Global economies just can't afford to keep calm and move on Posted: By: Paul Wallace and Manus CrannyThe coronavirus outbreak presents another reason for nations with fiscal surpluses to boost their spending and support the global economy, the head of the Organisation for Economic Cooperation and Development said."It's a call to arms," Angel Gurria, secretary general of the OECD, said in an interview with Bloomberg TV in Saudi Arabia. "Look at what's going on. Already we were in a slowdown, we had trade tensions, investment was suffering. And now we have the coronavirus."He was doubtful that such nations -- none of which he named -- have yet been convinced that they should boost their infrastructure and other spending."We're not doing a very good job in terms of transmitting this requirement," he said from Riyadh, where he's attending meetings for the Group of 20 nations. The guardians of the world economy are convening amid mounting fears that the virus outbreak poses a greater threat to global growth than envisaged just a few weeks ago. While the first phase of a trade deal between the U.S. and China late last year was welcomed, disputes over commerce are still too common, Gurria said."Trade tensions have already cost us more than 1% of the growth of the world," he said. "Let's bring them down. What about the cars, the uncertainty about European cars being exported to the U.S.?"Major economies are unified in the belief that there should be a multilateral deal on taxing the digital economy, he said. Treasury Secretary Steven Mnuchin personally assured the OECD in a letter in December that the U.S. backed the idea, while talks in Riyadh have made progress, he said."There was a reaffirmation," he said. "The world is all moving -- 137 countries are moving into the design, details and numbers, the mechanics of a way in which we can tax the digital economy of the world." |
Is Berkshire ready for life after Buffett? Posted: NEW DELHI:Legendary investor Warren Buffett in his annual letter to Berkshire Hathaway shareholders said that the company was 100 per cent prepared for his and Charlie Munger's departure. The Oracle of Omaha said earlier suggestions from shareholders, media and board members that Ajit Jain and Greg Abel – the company's two key operating managers – be given more exposure at AGM meeting makes sense. Berkshire Hathaway will have its annual general meeting on May 2, 2020.Buffett ready with successor planIn his annual letter, Buffett said Charlie Munger and he long ago entered the "urgent zone". This might not be a great news for Berkshire shareholders, but they need not worry, Buffett said."Your company is 100 per cent prepared for our departure," he said.Buffett said he felt Berkshire's assets are deployed in extraordinary businesses that, averaged out, earn attractive returns on the capital they use. He pointed out four other factors for his optimism. He said Berkshire's positioning of its controlled businesses within a single entity endows it with some important and enduring economic advantages."Berkshire's financial affairs will unfailingly be managed in a manner allowing the company to withstand external shocks of an extreme nature. We possess skilled and devoted top managers for whom running Berkshire is far more than simply having a high-paying and/or prestigious job. Finally, Berkshire's directors – your guardians – are constantly focused on both the welfare of owners and the nurturing of a culture that is rare among giant corporations," he said.AGM on May 2: Abel, Jain to address AGMBerkshire Hathaway's annual general meeting will be held on May 2, 2020. Yahoo will be streaming the event worldwide. Buffett said he had received suggestions from shareholders, media and board members that Ajit Jain and Greg Abel – the company's two key operating managers – be given more exposure at the meeting."That change makes great sense. They are outstanding individuals, both as managers and as human beings, and you should hear more from them. Shareholders who this year send questions to be asked by our three long-serving journalists may specify that it be posed to Ajit or Greg," Buffett said.Potential acquisitions meeting Buffett criteria rareBuffett said buying new businesses should meet three criteria: they must earn good returns on the net tangible capital required in their operation; they must be run by able and honest managers; and they must be available at a sensible price.Buffett said whenever his company spots businesses, his preference would to buy 100 per cent of them. "But the opportunities to make major acquisitions possessing our required attributes are rare. Far more often, a fickle stock market serves up opportunities for us to buy large, but non-controlling, positions in publicly-traded companies that meet our standards," he said.Similarity between acquisitions and marriagesBuffett said Berkshire has acquired dozens of companies, all of which he initially regarded as "good businesses." The billionaire investor said some of his investments proved disappointing and more than a few were outright disasters, but a reasonable number exceeded his hopes."In reviewing my uneven record, I've concluded that acquisitions are similar to marriage: They start, of course, with a joyful wedding, but then reality tends to diverge from pre-nuptial expectations. Sometimes, wonderfully, the new union delivers bliss beyond either party's hopes. In other cases, disillusionment is swift. Applying those images to corporate acquisitions, I'd have to say it is usually the buyer who encounters unpleasant surprises. It's easy to get dreamy-eyed during corporate courtships," he said.Robot-like process a no-noBuffett said his company would continue to look for business-savvy directors, who are owner-oriented and arrive with a strong specific interest in the company. He said many of the "good souls" he met were directors whom he would never have chosen to handle money or business matters as it simply was not their game."Thought and principles, not robot-like process," will guide actions, he said."In representing your interests, they will, of course, seek managers whose goals include delighting their customers, cherishing their associates and acting as good citizens of both their communities and our country," Buffett wrote to Berkshire shareholders. No share buybacks if valuations unfavourableBuffett said he had in the past discussed both the sense and nonsense of stock repurchases in detail."Our thinking, boiled down," he said. Berkshire, Buffett said, will buy back its stock only if Charlie Munger and he believed the stock is selling for less than it is worth and the company, upon completing the repurchase, is left with ample cash," he said. Buffett said calculations of intrinsic value are far from precise. "Consequently, neither of us feels any urgency to buy an estimated $1 of value for a very real 95 cents. In 2019, the Berkshire price/value equation was modestly favorable at times, and we spent $5 billion in repurchasing about 1 per cent of the company," he noted.Board independence new area of emphasisBuffett said while board independence is being emphasized, it is almost invariably overlooked. The Oracle of Omaha felt director compensation has now soared to a level that inevitably makes pay a subconscious factor, affecting the behavior of many non-wealthy members."Think, for a moment, of the director earning $250,000-300,000 for board meetings consuming a pleasant couple of days six or so times a year. Frequently, the possession of one such directorship bestows on its holder three to four times the annual median income of US households," he pointed out. |
Prashant Kishor & the art of winning elections Posted: There's something unsettling about the idea of Prashant Kishor. Here's a man whose fundamental premise — that he helps politicians and parties win elections, for a fee — can seem to be thumbing its nose at democracy. If elections can be won for a fee, then won't they be reduced to bidding contests? It could be argued that Indian elections are to an extent a battle of financial muscle anyway, and it's better that political parties invest in research, surveys and communication through a professional organisation than spend money trying to bribe voters. Untitled Carousel 74260202 Some of the discomfiture about him is also because while his methods have been used in elections elsewhere for decades, he virtually pioneered it in India. The public opinion, such as it is, appears divided — he is both admired as a maverick and reviled as a charlatan, going by reactions to his tweets, comments on articles about him and other online chatter.Swooning fans and committed haters jostle for primacy. "Don't think you made X leader win; he would have won on his own" is a typical comment template. Another common take is that he has just been plain lucky. The misgivings, informed or motivated, have scarcely stopped the stunning rise of Prashant Kishor in India's electoral arena. At this moment, his track record is redoubtable. Starting with 2012, when he commenced work for the then Gujarat chief minister Narendra Modi as a political aide confined to the backroom, he has taken positions in varying roles in nine elections — the 2012 assembly and the 2014 Lok Sabha polls for Modi; for Nitish Kumar in Bihar in 2015; for Amarinder Singh in Punjab, and Rahul Gandhi and Akhilesh Yadav in Uttar Pradesh in 2017; for Jagan Mohan Reddy in Andhra Pradesh, the Shiv Sena in Maharashtra and Mamata Banerjee in West Bengal by-polls in 2019; and Arvind Kejriwal in Delhi in 2020 — and lost just once (SP-Congress in Uttar Pradesh, 2017).Things have now come to such a pass that there's a veritable rush to hire him and his organisation Indian Political Action Committee (I-PAC) in states heading to elections. He will work for Mamata Banerjee's Trinamool Congress in West Bengal and the Dravida Munnetra Kazhagam in Tamil Nadu — both heading to assembly polls next year.Bihar, his home state where assembly polls are due in October, is awash with speculation on Kishor's next steps. After playing a key role in forging an alliance between arch-rivals Nitish Kumar and Lalu Prasad and crafting its victory in 2015, Kishor took an unusual step and joined Kumar's Janata Dal (United) as vice-president, and was immediately anointed by the media as Kumar's political successor. Following a public clash over the Citizenship (Amendment) Act, Kumar expelled his erstwhile blue-eyed boy in January, freeing the strategist to forge his own path, come October.Last week, Kishor announced Baat Bihar Ki, ostensibly a campaign to mobilise support to turn Bihar into one of India's top 10 states on socioeconomic parameters, from the bottom where it finds itself today. He is aiming to enlist the support of 10 million people in the next 100 days. "If they do so, then we will take a call," he says, when asked whether this marks his own entry into electoral politics. In a country where proximity even to a state cabinet minister is seen as a ticket to influence and fortune, Kishor has the ears of five serving chief ministers. Six, if DMK wins Tamil Nadu next year. If Mamata retains West Bengal next year and the DMK comes to power, nearly 40% of Indians will live in states whose CMs govern by the agenda set in consultation with Kishor. That¡¦s a formidable sweep of influence, by any measure.Because he sometimes falls out with politicians he has helped win, Kishor has started building in a safety valve. The method of cementing his influence long after the campaign dust has settled started with Nitish Ke Saat Nischay- a clever pun that was also the seven-point governance agenda Kumar promised Bihar if elected to power. This was followed by Captain Ke Nau Nukte in Punjab, Jagan's Navratnalu in Andhra and Kejriwal Ke Dus Guarantee in Delhi. These are public promises on which CMs ride to power. They could choose to ignore them, but that's electorally risky. These have serious implications. About 65% of Bihar's budget is said to be linked to the seven promises. In Andhra Pradesh, it's higher. This means that an education minister in a state might come in to find that her budgets and discretion have been signed away during the campaign itself. The job is merely to ensure implementation over five years. Problematic for democracy, huge win for Kishor. How does Kishor decide this agenda? He privileges the wisdom of crowds, captured through surveys and other data, over received wisdom and orthodoxies. In Bihar, for instance, his surveys showed that the single biggest issue people cared about was the lack of concrete drains. Another surprising finding was that while Kumar had improved Bihar's main roads, good roads only led up to the village. The roads within the villages were not covered by any one scheme, and were left to the vagaries of Panchayati Raj. During floods, the absent roads and drainages made life in the villages miserable. The fixing of "naali-galli" became a key electoral promise, with massive budget allocations. While one of Kishor's many amorphous principles is to never hang around once the election results are announced, his imprint remains in the governance agenda. In his case, power flows from bullet points.Another aspect of his work that's not widely understood is the scale and uncommon structuring of the organisation that he runs but doesn't quite-the now 2,500-people strong I-PAC. Kishor is a mentor to I-PAC, and has nothing to do with it on paper. So political rivals can't bog Kishor down by unleashing agencies on the organisation. For the fiscal ending March 31, 2019, Indian PAC Consulting Pvt Ltd, the company behind I-PAC, reported revenue of Rs. 63.6 crore and profit of Rs. 6.7 crore, according to data with the Registrar of Companies. These rose from Rs. 24.6 crore and Rs. 2.7 crore respectively in 2017-18, Rs. 37 lakh and a loss of Rs. 2.6 crore in 2016-17, and Rs. 95 lakh and a loss of Rs. 90 lakh in 2015-16.He controls I-PAC because no work would come to it without him. Kishor is able to attract hordes of talented young people from elite colleges and marquee workplaces to I-PAC, which he has instilled with a culture of hard work, quirks and necessary fictions, such as a veneer of autonomy. In some ways, Kishor's real influence can be seen in the universal adoption of his methods, or what people imagine them to be. Nearly all political parties today do similar work either through in-house units or external agencies. When someone like Andhra CM Jagan Reddy hires I-PAC two years ahead of an assembly election, he gets a seasoned and reliable set-up to put all the techniques of modern electioneering- focussing on swing seats, booth-level canvassing, WhatsApp based campaigning, surveys, the works- to work for him across every single constituency, with continuous monitoring of impact. Both the knowhow and reliability are greater with these tactics than when a party relies on its own voluntary cadre. In Kishor's telling, I-PAC acts as a force multiplier for a party's existing cadre. His desire is to demonstrate what such a set-up can accomplish in terms of execution, within a government. Topping all of this is Kishor's own earthy charisma and his ability to connect with political leaders. What can a 43-year old professional, blessed as he might be with boundless energy and formidable intellect, tell a politician who has lived among the people and sought mandates for decades, isn't wholly clear. But there is no dearth of people lining up to listen. |
What Ajay Piramal has to say about Tata boss Chandra Posted: As non-executive director of the Tata Sons board since 2016, industrialist Ajay Piramal has had a ringside view of the shakeup at the Tata Group, with the removal of Cyrus Mistry as chairman in October 2016 and arrival of N Chandrasekaran from TCS to lead the conglomerate in February 2017. In an interview with Suman Layak, the Piramal Group chairman speaks about his impressions of Chandra and how he has managed the group through troubled times in the last three years. Edited excerpts:You must have worked closely with Chandrasekaran as part of the board and even otherwise. What are your impressions?I have known Chandra to be a decisive leader with immense clarity of thought when it comes to vision and strategy to take the group ahead. What is commendable is his ability to straddle both vision and its seamless execution. The head of Tata Sons is probably the biggest corporate role in the country. What I have seen is that through all the crises, and there are many that are in the public domain and those that are not. Right through them all, he has been calm and composed. How do you assess Chandrasekaran's handling of the Tata group as it went through tricky times? There are many challenges as you would expect in any business of such breadth and magnitude. In the short time that he has taken on the mantle, Chandra has demonstrated tenacity in navigating the group through headwinds that include the matter with Tata Teleservices-DoCoMo, Corus-Tata Steel and Tata Motors. He has been pragmatic in resolving many of these while also being open to perspectives and opinions, be it of board members or executive teams. Chandra spearheaded the revitalisation of businesses through initiatives such as leveraging new technology areas including machine learning, AI, electric vehicles and new models. He has also built a strong leadership team and established the importance and rigour of financial discipline across the company. Chandra is also a Tata veteran. Having spent well over three decades across pivotal leadership roles at the group, he not just embodies the values and true spirit of the Tata Group but also demonstrates it through his inimitable leadership style. Will he be able to carve out a legacy at the group?Under his aegis, many businesses have been conceptualised and kick-started in new areas and domains. These things typically take time to mature and I am sure that some of these have the potential of becoming the TCS of the future. |
Biocon gets 3 USFDA observations for insulin facility in Malaysia Posted: New Delhi: Biocon on Saturday said it has received three observations from the US health regulator following inspection of its insulin manufacturing facility in Malaysia. The US Food and Drug Administration (USFDA) had conducted a pre-approval inspection of Biocon's subsidiary Biocon Sdn BHd's manufacturing facility in Malaysia for Insulin Glargine between February 10 and 21."At the conclusion of the inspection, the agency issued a Form 483 with three observations which we believe are procedural in nature," a Biocon spokesperson said in a regulatory filing. As per the USFDA, Form 483 is issued to firm management at the conclusion of an inspection when investigators have observed any conditions that in their judgment may constitute violations of the Food Drug and Cosmetic Act and related Acts."We will respond to the FDA with an appropriate Corrective and Preventive Action Plan (CAPA) and we are confident of addressing these observations expeditiously," the company added. The FDA has set a target action date for its Insulin Glargine application in June 2020, it said."We believe the outcome of this inspection does not in any way impact the commercialisation plans of Insulin Glargine in the US. Biocon Biologics is committed to global standards of quality and compliance," the spokesperson said. |
Make the right choice in fixed income investments Posted: By Dhirendra Kumar CEO, Value ResearchOver the last few years, one topic that I have written about several times is the superiority of fixedincome mutual funds over bank fixed deposits. It's not an exciting topic; the difference between the best and the worst equity investments available to Indian investors is an order of magnitude higher than the difference between the best and worst fixed income options. So it's natural that savers don't have too much interest in the topic. However, that's not the best way to think about this issue. For better or for worse (in my opinion, worse) India has traditionally been a 'fixed income country'. Generations of savers turn automatically to savings instruments like PPF, bank deposits, post office deposits etc for all their savings needs. The fact that this is suboptimal is a separate story but even within the fixedincome space, most of us fail to think through things, and still make suboptimal choices. The difference between the best and the worst fixed-income choices is perhaps 1.5 to 2 per cent. People don't pay attention to that but over time this makes a big difference. Across a couple of decades, a differential of 2 per cent a year will add up to a differential of more than 50 per cent in the amount you gain. Now you might think that no one invests for 20 years but that's not at all true. No single investment lasts for more than two or three years but most savers always have a substantial amount invested in fixed income options, year after year, decade after decade. So losing large amounts of potential income happens all the time, to practically every single saver! The best way to maximise your real, post-tax fixed income gains is to switch from bank fixed deposits to fixed-income mutual funds. Despite the turmoil in certain types of debt funds, the shortest-duration debt funds are the safest and offer substantial advantages over fixed deposits. On the three basic characteristics of an investment — returns, liquidity, and tax-efficiency — they are easily the better choice.Unlike bank FDs, open-ended fixed income fund investments can be redeemed at a day's notice without any compromise on returns. Also, investors can start the investment without having to decide what period they are investing for. And, on top of that, over time the funds generally manage to deliver one percent higher returns than fixed deposits. Even with the same tax level, the cumulative effect of these small advantages make them a compelling choice. However, the tax difference has a large impact. There are two sources of this. One is lower tax, the other is TDS. The combined effect is substantial. The source of these advantages is that the returns from mutual funds are seen under the tax laws as capital gains. In contrast, the interest earned on deposits is income and is just added to the taxable income. The tax difference arises from the fact that returns from fixed deposit are classified as interest income while mutual fund returns are classified as capital gains. For interest income, you have to pay tax every year for what you earned that year, just like any income, regardless of whether you have encashed it or it is still compounding with the deposit. The bank will deduct TDS on this income. If your total interest income from a bank (all accounts and deposits together) exceeds ₹10,000 then the bank deducts TDS at 10 per cent . This means that a part of your return is not available for compounding because it is taken out and paid as tax every year. This has a big impact on the eventual returns. There's more. If you stay invested for more than three years, then the gains are classified as long-term capital gains and are taxed only after inflation indexation. This does not happen with FDs because the interest is just normal income. Taking into account all these differences, in practice, a three-year investment even in a very short-duration debt fund will mean around double the actual post-tax returns compared to the options. It's a tragedy that for most Indian savers, despite being heavily dependent on fixed income investments, don't try to get the best out of them. |
CV demand may stay muted for 2 quarters, says Ashok Leyland Posted: New Delhi: Ashok Leyland on Friday said there had not been any surge in buying of commercial vehicles ahead of the switchover to new emission standards, and that demand might remain muted in the market for another two quarters."Internationally, commercial vehicle sales have increased 20-25 per cent in the year ahead of the switchover to higher emission norms. In India, that has not happened," said Anuj Kathuria, the chief operating officer at the nation's second largest commercial vehicle maker. "But what it assures us is, when demand comes back, consumers will buy vehicles, be it BS-IV or BS-VI."It was widely expected that there would be a surge in sales ahead of the April 1 changeover to Bharat Stage-VI emission standards, as vehicles complying with the new regulations would be priced higher. Also, manufacturers are giving large discounts and other offers on BS-IV vehicles to clear their existing inventory before the switchover.Sales of medium and heavy commercial vehicles (MHCVs) in the local market have declined 37 per cent from a year earlier to 176,202 units till December this fiscal year, according to data available with industry body Society of Indian Automobile Manufacturers.Chennai-based Ashok Leyland, which has invested ₹500 crore in its MHCV venture to develop a modular platform for products to meet BS-VI standards, expects demand to remain weak in the first half, with some recovery setting in the latter part of the upcoming financial year."The market is still absorbing the extra capacity which came in from the change in axle load norms. Last few quarters, GDP growth has slowed down … It will take some time (for commercial vehicle sales to pick up)," said Kathuria.Meanwhile, Ashok Leyland is producing BS-IV vehicles only against firm orders and will liquidate existing stocks by the end of the month to ensure a smooth transition to BS-VI standards from April 1, 2020.Kathuria said oil marketing companies had informed vehicle manufacturers that there would not be any challenges in fuel availability from March 1, except in remote corners such as Ladakh, where also winter-grade fuel would be made available by April 1.As regards the impact on operations due to the outbreak of the novel coronavirus, Kathuria said the company was assessing the situation."The entire auto industry worldwide has supplies coming in from China. As of now, we don't see any major challenge. Everyday some factories are opening there, we have to wait and watch. There will be some impact, which is manageable," he said. |
Indian IT firms have over 1 lakh American employees Posted: BENGALURU: The top four Indian IT firms have over 55,000 American employees in the US. The number is sharply up from a few years ago, and reflects the companies' efforts to overcome visa barriers and become more global in their operations.Including Cognizant, which is US headquartered but has an India heritage, the tally of American employees is over 1 lakh. Cognizant employs 46,400 people in North America.IT industry body Nasscom's data on American employees – disclosed for the first time – shows that TCS has 20,000 such employees, Infosys 14,000, HCL 13,400, and Wipro 10,000. For all of them, these numbers are about 70% of their overall US employee strength (including those on visas).Infosys had committed in 2017 to hire 10,000 American workers at its US operations. The data shows it is now well over that target. TCS HR head Milind Lakkad recently told TOI that the company is hiring 1,500 freshers from campuses in the US and Europe this year, one of the highest in recent times.Including those on visas, the Indian IT industry had 1.7 lakh employees in the US in fiscal 2018, as per estimates by research firm IHS Markit Research. This is up from 1.5 lakh in fiscal 2015. 74236328 TOI reported recently that Indian IT firms are estimated to have paid an average compensation of $96,300 to its US employees in 2018, higher than the average wage of $94,800 that IT professionals get in the country. This is also data from IHS Markit Research. While visas is one reason to have local hires, the other is the newer kinds of digital and outcome-based work that IT companies are now doing, and which require client proximity. Infosys, for instance, has set up half a dozen technology centres across Indiana, Connecticut, Rhode Island, Texas, North Carolina and Arizona.Indian IT's local hiring will also serve to reduce subcontracting costs, which have been soaring in recent years. To meet people requirements quickly, the companies depend on subcontractors who supply staff. But these expenses can be prohibitive. For Infosys, this expense rose by 40% to Rs 6,031 crore in 2018-19, compared to Rs 4,298 crore in the year before. For TCS, subcontracting expenses rose by 26% to Rs 11,330 crore in 2018-19. |
