affairs secretary Subhash Garg added that the plan is to raise up to 10-15% of government borrowing — $10 billion — from the first overseas sovereign bond. In all, central government plans to borrow a record Rs 7.1lakh crore this year.The shift in India's position comes in wake of the main pool of savings from which the rest of the economy raises debt, the households' financial savings, getting almost completely pre-empted by the growing borrowings by the government and public sector.If GoI could free up some of this borrowing space, more resources will become available for financing private investments, and supporting GDP growth that is slowing down. Unsurprisingly then, North Block is desperate to ease the pressure of its growing borrowings on domestic debt markets, and has dismissed those cautioning about the risks of dollarisation of the sovereign debt as needless orthodoxy.Can raising foreign currency denominated borrowings to finance general government rupee expenditure and the deficit, rather than a specific objective, be problematic? One of the potential positives being extolled is that with the pressure easing off in the domestic debt market, the cost of borrowing for GoI would reduce.Sure, the cost of the rupee debt may reduce, but the rupee cost of the borrowings in dollars will depend on the currency risk, including hedging costs. If the rupee depreciates by the time of redemption of the foreign currency-denominated sovereign bonds, the rupee cost of this debt will rise.The ceiling of such issuances remaining under 10-15% of total government borrowings will then come under strain, as the temptation in North Block would be to take recourse to more and more foreign currency-denominated sovereign bond issues to keep paying for higher costs owing to rupee depreciation.In other words, the real risk of the 'magic bullet' is that the currency risk could be significant and, as a result of that, foreign currency-denominated sovereign can easily become a self-perpetuating cycle, with fresh issuances getting floated to cover up for the fiscal impact of higher redemption costs in rupee terms owing to depreciation of the rupee of past issues. The bureaucrats pushing the idea right now to make up for tax revenue shortfalls would have retired by then, leaving it to the rest of the economy, especially future generations of taxpayers, to cope with the rising fiscal costs.An added complication is that the foreign currency raised will need to be converted into rupees by Reserve Bank of India (RBI). Now, whenever RBI buys or sells foreign currency, there is an impact on the rupee supply. When RBI buys foreign currency by paying in rupees, it creates and infuses fresh money into the system.This is precisely what happens whenever there is an increase in net RBI credit to GoI. Rupees get created and are infused into the system. In the process, money supply increases.One of RBI's responsibilities is to provide a sort of overdraft facility to the government through ad-hoc treasury bills that have to be redeemed in 91 days. It is meant to allow the government to get over temporary mismatches between receipts and expenditures. But in the pre-1991-era, such issuances were the norm, not the exception.GoI enjoyed recourse to limitless money at concessional rates. The rate of interest charged on this credit from the mid- 1970s to the 1990s remained at 4.6%, below the prevailing market rate. RBI printed money to finance successive governments' populism.Instead of getting determined chiefly by the level of economic activity, the quantum of money getting created was virtually dictated by the government's needs for its Budget.As a large proportion of the money getting created in the economy and its cost were outside its discretion, the fiscal dominance constrained RBI's ability to conduct monetary policy.With the market orientation of the economy in 1991, and the subsequent reforms introduced, the fiscal-monetary relationship changed. RBI has had more discretion for creation of money as distinct from GoI, the authority for spending the money.Foreign currency-denominated sovereign bonds, however, will once again ensure that RBI will have to print rupees to the extent of GoI's borrowings in foreign currency. Just as it did in the pre-1991-era. That is the real danger of this idea.This Calibrated Plan May Work- By Amarendu NandyGoI's plan to issue sovereign bonds abroad is leveraged on the premise that India's sovereign external debt to GDP is among the lowest in the world ($103.8 billion, or 3.8% of GDP, and 19.1% of total external debt in March 2019). As long as global investors continue to find credibility in the India growth story, there is headroom to augment such overseas borrowings now.Though GoI has advanced the vision of becoming $5 trillion economy by 2024 driven by a 'virtuous cycle of investment', such an approach needs to be supplemented by expansionary, but responsible, fiscal and monetary policies.Deficit financing through resources garnered in domestic markets can put considerable strain on loanable funds available to private investors, increase the cost of capital further, lead to a crowding-out effect. This assumes significance when the gross savings to-GDP ratio has exhibited a secular decline, from 34.6% in 2011-12 to 30.5% in 2017-18.Sovereign external borrowings, while financing a part of the deficit, can substantially ease the upward pressure on domestic interest rates, free up domestic loanable funds, crowd-in private investments, and provide the much-needed impetus to domestic production. It shall make immense sense to raise foreign savings at competitive rates, rather than thrust additional demand on scarce domestic savings to finance the deficit.Even with the Fiscal Responsibility and Budget Management (FRBM) Act, 2003, successive governments have failed to adhere to the recommended glide path of deficit targets. The plan to mop up substantial revenues through the sale of sovereign bonds can only be successful if GoI takes up concomitant reforms to reign in fiscal profligacy.Foreign investors usually base their investment decisions on the government's demonstrated ability to tread the path of fiscal prudence, consistent with its objective of debt sustainability. Assuming the plan is not a one-time exercise, such a step can help enforce fiscal discipline and restore the credibility of fiscal policies.A2015 IMF study on international sovereign bonds by developing economies concluded that countries with strong fiscal and external positions, and strong government effectiveness, mattered for successful bond issuance, market access and for lower bond spreads. With the current account deficit (CAD) at a manageable 2.1% in FY19, share of government debt to GDP hovering around 68-69% for the past several years, forex reserves at a historic high of $427.7 billion, the economic bandwidth may be just right to get into the global sovereign bond market.YoY fiscal slippage is still an area of concern. India's sovereign ratings have been upgraded to investment grade Baa2 by Moody's in November 2017, the first upgrade since 2004. This shall significantly impact the demand and rates for the sovereign Indian paper.Current global debt market conditions may turn out to be relatively favourable for India, as bond yields in the developed markets have plummeted to record lows. Estimates suggest that around $13 trillion of bonds have negative yields.In such a scenario, India's benchmark yield at around 7% and a relatively stable currency should help attract a sizeable amount of inflow into the domestic debt market from a diverse set of investors, and aid Indian sovereign bonds to get into global bond indices. The sovereign foreign currency borrowing rate could serve as a useful benchmark for external commercial borrowings as well.Concerns have been raised, including by former RBI governor C Rangarajan in his paper, on the rationality of raising sovereign debt in foreign currency rather than in local currency. Borrowing in foreign currencies may expose the economy to undue exchange rate risk, particularly in the event of a depreciation. On the other hand, India can simply inflate their way out of debt obligations when denominated in local currency.In this context, a March 2018 Bank for International Settlements (BIS) study, which covered 73 emerging economies, found that the average difference in the average local currency rating minus its foreign counterpart that used to be as large as three times in 1996, had almost fully closed by 2015. It concluded that higher forex reserves had the greatest explanatory power to explain the trend decline of the gap among emerging market economies. Jio retains crown as king of India's telecom

KOLKATA: Reliance Jio Infocomm consolidated its lead over the country's two older carriers on revenue in the March quarter, FY19, during which the government's licence fee and spectrum usage charge (SUC) collections fell marginally sequentially, data collated by the telecom regulator showed.Mukesh Ambani-led Jio's adjusted gross revenue (AGR), or revenue from licensed services, rose 3.76% on-quarter to Rs 9,838.91 crore. By contrast, Bharti Airtel and Vodafone Idea suffered 8.07% and 1.25% sequential falls in their AGR to Rs 5,920.22 crore and Rs 7,133.40 crore respectively.The degree of Jio's sequential AGR growth in the January-March period though is below the 14.63% on-quarter rise scaled in the December quarter, FY19.Jio had become the largest telco by AGR in the September quarter of FY19, when it had raced ahead of market leader Vodafone Idea on that score. The new telecom entrant has been the only one among the three to be adding users in successive months, while Airtel and Vodafone Idea have been losing subscribers. At April end, Jio had nearly 315 million users, compared with over 393 million for Vodafone Idea and nearly 322 million for Bharti Airtel.The telecom sector's AGR shrank a tiny 0.34% sequentially to Rs 35,932 crore in the quarter to March. Access services contributed 72.62% of total AGR of telecom services.Licence fee and SUC collections in the March quarter fell marginally, signalling the battle-scarred telecom sector may still not be fully out of the woods, amid high competitive intensity, elevated debt levels and continued reliance of the older carriers on capital infusion for debt servicing and capex needs.Licence fee mop-up by the government in the March quarter fell by 0.1% sequentially to Rs 2,888 crore, while SUC takings fell 0.9% on-quarter to Rs 1,055 crore, data put out by the Telecom Regulatory Authority of India (Trai) showed.The sector regulator's report on the industry's March quarter performance also indicated that monthly average revenue per user (ARPU) from wireless services increased 1.80% sequentially to Rs 71.39, helped by sustained growth on this key performance metric by the two older carriers Airtel and Vodafone Idea, who resorted to minimum recharge plans to weed out non-revenue generating customers.The telecom's industry remains weighed down by nearly Rs 8 lakh-crore of debt and though competition levels have eased in the metros, the battle-lines have lately shifted to the rural markets and small towns where the older carriers are slugging it out with Jio to grab the next 350-to-400 million potential data subscribers with limited exposure to the mobile internet.Trai's latest numbers though show the overall sectoral minutes consumption has grown in the March quarter, with tariffs remaining at affordable levels. The all-India average minutes of usage (MoU) per subscriber per month from wireless services has risen 3.74% sequentially to 692 in the quarter to March.

New Delhi | Kolkata: Flipkart has started curtailing or altogether stopped buying products directly from companies as a precursor to shrinking — if not winding up — its wholesale operations, which have become tougher after rules for ecommerce entities were tightened.The Walmart-owned company is asking suppliers to route their products directly to the preferred sellers on its platform, codenamed Alpha sellers, and to wholesale 'Beta' sellers — a layer of intermediaries that Flipkart had created to comply with India's revised foreign investment rules for online marketplaces."Ultimately, they will have to close the wholesale business… it is not a permanent solution," said one person with direct knowledge of the plans. "The process has started."Flipkart did not immediately comment on the matter. Companies ranging from fashion houses to consumer electronics manufacturers say they now supply products directly to the so-called Alpha and Beta sellers on Flipkart. Alpha entities sell to end-consumers on the marketplace, while the Beta group acts as intermediaries between Flipkart's wholesale unit and the Alpha sellers.According to two executives of companies that sell products to Flipkart, the Walmart-owned company is yet to decide whether to completely fold Flipkart India, the wholesale entity, or scale it down to service only small online sellers or brick-and-mortar channels. One executive said Flipkart is encouraging preferred sellers to buy merchandise directly from manufacturers."Flipkart is curtailing supply of products from its wholesale entity to top sellers such as RetailNet and OmniTechRetail and instead wants these sellers to source directly from the brands to ensure the marketplace has an arm's length distance for compliance," the executives said. NEW DELHI: The settlement of a six-year long dispute between McDonald's India and Vikram Bakshi may soon be reached after an appellate tribunal advised state-owned infrastructure finance firm Hudco to accept a debt settlement offer from Bakshi and drop its opposition to the deal.Bakshi has sold his stake in Connaught Plaza Restaurants (CPRL), a joint venture between him and McDonald's India for the burger chain's operations in north and east India, as part of their dispute settlement.Hudco, which is proceeding against Bakshi over personal guarantees on loans to his hospitality business Ascot Hotels, intervened, pointing to an order by the Debt Recovery Tribunal (DRT) preventing Bakshi from selling any shares in CPRL.The National Company Law Appellate Tribunal (NCLAT) has, however, indicated that a Rs 10 crore deposit by Bakshi towards claims by Hudco may be enough to satisfy DRT to lift its stay on selling his stake in CPRL. DRT had directed Bakshi to pay Rs 195 crore to Hudco in the matter."The interim order may have become infructuous if they (DRT) say don't sell these shares and they (Bakshi) pay the amount of sale proceeds of the shares for the purpose of adjusting it with the decretal amount," a two-member bench of NCLAT led by Justice SJ Mukhopadhaya said on Wednesday.Instead, the bench advised the counsel for Hudco to accept the settlement offer by Bakshi and, if needed, proceed for the remaining amount through DRT.The appellate tribunal will next hear the case on August 1.Earlier, Bakshi's counsel Amit Sibal had submitted before the bench that his client had deposited Rs 10 crore — the entire proceeds from the sale of his shares in CPRL — to DRT and that the amount had already been withdrawn by Hudco. Sibal also said Bakshi was set to propose a onetime settlement to Hudco of Rs 137 crore against the initial disbursement of Rs 62.38 crore to Ascot Hotels.People close to the development told ET that the proposed settlement includes around Rs 61 crore of interest that has already been paid to Hudco during the loan tenure. This would bring the value of the proposed settlement to around Rs 76 crore against Rs 195 crore that the DRT has directed Bakshi to pay to Hudco.Sources said the final settlement amount would be contingent on Hudco closing all claims against Bakshi. NCLAT has directed Sibal to submit details of the amount Bakshi and his wife Madhurima Bakshi received pursuant to the settlement with McDonalds' India, the total amount he has been directed to pay Hudco by DRT, the amount he has already paid Hudco, and the settlement amount he proposes to pay Hudco."On the basis of such affidavit this appellate tribunal will decide whether it will allow the agreement between Vikram Bakshi and McDonald's India," said the bench.

IFB Industries stares localization for some of the high cost import

KOLKATA: Home grown appliance maker IFB Industries has stared localization for some of the high cost import as a de-risking mechanism against future currency depreciation impact on the business. The company's localization initiative has resulted in a new generation of electronic components for models being manufactured in India, IFB said in its annual report. "The work will result in a significant portion of electronic controller imports being substituted by localized production. The expected customer demand, combined with the launch of new models and plans to reduce material costs, provide a robust outlook for the (appliance) division," IFB said.Incidentally, IFB's profit last fiscal took a beating which the company attributed to depreciation of rupee, higher material cost, increase in custom duty on AC and microwave oven, and higher operating expenses. The company's net profit for FY19 was Rs 73.95 crore as compared to Rs 83.25 crore in the fiscal earlier. This is despite the appliance business revenue growing by 17%.IFB said the company will localize manufacturing of fixed speed and inverter range of air conditioners with the project planned to deliver commercial production by end-January 2020. The project is located at Goa. "The impact of the increased forex levels and additional customs duties is also being addressed through price increases, which has already been rolled out," the company said.The company will also roll out a new range of front load and top load washing machines and microwave oven. IFB is also working on to reduce material cost in manufacturing through multiple projects. "The price increases and material cost reductions under implementation will also help to improve the bottom line margin in order to negate impact of the current forex levels and customs duties," it said.

Crude oil prices to fall towards $55 on muted demand outlook

Crude oil prices have remained under pressure as concerns of weakening global economy as the demand worries overpowered the Middle East tensions and the decision to rollover the output cute for the next nine months by OPEC. Prices rallied after Saudi Arabia and Russia essentially spoiled the suspense when Russian President Putin and Saudi Prince gave their support to extension of the cuts at a meeting at the G20 summit. The formal extension appeared to leave room for increasingly bearish concerns around global economic growth to take a more direct part in guiding prices.On the data front, a second consecutive decline in new factory orders in US in May exacerbated concerns over the pace of the economy. In Germany, Europe's biggest economy, a much larger-than-expected drop in industrial orders also stoked fears of a possible recession coming. Decelerating GDP growth out of China, the EU and US continued to weigh on oil demand and prices.In Europe, ECB policymakers recently concluded a symposium in Sintra, Portugal where central bank President Mario Draghi alluded to possible future rates cuts and re-introduction of QE. Slowing economic growth and inflationary pressures in Europe have been lagging while expectations for price growth remain unfavorable.Inventory reportData from EIA showed an unimpressed fall of 1.1 Mbpd against the expectations for a drawdown of 3.7 Mbpd. At 468.5 million barrels, US crude oil inventories were about 5% above the five-year average for this time of year. Crude stocks at the Cushing, Oklahoma rose by 652,000 barrels. Refinery crude runs fell by 47,000 barrels per day. The total motor gasoline inventories decreased by 1.6Mpd last week and are at the five year average for this time of year. Finished gasoline and blending components inventories both decreased last week. Distillate fuel inventories increased by 1.4 million barrels and were about 6% below the five-year average for this time of year. Meanwhile, data from U.S. rig count showed that number of active U.S. rigs drilling for oil fell by 5 to 788 this week. That followed two consecutive weeks of increases.The United States has increased oil production in recent years, putting pressure on global prices and squeezing OPEC. US oil production hit a record 12 Mbpd in April. Russia and Saudi Arabia fill out the top three positions, with approximately 11 million and 10 Mbpd.OPEC and Middle East tensionsThe extension of the OPEC+ supply pact has long been baked into sentiment hence the muted price reaction. Moreover, as much as it may seem like a victory for Opec alliance, their decision to maintain supply curbs reaffirms that the oil market remains oversupplied and has yet to reach a balance. However, Opec-led cuts are more likely to put a floor under prices rather than breathing fresh life into upward buying pressures. The big problem here is that ongoing pledges to cut supply are ultimately a sign of weakness in the oil market, not strength.OPEC oil production hit a new five-year low in June as a rise in Saudi supply did not offset losses in Iran and Venezuela to below 30 million bpd in June, down by 170,000 bpd from May and lowest monthly output since April 2014, as higher Saudi oil supply was insufficient to compensate for declines in cartel members subject to US sanctions, Iran and Venezuela. Saudi Arabia boosted its supply by 100,000 bpd in June over May, to 9.8 million bpd. Production in Angola, Iraq, and Kuwait was also lower in June compared to May, while Nigeria raised its output.OPEC exports increased in June 2019, by 7,61,000 bpd from May to hit an average of 23.7Mbpd. In May, the cartel's exports sank below 22 million bpd as strong exports from Saudi Arabia, the UAE, and Iraq, with Saudi Arabia raising daily loadings by some 135,000 bpd in June. Iraq's loadings rose by more than 100,000 bpd last month, but the UAE marked the strongest increase at over 400,000 bpd.ConclusionRight now, it seems difficult to muster up quarrel for higher prices in the short term. Rising concerns about the pace of global economic growth is pressuring WTI as inventories swell while many central banks are halting and in some cases entirely reversing monetary policy normalization and their rate hike cycles hoping to shore up weakening fundamentals.The next 12 months may pose challenges for even this short-term goal. More US oil is expected to come on to the market as new pipelines connecting shale fields to export hubs open up. Overall, we expect WTI prices to touch levels of $55 if the markets give importance to demand worries.

There was Put writing at 11,200 and then 11,300 levels, while Call writing was seen at 11,600 followed by 11,800 levels.Options data suggested a lower trading range between 11,400 and 11,800 levels.India VIX fell marginally by 0.44 per cent to 13.63 level.Bank Nifty failed to hold above 30,600, but remained consolidative in a 300-point range for most part of the session. It formed a Bearish Candle on the daily scale as selling pressure emerged at higher levels. Now as long as it remains below 31,000 level, the index could continue its weakness towards the next major support at 30,250, while on the upside, a hurdle is seen at 30,850 and then 31,000 levels.Nifty futures closed negative with at 11,492 a loss of 0.52 per cent.
