Saudi Energy Minister Khalid al-Falih said on Sunday that the deal would most likely be extended by nine months and no deeper reductions were needed.

TRIPOLI (Reuters) - Forces allied to Libya's internationally recognized government based in Tripoli captured sophisticated U.S. and Chinese rockets as well as drones when they seized a town from eastern forces last week, officials said on Saturday.
On Wednesday, Tripoli's forces took Gharyan, south of the capital, which eastern forces loyal to Khalifa Haftar had used as their main supply base to attack Tripoli, home to the recognized administration.

A government report on Friday showed U.S. production grew 2.1% in April to 12.16 million barrels a day. Booming shale production from places like the Permian basin of West Texas have enabled U.S. oil output to overtake Saudi Arabia and Russia.
At the same time, trade disputes and escalating tensions in the Persian Gulf have clouded the outlook for the Organization of Petroleum Exporting Countries, which is expected to extend current output cuts next week.
The EU has created a mechanism that will allow European countries to trade with Iran despite US sanctions. The move is an attempt to show good will toward Iran and keep it in the 2015 nuclear deal.
The European Union announced that its INSTEX mechanism to facilitate trade with Iran was up and running on Friday.

President Donald Trump says he told Chinese President Xi Jinping he won't impose any more tariffs 'for the time being' after their one-on-one talk in Osaka on Saturday.
'We're not doing that. We're going to work with China on where we left off to see if we can make a deal,' the president told reporters at the top of a press conference in Osaka, Japan.
'We will be continuing to negotiate and I promised that for at least the time being we're not going to be [adding] tariffs,' Trump said.

OSAKA/SEOUL (Reuters) - U.S. President Donald Trump on Saturday proposed a weekend meeting with Kim Jong Un at the demilitarised zone (DMZ) between North and South Korea, an encounter North Korea said would be meaningful if it goes ahead.
If Trump and Kim do meet, it will be for the third time in just over a year, and four months after their second summit broke down with no progress on U.S. efforts to get North Korea to give up its nuclear weapons.
North Korea said it had not had an official proposal.

WASHINGTON — Iran's downing of a U.S. surveillance drone has not slowed the U.S. Air Force's flight operations in the Middle East, its top general said Wednesday.
"We're continuing to fly. And we continue to fly where we need to be, when we need to be there," Air Force Chief of Staff Dave Goldfein said at an Air Force Association event.
"This is a conversation we could have in the South China Sea, this is a conversation we could have anywhere in terms of international airspace. In the global commons, we continue to protect those global commons for everyone and we continue to operate where we need to operate."

According to MIT Technology Review, the Pentagon has developed a prototype of the technology, code-named 'Jetson,' that uses infrared lasers to read a person's cardiac signature.
Though far less obvious than fingerprints or faces, people's heartbeats have a distinct profile, making them among the most useful biometrics for uniquely identifying a person.

(SEOUL, South Korea) — President Donald Trump will meet Sunday with North Korea’s Kim Jong Un at the Demilitarized Zone separating the North and South, a day after he issued an unprecedented invitation and expressed willingness to cross the border for what would be a history-making photo op.
South Korean President Moon Jae-in announced that Kim accepted Trump’s invitation to meet when the U.S. president visits the heavily fortified site at the Korean border village of Panmunjom.
Moon praised the two leaders for “being so brave” to hold the meeting and said, “I hope President Trump will go down in history as the president who achieves peace on Korean Peninsula.”
Trump said he looked forward to meeting with Kim, but sought to tamp down expectations, predicting it would be “very short,” he said. “Virtually a handshake, but that’s OK. A handshake means a lot.”
Officials spent Sunday morning working out logistical and security details, Trump said during an earlier appearance with Moon.
The invitation, while long rumored in diplomatic circles, still came across as an impulsive display of showmanship by a president bent on obtaining a legacy-defining nuclear deal. North Korea responded by calling the offer a “very interesting suggestion.”
Presidential visits to the DMZ are traditionally carefully guarded secrets for security reasons. White House officials couldn’t immediately say whether Kim had agreed to meet with Trump. The president himself claimed before flying from Japan to South Korea that he wasn’t even sure Kim was in North Korea to accept the invitation.
“All I did is put out a feeler, if you’d like to meet,” Trump said in Japan. He added, somewhat implausibly: “I just thought of it this morning.”
Before arriving in Seoul, Trump said at a news conference in Japan that he’d “feel very comfortable” crossing the border into North Korea if Kim showed up, saying he’d “have no problem” becoming the first U.S. president to step into North Korea.
His comments followed hours after Trump asked for Kim to meet him there. “If Chairman Kim of North Korea sees this, I would meet him at the Border/DMZ just to shake his hand and say Hello(?)!” he tweeted.
It was not immediately clear what the agenda, if any, would be for the potential third Trump-Kim meeting.
“If he’s there we’ll see each other for two minutes,” Trump predicted.
Such a spectacle would present a valuable propaganda victory for Kim, who, with his family, has long been denied the recognition they sought on the international stage.
Despite Trump’s comments Saturday, he had told The Hill newspaper in Washington in an interview this past week that he would be visiting the DMZ and “might” meet with Kim. The paper reported it had withheld Trump’s comments, citing security concerns by the White House.
North Korea’s first vice foreign minister, Choe Son Hui, said the meeting, if realized, would serve as “another meaningful occasion in further deepening the personal relations between the two leaders and advancing the bilateral relations.”
Meeting with Trump at South Korea’s presidential Blue House on Sunday, Moon said when he saw Trump’s invitation to Kim, “I could really feel that the flower of peace was truly blossoming on the Korean peninsula.” Moon, who will accompany Trump to the DMZ, added that the meeting – if it happens – would be a “significant milestone in the peace process.”
Trump’s summit with Kim in Vietnam earlier this year collapsed without an agreement for denuclearizing the Korean Peninsula. He became the first sitting U.S. president to meet with the leader of the isolated nation last year, when they signed an agreement in Singapore to bring the North toward denuclearization.
Substantive talks between the nations have largely broken down since then. The North has balked at Trump’s insistence that it give up its weapons before it sees relief from crushing international sanctions.
Still, Trump has sought to praise Kim, who oversees an authoritarian government, in hopes of keeping the prospects of a deal alive, and the two have traded flowery letters in recent weeks.
Every president since Ronald Reagan has visited the 1953 armistice line, except for George H.W. Bush, who visited when he was vice president. The show of bravado and support for South Korea, one of America’s closest military allies, has evolved over the years to include binoculars and bomber jackets.
Trump, ever the showman, appears to be looking to one-up his predecessors with a Kim meeting.
As he left the White House for Asia earlier this week, Trump was asked whether he’d meet with Kim.
“I’ll be meeting with a lot of other people … but I may be speaking to him in a different form,” Trump said.
Such trips to the demilitarized zone are usually undertaken under heavy security and the utmost secrecy. Trump tried to visit the DMZ when he was in Seoul in November 2017, but his helicopter was grounded by heavy fog.
Trump has staked his self-professed deal-making reputation on his rapprochement with the North and has even turned it into a campaign rallying cry. Trump has repeatedly alleged that if he had lost the 2016 presidential campaign, the U.S. would be “at war” with North Korea over its nuclear weapons and ballistic missile programs.
The meeting would come at a time of escalating tensions. While North Korea has not recently tested a long-range missile that could reach the U.S., last month it fired off a series of short-range missiles. Trump has brushed off the significance of the tests, even as his own national security adviser, John Bolton, has said they violated U.N. Security Council resolutions.

LONDON — Major league baseball’s first game in Europe received a royal launch.
Prince Harry and wife Meghan, the Duchess of Sussex, took part in the ceremonial first pitch before the New York Yankees played the Boston Red Sox. The couple left month-old son Archie home as Meghan made one of her few public appearances since giving birth.
They strolled to the mound at London Stadium along with 10 participants in the Invictus Games, an international project started by Harry to give wounded military men and women a chance to compete.
Harry did not address the crowd — or risk throwing the first pitch and having it land in the dirt. He instead ceded honors to Invictus veterans, who performed credibly.
Meghan wore a simple black dress and skipped the spiky heels she sometimes favors for her walk on the infield dirt (brought from the U.S.) and artificial turf (from France.) Harry wore black slacks and a matching shirt.
They chatted with pitchers CC Sabathia of the Yankees and Chris Sale of the Red Sox during the ceremony.

UNITED NATIONS — Over 7,500 children have been killed or wounded in Yemen in the last 5 1/2 years as a result of airstrikes, shelling, fighting, suicide attacks, mines and other unexploded ordnance, according to a U.N. report released Friday.
The report by Secretary-General Antonio Guterres said the killings and injuries were among 11,779 grave violations against children during the period between April 1, 2013 and Dec. 31, 2018.
It said the figures are likely to be worse because monitoring Yemen has become increasingly difficult.
The conflict in the Arab world’s poorest country began with the 2014 takeover of Yemen’s capital Sanaa by Iranian-backed Houthi Shiite rebels, who toppled the government of Abed Rabbo Mansour Hadi. A Saudi-led coalition allied with Yemen’s internationally recognized government has been fighting the Houthis since 2015.
Saudi-led airstrikes have hit schools, hospitals and wedding parties. The Houthis have used drones and missiles to attack Saudi Arabia and have targeted vessels in the Red Sea.
Civilians have borne the brunt of the conflict, which has killed thousands of people, created the world’s worst humanitarian crisis, and brought Yemen to the brink of famine.
Virginia Gamba, the U.N. special representative for children in conflict, said that while some positive measures have been adopted by the warring parties, “the suffering of children in Yemen has worsened during the reporting period, becoming simply appalling.”
“The children of Yemen had nothing to do with the start of this conflict,” she said. “They should now be given the opportunity to exit from it and be assisted to fully recover.”
Gamba called on all parties to the conflict and those who can influence them to “prioritize peace and actively engage in the ongoing peace negotiations.”
According to the report, the largest number of violations against children in the 5 1/2 years were the 7,508 youngsters who were verified to have been killed or maimed.
The recruitment and use of 3,034 children by the warring parties — including 1,940 by the Houthis and 274 by the government — was the second largest violation, it said.
The report also said 340 boys were verified to have been detained for their actual or alleged association with the warring parties.
It said only 11 incidents of rape and sexual violence were verified, explaining that the number remains under-reported “mainly for fear of stigmatization and lack of appropriate response services.” The verification of abductions of children was also limited during the reporting period, with just 17 verified incidents, it said.

Putting the company on a Commerce Department "entity list'' normally reserved for rogue regimes and affiliated businesses was seen as the latest sign the U.S. and China were tumbling into a new technological cold war.That clash between the world's biggest economies still may happen, and is viewed as inevitable by many in Beijing and Washington. But Trump on Saturday sounded much more optimistic about the future, even appearing to rebut the notion in his administration -- repeated two days ago by acting Defense Secretary Mark T. Slowly, they argue, Trump is raising the heat on China and ending decades of unnecessarily pliant behavior by American presidents in the face of a rising rival.Others close to the administration insist Trump is more a pragmatist than ideologue when it comes to China. When I went on a break to take care of my children, I was in marketing. When I decided to come back, the work itself had changed to digital marketing," says Franky Aggarwal, a 40-year-old working mother in Pune. Aggarwal, after doing a one-year digital marketing certification course, is now working for a US-based personal care brand through FlexiBees, a platform that re-employs female professionals part-time or on a work-from home arrangement.Women are leaving work as young mothers or caregivers, resulting in a leaky talent pipeline across sectors. Even as the pool of second-career women — those returning to work after a break — is growing, the tech and digital disruption that is changing the way India Inc works is making it increasingly difficult for them to come back. In fact, technology-led disruption is the newest gender-diversity challenge in corporate India. Companies such as IBM, Microsoft and Ingersoll Rand are rolling out programmes to deal with this.In December 2018, the World Economic Forum's "The Global Gender Gap Report" noted that the increasing expansion of artificial intelligence was creating demand for a range of new skills, among them neural networks, deep learning, machine learning and tools. It said: "Only 22% AI professionals globally are female, compared to 78% who are male. This accounts for a gender gap of 72%, yet to close."Avtar Group, a Chennai-headquartered talent strategy consulting firm, analysed the Periodic Labour Force Survey 2017-18 of the National Sample Survey Office (NSSO) and found that the estimated number of employable women in urban India, excluding Tier II and III cities, currently was nearly 2 crore. The NSSO data looks at employability age as 15-59 years. "Out of this, if we consider the generational cohort of women between 20 and 40 years, we may roughly have about 70 lakh women on career breaks and are professionally employable in urban India," says Saundarya Rajesh, founder-president of the Avtar Group. 70006386 While a number of companies now have second-career programmes for women, diversity and inclusion experts say not all of these have been successful catalysts, simply because the skill gap is difficult to plug and women do not usually get the flexibility they need on their return.In April, Ingersoll Rand, an American industrial manufacturing company, rolled out a programme called ReLaunch for women to get back to work. It was launched at its engineering and technology centres in Bengaluru and Chennai. Re-Launch is designed for professionals who have taken a voluntary break from work for more than two years and are now ready to return to a full time career."The number of women in technology is less. For us, the difficulty is in finding mechanical engineers. Through this programme that is targeted at women with experience, we are trying to plug the leaky talent pipeline," says Shirin Salis, vice president-HR at Ingersoll Rand India.Bengaluru-based IBM India is set to begin the second round of its Tech Re-entry programme, which was started 18 months ago to hire people who have taken a sabbatical or break from work. There are more women in these cohorts, but the programme is not limited to women as most policies at IBM are gender-agnostic."Under the programme, we create niche roles in technologies such as internet of things, cloud computing and blockchain," says Prachi Rastogi, diversity & inclusion leader at IBM India, adding, "Inclusion is a business imperative and women are a big part of our strategy."Springboard is Microsoft's back-to work programme to relaunch careers of women. It hosts various initiatives that include a mix of on-boarding, training hours and careful mentoring, which help them gradually transition to focus on their career while balancing family priorities."Women who are hired through Springboard get the skills they want," says Ira Gupta, HR head at Microsoft India. In Gupta's experience, older women too leave for caregiving. While Microsoft gives four weeks of caregiver leave, it has backed it with an employee resource group that helps workers deal with problems and challenges. "Diversity is being invited to the party. Inclusion is being told you can bring your music. Everyone has to play to the strengths of others," says Gupta. Over the last few years, Microsoft has plugged the dropout of moms, she says, adding, "Flexibility is the key for this set of employees."Deepa Narayanaswamy, IIM-Bangalore graduate and founder of FlexiBees that supplies part-time women professionals, concurs. Narayanaswamy, who is also a chartered accountant, had to take a break after becoming a mother, and found it very difficult to manage home and full-time work. She realised that many women were in the same boat, having to compromise between career and childcare. There were not enough opportunities that would let them balance both. "Companies do not come to FlexiBees solely for diversity; they come for talent. There is a huge business benefit in hiring from this talent pool and in the flexible hiring models that we offer — part-time, contract based, etc," she says.

At least not yet.So when temperatures in Berlin rose to an uncomfortable 37 Celsius this week – a record for the month of June – I was uncommonly delighted to go to the Bloomberg office, where it's artificially and blissfully cool.By letting people in overheated climates concentrate on their work and get a good night's sleep, air conditioning has played a big part in driving global prosperity and happiness over the past few decades – and that revolution has still barely begun. About half of Chinese households have this modern tool, but of the 1.6 billion people living in India and Indonesia, only 88 million have access to air conditioning at home, Bloomberg New Energy Finance noted in a recent report.For many, relief is in sight. Because of the combination of population growth, rising incomes, falling equipment prices and urbanization, the number of air-conditioning units installed globally is set to jump from about 1.6 billion today to 5.6 billion by the middle of the century, according to the International Energy Agency. 69999866 69999872 Carbon dioxide emissions rose another 2% in 2018, the fastest pace in seven years. That increase was alarming in its own right, given what we know about the unfolding climate emergency. But the proximate cause was especially troubling: Extreme weather led to more demand for air conditioning and heating in 2018, BP Plc explained in its annual review of energy sector.It's not too hard to imagine a vicious cycle in which more hot weather begets ever more demand for air conditioning and thus even more need for power. That in turn means more emissions and even hotter temperatures.That feedback loop exists at a local level too. Air-conditioning units funnel heat outside, exacerbating the so-called "urban heat island" effect, which makes cities warmer than the countryside. BNEF expects electricity demand from residential and commercial air conditioning to increase by more than 140% by 2050 – an increase that's comparable to adding the European Union's entire electricity consumption. Air conditioning will represent 12.7% of electricity demand by the middle of the century, compared to almost 9% now, it thinks.Thankfully, much of that extra requirement will be met by solar power (the need for cooling is highest during daylight hours). But because temperatures don't always return to comfortable levels when the sun goes down, there's a danger that some of the additional electricity will be supplied by fossil power.Buildings have long been a blind spot in climate discussions even though they account for about one-fifth of global energy consumption. The inefficiency of air-conditioning systems or badly designed homes and offices simply aren't as eye-catching as electric cars and making people feel ashamed about flying. At least Germany's "passivhaus" movement, a way of building homes that require very little heating or cooling, shows some people are starting to recognize the peril.There are lessons to be learned from the world of lighting too. The LED revolution was spurred by innovation but also by better energy efficiency labeling on products and the discontinuing of out-of-date technology. Something similar needs to happen with air conditioning. There was a big step forward in January when the Kigali Amendment to the Montreal Protocol came into force. Although not well known, its aim is to phase out the use of potent greenhouse gases called hydrofluorocarbons, which are used widely in air conditioning systems. Unless substituted, these alone could cause 0.4C of additional warming by the end of the century.Yet true to form, President Donald Trump's administration hasn't yet submitted Kigali to the Senate for ratification, even though American manufacturers would benefit from demand for the new technologies that it would spawn.Trump knows all about the importance of good air con. He spends much of his time at his Palm Beach country club, a place that couldn't exist without it. So he'd do well to remember this: You can air condition the 19th hole but not the golf course. And it's starting to get awfully hot outside.

"We will bring a complete disruption in India's 21 million two-wheeler market," says the man best known as the co-founder of mobile-devices-maker Micromax.Not so long ago, Micromax was India's largest seller of mobile handsets. It leveraged low-cost Chinese manufacturing ecosystem with some smart packaging and features like long-lasting batteries and dual-sim functionality to garner 20% market share in India's value-conscious mobile handset market.It did not last long. Outpaced by Chinese brands such as Xiaomi, Micromax's market share dipped to around 2%.Sharma is now betting on electric vehicles (EV) for a bigbang comeback. He rattles off buzzwords and talks about becoming "India's Tesla" with his "AI-enabled connected bike".Last week, his new electric vehicle (EV) venture Revolt Intellicorp unveiled its first bike —RV400. He claims to have a 130-member R&D team and a Rs 500-crore manufacturing facility with an annual capacity of 1.2 lakh units in Manesar, Haryana.70005751 Revolt will currently import critical components like battery cells and motors from overseas as it eyes India's nascent EV market. "RV400 challenges every convention that riders have about EVs — power, styling and aesthetics, range and battery charging infra…" Sharma boasts.Riding on these features, he is hoping to soon garner double digit market share in the world's largest two-wheeler market.Gold RushSharma is not alone. There is a gold rush afoot in everything to do with EVs. Companies and entrepreneurs of all shades — from public sector undertakings to multinationals, established corporations to startups and experienced founder to rookies — are in the fray.India's EV pioneer, Reva founder Chetan Maini, is ready with his new venture, Sun Mobility. Focusing on building charging infrastructure, the pilots are on. Subrata Roy's Sahara Evols claims to be launching products across the EV ecosystem such as bikes, scooters and e-rickshaws as well as batteries and charging stations. Engineering company Greaves Cotton, the maker of diesel and petrol engines, acquired Ampere Vehicles last year and now sells electric bikes.70005763 The deep-pocketed and relatively rigid automotive industry is witnessing a charged environment with an influx of startups. New entrants like the Chinese MG Motors and Korean Kia Motors are exploring EV launches to gain a toehold on Indian roads.Green RideThe heightened interest in EVs — not just in India but globally — is understandable.EVs today offer a once-in-a century opportunity. The auto industry, built on the century-old internal combustion engine (or ICE) and powered by fossil fuels, is facing all-round disruption. At a macro level, governments, including India's, are worrying about climate change, surging pollution and crude import bill and energy security. Battery-run EVs with zero tail pipe emission are emerging as a good alternative. Governments across China and Europe are deploying carrot-and-stick strategy to nudge auto sales towards EVs.Smart entrepreneurs, lured by government incentives, thus eye a business opportunity. Success stories such as Tesla — over a decade old and valued at over $30 billion — help.70005797 EVs are also an interesting marker of the shifting world order. The 20th century was dominated by the West — mainly the US and Europe. In the land of Ford Motors that led the ICE wave, Detroit was the global capital of the auto industry, and the US its biggest market. That tide has turned with the centre of gravity shifting to the East. Detroit is well past its peak.Since 2010, China has become the world's largest car market. Yet, it is the Western automakers that continue to dominate sales. With its full throttle bet on EVs, China hopes to help its homegrown companies lead the global race.Today, the world's attention on EVs may justly feel disproportionate. In 2018, of the over 86 million passenger vehicles sold globally, just two million were EVs. There are just 5 million EVs today on the roads.However, the present may not be a good guide to understand the road to the future. Experts are unanimous that the shift towards EVs is imminent and inevitable. A report by Bloomberg New Energy Finance (NEF) expects that by 2040, 57% of all vehicle sales and 30% of passenger vehicle sales will be electric. By mid-2020, it expects price parity between ICE-based vehicles and EVs. By 2030, it expects ICE vehicles to peak before its decline begins.Original equipment manufacturers too are investing top dollars into EVs. Reeling under the diesel emissions cheating scandal, Volkswagen now leads the EV charge with an investment of more than $90-billion, plans to roll out 70 models and sell 22 million units by 2028.For a long time, the EV push was at the premium end with automakers such as Daimler and BMW. Now, led by Chinese companies such as BYD and SAIC, mass market carmakers like Hyundai, PSA Group and Nissan (whose Leaf is the world's bestselling electric car) are joining the EV wave.Even reluctant players such as Toyota, which was exploring hydrogen fuel cell as an alternative to fossil fuel, is now working on battery-powered EVs.Automotive electrification is not just shaking up carmakers. A vast swathe of related and unrelated industries -- from oil & gas to public utilities and metals & mining to the IT industry --are getting impacted. Nearly 47% of the world's crude oil is currently used in transportation. The rush of EVs will change that.Nowhere is this shift more discernible than in China, where over 500 EV makers are jostling for space. Since 2010, driven by pollution concerns and the desire to build homegrown auto companies, China deployed all policy levers, including generous subsidies for EVs and making ownership of ICE vehicles controlled and expensive. Its EV fleet is small -it sold 7.6 lakh vehicles in FY19, dominated by two-wheelers (16.4%) and three-wheelers (83%), says a PwC report.Low-cost e-rickshaws, offering cheap last-mile connectivity, is the humble winner in this race. Using leadacid batteries, some 150-odd small-scale EV makers have mushroomed, with an import-assemble-retail strategy in garage-like assembly operations.Multiple factors constrain India's EV journey. Take cost economics, especially in the crucial passenger car segment. The world's largest small car market is also price sensitive with 55% of sales coming from the sub-$8,000 segment.Maruti, which is readying an electric variant of its popular hatchback Wagon-R for a 2020 launch, says while the ICE variant costs Rs 4.2-5.7 lakh, the electric option will cost up to Rs 12 lakh. Battery, which accounts for more than 40% of an e-car cost, makes it an expensive affair. Limited model availability will be an issue as well.Globally, the EV wave has mostly been dominated by premium carmakers such as Tesla and Daimler. A small, low-priced EV car is a rarity. Understandably, government has tweaked it EV subsidy strategy to push growth in two- and three-wheelers and public transport sectors like buses, e-rickshaws and fleet operators."For our corporate clients, e-fleet works out 40% cheaper," says Krishnan of Lithium.A BloombergNEF report expects EV penetration in passenger cars to touch only 6% by 2030 but grow rapidly thereafter to touch 28% by 2040, making India the fourth largest passenger EV market in the world.While making big bets on EVs, India must contend with other hurdles. Power availability is one."I am in Mukteshwar. We got just seven hours of power in the last four days," says Vishnu Mathur, director general of Society of Indian Automobile Manufacturers (SIAM), as he shares industry woes.70005840 Niti Aayog wants to set a deadline for 2023 and 2025 to push for 100% electrification of two- and three-wheelers, respectively. "From one lakh electric two-wheelers at present, they want us to scale to 20 million in five years. Forget everything — where is the power?" he says.Agrees Sanjay Banga, CEO, Tata Power DDL: "In Delhi, power situation is very different. Outside, power network may have significant constraints both on the grid infra and supply side," he says.But the biggest hurdle for India's EV ramp up will come from its near non-existent EV ecosystem — from charging infrastructure to manufacturing of critical component supply like battery cells, motors and controllers, which are mostly being imported from China."We need to build out our EV ecosystem. There is a big gap between government's statements and implementation," says Maini.Directionally, India's EV policy is headed in the right direction with the FAME2 (Faster Adoption and Manufacturing of Electric Vehicles in India) policy framework linking subsidy to higher level of localisation.Tarun Mehta, co-founder, Ather Energy, says import content in his company's e-scooters will come down from sub 50% to sub-25% within a year. But this journey will not be easy. India's experience in the mobile handsets and solar panel industries offer important lessons."It should serve as a good wakeup call," says Sohinder Gill, director general, SMEV (Society of Manufacturers of Electric Vehicles).In both the categories, India is reeling under Chinese imports as demand has surged but domestic manufacturers have struggled to build a competitive manufacturing base. "The biggest gap in EV push is battery, which is half the vehicle's cost. We need local cell manufacturing at scale," says Rakesh Batra, partner (automotive), EY India. Clearly, India needs a well-calibrated transition.70005852 Many caution about two other important issues emanating out of the government's EV thrust. It exposes India to unnecessary risk. Global reserves of lithium and cobalt -critical ingredients in the EV mainstay lithium ion batteries -- are limited, with a significant share secured by China.Two, experts like Kaushik Madhavan, vice president (mobility), Frost & Sullivan, says policy must be tech-agnostic and only mandate emission norms while leaving specific paths to automakers. EV is a new technology and many other technologies are being worked upon in the labs. Total electrification of India's automobile industry could pose technological risks in future.Bad TimingFor India's automobile industry, government's EV thrust and ensuing disruption could not have come at a worse time. The industry is reeling under one of the worst sales slowdown in its history with virtually every segment hurting.For example, in May, passenger vehicle sales slumped 21% year-on-year — the worst in 18 years. The future — at least the next six-eight quarters — is unlikely to see robust sales. "Government's timeline looks quite aggressive, considering poor vehicle sales and transition to BS VI emission norms," says Kavan Mukhtyar, partner (automotive), PwC.Multiple policy shocks (like the sudden ban on diesel vehicles) and critical transitions (like emission and safety norms) have all gotten bunched up, says Vinay Piparsania, consulting director (automotive), Counterpoint Research. For example, in 2016, the government mandated the automotive industry to leapfrog from BS-IV to BS-VI emission norms by 2020. The industry is investing over Rs 70,000 crore and needs time to recover the costs.Further, automotive industry is critical – it contributes 49% to manufacturing GDP while employing 37 million (direct and indirect). At a time when India is reeling under a job crisis, any sharp EV transition will hugely disrupt the automotive industry. Take the $55-billion auto component industry, which employs 30 lakh people. "EVs will put at risk half of our revenues coming from ICE engines and drive trains. Policy shocks make us nervous," says Vinnie Mehta, director general, ACMA (Automotive Components Manufacturers Association of India).When the government talks of banning a technology in the future, it impacts the vehicle's terminal value today."The issue is multiple policy flip-flops. It creates uncertainty. We need long term policy stability," says Ashish Sethia, head (commodities), BloombergNEF.The government's intent is noble and its hurry understandable. India, whose 14 cities count among the world's 20 most polluted, wants to tackle pollution on a war footing. Already late to the EV race, and having missed the previous waves of electronic manufacturing, it does not want to lose time. With millions unemployed, catalysing a homegrown EV ecosystem as a part of Make in India should be a priority.But sound policymaking must be contextual, long-term and thought through. That is perhaps where the problem lies.
NEW DELHI: State-owned BSNL Saturday cleared June salary of all its employees, while it awaits clearance of around Rs 14,000 crore in dues from the telecom department."BSNL has cleared salary payments of all employees for June from internal accruals of about Rs 2,000 crore," an official source, who did not wish to be named, told PTI.The company has cleared around Rs 750 crore for salaries, paid interest of around Rs 800 crore on loans and rest of the funds have been approved for operational expenses like electricity bill payments, partial dues of vendors etc."A finance wing official has confirmed that they have received funds for June salary and it will be credited in the accounts of employees on Monday," All India Unions and Associations of Bharat Sanchar Nigam Limited (AUAB) Convenor P Abhimanyu said.According to the source, the company has sent demand of Rs 14,000 crore to the Department of Telecom in April but is yet to receive it.The demands include payment for excess pension amount, dues for rolling out mobile network in naxal effected area, and interest it paid on BWA spectrum, which was returned to the government, among others.The total debt on BSNL is around Rs 15,000 crore, which is lowest in the industry.One of the main reasons for the company running in loss has been high expense ratio between wages and revenue on account of large number of employees that were transferred by the government to BSNL at the time of its formation.According to official data, a total of 1,63,902 employees, including 46,597 executive and 1,17,305 non-executive, were working in BSNL as on March 31, 2019.The employee cost for BSNL is 75.06 per cent while that of private telecom companies varies between 2 to 5 per cent of the total income.The government has been promising to revive the PSUs - BSNL and MTNL - and the proposals in this regard are pending with the DoT.

So far in 2019, it has jumped around 12 per cent; few points away from the all-time high of Rs 35,074.Multiple factors are giving strength to the yellow metal. The lower interest rate regime is attracting physical as well as investment demand in gold. Central banks across the globe are preparing to loosen monetary policies, to spur their respective economies and it is expected that gold will continue the ongoing momentum. Major central banks like the European Central Bank, Reserve Bank of Australia, Reserve Bank of New Zealand, Bank of Canada, People's Bank of China along with the US Fed are switching to low interest rate regimes.Besides, central banks themselves have been aggressive in buying physical gold to cushion falling currencies. According to the World Gold Council, physical gold buying roughly contributed to a 7 per cent rise in global gold demand in June quarter from a year earlier. During the last four quarters, central banks' gold buying hit a record high of 715.7 tonnes. To note, Russia was the biggest buyer during the period, followed by China.Due to heightened trade tension, which has been putting pressure on global growth, gold has been witnessing safe haven buying. 'Buying on dips' should be a prudent strategy in gold and one can safely expect it to touch Rs 35,500 on MCX this year. MUMBAI: A key source of funding for promoters is set to dry up with the Securities and Exchange Board of India (Sebi) tightening rules for lending by mutual funds against shares as collateral. The capital market regulator has asked fund houses to collect shares worth four times the investment as collateral.The new threshold will make it unviable for promoters to raise money from mutual funds, which drew flak for reckless lending against shares, said asset managers and experts.Until Thursday, there were no rules on the equity cover that mutual funds should take as collateral. Fund houses generally took shares worth 1.5 to 1.75 times the investment. This meant that for raising Rs 1,000 crore, promoters had to pledge shares worth as much as Rs 1,750 crore. That pledge value has risen to Rs 4,000 crore, based on the rules approved by Sebi on Thursday."Loan against shares by mutual funds will become increasingly uncommon from now on because of the higher cover," said G Pradeepkumar, chief executive officer of Union Asset Management.The capital market regulator's move to tighten rules stems from concerns that the industry's rising exposure to such structures was risky.Clear MessageThe matter erupted after Subhash Chandra's Essel Group failed to add more equity as a collateral topup following the crash in the shares of units Zee Enterprises and Dish TV late in January. The promoters had borrowed from mutual funds and nonbanking finance companies (NBFCs) to fund their entry into the infrastructure and financing businesses, which turned out to be loss-making ventures. The promoters then entered into a 'standstill' agreement with mutual funds that allowed them to defer repayments by September 31. Mutual funds refrained from selling the pledged shares in the market on fears it would have led to a crash in their value and sparked a crisis in the financial markets. That however didn't stop a sharp sell-off in the shares of various groups with high share pledges by promoters. This was at a time when the market was already dealing with a liquidity squeeze sparked by the Infrastructure Leasing & Financial Services (IL&FS) default in September last year.According to unofficial estimates, mutual funds may have loaned around Rs 50,000-60,000 crore in total against shares as collateral. In the past three years, such loans have jumped, fuelled by the surge in flows into debt schemes."We don't recognise any such standstill agreement," Sebi chairman Ajay Tyagi had said on Thursday, the first time the regulator was commenting on the matter.Sebi was worried about risks that this posed to debt schemes and the wider financial system. "This instrument was not looked upon favourably by the regulator after the recent instances," said Pradeepkumar. "The message is very clear that the regulator wants funds to be in investing and not in the lending business." Promoters looking to borrow with shares as collateral will now go to banks and NBFCs, since the cover level is lower.NEGOTIATION ON RATES"Given that regulatory arbitrage between MFs and NBFCs is lost, the structures will find NBFC more attractive given that the NBFCs, as per RBI, operate at a regulatory minimum of two times cover," said Bhushan Kedar, director, funds research at rating agency Crisil.Some industry officials said the loan against shares business at mutual funds may not end but take a new shape. For instance, promoters could tap mutual funds despite a higher equity cover by negotiating for lower rates and bigger amounts. 69998427 "Promoters would not like to lock in their shares at four times the cover for a long period. If at all they look at mutual funds, they would prefer shorter periods," said the CEO of a top mutual fund. Kedar said the sharp rise in collateral cover to four times as against the current average of less than two times will improve safety of such structures for mutual funds but such restrictions may not be enough to make them foolproof. "The larger issue of ability to sell shares with minimal impact cost on trigger event, fundamental credit profile of the underlying entity, stock specific risks, systemic market risks, and extent of promoter pledging still remains the most critical risk which cannot be addressed by mere higher collateral," Kedar said.69994514 69994240 69992575 69993633
