(DAKAR, Senegal) — The United Nations botched its investigation into accusations of sexual abuse in Central African Republic, letting down victims, according to a draft report.
The report, written in 2017 but not yet made public, was leaked to The New Humanitarian and seen by The Associated Press.
A senior U.N. official disputed the findings in the draft report, which the U.N. said were not included in the final report.
An Associated Press investigative series in 2017 uncovered roughly 2,000 allegations of sexual abuse and exploitation by U.N. peacekeepers around the world over a 12-year period.
The roughly 11,000 peacekeepers in Central African Republic had the most sexual misconduct allegations – 52- of any U.N. peacekeeping mission in 2016.
“The leaked review … gives a rare behind-the-scenes glimpse at how the U.N. system investigates claims of sexual abuse and exploitation by its own peacekeepers – and shows why it often fails the victims it is supposed to serve,” according to the New Humanitarian.
The failed investigation into the allegations in the Central African Republic cost the U.N. more than $480,000.
Inadequate storage ruined DNA samples that had been collected to connect victims to their alleged perpetrators, according to the report.
“Most were already rotten. It is therefore hardly surprising that positive results could not (be) obtained,” the report said of the DNA samples. Many of the samples were taken from March to May 2016, and then they were stored in Bangui for months and were not delivered to the Nairobi office for the investigation until April 2017.
The report noted the importance of the role of DNA evidence in linking a possible perpetrator to a victim. “It was noted that none of the DNA samples collected was deemed usable by labs retained for that purpose,” said the report.
The lack of action on the investigation left victims feeling abandoned and without any recourse for the sexual exploitation they say they experienced at the hands of the Burundi and Gabonese troops, according to the New Humanitarian who spoke with victims.
But Ben Swanson, the director of the U.N. investigations division in the Office of Internal Oversight Services, the U.N.’s internal watchdog known as OIOS, said OIOS “did all of the DNA swabbing in Dekoa, when and where it was relevant, and we also followed up with missions to Gabon and Burundi to swab soldiers identified as fathers.”
In December 2016, the U.N. announced that OIOS had completed an internal investigation into allegations of sexual abuse against Burundian and Gabonese peacekeepers deployed in Dekoa in Kemo prefecture, Central African Republic.
OIOS interviewed 139 people, investigated their accounts and identified 16 possible perpetrators from Gabon and 25 from Burundi through photos and corroborating evidence, the U.N. said. Of the 139 victims, 25 were minors who asserted that they were sexually assaulted and eight paternity claims were filed, the U.N. said.
“We took swabs from around 20 victims and their children,” Swanson said, and the laboratory used to do the DNA testing was unable to extract any DNA samples from two or three of the swabs which may have been the result of operator error, poor storage techniques or the laboratory.
“Because the victims were adamant as to the identity of the fathers and we didn’t want to miss any evidential opportunities we repeated the entire exercise,” Swanson said.
“I can tell you that the lab was able to say ‘with a high degree of confidence’ that the soldiers identified were not the fathers of the children they were alleged to be,” he said.
The U.N. relies on the country contributing peacekeepers to deal with allegations of misconduct and to determine possible punishments. According to the report, Burundi investigators who went to conduct interviews in 2016 did not have the necessary skills and experience. The interviews seemed to look to discredit witnesses, it said, and interpreters also lacked the needed skills.
The U.N. has vowed to end impunity for sexual misconduct and to work with countries supplying peacekeepers to do more to combat the abuses.
U.N. Secretary-General Antonio Guterres has taken strides to improve the world body’s response to sexual abuse and exploitation, appointing the U.N.’s first-ever victims’ rights advocate, banning alcohol and fraternization for troops, convening high-level meetings on sexual abuse and exploitation and establishing a trust fund for victims.
The U.N. received 259 allegations of sexual exploitation and abuse last year, according to The New Humanitarian, a major increase from the two previous years.
(SEOUL, South Korea) — North Korea confirmed Friday it conducted its third test-firing of a new “super-large” multiple rocket launcher that it says expands its ability to destroy enemy targets in surprise attacks, as it continues to expand its military capabilities while pressuring Washington over a standstill in nuclear negotiations.
Pyongyang’s official Korean Central News Agency described the tests a day after the South Korean and Japanese militaries said they detected two projectiles launched from an area near the North Korean capital traveling more than 200 miles cross-country before landing in waters off the North’s eastern coast.
Experts say the North could continue to ramp up weapons demonstrations ahead of an end-of-year deadline set by leader Kim Jong Un for the U.S. to offer mutually acceptable terms to salvage a fragile diplomacy strained by disagreements over exchanging sanctions relief and disarmament steps.
Thursday’s launches followed statements of displeasure by top North Korean officials over the slow pace of nuclear negotiations with the United States and demands that the administration of President Donald Trump ease crippling sanctions and pressure on their country.
KCNA said Kim expressed satisfaction over what North Korea described as a successful test of its new rocket artillery system, but it wasn’t clear whether the leader observed the launches on site. The North previously tested the system in August and September. The latest test verified the “perfection” of the system’s continuous firing ability that allegedly allows it to “totally destroy” enemy targets with “super power,” the agency said.
Earlier this month, the North test-fired an underwater-launched ballistic missile for the first time in three years. The North has also tested new short-range ballistic missile and rocket artillery systems in recent months in what experts saw as an effort to use the standstill in talks to advance its military capabilities while increasing its bargaining power.
Negotiations have faltered after the collapse of a February summit between Kim and Trump in Hanoi, Vietnam, where the U.S. rejected North Korean demands for broad sanctions relief in exchange for piecemeal progress toward partially surrendering its nuclear capabilities.
The North responded with intensified testing activity while Kim said he would “wait with patience until the end of the year for the United States to come up with a courageous decision.”
Washington and Pyongyang resumed working-level discussion in Sweden earlier this month, but the meeting broke down amid acrimony with the North Koreans calling the talks “sickening” and accusing the Americans of maintaining an “old stance and attitude.”
(CANBERRA, Australia) — Conservationists fear hundreds of koalas have perished in wildfires that have razed prime habitat on Australia’s east coast.
Port Macquarie Koala Hospital President Sue Ashton said she hoped wildlife carers would be allowed to begin their search of the fire zone for survivors on Thursday. The fire was started by a lightning strike on Friday in a forest in New South Wales state, 300 kilometers (190 miles) north of Sydney, and has since burnt 2,000 hectares (4,900 acres).
Two-thirds of that area was koala habitat, Ashton said.
“If we look at a 50% survival rate, that’s around about 350 koalas and that’s absolutely devastating,” Ashton said of the death toll. “We’re hoping it’s not as bad as that, but because of the intensity of the fire and the way koalas behave during fire, we’re not holding out too much hope,” she added.
Koalas climb high into trees during wildfires and survive if the fire front passes quickly below them.
The koala colony was particularly heathy and genetically diverse, Ashton said. Koalas prefer coastal forests, which are being cleared for suburban expansion. Increasingly isolated koala colonies have become inbred and diseased.
Australia’s wildfire season has made a particularly early and devastating start in the southern hemisphere spring due to above-average temperatures and below-average rainfall that has left much of the east coast in drought.
“America, where they didn’t let me in,” writes 11-year-old Jose from Honduras in Spanish next to a picture of mountains and trees on a canvas in blue, green and brown colors. He also drew a river — the Rio Grande that separates him from Brownsville, Texas, where his family hopes to claim asylum. “La tierra prometida,” he writes. “The promised land.”
Jose is one of at least 1,450 migrants who are living in a tent encampment on the streets of Matamoros, a city in the Mexican state of Tamaulipas, as a result of the Trump Administration’s “Remain in Mexico” policy. Dozens of children in Matamoros drew their experiences as part of an art project, photos of which were provided exclusively to TIME by Dr. Belinda Arriaga, an associate professor at the University of San Francisco who specializes in child trauma and Latino mental health. She traveled to Matamoros Oct. 19-25 as part of a group of volunteers who provided aid and psychological care to migrant children and their families.
The six drawings depict family members separated by the Rio Grande, children inside cages and images of America. In one photo, a drawing by 9-year-old Genesis depicts crocodiles in a river near a vehicle she labelled “Policía.” Her family, in tears, are standing in Mexico, while her tía, or aunt, cries for them in the U.S. “Quiero irme de aquí porque no puedo ser felíz y no puedo dormir,” she has written on the drawing. “I want to leave from here because I can’t be happy and I can’t sleep.”
In order to protect the identity of the children, TIME has covered some identifying information in the drawings.
“Their drawings become their voice,” Arriaga adds. “When they started handing me one-by-one their pieces, it was really jolting to see what they were drawing… the drawings help us understand the trauma that this country is inflicting on them.”
Arriaga has traveled from San Francisco to Brownsville and McAllen, Texas, six times to work with children released from family detention since the height of family separation under the Administration’s Zero-Tolerance policy. Arriaga provided similar drawings to the American Academy of Pediatrics (AAP) this summer made by children who depicted themselves in cages after being released from a Customs and Border Protection family detention center in the McAllen region.
This month, on her seventh trip to the Rio Grande Valley region, Arriaga was one of 24 members of the Bay Area Border Relief (BABR) organization who traveled to Matamoros. Many volunteers provided donations, food and therapy to more than a thousand people sleeping in tents or outside at a plaza near the port of entry. Arriaga worked with children who have been waiting in Mexico under the Department of Homeland Security’s Migrant Protection Protocols (MPP) — also known as “Remain in Mexico” — which requires asylum-seekers to wait in Mexico while their legal case for asylum progresses. Arriaga participated in group sessions with the children, including sessions that allowed children to draw and express what they’re feeling and what message they wanted to share with the world. About 40 children and some parents participated, Arriaga says.
Dr. David Martinez, a clinical psychologist and assistant professor at the University of San Francisco, was also on the trip and provided one-on-one therapy to children there, an effort he called “psychological first-aid.” The children were clearly traumatized, he says, and his own experience and studies have shown him that it’ll take years before the effects of the trauma becomes obvious.
“I do see a lot of resilience, but there’s only so far that can go if things don’t change,” he says. “What happens in adolescence, especially early on in childhood, kind of defines your life. Being exposed to stress, trauma, adversity… it can lead to a lot of poor mental health outcomes or physical health outcomes.”
Arriaga says her encounter with the children in McAllen over the summer was ultimately hopeful. “There was fatigue and exhaustion, yes, but there was hope,” she says. “But with these children [in Matamoros], what we walked away with was a complete sense of desperation… they’re screaming for help.”
Seven-year-old Ivone drew a picture of herself inside of a cage near the river. Her tía waits for her on the other side, standing next to an American flag. An unidentified 7-year-old drew a similar picture. “It’s an emotional trauma that is not easily going to be erased,” Arriaga says. “What they’re living with and what they’re enduring is something that is going to emotionally impact them for a long time.”
Many of the children are from Central America. TIME for Kids recently traveled to Honduras to interview children and families about their lives there. Many children who remain in Honduras have a family member who has migrated to the U.S. or know other children who have made the journey.
Young asylum-seekers in Matamoros like Jose, Genesis and Ivone sleep in tents that have been donated to them, and rely on food that volunteers from both sides of the border attempt to bring them on a daily basis, according to seven volunteers who have been on the ground who spoke to TIME. These volunteers say asylum-seekers go to the restroom in portable bathrooms volunteers have rented using donated money while sanitary napkins, clothes, diapers, other supplies and medical care are also provided by donation. Shower tents were recently built where the migrants use a bucket of water and a cup to bathe. Many also jump in the Rio Grande to wash themselves and their clothes. A team with Doctors Without Borders (MSF) in Matamoros has also documented cases of diarrhea, hypertension, diabetes, psychiatric conditions and asthma amongst the asylum-seekers. MSF has conducted at least 178 medical consultations over the course of three weeks this month, 58% of which were with children under 15 years old, according to the organization.
A spokesperson for the city of Matamoros did not immediately return a request for comment. Earlier in October, government official Enrique Maciel, a representative for the Matamoros Delegation of the Tamaulipas Institute for Migrants, a state-run agency, told reporters that the asylum-seekers are not the responsibility of the Mexican government, but that the city is committed to providing shelter for public health and safety purposes.
At night, with no way to lock their tents, migrants are susceptible to robbery and other crimes against them, including rape and kidnapping. The U.S. government has issued a travel advisory for the state of Tamaulipas, urging Americans not to go there. There’s no law enforcement oversight, save for the military and Customs officials who guard the port of entry nearby. Volunteer lawyers from all parts of the country also frequent the area, looking for opportunities to represent families they believe should be excluded from MPP and helping them fill out asylum documents that the U.S. government provides in English.
“These people are prey to anybody who wants to come and take advantage of them,” says Lilli Rey, the founder of BABR. She and her daughter were also a part of the recent trip to Matamoros. “For the United States to treat these human beings like this — we should all be ashamed.”
Matamoros doesn’t have the infrastructure to house so many people in shelters, says Erin Thorn Vela, an attorney with the Texas Civil Rights Project based in McAllen. “At the beginning what it looked like was an attorney going out on Saturday night and saying ‘look, gather around me, I can tell you how to fill out an asylum application,'” she tells TIME.
The city of Matamoros has also attempted to create a shelter, the opening of which was cancelled. The cancellation followed criticism its location far from a port of entry would expose asylum seekers to exploitation and violence, according to Andrea Rudnik, a cofounder of Team Brownsville, an organization that has provided daily meals and other resources to migrants in Matamoros since July 2018. A local recreational center is being converted into a facility that could shelter up to 300 of those waiting for their asylum cases to be processed.
Customs and Border Protection tells TIME it has enrolled more than 55,000 people in MPP. Many stay near U.S. ports of entry throughout the border as a result of MPP, which was implemented in January 2019. The policy didn’t begin in Matamoros until July of this year, leading to nearly 1,450 people sleeping on the streets in that same month, according to the Transactional Records Access Clearinghouse (TRAC), a research organization based out of Syracuse University. Many of the volunteers say the number has grown significantly since July.
Many have been living at the encampment — which grew organically — since before the implementation of MPP as a result of the Administration’s metering policy, which required them to wait in Mexico and make an appointment with U.S. officials before being allowed to make an initial claim for asylum. Some migrants have drowned in the Rio Grande trying to cross the border after being told they would have to wait for months in Mexico. Organized crime in Matamoros further endangers the asylum-seekers, who the volunteers say are targeted for ransom, or offered jobs like prostitution by local gangs.
“Mexico is providing humanitarian protections and even work-authorizations to these individuals during their stay,” DHS spokesperson Matthew Dyman tells TIME in a statement. “Mexico has stated it would authorize the entrance of those returned under MPP for humanitarian reasons, in compliance with its international obligations, while they await the adjudication of their asylum claims in the United States. Mexico has said it will provide aliens with legal status to work, offer jobs, healthcare and education to such individuals according to its principles.”
The agency called MPP an answer to the “security and humanitarian crisis on the southern border,” when the policy was announced in January. Since thousands of Central American migrant families have arrived at the border to claim asylum, U.S. immigration courts have faced a backlog in processing the cases.
The Administration’s MPP policy has faced legal challenges, the most recent of which is awaiting a decision from the 9th Circuit Court of Appeals.
The slow appeals process has led volunteers on the ground to work faster and harder, says Vela, the TCRP attorney. “That encampment has been growing since August,” Vela says. It’s easily three times as large as it was before MPP, and the amount of resources has not gotten a whole lot bigger.”
BABR traveled to Brownsville this month with a U-Haul and another truck-full of donations, including clothes, diapers and Beanie Babies and teddy bears for the children. They were not permitted to drive the rented vehicles across the border, so some members of the group found a parking lot near the port of entry on the U.S. side of the border, and began unloading the supplies onto small wagons that they walked across the border one-by-one until everything was dispersed at the encampment. Meanwhile another group of the volunteers began prepping dinner for more than 1,000 people, while Arriaga and Martinez did their work with the families.
It was heartbreaking, Arriaga says, to receive the drawings from the children.
“I try to instill how special they are, and that they’re beautiful and that they’re loved,” she says. “I told each and every one of them, there are so many in the United States that care about you.”
(BEIRUT) — The U.S. military says its first batch of mechanized armored vehicles have arrived in southeast Syria, where they are to take part in securing oil fields and fighting remnants of the Islamic State group.
U.S.-led Coalition spokesman Col. Myles Caggins said the first batch of Bradley armored infantry carriers have arrived Thursday in Deir el-Zour Province. The province is home to some of Syria’s largest oil fields. It is also where IS militants continue to wage an insurgency and where they lost their last territory in March.
Caggins said the mechanized forces — being deployed for the first time in Syria— provides infantry with maneuverability and firepower. He said the deployment is “de-conflicted” with other forces operating in the region.
U.S. troops have begun withdrawing from northern Syria to reposition in the Deir el-Zour region, he said.
U.S. President Donald Trump ordered the troop withdrawal from the north ahead of a Turkish military offensive there earlier this month. Turkey is pushing to have Kurdish fighters moved away from its borders.
(HONG KONG) — Police and protesters engaged in a standoff in Hong Kong’s nightlife district on Thursday after pro-democracy demonstrators urged people to celebrate Halloween by wearing masks in defiance of a government ban on face coverings.
Riot police pushed people back slowly from the Lan Kwai Fong area of bars, clubs and restaurants that is usually abuzz with revelers on the holiday.
Police fired tear gas but it wasn’t immediately clear whether there had been violence between protesters and officers or if anyone had been arrested.
Organizers had called on supporters of the protest movement to take part in a “masquerade” on Thursday to put to the test a recent government ban on masks at public gatherings aimed at quelling the increasingly violent protests now in their fifth month.
Digital fliers circulated online called on people to wear masks depicting Hong Kong Chief Executive Carrie Lam, Chinese President Xi Jinping and other senior officials.
They also said people could wear a mask and dress in red for the march, which was set to begin at a large park and proceed to the Lan Kwai Fong bar and nightclub district.
Face masks have become a hallmark of protesters in Hong Kong, even at peaceful marches, amid fears their identities will be uncovered and spread online, resulting in retribution.
China’s authoritarian Communist government also collects such data to blacklist people from traveling to the mainland or qualifying for government jobs.
Lam introduced a measure to ban masks and face coverings at the start of October, but protesters have largely ignored it and police have not been enforcing it on a large scale.
Police said they didn’t rule out the possibility of violent incidents on Halloween.
The police force said in an online video that anyone refusing to comply with a request to remove their mask can be fined and jailed for six months, though they also said wearing Halloween masks is allowed as long as there is no violence.
Hong Kong’s High Court granted a temporary order banning anyone from spreading online messages inciting or encouraging violence, according to local broadcaster RTHK. The ban, in effect until Nov. 15, specifically targets the LIHKG online forum and encrypted messaging app Telegram, both popular with protesters.
In a separate event, police fired tear gas at protesters gathered at a subway station across the harbor. The demonstrators were marking two months since riot police stormed a subway car and beat passengers with batons and pepper spray in scenes that inflamed tensions.
In Beijing, the ruling Communist Party said it planned to strengthen laws regarding Hong Kong in the name of national security.
The party reaffirms the “one country, two systems” framework under which Hong Kong was handed over from British to Chinese control in 1997, it said in a statement issued at the end of a major meeting of the 202 members of the party’s Central Committee led by Xi, who is also the party chief.
However, it added that in an effort to maintain the territory’s “prosperity and stability,” it would embark on a project to “establish and strengthen a legal system and enforcement mechanism for safeguarding national security” in Hong Kong.
The document gave no further details and it wasn’t clear whether that indicated an intention to pass new laws in mainland China or in Hong Kong, which has a separate legal system under its own constitution.
(MULTAN, Pakistan) — A raging fire swept through a train in Pakistan’s eastern Punjab Province on Thursday killing 74 people and survivors said afterward it took nearly 20 minutes for the train to stop amid contradictory reports about the condition of the train’s brakes.
Three carriages were consumed by flames from a fire caused by a cooking gas stove and dozens of people jumped in panic from the speeding train.
Conductor Sadiue Ahmed Khan told The Associated Press the train’s emergency breaking system was in perfect working order and the train stopped within three minutes after the first signs of fire.
“This is the worst tragedy in my life as a driver,” he said.
Investigators said they will be looking at the train’s braking system to determine its condition at the time of the fire. Survivors recounted pulling at emergency cords that weave through the train to notify the conductor, but they said the train continued to speed down the tracks.
Ghulam Abbas, a passenger who had gotten on the train in the town of Nawabshah in neighboring Sindh Province with his wife and two children, echoed other passengers who said it took nearly 20 minutes for the train to stop. He recousnted watching panicked passengers jumping off the speeding locomotive.
“We learned afterward that most of them had died,” he said.
Abbas’ wife, Sulai Khan Bibi, said she was horrified what would happen to their two small children. “We were so close to death, but Allah saved us,” she said, clutching the children.
The train, which was traveling from the southern Arabian Sea port city of Karachi to Rawalpindi, just 10 kilometers (6 miles) from the federal capital, was carrying 857 passengers. Most of the dead were members of Tableeqi-e-Jamaat, an organization of Islamic missionaries. The fire was believed to have started in their compartment.
Mufti Wahab, a district chief of the Tableeqi-e-Jamaat, said as many as 52 members of his organization were “martyred because of the fire.”
The fire apparently started after one of several small stoves brought on to the train by the the Tableeqi members exploded, setting other gas cylinders used to fuel the stoves on fire, said Deputy Railways Commissioner Jamil Ahmed.
Flames roared through the train engulfing three carriages as it approached the town of Liaquatpur in Punjab. Survivors recounted horrific scenes of fellow passengers screaming as they jumped through windows and off the train, flames billowing from the carriages.
“We could hear people crying and screaming for help,” said Chaudhry Shujaat, who had boarded the train just a few hours earlier with his wife and two children. “I thought we would die. The next car was on fire. We felt so helpless.”
Kaleem Ullah, an official with the district emergency services, said of the 43 people injured, 11 were still in critical condition. Several of them had jumped off the train — many to their deaths — after the fire broke out and before it eventually screeched to a halt, said Ahmed, the railways official.
In Pakistan, poor passengers often bring their own small gas stoves on the trains to cook their meals, despite rules to the contrary, according to Railways Minister Sheikh Rashid Ahmed. Safety regulations are often ignored in the overcrowded trains.
Railway official Shabir Ahmed said bodies of passengers were scattered over a 2 kilometer- (1 mile-) wide area around the site.
People from nearby villages rushed to the train, carrying buckets of water and shovels to help douse the flames. “But it was impossible,” said Ahmed.
Through the morning hours, rescue workers and inspectors sifted through the charred wreckage, looking for survivors and aiding the injured. Local Pakistani TV footage from the scene showed a huge blaze raging as firefighters struggled to get it under control.
Officials said they were still trying to identify the victims and that the lists of fatalities and those injured were not ready yet. Another train was dispatched to bring the survivors to the city of Rawalpindi, they said.
Yasmin Rashid, a provincial minister in Punjab, told reporters that medical staff were providing the best possible treatment for the injured at a hospital in Liaquatpur. Those critically injured were taken by ambulance to the city of Multan, the largest city nearest to the site of the accident.
Pakistan’s military said troops were also participating in the rescue operation. President Arif Alvi and Prime Minister Imran Khan issued statements expressing their sorrow over the tragedy.
Khan took to Twitter to offer his condolences to the families of those killed and say he was praying for the speedy recovery of the injured. He also ordered an urgent investigation into the incident.
Train accidents in Pakistan are often the result of poor railway infrastructure and official negligence. Media reports on Thursday suggest that railways officials did not notice when passengers boarded the train, carrying individual gas stoves.
In July, a passenger train rammed into a freight train at the Walhar Railway Station in the district of Rahim Yar Khan, killing at least 20 people and injuring 74.
A month earlier, a passenger train traveling to the eastern city of Lahore from the port city of Karachi collided with a freight train in the southern city of Hyderabad, killing three people.

(LONDON) — British police have interviewed an American diplomat’s wife who was involved in a crash that killed a British teenager and have passed their recommendations on to U.K. prosecutors.
Northamptonshire Police interviewed Anne Sacoolas about the crash that killed 19-year-old Harry Dunn in August. His motorcycle collided with a car she was allegedly driving near a British military base used by the U.S. military in southern England. The 42-year-old Sacoolas left Britain shortly after the crash.
She was granted diplomatic immunity. Dunn’s family has launched a campaign seeking its revocation.
President Donald Trump has called what happened “a terrible accident,” noting that the British drive on the left side of the road, while in the United States people drive on the right.
(BEIRUT) — The Islamic State group is mourning the death of its leader Abu Bakr al-Baghdadi and has announced a successor in a new audio release.
The group identified the new leader as Abu Ibrahim al-Hashimi in the audio released Thursday by the IS central media arm, al-Furqan Foundation.

(TOKYO) — A fire broke out early Thursday and spread quickly through historic Shuri Castle on Japan’s southern island of Okinawa, nearly destroying the UNESCO World Heritage site.
Firefighters battled the blaze for about 12 hours before bringing it under control in the afternoon.
The fire in Naha, the prefectural capital of Okinawa, started from the castle’s main wooden structure and quickly jumped to other buildings, in part because of windy weather. Three large halls and four other structures burned down, a fire official said.
No one was injured. The cause was not immediately known.
An annual weeklong castle festival that began Sunday was to run for a week but the remaining events were canceled. Event organizers were preparing the next day’s events at the castle until after midnight, but no one was there when the fire broke out, officials said.
Video on NHK public television showed parts of the castle engulfed in orange flames, then turning into a charred skeleton and collapsing to the ground. Many residents watched from a hillside road and quietly took photos to capture what was left of the castle before it was largely lost. Some people were crying.
“I feel as if we have lost our symbol,” said Naha Mayor Mikiko Shiroma, who led an emergency response team. “I’m shocked.”
Okinawa Gov. Denny Tamaki cut short a trip to South Korea to return to Naha. “My heart is broken,” he said. “But I also feel strongly that we must reconstruct Shuri Castle, a symbol of the Ryukyu Kingdom filled with our history and culture.”
The castle is a symbol of Okinawa’s cultural heritage from the time of the Ryukyu Kingdom that spanned about 450 years from 1429 until 1879, when the island was annexed by Japan.
It is also a symbol of Okinawa’s struggle and efforts to recover from World War II. The castle burned down in 1945 during the Battle of Okinawa near the war’s end, in which about 200,000 lives were lost on the island, many of them civilians.
The castle was largely restored in 1992 as a national park and was designated a UNESCO World Heritage site in 2000 as part of a group of ancient ruins, castles and sacred sites that “provide mute testimony to the rare survival of an ancient form of religion into the modern age.”
Chief Cabinet Secretary Yoshihide Suga told reporters that the central government will do its utmost to reconstruct the castle.
The government dispatched officials from the Agency for Cultural Affairs and other government organizations to join efforts to investigate the cause of the fire and study ways to protect other historical sites from disasters, Suga said.
Tokyo University of Science Professor Ai Sekizawa, an expert on fire prevention, told NHK that the extensive damage occurred because the fire broke out in the middle of the night when nobody was around, delaying the initial firefighting effort. He said the design of the castle might also have allowed the fire to quickly expand in the spacious main hall and move to other buildings connected by hallways.
Kurayoshi Takara, a historian at the University of the Ryukyus who helped reconstruct Shuri Castle, said he was speechless when he saw the fire. He told NHK that the castle reconstruction was a symbolic event for Okinawans to restore their history and Ryukyu heritage lost during the war.
“I still can’t accept this as a reality,” Takara said. “It has taken more than 30 years and it was a monument to the wisdom and efforts of many people. Shuri Castle is not just about the buildings, but it reconstructed all the details, even including equipment inside.”
UNESCO Director General Audrey Azouley expressed her sympathy. “Deep emotion and sincere solidarity with the Japanese people as we see the tragic fire at the beautiful #shuricastle,” she wrote on her Twitter account. “This is a loss for all humanity.”
Okinawa was under U.S. occupation until 1972, two decades after the rest of Japan regained full independence.

NEW DELHI & BENGALURU: Singapore-based ecommerce platform Qoo10 has acquired home-grown online marketplace ShopClues in an all-stock deal. The transaction is believed to have valued ShopClues at $70-$100 million, according to three sources aware of the developments, in what is possibly the largest valuation meltdown for a venture-backed Indian startup, given that ShopClues at its peak was valued at $1.1 billion in late 2015 after bringing on board marquee investors such as Tiger Global Management and GIC, the Singapore Government-owned sovereign fund. This was also a period when it went lockstep with other domestic retail powerhouses Flipkart, Amazon India & Snapdeal to try and gain pole position in India's highly-combative ecommerce sector. As part of the transaction, Qoo10 will also acquire Momoe, the payments arm of Clues Network, which also owns the ShopClues marketplace. The ShopClues brand name also may not be retained post the closure of the transaction, sources said. The Gurugram-based ShopClues confirmed the transaction following a detailed questionnaire ET sent earlier on Thursday. Additionally, Qoo10 CEO Ku Young Bae had earlier invested an estimated $1 million in ShopClues in his personal capacity, but through a special purpose vehicle, according to the sources mentioned above. "This (deal) is one of the largest write-offs for investors like Nexus Venture Partners and Helion Venture Partners, which had a sizeable exposure to the company across their funds," said one person aware of the deal.Qoo10 is a Southeast Asian e-commerce platform, formerly known as GMarket, headquartered in Singapore. It operates localised online marketplaces across Singapore, Indonesia, Malaysia, China and Hong Kong. In 2015, the company raised $82.1 million from Singapore Press Holdings, eBay, Saban Capital Group, UVM 2 Venture Investments, Brookside Capital and Oak Investment Partners.ShopClues, founded in 2011 by Sandeep Aggarwal, has had a tumultuous leadership history, with its founder stepping down as chief executive in 2015 after being charged with insider trading in the United States, and handing over operations to Radhika Ghai Aggarwal and Sanjay Sethi. The cash-strapped company has been scouting for fresh investments, having survived on multiple bridge rounds from its existing set of backers, and later looking for buyers after fresh financing rounds failed to materialise. Tiger Global, which had pumped in between $80-$100 million into the company, later wrote off the entire investment. ShopClues, which is a wholly owned subsidiary of US-based Clues Network Inc, last raised Rs 7.8 crore from its parent entity in September, regulatory filings show.It had entered into negotiations to be acquired by Snapdeal, that could have seen Ghai, Aggarwal and Sethi get a 10% stake in the latter, but the deal failed to go through after the companies failed to agree on a number of critical issues. "It was only during the due diligence process that Snapdeal figured ShopClues had unpaid dues to vendors running up to $30-$40 million. Snapdeal was not ready to take that on," a person who was involved in the talks had told ET earlier. ShopClues, which was once known for keeping its expenses low compared to peers, however, continued to lose market share with the likes of Flipkart, Amazon and Snapdeal, post its pivot in 2017, seriously looking to capture customers beyond the top cities. At its peak, around end-2016, the company was processing about 80,000-90,000 orders a day. It was at the time heading towards total sales or gross merchandise value of about $700 million. In FY17, it would clock Rs 188 crore in revenue.ShopClues' daily orders have dwindled to a mere 2,000 from a peak of close to one lakh in 2016. In April, its desktop and mobile web traffic stood at 12.2 million, according to SimilarWeb. This number fell to nearly 8.2 million in September, the analytics firm indicated.
By Ram SinghHigh export growth rate is crucial for India's goal of becoming a $5 trillion economy by 2025. To achieve this objective, the economy will have to grow at an average rate of 8% during the next four years. India's exports will have to grow at an even higher rate.The current slowdown has made the objective more challenging, with India's exports having shrunk 6.57% in September. Moreover, GoI has to take a call on whether to join the Regional Comprehensive Economic Partnership (RCEP), the free trade grouping of 10 Asean members and their six allies. The group continues to pressure India on finalising the deal by November 4, even though several industry and trade organisations have increased the pitch of their opposition to the agreement.Free Up Trade AgreementsIn view of the stakes involved, the report of the high-level advisory group (HLAG) set up by the ministry of commerce could not have come at a more opportune time. The report presents a roadmap to double India's exports to $1 trillion by 2025 from about $500 billion at present. To achieve this, it suggests a slew of measures, some of which have been much talked about in the past. These include reducing the cost of capital by further lowering repo rates.However, the main focus is on raising competitiveness of Indian exports. Moreover, it makes bold recommendations on several issues traditionally considered to be risky economically and sensitive politically, such as free trade deals.In principle, by promoting exports, free trade agreements (FTAs) can help the country move up the value chain. That, in turn, can provide India an edge vis-à-vis non-member countries. However, the fact remains that we have not gained from existing FTAs. The main culprits are the non-tariff barriers and administrative hurdles faced by Indian exporters such as difficulty in quality and specification certificates, and time-consuming custom clearances, just to name a couple. They have prevented Indian exporters from exploiting markets of trading partners. Unsurprisingly, the partner countries have gained more.Moreover, due to corruption and lax quality control, several cheap but poor quality goods, especially from China, have flooded the market. These are bad for India's health, environment and balance of trade.The FTAs, in themselves, do not address these problems. For Indian exports, the logistical bottlenecks are other stumbling blocks. The turnaround time at the best of Indian ports like Kochi is two-three time longer than for Chinese ports. We come a cropper even compared to our Asian competitors like Vietnam and Bangladesh. Shipping of garments from point of origin to the nearest port can take as much as seven times longer in India than in Bangladesh, and as much as 20 times than in Vietnam. Unsurprisingly, India falls well below its potential in attracting foreign direct investment (FDI), crucial for raising exports. To a large extent, China's spectacular performance on the export front is on account of FDI, whose share is estimated to be over 50% in China's manufactured exports.Export Hard, Bargain HarderReportedly, many companies are considering moving out of China, since the start of the US-China trade war. However, not many are keen to relocate to India. To overcome this hurdle, the HLAG report proposes a centralised authority for issuing licences, and to empower it to grant incentives for companies meeting pre-defined criteria.While the Insolvency and Bankruptcy Code (IBC) has helped fix part of the mess from the past, contract enforcement in India still leaves much to be desired. Judicial delays, coupled with the lack of appreciation of the economic consequences of delayed decisions, call for a clear and consistent legal and regulatory framework to guide judicial decision-making. Moreover, GoI would need to negotiate hard on non-tariff barriers that restrict Indian companies from accessing markets of trading partners, such as the requirement of local experience by China.Addressing these issues, and having a staggered timeline, can reduce the risks of entering into an FTA. The proposal to fund infrastructure using long-term bond market, though spot on, will work only if the regulatory framework for grading of projects is in place beforehand. Several other measures will help.Consider the issue of land. GoI owns large tracts of unused land. The ministries of railways and defence have upward of 43,000 and 33,000 hectares of idle land respectively. The case is similar for major airports, power plants and other public sector utilities (PSUs), a large part of which is in prime areas or near cities, such as the 31,886 hectares of idle land owned by special economic zones (SEZs). This land should be utilised for omnipresent infrastructural demands, investment projects and multi-model logistics hubs.Creation of big data-driven prediction systems for Indian exports will help in identifying priority areas. In fact, big data and artificial intelligence (AI) also have the potential to serve as a source of new exports to the developed world. Councils along the lines of goods and services tax (GST) councils may be a good idea for developing logistical hubs and value added exports of agricultural products.The pathway to $1trillion exports is bumpy. But the recommendations, backed by the above policy actions, will go a long way in promoting exports and increasing share of manufacturing in the GDP and total employment.The writer is professor, Delhi School of Economics.
NEW DELHI: India suffered a setback at the World Trade Organization (WTO) in a dispute against the US that had challenged its key export subsidy schemes including the one for special economic zones. The WTO has ruled that these export subsidy programmes violated provisions of the trade body's norms. New Delhi is likely to appeal the ruling before the organisation's Appellate Body, officials said.A dispute panel in the WTO ruled that these export subsidy programmes provided by the Indian government violated provisions of the trade body's norms."The dispute panel rejected India's claim that it was exempted from the prohibition on export subsidies under the special and differential treatment provisions of the WTO's Agreement on Subsidies & Countervailing Measures (SCM)," the panel said in its ruling.The other affected schemes are - Merchandise Exports from India Scheme (MEIS), Export Oriented Units Scheme and sector specific schemes, including Electronics Hardware Technology Parks Scheme and Bio-Technology Parks Scheme; Export Promotion Capital Goods Scheme; and Duty-Free Imports for Exporters Scheme."According to the Indian Government, thousands of Indian companies are receiving subsidies totaling over $7 billion annually from these programs, and India has increased the size and scope of these programmes," office of US Trade Representative said in a statement. It said India gives prohibited subsidies to producers of steel products, pharmaceuticals, chemicals, information technology products, textiles, and apparel.Last year, the US challenged India's export programmes at the WTO claiming them to harm American workers citing the agreement that envisages the eventual phasing out of export subsidies.The agreement provides a period of eight years for graduating countries (least developed and developing) which cross the $1,000-mark at 1990 exchange rate to phase out export subsidies.However, such countries need to stop all export incentives if per capita GNI of such a country crosses $1,000 for three consecutive years.The panel determined that India had "graduated" from the exemption it was originally entitled to and was not eligible for any further transition period.In its ruling, the global trade watchdog said that India was granting prohibited export subsidies in the form of exemptions from customs duties and the integrated Goods and Services Tax, deductions from taxable income, and the issuance of notes or scrips that firms can use to pay off certain debts to the government.However, other US claims regarding a subset of exemptions from customs duties and an exemption from excise duties were rejected by the panel.While the panel has recommended withdrawal of the export-contingent subsidies within 90-180 days, dated from the formal adoption of the ruling, India is likely to appeal the ruling in the Appellate Body, officials said.India has a month to challenge the ruling before an appellate body, the highest court for global trade disputes.New Delhi has already set the ball rolling to replace the MEIS and has proposed the Remission of Duties or Taxes on Export Product (RoDTEP) scheme which would come into force from January 1, 2020.

The Cybersecurity Policy of 2013 is open and technology neutral. But it needs upgradation. The digital economy today comprises 14-15% of India's total economy, and is targeted to reach 20% by 2024. India has more than 120 recognised 'data centres' and clouds.The average data consumption per person a year is in the range of 15-20 gigabits. The growth rate in data generation is more than 35%. With more inclusion of artificial intelligence (AI), machine learning (ML), data analytics, cloud computing and Internet of Things (IoT), cyberspace will become a complex domain, giving rise to issues of a techno-legal nature.Sectors such as healthcare, retail trade, energy and media face advance persistent threats (APTs), as the latest reports of an Israeli spyware allegedly used to spy on Indian journalists and human rights activists attest. These incidents relating to data leakage, ransomware, ATM/credit cards denial of service, diversion of network traffic intrusion in IT systems and networks using malware are on rise.Attacks on embedded systems and IoT have also registered a sharp increase of late. Such incidents are being launched from cyberspace of different international jurisdictions.Countries have now started taking different approaches, which include tackling matters related to data sovereignty, data localisation, internet governance, handling fake news and international law. The change in military doctrines favouring the need to raise cyber commands reflects a shift in strategies, which include building deterrence in cyberspace.The concept of 'active cyber defence' is generally being adopted to address the new challenges. Examples of this are EU's General Data Protection Regulation (GDPR), Asia-Pacific Economic Cooperation's (Apec) Cross-Border Privacy Rules (CBPR), and the US' Clarifying Lawful Overseas Use of Data (CLOUD) Act.The global multi-stakeholder model of internet governance is showing cracks. The UN Group of Governmental Experts (GGE) could not conclude its report in 2015. Such has been the geopolitical nature of cybercrime that in 2018, the UN set up two parallel groups — the aforementioned GGE and the Open-Ended Working Group (OEWG) — to tackle norms of behaviour in cyberspace.In India, the private sector has started playing a significant role in operating critical information infrastructure, particularly in power, transportation and healthcare. It is now more necessary than ever before to take cognisance of new directions and shifts in policies across the world.It will be necessary to undertake a thorough risk and gap assessment of the current cyber resilience of India's various economic sectors, as well as that of the governance structure that enforces and manages the cybersecurity policy and framework. National cybersecurity projects such as the National Cyber Coordination Centre (NCCC), National Critical Information Infrastructure Protection Centre (NCIIPC) and the Computer Emergency Response Team (CERT) need to be strengthened manifold and reviewed.Anational cybersecurity strategy outlines a country's cybersecurity vision and sets out the priorities, principles and approaches to managing cybersecurity risks. It would be more appropriate to have two national documents. One, a concise 'National Cybersecurity Strategy' that sets clear, top-down directions to enhance the cyber resilience for the ecosystem that includes government, public and private sectors, the citizenry, and also addresses international cyber issues.Two, a separate 'Cybersecurity Policy' based on principles laid down in 'strategy'. It must be outcome-based, practical and globally relevant, as well as based on risk assessment and understanding of cyberthreats and vulnerabilities. The security framework must include the compulsory testing of cyber products, infrastructure skill capacity development, responsibilities of entities and individuals, and public-private partnerships.An accountable national cybersecurity apparatus must be provided clear mandates and be empowered adequately. NEW DELHI: Telecom gear vendors and the London-headquartered trade group GSM Association have said that unavailability or limited availability of the 26 GHz spectrum may dampen India's efforts to drive additional GDP growth in the medium to long-term as various 5G use cases, including for industries and enterprises, won't work well in the country without the coveted band.They said the proposal of the Department of Telecom (DoT), at the behest of Indian Space Research Organisation (ISRO), to slash the transmission capability of mobile base stations operating in the band, if accepted, will hurt India's 5G ambitions. ISRO has said that if the transmission capability is not slashed, telecom signals will interfere with its satellites."The case of the India proposal from the space industry is not very different from the European situation. They are also advocating stringent limit…(but) any more reduction in power will affect 5G deployments, making it expensive to deploy and will also make it difficult to be attained by consumers," Cristian Gomez, director of spectrum policy and regulatory affairs at GSMA, told ET. Europe and Russia are also pushing for similar stringent norms as ISRO. But, as per GSMA's estimates, the 26 GHz or millimetre wavebased 5G will account for $212 billion of GDP growth in APAC by 2034. Of this, South Asia and Southeast Asia will account for $45 billion of GDP growth, most of it generated by India.The DoT proposal, along with other issues, is being discussed at the World Radiocommunication Conference 2019, which opened in Egypt on October 28. Gomez said the proposal has the potential to affect 5G deployments, and thus needs to be discussed with proper facts at the ongoing WRC-19. "Neighbouring countries also need to agree. India may have sent a proposal, but the spectrum is an internationally regulated resource, hence the discussion will need inputs from all other countries," she said.ISRO wants a small chunk of about 10% of the 26 GHz spectrum band for satellite services and wants zero interference from 5G mobile networks using the same airwaves in the future. It wants the power level of 5G base stations in this band to be reduced to 0.5 watts from the conventional power level of 40 watts. "A large number of countries are in favour of less stringent technical conditions and to protect adjacent satellite services and to make sure IMT 2020 or 5G in 26 GHz is economically viable," Gomez said, adding that different regions and countries have done studies which show that coexistence of 5G and weather sensing is possible with reasonable protection conditions.Bharti Airtel CEO for India and South Asia, Gopal Vittal, had earlier underlined the importance of the millimetre-wave, saying the global standard deployment would move towards it as well as 3.5Ghz. "These are common frequency bands and these should ideally be used for India," he had said. India has earmarked 3.3 GHz to 3.6 GHz bands for 5G deployments. "It is crucial that the millimetrewave spectrum is available in reasonable condition and is not much limited so that it remains economically viable to deploy. 26 GHz is something which we expect to have global harmonisation in WRC," Ulrich Dropmann, head of standardisation, Bell Labs CTO, Nokia, told ET.

They remain concerned about President Donald Trump's impulsive nature and the risk he may back out of even the limited deal both sides say they want to sign in the coming weeks.Chinese policy makers are gathered in Beijing for a key political meeting that's set to conclude on Thursday. In meetings ahead of that plenum some officials have relayed low expectations that future negotiations could result in anything meaningful -- unless the U.S. is willing to roll back more of the tariffs. In some cases, they've urged American visitors to carry that very message back to Washington, the people said.Chilean President Sebastian Pinera threw up another hurdle when he announced Wednesday that the country had canceled the Asia-Pacific Economic Cooperation summit Nov. 16-17 -- where Trump and China's Xi Jinping hoped to meet -- because of social unrest in the country.U.S. stocks were little changed and bond yields retreated on concern about a protracted trade war between the world's two largest economies. "They are quite pessimistic," he said. But a former official says there could still be a long road ahead."If the U.S. demands are too much, such as insisting on the so-called structural changes that will alter China's economic model, then the complete deal can't be finished during Trump's first term," said Zhou Xiaoming, a former Ministry of Commerce official. "Other than that, China wants to have a deal as quickly as possible" though a complete deal would include the removal of all punitive tariffs, he said.That's far from what the Trump administration is prepared to offer. The index made a Shooting Star kind of formation led by small-bodied and long upper shadow candles on the daily scale. Supports remained intact, but supply pressure emerged at higher levels. The index has gained nearly 300 points in past few sessions and some consolidation is likely at higher levels before it heads into a higher territory.Overall, the medium-term trend is positive. Now, the index has to hold above 11,780 level to witness an up-move towards 11,950 level and then 12,000-12,103 zone, while on the downside a major support exists at 11,700 level.Since it's the start of a new series, options data remains scattered at various strike prices. Maximum Put open interest was at 11,600 followed by 11,500 levels, while maximum Call OI was at 11,800 followed by 12,000 levels. There was Put writing at 11,300 and 11,700 levels while Call writing was seen at 12,100 followed by 12,000 levels. Options data suggested a broader trading range between 11,600 and 12,100 levels.India VIX fell 2.28 per cent to 16.28 level.Bank Nifty continued its positive momentum for the fifth consecutive session and extended its gains towards the 30,400 level. However it failed to hold the gains at higher levels and drifted towards the 30,000 mark in the latter part of the session. The index formed a Bearish Candle on the daily scale, as it closed below its opening mark but managed to hold near the 30,000 level. Now it has to hold the 29,750 level to witness an up-move towards 30,500 and then 30,800 levels, while on the downside support is seen at 29,500 level.Nifty futures closed positive at 11,879 level with 0.33 per cent gains. MUMBAI: The apprentice hiring sentiment is expected to grow by 41 per cent from second half of 2019, as manufacturing and services sectors have opened their doors for apprentices, according to a report.According to TeamLease Skills University report, 'The Apprenticeship Outlook and Index', the apprentice hiring sentiment is expected to grow from current levels of 36 per cent to 41 per cent in July December 2019.The report revealed that the top manufacturing sectors to hire apprentices in the second half of this year are FMCG & durables (45 per cent) and automobile and ancillaries (42 per cent).It is followed by services sector with retail (45 per cent) and travel and hospitality (44 per cent), it added.The growth is primarily attributed to employers increasingly invested in the apprenticeship model over the last two years especially for cost effective talent creation and enhanced productivity, it said.The other factors that are driving apprenticeship adoption are the demand for advanced skill sets, financial support from the government, bringing in the services sector under apprenticeship programme, it added.The report is an outcome of survey done among 502 employers across 12 sectors and four regions (South, North, East and West)."Employers are fast realising the potential of adopting apprenticeship. The lack of skill based education and basic employability skills even among graduates are the biggest drivers of this growth. The absence of formal training is also a reason," TeamLease Skill University vice president - National Employability through Apprenticeship (NETAP), Sumit Kumar said.He said, out of the required 130 million skilled workers, less than 5 per cent undergo formal training and around 80 per cent do not have the opportunity for skill training."Further, the recent amendments to the Apprentice Act 1961 have also added to the positivity," he added.The report also revealed that functional areas like production and engineering (23 per cent), sales and marketing (18 per cent) and IT (17 per cent) are likely to see more hiring.Technical knowledge (24 per cent) and communication skills (23 per cent) are the major skills that is required for the hirings.Most employers prefer male candidates for reasons ranging from physical strength (37 per cent), better performance (28 per cent) and safety and security (25 per cent), it said.Majority of employers (72 per cent) pay stipends below Rs 12,000 per month with no plans to increase over the next 6 months.Around 78 per cent of the respondents said they do not plan to increase stipends for new engagements over the next 6 months, it said.About 89 per cent of the respondents said they are likely to hire apprentices for a period of 6 months to 1 year, it added.
