Popular Mechanics: China Now Has More Warships Than the U.S.

But sometimes quantity doesn't trump quality.

China now has more warships than the United States Navy. The People's Liberation Army Navy (PLAN), informally known as the Chinese Navy, recently hit a landmark number of 300 ships—thirteen more than the U.S. Navy.

Although admittedly imposing, the number doesn't tell the whole story. America's fleet is much larger on a ship-by-ship basis, including eleven nuclear-powered aircraft carriers and an almost equal number of amphibious assault ships.

Why Is Trump Sending More Troops and Firepower to the Middle East? That’s Classified

Posted: 24 May 2019 07:08 PM PDT

The Trump Administration has spent the past month ringing alarm bells over what it has called “troubling, escalatory and dangerous” behavior by Iran. Yet government officials have shown very little evidence to the American public about that supposed threat.

The Pentagon said Friday additional troops and firepower are headed to the Middle East, marking the latest move by the Trump Administration to boost the American arsenal in the region by air, land and sea. Meanwhile, in another effort to deter Iran, the State Department issued an emergency notification in order to move forward with $8.1 billion in weapons sales to Saudi Arabia and other Arab allies, despite Congressional objections.

The U.S. has been headed on a collision course with Iran ever since President Donald Trump walked away from a multilateral nuclear deal a year ago. The Administration’s increasing pressure on Tehran has resulted in an unpredictable and tense standoff with potentially serious implications that has already moved beyond fiery rhetoric.

Adm. Michael Gilday, the U.S. military’s Joint Staff director, told reporters at the Pentagon Friday that Tehran was responsible for a string of recent attacks in the Middle East. The incidents, he said, included an assault on four tankers in the Gulf of Oman near the Strait of Hormuz, armed drone attacks against Saudi oil facilities and a rocket attack in Iraq’s Green Zone, where the U.S. embassy is located.

Each incident was directed by “the leadership of Iran at the highest level,” Gilday said, adding: “Even more troubling, we’ve had multiple credible reports that Iranian proxy groups intend to attack U.S. personnel in the Middle East.”

Gilday did not, however, provide any proof linking Iran to the attacks or produce evidence of the threats. Nor did he explain how any of the behavior is different from what Iran and its proxies have been doing for years throughout the Middle East. “I’m not reverse-engineering this,” he said. “The Iranians have said publicly they were going to do things. We learned more through intelligence reporting they have acted upon those threats and they’ve actually attacked.”

When pressed about the proof that resulted in sending additional manpower and equipment to the region, Gilday replied that the intelligence was too sensitive to disclose. “I can’t reveal the sources of that reporting except to say, with very high confidence, we tie the Iranians to those,” he said.

According to two intelligence officials and one military officer with inside knowledge of the intelligence, the answers to questions about whether Iran is mounting an offensive remain unclear.

The White House began escalating warnings about the Iranian threat after overhead surveillance spotted Iranian groups moving ballistic missiles on small boats, called dhows, in the Persian Gulf. That was a defensive move, the analysts say. The Iranians know U.S. intelligence watches and eavesdrops on their military movements and communications, but they made no attempt to conceal the missiles’ movement.

Nevertheless, the Pentagon now plans to send an additional 900 troops to the Middle East in response to Iran’s “campaign” of violence intended to damage the United State and its allies, Gilday said. Additionally, the U.S. will send a squadron of 12 jet fighters and several spy planes and extend the deployment of 600 soldiers operating Patriot missile batteries. The troops and hardware will join the B-52 bomber task force, the U.S.S. Abraham Lincoln aircraft carrier strike group and other military hardware already dispatched to the region.

There is little dispute within the Administration that Iran is a bad actor intent on expanding its influence in the Middle East, either directly as its military forces and Iranian-backed political groups have done in Iraq, or by funding and equipping proxies such as Hezbollah in Lebanon and Hamas in Palestine. The debate has been about how to respond.

The decision came to Trump’s desk Thursday and he decided to take a modest response. “We’re going to be sending a relatively small number of troops, mostly protective,” he told reporters Friday at the White House before departing on a trip to Japan. “And some very talented people are going to the Middle East right now, and we’ll see how — and we’ll see what happens.”

Kathryn Wheelbarger, Acting Assistant Secretary of Defense for International Security Affairs, told Pentagon reporters that the additional forces will be stationed at undisclosed locations in the Middle East, but stressed it wouldn’t be Iraq or Syria. “We are seeking to avoid hostilities,” she said. “We are not seeking war with Iran.”

Trump hasn’t been shy in vocalizing his aversion to overseas military entanglements, but John Bolton, his national security adviser, has repeatedly advocated for the use of force in Iran. The president wants U.S. allies in the region to take on more of a role. The Administration issued an emergency declaration so it can sell arms to Saudi Arabia, Jordan and United Arab Emirates. For more than a year, U.S. lawmakers have blocked about $2 billion in weapons sales to Saudi Arabia, among the largest purchaser of American arms, over concerns about the October killing of journalist Jamal Khashoggi and mounting civilian casualties in the Saudi-led military operation in Yemen.

New Jersey Sen. Bob Menendez, the top Democrat on the Senate Foreign Relations Committee, said that the Administration cited Iran’s actions to use the rare provision in the Arms Export Control Act. “In trying to explain this move, the Administration failed to even identify which legal mechanism it thinks it is using, described years of malign Iranian behavior but failed to identify what actually constitutes an emergency today, and critically, failed to explain how these systems, many of which will take years to come online, would immediately benefit either the United States or our allies and thus merit such hasty action,” he said.

Meanwhile, the Administration continues to ratchet the economic pressure on Tehran after abandoning the 2015 nuclear deal, known formally as the Joint Comprehensive Plan of Action. The State Department says nearly 1,000 Iranian individuals, businesses and banks have been sanctioned. The Administration last month designated the Islamic Revolutionary Guard Corps, an arm of the nation’s military, as a terrorist organization, which restricts members’ banking transactions and ability to travel. It marked the first time the U.S. designated an arm of a nation’s government as a terrorist group.

Despite resistance from virtually every major world power for leaving the deal, the U.S. has turned the global financial system into a weapon against Tehran. The policy has triggered an exodus of corporations and financial institutions that would rather abandon their investments in Iran than risk U.S. Treasury Department sanctions. Iran’s economy-sustaining oil exports have plunged to historic lows.

Tehran, which for its part has complied with the 2015 nuclear agreement despite the U.S. pullout, is seeking to split other countries from the U.S. by salvaging a deal with its remaining signatories: Russia, China, Germany, Britain and France. It has thus far elected for minimum retaliatory measures. But as the screws continue to tighten on the economy, Iran has announced its intent to return to the path toward producing nuclear bomb.

Iranian President Hassan Rouhani vowed to ramp up enrichment of nuclear material earlier this month unless Tehran gets sweeping relief from economic sanctions. He promised to enrich to weapons-grade levels in two months if the U.S. didn’t relent.

The moves taken by the Trump Administration on Friday show no intention to let up the pressure.

The Quick Read About… the 5G War Is Upon Us

Posted: 24 May 2019 02:30 PM PDT

What Happened:

Last week, the US government placed China’s state-champion Huawei on the Commerce Department’s Entity List, banning the tech company from buying critical parts it needs from US producers. For all the focus on the current trade war between the US and China, it’s this brewing tech war that has the potential to reshape the world order. And it’s starting to with this Huawei development.

Why It Matters:

This is a fight over who will build and lead innovation for the next generation of internet and telecommunications technology, which is called 5G. 1G was the tech that enabled us to make wireless phone calls; 2G brought texting capabilities; 3G delivered web browsing to the phone-wielding masses; 4G made wireless video-streaming a reality, and through its constant connection to GPS satellites enabled the rise of companies like Uber. We are currently living in a 4G world, but the transition to 5G is just getting started and will accelerate over the next couple of years. 5G, however, will be different than previous mobile upgrades; for one thing, data will move about 100 times faster. But it will also handle far more data, with far lower lag times, than ever before. It is really about machine-to-machine communications. Think billions of connected gadgets—commonly referred to as “the internet of things,” which means everything from washing machines to self-driving cars to entire “smart cities.”

There’s no real reason that 5G infrastructure can’t be built with both Chinese and Western hardware, as our current 4G network currently is (not so fun fact: Huawei already provides much of the world’s network hardware, outstripping its Western counterparts Ericsson and Nokia). But the Trump administration has argued that allowing Huawei equipment into the guts of global 5G networks could allow Beijing to access the streams of data that will be passing through the company’s hardware, leaving American companies and citizens susceptible to spying. The other argument that the US administration is making is that building 5G networks with Huawei networking gear equipment could leave them vulnerable to an infrastructure attack should the US and China ever actually go to war—imagine if China responds to a volley of US missiles by bringing down the US electrical grid.

Messaging aside, the decision to place Huawei on the Commerce Department’s entity list as a national security threat is a seminal moment—the US government is effectively saying that where a piece of technology hardware comes from is the deciding factor in determining it’s safe to be used in US networks or those of its allies. For a country like the US whose economic strength was built upon the globalization of supply chains and maximizing efficiencies (the iPhone is “Designed by Apple in California” but “Assembled in China”), this is a sea change. And the fact that it is trying to get other Western countries—particularly in Europe—to join them has the potential to fundamentally reshape the global marketplace and how companies do business around the world.

What Happens Next:

The Commerce Department this week issued a 90-day exemption to US companies to continue doing limited business with Huawei, but they’re targeted waivers meant to support continuing operations for existing customers. Huawei will struggle to operate like this even if the waivers continue to be renewed. So far, the US hasn’t seen much of a response from Beijing—while China’s political leaders are up in arms about the Huawei developments, they will likely keep quiet publicly and work with Huawei to explore ways to negotiate with the US Commerce Department a remedy to address the charges against the company. This could include a major fine in the $1 billion range and disciplining of executives, much like they did last year with China’s other state-backed tech giant ZTE.

But Huawei faces a tough road ahead, and it’s way more important for the future of the Chinese economy than ZTE—that makes it an appealing target for China hawks in the US to continue pushing on. And because Trump’s reversal on ZTE makes him open to charges of being “soft” when it comes to China, a particularly devastating critique in an election year, he’s going to feel pressure to keep the heat on Huawei.

Trump prides himself as a dealmaker and has repeatedly referenced his good relations with Chinese president Xi Jinping so it’s possible that Trump takes steps to soften US measures against Huawei if he feels that’s what’s necessary for him to strike a trade deal with Xi and a political win for himself. Yet more reason to pay attention to the Trump-Xi meeting at the upcoming G20 in Japan.

The One Thing to Read About It:

5G is critical, but it’s not the only tech war the US and China are gearing up for. Check out this piece I wrote with Wired editor-in-chief Nick Thompson a few months ago unpacking the broader AI war to come.

The One Major Misconception About It:

That China is trying to run out the clock on a Donald Trump presidency, much the same way the Iranians are. That’s not going to work—unlike the fight over the Iran nuclear deal with clear political sides for and against, there is broad bipartisan wariness of China in Washington, and no guarantee that whoever follows Trump (whether in 2 years or 6) will revert to the status quo that was in place before Trump took office. So waiting out Trump is not really an option for China’s leadership.

The One Thing to Say About It at a Drinks Party:

There’s one lesson China has learned over the last two years of sparring with the US over tech and trade—it’s much too vulnerable to a sudden hardening of US politics. It will take some time, but you better believe that China is already making plans to ensure it never gets caught in a situation like this again. What the Americans have learned from all this is TBD.

The One Thing to Avoid Saying About It:

Trump Tower Beijing is probably looking pretty good to the Chinese communist party right now…

23 Inmates Killed in Venezuelan Prison Uprising, Says Rights Group

Posted: 24 May 2019 01:06 PM PDT

(CARACAS, Venezuela) — A showdown between armed inmates and guards in an overcrowded cellblock of a Venezuelan jail Friday left at least 23 prisoners dead, a prisoner rights groups said.

The clash started when inmates, many armed, refused to let authorities enter, fearing they would be robbed, said Humberto Prado of the Venezuelan Prison Observatory.

At least 18 guards were injured in the clash, he said, adding there were reports of at least one explosion.

Prado called on authorities who run Venezuela’s prisons to stop the violent deaths, saying more than 130 inmates have died since 2017 in three separate riots across the country.

“We have this situation because those responsible are converting these cells into dungeons,” Prado said in a video posted on Twitter. “Prisoners in Venezuela will continue to die unless something is done.”

The prison is in the central state of Portuguesa, some 220 miles (350 kilometers) from the capital of Caracas. It’s designed to hold 250, but bulges with 540 inmates, he said.

Venezuelan authorities have not commented on the incident.

Last year, a jail riot in the city of Valencia left 68 inmates dead, many of whom were burned alive. At least 39 died two years ago inside a jail in the state of Amazonas, the prisoner rights group said.

Venezuela is in the throes of a historic political and social crisis marked by shortages of food and medicine that’s driving millions to flee the country.

Critics say about 30 prisons spread across Venezuela are severely overcrowded, housing 57,000 inmates. They’re often run by gangs that traffic drugs and weapons.

Senators Say the Trump Administration Will Use an ‘Emergency Declaration’ to Sell Arms to Saudi Arabia

Posted: 24 May 2019 12:00 PM PDT

(WASHINGTON) — The Trump administration notified Congress on Friday that it is invoking a rarely used provision in federal law to bypass congressional review of arms sales to Saudi Arabia, two Democratic senators said.

The administration is issuing an emergency declaration that will allow it to sell arms to Saudi Arabia, the United Arab Emirates and others despite congressional objections, according to Sen. Bob Menendez of New Jersey, the top Democrat on the Senate Foreign Relations Committee, and Sen. Chris Murphy, D-Conn. Menendez said the administration did not cite a specific legal or practical reason for using the provision in the Arms Export Control Act, other than to cite threats from Iran.

“I am disappointed, but not surprised, that the Trump administration has failed once again to prioritize our long term national security interests or stand up for human rights, and instead is granting favors to authoritarian countries like Saudi Arabia,” Menendez said in a statement.

“President Trump is only using this loophole because he knows Congress would disapprove of this sale,” Murphy said in a statement. “There is no new ’emergency’ reason to sell bombs to the Saudis.”

U.S. officials had said Secretary of State Mike Pompeo could decide to invoke the provision as early as Friday. The State Department had no immediate comment.

Congressional opposition to U.S. military support for Saudi Arabia has been growing, and lawmakers have blocked about $2 billion in arms sales to the kingdom for more than a year amid concerns over civilian casualties in the Saudi-led military operation in Yemen and outrage over the killing of journalist Jamal Khashoggi in October by Saudi agents.

President Donald Trump last month vetoed legislation that would have ended U.S. military assistance for the Saudi-led war in Yemen against Iran-backed rebels but administration officials have complained that sales remain blocked. The law requires Congress to be notified of potential arms sales, giving the body the opportunity to block the sale. But the law also allows the president to waive that review process by declaring an emergency that requires the sale be made “in the national security interests of the United States.”

Menendez and Murphy said they would challenge the decision but it was not immediately clear how they might do that.

“With this move, the president is destroying the productive and decades-long working relationship on arms sales between the Congress and the executive branch,” Menendez said. “The possible consequences of this decision will ultimately threaten the ability of the U.S. defense industry to export arms in a manner that is both expeditious and responsible.”

There is precedent for using the emergency exemption for arms sales to Saudi Arabia. President Ronald Reagan invoked it in the 1980s and both Presidents George H.W. Bush and George W. Bush used it for sales before the 1991 Gulf War and the 2003 Iraq war.

U.S. Blames Iran For Recent Tanker Bombings Near the U.A.E. and Iraq Rocket Attack

Posted: 24 May 2019 11:22 AM PDT

(WASHINGTON) — A senior Pentagon officer says the U.S. blames Iran and its proxies for the recent tanker bombings near United Arab Emirates and a rocket attack in Iraq.

Vice Admiral Michael Gilday says the U.S. has a high degree of confidence that Iran’s Revolutionary Guard was responsible for the explosions on four tankers, and that Iranian proxies in Iraq fired rockets into Baghdad.

Gilday, the Joint Staff director, says the latest decision to send 1,500 additional troops to the Middle East will boost surveillance of Iranian forces and their proxies. The additional forces will include more manned and unmanned aircraft, a squadron of fighter jets, a Patriot missile battalion and military engineers.

He did not provide direct evidence to back up claims tying Iran to the attacks. He told reporters the conclusions were based on intelligence and evidence gathered in the region.

Theresa May Quoted a Humanitarian in Her Resignation Speech. A Child He Saved From Nazis Says That Was an Insult

Posted: 24 May 2019 10:50 AM PDT

Toward the end of the speech announcing her resignation on Friday morning, British Prime Minister Theresa May diverted away from Brexit for just a moment, to talk about a man who died in 2015.

That man was Nicholas Winton, who organized the safe passage of 669 children out of Nazi-occupied Europe during the Second World War, into the United Kingdom.

“For many years the great humanitarian Sir Nicholas Winton — who saved the lives of hundreds of children by arranging their evacuation from Nazi-occupied Czechoslovakia through the Kindertransport — was my constituent,” May said in front of the black door to 10 Downing Street.

She continued, “At another time of political controversy, a few years before his death, he took me to one side at a local event and gave me a piece of advice. He said, ‘Never forget that compromise is not a dirty word. Life depends on compromise.’ He was right.”

But one of Winton’s ideological heirs has hit back at May over the comparison, rejecting her comparison and pointing to the effects of her policies as Home Secretary and Prime Minister when she strove to reduce migration into Britain and create a “hostile environment” for new arrivals.

“I think Nicholas Winton would be a bit taken aback that she was using his name to ingratiate herself, when her behavior with regard to child refugees has been the very opposite,” Alf Dubs tells TIME.

Dubs, 86, is an opposition Labour MP who came over to the U.K. as a child from Czechoslovakia as a child on a train organized by Winton.

“She leaves a negative legacy,” he said. “She did not support refugees coming to Britain and her policies worked pretty well to keep the numbers as low as possible.”

“Nicky Winton did not compromise,” Dubs added on Twitter. “He was resolute in his determination to save refugee children like me. I hope that before she steps down Theresa May will honour Nicky’s memory by welcoming more unaccompanied refugee children from France, Italy and Greece.”

As Home Secretary for six years between 2010 and 2016, May oversaw U.K. immigration policy at a time when one of the Conservative Party’s prime objectives was reducing immigration levels.

In 2015, she introduced a new policy that would make it easier to deport refugees after their home country was deemed “safe for them to return.” In 2012, she famously told The Telegraph, “The aim is to create here in Britain a really hostile environment for illegal migration.” And in 2013, she piloted a program where government-funded vans would drive around areas with high immigrant populations, carrying billboards reading “In the U.K. illegally? Go home or face arrest.”

As Prime Minister, May’s government was forced to apologize after scores of U.K. citizens whose families were originally from the Caribbean were threatened with deportation or lost access to government services. Many of them came over after the Second World War but lacked official documents––or were descendants of those who migrated. The debacle became known as the “Windrush scandal,” after the ship that brought the first Caribbean workers over after the war, and led to the resignation of Amber Rudd, May’s successor as Home Secretary.

Students From 1,600 Cities Just Walked Out of School to Protest Climate Change. It Could Be Greta Thunberg’s Biggest Strike Yet

Posted: 24 May 2019 10:13 AM PDT

Hundreds of thousands of students around the world walked out of their schools and colleges Friday in the latest in a series of strikes urging action to address the climate crisis. According to event organizers Fridays for Future, over 1664 cities across 125 countries registered strike actions, with more expected to report turnouts in the coming days.

The “School Strike for Climate” movement was first started by Swedish teenager Greta Thunberg, who began her strike outside the country’s parliament in Stockholm in August 2018 and has said that she will continue to strike until Sweden is aligned with the goals of the Paris Agreement. Since then, her singular action has spread into an international climate movement, organized by young people around the world. This strike followed the last co-ordinated event on March 15, which saw over 1.6 million people across 133 countries turn out at demonstrations according to organizers.

Thunberg was recently profiled on TIME’s global cover as a Next Generation Leader, along with nine other people shaping the world’s future. “This is not about truancy or civil disobedience, this is about the climate and the ecological crisis, and people need to understand that,” Thunberg told TIME in Stockholm, a couple of weeks ahead of the global strike.

“May 24 is the last chance to affect the E.U. elections. Politicians are talking about the climate and environmental issues more now, but they need more pressure,” she said. Voting across the European Union takes place May 23-26, where the 751 representatives of the European Parliament will be elected by citizens across the continent. Recent polling suggests environmental issues and policies tackling climate change are high on the agenda for voters considering who to elect.

The school strike movement has emerged in tandem with other environmental movements worldwide. The British-based direct action group Extinction Rebellion occupied major locations in London for ten days in late April, and their first demand, for the British government to declare a state of “climate emergency,” received approval from parliament on May 1. And in the U.S., the young activists of Sunrise Movement have pushed to transform climate action into a political reality by calling for a Green New Deal, attracting the support of several legislators and 2020 Democratic presidential candidates.

While Thunberg is well-known worldwide, she says it is the strike organizers in each country that she looks up to. “Young people who are in developing countries are sacrificing their education in order to protest against the destruction of their future and world,” she told TIME. “They are the real heroes.” Photos and videos from strikers in the eastern hemisphere started flooding social media in the morning, ranging from Seoul, South Korea to Auckland, New Zealand, and later in the day images of crowds surfaced in European cities such as Berlin and Paris, where organizers say an estimated 23,000 turned out to demonstrate.

Here is a look at some of the places around the world where young people are taking action on May 24.

Sweden

Thousands of students and young people took part in Friday’s strike marching through the streets of Stockholm. When TIME travelled with Thunberg from London to her hometown in April, she and other young organizers from the Fridays for Future movement were planning and preparing the actions for May 24.

“I’m just going to continue school striking every Friday until Sweden is aligned with the Paris Agreement,” Thunberg told TIME. “It will not take weeks, it will not take months: It will take years, most likely and unfortunately.”

While there’s an acknowledgement that the strikes have placed the climate crisis back on the agenda in Sweden, for Thunberg it is not enough — her focus is on the global carbon emissions, which continue to rise. However, in the nine months since she first started her strike, her cause has galvanized support from a wide cross section of Swedish society, with grandparents and scientists turning out to support the strike on May 24.

Philippines

In the Philippines, one of the countries most vulnerable to climate change, organizers say there were at strikes in at least fifteen cities. In recent years, the archipelago of islands has been hit by a series of extreme weather events, such as Typhoon Haiyan (known as Super Typhoon Yolanda in the Philippines) in 2013. Some young survivors of that event, one of the most powerful tropical cyclones ever recorded, felt compelled to take part in strikes on May 24.
“Climate change here is more than about disasters,” Beatrice Tulagan, East Asia Field Organizer for 350.org, told TIME. “We have environmental defenders going up against fossil fuel companies harassed and murdered, women and LGBTQ people attacked and violated in the aftermath of disasters in evacuation centers, communities beside coal plants complaining of health problems and indigenous groups robbed of land.”

Australia

Climate change has been amplified in Australian public conversation in recent weeks, as voters in national elections on May 18 surprisingly re-elected the conservative coalition, which has long resisted calls to cut carbon emissions and coal. Australia has just experienced its hottest summer on record with the country’s farmers facing a punishing drought, and recent research has shown that warming seas are preventing the Great Barrier Reef’s ability to regrow.

As well as strikes in Sydney, around 1000 activists staged a die-in in the heart of Melbourne’s business district just after lunchtime, “acting as physical reminders of Earth’s sixth mass extinction which scientists have attributed to anthropogenic climate change,” organizers Extinction Rebellion Australia told TIME.

Young people also gathered outside Parliament House in Perth, Western Australia, a state where mining accounted for 85% of exports in 2017-2018. Land rights are also a contentious issue in Australia, as Aboriginal and Torres Strait Islander communities have struggled to reclaim colonized land that had historically belonged to them. Currently in Western Australia, Tjiwarl traditional owners of land are part of an ongoing battle in the state’s Supreme Court against the opening of a controversial uranium mine.

India

In Delhi, schoolchildren marched carrying a banner referring to the Intergovernmental Panel on Climate Change (IPCC), the leading international body for the assessment of climate change. In October 2018, the IPCC stated that the impact of a 1.5C increase in global temperatures over pre-industrial levels would “disproportionately affect disadvantaged and vulnerable populations through food insecurity, higher food prices, income losses, lost livelihood opportunities, adverse health impacts, and population displacements”.

For India, which is projected to be the world’s most populous country by 2024, growing inequality and extreme weather events such as heatwaves, floods and cyclones put its people particularly at risk.

Germany

With more than 218 strike events listed on the Fridays for Future website, Germany is expected to host more events today than any other country in both big and small cities. Against the backdrop of the European Parliament elections, taking place May 23-26, recent polls have shown that German voters think climate and environment protection are the biggest challenges for the future of the E.U., ahead of other issues such as migration.

United Kingdom

While social media and headlines were filled with the resignation of British Prime Minister Theresa May, announced on the morning of May 24, some young people saw it as an opportunity to highlight the climate crisis instead.

Hundreds of school children gathered outside the U.K. Houses of Parliament, chanting and holding the inventive placards that have become hallmarks of the strikes. The scene was replicated at cities across the U.K.

“It doesn’t just stop here, which is why we’re calling on everyone to join a week of action in September, starting with the global general climate strike on the 20th,” a spokesperson for the U.K. Student Climate Network tells TIME. “We won’t be silent while those in the global south suffer the devastating effects of climate breakdown, and young people around the world are seeing their very futures being ripped away.”

South Africa

Along with Nigeria, Kenya and several other countries across Africa, students and young people in South Africa planned actions on May 24 and 25 to coincide with Africa Day, commemorated on May 25. As part of a continent-wide campaign #AfrikaVuka, organizers are demanding that local leaders “commit to building a fossil free Africa that puts people and justice before profits.” Organizers say that in South Africa, a letter calling for a national ban on fracking will be handed over to recently re-elected President Cyril Ramaphosa, and in Senegal, thousands of citizens are calling for the end of a controversial coal plant and stronger climate leadership from the government.

Support for the climate strikes

Adults have backed the school strike movement, with several prominent thinkers and activists including Naomi Klein, Bill McKibben and Margaret Atwood supporting the movement’s next event, a global strike on 20 September, saying that “disrupting our normal lives is the only way to secure our future.” Leading scientists and academics had also previously signed an open letter in support of Greta Thunberg and the school strike movement in February.

While Thunberg may have started her strike alone, May 24 proved that people all around the world are in solidarity with her and willing to spread the message. “I’m not planning to stop this movement, and I don’t think anyone else is either,” she told TIME. “We have to start acting now, even if we don’t have all the solutions.”

I’ve Reported on Modi for Over a Decade. His Hindu Nationalist Ideas Will Be Even More Dangerous Now

Posted: 24 May 2019 09:42 AM PDT

When the results started trickling in on Thursday showing Indian Prime Minister Narendra Modi and his Hindu nationalist BJP government were set for a landslide victory after a divisive and polarizing campaign, I was not shocked. As a journalist, I have covered Modi’s career since his days as the Chief Minister of Gujarat and know his strategies all too well.

Yet the defining image of the Indian election results was not of Modi’s speech in Delhi; it was of Pragya Singh Thakur, dressed in saffron robes, waving at a large crowd after a massive electoral victory. Thakur, a Hindu priestess from the northern Indian state of Madhya Pradesh, is best known for being charged under a terror law for conspiring and carrying out the 2008 bomb blasts in a Muslim-majority city of Maharashtra that left 10 people dead. She swears allegiance to a radical Hindu outfit called Abhinav Bharat that aims to establish a Hindu rashtra (state) and the supremacy of Hindus not just in India but also extending to the neighboring states of Pakistan and Nepal. A week before her constituency went to vote, Thakur hailed Nathuram Godse — the man who assassinated Mahatma Gandhi — as a patriot. (In the Hindu right-wing worldview, Gandhi is often seen as a Muslim sympathizer.)

It’s ironic that India will celebrate the 150th anniversary of Mahatma Gandhi’s birthday in the same year the Bharatiya Janata Party and its Hindu nationalist leader will induct Thakur in the Indian parliament, seeing their victory as a mandate for their majoritarian policies.

Gagan Nayar—AFP/Getty ImagesIndian Bharatiya Janata Party (BJP) candidate Pragya Singh Thakur, known as Sadhvi Pragya, gestures along with other BPJ supporters on the vote results day for India’s general election at her residence in Bhopal on May 23, 2019.

The narrative is strikingly similar to what I saw nearly a decade ago. In 2010, I went undercover for eight months to investigate the complicity of the state in the 2002 anti-Muslim riots and the extra judicial killings of Muslims who were labeled as terrorists. In a span of eight months, posing as a student from American Film Institute Conservatory, I spoke to almost every bureaucrat and official working under Modi. I learned that Modi wanted to be seen as a Hindu leader under attack from Muslims. His 12-year term in Gujarat was seen as the victory of Gujarati asmita (Gujarati pride), with crowds welcoming him at electoral rallies. The popular slogan was, “Dekho dekho kaun aaya, Gujarat ka sher aaya.” (Look, the lion of Gujarat has arrived.)

That wasn’t the first time I reported on Modi. In 2007 as a reporter covering his provincial election, I sat in the front row of his debut election rally for the assembly elections in the state — his first election after the Gujarat riots. Modi sat next to his then minister of state for Home, Amit Shah, now the President of the ruling party. He held the mic on the stage and asked the crowd, mainly made up of women and upper middle class Gujarati traders: “What do you want me to do with a man like Sohrabuddin?”’

The crowd replied unequivocally and unanimously: ‘Kill him’.

Mr. Modi was referring to the 2005 killing of Sohrabuddin Sheikh, a petty criminal labeled by his government as a terrorist. It seemed Sheikh and his wife were murdered by Gujarat police but after the case was taken to the Supreme Court, India’s central investigation agency discovered that killing had been a fake encounter, an extra judicial murder staged by the state. Instead of respecting the findings of the agency, Modi made it a clarion call about being a victim of minority appeasement by the Congress-led government in Delhi. At every campaign from then on, he told crowds that the Delhi Sultanate (Congress government ) wanted to punish his officers and ministers for shielding him from a Muslim terrorist who had entered Gujarat to attack its sovereignty. A travesty of justice became Modi’s trump card: another Muslim man was made the enemy of the state, and that summer he was re-elected Chief Minister.

The result of the 2019 General election in India has been won on the tried and tested plank that Modi has mastered in the last two decades of his political career. It is a strategy that paints the immediate threat to the Indian nationalist as the “infiltrator,” “termite,” “outsider” — all oblique references to the Indian Muslim.

As I covered the 2019 elections from Maharashtra to Uttar Pradesh the sentiment on the ground was less subtle than the messaging in Modi’s speeches. From a taxi driver in Mumbai to the man who ran a government canteen in Lalganj, they were happy that the “topiwalas” (Muslims) were shown their place.

The campaign yielded results. In the states like Assam and West Bengal with a significant Muslim population where BJP struggled to make inroads, the party won in double digits, a historic mandate.

In both those states, the campaign centered around BJP’s newly amended Citizenship Amendment bill which allows citizenship to persecuted minorities in neighbouring states except Muslims. The social landscape of Assam and West Bengal has historically remained tense due to the influx of immigrants from neighbouring states. By giving it a communal angle and promising to not allow Muslim refugees in the state, the BJP managed to consolidate the disgruntled Hindu voter. .

The National Register of Citizens (NRC), which the party introduced in Assam to throw out infiltrators, a reference to a sizeable population of Bengali Muslims, has been effective for the party. The BJP has NOW won a majority of the seats in Assam.

In Uttar Pradesh, the story similar. It’s where BJP’s Chief Minister, the controversial right wing monk Yogi Adityanath has been criticized for his communal rhetoric during the campaign and Mr. Modi’s hypernationalist speeches on the military strikes in Pakistan drew controversy. Now, the party has won more than sixty out of the eighty Lok Sabha seats.

While some of Mr. Modi’s flagship program, including his campaign for allotting a toilet in each household, did work in Uttar Pradesh, the overarching narrative was expressed through the folk songs used in many BJP rallies. In one particular folk song, the lead singers talk of Modi being the only leader who can remove traitors and anti nationals from the pure Hindu soil.

The fear and the polarization witnessed in the last five years in India with lynchings and unpunished hate-crimes and efforts to isolate Indian minorities through invoking Hindu Pride has had an impact in the voting pattern of Muslims. In most seats, with a sizeable Muslim population, the Muslim vote has consolidated to the strongest opposition to the BJP in the constituency as opposed to the traditional choice of the opposition Congress party. Despite this, the Muslim community, which has population of 190 million in India, has only 26 candidates in the Indian parliament in 2019, with no representation in the ruling party.

Meanwhile, the BJP has won a bigger majority in 2019 despite the failure of the ill-conceived demonetization, a 45-year high in unemployment, lack of economic reforms, agrarian distress, and a Prime Minister who conflates physics with his own theory of cloud radar for military strikes on Pakistan.

Mr. Modi’s BJP has not just decimated the Congress in its strongest bastions but also defeated Congress President Rahul Gandhi in the family stronghold of Amethi. The Congress party found itself struggling with issues like corruption in the Rafale defense deal and a basic income program that faded in comparison to Mr. Modi’s strongman appeal.

Narendra Modi has been re-elected as an aggressive leader who can redeem nationalist pride for a country that seems to be basking in his unabashed majoritarian assertion. The defining idea of Narendra Modi’s landslide 2019 victory is Hindutva, the ideology that defines Indian culture in terms of Hindu values. That could assert itself toward a dangerous conclusion in the next five years if left unchecked.

The U.S. Sending 1,500 More Troops to Middle East Amid Iran Tensions, Official Says

Posted: 24 May 2019 09:30 AM PDT

(WASHINGTON) — The U.S. will bolster its military presence in the Middle East with an additional 1,500 troops, President Donald Trump said Friday amid heightened tensions with Iran.

Trump said the troops would have a “mostly protective” role as part of a build-up that began this month in response to what the U.S said was a threat from Iran without providing details or evidence.

“We are going to be sending a relatively small number of troops, mostly protective,” the president told reporters at the White House before setting off on a trip to Japan. “Some very talented people are going to the Middle East right now and we’ll see what happens.”

Trump has in recent weeks alternated between tough talk toward Iran and a more conciliatory message, insisting he is open to negotiations with the Islamic Republic. He seemed to downplay the prospect of conflict when he spoke at the White House.

“Right now, I don’t think Iran wants to fight and I certainly don’t think they want to fight with us,” he said.

The administration notified Congress earlier in the day about the troop plans.

The forces would number “roughly” 1,500 and would deploy in the coming weeks, “with their primary responsibilities and activities being defensive in nature,” according to a copy of the notification obtained by The Associated Press.

Their mission would include protecting U.S. forces already in the region and ensuring freedom of navigation, the notification said.

Earlier this week, officials said Pentagon planners had outlined proposals that could have sent up to 10,000 military reinforcements to the region. Acting Defense Secretary Patrick Shanahan later said planners hadn’t settled on a figure.

The U.S. has tens of thousands of troops in the Middle East, including at a major Navy base in Bahrain and an Air Force base and operations center in Qatar. There are about 5,200 troops in Iraq and 2,000 in Syria.

Earlier this month, the U.S. sent thousands more into the region around Iran, including an aircraft carrier strike group, four bomber aircraft and fighter jets in response to the unspecified threat.

Tension had been rising with Iran for more than a year. The Trump administration withdrew last year from the 2015 nuclear deal between the Islamic Republic and world powers and reinstated American sanctions that have badly damaged the Iranian economy.

The president has argued that the nuclear deal failed to sufficiently curb Iran’s ability to develop nuclear weapons or halt its support for militias throughout the Middle East that the U.S. argues destabilize the region.

The U.S. Just Upped the Ante on Julian Assange’s Extradition With Espionage Charges

Posted: 24 May 2019 08:43 AM PDT

Julian Assange was indicted by the U.S. under the Espionage Act on Thursday, setting the stage for a dramatic confrontation between U.S. and Swedish prosecutors, who each want to extradite Assange before the other.

Sweden had, a week earlier, re-opened a rape investigation into the Wikileaks founder and began steps to request his extradition.

By indicting Assange with 18 charges under the Espionage Act, each of which carries a maximum sentence of 10 years, the U.S. has considerably raised the stakes. The only U.S. charge against Assange before Thursday was one count of conspiring to hack a password, which came with a maximum sentence of five years in prison. The new charges relate to Assange’s role in publishing classified State Department documents on WikiLeaks in 2010 and 2011.

Sweden’s move to request Assange’s arrest in the U.K. on rape charges may have prompted U.S. prosecutors to “throw the kitchen sink” at Assange, Ben Keith, a U.K. barrister specializing in extradition law, tells TIME.

“It may be that Sweden’s further interest in this case means the U.S. has had to up the ante,” he says. “If Assange goes to Sweden, it’s more difficult to extradite him to the U.S. from there, because prosecutors will have to get both U.K. permission and Swedish permission.” (Officials from the U.S. Department of Justice did not explain why they chose to issue the further charges under the Espionage Act on Thursday.)

But the U.S. indictments could backfire, due to provisions in the extradition treaty between the U.K. and the U.S. that protect against political prosecutions. The charges have raised freedom of the press concerns among some journalists in the U.S., and Assange may choose to argue that the new indictments are of a political nature.

Even if that doesn’t happen, the decision-maker in this case is the U.K. Home Secretary Sajid Javid. He has come under great pressure to treat the rape allegations against Assange with more gravity than the U.S.’s national security charges.

“The Home Secretary has to look at the seriousness of the offenses and which offense came first in time,” Keith says. “Even now, the Swedish offense might be more serious.”

“There’s concern that the U.S. is trying to steal a march on Sweden, who have been trying to extradite Assange for many years.”
